Lake Ralph Hall Zoning Commission – Public Hearing – Regulations Manual

Thursday, January 26, 2023, a large crowd of the community came to Ladonia’s Fannindel High School Gymnasium to hear and be heard at the Zoning Commissions Public Hearing. At 5:30 p.m., Fannin County Judge Newt Cunningham first established Quorum of the Lake Ralph Hall Zoning Commission before opening the Public Hearing/Presentation. Noting that protests had been received and would be addressed, Judge Cunningham commented on the importance of public participation and the necessity of zoning despite the objections of those opposed to any form of zoning. He commented on former Mayor Jan Coopers departure from the board with newly appointed Commission Member Gregg Morris being at her seat and introduced the rest of the board members before having

Presentation regarding draft Lake Ralph Hall Zoning Regulations and Zoning Map by Daniel Harrison of Freese and Nichols, Inc.: Mr. Harrison began by thanking all for their attendance and noted how the Fannin County Commissioners Court is the ultimate deciding authority for the zoning before explaining the role of the Lake Ralph Hall Zoning Commission. He then noted his presentation was categorized into six segments of: (1) Purpose, Schedule & History; (2) Zoning Regulations Overview; (3) Review Changes to Draft #1; (4) Next Steps; (5) Q/A; (6) Public Hearing and Recommendation. As he had in previous meetings, Mr. Harrison explained how the

purpose of the project (planning & zoning) is to enable people currently living or owning property around a created lake to have a voice in how the lake area develops and protect the value of private property by preventing undesirable development from occurring. The plan, though similar to Bois d’Arc Lake’s Regulation Manual, has key differences that came about from public input causing the plan to be tweaked to fall more in line with the community’s preferences. Differences like the size of lots for different types of zoning districts, ex: Bois d’Arc Lake’s A&R Agricultural and Ranching minimum lot size is 5 acres whereas Lake Ralph Hall’s A&R Agricultural and Ranching minimum lot size is 3 acres.
