The man who rode a bike around the planet

“Y

ou don’t need courage to cycle around the planet. You need courage to give it a go.” That’s the advice of 44-yearold Jeremy Scott – a Kiwi who recently completed a 52,000 kilometre unsupported bike ride

from London to New Zealand. From riding five hours through a sandstorm in the Chinese desert, to being humbled by the generosity of an Iranian farmer and jig-jagging through the traffic-saturated streets of Istanbul, he’s collected the most incredible stories along his journey, all penned in his newly-

released book The Long Road From a Broken Heart. As for the title, it wasn’t inspired by a relationship breakup. It was inspired by his fiveyear-old nephew’s attempt to articulate exactly what his uncle was doing to his school friends. “He’s too young to explain [it]

to his schoolmates, so he told his friends ‘[my uncle] is riding round the world because he’s got a broken heart’... and I thought, he’s just nailed the title.” On May 20, Jeremy visited Botany Library to speak of his extraordinary adventure, starting with the moment when it all began.

At only a couple of days old, Jeremy’s mother knew something wasn’t right with her baby boy. Doctors diagnosed his condition as a chest infection, but knowing there was more to it, his mother pushed for extra tests and doctors soon discovered he had a huge hole in his aorta valve.

eading into this Sunday’s second of two one-hour races for the weekend at the Phillip Island Grand Prix Circuit, Dannemora’s Andre Heimgartner led David Wall in the Carrera Cup Australia title standings by just one point. Courtesy of a third-place finish in Sunday’s 60-minute stanza, the Melbourne-based Kiwi ensured that he leaves round three with his title lead not only intact, but now extended to a 10-point buffer. In a reverse to Saturday’s driver order, Heimgartner brought home the #777 Bob Jane T-Marts Porsche while it was up to codriver Aaron Ireland to greet the starter in wet conditions. The Porsche GT3 regular put in an admirable job at the wheel on slick tyres at the start, before pitting mid-way through his stint for wet tyres. On both slicks and wets, Ireland’s concentration was on keeping the car straight and ready for Heimgartner to take over for the race to the end – something easier said than done for many in the field amidst the tricky weather. From lap 16 and in drying conditions, it was time for Heimgartner to set to work carving his way through the field, consistently setting fast lap after fast lap – including the quickest rotation of the race

Andre Heimgartner has extended his lead in the Carrera Cup Australia competition following his efforts at the weekend.

We have been able to do so for each of the three rounds held so far for the 2017 Carrera Cup Australia title – hopefully we can keep the streak going when we head to Darwin in a few weeks’ time for round four.” Round four will be held at Darwin’s Hidden Valley Raceway across June 16-18.

Police are calling for witnesses to come forward after a Somerville intermediate student reported being chased on her way home from school last week. The student, aged 11, reported being approached by two men wearing high visibility vests in a white van. They then followed her to a pedestrian alleyway where the girl managed to hide until they left before walking to meet her mother and notifying police. Acting Detective Senior Sergeant John Love said the girl was walking along Meadowland Drive, near Howick when the incident took place. Police canvassed the area but could not narrow down a suspect as it was too full of people with too many similarities to the report. Det Snr Sgt Love said at the time of speaking to the Times, Police had not yet taken a full statement from the girl. Police are continuing to investigate and want to hear from anyone with information. Somerville Intermediate principal David Ellery confirmed the school was aware of the incident and had advised parents through email immediately after finding out. Mr Ellery said students had been informed and given a safety briefing around keeping themselves safe. Advice to students included children staying aware of their surroundings, walking to school with others if possible and seeking help if they felt unsafe.

$6.5 billion Family Incomes Package announced in the recent Budget 2017 is targeted at helping Kiwis struggling with living costs, designed to lift those families’ incomes. The package, to be implemented over four years, includes tax cuts, lifting the threshold in the two bottom tax bands from $14,000 to $20,000 and from $48,000 to $52,000; increased payments for those in the Working for Families programme, along with a boost to the accommodation supplement. Botany MP Jami-Lee Ross says the Government’s improved books and an expected average three per cent economic growth over the next five

years is delivering more jobs and higher wages for New Zealanders. “The average annual wage is expected to reach $64,300 by 2021,” he says. “Well over 200,000 jobs have been created in the last three years and a further 215,000 jobs are expected over the next four years.” The package, he says, will help hard-working families get ahead, lifting the incomes of 1.3 million families by an average of $26 a week. It’s expected to lift 20,000 families above the threshold for severe housing stress, and reduce the number of children living in families receiving less than half the median income by about 50,000. “Budget 2017 shares the

benefits of growth by improving public services, investing in the infrastructure needed for a growing country, reducing debt and lifting incomes.” However, Julie Zhu, Botany Greens, says the Budget indicates an endorsement of the status quo, “which means more families will continue to be left behind and our environment will continue to suffer”. “There are no real solutions to address the housing crisis, or our crippling suicide numbers, or climate change, or the growing inequality between the haves and have nots.” She’s critical of a “paltry” $4 million increase in funding to stop climate change, “while there is also

a $300 million increase in subsidies for polluters”. Pakuranga Labour candidate Barry Kirker says the Budget lacks any vision for New Zealand and doesn’t address the country’s core problems. The Pakuranga-based psychologist says the provision of mental health services is in crisis. “All too often resources that could be targeted to community-based early intervention are absorbed by expensive, mostly ineffective crisis management services and this is happening with the provision of other services throughout the country,” he says. “People have concerns about the inadequate service for Aged Care and the corporate focus and

profiteering that that’s occurring in private facilities, as well as the crisis around housing affordability.” The Family Incomes Package is about sharing the dividends of a strong economy with hard-working New Zealanders, says Hunua MP Andrew Bayly. Overall 1.34 million families will, on average, be better off by $26 a week, as well as 750,000 superannuitants and 41,000 students. “Responsible economic management means we are in an excellent position to pay down debt, invest more in vital infrastructure and social services, and help Kiwi families retain more of their income every week,” Mr Bayly says.

Shots fired at bar, customers forced to lie on floor ■■by kelly teed

hots were fired and staff were threatened as an armed robbery took place at Headin’ Home Bar on Ti Rakau Drive yesterday afternoon. The disguised offenders entered the bar around 12:30pm where around a dozen customers were inside. Two of the offenders, who were armed with firearms, threatened the staff and forced the customers to lie down on the floor. Shots were fired before the offenders fled the scene with cash and into a white car that was waiting outside. Police were immediately called to the scene and surrounding area while the Eagle helicopter and several dog units

also carried out searches of the area. A forensic scene examination was also conducted and police were speaking to a large number of witnesses. Acting Detective Senior Sergeant Warrick Adkin says Victim Support will be offered to those who were in the bar at the time. Jeremy rides bike around the world ➤➤From page 1 Four years later, Jeremy underwent major open heart surgery at the hands of renowned cardiovascular surgeon Sir Brian Barratt-Boyes and the successful operation allowed him to keep up with other kids for the first time in his life. Years later, Jeremy was working for a large architectural practice in London, surrounded by incredible friends and travelling around in a backpack when he got the

chance. But for Jeremy, it simply wasn’t enough of a challenge. He wanted to test himself in ways that he hadn’t been tested before. Inspiration struck in 2004 when he returned home to find a magazine featuring three articles about different people that had completed small cycling journeys in various parts of the world. “It didn’t matter how many times I read these articles, I couldn’t decide which one I liked

better, because apart from the bike, they had nothing else in common – the culture, the food, the scenery – everything else was just completely different. At this point, I start to think to myself, those people who cycled through Europe... what if they had more time? “And then I thought to myself, what if I had the time?” On October 5, 2011, with barely any training or experience, the avid traveller set off on a fully

loaded bike that would take him on a whirlwind adventure through 29 countries for the next two and a half years. He’s now devoted his life to inspiring others. “If I could help one person and give them the opportunity to chase their dreams the way I have, I could die tomorrow a very happy man. “This is a story about what anyone can accomplish if you’ve got a bit of an idea and the

courage to do something about it. “When I started, I was petrified of the unknown and the enormity of this challenge I had set before myself. “But it did not take long before I fell in love with this simple existence, where all I required was some food, water and some place to put my tent at night. “I have never been a happier human being than when I’ve had so few possessions around me.”

Iconic shoreline a shell of former self ■■By Laura Brookes

lympic gold medalist Bruce Kendall recalls walking along the beach in the 70s from his Bucklands Beach home to the Old Bucklands Beach yacht club at Grangers Point. He knows the immense value of the beaches that attract people from all over Auckland during summer – not to mention the value of the waters around Bucklands Beach that have produced more Olympic sailing medals and round-the-world yacht racing champions than anywhere else in New Zealand. But fast-forward to 2017, and the white shelly sand on the northern half of Little Bucklands Beach is gone, creating a potentially dangerous shoreline. Black rocks washed out from the road and sea wall permeate the landscape, along with an oyster barrier between the water and land making it impossible to walk on the beach or access the water – not to mention the hazardous nature of waves crashing across the road in the presence of strong winds at high tide. “If you can consider a beach a park, it’s a premier park that’s being ignored,” said former Howick Local Board member Steve Udy, who is working in partnership with Mr Kendall to provide a solution-based approach to the dilemma.

In a recent presentation to the Howick Local Board made on behalf of the Eastern and Bucklands Beach Residents and Ratepayers Association, the pair proposed significant changes to the landscape – including a sea wall resolution, a beach restoration programme and the upgrade of Grangers Point facilities. They’ve got a vision for this to happen in stages, starting with the northern half of Little Bucklands Beach, followed by Grangers Point and the restoration of Big Bucklands Beach, which has also deteriorated over time. It’s a problem that dates back to the 1950s, when The Parade bordering Little and Big Bucklands Beaches was widened from a one-lane dirt road to a two-way thoroughfare, pushing land onto the beach and causing a bank instead of the shallow gradient, shelly sand beach. The assault and backwash from the waves hitting a steeper coastline eroded the bank away, threatened the road and created the need for a sea wall. It’s now slumping, cracking and not properly protecting the road, said Mr Kendall. “The road at the northern end of at Little Bucklands Beach is going to collapse again – that’s guaranteed,” said Mr Kendall. “We’re asking Auckland Transport to stop making short-term fixes that further ruin

the beach and fix it once and properly with a bevelled loose stone wall, giving foundations for a foot path, and then cover the rocks with sand and shells [as per the concept drawing].” Once restored, it will have the recreational potential to attract water sports clubs and events, offering significant public amenity value that will extend to Howick as a whole, said Mr Udy. They are planning on making the project available to view online so the public can view historical photos, track progress, read about the proposed plans and make suggestions, followed by a public meeting mid-July when decisions will be made regarding the plan of action. Mr Kendall, who has spoken with local iwi, residents and organizations in favour of the proposed restoration effort, said collaboration is the best way forward. “It will be really good if it’s a partnership with Howick and Auckland Council, AT, local businesses, residents and iwi, plus any experts that are able to help. “That’s what we’re looking for.” They are hoping a pragmatic co-operation will lead to a successful outcome that will benefit generations to come. ➤➤A meeting will be held on July 11, 7:30pm at the Bucklands Beach War Memorial Hall. toilet complete by the end of August. Local student a star in NYTC’s Oliver! ■■By Laura Brookes

he’s been involved in more theatre productions than she’s had years at school, and Saint Kentigern College student Scarlett Jacques is about to add another to her repertoire. The 14-year-old is one of the lead performers in the National Youth Theatre Company’s show Oliver!, being performed at ASB Theatre next week. The talented Remuera student has been with NYTC since she was seven years old, performing in ten of their productions to date, from The Sound of Music to Cat in the Hat. Aside from NYTC, Scarlett has also taken part in other productions, including Annie at The Civic in 2014, the Wizard of Oz and Billy Elliot. It’s her dream to one day be in and amongst the big stars on Broadway, and hopes to use her passion for singing, acting and dancing to study musical theatre abroad when she finishes school.

Based on Charles Dickens’ famous novel Oliver Twist, the show Oliver! tells the story of an innocent orphan boy who finds himself scared and lonely in the

dirty streets around London but ends up living in a good home. Scarlett’s character the Artful Dodger is a renowned street kid, highly skilled in the art of pickpocketing and becomes Oliver’s best friend as the show goes on. With seven shows in a threeday performance schedule, it will be a tight squeeze for time, but that’s a concept the year 10 student is no stranger to. She’s currently involved in her school choir and school production, on top of Thursday and Sunday rehearsals for Oliver! and normal school work. It’s a crazy schedule, admits Scarlett, with more than a few clashes, but she finds a way to make it work so that she can turn elbatius t’nsi egami fi rotceV elbissoP up and give her best. “I try to practice as much as possible in my spare time because that’s better for everyone when it comes to the rehearsal.”

What to do with moth plant? It’s the plant nobody wants in their garden – an unwelcome house guest, to say the least. Moth plant, otherwise known as ‘cruel plant’, has been a threat across Auckland for quite some time and is now making its presence known in neighbourhoods across east Auckland. Originating from South America, the moth plant grows at a rapid rate, dominating and smothering existing native vegetation. With the ability to generate between 250 and 1000 seeds in a single seed pod, which can then burst and travel up to 40 kilometres by wind currents, the potential for further dispersal of seeds if left untouched poses a significant threat, said Council’s general manager of Environmental Services, Gael Ogilvie. For the past three years, Howick Local Board (HLB) has worked alongside Auckland Council’s Biosecurity and Biodiversity teams on a range of initiatives aimed at encouraging residents to voluntarily deal with the eradication of moth plant from their property. Free bins were set up for two weeks at Lloyd Elsmore Park to allow residents to dispose of pest plants, a weed swap was held where residents could exchange weeds for a native plant, and brochures, newspapers, posters and letter drops advertised the initiatives. The programme has now finished for 2017 and will likely be run again next year, confirmed Howick Local Board member John Spiller, but a Pakuranga resident who contacted the Times anonymously said the current initiatives “simply aren’t enough”. He has a neighbour who hasn’t yet removed the moth plant from his/her property, and is worried it won’t be long before the weed

spreads into the back yards of neighbouring homes, including his own. Under the current Regional Pest Management Strategy, moth plant is required to be controlled on properties within the Waitakere and Hunua weed control zones as well as coastal areas of the Hibiscus Coast and Hauraki Gulf Islands, but within the Howick ward, the plan for eradication lies with community initiatives. “Council and the Howick Local Board are trying to encourage private landowners to voluntarily take responsibility for the eradication of moth plant, and rhamnus (evergreen buckthorn), on their own properties,” said Mr Spiller. “Currently there is no bylaw requiring landowners to remove either species on their own property, however if bio security are alerted to a major infestation on private property, they are often prepared to collaborate with the owner to try to find a practical solution towards removal of the plants on the subject site. “I do not believe it would be practical to legislate against

every known weed species that exists in the region so that is why the HLB supports an on-going programme of education and voluntary action.”

new playgroup for mums and bubs at East City Wesleyan Church is offering a music, motion and memory programme designed for young children. Sing n Sprout originated in America, and now California-born Rebecca Bowlin is launching the programme in New Zealand through ECW. The programme runs on Friday mornings, starting at 9:30am with playtime, followed by mat time with music, morning-tea and an ageappropriate craft activity. Mrs Bowlin said the volunteer-

driven programme is a great opportunity for kids to learn in a fun, interactive way while mothers get a break to socialise. “Sometimes it’s as much for the mums to socialise as it is for the kids... it’s a good supplement to kindy for kids who go there on other days of the week too. Because it’s both educational and fun, we’re teaching them as they play, and it’s really great for infants and newborns to hear music.” Parent Kate Milbank said it’s the perfect group for her little 10-monthold, and admitted she even sacrifices nap time to be there.

“A lot of places you worry about whether they’re too young, but she just loves it here. “Everything has a purpose, so as a mum, you know it’s not just a fun sing-a-long, but you’re helping them to develop skills at the same time. “Mums are always looking for somewhere to go to just chill out where it’s not too cliquey, so it’s just lovely here.” Burswood resident Jo McWilliams agreed it was nice to feel “so welcomed” at the programme. Not many teenagers can claim they’ve had the opportunity to travel overseas for a prestigious youth science camp, but for Pakuranga College student Andrew Hislop, it’s an entirely different story. The Howick lad will be given a five-day experience in Melbourne after being selected by Royal Society Te Aparangi to attend Youth ANZAAS (Australia New Zealand Advancement of Science) in July. Andrew is one of only seven high school students in New Zealand given the opportunity to attend the residential science camp. The programme offers extensive lectures and handson learning in areas such as medical research, astronomy and engineering – a field Andrew is considering for tertiary studies. It features visits to Melbourne University, the Walter and Eliza Hall Institute of Medical Research and RMIT University of Technology, as well as social outings. Andrew, who is head boy at Pakuranga College, said

he’s always been interested in what makes the world go round and “wants to do something that helps people” in the future. “I’ve always been driven to understand how the world works... curiosity, I guess. That’s what got me interested in science in the first place.” He found out by email that he had been accepted into the programme, after submitting a copy of his school grades, CV and one-page letter in his application for the Melbourne camp. Youth ANZAAS takes place from July 9-14.

Crown Building Project by the thousands Social Housing Minister Amy Adams announced last month that Auckland will be gaining 34,000 new houses under the Crown Building Project over the next decade. Broken down, the Crown Building Project will see 8300 old rundown houses in Auckland replaced with around 13,500 newly built social houses and 20,600 new affordable and market homes. This is the equivalent of threeand-a-half new houses on every street across Auckland. With the project, the Government is making the most out of the available residential land it owns in the region. The houses will be spread throughout Auckland, in suburbs like Onehunga, Takapuna, Massey, Papakura and Point Chevalier. These new homes will particularly be beneficial to our most vulnerable families, first-

At least 20 per cent of the new builds will be affordable housing aimed at first home buyers and will be under the KiwiSaver HomeStart cap of $650,000. Building 34,000 brand new purpose-built houses is a significant undertaking – it is a substantial redevelopment and construction programme on a scale not seen since the 1950s. Your view Charities Board uncharitable

Few things made me more angry than the abuse of public office by individuals in pursuit of their personal goals against the public interest. I refer to the Charities Board and its ongoing efforts to de-register Family First as a charitable trust. They have tried it before and it had to be taken to court to stop them. The judge ruled in favour of Family First, as one would expect, after careful consideration of the arguments. Despite this, I was surprised to find the Charities Board has announced the same intention again and the matter is to be taken back to court. That is, of course, at the expense once more of the taxpayer, on behalf of the board which does not respect the ruling of the judge because it is not in line with individual members’ intent. Family First will have to rely again on public support so it costs us both ways to achieve, hopefully, the right outcome a second time. Family First is in our corner as we all depend on its advocacy for the betterment and protection of the family in times where its rights and wellbeing are constantly being eroded by various interest groups. Why is this necessary when a judge has fully heard and ruled on the matter? Unfair, bullying tactics are being used by the board to achieve the intentions of certain members. What has happened to democracy? This is simply manipulation of the system. The board should be sacked and would be, if the public was not to be so characteristically apathetic (or uninformed?) which allows this kind of thing to happen. Tipping isn’t necessary

I am flabbergasted with the stupid talk about tipping. Tipping was accepted in the USA to supplement low wages. Somebody said on the radio it is appropriate to tip for good service. Surely you are entitled to good service whether you tip or not? A Minister of Government does not believe it is necessary to pay tax on tips? Tunnel vision

After reading “Gold Card’s Experience” with Auckland Transport (Times, May), it made me think of my recent experience with the road toll payment with the Land Transport Authority (LTA).

New to Auckland, I had three weeks to unpack and organise my home ready to welcome my long- time friend to stay with me during the World Masters’ Games. The Games had started and there was a spare day in between the teams and individual events. Since my friend came from overseas, I thought it might be good experience to go to Brick Bay for lunch to see the sculptures. That involved two trips past the road toll. The following morning I ensured that the road toll was paid to avoid any penalties. However, in the mail, via my old address redirected to a family member three weeks later, came an invoice advising me that unless I paid the road toll immediately (plus administration) I could be taken to court for unpaid fines plus court fees. On phoning LTA and insisting that I had made a payment, the call centre patiently checked through records and indeed found I had made a payment. They also found there was no payment

against my number plate. My mistake was that I had typed in one of the number plates incorrectly by two digits. I thought that the amount could just be transferred to the correct number. Not the case. I had to pay the toll ($4.60) plus administration fee ($4.90) totalling $9.50. The amount that was paid incorrectly was able to be refunded, not to my credit card from whence it came originally, but had to be paid into my bank account. I am completely mystified at the bureaucracy of the LTA that insisted on my paying the $9.50 and then refunding the original misdirected $4.60. Most business’ I have worked for nearly 60 years would have accepted the original error, transferred the amount to the correct account and forgiven the penalty. Not so the LTA. If this situation has happened to me, I am sure I am not alone and there are more people out there affected in this way. MC Highland Park

If you tell a lie big enough and keep repeating it, people will eventually come to believe it. It worked for Hitler in Germany. It is working today in America and globally. “Fake news” they call it. Clinton (the establishment candidate) told America she was winning the presidential elections so that others would be encouraged to vote for her. I believed that ‘official’ news until I found that the alternative media, the smaller independents and the internet were presenting different’ facts’. Trump won, which was no surprise to those who knew the truth. On checking reports on television with what I had first received via the internet, I found a clear pattern of deliberate concealment of the full and true facts in the ‘official’ news. We continue to receive ‘fake news’. The American media is baying at Trump’s heels like rabid dogs, saying nothing new but merely repeating the same tired allegations. Why? If they had anything concrete they would not have hesitated to act. Trump is against their masters. The establishment they work for wants him out! Meanwhile, Trump is not sitting on his hands, as the lack of reporting in the media would have you believe. It is not over until the fat lady sings as the Americans say, but If Trump goes, free America goes. If that happens, the rest of the world will lose its freedom as well. The free press will be history, as well as anyone who opposes what they are doing. Obama gave control of the internet away last year. How long will free speech last? This is not a fairy story. Re new fireplace rules (Times online, May 26), although I applaud Auckland Council for trying to improve our air quality, the new bylaw rules are a little ambiguous. Among what can’t be burnt in existing and new indoor fires is wet wood and fuel with high sulphur content. What is wet wood? All wood has some moisture content, so how do they determine what is wet wood? Also, what is fuel with high sulphur content? If they are referring to coal, I have never seen a sulphur content on the bags that are available for sale and for use in indoor fires. It will be interesting to see how this new bylaw will be enforced. Then there is section 10 of the Resource Management Act. This may also make it hard to prosecute potential offenders. My thought is it may be more effective to educate than wave a stick. Barry Wood Howick

Top tips for flatters and tenants (and landlords) A t the CAB we deal with heaps of questions from renters and landlords about their rights and obligations. So we’ve come up with some must-know tips for you.

Tenancy agreements

A tenancy must be covered by a written tenancy agreement. Read your tenancy agreement before you sign it and seek advice if you aren’t sure (you can check it against the Tenancy Services template agreement online or contact your local CAB or tenants’ association). Even if you don’t have a written tenancy agreement covering your rental situation you may still be protected under the Residential Tenancy Act. Landlords aren’t allowed to require you to get the place professionally cleaned at the end of the tenancy. Even if you sign the agreement anyway, that clause is unenforceable. Amateur cleaning is perfectly acceptable. Make sure you and the landlord do a property inspection together at the start of the tenancy and take photos of the place while you do. Ask the landlord whether the “P” has been used or manufactured on the property. The landlord should be checking for this between tenancies.

tenancy then you can end the tenancy simply by giving your landlord at least 21 days’ written notice. Your landlord has to give you 90 days’ written notice if they want you to leave (or 42 days’ notice in certain circumstances, such as a member of the landlord’s family moving in). If you have a fixed-term tenancy it is a lot harder to leave before the end of the specified term. Be aware that if your landlord gives you notice to leave and you then decide to leave earlier than that, you will need to give your landlord notice. If you leave stuff behind when you go, your landlord has to contact you and give you time to retrieve it. If you don’t, the landlord can apply to the Tenancy Tribunal for an order allowing them to dispose of those items (including selling them). If they have kept your stuff in storage then they can claim the storage costs from you.

Disputes, disagreements and disagreeableness

The Tenancy Tribunal can settle disputes between landlords and tenants. However they can’t help with disputes between flatmates or between a flatmate and a tenant. For these you have to turn to the Disputes Tribunal. No matter how grumpy you get with your landlord, please don’t stop paying the rent. If you stop paying your rent you’ll be in breach of your tenancy agreement, which could lead to eviction. Do keep copies of all communications with your landlord, even if the tenancy is going swimmingly - just in case.

Are you a tenant or a flatmate?

When you are renting, what your rights and obligations are differs depending on whether your name is on the tenancy agreement. If your name is on the tenancy agreement then as a tenant your have obligations to your landlord (and vice versa) under tenancy law. If you aren’t named on the tenancy agreement then you are a flatmate - not a tenant - and your rights and obligations are to the tenant/s. A landlord can ask for a bond that is the equivalent of up to four weeks’ rent. They must pay your bond to Tenancy Services within 23 working days of receiving it. Alternatively, the tenant can lodge the bond with Tenancy Services online. At the end of the tenancy, the tenant/s and landlord must sign a bond refund form and sent it to Tenancy Services, before the bond money can be returned (minus any deductions for damage to the rental property). Who pays for the water?

If the property you rent has a separate water meter, the water is supplied on a metered basis and the charges can be exclusively attributed to your living on the property, then you (the tenant) have to pay the water supply bills. Usually you pay the landlord and the landlord pays the water supply company. Landlords are usually responsible for fixed wastewater charges. These are charged whether or not the property is occupied. Tenants may be charged for the wastewater they produce.

Step change in infrastructure needed for housing

ews that the Government will build 34,500 new homes in Auckland over the next decade is to be applauded, but a step change in infrastructure funding and investment will be required to ensure Auckland networks can accommodate this growth, said Stephen Selwood, chief executive of Infrastructure New Zealand. “Auckland is in immediate need of housing and (the May 16) announcement is a serious commitment to addressing prolonged under supply. Last year only around 7000 homes were built in the region, so an extra 3500 per annum over the next decade is substantial,” Mr Selwood said. “The construction of 13,500 social housing units where 8300 currently stand represents a major increase in housing for those in chronic need. “The other 20,000 the Government intends to build will be targeted at the more affordable end of the spectrum, which has for many years been under-supplied. “This is very good news, but Auckland’s infrastructure networks cannot accommodate this development by continuing business as usual.” A 34,500 home development is a city of 100,000 people – that’s somewhere between a Palmerston North and a Dunedin, he said. “A vast service network underpins this much housing; Palmerston North City alone has over 550km of roads, 1000km of water pipes and 30 schools,” said Mr Selwood. “The Government estimates that 34,500 homes is equivalent to three-and-a-half houses on every street in Auckland. Typically, that means an additional seven cars in every street. “Already Auckland’s transport networks are bursting at the seams and all projections are that congestion will get much worse.” The Government last month

signalled it was going to come to the party with an $11 billion commitment to infrastructure through Budget 2017, but it is still not clear how the Auckland Council will meet its growth obligations. “A 2015 study by the Centre for International Economics on the cost of residential infrastructure estimated that a new home built on redeveloped land costs the Auckland Council on average $30,000. This figure excludes big city-shaping investments like the City Rail Link. “The Government’s announcement (on May 16) adds a $1b bill to a council which is already at the limit of what it can borrow,” Mr Selwood said. “If new development triggers the need for regional scale infrastructure like light rail or a new busway, the cost to the Auckland Council will easily be two, three or four times this figure. The city really is at a critical juncture. Infrastructure is urgently needed to address the backlog and accommodate new growth.” Mr Selwood said “obvious” steps to addressing this challenge are: ■■ Prioritise housing

development next to train and busway stations ■■ Invest in traffic light optimisation and intelligent traffic management systems ■■ Rapidly develop park and ride facilities ■■ Streamline planning consents for power, water, telecommunications and social infrastructure that support the developments ■■ Recycle capital tied up in existing assets into new infrastructure ■■ Enable urban development agencies to rezone, acquire and aggregate land and use the increased value to fund infrastructure ■■ Expand private investment in infrastructure through PPPs and large scale development opportunities ■■ Introduce road pricing sooner rather than later to both manage demand and generate revenue to pay for transport infrastructure “It’s great to see the Government enabling housing development at scale but parallel development of infrastructure to support all of the new houses will be key to success,” Selwood says.

Tenants liable for damage The NZ Property Investors’ Federation (NZPIF) is pleased that Government is taking action to remedy the situation of tenants not being responsible for damage they accidently cause in rental properties. However the general principle of a new Bill is that tenants are still not liable for accidental damage they cause and this is very disappointing, says Andrew King, executive officer of the NZPIF. Under new legislation introduced to Parliament, if tenants cause any damage to their rental property, they will only be liable for the cost of their landlord’s insurance excess up to a maximum of four weeks’ rent for each incident of damage.

While the intention of the Bill is good, it doesn’t really safeguard the interests of the three main parties involved, being tenants, rental property owners and insurance companies. Insurance companies can no longer hold accountable the person responsible for the damage and this, they say, increases their risk. As tenants are responsible for the insurance excess for each incident of damage they cause, they could be liable for many thousands of dollars of repair costs. Consequently they will still need to insure themselves. If a rental property owner’s insurance company and the Tenancy Tribunal cannot agree on how many incidents of

damage are involved, an owner may still be liable for a majority of the cost for their tenant’s damage. The Bill also talks about careless damage. The NZPIF is concerned that tenants may not be accountable for any accidental damage they cause. Deciding what is accidental and what is careless damage could be very problematic. The NZPIF believes that the simplest solution would be to return the whole issue of tenants’ liability for damage back to how it was before the court ruling. In addition, landlords would need to inform their tenants of their potential liability for damage and emphasise that there is insurance to protect them.

ne of the astonishing factors about the unbeaten Crusaders’ domination of the Super Rugby championship has been the form of so many exciting young backs whose ages range from 21 to 23. Most notable among them has been clever first-five eighth Richie Mo’unga, aged 23, and converted fullback David Havili, who is a year younger. Given a licence to thrill by coaches Scott Robertson and Leon McDonald, the Crusaders’ young backs have capitalised on the dominance of their All Black forwards with a clever swift passing game that few teams have been able to contain. With halfback Mitch Drummond, 22, providing a snappy pass, Mo’unga has played with a maturity

which belies his tender years, mixing astute kicking and passing with an incisive running game. Outside him is All Black Ryan Crotty who has found an impressive centre partner is 100kg, soon-tobe 22-year-old Northlander Jack Goodhew, a former Mt Albert Grammar head boy who spends his spare time working for the Salvation Army. Strong and quick, Goodhew is a heady player who has much to offer on both attack and defence and is being tipped by Justin Marshall as a future All Black. Also just 22 are gifted left wing George Bridge and adventuresome fullback Havili who has been a revelation in piercing opposing defences with impunity. Only fearless Chiefs fullback Damian McKenzie has made more

breaks and beaten more defenders in the Super Rugby championship this season than Havili, who hails from Nelson. With Chief Lienert-Brown becoming an All Black last year at the age of 21 and Hurricane fullback Jordie Barrett still only 20, youth continues to make a strong bid for berths in the national squad. In fact, at 25, PJ Perenara and Beauden Barrett are relative veterans among a Hurricanes backline whose midfield pairing of Ngani Laumape, 24, and Vince Aso, 22, have combined to score 25 tries so far this season. With Sonny Bill Williams lifting his game with a strong performance in the Blues 16-16 draw with the Chiefs, competition for midfield berths in the All Blacks squad is going to be fierce.

And with Lima Sopoaga overcoming a long absence through injury to demonstrate his class in the Highlanders’ 44-28 win over the Waratahs, deciding between him and Aaron Cruden as Barrett’s deputy in the tests against the Lions will be interesting, especially with Sopoaga impressing as the better goal-kicker. So much talent contesting too few places is a problem most selectors would gladly swap places with Steve Hansen, Ian Foster and Grant Fox. But they also have their problems, especially in finding healthy, match fit forwards.
