Many of you have asked about the progress of the new building on Darby and Manoa Roads. To date, much of the work completed has been on the installation or relocation of underground utilities, earth work and paving. So far, contractors have installed storm water lines and stormwater management facilities, relocated existing gas and electrical services to the Skatium to facilitate the construction, ran the underground electrical to parking lot lights, installed curbing and paved the main driveway from Darby Road and an upper level parking lot for both the Skatium and Police. They recently finished the foundation work, have started underground utilities for the building, and are currently constructing the structural steel and exterior walls. The roof is on target for completion by the end of March. We have a team of professionals working with the contractors to coordinate the work and keep things on schedule to make sure the building is substantially completed by the end of this year - on time and on budget!

EAGLE ROAD CONSTRUCTION The good, the bad (and the ugly…..) As you probably know, Eagle Road is not a Township Road, rather a state road controlled and maintained by the PennDOT. Over the past few years, we have seen utility and construction work, often overlapping, Lawrence Road to Darby Road. The current condition of the road is a testament to the amount of construction and utility improvements that we're experienced. First, we saw construction at the YMCA to widen the shoulder of the road, construct new curbs and sidewalks and add a traffic signal at its new entrance. Next, AQUA installed a new water main and that project was followed by the installation of a new gas main by PECO. The gas main project included the installation of service connections from the new main to the edge of every property within the construction area. As that project wound down, the YMCA installed new traffic signals and curb work at Lawrence & Eagle Roads and at Darby & Eagle Roads. In Apri l, PECO's contractor will complete the milling and paving the affected road surfaces on this section of Eagle Road. Unfortunately, there is little break between this construction and the next project. The next segment of Eagle Road gas main to be replaced is tentatively scheduled to start in June. The work will begin at Darby Road and go to Saint Denis Lane.

Board of Commissioners Haverford Township is governed by nine Township Commissioners who are elected by the residents of each of its nine wards. Commissioners elect their own President and Vice-President at the beginning of each new year. The Commissioners appoint a Township Manager, who oversees all Township staff. Regular meetings of the Board of Commissioners are held the 2nd Monday of each month at 7:30 p.m. in the Quatrani Building, 2325 Darby Road, Havertown, PA. Recycling is mandatory in Pennsylvania. As residents and business owners, we are required to recycle more to keep trash at a minimum. This is a win-win environmentally and in cost savings. The higher recycling statistics reported to the Department of Environmental Protection, the more grant money is received to offset costs, and the less money paid by the Township to the County in tipping fees to incinerate trash. Haverford Township has begun a Townshipwide mailing to all commercial and industrial establishments requesting information about the recyclables collector, per PA law. Responses have been favorable. In addition, this spring, the Township will have a part-time employee monitor residential streets in the Township and take note of repetitive household violators that do not recycle. Warnings will be given and failure to correct the problem will result in a citation. Haverford Township's 2017 operating, sewer and capital budgets were adopted by the Board of Commissioners at its December 12, 2016 meeting. The $43.4m general fund budget included a 2.67% millage increase (from 7.785 to 7.993 mills) or an annual impact of approximately $30 on a median assessed home of $143,335 and a $3.00 per residential unit increase in the annual trash fee (from $194.00 to $197.00 per year). There was no increase in sewer processing charges which remained at $4.70 per 1,000g of water consumed.

BUSINESS REPORT GENERAL FUND REVENUE OVERVIEW

Real estate taxes continue to be the main source of Township revenues and the proposed 2.67% increase is anticipated to generate an additional $757,000 in revenues. Realty transfer taxes have been extremely high in both 2015 and 2016 (outperforming budget by $541,000 and $250,000, respectively). While we do not expect those revenues to expand, we are confident in the revenue line's ability to remain constant in the short-term. Our business taxes, which now represent over $2,635,000 of our current year revenues, remain strong but we continue to be conservative in those estimates due the ever changing economy and businesses moving in and out of the Township. As stated earlier, the annual trash service fee will rise $3.00 to $197.00 per year. This increase was necessary due to changes in the recycling environment during 2016. With a past environment where the Township RECEIVED

monies for its recycling collections, we are now PAYING for its disposal at a rate of $21.56/ton. We are estimating this dramatic swing to impact our annual budget by $90,000. The $3.00 per residential unit increase will mitigate that impact while still allowing us to continue our strategy to have the trash fee cover 80-85% of the cost of collection. Inter-governmental funds are always difficult to rely on as the political climate can change very quickly. As an example, we have been advised not to expect the same level of pension aid from the Commonwealth of Pennsylvania which results in more of the Township's pension obligation (MMO) being funded through general revenues. Our departmental earnings continue to grow as evidenced by the consistent increases in fees, license and permitting revenues ($121,500 increase in 2017 budget). Our recreation department continues to be a revered example for recreational opportunities and the Skatium has maintained its positive cash flow operations.

GENERAL FUND EXPENDITURES OVERVIEW

Personnel costs (e.g. wages, health benefits, pension benefits, workers compensation insurance, and payroll taxes) represent over 63% of our budget. As a public service industry, this is expected. Whi le the civilian contract calls for a ZERO increase in 2017, the current police contract calls for a 2.5% increase. In keeping up with the demand for more automated services and an increased presence in social media, we will convert an existing part-time position in the Information technology department to a full-time position in 2017. The only other full-time new hires in 2017 will be a result of filling open positions from natural attrition. Keeping up with contractual wages is always challenging; however, the contractual increase coupled with natural attrition will impact our budget by a relatively manageable impact. Our 2017 renewal for health care benefits was a bit disappointing at 6.89% compared to last year's increase of 3.67% resulting in a budget impact of $371,695. Whereas in prior years, the increase in operational costs was easily identified by a small number of cost drivers, there was only one other "major hit" on the budget and that was the expected increase in annual debt service. The Township has taken a giant step toward modernization with the planned improvement of our Township facilities. Those improvements come with an increased cost in our debt service expenditures. However, by using borrowed funds to complete those projects, we spread those costs over the many years to come in which the community will use and benefit from those facilities. The remaining increase in operational costs is instead simply a multitude of smaller increased cost drivers (e.g. vehicle maintenance and street light maintenance in particular).

Note from the Township Manager SEWER FUND OVERVIEW

Sewer rents charged to all properties on public sewer is the largest revenue generator of this fund at $4.9m. Those sewer rents are based on water usage as supplied to us by Aqua PA for the period (10/1/2015 - 9/30/2016) multiplied by a rate of $4.70 per 1,000g of water consumed. Our major revenue source is supplemented by various smaller line items such as investment earnings, lateral permits, etc. The largest expenses within the sewer fund (other than personnel costs) are payments made to RHM and Upper Darby Township (as a conduit to the City of Philadelphia) for sewage processing at the Delcora ($1.4m) and City of Philadelphia systems ($1.3m).

CAPITAL PROJECTS FUND OVERVIEW

The capital projects fund budget is largely a planning document. Simply because a project is in the budget does not mandate its completion and any contract regarding such projects will go before the Board of Commissioners for its approval. Frequently, planned projects are deferred to future years because of an operational or financial

hindrance. However, the major planned projects of note are the continued construction of the combined municipal services building in 2017 and 2018, the purchase of new fire and ambulance apparatus in 2017 and the extensive renovation of our library facilities. To complete these, along with other smaller scale projects, we anticipate another borrowing in 2017. To self-fund smaller scale project, we will transfer $2,000,000 of excess fund balance from the general fund to the capital improvement fund. This alleviates some reliance on the need to borrow for capital projects and large scale equipment needs.

OBSERVATIONS

Management is committed to delivering our services at the lowest, responsible costs we can. Cost containment is a discipline along all Township departments and this proposed budget continues the constraint on spending. Yet, like any other organization, public or private, we have fixed costs and quality services to deliver to a community of residents with high expectations. Our current full-time work force of 182 high performing employees is the SMALLEST full-time staff in recent years

and yet continues to deliver exemplary services to our residents. Our development of inter-municipal projects with our neighbors Marple, Upper Darby, and Newtown Townships, continue to grow with several efforts including leaf collection, electronics recycling and brine applications. We will continue to work closely with our neighbors on future cost reduction initiatives that will benefit each community. The Administration and staff remain steadfast in our desire to find ways to operate more efficiently and to continue offering the highest level of quality services. We believe the 2017 budget provides a prudent and sound plan to achieve these objectives. Our number one goal is public service and we see it as an honor and privilege to provide it to you. Tax Information 2017 Real Estate, Sewer, and Trash Service bills should arrive in homes during the 1st week of February. A 2% discount is available to those property owners who pay their bill by March 31, 2017. Conversely, a 10% penalty will be added on if the bill is still unpaid as of June 1, 2017. One of the most asked questions we receive in the Finance Department pertains to our annual real estate taxes and how they are calculated. There are three items billed - real estate taxes, sewer rent and the trash service fee. Real Estate Taxes: Each property is assessed a value by the Assessors' Office of Delaware County. This value is shown on your tax bill. The assessed value is then multiplied by the millage rate put in effect by the Board of Commissioners for that particular year and then divided by 1,000. For example, a home with an assessed value of $165,000 would be calculated as ($165,000 x 7.993 /1000 = $1,319). Sewer Rent: Each property connected to the public sewer is charged a sewer rent fee for the processing of all sanitary sewage coming from your property. The rate is based on actual water usage as supplied by Aqua PA for the period October 1 - September 30 of the previous year. The sewer rent charged for your particular property is a direct result of the amount of water used in your property. Those gallons are then multiplied by $4.70 per thousand gallons used to arrive at the amount billed. For example, if you used 90,000 gallons of water in your home during the period Oct 1, 2015 - Sept 30, 2016, your sewer rent would be calculated as (90 x $4.70 = $423). Trash Service Fees: Each residential dwelling unit being serviced by the Haverford Township Sanitation Department is charged a flat fee of $197 per year. However, if you own a property with multiple dwelling units (up to 4 max), then you are charged for each unit.

Information such as real estate taxes paid is considered public information under Pennsylvania's Right to Know laws. As such, we need a paper trail that can either be via email to finance@havtwp.org or the person requesting the information may come into the building, complete a simple form and obtain a printout for $0.25. "I wasn't aware of a lien on my property for unpaid sewer and trash - I took care of everything with Delaware County Tax Claim" When a property's real estate tax bill remains unpaid as of 12/31, the tax portion ONLY is turned over to Delaware County Tax Claim for collection. Since Delaware County Tax Claim will only act as the collector for the tax portion, the unpaid sewer and trash portions of the bill remain with the Township for collection. Periodic reminders are sent by the Finance Department to property owners with open Liens. It is in the property owner's best interest to pay off these Liens when a notice is received, since additional interest accrues each year. "My property is assessed too high how can I have it lowered?" Unfortunately, the Township doesn't play a role in property tax assessment. The Delaware County Assessors' Office handles all assessment issues and the appeal process. The appeal process ends August 1 each year for the coming calendar year. The forms are available on the Delaware County website at www.co.delaware.pa.us or by calling them at (610) 891-4896. "I paid my tax bill but so did my mortgage company - when will I get my refund?" If you have a mortgage on the property; before

paying your bill directly, look at your mortgage to see if the mortgage company is already escrowing additional monies to cover the real estate taxes. If your mortgage company escrows funds for taxes, forward our bill to them for payment. In the event, a property owner double pays or overpays, refunds are processed on a monthly basis. The person (or bank or mortgage company) who physically makes the 2nd payment, receives the refund. "Should we really use the return envelope included with our tax bill it shows an address in Pittsburgh?" Yes! The Township's banking operations are currently handled by Citizens Bank. Citizens Bank has two convenient locations within our Township for property owners to pay their bills in person. However, for owners wishing to mail their payments - they are mailed to Citizens Bank Lockbox Operations. Their lockbox operations team is located in Pittsburgh. Lockbox operations is a service offered by Citizens Bank to Haverford in which the bank picks up mailed payments several times a day at the post office, deposits them into our bank account and then notifies us electronically of the deposit. This enables the Township to put the money to work as soon as it's received. With over 18,000 tax bills here in Haverford Township, lockbox operations provide the most efficient manner in which to process all of them. Business Privilege Tax REMINDER - all business privilege and mercantile returns are due to our collector, TRI-STATE FINANCIAL, LLC on or before April 15, 2017. Forms for licensed businesses will be mailed directly to them; however, forms can be obtain on Tri-State's website at www.tfg-tax.com or by contacting them directly at 610-270-9520.

Insurance Notice An Important Announcement from Haverford Township Sewer backups and flooding can cause devastating property damage and are not covered by standard homeowners' insurance policies. The majority of these claims are the responsibility of the property owner. Sewage from sanitary sewer lines occasionally back up into houses through drain pipes. These backups not only cause extensive water damage that is difficult and expensive to repair, but also create health hazards.

Haverford Township is not responsible for damages caused by sewers, drains and sump pumps except under limited/special circumstances provided by the PA Municipal Immunity laws. Township residents must be aware that they should review their homeowner's, flood and sewer backup insurance coverage with their agent/insurance companies in order to properly protect their personal residenceprobably the most valuable tangible asset that we all have. Article I, Section 149-3, subsection C (2) Sewer Service Regulations of the Township Code states that all sewer service laterals from the Township's sewer, regardless of location, are the property of the customer and/or owner and shall be maintained by him in good condition and repair. Please pay particular attention to the following coverages: Coverage for Sewers, Drains and Sump Pumps: This valuable coverage is not included under your standard homeowner's policy but can be purchased by endorsement for an additional premium. Flood Coverage: Flood coverage is not included under your homeowner's policy. However, flood insurance is available under the National Flood Insurance Program (NFIP) and can be obtained through your insurance agent or broker. The Township does not provide flood insurance.

2016 Code Enforcement Report For those who haven't heard, the Codes Enforcement Office has a new Director, Joseph Celia. Mr. Celia had been the longtime Deputy Director of Codes Enforcement and made a seamless transition to head the department. Among his initiatives, Joe is moving the department to a completely paperless permit system, and has established a policy for all inspectors that written complaints must be investigated within three working days from receipt. Almost $1 million dollars in construction permit fees were collected in 2016 ($989,308.05.) Improvements Planned for Blue Route Interchange at West Chester Pike as part of an almost $9 million project, some of the upgrades to this highly congested area include improvements to the I-476 (Blue Route) off-ramps and Lawrence Road; expansion of the eastbound lanes of West Chester Pike; installation of turn lanes and a traffic signal control system on West Chester Pike; and enhancing the storm water management system. Police Report The Haverford Township Police Department at Darby and Manoa Roads is housed in a structure that was erected early in our township's history. Historical documents show that site is a part of a 3000 acres tract purchased by Lewis David in March of 1681. The 1870 atlas of the area shows that Elizabeth Anderson owned the property currently occupied by the police station, and depicts a structure, most probably a barn, in the same area as the current police station. A 1909 map shows the property, then owned by CM Thompson & BG Hunter, with the same barn type structure also depicted. A 1929 map also depicts a structure in the same location as the current police station and similar to the 1870 atlas depiction when the property belonged to Elizabeth Anderson. This structure was most likely a "bank barn" with the lower level or stall area facing south along Manoa Road. The Haverford Township Police Department was created by ordinance in 1916 and we just celebrated our one hundred year anniversary, a "Century of Service". Based on the information available, we believe the first permanent home for the police department was that "bank barn" located on the property the township acquired at Darby and Manoa Roads. The department turned the northern facing or upper part of the "barn" into the administrative offices of the department and a portion of the lower level remained as stalls for horses and later mechanics bays for vehicles through the 1970's. Several times over the years the "barn" has been renovated with the largest renovation occurring in 1993 when the new lobby, police records room and administrative offices were added. One need only look past the stucco and drywall faĂ§ade of the building to see its history. Clearly visible on the lower level facing Manoa Road is the outline of the barn stalls. The 3' wide stall walls remain as an outward sign of our history. They serve as an ever present marker to the humble beginnings of a department and a group of officers that took up residence in a "barn" to protect and serve this community. The current officers carry on that tradition today walking the same h a l l s a n d occupying the same stalls as those first officers.

While it has served us well, the 1870's building comes with all the problems one might expect in a 147-year old refitted barn. Leaks, rodents, mold and environmental control problems are ongoing. Four separate heating and air conditioning systems, multiple aging window air conditioning units and electric baseboard heat create high energy costs. The 3 foot wide stone horse stall walls that run throughout the building impair modernization, making it difficult to run duct work for heating and air, electric and plumbing systems improvements and even cable for internet and communications access. Currently, visitors, or even police escorting a prisoner, traveling between floors have to walk outside around the building because there is no stair, ramp or elevator inside the building to connect the two levels. Additionally, over the past decade the department has had to store its archived reports off-site, at a cost to the police department due to overcrowding in the current building.

Even with construction underway, our normal police duties, training and responses continue. In 2016, officers responded to 20,242 police calls, making 374 arrests for a misdemeanor or felony offense, 418 arrests for summary violations, 3,703 traffic citations were issued and 2,705 warnings were given for motor vehicle violations.

Last year, the Township Commissioners authorized the construction of a new municipal services building which combines a new police station on the lower level and the Township Administrative offices and public meeting space under a single roof. The modern offices, holding cells, evidence and records rooms as well as an onsite police records archive, all conform to current building code and accessibility standards.

Finally our officers continue to deal with the Opioid epidemic ravaging our state and community. Officers responded to 35 medical emergencies that were caused by an opioid overdose last year. Those officers were able to give naloxone, a medication that can reverse the deadly effects of an opioid overdose. Of those 35 overdose victims the timely response of our officers resulted in 27 of those overdose victims being saved by the officers' actions.

Work on the new municipal services/police facility is currently underway and noticeable progress has been made. The new upper level parking lot is now open to the public from Darby Road, and is the only driveway access to both the Police and Skatium during construction.

The men and women of the police department want to thank the Township Commissioners and our community for this opportunity to grow and modernize. We look forward to moving out of our "barn" and into the new community-centered Township Building and Police Department that will serve as a strong foundation for our next "Century of Service".

Haverford Township police officers also attended approximately 7,528 hours of police training in 2016. The department continued to strengthen its commitment to diversity and sensitivity awareness as well as the mental health needs of our community. The department sent 8 more officers to the weeklong mental health Crisis Intervention Training course and over the last two years, 41 officers have attended diversity and sensitivity awareness training. These two training courses provided our street officers with new skills and current resources available within the state and county for dealing with our diverse community needs.

Fire Department & EMS News Firefighter's Under 18: "The Red Hat" First Aid. Although members under 18 will not be able to work inside a burning structure they are an integral part of the fire departments on scene operations. Red Hats are issued turnout gear and closely supervised by an officer who directs them and ensures that they are safe and learn while on scene. They are able to throw ladders against the fire building; support hose line operations from the exterior, and bring equipment from the trucks to the scene. Red Hats are trained in hydrant operation and learn how to connect hose from the hydrant to the engine.

Citizens of Haverford Township are often unaware that all firefighters in Havertown are volunteers. In Haverford Township, young people have the opportunity to join the volunteer fire service at the age of 16. Upon joining, junior members are given a red fire helmet, which shows their age to everyone on the fire scene. They start out with basic firefighting classes and are trained in CPR and

After returning to the firehouse, Red Hats continue to learn by orienting to each fire truck and memorizing the location and function of each tool on the truck. Senior members guide their learning and teach life skills when not working on the trucks. Young members are indoctrinated into the firehouse culture and taught to be disciplined, work hard, and to be accountable for their actions. They network with older members who work in many fields and can learn about different fields of work. Many volunteer firefighters move into paid roles in major cities throughout our country.

Joining the fire service at a young age gives a person the opportunity to serve the community and complete training before their free time is taken up by work and starting a family. They interact with all walks of life during smoke detector installations, Santa Sunday, and calls for fire alarms. This helps them to build a comfort level early, which will help them when working with the public in other positions throughout their lifetime. Red Hats are expected to train with the Fire Department at least twice a month at formal drills and orient to the trucks and equipment regularly. The Fire Department pays for the fire academy and 16 year olds are allowed to attend many lectures and a hands-on junior firefighter class. When they turn 17 they may attend three classes: Introduction to the Fire Service, Fire Ground Support, and Exterior Firefighter. Completing the three courses prepares the young firefighter to attend interior firefighter training and take a test to be nationally certified in Firefighter 1 when they reach the age of 18. EMS News Beginning on November 1, 2016, the Township of Haverford has partnered with Narberth Ambulance to provide 911 medical services to the Township's residents and visitors. Due to significant support of this partnership from the Township, no balance billing will be sought after insurance payments. As always, the patient reserves the right to choose the hospital that is appropriate for their circumstances. The resources of Emergency Medical Services within the Township include two 24/7 Mobile Intensive Care Unit Ambulances, an Advanced

Life Support Chief's, an Advanced Life Support Deputy Chief's truck, and an EMS bus being developed for mass casualty and fire ground rehabilitation support services. One MICU Ambulance is stationed at Bon Air Fire Company in the southwestern area of the Township and the other is stationed on the Haverford College campus along Ardmore Ave in the northeastern zone of the Township. This partnership has added the benefit of offering an opportunity to the public to serve as a volunteer EMS provider. Narberth Ambulance has a rich history of developing

tomorrow's EMS providers as well as providing excellent experience and training to those seeking a future in any aspect of healthcare or other community services. Haverford Alliance for Drug Awareness As you no doubt know, in virtually every community in the nation, large and small -- including Haverford Township -- young and old adults are dying from heroin (a cheaper drug to buy than marijuana!) and prescription opioids, which can lead to heroin addiction. The Haverford Alliance for Drug Awareness (HADA), is a grassroots organization formed to educate residents, destigamatize addiction, and to fight the onslaught of drug addiction problems. HADA holds regular meetings and is a wonderful resource for information and support. The Board of Commissioners recently formed a new Health and Welfare Committee, to help coordinate efforts with the HADA. Public Works Information Think Spring: Haverford Public Works would like to remind all residents to take advantage of our brush program. Last year we removed 3,312 tons of brush that did not go into the trash. Brush is taken away at no cost to the Township and recycled into mulch. Brush pickup should not include grass, leaves, or plastic bags.

Stormwater pollution is the uncontrolled runoff of rainwater from hard surfaces such as roofs, driveways, roadways and parking lots. Currently, this water enters our stormsewer system where it is discharged untreated directly to our local creeks. These creeks, once vibrant and healthy are now suffering from pollution and increased volume of water during rain events. You can take steps and make simple changes around your property to prevent stormwater pollution and restore our streams to a healthier state. How You Can Help Reduce your use of fertilizers and pesticides. Often, we use much more of these chemicals than we need, and when it rains the leftover portion is carried by rainfall into our stormsewer system and into our creeks. These chemicals harm the organisms that live in the water. Plant Trees! Trees can absorb large amounts of water when it rains. This reduces the flow of water to our creeks, reducing flooding and pollution and keeping our creeks healthy. Use a Rain Barrel. Library Renovations

The Haverford Township Free Library is scheduled to begin an extensive renovation of all three stories of the Library at the end of 2017. The renovation will include an overhaul of the heating system, new lighting and electrical components, new plumbing, a new elevator, and a "Township Living Room" in the grand, two-story space of the old bank lobby. We will also be reconfiguring office, program, and meeting spaces. New technology will be an important feature of the renovated library, especially in the new "Makerspace." The Library wants to expressst its deepest thanks the Commissioners of Haverford Township for committing to fund the renovations of the Library and creating an exciting, 21 century library for the Township.

A Message From The Senior Citizens Advisory Committee Dear Business Owners of Haverford Township, The Haverford Township Senior Citizen Advisory Committee would like to create a friendly environment for both businesses and seniors in Haverford Township. We believe we have come up with a creative way that would both promote businesses in Haverford Township and communicate to our seniors the services and accommodations available to them. Our goal is to provide information for business in the community to help assist seniors in their search for locations that have conveniences to help make their shopping experience more enjoyable.

The main thrust of this program is to provide wheelchair accessibility, handicap walkways, delivery services, and any other assistance that would make life easier for our seniors. Haverford Township's Historic Resources In 2009 the Board of Commissioners recognized that "the preservation and protection of historic resources are public necessities and promote the health, safety and welfare of the citizens of the Township of Haverford," and enacted an ordinance "to protect those historic resources within Haverford Township that have a distinctive character recalling the architectural, residential, commercial, aesthetic and historic heritage of the Township." More than 100 historic sites identified in 1995 are now officially listed in the Haverford Township Historic Resources Survey (Survey). The goal of Haverford Township's Historic Preservation Ordinance is to preserve buildings and sites that stand as reminders of our community's unique character and history. Plans for modifications to the exteriors of buildings listed in the Survey are reviewed by the Haverford Township Historical Commission (Commission) as part of the building permitting process. Maintenance projects (such as replacing an existing asphalt shingle roof with a new asphalt shingle roof) and interior alterations may still require a building

permit, but are not reviewed by the Commission. The Commission's goal is to work with property owners to achieve their needs while preserving the historic character of their building. Although change is necessary and inevitable for any community to thrive, the goal of good preservation planning is to manage that change in order to preserve what we collectively value in our township. Historic resources have a qualitative, positive impact on our community, providing educational opportunities (like the Federal School and Nitre Hall), creating a sense of place, and supporting environmental sustainability. Preserving historic buildings has also been shown to increase property values and can increase revenue from heritage tourism. Commercial rehabilitation projects may be eligible for Federal and state tax incentives. Buildings listed in the Haverford Township Historic Resource Survey meet the criteria established by the National Register of Historic Places (https://www.nps.gov/nr/):

Properties associated with events that have made a significant contribution to the broad patterns of our history; That are associated with the lives of significant persons in our past; That embody the distinctive characteristics of a type, period, or method of construction, or that represent the work of a master; or That have yielded or may be likely to yield information important in history or prehistory. We believe there are more sites eligible for inclusion in the Survey, and the Haverford Township Historical Commission is interested in continuing to add to this list. If you would like more information about having your property listed and protected by the ordinance, please contact the township, and the members of this Historical Commission will guide you through the process.

Township Parks & CREC Haverford Township maintains 34 parks with a total of almost 450 acres; for the active and passive enjoyment of our residents and guests. Parks strengthen the community, conserve nature, enhance our health and increase the value of our homes. Parks are the jewels of the Township. Surveys show that by a margin of over 3 to 1, citizens favor increased spending for the care of parks. Our Township code designates types of parks based on geographic area and population served: Community Parks (4), Neighborhood Parks (12), Subneighborhood parks (17) and Gateway Parks (1).

PRC and Eastern Delaware County Stormwater Collaborative are partnering to present a free Rain Barrel and Stormwater Workshop. Attendees will learn about the problems associated with stormwater runoff, ways to conserve water in their homes, and watershed friendly landscaping techniques. The workshop will also cover the basics of how to construct, install and maintain a rain barrel. After the workshop, participants will be provided with a recycled barrel and fittings to install a rain barrel on their property. This workshop is free, but registration is required.
