South Africa has made meaningful progress across several fronts, with early gains in structural reform contributing to the stabilisation of the energy and logistics environment. Business confidence is beginning to recover off a low base. Increasingly, the national conversation is shifting from whether the country can grow to how that growth can be translated into broader and more inclusive economic participation.
That shift also requires a clearer understanding of what transformation means in practice. For many years, the focus was primarily on access: bringing more people into the financial system,
into markets, and into economic opportunity. That work was real, and it produced important gains. But access, on its own, does not build businesses that last or livelihoods that hold. The harder questions now are about capability, participation and durability: whether township economies and smallholder farmers are being integrated into value chains in ways that give them a genuine stake, and whether the enterprises we are supporting can grow and compete over time. South Africa’s growth trajectory depends on drawing more people into productive economic activity, and transformation is how that gets done.
Our long-term competitiveness depends on expanding economic participation, activating parts of the economy that have historically been underserved, and building productive capacity across the full breadth of society. This includes township and peri-urban economies, small and medium enterprises, smallholder farmers, and emerging black industrialists who are not yet integrated into formal value chains. Expanding participation in these areas is where the growth opportunity lies. How capital, infrastructure and market access are directed towards them will determine whether growth is broad-based and sustainable or remains narrow and uneven.
The policy environment is increasingly moving in this direction. Current discussions around the B-BBEE Codes of Good Practice, the proposed Transformation Fund, and the continued focus on financial inclusion point to a more outcomesoriented approach to economic transformation.


For this to deliver impact, execution will need to keep pace with ambition. At Nedbank, this is where our focus sits. We deploy capital into the sectors where inclusive growth is built rather than described: infrastructure, the energy transition, agricultural value chains, and the small and medium businesses through which millions of South Africans earn a living. These businesses are central to employment creation and serve as the primary channel through which township and peri-urban economies connect to mainstream markets.
Supporting growth in these sectors requires more than the provision of finance alone. Businesses also need development support, digital capabilities, market linkages and ecosystem partnerships that enable them to scale. Financial inclusion and digital access form part of the same commitment, and we see the expansion of economic participation not as a peripheral responsibility, but as core to our purpose and role in society.
Progress, however, must ultimately be measured in outcomes, and those outcomes must be tangible, visible and accountable. The true test of transformation lies not in intention but in measurable delivery and sustained impact over time.
Delivery at scale does not happen in isolation. Business can help unlock opportunity, but it cannot carry the weight of South Africa’s development agenda alone. Government, the private sector, development finance institutions, and civil society all have a critical role to play, and outcomes improve materially when these institutions work in concert. We see this in the projects we co-finance and in the infrastructure investments we support with public sector partners. When institutions align around shared outcomes, delivery at scale becomes possible.
As we look ahead, the work before us remains demanding, but the direction is clear. South Africa has the institutional capability, entrepreneurial talent, and resilience required to succeed. What is required now is consistent execution, partnership and accountability.

Dear Delegates, Welcome to the Nedbank Top Empowerment Conference 2026. It is a privilege to welcome you to this landmark gathering under the theme, The Next Phase of Transformation: Inclusive, Investable, Impactful. This year’s conference carries exceptional significance.
We meet at the intersection of two defining milestones in South Africa’s democratic journey: 50 years since the June 16 Uprising, a powerful reminder of the courage, sacrifice and determination of a generation that demanded a more just future, and 25 years of the Top Empowerment publication, which has documented, celebrated and challenged South Africa’s transformation journey since its inception. These anniversaries invite us not only to reflect on how far we have come, but also to confront the realities of the work that still lies ahead. For a quarter of a century, Top Empowerment has served as both a mirror and a measure of transformation in South Africa.
Throughout this journey, we have witnessed remarkable progress, yet we have also seen how economic inclusion remains uneven, how inequality continues to constrain opportunity, and how transformation itself has often become reduced to a compliance exercise rather than a catalyst for sustainable growth and shared prosperity. The theme for 2026 signals a deliberate shift in our national conversation. Transformation must be more than compliant; it must be inclusive in its reach, investable in its




design, and impactful in its outcomes. It must create real economic participation, unlock new markets, attract investment, develop future leaders, and generate measurable value for communities, businesses and the broader economy. Over the next two days, some of the country’s most influential voices from government, business, finance, development institutions, local government, media and civil society will come together to explore what this next phase demands of us.
We are honoured to welcome Ministers, CEOs, policymakers, investors, transformation practitioners and thought leaders who are helping shape South Africa’s future and challenging us to think differently about what meaningful empowerment looks like in practice.
Our discussions will focus on six critical areas that will define the country’s transformation agenda in the years ahead. We will examine how to restore credibility and momentum to transformation efforts, address the urgent challenge of youth unemployment and skills development, strengthen women’s leadership through intergenerational partnerships, unlock inclusive infrastructure investment, align ESG and B-BBEE strategies for greater impact, and harness technology, media and innovation to drive inclusion and investor confidence. These are not isolated conversations. They are interconnected challenges that require bold leadership, meaningful collaboration and a willingness to move beyond old assumptions. The solutions will not come from any one sector alone. Government, business, financiers, communities and civil society must work together to build an economy that is both globally competitive and locally inclusive.
