Dear Neighbor, Happy Holidays! As 2018 comes to a close, let's remember the many accomplishments of Haverford Township that benefit our residents, businesses and organizations every day. On this note, please review the enclosed 2019 Annual Budget summary by Township Manager, Larry Gentile. This summary provides an accounting of the Township's efforts and achievements in 2018 that have contributed to making our community a better place to live and work. Now that winter has begun, residents are reminded to remove their vehicles from the streets as soon as the snow starts to fall. Street parking impedes the Public Works crews from being able to remove snow in a timely and efficient manner. All sidewalks are to be
cleared of snow and ice 24 hours after the snow stops falling. If your neighbor is unable to clear his/her sidewalk, please consider pitching in to help. As you consider your new year's health and fitness goals, remember that all residents ages 14 and over are eligible for a free walking track pass at the Community Recreation and Environmental Center (CREC) located at Haverford Reserve. Blood pressure screenings are also available at the CREC every first Monday of each month from 9-11am. 2019 Real Estate, Sewer and Trash Service bills should arrive in homes during the first week of February. A 2% discount is available to those property owners who pay their bill by March 31, 2019. Conversely, a 10% penalty will be added on if
the bill is still unpaid as of June 1, 2019. There are three items billed - real estate taxes, sewer rent and the trash service fee. If you have not received your tax bill by the second week of February, please call the Finance Department at 610-446-1000 ext. 2242. Haverford Township is governed by nine Township Commissioners who are elected by the residents of each of its nine wards. Commissioners elect their own President and Vice-President at the beginning of each year. The Commissioners appoint a Township Manager, who oversees all Township staff. Regular meetings of the Board of Commissioners are held the 2nd Monday of each month at 7:30 p.m. in the Commissioners Meeting Room, 1014 Darby Road, Havertown, PA. Note From The Township Manager The Township 2019 budget is the financial blueprint for the policy decisions which will be implemented in the upcoming fiscal year. It is the most important instrument the Board of Commissioners and Management has for establishing control over cost and directing revenues. Budget decisions determine the level and quality of government services, which in turn, guide our community's future. The goal of the FY/2019 budget is to operate within the financial means of the community while maintaining essential levels of service and investing in infrastructure which will enable the Township government to meet the service needs of the future. Like previous years, this proposed budget represents a continuation of the Board of Commissioners' and Management's commitment to building and investing in a high quality community that effectively: Provides a broad range of public safety and community services,
Dear Resident: It certainly doesn't seem like it, but another year has passed us by and the Township Administrative team is currently preparing for the 2019 operating season. In the past year, the Board of Commissioners, Administration and Staff have worked hard to aggressively address the many issues facing the Township. We have focused a great deal of time on restructuring the delivery of services to our community while rebuilding the township infrastructure and finances. Although there is still a lot of work to do, we are proud of the substantial progress we have made. Our expense operations are as lean as they have ever been.

Maintains the Township's roads, parks and infrastructure, Protects the natural environment, Maintains the vibrant set of recreational assets and services our residents enjoy The 2019 general fund operating budget drives our core mission of delivering essential municipal services such as, police, volunteer fire, emergency medical services, trash/recycling/curb side yard waste collections, solid waste disposal, parks and recreation, snow removal, tree services, code enforcement, yearly curbside leaf vacuuming
and many more. We are also very fortunate to have dedicated men and women who provide fully volunteer fire protection. We appreciate their countless hours spent training, responding to emergencies and sacrificing time with their own families in order to protect our community. Haverford Township continues to be the largest single contributor by far to the Haverford Township Free Library, which is not affiliated with the township, and has its own board of directors and operating budget. Haverford Township also pays for major repairs of the library. In 2018, we contributed $1.125, 717 in operating funds. Over the past ten years, we have initiated new programs and services that have eliminated over 5.75 million dollars from the operating budget, while enhancing services and becoming a more green friendly community. Management is committed to delivering these services at the lowest, responsible costs we can. Department spending continues to be on everyone's radar and is constantly evaluated for cost reduction and opportunities for increased efficiency. Cost containment is a consistent discipline along all Township departments and the 2019 budget certainly continues the constraint on spending. Yet, like any other organization, public or private, we have fixed costs and quality services to deliver. We are in the business of providing a comprehensive array of high-quality services to a community of residents with high expectations. Our work force of 178 high performing full-time employees, 70 part-time employees, and 150 summer and other seasonal employees is the lowest in the past ten years and yet continues to deliver exemplary services to our residents. ...continues on page 6

Note From The Township Manager One of our most note-worthy accomplishments is the inter-municipal cooperation we enjoy with our neighbors. Marple Township, Newtown Square, and Upper Darby Township share along with us on several efforts including leaf collection and brine applications. Through these joint efforts, each community saves money. We will continue to work closely with our neighbors on future cost reduction initiatives that will benefit each community.

A few examples of this would be our Single Stream, Curbside Yard Waste Collections, Winter Salt Brine Program and Street Light Conversion program. These programs alone save the tax payers 1.5 million dollars. In the beginning of 2015, Upper Darby Township joined hands with Haverford and Marple to offer their community salt brine. I am proud to say that Haverford, Marple and Upper Darby Townships continue to be the only communities providing this level of service and we are excited about this new and growing partnership. The Administration and staff remain steadfast in our desire to find ways to operate more efficiently and economically and to continue offering the highest level of quality services. We will not deviate from these goals and I believe the proposed 2019 budget provides a prudent and sound plan to achieve these objectives.
$2.5m in various park projects over the course of next two budget years including fencing, ADA compliance, replacement of backstops, repaving of courts, installation of park benches, regarding of ballfields, lighting improvement at various fields installation of permanent trash cans. Our commitment to provide our residents with a safe, healthy and enjoyable place to live is paramount. During these difficult economic times, our municipal services we provide remained constant, and our focus is on improvement in the future. We understand the high expectations of our residents and realize the accountability of providing these services in the most efficient, effective and fiscally responsible manner.
This is also a very busy time of year for our township personnel, with the collection and disposal of over 6,000 tons of leaves and preparing for the upcoming winter and snow. Our Public Works staff has completed all the necessary preparation and we are fully stocked with over 6,000 tons salt which can easily handle five major snow storms. Winter maintenance is a critical and difficult task, and motorists are partners in making this season a safe one by always thinking safety first and being sure that they are giving plenty of room to our operators and other motorists. We have contracts in place to receive additional rock salt and additional supplies on an ongoing basis throughout the winter season to prevent any shortages. Public Works has 38 trucks that are dispatched to handle over 160 miles of township and state roads throughout our community. We maintain an excellent working relationship with Marple and Upper Darby Townships and continue to be the only communities in Delaware County that pre-treat our roadways with salt brine solution. This collaborative relationship that started with Haverford Township continues to save on cost and provides safer road travel for our residents. Please be assured that the Board of Commissioners, Administration and Staff members are here to assist you. The following are some of the 2019 major planned projects that the township will implement: LED Street Light Retrofit program** (875 remaining lights in 6th, 7th and 9th Wards) Of particular note, during the first three completed phases (approximately 2,400 lights), we have already eliminated over 1,222,000 KwH of electricity, 495,000 grams of sulfur dioxide, 852 metric tons of carbon dioxide, and 7.1 million grams of nitrogen oxides. Zoning/Community Development Update What Residents Need to Know About New Developments and Businesses in Haverford Township As elected officials, Commissioners receive frequent requests to intercede in land use matters involving proposed developments (both residential and commercial) that are under review by the Zoning Hearing Board or Planning Commission. To assist residents in understanding the “how” and “why” of the land development process, we offer the following basics of the land development process and procedures: A municipality's ability to enact local laws is provided to the municipality from the Commonwealth. Municipalities may not create laws that are incompatible with state law. Municipalities must apply the local zoning laws uniformly to all property owners and uses in any given zoning district. Generally, a municipality is permitted to regulate uses and may, in some cases, prohibit a use in order to protect the general health, safety and welfare of residents. If a landowner or tenant desires to use a property in a manner that is inconsistent with land use or zoning laws, the owner or tenant has the right to seek relief from the zoning or land use law. Generally, an application for relief from zoning or land use laws is heard by the Zoning Hearing Board. A municipality may appear as a party before the Zoning Hearing Board on an application but it may not prevent an owner or tenant from filing an application and having it be heard. In order to ensure public awareness of any application for zoning relief, the municipality provides public 8

notice of the Zoning Hearing Board hearings so that residents may participate in the hearings and express approval or opposition to the request. Municipalities may not limit a particular use from locating in proximity to the same particular use. For example, Township officials often hear “we don't need another bank, pizza shop, nail salon when there is already one on that street.” The Zoning Hearing Board acts as a quasi-judicial body and is made up of members appointed by the Board of Commissioners. Zoning Hearing Board members act independently of the Board of Commissioners and conduct a function very similar to a Court. They are charged to hear all applications, weigh all evidence and render a decision. Commissioners may not appear before the Zoning Hearing Board in support of or in opposition to a particular application unless there is consent of the full Board of Commissioners to take a position on an application. This limitation on a Commissioner appearing before the Zoning Hearing Board is particularly important in matters that may result in a later land development application being heard by the Commissioners. If a Commissioner took a public stance in favor of or in opposition to a Zoning Hearing application, the Commissioner may be forced to abstain from any Commissioner vote on the later land development application. In addition to the Township Zoning Ordinance, the Township also has a subdivision and land development ordinance which further regulates how property owners can develop and divide property.

SEWER BACKUP AND FLOODING INSURANCE

AN IMPORTANT ANNOUNCEMENT FROM HAVERFORD TOWNSHIP
!
Sewer backups and flooding can cause devastating property damage and are not covered by standard homeowners’ insurance policies. The majority of these claims are the responsibility of the property owner. Sewage from sanitary sewer lines occasionally back up into houses through drain pipes. These backups not only cause extensive water damage that is difficult and expensive to repair, but also create health hazards.
Haverford Township is not responsible for damages caused by sewers, drains and sump pumps except under limited/special circumstances provided by the PA Municipal Immunity laws. Township residents must be aware that they should review their homeowner’s, flood and sewer backup insurance coverage with their agent/insurance company in order to properly protect their personal residences—probably the most valuable tangible asset that we all have. Article I, Section 149-3, subsection C (2), Sewer Service Regulations of the Township Code states that all sewer service laterals from the Township’s sewer, regardless of location, are the property of the customer and/or owner and shall be maintained by him in good condition and repair. Please pay particular attention to the following coverages: Coverage for Sewers, Drains and Sump Pumps: This valuable coverage is not included under your standard homeowner's policy but can be purchased by endorsement for an additional premium. Flood Coverage: Flood coverage is not included under your homeowner’s policy. However, flood insurance is available under the National Flood Insurance Program (NFIP) and can be obtained through your insurance agent or broker.
The Township does not provide flood insurance.

The Environmental Advisory Committee (EAC) extends a big “Thank You” for all of those that participated in our Recycling Survey and congratulations to the winners of the free recycling can! Your input provided us with valuable information about the state of recycling and ways that we could improve it. We wanted to provide answers to common questions and announce our upcoming initiatives to increase “clean” recycling to cut costs and provide more information to residents.
FAQs
How do I get a new recycling can? New bins can be obtained at the Township building. The first for new residents is free, additional bins can be purchased for $18. These are strong and last as long as several store bought cans. OR - You can make your own! Convert any trash can by applying two (2) recycling stickers that can be obtained from at the Township offices or buy a generic blue can at your hardware store. How much does this cost me? Recycling saves money, although we are being surcharged for “dirty recyclers” who toss trash and food stained materials in the can. Delaware County is raising tipping fees for trash, more than what we will likely spend to recycle. We could cut costs further through “Clean Recycling” if everyone does their part. What exactly can I recycle? All of the following are recycled but food containers must be drained and rinsed. Otherwise, the recycling center must separate and dispose of it, costing us more money and reducing the amount we recycle. Bi-metal cans (soup cans, etc.) Aluminum cans Cardboard Glass (any color) Paper (any kind) Yard Waste (every Monday) For plastics, if the bottom has a recycling symbol with a number between 1-7, it CAN be recycled! 12

Environmental Update Hav-A-Rain Garden Program
Haverford residents and businesses can still request a free rain garden (some sweat equity required) to help “slow the flow”, improve stream water quality and reduce flooding. The Haverford Environmental Advisory Committee's (EAC) "100 Rain Gardens in 10 Years Initiative” has built 40 rain gardens for residents who reached out and contribute a little sweat equity - and will be selecting 10 more residents each year! Check out existing rain gardens at Haverford Reserve, Bailey Park, Llanerch Avenue, Merwood Park, Paddock Park, Oakmont Parking Lot and Nitre Hall as well as 40 homes across the township.

Stormwater Planters for Haverford Businesses
Haverford businesses can request a free storm water flow through planter if they have downspouts in a visible, paved location on their business property. A limited number will be available to good locations under a pilot program funded by the Haverford Township Civic Council. Check your downspouts and request a planter by emailing havaraingarden@gmail.com with the subject “Stormwater Planter”.

Rain Gardens are beautiful landscaped areas built down, instead of up, intercepting runoff from buildings, driveways and other impervious surfaces before it can reach the storm sewers and streams. Small gardens are typically 6-12 inches deep and drain within a day or two after a rain. Plants are water and drought tolerant and need little or no watering after they are established. Salt Alternatives For Treating Icy Sidewalks And Driveways Message from Chester Ridley Crum Watersheds Association and the CRC MS4 Education and Outreach Partnership Ashes For those with a wood burning fireplace, ashes are a great option. They provide a lot of traction and absorb sunlight, so will melt ice quickly on a sunny day. And they're free! Beet juice Increasingly being used by highway departments on its own or mixed with salt, this safe and natural product allows ice to melt even when air temperatures are extremely cold.
Spreading rock salt (sodium chloride) on roads and driveways reduces ice formation, allowing for safer travel for pedestrians and motorists. Too much salt, however, can corrode metal on cars, damage gardens and trees, and pollute our local streams. All landowners can be part of the solution by using alternative products or by using salt at recommended times and rates. There are several products that can be used instead of salt. Here are a few options to consider: Sand, clean kitty litter, and used coffee grounds These products provide great traction. Sand can easily be swept up and disposed of afterwards, but kitty litter often creates mushy clumps. These products will absorb sunlight, contributing to melting and will not harm nearby plants and soil.
Potassium acetate, calcium magnesium acetate Acetates are super-effective even at extremely low temperatures and are biodegradable. The drawback? Price. They cost several times as much as rock salt and can be difficult to find. This is a good solution for small areas in environmentally sensitive locations, such as floodplains. Other “chlorides”: calcium chloride, magnesium chloride, potassium chloride Rock salt (sodium chloride) is not the only chloride product that can melt ice. These other products are generally more expensive than rock salt, but work better at low temperatures. Calcium chloride is the preferred choice over magnesium chloride, as it works at lower temperatures and is applied at a lower rate, leading to less chloride in our streams. Potassium chloride is considered safest for pets and plants, but is often more expensive and does not work well at lower temperatures. All
chloride products contribute to pollutant loads in our streams and their use should be minimized. If rock salt is the only reasonable alternative for your property, remember: Remove as much ice and snow off paved surfaces as you can before applying salt to speed up melting A little salt can go a long way: Rock salt should be applied at about a handful per square yard Calcium chloride should be spread even thinner, about a handful for 3 square yards The air temperature matters. Rock salt iso five times more effective at melting ice at 30 F than 20oF, and ineffective below 20oF. Calcium chloride is better for temperatures down to 0oF. Applying early can prevent ice crystals from forming and minimize the amount of salt used overall.
FACT: Stormwater runoff can pick up chemicals, debris, dirt, and other pollutants that will contaminate our water. It is a common misconception that stormwater is treated before it reaches the waterways.

Haverford Township Historical Commission Note: The June 2018 Commissioner's Newsletter article on the Widenmann Architecture building renovations contained an error regarding the previous owners of the building. The site was home to Vinci Bros. Jewelers, owned and operated by Mr. Albert and Mr. Vincent Vinci, from 1955-1998.
When asked about his motivation for opening Vinci Bros. Jewelers in 1955 with his brother Vincent, lifelong Havertonian Albert Vinci is direct. “I had to do something,” he said. “I had to find something to learn and work on.” For forty-three years, Al and his elder brother, Vince, worked to create, sell, and repair jewelry, clocks, and watches for the residents of Haverford Township. Longtime residents may recall the hours-long line that formed on Saturday mornings, with customers of all ages waiting for a chance to speak with either of the brothers. Although the shop rarely had a quiet moment, the lines were longer during some seasons than during others. Even now, twenty years after his retirement, Mr. Vinci still smiles when he thinks of his favorite -and the busiest -- time of the year. “Christmastime was a very happy time,” he notes. “Lots of engagement rings.” Located at 23 E. Eagle Road, Vinci Jewelers shared its stretch of Havertown's commercial center with a hardware store, a delicatessen, and many other small businesses that generated a steady stream of foot traffic. Mr. Vinci recalls that in those days, store owners got to know their customers well.

“The brothers shared with me that some customers even entrusted them with choosing and gift-wrapping their spouse's gift,” family friend and former business associate Joyce Woodburn says. “At giftgiving time, both the giver and the recipient were happily surprised!” Some former residents of Havertown made long treks back to the store for jewelry purchases and repairs. When former customer Maggie O'Brien's family moved from Oakmont to Virginia in 1971, they still drove hours to Vinci Bros. Jewelry to purchase gifts or to request repairs. After moving back to Havertown in 1981, she'd drop by the store to say hello to Vince and Al. She remembers that she'd also find them at St. Denis Church, their parish of more than 50 years. Over decades, Albert and Vincent amassed a customer base that spanned generations of families, and when the brothers closed their shop in 1998, their neighbors felt their absence. “When we retired, people came and said they would miss us,” Mr. Vinci recalls. “It was a very good business.” “I sure do miss that store,” Ms. O'Brien says. “I never have found a replacement...they left a void in the jewelry world.”

Parking Lots Are Riskier Than You Think

More than 50,000 crashes occur in parking lots and garage structures annually, resulting in 500 or more deaths and more than 60,000 injuries. And, around the holidays, parking lots become even more dangerous.

Auto insurers report the number of claims spike on Black Friday and run above normal throughout the holiday shopping season. The number of incidents is probably higher than insurance claims indicate, as many fenderbenders go unreported.
So Many Distractions
Thousands of pedestrians end up with broken bones, tissue damage or even worse because of cell phone or other distractions in parking lots. In a National Safety Council public opinion poll, 66% of drivers nationwide said they would make phone calls while driving through parking lots. Respondents also said they would: Program GPS systems (63%) Text (56%) Use social media (52%) Send or receive emails (50%) Take photos or watch videos (49%) NSC found teens (59%) were more likely to engage in personal grooming than adults (53%) while driving in parking lots, but less likely to be on the phone (60% vs. 66%). During the hectic holiday season, drivers and pedestrians also are likely to be distracted by extensive to-do lists and are hurriedly trying to get from one place to another.
Stay Alert
Safety isn't guaranteed just by driving slowly in parking lots. Following are some safety tips for drivers courtesy of the Oswego (IL)
Police Department: Stay in lanes and avoid cutting across lots Drive slowly and use directional signals Anticipate the actions of other drivers Obey stop signs and no-parking signs When backing out, be mindful of vehicles and pedestrians Watch for small children and parents with baby strollers
Tapping into Technology
NSC analysis of government data indicates more than one-third of pedestrian deaths in parking lots result from backup incidents. Many vehicles today are equipped with backup cameras, which provide a wide view behind a vehicle operating in reverse, but that view may not be clear if the camera lens becomes obstructed. Three safety reminders: It's best to conduct a quick, 360-degree walk-around before backing, keeping an eye out for low-lying objects
Choosing the right parking spot can go a long way toward deterring theft and crime. Consumer Reports provides some simple safety rules: Pick spots that are well-lit and close to stores you will be shopping at Lock your doors Store purchases in places that are out of sight (in the trunk or tucked under darkcolored blankets) Large parking lots, such as those found at shopping malls, are considered most vulnerable to crime, according to the Urban Institute Justice Policy Center. One way for consumers to steer clear of trouble is to pick a lot where pedestrian traffic is restricted and video surveillance equipment is used to monitor the facility.
Don't rely completely on technology; look over your shoulder and use your mirrors as you back up When parking, pull through on arrival whenever possible and if it works with the flow of traffic Monitoring systems can alert drivers of vehicles in blind spots. Typically, drivers are warned of another vehicle's presence via symbol, sound or vibration. These systems may not detect motorcycles, smaller objects or people, however.

Parks and Recreation Update In September the Board of Commissioners approved a historic generational investment in Township parks. The bond monies approved will finance improvements at parks over the next 3-5 years. Upgrades range from infrastructure (fencing, pathways) to ADA compliant playground improvements, tennis and basketball courts, permanent recycling and trash cans, energy saving lights, benches, signs and tables, and regarding of ball fields. The Park Board will host a series of community input meetings regarding some of the improvements. Please contact a member of the Park Board or the Parks and Recreation Department if you have suggestions or questions.

Summer Camps & Programs The Summer edition of the HavaGood Times will be mailed to all Haverford Township homeowners April 22. Check out the Times for information about Summer playgrounds and preschool camps, Weekend Nature Series, Sports Leagues and Fitness classes. Summer Registration begins online starting Sunday April 28.. Check out our website in April for more details. Full Day Summer Camp Haverford Recreation offers a full day program for ages 6-12. (8am-6pm) The program begins Monday, June 24 and continues through August 10. Information on times and fees will be available on our website in early March. Registration opens online March 11.
Summer Sports Camp The Recreation Department offers summer sports for boys and girls in basketball, lacrosse, soccer, ultimate frisbee, and tennis. And - volleyball and field hockey for girls. A full list of dates, times, and fees will be on our website in March. Registration opens online April 1.
Camp Counselors We are looking for a few good men and women ages 16 and over to join our All-Star Summer staff. If you have strong leadership skills and are enthusiastic, see the Recreation website in February for an application. Group Interviews will be conducted in late February, March, and April.
