As summer comes to a close and the autumn season falls upon us, why not take time to enjoy some of the many fun events that the season has to offer Haverford residents? Informational pieces on a few town favorites that are included in this newsletter are the Fall Music Festival on September 9 and Haverford Township Day on October 7. Both events promote family activities, highlight and help support local businesses and let us enjoy the outdoors with our friends and neighbors. The Grange Estate once again has fun fall and winter tours and activities that include scarecrow building and house tours. The Recreation Department offers a number of trips and programs for everyone's interest. These community events and activities are so popular that the number of them expands every year. We're proud of the strong ties we have in Haverford Township and the community's commitment to continually improve and enhance our quality of life. Commissioners recently approved a contract for over $700,000 in streetscape improvements on Darby Road near Mill Road. The project is funded in large part by the state through the PaDCED Multi-Modal grant program in the amount of $450,000. Construction started with stormwater management, ADA and sidewalk improvements. The project also includes beautification for decorative crosswalks, streetlights, and landscaping. We are committed to providing business district improvements to keep our local businesses thriving and to make attractive, walkable

public ways along our thoroughfares. These enhancements make for a more pleasant community setting, and enhance property values for us all. The new Haverford Township Municipal Services Building is coming along well with only weeks to go until the Police will move into the first floor level. We were fortunate to obtain funding from a Pennsylvania Redevelopment Assistance Capital Program in the amount of $1,000,000.00 to help offset some of the construction costs. However, Commissioners will continue to watch spending for the duration of the project to hold the line on costs. There are monthly updates from our Project Manager, Reynolds Construction. Veterans Field restoration will begin this fall with the construction of a low retaining wall, land grading, seeding and the re-installation of fencing at the affected play field. LED street light retrofitting continues throughout the Township. These lights save a tremendous amount of energy as well as costs. The project is partially funded by leveraging energy cost savings, PECO Smart Ideas rebates and reduced commodity pricing for electrical service with extended contracts. All of the street light conversions undertaken have been done without tax increase to offset these costs. Schools are back in session and as a community of neighborhoods, remember to keep your speed down while driving through them. STOP at stop signs and please be mindful of the school zones.

Board of Commissioners Haverford Township is governed by nine Township Commissioners who are elected by the residents of each of its nine wards. Commissioners elect their own President and Vice-President at the beginning of each year. The Commissioners appoint a Township Manager, who oversees all Township staff. Regular meetings of the Board of Commissioners are held the 2nd Monday of each month at 7:30 p.m. in the Quatrani Building, 2325 Darby Road, Havertown, PA. Haverford Township Day Celebrating Our Parks Please join us in our celebration of our community with over 200 craft, flea market and food vendors, 3 stages of music, children's rides, a zip line, free ice skating and the allcomers parade featuring the Haverford High School marching band! Haverford Township Day is sure to bring smiles to the thousands of residents who participate. This year's theme focuses on our 33 parks - the jewels of the Township. Research shows that parks enhance our quality of life, preserve the environment, increase property values and improve our health.

Haverford Music Festival "Lucky Seventh" Haverford Music Festival Saturday, September 9th Matthew Sweet, The Weeklings, Danielle Miraglia and Nadjah Nicole (from NBC's The Voice) Headline Full Day of Family Fun
88.5 WXPN presents The Seventh Annual Haverford Music Festival (HMF), sponsored by ACME Markets, on Saturday, September 9th. Featuring live music from 30 national, regional and local performers, this family-oriented event will run from noon to 9:30 p.m. on four stages near the intersection of Eagle and Darby Roads. Area businesses and food vendors will fill booths along Darby Road and Hathaway Lane. There will also be a beer garden, moon bounce for the kids, and much more fun. Admission is free; donations will be accepted. The Haverford Music Festival strengthens the cultural identity of Haverford Township, serves as the primary fundraiser for the Haverford Township Civic Council, and provides funding for projects that enhance the quality of life in Haverford Township. Headlining HMF 2017 will be singer/songwriter Matthew Sweet, who emerged in 1991 as the leading figure of the American power-pop revival, when his album, Girlfriend, became a word-of-mouth critical and commercial hit. His next two albums, Altered Beast and 100% Fun, were also critically acclaimed, with the latter reaching platinum status and making many yearend best-of lists. Since then, Sweet has released three duet albums with Susanna Hoffs of The Bangles, on which the duo pay tribute to favorite songs of the '60s, '70s and '80s. Sweet and Hoffs were also part of the faux retro6

mod band Ming Tea in the Austin Powers movies. Sweet's brand-new album, Tomorrow Forever, was released in June, and HMF will be his first area appearance to promote it! Supporting headliners include New Jersey quartet The Weeklings, who sound as though they're from Liverpool. Their authentic '60s Mersey beat sound and repertoire include obscure tunes the Beatles wrote for other artists, as well as their impressive original songs in the same vein. Also appearing are Danielle Miraglia, who captivates audiences with her thoughtful songwriting, soulful singing and percussive blues guitar playing, and Delaware native Nadjia Nicole, who captivated millions of viewers as a finalist during season 9 of NBC's hit series The Voice, with her performance of "soul music with a pop twist."
Twenty-five additional HMF 2017 performers, representing a wide range of musical genres (e.g., Jazz, Rock, Pop, Children's, Folk, Classical, Blues and Country something to please everyone!) will be announced at haverfordmusicfestival.org and on the Haverford Music Festival Facebook, Twitter and Instagram pages.

SEWER BACKUP AND FLOODING INSURANCE

An Important Announcement from Haverford Township
!
Sewer backups and flooding can cause devastating property damage and are not covered by standard homeowners’ insurance policies. The majority of these claims are the responsibility of the property owner. Sewage from sanitary sewer lines occasionally back up into houses through drain pipes. These backups not only cause extensive water damage that is difficult and expensive to repair, but also create health hazards.
Haverford Township is not responsible for damages caused by sewers, drains and sump pumps except under limited/special circumstances provided by the PA Municipal Immunity law. Township residents should review their homeowner’s, flood and sewer backup insurance coverage with their agent/insurance company in order to properly protect their personal residences—probably the most valuable tangible asset that we all have. Article I, Section 149-3, subsection C (2), Sewer Service Regulations of the Township Code, states that all sewer service laterals from the Township’s sewer, regardless of location, are the property of the customer and/or owner and shall be maintained by him in good condition and repair. Please pay particular attention to the following coverages: Coverage for Sewers, Drains and Sump Pumps: This valuable coverage is not included under your standard homeowner's policy but can be purchased by endorsement for an additional premium. Flood Coverage: Flood coverage is not included under your homeowner’s policy. However, flood insurance is available under the National Flood Insurance Program (NFIP) and can be obtained through your insurance agent or broker.
The Township does not provide flood insurance. 8

New State Animal Neglect Regulations Haverford Township wants residents to know that PA Act 10, known as Libre's Law, became effective of August 28 this year, making it a felony to tether a dog outdoors for more than 9 hours on most days, more than 1/2 hour on days when the outside temperature is greater than 90 degrees or colder than 32 degrees Fahrenheit. A dog must also have access to water and shade, and the tether must be at least 10 feet long or three times the length of the dog. A tethered dog must have a swivel collar so it can move about freely.

Emerald Ash Borer Alert
From the Haverford Township Shade Tree Commission
If you own an ash tree you should ACT NOW to begin protecting it or plan to remove it. Dead ash trees can be very brittle and are dangerous and costly to remove. This problem will not go away and the longer you wait, the more it will cost.
Ash trees across the country are in danger because of the emerald ash borer, an exotic pest that was accidentally introduced and discovered in the US in 2002. It is an exotic beetle that was discovered in southeastern Michigan near Detroit in the summer of 2002.
If your ash tree is healthy and a valuable part of your landscape, it can be treated with insecticide to suppress EAB. Regular insecticide treatment has been shown to save most healthy ash trees. If you wait until you start to see major dieback from EAB, it will likely be too late.
It will inevitably wipe out all the untreated ash trees in Haverford Township over the course of the next five to ten years. We will likely start seeing the effects within one to two years. 24

The Haverford Township Shade Tree Commission is committed to encouraging the planting and preservation of canopy trees. We encourage you to think about preserving the canopy of the Township, not only for sound environmental reasons but because studies show that tree canopy makes an area a desirable place to live. The Shade Tree Commission meets the fourth Monday of every month at 7:30 p.m. in the Quatrani Building, Commissioners Meeting room. Meetings are open to the public.
The adult beetles nibble on ash foliage but cause little damage. The larvae (the immature stage) feed on the inner bark of ash trees, disrupting the tree's ability to transport water and nutrients. Since its discovery, the emerald ash borer has killed hundreds of millions of ash trees in North America and cost municipalities, property owners, nursery operators and forest products industries hundreds of millions of dollars. The invasive insect was recently found in Delaware County. In 2016 it was spotted in Philadelphia.

Environmental Update Taking Action to Address Climate Change What is Haverford doing to address climate change? Haverford Township is
completing a progress assessment of the 2008 Climate Action Plan to determine if plan's original goals for 2020 are being reached and whether additional or revised measures are warranted. The township has made big investments in energy efficient street lighting and buildings with geothermal heating for the CREC, while receiving significant return on this investment for taxpayers.

Rain Gardens What is a Rain Garden? Beautiful landscaped areas built down, instead of up, intercepting runoff from buildings, driveways and other impervious surfaces before it can reach the storm sewers and streams. Small gardens are typically six to twelve inches deep and drain within a day or two after a rain. Plants are water and drought tolerant and need little or no watering after they are established. Ask for a Rain Garden Residents and businesses can request a free rain garden (some owner's sweat equity required) to help "slow the flow", improve stream water quality and reduce flooding. The Haverford Environmental Advisory Committee's (EAC) "100 Rain Gardens in 10 Years Initiative" has selected another five rain gardens for interested residents but there is still time to be considered for a rain garden in the fall! You can see rain gardens at Haverford Reserve, Merwood Park, Paddock Park, Oakmont Parking Lot and Nitre Hall as well as 20 homes across the Township.

Haverford Township History: The Llanerch Public School The Llanerch Public School, located at 5 Llandillo Road, is listed in the Haverford Township Historic Resource Survey, prepared in 1994 by the Delaware County Planning Commission. The survey, which includes more than one hundred historic sites, is a list of "historic resources within Haverford Township that have a distinctive character recalling the architectural, residential, commercial, aesthetic, and historic heritage of the Township." The school's significance was recently recognized at the federal level, when it was listed in the National Register of Historic Places, the official list of our nation's historic sites worthy of preservation. The National Register was authorized by the National Historic Preservation Act of 1966, regulated by the National Park Service program to coordinate and support public and private efforts to "identify, evaluate, and protect America's historic and archaeological resources." Listing in the National Register is honorary.
450 students. The expansion also included a library, basement and play rooms. To maximize interior space, two classrooms on the top floor could be combined into an auditorium (presumably via a folding-door partition). The site operated as an elementary school from 1914 to 1977 and was not used again for educational purposes until Stratford Friends School purchased the building in 1988. After the school relocated in 2009, the building sat vacant. The Haverford Township Historical Commission reviewed plans for the adaptive reuse of the school into apartments; a use that will give the historic school a new life and purpose while it continues to stand as a
reminder of our Township history. As a National Register-listed site, the Llanerch School adaptive reuse project is eligible for a 20% Federal Historic Rehabilitation Tax Credit for costs associated with restoration and rehabilitation for the proposed income-producing purpose. Through this program, the adaptive reuse of the school (exterior and interior work) will be reviewed by the Pennsylvania State Historic Preservation Office and the National Park Service for compliance with the Secretary of the Interior's Standards for Rehabilitation. The rehabilitated and adaptively reused Llanerch School will serve as an example of the enduring value of the Township's historic buildings.

The National Register nomination recognizes the significance of the Llanerch Public School as an "important example of early 20th century school design" by the prominent and prolific school architect Henry DeCourcey Richards while he was with the firm of Blithe & Richards. The school was also recognized for embracing early 20th century educational programmatic theories associated with the Long Progressive Era. This period began after the Civil War and is associated with schools taking a larger role in the "the lives of students and communities by providing programs in public health, home economics, physical education, and the Americanization of immigrants."

The school building we see today was an expansion and redesign which doubled the size of an earlier elementary school built on the site in 1904. To accommodate a rapidly increasing local population, plans commenced in 1912 for construction of the present building. In August 1913, The Philadelphia Inquirer reported that construction was being rushed in order to be ready for the 1913-1914 school year. The building was to be in the Colonial Revival style and clad in Holmesburg granite. Interior plans included ten rooms, each measuring twenty-four feet by eighty feet, with a total capacity for 30
