Driver sentenced T

he driver of a ute who pleaded guilty to careless driving causing death following a collision on Whitford Road on May 8 last year has been sentenced. Tradesman Carl Brown admitted the charge and three counts of careless driving causing injury at an earlier hearing. He was sentenced in the Manukau District Court last week to six weeks’ community detention, 200 hours’ community service, been banned from driving for 18 months and must pay $12,000 to his victims at $40 a week. Brown’s ute ploughed into an eight-seater rental van driving along Whitford Rd toward Howick carrying a Dutch family – couple Jeroen and Rivka Hon-

dema, their three sons aged 2 to 5 and the youngters’ grandmother Margaret de Vries. A media report said Mrs de Vries was critically hurt with significant abdominal injuries, Mrs Hondema broke an ankle and wrist and the boys each broke their collarbones while

the youngest also suffered a shattered a elbow. Mrs de Vries, who did regain consciousness, was watched by family for 104 days but did not survive after treatment was stopped. Media quoted Brown from the police summary of facts: “I braked, slid straight into the back

of that car. Slid like I was on ice. Bounced off that car and into the oncoming traffic.” A Times story at the time said the crash occurred around 12.30pm in wet conditions. The crash closed the road for several hours. Former Times employee Terry Marston said a year ago that he was travelling behind the family’s vehicle when the smash happened. “The driver of the ute said he didn’t see a white Honda indicating so he clipped the Honda, pulled the wheel to the right and swerved head on into that unfortunate family. “Three seconds up the road and it would’ve been me.”

Rising house prices delaying AMETI By Marianne Kelly

ncreased house prices are putting pressure on budgets set aside to buy properties required for the south-east’s major transport project. In a report to the Howick Local Board, Auckland Transport (AT) says progress on the AMETI (Auckland Manukau Eastern Transport Initiative) is slower than anticipated because of internal project resource constraints. Subsequently there is a delay in property acquisition. In response to Times questions, an AT spokesman says AT has a limited budget for capital projects that require property purchases, including AMETI. “The increase in house prices is

putting further pressure on these limited budgets, which means there is potential for delays in purchasing properties required and increasing the cost of the project.” However, in its recently adopted annual plan for 2016/2017 Auckland Council has approved $50 million in additional funding over the next two years for property acquisitions. “This will be prioritised over various capital projects,” the spokesman says. “We would expect some to be allocated to AMETI to progress purchases of the remaining properties required for the Panmure to Pakuranga stage and other AMETI projects.” Meanwhile work will begin

soon on the design and consenting for the Reeves Road flyover and the Pakuranga to Botany busway. It follows a review of the timing of future AMETI projects by

AT, the New Zealand Transport Agency and Auckland Council which included more accurately modelling the traffic impact and bus travel times on the main roads in the area.

AT recently lodged an application for consents for the Panmure to Pakuranga busway, Panmure roundabout replacement, walking and cycling paths. The review showed that the full busway between Panmure, Pakuranga and Botany, as well as the Reeves Road flyover, needed to be open by 2025 to minimise future increases in congestion. Current long-term plan funding from Auckland Council would only allow for the full network by 2029. It also concluded that improvements may be needed on Pakuranga Road between Pakuranga and Highland Park to further improve bus journey times between Panmure and Howick.

Nathan-Welch makes world junior champs squad By Wayne Martin Getting his kicks from taekwondo for the past eight years is paying off for Jordan Nathan-Welch. The Howick College pupil has been selected to represent his country at the 2016 World Taekwondo Junior Championship in Canada in November. Jordan, 16, holds a black belt in the Korean martial art. He trains at Auckland Taekwondo in Pakuranga alongside his father Brice and sister Ariana,

who are also black belts. The club is run by Jordan’s father along with Steve Glover and Gary Te Young. Jordan normally trains four days a week but has stepped up to six sessions weekly with just one day off to recover from any injuries. He’s paying attention to getting mentally ready, as well as physically. It was a conversation with his mentor, Master Dafydd Sanders, which sparked his decision to trial for the New Zealand team. Jordan was selected following the New Zealand Open in March.

He’s receiving extra mentoring and ‘mindset’ coaching from highly-accomplished New Zealand taekwondo expert and ITF World Champion Carl van Roon. “I enjoy the sport because it’s fun and also because it makes me see everyday life in a different perspective,” Jordan says. “It’s opened up plenty of pathways for me, including making plenty of new friends and rivals. It is an amazing sport that people should try.” The tournament in Canada

will be the second time Jordan has represented New Zealand in taekwondo. Both he and Ariana made it into the Oceania team in 2014. Jordan’s dad is as enthusiastic about the martial art as his children. “I feel like I’ve been doing taekwondo a lot longer than I have but it’s my passion, just ask my wife who considers herself a ‘taekwondo widow’,” Brice says. Jordan’s club is fundraising to help him attend the competition in Canada, which will cost about $5000.

“Unfortunately, in our sport there’s very little in the way of government funding,” Brice says. “We have to rely on mum, dad, and family friends to be able to afford to compete regularly in national and international competitions. “So finding a kind and caring sponsor out there would be a blessing for us.” People who can help sponsor Jordan to get to Canada for this year’s World Junior Championship can email brice@aucklandtkd.org.nz or phone 021-026 50122.

assengers are being regularly turned away Half Moon Bay ferry sailings because the ferry is full, according to the Half Moon Bay Residents and Ratepayers Association. The association also claims the current passenger ferry services are “inadequate” and “not keeping pace with demand”. It also says ferries are depart-

ing before feeder buses or park and ride transfer buses arrive. These are among the many issues on the agenda at the association’s meeting at the Bucklands Beach Yacht Club on Tuesday, May 31. “The Half Moon Bay Residents and Ratepayers Assn, invites all local residents and ratepayers and interested

friends to a meeting at the yacht club with the local board – councillors and Auckland Transport officials to hear from them the latest update and developments at Half Moon Bay and to discuss key issues affecting the Half Moon Bay community,” says Keith Ingram, the association’s chairman. Other topics up for discussion

include an update on how the council proposes to alleviate the shortage of parking problems at Half Moon Bay. “The new proposals we have seen removes a further 50 car parks currently available to commuters,” Mr Ingram says. Residents concerns regarding traffic, parking and congestion on local roads will also be

addressed, as will “increasing heavy traffic both by day and the wee silent hours, disturbing residents”. The long-standing issue of boat trailer parking is also on the agenda as is security of the Half Moon Bay parking area where there are reported to be an increased number of breakins to cars.

Secret agents attack nasty virus It is that time of the year when schools become a breeding ground for influenza By Farida Master Dressed as men in black were secret agents that descended on Owairoa School. They were there to fight an international battle against bugs. Getting children to be more aware of how infectious flu particles spread around is happening via the Sneezesafe programme in schools. This year, Owairoa School was the model school for two agents to secretly walk up to room 13 and help six-year-olds trap the bugs before they got out of hand.

Trap it, bin it and wash it were the three important tips that the children shared with the agents. Making it a fun lesson on flu hygiene was sparkly-green glitter that doubled up as make-believe flu virus particles on unwashed hands. Year 2 classroom teacher Ariana Oliver blew bubbles in the air modelling flu droplets. Mist launched from the teacher’s spray bottle represented an untrapped sneeze. Ms Oliver said that at school everyone is on the front line with colds and flu. “It is this

t’s payback time for the Howick Local Board and the Howick ward community, according to Auckland Mayor Len Brown who joined the Minister of Transport Simon Bridges at the site of the new Half Moon Bay ferry pier on Wednesday. “This is for you,” Mr Brown said, acknowledging the strong leadership role the local board had taken to get the project underway. “We, the old Manukau City Council, got halfway there but it never panned out,” he said. “Now this is a start. It’s not the whole deal, but it’s the way to get it started. The local board’s attitude, he said, was ‘whatever it takes to get it done’ and it had used its discretionary transport capital fund to back up the community’s call for a new facility. The board chairman David

Collings said they got 10 per cent of Auckland Council’s discretionary funding to address transport capital issues. “We have put $2.5 million from our fund into this project. “This is a motorway on the water and we hope this development will give us the opportunity to get people off Pakuranga Road and onto alternatives.” Mr Bridges said the project was a significant investment and a sign of the times of what was to come – collaboration between central and local government down to the smallest (the local board) which was also the nimblest on the ground. “I and Mayor Brown came to the view that we should clear everything away from politics. We set up the ATAP [Auckland Transport Alignment Project] which is already saying to us that we need to do more things like this and not

‘Let’s get Super City on the move’ Transport, infrastructure projects urgent says Crone By Marianne Kelly

ictoria Crone is a woman in a hurry. Efforts to resolve the Super City’s transport congestion are not moving fast enough, especially in the south-east, she says after Howick Local Board chairman David Collings has given the aspiring Auckland mayor a whirlwind tour of the Howick Ward. It’s her first close look at the south-east and, she says: “My biggest observation is that the area is developing rapidly with new schools, a hospital and housing developments”. “But the transport solutions are not forward enough. There is the promise of AMETI (Auckland Manukau Eastern Transport Initiative) but there are few road choices. Ti Rakau Drive and Pakuranga Roads are congested. The AMETI bus link will help and also the Reeves Road flyover. The Government has said it wants to bring the project forward but we need to have a good look at it. “I’ve heard about back tracking and discussions around the flyover. But there’s not enough clarity on that for the community.” She says she perceives an extremely strong community feel in the Howick Ward, “you like getting on and doing it. But it feels like you have been left

However she is opposed to a congestion tax to fund transport initiatives. “The tax involves a small number of people paying perhaps $2000-$3000 a year which is a lot of money, especially for the people in Howick and Botany who do not have viable alternative networks. It’s rough to tax them when they have no alternatives.” “Modelling has shown that $50 million could be raised by a congestion tax, but that’s not enough. It’s just not a fair tax and we would not be getting enough for it.” Given the increase in rates

since the former councils were amalgamated into the Super City, Ms Crone says there is no time to wait for transport and infrastructure projects. Population growth in the south-east, she says is phenomenal. “You are taking your share of the Auckland population growth so it’s only fair that the council steps up and has a good look at transport and roading. It’s all too slow.” She says she’s seen the big spends outlined in the 10-year plan and there is a lot of money in the system. “It’s about spending it wisely, prioritising. She says she’s been through the city’s Long-term Plan, annual reports and annual plans and looked for efficiencies, such as multiple levels of governance overhead. “Let’s prioritise,” she says. “For example we have the CCO (council-controlled organisation) ATEED (Auckland Tourism, Events and Economic Development) and a separate council innovation team when one of those could do the one job. “Each of the CCOs has their own financial and human resources teams. We could save $30-$$40 million by creating one support centre for six CCOs. These are areas most in the business world would look at.”

Community house spreads the word New manager tasked with informing the public they have two community houses at their disposal By Marianne Kelly

hile orbiting planets and distant stars provide fascinating night challenges for Jennie McCormick, she’s embarked on an equally challenging day job, raising the profile of the myriad of activities offered at two local community houses. Ms McCormick has taken over the management of the Highland Park Community House in Aviemore Drive. Also coming under her wing is the Anchorage Park Community House in Swan Crescent, Pakuranga, which continues to be managed by Julie Verrall who has held the post for the past nine years. The challenge, Ms McCormick says, is to get the community to know what the Highland Park house does. “It’s a place to come to for classes, holistic groups and courses, also room hire,” she says. “I want people to get to know that we are here. I have lived in the area for years and didn’t know this was here. “It’s a busy wee house with comings and goings.” Ms McCormick moved to the community house last February from Te Tuhi in Pakuranga where she was classes manager for six years. “I was looking around and wanted a new challenge, something to get my teeth into and to make a difference,” she says. “It’s an exciting challenge and it’s about the community which I feel strongly about.” One of the major activities at the community house is the family planning group which, she says, is especially busy. “It’s neat seeing young people taking responsibility and getting the help they need.” Along with health, some of the other well supported courses include language, defensive driving and exercise. One of her new projects is a Well Women course which would provide information and give women the opportunity to learn more about the menopause stage of life and a place to discuss the issues. The ethnic diversity at the Highland Park house is wide, with course participants including people from the Asian, Iraq and Indian communities. School term time is extremely busy, but she wants to offer more holiday programmes for children. Defensive driving for the young and elderly is one of the courses subsidised by the community house which is funded by Auckland Council through the Howick Local Board. Until last July a management committee was responsible for both community houses. The council assessed the management in terms of its accountability and skills and decided it should take more responsibility, for example paying the staff and dealing with extra compliance issues.

Since July the committee has operated as the Highland Park and Anchorage Park Community Houses Board chaired by Christine Keeling. “The structure is the same, Ms Keeling says, “but the bar has been raised quite a bit with more responsibilities. “We negotiate our funding agreement and licence to occupy each June and can see our responsibilities increasing because of compliance issues, but also because of higher awareness of what we do. “We have to get out there

and make the facility visible, but there is a balance in keeping the courses interesting and appropriate, but not turning people down. “We have got finite space but we would like to increase our activities more.” The board has started to conduct regular surveys encouraging people to give it answers about what they like and what they need. “We are tasked to be aware of the community’s needs and it is our responsibility to make it happen,” Ms Keeling says.

Jennie McCormick is an amateur astronomer who has conducted astronomical research for several American universities since 2000 and operates an observatory at her home known as Farm Cove Observatory. She has been involved in the collaborative discovery of several distant planets, including a new solar system and for a number of years has monitored a famous binary Black hole system for the British Astronomical Association. A new name has been submitted to the Minor Planet Centre for an asteroid she discovered in 2009. In 2006 she received the Member of the New Zealand Order of Merit (MNZM) for services to New Zealand astronomy.

owick is the recipient of a new ambulance thanks to the trust set up by one of the area’s major benefactors Dufty (Robert) Bell. The $250,000 fully-kitted vehicle was dedicated and presented to St John on April 25 Anzac Day by trustees lawyer Jim Chamley, his daughter Anne, and former All Black Grahame Thorne. Mr Thorne, who represented New Zealand at rugby from 1967 to 1970, lives in Queenstown these days. But his connection to the Trust is through his grandfather Fred who was a principal in the Auckland law firm Thorne, Thorne, White & Clark Walker. Fred Thorne and Dufty Bell were friends and subsequently formed the R A Bell Trust. Mr Chamley, now aged 89, became a partner in the law firm in 1953. “As trustees we decided to donate an ambulance to the people of Howick,” Mr Thorne says. While he was never a Howick resident, Mr Thorne cap-

tained the Pakuranga United Rugby team in 1976 and subsequently became the club’s chairman in 1981. Mr Bell was an avid supporter of the rugby club, donating six acres of his Bells Road farm in 1974 where the club remains, operating under a council-shared responsibility

scheme. The former Fencible Captain’s homestead Bell House, moved to the Bell Road farm site in 1895, was eventually gifted by Mr Bell to the New Zealand Historic Places Trust and is now managed by the Howick and Districts Historical Society.

n afternoon of creative excitement will be held on June 11 at the Uxbridge Arts and Culture Centre to celebrate the completion of the first stage of its redevelopment. After the best part of 20 years in the planning the popular centre has been transformed from a building site to a state-of-the -art facility that fledgling and professional artists will delight in. The first stage of the redevelopment involved demolishing the main building and Keall House. In its place is a new building hosting the Malcolm Smith Art Gallery, studios, a lounge and a light open-plan cafe facing onto Uxbridge Road. The original adjoining church building is currently being upgraded to a dedicated theatre with increased capacity and comfortable seating. It will open in October with a two-week festival line-up of performances. The June 11 opening day

will kick off with the Tamashi Drummers who will shake the doors open with their dynamic style and choreography. A host of other performers will join in music and dance to celebrate the occasion. A jam packed programme for young people has been organised and the new art studios will be open and buzzing with activity and demonstrations by Uxbridge tutors. uperGold card holders have until this July 1 to register for an AT HOP travel card in order to use their SuperGold card for public transport. In June last year the Government announced that SuperGold card holders would be required to buy smartcards, such as the AT HOP card. Consequently Super City residents and seniors visiting from other parts of the country have to buy a card for $10 and another $5 of credit before it can be activated. It’s part of a Government move to keep a tab on the growing cost of the travel concessions seniors are entitled to. It led New Zealand First Leader Winston Peters to describe the decision as “a sly, underhand move” that contin-

ued National’s attack on free transport which was used by hundreds of thousands of over 65s. Currently in Auckland SuperGold card holders can travel free on public transport after 9am and all day at weekends. Auckland is also unique because it allows free travel in the afternoon peak hours of 3-6.30pm. However the New Zealand Transport Agency plans to withdraw its subsidy for card holders in the afternoon peak; also for the free travel Auckland provides for people older than 65 who are New Zealand citizens or permanent residents, but not eligible for the SuperGold card. The additional cost of both these categories of travel to ratepayers to continue the full service is $3 million. Consequently, Auckland

Council, in its recently adopted annual plan for 2016/2017, agreed to fund the full service, splitting the additional cost between savings from the existing AT budget and the other $1.5m in additional council funding to AT. Mayor Len Brown said the free travel would stay in place for at least the next year and the issue should be revisited in light of the better data that would be collected through the HOP card. Regional uniqueness alone, he said, did not necessarily provide a sound public policy rationale for the removal of the NZTA subsidy. “I am disappointed that the Government has decided to withdraw this benefit to our seniors. I intend to write to the Minister expressing our disappointment at the withdrawal of this funding.”

A twist on favourite old tale By Marianne Kelly A well-known fairy tale given a tweak to accommodate more young actors will be presented by the junior members of Howick Children’s & Youth Theatre. The Ginger Bread House in the Forest is based on the story of Hansel and Gretel. However, director Fiona Bailey has added in two more siblings. “It gives more of the children an opportunity and there are not so many lines for the young performers to remember,” she says. Twenty-eight children aged seven to 11 will take part in the play. Leading characters include Anna Burgess (10) as Hansel, Lucy Lonie (9) as Gretel. Their extra two siblings, Hans, is played by Danielle McInally (9) and Greta is played by Brooke Martin (8). Nell Gander (10) is the witch, who wants to turn the siblings into cookies.

Demographically, the industry as a whole is predominantly NZ European. MTA is keen to see the industry reflect the diverse make-up of the New Zealand population. Resources to increase the number of Maori and Pasifika apprentices is welcome. The government has promised an additional $14.4m over four years for more apprenticeship training across all trades, and $9.6m for MPTT also over four years.

Minister Steven Joyce announced today that $14.4 million will be spent over the next four years. “We’re very pleased the government has listened to the sector and recognised this growing demand.” says ITF chief executive Josh Williams. It is also a positive acknowledgement of the role of employers as a critical part of the tertiary sector, delivering relevant skills and qualifications to working people. The minister has also been as good as his word: during the recession he promised that a reversal of economic fortunes would trigger further inverstment in industry training and apprenticeships. “In good times and bad, we need to train our people, so we aren’t always playing catch-up on skills,” Mr Williams says. Industry Training Organisations (ITOs) are proud of the recent increases in participation, but also of improved levels of service and performance. New Zealand now has 41,000 apprentices, and a further 100,000 working people of all ages gain-

Celebrating a life of change By Marianne Kelly

hirley and Colin Ford have been married for 60 happy years, 58 of them spent at their much-loved home in Paton Road, Howick. They say they have “never regretted” coming to Howick. These days they enjoy sitting in the nooks and crannies that make up an extensive network of garden ‘rooms’ they have created behind their house. Along with developing the garden they enjoy going to the movies, lunching with friends, and spending time with their family. They celebrated their anniversary with sons Mark, of Cockle Bay and Grant, of Waiau Pa and their families. Eighty-seven-year-old Mr Ford says he’s slowing down now, having had a hip replacement. Until the last time the house was painted he did the job himself. Mrs Ford, who is 80, says when she has come up with a new idea for the garden it’s always been her husband who turns it into reality. “We had to do everything for ourselves in those days,” she says. And one thing this couple

hasn’t been afraid of is hard work. While Mrs Ford was still at school and living at home in Titirangi her husband-to-be was the warehouse manager at the Electric Construction Company in Fort Street, Central Auckland. He moved on to be a salesman working for the company from 1954-1957. Unbeknown to him 15-year-old Mrs Ford took a typing and cashier job in the company’s office. She was 17 when she met Mr Ford. They were engaged for 18 months and married at St David’s Church in Khyber Pass Road on May 5, 1956. For the first two years they lived in a flat at Mr Ford’s mother’s Mt Eden house and were paying off a section in Blockhouse Bay when they visited friends who had settled in Howick. Mrs Ford remembers visiting Bucklands Beach in 1948 when both beaches either side of the peninsula could be seen from the rural ridgeline. “A chap was building spec houses in Paton Road,” Mr Ford says. “We missed out on one but we chose this section and he built us a house. We’ve not wanted to move since, we like it where we

are.” Mrs Ford says the area was very rural then. “There were cows at the back fence, the clay road was a blind street,” she says. “I had to take the kids’ pram up a rocky road, there was no footpath. For the first six months we had to take our rubbish to Colin’s mother’s place. We were in the wops here.” Mr Ford commuted from Howick to jobs at a variety of

companies including Wiseman’s electrical department, in Queen Street, central city and then Panmure. From 1959-1965 he worked as a production supervisor moving on to be product, branch, national and then marketing manager with Plessey, eventually selling the new Phillips range of dictation equipment and travelling to Henderson each day. Because of his background, he got a job with Kerridge Odeon’s

Canon electric typewriter department and eventually moved with Canon to a new office in Takapuna servicing existing customers who operated micrographic equipment even as it was becoming obsolete. When the traffic got too busy, he retired. Meanwhile, apart from a period raising the couple’s two sons, Mrs Ford worked at Woolworths Pakuranga and then Foodtown in Highland Park for 20 years during which time she experienced the arrival of the supermarket checkouts. The couple say they both saw many changes in the technology they worked with. “We had our own revolution,” Mrs Ford says. Speaking of the years they both worked in Central Auckland she says it was a different time which followed the finish of World War II. “There was a great atmosphere of hope after the war,” she says. “Queen Street was so busy. We would all come out of the offices at lunch time and bump into people, it was so busy. We girls all dressed up. I wore gloves every day.”

Feedback Bullies must be stopped

Re “Driving the extra Mile…” (Times, May 12). Over the last few months I have had to use Driving Miss Daisy to help with the transportation of my husband. I cannot praise their services too highly or their attitude in carrying out those services – friendly, compassionate, caring, helpful – nothing is too much trouble and of prime importance is the client and their needs. During our journeys, both Charles and Sue (I am sure the other drivers will be of the same high standard) were extremely capable in giving physical help and encouragement when it was necessary, explaining what they would be doing and at all times making sure my husband was comfortable. You’re just closed-minded

Come on – “Name withheld”... really? Re Big fireball mystery explanation (Times, May 12). I have never read a more belittling and sarcastic piece of feedback in my life than by “Name withheld’s” so-called phenomenon explanation. We live under a flight path so are well aware of how an aeroplane’s contrail forms and what it looks like. Both my husband and I witnessed a sudden bright line forming far higher in altitude than airlines travel. The line had an erratic descent falling away to the Waitakere ranges and over a space of about 10 minutes. I took 3 photos and forwarded them to the Editor of the Times (see Facebook photos). Obviously “Name withheld” is a very cynical, sceptical and closedminded individual (that probably didn’t witness the event) but felt compelled to ridicule readers and reporters alike. Watercare, where are you? I am writing to you to bring to your attention an unresolved situation. About six months ago I was walking to the Half Moon Bay Marina and slipped on the flooding footpath which had continual running water and a build-up of sludge. I contacted the council and was told it was a problem for Watercare. I then contacted Watercare who said they would send their workmen out to look at it. I contacted them again and they said it was the problem of the Pakuranga Health Camp. I contacted the Health Camp who were adamant it was not their problem. o get the most out of a heat pump, it’s important to choose an efficient model and use it properly - here’s how. ■■ Choosing an efficient model Heat pumps are the most efficient way of using electricity to heat your home, but some are more efficient than others. ENERGY STAR® qualified heat pumps are super energy efficient. This could save you $150 a year on running costs, compared to a non-qualified model. Some heat pumps can ice up if the temperature is between 0°C and 5°C - while ENERGY STAR qualified models are tested to perform at 2°C. ■■ Heat pump checklist Insulate first - starting with your ceiling and floor. Use the timer to turn on the heat pump shortly before you get home and turn it off when you don’t need it. Only heat the space you’re actually using - shut doors and curtains to keep the heat in. Set the thermostat to a healthy temperature - aim for a minimum of 18ºC while you’re using a space (or 20ºC if you have children, elderly or sick people in the home) and 16ºC in bedrooms overnight. Clean the filter regularly inside and outside, as per the manufacturer’s instructions. Avoid using it as an air conditioner when you can - try opening windows and doors on either side of the house to create a through-breeze. It’s important for your family’s health that your house is warm and dry. Cold and damp homes are linked to poor health, especially for babies and small children, people who are ill, and older people. here are some ways to keep your home healthy that won’t break the bank: ■■ How to heat your house Only heat the room that you are in. Try and keep the temperature between 18 and 21 degrees especially if you have babies, people with illnesses, or older people living in your home. Dress warmly for bed and make sure your bedroom is warm enough - it is very important to stay warm during the night. Block up unused chimneys and stop draughts around doors and windows. You can make your own draught ‘snakes’ by stuffing rugby socks or pantyhose with newspaper or cushion filling. Up to 20% of heating can be lost through draughts.

■■ How to keep your home dry

A dehumidifier costs around $156 a year to run - these tips are cheaper and can be just as effective. If you use an unflued gas heater (that is, one without a chimney), make sure that you use it safely. Research has shown that they can release gases which can be particularly dangerous for anyone with heart disease or asthma, pregnant women, young children and older people. If you have to use one, open a window and keep all internal doors open too. Use it only for short periods and never in bedrooms. Try not to dry clothes indoors as this creates moisture in the air. Drying on the outside is free and the sunlight kills bacteria, making your clothes healthier for you and your family. Use a shed or garage if it is raining. To reduce moisture caused by steam, always open a window when you are showering and when you are cooking on the stove top. Use pot lids to reduce the amount of steam escaping. Keep doors to bedrooms closed at these times as steam can make beds damp. Decision on city’s historic Unitary Plan another step closer

decided on by the council next August. It is the largest planning exercise in New Zealand history setting out how Auckland will be developed to provide the infrastructure and housing needed for the rapidly growing city and to help the town centres and rural areas meet their full potential. The Unitary Plan is a single planning rulebook providing greater consistency in the planning rules across the Auckland region. It simplifies and updates Auckland’s planning framework replacing the existing 11 regional and district plans of the former councils, many of which are more than a decade old. The rules will cover: What you can build and where; how to achieve a higher quality and more compact Auck-

land providing more choices and options around how and where we live; what you can do in rural areas; enhancing and protecting our historic heritage, marine, ecological and natural environments. Development of the Unitary Plan started in 2011 and 249 public meetings were held to put together the draft Unitary Plan. More than 20,000 pieces of written feedback were received on the draft plan and it took five days of council decision-making to decide on the Proposed Auckland Unitary Plan (PAUP). Public notification for the PAUP covered five months, Auckland’s most extensive public notification period. The Independent Hearings Panel will make recommendations to the council about any changes it thinks should be made to the PAUP

no later than July 22. The council must make final decisions based only on these recommendations. It will decide to either accept or reject each recommendation. The council then has 20 working days to make and publically notify its decisions – by August 19. If the council rejects a recommendation it must explain why and provide an alternative solution from within the scope of submissions made on the PAUP together with a costs benefit analysis. The council can accept a recommendation outside the scope of public submissions, but only where it is recommended by the Independent Hearings Panel. There are rights of appeal for people to the Environment Court but these are on limited grounds. On July 27 the panel’s recommendations will be publically available on the council’s website. This includes a summary explaining the recommended changes to the PAUP and an updated recommended version of the plan. On August 16, 17 and 18 the council will make its decisions on the recommended Unitary Plan in public council meetings.

Auckland Council is now a decision-maker in waiting as it is unable to hear any further evidence or submissions that were not before the panel. In making their final decisions, councillors can only take into account the IHP final report and recommendations. The Proposed Auckland Unitary Plan (PAUP) received 9443 submissions during an extensive fivemonth consultation period, followed by 3951 further submissions. Since starting the hearings in September 2014, 242 days of hearings have been held and panel members have read through more than 10,000 pieces of evidence from submitters across the region and from all walks of life. The council’s deputy mayor, Penny Hulse, says the conclusion of the hearings is a significant milestone and a reminder that the decision-making process is a step closer. The Unitary Plan is the Super City’s new planning rule book and will be

Remember importance of due diligence Independent expert advice is essential when preparing to buy property, whether it’s by negotiation, auction or tender, says Harcourts NZ chief executive Chris Kennedy. The company Chris Kennedy recommends that any prospective purchaser of property should carry out their own due diligence, including arranging for an independent building inspection and requesting LIM reports and title checks. When markets become heated and competition for properties is high, particularly at auctions, vendors sometimes supply potential buyers with a building report as well as LIMs and title checks. “If time is tight and competition is high ahead of a sale, vendors can supply reports with the aim of making things easier for prospective buyers, and giving them fewer jobs to do,” Mr Kennedy says. “While our agents will always endeavour to ensure information provided to anyone interested in a property is accurate, we’d still always advise people to get their own independent advice. That way they know the source of the information, as well as the credentials and loyalties of the person who has supplied it,” he says. “That applies to LIMS and title checks, as well as building reports.” He recommends always seeking an independent, expert opinion so an informed choice can be made about whether to purchase or not. Mr Kennedy suggests asking friends or trusted associates who have used reliable building inspectors and would recommend them.

The home side were dominant at set piece and had the lion’s share of possession but the Grammar TEC defence was smothering and they were able to capitalise on their opportunities. The win all but guarantees Grammar TEC’s spot in the top eight, while Pakuranga will have to travel to Manukau Rovers next weekend and win to qualify.
