It’s hard to believe that the dog days of summer have almost passed, and fall, such a glorious time of year in The Woodlands, is around the corner.

Fall brings to The Woodlands the return of many funfilled activities and events. Our Village Associations, Parks and Recreation Department, The Woodlands Convention and Visitors Bureau, and numerous charitable and nonprofit organizations offer a whole host of activities, events and festivals to attend and participate in throughout the community. It’s just one of the many reasons why The Woodlands is a premier place both to live and visit.

I mention “premier” places because of the growing recognition throughout the world of our unique hometown. Continental Airlines featured The Woodlands in its July 2010 magazine, which was seen by approximately 2.4 million flyers. The Houston Chronicle recently ran a major full page story entitled, “Waterway Makes Headway: Night life, eateries come alive in vital site at The Woodlands.” And, Travel + Leisure, a leading travel magazine, recently featured The Woodlands as one of “America’s Coolest Suburbs.”

September also sees the return of National Night Out activities, a great way to meet the people responsible for keeping us safe! More information can be found on pages 6 and 7. Although The Woodlands continues to have a relatively low crime rate, residents must not become complacent. Please do not hesitate to help local law enforcement by calling in suspicious activity. Page 12 has the non-emergency phone numbers for both Montgomery County and Harris County.

Finally, The Woodlands Township Board of Directors recently adopted the tax rate for 2010 and has been steadily working with Township staff throughout the summer to prepare the budget for 2011. The taxes collected fund many of the programs and services you have come both to appreciate and expect from living in our premier community, including additional law enforcement and public safety initiatives. Detailed budget information can be found on the Township’s Web site.

NatioNal Night out 2010 A Night to Remember! and Day

Get ready to celebrate! It’s almost time for National Night Out, when America gives neighborhood crime and drugs a going-away party. In true Texas style, The Woodlands event is so big, we celebrate for two days!

On Saturday, October 2, 2010, from 1 to 5 p.m., law enforcement and public safety agencies from The Woodlands and beyond gather for a community-wide kick-off at Northshore Park. This free event will include food, fun and public safety and crimefighting demonstrations by organizations, such as the FBI, Homeland Security and The Woodlands Fire Department. If you have children, grandchildren or are just a child at heart yourself, you won’t want to miss the opportunity to:

Neighbor knowing neighbor is one of the most effective ways to prevent crime in your neighborhood, and National Night Out is a great way to come together. Residents are encouraged to gather between 5:30 and 8 p.m. on their street or in a nearby park. Whether it’s something as simple as ice cream cones for the kids or a full-blown potluck dinner, how a neighborhood celebrates is up to the people who live there. The important thing is to come together and have fun! You can even register for a chance to have law enforcement personnel or The Woodlands Fire Department visit your party.

and How to Grow Them

The life cycle of a butterfly is one of dramatic transformation from egg to larva to pupa to adult. Dr. Nancy Greig, director of the Cockrell Butterfly Center at the Houston Museum of Natural Science, reveals the magical metamorphosis in a free presentation—Baby Butterflies and How to Grow Them— on Thursday, September 9, 2010, at 7:30 p.m. at McCullough Junior High School. Discover the enchantment of butterflies from caterpillar to adult.

While delighted by butterflies sipping nectar from flowers, many gardeners do not at first appreciate the creature’s voracious appetite when in the larval or caterpillar stage according to Dr. Greig. “Baby butterflies,” as Dr. Greig fondly calls caterpillars, consume the tender leaves, buds and stems of host plants. “Once people get beyond the temporary damage that caterpillars inflict on plants, they find the babies as interesting as adult butterflies,” she said.

From egg to adult, butterflies interact with plants in all life stages. While adult butterflies dine at a variety of flowers, caterpillars are picky eaters, generally feeding on one specific plant or plant species.

Gardeners, according to Dr. Greig, can choose the specific butterflies they wish to attract or increase the number of species by growing the right host plants for caterpillars. “Butterflies are excellent botanists. They recognize their host plants for egg-laying,” she explained.

Everyone knows to call 911 during an emergency, but when it’s one of those, “I’m not sure” situations, what should you do? Page 12 has important non-emergency phone numbers for law enforcement and public safety agencies that serve The Woodlands.

“Display this information where you and everyone you live and work with easily can see it,” noted Marian Leck, law enforcement services director for The Woodlands Township. “We also encourage everyone to enter these numbers in their cell phones. That way you will always be prepared to contact the appropriate authorities, no matter if you are at home, work or in your vehicle.”

Greetings once again from Alden Bridge! September is usually one of our hottest months, so continue to keep cool in our community pools! Lakeside Park and Windvale pools are closed, but the pool at Alden Bridge Park will remain open on Labor Day and weekends through September 26.

The monthly Alden Bridge Residents Meeting will be held on Tuesday, September 14 at 7:00 p.m. at the Township Service Center, 2201 Lake Woodlands Drive. Residents are encouraged to attend our meetings. Please bring us your questions, your praise, and your problems. You can also send your concerns to abinfo@comcast.net.

Our village will participate in the annual bus-to-the-ballpark baseball game outing on September 11. Please contact abinfo@comcast.net to determine if tickets are still available. Now that school is back in session, we should remember to use proper school bus etiquette and obey the laws. When

the stop sign is out, do not pass a school bus either from behind or from the front. Our young school-age children are very precious and it is important to make sure that all children have cleared the bus area and that the bus has moved away from the curb. Also, be aware of children and parents who are waiting at the corner bus stops early in the morning. Children do not always stay on the curb, so go slow when you see them gathered.

Remember, hurricane season continues through November, so be prepared at home. It is a good idea to refresh your family about your emergency plan and to include new plans for when kids are in school. We should all be prepared by having a full gas tank, emergency supplies of food and water, a charged cell phone and lots of batteries. The Spring Farmer’s Market concluded at the end of June with a noticeable growth in the number of both vendors and buyers. Several new and unique vendors were welcomed to the spring market and are planning on returning to the fall market, opening Saturday, October 2, 2010. Our produce growers have all indicated their intent to return in the fall with their fresh-grown vegetables and fruits, plus other familiar vendors selling meats, eggs, cheeses, prepared ethnic cuisines, olive oils, breads, coffees, desserts, dog treats, soaps and candles. Reminders of our opening will be e-mailed to all our subscribers on Fridays with all the anticipated specials for the following Saturday along with a listing of the fresh produce available at the market that weekend. The new school year has begun and the memories of summer holidays are present in our memory. One thing that we Texans continue the entire year through is our love of barbeques and the fun a little competition at the grill brings us as we hold our annual BBQ Challenge and Kids Fest and prepare for National Night Out.

The teams for the BBQ Challenge are groups of residents in Sterling Ridge who reside in a particular area or neighborhood. Sterling Ridge does not charge to enter, but we do limit it to10 teams. Get a Kit, Make a Plan, Be Informed and Get Involved

Get a Kit suggests thinking about the basics of survival: fresh water, food, clean air and warmth. The Web site lists recommended items to include in the kit, along with others to consider, as well as tips for businesses.

Make a Plan refers to having a family emergency plan and preparing for any and all circumstances in that plan. For example, how family members will contact one another if separated, how to get back together and what to do in different situations.

Be Informed highlights the importance of obtaining information regarding various types of emergencies and disasters, including the best ways to respond to these incidents. Additionally, it encourages citizens to learn about the emergency plans that have been established by state and local governments.

Get Involved refers to helping your community prepare for disasters and emergencies. One great way to get involved is by participating in Citizens Corp activities and training with a Community Emergency Response Team (CERT) in your area.

The Woodlands Fire Department and the Montgomery County Office of Emergency Management hold CERT classes quarterly at The Woodlands Emergency Training Center. Assembling a basic emergency supply kit will put everything you need

to get by in one place. Recommended supplies to include are:

• One gallon of water per person per day for drinking and sanitation.

• At least a three-day supply of non-perishable food.

• Battery-powered or hand-crank radio and a National Oceanic and Atmospheric Administration (NOAA) weather radio with tone alert and extra batteries for both.

• Flashlight and extra batteries.

• First aid kit.

• Whistle to signal for help.

• Filter mask or cotton T-shirt to help filter the air.

• Moist towelettes, garbage bags and plastic ties for personal sanitation.

• Wrench or pliers to turn off utilities.

• Manual can opener and utensils if kit contains canned food.

• Plastic sheeting and duct tape to shelter-in-place.

• Important family documents.

• Items for unique family needs, such as daily prescription medications, infant formula or diapers, pet food.

• Emergency phone numbers.

It is especially gratifying this time of year when an unassuming native plant like American beautyberry (Callicarpa americana) steals the show, holding its own among more ostentatious exotics. This deciduous, understory shrub elicits more inquiries of The Woodlands Township than almost any other plant in our woods. Even the most undiscerning observer cannot overlook the whorls of vibrant purple fruits ornamenting the arching boughs every autumn.

Unfortunately, a frequent corollary to these observations is the statement, “I pulled that out of my yard last spring;

I thought it was a weed.” Compounding the loss, these native “volunteers” often sprout in an ideal location where the plant will most likely thrive.

Besides inherent beauty and carefree culture, one of the most important reasons to preserve native diversity is the unknown potential of each species. In 2006, teams affiliated with the USDA Agriculture Research Service at the University of Mississippi isolated compounds from beautyberry leaves with mosquito repellent properties. Their analysis confirmed the effectiveness of a traditional folk

remedy, prescribing the use of bruised branches of beautyberry leaves to repel mosquitoes and ticks. Fire ants have since been added to the list of pests repelled by the essential oils of beautyberry.

Texas ranks third in the nation for biodiversity, a term describing the rich abundance and variety of living things. TheWoodlands Township and Luke’s Locker are gearing up for the fifth annual Memorial Hermann 10 For Texas, Saturday, October 9, 2010, beginning at 7:30 a.m. at Market Street. Prior to the start of the 10-mile race, the third annual One 4 Texas Kid’s Fun Run will take place. The race is a USA Track and Field sanctioned 10-mile course starting at Market Street and traveling down Woodlands Parkway and continuing on to Lake Woodlands Drive. Memorial Hermann 10 For Texas anticipates more than 2,000 runners for this event. The race will end at Central Park in Market Street where the “Texassized” post-race party, featuring The Buck

Yeager Band, will be held and all spectators and runners are encouraged to join in. Registration is now open, and the entry fee for the 10-mile race is $45 through September 30, 2010, $50 from October 1 through 9, 2010, and will increase on race day to $55. The kid’s race entry fee is set at $15 through October 9, 2010, and will increase on race day to $20.

The Woodlands Township and Liberty Mutual, in conjunction with Interfaith Food Pantry, will offer “Liberty Mutual Registration Day” on Saturday, September 18, 2010, from 9 a.m. to noon, at Liberty Mutual in The Woodlands, located at 3000 Research Forest Drive. Athletes can receive

How did we get here and what are we doing about it?

Irrigationuse skyrockets during hot weather and is a primary cause of our dwindling groundwater supply. Last summer, we broke all previous records for water demand by consuming more than 38 million gallons in one day. We now pump from our groundwater aquifers faster than they can recharge. A new surface water delivery system is being constructed to reduce the reliance on groundwater and is being funded by large-volume water users (LVGUs) throughout Montgomery County.

How we got here

As Montgomery County’s population increased, the amount of water drawn from our water source (aquifers) increased. In 2001, Montgomery County voters approved creating the Lone Star Groundwater Conservation District (LSGCD). Its purpose is to conserve, protect and enhance our groundwater resources. All potable water in Montgomery County comes from productive water-bearing sands underlying the area: the Chicot, the Evangeline and the Jasper Aquifers. The long-term sustainable recharge of these aquifers is about 64,000 acre-feet a year. The permitted 2009 groundwater demand is 85,000 acre-feet, exceeding the recharge by 21,000 acre-feet. By 2040, the total water demand is expected to be 154,000 acre-feet, exceeding the recharge rate of the aquifer by almost 90,000 acre-feet.

By pumping more groundwater than can be restored, the “well” will run dry. To meet our county’s growing demands, the LSGCD issued a regulatory plan that applies to all Montgomery County large-volume users, who are those using more than 10 million gallons a year. By January 1, 2016, groundwater withdrawals must be reduced by at least 30 percent and alternative sources utilized. This mandate does not include agricultural uses or homes that rely on small, private water wells.

The San Jacinto River Authority (SJRA), created in 1937, planned for the county’s long-term water supplies for approximately 75 years. During the last 38 years, the SJRA designed, constructed, operated and maintained Lake Conroe. In 1975, the SJRA/Woodlands Division began its role as wholesale owner/operator of the water supply and wastewater treatment systems for The Woodlands, now at 34 groundwater wells. SJRA has also acquired the City of Houston’s share of Lake Conroe water rights and has offered all LVGUs to participate in a comprehensive, Montgomery County Groundwater Reduction Plan. During the past two years, SJRA has spent more than $2 million developing the most cost-effective, county-wide option that treats all LVGUs equitably and fully complies with the LSGCD’s mandate to reduce aquifer pumpage.

Where we go from here and why the cost is going up

To fund the conversion to surface water and to construct a new water delivery infrastructure, a Groundwater Reduction Plan fee will be paid to the SJRA by participating LVGUs. Initially, this fee will be $0.50 per 1,000 gallons and will be included on customer’s water bills beginning this fall. Water conserved is the cheapest source of water. The Woodlands Joint Powers Agency (WJPA) and the Municipal Utility Districts (MUDs) have initiated aggressive water-efficiency programs to reduce waste through excessive lawn irrigation and adopted an increasing tiered-rate structure to encourage conservation.

The cost for this vital resource will continue to increase. We can ease the effect by controlling the way we use water. The WJPA will continue to provide information and programs designed to eliminate wasteful water habits. Please visit www.wjpa.org to utilize these programs. Alpha & Omega Mounted Patrol recently presented a plaque to The Woodlands Fire Department in appreciation for their participation in the annual Alpha & Omega Mounted Security Patrol Certification Academy. The Woodlands Fire

Department is an important public safety partner to Alpha & Omega. A critical skill learned at the academy is to accompany emergency vehicles through a crowd during a crisis. Horses are also given exposure to the sound of loud sirens and the glare of

flashing lights to test their control under pressure. The Woodlands Fire Department provides equipment and personnel to help Alpha & Omega trainers in teaching these vital skills that prepare rider and horse for their patrol duties in The Woodlands.
