2025 REAL ESTATE AND PERSONAL PROPERTY TAXES The Town of Bowling Green has issued the 2025 real estate and personal property tax statements. Taxes are assessed as of January 1, 2025, if property ownership has changed during the year, taxpayers are asked to forward the bill to the new owner or notify the Town of any address changes. Residents can pay by mail with payment sent to PO Box 468, Bowling Green, VA 22427 or in person at Town Hall located at 117 Butler Street, Bowling Green, open Monday, Wednesday, and Friday from 9:00 AM–5:00 PM. A secure drop box is also available in front of Town Hall. Real estate taxes are d ue December 5, 2025. Personal property taxes are d ue January 9, 2026. Tax payments made by check must be postmarked for the due date of the tax payment. Tax payments received after the due dates will incur a 10% penalty or $10 (whichever is greater). Additional interest of 10% per annum will accrue the business day following the due date until the account is paid in full. For questions about payments, contact the Finance Department at (804) 633-6212. For assessments or property valuations, contact the Caroline County Commissioner of Revenue at (804) 633-9834.

CHRISTMAS IN TOYLAND PARADE The Town of Bowling Green is excited to announce the 2025 Christmas Parade, themed “Christmas in Toyland.” The parade will take place on Saturday, December 13, 2025, at 5:30 PM along Main Street in Bowling Green. Following the parade, all are invited to Town Hall for holiday festivities including cookies, pictures with Santa, awards, and more! FIRE HYDRANT REPLACEMENTS COMPLETED At the October Council meeting, council approved a plan to replace three out-of-service fire hydrants on Butler Street, Anderson Avenue, and Milford Street, which was completed on October 17, 2025. These sites were prioritized following coordination with Fire and EMS, using safety metrics related to building value, life safety, and neighborhood density. The effort was supported by a SERCAP-assisted internal GIS project that cataloged and photographed hydrants throughout town. By unanimous vote, Council authorized the Town Manager to proceed with procurement and replacement of the three hydrants, with funding up to $40,000 from the Water Fund.
TOWN PARTNERSHIP WITH REP’D TO ENHANCE COMMUNICATION WITH RESIDENTS The Town of Bowling Green is pleased to announce a new partnership with Rep’d, an innovative platform designed to improve transparency and communication. Residents will notice a new button on the bottom-left of the Town website, which residents can use to submit questions directly to the Town and receive either an instant AIgenerated response or a short video reply from a member of Town staff, ensuring that accurate, timely information is available to help residents better understand Town services, programs, and updates. Bowling Green is the second locality in Virginia to adopt this platform, furthering our commitment to open communication and accessibility. “This is a free initiative, and we are thankful for our partnerships with Rep’d Staff to help increase access to readily available information by leveraging technology,” noted Town Manager India Adams-Jacobs. Residents can look forward to seeing more Rep’d content available soon on the Town’s website and communication channels.

FISCAL YEAR 2023 AUDIT NOW AVAILIBLE The Town of Bowling Green Audit for the Fiscal Year 2023 is now available! This latest audit marks a significant milestone, representing the third fiscal year audit finalized within the past 21 months, covering fiscal years 2021, 2022, and 2023. This achievement reflects steady and focused progress in restoring regular financial reporting practices and strengthening the Town’s administrative foundations. Five years prior to Mrs. India Adams-Jacobs’ management of the Town, Bowling Green had produced only one audit. The Town’s monumental progress is owed to effective management, town staff, partnerships with external firms, and Town Council. OCTOBER COUNCIL MEETING RECAP At its October 2 meeting, Bowling Green Town Council received an update on the long-anticipated USDA waterline project from Steve Ball of Webb & Associates and County staff. The project, which began in 2018 and has $5.5 million remaining in its budget, has entered the next stage of review. Updated plans prepared by Webb & Associates have been submitted to VDOT, whose review is expected to take 30 days before the project moves on to USDA for final approval.

ROUTE 301 INTERSECTION VDOT PUBLIC HEARING On October 23, 2025, VDOT hosted a Design Public Hearing at Bowling Green Town Hall to present plans for the upcoming Route 301 Intersection and Pedestrian Improvements project. The project focuses on converting the Route 301 and Chase Street intersection to a Continuous Green T pattern to reduce crash risks. Additional upgrades include new traff ic signal equipment and pedestrian crosswalks at Main Street and Chase Street, restricted turning movements at Courthouse Road, expanded sidewalk connections in several locations, and improvements to the commuter parking lot on Chase Street with paving, marked spaces, and lighting.

NEW LEAK NOTICE PROCEDURE IN EFFECT The Town of Bowling Green has implemented a new Leak Notice Standard Operating Procedure. The procedure outlines a clear process for monitoring water usage, verifying continuous leaks, and notifying customers in a timely manner. Using daily data from the Town’s Sensus Analytics system, staff will identify potential leaks and provide notif ication through door hanger notices once a leak persists for 24 hours or more. If you receive this door hanger, follow the steps listed on the back to solve your potential leak. Per Town code, only one adjustment per service location per year will be allowed, and adjustments will not apply to indoor f ixture leaks such as toilets or faucets.
