There are many new public construction projects proposed for Haverford Township over the next two years. You can read about a few of them inside this edition. The projects include: The construction of a new combined Police and Township building at the Veteran's Field Park, home to the current Police facility, V e t e ra n s ' M e m o r i a l , m u l t i p l e playfields and the Skatium. The project site will be under construction for 18 months, with an anticipated start date of July 1, 2016. For a brief period of time, public parking will not be available until the parking lot between the current Police station and the Skatium has been reconstructed. Unfortunately, the skate park and the recycle facilities will be closed, and will be relocated. Watch for further information as the final plans for those facilities are completed. The Township does a road program every two years as a part of the scheduled maintain to our road system. The bid award has been approved to mill and overlay the Township-owned roads identified for inclusion in this year's program. Notices will be sent to affected property owners to advise them of work on their street. If you live on one

of these roads, please be patient during the construction and cooperate with any requests to move vehicles that may be in the way of the work. As an energy and cost-saving measure, the Haverford Township has begun changing out its street light system to an all LED light system. Work on this multi-year project will begin shortly in the West Gate Hills section of the Township and we hope to convert the lights in one neighborhood every four months. It may take a week or two to adjust to this new type of lighting and we will be making adjustments to the lights as needed to meet a safe street lighting standard. The College Avenue bridge will be closed by PennDOT later this year. Traffic detours will be set up by PennDOT. See the bridge plans and renderings on the inside of this newsletter and watch for news of community meetings to discuss the traffic controls during the closure. Last, but not least, the Haverford Township Free Library is in the process of developing plans for comprehensive renovations to its existing facility. At this time, construction is planned to commence in May of next year. Watch for more news.

Board of Commissioners Haverford Township is governed by nine Township Commissioners who are elected by the residents of each of its nine wards. Commissioners elect their own President and Vice-President at the beginning of each new year. The Commissioners appoint a Township Manager, who oversees all Township staff. Regular meetings of the Board of Commissioners are held the 2nd Monday of each month at 7:30 p.m. in the Quatrani Building, 2325 Darby Road, Havertown, PA. A Message from the Township Manager NEW MUNICIPAL SERVICES BUILDING
Following years of study, the Board of Commissioners recently approved plans for a new combined Municipal Services Building. This structure will incorporate the Township Police Department and the Township's administrative offices, replacing the two separate facilities, each built 100 years ago for each. The Police Department will occupy the lower level of the building, accessible at grade on the downhill slope of the site. The Police space will include such amenities as a Sally Port (secured garage connected to a suspect processing area), central shower/locker room (lockers are now placed throughout) larger Roll Call and Patrol rooms to accommodate the patrol shifts, and an expanded training room. Other features include updated suspect processing and retention spaces in fully secured areas, improved evidence facilities and enhanced building security.

On the upper level, accessible at grade adjoining the ball fields, a dividable meeting hall will allow multiple simultaneous meetings or may open to accommodate larger public meetings. The main meeting hall will allow up to 165 people compared with the current T ow n s h i p m e e t i n g h a l l t h a t accommodates 77 people. Since the property also houses the Veterans Memorial, an outdoor Memorial Plaza adjoins the building at the main lobby, which may be opened for shelter during holiday ceremonies that occur during inclement weather. My staff and I will also occupy the upper level which, for the first time in many years will include the re-introduction of the Recreation and local government cable access offices into the main building! As many of you know, the Recreation offices moved to 599 Glendale Road years ago to address the spatial needs of the growing department. With the larger offices, six members of the Recreation Department staff will be located at the new building, improving public access to their office and allowing more shared amenities. The local government cable offices are currently located in the basement of the Haverford Township Free Library. That use is being incorporated into the new IT suite, which will include a large server room and a green room to film messages on for the local government channel.
The site improvements include forty (40) additional parking spaces, plus nineteen (19) future parking spaces that are being graded and using a depressed curb for ease of future development. We are using rain gardens for water quality improvements and two massive underground stormwater retention systems. Additionally, the building will include a green roof over the 4 bay garage area, and is designed to manage future solar installations. We anticipate that construction of the approximate 43,300 square foot building will commence in July of this year and will run for about 18 months. The Police Department will remain at the current station through construction and, once the building is completed and they have moved into the new building, the old station will be razed and additional parking constructed. Fire Sirens - Answering a Neighbor's Call for Help Firefighters have been alerted to emergencies in many different ways since the beginning of the fire service in America. In 1647, a firefighting system was established in New Amsterdam which is known today as New York City's Manhattan borough. A group of eight men with wooden rattles patrolled the streets looking for fires. If a fire was discovered, the "rattle watch" would shake their wooden rattles to alert the townspeople to respond with buckets of water to help extinguish the fire. Over the years, the method of alerting firefighters has changed. The fire service has come a long way from wooden rattles. Bells were rung by fire department members to sound the alert of a fire and then electric sirens were introduced onto the roofs of the local fire stations. The most recent advancements in technology allow the use of pagers and some fire department members can be alerted directly from their cell phone. Today, in Haverford Township a combination of alerting devices are used to alert firefighters of an emergency incident. Firefighters carry digital pagers and many have mobile device apps. They provide a wealth of information to the responders. The information can include a report from the caller that gives a brief description of the incident. For example nd "Caller reports the 2 floor is on fire" or "the caller says the alarm is sounding but doesn't know why." The mobi le applications provide maps with GPS that show which side of the street the house is located, and also show the location of the closest fire hydrant. The technology is so great that the members in station can track other members who are responding from home and even see other apparatus who are driving to the scene.
The fire companies in Haverford Township still rely on an older piece of technology, the firehouse siren, to alert firefighters and our neighbors of an emergency incident. F irehouse sirens or "house sirens" were first used in the 1940's. There have been several different styles over the years with each siren having a distinctive sound for each fire company. Perhaps the most unusual version is the house siren at the Bon Air Fire Company which isn't really a siren but an air horn. The air horn has a distinctive deep sound that sets it apart from the other sirens in the township. The use of the house sirens is not without controversy. Many people question the need for sirens with the availability of digital pagers and mobile device apps. On some occasions, the digital pagers and mobile apps are slow to activate and are well behind the activation of the house siren. The sirens alert the neighborhood as well as traffic in the area of the firehouse that firefighters and apparatus will be responding. The house siren also alerts the residents of the township that one of their
neighbors needs help. The fire companies of the Haverford Township Bureau of Fire respond to a variety of incidents including: fires, electrical emergencies, gas leaks, fire alarm activations, and hazardous material spills. Who are the firefighters responding to help you and your neighbors? They are volunteer citizens of Haverford Township. They live just down the street and jump to action when they hear the siren. They are your child's coach, students, and most have full time jobs with a family at home. The difference between the members of the fire department and the average citizen is that they are dedicated to helping in the event of an emergency in the township. The author Bill Kent wrote in a Philly.com article "I ask myself what would happen if there was no siren going off, the answer I get is that something would be missing: an audible landmark that says, no matter what they're doing, thinking, eating or dreaming, there are people in my community who are willing to pay the ultimate price to save me, and anybody else, from loss, injury and death."

Haverford Police Force Celebrates 100th Anniversary The Township of Haverford Board of Commissioners established a Night Watch and Police Force June 5, 1916. When Ordinance No. 77 of 1916 passed, it did "ordain" the force would consist of a Chief of Police and not more than nine Policemen, one of whom may be appointed Sergeant of Police. June 5, 2016 will be the department's hundredth anniversary. Our departmental history shows the first Chief, Edward F. Hallisey, and the five officers initially hired, did not have long or prosperous careers. The Chief left the Department after only three years and ten months of service. His first recruits fared far worse. The first officer hired, George T. Neeli, lasted ten days and the second officer completed four months. This four month stint was three months longer than any of his fellow hires. Ordinance No. 77 also outlined the officers' duties. "Policemen shall patrol their respective beats during all of the time they are on duty and shall be governed in making arrests of all drunken, disorderly and suspicious persons by the laws of this Commonwealth, and by the Ordinances and Regulations of the Township. It shall also be the duty of Policemen to inspect the street lights maintained by the Township and to immediately report any lights not in good order and further to inspect all poles, lines and overhead wires and all streets and roads containing water, gas or other pipe-lines and to immediately report any defects therein or dangerous condition caused thereby,…" Today, the duties and composition of our Department are much different. Our current force consists of a Chief of Police, sixty-nine sworn officers and seventy-
eight civilian personnel. The civilian employees include one information assistant, one administrative assistant, one records office manager, two secretaries, one full time records clerk, one Animal Warden, one evidence custodian, one full time parking enforcement officer, four part time parking enforcement officers and sixty-one crossing guards. Of the sixty-nine officers one is a Deputy Chief, three are Lieutenants, twelve are Sergeants and fifty-three are Police Officers. Over the last thirty-nine years, this Department has hired one hundred twenty (120) officers, all but twenty-six of whom have either retired or remain actively employed by Haverford. Those officers served an average of seven and ½ years with the longest completing eighteen years of service. Twelve officers left to work for other law enforcement agencies. In the past one hundred years, not only has officer retention drastically improved but the education and certification that officers possess is unprecedented in our Department's history. In 2015, our sixty-nine officers completed 7,154 hours of police education. Since its inception, there have been thirteen Chiefs and three hundred and sixty six officers in the Haverford Police Department. John F. Viola is the thirteenth Chief of Police for Haverford Township. Chief V iola has a strong belief in community based policing and looks to continue leading our Department in its current proactive, partnershipbased community policing model. We believe these continued efforts of the Department will prepare us for the next hundred years.

In Memory of Officer William Albertus
William R. Albertus Officer William Albertus, best known as 'Will', came to the Haverford Township Police Department in July of 2009 after spending three years with the Philadelphia Police Department. Will had a contagious smile, calm soothing demeanor and was well liked by his peers. Will's two favorite things were spending time with his family and playing ice hockey. In the almost 7 years Will spent with the Haverford Township Police Department, he formed friendships with many officers and residents. Will always took pride in the 4th district, and was on a first name basis with its business owners and their employees. Everybody knew Will! He was an exemplary Community Policing officer and always treated the public with respect and professionalism. 12

Officer Albertus had a commendable work ethic, and was a rational and compassionate responder on calls involving people in a crisis. He was able to console and calm them to the point that all was safe for everyone involved. Often, people would request that Will accompany them in whatever the next steps would follow in the process of resolving these matters. Officer Albertus had the gift of kindness and understanding. No one at the Haverford Township Police Department ever saw Will have a bad day. He was always happy in the police station, especially when he talked about his wife, Jen, and their three kids.....they meant the world to him.

The Library will be undergoing a complete and extensive renovation of the three-story building beginning in the spring of 2017 and lasting about a year. HTFL is working on plans for temporary library services. Casaccio-Yu Architects is in the process of developing designs for a 21st century library at our current location on the corner of Mill and Darby Road. The renovation will require many basic facility upgrades such as a new HVAC system (air conditioner replaced in 2015) and updated lighting, elevator and electrical. The new ADA compliant facility will feature energy efficiency, and areas will be reconfigured to make the best use of space. It is a very exciting time in our history! Grange Estate Summer Nature Camps The Historic Grange Estate will host its popular nature camp again this year. The halfday programs for ages 4 to 6 and 7 to 10 will be held in two one-week sessions beginning on July 18 and August 1. Friends of the Grange and the Colonial Pennsylvania Plantation (CPP) have continued their partnership in presenting the day camp to provide children with learning and social experiences emphasizing a basic understanding of Pennsylvania's history, its natural resources, and the interactions of humans and the environment.
Each day's educational activities offer the unique skills of the CPP staff in teaching these facts and concepts. The heightened knowledge and awareness generated in these courses enhances the child's success in the classroom and in life. Nature walks and creek explorations are held every day, weather permitting. Union United Methodist Church celebrated its 100th Anniversary on Sunday, April 17th with a special Anniversary Worship service followed by a Covered Dish Dinner and a special musical program by the Sunshine Singers. Union Church was founded in 1916 as Brookline Methodist Church. The first meeting place was on what is now Earlington Road where a Brookline Union Sunday School was established in 1913. Members of this Sunday school formed the basis of two churches, both of which started 18

in 1916 - Brookline Methodist and Temple Lutheran Church, which is celebrating their 100th Anniversary this year as well. The first worship service was held on April 16, 1916. Several years later, in November of 1922, the first worship service was held in the present building on Brookline Blvd. Union celebrates its rich heritage of faith and ministry in this community and looks forward to serving this community in the years to come.

Take the BITE Out of Summer - Safely! We don't have the Zika Virus (yet), but now is the time Mosquitoes that cause West Nile Virus can breed in standing water as small as a bottle cap. Eliminating standing water breeding sites at home is the best long-term, environmentally friendly solution. Where standing water can't be eliminated, placing Bti "dunks" (available at hardware stores) in standing water pools is an environmentally friendly way to prevent mosquito growth. Keep grass clippings out of the streets that wash into storm sewers and provide a breeding ground for mosquitoes. Search "West Nile Virus Earth Friendly T ips" for EAC info on how you can FIGHT THE BITE!
Check for standing water at these spots at least once a week, especially after rainfall: Birdbaths · pet water dishes · saucers under flowerpots (empty regularly or fill with sand) · open garbage cans · toys or other materials left outdoors · sheets of plastic, tarps and Jacuzzi covers · gutters clogged with debris or not graded for proper drainage · old tires (take to tire shop to be recycled or drill drainage holes) · litter (eggs can hatch in a pool as small as a bottle cap!), · holes where trees have been removed (fill with soil or turn into a rain garden) · lawn or landscaping depressions · floating debris in ponds · ornamental pools (stock with fish or aerate) · swimming pools (maintain proper chorine levels year round & make sure filter is operating from May through October)
To avoid being bitten: Wear light colored clothing, and long sleeves & pants when possible. Repair tears in window screens to keep mosquitoes from sneaking into your home. Stay indoors at sunrise, sunset and early evening when mosquitoes are most active. Use yellow "bug" lights outdoors - they attract fewer mosquitoes (but they are NOT repellents) Carefully use insect repellent effective for mosquitoes with the active ingredients DEET (N,N-diethyl-meta-toluamide), DEET (N,N-diethyl-m-toluamide), Picaridin (KBR 3023), or Oil of Lemon Eucalyptus [active ingredient: p-menthane 3,8-diol (PMD)] following instructions. Where covered, apply to clothing instead of skin.

Household Waste Disposal Notices Important Brush Pick Up Notice BRUSH, consisting of small tree/hedge trimmings, weeds, branches less than 3 feet long and 1 陆 inches in diameter is picked up separately from your regular trash pickup. Brush pickup helps reduce the amount of trash going to the Marple Transfer Station and it greatly reduces the disposal fees we pay to keep sanitation fees to you down. Brush is picked up on Monday, and must be out for collection by 6:30 a.m. Please adhere to the following rules when placing brush out for collection: Branches must be tied together with rope or twine, DO NOT USE WIRE. Brush is to be put out in cans or brown biodegradable bags, NO PLASTIC BAGS. Do you have sewer backup/flood insurance? IMPORTANT INSURANCE COVERAGE NOTICE/REMINDER Township residents must be aware that they should review their homeowner's, flood and sewer backup insurance coverage with their agent/insurance companies in order to properly protect their personal residence - probably the most valuable tangible asset that we all have. Article I, Section 149-3, subsection C (2) Sewer Service Regulations of the Township Code states that all sewer service laterals from the Township's sewer, regardless of location, are the property of the customer and/or owner and shall be maintained by him in good condition and repair. Please pay particular attention to the following coverages: Coverage for Sewers, Drains and Sump Pumps: This valuable coverage is not included under your standard homeowner's policy but can be purchased by endorsement for an additional premium. The Township is not responsible for damages caused by sewers, drains and sump pumps except under limited/special circumstances provided by the PA Municipal Immunity laws. Flood Coverage: Flood coverage is not included under your homeowner's policy. However, flood insurance is available under the National Flood Insurance Program (NFIP) and can be obtained through your insurance agent or broker.
