We are at once delighted and disheartened to announce that Assistant Township Manager, Director of Community Development, and Zoning Officer, Lori Hanlon-Widdop retired from Haverford Township on April 1, 2018. Lori has been a tremendous asset to the Township in her 28 years with us.

In 1992, she was appointed as the Director of Code Enforcement, making her the first female department director in Haverford Township. Almost immediately, she began the moving of the department into the digital age, moving from hand-written permits to an electronic processing system and revising the Zoning Map to add individual properties and clarify the boundaries of each district. She later coordinated to develop the current system for property records, permits, and licensing, which soon will allow Township applications to be completed online. When Lori was appointed to Assistant Township Manager in 2009, she again made Township history as the first female employee to be promoted to senior administration. Throughout her career, Lori used her dynamic combination

of tenacity and creativity to make our Township a great place to live and work. Her final project, the Haverford Township Municipal Services Building, leaves us with a lasting reminder of her many years of hard work and service. Board of Commissioners Haverford Township is governed by nine Township Commissioners who are elected by the residents of each of its nine wards. Commissioners elect their own President and Vice-President at the beginning of each year. The Commissioners appoint a Township Manager, who oversees all Township staff. Regular meetings of the Board of Commissioners are held the 2nd Monday of each month at 7:30 p.m. in the Commissioners Meeting Room, 1014 Darby Road, Havertown, PA. Delinquent Sewer and Trash Fees Unfortunately, some property owners are either unable to or do not pay their entire real estate tax bill on or before the December 31 deadline. When a tax bill is not paid by the end of the year, the Township turns over the real estate tax portion of the bill to Delaware County Tax Claim to being collection proceedings. The Township retains the sewer and trash portions at the Township level for collection. Although the Township has a very high collection rate for its sewer rent and trash collection fees, $215,000 in fees remain unpaid, which the Township pursues. The Township sends a reminder letter in May of the following year. If the account remains unpaid, the
Township places a lien on the property with the Delaware County Office of Judicial Support. Interest accrues on the lien at the rate of 10% per year; a $125.00 lien fee is also added to account for attorney fees and court costs. Filing a lien prevents the owner from selling the property without paying the amounts they owe the Township. Because liens alone do not bring in actual dollars, the finance department continues to communicate with the property owner. When the property owner refuses to respond, we turn the account over to Portnoff & Associates, a municipal collection law
firm, and proceed through the legal process, which can lead to an eventual Sheriff's Sale. The Township prefers to work with residents, rather than proceeding to a Sheriff's Sale. We will work with any property owners who wishes to satisfy their obligations through a payment plan. But if the account reaches our attorneys, we add their fees to the account, increasing the amount due. If you know or suspect that you have many years of outstanding sewer and trash issues with us, please give the Finance Department a call and we will do our best to work out a reasonable repayment plan.
Trash and Recycling Latex Paint You do not need to dry out the paint in the cans. We will be happy to arrange a pick-up of latex paint cans. Please call 610-446-1000 ext. 2264 or 2263.
Brush Pick-up Consisting of small tree/hedge trimmings, weeds, branches less than 3 feet long and 1 ½ inches in diameter is picked up separately from your regular trash pickup. Brush pickup helps reduce the amount of trash deposited to the Marple Transfer Station and it significantly reduces the disposal fees we pay, which decreases sanitation fees for residents. Brush is picked up on Monday and must be out for collection by 6:30 a.m. Please follow the following rules when placing brush for collection: Branches must be tied together with rope or twine, DO NOT USE WIRE. 4

Brush is to be put out in cans or brown biodegradable bags, NO PLASTIC BAGS. NO GRASS OR LEAVES may be added to brush collection; they will be picked up in your regular trash. Of course, during the fall season, leaves will be collected separately.

Single Stream Recycling We encourage all residents to recycle and single stream recycling makes it easier than ever! 32 gallon recycling bins are available for purchase at the Township Building for $20.00. Alternatively, free recycling decal stickers are available in the Department of Public Works or the main receptionist desk for residents who have purchased their own unlabeled bins. New residents who have purchased a home within the last six months may have a recycle bin delivered at no cost.

The size of each container shall not exceed fifty gallon capacity.
There is a limit of no more than ten (10) bags or containers for pick-up during any one collection. Separate arrangements must be made by telephone with the Department of Public Works for the pickup of diapers, tissues, rubber gloves or other waste generated in the care and maintenance of a person receiving radiation treatments for the safety of the general public. For the safety of our employees, trashcans should not have items sticking out or weigh above 40 pounds.

SEWER BACKUP AND FLOODING INSURANCE

An Important Announcement from Haverford Township
!
Sewer backups and flooding can cause devastating property damage and are not covered by standard homeowners’ insurance policies. The majority of these claims are the responsibility of the property owner. Sewage from sanitary sewer lines occasionally back up into houses through drain pipes. These backups not only cause extensive water damage that is difficult and expensive to repair, but also create health hazards.
Haverford Township is not responsible for damages caused by sewers, drains and sump pumps except under limited/special circumstances provided by the PA Municipal Immunity laws. Township residents must be aware that they should review their homeowner’s, flood and sewer backup insurance coverage with their agent/insurance company in order to properly protect their personal residences—probably the most valuable tangible asset that we all have. Article I, Section 149-3, subsection C (2), Sewer Service Regulations of the Township Code states that all sewer service laterals from the Township’s sewer, regardless of location, are the property of the customer and/or owner and shall be maintained by him in good condition and repair. Please pay particular attention to the following coverages: Coverage for Sewers, Drains and Sump Pumps: This valuable coverage is not included under your standard homeowner's policy but can be purchased by endorsement for an additional premium. Flood Coverage: Flood coverage is not included under your homeowner’s policy. However, flood insurance is available under the National Flood Insurance Program (NFIP) and can be obtained through your insurance agent or broker.
The Township does not provide flood insurance. 6

Local Service Tax (LST) What is it and who is required to pay it? The state legislature has changed the name many times over the decades -- “head tax”, OPT, EMS, and now LST. Per the Commonwealth of Pennsylvania's Local Tax Enabling Act (Act 511) and more specifically per Haverford Township Local Services Tax Ordinance: “Individuals engaging in an occupation, trade or profession in Haverford Township are required to pay the Local Services Tax.” TriState Financial Group, LLC is the Township's official business tax collector. As an employer, you are required to deduct an annual maximum of $52.00 from the wages of each employee with earned income from all sources within Haverford Township of more than $12,000 received in a calendar year. LST is withheld on a pro-rated basis determined by the number of pay periods for a calendar year. For example, weekly payrolls will have $1.00 deducted, biweekly payroll will have $2.00 deducted, monthly payrolls will have $4.33 deducted, and bi-monthly payrolls will have
$2.17 deducted. Each quarter is treated as a 13 week pay period. The tax and return is due on a quarterly basis on the last day of the month following the close of each quarter. A list of employees and withholding amounts must be attached. Forms must be filed even if no monies are due or no employees are being reported. Self-employed individuals with a base (e.g. home based or main location) within Haverford Township but no other employees are still required to pay LST on themselves as a self-employed individual. In this case, you can submit your $52.00 in the first quarter (due 4/30). Returns must be filed in each of the subsequent quarters stating “zero” additional employees to avoid receiving delinquent notices. The tax can be no more than $52.00 on each individual for each calendar year, regardless of the number of municipalities in which the individual may be employed. So if an individual works for more than one employer, LST would be withheld by their “primary” employer only. An exemption certificate should be filed with the second employer with a
paystub as proof of employment showing LST withheld elsewhere. An individual who does not anticipate earning $12,000 in a given year must file an exemption certificate with their employer, and no tax should be withheld. The employee must provide prior year end paystubs or W2 to confirm their income was less than $12,000. Exemption certificates are required to be filed on an annual basis. If at any time a person who has filed an exemption earns equal to or more than $12,000, the employer should withhold a lump sum amount to “catch-up” and begin withholding LST thereafter. Refund Applications are available for any taxpayer who overpaid or should have been exempt. Requests for refunds may be made within three years of the due date for filing the return. Haverford Township Police Department 2018 Officer of the YearOfficer Corey Watkins Since 2011, the HTPD has chosen an officer to honor as their “Officer of the Year.” This award recognizes outstanding individual performance from an officer that exhibits a commitment to their profession and exceptional achievement over the previous year. Candidates for Officer of the Year are nominated by supervisors of the Police Department and selected by a majority vote.
Officer Watkins has been with the HTPD since September 2011. In that time, he has shown leadership qualities beyond his years of service. When assigned to the Patrol Division last year, he consistently contributed valuable input at roll call and on the street to help his fellow officers improve the performance of their duties, mentally and tactically. As an officer with the Field Training Program, Officer Watkins has put forth tremendous effort and pride to prepare newly hired officers, and provide them with the tools and mindset to be successful with the department.

Officer Watkins has also been a productive member of the Special Response Team, a K9 decoy officer (essential for a successful K9 Unit), and a member of the Delaware County Major Incident Response Team. His work ethic serves as an example to young officers. Without question, he is always available to help when needed and exemplifies leadership qualities by being diplomatic, empathetic, compassionate, humble and taking a “team first” mentality. As a member of the community with his wife and three beautiful daughters, Officer Watkins takes pride in his approach to community policing and is often described as being very personable and approachable. He will often stop at township businesses, schools, and parks to converse with citizens and children. His level of dedication to the Police Department and the community is unquestionable and we are proud to present him with this year's honor.
Commissioners Commit to End Gun Violence On April 9, 2018, the Haverford Township Board of Commissioners unanimously voted to adopt Resolution No. 2091-2018, “Supporting Common Sense Gun Laws, Affirming Our Commitment to End Gun Violence and Opposing Firearms Legislation That Threatens Public Safety.” This Resolution urges State and Federal officials to enact laws to end gun violence and protect public safety in our community while supporting the Second Amendment rights of law-abiding citizens.
In addition to supporting laws that keep guns out of the hands of dangerous people, the Resolution supports legislation that would improve the availability and funding of mental health and substance abuse treatment and enhanced mental health services for children.

Health and Safety Heat Related Illness
Prevention of Heat Illness.

The best treatment of exertional heat illness is prevention. Several strategies are effective, such as education of coaches and conditioning staff regarding gradual heat acclimatization, slow introduction of new conditioning activities, maintenance of hydration status, and avoidance of exercise as punishment. Prompt recognition of heat illness with initiation of treatment can do much to prevent minor syndromes from developing into heat stroke. Education of the sideline and officiating staff, preparation with appropriate supplies, and creation of emergency action plans can do much to minimize the severity of exertional heat illness.
Each summer, Haverford Township's Emergency Medical Services handle numerous cases that are unique to these hot months. Like most events, they are largely preventable or can be mitigated with preparation. The causes of heat-related illness can be classified into two categories: classic and exertional. Common to both categories is exposure to elevated ambient temperatures and inadequate thermoregulation. With exertional heat illness, muscular activity generates additional body heat that contributes to heat stress experienced by the individual. Classic heat illness is not activity related. There are many risk factors for heat illness, including: poor physical fitness level, excessive or inappropriate clothing, protective equipment, inadequate sleep, excessive motivation, and poor education about heat illness. Medical conditions that increase the possibility of environmental heat illness are: obesity, recent illness with fever, history of high blood pressure, cardiovascular disease, diabetes type 1 and type 2, and cystic fibrosis. Diabetics are particularly vulnerable to extreme heat, with increased risk for adverse cardiovascular events. Medications and supplements associated with heat illness include stimulants, anticholinergics, antihistamines, benzodiazepines, alcohol, laxatives, cyclic antidepressants, antipsychotics, and abused stimulant drugs. Legal drugs, such as ephedra, methylphenidate, aspirin, and clopidogrel, also have been associated with an increased the risk of heat illness. Caffeine may increase the risk of heat illness through dehydration, sympathetic nervous system stimulation, and an increase in the metabolic rate. 12

that can be shed or added as necessary. The clothing material should be lightweight and absorbent. During activities in the sun, wear a loose-fitting, broad-brimmed hat to shield yourself from the sun. Conversely, do not wear a hat if there is no exposure to the sun during activity, as the hat reduces potential heat loss from the scalp and head from sweating. Limit individuals from physical activity in the heat who are taking anticholinergics, antihistamines, benzodiazepines, cardiovascular drugs that lower cardiac output (beta blockers, calcium channel blockers), diuretics, cyclic antidepressants, or antipsychotics. By simply taking it easy and enjoying our many township activities in the morning and evening, seeking shade, remaining hydrated, having your HVAC checked, and paying attention to the tips above; you can remain safe from a heat related illness.

Historic Renovation Spotlight 23 East Eagle Road Originally constructed sometime between 1920 and 1925, the 23-31 East Eagle Road commercial block, was built to serve the Township's new subdivisions of Grassland, South Ardmore and Oakmont. It was built in the popular “Mission Revival Commercial Eclectic” style (note the red tile roofs and stucco wall
finishes). Of the five storefronts on this block, however, only three consistently retained their historic appearance over the years. In 2017, architect Thomas Wiedenman added 23 East Eagle Road back on to this list, renovating the façade to recall its original design. “The renovation pays tribute to the classic and traditional look of this business district,” Wiedenman said. For over forty years of its long history in the Havertown community, 23 East Eagle Road was home to Faden's 14

Jewelers, and at some point over those four decades, the historic storefront was altered substantially. In December 2016, Wiedenman purchased the property with the intent to restore its historical appearance and to make it the new home of Wiedenman Architecture. Inspired by the neighboring storefronts at 27 and 29 East Eagle Road, Wiedenman set out to restore the historic storefront, with its large storefront windows and multi-pane transom windows above, arched doorway and cornice. The later brick and siding was replaced with stucco, in the spirit of the façade's original style.

Taking Action to Address Climate Change
What is Haverford Township doing to address climate change? Haverford Township has done a progress assessment of its 2008 Climate Action Plan to determine how well we are doing vs. the plan's original goals for 2020 and whether additional or revised measures are warranted. The Township has made big investments in energy efficient street lighting, buildings and geothermal heating for the CREC and is reaping significant return on this investment for Haverford taxpayers. It also passed a resolution asking state and federal lawmakers to act to combat climate change. Look for future updates on Haverford's commitment to “going green” as we continue to evaluate our progress.
Consumer Reports has rated a hybrid as the vehicle with the lowest lifetime cost of ownership for many years. They may carry a slightly higher price tag, but the return on investment from lower fuel, maintenance and repair costs makes them great investments. Electrics and
hybrid plug-ins are great options that can keep you out of the gas station and if you buy renewable energy keep you on the go with no carbon emissions. If you aren't quite ready for a new vehicle, in the meantime you can consider walking, biking & using public transportation to make an immediate impact until you're ready to make the EV switch.
Plan More Meatless Meals
Livestock, especially ruminants such as cattle, produce methane as part of their normal digestive processes. This represents almost one third of the emissions from the Agriculture economic sector. If every family added one or more meatless meals to the menu each week, it would have a big impact!
What can I do? Far more greenhouse gases are generated by residents than the township's operations. You can fight climate change and save money while doing it - what are you waiting for? Use landscaping to eliminate standing water that collects on your property.
The mosquitoes that transmit WNV breed in areas with standing and stagnant water, such as urban catch basins, clogged gutters, discarded tires, poorly maintained swimming pools, flower pots and plastic containers. Simple steps to eliminate standing water around the home include: Remove tin cans, plastic containers, ceramic pots, discarded tires or any object that could collect standing water. Drill holes in the bottom of recycling containers left outdoors. Have roof gutters cleaned every year, particularly if the leaves from nearby trees have a tendency to clog the drains.
Share safety instructions with family, friends and neighbors
Clean and chlorinate swimming pools, and remove standing water from pool covers.
Turn over plastic wading pools and wheelbarrows when not in use.
Treat standing water that cannot be eliminated with Bti products which are sold at outdoor supply, home improvement and other stores. Bti is a natural product that kills mosquito larvae, but is safe for people, pets, aquatic life and plants. Mosquitoes can bite at any time of day or night, but are most active at dawn and dusk. When outdoors, people can avoid mosquito bites by properly and consistently using DEETcontaining insect repellents and covering exposed skin with lightweight clothing. To keep mosquitoes from entering a home, make sure window and door screens are in place and are in good condition.
Do not let water stagnate in birdbaths.
Have the Appropriate Equipment Install a fence around the perimeter of the pool and spa of at least four feet in height Use self-closing and self-latching gates Ensure the pools and spas you use have compliant drain covers Install a door alarm from the house to the pool area Maintain pool and spa covers in working order Have life-saving equipment such as life rings or reaching poles available for use

Dogs Now Permitted in Parks After a recommendation from the Haverford Township Parks Board, the Board of Commissioners approved an ordinance prohibiting dogs in certain Township parks, and permitting dogs in specified areas of other parks (see list below for details.) Dogs must be on a leash no longer than 6 feet Dogs are prohibited within 8 feet of playground equipment areas, sports fields, spectator viewing areas, and bleachers Dog owners MUST properly clean up and dispose of pet waste or be subject to fines. Signs will be placed at all parks that indicate whether dogs are permitted or prohibited. 8th Annual Haverford Music Festival Set for Saturday, Sept. 8th
88.5 WXPN presents The 8th Annual Haverford Music Festival (HMF), presented by ACME Markets, on Saturday, September 8th. Featuring live music from 30 national, regional and local performers, this family-oriented event will run from noon to 9:30 p.m. on four stages near the intersection of Eagle and Darby Roads in Havertown. Area businesses and food vendors will fill booths along Darby Road and Hathaway Lane. There will also be two beer gardens, a moon bounce and playground for the kids, and much more fun. Admission is free; voluntary donations will be accepted at the gates. The Haverford Music Festival is a family music festival that strengthens the cultural identify of Haverford Township, serves as the primary fundraiser for the Haverford Township Civic Council (HTCC), and provides funding for projects that enhance the quality of life in Haverford Township. th
Headlining the 8 Annual HMF will be singer/songwriter John Paul White, formerly of Grammy Award-winning Americana duo The Civil Wars; Sloan, the acclaimed Canadian power-pop quartet; Lily & Madeleine, harmonizing sisters from Indiana who worked with John Mellencamp on his recent Ghost Brothers of Darkland County album and tour; and the PI Power Trio, featuring Pat Irwin, longtime touring guitarist with the B-52s. Organized by the 501c3 non-profit Haverford Township Civic Council, the Haverford Music Festival is a fundraiser to support township organizations and projects. To date, more than $85,000 has been distributed among several worthy community th organizations. Last September alone, the 7 Annual Haverford Music Festival raised $12,500. Proudly serving Haverford Township, the rink offers the best NHL regulation sized rink with year round ice hockey, figure skating, camps, clinics, skating lessons, public skating, and special events. In addition to our facilities & programs, the rink features Have-ABurger restaurant and Hockeytown Pro Shop. Both are privately owned and are valuable parts of our facility.
