owick Local Board chairman David Collings has narrowly avoided having his name sent to police by Election Services after he was seven weeks late handing in his electoral donations and expenses returns. Section 112A of the Local Electoral Act 2001 requires every election candidate to file a return of electoral donations and expenses “within 55 days after the day on which the successful candidates at any election are declared to be elected”. At 5pm on January 31 – a little over a week ago – 15 candidate names were sent to police by Election Services after they all missed the final electoral return deadline, which had already been extended more than once.

Mr Collings filed his two returns four days before that final deadline – on January 27 – after Election Services reminded him for a third time and informed him that a Times reporter was looking into why his returns had not been received and published online. For the local elections held on October 8 last year – in which Mr Collings was successfully reelected onto the Howick Local Board, Pakuranga subdivision – the electoral return deadline set by Election Services was December 9. This date was later extended to December 14 and then January 31 (see story on page 3 as to why). Mr Collings also ran for a seat on the Counties Manukau District Health Board in the October elections and was unsuccessful. The Times contacted Auckland Council and Election Services on January 27 – 104 days after successful candidates were declared

to be elected and 49 days after the initial return deadline – after it discovered that Mr Collings had not yet submitted his return for both the Howick Local Board election as well as the Counties Manukau District Health Board election. This is the second election in a row that Mr Collings has missed the 55-day deadline for both the Howick Local Board and Counties Manukau District Health Board – for the 2013 election he was 89 days late handing in his electoral returns for both elections. The Local Electoral Act 2001 states that a candidate who fails, without reasonable excuse, to comply with section 112A commits an offence and is liable on conviction to a fine not exceeding $1000 and if elected, a further fine not exceeding $400 for every day that he or she continues to hold office until the return is filed. Managing director of Election

Services, Dale Ofsoske, responded to the Times’ enquiry on January 27 (the same day) to say Mr Collings had now filed his returns. “This was received this afternoon after a phone call from me reminding him this had not yet been submitted, despite being reminded of this in November and December...” When asked if he had informed Mr Collings during that phone call that a reporter was asking questions about his missing returns, Mr Ofsoske said: “Yes I did, although he did say he had completed it before Christmas but had neglected to send it in.” This statement matches the date on Mr Collings’ two electoral returns, which have been supplied to the Times and show nothing out of the ordinary. Auckland City Police has ushered in the Chinese New Year with daily reminders on how to stay safe in New Zealand. Partnering with Chao Shan General Association of New Zealand, the police have produced a calendar featuring crime prevention advice. It’s aimed at the Chinese community living in Auckland, particularly newcomers, and is written in both English and Mandarin. Each month the calendar has advice ranging from protecting property, avoiding getting involved in organised crime and drugs, through to basic details

about Police. For example, in February, there are details on how to reach emergency services through 111. It then goes on to say ‘you can ask for the language that you need, such as Mandarin’ They will find a Mandarin speaker for you.’ Readers are reminded that the same support exists should they wish to call Crimestoppers. The months also steer people toward relevant pages on the New Zealand Police website, such as advice for new arrivals, which includes guidance on how to reach ethnic liaison officers.

The public can be the judge of his professionalism and lack of respect for legal responsibilities.” Meanwhile, on January 31, Mr Ofsoske addressed further questions put to him by the Times about his phone call with Mr Collings four days earlier. “In regard to my phone call last week to Mr Collings to let him know that a reporter had asked about his election return and to once again urge him to file it, while I’m not legally obliged to do so, it’s a courtesy that I would have given to any candidate,” he said. Mr Collings said that when he was contacted, he was informed that his late returns were to be passed to police. “...and since I feel they have more important things to do I immediately filed the information that I had to date and had been able to check. “Again I accept full responsibility for the delay in filing the return but insist it is equally important to file one that is accurate.” The Times also informed Mr Ofsoske on the morning of January 31, before the 15 names were sent to police, that it was not the first time Mr Collings had been late in filing his electoral donations and expenses returns. For the local election on October 12, 2013, Mr Collings only handed in his returns on March 12, 2014 – 89 days after the return deadline (December 13, 2013) and 144 days after the successful candidates were declared to be elected (October 19, 2013). “I am unable to comment on Mr Collings’ 2013 return as this was handled by the then electoral officer of Auckland Council (as I was the Deputy Electoral Officer),” Mr Ofsoske responded. Mr Collings, meanwhile, said he “can’t remember why it was late” in 2013 but that it “was probably his fault”. As for Mr Collings’ late electoral returns for the 2016 election, Mr Ofsoske said no further action would be taken as Mr Collings had now returned the forms.

Managing director of Election Services, Dale Ofsoske, was quoted in the Herald on Sunday on December 11 last year saying about 100 of the 800 or so candidates in the October local elections had not yet filed returns. “He planned to give them a period of grace until Wednesday [December 14] before handing the matter to the police,” the article said. But on January 27, when the Times contacted Mr Ofsoske about Howick Local Board chairman David Collings’ missing returns, that still had not been done. The Times asked why. “Following my December 11 statement, I decided to extend the period of grace to enable those candidates who had not returned their form more time to do so,” Mr Ofsoske said. “Personal contact was made by my staff reminding candidates of the need to have this form submitted. Any candidates who have not returned their form by Tuesday (31 January) will now have their names forwarded to the police.” Mr Ofsoske added that a person can only be fined if it is deemed by a judge that an offence has been committed. On January 31, four days later, Mr Ofsoske confirmed to the Times that the names of 15 candidates had been forwarded to police. “It is now over to them [police] to determine what action they will undertake,” he said. As of Tuesday (February 7), only four of the 15 candidates had subsequently filed their returns. None of the 15 ran for the Howick Local Board or Howick Ward in the October elections but two of them – Hine Joyce-

Tahere and Kandi Ngataki – stood for the Counties Manukau District Health Board. They were both unsuccessful. There were also two failed Auckland mayoral candidates in the 15 – Mario Alupis and Tyrone Raumati. Overall, there were only three successful candidates in the 15 names sent to police – Jeff Cleave was elected onto the Great Barrier Local Board, Clera Matafai was elected onto the Portage Licensing Trust Number 2 (New Lynn), and Malcolm Bell was elected onto the Franklin Local Board, Wairoa subdivision. Mr Bell was elected unopposed. As of February 7, those three successful candidates had still not filed their electoral returns despite having their names sent to police. Mr Ofsoske said previous experience and anecdotal evidence from other councils and companies that offer election services tells him that candidates are traditionally slow at filing their donations and expenses returns. “...I have some leeway to exhaust all avenues in order to ensure that candidates have been given every opportunity to file their returns,” he said. Mr Ofsoske said that on December 9 – the initial return deadline – the number of candidates who had not filed their returns exceeded 100. “...at which time I decided to extend a grace period in order to urge those candidates to meet their obligations under the Act,” he said. “Due to the fact that it was coming up to the Christmas/New Year period, it was decided to continue following up with the candidates until the end of January, at which times their names would be forwarded to the police.”

A very happy 45th birthday to Times Former Times reporter Marianne Kelly offers her personal recollections Regional immigrants to Auckland, as I was in the early 70s, will remember their first visit to Howick village through the country paddocks of Pakuranga on a narrow two-lane concrete road. These days, as I cover wellworn tracks, my thoughts often drift to the way places or landmarks looked then compared with now. Brought up on a Taranaki farm, my choice of route to the Auckland CBD from Howick was frequently through the farms of Chapel Road; via an intersection with East Tamaki Road, now wiped out by the East Tamaki Central Arterial route established in 1998. The farms are long gone, taken over by Botany Town Centre and the ever advancing rumble of Flat Bush housing. In 1974 our small Times team ran a major feature on the opening of the new Tamaki River Bridge running from Ti Rakau Drive to the Waipuna Road side of the estuary. Now as I drive over it I remember the day we locals joined the Italian contractors, New Zealand Government bureaucrats and other dignatories in a leisurely walk over the much longed-for alternative route across the river. It was big news for us when Hieber Construction announced it would build Howickville, always known as “the Hieber building”. Yes, the same building that became a green monstrosity before it was redeveloped into the swanky apartments and retail outlets of The Terraces in Fencible Drive. Equally exciting was the Marine Hotel’s change of name to The Prospect of Howick in 1977, including the introduction of a new flash style of dining at Major Percival Peacocke’s restaurant. With the arrival of current proprietor Barry O’Shaughnessy, the establishment morphed into GBS and now The Good Home. But it’s always good to know the old Marine’s legacy has been preserved to an extent in Bosun’s Bar, one of the few pub bars in Auckland these days where tradies can wear their work boots. Those early days of civic leadership were dominated by the

Howick Borough Council (HBC) and Councillor Morrin Cooper who became the Mayor and in the early days was a frequent visitor to the Times offices upstairs in Rices’ Mall. While he bowed out in 1989 when HBC was absorbed by Manukau City Council, to this day he’s known as “Howick’s popular Mayor”. I have two sentimental sites that I wrote about which have been changed forever by the unstoppable developers’ march through Flat Bush. The Tudor Park horse stud in Somerville Road, given the name of Ramona by new owners in 1979, was sold for housing in 1997. When I drive by I remember that it was the home of Taipan II who, in 1974, I reported for the Times was New Zealand’s third leading thoroughbred sire. Also Carlyle Stud in Ormiston Road, sold for residential property development in 2009. My memories are of Carlyle’s remarkable thoroughbred sire Zamazaan who died in 1990. When I wrote about the loss of the property my heart filled with sadness to look at his burial site under an oak tree on Ormiston Road. We wondered whether his grave would also disappear under the bulldozers. But while there are moments to quietly reflect on the way it was, there is also room for triumph. No more than when in May 2010, the Times took its “Our Place Our Name” petition to the steps of Parliament where the name for the new Auckland SuperCity ward in the south-east was changed to “Howick” from “Te Irirangi”.

owick and Pakuranga Times is celebrating its 45th birthday, prompting me to reflect on what it has meant to be the publisher of such a long-standing local newspaper. My first thought is that we wouldn’t have made it without a dedicated team, loyal advertisers and our diehard readers. But, looking back, what changes I have seen. While we can all focus on the huge population spurt of recent years, I remember the 70s as another time of growth when Bucklands Beach, Highland Park and Howick burgeoned. Bucklands Beach peninsula was being subdivided, The Prince Regent side of Half Moon Bay was set for development and Neil Housing was buying up the land that is now Highland Park. From that point, traffic on the Pakuranga Highway became super busy and went on to become busier and busier. The problem? Lots of houses and just one road in and out. Although there is now

a loop route from Ti Rakau Drive to Botany and Chapel Roads, the highway remains as busy as ever. The area had always been a boating paradise but when Half Moon Bay was being developed only those with real foresight bought a marina berth. The thinking was, ‘why use a marina when moorings in the Tamaki Estuary were just fine?’ Look at the marina now and also that at Pine Harbour. In the 70s there was only Beachlands and no Pine Harbour. We had friends living on the water at Maraetai. There were few residential homes, mostly baches and I recall feeling sorry they lived so far out in the sticks. How things have changed! Look at Beachlands, Pine Harbour and Maraetai now – expanding at a rapid rate as is the wider district all the way to the developing Ormiston Town. It really has been a privilege to be part of this community for 45 years, to experience

the lows and highs that have brought about its success. I was here when Howick had its own borough council and its own mayor. I experienced the growth of Manukau City Council when Auckland had four city councils and I’ve now watched the amalgamation of those councils and formation of a new SuperCity. I’ve known several mayors, seen Howick Village become a vibrant mainstreet and watched the birth of the Highland Park Shopping Centre, Pakuranga Plaza, Meadowlands and Botany Town Centre. I’ve seen the farmland disappear, the development of Lloyd Elsmore Park and new schools emerge. The best part has been the people I’ve met and who still stay in touch – many of them past staff. As Auckland celebrates 177 years, and Howick its 170th anniversary, our celebration may seem less auspicious but it’s been an exciting 45 years and now it’s onward towards our 50th in five years time.

Dressed in his Pakuranga College school uniform, year 12 student Te Haua Taua was seated in the crowd with high expectations for what the night would bring. The 15-year-old student, who heard about the debate on Facebook, said he’s “interested in that kind of stuff”. Despite being too young to vote, and not living in the Botany electorate area, the Highland Park resident wanted to meet the candidates in person. “It’s about trying to get that connection,” he said. “Before the debate, I only really knew one of them. I didn’t know the others.” He thinks the candidates could have done a better job on the night, too.

Pakuranga College since year 10 after moving from Waiheke High School, and wasted no time getting involved in co-curricular activities when he arrived – particularly in Maori leadership development, sports, and helping out with the school debating team. He believes engagement is the key to improving youth involvement and interest in local politics, and said the local board has an important role to play in that process. “Our school in particular has a lot of potential but students need to get a boost... when I first got here, I didn’t know anyone, but it was the boost that got me involved. “The local board also has a lot of potential – in the way they can reach out to students around the area, and it’s something they should be doing more of.” ■■ Voting closes at 12pm on February 17 and results will be available that afternoon.

At the stroke of midnight, there was a rush to light a thousand incense sticks at the Fo Guang Shan Buddhist temple in Flat Bush. The fragrance of incense filled the air as the young and old gathered near the main shrine at the temple on Friday evening to make light offerings and seek the blessings of the Buddhas and Bodhisattvas. Venerable Abbess Manshin led a prayer service and wished everyone a Lunar Happy New Year hoping that they may be granted the gift of wisdom. After which everyone queued up to receive little red packets from the Venerable. The little red enveloped contained nuggets of wisdom for people to follow through the year.

The Lunar New year was welcomed with the ringing of the morning bell, a roll of drums and the traditional Lion dance.

Glory days recalled in aviation novel By Laura Brookes

akuranga resident and former Air New Zealand pilot Guy Clapshaw has reached an impressive 3000 sales of his latest book, Tasman Echo Alpha: When flying was dangerous and sex was safe. Released in late November, the book focuses on Mr Clapshaw’s embellished recollections of 30 years’ flying experience with Air New Zealand during a time when enormous industry expansion was taking place. In 1965, Mr Clapshaw started working as a pilot with Air New Zealand, formerly known as Tasman Empire Airways Limited (TEAL). With the purchase of three DC-8 jet airliners, TEAL became Air New Zealand. Filled with the tales of a philandering captain who didn’t tell his wife he’d retired, a band of very professional aircrew and an aircrew scheduler, Mr Clapshaw’s latest

father who was a squadron storeman, but Mr Clapshaw’s father was simply an Air Raid warden, so he began making up stories about his father being shot down in the Battle of Britain, imprisoned in Colditz Castle, and organising the Great Escape to lead an 1000-bomber raid on Berlin, and bomb Tokyo on the way home to win the war. Soon, his classmates’ parents couldn’t wait to meet his famous father. In a hilarious turn of events, Mr Clapshaw told friends at his birthday party his father had shell shock, instructing them not to talk to him about the war at all. Tasman Echo Alpha is the third book Mr Clapshaw has written, and local bookstore proprietor Barbara Rosie of Readaway Books said it’s his best yet. The keen writer hopes to release his fourth book next November, focusing on commercial flying in the 1970s and 80s.

Govt increases investment in police force Prime Minister Bill English has announced a greater investment into New Zealand Police in the next four years. The new $503 million dollar Safer Communities package will be primarily based on targeting and catching offenders, preventing crime and reducing victimisation, and delivering a more responsive police service. It includes a significant focus on increasing police attendance at home burglaries, seizing more assets from organised crime, reducing deaths from family violence and reducing re-offending by Maori. Botany MP Jami-Lee Ross said although it will not be easy to meet all of the targets, the police are “not here to shy away from the hard issues”. “Having more

police on the streets will see crime reduce. We know from the big boost in justice and police funding at the start of the National government in 2008 that more resources do see crime steadily trend downwards. We don’t want to see overall crime rise again, so giving the police more resource is important. “The public have told us they want more effort put into law and order, and now we are responding.” An additional 1100 police staff will be added as a result of the extra investment, which will increase the size of the police force by 10 per cent over the next four years. Mr Ross said he is hopeful

the Counties Manukau district will receive a decent portion of this staffing increase, allowing it to continue the good work preventing crime in the Botany and Howick area. A new national 24/7 phone number for nonemergencies, more specialist investigators for child protection, sexual assault, family violence and other serious crime, as well as additional resources for the police are also included in the package. Police Association president Chris Cahill said these extra resources will make a valuable difference to the fight against crime.

If you are in the workforce or just starting out, one of the most important documents you must have is a signed employment agreement between your employer and you, which is legally binding. This contract covers hours of work, rates of pay, holiday entitlements etc, and must include certain mandatory clauses, such as four weeks annual leave. Even if they are not included they are still legally binding. If you do not have an agreement, it would be wise to ensure that you arrange one with your employer. Housing NZ must reevaluate its position Open letter to Maurice Williamson, MP for Pakuranga and Jami-Lee Ross, MP for Botany We write on behalf of the Bucklands Beach and Eastern Beach Residents association in regard to the proposed increase in housing height and density along Mellons Bay Road Howick, under the Proposed Auckland Unitary Plan (PAUP) and to express our surprise at what appears on the surface , a complete lack of response from either of you on this important issue. Our members while not strictly under the shadow of Stockade Hill have a strong attachment to Howick, especially places such as Stockade Hill. It is not only historical for the broader Howick, but is also a War Memorial to those from the District who made the ultimate sacrifice. The views from the Hill form a critical part of what makes this a special place of remembrance for a great number of Howick residents. To many of us there is little difference in significance of Stockade Hill from The Auckland War Memorial location. Just imagine the fuss if Housing New Zealand were to propose high density housing on the Northern slopes of the Auckland Domain completely blocking the magnificent views from this important place. We note you were both quick to get involved when it was proposed to change the name of Howick Ward to Te Irirangi making appropriate submissions at a Government level, but as expressed earlier we don’t hear anything from you on the Stockade Hill issue. The drive to intensify housing along Mellons Bay Road is coming from Housing New Zealand. In effect the Government, so we ask what you as our Central Government representatives are doing to impress on the Minister of Housing and Housing New Zealand the complete lack of sensitivity to the concerns of Howick residents? We would ask you to have Housing New Zealand re evaluate their position. We do not hold with their argument that backing down will set a precedent for other areas opposing intensification, given the areas historic importance and the fact that it is a War Memorial significant to Howick. Clean, green this ain’t! It’s hard to show on my camera the extent of the litter left behind yet again after a long weekend on our local Eastern Beach. But what is easily expressed is the disgust by the locals. Local social media was in overdrive the Tuesday after Anniversary Weekend, when locals went down for their early morning walks to be faced once more with litter, plastic and glass bottles, lighters, used nappies, chip packets, food, jandals, clothing. There was even a report of a broken tent. Many took to trying to clean up the waste themselves; one lady reported collecting three rubbish bags. The council do engage the services of Downer – who are there early after a long weekend cleaning up the mess. This morning (Tuesday, February 7) there were two trucks, one van and approximately eight men collecting and tiding up after the beach visitors. We are lucky to live in a society where the local authority do come and clean up. However, is this the right approach – where is the self-

responsibility or pride in the country or people we are? It has never entered my mind to drop rubbish – not even a lolly wrapper – let alone leave an entire left over meal anywhere. Why don’t other people know to take their rubbish home with them when the bins are full? Why don’t they know of the environmental damage they are causing to our coastlines and beaches. Aren’t we a Pacific nation in touch with our heritage and environment? But what is most disturbing is their lack of understanding and awareness as to the potential harm and damage they could cause to an unsuspecting child or animal walking along the beach that could cut themselves on broken glass or metal. If these beachgoers don’t know, or heaven forbid don’t care – then can we get some signage to help educate them? Or can the council issue fines to the litterers? Hot water draining your energy bills Hot summer days means lots of extra showers and loads of washing, making hot water the single biggest energy user in many homes in the warmer months. In fact EECA Energywise says most households spend more money on heating water than on space heating over a year. However technical expert Christian Hoerning says there are easy ways to cut the waste and save hundreds of dollars a year Top tips from Energywise
