Mayor slammed by police union BY TOM SCANLON
Glendale Star Managing Editor
After a week that saw a police association slam him and two attempts to have his challenger kicked off the ballot fail, Glendale Mayor Jerry Weiers was undaunted. “I’m certainly prepared to fight to keep my job,” Weiers said. He faces challenger Michelle Robertson in the Aug. 4 primary. The Arizona Fraternal Order of Police sent out a press release April 23 criticizing Weiers for “falsely claiming the backing of public safety.” Sean Mattson, president of the organization, which represents more than 9,000 officers, acknowledged backing Weiers when he ran for mayor in 2016. But not this year. “Glendale has one of the highest crime rates in Arizona and it’s a dangerous place

A lawsuit alleges Peoria Unified School District allowed one of its teachers to openly practice “sexually predatory behavior and grooming.” A year ago, a Peoria Police detective interviewed teacher Ricky Ordway at the PUSD office in Glendale. The detective arrested Ordway and charged him with molesting multiple fifth-grade students at Sun Valley Elementary School, near the Glendale and Peoria border.
Ordway, 44, faces two dozen charges of molestation and sex abuse, with most of the crimes allegedly taking place between Aug. 1, 2018, and May 7, 2019. The criminal trial, originally scheduled for this month, was delayed until June 8. Last month, attorneys representing one of the alleged victims and her family filed a civil lawsuit against Ordway, PUSD and the city of Peoria. “As for monetary amount, we have not demanded anything as of yet,” said Nasser Abujbarah of Phillips Law Group, an attor-
ney representing the alleged victim. The civil suit holds the district culpable. “Ordway exhibited sexual predator behavior that was obvious to other employees and supervisors,” the suit alleges. “Employees/agents of (PUSD) observed Ricky Ordway ‘flirt’ with students between the ages of 9 and 10, buy them expensive gifts, have them sit on his lap and exhibit other behavior that no rational educator could deem as anything other than highly, grossly, inappropriate behavior.”

schools — they weren’t happy about it,” Weiers said. “Apparently, the unions have never gotten over it.”
Signature battle
After a challenge by Weiers’ supporter Demetra Lau, Adrian Fontes, the Maricopa County Recorder, ruled April 23 that 830 of the signatures gathered in support of Robertson were no good. But Fontes ruled 238 signatures disputed by Weiers’ supporters were valid. Robertson turned in 2,358 signatures. Even with the disallowed signatures, she still had 231 more than the minimum of 1,297. Lau also filed a court challenge over the signatures. After hearing arguments April 23, Maricopa County Superior Court Judge James Smith made his ruling four days later. Smith ruled against the plaintiff, meaning Robertson will be on the ballot. Lau did not respond to a phone call asking if she will appeal the decision. Councilwoman Joyce Clark made a similar appeal to reject signatures of her challenger, Bryce Alexander. After Maricopa County Superior Court Judge Teresa Alexander’s April 27 rejection of Clark’s request to have Alexander removed from the ballot, Clark filed an appeal with the Arizona Supreme Court Ben Scheel, Robertson’s spokesman, said the Robertson campaign collected extra signatures “in case something like this happened — where people who have political motivations to try to pull you off the ballot.” Hours before the ruling was released, Weiers said the key part of Lau’s suit was over a signature collector who had previously been convicted of a felony. “The guy’s felon who should not be allowed to go knocking on doors to get people’s signatures,” Weiers said. Scheel insisted the man with a felony conviction had every right to collect signatures. “This man has served his time. He has paid his dues. He’s a registered voter. To demonize him to try to make a living in these times, it’s pretty horrible,” Scheel said.. Weiers said challenging the signatures was not his idea. “I was told there were a lot of peo-

Pedestrian killed on West Camelback Road

BY GLENDALE STAR STAFF According to Glendale Police, a pedestrian died after being struck by a car April 26 on West Camelback Road near North 75th Avenue. Police say Efren Porfirio Ramos, 70, was standing in Camelback Road when he was struck by a Toyota Avalon around 8 p.m.
The driver of the Avalon stayed at the scene and cooperated with the investigation, said Randy Stewart, a police spokesman. “It is unclear at this time, why the pedestrian was in the street. There are currently no charges pending, however, the investigation is still on-going,” Stewart said.
ple upset about it, and would I have a problem if they challenged it. I said no,” Weiers said. Weiers’ supporters have until May 2to appeal Smith’s ruling. “If they want to keep spending money and down this hole, fine,” Scheel said. Robertson has worked for Cartwright School District in Phoenix for 18 years. According to her profile on the district website, Robertson has been a teacher and content specialist before her current role in human resources.
“It’s obvious we have support from the citizens of Glendale to run a campaign and be on the ballot in August,” Scheel said. While Weiers said he is confident he has support for reelection, it won’t come from the Fraternal Order of Police. “Arizona’s police officers absolutely do not support Jerry Weiers,” Mattson said. “The only thing we’d feel good about him running for would be the exit at City Hall.”

The next day, a Banner representative called her to say she tested negative. According to a blog post by Arizona Health Director Dr. Cara Christ last week, “anyone who thinks they have been exposed to and could be infected with COVID-19” can now be tested. Previous guidelines made testing only available to those who had symptoms (including fever, cough and difficulty breathing). With a negative test and no more symptoms, Lesko was able to travel last week and do business in Congress, including her vote for business assistance. “I’m supportive of small business funding—the whole goal is to be able to pay workers so they don’t become unemployed,” she said. “Everybody is hurting.” The Glendale Star asked Lesko her opinion on when Gov. Doug Ducey should lift restrictions and allow nonessential businesses to reopen. “I think that’s a $1 million question,” Lesko said. “I think Gov. Ducey has more insight than I do. Obviously, he made an executive order to reopen elective surgeries, I think that’s a good first step. I’ve been on conference calls with rural and major hospitals in our district. They’ve been getting calls from people upset that they can’t get elective surgeries done—and these are not cosmetic, they’re health-related surgeries. “Hospitals have been complaining they’re not making any money and emergency rooms are not at full capacity; they’re just hemorrhaging money.” Ducey announced April 22 that he was lifting part of his March 21 order and that hospitals and surgery centers can resume elective surgeries May 1. Demonstrators last week demanded Ducey lift all social-distancing restrictions. “I think everybody has the right to demonstrate,” Lesko said. “People are frustrated. I do wish people practice social distancing and wear face masks ... Some of the protesters I saw didn’t seem to be 6 feet apart. “But people have a right to do what they want.”

Spike in COVID-19 long-term care deaths BY TOM SCANLON
Glendale Star Managing Editor
While the number of Maricopa County deaths due to COVID-19 in longterm care facilities has spiked over the last two weeks, county health officials refuse to provide names of the facilities that have had deaths and coronavirus positive tests. Since April 11, of the county’s 88 COVID-19 deaths, 63 (72%) were longterm care facility residents, according to data provided by the Maricopa County Department of Public Health. The Glendale Star asked Dr. Rebecca Sunenshine, Maricopa County’s medical director of public health, to provide the names of long-term facilities with exposures. “We consider that confidential and have no intention of releasing that data,” Sunenshine answered during an April 23 webinar that focused on personal protective equipment and contact tracing. “We strongly encourage long-term care facilities to communicate with residents and relatives,” she added. The Star confirmed last month that James King, whose family said he was exposed to the coronavirus at the Groves, a Goodyear senior community that offers independent and assisted living, died of COVID-19 March 29. At that time, five people died of COVID-19 in the county. Mark King said he has been in touch with other residents of the Groves since his father passed away. “No one else there has got it,” Mark King said. Loree Wagner, a spokeswoman for Merrill Gardens, the owner of the Groves, confirmed no other Groves residents have tested positive for COVID-19. On April 11, the Maricopa County Department of Public Health reported 29 long-term facilities had COVID-19 cases, with 156 residents testing posi-
tive. Of those, 52 had been hospitalized and 20 died of COVID-19—43% of the 47 county residents who died of the disease at that time. Two weeks later, the county reported 88 long-term care facilities reported at least one positive COVID-19 case, with 455 residents testing positive. Of those, 126 were hospitalized and 73 died of the disease. The 73 deaths represented 60% of the county’s 120 deaths. “We expect the majority of deaths to be 65 and older … a lot of those are residents of long-term facilities, which is the reason we have gone out of our way to reach out to all long-term facilities,” Sunenshine said. “We know those residents are at the highest risk. “With the vast majority of facilities, we’ve been able to keep to one or two (COVID-19) cases, but there are some cases where we’ve seen a lot of spread, and tragically that is why we are seeing this increase in deaths,” she added. In the county, 3,123 people tested positive for COVID-19 as of April 24. Sunenshine said each of the positive cases has been contacted, as part of “contact tracing.” She said once a lab sends a positive result to the state’s reporting system, one of 25 AZDHS investigators calls the person who tested positive. Sunenshine said investigators ask people who tested positive for a list of people they spent 10 minutes or more with within 6 feet for up to 48 hours before they tested. Investigators then reach out to contact lists to explain risks while maintaining confidentiality of the people who tested positive, Sunenshine said. She said the county plans to hire more investigators as the number of positive tests—and tests in general—is expected to rise over the next month. Robert Rowley, the county director of Emergency Management, said Marico-

pa County has distributed 65,800 N95 respirators, 149,450 surgical masks, 29,813 face shields, 82,025 surgical gowns and 180,618 gloves to hospitals, first responders and long-term facilities. He said gowns are running short: “We’re down to just a few days’ sup-

No date yet for Peoria Unified graduation BY TOM SCANLON
Glendale Star Managing Editor
Seniors around Glendale and Peoria are starting to get nervous about graduation ceremonies. Glendale Union High School District and Deer Valley Unified School District have not announced plans for graduation ceremonies. Peoria Unified School District’s high school graduation ceremonies were scheduled for May 21 but will not take place on that date. “We’ve been using the word ‘postpone’ regarding graduation,” said David Sandoval, president of the PUSD governing board, at the April 23 board meeting. At the meeting, an emailed comment from a Sunrise Mountain High School senior was read. “I am so sad my senior year came to such an abrupt end,”
Great Hearts Prep hosts ‘car parade’ BY GLENDALE STAR STAFF Great Hearts Glendale Preparatory Academy is holding a “car parade” to recognize seniors. At 5:30 p.m. Friday, May 1, seniors can drive through the Glendale Prep parking lot to the cheers and encouragement of parents, faculty and staff. Those showing their support are invited to arrive on campus between 5:10 and 5:25 p.m. to line up and cheer from their cars. Homemade signs are encouraged. In addition to seniors wear-

He did not provide a new date for graduation at the board meeting. “The status of graduation remains the same. We have moved beyond the May date, and the window is now June 30 to July 6,” Reynolds said. He said the district is communicating with State Farm Stadium and other districts. “We are exploring all options to make sure we can host graduation,” Reynolds said.

Anna Ramirez wrote. “The class of 2020 should definitely get the chance to walk at our graduation ceremony. If it is not possible to have graduation on the original date, I humbly ask you to reschedule it. … It is so important, and missing it altogether would be terrible.” Dr. Jason Reynolds, PUSD’s deputy superintendent, mentioned “new and innovative ways to celebrate the class of 2020.”

How will future Americans regard the pandemic? BY DAVID LEIBOWITZ Glendale Star Columnist
It’s dangerous to contemplate history when a historical moment remains ongoing, but when your days stretch to infinity under quarantine, what else do you have to do? Lately, I’ve taken to pondering this: Once the COVID-19 pandemic is over, how will we argue about it for the next century or so? Because let’s be real: Argument has replaced baseball and football as our national pastime. As I write this, the U.S. has more than 840,000 coronavirus positives and nearly 47,000 dead. Arizona has reported about 5,500 cases and 231 dead. The Institute for Health Metrics and Evaluation’s national projection for the Fourth of July—which they warn has a high degree of uncertainty—is for about 68,000 dead across the country.
The worst-case national scenario for Independence Day? More than 123,000 dead. The IMHE’s model for Arizona predicts the number of daily deaths in the state falling throughout May and reaching zero in mid-June. The model for Arizona predicts close to 600 deaths by July 4, with a worst-case scenario of 1,700 lives lost. While it feels gruesome to me to talk purely in mathematics about dead human beings, it surely will be essential to our future arguments—which will likely break down, as does everything in America these days, into three camps: “What a tremendous waste of time!” These folks are already out protesting the lockdown outside the state Capitol. They’ll point back to the CDC’s initial worst-case estimates of 1.7 million American deaths and argue that they were deprived of their freedom for

nothing. Signature quote, offered by a guy in a MAGA cap waving a Don’t Tread On Me flag: “For the same number of dead as a really bad flu season, we let liberal wussies crash the whole freaking economy!” “Social distancing worked!” These optimistic arguers will point to America and Arizona having fallen short of the CDC’s dire death estimates and congratulate themselves for having sheltered in place while using massive stashes of Charmin’ as impromptu end tables. For them, spending two months at home watching Netflix and washing their hands raw ranks as a sacrifice alongside the Greatest Generation sending 16 million soldiers to fight World War II. Signature quote: “I’m going to celebrate with a spa day and some red, white and blue acrylic nails during the best mani-pedi ever!” “Imagine if!” The imagine-ifers will start every argument with that phrase, to detail why all of us have blood on hands. For them, our response to the pandemic, from the White House to
the Copper Dome, has been a series of screw-ups that can only be measured by lives lost. “Imagine if people had taken social distancing seriously?” Or: “Imagine if Trump hadn’t been out there lying about testing?” Or: “Imagine if Doug Ducey had closed every business in the state back in February?” Their signature quote: “One life lost is one life too many.” So where do I stand? It’s early yet, but I believe I will end up in all three camps simultaneously. Our response to COVID-19 has been erratic and marked by some worthless gestures—and many intelligent, noble actions. Social distancing has saved lives, though not as many lives as might have been saved by a more comprehensive, less screwed-up response. I imagine I’ll make the only point that matters: Arguing about COVID-19 is a luxury, because the alternative is not being alive to argue. David Leibowitz has called the Valley home since 1995. $484B Paycheck Protection Program moves ahead BY CHRISTOPHER SCRAGG
After approving a $2 trillion coronavirus relief package just weeks ago, Congress added another $484 billion for health care, but mostly to revive a $349 billion loan program for small businesses that ran out of money shortly after it opened. President Donald Trump signed the bill into law. (Photo by Tim Dennell/Creative Commons)
Cronkite News
Money could start flowing to distressed small businesses as early as this week, after the House overwhelmingly approved a $484 billion measure that refills the exhausted Paycheck Protection Program and adds funds for hospitals and other services. The Paycheck Protection Program and Health Care Enhancement Act passed 388-5 April 23 during an unusual session in which mask-wearing House members, out since mid-March because of the coronavirus, were called to vote in rotation so they could keep their distance. Rep. Andy Biggs, R-Gilbert, was one of the five “no” votes on the bill, say-
ing in a statement after the vote that he was troubled by $12 billion earmarked for “surveillance” and “contact tracing” of COVID-19 victims, activities he said “have been used to spy on Americans.” But other Arizona lawmakers said that while the bill did not do everything they wanted, it was important to get assistance out to businesses and health

care workers. “The changes we made will make a difference for Arizona’s small businesses, but we’re going to have to continue to work together in a bipartisan way to ensure support actually reaches those who need it most,” said Rep. Greg Stanton, D-Phoenix. President Donald Trump signed the bill into law April 24, just one week after the original $349 billion loan program ran out of money in the face of overwhelming demand from businesses that have been hit hard by COVID-19. The PPP was designed to get shortterm loans to businesses through their banks, with a promise that the Small Business Administration would forgive the loan if business owners used it to keep their workers on the payroll. It was rolled out in less than a week and marred by confusion with private lenders who handle the application process. But it was also wildly popular, with the SBA announcing that loans were being put on hold because the first round of funding had already been allocated. When it was clear that the program would run out of money, Senate Majority Leader Mitch McConnell, R-Ky., pushed a measure two weeks ago that would have added $251 billion. But Democrats balked, insisting that money be included for health care and that problems be fixed with the PPP, which had seen some of the first round of funding end up in the hands of large businesses. Each side accused the other of delaying the bill, but the Senate approved the new, larger bill by voice vote two days before the House gave its OK after a day of debate. Despite the delay, Phoenix Chamber of Commerce spokesman Mike Huckins
said he was “very happy to see it work out, just wish it could’ve been a little sooner.” “Every day that businesses don’t have access to these dollars is another day of peril for them,” Huckins said. In addition to the PPP, the bill appropriates $75 billion to reimburse health care providers for coronavirus costs and $25 billion to create and distribute COVID-19 tests. Rep. Debbie Lesko, R-Peoria, accused Democrats of dragging their feet on the aid package. “It was two weeks ago now, the Senate Republicans put up a bill to help continue funding for small businesses so they could pay their workers,” Lesko said. “Two weeks we’ve been waiting around while Democrats have been delaying it, and why? I don’t understand why.” Democrats responded by pointing to reports that large businesses had been favored for loans over smaller businesses and independent contractors. They called it a “joke” that Republicans tried to push through the new relief bill without addressing those issues. “The only focus they have urgency around are folks like Ruth’s Chris Steak House and Shake Shack,” said Rep. Alexandria Ocasio-Cortez, D-N.Y., referring to two restaurant chains that initially got PPP loans before returning the money. “We had to fight to fund hospitals, fight to fund testing … It is unconscionable.” Rep. Tom O’Halleran, D-Sedona, said Democrats fought to make the program more accessible to smaller businesses by setting aside $60 billion for smaller banks. Huckins and numerous members of Congress said they expect another bill will be needed to support the slowing economy. Last week’s relief bill only buys time, Huckins said. “Hopefully those talks will continue here over the next couple weeks before we’re out of money again,” he said.

Keep your distance from doubt, isolate fear About six months ago, I had a colonoscopy. Don’t laugh—someday you’re going to be as old as me, and then you’ll discover “colonoscopy happens.” Then you will have the same REVEAL-A-TION as me. Having a colonoscopy is a down-under experience. But the procedure is nothing compared to the prep. The day before a colonoscopy, you will gulp weird stuff—lots of it—eight ounces every 10 minutes until the gallon or more is gone. Drano would have been more pleasant. I hated the process but loved the results: I’m fine. I don’t have polyps or colon cancer. And, Lord willing, the next time I need to have this is 10 years away. I made step one, making it possi-

ble to make step two. In the case of those who have or have had polyps or colon cancer, here’s some advice: The first step in getting you back to good health is for you to take the first step of a colonoscopy to get you to the second step of treatment so you can have the possibility of the outcome of good health. veniences abound. Many of us don’t like staying at home, social distancing, teaching their children, wearing masks or watching movies endlessly. The canceled business trips, vacations, weddings or appointments are horribly inconvenient. I get it. But to the “fearless” may I suggest that sometimes the only thing worse than wearing a mask is wishing you had. Sometimes the only thing worse than staying at home is wishing you had. You see, in our current, high-risk predicament, reasonable caution is our friend, not our enemy. We are taking step one to get to step two. Please notice I said “reasonable caution.” There will not be a perfect scenario where or when it will be entirely safe for everyone in the world to walk around without fear of disease or some type of calamity. Not everything will be perfect this side of heaven. Jesus said that in this world, there will be tribulation. He also went on to say fear not. His point was not to let the fear of death or calamity ruin our lives but to allow God and God’s wisdom to run our lives. God, in Jesus, came in a human form. As a human, His death, burial and then resurrection was to free all of us who cower through life, scared to death of death. He showed us not to
be scared to death of death and not let fearful others scare us into being scared to death of death. He did something He hated (dying) to get to something He loved (eternal life). He took step one to get to step two. Remember when I said the only thing worse than staying at home is wishing you had? There will come a time when the opposite of this will be the correct thing to do. The only thing worse than getting back to normal is wishing you had. There will come a time when the risk is managed and the reward of getting back to life again is more significant than the risk of dying. There comes a time when the “treatment” of erring on the side of caution is worse than the “cure” of getting going again with life. There comes a time when the “fearful” will need to take step one to get to step two to get to something they really want, which is life. Here’s your takeaway: Make sure you test positive for faith. Keep your distance from doubt. Isolate your irrational fear. And trust God through it all.

Snakes alive! Rattlers come out of hibernation BY BRIAN CANO SR.
Glendale Star Contributing Writer
While hiking the White Tank or Estrella Mountain trail, you see something dark, coiled up in the shade. Or, while you relax on a lawn chair in your backyard, you hear an unmistakable rattle. “Right now, rattlesnakes are very active,” said Brad Hoffman, owner of Arizona Wildlife Control in Buckeye. In Arizona, March through November is considered rattlesnake season. During these months, Western diamondback rattlesnakes emerge. “April is typically when the most rattlesnake bites are reported in Arizona. So far, there have been 39 bites reported in 2020 to the Arizona Poison and Drug Information Center, 19 of those in April,” according to an April 23 release from the Arizona Fish and Game Department. Hoffman, Daniel Marchand, executive curator for the Phoenix Herpetological Society, and Kevin Newman, owner of Arizona Snake Removal in Glendale, agree rattlesnakes should be treated with extreme caution. This time of the year, Arizona deserts are loaded with blooming wildflowers. And, since COVID-19 restrictions, more people are on the trails.
Maricopa County hiking trails are prime locations for rattlesnakes. “If you can, stay on a manicured trail and stay in the middle of the trail,” Hoffman said. “Those shaded areas are where a rattlesnake is going to be hiding.” If you go for a hike and you see a rattlesnake, take one big step backward, stay calm and steer clear of it, Hoffman said. He said hikers should not be afraid of rattlesnakes but every hiker should respect them. “We live in the desert, and it is full of rattlesnakes,” Hoffman said.
Rattlesnake proofing your home Marchand said uncut lawns and piled-up boxes make ideal rattlesnake hiding spots. He said routine landscaping and straightening up the exterior of your house could minimize your chance of a rattlesnake home invasion. “Keeping your yard well maintained is not only trimming trees and plants but removing unnecessary items piled up in the corner or against a wall,” Marchand said. He said installing snake fencing is a method that could help keep kids and pets safe. And installing adequate outdoor lighting could make the difference between a rattlesnake trespassing

or moving on. Marchand said keeping gates closed, removing unconsumed pet food and adding door sweeps can help reduce the chance of a rattlesnake slithering into your domain. “Doing things like that could stop rattlesnakes from entering our yards and our homes,” said Marchand. Newman noted rattlesnakes have quite a benefit. “Rattlesnakes consume rats that could carry hantavirus or a host of other diseases,” Newman said. “The Arizona rodent population would explode without rattlesnakes.” Newman said rattlesnake fear is not uncommon, but “rattlesnake anxiety” is generally unwarranted. “Rattlesnakes are more afraid of you
than you are of them. They just want to get into the shade. Rattlesnakes are peaceful animals that should be cherished,” Newman said.
Stay calm, act fast If you are bitten by a rattlesnake, call 911 as fast as possible. Follow the instructions of medical health experts. If you must drive, call someone to alert them about the specific direction you are traveling. “It is critical that a rattlesnake bite victim get a dose of antivenom as soon as possible,” Newman said. Experts recommend those who see a rattlesnake in or around the house should contact a rattlesnake removal professional, who will capture and relocate the rattler to a safe place.

That’s a wrap You may have noticed the fancy new wraps on some of our school buses. The wraps are just one part of a comprehensive marketing and branding effort that began two years ago. We believe GESD is the best place for your children to get an education, so we’ve taken steps to make sure that we’re noticed, in this case, every time we drive down the street. We remain All in for ALL Kids.
