elcome to the 2021/22 issue of Design & Build Franklin, an annual publication which includes a wide range of building and landscape advice, ongoing infrastructure in the area, new home opportunities and general growth throughout Franklin and neighbouring southern areas. Intended to give newcomers to the region, local residents and anyone interested in settling within Franklin (south of Auckland), a complete picture of its unique communities, from town living to off-the-grid rural locations, Design & Build is an informative and instant guide to the district as it is now and as it is developing. An area which is growing rapidly, there are many new housing developments underway and more on the horizon as well as extensive infrastructure plans to deal with the growing population. In particular, precincts around Drury have been identified for massive development in the next five to 10 years. Industry, commerce, a hospital and a new town centre, as well as housing estates, are in that mix. For anyone thinking of buying or selling locally, Design & Build Franklin provides a wealth of information on how the future will look. Although more intense housing is forecast for the

While weekend country life is tempting many city folk to buy lifestyle properties, for some families, the appeal lies in the vibrant, rural township of Pukekohe with its excellent schools and shopping or the historic charm of Waiuku. Others are enticed by the prospect of new communities such as Paerata Rise, Auranga and upcoming estates at Patamahoe and central Pukekohe. Whilst steering readers towards professionals and companies, which know and work within the local area, and which have a keen knowledge of local requirements and services, Design & Build Franklin also showcases all the region has to offer and the exciting future it is facing. Buying property? BALANCE CAUTION WITH SPEED The past year has seen almost manic buying of property with many new listings being snapped up within a day or two of coming onto the market.

n line with the property grab, land and house packages are often secured within no time of sections being released to the public and building companies. With the pressure on to make quick decisions, it’s easy to overlook or forego those necessary checks ahead of signing on the dotted line. In particular, faced with a multi-offer situations, the scurry to present an unconditional deal can often override the good sense of completing checks to ensure the property in question is sound, meets your needs and is not over-priced. In order to act quickly, yet still proceed with caution by completing due diligence, heed the following advice: Talk to real estate companies and choose an agent with whom you feel comfortable to work with. Outline your budget and what you are looking for so they can let you when a property comes on the market. Sort out a good building inspector in advance – you may need his/her services quickly. Talk to your bank or mortgage broker 18 — Design and Build Franklin — 2021-2022

before beginning your search and have pre-approved finance in place if possible. However, even with this in place banks often need to approve a property before final confirmation of finance. If you are working with a broker, or bank manager, this approval can often be completed very quickly. When you find a property you like ask the agent for a LIM report but don’t rely on a vendor obtained report, It’s generally better to source your own from council although that will come with a cost. If you plan to access your Kiwisaver to help with the deposit on a property, speak to your lawyer before signing any agreements. There are strict timelines with using Kiwisaver money, which don’t always match with your need for speed! It pays to talk to a lawyer about how an offer can be structured to give you the time you need to draw down Kiwisaver funds yet also give the vendor certainty that the deal will proceed. If seeking a new build, visit show homes and building company websites. Talk to company sales reps about price structures,

build quality and materials, extras you may need to pay for, and what the ‘package’ covers such as landscaping, paths and letterboxes. Ask about build times and if the section title has been issued. Importantly, take any agreement to your lawyer first. When looking at properties be sure to consider your work and lifestyle needs. For example, it may be tempting to buy a few acres but if you have a busy job in the city and then need to travel extra each day, ask yourself if the property will work for you. Also, be aware that extra land not only means extra work, it means extra knowledge about keeping that land well maintained. This isn’t always straight forward for those who have little knowledge of rural living. Of course, in mid 2021, mortgage interest rates were at an all time low in New Zealand which has helped ease house hunters into new properties but it’s important to calculate what extra you can afford to pay should rates increase. Planning before you look will help avoid unwise decisions when the time comes to buy.

New Ramarama subdivision progresses First home buyers in South Auckland welcomed moves in mid-2021 to accelerate the construction of hundreds of new houses in one of the country’s largest residential developments.

ousing, worth more than half a billion dollars, is included in the Hunua Views subdivision. Part of the 361 hectare, mixed-use precinct of Drury South Crossing, the estate was originally scheduled for completion over six years. Ultimately, some 90 hectares will encompass various community facilities including a childcare centre, recreation areas, wetlands, parks, walking and cycling tracks. A chronic shortage of affordable housing in the region saw the completion timeline brought forward to 2024, but with high demand for the homes, they were not marketed online. Instead they have sold off-plan to a waiting list of buyers who pre-registered their interest. After the announcement in September 2021, Classic Group director, Peter Cooney said the new construction time frame would allow hundreds of first home buyers to gain a foothold in the property market. “This timeline has been pulled forward to meet market demand and help address the

housing shortage in a city which desperately needs quality, affordable housing,” he explained. “This community was designed to be as accessible as possible to a range of people, including first home buyers.” A third of 10 construction stages were set to begin in September 2021, providing 62 families with completed houses by the middle of 2022. Under the advanced construction programme, a further 200 houses are scheduled to be built by the end of 2023. Classic Developments development manager, Scott Keene, said the expectation was that many of the houses would be purchased by some of the 5000+ workers who will eventually be employed by businesses to be built in the new industrial area. “The high demand for homes in the first two stages of construction caught us by surprise as business at Drury South Crossing was not yet underway,” Mr Keen said. “What we can see from the sales data is around half of those purchasing properties

LAND SCARCE BUT HOPE ON THE HORIZON The shortage of land in Franklin, with many new subdivision still looking at 2022 release dates, has seen section prices continue to rise, subsequently affecting build prices too. However, new subdivisions are underway with many local building companies offering house and land packages although most already have waiting lists of people keen to secure a plot meaning it is likely to be well into 2022 before homes are built. 20 — Design and Build Franklin — 2021-2022

In this pressured housing climate it pays to register your interest with building companies if keen to purchase within Franklin.

CEO of Drury South Crossing, Stephen Hughes said, when completed, Drury South Crossing will be home to around 2600 new residents and employ thousands more workers in a new purpose-built industrial area. “Over a decade of planning has gone into this project….with a number of environmental considerations being made such as the planting of half a million native plants and trees,” he said. “Every house will also feature a zinc-free roof and rain water tank which holds water runoff before being treated in our stormwater management system – helping to mitigate the impact of large volumes of water reaching local streams.”

You’ll be interested to know that we don’t (always) win work on price and that’s due to the value we provide up front. Record $7.3 billion AUCKLAND TRANSPORT INVESTMENT Strategic Auckland transport projects will benefit from a record $7.3 billion investment in the region to provide new public transport and walking and cycling options.

xtra funding, announced by Waka Kotahi NZ Transport Agency, aims to help get Auckland moving and deliver a safer, more sustainable, better connected and more resilient transport system over the next three years. The investment is part of a $24.3 billion programme of investment planned for New Zealand’s land transport system and is detailed in Nga Kaupapa Huarahi o Aotearoa | 2021-24 National Land Transport Programme (NLTP), published by Waka Kotahi. Waka Kotahi Director Regional Relationships for Auckland and Northland, Steve Mutton says the agency will continue its strong focus on investment in public transport and remains committed to delivering a rapid

transit network for the city which unlocks critical housing and urban development opportunities. “Over the next three years we’ll invest in rapid transit as part of a wider, $2.8 billion investment in Auckland’s public transport system,” Mr Mutton says. “This includes developing rapid transit options for Auckland Light Rail and supporting the completion of Auckland’s first underground rail line, the City Rail Link, by late 2024.” To further ease congestion, help reduce carbon emissions and make Auckland a healthier place to live, $289 million will be spent creating great walking and cycling routes in the city.

This includes completing Auckland’s Urban Cycleways Programme. “Safety is a top priority for Waka Kotahi with $298 million to be spent on programmes and projects in Auckland that will save lives, including upgrades and speed management on 135kms of Auckland’s state highways.” “Auckland is a world class city and it needs a world-class transport system that is safe and efficient to keep everyone moving as New Zealand’s largest city continues to grow,” Mr Mutton adds. Fast track to Papakura…

t requires many steps to travel from Pukekohe to Papakura on foot. Thankfully ‘the next step’ in the long-awaited electrification of the final section of the Auckland rail network has been taken. Specifically, in August 2021, electrification was approved thanks to Covid-19 ‘fast-track’ legislation. Should work run on time, the first electric train will run between Papakura and Pukekohe in 2024, almost a decade since electrification was completed on the rest of the Auckland network – in 2015. “This project will be hugely beneficial for Aucklanders, especially people who live in this growing part of the city,” KiwiRail’s Todd Moyle confirmed. “Passengers will be able to travel all the way to the city centre from Pukekohe without the need to change trains at Papakura.” When the long wait for electrification is over,

City Rail Link: GREAT DAME DIGS – AND PHIL’S IN!

Politics may bore many people but, when politicians lent a helping hand to set wheels in motion for Auckland’s City Rail Link, (ironically) ‘boring’ was far from boring.

“T

he official start of tunnelling represents an important milestone on Auckland’s journey towards providing a world-class, 21st century transport network,” Auckland Mayor, Phil Goff, said of the official 2021 launch of the Tunnel Boring Machine (TBM), named Dame Whina Cooper – who was far from boring! The tunnels will play a vital role in the overall City Rail Link, ‘on track’ until (and in another way, after) completion in late 2024. The link is also expected to ease pressure on the beleaguered road network, which should be great news for local commuters who work in the city. Although the first 50 metres of tunnel at the Mt Eden site had already been mined, the TBM is now at work excavating the remainder of the 1.6km tunnel which will run under the motorway and connect with the CRL (City Rail Link) tunnels already constructed from the Britomart Station. “When complete, the City Rail Link will transform rail travel in Tamaki Makaurau,” Mr Goff believes. “It will carry up to 54,000 people an hour, moving the equivalent

capacity of three Auckland Harbour Bridges or 16 extra traffic lanes into and through the city at peak times.” Joined by another boring enthusiast, Transport Minister Michael Wood, Mr Goff pressed a button to start the machine in early May 2021. Such ‘shovel-ready’ projects also provide further benefits, Mr

Wood added. “Building infrastructure like the City Rail Link is part of our Covid-19 economic plan – this project is providing real jobs and opportunities for thousands of Aucklanders. It’ll give us a step-change in our public transport and cultivate a diverse and highly-skilled workforce.”

HISTORIC STATION A MUSEUM ATTRACTION These days it is a quick trip from Franklin district to shop at The Base, Te Rapa or to head into central Hamilton where there is plenty to see and do. Likewise, the short journey invites travellers to stop and see sights along the way and, soon, the historic Huntly Railway station will be another reason to stop for time out. Over the past 18 months the building has been undergoing a major upgrade and when completed it will be transported from its present site at Lake Puketinni Reserve to the Huntly train station site. There it will boast a museum with cultural history of significance to the town, new restroom facilities, meeting rooms for hire and artwork on display, making it an intriguing visitor destination. It is hoped the restored station will be in place by early 2022. Over the past two and a half years, the WDA has built a new rail platform, installed security operations and lighting at the station. The project has also included a new park & ride facility, taxi bays,

passenger information display boards, and walking and cycling links. The upgrades and enhancements were integral to the launch of the Te Huia passenger rail service in April 2021, connecting the Waikato to Auckland and, despite challenges due to Covid-19, the project was completed $200,000 under budget. The surplus was donated back to the wider Te Huia project. This includes bringing the original historic railway station building back to its original [Huntly] site. It was relocated to Lake Puketirini in 2008 with the intention that it would host the Waikato Coalfields Museum. However, the Museum Committee has advocated for the return of the building to the station since 2017 and undertook significant groundwork to enable Council to action the project. It will take over tenancy

of the building once it is in place. The WDA’s relocation of the building is being guided by the Museum Committee, Huntly Community Board, Iwi and Genesis which donated $100,000 towards the project. The detailed process has taken into consideration: • Strengthening of the building to ensure longevity, • Gaining approval from KiwiRail for the move, • Building consent compliance, • Lease and sub-lease approval, • Health and safety compliance (ongoing), • Stakeholder engagement (ongoing), • Design planning and fit out with architects. Motorway widening drives forward Work is advancing on widening of the Southern Motorway from Papakura to Drury and when completed will ease traffic congestion.

otorway widening between Papakura and Drury is a significant milestone for the NZ Upgrade Programme (NZUP) which is investing $6.8 billion in road, public transport, walking and cycling infrastructure. This section of work, begun early 2021, is the first stage of the SH1 Papakura to Drury South project which delivers a range of transport choices by providing a third lane in each direction, an adjacent path for walking and people on bikes, wide shoulders for future bus services and improved local road connections across the motorway. The project is a key part of Waka Kotahi (NZ Transport Agency) developing a more resilient transport system aimed at improving travel choices and to facilitate growth and economic prosperity in south Auckland, where 120,000 people are expected to make their home in the next 30 years. It will also treat one hundred percent of all storm water runoff from the motorway, and the additional lanes being provided are being investigated for potential use for T3 and/or freight. 28 — Design and Build Franklin — 2021-2022

The first stage of construction, awarded to Fulton Hogan, has been covering works within the existing motorway boundaries from Papakura interchange to the BP motorway service centre north of Otuwairoa (Slippery) Creek. It will extend capacity and also includes the replacement of the Park Estate Road overbridge, and a new noise wall on the eastern side of SH1 between Papakura interchange and the overbridge. The noise wall coming along this southbound side of the motorway (between Beach Road and Park Estate Road) is being constructed using steel columns and concrete panels to match the existing Papakura and Takanini style noise walls (see below) north of the Papakura interchange. The Puna colour scheme, taken from the Toi Maori palette by Aalto Colour, will be used for the new noise wall. As work progresses several motorway bridges will be replaced, being raised or widened to allow for extra lanes underneath, provide for the electrification of the Papakura to Pukekohe rail line, and allow for oversize

vehicles as well as response to flooding risks. By end of August 2021 construction of a haul road was well underway alongside the southbound lanes with trees and other vegetation removed. The haul road was being built from both the Papakura Interchange, Beach Road end (pictured) and the Park Estate Road bridge end of the 1.5 km site. By September 2021 night crews had made good progress northwards along the central median of the motorway, stripping grass and top soil, digging down and then building up the subgrade to maximise road strength. When stage one has been completed works to follow will include: • A walking and cycling pathway along the western side of the motorway • Interchange improvements at Papakura (a new southbound on-ramp) and Drury (to allow for railway electrification and additional rail lines) • The replacement of the Bremner Road (Jesmond) overbridge and the Ngakoroa Stream bridge.

Mill Road project shoved aside The controversial widening and realignment of Mill Road in the Papakura/Alfriston district, has been hogtied once again.

espite being on government and council agendas for a number of years and even being announced as ‘shovel ready’ in 2020, the Northern section of Mill Road will now be on a much smaller scale. Instead, the South Auckland development package aims to expand investment in new train stations and in Drury transport upgrades which support releasing additional housing and connectivity with the stations. In past years, Design & Build has published various plans for Mill Road and has seen these altered and retrenched, despite the route being a key link to the east and usually heavily congested at peak commuter times. Then, in mid 2021, the Government announced a budget blowout had stalled (and, evidently buried) the long awaited four lane project. It is now expected to involve an upgrade of two lanes (instead of four) between Flat Bush and Alfriston tying into the existing urban Redoubt Road dynamic lanes. There will also be targeted safety improvements between Alfriston and Papakura. The existing roading proposals for Mill Road and Papakura to Drury South, stage two (including a new interchange at Drury South) will be deferred. Instead work is focused on providing three new rail stations, two in Drury and one in Paerata. The Papakura to Pukekohe rail electrification, SH1 improvements and a shared walking/cycling path between Papakura and Drury plus a new third main rail line in South Auckland are also going ahead (at this stage).

Construction is already underway on SH1 Papakura to Drury South, stage one (see story page 28). Work is also underway on the third main Rail Line enabling electrification between Pukekohe and Papakura. About 275 workers are on these projects and a further 800 part-time and full-time jobs are supported on Waka Kotahi New Zealand Upgrade. The Government has indicated that savings from the changes to Mill Road will allow investment in the transport upgrades to release housing and local centres in Drury in a way that supports the Government’s decarbonisation goals. Infrastructure Minister, Grant Robertson, has said that the changes represented a “balanced approach”. “Fully funding new estimated costs for every project (six in total) would have cost

up to $6 billion extra on top of the original $6.8 billion, so instead we’ve taken a balanced approach with a mix of additional investment and a handful of projects being re-scoped while also keeping a lid on debt,” he explained. Although the Government is confident in its decision to downgrade the Mill Road project, as it stands, this vital link to east Auckland, which was also seen as a way to relieve congestion on the Southern Motorway, may well continue to remain clogged at peak traffic times during the week. Furthermore, with exponential growth occurring in Takanini – townhouses and terrace-style housing now covering a vast tract of land in the vicinity of Mill Road and adjoining Cosgrove Road – many residents fear the route may be more heavily used than ever. Roundabout swings ahead Construction of the new $16.4 million roundabout at the intersection of Glenbrook Road and SH22 near the Pukekohe Golf Course, began in March 2021 and by October 2022 was well underway despite work being paused during Auckland Alert Level 4 lockdown in August/September.

he SH22/Glenbrook Road roundabout will have four legs including access to the expanding Paerata Rise development where 4500 new homes are being built. This will serve as the main access to the new Paerata School, which is part of the subdivision development.

In constructing this new roundabout, there have been a number of road layout changes in the area with all road users moved onto a temporary road on SH22 to allow space for the team to work.

Other safety measures have been taken for people driving along this route. These include, safety barriers, turning bays and localised road widening.

Slower roads accelerated SAFETY FIRST? The wheels may have come off many a transport initiative – from Mill Road to the Harbour Bridge cycleway – but they’re still in spin with regards to lowering speed limits.

“S

peed limits which are set too high can become a target for drivers to aim for, plus they can prevent the police from addressing those travelling at unsafe speeds,” Michael Brown from Auckland Transport (AT) said. “For example, on Linwood Road near Karaka, where speeds were changed last year (2020), a typical nine-minute journey is around 30 to 50 seconds longer. But the changes will help to reduce the chance of someone getting seriously hurt or killed.” Limits on approximately 800 roads throughout Auckland are affected, including more than 200 rural throughfares in Franklin

alone. The revised speed limits vary; however, some reductions are quite significant – the limit for Ardmore Quarry Rd (for example) is expected to drop from 100 to just 40km/h. Reducing accidents is the aim of the changes, but Mr Brown conceded they will merely ‘bring posted speed limit[s] into line’ in many cases. “On 90 percent of these roads, many drivers are already travelling much slower than the current speed limit due to the conditions. In rural areas, that’s often because the roads are narrow and winding. “While most of the changes we propose will simply bring the posted speed limit into line with the speeds people are already

travelling, it is important that these changes are made.” Regardless of whether the signs will better reflect reality, or new limits will have a very real impact on saving lives, it does seem clear AT has the backing of the general public, especially regarding roads near schools. “Research shows there is strong community support for speed limit changes with 78 percent of people supporting speed reductions around schools,” Mr Brown said. “Improving safety around schools is an area of focus for AT as well as central government. These proposed changes will help to make it safer for children walking or cycling to school.”

SAFER ROADS FOR

Franklin district Auckland Transport has proposed a number of improvements to several Franklin roads some of which are underway; others are in the pipeline.

PUNI ROAD PEDESTRIAN IMPROVEMENTS Motorists and pedestrians will benefit from improvements to Puni Road with a proposed raised zebra crossing outside 9 Puni Road. Side islands south of Beresford Street, on the approach to the raised crossing will help increase awareness of the crossing. There are also plans to install a pedestrian crossing on the west end of Beresford Street with a traffic island in the centre of the road. Pedestrians would not have the right of way at this crossing; rather the island is designed to make it safer to cross the road by breaking up the journey. Grass berms on the corners of Puni Road and Beresford Street will be widened and new broken yellow lines (no stopping at all times) will be painted to maintain visibility. This will result in the loss of 14 parking spaces on Puni Road and four parking spaces on Beresford Street. Feedback on these proposals was being considered in late 2021 with Auckland Transport still to decide on the best way to move forward.

crossing to a raised zebra crossing near Patumahoe Village, providing residents with a safer crossing point on Woodhouse Road. Improvements will also include new road markings to warn drivers of the presence of pedestrians and the installation of broken yellow lines (no stopping at all times) parking restrictions to ensure visibility for drivers. Initially, work here was scheduled to start by July 2020 however, due to the impact of Covid-19 the project did not go ahead as planned. It was later forecast to start during the 2021-2022 financial year.

CAPE HILL PROPOSED CHANGES Upgrading the Cape Hill, Reynolds, and Franklin Road intersection to a roundabout in Pukekohe comes in response to a series of collisions at this intersection. The roundabout aims to improve safety by directing traffic in one direction and encouraging lower speeds. Proposed changes include a new traffic island, new pedestrian islands with connecting footpaths and kerb ramps and new signs and grass berms.

WAIAU PA SAFETY IMPROVEMENTS By late 2021 planning work was underway to improve the safety of people, in particular school children, crossing the road outside Waiau Pa School on Waiau Pa Road.

The changes were in response to concerns raised by Waiau Pa School and the community regarding high driver speeds and the lack of a safe marked crossing at this location. After reviewing public feedback, Auckland Transport decided to upgrade the existing pedestrian crossing (outside Waiau Pa School) to a raised zebra crossing. Nearby footpaths will be widened and tactile pavers installed – these are yellow guidance markers to help visually impaired people find their way to the crossing and cross the road safely. Bus stop markings on each side of Waiau Pa Road, (outside Waiau Pa School) will be formalised and will include new bus stop parking restrictions. Kerb ramps and tactile pavers will be installed and footpaths widened on either side of Mackenzie Road at the intersection with Waiau Pa Road. Broken yellow lines parking restrictions will be extended along the southern kerb of Mackenzie Road, around the corner to the edge of the proposed raised crossing on Waiau Pa Road. This will see the removal of five parking spaces to improve visibility for people crossing the road. The mobility space will be relocated and a P180 (maximum 3 hours) mobility parking restriction outside Waiau Pa School will be implemented. New streetlights, signs and road markings were also in the plan. These changes were due to be constructed during the 2021/22 financial year.

he times may be a-changin’ but, in some ways, the wheels are still in spin. Designed to link cyclists with transport hubs and provide safer access to schools, the Drury South Crossing cycle network is getting locals back on their bikes. “The objective is to allow thousands of local residents the option of [safely] walking or cycling to school and work,” Stephen Hughes (CEO of Drury South Crossing) said in April 2021. “One of the key outcomes is [to help] reduce the heavy traffic at Ramarama School, where rolls are expected to surge as the local population increases.” Lower speed limits and upgrades to roads in the Drury area are also intended to allow safer passage. Covering 9km in total, the cycle network serves one of the country’s fastest-growing areas where the population is expected to reach more than 60,000 in the next 30 years. The project comprises 5km of walking and cycling paths plus a 4km shared path from Drury village to Drury South Crossing. Andrew Baker from the Franklin Local Board welcomed the addition to local infrastructure. “As a local resident and cyclist myself, there is a noticeable change in the feeling of safety on the roads,” he added. “We are not only seeing more pedestrians using the pathways but, for the first time in years, we are now seeing school children riding bikes to school.” The cycleway is open now; the 360-hectare Drury South Crossing development is expected to be completed in 2027.

‘eeling’ power

here’s something more than a little fishy about a monumental addition to the Franklin landscape – Drury Wetlands is one of the largest constructed wetlands in the country. “The tuna [eel] design was chosen for both its cultural significance to mana whenua as well as for functional purposes,” Peter Norfolk from Tonkin Taylor says of a new multimillion-dollar freshwater wetland at Drury South Crossing. “The S-shaped design, with its winding curves and varying elevations, is necessary [for] a slow meandering stream.” The ‘S’ shape helps ensure it will prove a healthy waterway by removing sediment

and pollutants before they reach the Hingaia Stream and Manukau Harbour, he explains. Created by dam design experts along with artists from local iwi, the wetland took two years to complete and covers 35,000sqm. It opened in April 2021. “Bringing this design to life in a relatively short space of time required the latest in sophisticated 3D modelling and construction techniques.” In addition to helping improve water quality, it will provide a habitat for endangered native eels, fish and birds. It is intended to strike an environmental balance with the new subdivision, Drury South Crossing CEO,

Stephen Hughes, confirms. “Residential lawns and grass around houses contribute to capturing sediment from stormwater runoff, however modern subdivisions tend to have less lawn, which increases the need to capture runoff from surrounding roads and housing.” As an added bonus, the wetlands are an expansive recreational green space for residents of the subdivision and the wider community, Mr Hughes adds. “The creation of this new wetland and public recreational area is designed to set a new standard for residential and industrial developments in the Auckland region.”

GRANT HELPS PROTECT WATERWAYS A welcome $20,000 was budgeted by Franklin Local Board in September 2021 for the Healthy Waters’ Industrial Pollution Prevention Programme, aimed at helping Pukekohe businesses reduce industrial pollution risk.

here there’s water, there is a way to protect it, organisers of the Papakura Stream Restoration Project expect. “We aim to, not only make a difference to stream health, but also mobilise and educate as many people as possible on the importance of getting involved in the protection of our waterways,” Siobhan O’Grady, from Conservation Volunteers New Zealand (CVNZ), says. “The [project] is a multi-stakeholder programme that encourages local boards, landowners, corporates and the community to work together on a common goal.” Running from Brookby to the Manukau Harbour, via the Pahurehure inlet, the 63km Papakura Stream winds through rural and urban areas as it crosses southern Auckland. Restoration efforts include installing fencing, planting native trees and shrubs, weed control and litter cleanup. 42 — Design and Build Franklin — 2021-2022

Children from the region’s schools are already involved, learning about local wildlife in the process. The initiative follows a survey, produced with the assistance of local government. Confectionery company, Mondelez NZ, is also pitching in. “This is an incredibly important project as it combines both conservation efforts as well as consumer awareness around recycled materials and underscores our commitment to protecting the environment,” Cara Liebrock from Mondelez NZ says. “We want to illustrate the importance of collecting and recycling soft plastics and divert them from landfill. It’s a great step forward in achieving New Zealand’s goal of transitioning towards a circular economy.” Underway since May 2021, the project is taking many hands to make light work; those keen to assist will find further information at www.conservationvolunteers.co.nz.

Board chair, Andy Baker said that if the funding prevented one significant incident it would have paid for itself. “We must protect our environment. Industry can play a part by adopting practices around things such as safely storing products we don’t want accidentally spilling into our waterways,” Mr Baker said. “Attention has been aimed at rural waterways, but there are also issues in town. Following the farming example, urban people can make changes and play their part too.” The Healthy Waters’ initiative aims to educate businesses on ways to prevent stormwater pollution, making practical recommendations about the impact company activities can have on local waterways, Mr Baker added. “Businesses don’t set out to pollute, but accidents happen. The programme includes site inspections and discussions about potential issues and water pollution risks, so that businesses know how to respond if something goes wrong.” When changes are recommended, businesses receive a report and follow-up visit. Common recommendations include properly containing environmentally hazardous substances and ensuring there are response plans which include staff access to spill equipment. The programme also shows businesses how their sites connect to the stormwater network and local waterways. Franklin first funded the programme in 2020, starting in southern Pukekohe where about 80 companies were visited and more than 20 received reports, with two actual pollution cases identified. Practices were changed to prevent further incidents. Mr Baker added that eco-friendly car washing products also indicated ‘greenwashing’ was a growing problem. “Stormwater drains are only for rain, not biodegradable detergents, no matter how ‘green’ they are,” he concluded.

New south Auckland health park revealed Designs for the expansion of Manukau Health Park released in October 2021 bring to life what will be an approximately 50% increase in the size of the Super Clinic facilities by 2024.

“T

he planned Manukau Health Park expansion will include the refurbishment of some existing services, the relocation of others and the construction of three new buildings. In total there will be 48 new clinic rooms,” says Mark Gosche,Counties Manukau Health Board Chair. “The new north building will include expanded radiology services with new CT and MRI machines. There will also be an expanded breast care centre. The outpatient kidney care centre (Ambulatory Renal), will be relocated from Middlemore Hospital and there’ll be 13 more dialysis chairs for community patients and training for selfadministered dialysis, so that people can manage their care at home.” Mr Gosche says the new east building will include expanded ophthalmology and women’s health areas, which will increase

clinics and procedures while a new west building will include four new theatres and new sterile services department. “Many of the existing services at the Manukau Health Park will be refurbished and repurposed to maximise clinical space,” he adds. The design has gone through an extensive collaborative design process as the architects engaged with mana whenua, consumers and clinicians. Project lead, Dana Ralph Smith says “We have worked with local Iwi who were adamant this should be a health park as opposed to a clinic; a place where health is encouraged. “The entranceway has been made to look more like a marae, giving it a welcoming feel. We wanted the new buildings to feel as familiar, warm and inviting as possible. “The entrance has been adapted to look like a whare. We hope people will feel

comfortable as they walk into this new place of healing.” The expansion is important for the future health of everyone in this area, Mr Gosche concurs. “Growing Manukau Health Park is crucial to our core strategic initiative to separate planned care from acute services, and thereby decongesting Middlemore Hospital. “The tenders for the first package of infrastructure and enabling works closed recently and we’re planning to break ground before the end of this year.” Manukau Health Park (Super Clinic and Surgical Centre) provides specialist outpatient appointments and planned (elective) surgeries. It opened in 1997 to provide healthcare for a population which has since grown significantly, so this is a welcome expansion to benefit the communities of South Auckland.

A new $110 million Spinal Unit and Adult Rehabilitation Unit will also be part of the redeveloped Manukau Health Park.

he new, purpose-built spinal facility replaces the existing Auckland Spinal Rehabilitation Unit at Otara and the General Rehabilitation Service in the Colvin Complex at Middlemore Hospital. On announcing the funding early in 2021, the Minister of Health, Andrew Little said patients coming into the facility will have experienced a lifechanging event. “Quality, modern and fit-for-purpose facilities are absolutely crucial for them and for the specialised staff who care for them.” The new unit will provide high-quality, integrated services for patients from the top half of the North Island. Mr Little said making the new facility part of the $229.4 million extended super-clinic meant community rehabilitation teams could work together in the same place to provide physical and vocational therapy. “This is the kind of thing we need to do across the country – make sure services are working together for the good of patients. “We have a vision of excellence for our health system. We want to ensure consistent, high- quality care is available when people need it, no matter where they live, and we want to harness leadership, innovation and new technologies to the benefit of the whole population.”

NEW PRIVATE HOSPITAL FOR PUKEKOHE Franklin Hospital, the district’s new and long-awaited private hospital is a welcome addition to the region’s medical facilities. Opened in August 2021, the new facility offers surgical and endoscopy services, an urgent care pharmacy, radiology, new premises for Pukekohe Family Doctors and a café. Surgical services cover orthopaedic, gynaecological, plastic, maxillofacial, head and neck, and dental surgeries from specialists who consult at the hospital’s specialist centre and operate in its digital theatres. Endoscopy services include colonoscopy, gastroscopy, orbera balloon (weight loss programme) and flexible sigmoidoscopy procedures.

The most significant feature of the entire project, which caters for the booming local population, is an advanced membrane bioreactor process with ultraviolet disinfection. This will see a major improvement to the discharge water quality into Parker Lane stream, which leads to the Waikato River. Watercare project manager, Sven Harlos said the work under the banner ‘building better not bigger’ would mark a new chapter in the plant’s history. “Back in the 1960’s and up to as recently as 2009, Pukekohe’s wastewater was treated via oxidation ponds – a basic form of treatment,” Mr Harlos explained. “Since amalgamation in 2010, Watercare has put considerable effort into investing in wastewater infrastructure in Franklin. The plant upgrades will mean fewer wet-weather overflows and improve the capacity of the 60 — Design and Build Franklin — 2021-2022

wastewater network. It will also result in a significant improvement to the discharge water quality into the local Parker Lane stream and the Waikato River.” The plant treats wastewater from Pukekohe, Buckland, Tuakau, Pokeno and Patumahoe. On completion in May 2022, the plant will go from treating flows from 30,000 residents to 60,000 residents. Major improvements to the Buckland trunk sewer system, including a new pump station and pipework have also taken place. At its peak, 150 construction staff were on site, making it one of Pukekohe’s largest infrastructure projects in recent years. There were still 30-40 construction workers on site in September 2021 to efficiently convert the existing sequencing batch reactors into activated sludge reactors. At that time, the project had reached the final round of Engineering New Zealand’s 2021 ENVI awards and the Institute of Public Works Engineering Australasia (IPWEA) awards. The winners of the IPWEA competition were to be announced early 2022. One of the most significant achievements took place however many years before when

Watercare successfully collaborated with Iwi to achieve a 35-year, uncontested resource consent. Nine marae came together as a single entity, Te Taniwha o Waikato, to take part in negotiations. A Cultural Impact Assessment was made and as a result, the plant design was modified so that water clarity as well as the level of pathogens and background bacteria in discharged water was better than the river quality itself. There are on-going korero about ways to ensure the health of the river, with twice-yearly workshops, as well as regular monitoring. Watercare Poutiaki Tikanga Maori (Principal Advisor) Richie Waiwai says the organisation is striving for better infrastructure through authentic engagement: “For Maori, an awa (water body) is regarded as an ancestor. The river represents the mana and mauri (life force) of the people, and is central to tribal identity, and their spiritual and physical wellbeing.” It’s hoped the public will have a chance to view the Pukekohe Wastewater Treatment Plant in 2022 (depending on Covid alert level restrictions).

business, we’ve been focused on serving customers in our community with effective water management solutions – that’s just as true today as then.” While established values are important, Luke adds that technology has come a long way in the industry. “The principles of ensuring water is efficiently distributed to where it needs to be remain the same, but, these days, the products involved are much more sophisticated. For many years most New Zealand homes included just one bathroom although, in two storey homes there was usually a toilet on each floor while homes in the upper echelon of society would likely have at least two bathrooms.

ut there are ways to maximise space even in a small room. For example, under-bed storage can be a boon. You could buy a bed with built-in under storage or simply use bins and boxes to tuck underneath.

If your bed is too close to the ground, use bed risers or fit longer legs to elevate it. Alternatively, consider investing in a loft bed – a single elevated bunk which allows for a

dresser underneath, or better still, a desk unit or even a sofa. Opt for double-duty furniture. Look for floor lamps with shelves, ottomans with storage space and cabinets fronted by a full-length mirror. If the room is a nursery consider a dresser which can also be used as a changing table. TO GET YOU STARTED: • Create a designated space to safely store tools, fertilizers, pool chemicals and other potentially dangerous items. Keep them well away from inquisitive hands and don’t keep toys in the same area.

• If planning to build a multi-tiered garden, consider using ornamental gates and ramps (with a handrail) to reduce the risk of falls – these will also be useful for elderly visitors. • Be doubly sure pools, ponds and other bodies of water are properly fenced off and only accessible through a gate which latches. Drownings at home are far too common in this country especially where safety measure have been inadequate. Check council’s fencing rules. • If using stakes to support climbing plants in your vegetable garden, cover the ends to

Finally, if you have the room, consider planting one or more mid size trees. As they grow, they’re sure to take your yard to new heights!
