And to suggest the Labour Government isn’t going ahead with projects that don’t exist is misleading, Twyford said in a response to the Times. “This is pure Opposition politicking. “This project is vital to meet the needs of the increasing population and business development in the Franklin area, and the pressing need to create additional capacity for the motorway network,” Mr Bayly said. “Unfortunately, Phil Twyford says a number of planned roading projects are under review, including the $955 million Mill Road corridor project, while the Government attempts to divert billions of dollars to smaller Auckland projects, such as inner city trams. He said an estimated 5000 new jobs are to be created in the Stevenson’s Drury South business park development. If the Mill Road expansion does not go ahead, the subsequent increase in motorway congestion will represent a barrier to the business park development. “The proposed 4-lane highway from Mill Road and Redoubt Road through Papakura would take in Drury South and connect to a new intersection on SH1 between the Drury and Ramarama interchanges. “It would be an important link of the upgraded South Auckland road network already including North and South motorway lane increases, and the Waterview motorway and tunnel,” he says.
Meanwhile Mr Twyford told the Times the Mill Road Corridor upgrade is an Auckland Transport project and planning is continuing. “The Labour-led Government has not altered any existing roading projects except Auckland’s East-West link and officials are working to identify a lower-cost, better-value option there,” he said. “Work is continuing on the Mill Road Corridor as it did before the election and to suggest otherwise is just scaremongering.” He said Auckland Transport (AT) is leading work to progress the AMETI Eastern Busway. A consent hearing is currently taking place for the Panmure to Pakuranga stage of the project, with a decision expected early next year. Work to prepare for construction is planned to start in early 2018. “It important to note that the other “highway projects” referred to in National’s petition do not exist. They were election campaign promises made by National in August and never costed or funded,” Mr Twyford said. “It is rich for the opposition to claim these proposed projects are urgent when they had nine years to undertake this work.” ➤➤The petition can be found at https://andrewbayly.national. org.nz/mill_road_corridor

Councillors take charge
AT is rolling out its new school bus services from the beginning of term one.
Local councillors are taking charge to fix up the streets of east Auckland. Councillors Sharon Stewart and Dick Quax have ventured out into the Howick ward to see what needs looking after. “We want our community to be safe and enjoy the areas they live in and we need to work together to achieve these positive outcomes,” says Stewart. Crumbling kerbs, overgrown weeds and tree roots damaging footpaths were among the issues discovered in the area. “We had tree roots which had pushed the concrete up so badly that it was a serious safety concern, as well as trees that were so overgrown you had to duck your head to get under them. It just wasn’t good enough,” she says. Stewart has also taken to Facebook to get feedback from the community on what their biggest concerns were and was flooded with support from residents. “The East Auckland Grapevine has been a marvellous tool to get Auckland Transport and others looking at the issues,” she says. “It’s an easy way for people to learn about issues concerning others and have their voices heard.” The response from various council departments has been positive, she says. “[AT] are currently slowly but surely removing some of the trees that are cause such damage and repairing footpaths and the road and utilities,” Stewart says. “Instead of having to patch and repatch, they are removing the problem and re-planting appropriate trees that have roots that don’t damage,” she says. AT says it is committed to keeping

Schools buses changing - again O
nce again Auckland Transport (AT) is rolling out the new school bus services – but not without a few changes. Following an outpouring of concern from parents in December, AT announced it would delay the changes to school bus services for up to six months until a proper consultation had taken place. However, just two months later it’s been announced the changes will take effect from term one. “At this time, we are confident that we have now engaged effectively with all of the schools. We have listened to them and made changes where required,” a memo from AT states. “Although it was suggested that all school bus changes should be delayed for six months, our discussions with schools have meant that we have resolved all issues that can be resolved within our financial and contractual constraints.” AT spokesperson James Ireland says that due to the public nature of the changes, they received more feedback than what they would have gotten during a standard consultation. “Many parents have engaged with us and we are confident that once they get used to the new services, they will realise these are better than what was in place last
year.” AT says they consulted with all 27 affected schools, and made changes to the seven schools with concerns. Bus routes have been reinstated for Our Lady Star of the Sea, Howick Intermediate and Botany Downs Primary and new routes have been added for Somerville Intermediate to address capacity concerns raised by the school and parents. Buses have been added to the Sacred Heart College schedule as well as changing the interchange point to Pakuranga. AT will operate a service to Baradene from Panmure Station where students can transfer from public buses, as was always proposed, but a private dedicated school bus service will be available through Coachways NZ to Baradene and a number of other central Auckland schools on a trial basis. Botany MP Jami-Lee Ross says he is “hopeful but far from happy” with the changes being rolled out come the beginning of the school year. “The whole process has been difficult for parents to follow as the communication has not been clear, and the changes appear to have been very rushed for, what appears to be, budgetary reasons.” “AT deserves some credit for talking to all affected schools and trying to find an alternative
approach after receiving feedback,” he says. “They have done this much faster than the “up to six months” that we were previously advised. We can only hope now that they have properly identified the issues and put in place fixes.” Ross – and Pakuranga MP Simeon Brown - were notified of the changes by a memo emailed to them on the same day advertisements for the new school bus service was due to be printed in local newspapers. “It feels like there was some hope it would fly under the radar,” he says. Ross says he is glad AT has worked with schools to the point they are confident that necessary changes have been made where required. “It’s now incumbent on them to tell their customers in an effective manner what is happening, and the reasons why. “I hope for the sake of local children that they are right and term one starts without a hitch.” Ross says he encourages to go to the AT website and look carefully at the new set of proposals and says he is available to help parents communicate with AT when needed. Robbed golfer: It’s time to re-examine our laws ■ BY THERESE HENKIN
A
golfer is calling for a law change after learning police couldn’t retrieve his stolen items – despite being able to track their exact location. Tom Owen had his golf bag stolen, containing $2000 worth of equiptment, on December 15th from Howick Golf Course at Musick Point. “They took everything, all my clubs, my bag, trundle, golf balls and my mobile phone which was tucked away inside the bag,” he says. Owen quickly tracked his phone using a GPS tracking app, and found the equipment had been taken to a nearby residential address on Pigeon Mountain Road. After reporting the incident, Owen was surprised to learn that police were not able to search the premises for the stolen goods. “I tracked it right to the front door of the property,” he says. “I knew exactly where the golf bag was, but I’m not sure if the police have even gone to the house I tracked it to yet,” he says. “So basically even though you can track your phone to an

exact address, it would appear the police are unable to do anything.” Owen thinks the current law is frustrating for victims of theft and will encourage them to try and retrieve the stolen goods themselves. “It’s very frustrating to know where your stolen items are and not have anyone do anything about it. If police really can’t act on the information you give
them, then something needs to change.” He says he went to the house where the stolen golf clubs are believed to be before contacting police. “I actually went there twice. The first time nobody was home. The second time a woman answered the door and said she knew nothing about the theft. The police told me afterwards, I shouldn’t have done that.”
Owen says his mobile phone has since been turned off, and he is no longer able to track it. “One of my friends called my phone, which probably alerted them to the fact that the phone was in there and being used to track the golf bag.” Despite being confident the golf clubs are in the house, Owen says he holds “no great hope” of ever getting them back. A police spokesperson says the investigation is ongoing. “While we understand people may think police can use the tracking system people use on their phones and then send a patrol car to retrieve the property, under the Search and Surveillance Act 2012, Police officers do not have the authority to enter premises based off a locater app on a missing phone. “If police resources are available and the technology can pinpoint a specific address such as a household, police are able to knock on the door and make enquiries, but not enter.” The police spokesperson says they strongly discourage members of the public from taking matters into their own hands and placing themselves in situations where there may be a potential risk to their safety.
AUCKLAND TRANSPORT
Public transport fares changing Bus, train and ferry fares will be changing from February 11, 2018. Auckland Transport reviews fares annually to ensure they keep pace with operating costs and the portion of costs recovered from fares. Colin Homan, group manager, AT Development, says Auckland Transport has a target to recover 50 per cent of the cost of public transport from fares, but this is currently at 46.2 per cent, with the balance subsidised by ratepayers and taxpayers. “Over the past year AT has added a number of new services and more capacity including the roll out of new bus networks in West and East Auckland, the addition of more bus lanes to improve travel times, and the introduction of more double decker buses, bringing the total double decker fleet to 89.” Last year 91.1 million trips were taken on public transport in Auckland, an increase of 7.4 per cent on the year before. The changes for bus and train fares include increases between 5c and 15c and there will be decreases to 3-zone fares of 5c for adults and 8c for children. There will also be increases of 7c to 10c for tertiary fares to ensure concession consistency across zones. The full list of changes can be found on the Auckland Transport website.

O
ne of the delights of travelling overseas is exploring the lifestyle and culture of others. I enjoy moving with and mixing with the local people as they go about their daily existence – and learning a little of whom they are. After a busy year we decided that our recent trip to Vietnam and Cambodia should include a good proportion of relaxation too, so we booked some great resort accommodation in both countries. As a Howick Local Board member I was naturally intrigued by the management of traffic compared with that of Auckland. In Ho Chi Minh City, waves of motor scooters engulf the road from one side to the other, and despite the absence of lane markings, move as harmoniously as a beautiful symphony. These small motorbikes replace the family car, transporting up to four or five people, and serve also as a “delivery van” carrying huge cargo such as timber, sheets of glass and large crates. It is a little daunting for pedestrians like us who come from a controlled traffic environment, to cross the road – and the pollution is quite overwhelming. In Cambodia the tuk-tuk is certainly the way to commute – we found it perfect for a quick excursion to the market and for longer journeys out of town to visit the amazing Angkor Wat; and Kompong Khleang – a floating village with stilted houses, aournd 40km out of Siem Reap. A few days reuniting with Singapore on our way home was an inspiration. If only we had their MRT (rail) system! The city itself is a wonderful example of stunning architecture and brilliant engineering beautifully dispersed with fantastic green parks and riverside walks.

F
or months he complained about the traffic nightmare for commuters from Botany, Ormiston and East Tamaki. Howick Local Board member for Botany, Peter Young, stressed the need for a central transportation hub featuring a park and ride facility that could address traffic problems faced by locals in the area heading into the city centre. (Times March 3). But now Mr Young has had to eat his words. After a recent trip to the city using public transport, he says he stands corrected. “In the last year, everywhere I went people said they were fed up with the public transport system and the increasing traffic congestion,” he said. “As a representative of the people, I tried to come up with a lot of solutions including a park and ride facility at the Greenmount landfill. “I spoke about it at local board meetings and was frustrated when not much progress was made.” However after the change of bus network in December, he decided to find out for himself if the increase in connectivity really works. “Last week, I caught bus No 35 from Chapel Road that dropped me to Botany Town Centre. Then I boarded a doubledecker, bus No 70 to Panmure Station, after which I took a train to Britomart.”

Pointing to the Auckland transport (AT) app on his mobile phone he says: “We did the trip in just 55 minutes. I documented the entire trip with photographs and timed myself since I wanted to see if the changed bus routes have made a difference,” he said. “We also hopped on to a ferry and spent the day at Waiheke Island.” Mr Young says he is impressed that AT has perfectly coordinated bus timings with the arrival of trains at key places. “Bus drivers were waiting for people to alight from the train and board the bus. There is good connectivity,” he says. “After all the criticism, I think it’s time to give them a pat on the back,” he concedes.
Migrants are sceptical In September 2016 INZ received close to 1850 Expressions of Interest (EOI) for immigration for the month. In September 2017 these numbers fell to around 1150 and in December 2017 it went down to merely 450 EOI’s (only one draw for the month instead of two draws). The regular flow of people interested in immigrating to New Zealand has almost stopped. There is a lot of uncertainty. In June 2016 the approval rate for applicants applying for a two- year employer assisted post study visa was 70 per cent. Then In June 2017 it was just 30. Now it’s negligible. The current Residence Visa requirement under high paying job is practically impossible to meet. Like, for instance, we had this 50-year-old South African client who is a well experienced builder. He has been highly recommended for his work but doesn’t hold a qualification. Under the current point system most skilled people are at 120 points instead of the point threshold for automatic selec-
tion that has been increased from 140-160 points from October 23 (regardless of whether an applicant has a job offer). However if you get paid $47 an hour you get an additional 20 points. Now this is a double-edged sword. With everyone asking migrants to move out of Auckland to find jobs in other cities, there is very little chance of them getting paid the high dollar rate required to score points. Thus making it difficult to score the required 160 points they must get to gain a Residence Visa. It’s a no-win situation. Which is why migrants are sceptical and we are now in a situation where we are competing with Canada and Australia for skilled migrants. I do believe that good employers in Auckland are missing out on talented and skilled people. Recently, we had a restaurant owner approach us saying he had invested a lot of their resources in training their chef and was trying everything to ensure the employee is able to obtain his Residence Visa but it

Immigration MATTERS wasn’t working. The chef had a New Zealand qualification. He is under 40-years and although the employer is fully supportive, there isn’t much he could do to retain him. Earlier employers found it easy to employ migrants at the market rate applicable to those occupations but with the recent changes it is expected that migrants get paid medium wage rate for all New Zealanders — unless there is an increase in the price across the board. It’s not viable for the business. With such changes it may only disadvantage the genuine employers and migrants giving rise to unscrupulous operators. It was another record year for Toyota New Zealand; in 1988 the company became the top brand in New Zealand for the first time and has not looked back, maintaining its position as market leader for 30 consecutive years.

robust tourism sector, which drove healthy sales of rental vehicles, helped to make December the strongest on record with 11,570 new vehicle registrations. December 2017 was up 9.6 per cent (980 units) on December 2016, and took the 2017 calendar year to an all-time new record, the fourth year in a row with a total of 159,871
registrations on corrected figures. New vehicle registrations for the 2017 year were 9.0 per cent (13,118 units) ahead of 2016. The total registrations of passenger cars and SUVs for 2017 were up by 5.8 per cent (5945 units) and commercial vehicles by 16.2 per cent (7173 units). Vehicle segmentation for the 2017 year reflects the changing patterns of new vehicle registrations with SUVs and light commericals dominating the market, and only the small vehicle segment breaking
into the top five with a 12 per cent share. “Distributor expectations for 2018 indicate maintenance of current levels of activity “But further steady growth in the new vehicle sector above 2017 outturn is not expected,” said David Crawford, chief executive officer of the Motor Industry Association of New Zealand.

ew Zealanders in the market for a new car this year will continue to add utes and SUVs to their wish-list, say automobile industry experts. Driveline, a specialist vehicle leasing and finance company, has released its list of the top 10 vehicles for 2018, giving insight into what Kiwis’ next purchases could be – and it seems larger vehicles will continue to rule the marketplace this year. “Kiwis certainly have plenty of choice when it comes to deciding what wheels they use to get around our beautiful country in, but it seems they can’t go past solid SUVs and practical utes,” says Driveline CEO Lance Manins. SUVs and utes proved top sellers in the past few years when it came to new vehicle registrations. The Ford Ranger topped the list in both 2016 and 2017, making it New Zealand’s number one selling new model vehicle for two years running – and Driveline predicts this trend will continue in 2018. It might be the cat’s whiskers for those living on the Howick Peninsula, but local Members of Parliament and city councillors have been curiously silent about the impact that the AMETI/Reeves Road flyover will have on Pakuranga and its people. Pakuranga could be a fantastic town centre but the on-again off-again motorway plan over the last 10 years has killed off new investment in the area. Motorway construction will undermine the

viability of sports, health and arts facilities located here. The Reeves Road flyover will turn Pakuranga into a blighted backwater. There is no compensation package on the horizon for community facilities directly affected. Te Tuhi will effectively disappear, its income destroyed by loss of parking and its award-winning contemporary art programmes relocated. Pakuranga Rugby League grounds will be virtually unusable during construction. Youth and social services facilities will be seriously affected. The plaza,
already withering away, will die as local customers avoid the mess. These days, smart cities are tearing down flyovers. They replace them with people-friendly spaces, public transport upgrades, and civic amenities. It’s absurd that the Botany MP Jami-Lee Ross and National Party friends are now calling for fast-forward on a flyover even as the sensible busway to Panmure is about to get started. Without a careful and detailed compensation package, the East-West link just looks like National Party vandalism on Pakuranga. As a resident, I’d like to see a commitment from our politicians to Pakuranga’s rejuvenation instead of a one-note call for that dastardly flyover. Bernardine Vester Pakuranga

Further to your correspondent “The storm taketh away” (Times, January 18) edition, the Maraetai trig tower, or more correctly the trigonometric station, was erected between 50 and 70 years ago according to long-standing residents. Maraetai Beach had grass covered hills with only a few trees so subdivision surveying was relatively easy. Most trig beacons, trig points or trig stations were erected on prominent high points such as on Stockade Hill, Howick or on the Mangemangeroa Reserve in Somerville Road, Howick. These wooden trig stations were erected in New Zealand between 1909 and 1947. Half Moon Bay buses
Regarding the story on moving bus stops at the marina (Times, January 11). I am shocked that the buses now will stop further away from the ferry. Last time I caught a bus to the ferry, the bus stopped right by the ramp just as the boat left, not even timed right. But to now have to walk further between boat and bus, the council should be encouraging use of public transport not putting more hurdles in the way. But to do this so boaties have somewhere to park and launch their boats says a lot about the people that made the decision. Obviously people with boats have more priority than people who use our transport system to get to and from work, do business and indeed tourists and elderly infirm people who will now have to walk further. On January 9, I said goodbye to a brilliant young friend (35 years old) who died of cancer. He had been through all the treatments recommended by the medical world but the disease metastasized and he lost the battle. For years, cancer has gripped peoples’ lives and the Ministry of Health seemed to have a bottomless budget for dealing with it, but it has not worked, this ambulance at the bottom of the cliff! Instead of dealing with the agony, pain and heartbreak, why doesn’t the Ministry of Health, with all its money, health advisors, researchers, etc deal with the preventive issues before they become a problem? If one were to Google carcinogens, one will find all sorts of information that points to material we should not even touch, let alone consume/ use! 2018, a new year but so far it hasn’t proved to be happy. Is NZ going to continue to bury the people because we can afford the ambulance at the bottom of the cliff but not the guts to stop buying the products that are killing us, such as pesticides that contaminate our agricultural products, the chemical drugs that kill our bodies, the carcinogenic additives that contaminate our food, the carcinogenic therapies that encourages the cancer in our bodies? MSG, nitrosamines, roundup (glyphosate), chemotherapy, radiotherapy, to name just a few, should be banned in NZ – my opinion – so we can have a more natural life!

Content includes the sort of equipment you should have on board, rules of the road, basic navigation, planning your trip and dealing with emergencies. The VHF Radio Operator course covers the correct use of a core piece of safety equipment – the VHF Radio. But some may question why they need to bother with a marine VHF radio when they have a cellphone on board. Here are some of the key advantages: • A radio allows you to broadcast a message that can be heard by hundreds of boaties compared to just one person via a cellphone. This is a critical factor in an emergency. • Marine VHF Radio Coverage is generally much better than cellphone coverage on the water. • You’ll also find your mobile will be working harder to stay connected so you can expect a much shorter battery life. • Marine environment is a harsh one – most radios are designed to cope and are at least splashproof if not fully waterproof. Even with your mobile in a plastic bag, a purpose built VHF will generally be far more reliable. However we’re not born with

ith the fine weather over December, it was packed out on the water and so was a very busy end to 2017 for Coastguard volunteers. December was particularly notable due to the Coastguard Operations Centre taking 17,066 Trip Reports and requests for assistance – over 1000 more than any other December on record. The two busiest days (the 30th and 31st of December) saw boaties make a combined 3213 radio calls to the Operations team; at its peak, 211 calls were made in just one hour in the morning, averaging out to 3.5 calls every minute. It’s great to have more and more boaties keeping in contact with Coastguard, but unfortunately December was also notable for the number of incidents attended. Coastguard volunteers assisted at 335 incidents – a full 31 more incidents than any other December, ever. To say Coastguard volunteers were busy is an understatement! ➤➤Being prepared for the water Some nice weather increased numbers out on the water but there is no doubt that some of these calls for assistance could have been avoided by boaties being better prepared. ith World WBO boxing champion David Parker signed to face WBA and IBF champ Anthony Joshua at Cardiff ’s Principality Stadium on March 31, it would have been more appropriate to have held it a day later on April Fool’s Day. For that was the best way to describe some of the trash talk Parker and his promoter David Higgins engaged in when attempting to denigrate the powerful Englishman. It’s a shame because Parker has always impressed as being a good guy who preferred to let his fists do the talking before he called Joshua the steroids king in retaliation to Joshua jokingly dubbing him the “king of pies”. Later he admitted he didn’t know whether the chiselled Joshua did take steroids but said his physique suggested he might. The facts are that, as amateurs, Joshua went on to win the 2012 London Olympic super heavyweight gold medal whereas a disappointed Parker failed to make the New Zealand team. As a professional however, under the guidance of David Tua’s former manager Kevin Barry, he has a fine 24-0 unbeaten record. But he has not been so impressive in recent defences which went the full 12 rounds. Yet he and Barry are confident he has the style and speed to trouble the bigger Joshua (20-0] and reckons he has the better chin after Joshua was knocked down by former champion Wladimir Klitschko.
