voters to vote at any location on Election Day. The elections office has constantly had to re-direct voters on Election Day to other locations. Our new policy will allow us to tell every voter they are welcome—no matter where they show up. The Fannin County Commissioners, the Elections Administration, and the party chairs all believe that this program will support the needs of our voters. Fannin County currently has 17 county election precincts that it has combined to have seven polling places available on Election Day for the last three elections. Based on the state and federal requirements, Fannin County plans to open at least nine countywide polling places on Election Day in November. The elections office is negotiating with various locations and should be able to provide citizens with a list of polling sites in the near future. For the first time, early voting will take place at the Fannin County Justice Center. Citizens will also be able to vote for any other entity’s
with the county elections office. A good example for the November 2026 election will be the bond election for the City of Leonard. Any voter eligible to vote for the Leonard bond will be able to do so at any location. We are hopeful that this will increase voter participation for every election in the county. Cities and schools will still retain the right to run a separate election if they choose to, but if the Fannin County Elections Administration handles the election, the ballot will be available “countywide.” One of the primary requirements to qualify for the Countywide Program is sufficient equipment. As of November 2025, Fannin County has procured enough KnowInk Electronic Poll Pads (34) to cover our needs for all Election Day sites. These devices were originally successfully implemented during Early Voting in November of 2020, and then used for our larger Election Day locations in November of 2024. These devices allow for instantaneous updates between polling locations regarding the

In the worst case scenario where a polling location has no internet coverage and no electricity, our Poll Pads are capable of operating offline, allowing voters to continue casting their ballots. Once data connectivity is reinstated, the Poll Pads update the Elections Office with every transaction that transpired during the blackout period. This equipment eliminates the possibility of a voter being able to cast a ballot at more than one location. The county has been using Hart Verity Duo Touch equipment (69 machine) and Hart 38BT Scanners (Version 2.7.6—22 units) at all voting locations since 2021. While our poll pads are online, that is the only online equipment used for our elections. Continued
