Busy intersection closing A usually busy east Auckland road intersection is out of action for two weeks after Christmas, says Auckland Transport, which has announced details of its summer works programme for the $1.3 billion Eastern Busway super transport project, reports PJ TAYLOR.
A
uckland Transport (AT) estimates that 2500 tonnes of asphalt will be placed in just over a fortnight as the junction of Ti Rākau Drive and the South-Eastern Highway is off limits to traffic from December 27 to January 12. However, there’s not yet confirmation of a start date to rectify the troublesome intersection where Pakūranga Road links with the new Rā Hihi Flyover, which has been causing congestion in the evening peak commute, especially for motorists travelling from the Panmure direction, as previously reported by the Times. AT says it and Eastern Busway project partners “are continuing investigations on an upgrade of the Pakūranga Road and Rā Hihi singalised intersection to allow three lanes towards Howick and help traffic flow better in the weekday afternoon peak commute”. “AT will continue to monitor this intersection and update the wider com-
munity on plans for construction upgrades early next year.” AT says the closure of Ti Rākau Drive and the South-Eastern Highway junction will enable the Eastern Busway alliance crews “to complete months of work in just two weeks”. Andy Huang, AT’s programme director and Eastern Busway owner interface manager, acknowledges the closure will be “inconvenient for some road users”. But working day and night around the clock while traffic is lighter during the holiday period makes it possible for the

project team “to fast-track necessary work”. “This approach minimises overall disruption to road users and saves costs,” Huang says. “It helps us continue to successfully progress busway construction as quickly as possible.” When it reopens, the upgraded intersection returns to two lanes of traffic in both directions. “This intersection upgrade is crucial for the Eastern Busway,” says Huang. “Crews are reconfiguring the road layout, constructing 330 metres of kerb, laying 2500 tonnes of asphalt and installing new
traffic lights and streetlights. This short, sharp disruption will deliver long-lasting benefits for east Auckland. We’re asking everyone who may use Ti Rākau Drive to plan their journeys carefully and allow extra time.” AT says Ti Rākau Drive will be closed between Aylesbury Street and William Roberts Road in both directions as will the South-Eastern Highway on and off ramps. “Rā Hihi (Reeves Rd) flyover will remain open for Pakūranga [South-Eastern] Highway access. Care has been taken to minimise impacts for the community.” AT says access is being maintained for local shops on Ti Rākau Drive via a temporary road at the William Roberts Road, Mattson Road and Tī Rākau Drive intersection. “The Pakūranga Plaza bus stop has been temporarily relocated, footpaths remain open, and the team is working directly with residents living close to works.” > Full story at www.times.co.nz

Ratepayers rattled by PC120 Very quickly and at the end of a long and tough year economically, civically and socially, recently legislated Plan Change 120 to Auckland’s Unitary Plan is causing consternation across east Auckland, as PJ TAYLOR reports in a news commentary.

t’s a pity a Government minister wasn’t there to read the room, because the room – packed as it was – had an audience seriously concerned about what impact PC120 is going to have on them, their properties and communities. It’s a shame a Government minister – in an east Auckland area served by two of the most senior ministers in Government as local MPs – wasn’t in attendance, because there was a lot of figurative finger-pointing towards the Government, which has imposed PC120 upon Auckland Council and Aucklanders. It’s also unfortunate the architect of PC120, Housing Minister Chris Bishop, wasn’t in the house to gauge the public mood. And the 450-plus crowd of studious residents and ratepayers wasn’t smiling as the council staged a PC120 information evening at St Colomba Church auditorium in Botany on December 9, where 360 chairs had been put out and more were called for

Last Saturday, Brown told the Times he “was an apology at the meeting. Parliament was sitting under urgency. I had hoped to attend but also came down very sick”. The meeting only came about after councillors for Howick, Bo Burns and Maurice Williamson, rallied council officers to hold one in the east after omitting it from the original schedule

of meetings. Maungakiekie-Tāmaki councillor Josephine Bartley also attended, as well as Howick Local Board members. There are two (and probably more) strands to the PC120 issue playing out right now – the political, and the process. Firstly, there is the rush of the process – the deadline for submissions from residents and ratepayers on PC120 is fast approaching, December 19, which doesn’t give people much time to digest the complexities and its implications, especially if they were just getting up to speed with it on December 9. Though, public submis-
sions opened on November 3, four days after Bishop announced PC120 had been enacted, at the council’s earlier request to replace PC78. This is all about the Government’s vision that Auckland has to make plans to accommodate two million rateable residential dwellings for the future, to cater for its expected population growth. Council planning officers have been charged to take a look at zoning for all of Auckland in a very short timeframe to meet the Government’s deadlines, and the Times was told that staff have been working day and night and weekends to come up with where they think two million more homes could potentially go in the future. That’s an extremely difficult job, and it has been rushed which is not exactly very good public policy planning set down by Bishop as Housing Minister, for an issue that impacts all Aucklanders and those who’ll come here in the decades to come. > Full story at www.times.co.nz

Amazing things can happen... A Christmas sermon from Brigitte Crowe, lead pastor at Howick Community Church and the East Auckland Ministers Association. Be encouraged. Isaiah 9:6 says: “For to us a Child shall be born, to us a Son shall be given; and the government shall be upon His shoulder. And His name shall be called Wonderful Counsellor, Mighty God, Everlasting Father, Prince of Peace.” This is a promise of a baby – no ordinary baby – but a child who would grow into a very special man. Every one of us is named. Some of us love our names, others have changed theirs. Some of us simply grin and bear the names our parents chose! My mum chose my name, and I love it. Either way, names matter. And
when a baby is promised, our thoughts naturally turn to names. Yet in this verse, what we’re given is more than a name. These are descriptions – character traits that reveal who this child will be: Wonderful Counsellor. Mighty God. Everlasting Father. Prince of Peace. Each name tells us something about the kind of man he would become and the hope he would bring. In 1741, George Frideric Handel took these prophetic words and allowed them to be heard, not just read, through music. Scripture was given melody, and promise was given sound.
Luke 2:10-11 reveals the fulfilment of Isaiah’s promise: “Do not be afraid. I bring you good news that will cause great joy for all the people. “Today in the town of David a Savior has been born to you; he is the Messiah, the Lord.” Whenever a promise is fulfilled, we are encouraged. Fulfilled promises breathe hope into weary hearts and remind us that amazing things can still happen. What Isaiah promised, and what Handel’s music celebrates, is the same good news the angels declared to the shepherds. God’s promise is not fragile or
uncertain – it is proclaimed boldly. This Christmas, take time to appreciate the wonder of a miracle. Read these verses slowly. Listen to this great composer, Handel, inspired to put scripture to music. Let it remind you that the baby did not remain an infant. He grew. He walked through suffering, brought redemption, rose in resurrection, and now reigns eternally. Our hope began with his birth, but our encouragement and confidence are found in his victory. Retiree surprises mates at golf
Perry thought he’d never play another round of golf. Action to fix “lethal” corner By CHRIS HARROWELL

alls for action by an east Auckland resident concerned about what he believes is a dangerous corner on his road are paying off. Ron Sproston has lived on Point View Drive in East Tamaki Heights for about eight years. He’s contacted Auckland Council, Auckland Transport (AT), and Howick ward councillor Maurice Williamson to ask for safety improvements to be made to a corner near his home on which numerous motorists have lost control of their vehicles and crashed. He says one of his friends has fallen victim to the corner, near the intersection with Masons Road,
while heading to Sproston’s home, colliding with a power pole. “He just went straight off the road. He said he lost all steering. After him someone hit the power pole. It doesn’t seem to matter which way you’re going. “I think what’s happening is the chip [seal on the surface] isn’t good enough and the road’s off-camber, so you’ve got to take another swipe at it. You’ve got to go another shift in the steering wheel. Come
around here when it’s wet and it’s like ice. I’ve seen probably a dozen crashes on this corner. “This [the chip seal at the corner] is no good in the wet. This is lethal. When you’re going this way, if you drop your front wheels off the other side of the line you’re fine, because it puts the weight [of the vehicle] in.” Williamson replied to Sproston and told him action was under way to determine what speed the
signs located at the corner should state, installing “Slippery when wet” signs, considering whether to install curve indicators, and that AT was working through the issue relating to the road surface. An AT spokesperson says: “We were made aware of concerns from local and elected members earlier in the year. Resurfacing work was completed in September. We’ve also installed some additional safety features to make the bend more obvious, specifically active warning signs and curve indicators for the bend outside 160 Point View Drive and edge-marker posts along Point View Drive between Lansell Drive and Whitford Road.” • Full story at www.times.co.nz

We’re cutting costly red tape
One of New Zealanders’ regular “water-cooler conversations” is comparing their experiences of seeking consents for home renovations or making changes on their farm or in their small business. Whatever the scenario, there’s a familiar theme of extra costs, extra time and immense frustration. It’s currently too hard and too costly to get things built in New Zealand, with too many layers of red and green tape. The Resource Management Act is the main cause of the problem. That’s why the National-led Government is scrapping the RMA and replacing it with a new planning sys-

tem that’ll make it easier and cheaper to get things done. This is the biggest economic reform in a generation. The new planning system will save ratepayers and taxpayers $13.3 billion by regulat-
ing only what’s necessary and reducing the number of consents required by up to 46 per cent. It’ll also mean more growth and higher living standards for New Zealanders. The system will unlock more housing across New Zealand, speeding up critical infrastructure like roads, energy projects, hospitals, and schools, and back our world-class farmers and growers to get on with doing what they do best. The changes also increase certainty, with clearer consultation requirements, standardised rules and faster conflict resolution through a new low-cost planning tribu-
nal. That will give developers more confidence to invest in New Zealand. National is ending the culture of “no”. We want to encourage people to develop their good ideas, not be put off by unnecessary delays, obstacles and additional costs. We’ve passed Fast-track to help New Zealand get on with building the projects of national and regional significance the country needs, and now we’re delivering on our promise to introduce a new planning system to make all Kiwis better off. Merry Christmas and happy New Year In my final column for 2025, I wanted to start by wishing you all a very Merry Christmas and a happy New Year. The holiday season is always an enjoyable time of year, and our community loves to show its Christmas spirit with some of our amazing local events like the Christmas Fair and the Howick Santa Parade. I’m privileged to have served another year as your MP for Pakuranga. There have been a lot of positives for our community in 2025, with good news like the opening of the Reeves Road Flyover, and the return of 60km/h speed limits on our major arterials like Pakuranga Road. In Parliament, I’ve been working hard on your behalf as part of a Government that’s fixing the basics and building the future. We’re slowly but surely turning things around, with a growing economy,

improving education standards for our kids, and safer communities. And as Minister of Health, I’m proud of the progress we’re making to bring waitlists down, ensure more people are getting the elective surgeries they need, and provide greater access to cancer treatments and timelier, quality healthcare. Next year, New Zealand will hold a general election, and while a date hasn’t been announced yet the campaign will kick off
almost as soon as the New Year does. I’ll be working hard to earn your trust to continue as your local MP for Pakuranga, and I’m eager to get back to work next year following a short break over the holidays with my family. With that said, there will be plenty of time to talk about politics in 2026. For now, take a breather, enjoy the holiday season, and relax with family and friends if you can. My office will be shut

We must retain weekly rubbish collections As this is my first column following the 2025 local government elections, I want to sincerely thank the people of Howick for re-electing me for a second term on Auckland Council. I remain committed to advocating strongly for our community, preventing wasteful council spending, keeping rates low, and ensuring the council focuses on delivering core services well, especially as many families continue to face financial pressure. Lifting council efficiency remains a key priority. Last term, the council delivered a record $608 million in financial benefits for ratepayers, the most of any term. This included $418 million in savings, $96 million from recycled assets such

as selling unused buildings, and $94 million from better procurement. By the end of the first financial quarter this year, 62 per cent of the $86 million annual savings target had already been secured, though there’s still more to do. Last month, many of you followed the results of the public consultation
on a proposed six-month trial of fortnightly kerbside rubbish collections in parts of Te Atatū Peninsula, Panmure / Tāmaki and Clendon Park / Weymouth. Of the 5,086 submissions received, 78 per cent opposed the trial, four per cent were unsure, and 18 per cent supported it. This reinforces what I continue to hear from residents: Fortnightly rubbish collections should not proceed. Weekly collections are a core service that ratepayers reasonably expect. Looking ahead, the new council has plenty of work ahead, especially with transport reforms that will return key decisions to Auckland Council. Transport planning is crucial to the city’s future, and these changes will
allow more local decision-making and give communities a stronger say. These reforms mean our transport planning will better reflect council priorities like growth and accessibility. They’ll support stronger economic outcomes through smarter planning and make sure Auckland Transport stays focused on delivering efficient, dependable public transport in a system that’s clearer and more accountable to Aucklanders. As we begin this new term, I’ll continue to focus on ensuring ratepayers get value for money, we maintain the assets we have, and we make decisions that deliver strong long-term outcomes for Aucklanders, in a city that we know has so much potential.
Vitality for east Auckland My first month as your Howick Local Board member – and first of three deputy-chairs – has been filled with listening, learning, and balancing ongoing work with new ideas. I’ve been able to put into practice what I’ve learnt through my public administration studies, from urban planning and community partnerships to transparency and long-term development, as we serve the largest local board area by population (9.5 per cent of Auckland). Notably, I joined local board chairperson Bruce Kendall to meet the team working on the Ormiston Library and Community Centre project, drilling into details that will help remove delivery barriers. I also attended the monthly chair’s forum,
where all local board chairpersons discuss shared regional priorities such as City Rail Link, PC120, and recreation services. Recently, Howick hosted a PC120 information session in Botany thanks to our Howick ward councillors and staff. As a local board, we stand with local residents and will continue urging central Government to ensure housing legislation reflects community needs. Supporting young people remains a strong priority – for the board and for me personally. A thriving community includes contributions from all ages, backgrounds, cultures. We’re proud to support youth-focused groups and community contributors, including: • Howick Youth Council, whose student com-
mittees deliver projects such as Adulting 101, Junior Youth Summit, Book Swap, etc. • Pest Free Howick, which leads school-based environmental learning and cadetships. • Arts Out East, supporting local creative artists and cultural projects. • Business East Tamaki: Representing over 3,300 businesses and 2,100 property owners, and recently hosting Future Connect: Building Youth and Employer Readiness Together. • Personally, I’ve also attended or learnt about the Let Me Speak youth civic engagement panel, the Rangatahi Life Ally Workshop, and youth-focused police initiatives. We aim to meet people where they’re at. Auckland

Rest home residents have been visited by people who care about their well-being at this time of the festive season and wanted to share Christmas cheer. As an extension of the Caring Caller programme run by Hato Hone St John, volunteers who work for ASB, which sponsor it, have been calling in on retirement villages and residencies across the country. ASB employees and Christmas Caring Call-in volunteers recently popped into Gulf Views Rest Home in Howick, which is operated by HBH Senior Living.
Maggie Butler, a local east Auckland resident who’s the partnerships and activations national manager for Hato Hone St John, says the Christmas Caring Call-in is about “spreading a little holiday magic”. “Our teams have taken ordinary moments and turned them into something special. “From carol singing and crafting Christmas cards to festive bingo and cosy chats over a cup of tea, each village has

enjoyed its own unique blend of Christmas cheer.” When the Times visited Gulf Views, locally based ASB employees and regular Caring Caller volunteers were making Christmas tree decorations and cards. “These meaningful moments have brought a lot of smiles, laughter and extra joy, especially for residents who may not have family close by and really treasure a friendly visit at this time of year,” says Butler. “Thank you to everyone at ASB who brought such heart and festive spirit to these local visits.
Because of you, thousands of magic minutes of connection were shared. “Our Caring Caller programme aims to combat loneliness, and it’s remembering to connect with people who may need it the most around the Christmas period which can be very lonely for some.” Butler says Caring Caller matches up volunteers with clients who might like a regular call to check in on them – “we call it a friendship service”. “We currently have 722 callers and 663 clients and are seeking more clients to add to the programme. “The purpose is to provide companionship over the telephone to individuals experiencing loneliness or social isolation.” > Full story at www.times.co.nz

Kapa Haka group earns taonga Pupils at an east Auckland school have demonstrated their cultural spirit and flair to capture a major award. Anchorage Park School principal Tracy Leader says its Kapa Haka group had a very successful day at the recent Te Kōtuku Cultural Festival, held to celebrate unity and cultural diversity. This year’s event had the theme ‘Rāhiri mai te ao’ – ‘Welcoming the World’. It was staged at Ruapōtaka Marae in Glen Innes and saw more than 700 pupils from 16 schools taking part. “It was a thrilling day showcasing incredible talent from across Tāmaki Makaurau and beyond,” Leader says. Her school’s team won the Nani Nellie Kirkwood Taonga Tuku Iho for best

The dedication, discipline and commitment by this group of learners to reach this level of expertise is to be commended and they’ve been practising every week during lunchtime all year.” Leader says the school thanks the “magic and power” of its Kapa Haka kaiako (teacher), Whaea
Pare. “All our items were original and composed by her. They reflected our local area and our school whakatauki, ‘kia pono, kia kia maia, kia whakakotahi’. It means ‘let us be honest, let us be brave, so we can all unite’, which incorporates our school values of integrity, courage and unity. “The special trophy, the Nani Nellie Kirkwood Taonga Tuku Iho, was awarded to our school and was selected by the kaumatua of Ruapōtaka Marae at the end of all performances. “The trophy will remain with Anchorage Park School until the next Te Kōtuku Cultural Festival. This is an amazing achievement and one we’re very proud of.”

Howick Santa Parade shines in record-breaking celebrations By THE HOWICK

T
he trustees of the Howick Santa Parade say this year’s event has set a new benchmark for community spirit, turnout and sheer festive magic, with crowds lining the streets in soaring summer heat to enjoy the biggest parade in its 72-year history. Trustees John Russell, Pip Burns and Lorraine Johnson, along with the parade committee, are expressing heartfelt thanks to the countless people who made the event on Sunday, December 7, such a success.
A special acknowledgement goes to the major sponsors Barfoot and Thompson Howick, Andrew Simms, Panda Mart, Times Media and the Howick Local Board, whose support ensures the parade remains one of east Auckland’s most treasured family events. Eighty-five floats brought colour, music and movement to the heart of Howick, led by community groups, schools, sports clubs, service organisations and local businesses. More than 150 volunteers worked across marshalling, logistics, operations, safety and event support, creating a smooth
and joyful day for thousands of families. Local hospitality businesses have reported one of their strongest trading days of the year, with cafes, restaurants and retailers describing the atmosphere as energetic and positive. The trustees say it’s wonderful to know the parade not only connects the community but also boosts local business at a vital time of year. The only disappointing
note was the collection bucket tally, with just $220 raised on the day. The trustees say they’ll look at fresh ways to encourage public donations for 2026, as every contribution helps keep the event free. The trust has to raise $75,000 each year to fund the event, through sponsorship, grants and fundraising. Planning is already under way for next year. The trustees say they’re looking forward to another magical parade and a chance for families across east Auckland to come together and celebrate everything that makes this community special.

An east Auckland church is staging a Carol and Nativity Service for families this Christmas and the whole community is invited to go along. It’s at 5pm-5.30pm on Wednesday, December 24, at Howick Presbyterian Church in Vincent Street near the intersection with Ridge Road. “We tell the Christmas story in a fun, interactive way with lots of audience participation, including singing Christmas carols,” the church’s Stephanie Chamberlin says. “Families are invited to come along dressed up as a character from the nativity story – maybe an angel in a sparkly
dress or as a shepherd. “We also have a great collection of costumes which children or parents can put on when they arrive. “We’ll have fun telling the nativity story together and singing Christmas carols. This is a service for families to enjoy connecting with the Christmas story in a relaxed setting. “It’s a popular service for families who don’t usually go to church but want to enjoy the traditional meaning of Christmas through the story of Mary, Joseph and baby Jesus. “The service finishes with a Christmas mince pie. All are welcome.”

Ownership of one of Howick Village’s iconic retail shops has changed and there’s no intention to alter how or what it has done successfully for so long. The well-known store, Lily Whyte – Fine Lingerie and Gifts – in Picton Street, has just been acquired by Vanessa Morrell, an east Auckland local for 20 years. She says she’s committed to maintaining and enhancing the business’ long-standing reputation for providing high-quality women’s clothing and customer service. Supplying beautiful lingerie and undergarments is a major part of the Lily Whyte experience, and there’s also a wide selection

Whyte shop and when the chance came up to take it over, she jumped at the opportunity. “I intend to carry on the tradition. We’re not closing and not going anywhere.” Many of Lily Whyte’s loyal customers have been choosing to buy from it for years, and Morrell is emphasising to younger
women that it’s for “all age groups”. “When a customer comes in, they get a proper bra fitting from a specialist. “We have beautiful bras that are designed to fit all women’s shapes. “Our range is made up of premium and luxury products, and we have lots of silk garments, including sleepwear that you can’t find in mall shops. “With the giftware, we have lots of lovely, feminine gifts that are attractive and special.” Morrell says Lily Whyte’s alluring merchandise is sourced from all over the world, mostly from countries in Europe and Asia, and “we supply quality New Zealand-made products as much as possible”.

My background: I was born in Korea and first came to New Zealand in 2002 as an international student. I grew up in Howick and then studied Bachelor of Laws at the University of Auckland, but I had to take a break and return to Korea for my mandatory military service. I was recently married in May of this year and now live with my wife in south Auckland. 2025 in review Risk Insurance Advisor Steve O’Connor, of Insurance Market, helps people ensure they have the right insurance cover when they need it most. The year 2025 saw a surprising upward trend in people reviewing and taking out personal risk cover, contrary to initial expectations. Following the financial shocks of Covid-19, interest rate fluctuations, and recessionary pressures, consumers displayed a heightened risk-awareness concerning their financial vulnerability to the unforeseen. This led to a surge in policy reviews, with many clients adjusting cover levels after years of stagnation. Life Cover and Trauma (Critical Illness) Cover solidified their positions as fundamental protections, viewed as the necessary “Plan B” against unexpected health crises. A key product shift observed was the change in disability cover. Recognising that standard Income Protection is often offset by ACC payments for injuries, many clients successfully transitioned to Mortgage Protection policies. This strategy ensures the benefit is paid even if the claim arises from an accident covered by ACC, providing a crucial safety net for housing costs. Finally, while more people took up Medical Cover, there was a pronounced trend toward policies with a high excess. This strategic move keeps premiums affordable, shifting the cover’s focus from minor ailments to critical “big ticket” items – degenerative conditions and severe illnesses where immediate private treatment is essential due to public health system wait times. Claims data for 2025 underscored health priorities: Cancer was the top cause for both Life (60 per cent) and Trauma (61 per cent) claims. ‘Ancient Diggers’ meet modern day robotics By AMY PRATT,

A
group of hard-working students from Bucklands Beach Primary School are ready to take on the world of robotics after experiencing success at a regional and national level. Calling themselves the ‘Ancient Diggers’, the five boys came second in the First Lego League Auckland Regional Competition, held on November 22. This success allowed them to participate in the New Zealand Nationals over the weekend of December 6-7. It was here their work was deemed so impressive that an invitation was extended for the Asia Pacific Open Championships, which is scheduled for July next year in Sydney. The team is comprised of students Vincent Lu, Sean Song, Zaid Andrabi, Jayden Li and Owen Qiu. When asked how the group were feeling as the invitations were read out,

We were silent for a second, then started cheering.” This upcoming, exciting opportunity will include tech and Lego challenges, along with the chance to meet students from other countries. It’s no wonder another team member, Vincent, refers to the opportunity as “the best thing that happened to us”. The team’s name was inspired by the focus of the competition, which was problems faced by archaeologists. The Ancient Diggers decided they’d investigate ways to make it easier for archaeologists to receive
funding for their digs. The process involved consulting experts for feedback, including marketing and website functionality. The competition judges scored a third section of points based on ‘Core Values’ – namely being able to work together as a team. Not easy at any age, let alone when you’re still at primary school. The Ancient Diggers came together weekly to develop and build their idea. There were also ‘Robotics Breakfasts’, which included Zoom meetings with archaeologists from such far-flung places as Canada, Alaska, Australia and England.
As the competition approached, the students put in a lot of extra time, especially over the last school holidays, when they could often be found working on their project in a classroom. Jayden was quick to assure it wasn’t “all work and no play”, as Mrs Chilvers ensured yummy afternoon teas were available, and they were also able to enjoy having the school playground all to themselves. Between now and July, 2026, the team faces its own money-raising challenge. The Asia Pacific Open Championships is a funfilled five-day event, but to attend the students need to complete a lot of fundraising to cover the costs of flights, food and accommodation. Whilst they’ll be working hard to raise money, they’re also hoping businesses around east Auckland will see it as a great opportunity to support local kids as they achieve their robotics dream on an international stage. > Full story at www.times.co.nz

RMA CHANGES AHEAD The coalition Government’s new planning system aims to make it “significantly easier” to build the homes New Zealand needs. The changes will give homeowners greater freedom to improve and use their own property, RMA Reform and Housing Minister Chris Bishop says. “For too long, the Resource Management Act 1991 (RMA) has acted as a handbrake on growth and opportunity. It’s directly responsible for New Zealand’s housing crisis. Despite us having a land mass comparable to the United Kingdom but just five million people. “For years, report after report and inquiry after inquiry has found that our planning system, particularly restrictions on the supply of developable urban land, are at the heart of our housing affordability challenge. Our Going for Housing Growth programme focuses on fixing the fundamentals of our housing crisis: land
with its own set of rules. That’s a maze for anyone trying to build. Under the new system, we’ll hugely reduce that complexity by standardising zones nationwide and applying consistent rules for key things like building height, site coverage, and daylight access.” supply, infrastructure, and incentives for growth. The legislation was introduced to Parliament on December 9 and the Government aims to pass it into law next year. National policy direction under the new system will be finalised within nine months of the bills becoming law. Q&A LOLE TURNER Community Activator PJ TAYLOR talks with a true person of the Pacific, who was raised in Tonga of Niuean and Fijian ancestry, and for the majority of her life living here in Auckland, the city with the largest Pasifika population. Values that were instilled in her from an early age, such as considering others, have stayed with her and play a big part in what does helping people in east Auckland, especially at this Christmas time of the year. Where were you born and grew up? I was born in Tonga in the village of Fatai on the main island of Tongatapu. Life was great in the village. It was fun. Lots of freedom and all the kids would play together. You would know everybody.
How much of an influence in life was your grandfather? He was a very big influence. His name was Sosiua Fale. He was known as a giant in the village. He was almost seven-feet tall! [two metres] He was very hard working and taught me a lot. He was one of the elders in the village. He taught me how to love to give and to help others. Every Christmas we would give watermelons and pineapples to all the families in the village.
When and why did you come to New Zealand? And what did you do in the early years here? I came to New Zealand in 1985, for my education and to live with my dad. He was already in Auckland. I attended Penrose High School, now One Tree Hill College. We lived in Ellerslie initially and then moved to Mt Wellington. I played a lot of different sports – athletics, netball, basketball, touch, rugby etc, and studied in between.
Netball has played a big part in your life. What have you done in the game? I represented Howick-Pakuranga and then Auckland. I also played for the College Rifles club’s top team when those games were on television, before the franchise model we have now. We
were sponsored by Table Talk Chicken and our mascot was a young Jeremy Wells, who used to dress in a yellow chicken outfit at the games. I also played for the New Zealand mixed indoor netball team in the 1990s and played tests against Australia. When my husband and I were first in the United Kingdom I played for the Surrey top team in the county competition.
How did you meet your husband, Chris? We met in the mid-1990s at a lavalava party in Parnell put on by my Fijian friend. My husband reckons we had the same sense of rhythm but that is highly questionable. We married in 1996 and then did our OE together for six years in London. We have also lived and worked in Dubai and, of course, back in New

Zealand. We have two boys who are Matthew, 24, and George, 20, and we are beginner empty-nesters now.
families to get together, break bread and share our love.
Can you tell us about any other involvement you have in the east Auckland community, including with Rotary.
What is your role with the All Saints Church Foodbank? How has its year been in 2025? I am the coordinator at the foodbank and have been involved with it for 13 years. I absolutely love it. We are blessed to have great support from the church leadership, and we have a wonderful team of helpers who make it all happen. We are also so very fortunate to have a huge amount of support from our congregation and local support from businesses, schools and east Auckland Rotary clubs. This year we entered into a memorandum of understanding with Kiwi Harvest who have arrangements with local supermarkets. They supply us every week with bread, meat and vegetables etc. This year has been the most challenging ever that I can recall. The need for our services in our community has never been greater due to the economy. Several other local foodbanks have also closed. Our traditional main provider, the Auckland City Mission, now focuses on other activities and so doesn’t provide food to Auckland foodbanks. So, we have had to stand on our own two feet and ask for support from our congregation
I have recently become a member of the Half Moon Bay Rotary Club. The members are very generous supporters of the foodbank, and they have been very welcoming to me. Early morning meetings are challenging for this Tongan girl but I’m really enjoying it. I also coach netball and basketball.

We are so lucky to have heaps of great local cafes and restaurants. We especially love Daisy Chang and Despensa in Picton Street, Howick.
If there was one thing you’d like to see change in New Zealand society, what would it be? I would love it if our foodbank was no longer needed.

PATIENTS TO BENEFIT FROM HEALTHCARE DIGITISATION Kiwis across the country will no longer have to repeat their medical history at every appointment thanks to innovative work implemented by Health Minister and Pakuranga MP Simeon Brown. The change is part of a 10-year-old plan to bring New Zealand’s health system into the digital age, Brown says. “Our health system is being held back by outdated, disconnected technology. Right now, 65 per cent of hospitals still use paperbased notes, and critical information doesn’t flow between your GP and hospital in many parts of the country. This means patients often have to repeat their story multiple times, and clinicians waste valuable time on paperwork instead of treating patients. “Currently, Health New Zealand has over 6000 digital systems – one different computer system for every 15 staff members. That’s the result of years of underinvestment and quick fixes instead of proper planning. To address this, we’re releasing New Zealand’s first Health Digital Investment Plan – a 10-year roadmap to modernise healthcare, with investments in technologies that will make a real difference for patients right now.” Brown says the plan’s five core objectives are to improve outcomes for patients and families, support clinicians, stabilise critical infrastructure, build foundations for innovation, and enable data-driven decision-making. Investments will be made in a single Electronic Medical Record system across the health sector, enabling medical information to flow seamlessly and securely between GPs, specialists, and hospitals. The plan will also fund remote patient monitoring to support earlier discharge, a national radiology system to prioritise urgent cases, and stronger cybersecurity to protect patient information, Brown says. “Imagine getting your cancer diagnosis and having your entire treatment journey co-ordinated through connected systems. No repeated tests, no lost referrals, no wondering what happens next. That’s what modern digital healthcare looks like. Modernising a system this complex takes time. The 10-year plan will be delivered in three phases – stabilising critical systems, modernising platforms, and enabling innovative healthcare models that put patients first. ”

Research consistently shows lasting behaviour change is less about motivation and more about structure, habit, and environment. If you want this year to be different, here are five evidence-based ways to make change stick.

1. Focus on identity, not outcomes Resolutions often fixate on results (“lose 10kg”, “run a marathon”). Evidence from behavioural psychology suggests change is more sustainable when linked to identity instead (“I’m someone who moves my body regularly”). Identity-based goals shape daily choices, not just end points.
2. Start smaller than you think Ambitious goals feel exciting but overwhelm the brain. Research on habit formation shows tiny, repeatable actions are far more effective. Five minutes of movement beats an hour you never do. Consistency matters more than intensity.
3. Anchor new habits to existing routines Habits form faster when they’re attached to something you already do. This is known as “habit stacking”. For example, stretching after brushing your teeth or doing a breathing exercise when you make your morning coffee. The cue already exists, you’re just adding a new response.
4. Design your environment for success Willpower is unreliable, especially when we’re tired or stressed. Studies show behaviour is heavily influenced by environment. Lay out your workout clothes, keep healthy snacks visible, and remove friction where possible. Make the right choice the easy choice.
5. Expect setbacks and plan for them All-or-nothing thinking is one of the biggest reasons resolutions fail. Slips are normal. What matters is returning to the habit quickly. A simple “if-then” plan (e.g. “If I miss a day, then I restart the next morning”) protects momentum. Lasting change doesn’t come from a fresh calendar page. Over 15,000 native seedlings planted since 2001. We visit several times a year and combine with a longer stroll around the Whitford Bridle Trail (see earlier

A FANTASTIC YEAR AT UXBRIDGE – THANK YOU! This is a shared arts column put together by the Howick Historical Village, Te Tuhi, and Uxbridge Arts and Culture. By Paul Brobbel, director, Uxbridge Arts and Culture.
As 2025 draws to a close, I want to extend my warmest thanks to every person who’s walked through our doors this year. Together, we’ve celebrated creativity, community, and connection, and I’m thrilled to share that close to 100,000 visitors joined us at Uxbridge in 2025. Your enthusiasm and support continue to make Uxbridge one of Auckland’s most vibrant centres for arts and culture. Looking ahead, 2026 is shaping up to be a remarkable year with some exciting milestones to celebrate such as the 20th anniversary of the Estuary Art and Ecology Awards and the announcement of our inaugural fellowships. Look out for early updates about 2026 in the new year. We’re kicking 2026 off with our school holiday programme (January
of the summer sun, our January school holiday film is Stuart Little on January 22. Following this, our term-one adult’s and children’s classes and workshops begin in February, offering everything from painting, pottery and jewellery, to dance and fitness. SHOPPERS DONATE GROCERIES TO LOCAL CHARITY’S FOOD BANK Shoppers at an east Auckland supermarket have helped to make Christmas a little easier for Kiwis in need this year. Members of the Rotary Club of Pakuranga have packed 40 containers of groceries as well as two 5kg bags of rice, two boxes of nappies containing 96 nappies in each, and a further large bag of nappies plus two bags of frozen vegetables. All of the items were recently purchased by shoppers at New World Botany who then donated them to the Rotary Club’s charity initiative which will benefit the Salvation Army Food Bank. “When Tania from the Salvation Army arrived to pick these donations up she had tears in her eyes,” Rotary Club of
Pakuranga secretary Joan Swift says. “She said, ‘You have no idea what this means for us, this is going to help so many families’. “On behalf of the Rotary Club of Pakuranga, we thank you for your compassion and generosity. You made our job so easy. Have a wonderful festive season and a great 2026.”

HOSTING CHRISTMA S DINNER WITHOUT CHRISTMA S LEF TOVERS THAT DESERVE A SECOND CHANCE If your fridge looks anything like mine on Boxing Day, it’s less Christmas magic and more a crime scene of ham and pav. The good news is Christmas leftovers are some of the best ingredients you’ll cook with all year. They’ve already done the hard yards in the oven and now it’s our turn. Start with a Boxing Day Toastie Bar. Lay out ham or turkey, cheese, chutney, mustard and spinach, and let everyone build their own. Grill in butter until the kitchen goes quiet. Leftover veggies are gold. Turn them into a veggie frittata, or toss kumara, pumpkin and carrots through couscous with feta and a citrus dressing for a quick summer salad. Ham or turkey fried rice is another favourite at my place. Day-old rice, peas, egg, spring onion and a good splash of soy sauce and you’re away. My pick this year is First Brew Good Chow Soy Sauce, my best find of 2025. Then there’s the pav. If it’s gone a bit soft, call it a Pavlova Sundae. Ice cream, pav chunks, summer fruit and a drizzle of berry coulis or melted chocolate. Or blend it into a milkshake or a thickshake and pretend it was always the plan. LOSING YOUR MIND East Aucklanders hosting Christmas dinners this festive season should keep it in mind the task comes with its own unique challenges – it’s festive, joyful, and often unexpectedly hot. While much of the world is roasting turkeys in winter coats, we’re juggling summer heat, last-minute supermarket runs, and guests drifting in from the beach. The key to staying sane is letting go of the idea that Christmas lunch needs to be perfect. In New Zealand, our best Christmas meals are relaxed, generous, and a little improvised. Start by choosing a menu that works with the weather. Cold ham, fresh seafood, salads, and fruit-based desserts not only suit a Kiwi Christmas, they also reduce time spent hovering over a hot oven. If the barbecue’s free, use it. Grilled prawns or lamb can be lifesavers. Preparation is your greatest ally. Do what you can the day before, from chopping vegetables to setting the table. Clear space in the fridge early because Christmas has a way of expanding beyond expectations. Accept help when it’s offered, whether it’s a pavlova from a cousin or someone bringing ice. Hosting doesn’t mean doing everything yourself. Most importantly, remember why everyone has gathered. Christmas is about whānau, sunshine, shared food, and lingering conversations that stretch long into the afternoon. If something burns or a dish runs late, it’ll be forgotten. What won’t be forgotten is the feeling of being welcomed. A calm host sets the tone. Pour yourself a drink, step outside for fresh air if needed, and trust that a good Christmas doesn’t come from perfection – it comes from presence.

WHAT’S ON AT HOWICK CLUB NEW YEARS EVE SHOW
HISTORIC PHOTOS RETURNED A black and white photo with a connection to east Auckland has been donated to one of the city’s most iconic heritage homes. ‘Highwic’ is a 160-year-old mansion in Newmarket cared for by Heritage New Zealand Pouhere Taonga. It’s received several items relating to the house from descendants of its original owners, Alfred Buckland, his wife Eliza, and his second wife Matilda. Among them are a wooden writing box, a modular double bed frame likely to date back to Highwic’s heyday, a series of colour prints known to have hung in the house, and a black and white photo of family members participating in a historic equestrian event 75 years ago. Heritage NZ says: “The items may have some rarity value in themselves, but what makes them really important is that they have clear provenance to the house and the people who lived there. “Currently a significant number of items on display in Highwic are from the late Victorian era but don’t necessarily have a connection to the house. These donated items, however, belong and tell their own stories.”

Heritage NZ says what’s perhaps the most poignant item is a writing box complete with its original key. It once belonged to Donald Gorrie, grandson of Alfred and Eliza Buckland. Gorrie was killed in action in 1917 during World War I. The writing box has brass detailing and a hinged lid which opens up to create a writing surface complete with black leather writing pad, compartments for ink bottles and pens and paper. It has an original ink bottle with a small amount of ink. “After his death the writing box was inherited by Donald’s wife Gladys Gorrie who passed it on to the current owner Hillary Harrison who, together with her son, decided to gift it to Highwic.”

Another special item is a wooden modular bedframe similar in style to a bed already in Highwic’s collection. “The bed was donated by David Chapman, grandson of Hazel Ferguson, the youngest daughter of Alfred and Matilda Buckland,” Maingay says.

A series of four Victorian-era colour prints depicting horses in various bucolic English settings have also been donated by Denis Buckland, a descendant of Eliza and Alfred. The pictures, which originally hung in Highwic, mirrored Alfred’s deep interest in horses. Similarly, a black and white photo dating back to 1950 shows various members of the Buckland family in full horse-riding kit when the Pointway Pony Club was relocated from its Pakuranga Road base, where Saint Kentigern College is now, to Manurewa. Hillary Harrison donated the picture, which is an important snapshot of Buckland family life in the mid 20th century. Alfred Buckland co-founded the Pakuranga Hunt in 1872.

Brooks STARRING: Emma Mackey, Jamie Lee Curtis, and Jack Lowden GENRE: Political comedy-drama RATING: 3.5 stars If future episodes of The Simpsons were ones you actively tuned into, then Ella McCay serves as a live-action Lisa Simpson companion piece from co-developer James L. Brookes. This film can at times be messy with characters who don’t get enough attention to justify their actions, but in all the messiness that’s Ella McCay’s life is a very endearing film about family. The screenplay delivers a sharp comedic writing, with jokes that take time to build up to and pay off. But the heart of the film lies in the relationship between McCay and her aunt Helen. They have a charming and supportive relationship that most people would be able to see themselves in. But the highlight performance is Woody Harrelson as McCay’s problematic father. Even though we the audience are positioned to despise Harrelson’s character, he brings enough signature charisma to the role that you struggle to hate the guy. Research highlights impact of heatwaves
I
n news that will be relevant to everyone who cares about the health of our local Tamaki Estuary in east Auckland, new research from Earth Sciences New Zealand shows degraded estuaries are less resilient to the impacts of heatwaves. The scientific organisation says estuaries are vital to the country’s cultural and economic well-being. They also play a crucial role in the carbon cycle and can act as a carbon sinks. However, little is known about carbon cycling in intertidal sand and mudflats or how this will be affected by climate extremes such
as heatwaves. Study lead and marine ecologist Dr Emily Douglas says such ecosystems are particularly vulnerable environments because of their dynamic nature. “Estuary intertidal zones naturally experience large temperature changes because of incoming and outgoing tides, meaning they are exposed to both marine and atmospheric heatwaves,” she says. “Estuaries are also threatened by sediments and nutrients from land, which results in muddy degraded habitats.” Douglas says climate change is increasing the

frequency, intensity and duration of heatwaves, so scientists want to know how temperature extremes may be impacting these ecosystems and their carbon absorption. She and her team simulated a multiday atmospheric heatwave at two estuary intertidal flats at low tide. One was sandy, i.e. healthy, and the other muddy, i.e. degraded. They tested how the heatwave impacted biodiversity and shellfish, as well as the uptake and emissions of methane and carbon dioxide. “We found muddy sites emit more methane – a potent greenhouse gas – than sandy, healthier habitats. We also found the sandy site was absorbing more carbon dioxide, and this increased with heatwave duration. These results tell us climate change may alter the greenhouse gas source/sink status of our estuaries and that effects will be worse in muddy degraded estuaries.” The researchers also found heatwaves changed

Again, these effects were greater at the muddy site compared with the sandy site. “Overall, our findings indicate healthy biodiverse intertidal habitats will be more resilient to global warming, and this emphasises the importance of preventing further degradation of our estuaries,” Douglas says. “The team are planning another heatwave experiment this summer this time focusing on the impact of heatwaves on shellfish beds.” The research was funded by Earth Sciences New Zealand’s Strategic Science Investment Fund.

Primary school rugby team dominating the competition By CHRIS HARROWELL
T
here’s a school rugby coach in east Auckland who can possibly boast a higher winning percentage than former All Blacks coaches Sir Graham Henry and Sir Steve Hansen. Teacher Gareth Rossiter has coached the hugely successful Owairoa Primary School rugby team for the past 14 seasons. Their last loss was in 2019 and since then they’ve won 33 games in a row. The school points out the most tests Sir Graham won in a row is 15 while Sir Steve once had 18 consecutive victories. During this season’s school competition, they beat teams from five local schools and then overcame Shelly Park School in the semi-final and Maraetai Beach School in the final. “We won the HPPA (Howick Pakuranga Principals Association) interschool rugby competition for the second year running,” Rossiter says. “We went through the roundrobin and didn’t get a try scored against us that first

lades. We’ve got a lot of experience through the team. Next year will be a different story because all these year-sixes are going off to intermediate school, but we’ve got some yearfour and -fives coming through.” The quiet and humble duo of Ben and Connor agree it’s the effort the team puts out on the field that makes them so hard to beat, and their goal is to win every game. Their
coach says his players gel together well and they get on away from the field also. “These boys don’t just play rugby together. They spend every minute of their lives together outside school. They’re all in the same class and they’re all best mates hanging out on the weekend.” And in what’s possibly the highest compliment a rugby coach can bestow on a player, Rossiter says he’s always told Connor he’s like a “little Richie McCaw”. “He doesn’t stop running. He talks a lot and barks at his team if they’re doing the wrong thing. Ben is the most fearless player I’ve ever coached. Nothing hurts him. He goes headfirst into everything and he does a good job. “They’re a very determined bunch of kids, but it’s not just rugby. They’re both in the school netball team as well. The hand-eye co-ordination is incredible with these kids. “They’re awesome kids and very easy to work with. They’re so coachable too, no one mucks around on the team.” > Full story at www.times.co.nz

Gun marksman nation’s leading junior rifleman By LAYTON RUIZ A young eagle-eyed marksman of east Auckland has shot to the top of the junior rankings with a win at the national shooting championships. David Phillips, who attends Elim Christian College, competed in the recent event alongside brother Timothy Phillips at rural Waikaretu south of Port Waikato. The day was hot and the competition more so. Shooters from around New Zealand converged upon Waikaretu with .22 rimfire rifles and heaps of accessories to show off their craft and take away coveted trophies, or at the very least, a mention in dispatches. This was the last event in the SPARC series, and it also doubled up as the season-ending national champs. New Plymouth, Rotorua, Hamilton and small Kiwi town competitors were in force and Auckland marksmen were up against it from the outset of the 13-stage shooting match. As day wore on temperatures soared and the
wind became a major factor in levelling the playing field across hills, valleys, water and just tough, treacherous terrain. Bodies ached and the manmade obstacles designed to test physical endurance, nerves and equipment turned almost certain stage victories into bottom of the barrel feeders. The morning started with shooters sighting in, coffee flasks, meticulous safety briefings and procedures. Competition got under way after a 600m trudge to an undulating arena where designated tiny targets ranging from 30m to 200m awaited. Each stage constructed to such degree that only the best of the best would prevail. A strong international presence, consisting mainly of Australians, was assimilated into the mainly eight-person squad selections. David, 18, and Timothy, 19, of Cockle Bay, junior marksmen and competing against each other, were in the largest squad – a mix of men, women, novices and professionals from different regions.

The experienced gave an insightful word or two of encouragement to those competing in their first nationals. Competitors also had duties, taking turns assisting with spotting, checking and timing other squad members at each juncture. After completing 10 stages, Tim commented mental fatigue had become a major factor in determining wins especially as the clock allowed one minute and 45 seconds per juncture. Juniors were strewn across teams at various stages determining that contenders only knew the
scores at the awards ceremony. Every junior had their defining moment – a personal best, a stage win or two, clearing all the targets, utilising less ammunition or beating the clock by seconds. At day’s end the announcements were made. David was the leading junior, picking up trophies for both the season-ending event as well as the coveted nationals’ crown. He said: “I am stoked. I cleared two stages with maximum points but had no idea what my total was or how the others were doing.” > Full story at www.times.co.nz
