uckland Mayor Len Brown is looking forward to taking a holiday once he’s handed the mayoral chains over, post the Auckland Council election in October. He says he and his wife LEN BROWN Shan are “not great at taking holidays”. “We’re going to enjoy a good break and I’m going to have time with her and the kids.” The Browns are currently having a new house built in Karaka and the family will be moving in at the same time as he hands over the mayoral chains. “It will be a change in my life in many ways,” he says. “Why Karaka? I’m still a South Auckland boy. My family and friends are still around and I feel most at ease in South Auckland. “It was to be that or an apartment. But Shan’s mum is still with us, along with our youngest daughter. So we decided there was one more time for a detached house and the next one will be an apartment.” The Browns are keeping an open mind on the eventual choice of an apartment – whether it will be in the CBD close to arts and culture, one of the “beautiful” apartments springing up in Howick or around transport hubs such as Pakuranga or Manukau. The long-time lawyer says he won’t be returning to the law. “I loved that career but I’m now looking to do more general work. There will be one or two appointments and a bit of consulting,” he says. Global city advisory work is also close to his heart. “Auckland does well, having won awards for governance and physical transformation. There will be an opportunity to speak and lecture on that subject internationally. “There is a growing international cities forum made up of civic leaders who have overseen significant change as I have. “I find that satisfying. You may leave the job, but it doesn’t mean the job leaves you.” On the top of his wish list as he hands the mayoral chains over is a hope that the newcomer can keep their sense of humour. “It’s a hugely challenging job,” he says. “No amount of preparation can really fit you for the sense of energy, hope and expectations that arrive on your desk the first day on the job. “The new mayor will need to relax in the job and keep as calm as they can. ”

ir Mark Todd is amazing. Really. I don’t think many fully undestood what this great Kiwi Olympian almost achieved yesteday. As a complete aside, any parents who watched the Olympic eventing’s second and most harrowing (in my mind) of the equestrian disciplines on Tuesday would have immediately banned their children from ever going near a horse again. The cross-country phase on the hellish Deodoro course in Rio was at times terrifying to watch. It was awful to see some of the planet’s best riders coming to grief. There will be tumbles. Sure. Not like these. These fences don’t move, unlike the rails on the final day’s ride in the showjumping arena. It didn’t matter if the leading or trailing hooves met solid timber, the result was the same...more than half a tonne of highly-trained equine machine chucking the rider from a great height. If the rider’s lucky, the poor horse doesn’t land on top. Like their riders though, they all got up and walked away. It is a deadly sport though. Horsetalk.co.nz in February reported that an Australian researcher identified 59 rider deaths in the discipline of eventing since 1993. The deaths occurred across all levels of the sport, from pony club competitions to regional championships. The fatalities involved 25 males and 34 females, ranging in age from 12 to 64, with a median

age of 32. There were fatalities at 15 international (FEI)-level competitions, 34 national-level competitions and three Pony Club competitions (others were unknown). Now consider this - Sir Mark is 60 and, believe it or not, is not our oldest competing Olympian at Rio. That honour falls to equestrian teammate, individual dressage rider Julie Brougham. Get this – another equestrian, Aussie Mary Hanna, is 61. Sir Mark is our most capped Olympian. Rio 2016 ae his eighth games, with five medals to his credit.

He claimed back-to-back gold individual Olympic medals aboard Charisma in 1984 and 1988 (he was New Zealand Sportsperson of the Year that year). Then he retired after the Sydney Olympics in 2000 – until the 2008 Beijing Olympics. He has been inducted into the New Zealand Sports Hall of Fame as well. And he’s still going. His Olympic bio says that while he has many top-flight wins to his credit, he lists his first Badminton victory, his two Olympic individual gold medals and his return win to Badminton as his most memorable moments. Todd has also competed at five

World Equestrian Games, won Badminton four times and Burghley five. And yesteday he was in with a chance of securing two more medals in the eventing following his classy ride on Leonidas II on Tuesday saw him jump from 17th to fourth on the individual standings going into the showjumping round. As for the team, after finishing a sixth in the opening dressage discipline, they had moved up to second behind the Aussies thanks to great contributing efforts from teammates Clarke Johnstone and Jonelle Price in the cross-country. It was all so tantalising close. But, as Sir Mark himself put it yesteday, it is what it is. His mount was off in the team ride. Down came four rails. Bye bye gold. In a cruel twist, his ride went all clear in the individual showjumping. Two medals gone. Just one more medal and Sir Mark would have become New Zealand’s most successful Olympian, one ahead of canoe/kayak legends Ian Ferguson and Paul Macdonald. Tokyo 2020 perhaps? He’ll only be 64. Dream big ay.

She’s 20 and standing for council By Scott Yeoman

livia Montgomery is 20 years old and so, naturally, she doesn’t talk like a politician. Her words come out fast, frank and enthusiastic — all at once. She insists she will stay like that and not let this, her first foray into local politics, change how she talks. “I never want to do that. I actually want to stay really true to myself.” That means standing up for what she believes in if elected onto the Howick Local Board, Howick subdivision, or as one of two Auckland councillors for the Howick Ward. Ms Montgomery is running for both. “I’m not someone to just be quiet and sit by if somebody’s saying something that I don’t agree with,” she says. “If I can offer a different approach, I will definitely voice it.” And so the saxophone-playing local girl, who is back living at home on Somerville Rd after a year at university and time spent travelling, will be running against her former intermediate school principal, David Ellery, for a seat

on the Howick Local Board. Another candidate she’s up against, Adele White, was the local policewoman that came to her primary school to teach road safety. This age difference is an obvious talking point and one Ms Montgomery says she is not scared of addressing. “You can have a person that’s 100 years old that has got a wealth of experience, but if you don’t have empathy, compassion and real initiatives and solutions for problems that are occurring in your area, then why are you running? You’re just doing it for your ego; you’re not actually doing it to help the people of this community.” She says she sees “so much room for improvement” in the existing local board and says it needs “sprucing up”. The same goes for the Howick Ward, she says. Incumbent councillors Dick Quax and Sharon Stewart were elected unopposed last year and have held the positions since Auckland Council was formed in 2010. Ms Montgomery says Howick’s significant population of high school leavers and university students currently don’t have representation and she wants to

change that. “I hate it when people have really incredible ideas and really incredible perspectives but are just dismissed because of their age.” She says she has plenty of ideas of her own that she plans on sharing, as well as a fresh perspective on important youth issues like sex and drug education and internet safety. She says she wants to give those kinds of things a “facelift” in Howick and move the discussion away from the scare tactics she grew up with and towards proactive education. Ms Montgomery, who attended Cockle Bay Primary, Somerville Intermediate and Macleans College, says she is in a better position to address these issues than her older counterparts. But she’s not just running for Howick’s young people, she says. Cultural diversity is also important to her. “The racism that happens in Howick needs to be addressed because it is actually an issue,” she says. “We’re not just a large white, elderly population. We have a lot of different cultures in Howick, which is something that I absolutely love. I love that we are so diverse.”

Ms Montgomery says Howick needs to celebrate this diversity and appreciate and understand the struggles different cultures go through in New Zealand. “Helping and assisting [other cultures] rather than just being rude and discriminatory, because Howick is like that sometimes and I think that’s something we don’t really address and is something I definitely want to focus on.” She also wants to introduce events and initiatives that will help maintain Howick’s community spirit, which she says is being tested by Auckland’s urban sprawl. “With Auckland being such a broad city and just getting bigger, I feel like we need to also remember to love your neighbour, or at least know who they are. I have a lot of initiatives to bring the community together.” These include introducing community gardens and organising music and art events that Ms Montgomery says will foster and support local creative talent. She is also currently involved in a citrus exchange that sees her and some local school kids distributing surplus citrus fruit around the community to those that need it.

As for running for both the local board and council, Ms Montgomery says she isn’t fazed by her lack of political experience. “I thought I’d start with the board and go for council in a few years. But I’ve had so much encouragement and support from the local as well as the wider community to take it further, so I have and have decided to take this opportunity and make the most of it.” That doesn’t mean she isn’t nervous about it. She’s happy to admit that. “Every time I go to an interview, I’m really scared. I’m like ‘Ok, I’ve got to write these things down’. But then I think, as long as I’m true to my heart and I’m not speaking out of my ass, then I’m doing a good job.” Ms Montgomery knows people will question her age and experience and says she could let that get her. “But that’s not how change happens, with that idea nobody would ever run and then you’d just have the same people for... God knows how long, and that’s kind of what’s been happening here. I’m not discouraged by that at all and, in fact, I’m encouraged by it.”

Here we go again...same day, same time, same corner By Scott Yeoman Twice in two weeks at the same time and on the same corner in Botany, cars have lost control and the local residents are in disbelief that nothing is happening to prevent it. This time a car crossed the centre line and hit another vehicle travelling in the opposite direction. The young man driving told the Times that he wasn’t speeding and just lost control negotiating the roundabout on the corner of Aviemore Dr and Cascades Rd. Exactly a week before, a white van lost control at the same roundabout, left the road, crossed the footpath and came to a stop, on its side, just metres from a house. Residents living on the corner say they have had enough and told the Times last week that they are wanting immediate action from Auckland Council.

The size and design of the roundabout is wrong, the residents say, and its wet weather surface has long disappeared. The speed limit – 60km – is also a problem. They’ve had cars through garage doors, fences knocked over, letter boxes replaced, gardens destroyed, and their parked cars written off. They are scared and desperate and this latest incident has only escalated fears that someone is going to get badly hurt or killed by a car soon. One of the concerned residents, Patrick Toon, speaking after this latest crash, said the situation is “not acceptable”. “We just can’t put up with it. The response from council is terrible. Totally wrong.” The 75-year-old says every time he sees another crash, his heart starts pounding. “I think, well, it could have

response had not changed from last week. A spokesman said AT is still looking at putting a “SLOW” pavement marking on the Aviemore Dr approach to encourage a slower speed.

Last week the spokesman told the Times that AT had previously looked at the roundabout but no changes were proposed for its layout. “To reinforce the need to slow down Auckland Transport has recently added some signs to remind drivers of the need to slow down and drive to the conditions,” he said at the time. The “SLOW” pavement marking would be an additional interim measure. AT also said last week that the crash history for the intersection showed three “loss of control” crashes in the past 10 years – a number that is disputed by the Cascades Rd residents. But the AT spokesman said the crash history used by AT is crashes reported to Police.Not every incident is reported. The Times has put in a request for crash data from the New Zealand Transport Agency.

New children’s book released Howick author Jessica Ngatai has produced a new children’s book. New Shoots Publishing have announced the release of Rhyme & Reo: At the zoo, the second in the Rhyme & Reo series by Ms Ngatai (of Ngatiwai, Ngati Maniapoto descent). Campaigning for the youth vote By Marianne Kelly

t the age of 29 Matthew Cross is challenging members of his generation and younger to get interested in local body politics and learn from recent international events. The ex-Army officer, born, raised and educated in Howick, is standing as an Independent for the Howick Ward in the upcoming Auckland Council elections. He’s hoping that the negatives emerging from events, such as Donald Trump’s bid to become a Republican President of the United States, and the Brexit vote which has left Britain out in the European cold, will be a catalyst. “Donald Trump and the US election have brought many people back to politics,” he says. “In the Brexit vote the majority of under-45s wanted to remain in the EU, but lost because of the low voter turnout. “It was a great shot in the arm

for them to realise that if you don’t vote you can get a result you don’t want. “[Singer]Katy Perry said you have one vote. Whether you have $1 billion or are unemployed, a vote is worth the same. That’s such a cool message.” Auckland, he says, has such a great future and voting is critical, not just for those who own houses, but those who pay the rates through their rent. One of his mentors is longstanding family friend and current elected member of the Howick Local Board, Jim Donald who is standing again as an Independent. “We had a chat about the political landscape and I think the current disconnection between Ward councillors and Local Board members provides a massive opportunity for Howick,” Mr Cross says.“It requires all leaders to work together and we are missing a bit of that,” he says.

“Dick [Quax] and Sharon [Stewart] should be thanked for their work,” he says. “But there needs to be more collaboration, opening up communication among all

stakeholders in the ward. “From my research, there is a raft of people throughout the ward who don’t know who their councillors are or what the council does. And this is a common theme across Auckland.” The former Cockle Bay Primary, Somerville Intermediate, and Macleans College student left the Army last February after 11 years. Leadership skills were honed when he took command of a platoon of 30 Kiwi soldiers in East Timor. When he left the Army last February a political commentator told him a “nice easy seat” could be found for him to start his political career. “I said ‘that’s not right’. If I was ever to stand for the council the only area I am strongly connected to is Howick.” During a two-month trip to India he learned about the divide between the slums and million dollar houses and thought “I

would never want to see this in New Zealand.” Consequently one of his priorities in the election is the housing crisis where, he says, “no-one has stood up and said ‘this is my responsibility’.” He would like to see the council, central Government, immigration officials, Housing New Zealand and the Reserve Bank at the same table to hammer out a solution. And he wants to encourage collaboration among innovative organisations to create a multimodal, effective transport network. He’s also adamant that, if elected, he will not fall into the trap where the same people are continually voted in and says he will serve no more than two terms. “I am 29, young, fit and energetic and I want to use all that. After six years if I lose that urgency it will be time for someone else. As soon as we slow down we lose the impetus of change.”

Police are investigating a suspicious fire – possibly the work of a serial arsonist – following a blaze which destroyed a Pakuranga garage and a car within it last month. A fire investigation report released to the Times under the Official Information Act regarding a major blaze at 11 Latham Avenue in Pakuranga on July 7 says the garage on the property, particularly the garage associated with Unit 2 of the address, had been the subject of three prior fire incidents. Police confirmed the East CIB have the matter under investigation. They could offer no further comment. A teen who lost his car and many of his possessions including Grandad’s ashes in a fire turned to online fundraising website Give a little for help. Billie Wagner and his flatmates had not long been in the flat in Latham Avenue, Pakuranga. The blaze claimed Wagner’s car – a MKI VW golf he’d been restoring for two years. It also claimed many items stored in there including his grandfather’s ashes. They had no contents or car insurance and want to replace what was lost in the fire and fund-raise to move to a new home. The blaze brought five fire appliances and a large number of police officers and media. Explosions during the fire – which the fire service initially suspected to be tyres popping – led many to believe a P lab was in the garage. Flat mate Caleb Kendall told the Times they had only moved into the property three months before. It was their first flatting experience. The fire investigation report said it appeared the explosions were a combination of heat-affected fibrous

Cordelle Edwin hasn’t stopped talking about Taryn Brumfitt’s documentary, Embrace, since she viewed it at the recent New Zealand International Film Festival. So much so that the Monterey’s assistant manager has scored five screenings for the Howick cinema. Embrace is written and directed by Australian wife and mother of three, Taryn Brumfitt. Cordelle says it’s a true story about Taryn’s effort to gain the perfect body and subsequently deciding that the effort was not worth it. “It went viral on Facebook,” Cordelle says. So she made a trailer and got a response from close to 9000 Kickstarter pledgers to fund the documentary. “It’s something that if you see the trailer, most women want to see it,”

ew colour-coded zones, along with a new fare table, will be introduced next month making it simpler to work out the cost of travel on the SuperCity’s bus and train services. Auckland Transport (AT) has established 13 zones across the region and fares will be calculated according to the number of zones travelled through for the entire journey. People using an AT HOP card will be charged a single fare for each journey, even if several buses or trains are taken to get to a destination. Howick Ward is in the Manukau North zone which stretches from Manukau train station in the south to the Tamaki River in the north. To take a bus/train journey from anywhere in the Howick Ward to the Auckland CBD involves crossing three zones which would cost $4.90 with an AT HOP card compared with $7 cash. AT’s public transport commercial manager, Colin Homan says passengers can tag on and off each bus and train as they do now and at the end of the journey will be charged a single fare. “During a journey you can

use up to five buses or trains within four hours, with up to 30 minutes transfer time between each trip,” he says. “The new system means you can take the fastest or most convenient option without paying more for doing so by using an AT HOP card,” he says. “For example, if travelling from Howick to the city centre, it may be quicker to take a bus to Panmure and a train for the rest of the journey, rather than staying on the bus for the whole trip.” The new $18 AT HOP day pass which can be bought after August 14 is valid for bus and train travel in all zones, except SkyBus services, until midnight on the day it is first used, and for travel on inner harbour ferries, such as the Devonport service. The current AT HOP day pass options will be withdrawn after August 10. Passes bought before August 11 will not work from midnight August 13. There will be no change for people who have a SuperGold concession loaded on their AT HOP card. Paper tickets will continue to be available but only for a single trip. If a passenger leaves the service early, there are no refunds and the ticket cannot be used on another ser-

way,” she says recalling the day she spent long hours at the prison site from 11am in the morning to 2pm trying to diffuse the tense situation. Making hard calls in a tough environment whilst preserving everyone’s dignity is a skill she has honed over the years. Serious incidents like dealing with a murderer who took an elderly male prisoner as hostage; or managing the movement and transfer of prisoners and staff in the aftermath of the Christchurch earthquake, a huge logistical challenge. She has faced adverse media situations during the case of Tony Robertson, who raped and murdered Blessie Gotingco, or dealing with escaped convict Philip Smith who fled to Rio de Janeiro. “It is important to know if we’ve had the right management treatment. If the staff did the right thing and yet got an unfortunate negative outcome, we have

to face up to it, fix it, learn from it and move on,” says Ms Burns. Prior to Corrections, Ms Burns worked as a nurse at the national trauma centre which she believes was an excellent training ground. “We were working in a stressful environment where we had to make quick decisions whilst dealing with drugs, alcohol and challenging life and death situations,” she says. “I was a nurse at 21 dealing with the same demographics before I got head hunted as health manager for prisons,” she says. Since she joined the department in 2000, Ms Burns has managed two prisons, and worked in senior leadership roles across Corrections. Prior to being appointed regional commissioner, Northern Region, in 2012, she filled in as acting general manager of Prison Services for a year, which required her to manage prisons all over New Zealand. Ms Burns believes she has brought a softer side to the organisation. Having a good work-life balance along with very good friends is the secret behind finding happiness in your job. “There is good stress and bad stress,” says the motherof-three adult children. “I consider work stress as good stress and don’t take anything personally in my job. But my family is central and if anything happens to them it tips my world,” she says.

She finds it fascinating to deal with criminal minds. Pre-empting the next move of the country’s biggest offenders and staying ahead of their next strike in some really confronting situations is what makes her tick. Jeanette Burns, regional commissioner Northern Region, Department of Corrections says she finds it fascinating to know why people make those decisions and what the trigger is. Ms Burns is the first woman commissioner of the northern region, the largest in New Zealand in terms of staff, prisons and community corrections sites. Her warm smile makes it difficult to imagine that she deals with hardened criminals on a regular basis and was at the forefront of the riots at the Spring Hill Corrections Facility which caused millions of dollars’ in damage and nearly destroyed one of the officer’s areas in the northern Waikato prison. “I was called in when things began escalating,’ she says. “You have to think logically without letting emotions get in the way. It is important to make the right decision from the information you have at that point of time. You have to trust the people around, change tack when the situation demands it and exude a sense o f calm so that everyone around you also feels the same, in a high risk situation. “Things could go either

If anyone wants to donate to the raffle we will take items with open arms.” When Ms Rameka approached the Auckland Deaf Society, fund-raising and marketing officer, Taryn Banks suggested the quiz. “We originally created this quiz for a 30th birthday about two years ago,” Ms Banks says. “It’s a fun way to raise awareness and debunk some of the myths. “We want to share some of the history of the Deaf in New Zealand in a fun way and raise some money. “A lot of people don’t know there is a culture of the deaf and see it only as a disability. The quiz gives hearing participants the exposure to the frustration of not being able to use speech.” Techniques used in the quiz will include finger spelling – as opposed to sign language which is a language in its own right and belongs to New Zealand deaf people, Ms Banks

says. “The quiz might involve using play dough and we will provide resources to help people use their bodies to communicate along the lines of charades. It’s more an activity-based quiz. It’s almost a journey of discovery for participants.” Ms Banks says. Funds raised at the Howick event will go to a project to help adult deaf people who, in New Zealand, have an average reading age of 8.5, Ms Banks says. The society’s events coordinator, Julie-Anne Taylor says, through an interpreter, that in earlier days deaf children were mistreated and sign language was banned. “So it was very difficult. For example the word love and enough look the same on the lips. atching two deaf women having an animated conversation in their own special language was an inspiration to Gwen Rameka who has organised a unique quiz fund-raiser evening. It’s a ‘Seriously Funny Silent Quiz’. As well as giving participants exposure to the frustration of not being able to use regular spoken speech, the quiz is designed to show people what it’s like to be deaf but in a fun way. It will involve six rounds of silent questions and answers. Funds raised from the function entry, raffles and auction of two art canvasses will be donated to the Auckland Deaf Society. Ms Rameka’s awareness of the lives of the deaf was initially prodded when she watched a television story about two deaf youngsters who, after a trial run, were employed permanently as front-of-house staff at a South Island cafe. “People were so impressed that it took off,” she says. “A couple of months ago in Pakuranga mall I saw two deaf ladies having a wonderful conversation. It intrigued me.” Ms Rameka has worked with The Prospect of Howick’s publican, Barry O’Shaughnessy since he took over the establishment more than 20 years ago. He was all for the idea of a fund-raiser for the deaf in the wake of a recent successful Pink Ribbon event held at the pub’s Good Home restaurant and bar which raised just over $4000. With a fund-raiser for the Prostate Cancer Foundation organised for August 27 he’s hoping the three events will be annual. “Feedback from the

People are continuing to park on the grass verges as per the photos, creating a quagmire and horrendous muddy mess over the walking pathways. Why is nothing being done to curb this illegal parking? Having returned from a school trip to Israel, Year 12 student Samantha Hooper says that it was not just seeing the tourist spots but experiencing and putting into context things she read in the bible which made it a journey of a lifetime. She recalls one exciting sight – glass suspended above an historic road. “Through the glass we could see the rocks around eight metres under the road. They said that this is where Jesus had walked on the street in the old city of Jerusalem just eight metres below.” Teacher Mandy Heim who accompanied 14 Elim Christian College students along with two other staff members says the rich biblical archaeology, deeply impacted her and gave her the feeling of walking through pages of history “in pursuit of discovering more about our saviour- Jesus Christ.” “Our guide Eran Salamon from Sar-El tours was really passionate and gave us a real glimpse of human life 2000 years ago,” she says. huge archaeological connection to the Bible, she says. One of the other highlights she recalls was seeing the Jordan River running through the land of bibli-

cal significance as it flows through the borders of Jordan and Israel. However, there were moments when harsh reality hit them as they spotted the big red board in Bethlehem warning: ‘No Israeli citizen may cross this line’. Talking about the safety factor Ms Heim says: “We were saved by prayer and preserved by soldiers. Our guide was extremely particular about protocol. It’s like a camel ride. The caravan never loses sight of the leader.’ Another Year 12 student Brodie Valley who had never travelled beyond the North Island candidly admits that one of the things he sorely missed was mixing meat with dairy. “I didn’t quite enjoy Kosher (an ethical and faith based observance), having burgers without cheese,” he says. That apart he thinks the school trip to Israel was ‘stimulus overload’. “Being in Jerusalem in the heat, amongst old historical buildings, kibbutz and food markets, gave substance to my faith. The sights, sounds and smells were in sharp contrast to the sterile supermarkets and seven lane motorways in Korea that we visited en route, prior to our arrival in Israel. It was like another civilization,” he says.

ancing just for the fun of it is a rare phenomenon these days as a sense of fierce competitiveness has sadly taken over our lives. That’s what makes the Howick and Pakuranga Dance Festival 2016 stand out from the rest of the dance competitions that crowd the calendar. One of the organisers of the biggest dance festival in the area, Kirsten Bell, drama and dance teacher at Cockle Bay School, says that this year there are 34 primary and intermediate local schools participating. “The festival has been running for over 20 years now, and had to be split into two different shows after about 10 years due to the interest shown in the schools,” she says. “It is purely a show for enjoyment so children can showcase their dancing. “Most groups are lunchtime recreational groups, though there are some specialist groups

from schools involved.” Ms Bell who has also got the drama extension group involved to add interesting fillers between dance groups for the festival says: “Due to the large numbers they extended the festival to two days so that 17 schools can participate each day.” On August 8 and 9, the Howick and Pakuranga Dance Festival was run by teacher Sue Yandell of Our Lady Star of the Sea school where 17 schools participated. While on August 10 and 11 the festival is run by Cockle Bay School at Elim Christian College auditorium.

eeha Riley and Clarissa Gouw are the national schools’ burger-making champs. The Year 12 students from Botany Downs Secondary College (BDSC) won the nationwide secondary school students What’s your Flavour –Burger Battle with cultural fusion. Hosted by Auckland Council in association with NZ Chefs, the BDSC students rolled up their sleeves to make a burger which secured first place in the Auckland region semifinals cook-off at the Manukau Institute of Technology. The challenge was to design, create and present a healthy burger with a cultural twist. Keeha and Clarissa took it to the next level. They were crowned the burger queens at the finals of the NZ Chefs National Salon, Hospitality Championship of NZ on Friday at the ASB Showgrounds. Their Asian-inspired pork burger comprised spiced panko crumbed mince pork patty, Asian slaw with sweet chilli, lime and cashew aioli and served with crispy chilli salted wonton chips as a side and won over the judges. Their food technology teacher Angie Thompson is thrilled with their success. For Clarissa it was an unforgettable experience. “Both Keeha and I were incredibly lucky to have Mrs (Angie) Thomson as a coach and our very own food technology teacher, and none of this would have been possible

Check trade compliance Reports coming through to a new report-acowboy mobile app are showing that landlords and property managers need to make sure they only use authorised tradespeople. The construction sector’s regulator the Plumbers, Gasfitters and Drainlayers Board (PGDB) has been educating consumers (home owners and tenants) about protecting their insurance and their health and safety by checking tradespeoples’ credentials. Restricted plumbing, gas fitting and drain laying work conducted by anyone, including home handyman service providers, who don’t hold a current licence from the board is not only putting public health and safety at risk, but may also be invalidating home owner insurance policies. PGDB chief executive, Martin Sawyers says the new mobile app R.A.C. (report-a-cowboy) is doing its job. Reports are coming through and the investigations team is taking immediate action, he says. One report highlights hot water cylinder repairs that put the home

owner in the position of harbouring a potential ticking time bomb. Another, a report from a concerned tenant, highlighted unlawful work conducted at a home through services organised by a property management company. “The PGDB has concerns that this may just be the tip of the iceberg,” Mr Sawyers says. “Tradespeople need to carry a current authorisation card, and I strongly urge consumers and property managers to ask to sight it to protect themselves from any health and safety or insurance risk. “If there is any concern at all that work may have been done by someone who is not authorised at a property, or there is concern about the competency of tradespeople, let us know.” Check if a person is authorised by searching the online public register at www.pgdb.co.nz. Clarification needed on lending loophole A

loophole in applying LVR restrictions means home owners are struggling to get bridging finance and are effectively shut out of the intensely competitive property market, according to one of New Zealand’s leading mortgage advisory companies. Mortgage Express is calling for the Reserve Bank to provide greater clarification to banks and financial lenders around LVR restrictions, saying owner-occupiers are finding they cannot purchase property before selling their existing home without triggering new 40 per cent loan to value ratio (LVR) requirements. The company’s chief executive Sarah Johnston says banks and other financial institutions are reluctant to approve open-ended bridging finance for home owners in the wake of the new LVR restrictions which are aimed at investors. If a home owner-occupier has bought before they sell their existing home, technically the second property makes them an investor and the new investor LVR ratio requiring a 40 per cent deposit comes into play, she says. If investor LVR rules are not applied to the bridging finance, there is a risk that home owners could simply say they had been unable to sell the house and were now

keeping it to avoid being classed as an investor. “It’s very unclear and until that loophole is fixed there are legitimate owner-occupiers who are being shut out of the market because the banks haven’t been given clarification on how to apply the new rules in a ‘buy before selling’ situation.” Harcourts chief executive, Chris Kennedy says it’s vital LVR restrictions for home owner/occupiers are clarified for lenders immediately. “At the moment the situation around borrowing seems extremely messy and unclear,” he says. “We’ve always been pretty sceptical that the new LVR ratio for investors would slow down the market as planned. “In an extremely competitive market, homeowners often find themselves trying to buy before they sell to avoid missing out on their dream home. “And without clarification around the rules, LVR restrictions appear to be effectively shutting the people out of the market they were designed to help.” Slapping lending restrictions on property investors does nothing to solve the housing stock shortage and could make it worse, says Auckland Chamber of Commerce head, Michael Barnett. “It certainly won’t get more

houses built,” he says. Responding to the Reserve Bank’s proposed rules requiring investors to find deposits of 40 per cent Mr Barnett says property investors are small and medium business too. “They employ, they contract to other small and medium businesses, and they put their capital at risk. “I am firmly of the view that there are better ways of dealing with them than to inhibit their activity.” He says there must be a way to use investor stock to grow the pool of rentable homes rather than closing off this potential pool as part of the housing solution. A more innovative and comprehensive attack on Auckland’s housing supply shortage could involve better managing investors rather than deterring them; providing incentives for those saving for home ownership which would be an opportunity for the banking sector and the Government; making immigration part of the solution; and making local government enablers, not barriers. A co-ordinated plan of attack would also deal to other constraints holding back housing supply, he says. This includes making more land available, faster consenting, provision of key infrastructure and gearing up the construction sector.

Flexible approach to building skills advocated people. With the national population currently estimated at 4.956million, more than 30,000 new residential units are required going forward each year. Mr Quinn says it’s no surprise to anyone that new residential build rates in Auckland need to be significantly higher than the national average. Auckland has historically had a build rate of about 7.9 homes per 1000 people. But for the past 10 years this dropped to 3.85, creating a significant shortfall of supply that the city is now grappling with. “The construction sector is struggling to produce

the skills needed to meet demand,” he says. The BCITO has a record number of apprentices in training and has recently passed the 10,000 number for the first time.

He says the changing nature of the building process also changes the skill set employers are seeking. Greater specialisation, particularly in Auckland, has created firms specialising in

certain areas of construction and the training environment needs to be able to respond to these market dynamics. Mr Quinn considers training programmes that offer smaller bites of learning, complementing the existing apprenticeship regime, have the potential to entice more into the construction industry and appeal to parts of the labour market that may not have thought of construction as an option. “The competition to attract young New Zealanders into a trade is high, so we need to broaden the opportunities and be flexible in our approach to producing the skills the market needs,” he says.

Auckland and its surrounding regions are the main contributors to a 16 per cent growth in new homes gaining building consent in the year to last June. Data released by Statistics New Zealand indicates a record 29,000 new homes gained building consent, the highest for a June year since 2004. BCITO chief executive Warwick Quinn says this level of activity needs to be the new normal and a workforce pipeline is needed to achieve it. For the past 50 years he says an average of 6.58 new residential units have been built annually for every 1000

uckland’s Proposed Auckland Unitary Plan (PAUP) may offer a solution to a chronic shortage of homes suitable for the region’s ageing population, according to a charity that operates a certification scheme for the design of new homes. Geoff Penrose, general manager of Lifemark says currently just two per cent of the SuperCity’s new housing stock is likely to be designed to cater for people with mobility or disability issues. Without considering the needs of the elderly, there are concerns that intensification and increasing the average height of dwellings may compound the current shortage of suitable housing. “By the time the current unitary plan is completed, the proportion of Auckland’s population over 65 will have increased by 150 per cent to more than 425,000 by 2046, with more than 50 per cent having some form of disability,” he says. Those in this age bracket often struggle with simple tasks such as climbing stairs and navigating narrow hallways in wheelchairs or walking frames. “If we give due consideration to this demographic now, we can ensure that sufficient

mobility restrictions remain more independent. “Only homes that have safe, level access and incorporate features such as wider doorways, increased spaces, reachable power points and easy to use taps, window latches and light switches can be certified. That makes them safer and more liveable.” Mr Penrose says sadly, many will find themselves in a living environment not designed to cater for them, resulting in a lower quality of living and, in some cases, household injuries. Homes, he says, can be designed to prevent many of these injuries occurring. The homes can incorporate intelligent design features such as improved lighting, non-slip surfaces in wet areas, better designed stairs and window latches to prevent injuries from slips, trips and falls. Auckland real estate agent Paul Neshausen says along with mobility issues, there will be increasing pressure as retirees wanting to downsize look for single level homes and those with a lift installed. Developers and builders, he says, should consider customising properties to meet these set of requirements much the same way they target other market segments.

Netball finals loom T

he Howick Pakuranga Netball Centre has just completed its fifth week of round robin play in the championship round for the premier, senior and college grades. Mellons Bay S1 and Howick United S1 remain unbeaten in the premier competition and

both teams continued their good run of form at the weekend. Top-of-the-table Mellons Bay S1 had a convincing 59-37 win over Pakuranga United S1, while Howick United S1 overcame Timbertown Shelly Park S1 46-43. Howick United S1 has played one less game than

Mellons Bay S1 and so is sitting four points back on the competition ladder. The two unbeaten teams will meet before the semifinals round on August 27. There are two more weeks of round robin action before then and the final will be played on September 3.

The beautiful game just became a lot more fun Times photographer Wayne Martin went along to a Zoccer game at Lloyd Elsmore Park in Pakuranga on Saturday to find out what this new unusual sport is all about. Zoccer originated in Norway a few years ago and has since spread to other parts of Europe, America and Asia. The Norwegians call it “bubble football”. A Kiwi travelling through Vietnam played the unique sport and loved it so much he decided to bring it home to New Zealand. And so Zoccer launched in New Zealand in 2015 and it has been

Hurricanes worthy champions F

ew sports fans around the country would deny the Hurricanes their moment of glory in winning the 2016 Super Rugby championship following their 20-3 triumph against the Lions in windy Wellington on Saturday night. From gutsy captain Dane Coles, who returned to play on in pain despite damaged ribs, to superstar Beauden Barrett, this was a magnificent team effort in realising the Hurricanes’ first title after a long, historic struggle. That they achieved it without 2015 World champion All Blacks backs Ma’a Nonu, Conrad Smith and Nehe Milne-Skudder was amazing, especially when a fourth, Julian Savea, was relegated to the reserves for the play-offs in which they did not concede a try. It was that incredible defence against the Sharks, Crusaders, Chiefs and Lions, that marked the character of a team that started the season with new props, new midfield backs and finished with two second string props, all of whom rose to the occasion superbly. Apart from Nonu and Smith, the Hurricanes have produced some of New Zealand’s most exciting backs, rugby giants like

Agnew’s Angle Jonah Lomu, Christian Cullen and Tana Umaga who performed stupendous feats but failed to grasp a Super Rugby crown for the franchise. The difference this time was a relentless in-your-face defence which swarmed over Lions firstfive Elton Jantjies and sapped him of his confidence. That effectively robbed the backline of much of its punch, though brave halfback Faf De Kierk and right wing Ruan Combrinck remained classy, as did impressive No 6 Jaco Kriel. To their credit, they offered no excuses despite the bitterly cold wind and rain, so different to what they are accustomed to in Johannesburg. Nor should they have for the Hurricanes were definitely superior. Especially Barrett, who arrowed in to pounce for the final try and whose superb cross-kick would have notched right wing Corey Jane the first had a forward not knocked on. Meanwhile Barrett was magnificent in the second and third tests against Wales and his tactical appreciation has continued to grow throughout the Super Rugby championship to close the gap on Aaron Cruden and Lima Sopoaga. But it is his lightning speed and much improved goal kicking that has given him the edge and made him such a supreme match-winner. Having proved himself in tests at first-five and fullback, the question remains in which position Barrett will serve his country best at a time when the search continues for a classy centre to fill Conrad Smith’s boots. With Sonny Bill Williams likely to gain the second-five berth after the Olympics and the selectors reluctant to drop Cruden, will they be prepared to gamble on Barrett at centre where he could find more space to utilise his pace?
