TENDER LAUNCHED FOR THE SELECTION OF A PARTNER FOR THE REGIONAL ACCELERATOR FOR SUSTAINABILITY AND AI
The Innovation Fund of Montenegro has launched a tender for the selection of a partner to implement the activities of the new Regional Accelerator for Sustainability and Artificial Intelligence (AI), which will focus on supporting the development of startups from Montenegro and the region. The tender has been published on the CEJN platform (https://cejn.gov.me/) and is open from July 2 until August 1, 2025, at 3 PM. Applications must be submitted electronically via the mentioned portal.
This initiative is being implemented within the framework of the Innovation Fundâs new programme â the Regional Accelerator for Sustainability and AI â financed through the Programme of Investments of Special Importance for the Economic and Business Interests of Montenegro. A total amount of â¬1,500,000 including VAT has been secured for its implementation. The tender is open to international and local legal entities that meet all the requirements defined in the tender documentation.
Montenegroâs innovation ecosystem is still in an early phase of development, but it holds significant promise and is well-positioned to rapidly become a major driver of economic growth and transformation.
In recent years, Montenegro has been intensively working to establish a comprehensive and operational national innovation support system.
The Ministry of Education, Science, and Innovation plays a central role in shaping innovation policy in Montenegro. It actively supports a wide range of measures, from fiscal incentives to other strategic initiatives, demonstrating a strong commitment to fostering a sustainable and dynamic innovation ecosystem.
One of the key measures has been the establishment of innovation entities, including the Innovation Fund of Montenegro, the Science and Technology Park of Montenegro, together with the Technology Transfer Office, and the Innovation and Entrepreneurship Center Tehnopolis.
The sustainable development of an innovation ecosystem needs strong cooperation between academia and the private sector. All the institutions that are providing state support to the development of innovations in Montenegro, play a crucial role in building these linkages, and we can observe that this cooperation is becoming stronger and more meaningful each year, giving rise to an increasing number of outstanding ideas. As someone who spent a significant portion of his life in Japanâ including here in Osakaâthis occasion holds special meaning for me.
Having once been a student in Japan and now serving as the Prime Minister of Montenegro, I can perhaps best testify to the crucial importance of choosing a development path based on knowledge, if a small nation like ours is to endure and thrive amidst global challenges. In this respect, Japan remains a remarkable teacher and role modelâshowing how to adapt, evolve, and yet remain true to oneself.
I firmly believe that the time has come to elevate the relations between our two countriesâties that date back to 1882 and will soon approach a century and a half. There is great potential for strengthening cooperation in a wide range of mutually beneficial areas.
Let me take this opportunity to recall that, although diplomatic activity at that time was limited, Montenegroâs leading publication, Glas Crnogorca, featured numerous articles about Japanâ evidence of our countryâs early and sincere interest in this distant land.
The Expoâs focus on innovation, sustainability, and inclusivity is fully aligned with Montenegroâs strategic orientation toward smart and sustainable development.
That period, which marks the beginning of diplomatic relations between our nations, was a turning point for both. In particular, it was a time when Japan embarked on a sweeping modernization journeyâtransforming into a global symbol of progress, knowledge, and the new age. This spirit is perfectly embodied in the theme of this yearâs World Expo: âDesigning Future Society for Our Lives.â
I must emphasize that we are deeply committed to the belief that innovation and knowledge are the cornerstones of any societyâs development. Our final push toward achieving Montenegroâs key foreign policy objectiveâfull membership in the European Union by 2028âis grounded in robust reforms in education, science, and innovation.
I am confident that my upcoming official visit to Tokyo and my meeting with Prime Minister Ishiba will provide a valuable opportunity to lay the groundwork for future cooperation between our two friendly nationsâparticularly in these crucial areas.

Q. Why is participation in an event like EXPO significant, and how is Montenegro presenting itself? What story does our pavilion tell?
Participation in World EXPO exhibitions represents one of the most important global platforms for the promotion of countries, their resources, innovations, and visions for the future. For Montenegro, which is undergoing intensive economic development and progress in the area of European integration, the EXPO is an opportunity to present itself as a country with unique natural beauty, rich cultural heritage, and strategic potential for investment and tourism.
Our pavilion tells the story of sustainable development â how we align traditional values with innovations and technologies that ensure environmental protection. We highlight Montenegro as a destination striving to become a model of green economy in
the region, as well as a country open to business cooperation and knowledge exchange. Interactive content and multimedia presentations allow visitors to experience a unique symbiosis of nature and modern development. Through this, we aim to strengthen Montenegroâs recognition on the global stage and open doors to new partnerships and investments.
Montenegroâs participation in EXPO 2025 in Osaka represents a strategic step in strengthening our position on the global scene. Q. How do you view the cooperation between Japan and Montenegro â given the strong bilateral relations, is there room for deeper collaboration in the areas of tourism, culture, investment, economy, and innovation?
Montenegro and Japan share a long-standing tradition of friendly relations, based on mutual respect and shared values such as a commitment to quality, innovation, and sustainable development. Despite the geographical distance, our relationship is stable and full of potential for further advancement.
Tourism is one of the areas where we see significant opportunities for cooperation, especially considering that Japan is one of the most dynamic tourism markets in the world. Promoting Montenegroâs natural and cultural attractions in Japan can contribute to an increase in visitor numbers and foster an exchange of experiences in the field of sustainable tourism.
In the areas of economy and investment, we aim to develop mechanisms that will facilitate Japanese companiesâ access to our market and encourage the development of joint projects, particularly in sectors such as green technologies, renewable energy, infrastructure, and innovation.
Q. The Asian region, and Japan in particular, is a leader in the development of advanced technologies such as artificial intelligence, robotics, and automation. Montenegro surely has much to learn from its Asian partners. Does Montenegro recognize this opportunity for its own technological and economic advancement?
The Government of Montenegro actively recognizes the opportunities brought by technological development and digitalization and places them at the core of its economic advancement strategy. Japan is a global leader in high technology and innovation, and therefore a natural partner with whom we seek to build strong cooperation.
Q. The Government of Montenegro continues its dedicated work on the path toward EU membership, with key chapters now closed. What lies ahead in the coming period?
The closure of key negotiation chapters confirms our commitment to reforms and alignment with European standards. In the period ahead, the focus will be on consolidating reforms in the areas of justice, the economy, environmental protection, and digitalization.
European Union integration remains a top priority of both our foreign and domestic policy. The closure of critical chapters in the negotiation process marks not only the success of our reform efforts but also the beginning of more intensive work on applying European standards in the daily lives of our citizens.
Particular importance is placed on alignment with EU regulations in the areas of environmental protection and the digital economy, where Montenegro will invest additional efforts to follow European trends and implement best practices.
This process will open new opportunities for access to EU funds, which will further stimulate investment and the development of key sectors, as well as improve the quality of life for our citizens.
Through modernization programs, digitalization of public administration, improvement of the business environment, and support for innovative startups, Montenegro is preparing for the economy of the future. Knowledge transfer in areas such as AI, robotics, and automation could significantly enhance our industrial capacity and increase the competitiveness of domestic companies on the international market.
The EXPO offers an opportunity to network with Japanese technology companies and research institutions, potentially leading to joint projects and knowledge exchange.
Montenegro recognizes the importance of technological development and digitalization as key factors for competitiveness and sustainable growth. Investment in digital infrastructure, education, and collaboration with technologically advanced partners like Japan is a priority of our economic policy.
Participation in the EXPO enables direct interaction with global leaders in technology and innovation, which can contribute to the modernization of our sectors and boost the competitiveness of domestic enterprises on the global stage.
The Ministry of Economic Development made a key contribution last year to the provisional closure of Chapters 7 and 20, which pertain to intellectual property and industrial policy. The Ministry is now working intensively on creating the conditions necessary to provisionally close Chapters 3 and 6 by the end of this year. These chapters concern the right of establishment, the freedom to provide services, and company law, all of which fall within the portfolio of the Ministry of Economic Development.
What steps is the Ministry of Economic Development taking to position Montenegro as an attractive investment destination?
The Ministry is actively working to create an economic environment that is transparent, stable, and appealing to both domestic and international investors. To that end, we are reforming the regulatory framework with a particular focus on simplifying procedures and reducing administrative barriers. At the same time, we are investing in the digitalization of services, which accelerates and facilitates business operations, while also developing support programs for investors â especially in priority sectors such as tourism, energy, information and communication technologies, and the green economy.
Through international forums, trade fairs, and exhibitions such as the EXPO, we actively promote Montenegro as a destination with exceptional potential and a skilled workforce.
A special emphasis is placed on cooperation with Japanese companies, where we see opportunities for technology transfer and investment in innovative projects.
Investment in infrastructure, as one of the key prerequisites for economic development, is a focus of this Government. What can you say to future tourists and investors about investments in road infrastructure and airport modernization?
Infrastructure development is a cornerstone of the economic policy of the Government of Montenegro. High-quality roads and modern airports are not just logistical assets â they are essential factors that directly influence the countryâs attractiveness as a tourist and investment destination.
In recent years, we have implemented significant projects to modernize major transportation routes, improving the connectivity between inland regions and coastal areas, and enabling faster and safer access to European corridors.
These investments create more competitive conditions for the development of tourism and business, offering investors access to high-standard infrastructure and facilitating the implementation of new projects. Additionally, through sustainable infrastructure investments, we promote the development of the green economy and the reduction of negative environmental impact.
The modernization of the airports in Podgorica and Tivat is a key part of our strategy to increase the number of direct international flights and improve connectivity with global markets, including Asian markets such as Japan. These investments contribute to creating a more favorable environment for both tourists and investors, further strengthening the overall development of the country.
⢠The Montenegrin economy achieved a real growth rate of 3% in 2024.
⢠With a real GDP growth of 4.4% in the first quarter of 2024, Montenegro ranked among the fastest-growing economies in Europe.
⢠Private consumption recorded an annual growth of 8.7% in 2024, while gross fixed capital formation experienced a real growth of as much as 9.3%.
⢠Thanks to the âEurope Now 2â reform, the average net salary at the end of 2024 was 24.3% higher compared to the previous year.
⢠In 2024, Montenegro recorded an employment growth of 5.3%.
⢠In April 2025, the lowest unemployment rate since the beginning of ZZZCGâs records was recorded â and for the first time in Montenegrin history, the unemployment rate was in single digits (9.91%).
⢠Inflation was reduced to 3.3%, below the projected rate of the Ministry of Finance (3.7%).
⢠By the end of 2024, monthly prices declined due to government measures to limit price increases.
⢠Net inflow of foreign direct investments increased by 13% compared to the previous year.
⢠Credit rating improvement: In August 2024, Standard & Poorâs upgraded Montenegroâs credit rating from B to B+, the second consecutive upgrade within just 10 months; in September, Moody's upgraded Montenegroâs credit rating for the first time since 2013, from âB1â to âBa3â.
⢠In 2024, the number of overnights by domestic and foreign guests in collective accommodation grew by 1.5% year-over-year, while tourism revenues increased by 33% compared to 2019.

In a world of increasing ecological and social challenges, Nikola PetroviÄ, the Prince of Montenegro, advocates for a bold, unifying vision: transforming Montenegro into a true ecological state. At EXPO Osaka, he not only highlighted Montenegroâs natural and historical wealth but also proposed two powerful initiativesâa global forum for small ecological states and a youth exchange between Montenegro and Japanâto ensure that ecological awareness becomes a lasting legacy.
Q. Your commitment to promoting ecological transition, solidarity, and cultural values is of great importance for Montenegro's international positioning as an ecological state, as well as for the overall image of our country. What are the plans going forward?
Indeed, the ecological question is particularly important for a small country like Montenegro. On the one hand, because nature protected our ancestors for many centuries against the great empires, today nature is our most important resource, and it's our turn to defend and protect it.
For me, the Ecological State project is the only one that can unite all the citizens of Montenegro and enable them to express their love for our beautiful country.
To love one's country is not just to love flags and slogans that divide us; to love one's country concretely is to love its mountains, forests, rivers and shores, to love the women, men and animals who live there.
It is this awareness that we must develop, and which will enable us to overcome the tensions and dangers of today's world.
Small is beautifull, Montenegro, like other small countries, is in a better position than large, power-obsessed nations to redirect human activity towards the preservation of our biosphere. In this way, Montenegro could become a pioneer of ecological transition and regain its pride.
Q. You led the team that represented Montenegro at EXPO 2020 Dubai, an event from which you surely carry fond and positive memories. What does Montenegro look like today, five years laterâwhat has changed?
It was indeed an exciting experience, and I think it has contributed a lot to Montenegro's image and tourism development over the last 5 years. Unfortunately, this uncontrolled development is trivializing many tourist sites, which are in danger of losing their attractivness.
Tourism is also widening social and territorial inequalities. Montenegro is an ancient country with a great history that cannot be satisfied with being just a tourist attraction. A country can't make a living from tourism alone; it has to diversify, innovate and produce. The talent is there, we just nied the will.
Q. The theme of this yearâs EXPO 2025 Osaka is âCelebrating Togetherness.â How do you see coexistence in diversity and the harmony between nature and humanity today?
Conviviality is difficult under 50°, so if we want to preserve and develop conviviality we must first mobilize against global warming.
I can't imagine the carbon footprint of the Ukrainian conflict, the Gaza Strip or Kashmir.
Conviviality depends unconditionally on peace.
In politics we are enemies, in economics we are competitors, but in âecologyâ we are all brothers, and only the ecological transition can lead us to lasting Peace.
Q. How can we connect with and what can we offer to guests from the Far East who are considering visiting our country?
Far Eastern countries have a special relationship with nature ; it's part of their spirituality. They're more likely to appreciate our landscapes than our 5-star hotels. I also think we should highlight the cultural heritage and heroic history of our small country, which has stood up to the great empires for centuries. Especially the Japanese, who have a cult of heroism, will be attracted by this historical aspect, which we should showcase more effectively.

Q. When the curtains fall on EXPO 2025 Osaka, what would you like to remain behind? What message do we want to send from the âLand of the Rising Sunâ?
For this Expo, I've proposed two events that I hope can be realized with the prospect of creating a dynamic that will survive in Osaka.
The first is the organization of a forum entitled âSmall is beautiful - the ecological state, yesterday's utopia, tomorrow's realityâ. This will bring together small countries pioneering the ecological transition (Costa Rica, New Zealand, Slovenia, Bhutan, Switzerland, etc.). The aim is to define the principles, practices, projects and laws that contribute to the realization of an ecological state. The aim is for this forum to expand after Osaka, and for small countries to play their part as pioneers in protecting our biosphere.
The other project, which I have called 7 Samourais, is to bring together 7 Montenegrin and 7 Japanese students for a week at the Expo, to âactivelyâ visit the Expo together and reflect on the major issues of concern to young people today. The debates could be broadcast as a series of programs.
Our âSamuraiâ will form a blog, and the following year Montenegrin universities will invite young Japanese to Montenegro. The idea is to create lasting links between the future Montenegrin and Japanese elites.
I hope to be followed by our institutions for these two proposals.

The Chamber of Economy of Montenegro is the umbrella association of the Montenegrin economy, which brings together the entire business community and, in partnership with government and local authorities, contributes to the improvement of the business environment, strengthening competitiveness and cross border promotion of the business of Montenegrin companies.
Today, our bilateral trade volume with Japan is modestâstanding at â¬34.4 million in 2024, with imports from Japan primarily consisting of high-value goods such as vehicles, precision machinery, and medical equipment. But behind the numbers, we see opportunity. âWe believe the time has come to transform our partnership from one of trade, into one of investment, collaboration, and innovationâ, emphasized President of the Chamber of Economy of Montenegro, dr Nina DrakiÄ.
Japanâs status as the third-largest economy in the world, a global leader in robotics, artificial intelligence, biotechnology, and clean energy, aligns perfectly with Montenegroâs priorities: green transition, infrastructure development, tourism diversification and digital transformation.
A few key areas where cooperation could thrive: Montenegro is rich in natural resources and already generates most of its electricity from renewable sources. We invite Japanese companies to co-invest in solar, hydro, and wind projects, and to bring advanced technology to our energy sector enhancing green energy production and sustainability.
