ccommodation providers around east Auckland are up in arms about a proposed targeted accommodation rate by Auckland Council that could see their rates rise by a whopping 150 per cent. The proposal forms part of Auckland Council’s annual budget for 2017/2018 and will replace $27.8 million of general rates funding spent by council annually on visitor attractions and major events. All commercial accommodation providers, including hotels, motels and bed and breakfasts, will be required to pay a rate that works out to be approximately four per cent of their revenue, which is expected to increase the cost of a nightly stay by around $6-$10 for a typical hotel when passed down to visitors. For most local motels, the

increase is estimated to reach 200 per cent, according to Howick Ward Councillor Dick Quax, and he’s not happy with what the proposed rate could mean for local providers. “Our local places are not necessarily filled with tourists; they are business people, and people visiting family or friends. These are the people who already pay taxes, so they would be hit again. “For many of our small local providers, it could potentially put them out of business. They’re left with three options – charge more, lay people off, or go out of business... [and] they work on a fairly small margin anyway.” General manager of Waipuna Hotel and Conference Centre, David Comery, expects his rates will triple from the current $200,000 per annum to more than $600,000 if the proposed rate increase goes ahead. “Waipuna operates in a part of

the market that is price-sensitive and particularly in the case of large conferencing, those same clients have options elsewhere in New Zealand. “The industry at large would not be opposed to contributing directly to the costs associated with attracting visitors to the city, [but] accommodation providers enjoy only 10 per cent of the visitor spend, and yet Auckland Council appears to be seeking full recompense for ATEED’s (Auckland Tourism, Events and Economic Development) operation from that one sector alone.” Mayor Phil Goff told the Times the additional charge is not expected to be a burden on the accommodation provider, but to hit tourists and visitors (both domestic and international) with the extra cost of funding tourism infrastructure and the work of ATEED. ➤ Turn to Page 3

“The total rates bill for accommodation providers will increase, but the expectation is that they will pass on the targeted rate as a visitor surcharge, as they do in many cities around the world, so their customers would ultimately pay the rate.” The proposal states other business that benefit such as restaurants, cafes and taxis will not be charged because most of their customers are Auckland residents. But for some local accommodation providers, Auckland residents make up a significant portion of their revenue. At Howick Motor Lodge, 60 per cent of guests are Auckland ratepayers. At Quest Highbrook, around 70 per cent of guests are New Zealand business travellers, and 15 per cent are international business travellers, resulting in 85 per cent of Quest’s total revenue coming from New Zealand business people and ratepayers. Leisure travellers make up 15 per cent of Quest Highbrook’s guests, and within that 15 per cent, the majority are New Zealand domestic leisure travellers. Less than five per cent are international tourists. “The idea of a $10 per night tourist levy could be calculated and passed on to a traveller, but a rate increase cannot... there is no possible financial mechanism for it,” said manager Brendan Kelly. “A rate based increase will merely mean an increase in prices for all guests, put pressure on existing margins and increasing pressure on hotels to pay minimum wage – and Quest Highbrook is not a minimum wage employer.” Mr Kelly, who has worked in the hotel industry in New Zealand and France for nine years, said Mr Goff has failed to take into account the investment funding and ownership models for hotels. “This rates proposal is a huge disincentive for investors to develop more or additional hotel accommodation infrastructure, which is desperately needed to support increased tourism projections. At a high level, this started and is justified as a tax or levy on “international tourists” whose increasing numbers demand infrastructure investment. Now it has turned into a re-funding fudge exercise to take $30m of ATEED funding out of a rate increase on accommodation providers. In every way [the proposal] is flawed.” Mr Kelly suggested an alternatively proposed New Zealand-wide tax could be a more palatable option, but should also target inbound international airline seats, or tourism operators such as bungee jump, jet boat and campervan hire operators. In response to the suggestion, Mr Goff confirmed council is not able to impose an arrival charge on international travellers – only central Government can do that – and reiterated accommodation providers are direct benefactors of work done by ATEED and Regional Facilities Auckland (RFA). “Activities that benefit the accommodation industry should be paid for by those who directly benefit, not by the general ratepayer,” Mr Goff said.

For the past six weeks, the parked trucks have been a major safety hazard to drivers, said Terry Nash who petitioned the case to the Howick Local Board at the February 20 public meeting. “Any vehicle coming toward Smales Road has to be over the centre line of the road,” he said, when explaining the issue to board members. “We [as residents] are being adversely affected by this activity in a residential zone... they’re a danger to people going along our roads.” A neighbour of Mr Nash’s also attended the meeting

and confirmed there is always at least one truck positioned there day and night, if not two or three trucks. “They’re using the main public road as a yard, and we don’t believe that’s acceptable in terms of the zone it’s

in,” he said. Mr Nash believes the “persistent presence” of the trucks, parked immediately adjacent to a children’s play park, indicate that a business activity is most likely being conducted in the residential area, which Howick

‘The largest petition ever presented’ $

owickians packed the public gallery of the Reception Lounge of the Auckland Town Hall last Wednesday to hear Howick Ratepayers and Residents Association chairperson Gayleen Mackereth present a petition https://youtu. be/5uYt26H44l0 calling for council to stop high-rise developments blocking our iconic views from Stockade Hill and Crawford Reserve. This was the largest petition ever to come from this area and was signed by an impressive 6700 people. It was only possible to present this petition once the Court process was exhausted. “This place, and this view, is Waahi Tapu for Howickians. It is our memorial to our war dead and the birthplace of our com-

bined history. So many presentday Howickians can trace their ancestors to the early settlers who sheltered here on Stockade Hill. Our people came by sea – Howick Beach is our Waka landing place, Stockade Hill is our Site of Significance to all citizens, and the views of the Gulf are our Taonga, said Mrs Mackereth. By the petition HRRA also claimed that as the views from Stockade Hill and Crawford Reserve comprise an outstanding natural landscape and feature of Howick, the Authorities have a statutory duty (under Section 6 (b)) of the Resource Management Act (1991) to protect these from inappropriate subdivision, use and development. “We will await the council’s response to this challenge,” Mrs

There has been an awareness campaign by the government recently about Human Papilloma Virus (HPV) and an increased funding for its vaccines (called Gardasil) for both boys and girls. So let’s learn about it. HPV is extremely common and most men and women who have been sexually active are infected with it at some time in their lives. Most HPV infections are thought to clear naturally and do not cause health problems. However, for some, it can cause precancerous lesions in the genital tract and mouth, and genital warts. Rates of throat cancers have risen sharply since the 1980s and many are caused by HPV and they affect males at higher rates than females. HPV-related cancers cause more than 50 deaths, every year, in New Zealand- most of which were preventable. Gardasil, given through injection, can protect against many strains of HPV and it protects both males and females from most cancers caused by HPV. It has been offered to New Zealand girls partly to help reduce cervical cancer. More than 200,000 New Zealand females have received the vaccine since 2008. From 1st January 2017, funding for Gardasil has increased and both boys and girls are now included in the HPV school vaccination programme for year 8 students. Outside of that as long as you are 26 years old or under, you can also have this funded vaccine given at your family doctor’s clinic. So, do enquire about it now and give yourself the best protection.

Tai Chi benefits Parkinson’s victims By KELLY TEED

new Tai Chi initiative is back to help victims of Parkinson’s Disease. The Chen Tai Chi Centre in Highland Park has teamed up with Parkinson’s New Zealand to create a class to specifically benefit those with the disease. Parkinson’s is a degenerative neurological condition where the brain receives a lack of dopamine, often resulting in reduced activity. The numerous benefits of exercise are well-known, however for those who live with what’s known as a movement disorder, it can be a difficult task both mentally and physically. Parkinson’s New Zealand community educator Yvonne Glassborow says there is much more to Parkinson’s than meets the eye. “Exercise is important for everybody but particularly important for people with Parkinson’s because they must keep themselves moving. “Many people with Parkinson’s will tell you it’s the nonmotor symptoms that bother them more than the motor symptoms – fatigue, pain, depression, anxiety – it’s so much more than a movement disorder.” Tai Chi has been shown to improve flexibility and stamina and class participants have reported feeling benefits and often return for more. “Muscle tightness and stiffness is a real problem and this helps to overcome that,” said Ms Glassborow. “It’s keeping them independent and supple and it’s great – anything that anybody can do to keep them independent is just really important.” Class teacher Malisa Ng says the benefits of Tai Chi go far

beyond the physical ones with the class also doubling as a support group. “It’s a social thing as well to keep them positive and talk about things together...they let go of tension and stress in the body and mind,” she said. Ms Glassborow says while people with Parkinson’s Disease can attend a normal Tai Chi group, some are hesitant to do so as they worry even a slight tremor will make them stand out in a regular group. To combat this, Ms Glassborow and Ms Ng hold weekly meetings where they work together to understand the disease and how to best customise lessons for those struggling. The result is a welcoming class where Ms Ng works to

every individual’s level allowing them to work at their own pace. Ms Glassborow says it’s important for people with Parkinson’s to remember the class is specifically for them. “Everyone is the same [in the class] and supporting each other. But for the very first time, Howick Lions Club went solo to run the Howick Lions Summer Festival on Sunday at Lloyd Elsmore Park. With support from the Howick Local Board, they managed to pull off a fun show. The festival had a great line-up of entertainment that included a performance by Roger Skinner and the Motivation band; followed a show of flexibility by

gymnasts from the Flow Gym and dancers from the Doyle Academy of Irish dance. High energy performances by award-winning students of Triple A Aerobics, run by Amanda Bush, eight times New Zealand Champion and World ranked international athlete, had the audience cheering. There was plenty of fancy foot-work as dancers from Carter Chan Dance studio made some groovy moves on stage. Adding a multicultural flavour were dancers from the Bollywood Party group. Recreating history with a gladiator fight was Imperial Romana, a friendly bunch of history enthusiasts. Imperial Romana is a Roman Living History group that performs re-enactments and displays of the Roman Empire. Food stalls, bouncy castle, Old Macdonald’s Farm, run rides and games, a fire truck and St John ambulance for children to explore, ensured it was a fun family day out.

The stage is set for The Emperor Conducted by Uwe Grodd, the Manukau Symphony Orchestra’s (MSO) performance of Emperor on March 18 will be a treat for classical music fans. Mr Grodd, music director of MSO, will be joined by skilled piano soloist Michael Houstoun in Beethoven’s mighty Emperor Piano Concerto in Eb major, written in a period from which many of his best works came. “It was Beethoven who woke me up to myself as a musician,” says Mr Houstoun. “The thing about Beethoven is that he somehow synthesises human psychological truths, with all their subtlety and all of their range, into music.” The two-hour show is the first of the 2017 season and brings Beethoven’s brilliant Emperor Piano Concerto to the stage, as well as Tchaikovsky’s Symphony No.3 in D major, The Polish. At a performance in the United Kingdom in 1899, it was referred to as the Polish Symphony, reminiscent of the recurring Polish dance rhythms prominent in the symphony’s final movement. The Polish was first performed in Moscow in November 1875, and is full of dance rhythms, giving it an attractive vitality and making it a little less grand than the standard symphony of the time. The show is at the Vodafone Events Centre, 770 Great South Road, Manukau on Saturday, March 18 at 7:30pm.

Howick’s popular fun run, walk still popular T

he Howick Rotary Fun Walk and Run is back for another year, and organisers are hoping the annual community event will be more popular than ever. It started with only a couple of hundred people in 2005, but last year, around 600 people showed up to run or walk one of three scenic routes. Walkers or runners can choose from a 5.9km short course, 6.9km intermediate course or an 8.1km extended course. The track caters for all levels of fitness, said organising

committee member Colin Monk, and encourages mum and dad to get along for the run too. “It’s about promoting a healthy lifestyle. We encourage families to get in the exercise and take their kids in pushchairs and walk with them if they want to walk, or for those who are a bit more enthusiastic, go for a run.” The Rotary Club of Howick started planning in September for the event, organising sponsors and teams, including Les Mills, Mitre 10 Mega Botany, Times

In reply to S. Mulligan’s letter (Times, February 16), instead of attacking the author, let’s address the issue here. It was Edmund Spencer who wrote: “There is a principle which is a bar against all information, which is proof against all argument and which cannot fail to keep man in everlasting ignorance, that principle is condemnation before investigation”. At the core of your letter is your definition of secularism. The dictionary definition of secularism is as follows: “things pertaining to the present world or to things not spiritual or sacred. Worldly, temporal, profane founded on natural morality as opposed to religious education”. So like atheism, secularism suffers nothing to do with any supernatural world. It begs the questions, do we live in a supernatural world or not? The evidence, both histori-

cal and experiential, is overwhelming in favour so, yes, I’m confident in the evidence that we do. While I would preserve the separation of state and religion, the two do exist for their mutual benefit. Secularism does not set out to protect religious freedoms as you expressed; this has been achieved within our democratic rights. Secularism merely contradicts and dismisses the traditional beliefs in the supernatural world. We owe it to ourselves - do our own homework and sort out the truth from the lie. The Auckland Boys’ Choir has started its 2017 programme and will be performing in various venues during the coming year. Choir manager Fraser Faulknor, of Pakuranga Heights, said the choir consists of up to 40 boys aged between 8 and 12 years who come from all parts of Auckland and sing a variety of music suited to their treble voices. or the first time, Auckland Arts Festival is producing Whanui – five large-scale, community-based projects from Henderson to Flat Bush. Whanui is a series of participatory works commissioned by the Auckland Arts Festival in collaboration with established artists and community representatives. All five projects culminate in a free event. Featuring hundreds of participants, including 40 photographers aged six to 12 years, it will be a celebration that showcases the diversity of Tamaki Makaurau. Some values drop past three months with the average value now $1,224,673. Waitakere City values were up by 13.8 per cent year on year but decreased 1.7 per cent since December, with the average value dropping from $845,864 to $831,705. Values in the former Manukau city area rose 14.2 per cent year on year but decreased slightly by 0.4 per cent since December, with the average value down from $906,004 to $902,477. Values in the former North Shore City suburbs also rose 11.2 per cent year on year but decreased 2.2 per cent over the past three months from an average value of $1,224,477 in December to $1,196,987. Rodney is still increasing with values there up 13.6 per cent year on year and 1.4 per cent over the past three months and the average value is $936,877. Franklin is also up 13.3 per cent year on year and 2.4 per cent since December and it has an average value of $663,638. Papakura values also increased 13.6 per cent year on year and 0.9 per cent over the past three months and the average there is now $686,465. QV Auckland homevalue manager James Steele said: “There continues to be uncertainty around where home values are going and there has also been a surge in listings coming onto the market during February which is giving buyers more choice.”

Homeowners should use a Registered Quantity Surveyor to help them make sure their property is fully insured, the NZ Institute of Quantity Surveyors (NZIQS) says. NZIQS president Jeremy Shearer says now, following the Kaikoura earthquake, is a good time for all residential and commercial building owners to take stock of their policies. “Engage a Registered Quantity Surveyor to determine your insurance values. They are building cost experts, and will be able to tell property owners exactly how much insurance they need. “That way homeowners and building owners can have confidence they won’t be caught short if disaster strikes. His advice comes off the back of the Insurance and Financial Services Ombudsman’s, Karen Stevens, warning about learning from the underinsured. Currently, most homeowners and insurers agree on the amount the insurer

will pay, called a ‘sum insured’, or they accept a default figure. This method is a change from the previous practice of insurers paying whatever it costs to rebuild the house. The change was prompted by the Christchurch earthquakes, after which many insurers discovered their liability was much higher than had been expected. Mr Shearer says very few people seek

insurance replacement advice because the default option is provided by the insurers. So, in cases of revising insurance policies, he says using a professional should be ‘a must’ as doing so without the right advice could prove costly. “People must remember that the sum insured amount is not the current value of your house, but the total cost of rebuilding it.

he latest monthly QV House Price Index shows that nationwide residential property values for February increased 13.5 per cent over the past year. Values rose by 1.1 per cent over the past three months and the average value nationwide is $631,349. The nationwide average value is now 52.4 per cent above the previous market peak of late 2007. When adjusted for inflation the nationwide annual increase drops slightly to 12.0 per cent and values are now 28.5 per cent above the 2007 peak.Residential property values across the Auckland Region increased 12.8 per cent year on year and quarterly growth has decreased by 0.7 per cent over the past three months. The average value for the Auckland Region is now $1,043,680 and values are now on average 91.0 per cent higher than the previous peak of 2007. When adjusted for inflation values rose 11.3 per cent over the past year and are 61.0 per cent above the 2007 peak. ieko Ioane’s brilliant try-scoring hat-trick in the Blues 56-18 Super Rugby romp against the Rebels in Melbourne has given substance to Steve Hansen’s belief his best position will be centre rather than wing. Whether Blues coach Tana Umaga keeps him there in the face of competition from George Moala and Rene Ranger remains to be seen with all three capable of playing both positions. At 19, Ioane is an amazing prospect who possesses power and pace and a fierce hunger for tries. But what probably most impressed Umaga and All Black coach Hansen was a crunching tackle he made in the season’s opener. The possibility of a dynamic midfield partnership between playmaker Sonny Bill Williams and finisher Ioane offers exciting possibilities for Blues fans sick of seeing their team under perform for far too long. One of only four 8th Dan black belts in ITF Taekwon-Do in New Zealand, Master Mahesh Bhana (Pakuranga) says the seminar is a real highlight for all involved and carries a large amount of knowledge for all participants. ‘It’s a premier event on the TKD calendar next to the world cup and world champs. The seminar is an important platform to gain valuable knowledge from two ITF Taekwon-Do legends Grandmasters Hector Marano and Ung Kim Lan who continue the legacy of General Choi Hong Hi (General Choi Hong Hi was the originator of Taekwon-Do).

country of your birth.” While walking out onto Eden Park would be an intimidating experience for many, Phillips didn’t let the pressure get to him. “In the end it’s just more people, whether you’re being seen by 2000 or 30,000 ,” he said. “Being able to calm my thoughts and think clearly with all the noise is the challenging part but I wouldn’t say it was any more nerve-racking than walking out to my debut for my domestic T20.” He says the standard at international level cricket is something you can’t know what to expect until you’re playing at that level, but says his experience has given him an idea of what to work on to get to where he wants to be. “In a couple of years, I’d definitely like to be consistent enough to make my ODI debut but if I get another T20 chance I’m definitely going to take it up,” he said.

New Zealand’s largest martial arts organisation ITKD NZ (International Taekwon-Do New Zealand) got in some extra training over the weekend. New Zealand’s largest ITF (organisation met at the weekend for a bi-annual training seminar for instructors and black belts. The International Instructors Course (IIC) saw around 170 black belts from Kaeo to Dunedin, including black belts from Australia as well as Malaysia come together at the Auckland Netball Centre in St Johns.
