Notice: Regarding Trash, Yard Waste & Recycling Effective June 2, 2014 The trash, yard waste and recycling calendar is being changed to better serve our community. We will now pickup yard waste on Monday for the entire township. Monday's trash will now be collected on Tuesday and Tuesday's trash will be collected on Wednesday. The Thursday and Friday collection will remain the same for trash and recycling. Starting on June 2, 2014, we will be picking up yard waste in brown biodegradable bags. Absolutely no plastic bags are to be used for yard waste. All trash, yard waste and recycling is to be out by 6:30 a.m. on your collection day. Board of Commissioners Haverford Township is governed by nine Township Commissioners who are elected by the residents of each of its nine wards. Commissioners elect their own President and Vice-President at the beginning of each new year. The Commissioners appoint a Township Manager, who oversees all Township staff. Regular meetings of the Board of Commissioners are held the 2nd Monday of each month at 7:30 p.m. in the Quatrani Building, 2325 Darby Road, Havertown, PA. Land Development Process & Procedures What Residents Need To Know About New Developments And Businesses In Haverford Township As elected officials, Commissioners receive frequent requests to intercede in land use matters involving proposed developments (both residential and commercial) that are under review by the Zoning Hearing Board or Planning Commission. To assist residents in understanding the "how" and "why" of the land development process, we offer the following basics of the land development process and procedures: ! A municipality's ability to enact local laws is provided to the municipality from the Commonwealth. Municipalities may not create laws that are incompatible with state law. ! Municipalities must apply the local zoning laws uniformly to all property owners and uses in any given zoning district. ! Generally, a municipality is permitted to regulate uses and may, in some cases, prohibit a use in order to protect the general health, safety and welfare of residents. ! If a landowner or tenant desires to use a property in a manner that is inconsistent with land use or zoning laws, the owner or tenant has the right to seek relief from the zoning or land use law. Generally, an application for relief from zoning or land use laws is heard by the Zoning Hearing Board. ! A municipality may appear as a party before the Zoning Hearing Board on an application but it may not prevent an owner or tenant from filing an application and having it be heard. In order to insure public awareness of any

application for zoning relief, the municipality provides public notice of the Zoning Hearing Board hearings so that residents may participate in the hearings and express approval or opposition to the request. ! Municipalities may not limit a particular use from locating in close proximity to the same particular use. For example, Township officials often hear "we don't need another bank, pizza shop, nail salon when there is already one on that street." ! The Zoning Hearing Board acts as a quasi-judicial body is made up of members appointed by the Board of Commissioners. Zoning Hearing Board members act independently of the Board of Commissioners and conduct a function very similar to a Court. They are charged to hear all applications, weigh all evidence and render a decision. ! Commissioners may not appear before the Zoning Hearing Board in support of or opposition to a particular application unless there is consent of the full Board of Commissioners to take a position on an application. This limitation on a Commissioner appearing before the Zoning Hearing Board is particularly important in matters that may result in a later land development application being heard by the Commissioners. If a Commissioner took a public stance in favor of or opposition to a Zoning Hearing application, the Commissioner may be forced to abstain from any Commissioner vote on the later land development application. In addition to the Township Zoning Ordinance, the Township also has a subdivision and land development ordinance which further regulates how property owners can develop and divide property.

Historical Commission The Haverford Township Historical Commission recently completed and presented their application to the Board of Commissioners on March 10, 2014 to become a Certified Local Government (http://www.nps.gov/history/hpg/local/clg.html). Being recognized as a CLG allows the HTHC access to the Federal Preservation Program which is a joint program issued by the local, state, and national government dedicated to historic preservation. Being a CLG demonstrates the community's commitment to saving what is important from the past for future generations. Historic Grange Estate Begins 39th Season The Historic Grange Estate opens its doors for the 39th Tour Season, 1:00 p.m., April 5, with tours of the mansion, 1:00 4:00 p.m., most Saturdays and Sundays, through Oct. 26, with the last tour beginning at 3:30 p.m. The tours are conducted by volunteers, and admission is $4 for adults, $1 for children 10 and under. Local Service Tax (LST) What is it and who is required to pay it? The state legislature has changed the name many times over the decades --- "head tax", OPT, EMS, and now LST. Per the Commonwealth of Pennsylvania's Local Tax Enabling Act (Act 511) and more specifically, per the Haverford Township Local Services Tax Ordinance: "Individuals engaging in an occupation, trade or profession in Haverford Township are required to pay the Local Services Tax." Tri-State Financial Group, LLC is the Township's official business tax collector. As an employer, you are required to deduct an annual maximum of $52.00 from the wages of each employee with earned income from all sources within Haverford Township of more than $12,000 received in a calendar year. LST is withheld on a pro-rated basis determined by the number of pay periods for a calendar year. For example, weekly payrolls will have $1.00 deducted, biweekly payroll will have $2.00 deducted, monthly payrolls will have $4.33 deducted, and bi-monthly payrolls will have $2.17 deducted. Each quarter is treated as a 13 week pay period. The tax and return is due on a quarterly basis on the last day of the month following the close of each quarter. A list of employees and withholding amounts must be attached. Forms must be filed even if no monies are due or no employees are being reported. Self-employed individuals with a base (e.g.) home based or main location) within Haverford Township but no other employees are still required to pay LST on themselves as a

self-employed individual. In this case, you can submit your $52.00 in the first quarter (due 4/30). Returns must be filed in each of the subsequent quarters stating "zero" additional employees to avoid receiving delinquent notices. The tax can be no more than $52.00 on each individual for each calendar year, regardless of the number of municipalities in which the individual may be employed. So if an individual works for more than one employer, LST would be withheld by their "primary" employer only. An exemption certificate should be filed with the second employer with a paystub as proof of employment showing LST withheld elsewhere. An individual who does not anticipate earning $12,000 in a given year must file an exemption certificate with their employer, and no tax should be withheld. The employee must provide prior year end paystubs or W2 to confirm their income was less than $12,000. Exemption certificates are required to be filed on an annual basis. If at any time a person who has filed an exemption earns equal to or more than $12,000, the employer should withhold a lump sum amount to "catch-up" and begin withholding LST thereafter. Refund Applications are available for any taxpayer who overpaid or should have been exempt. Requests for refunds may be made within three years of the due date for filing the return. Supporting documents, as explained on the form, must be attached before any refund will be considered.

Curb and Sidewalk Regulations Curbs play an important role by maintaining the edge of the paved roadways to prevent them from crumbling, defining the travel lanes, and, most importantly, for stormwater management. Sidewalks are also vital public amenity that provide a safe pedestrian travel way, improve the walkability of the community that helps public health and socialization. Under our current code and consistent with state law, when the Board of Commissioners pass a resolution requiring the construction of new curbs and/or sidewalks along a street that previously had none, property owners have a prescribed period of time for the required improvements to be completed. When a sidewalk is considered to be defective, damaged or to create a public nuisance, such as a tripping hazard or where a curb does not provide a minimum height of 4" from the surface of a road to the top of

the curb, it is the responsibility of the property owner to have the defective section of curb or sidewalk replaced.

Because of concerns raised by residents about newly replaced curbs causing a saw-tooth appearance, sidewalks that are not being properly maintained and recent presentations by township realtors that believe point of sale curb and sidewalk replacements alone fail to equitably enforce the township regulations, the Board of Commissioners is considering an amendment of the Township's Street and Sidewalk regulations. The amendment would require the inspection of the curbs and sidewalks fronting along a roadway that is scheduled to be repaved. Eco-Friendly Tip Haverford 100 Rain Gardens The Haverford Environmental Advisory Committee (EAC), a working group of Haverford Township, is coordinating this effort to build 100 new rain gardens in 10 years to help our waterways and reduce flooding in our community and downstream towns. EAC is collaborating with Township departments, non-profit and community groups and YOU!

Picnics and barbequing are great ways to celebrate the summer months. According to 2008 statistics, gas and charcoal grills were the cause of 3,400 structure fires and 4,900 outdoor fires, totaling $137 million dollars in damage. Be sure to remember some of these safety tips before firing up the grill: Check the hose and fittings on gas grills before ignition. If they are cracked or worn, replace them. Never use lighter fluid on charcoal grills once they have been lit. Use your barbeque outdoors and away from the house or deck. Establish a 3' "safe zone" around the grill. Keep all children, pets, and combustible materials out of the zone. Avoid wearing loose fitting clothing while barbequing.

The Environment & You Keep Yard Waste Away from Streams Dumping of yard clippings, leaves, and other debris into stream valleys and floodplains is a serious problem and is often illegal under state and local floodplain and water quality ordinances. !

Yard waste like leaves, grass, and brush piled along stream edges suffocates and kills the trees and shrubs that are critical for avoiding stream bank erosion. Yard waste piled along streams can easily be washed into streams during large rain events. Once in the stream, this burst of organic material contributes a harmful excess of nutrients, which in turn robs the stream of oxygen needed by fish and aquatic insects. Oxygen depletion can be observed for a long distance downstream of these localized deposits of yard waste and ultimately compound in Delaware Bay. Leaves and other yard waste raked into streets often wash into storm drains, causing flooding, impeding stream flow, and creating areas of stagnant water that may create mosquito problems.

Brookline Fire Company Celebrates 100 Years

On June 7, 2014, the Brookline Volunteer Fire Company will mark their 100th Anniversary with a parade and celebration, and the fire company invites the entire community to come and join the celebration. The parade will begin at noon and have marching bands, car clubs and fire companies from the surrounding counties, New Jersey and Delaware. In the last 100 years, the Brookline Volunteer Fire Company has had over 750 members. It all started on October 9, 1914, with 5 civic minded community members meeting for 7 minutes to discuss the lack of fire protection in a growing community.

During November 1914, a charter was obtained from the Commonwealth of Pennsylvania and the Brookline Fire Company began 100 years of continuous service. On March 10, 1915, with a borrowed hand drawn hose cart the Fire Company made its' first "run" with the hose cart to extinguish a tree fire on Kathmere Road. A firehouse was built on Darby Road in 1916 and they have responded from that location ever since. After the new firehouse, the hose cart was retired with the purchase of a motorized 1918 Simplex / Hale pumper. Now members rode to fires arriving fresh and ready to fight the fire. In 1930, Brookline placed the first ladder truck in service in Haverford Township. Another first was a resuscitator being added to a new 1948 Mack Pumper for "oxygen calls" A valuable emergency medical service to the community. The 1950's saw the replacement of all of the outdated fire apparatus with "modern" apparatus. This replacement required the first of many renovations to our firehouse. In 1956, the Ladder Drill team was formed. Members demonstrated proper ladder techniques within the Township, County and Statewide. In the mid 1970's, the Fire Company received the first "lime yellow" engine

that allowed all members to be safely seated and belted. During the mid1990's, Brookline began a smoke detector program that provided free smoke detectors to all residents. The Fire Company also participated in WPVI TV's "Operation 6 Save a Life" Smoke Detector Program. At the turn of century, the 2000's have seen many changes; several more renovations to the 1916 firehouse and a switch to Delaware County Fire Dispatch System. In 2013, they responded to 328 fires and emergency responses. Currently in 2014, they have 43 Officers and Firefighters and 17 Board of Directors. They train an average of 155 hours a year refining and updating their firefighting skills as well as additional hours every year renewing certifications in First Aid / CPR and Hazardous Material responses. With all the many changes since 1914, one thing that hasn't changed is the dedicated fire protection the Board of Directors, Fire Officers and Firefighters provide to the community. Safety Tip: Display Your House Number It's two in the morning when you dial 911 to report your son/daughter is experiencing difficulty in breathing. You are anxious and keep looking out the window for the arrival of the police and medical personnel. After a few minutes you see the first sign of emergency lights proceeding down the street but it seems like hours for them to get to your house. The initial responding police officer is scanning each side of the street to determine the appropriate house number. The officer is using his patrol vehicle spotlight to illuminate mailboxes, front porches, trees and front yards in an effort to locate the correct house but he is having problems finding numbers on the other houses on the block. Even though you remembered to put up new 4" brass house numbers two weeks ago under the front porch light, the officer who is trying to get to you is struggling one block away to locate house numbers and find your house. It seems that others in the neighborhood were not that concerned that their numbers were prominently displayed. Luckily this is only a story and the valuable time lost due to improperly marked house numbers

did not result in a tragedy. The Haverford Township Police Department Community Policing Unit encourages all Township residents to post your house number prominently and ideally in a location that you can illuminate in case of an emergency. A Haverford Township Ordinance that exists to help prevent such a situation states; The owner or occupant shall cause the number so assigned to be posted conspicuously on the street side of the house or building or on the entrance gatepost or beside the driveway in such a manner that it will be visible and legible from the street. (Hav Twp Ord. 60-3) Take a few minutes to make sure that your house number can be recognized from the street and not obstructed by vegetation. If your residence is located up a longer driveway or is obscured by elevation, the number should be posted at eye level and visible from the roadway. Residents are discouraged from placing numbers too close to the ground as they may become covered by snow, leaves, bushes or even trash cans.
