REZONING, LEASE AND CONSOLIDATION OF LAND

ERVEN 3277, 3278, 3279 AND 3280 IBHAYI, SITUATED AT NOKREKRE STREET, KWAZAKHELE

1. Town Planning Amendment (TPA 9663): Amendment to the Ibhayi Zoning Scheme by rezoning the erven from Residential 1 to Industrial Purposes to permit the establishment of a fuel depot.

2. Lease and Consolidation: Leasing the erven to Uncedo Taxi Service Association subject to consolidation of the said erven and certain conditions.

Any interested parties are required to express their interest in such lease, as stated above or their objections thereto, in writing, in a sealed envelope clearly marked with the description “Town Planning Amendment, Lease and Consolidation of Erven 3277, 3278, 3279 and 3280 Ibhayi”, which must be delivered to Properties and Planning Administration, second floor, Lillian Diedericks Building, Govan Mbeki Avenue, Port Elizabeth by not later than 16:30 on MONDAY, 3 APRIL 2023

Any lease to be concluded shall be subject to the provisions of the Local Government: Municipal Finance Management Act, No. 56 of 2003, the NMBM Preferential Procurement Policy (as amended), and the NMBM Policy for the Disposal of Immovable Capital Assets, incorporating the NMBM Land Sales Directives (as amended) and the evaluation and adjudication criteria stated therein.

The NMBM is considering leasing the above properties for sand mining purposes. In addition, the Council has granted a Temporary Town Planning Departure to permit the above-mentioned use for the duration of the proposed lease.
