PARKS & RECREATION DIRECTOR LAMARCO M. MORRISON

Parks & Recreation are Essential Services Across North Carolina, communities are experiencing unprecedented growth and rapid change. While this growth brings exciting opportunities, it also presents difficult financial realities. Municipal leaders are increasingly challenged to balance expanding service demands with finite public resources. In these conversations, Parks & Recreation departments are often among the first services scrutinized when budget reductions become necessary. The 2026–2027 fiscal year has proven especially challenging for the Hope Mills Parks & Recreation Department, and we are no exception to this reality. Like many agencies across the state and nation, we have been called upon to do more with less while continuing to meet the recreational, wellness, and quality-of-life needs of our community. Despite these challenges, our commitment to serving the citizens of Hope Mills has never wavered. More than seventeen years ago, while serving in another Parks & Recreation Department during a period of similar fiscal uncertainty, I had the privilege of attending a professional seminar featuring nationally recognized parks and recreation scholar, author, and Distinguished Professor at Texas A&M University, John L. Crompton. His research and leadership fundamentally reshaped the way many professionals, including myself, view the role of parks and recreation within a community. Through influential works such as Repositioning Recreation and Parks Services, Dr. Crompton challenged the traditional perception of parks as discretionary amenities and instead positioned them as essential public services that contribute directly to the health, prosperity, and resilience of a community. His teachings reinforced the understanding that thriving communities are built upon a holistic foundation where quality education, public safety, reliable infrastructure, economic opportunity, and accessible parks and recreation services all work together to improve the lives of residents. As Dr. Crompton so eloquently stated: "We must reposition ourselves so the services we offer are perceived to be a central contributor to alleviating the major problems in a community identified by its residents and decision-makers." — John L. Crompton As parks and recreation professionals, we have a responsibility to advocate for the value of our profession. However, the most compelling advocates are often those who experience our impact firsthand. The voices of our citizens, program participants, volunteers, community partners, local businesses, and elected leaders carry tremendous influence. HOW TO SET UP YOUR HOPE MILLS PARKS & RECREATION ONLINE ACCOUNT FOR REGISTRATIONS Step 1: Go to website www.townofhopemills.com/177/Parks-Recreation Step 2: Under Parks & Recreation header, click the link for 'Browse online catalog and register for athletics, classes, & events here!' Step 3: You are now in the registration page; Click on 'LOG IN/CREATE ACCOUNT' in the upper left corner of page. Step 4: Click the light blue button at the bottom of the pop-up box labeled 'CREATE YOUR HOPE MILLS, NC ACCOUNT'

Step 5: You should now view a pop-up box titled 'HOPE MILLS, NC SIGN-UP'; fill in the required information including name, phone numbers, residential address, email address & password. Signing into your new Civic Rec account will be by the email address & password that is entered during this step. When providing your phone number(s), please identify the label as primary, mobile or work. If providing a mobile number, which is STRONGLY encouraged, select your mobile carrier to ensure proper delivery of SMS/text message notifications. to receive important email notifications from the department (i.e., class changes, facility closures, upcoming events, athletic registration reminders, etc.) click 'ADD EMAIL', insert an email address and select your Communication Preferences. It is encouraged to select all 3 communication types; this can be modified at any time by logging into your account. Step 6: Click 'NEXT STEP: OTHER ACCOUNT MEMBERS' at the bottom right of the pop-up box. Step 7: Any household members that will be participating in recreational activities are required to be included on your account. Click 'ADD ACCOUNT MEMBER' to add family members by entering their name and date of birth. Repeat step 6 to add multiple family members. Step 8: When finished click 'SAVE & CLOSE' to complete account set up; you can now register for classes, events or athletics!

*** When registering a family, the Head of Household (parent/guardian) must create an account with the USERNAME/PASSWORD. Once created, the Head of Household should add all family members to the account. This will allow access to enroll all family members into all programs, events and athletics offered by Hope Mills Parks & Recreation!***

SANTA & SIRENS December 14-17, 2026

HOPE MILLS FIRE DEPARTMENT

Parks & Recreation in conjunction with The Hope Mills Fire Department presents Santa & Sirens! Santa will be driving through town with our firefighters on December 14th, 15th, 16th, & 17th. Please see published maps for pre-selected routes. These maps can be found on the Hope Mills Parks & Recreation Facebook Page starting December 8th. If your home is not directly on the route and you would like to see Santa, please make your way to the route in your vehicle. There will not be any additions to the pre-determined routes. Santa will leave the fire station at 6:00pm each night and we will do our best to complete each route by 8:00pm. Listen for the sirens so you know when Santa is on his way! This year we will also have a live Santa tracker so you can see where Santa is and where he has already been. The Tracker link can be found on the Hope Mills Parks & Recreation Facebook Page starting December 7th.

Volunteer with us!

Hope Mills Parks & Recreation offers volunteer opportunities for all interests. Volunteers help make it possible to provide affordable programs and services for the community. Learn more about the ways you can get involved. Depending on the role, some volunteer positions may have certain requirements including but not limited to a background check. For large groups interested in volunteering together, please contact Meghan Freeman to coordinate volunteer opportunities. Eligibility Requirements Each person must submit a completed volunteer application, a signed waiver, and, when required, successfully pass

Hope Mills Recreation Center is a recreational facility primarily used for Parks & Recreation programs. The center features an indoor basketball court, brand new fitness room, full kitchen, and multiple multi-purpose rooms (available for rent).

With just over 28 acres, Hope Mills Municipal Park is one of the community’s most treasured resources. REID’S JOURNEY

Inclusive Recreation Complex

This Baseball-themed play space was named after Reid Seals. Reid was born with Trisomy 18 and blessed this earth for 11 days. Reid’s Journey is dedicated to giving back to the community in Reid’s Honor. The community is celebrating a significant milestone with the completion of Phase II of the Reid’s Journey Inclusive Recreation Complex. Key features include: a large picnic shelter, shade structures, a wheelchair accessible “Liberty Swing”, landscaping and irrigation.

The Vic Blendz Basketball Court in Hope Mills, North Carolina, has undergone exciting improvements aimed at enhancing the community's recreational experience. Designed to serve both amateur athletes and casual players, these upgrades promise to breathe new life into the iconic court, ensuring it remains a focal point for outdoor sports and social activity in the area. The most notable updates include the installation of a state-of-the-art, all-weather court surface. This durable surface will not only improves traction and player safety but also reduces maintenance needs over time. The court features freshly painted lines, including updated markings for both full and half-court play. A brighter color scheme, featuring vibrant greens and whites, makes the court more visually appealing and create an exciting atmosphere for players.

HERITAGE PARK Hope Mills Heritage Park was unveiled to the public on November 20, 2024. The restored flume, which is the main focal element of the park, consists of the historic preservation of the historic old mill flume, and the conversion of the flume to a stormwater control measure that treats the new impervious surfaces constructed in the park. Heritage Park includes a new driveway, restroom, parking lot, event lawn, and the preservation and placement of the floodgates as shade canopies over benches. Additionally, there are interpretive signs that explain the history of the Town, the mill, and how the flume has been repurposed to treat stormwater and protect Little Rock Creek.

HERITAGE PARK

Phase ll

Excitement is building as Hope Mills Parks & Recreation commence the design and development phase of Heritage Park Phase II. Following the successful completion and opening of Phase I, this next stage aims to expand on the park’s offerings with more active park elements and amenities, further enriching the community’s recreational and cultural opportunities. The design and development phase will focus on refining plans for several major additions, including: an outdoor classroom, natural trail paving, natural playground area, picnic shelter, way finding signage and a floating canoe/kayak launch. The Town will submit an application for a $500,000 Parks & Recreation Trust Fund (PARTF) grant to support the construction phase of the project. The funding, if awarded, will play a crucial role in funding the estimated $1,773,883 cost to complete the project.

Schedules for practice and game days, times & locations are not available for each season until the registration period ends & drafts take place.
