Glendale city councilmembers unanimously passed an ordinance January 8 banning drivers from using handheld cellphones while operating a moving vehicle. Glendale’s ordinance takes effect Thursday, February 7, and prohibits talking on a cellphone, sending a text message or otherwise using a handheld communication device while driving within city limits, unless using hands-free devices such as Bluetooth. Arizona’s first statewide texting and driving law, which went into effect July 1, 2018, only prohibits novice drivers from using wireless communications devices in the first six months of licensing. It also restricts

school bus drivers. The Glendale ordinance was designed and based on Surprise’s ban, which went into effect November 2018. It is an “ordinance that bans cellphone use behind the wheel unless the driver is using a hands-free function. That’s a requirement even while drivers are stopped at a red light or while in motion.” Brendan Lyons, executive director of Look! Save a Life, a nonprofit organization aimed at building community support behind hands-free laws statewide, addressed council before the vote. Lyons is a former firefighter who said he responded to tragic accidents caused by distracted driving. He nearly lost his own life

In 2000, she successfully ran again for Yucca District councilwoman as a write-in candidate and served until 2012. She was elected

I came from Tucson to implore you to pass this legislation.” Councilmembers were quick to throw their support behind the new legislation. “I want to thank Lyons for being here this evening and his powerful testimony,” Yucca Councilwoman Joyce Clark said. “Hopefully, it may prevent future accidents and I am very pleased to offer this ordinance for consideration.” Hands-free cell phone devices are still allowed, as well as citizens band radio (CB) users. Law enforcement is exempt from the ban. Drivers can also use handheld phones if there is an emergency such as talking to a first responder, ambulance, hospital or physician’s office. “Humans cannot operate a motor vehicle without doing risk to public safety while operating a phone,” Lyons said. “Distractions are real and everyday

works. “This item was originally brought to council around 2008,” St. John said. “The use of hand-held devices as a distracting device has caused most cities to look at an ordinance prohibiting their use.” St. John added that the police department will create a program to teach the rules of the ordinance. “We will educate officers on the facts of this ordinance and how to enforce the new law,” St. John said. “We will also launch an education plan to (make) citizens aware on the new law so they understand it.” Glendale joins Tucson, Sedona and Oro Valley as municipalities that prohibit handheld cellphone use while behind the wheel. Phoenix, Flagstaff and Fountain Hills only prohibit texting while driving and other cities are working on their own ordinances.

Federal authorities arrested a woman in Glendale in connection with the killing of a nail salon worker in Las Vegas. According to a police spokesperson, Krystal Whipple, 21, was arrested January 11 in connection with the killing of 51-year-old Nhu “Annie” Ngoc Quynh Nguyen December 29 in Las Vegas. Council gives OK to create sober living home ordinance By Darrell Jackson Glendale Star staff writer

Sober living homes wishing to move to Glendale may soon face regulations on licensing and increased regulatory oversight, as council recently gave the go-ahead to produce an ordinance for such homes in city limits. A sober living home’s primary goal is to give individuals a chance to stabilize an individual’s physical and psychological functioning and restore social, family, lifestyle, vocational and economic supports. During the 53rd Legislative Session last year, the state of Arizona provided the Arizona Department of Health Services with statutory authority to create a rule-making process with respect to the licensing of sober living homes. “We understand that it could take ADHS up to 18 months before these rules are created and in place,” said Development Services Director Sam McAllen. “Staff from the city attorney’s office and planning division found the Structured Sober Living Home Ordinance created and adopted by the city of Prescott to be well-written and believe

it to be an excellent model for creating a similar ordinance in Glendale.” While the state bill would provide a two-year period for adoption of the regulations and the start of licensing, Glendale City Attorney Michael Bailey said any ordinance approved by the city would sunset once the state passed any legislation. “I would think the review of any of these homes would require a plan and house manager and I also believe any review should fall under our community development department,” Vice Mayor Joyce Clark said. “That way they can review any sober living facility that wishes to locate in our city.” The city of Prescott passed its sober living home regulations early in 2017. Glendale councilmembers asked staff to research it and produce a similar one. The Prescott ordinance requires each structured sober living home to obtain a license and “provide a clean, safe, substance-free living environment in which case management is provided to help residents receive substance abuse treatment, community-based recovery services, or both, for sustained recovery.”

It must also ensure “at least one (1) staff member is available on the premises at all times; and the owner or operator is available on call at all times.” Councilmembers were quick to point to Prescott’s ordinance as a good starting point to create something similar in Glendale. “I read multiple articles and the reason Prescott was attracting these homes was because they were not regulated,” Cholla Councilwoman Lauren Tolmachoff said. “They were coming in and not monitored, so we need to make sure where they are and that they are managed properly.” Sober homes have overtaken numbers of neighborhoods in the state as the drug-rehabilitation industry has boomed during the opioid epidemic. A number of those homes work in connection with drug detoxification and rehab centers where residents detox from drugs or alcohol before being transferred to sober homes, where they live while they continue outpatient therapy. After Prescott implemented the new regulations, a number of the homes moved from within the city limits, with

nearly a 90-percent drop in the number of homes one year later. According to city numbers, Prescott had a high of 200 sober living homes in 2016 and in 2018 the number was down to 28, with local officials crediting the new regulations. “What happened in Prescott was once they passed their regulations, the homes that were not managed properly left the city limits,” Tolmachoff said. “I believe that is a good requirement to have.” Other councilmembers added that any regulations should also point to any issue that has come to the city in the past when it comes to group homes. “I would ask that any ordinance address any offsite parking for visitors to the sober living homes,” Ocotillo Councilman Jamie Aldama asked. “I looked at the ordinance and it does appear we lack regulations for these types of homes and they deserve to be treated under regulations that protect their rights as well as protect the city.” The ordinance is expected to be brought back to council for a future vote.

Meeting set to address SRP price decrease By Christina Fuoco-Karasinski Glendale Star managing editor

Salt River Project is hosting a January 22 meeting in Glendale to discuss a proposed overall average annual price decrease of 2.2 percent. The discussion will be from 6:30 to 9 p.m. Tuesday, January 22, at the American Legion Hall, 6822 N. 57th Drive, Glendale. Customers and stakeholders will be able to ask questions of SRP officials. The $64 million overall decrease in prices proposed by SRP management is a result of a reduction in fuel expenses and a modest increase in base prices. The proposed decrease will vary by customer type and price plan. The proposed decrease incorporates and is in addition to the decreases SRP implemented on a temporary basis last year. If approved by SRP’s publicly elected board, the newly proposed price changes will appear on bills beginning with the May billing cycle. On average, SRP residential customers would have a proposed decrease of about $1.78 per month in their electric bill, although individual customer ex-

periences would vary by price plan and the way they use energy. According to SRP General Manager and CEO Mike Hummel, SRP has kept prices stable for the past four years through prudent operations and management, strategic resource acquisitions and taking advantage of market conditions that have allowed SRP to generate a greater share of energy-using lower-cost natural gas. Hummel added that because natural gas prices are projected to remain low, SRP can continue to pass those savings on directly to its more than 1 million customers. While more than offset by a decrease in fuel expenses, the price proposal reﬂects a modest increase in base prices that will address investments needed to maintain reliability in the face of customer growth, support SRP’s commitment to increasing sustainable resources and adding new technologies such as battery storage, and reﬂect the shorter depreciable lives of SRP’s coal generation assets. “Our customers expect affordable prices and excellent customer service

from SRP, and they desire a more sustainable future,” Hummel said. “This proposal balances our responsibility to maintain reliability, offer low prices and customer choices, and have financial ﬂexibility that supports a transition to increased renewable energy technologies.” In addition to an overall reduction in prices, the proposal includes a one-hour reduction in summer on-peak hours for some price plans from 1 to 8 p.m. to 2 to 8 p.m. The proposal also provides additional pricing options for residential customers who produce some of their own energy using rooftop solar or other technologies, including two nondemand time-of-use price plans and an average daily demand price plan. Also included in the proposal is a significant increase in SRP’s bill assis-

tance program. If approved, SRP will increase the amount it matches to the SHARE program (Services to Help Arizonans with Relief on Energy) from $250,000 to a minimum of $500,000 annually for five years. SRP partners with the Salvation Army to provide energy assistance to those in need through SHARE by matching one-time or recurring donations made by SRP customers. Mayor Weiers hosts successful first blood drive By Darrell Jackson Glendale Star staff writer

Mayor Jerry Weiers wanted to help the community, so he hosted a blood drive to help Vitalant resupply. “(Mayor Weiers) has been discussing this idea with (then-United Blood Services, now Vitalant) since July or August,” Communications Project Manager Kirsten Morgan said. “The mayor has taken on the city motto of improving the lives of people we serve every day, and so this definitely coincides with that. It is another event and he has not done a blood drive, and it was a way to fulfill a need.” Vitalant, along with the Glendale Chamber of Commerce, Glendale’s Employee Wellness Committee and AZ Catering, is supporting the mayor’s first-year event to help build up the blood bank reserves when it typically sees the highest need and lowest donations. Vitalant is one of the nation’s oldest and largest comprehensive transfusion medicine organizations. Vitalant serves communities across 40 states,

including Arizona and Nevada. Its 127 nationwide donation centers and 30,000 mobile blood drives total more than 780,000 donors who supply 1.8 million donations per year.

“I continue to work toward making Glendale a better place for all its residents,” Weiers said. “Holding a blood drive to help those in need at a time when it is most needed seems like a win-win situation. My goal is for this to be the largest blood drive ever in Glendale.” Blood donations help the national blood supply provide direly needed blood components to patients throughout the country. Every day in the United States, patients throughout emergency care facilities need approximately 36,000 units of red blood cells, 7,000 units of platelets and 10,000 units of plasma. “Blood will be used for whatever Vitalant needs it for and will go into the national blood supply,” Morgan said.

“They said they have been about 250 units short locally and this will go into the local supply needs.” The blood drive was open to anyone over 16 years of age. While the mayor was hoping for nearly 300 participants, the turnout was not near that, but was he considered it a success. “For first-year events, they typically get around 30 participants, according to Vitalant,” Morgan said. “We got 80 to sign up and I am pretty proud of it. The mayor wanted 300, but he is a go-big-or-go-home person. He really wanted to make a positive impact. This is a critical time for blood supplies, right after the holidays, so we knew if we got 30 or 300, we would make a big impact on increasing supplies.” Vitalant Senior Donor Recruitment representative Katrina Eaton said the event was a huge success. “We are so grateful for the support of the Office of the Mayor and are proud to say this this the largest community blood drive event held in Glendale and the largest drive ever held with the city of Glendale (my online history goes back about 18 years),” Eaton said. “We had over 100 attempted donors, had 77 successful donations and collected 92 units of blood with our power red and plasma donations. Mayor Weiers was our first power red donor and our Wellness Coordinator Ali Walechi-Brooks was a plasma donors (these donations create two donations from one donor).” Morgan added that the mayor plans to continue this each year. “His goal is to do this annually,” Morgan said. “After speaking with Vitalant staff, my understanding is they are planning on doing this each January.”

Glendale awards $10K grant for ProMusica show By Glendale Star staff The city of Glendale gave the ProMusica Arizona Chorale and Orchestra a $10,000 grant for the Arizona Premiere of Mountain Days: The John Muir Musical in Concert. Funded by the city of Glendale through its Centerline Arts & Culture Initiative, the performance is 7 p.m. Friday, March 22, at the Murphy Park Amphitheater. Admission is free. Mountain Days is the story of naturalist John Muir, one of the early founders of the National Park System. A production through song and theater, Mountain Days depicts Muir’s passionate quest to explore and preserve the natural beauty of our country. By Andrew R. Campanella Think about the school your children currently attend. Are you happy with it? Are your kids learning and growing in ways that make you proud? If so, sign them up again for next year, and tell your friends about how great your school is. But if you want to learn more about different options avail-

able for your children’s education, now is the time to start thinking about switching schools. Deadlines for applications and scholarships are approaching, and you do not want to miss out. During National School Choice Week (January 20 to January 26), you can discover the tools and resources you need to evaluate these choices. Here in Arizona, there are plenty of educational options, including open enrollment, charter schools, public magnet schools, private schools, online learning and homeschooling. Arizona even offers scholarships for certain families hoping to send their children to private or parochial schools. But you still have this week’s homework to supervise, bills to pay, work to do, and a million other things occupying your mind. Here are a few suggestions to help you navigate the school choice process. First, consider what you do like about

your school, and what you don’t like. This will help you understand what’s most important to you. Consider academics, college readiness, languages, arts, diversity, extracurriculars, location, special programs, friends and classmates, your values and anything else that seems important. In a word,

Don’t let tuition or transportation worry you at this point – there may be more options than you realize, and you are not committing to anything at this point. And if you have more than one child, you can even enroll different children in different schools if that will work best for them. Once you have a list of schools, arrange visits. Talk to teachers and school leaders. Talk to parents. Look at bulletin boards and observe how people interact at the school. What is the school proud of? How involved are the parents? How does the school keep the students safe? How informed are parents of their children’s academic growth? What books are they reading? How do students treat each other? How do they treat teachers? Ask questions and make your own observations. What do you think? Could your daughter or son be happy here? When you find a school that seems like a good fit, it is time to begin exploring options. Most schools understand that tuition and transportation can be difficult for some families, and you can talk to the school leaders about options.

See what options are available, and consider whether you could make it work. Arizona has a variety of state-run scholarship programs. Private scholarship opportunities may also be available. If you are struggling to find the right setting, think outside the box. A nearby charter school has exactly the program your son or daughter needs. Your great local public school, complemented by activities at your place of worship, may provide the faith-based education you’re looking for. There may be a thriving home school co-op in your area that provides the instructional support you’re missing. A nearby magnet school could be perfect for your oldest, but a virtual school is a better fit for your second. Other parents have made it work, and you can, too. But most importantly, remember that you are the parent, and nobody knows or loves your kids like you do. You know, better than anyone else, what your children need. And with time and information, you can and will find the perfect setting. – Andrew R. Todd LeDuc hoping to leave mark on Monster Jam By Christina Fuoco-Karasinski Glendale Star managing editor

Monster Energy truck driver Todd LeDuc is hoping to celebrate more than his birthday in mid-January. The three-year Peoria resident is looking for a win at State Farm Stadium’s Monster Jam on Saturday, January 19. “It’ll be fun to have a victory in front of my family,” LeDuc said en-

thusiastically. The married father of 3-year-old and 5-year-old sons has been driving the Monster Energy truck around the world for three years. On the the 2018 European tour, he set world records for jumping over the most trucks in Germany and Amsterdam. “That was cool to do,” he said. “I have two young boys and I’m living the dream by traveling the world, too. It can’t get any better than that.” Family is important to LeDuc. His career was a logical choice, considering his father is Curt LeDuc, a legendary off-road racer. LeDuc won his first competition in 1984 at age 5 when he raced his plastic Big Wheel tricycle to victory in front of thousands of fans during an exhibition at one of his father’s off-road races in Canada. In 1998, Todd started racing downhill mountain bikes and eventually won three California state championships. As a pro, he won two more and a national pro men’s downhill championship. His motorsports career began in 2005 when he started co-driving with his father in his full-size class 8 truck in desert races. Again, the LeDucs prevailed, this time in the Best in the Desert racing series. Now he’s driving monster trucks and having tableside smack talk with his family. “We were all very competitive and pushing each other when we were growing up,” said LeDuc, whose family has been approached to do reality shows. “It’s carried over into sports I’ve done. I live for it. It’s a weird fix. It’s something that keeps me getting up in the morning and pushing myself out of my comfort zone. “My brother and I have so much competition between us. Like at Thanksgiving dinner, we’d needle each other and say, ‘I had 14 wins. You only had 12.’ Stuff like that. It’s so much fun looking back. It used to be so aggravating. It’s pushed us to the level we’re at in our careers.” LeDuc, whose nickname is Malo Sapo (the “mean toad”), said he is grateful for the level at which he competes. Touring the world has opened his mind to other cultures, and the importance of tolerance and appreciation. “The whole world is a pretty cool place,” he adds. “To see the different

architecture and different cultures – like going to China for the first time – was amazing. “I’m excited to see if we’re going to make some new stops this year and add stamps to my passport.” He’s just as happy in the Valley, where he enjoys the close proximity to California, Las Vegas and Flagstaff. “I love exploring this area,” LeDuc explained. “That’s one of the most fun parts about moving to a new city. I love maybe going to Out of Africa and up to Sedona, and taking my RZR out and going up to Crown King. It’s especially fun having kids. My 5-year-old is going to school. We practice his letters and words every day. It’s so much fun. Passing on knowledge to your kids is really cool.” LeDuc wants more than his children to look up to him. He wants to be a legend like Tom Meents of Maximum Destruction. “When people talk about monster trucks, I want them to talk about me,” he said. “I want to keep traveling the world and keep winning more championships and doing what I can for the fans of Monster Jam. It was important that I had the time to do that after hours.” One person he met during his run with shopping centers is Gaynel Hodge, co-author of the platinum 1950s hit “Earth Angel.” He also co-founded The Platters, The Turks and The Hollywood Flames. “We had a band for a while in the ’70s, so we became friends,” Iger said. “When I wrote this song (‘Doowop Days’) not too long ago, he was the one I wanted to sing it. It’s a doowop song. He’s definitely a doowop kind of guy. So, he played piano and sang on it. “I invited him to come out and do the show with us on January 19, but it’s difficult because he lives in Holland, around Amsterdam. I couldn’t afford to get a plane ticket and he couldn’t afford it himself. It’s too long of a swim. But it’s a really fun song and I feel good listening to it.” One person who will be joining the panel is local producer Steve Parrish, who produced many of Iger’s demos. During the opening panel, from 10 to 11:30 a.m., he will play music, then from 3:30 to 4:30 p.m. he’ll perform toward the end of the induction ceremony. “The gathering is going to be really fun, but helpful as well,” Iger said.

Litchfield Park couple rallies for a family-safe internet By Christina Fuoco-Karasinski Glendale Star managing editor

Thirty-four percent of internet users have been exposed to unwanted porn via ads and popups, according to Fight the New Drug, a national nonprofit that battles the proliferation of pornography. Tiffany Fehr of Litchfield Park sees that as a problem in its own right, but what about purposeful viewing? She and her husband, Brendan, want to make sure families are not exposed to this pornographic material on the internet or via text – and their mission stems from Brendan’s conquered addiction. Three years ago, he overcame his obsession through support groups and his faith. “It had gotten to the point where I was ready to divorce him,” Tiffany said. “To be perfectly honest, God allowed me the grace to support him through it. I realized we had to fight the addiction together, instead of fighting with each other over the addiction.” The couple’s relationship is stronger than ever, and they have banded together to make sure families are not

exposed to pornographic material with their nonprofit, Imperfectly Flawless. The organization is hosting a fundraiser in Glendale on Saturday, January 19. The nonprofit works to protect children online by providing home and device analysis with internet filtering solutions, and by teaching classes regarding internet safety, social media and the dangers of pornography. The Fehrs offer their services for free, either as faith- or secular-based programs. “We go wherever people invite us to teach, like churches,” said Tiffany, whose family belongs to Turning Leaf Church of the Nazarene in Glendale. “We’re mobile. We’ll go wherever we’re booked.” “It doesn’t have to be a God thing or a faith thing. There’s no religious expectation or tone.” Tiffany and Brendan’s story is common. Brendan, who was introduced to porn through his father’s magazines at age 6, thought perusing it was common. She deemed it problematic. “He didn’t think it as a huge problem

until I had a huge problem with it,” she said. “He had to deal with his past first. Every addiction has an underlying cause. It’s not always about what you’re addicted to. He had a lot of issues with his dad to work through and heal from.” Tiffany said her 2-year-old Litchfield Park-based organization was created at the right time, just as unsolicited nude photos became a problem online and via text. “Our first focus is with families,” said Tiffany, who is a nurse. Brendan is her office’s manager. “We work with educating and equipping families – grandparents, parents, kids – on the dangers of internet safety, social media and online bullying. “Right now, the average age of exposure to pornography is 11, which is scary. We also work with those who are addicted to it. My husband and I have been down this road. We help others restore their marriages.” She wants to help parents protect their kids. “Every kid, 10 and older, has a smartphone,” she said. “Parents don’t realize what they’re handing to their kids. Kids are good, but if they go looking for something, they could accidentally stumble upon it. They need safeguards.” The organization provides one-onone mentoring, home and device analyses using an accountability software program called Covenant Eyes, and classes. “We come into your home and help figure out how to protect the internet in

your devices,” she said. “We offer reduced prices or waive the fee if finances are an issue.” Covenant Eyes is $15.99 for families, per month. Imperfectly Flawless offers the program at a $3 discount. With scholarships, it is $5 per month or free, if necessary, she said. Tiffany said the world is consumed with this material. Her teenage daughter’s classmates have asked her to send nude pictures. Because the family is open about their beliefs, it was easy for her to go to her parents. The Fehrs have three children. “The world is consumed with this,” she said. “We have a 14-year-old daughter who’s a freshman this year. She’s been requested to send pictures and things like that. She’s blocked people who have said to send pictures. We’re open in our household and our kids feel comfortable. “Even for singles, sending photos is a second date to them. I can’t wrap my head around it. My husband and I don’t want anybody else to go through what we went through.” To share its mission and to raise funds for scholarships, Imperfectly Flawless is hosting a family-focused fundraising event from 9 a.m. to noon Saturday, January 19, at Dave and Buster’s at Westgate Entertainment District, 9460 W. Cardinals name Kliff Kingsbury new head coach By Darrell Jackson Glendale Star staff writer

After admitting to missing the mark with Steve Wilks, the Arizona Cardinals announced January 8 they hired former Texas Tech coach Kliff Kingsbury to turn around the team. Kingsbury is the team’s 11th head coach since the Arizona Cardinals moved to the Grand Canyon State. “Kliff Kingsbury here,” he said in a video on Twitter immediately following the announcement. “Cardinals fans, I can’t tell you how excited I am to be your head coach. Looking forward to taking the field at State Farm Stadium in front of the Red Sea. It’s time to rise up.” He interviewed for the job with General Manager Steve Keim and team President Michael Bidwill January 8 and agreed to a four-year contract with an option for a fifth year. Kingsbury agreed to a contract December 5 to become the University of Southern California’s offensive coordinator after being fired as head coach of Texas Tech. He was forced to resign to interview for any National Football League job. During his introductory press conference January 9, Kingsbury said he was a Cardinals fan. “Even though I grew up in Texas, I actually became a Cardinals fan in high school when they drafted Jake Plummer,” Kingsbury said. “Then, that rolled right into Kurt Warner. What an incredible story he was, the type of man he was, what he gave back to the community and what he’s still giving. And then came Carson Palmer … and the run he had here was fantastic and followed that closely.” Kingsbury identified with the team due to being raised by a military father.

“Pat Tillman. What a legendary name,” he said. “My father was a former Marine and Purple Heart recipient. We’ve always had a great appreciation of the military in our family and to learn the legend of Pat Tillman, to hear that story is always inspiring to my life.” Kingsbury takes over a team that finished last in the Western Division at 3-13-0 but with a young quarterback, Josh Rosen, as the offense’s centerpiece. “I take a lot of pride in that position,” Kingsbury said. “I try to see from their eyes. I want to customize the offense to what they do best and make sure they understand me as a play caller and I think that’s worked to our benefit so far. “Josh Rosen is incredibly talented and one of the most talented throwers you’ll see. He’s a young player obviously who I’m excited to work with and develop. It’s hard to find a guy who throws it better.” As he builds his coaching staff, he pointed to finding coordinators with NFL experience. “I will be calling the plays,” Kingsbury said. “I think it’s important to have that relationship with the quarterback. That’s what I’ve always done, and I take a lot of pride in that.

“I think the offensive coordinator will be somebody who can come in and mesh some of my ideas with may-

be some traditional things that they’ve done in the NFL, be a great leader of men, be able to handle the room, help me install different things.” Keim said he wants Kingsbury’s assistants to have NFL experience. “I don’t think there’s any doubt that a veteran defensive coordinator would be ideal in this situation,” Keim said. “Just based on our personnel, I think a 3-4 fit is what we’re looking at. Bidwill pointed to Kingsbury’s offensive success while coaching Texas Tech. “We wanted to hire a great offensive mind,” Bidwill said. “We wanted to hire someone with head coaching experience, and weren’t particularly concerned if it was at the college or NFL level.”

Threadgill resigns as Apollo football coach By Darrell Jackson

After 13 seasons as the Apollo Hawks football team head coach, Zack Threadgill announced he is stepping down from the position. “I have been doing this for 13 years as head coach and 15 overall and I don’t think there is one thing to trace down this decision,” Threadgill said during a phone interview. “My life has changed a lot since starting, including getting married and I now have twin 5-year-old girls. I want to step back and take a break.” During his 13 seasons in charge, Threadgill finished 82-57 (.589) and 3-7 in the playoffs with on region championship (2010) and five region runner-ups (2009, 2011, 2012, 2015 and 2017). “I go through the same evaluation every year and I always wanted to make sure I was 100 percent committed each year because of the time standpoint,” Threadgill said. “As a head coach, you need to be 100 percent, especially if you expect the kids to give you the same. I just felt

like now was the time to step back and be with my family.” Threadgill said the decision was made solely for his family, and he will remain as a teacher at Apollo as long as possible. “This is just a personal decision, nothing more,” Threadgill said. “I made the decision over the Christmas break and I told the kids recently. The talk went great. I have a wonderful relationship with these kids and, while it wasn’t easy to tell them, I think they understood my decision very well. I love these kids and will miss the interaction with them.” Threadgill said he and his coaching staff have strived to develop a program the community could be proud of. He said he uses athletics as a way to build the athletes into strong young men. “No matter what happened on the field, our goal was when we walked off the field our heads were held high and we were proud of our effort,” Threadgill said. “He said he based his program on six rules the kids always lived up to:

Lee Perreira is living his musical dream at home By Christina Fuoco-Karasinski Glendale Star managing editor

Lee Perreira says he’s “just a worker.” Perreira puts his head down and goes to work, playing restaurants, bars and clubs around town, sharing his classic blues riffs and soulfully textured vocal styles. But Perreira isn’t as simple as that. The Phoenix musician, who recently released the album What’s that Gotta Do with My Dreams?, has opened for and performed with Buddy Guy. He opened for James Bay, and shared the night with acts like Foo Fighters, Gary Clark Jr., Train, The Fray, INXS and Journey. Perreira’s album is on rotation at more than 100 U.S. radio stations. “I’m really happy with what I’ve done,” said Perreira, who attended Apollo High School in Glendale. “I’ve been working my butt off, too, to get even further. Buddy Guy was the coolest moment so far. I received a standing ovation and I got to play with him during his set.” Perreira added he kept his cool with Guy, saying he doesn’t get nervous. He

compares it to running a marathon this time last year. “I thought, ‘Holy crap. Those feet right there ran 26 miles,’” Perreira said. “Stuff always hits me later.” Music is a longtime passion for Perreira. He began playing guitar at age 12 as a preteen in Long Beach, California, and he found his voice at 17 as a “Nirvana/Pearl Jam kid” when he moved to the Valley. A regularly performing musician, he averages over 300 events per year nationally. Perreira, 36, appreciates fans who say they enjoy his blend of genres, but, he added, people either love it or hate it. “I was in my 20s playing for A&R guys and they said, ‘We don’t know what genre you are. We don’t know what to do with you.’ “I just embrace it. I think, over the years, I’ve been blessed enough to have a journey that has led me to be a singer-songwriter and a full-band rock ‘n’ roll frontman. I enjoy expressing both sides of it. Sara Robinson has never felt more at home, whether it’s with her bluesyrock sound or her band members. “This is the most excited I’ve ever been throughout my musical journey,” Robinson said. “This is everything I’ve ever wanted in terms of band members and music. I have the perfect group right now.” All of this is packaged into the act’s second album, the appropriately monikered Only Home. “It feels like this band and this music we’re creating is my home,” said the Glendale native. “The guys can relate to that as well. Wherever you go in life, whatever happens, music is our safe zone. You’re at home.” She and her band – guitarist Yod Paul, drummer Stan Bosch and bassist PC Cardone – will celebrate the release at Last Exit Live on Saturday, January 19. “We’re not going to have any other artists on the bill,” she said. “It’s going to be a night of Sara Robinson Band. At the door, we’re going to hand out pamphlets – almost like playbills – with what you’re going to expect.” Fans can expect to hear her first album in its entirety, an intermission, five acoustic songs, an intermission and all of Only Home. “We’re going to do everything Sara Robinson Band is and ever was,” she said with a laugh. “It’s going to be neat and different.” Robinson was born and raised in Glendale while her band members are from Tempe. She attended Ironwood High School briefly before she persuaded her parents to home school her so she could pursue music. “I would go to open mic nights on Tuesdays and Thursdays to learn the craft and be up until about 3 or 4 in the morning,” she recalls. “It became too hard to go to normal school. My parents said they loved me and supported me, and they’ve been there ever since.” She honed those skills at the Satisfied Frog, Harold’s and “all the little cute places in Cave Creek.” “I put my feelers out there and learned how to play to a crowd, and learned what a 12-bar blues turnaround even meant,” she added. “That was when I was 15 to maybe 16 or 17. For Only Home, Robinson recorded the drums and bass at Stem Recording Studio with Curtis Grippe. Bosch handled the rest of it. “He had this secret talent of being an amazing producer,” Robinson said of Bosch. “He said, ‘Let me try and record some of these.’ It sounded like another awesome record that had been professionally done. This was his first take on recording a full album. It was incredible.” Ask Robinson what she would like to accomplish and she’s stumped. A year ago, she would have said an album like Only Home. “I grew up on all these different influences and journeys throughout my music,” she said. “I was looking for my home and what fits perfectly, in terms of my sound, the songs I write, and the people I’m around. The Glendale Art Council’s 56th annual Juried Fine Arts Competition preview party fundraiser January 4 in the Fruit Packing Shed at Sahuaro Ranch gave the public an opportunity to donate to the arts community and purchase a unique piece of art for their home. It also was a chance for artists to display their work and learn if their efforts were enough to gain recognition. Nancy Baldrica, an educator and professional artist for 35 years, was this year’s judge. Baldrica earned a Bachelor of Arts degree from Southeastern Oklahoma State University and a Master of Arts degree from Adams State College in Colorado. She established her home in Colorado Springs in 1971 and a home in Avondale in 2011.

Baldrica’s expertise comes from being an educator and professional artist for the past 35 years. She has earned memberships in a number of watercolor societies. She was co-founder and past president of the Pikes Peak Watercolor Society in Colorado Springs. Baldrica is represented by Xanadu Gallery in Scottsdale. All entries in the Glendale exhibit were professionally judged on quality, presentation and creativity of the work. Awards will be presented at a reception for all juried artists from 3 to 4 p.m. Sunday, January 27, at the Fruit Packing Shed. Artists may bring one guest. EJ’s auctioning off The Town Dump’s eclectic items By Sue Kern-Fleischer Glendale Star contributing writer

The Town Dump, an iconic landmark in Cave Creek, closed its doors on December 31 after 42 years in business. Owner Madelyn Hines said her business was “great fun,” but her age and physical limitations prompted her to accept an offer on the buildings and property in November. The remaining items in the “wild and crazy store” will be auctioned at EJ’s Auction & Appraisal in Glendale starting on Saturday, January 19. Because of the large quantity of collectibles, a second auction is January 26. “Locals and tourists alike loved to wander through The Town Dump to discover unique collectibles, kitschy souvenirs, colorful pottery, sculpture, furniture, jewelry, clothing, antiques and other quirky finds,” said Erik Hoyer, owner of EJ’s Auction & Appraisal. Hoyer, who lives in the Cave Creek area with his wife, Naomi, said a free preview was held at the Glendale auction house from 9 a.m. to 5 p.m. January 16 and continues through Friday, January 18. Looking back over four decades

Hines and her late husband, Jim, moved to Cave Creek in the late 1960s, when Phoenix was considered a far trip

from the small town. In 1973, they built and later sold the motel, now known as the Tumbleweed Motel. They also built the now-vacant building on the southwest corner of Cave Creek and School House roads and opened The Town Dump there in 1976. “We first started selling furniture and

bedding from a Holiday Inn in California, and then we expanded to sell lumber, copper and other items,” Hines said. “We were only in that location for about six to eight months until we moved to our current location.” While The Town Dump has enjoyed incredible success over the past four decades, things weren’t always rosy. “When we first opened, it was to the dismay of a few local residents,” Hines said. “Early on, some people started circulating a petition because they didn’t like the store name.” As Cave Creek and its surrounding communities evolved, so did the store. Hines and her husband went on buying trips overseas and they started a second business, TDI Dolls, which Hines still operates today out of a large warehouse in Carefree. TDI Dolls sells porcelain doll pieces to the craft industry. But it was The Town Dump that took the time. It was open 10 a.m. to 6 p.m. seven days a week, closed Thanksgiving and Christmas Day. Hairdresser says goodbye after 42 years By Carolyn Dryer Glendale Star editor

Karen White Hess has clients who have been patronizing her since she was learning her craft in beauty school. A hairdresser for 42 years, Hess will say goodbye to Michelle’s Beautique, where she has worked for six years and through its move from 51st to 59th avenues, both locations on Peoria Avenue. But Hess started out near home. “I’m a Glendale girl – born and raised,” Hess said, “The first shop I started in was in downtown Glendale.” Her father, the late J. L. White, was with Glendale Police Department for 32 years, after which he served as a justice of the peace for 10 years. She took a trip to Mexico, traveled from village to village and was inspired to vacate the tenants from the storage units behind The Town Dump. She slapped colors over the building and created what she described as a Mexican village, stocked with lots of new and different aluminum items – a big elk, a big steer. It revitalized the business. Now that she is stepping away from The Town Dump, Hines has no regrets. “I always treated this business as a business, never fell in love with the stuff we sold,” Hines said. She credits the town Cave Creek for allowing her to go out on a high note.

Still cluckin’: Hickman’s celebrates 75 years By Claire Natale and Carolyn Dryer Glendale Star staff

Local mainstay Hickman’s Family Farms is celebrating its 75th anniversary. With humble beginnings as a small homestead business, Hickman’s has expanded to become one of the Valley’s most prominent companies. Nell Hickman and her husband, Guy, moved to Phoenix in 1944. Aiming to be resourceful, the young bride acquired a few backyard chickens. Nell grew up in Kansas where that was a common practice – an easy way to have fresh eggs for the family and for housewives to earn a little extra money. At that time, keeping chickens was not widespread in Glendale, and Nell’s neighbors took notice. Locals loved the fresh eggs, so she continued to add to her flock so she could supply eggs to them. As a way to better manage the growing number of chickens, Guy built a coop, which was an early innovation. The hens thrived in the coop and their individual cages. By 1957, the small flock grew to 500. In the spring 1957, Nell’s daughter-inlaw, Gertie, also a resourceful woman

left his job at the service station to join the women in business. Over the next 10 years, from 1959 to 1969, Hickman’s Egg Ranch grew to 80,000 laying hens on 10 acres at 67th and Missouri avenues. With a little foresight and luck, Bill and Gertie Hickman purchased 40 acres of land on 91st and Orangewood avenues in 1968. The family built a home there in 1970, then began building seven hen houses to expand. Eventually, the hens were relocated from the 67th Avenue farm. By 1975, Hickman’s Family Farms had grown to 125,000 laying hens. Today, Hickman’s Family Farms has locations in Arlington, Tonopah, Maricopa, Grand Junction, Colorado, Hudson, Colorado, and Wasco, Calfornia, and 13 million hens. Hickman’s Family Farms is the second-largest egg producer west of the Rockies. There are several keys to the company’s success and growth. Hickman’s has always prioritized efficiency, sustainability, cutting edge technology, and minimizing and utilizing waste. Early on, the company built a feed mill and processing plant, allowing it to keep these necessities in-house. Automation and computer monitoring systems were built into the barns in the early 2000s, improving the feeding, watering and climate control for the hens. The company has also taken steps to recycle waste streams. Broken eggs are collected, eggshells are harvested for the limestone, and the eggs are turned into protein powder that is used in a variety of ways. Manure is also collected and turned into fertilizer that is used to treat golf courses and even organic lettuces.

Hickman’s explained that no human hand touches an egg until it reaches a customer’s kitchen. Robots have been implemented to transport, pack and move the fragile eggs and cartons. Additionally, the company has adapted feeding and housing practices for the hens. In 2016, the company expanded its cage-free barns. Those barns afford the hens freedom to roam inside their climate-controlled barn, under the supervision of Hickman’s staff, nutritionist and on-staff veterinarian. In 2018, Hickman’s expanded into grass-fed eggs, which produce an egg at least three times richer in Omega 3 fatty acids than average due to the hens’ diet high in grasses and flax. Hickman’s most recent advancement has come in the form of a new egg carton composed of 100 percent post-consumer recycled PET plastic. Hickman’s Family Farms is the first egg-producing company to offer a completely recycled plastic carton. Three average-sized soda bottles are used to make a 12-count egg container, and five plastic bottles are used to make an 18-count container, saving millions of water and soda bottles from landfills each year and preserving other natural resources that go into making traditional foam or pulp cartons. In 2017, the company dusted off its tail feathers and launched new taglines, cartons and graphics on its trucks. The new look and eye-catching slogans are another example of how Hickman’s Family Farms has continued to evolve and stay fresh. “It was a great experience, growing up on the farm with my brothers and sisters,” Clint Hickman said. “Although we had a job on the other side of the backyard fence, we still had time to play. It was an experience today’s kids don’t get much of anymore.” Clint said between he and his three brothers, they grew up on two farms – first at 67th and Missouri avenues, then 91st and Orangewood avenues. “My older brother went through the Glendale elementary school system, but when we moved to 91st and Orangewood, all of us eventually went to Peoria High School,” Clint said. Gertie served on the Peoria Unified School District Governing Board in the late 1980s and early 1990s. Clint said that was “due to her experience of being a chaperone on out-ofschool field trips. She was a grandmother by then and all of us got the benefit of that.” Four sons came up through the business. “My oldest brother, Matt, went to University of Arizona, got married and became a biochemist,” Clint said. “He sold his portion of the business to my brothers and went off to work for a couple different companies.”

Billy is vice president in charge of operations; Glenn is president and general manager, and Clint is vice president of sales and marketing. Sharman is in charge of public relations. “All of us know we can each do our jobs better than the other person,” Clint said. “We all help each other out. The company has gotten so big all of us don’t step on each others’ toes anymore. It’s a good team.”

“Chickens lay an egg every 26 hours, pretty much one a day,” Clint said. “There are anywhere from eight to10 million laying at any one time – between our farms in California, Arizona and Colorado.” At all the farms, between inmates and civilians, Hickman’s has more than 500 employees. How about the inmate program? “Our partnership with Arizona Correctional Industries, we’re over 23 years now, and it has been a very good partnership, teaching skills and getting inmates back into the workforce,” Clint said. “It’s a very strong partnership. Director Charles Ryan, he’s been through a couple different governors.” Looking back at what has transpired since 1944, Clint said, “We’re extremely proud that as a family business, we made it to this anniversary. Myrtle Avenue, in Glendale, due to what they believed were unsafe conditions. The police department found four persons living in the existing home. An initial investigation of the structure by the Building Safety Division found that there were several conditions in and on the home, that were deemed to be imminently unsafe. Conditions at the property include, but are not limited to: Electrical circuits and equipment have been installed improperly. In some cases, the conductors show signs of significant deterioration. While it appears that there is water service at the home, the bathing fixture is not properly connected with water faucet and controls. The kitchen sink is not properly connected. There was no electrical service to the home. Windows and exits doors were blocked. New wood framing has been installed for the roof on the Westside of the structure without approved plans and inspections. New plumbing piping for water, waste and vent has been installed without approved plans and inspections. The existing structure is not approved for habitability because it lacks the necessary provisions to allow occupancy. No electricity, no smoke detectors, inadequate plumbing, no working light fixtures. The use of space heaters without proper venting is a life safety hazard. Holes and openings in the existing roof; termite damage in the roof deck. Please note that this is not a complete list as access to portions of the interior and exterior of the buildings were not possible at the time of this investigation. A complete evaluation of the structure will be required to identify all remaining deficiencies prior to submitting construction documents for review. These conditions are considered imminently unsafe, per International Building Code (IBC) sections 116.3.1, 5, 6, 9, 12, 13, 15, 16, 17, 19 and 20. These conditions are a nuisance and must be immediately abated, either by repair or demolition, as required by IBC section 116.5.2.2. Due to the hazards, as well as the lack of action taken by the property owner to abate the hazards, the City has scheduled a public hearing for February 6, 2019 at 9:30 A.M. in room B3 at 5850 W. Glendale Avenue, Glendale Arizona 85301. The room is located on the basement level of the Glendale City Hall Building below the council chambers. Free parking is located in the adjacent parking garage. Definitions. “Hands-free use” means the use of a mobile communication device without the use of either hand. “Mobile communication device” means a wireless communication device that is designed to engage in calls; and/or receive and transmit text, images, and/ or data. “Operating a motor vehicle” means being in actual physical control of a motor vehicle on a highway or street and includes being temporarily stopped because of traffic, a traffic light or stop sign or otherwise, but excludes operating a motor vehicle when the vehicle has pulled over to the side of the road or off a roadway and has stopped at a location in which the vehicle can safely remain stationary. No person shall, except as otherwise provided in this section, use a mobile communication device while operating a motor vehicle upon a street or highway, unless that device is specifically designed or configured to allow hands-free use and is used in that manner while operating a motor vehicle. A law enforcement officer may stop a motor vehicle or motor driven cycle if the officer has reasonable suspicion to believe a violation of this Section is occurring.

Law enforcement and public safety personnel, and persons operating authorized emergency vehicles, using a mobile communication device for the purpose of communicating regarding official public safety duties. It is an affirmative defense to a prosecution under this section that the driver was not operating the vehicle in a careless manner and was: A driver using a two-way radio or a Private Land Mobile Radio System, within the meaning of Title 47 Code of Federal Regulations Part 90 while in the performance and scope of their work-related duties and who are operating fleet vehicles or who possess a commercial vehicle license and are operating a commercial vehicle; or A driver holding a valid amateur radio operator license issued by the Federal Communications Commission andusing a half-duplex two-way radio; Penalty. A person who violates Subsection B commits a civil violation and is subject to a civil penalty of up to two hundred fifty dollars plus any other penalty assessments authorized by law, all in accordance with the provisions of Glendale Municipal Code Chapter 13, Article I. R19-05 A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, SUPPORTING AND APPROVING WOOLF LOGISTICS CENTER, WESTERN TRANS LLC APPLICATION FOR GENERAL PURPOSE FOREIGN TRADE ZONE STATUS; AUTHORIZING STAFF TO TAKE ANY FUTURE ACTION NECESSARY INCLUDING EXECUTION OF APPLICABLE DOCUMENTS IN RELATION TO THIS FOREIGN TRADE ZONE MAGNET SITE WITHIN THE GREATER MARICOPA FOREIGN TRADE ZONE. WHEREAS, A.R.S.§ 42-12006 allows for all real and personal property within an approved and activated foreign trade zone (“FTZ”) or foreign trade subzone to be reclassified and taxed 5% of their full cash value; and WHEREAS, the designation of a +- 542-acre FTZ Magnet Site offers a valuable community economic development tool in the city; and WHEREAS, if included as a zone site in the Greater Maricopa Foreign Trade Zone (“GMFTZ”), the Woolf Logistics Center site would be the only foreign trade zone site in Glendale offering rail accessibility to companies that require it; and WHEREAS, inclusion of the Woolf Logistics Center in the GMFTZ benefits the community by making it more competitive with other sites in other Valley cities and in other states, increasing its possibility of creating more jobs in Glendale; and WHEREAS, the inclusion of the Woolf Logistics Center Site in the GMFTZ is compatible with the City's economic development goals of expanding the city's employment base by providing development tools to support the attraction of new businesses in the manufacturing and industrial area that might not otherwise locate within the City; and WHEREAS, this economic development tool is understood by corporations and works to promote investment and development in the City within the stablished boundaries. BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE as follows: SECTION 1.
