Tourism Master Plan update: staff have initiated individual briefings with the Board of County Commissioners to ensure they are fully informed ahead of a future workshop and vote. The phased approach is intended to support informed decision-making, with a workshop tentatively planned for February.
B. PBC LEGISLATIVE UPDATE* – Emanuel Perry
Perry
Palm Beach County Days will take place January 12–14. Hotel room blocks are available at theAC Hotel, Aloft, and Marriott. Several proposed bills, including those sponsored by
Senator Smith, could negatively impact Tourist Development Taxes (TDT). Board members are encouraged to participate and engage in advocacy efforts.
Thompson
Have the hotel room blocks opened yet?
Perry
Yes, they are open. We do have three hotel blocks under agreement.
Thompson And that is in the same link that you sent out?
Perry
Yes, please register as soon as possible, as they're filling up fairly quickly.
Mayor Baxter Which hotels?
Perry
They are the AC, the Aloft, and the Marriott.
Emanuel Perry
Perry
I did want to give everyone an update regarding Bush's Boca Raton Bowl of Beans. I will send out a save the date. This will mark the second time in the 12-year history that we have an a team from the ACC competing, the Louisville Cardinals versus the Toledo Rockets. That date is December 23rd at 2:00 P.M. There will be a fan fest prior to the game, we want to make sure that we get out and show everyone how rowdy Palm Beach County is.
Mayor Baxter
Did you say bowl of beans?
Perry
They did transition to a new title sponsor. Bush's Baked Beans is now the title sponsor. There will be a lot of mockups of beans and at the game and the fan fest. We want to make sure that we are as rowdy as possible. We do have plans to move the largest bean from one end zone to the other end zone. I will send the save the dates out and make sure everyone has a ticket
Emanuel Perry

The National Battle of the Bands is progressing well, with 4,500 tickets sold and an estimated 12,000 expected before the Christmas break. Coordination with the School Board is underway to provide transportation for students from the Glades region. Additional planned events include a community feeding initiative for Glades families and
a STEM-focused HBCU College and Career Fair featuring over 40 colleges offering onsite admissions and scholarship opportunities.
Mayor Baxter
And where is the Battle of the Bands taking place?
Perry
The National Battle of the Bands will be held at Flagler Credit Union Stadium at FAU and will feature six participating bands: Bethune-Cookman, Florida Memorial University, North Carolina A&T, Florida A&M, South Carolina State, and Southern University. A VIP welcome reception will be hosted at the Sunset Lounge, with save-the-date invitations to be distributed.
Gamboa
Palm Beach International Airport (PBI) continues to experience strong growth, even during the traditionally slower summer months. Airline seat capacity has increased between 3% and 13%, with October showing approximately 804,000 seats compared to 710,000 last year, and 628,000 passengers versus 584,000 the prior year. PBI set a new 12-month record with 8.6 million passengers, surpassing its pre-pandemic peak of 7.0 million, and is on track to potentially reach 9 million passengers by April.
Since the pandemic low of 2.2 million passengers in early 2021, PBI has grown by more than 22% and continues to expand. While the Northeast remains the airport’s strongest market, new and returning Midwest destinations have been added. In 2025, six new destinations were launched through Southwest, Avelo, and Breeze, resulting in 3.5% more flights and 4.4% more seats compared to last year.
PBI has consistently outperformed the national average in seat capacity growth over the past 18 months. Although competition from Fort Lauderdale remains significant due to increased investment by multiple carriers, PBI’s continued growth underscores the importance of sustained air service development and destination marketing efforts.
Mayor Baxter
Are any of the not big-name airlines decent?
Melton
I recently flew out of RDU on Breeze, and the experience was very pleasant. In contrast, my return trip was noticeably less so. Overall, flying on Breeze particularly from our local airport was a significantly better experience than departing from Miami.
Gamboa
Silver Airways has since declared bankruptcy and ceased operations, which speaks to the limitations of that particular business model. While I acknowledge my bias, Palm Beach
International Airport maintains a strong airline portfolio and positive relationships with its airline partners, all of whom deliver a high standard of service.
Mayor Baxter
For my own background and understanding as a board member, travel to Tallahassee has consistently been challenging. Historically, what discussions has this board had around improving access during the legislative session, particularly given the large number of Palm Beach County employees who travel to Tallahassee each year? Have options beyond room blocks and logistical coordination ever been explored?
Perry
Yes. We have worked with PBI to analyze demand and travel patterns particularly the Palm Beach–Atlanta–Tallahassee corridor to demonstrate sufficient volume, especially during the legislative session. We continue to engage with airport leadership, including Laura Beebe, to ensure our needs are clearly communicated and to advocate for direct service to Tallahassee.
Mayor Baxter
Is that a direct flight through a major carrier?
Perry Any direct flight.
Bonlarron
We have offered all available airport incentives to encourage carriers to provide service to Tallahassee. Historically, Tallahassee has faced challenges despite similar incentives from the City of Tallahassee, such as waiving landing fees. Most recently, JetBlue discontinued its direct Fort Lauderdale–Tallahassee flight, despite strong demand during the legislative session. While peak-period travel is solid, off-peak demand remains limited, which undermines the route’s long-term revenue viability.
We have engaged extensively with airline leadership, including meetings with Laura Beebe and airline executives, and have shared detailed schedules covering legislative sessions, committee weeks, and major events. However, aligning this demand with airline business models continues to be a challenge.
Mayor Baxter
Have we done a cost analysis on a per-person basis? If we have a few hundred employees that goes up there versus renting a plane of sorts for Palm Beach County days?
Dufresne
We may also want to consider sponsorship opportunities, similar to other incentive programs, to help underwrite seasonal service. This could provide additional motivation for airlines to enter the market and help establish sustainable routes.
Mayor Baxter
I've looked at flights they all go through Atlanta, and they are all about $500. You are telling me that we can't. How many employees go up there, Todd?
Bonlarron
We probably have about 70 in our team between employees, commissioners, et cetera, heading up there.
Mayor Baxter
I guess they wouldn't all be direct employees, but I guess Palm Beach County takes up hundreds.
Bonlarron
We send 300 people plus every year. Outside of the collective group that goes up there.
Dufresne
And everybody sends people.
Mayor Baxter
And has sponsorship been discussed?
Perry
We can engage with Laura Beebe at PBI and see what we can do to help incentivize those airlines to have more direct flights annually.
Mayor Baxter
I am talking about sponsoring, potentially just getting us all up there on Palm Beach County Days, for how many county days? Like a charter of sorts.
Bonlarron
We have looked at charters in the past.
Mayor Baxter
With nearly 70 people traveling, the cost to the County is significant. At a minimum, this should be evaluated from a cost-benefit perspective. When factoring in six to seven hours of travel time each way often extending to two full days of lost productivity the impact is substantial. This issue comes up repeatedly, and it is worth examining why there has been little progress in addressing it.
A. ERM 1. Update – Deb Drum
Drum
A groundbreaking ceremony was held this week for the Delray Beach Nourishment Project, attended by representatives from the U.S. Army Corps of Engineers, the City of Delray Beach, and state and local officials. The project is a partnership among the Army
Corps, Palm Beach County, and the City of Delray Beach, demonstrating strong regional collaboration and shared funding. Construction is expected to begin in January and will cover a larger area than previous efforts, providing a significant sand placement that will benefit South County beaches.
Additionally, the sea turtle nesting season concluded on October 31, with Florida reporting a record year for endangered leatherback turtles, exceeding 2,000 nests statewide. Palm Beach County typically accounts for about one-third of these nests, underscoring the effectiveness of the County’s beach management and conservation programs.
Mayor Baxter
You said that we are nourishing the beaches with sand in South County. Are we doing anything in the Jupiter area?
Drum
Yes. We are just completing some projects up in that area. We are on schedule for all our regional projects. Everything is on schedule. We have completed some work in North County, and we are on schedule, looking at the Coral Cove area as well.
1. Update* – Milton Segarra
Segarra
Our team will provide a brief report today. You should each have copies of our current business plan, Visitor’s Guide, Insider’s Guide, and Meeting Planner Guide for this fiscal year, all of which have received positive feedback. Visitor volume continues to reflect strong momentum, consistent with what you are seeing at the airport. The destination welcomed 10.6 million visitors, driving record-high bed tax collections and positively impacting key performance indicators across the County. I will now turn it over to the team to highlight key focus areas.
Kelly Cavers, Erika Constantine, and Gustave Weibull went through the update for the Discover The Palm Beaches PP Presentation.
Constantine
Last year, we saw increased interest from the Dallas and Houston markets, which were not traditionally core for the destination. In partnership with PBI and the TDC, we launched a comprehensive domestic media campaign across multiple channels. The results were significant: visitation increased 43% from Dallas and 40% from Houston between April and June 2025, followed by continued growth from July through September. Based on this performance, both markets have been elevated to core markets in the FY26 plan, with ongoing efforts to sustain and expand this growth.
Dufresne
Do you have any actual numbers?
Constantine
Yes, it was about 100,000 visitors from those markets, and they've now increased to the top hundred thousand visitors.
Mostad
From the resort sector’s perspective, Texas has become our third-largest market on an annualized basis, following the Tri-State area and Florida. This marks a significant shift over the past five years, driven in part by increased relocation from the West Coast and Northeast to Texas due to favorable business conditions. This trend has boosted both leisure and group travel. In response, we have dedicated a full-time resource to the Texas market, and the results to date validate that investment.
Hostettler
I agree. We mirrored this approach by allocating sales resources alongside our advertising efforts in Texas and placing content in similar publications. Texas is now also our third-largest market, which is notable given that it was not a meaningful market when I started 45 years ago.
Peroulakis
From the hotel perspective, the growth we are seeing during the summer months particularly July through September is very encouraging. Historically, summer represents our greatest opportunity, and sustained growth during this period is especially positive.
Segarra
We are maximizing the available seasonal air service from Dallas and Houston, with American Airlines operating three to four daily flights. Texas travelers are well-suited to summer travel, which has been a key focus of our strategy not only to drive visitation during peak season, but also to strengthen demand during the shoulder summer months.
Mayor Baxter
And you are saying this is the growth percentage since you started marketing to them?
Segarra
Since we have done this. A special effort that has been a year in the making.
Hostettler
But is this the growth in one year?
Segarra
Yes. From last year to this year.
1. Update – Dave Lawrence
Lawrence
Last year, we launched an on-site visit initiative to better assess the health of the cultural sector beyond the traditional grant process. These visits, conducted with members of the Community Investment Committee and the grants team, have provided valuable real-time insight into organizational performance and sector trends. This year, visits were completed with Palm Beach State College, FAU, Mounts Botanical Garden, Busch Wildlife Sanctuary, Loggerhead Marinelife Center, and the Lighthouse ArtCenter, with additional visits ongoing.
The Spring/Summer cycle of the Bright Ideas Sponsorship program opens on Monday, with proposals to be reviewed and recommendations presented to the Board in the first quarter of 2026. The Go Beyond Basel campaign concluded on December 7, with performance metrics to be presented at the next Board meeting.
In partnership with Discover, we participated in the Art Basel Miami Beach media mission to promote Palm Beach County’s cultural offerings and encourage extended visitation. Locally, the Shades of Culture installation is featured in downtown West Palm Beach for December and will move to FAU Stadium in January for the Battle of the Bands event.
Professional development efforts continue through the Institute of Cultural Advancement, including a well-received session on AI in the nonprofit sector, with a follow-up planned for spring. Advocacy efforts are also underway with the Cultural Advocacy Alliance meeting in November to prepare for the upcoming legislative session and coordinate participation in key advocacy events.
1. Update – George Linley
Linley
During the first two months of the fiscal year (October 1–November 30), the Sports Commission hosted more than 40 events, generating over 56,000 hotel room nights an increase of nearly 14,000 room nights compared to the same period last year. This reflects a strong start to the fiscal year and continued growth in the diversity of sporting events supported by the County’s facilities and amenities.
In December, the County is scheduled to host 24 events across 12 different sports, ranging from ice hockey and football to lacrosse, kickball, and swimming. Key highlights include the launch of the FY26 equestrian season with the Holiday & Horses Circuit, leading into the Winter Equestrian Festival, the largest show jumping event in the
country. Additionally, Wellington is hosting the Battle Youth National Championships, now in its fourth year and the nation’s largest youth tackle football event, drawing more than 100 teams to Village Park and demonstrating the evolving nature of sports tourism.
Mayor Baxter
When is this?
Linley
The event runs from December 8 through December 14. Last year, it generated 10,904 hotel room nights, and this year is projected to exceed that total. The Holiday & Horses Equestrian Series is also underway.
A major highlight is the ninth annual Holiday Basketball Classic of the Palm Beaches, an event owned by the Sports Commission. This year marks its debut at the new Wellington Sports Academy (the John Bostic project) in Wellington. Participation has doubled to 64 teams from 15 states, making it the largest basketball showcase to date. The move from three separate high school venues to a single site with seven courts plus three additional courts at nearby Village Park creates a 10-court campus, representing a significant advancement for indoor sports events in the County.
To conclude, the Sports Commission hosted the Lou Groza Award celebration on Monday night.
Mayor Baxter
I went last year. I did not make it this year. You guys always book this award ceremony on the same night as one or two other events. Who does the agenda for the Lou Groza awards? The program feels too long and lacks energy. Feedback from attendees consistently notes that the ceremony is tedious and would benefit from improved pacing and a more engaging format.
Linley
The Sports Commission owns and produces the event, which is scheduled to follows with the college football calendar. The ceremony recognizes the three national finalists as well as local high school athletes, coaches, and teams. I agree with the feedback, and this year we reduced the program length to approximately two and a half hours. We will continue to look for ways to improve the overall experience.
Mayor Baxter
How about a DJ or something like that? Makes it more inviting.
Dufresne
As a committee member of a Lou Groza committee, I will carry that forward.
Mayor Baxter
I may not always say what people want to hear, but this is the reality. We should be willing to acknowledge when something is not working well or is not enjoyable and commit to developing a plan to improve it.
Linley
I agree. It was long. We did shorten it this year. We added a few new wrinkles.
Mayor Baxter
What I am saying is that, while I may not have the exact solution, we need to explore options whether that involves working with an event planner or rethinking the program structure. The event should feel livelier and more celebratory, especially since it honors high school students. We should lean into that energy and make the experience more engaging and enjoyable.
Linley
Don and I will certainly work on that.
Mayor Baxter
Please do. It was on my birthday this year, which is why I did not make it. John Carter went this time.
Linley
The final component of the Lou Groza Award is the national broadcast, which will air Friday night on ESPN as part of the College Football Awards show. The Lou Groza Award will be presented alongside other national awards, excluding the Heisman Trophy, which airs Saturday night. The broadcast includes promotion of the Palm Beach County Sports Commission as the home of the award. The show airs at 7:00 p.m., and a reminder and press release will be distributed.
Dufresne
And notably, ESPN is talking about maybe bringing back the award show that they used to do, and making it a little bit more relevant and exciting. So that will probably change the timing of things as well.
E. FILM & TV
1. Update – Michelle Hillery
Hillery
Film and production activity remain strong. Permits increased 25% in October and 13% overall, with 21 permits issued in October and an additional 41 productions filming on private property. Year to date, nearly 300 permits have been facilitated, matching last year’s total with two months remaining. Of 119 production leads, 87 were converted into active projects, reflecting continued strong demand.
A new members-only series will premiere on December 29. While the Film Commission facilitates production logistics, safety, and insurance not content this project generated significant local economic impact. Filming occurred over three months in the
spring, resulting in 69 permits, a $1.5 million production budget, and more than 700 hotel room nights. While public reaction to the content may vary, the production delivered meaningful economic benefits to Palm Beach County.
Thompson
They did not film in Palm Beach. Everything was in West Palm Beach, but they are using Palm Beach. I saw the trashy trailer.
Hillery
There may be some footage included from events filmed within the Town of Palm Beach, as event owners are permitted to film their own events and use that footage for their purposes, including locations such as Mar-a-Lago. As a result, some scenes may appear that were filmed within the Town, even though those permits were not facilitated by the Film Commission.
Commissioner Lambert
Can you clarify? Are you saying that the Film Commission does not manage permits in Palm Beach, or just for this project, you did not?
Hillery
We do not permit in Palm Beach at all. We do not have a one-spot permitting agreement with the town of Palm Beach.
Commissioner Lambert
If somebody wants to film there, they have to work directly with the town?
Hillery That is correct.
Mostad
From a logistical standpoint, filming within the Town of Palm Beach presents significant challenges. South County Road is a limited two- to four-lane corridor with heavy congestion, making road closures or extended disruptions impractical. Unlike West Palm Beach, the Town is not in a growth phase and has a different operational approach. Similar constraints exist at private properties, where facilities cannot suspend normal operations for extended periods. In these cases, limitations are driven purely by logistics, not lack of interest.
Hillery
While access can be limited, we continue to work collaboratively with the Town of Palm Beach when production is appropriate, and approvals are granted when feasible. Separately, the Film Commission actively supports Palm Beaches TV by facilitating local productions that highlight the County’s tourism assets. Currently, more than a dozen local production companies are engaged in this effort, and their work resulted in 11 Telly Awards this year.
These productions not only showcase the County’s cultural, natural, and tourism offerings, but also support small businesses that lack the resources to market themselves independently.
Jordat
Two new Sinclair-distributed shows Let’s Eat, the Palm Beaches and Amazing Itineraries have recently aired through a partnership with Discover The Palm Beaches. Each episode represents a $30,000 investment and features cultural institutions, restaurants, and destination experiences. The shows aired in 20 U.S. markets, including Texas and the Northeast, and are supported by a strong digital strategy.
To date, Let’s Eat, the Palm Beaches has generated approximately 140,000 YouTube views alone equating to roughly $0.20 per viewer excluding broadcast reach, which totals an estimated 30 million viewers annually. Additional value comes from rebroadcasts on Palm Beaches TV, Discover’s ability to repurpose content for leisure marketing, and coverage by local FOX and ABC affiliates in participating markets, creating a broader media amplification effect.
Mayor Baxter
How do you decide which restaurants to highlight?
Jordat
We do not control editorial content, though we do assist by providing leads. Sinclair Media Group approached us with a proposed list of restaurants for the show; some were unavailable at the time. In parallel, Discover The Palm Beaches particularly in light of heightened culinary interest driven by Michelin recognition recommended additional venues. Through coordination with Sinclair and Discover, we were able to align and facilitate the final selection of locations featured in the programs.
We also appreciate the support that led to culinary coverage at the Flagler Steakhouse. As a result, Mr. Daniel Hostettler will be featured on On the Town in The Palm Beaches These productions continue to welcome opportunities to showcase Palm Beach County in a positive and compelling light.

The Convention Center experienced a very strong fall season with traditional conferences and conventions, capped by two transformational events. The first was Eudēmonia, now in its second year. The event demonstrated how effectively the facility can be transformed from a blank-slate venue into an immersive experience, welcoming approximately 5,000 attendees in a single day. The creative use of indoor and outdoor
spaces created a unique atmosphere that benefited both the facility and the surrounding community.
Following a brief pause for Thanksgiving, the Center hosted a Tony Robbins event, continuing a long-standing relationship that began more than a decade ago after Mr. Robbins established a local presence. Over the years, this partnership has grown to include multiple annual events, including the signature firewalk experience, which historically brings up to 11,000 participants to the facility over several days.
Mayor Baxter
What's the firewalk?
Anderson
A signature component of the Tony Robbins program was the firewalk experience, during which the exhibit hall opened around midnight, and approximately 10,000 participants walked across hot coals in the parking area. While this event was ultimately discontinued as program pricing increased and the format shifted to arena venues, the partnership with Tony Robbins remains strong.
Currently, the Convention Center hosts two major Tony Robbins events annually. One takes place in August, bringing approximately 4,000 attendees for 10 days with no downtime. The second is a large-scale program requiring a four-day move-in and operating for six days at up to 18 hours per day, from 8:00 a.m. to 2:00 a.m. Each day accommodates approximately 3,000 in-person attendees, with an additional 3,000 participants joining via live stream worldwide.
The live-streaming component, launched during COVID, has evolved into a fully integrated international experience, allowing real-time interaction with participants across the globe. Special thanks were extended to Commissioner Lambert and the City for approving necessary permits, and to the County IT Department for supporting more than 80 hours of live-streaming. Advance community coordination ensured smooth operations, including a late-night pedestrian procession through Howard Park, which generated no community complaints.
Mayor Baxter
Who are you telling? How is this getting out?
Anderson
They follow social media during the event worldwide.
Commissioner Lambert
What I have noticed is when they are in town, you can see them all downtown on Clematis at the restaurants, walking around with their lanyards on. We can tell when they're around.
Anderson
The goal from Robins is that they do not want one second of live stream downtime for the entire 80 hours. Because the money and everything that is coming in, and we did not have one. Thanks to my team and Todd and Emmanuel for coming and seeing everything live in action. They ended this morning at 2:30 this morning. We are moving them out right now. The Palm Beach Food and Wine Festival, which is going on, the finale event is in our building on Sunday in the exhibit hall.
Mayor Baxter
Do you know that all the holiday parades are this Sunday? Wellington, Jupiter, Delray.
Anderson
We have events running from December 2 through December 6, followed by the Fourth Climate Summit next week, and we will close out the season with the Boca Bowl of Beans, including the team luncheon. I am also pleased to report that yesterday I signed Tony Robbins' contracts, already confirmed for August and December of next year. They have expressed a strong interest in revisiting the building layout to determine whether there is a viable way to bring the firewalk component back.

b. Update – Katherine Griffin
Griffin
From a food and beverage perspective, Eudēmonia was unlike any event we have ever hosted. We worked very closely with their team to design a menu that fully reflected their core values around health, wellness, and sustainability. Everything served was organic. The cheese was raw vegan; the bagels were organic sourdough; even the salt was sourced from a supplier that guarantees no microplastics. The same level of scrutiny applied to seafood, packaging, and service ware everything met specific compostable and recyclable standards. Nothing was left unexamined. Every single element was curated, reviewed, and approved to ensure full alignment with their mission.
Mayor Baxter
And that’s how you marketed it?
Griffin
Exactly. The entire program was centered on health and wellness. “Food is medicine” is a core message of Eudēmonia, and we wanted the culinary experience from beverages to desserts to reinforce that message. As a result, we doubled our food and beverage sales compared to last year.
Transitioning into the Tony Robbins events, which concluded at 3:00 a.m. yesterday, the scale and duration are significant. The execution team is in the building for 10 days, with guests on-site for six days. Our objective is to provide high-quality, healthy food options though not at the same highly specialized level as Eudēmonia while showcasing the flavors and businesses of Palm Beach County.
We intentionally partner with local vendors. Trinity Gourmet operates a ramen station; Alpha Herbs provides fresh-pressed juices; Goat Vegan returns each year and continues to be a guest favorite; and Oceana Coffee, a Palm Beach–based business, is one of our longstanding partners. The goal is to ensure visitors truly experience Palm Beach County through food.
In addition, we operate a full-service restaurant with a rotating daily buffet, salad stations, build-your-own potato bars, soup bars, markets, burgers, and hot dogs. We are open approximately 18 hours per day. Unlike traditional conferences, this event does not follow predictable traffic patterns. There may be a rush of 4,000 people all at once needing coffee and breakfast, followed by long stretches with no formal breaks. Tony Robbins does not operate on a rigid agenda he operates on outcomes. A scheduled 30minute break may occur hours later, or not at all.
For example, last night’s dinner was scheduled for 10:00 p.m. and did not begin until 11:30 p.m. Last year, a similar dinner did not start until 1:30 a.m. Despite these challenges, I am happy to report that this was our highest-grossing Robbins event to date, generating more than $400,000 in retail food and beverage sales over six days.
This year, we also introduced a new component that we plan to continue: food trucks positioned in Okeechobee Circle. The building is kept at 65 degrees, so when attendees step outside to warm up, they have immediate access to food and beverages. The response was extremely positive.
Given the unpredictability of scheduling, especially when dinners are delayed by hours, do you build contingencies into the contracts?
Griffin
Yes, absolutely. We include overtime provisions in the contracts. After last year’s extreme case, when service did not begin until 1:30 a.m., we now schedule staffing contingencies accordingly, and overtime costs are charged back as appropriate.
Anderson
The Robbins team has been an exceptional partner. Several years ago, we implemented continuous cleaning and maintenance because the building is effectively in use 24 hours a day, and they fully support and pay for that. While it may appear unscripted, they do have a highly structured internal agenda referred to as the “run of show.” Each morning, we receive a detailed, multi-page schedule similar to a television production. Tony operates with a headset, supported by production crews who communicate in real time, and we maintain constant radio contact with their team.
Despite the intensity of the program, they are extremely respectful of the city, the venue, hotel partners, and staff. Many cities decline to host this event because of its scale and demands, which is precisely why they refer to our facility as “home.”
I also want to close by recognizing our staff. The head of the Tony Robbins Foundation, who travels globally with the organization, specifically stated that our facility ranks number one worldwide in terms of staff responsiveness and overall experience. That is an extraordinary compliment and one we were proud to share with our team.
Thompson
I want to underscore the excitement surrounding Eudēmonia and extend my thanks to Milton, Kelly, and your entire team. I was able to attend two of the three days this year and personally witness the growth from last year, as well as the level of coordination and effort that goes into delivering such an experience. The momentum and enthusiasm for next year are truly encouraging.
Peroulakis
Thank you for having me. This was my first time attending Eudēmonia, and your team did an outstanding job. I was especially impressed by the level of attendance and the overall energy of the event. It really felt like a unified community experience. Thank you again for including me.
On the Tony Robbins front, I work at The Ben Hotel in West Palm Beach, and when Tony Robbins’ team is in town, we absolutely feel the impact. Even though we do not host the official room blocks, we see a significant number of transient guests staying with us. You can immediately tell how engaged and dedicated the attendees are. They are very much immersed in the Tony Robbins experience.

Subject: Winter Equestrian Festival
From: George Linley
Equestrian sports are the leading contributor of sports tourism in The Palm Beaches and one of the most significant economic engines in the state of Florida. The 2026 Winter Equestrian Festival (WEF), held at Wellington International from January 1 through March 29, continues to generate extraordinary economic and tourism impacts for Palm Beach County. Wellington International features 18 state-of-the-art arenas, over 500 permanent stalls, and serves as a global hub for equestrian showjumping.
As the longest-running equestrian event in the world, WEF attracts top national and international equine athletes and visitors. Its global reach, extended season, and world-class competition make it one of Palm Beach County’s most influential annual events, supporting local businesses, generating substantial visitor spending, and strengthening The Palm Beaches’ identity as a premier destination for equestrian sport.
The Winter Equestrian Festival features the nation’s premier show jumping competition for amateurs and professionals across more than 55 unique divisions of competitions. Participants from all 50 states and more than 50 nations are traveling to Wellington to compete in the Winter Equestrian Festival.
WEF generates more economic benefits than any other event that takes place annually in Palm Beach County. Over its 13-week season, the festival hosts FEI (International Federation for Equestrian Sports) and USEF (United States Equestrian Federation) sanctioned competitions, along with a variety of other international events, attracting more than 31,000 participants. The level of tourism generated by equestrian sports during this period is unmatched, reinforcing WEF’s role as a cornerstone of the tourism economy for both Palm Beach County and the state of Florida
The 2025 Winter Equestrian Festival generated $205.4 million in direct horse-related spending and $63.4 million in direct visitor expenditures. Additionally, the study found that participants accounted for 162,648 paid room nights at hotels, motels, and vacation rentals. The average length of stay for an equestrian sports participant was 2.4 months, or approximately 67 nights.
Through its partnership with Equestrian Sports Productions, the Palm Beach County Sports Commission secured naming rights for the opening week of the Winter Equestrian Festival (January 7–11, 2026). The main event on Saturday night (January 10) was named the “Palm Beach County Sports Commission CS13 Grand Prix”. The International Arena inside of Wellington International was completed sold out. The Palm Beach County Sports Commission was prominently celebrated, with its branding displayed throughout the showgrounds The Commission’s strong presence at the event reflects the exceptional partnership it maintains with Equestrian Sports Productions, the organizing body of WEF, positioning the Sports Commission at the center of the world’s premier equestrian show jumping stages.

Attached is a comprehensive list of the site visits that have been conducted in FY 26, and below is a breakdown of site visits conducted over the past month:
• January 5th, 2026 – Curacao Men's National Soccer Team – FIFA World Cup Team Base Camp– Florida Atlantic University & Boca Marriott
• January 5th, 2026 – Uruguay Men's National Soccer Team – FIFA World Cup Team Base Camp– Florida Atlantic University & Boca Marriott

Professional soccer has become a staple in The Palm Beaches over the past few years. It began with hosting 13 Confederation of North, Central America and Caribbean Association Football (CONCACAF) teams at training sites for the 2023 CONCACAF Gold Cup. Then, in 2024, Palm Beach County was home to the Uruguay Men’s National Team, which trained in Palm Beach Gardens for the Copa América. Also, that year, Nashville Soccer Club (SC) and Toronto Football Club (FC) held their preseason training in Palm Beach County. The year 2025 was arguably the biggest for soccer in The Palm Beaches. The Sports Commission supported six MLS teams for preseason training, as well as Real Madrid and Manchester City ahead of the FIFA Club World Cup, along with multiple United States youth academy team trainings.
Now, for the third straight year, the Palm Beach County Sports Commission has supported MLS preseason team trainings and welcomed teams from the MLS Next Pro league. Over the next few weeks, Sporting Kansas City, Colorado Rapids, Colorado Rapids 2, Chicago Fire, Nashville SC, Columbus Crew, and Huntsville City FC will kick off their seasons with preseason training in Palm Beach Gardens. All MLS teams will practice at The Gardens North County District Park. Teams will be at the facility from January 11 to February 13, 2026. The Commission is projecting a total of seven teams, approximately 500 participants, and 5,000 room nights.
Hosting these soccer events has had a significant and lasting impact on Palm Beach County by strengthening the area’s reputation as a premier destination for elite sports training and international competition. The consistent presence of MLS clubs, international teams, and globally recognized organizations has generated substantial economic benefits through hotel stays, dining, transportation, and local businesses. Beyond the economic impact, these events elevate our global visibility, showcasing Palm Beach County’s high-quality facilities. The Gardens North County District Park fields are viewed as some of the nicest in all of Florida, making the area the place to be for premier soccer teams and events. By hosting MLS preseason training, Palm Beach County has helped secure top teams for the FIFA Club World Cup and FIFA World Cup. The continued return of professional and international teams reinforces long-term partnerships, attracts future sporting events, and supports the growth of soccer at all levels throughout the region.

The Roc Tournaments MLK Volleyball Summit, held January 17–19, 2026, marked a historic milestone for Palm Beach County as one of the first indoor volleyball tournaments hosted in the region in more than a decade and the first-ever volleyball event staged at the Wellington Sports Academy. Hosted by Roc Tournaments, the three-day MLK weekend showcase brought together 104 girls’ volleyball teams from across the region, transforming the facility into a vibrant hub of competition, camaraderie, and youth development.
The tournament featured 1,248 participants ranging from 8U to 17U, highlighting the depth and growth of girls’ volleyball while delivering a high-energy, family-friendly experience for athletes, coaches, and spectators. The event generated 1,480 confirmed room nights. Beyond the competition, the event reinforced Palm Beach County’s emergence as a viable destination for large-scale indoor volleyball events and demonstrated the Wellington Sports Academy’s versatility as a premier multi-sport venue. The success of the MLK Volleyball Summit sets a strong foundation for future volleyball programming and expanded sports tourism opportunities within the county.

From December 2025 through April 2026, top-ranked polo players compete in matches and tournaments, drawing international athletes and fans. The season’s reach extends far beyond the field through The Palm Beaches TV, which showcases equestrian and polo programming to national audiences, amplifying the region’s global visibility. Striptease starred Demi Moore alongside Burt Reynolds, Armand Assante, Ving Rhames, and Robert Patrick Moore’s performance placed her at the center of the story, and today the film is being reconsidered through a fresh lens that acknowledges her presence and endurance within the narrative. While Striptease is known for its satire and spectacle, its romantic elements appear in quieter moments. Erin and her daughters relationship centers the story, with a storyline rooted in resolve. Several palm lined streets and waterfront properties were filmed in Boca Raton and doubled as affluent coastal enclaves, using homes, canals, and roadways to establish a sense of order and privilege. The water views and quiet exteriors created visual contrast with the film’s sharper interior scenes.
February invites stories set at an unhurried pace, where atmosphere carries as much weight as dialogue. Across Palm Beach County, a number of film-friendly locations offer a backdrop of romance.

Love Street along the Jupiter Inlet, frames waterfront scenes with sailboats, soft light, and a walkable streetscape that includes a heart shaped green lawn area. The towering palms against the coastal scene lend a romantic vibe, especially at sunset with the lighthouse in the distance.
Further south, Bryant Park in Lake Worth Beach offers structure and a pop of color with its bougainvillea covered trellises. The bridge over the waterway, fitness stations and open lawn create flexible staging for scenes that call for conversation, reflection, or a lifestyle connection.

In the western communities, Royal Palm Beach Commons Park in Royal Palm Beach provides scale without spectacle. Water features, central clock, café angles and wide sightlines allow for composed shots that feel well suited for romance. Find more romantic filmfriendlylocationshere

BOARD OF COUNTY COMMISSIONERS BRIEFING

FOR THE BENEFIT OF THE TOURIST DEVELOPMENT COUNCIL

Refer to practical, actionable steps that address current gaps, improve infrastructure, enhance programming, or strengthen marketing efforts. They are designed to be realistic and achievable within a short- to medium-term horizon (1–5 years), often using available resources or modest new investment. While essential to building a stronger visitor economy, these actions generally support and optimize what already exists rather than fundamentally transforming the destination.
Are visionary, high-impact concepts intended to redefine a destination’s identity, draw new markets, and set the community apart within the regional and national tourism landscape. These ideas often require significant planning, collaboration, or investment, and tend to unfold over a longer-term horizon (5–10 years or more). Big Ideas go beyond incremental improvements to imagine flagship attractions or bold initiatives that could become icons of the destination.

Some destinations seeing capacity right-sized…:
• Washington-DCA will see 3x daily flights with AA instead of 4x for April and May
• Similarly, Philadelphia will be 4x instead of 5x
• JetBlue reducing frequencies for EWR, HPN, and JFK in April compared to previous inventory for sale
• United will once again make Washington-IAD seasonal, pausing May 20
• United will also gradually reduce EWR frequencies from 10x daily in Spring to 5-6x daily in summer
…But some destinations do gain some capacity:
• Houston-IAH operating 2x daily in May and will also operate through summer (United)
• Also with United, ORD will operate 2x daily through summer (now yearround). With AA, ORD will see 4x daily flights from PBI in the summer (just a few years ago we had no service to ORD in the summer at all)

• ISP continues to be a JetBlue success – 2x daily into April and May

Event Description:
For nearly two weeks in April, Palm Beach County will become an assembly for our nation’s heroes and first responders. Police, firefighters, military, federal agents, and emergency medical personnel will gather to play sports and compete in the First Responder Games.
The Palm Beach County Sports Commission is hosting the First Responder Games for the fifth time in the past 10 years.
The Palm Beach County Sports Commission successfully won the bid to host the 2026 First Responder Games. The Palm Beach County Sports Commission will not only serve as a host, but as an organizer.
The First Responder Games, scheduled for April 12-26, 2026, is an Olympic-style competition that will take place at various sports venues located throughout Palm Beach County. This multi-sport event will attract over 3,500 first responders from across the nation competing in over 20 different sports, including basketball, softball, soccer, flag football, golf, fishing, archery, tennis, pickleball, bowling, billiards, darts, sporting clays.
Multiple venues throughout Palm Beach County will be utilized to accommodate the variety of events. The Gardens North County District Park serves as a venue for several sports, such as soccer, flag football, tennis, and pickleball. Other venues include Okeeheelee Park, John Prince Park, PGA National Park, Palm Beach Gardens Recreation Center, Wellington National, Greenacres Bowl, Lilac Park and the Palm Beach Kennel Club
The First Responder Games will create a significant tourism and economic impact for Palm Beach County. Nearly 60% of the participants will be traveling and requiring hotel rooms. Hosting this event will generate considerable visitor spending and room nights in addition to significant public relations value for providing a forum to celebrate some of our country’s heroes.
Sports Included in the First Responder Games
Marketing Plan:
To promote the First Responder Games, direct mailings and an e-marketing campaign will be targeted to many, if not all, police, and fire departments in the country. The First Responder Games, Inc., also maintains a large database of firefighters who routinely participated in the Florida Firefighter Games, as well as national organizations that have participated in the First Responder Games. The First Responder Games has also taken over the databases from the Florida Police and Fire Games, significantly increasing the direct marketing opportunities. Social media outlets will also be used to promote participation.
First Responder Sports, Inc. promotes several events for professional firefighters and first responding personnel. The First Responders Games is their primary national event, which offers a multi-sport event festival for police, fire, military, federal agents, EMTs, paramedics, and others who serve and protect the United States.
First Responder Sports has taken over many of the assets of the United States Firefighter Games and Florida Police and Fire Games, which trace back more than 30 years and attracted nearly 5,000 participants. Due to this partnership and the loss of the Florida Police and Fire Games, the First Responder Games have grown significantly since their inaugural event, which took place in Tampa during the summer of 2012. Between USFFG’s history of hosting the National and Florida Firefighter Games, and the partnership with the Florida Police and Fire Games (formerly the Florida Law Games and originally the Police Olympics), the First Responder Games has continued to grow into the premier national event for our nation’s heroes.
