Haverford Township is governed by nine Township Commissioners who are elected by the residents of each of its nine wards. Commissioners elect their own President and Vice-President at the beginning of each year. The Commissioners appoint a Township Manager, who oversees all Township staff. Regular meetings of the Board of Commissioners are held the 2nd Monday of each month at 7:30 p.m. in the Commissioners Meeting Room, 1014 Darby Road, Havertown, PA. Board of Commissioners meetings are broadcast live and replayed on Haverford's government access channel (Cable TV Channel 10, Verizon Channel 38 and Comcast Channel 5) at the following times: Every day at 9:00 a.m. and 7:00 p.m. President: Andy Lewis, Vice-President: Larry Holmes

Township Manager’s Message Accepting the position of Township Manager in a full-service municipality like Haverford is an exciting opportunity for any municipal manager. Haverford provides top-notch public services, outstanding parks & recreation facilities and programs, a welltraining and equipped police department, and solid administration and financial management. The Board of Commissioners and former Township Manager Larry Gentile have established an organization that is the envy of many municipal operations throughout this region, and beyond. There will be challenges along the way, and I am confident that my experience will help us work through them. I come to Haverford with nearly twenty years of professional growth in the public sector, including more than ten years in the field of municipal management. I offer a solid background in government finance and hands-on experience as a township manager, having served communities in Montgomery and Chester Counties. I hold both a bachelor's degree and a master's degree from Temple
University and I am committed to the principles of community service, professional local government management, and the highest standards of integrity. Most importantly, I truly care about people -about the residents I serve, the businesses and visitors to our community, the Commissioners, and my coworkers. Spring has been called the "Season of New Beginnings," so it is fitting that I come to Haverford at this time of year. I am fortunate to be joining a well-oiled machine, with an opportunity to make improvements, where necessary. I look forward with excitement to becoming a part of this great community. It will be my mission, and that of the entire organization, to continue providing the level of service you are accustomed to receiving, and to protecting the health, safety, and welfare of Haverford Township. Police Department - Beware of Scams CHARITABLE SOLICITATIONS - These con criminals will make you think you are giving to a good cause, but the result is that the money goes to them. Scam artists also advertise fake charities using similar names to those of well-known legitimate charities. Research the charity before you give. Beware of These Common Scams
The following are common scams that have occurred throughout the area. The National Association of Bunco Investigators website can provide more detailed information on national scams and provide resources for victims of the crimes. Visit their web page at www.nabihq.org
ATM GRAB - While you're taking money out of an ATM, someone suddenly appears and says, "Excuse me, you dropped $20," pointing to a bill on the ground. While you bend down to pick up the $20 the thief grabs your cash from the machine and runs away. Always be aware of your surroundings. BAIL BOND SCAM - The victim receives a phone call from a person claiming to be a friend of a relative of the victim. The victim is told that the relative has been arrested and the "friend" asks for bail money. If the victim agrees, the caller will arrange for himself or another person to pick up the money. Ask for the court's information and advise you will call the court directly, ask verifying questions about the family member, try to call the family member direct or ask for the police department name that arrested the person and call them first, don't just send or give them the money. 6

DIVERSION BURGLARY - A man, woman and one or two children appear at the victim's door and plead to use the victim's phone claiming to have an emergency and must call for help. Or they may simply ask for a drink of water. Once inside, one offender distracts the victim while another searches the house for valuables. Other common diversion scams are done by posing as utility workers. Always ask for company identification and call police if you are not sure. DOOR-TO-DOOR SOLICITOR - As a door-to-door solicitor, the con artist asks for a donation to benefit a nonexistent organization or sells a product for a reduced price if the person signs the contract immediately and pays cash. Ask for the solicitor's identification and permit. If in doubt, call your police department immediately. GRANDCHILD IN DISTRESS - A grandparent receives a frantic call from someone they believe to be their grandchild. The supposed grandchild sounds distressed and may be calling from a noisy location. They claim to be involved in some type of trouble while traveling out of the U.S. and asks the grandparent to immediately wire money. The scammer typically asks for several thousand dollars and may even call
back asking for more money. He or she may claim embarrassment about the alleged trouble and ask the grandparent to keep it a secret. A second scammer may pose as some type of law enforcement officer. Alternatively, the scammer may pretend to be a family friend or neighbor. A common theme of the scam across the nation is the caller's request for the grandparent to wire money through Western Union or MoneyGram or to provide bank account routing numbers. Wiring money is like sending cash; there is no way you can reverse the transaction, trace the money, or recover payment from the telephone con artists. Again, ask verifying questions about the family member, try to call the family member or someone close to them, don't just send or give them the money.
SEALCOATING SCAM - In a typical seal
coating scam, the suspect approaches the homeowner with a claim of having "leftover" coating material (usually in the bed of a pick-up truck), and contracts to seal the homeowner's driveway. Once the homeowner pays for the job, the suspect sprays a cheap oily material on the driveway or just drives off. They may also quote one price and when they complete the job say they needed to use more material and demand a higher price. Always know who you are dealing with and get the quote in writing, verify the business before agreeing to the work.

Historic Grange Estate Nestled on a 10-acre hillside above Cobbs Creek, the Historic Grange Estate is composed of the Gothic revival mansion, first inhabited in the early 1700s, and numerous outbuildings - including the carriage house, two springhouses, charming ruins, and a working water wheel, as well as winding scenic paths. The Grange Estate is replete with history. During the Revolutionary War, John Ross was appointed by the Congress to obtain uniforms and supplies for the Continental Army. He put up his own funds as an advance, reportedly as much as 20,000 pounds sterling, and was never fully repaid.ÊAt the conclusion of the war Ross purchased the property in 1782 from Charles Cruikshank, who, as a loyalist, decided it best to return to Scotland. John Ross is thought to have renamed the property The Grange in honor of his friend the Marquis de Lafayette whose large
farm estate and Chateau near Paris was named La Grange. Mr. Ross was well acquainted with many of the Revolutionary era notables and the Ross estate was frequently the scene of elegant entertainment. George Washington references dining with Mr. Ross on

The HTHS was formed in 1939 to promote and sustain interest in the rich history of our community, the society has played a critical role in preserving property, documents and information pertaining to Haverford Township. The society maintains three Township owned historic buildings including Nitre Hall, The Federal School and Lawrence Cabin. We are pleased to work in conjunction with the school district to provide award winning educational programs for fourth and fifth graders with the Colonial Living
Experience. All three of our buildings are used for the programs. The Heritage Festival, the Holiday House Tour and Oktoberfest serve as our big fundraisers each year. Nitre Hall is open the last Sunday of the month from June to September for the community to learn about the history of Powder Mill Valley. We need community involvement in the form of membership and donations to continue our mission and for ongoing projects at our buildings. These improvements will enhance future events at the sites. Pet Safety & Helpful Tips Helpful Tips - When to W.A.I.T. By: Alyssa Mages, BS, CVT Education & Development Coordinator
While the bond between us and our furry family members is unconditional, that isn't necessarily the case with people that your cat or dog either doesn't know. Being aware of body language and the non-verbal ways our pets communicate will not only increase your bond with them but will also ensure that they and the people they meet have an enjoyable encounter. The basic rule of thumb when approaching an animal (dogs in particular) is to follow the acronym W.A.I.T. to see if the dog is with their W. Wait owner & if she/he appears friendly. the owner for permission to approach and/or pet their dog. A. Ask the dog to sniff you. Do so while standing with your arms at your sides, I. Invite and your hands balled with fingers in. Touch the dog gently along its back or T. tail. sides, NOT on its head, face, legs, or When we picture a happy dog, there's usually a wagging tail in that imagery. Generally, this is true that a wagging tail is a good sign, but there is more to this picture that is helpful to know. When a dog's tail is horizontal and wagging from side-to-side this is a safer/happier pup. If the wagging tail is vertical and 'stiff' in appearance, use caution. A straight up or straight out unmoving tail is an indicator that the dog is 'on point' in a more defensive stance, and a tucked tail is a sign that the dog is either scared or getting ready to make a more aggressive move. Cats' tails when upwards in the shape of a
question mark are telling us that they're alert, curious, and approachable. Any rapid flicking of the tip of the tail, thumping, or a 'puffed' appearance should relay a warning to you to stay away. We've all heard the expression that the eyes are the window to the soul, and that's not only poetic, it's applicable for cats and dogs as well! Check them out when they're relaxed at home with you do you see any 'white' surrounding their amber/green/brown/blue irises? Probably not as this is only visible when an animal's eyes are widely opened and is an indicator of stress or anxiety. Is their brow furrowed? Again, not likely when they're home & relaxed, so if noted this may indicate hyperfocusing or vigilance your pet is on the alert and is uncomfortable.

Your cat & dog's sense of hearing is incredibly heightened, and those lovely ears are also an indicator of their present mood. Please take a moment to note what the position of their ears is when they're at home and relaxed with you. It's different for pets with 'floppy' ears versus those that are always upright, but they can all move and dependent on how they're feeling the position of them will change. Forward facing, relaxed = happy and relaxed. Out to the side “airplane ears” in cats are an indicator that they're getting agitated. Flattened down & pulled back - WATCH OUT!

Say cheese! Some dogs 'smile' because they ARE truly happy, but others only show their teeth when they're on the defense, and cats generally don't open their mouths to pleasantly greet you. Any raising of lips, baring of teeth, open mouthed hissing, etc. are a very clear indicator that this meet & greet is heading south! Relaxed dogs may have an open mouth, but their tongue will be gently lolling out, and their overall demeanor will also appear calm. Spotted Lanternfly Management The Spotted Lanternfly is an invasive insect that has the potential to greatly impact agricultural crops such as grapes, hops, and hardwoods and reduce the quality of life in heavily infested areas. Egg masses are laid on trees, decks, houses, and other hard surfaces and are protected by a mudlike covering. SLF adults are the most detectable stage since they are large, brightly colored, and mobile. Professional pest managers use an integrated approach called integrated pest management (IPM) to eliminate as many SLF as possible while minimizing potential risks to the environment. One IPM method for destroying SLF is using “trap” trees. Thousands of SLF can be killed by one trap tree. The Pennsylvania Department of Agriculture (PDA) is establishing many trap trees in the infested area to kill as many SLF as possible while minimizing pesticide use. Property owners can also establish trap trees on their land or hire a professional service to help them.
How do trap trees work?
Tree-of-heaven (Ailanthus altissima) is a preferred host for SLF. In the fall, many SLF adults relocate to feed on tree-of-heaven. To set up trap trees, most tree-of-heaven trees are killed. The remaining treeof-heaven trees are treated with an insecticide that is moved throughout the entire tree. When the SLF adults feed on the treated trap trees, they ingest the systemic insecticide and die. As additional SLF relocate to feed on the trap trees, they also die.
Steps to establish a trap tree to kill SLF:
1) Identify all tree-of-heaven trees on the site. Spotted lanternflies seem to prefer certain tree-ofheaven trees over others. Locate specific trees that are most attractive to the spotted lanternfly based on the number of insects feeding on them. For information on how to identify tree-of-heaven, see

these fact sheets at extension.psu.edu/tree-ofheaven or extenstion.psu.edu/spotted-lanternflyidentifying-tree-of-heaven-and-some-native-look-alike. 2) Treat approximately 85 percent of the tree-ofheaven trees with a properly labeled herbicide. Kill all female tree-of-heaven trees if possible; they produce seed and contribute to the spread of this invasive tree. Leave only a few male tree-of-heaven trees that appear to be more attractive to the insect to serve as trap trees. Herbicides recommended to kill tree-of-heaven trees contain the active ingredient triclopyr, which comes in two formulations: water based (amine) and oil based (ester). Both formulations are effective for controlling tree-of-heaven. Other herbicides are effective; but to prevent herbicide injury to trap trees through common root systems, limit herbicide selection to triclopyr. Herbicide application methods effective for controlling tree-of-heaven include foliar sprays, basal bark, and spaced-cut hack-and-squirt applications. Treating cut stumps is ineffective at controlling the tree-of-heaven; it will not control the roots. For more information about herbicide application methods, go to extensio.psu.edu/publications/uh174. Herbicide applications made to control tree-ofheaven are most effective when applied from July 1 to September 30, when the plant is exporting sugars to the roots. Applications made outside this window
are not effective at controlling the roots and may only injure aboveground growth. Cutting tree-of-heaven is often necessary to remove potentially hazardous trees, but it is not useful as a stand-alone control measure. They will resprout vigorously from stumps and roots. In situations where tree-of-heaven stems need to be removed, it is best to treat them with herbicide first and then cut. Allow 30 days for the herbicide to take effect before cutting. For best results, apply the insecticide according to the label in June through August. When spotted lanternflies feed on treated trees, they will die. Systemic insecticides known to be effective and labeled to treat ornamental trees, including tree-ofheaven, contain the active ingredients dinotefuran or imidacloprid. PDA is using dinotefuran to establish trap trees. Treating only trap trees reduces the total amount of insecticide used in comparison to largescale contact insecticide applications. Landscaping & Gardening What is wrong with Time To Start Planning Spring Gardens! Butterfly bush? By Lorna Atkinson, Radnor Conservancy Board President
This year, the Radnor Conservancy produced a poster showcasing some of the invasive plants that are commonly used in our backyards and landscaping projects with suggestions of native alternatives. Our poster generated many questions, and we wanted to respond with some answers! One question we have been asked more than once about a plant included in our list of invasive species is “what is wrong with butterfly bush??! The very name suggests that this is a plant which is good for butterflies, and could be a friendly addition in any garden to attract pollinators. Butterfly bush (Buddleja davidii) produces hundreds of flowers on a single bush, which provide nectar for butterflies. Hundreds of flowers, however, means thousands of seeds, and this is what will enable the butterfly bush to escape from your garden and invade natural areas. More importantly, for those wishing to support butterfly populations in their gardens, no butterflies or moths can lay their eggs on the butterfly bush because no caterpillars will eat them. Planting butterfly bush instead of native shrubs and flowers like American dogwood, Joe pye weed, milkweeds, etc., eliminates important food sources for butterflies with impacts on the entire food web, reducing food for birds. The same can be said for most of the invasive plants on our poster. From Norway Maple, to Vinca minor, these plants have ways of spreading that ensure they will not be contained in our backyards, and they will eventually crowd out the native species that insects, birds, and animals reply upon for food and shelter. The primary land use in Radnor, by a wide margin, is Residential Low Density (half an acre to two acre plots). Making a choice to plant native flowers, trees, and shrubs in our backyards is a powerful step towards helping nature thrive in Radnor. As we read reports of bird populations collapsing by 3 billion since the 1970s in North America, it can give us hope to recognize that there are ways of caring for our own parcels of land that could help reverse that trend. Health Corner What is Trigger Finger?

Strohl, MD Board-Certified Plastic Surgeon with Subspecialty in Hand Surgery Philadelphia Hand to Shoulder Center Patient: “Doc, why does my finger sometimes get “stuck” in a bent position and hurt when I try to straighten it?” Hand Surgeon: “There is a good chance you have a trigger finger.”
Stenosing flexor tenosynovitis or “trigger finger” is a form of tendinitis that affects the strong flexor tendons in the palm that allow the fingers to flex and bend down towards the palm. Each finger, except the thumb, has two tendons that bend the joints of the fingers. (The thumb only has one tendon.) These tendons glide within specialized tunnels called “sheaths” in each finger that keep the tendons lubricated to provide smooth movements. For many reasons, these tendons and their sheaths can become inflamed and the tendon can thicken in the palm. As a result, a nodule develops and the tendon can no longer glide smoothly. As the condition worsens, the nodule may barely fit through the tunnel and “click” each time it passes underneath the tightened space. Eventually, the passageway can become so narrow that the nodule no longer fits through and the finger becomes “locked,” most often with the finger flexed down and the fingertip near the palm. It takes extra force to “open” or extend the “locked” finger. The action of unlocking the locked finger is much like the trigger of a firearm that 26

requires a set force until it fires, hence the name - “trigger finger”. Causes of Trigger Finger Blunt trauma can cause swelling that can lead to triggering. Diabetes mellitus and other systemic diseases are also commonly associated with the development of trigger fingers. Repetitive activities requiring flexing of the fingers can worsen triggers but have not been shown to cause them. Even before actual clicking or locking occurs in the finger, many patients
will complain of pain along the course of the flexor tendon. Some patients describe it as “soreness” or “burning” in the palm and many patients notice swelling and “a bump” where the nodule has developed. Others feel as if the finger is moving slower than the others. It is also quite common to have pain on the top of the finger and stiffness at the middle (PIP) joint of the finger. The “catching” of the finger or fingers can interfere with grasp, manipulation, and most activities. Based on a patient's history and a physical examination, a hand surgeon can make the diagnosis of trigger finger. Other conditions that should be considered include Dupuytren's disease, arthritis, tendon injury and joint derangement. Fortunately, trigger finger typically has an excellent outcome. Although some may resolve spontaneously, various treatments including hand therapy, splinting, steroid injection, and surgery can speed recovery. In some cases, trigger fingers that have been present for long periods of time may lead to permanent joint stiffness and limited movement.
