s of Monday, Aug. 15, traffic on Carefree Highway from Tom Darlington Drive and Scottsdale Road will be delayed due to construction, with only one lane and flaggers on both ends to alternate the flow of traffic. “Expect major delays while these traffic restrictions are in place, 6 a.m. to 4 p.m. weekdays,” the town of Carefree said in a press release. Work along Carefree Highway is anticipated to continue through mid-November. Drivers are highly encouraged to take alternate routes while these traffic restrictions are in place. During nonconstruction hours — 4 p.m. to 6 a.m. weekdays, weekends and holidays — the construction areas will be covered with steel plates to restore normal travel on

ave Creek Town Council and staff discussed a draft of a new water shortage and drought management plan that outlines five stages of water reduction and conservation measures at an Aug. 4 meeting. The plan was presented by Cave Creek Utilities Director Shawn Kreuzwiesner and was for discussion only; no action was taken. “We think this (water shortage) is the new normal,” Kreuzwiesner said about why the
plan was needed. “When it will impact us, the fact that we have to say that we’re not going to get all the water supplies, I’m not sure when that will be, but we don’t have the tools in place to allow us to get to that level right now and enforce that.” According to the water shortage and drought management plan draft, its purpose is to ensure the town has policies in place to preempt, prepare for and react to water shortages or droughts in order to meet current and future demands. This plan applies to both the Cave Creek Water System and
the Desert Hills Water System, both of which are operated and maintained by the town. Kreuzwiesner said town staff last worked with the water advisory committee in 2019 to develop an emergency drought and/or water curtailment plan. This is required by both Cave Creek town code and Arizona revised statute because the town is a water provider. The 2019 plan had three water reduction options. Stages one and two were voluntary
