2016 Initiatives A Township has many demands for public services: emergency responders, snow plowing, trash removal, street lighting, and much more. Over the last 8 years, Haverford has implemented programs for invest in our public spaces and infrastructure. In the town's many business districts, we've installed decorative street lighting, bicycle facilities, decorative sidewalks, gardens, banners and flags. The Oakmont and Brookline parking lots were completed with drainage, lighting and landscape improvements. Elsewhere, public improvements include a number of walking trails throughout the township, stormwater management facilities, parking upgrades, and a biennial street paving program. Our current efforts include a new combined Police/Township facility at the site of the current Police Station at Manoa and Darby Roads, the retrofit of our street light system to energy efficient LED lights and the 2016 road paving program.
project is aimed at replacing the mercury vapor (no longer manufactured) and high pressure sodium lights we currently operate, with LED lights. These lights will save thousands of kWhs and can be adjusted for light spread and intensity to achieve a more uniform light distribution. We will start in the West Gate Hills section of the Township next month, and will be working to convert all of the lights over the next couple of years.
Constructing a combined Township facility will accommodate operations from 2325 Darby Road (township building), 599 Glendale Road (recreation department offices), 1601 Darby Road (cable/internet equipment and operations in the basement of the library), into the Police facility. Operating these uses under a single roof reduces building maintenance and operations costs, increases communications and efficiency of the staff, and allows the current tax-exempt Township building site to be transitioned into revenue-generating operations.

Haverford Township has 3,355 street lights that it owns and operates, using over 161,000 kilowatt hours (kWh) of energy (about $10,800) to operate each month. The streetlight retrofit

Please keep in mind, state owned roads such as Karakung, Darby, Manoa, West Chester Pike and others are not included in this evaluation, and are paved by the Commonwealth. Once again, we will be working in cooperation with the public utilities to make certain that any work planned by them is done first to prevent damage to a newly paved street.

Board of Commissioners Haverford Township is governed by nine Township Commissioners who are elected by the residents of each of its nine wards. Commissioners elect their own President and Vice-President at the beginning of each new year. The Commissioners appoint a Township Manager, who oversees all Township staff. Regular meetings of the Board of Commissioners are held the 2nd Monday of each month at 7:30 p.m. in the Quatrani Building, 2325 Darby Road, Havertown, PA. A Note from the Township Manager Dear Resident: It doesn't seem like it, but another year has passed us by, and the T o w n s h i p Administrative team is currently preparing for the 2016 operating season. In the past year, the Board of Commissioners, Administration and Staff have worked hard to aggressively address the many issues facing the Township. We have focused a great deal of time on restructuring the delivery of services to our community while rebuilding the township infrastructure and finances. Although there is still a lot of work to do, we are proud of the substantial progress we have made. Our expense operations are as lean as they have ever been. The Township 2016 budget is the financial blueprint for the policy decisions which will be implemented in the upcoming fiscal year. It is the most important instrument the Board of
Commissioners and Management has for establishing control over cost and directing revenues. Budget decisions determine the level and quality of government services, which in turn guide our community's future. The goal of the FY/2016 budget is to operate within the financial means of the community while maintaining essential levels of service and investing in infrastructure which will enable the Township government to meet the service needs of the future. Like previous years, this proposed budget represents a continuation of the Board of Commissioners' and Management's commitment to building and investing in a high quality community that effectively: Provides a broad range of public safety and community services Maintains the Township's roads, parks and infrastructure Protects the natural environment Maintains the vibrant set of recreational assets and services our residents enjoy Supports the business community
The 2016 general fund operating budget drives our core mission of delivering essential municipal services such as police, fire services, emergency medical services, trash/recycling/curb side yard waste collections, solid waste disposal, parks and recreation, snow removal, tree services, codes enforcement, yearly curbside leaf vacuuming and many more operations. We are very fortunate to have dedicated men and women who provide fully volunteer fire protection. We appreciate their countless hours spent training, responding to emergencies and sacrificing time with their own families in o r d e r t o p r o t e c t o u r c o m m u n i t y. Additionally, Haverford Township continues to be the largest single contributor by far to the Haverford Township Free Library, which is not affiliated with the township, and has its own board of directors and operating budget. Haverford Township pays for major repairs of the Library. In 2015, we contributed $1,120, 906 in operating funds and over $105,000 in emergency Library building repairs. Over the past eight years, we have initiated

A Note from the Township Manager (Continued) new programs and services that have eliminated over 5.5 million dollars from the operating budget, while enhancing services and becoming a more green friendly community. Management is committed to delivering these services at the lowest, responsible costs we can. Department spending continues to be on everyone's radar and is constantly evaluated for cost reduction and opportunities for increased efficiency. Cost containment is a consistent discipline along all Township departments and the 2016 budget certainly continues the constraint on spending. Yet, like any other organization, public or private, we have fixed costs and services to deliver. We are in the business of providing a comprehensive array of highquality services to a community of residents with high expectations. Our work force of 184 high performing full-time employees, 67 parttime employees, and 150 summer and other seasonal employees is the SMALLEST in the past eight years and yet continues to deliver exemplary services to our residents. One of my most note-worthy accomplishments is the inter-municipal cooperation we enjoy with our neighbors. Marple Township, Newtown Square, and Upper Darby Township partner with us on several efforts including leaf collection and brine applications. Through these joint efforts, each community saves money. We will continue to work closely with our neighbors on future cost reduction initiatives that will benefit each community.
A few examples of this would be our Single Stream and Curbside Yard Waste Collections and Street Light Conversion program. These programs alone save the tax payers 1.5 million dollars. We maintain an excellent working
relationship with Marple and Upper Darby Townships and continue to be the only communities in Delaware County that pretreat our roadways with salt brine solution. This collaborative relationship that started with Haverford Township continues to save on cost and provides safer road travel for our residents. Unfortunately, we continue to experience a decline in recycling numbers and less than half of our residents participate in the single stream recycling program. We urge the remaining to utilize this great service and help with the potential for additional savings to our community. The Administration and staff remain steadfast in our commitment to find ways to operate more efficiently and economically, and to continue offering the highest level of quality services. I believe the proposed 2016 budget provides a prudent and sound plan to achieve these objectives. We understand the high expectations of our residents and realize the accountability of providing these services in the most efficient, effective and fiscally responsible manner. In the spirit of outreach and open
communication, I present the 2016 proposed budget and look forward to the many opportunities for all of us to help fine-tune the budget in the coming weeks. This is a very busy time of year for our township personnel. Having collected and disposed of over 6,000 tons of leaves, we are now preparing for snow and ice control. Our Public Works staff has completed all the necessary preparation and we are fully stocked with over 5,500 tons salt which can easily handle five major snow storms. We have contracts in place to receive additional rock salt and additional supplies on an ongoing basis throughout the winter season to prevent any shortages. Be assured that the Board of Commissioners, Administration and Staff members are here to assist you. Haverford Township's police force is 100 years old this year. The Board of Commissioners established it through ordinance in 1916. The police force began with a chief and 9 sworn officers to patrol a community of almost 6000 residents. Today's department serves a population of almost 50,000 residents with a complement of 69 sworn officers who are supported by a civilian staff of 80 personnel. As the township's population grows, so grows the police department. However, no matter how large the population grows or the department increases, there is one appointment that remains essential… the chief. A candidate for the position of chief is interviewed and hired by the Board of Commissioners. The basic responsibilities of the chief are to lead the police force and manage the departmental operations and budget. The ultimate responsibility for this person is to protect the public and public property. The chief also sets the mission and direction for the police department and establishes it goals. Over the past century, the department has had twelve police chiefs including its present Chief Carmen D. Pettine, who came to Haverford Township in 2008. Earlier that same year, Chief Pettine retired with 34 years of service to the Plymouth Township Police Department, with seven of those years as its chief, 2001 2008. Chief Pettine was employed by Plymouth Township Police Department from 1974 to 2008. He held the ranks of Patrolman, Patrol Sergeant, Detective, Lieutenant, Captain, and Chief. Between 1988 and 1996, Carmen was the Tactical Commander of Special Operations. Prior to his start with the police department, he served 4 years active duty in the United States Air Force, including a tour in Vietnam. He also served 2 years as a Montgomery County Deputy Sheriff. Chief Pettine has a degree in Criminal Justice Administration and is a graduate of the FBI National Academy. During his police career he attended many schools including the Command Institute for Police Executives.

The Haverford Police Department has had many dedicated chiefs through its 100-year history. At the time that this publication was being prepared, Chief Carmen Pettine became retired Chief Pettine and his name placed along side of his predecessors. Among them, Carmen Pettine will be considered one of the greats. Carmen is a personable man who brought with him a professional attitude. He placed a strong emphasis on accountability, stressed to his officers the importance of service to the residents and always made this his top priority. It was important to him to always address issues concerning the residents' quality of life with a quick response. During Chief Pettine's eight-year watch, he hired 18 new police officers, promoted two officers to the rank of sergeant and two sergeants to the rank of lieutenant through the Board of Commissioners. Under Chief Pettine's command, the police force has implemented numerous programs and partnered with other municipalities as well as the County of Delaware to enhance the department's resources, relationship, and leadership skills throughout the area. Just a few of the programs he intiated… R.E.A.C.H: Realistic Education to Avoid Crime and Harm - An innovative program designed by HPD's Community Police Unit to prevent substance abuse and harmful behaviour through
In 2013 the world came to Haverford Township. Staged at the prestigious Merion Golf Club was the United States Golf Association Men's Open. This event was a monumental task for a community of neighborhoods such as Haverford Township in a post 9-11 world. Two years of logistical preparation under the leadership of Chief Carmen Pettine rewarded this community and its neighboring townships with few concerns after the weeklong televised event was over. In a time when Haverford Township was looking to hire outside their department, Chief Pettine was the right person at the right time. His experience and philosophy was the right fit, and his partnership with newly promoted Deputy Chief John Viola made it that much better. Chief Pettine was able to accomplish many things in his time here as Chief of Police. If you ask him how he was able to accomplish so much in a relatively short amount of time, he'll certainly tell you. He'll tell you it was because he had good people in the right places. He'll tell you because there is camaraderie of men and women who serve this community knowing the importance of service to the residents, this was possible. Haverford has had twelve chiefs throughout its 100 years of service to the community. Chief Pettine was one of them. And we're all the better for him.

Police Department News "Management is doing things right; leadership is doing the right thing."* Hence, establishing a responsible police department budget and being committed to that budget is doing things right. Being empathetic, decisive, and dedicated to a police force is the right thing to do. Qualities such as these are what today's Board of Commissioners look for when choosing a Chief of Police. One who knows how to manage a department as well as one who knows how to lead a force. When former Chief of Police Carmen Pettine was hired in 2008, the Board saw such qualities in him. When then Lieutenant John Viola was promoted to Deputy Chief the same year, conviction, decisiveness, empathy, and dedication were all qualities that he displayed as well. John F. Viola was recommended by the Civil Service Commission and hired by the Board of Commissioners on January 16, 1970. Over the next four and a half decades as police officer, he would serve in the department in many capacities. Officer Viola began his carrier the same as every officer, in patrol. He then served in the Investigations unit followed by Highway Safety and Special Ops where he rose through the ranks before being promoted to Deputy Chief. On Monday, January 11, 2016, five days shy of his 46th career anniversary, the Haverford Board of Commissioners unanimously elected John Francis Viola to the rank of Chief of Police. Described by his colleagues as high energy, Chief Viola maintains a fast paced schedule making sure all matters are attended to. Much of his carrier can be characterized the same. Shortly after being hired, Officer Viola was assigned to the patrol division's emergency medical response unit. Along with the typical patrolman duties throughout the shift, he was dispatched to all emergency medical calls in the township that required the use of the medical wagon

capable of transporting the sick or injured to an area hospital. In the mid-1970's, Officer Viola was assigned to Youth Aid in the Detective Division where his assignments focused on juvenile offenses in the community. In 1979 Officer Viola was trained and assigned to Haverford's Special Weapons And Tactics (SWAT) team. A program established in the mid 1960's by the Philadelphia Police Department to address riot control and violent confrontations involving gunmen. In 1994, Officer Viola was promoted to the rank of Sergeant and assigned to patrol as a Platoon Sergeant until 1997 when he took a working-managerial position in Special Operations. Sgt. Viola coordinated all training programs, conducted accident investigations, and managed security logistics for major township events. In the years to follow, Sgt. Viola continued to expand on his training portfolio becoming a L e a d W e a p o n s I n s t r u c t o r, A r s o n Investigator, Tactical SWAT Commander, and the lead law enforcement representative for Delaware County and for the Southeastern Pennsylvania Terrorism Task Force. He was assigned to the Five County Terrorism Task Force under the Department of Homeland Security as Hazardous Materials SWAT Commander and Major Incident Response Team Commander.
On December 1st, 2008, Sgt. Viola was promoted by the Board of Commissioners to the rank of Deputy Chief. His background and experience in both the police department and the fire department communities (Fire Chief, Brookline Fire Company) has enabled him to be the "go-to" person when planning logistics for high profile events. In 2013, Chief Pettine assigned Deputy Chief Viola to be the Incident Commander for all security law enforcement agencies at the USGA Golf Open at Merion Golf Club. In 2015, Deputy Chief Viola worked closely with the Philadelphia Police Department and the Delaware County Chiefs of Police planning for Pope Francis' visit to Philadelphia. Perhaps smaller in comparison now, Deputy Chief Viola remains the logistics coordinator for Haverford Township Day, the Music Festival, and virtually all events requiring police participation. Working side-by-side with Chief Carmen Pettine, both Chief and Deputy together implemented policy, made change, and created new programs in the department such as the Northern Delaware County DUI Task Force, Underage Drinking Task Force, K-9 Narcotics Street Crime Unit, and Crime Mapping. Additional programs credited under Chief Pettine and Deputy Chief Viola are fleet management and the expansion of traffic enforcement units. Officer Viola's career has been a journey of personal achievements that have opened doors for professional advances. His journey has been blazed by hard work and dedication. He has been the recipient of numerous awards and commendations for Life Saving, Merit, Unit Commendations, and is the only Haverford Officer who proudly wears the Commendation for Valor Award that resulted in the arrest of two escaped convicts. Now Chief of Police, John F. Viola has done things right to get him in a place to manage Haverford's Police Department. His resume says it's the right thing for him to lead Haverford's Police Force. * Quote: Peter F. Haverford Township Memorializes Two of Our Own Officer Kenneth J. Krieg The Haverford Township Community lost a 23 year member of its Police force. Officer Kenneth J. Krieg passed away on January 1, 2016 following a lengthy th illness. Officer Krieg was planning a January 16 retirement. Ken had received numerous letters of appreciation from residents over his long career, and enjoyed interacting with the public. Police members fondly recall his sense of humor and love of history. They note that he was looking forward to retirement and hoped to teach history or work at a museum. Officer Krieg leaves behind his loving wife, Rose.
Volunteer Firefighter Frank Cariola On December 22, 2015, the Brookline Volunteer Fire Company lost Frank Cariola an active life member of the Fire Company. Frank passed away peacefully after a brave battle with cancer. Frank joined the Fire Company in 1985 and was given the title of life member in 2010 after completing 25 years of devoted service to the Fire Company. Frank held the positions of Firefighter, Engineer, and most recently Crew Club Treasurer. He spearheaded our annual fire prevention week school visits and nearly every year he took a week's vacation from work to ensure each school received a visit from the members of the Fire Company. His most loved event in the Fire Company was Santa Sunday, and for many years he would play the important role as Santa. He devoted over 30 years of dedicated service to the Fire Company and the citizens of Haverford Township and displayed courage and the utmost professionalism. Frank was instrumental in making friendships with other organizations like our friends from Brookline Fire Department located in Brookline, New Hampshire. The members of the Brookline Fire Department became like family members to Frank and his family. Frank's detailed knowledge and skill in operating the Fire Company's apparatus will be missed and hard to replace. Above all else, Frank's smile and laughter will never be forgotten. Our thoughts and prayers are with his wife Arlene and children Steph and Frankie and the whole Cariola family during this difficult time. We will miss you Frank... Rest in peace, your work here is done... 10

Haverford Township Bureau of Fire And the Award Goes to… In the early months of each year, America can't wait to sit down in front of the television to find out which celebrity's are going to receive the big awards. The movies have the Oscar, television has the Emmy, and music has the Grammy. Whether it's entertainment, literature, sports, occupational, or community, everyone has awards. But no matter what name they give it, they all share the same name in a single category… the Life Achievement Award. This is the one award that's presented to those who have earned recognition over a long period of time. Much like the entertainment or sports industry, Haverford Township's *Bureau of Fire also has an award that recognizes those who have achieved the status of Life Member through their individual fire company. Depending on the company they volunteer for, these individuals have provided 20 or 25 years of dedicated service to the citizens of H a v e r f o r d To w n s h i p . U n l i k e t h e entertainment or sports industry, Haverford Township or any of the individual fire companies cannot match the fiduciary benefits a celebrity of a multi-billion dollar industry may receive. After a member is recognized, they are carried as a member for life. The life member is entitled to the same benefits as any other volunteer member of their fire company without the required quota that's needed to be carried as "active status".

The FF1 course is a major accomplishment for these new volunteer firefighters. The program is over 180 hours of classroom and practical training. Sessions are conducted in the evenings and during the weekends, which requires a substantial commitment of time and energy. The Bureau of Fire is very proud of the accomplishment and dedication of these graduates.
Annually, each fire company recognizes their personnel at their fire company's awards banquet. An event where new and tenured are respectfully recognized and appreciated by their own. Recognition and appreciation are essential in a volunteer organization. It promotes camaraderie within the fraternity, which increases the potential for retention.
Note: * The Haverford Township Bureau of Fire (HTBF) is charged with the development and implementation of plans, programs, and policies necessary to ensure the adequacy of fire protection in the township. The dynamics of the board consists of ten (10) seats that include: Fire Chief (5), Commissioner (1), Township Manager (1), Police Chief (1), Emergency Management Coordinator (1), Director of EMS (1). In May 2015, a subcommittee was instituted by the Bureau of Fire to address Recruitment and Retention concerns in the fire department.
On Wednesday evening, January 20, Haverford Township will ceremoniously recognize fire company personnel who have in recent years achieved their life member's status. Township officials along with the Bureau of Fire will also recognize the newer members of the fire companies that have recently graduated from the Nationally Certified Fire Fighter-1 training course (FF1).

EAC Green Update 100 Rain Gardens Update: The Hav-aRain Garden effort to build 100 residential Rain Gardens in 10 Years got off to a roaring start. A total of 10 residential rain gardens were completed in 2015, which were designed to reduce storm water runoff and potential pollutants from entering our storm sewers and eventually our streams. This was accomplished at no cost to the homeowners because plants and materials w e r e p r o v i d e d t h r o u g h g ra n t s a n d homeowners and volunteers provided the sweat equity. We plan to build another 10 residential gardens and at least one large public rain garden in 2016. Residents who want to install a rain garden at their home or help us build them for your neighbors or in public spaces should email havaraingarden@gmail.com or visit our Hava-Rain Garden Facebook page for further information. The 10 residents selected for 2016 will be based on a range of criteria, including how much runoff can be diverted from the sewers, visibility and feasibility.
DON'T FORGET TO VACCINATE YOUR PET! We received reports of rabid animals in surrounding towns, involving a cat and a raccoon. Rabies is a dangerous, fatal disease that can be spread to pets and humans by a bite or a scratch or contact with an open wound from an infected animal. You can protect your pets from rabies by a simple inoculation, administered every 2-3 years as recommended by your veterinarian. If you are ever bitten by an unfamiliar animal, you should immediately report the bite to the Township Police and seek the assistance of your physician. Look for news of our annual Rabies Clinic, to provide low-cost rabies inoculations. 16

If you buy a Christmas Tree, don't use disposable tinsel and put it on the curb for recycling, it helps make wood chips for Haverford Trails! Consider reusable gift bags or repurposing the Sunday comics for gift wrap and avoid plastic gift wrap that cannot be recycled.

Bicycle safety tips - Follow these few rules of the road for safe cycling: Obstacles: · Slow down and cross sewer grates at an angle. · If railroad tracks are wet, walk the bike across them. Slow down and cross railroad tracks straight on when they are not wet. · Avoid manhole covers, puddles, wet leaves, ice or cracks in the road.
Intersections: · Avoid busy roads and intersections when possible, use bike paths and lanes. · When approaching an intersection, follow traffic signs and be cautious. · Obey traffic signals. · If the intersection is very busy, walk your bike.
Driveways: · Treat your driveway as an intersection and stop to check for traffic before entering the road. · Watch for vehicles backing out, chances are they are not watching for you.
Stopping Fast: · If you have to brake hard, lean back over the rear wheel to add weight. · If you have caliper brakes on both wheels, apply both brakes hard while leaning back over the rear wheel. If you fail to use your front brake, you won't be able to stop properly.
Turning: · Before turning, changing lanes or changing directions look both ways and remember to look over your left shoulder at least twice. · Never wear headphones so you are able to hear an approaching vehicle, a horn or siren.

In case you were wondering?! The decision by the Haverford Township Free Library's Board of Trustees is to RENOVATE the Library at its current location, 1601 Darby Road. The renovation will start at the end of 2016, or beginning of 2017. How Haverford Township Battles Winter Storms Snow Removal Notice Spreading Storm
Plowing Storm
Haverford Township Public Works Department approaches lighter winter storms that are expected to produce 0-2 inches of frozen precipitation as a spreading storm. The Public Works Department and PennDOT refers to these storms as spreading storms because the spreading of winter materials (Brine & Rock Salt) is the primary tool used to remove ice and snow.
A storm that is expected to produce more than two inches of precipitation is treated as a plowing event storm where the primary function of the Public Works crews is plowing from the roadways. Do not clear the end of your driveway until the storm has stopped and the road is plowed curb to curb. This wi ll save you work and will lower your frustration level. The Townships goal is to first open one lane of traffic each direction on every road, then return and plow the snow back to the curb, exposing the storm water inlets.
State Roads and Secondary Roads Haverford Township is responsible for the winter maintenance of 165.07 miles of Township and state roads throughout Haverford Township. Depending of the forecast we will pre-treat the roadway surface with salt brine before the winter storm. Then throughout the storm, we will spread winter materials over the length of these roads until all lanes are free of snow and ice. Depending on the temperature, we may plow to remove remaining snow and slush. An average cycle for a Township truck on these roads is one hour.
Residents are reminded that Township Ordinance #2629 clearly states it is unlawful for any property owner, resident, his/her contractor, agent or employee to shovel, plow discharge or otherwise place snow into any street, roadway, sidewalk or alley within the Township of Haverford. This ordinance is strictly enforced!
Residents are reminded to remove their vehicles from the streets as soon as the snow starts to fall. Street parking impedes the Public Works Crews, delaying clean up. All sidewalks are to be cleared of snow and ice 24 hours after the snow stops falling. If your neighbor is unable to clear their sidewalk, consider pitching in to clear it out.
Winter Tools The Township crews will pre-treat roadways with rock salt and salt brine before the storm. We will then continue to spread winter materials over the entire length of the roadways throughout the storm until all lanes are free of snow and ice. We will plow excess amounts of snow and ice from the roadways surface. Road Salt - Salt remains the Townships primary weapon for fighting winter storms. The Township maintains a stockpile of salt at our maintenance facility. On an average, the Township has used over 5,000 tons of salt over the past three years. 22

Anti-icing - Brine is applied to a dry road before snow starts falling. This helps to prevent Ice and snowfrom bonding to the pavement. Utilizing Brine allows us to move from a re路active (De-icing) to a proactive approach (Anti-icing). Anti-icing returns roads to normal faster and it jumpstarts the melting process. Township staff can cover more territory by beginning treatment before the storm begins and we will use less salt as a deicer, resulting in cost savings and less environmental impact on our community.
