The Moorehead Collection

Preserving our Tribal culture and traditions

The Tribal Heritage Preservation Office (THPO) recently facilitated the accession of The Moorehead Family Collection, gifted to the Tolowa Dee-ni' Nation in 2025, by day-sri Marilyn 'Sue' Moorehead-Jocsing. The collection consists of regalia to be worn in Taa-laa-wa Dee-ni' ceremonies, most notably the Naa-yvlh-sri Nee-dash (World Renewal Ceremony).

We are not certain of the original creator of each item; we do know that the women's regalia has been handed down through the maternal Lagoon line, and the men's regalia from the Hostler line of the family.

The collection was passed down from day-sri Mandy Bigby-Moorehead, of Yan'-daa-k'vt, who was married to day-sri Lewis Yu'lh-xas-na Moorehead, of Srdvn-das-'a~.

Collection

Day-sri Mandy was the daughter of day-sri Clara Teene'-wvn Lagoon-Bigby-Hostler, of 'Ee-chuu-le', and daysri Frank Bigby Jr., of Yan'-daa-k'vt. Upon her death, the regalia was passed down to her granddaughter, day-sri Ethel Moorehead-Scott. Day-sri Ethel, whom never had children of her own, passed the responsibility of caring for the regalia down to her niece, day-sri Marilyn 'Sue' Moorehead-Jocsing.

Day-sri Sue made the decision to entrust care of the collection to the Nation. The Nation is honored to steward this collection for our tribal community, and ensure that it is kept for generations to come.

The collection is on display for viewing in the lobby of the Nation's headquarters at 12801 Mouth of Smith River Road in Smith River. Hours of operations are 8 a.m. to 5 p.m. Monday through Friday.

2026 General Membership Meeting

The overall state of the Tolowa Deeni' Nation for 2025—accomplishments, programs, financials, and current and future projects—was highlighted during the Nation's 2026 Annual General Membership Meeting on Saturday, March 21, at the Tolowa Event Center at Lucky 7 Casino.

The event included breakfast and lunch, and a full schedule of presentations by the Tribal Council, executive staff, departments, Lucky 7 Casino, and Xaawan'-k'wvt Village and Resort.

During the meeting, Tribal Citizens were able to update their voter signatures and register to vote. Also, various Nation staff

set up tables and shared information about our new language apps, foster care outreach, youth activities and programs, and employment opportunities.

The business meeting included a raffle, during which surplus laptops and Tolowa Dee-ni' branded blankets were given away.

The meeting ended with a public comment period, during which 13 Tribal Citizens were nominated for three open seats on the Tribal Council. The general election is May 16.

Children connect with art and language

While adults were busy attending the March 21 Annual General Membership Meeting, their children enjoyed a day filled with joyful play, laughter, and meaningful moments at Xaa-wan'-k'wvt Head Start and the Xaa-wan'-k'wvt Hall Community Center.

"From the start, my goal was for each child to create at least one hands-on activity to take home and share with their families," said Dan'-dee-ni' Teacher Jessica Richards.

To connect the chidren's activities to the theme of the general membership meeting, “Roots to Resilience,” Richards designed an art project in which the children created flowers with visible roots. The children gathered materials from the supply table, including colored paper, cupcake liners, popsicle sticks, scissors, and glue. As they assembled their flowers, Richards introduced the Tolowa word for each part—

root, stem, leaf, seeds, and flower.

"The children thoroughly enjoyed the art activity and were eager to continue creating. Some children experimented with paint, producing beautiful, vibrant pictures they were proud to take home. The creative process fostered both language learning and cultural connection," Richards said.

The children spent a significant amount of time outdoors, playing group games, exploring the playground, and engaging in imaginative play, which encouraged teamwork and physical activity.

"I take great joy in seeing the children’s confidence grow as they make new friends and try new activities," Richards said.

"Watching their excitement and smiles at the end of the day— many were reluctant to leave— was a wonderful reminder of how meaningful these experiences are for them."

Register to vote and get a chance to win gift card

Any Tribal Citizen who updates their voter signature or registers to vote by April 23 will automatically be entered into a raffle to win a $150 Quinault gift card and a Tolowa Dee-ni' Nation branded product of their choice from the Nation's headquarters. The raffle is April 24.

The final deadline to register for the May 16 General Election is May 1.

Did You Know?

• Even though voter registration is quick and easy (just a simple form), an enrolled member must be registered to vote prior to signing a petition or voting in an election.

• Voters must be registered no later than fifteen (15) days prior to the date of the election.

• For the May 16, 2026 election, the voter registration deadline is May 1, 2026.

• If you are turning 18 on or before May 16, 2026, you may still vote in this election—just be sure to register by May 1, 2026.

Nation's native nursery growing quickly

Goal of Tr'aa-may-dvn Xwee-nish is to protect and propagate native plants

Staff with the Natural Resources Department's Habitat Wildlife Division have been busy preserving and propagating native plants found across the Tolowa Deeni' Nation's territory in Southern Oregon and Northern California.

The heart of this effort can be found at our Tr'aa-may-dvn Xwee-nish (Living Plant Library), located at Sri'-srwvlh (Gilbert Creek facility) in Smith River. The nursery has been in development since 2019 and work at the site began in earnest in 2021, when staff began planting native plants throughout the nursery. In 2022, interpretive signs and QR codes were created, in collaboration with the Nation's Education Department, that feature the native plants' English names, Dee-ni' names and their pronunciations. As of 2026, staff have propagated and seeded over 20 different species of plants.

The Tr'aa-may-dvn Xwee-nish is funded under the IMLS grant (Institute Museum of Library Services) and work there focuses on creating a seed library and expanding a physical literature library with books, according to Tribal Resource Specialist Margaret Arias. Through this grant the division has planned, outsourced, built, and hired staff to oversee the project.

"With our IMLS grant we also have a small lending library that we hope to grow in the near future," Arias said. "As we continue learning throughout these next few months, we are preparing our Native Plant Nursery for a grand opening for the community."

The mission is to provide easily accessible traditional plants to Tribal Citizens while teaching our Tribal community how to identify and care for native plants. Also, to create a space to host outreach events and workshops, and grow out native plants for local restoration projects.

Network seeks Tribal artists for publication

The Tribal Marine Stewards Network is seeking up to eight talented freelance illustrators to contribute original artwork to its upcoming digital Coastal Stories activity booklet. This booklet will highlight Tribal relationships, connections, and stories of coastal ancestral territories, and will include a variety of engaging activities for youth ages 8 and up.

Artists are needed to provide illustrations and designs for the following pages:

• Cover page & back page

• Sandy beaches

• Estuaries & river mouths

• Kelp forests

• Rocky intertidal

• Open ocean/marine mammals

The Network wants to incorporate the following kinds of activities throughout the booklet:

• Coloring pages

• Scavenger hunt / “I-spy”

• Illustrated stories with space to continue the story

• Observation and/or Creative writing prompts.

Submission guidelines: Artwork will be submitted as a high-resolution, digital PDF.

Timeline: First draft due May 15, 2026. Final draft due June 15, 2026.

Compensation: Flat fee of $250 per page.

Become a Tribal foster parent

Foster homes are desperately needed for Native American children in Del Norte and Curry County. The Tolowa Dee-ni' Nation is looking for Tribal Citizens willing to open their hearts and provide children with a secure, nurturing home.

Native American children are disproportionally represented in the child welfare system, with approximately 2000 Native American foster homes in the United States. The Tolowa Dee-ni' Nation's Community and Family Wellness is hoping to provide long term, short term and emergency and/or respite care. This is just one of many ways to help a child have the safety and security they need.

Tribal Home Visiting Program

Enrollment for the Nation's Tribal Home Visiting Program is now open.

The program serves Tribal families by strengthening resiliency. Services include care coordination, parent training, transportation assistance and child development education.

The Community and Family Wellness Division offers the program, funded by the Maternal, Infant and Early Childhood Home Visiting Grant from the Administration for Children and Families.

This program will serve the Nation’s citizen households with children ages 0-5 and/or TDN families who are expecting a child who reside within the Del Norte & Curry county region.

To qualify, applicants must be an enrolled member of a Federally recognized American Indian/Alaskan Native tribe, or live in a household with an enrolled member. Women must be 28 weeks pregnant or have a child between 0-5 years old. Applicants must reside in our service area of Del Norte County, Calif., or Curry County, Oregon.

Guidance regarding ICE enforcement

The Tolowa Dee-ni' Nation is aware of rising concerns among our Tribal Citizens and Native Americans throughout the U.S. about being misidentified as an undocumented person and detained by U.S. Immigration and Customs Enforcement (ICE).

"No Native American should have to fear being erroneously identified and taken into custody simply because of the color of their skin," said Tribal Council Chair Debbie Boardman. "It's important that everyone— Tribal Citizens, non-Natives, and ICE—know that all Tribal Citizens are U.S. citizens under federal law. Our Nation is and always will be committed to protecting the sovereign civil rights of our citizens."

Non-native individuals often misidentify Native Americans as Hispanic, and the Tolowa Dee-ni' Nation is alarmed by the multiple reports of ICE officers detaining Native Americans, including members of the Navajo Nation and Standing Rock Sioux, in states like Arizona, New Mexico, and Minnesota.

“This is a frightening, uncertain time in our history for Native Americans, and we sympathize with those who have been negatively impacted by ICE enforcement across the U.S.," Boardman said. "We want our own Tribal Citizens to know that we are following this issue closely and looking for possible ways to protect the safety and dignity of our people. We encourage every Native American to understand their civil rights and be prepared to respond in a calm, non-threatening manner to any ICE enforcement action."

What to do if you have an encounter with ICE

The following information about what to do if approached by ICE is adapted from guidelines issued by the Native American Rights Fund. Be prepared.

• Always carry your up-to-date tribal identification card with you. If you do not have a tribal ID, please contact the Enrollment and Election Coordinator Angel Escobar (707) 487-9255, ext. 1181

• You have the right to remain silent, even if an officer has a warrant. If you

would like to remain silent, say that out loud.

• In some states, you are required to provide your name when asked. You do not have to answer other questions, even if you are required to provide your name.

• Stay calm and do not resist or obstruct the officers, even if you believe your rights are being violated.

• In most public spaces, you have the right to record your interactions with ICE. If it is safe to do so, document your

encounter with ICE by recording it with your phone. Make notes of details like officers’ names, time and place, and other relevant information.

• Create a safety plan that includes emergency contacts and directions if you have children who need to be taken care of.

• If you have an encounter with ICE, please report it to the Tolowa Dee-ni' Nation's Office of Self-Governance at 707-487-9255, ext. 1159.
