Californians woke up the morning of Jan. 1 with the right to legally jaywalk — an activity many already engaged in regularly.

The Freedom to Walk Act, AB 2147, signed by Gov. Gavin Newsom in September, reverses one of the strictest jaywalking laws in the country. For decades, pedestrians crossing against the light or outside of a designated crosswalk (the definition of jaywalking) could be stopped by a traffic officer and issued a fine of up to $250. Now, officers cannot stop or fine people for jaywalking, unless a “reasonably careful person” would realize there is an immediate chance of a collision with a moving vehicle.

NOTICE: PLEASE FAX THIS PROOF TO (805) 648-2245 ASAP

Supporters have heralded the law change as a victory for pedestrians, and for people living in low-income communities of color who, statistics show, are more likely to be cited for jaywalking than people in whiter, wealthier neighborhoods. The new law has also been championed as a way to discourage drivers from acting aggressively toward pedestrians out of an assumption that cars have the right of way.

What the law does not do, however, is absolve pedestrians of the need to be cautious while crossing the road. Nor does it address the ongoing safety problems on our streets and roadways that put pedestrians in danger.

The amendments to California’s jaywalking laws do not give pedestrians the absolute right to jaywalk. They must still yield the right of way to cars when crossing the street outside of a controlled crosswalk. A person can be ticketed $196 plus court fees for jaywalking dangerously — for example, by crossing in front of a moving car or without checking for oncoming traffic. Dangerous jaywalking infractions do not incur DMV points, however.

In conclusion, California’s new jaywalking law, the Freedom to Walk Act, offers pedestrians who jaywalk safely the peace of mind that they won’t be cited for doing so. It will also hopefully reduce policing practices that disproportionately target people of color. At the same time, it’s important for pedestrians to be aware of the limitations of this law and understand that unsafe jaywalking can still result in a fine or other legal consequences. And while the Freedom to Walk Act legalizes jaywalking, it does not eliminate the need for pedestrians to use caution and to yield to cars when crossing.

So, what happens if a pedestrian gets hit by a vehicle while jaywalking under the new law? This will be handled on a caseby-case basis. You can still file a lawsuit against the driver of a vehicle if you are injured. But just because you weren’t cited for jaywalking does not automatically mean you are blame-free in the event of a collision. California’s comparative fault laws mean that a factfinder can attribute fault to both parties involved, which will determine whether the pedestrian is fully or partially to blame for the accident.

Many people view decriminalizing jaywalking as common sense. After all, so many of us jaywalk, what’s the point in citing people for something so routine? And shouldn’t pedestrians be trusted to know when and where it is safe to cross?

The Freedom to Walk Act, however, does not make pedestrians any safer. Around 1,000 pedestrians are killed in traffic accidents each year in California, according to data from the National Highway Traffic Safety Administration. Thousands more are injured. These tragic deaths and injuries are likely to continue. The California Sheriff’s Association argues they could even increase because of the new jaywalking law.

To stay safe as pedestrians, it’s important to remember that this new law does not change the fact that crossing the street outside of a crosswalk can still be dangerous. Always use your common sense and caution when crossing the street. Be aware of your surroundings. If you cannot find a crosswalk, make sure the road is clear of all hazards before crossing. This includes looking out for cars, bikes and other vehicles, and not assuming the operator of a vehicle can see you. Always be safe and yield, even if you think you have the right of way. Remember, physics dictates that the pedestrian will almost always be the one most injured in any collision.

Closing down two Ojai elementary schools and moving middle school students to the campus of Nordhoff High School next year will not save enough money to spare the Ojai Unified School District from a takeover by state education officials, the school board was warned during a special meeting on Feb. 21.

The board voted 3-2 to take the extraordinary step of shuttering San Antonio LEADS Academy at the end of this school year and Topa Topa Elementary School at the end of the 202324 school year in order to save money for the financially stressed district. In addition, Matilija Middle School will be reconfigured into an elementary school after the middle school students are sent to the Nordhoff campus.

Meiners Oaks Elementary School will be converted to other uses including an early childhood education center

serving preschool, transitional kindergarten and kindergarten students.

District officials will also move out of their current downtown headquarters as another cost-cutting move, but it’s still unclear where they will relocate. It has not been determined yet what will happen to the shuttered properties.

Blair Braney is president of the Parent-Teacher Organization (PTO) at Mira Monte Elementary School which will continue to serve the same grade levels under th e reorganization plan, but will apparently see its student population grow. Braney criticized the board for making the final decision on shutting schools during the Feb. 21 special meeting when schools were closed for a mid-winter break and many families had taken vacations.

“I’m being inundated by comments from other parents feeling blindsided about the potential decision,” she said.

Braney also leveled criticism at district leaders for their failure to make tough decisions earlier that could have prevented the district from falling into such dire distress. “The financial deci-

sions need to be made with our heads not our hearts. We are at the end. This is a mess.”

One of the main factors behind the district’s deep financial problems is the declining student population. In recent decades, enrollment has dropped from around 4,200 to 2,200, resulting in an associated drop in state revenue which is based on attendance. District officials have also blamed former employees in the business office for mistakes that complicated and obscured the district’s finances.

Ojai Unified’s financial picture became so bad in recent months that officials with the Ventura County Office of Education (VCOE) stepped in to offer help and demand immediate action to right the ship, which would include millions of dollars in budget cuts and substantial numbers of layoffs. Under state law any teachers who will be let go need to be notified by March 15.

VCOE officials took the rare step of calling for assistance from

In Brief

Couple pleads guilty to murdering newborn

The mother of a baby born at Oxnard’s Saint John’s Medical Center In 2019 and her boyfriend have admitted to murdering the boy named Diego just hours after he was born. Prosecutors said the mother, Andrea Torralba Camacho, 24, was allegedly raped by another man in Mexico nine months earlier and then came to the U.S. with her boyfriend, David Luna Villa, 24.

Prosecutors said Camacho did not want the baby so Villa strangled him, put him back in a bassinet and called a nurse. The infant was pronounced dead the following day.

Camacho pleaded guilty to second degree murder on Jan. 20 and Villa pleaded guilty to first degree murder Feb. 27. They are set to be sentenced at the end of this month.

Prosecutor Amber Lee said it was a preventable tragedy.

“California’s Safe Surrender Baby Law would have allowed the defendants to walk away from the hospital and leave baby Diego in the care of medical staff. However, Villa chose to take the life of a defenseless infant who was less than a day old,” Lee said. “It’s truly heartbreaking that baby Diego’s life was so callously disregarded.”

Packaged food bill introduced Ventura County Assemblymember Jacqui Irwin is hoping to clear up confusion when it comes to food expiration dates, which should in turn reduce food waste. Irwin has introduced Assembly Bill 660, which would require packaged food sold in California to have clear and consistent expiration dates.

The bill would prohibit the use of “Sell By” dates, which generally refer to a product’s estimated quality at the time of purchase and not whether it’s safe to consume. Instead, the term “BEST if used by” would indicate peak freshness and “USE by” would tell customers when food safety becomes an issue.

Irwin said vague phrasing on packaging often causes consumers to throw away food before it’s spoiled. “Having to wonder whether our food is still good is an issue that we all have struggled with. By strengthening labeling standards and reducing food waste, A.B. 660 will keep money in the pockets of consumers while helping the environment and the planet,” Irwin said.

A.B. 660 builds on a 2017 law that established voluntary labeling standards that have not been widely adopted. If approved, it will go into effect Jan. 1, 2025.

Huerta to deliver CSUCI keynote speech

Presidential Medal of Freedom winner and farmworker rights icon Dolores Huerta will deliver the keynote speech at the Social Justice in Education Conference at California State University Channel Islands on Saturday, March 4, that’s open to the public and free to attend.

School of Education Dean Elizabeth Orozco Reilly said they are hoping to attract a diverse audience. “This is a way to celebrate diversity and encourage organization and action that will bring change,” she said

The event will also feature discussions with three Oxnard Union High School District educators who teach ethnic studies, a class

that will be a requirement for graduation in seven years.

Patagonia’s Child Care Center Program Manager Jenna Janzen will also discuss how choosing story books can advance anti-bias education. “We will explore the guidelines for answering challenging questions about identity and difference in a developmentally appropriate format while creating a safe space for all children,” Janzen said.

The event also includes a free lunch but advanced registration is required at education. csuci.edu/about/justice-conference/.

Community Wildfire Protection Plan

The Ojai Valley Fire Safe Council is developing a new Community Wildfire Protection Plan and organizers are conducting a public outreach survey. The area covered by the plan includes the entire Ojai Valley and Ventura River Watershed areas stretching from Foster Park to Rose Valley.

The Ojai Valley Fire Safe Council was formed in 2000 to prevent, prepare for, respond to and recover from wildfires. Officials said a recent study placed the Ojai Valley in the top 1% of communities at risk of wildfire in the nation.

More information about the survey and the wildfire plan is available at firesafeojai.org.

Peer support for spouses of firefighters

Spouses of firefighters face unique challenges from the time spent away from their loved ones and the inherent physical and psychological dangers of the job. Recently, the Fire Family Foundation held a daylong course on peer support for spouses that included six fire departments from around Ventura County, and was conducted by a firefighter spouse who’s also a licensed marriage and family therapist.

Attendees said it’s important to have people to talk to who have lived through similar experiences.

The event held at the Ventura City Fire Department was sponsored by the Ventura Fire Foundation, a charity supporting local

firefighting agencies. The foundation is planning similar events in the future for spouses and children of firefighters based on the response of the first program.

T.O. seeks art submissions

Thousand Oaks city officials are hoping to tap into residents' creative sides as they conduct the typically dry task of preparing a new budget for the next two fiscal years.

Submissions are being sought in a variety of artistic mediums including drawing, photography and collage that answer the question, “What does community mean to you?”

In addition to inspiring policymakers as they crunch the numbers, the images might also be featured on the city’s social media or in the city’s budget book which has the theme “Rooted in Community.”

Information on how to submit artwork and on the city’s budget development process is available at www.tobudget.org.

the state’s Fiscal Crisis and Management Assistance Team, whose CEO, Michael Fine, explained the consequences if the district fails to make deep enough cuts. Fine warned that if the district is unable to pay its bills, the state will take over the district. The elected school board will remain in place but will lose its ability to make decisions, and District Superintendent Tiffany Morse will be fired.

downgrade of the district’s bond rating will have negative consequences, which happened because of delays in completing an audit of the district finances.

“Wall Street just downgraded your debt. It is far more expensive for investors to buy it,” Fine explained. “For institutional investors, which generally are the people that own your debt, many of them have had to trade your debt because their investment policies don’t allow them to hold the credit that you are now at in their investment pools.”

Fine urged the board to take the advice from his agency and VCOE, which will likely mean significant cuts. He told the board no one wants to strip them of their power, but it might become necessary if the district is unable to build enough financial reserves. He noted that a state takeover is not a bailout and the impacts would last for decades.

1FOR

THE RUB: Mix the garlic salt, onionpowder and smoked paprika in a bowl, then rub all over the wings. Brush oil on a grill over medium heat and grill the wings on each side, covered with a bowl on top, until lightly charred and cooked through to 165˚ F, 10 to 12 minutes per side. Remove the bowl for the last few minutes and sprinkle the wings with brown sugar. If baking, pre-heat the oven to 400˚ F, bake for 40-45 minutes until cooked through to 165˚ F.

2 FOR THE SAUCE: Mix the honey, sriracha, sake or rice vinegar, Dijon mustard, thyme and ginger in a bowl. Brush some of the sauce on the wings and place more on the side to dip. For some added zing, dip the wings in blue cheese dressing or ranch dressing.

Ventura County Superintendent of Schools César Morales also spoke at the meeting to emphasize the need for budget cuts.

“The biggest issues that your budget has are related to staffing and appropriate staffing ratios. If you correct that commensurate to your declining enrollment and you’re right-sizing your organization, you will not only begin the process of correcting your budget and fiscal situation, but you will also begin the road of recovery of contributing towards a reserve that you’ve depleted,” Morales said. “You have no reserves. You’ve exhausted your 3% reserve and you have an inability to make all of your payroll obligations on your own.”

Fine also told the board that a recent

School trustee Atticus Reyes was just elected last November, and said he understands deep cuts will be necessary to maintain local control of the district after hearing Fine’s warnings.

“Thank you for being here. Golly, we need this,” Reyes said before calling for another special meeting focused solely on budget issues. “Because I’ve been so frustrated with the lack of urgency on cuts.”

A$319 million dollar proposal by private investors to redevelop the Ventura County Fairgrounds with a minor league baseball stadium, oceanfront restaurants and new buildings drew a massive crowd of around 500 people to the Feb. 22 fair board meeting.

While most people agree the aging facility needs significant improvements, the majority of speakers were against the proposal, especially fans of car racing at Ventura Raceway who would see the track demolished under the plan by Pacific Sports Group.

The fair board previously rejected the plan on a unanimous vote last October during a virtual meeting. But the developers asked for and received a second chance to present the proposal before a live audience, citing details in a $25,000 deal paid to the fairgrounds to enter into exclusive negotiations on the proposal just over a year ago.

Robert Young, PSG founder and president, told the boisterous crowd that while he lives in Los Angeles, most of the development team is

from Ventura County.

“Many went to the fair as children, who love Ventura, and want to make sure this fair is preserved and protected through the 21st century,” Young said. “Pacific Sports Group seeks a public-private partnership with the fairgrounds, which will leverage the best of the past and provide this community asset a secure future.”

“A place to start” or “baseball parkshaped Trojan horse”?

The state-owned fairgrounds property, also known as Seaside Park, was donated by E.P. Foster, one of the city’s most prominent philanthropists, in 1909 for use as a public park. During the meeting a great grandson of E.P. Foster, Phil Foster Ranger, said he supported the redevelopment proposal and wanted to dispel untrue rumors he had heard about the ambitious plan.

“I’ve heard the following: ‘The fair is leaving the fairgrounds. They are building houses and a hotel. It’s another out-of-town developer trying to get rich. Ag and 4H will take a back seat. Traffic will be worse than it is now.’ And many more. All incorrect. All incorrect and misinformation,” he said. “Opposition

to such a broad community benefit shows placing selfish interests ahead of the masses.”

Ventura resident Clark Song said he founded a t-shirt company, California Cut, 10 years ago and sells his wares at the fair every year. Song said the renderings of the proposal showing oceanfront restaurants and shops are not what most people want to see.

“I believe this proposal is nothing more than a baseball park-shaped Trojan horse. It’s designed to turn the fairgrounds into a permanent commercial mini-mall,” Song said.

Another speaker, Bert Lamb, said he’s been involved in livestock and the fair auction for many years and that the facilities are falling into disrepair just as the development proponents contend.

“While this may not be the panacea of everything everybody wants, it’s certainly a step somewhere we need to go, in my opinion,” said Lamb of the development proposal. “The fairgrounds are falling apart. The William Clark building is rusting away. The horse barns are dangerous to put horses in. It doesn’t do everything for everybody, but it’s a place to start.”

Raceway fans voice opposition

The loudest voices in opposition to the development proposal came from backers of Ventura Raceway. Courtney Reynolds said she’s lived in Ventura her whole life and taking her kids to the races is one of their favorite things to do. The topic was so emotional for her that she started crying as she addressed the fair board.

“The racetrack is so important to our community that it makes me emotional talking about it,” she said. “The smell, the sound, the sight, it means a lot to me, and I know a lot of people out here.”

After the public comments were complete the board adjourned the meeting with no additional discussion, so at this point their rejection of the plan at the October meeting stands.

Following the meeting, Young told the Ventura County Reporter he was happy to have the opportunity to make a full presentation in public.

“We started presenting the information and I’m excited that we’re discussing this,” Young said. “The raceway

crowd is a passionate crowd. Maybe there’s some way of keeping the raceway although I’ve heard rumors that it’s not going to be around, but I don’t know. You know, the idea is to talk, and I think that’s always a wonderful thing. And hopefully the board will get into that mode.”

Speaking to the Ventura County Reporter the following day, fairgrounds CEO Stacy Rianda said the Ventura Raceway is not going away.

“We have no plans to eliminate racing. We’re actually looking at making some improvements to the grandstand to actually make it better for racing. Racing is a part of who we are. It’s a part of the history of this place, and we have no immediate intentions of doing anything with it except helping it grow and making it better.”

Dilapidated conditions remain a concern

As for the condition of the fairgrounds overall, Rianda said she asked for a facility assessment from state officials after the October meeting and has received a preliminary draft.

“Obviously, as we all know, there are things that are in worse shape than other things,” she said. “And some things just need a little patching up and other things need a deeper dive into how we’re going to restore them. But again, all of that will be in the final report.”

Even though the redevelopment plan appears to have little traction with the fair board, Rianda says the heated debate over the future of the fairgrounds was positive in some ways.

“I was thrilled to see so many people come out and take an interest in what is happening here or what’s trying to happen here. I think PSG did a great job presenting their proposal and going over all aspects of it,” Rianda said. “I loved the passion in the room, on both sides . . . I think it provides a great opportunity for the community to step up and say, ‘We want to help. What can we do?’”

Mike Bratcher looks forward to Ventura’s popular St. Patrick’s Day Parade every year, but this time the parade is extra special for the Exalted Ruler of the Ventura Elks Lodge.

He and his fellow members of Ventura Elks Lodge #1430, part of the nationwide Benevolent and Protective Order of Elks, are celebrating the lodge's 100th anniversary. Lodge #1430 is also the lead sponsor and organizer of the parade, so Bratcher has the honor of serving as Grand Marshal.

“I still can’t believe it. I’m looking forward to being the Grand Marshal. That is really a great honor. And this whole parade is dedicated to the 100th anniversary,” said Bratcher, who has been an Elk for 28 years. The parade also serves as one of the lodge’s biggest annual fundraisers along with car shows and golf tournaments.

The service club rooted in patriotism and faith supports many worthy causes including help for disabled veterans, scholarships for worthy students, and groups supporting first responders. But the charity’s biggest

day in the spotlight each year in Ventura is the March parade that starts near Cemetery Memorial Park and heads downhill towards downtown on Main Street. Bratcher, 75, said people of all ages enjoy Ventura’s St. Patrick’s Day Parade.

“The smaller kids love seeing the horses,” he said. “Older people, we love to go down to see the Model As and the bands and different things that make the parade special.”

The parade route this year runs between Lincoln Drive and Fir Street and starting time is 10 a.m. on Saturday, March 11.

Elks Lodge member Jim Monahan has a long history of service to the community, having founded and organized the St. Patrick’s Day Parade since its inception. He’s also known for his record-breaking tenure on the Ventura City Council that lasted for 41

years, starting in 1977, and included several stints as mayor. When Monahan says he was born

and raised on Ventura’s Westside neighborhood, he really means it: His parents moved there in 1926 to start an oilfield services company.

“A lot of people say they’re from the Avenue. I’m really from the Avenue, I was born at home,” said Monahan, 88.

The future mayor and Elks Lodge leader attended Ventura schools before serving in the U.S. Army, where he was sent to duty in Korea. Upon his return Monahan enrolled at California State University Long Beach and finished his education on the G.I. Bill. After graduating, Monahan landed a good job in Long Beach, got married and had two kids.

It was around 1959 when Monahan learned something that would bring him back to Ventura where he would make such a lasting impact. “My mother called me and said that my father was terminally ill and I needed to get home now. And that’s when I

stopped my ambitions in Long Beach and moved back to Ventura, moved into the business and worked for my dad for about a year until he died.”

American Welding Company had about 15 workers when Monahan took over. By the 1980s, he said it employed over 100 people. He sold the company about 20 years ago.

While Monahan was raising a family and growing the welding business, he also became interested in civic affairs and was elected to the Ventura City Council in 1977.

It was around 1983, Monahan recalls, that he and some other friends with Irish ancestry were celebrating St. Patrick’s Day at a restaurant. As fate would have it, or maybe a little luck of the Irish, a couple of his companions were Elks Lodge members.

“We were talking about having a parade. And I said, ‘I’ve always wanted to have a St. Patrick’s Day parade in Ventura.’ And they said, ‘Well, you do the parade, we’ll pay the bill. We will fund it 100%.’ I said, ‘Well, that’s a pretty good deal,’” recalled Monahan, who quickly joined the Elks Lodge and got the parade off the ground.

The rest was, as they say, history, and Monahan has helped organize the parade every year (except for during a two-year pandemic-related hiatus).

One constant of Ventura’s St. Patrick’s Day Parade is the bestowing of honors on veterans and current members of the military as well as police and other first responders.

In fact, the grand marshal of the first parade, which took place in 1984, was one of the people who attended that same lunch where the idea for a parade was born. The man was associated with the Ventura County Sheriff’s Posse, Monahan said.

“And so we made him the grand marshal posthumously with the very first parade and, boy, the Sheriff’s Posse, they were 100%,” said Monahan, who continues to serve as parade chairman to this day.

Another favorite attraction of the parade for Monahan every year is the Claddagh Dance Company, which performs traditional Irish dance. The troupe also performs at an annual event at the Elks Lodge that follows the parade that’s open to the public where traditional dishes like corned beef and cabbage are served.

One of the biggest cheers that goes up at every Ventura St. Patrick’s Day Parade isn’t for a person at all, but rather a giant inflatable green pig known affectionately as Sham Hock.

The tradition started years ago while Monahan was serving as mayor and a member of the parade committee mentioned seeing a mayor in Florida at the head of a St. Patrick’s Day parade carrying an actual pig that had been dyed bright green. Monahan recalled with a laugh that he was the only one of 20 committee members

who voted against the idea. Despite – or because of – ending up on the losing end of the vote, he found himself tasked with finding a pig to borrow for the occasion.

“I called the Ojai animal shelter and when I told the lady there what we were planning, she went through the roof,” the former mayor and reluctant pig locator said. “She said, ‘You can’t dye a pig green!’ She just really blew the roof off the ceiling.”

According to Monahan, newspapers and TV stations caught wind about the growing controversy and started “pounding us about dying this pig green” and sent crews to Ventura to document the parade, which broadcasters expected would feature a mayor with a green pig that had made people so upset.

“We had NBC and CBS. We had all the news channels here and they had their big antennas up with their TV crews,” Monahan recalled. “I was walking down the street with the pig. We got a little toy pig and you wind it up and it kind of waddles, you know.

It was probably about the size of a football. So I put this little green pig down and let it walk across the street and they were really disappointed. We got so much publicity from this pig that didn’t really exist.”

The toy pig was eventually replaced with the giant inflatable pig that’s become a staple of the parade.

Unfortunately the first giant green pig, known as both “Sham Hock” and “Pig O’ My Heart,” eventually got too old to stay inflated, and came crashing down during the 2017 event while kids were enjoying riding on the float.

“It was right in front of the reviewing stand on Main Street. It blew up. I mean, it just exploded,” Monahan remembered. “Came down on the kids that were riding on the float and everything. They were crying and it was quite a fiasco. We had to get the kids out and pull the truck over and get it out of the parade line.”

The pig was declared “dead,” but fortunately no humans were harmed during the incident.

The late Sham Hock was mourned at an Irish wake complete with bagpipes. A new inflatable green pig was created and is now known by the name “Bacon” after a community naming contest.

While Monahan continues to serve as parade chairman with pride, he’s looking for others to start taking more responsibilities.

“What I’m doing is, I’m backing away slowly,” he explained.

It looks like help is on the way, as a growing number of new Elks have arrived to take

up the baton.

Service organizations like the Elks Lodge peaked in membership many decades ago. Recently, however, there appears to be an upswing nationwide, as a growing number of young people look for clubs to join and ways to give back to the community, officials said.

The Ventura Elks Lodge at 2624 Knoll Drive has a large room for dances, dinners, theme parties and other events as well as a separate room with a bar. The lodge has been at that location since 2005. Previously, it occupied a historic landmark building downtown at the corner of Main and Ash streets that was built specifically for the Elks in 1928. Today the former lodge building is being converted into a boutique hotel.

The lodge’s current Exalted Ruler, Bratcher, said prior to the pandemic the club usually inducted about 10 or 12 new members a year. In the last year alone, 50 people have joined, bringing the total number of members to about 350.

At a recent Elks event with other lodges from across the state, the increased interest was a big topic of conversation. Bratcher said it’s the

combination of fun and good works that seem to be attracting new members, especially ones much younger than himself.

“They see that we’re for real, that we’re a total charity. They like what we’re doing and they can come here and have fun. We do different things, we have bands every so often and a lot of the girls like doing karaoke,” he said. “They enjoy it. It’s nice, clean fun, you know?”

The installation of tournament-quality dart equipment has also had an impact. About 15 dart enthusiasts took notice and were inspired to join the lodge.

Darts are part of what attracted Jade Martineau to join last November, although she was already familiar with the organization: Her grandfather is a longtime member of Elks Lodge #2477 in Thousand Oaks.

“He’s always wanted me to be a part of it,” she said. “And then they ended up getting a dart association. I’ve been playing darts for about 10 years, so we came over here to help support their new boards.”

Martineau, 37, said even though playing darts was a catalyst for joining, she’s enjoying everything

about being a member of the Ventura Elks Lodge.

“I like all the events that we do to give back to the community. I like the family culture it feels like when you’re here. It’s like you can lean on anybody,” she said. “They do lots of parties and events and charity fundraisers. So it’s just like a good time every time you come.”

Martineau encourages more people her age and younger to join the Elks Lodge.

“It’s fun. A lot of times people think it is an older person crowd and they’re wrong,” she said. “And plus the younger members help because it helps us with all the events, you know, like setting things up and taking things down and getting the parades ready. You know, it’s a little easier for us.”

If the Board of Supervisors elects to identify one or more of these unincorporated communities as DDCs at a future public hearing, these communities would benefit from County policies and programs intended to help address environmental and economic disparities in DDCs. Three public meetings will be held to discuss the project and to receive input from community members in these Study Areas. Notice To Potential Bidders: If you are considering bidding on this property lien, you should understand that there are risks involved in bidding at a trustee auction. You will be bidding on a lien, not on the property itself. Placing the highest bid at a trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder’s office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on the property. Notice To Property Owner: The sale date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee, or a court, pursuant to Section 2924g of the California Civil Code. The law requires that information about trustee sale postponeme nts be made available to you and to the public, as a courtesy to those not present at the sale. If you wish to learn whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may call (877) 440-

4460 or visit this Internet Website www.mkcons ultantsinc.com, using the file number assigned to this case 22-0316-11. Information about postponements that are very short in duration or that occur close in time to the scheduled sale may not immediately be reflected in the telephone information or on the Internet Website. The best way to verify postponement information is to attend the scheduled sale. Notice To Tenant: You may have a right to purchase this property after the trustee auction pursuant to Section 2924m of the California Civil Code. If you are an “eligible tenant buyer,” you can purchase the property if you match the last and highest bid placed at the trustee auction. If you are an “eligible bidder,” you may be able to purchase the property if you exceed the last and highest bid placed at the trustee auction. There are three steps to exercising this right of purchase. First, 48 hours after the date of the trustee sale, you can call (877) 440-4460, or visit this internet website www.mkconsultantsinc.com, using the file number assigned to this case 22-0316-11 to find the date on which the trustee’s sale was held, the amount of the last and highest bid, and the address of the trustee.

Second, you must send a written notice of intent to place a bid so that the trustee receives it no more than 15 days after the trustee’s sale. Third, you must submit a bid so that the trustee receives it no more than 45 days after the trustee’s sale. If you think you may qualify as an “eligible tenant buyer” or “eligible bidder,” you should consider contacting an attorney or appropriate real estate professional immediately for advice regarding this potential right to purchase. The Notice to Tenant pertains to sales occurring after January 1, 2021. Date: 2/10/2023
