hoenix Police released a critical incident briefing containing audio from 911 calls and police radios and graphic video from security and police body cameras regarding an Aug. 28 shooting spree in North Phoenix that left three dead and five injured, including two police officers. The footage shows the suspect, who was later identified as 24-year-old Isiah Williams, leaving a room at the Days Inn near 26th Avenue and Deer Valley Road and making his way to the parking lot dressed in tactical gear with a helmet, ballistic vest, gas mask and knee pads. He was armed with a rifle, later identified to be an AR-15, and molotov cocktails. Phoenix Police Department public information Sgt. Vincent Cole said as soon as
Williams was outside, around 8:30 p.m., he began walking around and firing randomly at buildings and vehicles. Shortly after he began shooting, a white vehicle pulled into the parking lot and Williams fired at the car, killing an adult male and an adult female inside. Those victims were later identified as 44-year-old Karla Garzona and 36-year-old Misael Arevalo. Surveillance footage also shows three other people that were in the car get out and run toward safety. They were not injured. At this point, video footage shows Williams continue to wander the parking lot, firing off dozens of rounds at random, unoccupied cars. He threw a molotov cocktail at the window of a nearby Waffle House with people inside, but the window did not break

Phoenix council rolls out Vision Zero Road Safety Action Plan

A
comprehensive Vision Zero Road Safety Action Plan was unanimously approved by Phoenix city council, along with an allocation of $10 million in annual funding for its implementation, during the Sept. 7 meeting. Traffic fatalities have increased in Phoenix over many years, and the Road Safety Action
Plan creates a data-driven decision-making process to identify and prioritize transportation safety improvements by using 41 actionable strategies. The goal of the plan is to reduce the number of traffic fatalities and serious injuries in Phoenix to zero by 2050, and connects with the Vision Zero philosophy that those types of incidents are preventable. The Vision Zero Road Safety Action Plan also incorporates the “Five E’s” of traffic safety, which include evaluation, engi-
neering, enforcement, education and equity. “My commitment to the people of Phoenix is to make our roadways safer, whether you’re on foot, on a bike or in a car,” said Mayor Kate Gallego. “The action plan approved today places the city in a much better position to access federal dollars that will amplify our investment, making it possible to bring new safe-
