I hope the new year is off to a great start for each of you.
On January 13 prior to our regular council meeting, new and re-elected council members were sworn in. I look forward to working with this new group and encourage you to reach out and get to know your elected officials.
We have budgeted for major improvements to our Community Park. Construction will start soon as weather permits. There will no doubt be interruptions to the use of the current amenities at the park We appreciate your patience and will do our best to keep you informed on the progress.
The Town Council in a special meeting on December 30th, approved the NEW Water Services Agreement with North Weld Water District. The approved agreement is available to review in the Council Packet of that meeting, which can be found under the Agenda’s section on the town website.
The Northern Integrated Supply Project (NISP), of which Severance is a part of, will most likely see substantial changes in 2026 as the cost estimate to build the project now is expected to be near $3,000,000,000.
That estimated cost no longer includes the promised 2nd reservoir near Galeton, it only includes the Glade reservoir. The Town Council is watching this closely as we determine weather it can be a future water supply project that we can afford to be a part of. Additionally, we are completing a Water Master Plan study that will help us hone in on what future water service looks like for Severance, in addition to the water treatment we receive for North Weld Water District.
Infrastructure projects like water and wastewater treatment are terribly expensive and honestly are not “fun” to talk about. However they are necessary to assure every resident consistent, reliable, quality water and waste water treatment to every home and business. Once in place, we will not need to deal with these issues for many decades.
I encourage you to come to council meetings, watch live stream or recorded meetings. All of the above items are discussed in public at our meetings It is the best place to get accurate information. As always, send me an email or give me a call. I happy to meet with anyone and answer your questions.

Is There Growth on Tap 2026?
Severance has been growing since I arrived more than twenty-two years ago – I think there were 700, maybe 800, residents We’re now close to 12,000. People continue to choose our town for all kinds of reasons –our location, our schools, the affordability of homes relative to surrounding areas, or simply the feeling of safety and community that comes with living in a small town. I believe we’re all here because there’s something we genuinely love about living here and, like it or not, people will continue to choose to come here – just as you and I did. As much as we may like to, we can’t close and lock the door behind us. Regarding residential growth, we all hear rumors but right now there’s nothing in front of the Council as it relates to any new neighborhoods actually slated to start development. Of course, that could change tomorrow, next month, six months from now, or not at all. We don’t really know until it hits our agenda. The town has annexed some properties in the past couple of years that are owned by developers, and there are others that were annexed in years prior, that have not been developed yet. The one thing that’s been approved (in March of 2025) is a preliminary plat for the North Gate development (north of Town Hall) and I’ve not heard anything about a final plat coming.
Other than that, we’ve not seen any formal plans for development brought before the council for any of the new or existing annexations in the 3+ years that I’ve been on the Council.
On the commercial side, my hope for 2026 is that local entrepreneurs and regional businesses will start to look at Severance as a place worth investing in. If you have a business – or are thinking about starting one – I believe there are some great opportunities for the right types of businesses. Now could be a really good time to explore the possibilities. I’d love to see new “local” businesses that are owned by “local” people.
Some residents are eager for new amenities: more dining options, services, and conveniences that currently require a drive out of town. Others worry about losing the small‑town character they cherish or the strain that growth can place on infrastructure. Both perspectives matter, and both come from a place of caring about Severance. I believe there’s a balance to be found in thoughtful, well‑matched commercial growth that serves our community without compromising what makes Severance special.
So is there growth on tap for 2026? The honest answer is a firm “maybe.” With that said, what will define 2026 is not simply whether growth happens – because it may or may not – but how we as a community choose to engage with it whether it’s the kind of growth we’re hoping for or not.
Here’s to a great 2026 – whatever it may bring. As always, I encourage everyone to stay involved, attend meetings, share feedback, and help shape this awesome place we all call home . . . growth, or no growth.
All businesses are required to renew their business licenses annually. You can find the application online on our website at townofseverance.org. Business licenses cost $25 and last from January to December. *If you are selling goods within the town limits, you must also have a sales tax license, and that license has no cost.
Solicitors must have a copy of their approved permit with them at all times. Sec. 6-1-150. - Solicitors, canvassers, door-todoor salespersons These licenses renewed annually.

Congratulations Elizabeth Foster Atkins! Elizabeth is the Severance Chamber of Commerce President, local Realtor and is a substitute teacher for Weld RE-4 schools. She is passionate about helping her community grow and can be found connecting businesses with the community She tirelessly works to find resources to help businesses in our area thrive and put on a fundraising event with the Severance and Timnath Chamber of Commerce to help with Weld Re-4 programs.
Owen was described as having pride, respect, community involvement and an incredibly big heart. Owen is proud to live in Severance and loves his school, Range View Elementary. Owen is a friend to all and does small things without being asked, such as picking up trash he finds in the road, putting a bike he finds on the sidewalk in the correct driveway, and helping kids at the park who are hurt. We're grateful to have youth in Severance like Owen!

The Town of Severance is excited to move forward with the next phase of improvements at Community Park, a significant investment in recreation, connectivity, and quality of life for our residents.
Community Park will be temporarily closed during the next phase of construction
Construction activities will include significant site work and infrastructure improvements that require full closure to ensure public safety.
Park Closure: The park will be closed when construction begins, scheduled for the beginning of February. Construction is anticipated to last until Fall 2026. With this closure, Severance Days will be in October.
Purpose: Delivery of the next phase of this large, long-term community project designed to enhance amenities, usability, and overall park experience
We recognize that Community Park is a valued gathering space, and we appreciate the community’s patience and understanding as we complete this important work. The result will be a park that better serves residents for generations to come.
Updates will be shared regularly on the Town website and social media channels as construction progresses. Thank you for your continued support as we build community in Severance.

In honor of these milestones, the Town of Severance is taking a deeper look into our own history—exploring the people, places, and moments that shaped our community. From our agricultural roots to the growth we see today, we’re honoring the individuals and stories that made Severance who we are and continue to guide us into the future. The Town of Severance would like to share important updates regarding Clean Up Days for 2026.
Due to the upcoming Community Park renovation and full park closure, the Town has transitioned to a voucher-based clean up program for this year.
Instead of curb-side collection or a local drop-off site, the Town has adopted a Weld County Landfill voucher program. This new approach allows residents greater flexibility while supporting continued improvements to Community Park.
There will be NO curb-side pickup in 2026
There will be NO on-site drop-off location
Clean up services will be available only through the voucher program

$125 value per voucher
One voucher per household
First come, first served — while supplies last
Each voucher allows:
ONE vehicle load
Items totaling up to $125 at the Weld County Landfill
If your load exceeds $125, the resident is responsible for paying the difference

As we welcome the New Year, the Town of Severance reflects on 2025 as a foundational year, one focused on the future and marked by strong financial stewardship, improved public safety, critical infrastructure investments, and record-setting community engagement. Despite economic uncertainty, the Town remained committed to protecting core services while planning responsibly for longterm success
In 2025, the Town protected essential services while maintaining long-term financial flexibility. Severance achieved a clean audit with no findings or issues and received the GFOA (Government Finance Officers Association) Budget Award, which refers to the Distinguished Budget Presentation Award, which recognizes local governments for meeting high standards of clarity, transparency, policy focus, and financial accountability in their budget documents. The budget was balanced while absorbing $600,000 less in funding, all without cutting staff or reducing services, demonstrating disciplined financial management and a strong commitment to stability and responsible use of taxpayer dollars.
Severance positioned itself for sustainable, locally driven economic growth by adopting a commercial incentive policy and making strategic investments to support future salestax-generating opportunities. Momentum

If in doubt, consult a friend or loved one who is knowledgeable about scams to have them look it over. Don't blindly react to the urgency for you to fix the situation. It is difficult to identify and prosecute scammers as they often work through the internet and reside in foreign countries.
The first quarter of the year tends to have an uptick in scams. This is due to tax time and the post-holiday period. Scammers create a sense of urgency to their victims by telling them they are going to be penalized/charged/arrested if they do not respond quickly to their request. Don't fall victim to these scam attempts. They come in many forms. Some try to advise you that your computer has been hacked, and you need to pay immediately to have it restored. Others start with a phone call or a text indicating that you are about to be fined and or arrested if you do not send a payment.
Don't buy into these threats. Many try to convince you that they are governmental agencies such as the CDOT Express Lane Toll Company, the IRS, the Courts, or even the police. These agencies will never call or text you with an alert of overdue payment. They will always send you a mail notice.
A sure scam tactic to look for is when you are asked to send cryptocurrency or gift cards. o real entity or governmental agency asks for payment in this manner. If in doubt, if you are about to be scammed, confirm what entity or agency they represent, look up the number yourself, and call that department to verify the urgent issue DO NOT give personal information, date of birth, social security number, or bank account or credit card numbers over email or text.
Be suspicious, be alert, and most importantly, verify what anyone or any entity is claiming that you need to pay to fix. It is most likely a scam. If you feel you have been the victim of a scam, report it to the police.
Public safety reached a significant milestone in 2025 with 24-hour police coverage and a fully staffed Police Department for the first time in Town history. The Safe Passageways project progressed with sidewalk engineering and a community walk audit, alongside roadway signage and safety enhancements, thereby improving neighborhood safety and connectivity
Despite economic challenges, the Town strengthened core infrastructure, protected essential services, and positioned Severance for responsible, sustainable growth.

We are pleased to announce that Windsor Severance Fire Rescue has completed the purchase of 10.88 acres of land located in the Kodak Industrial Park for the future development of a dedicated fire training facility.
This acquisition represents a significant lon term investment in our organization and our community. The property will allow WSFR to plan and construct a modern training facility that supports firefighter safety, professional development, operational readiness, and regional training partnerships. Having a dedicated training site will reduce our reliance on outside facilities and enhance ou ability to provide consistent, high-quality training for our personnel.
Over the coming months, we will begin the construction of our new training facility. We are anticipating that it will be completed by the end of the first quarter of 2027.
