In February, residents and property owners have the opportunity to choose representatives for their Village Associations and Residential Design Review Committees. Elected leaders serve one-year terms and become part of the fabric of The Woodlands’ network of communication and leadership. Please see the article on page 12 for more information about the Village Association and Residential Design Review Committee elections, and remember to vote! Election Day is Saturday, February 21, 2015. The Township holds a separate election in November for The Woodlands Township Board of Directors.

THINKING ABOUT A HOME IMPROVEMENT?

Here is a summary of requirements in The Woodlands (not all-inclusive) Guide to Deed Restrictions in The Woodlands

The Woodlands Township is a master-planned community that provides for orderly development of residential, commercial and industrial land usage. Long-range planning is critical to preserving the quality of development and to maintaining compatibility with the environment.

Development of The Woodlands is guided by legally-binding covenants and development standards that protect the aesthetic integrity of the community. Additions and modifications to all properties must be in compliance with these covenants and standards to assure continuation of architectural design, maintaining property values and preserving the natural environment.

Residential Design Review Committees

The Covenants require that all changes and improvements to a property must be reviewed and approved in advance. Each developed village in The Woodlands has a Residential Design Review Committee (RDRC) made up of at least three people elected by the village residents and property owners to serve one-year terms. Committee members serve in a volunteer capacity and represent the residents’ viewpoint essential to the evaluation and approval process. Each village RDRC meets once a month to review property owners’ applications for modifications or additions to their properties to ensure conformance with the Covenants and Standards.

The following is a brief summary for easy reference.

This summary of the protective covenants and residential standards is representative, but not all-inclusive, of those now in effect in The Woodlands. Separate standards govern non-residential projects. Since the standards are updated from time to time, it is important that residents check with The Woodlands Township for copies of the most current standards. Applications for additions and modifications will be approved on the basis of the standards in effect on the date submitted for review by the Residential Design Review Committee. The Residential Development Standards

were revised in 2014. Please be sure to review the most current version when referencing the Standards.

SUMMARY OF STANDARDS

Fences

All lots are restricted to a specific fence design, including those with large ponds, swimming pools or spas, on golf courses or lakes, corner lots, lots adjoining major streets, townhomes, patio homes, etc.

Front yard fences, which must be of an “open” design, are limited in height depending on lot size. For most other fences, the maximum height is six feet. Where permitted, a single rot board no taller than six inches may be included at the base of the fence, to allow the fence to be six feet six inches in height. The smooth side must face outward on all sides of the lot and the construction side must not be visible to adjacent streets or any tract of land. Prohibited fencing materials include chain-link, wire or wire mesh, unless within the enclosure of a solid fence, sheet or

expanded metal and stamped metal posts, Plastic or fiberglass (corrugated, flat or woven),rope, bamboo, reed or wire-bound wood pickets, unfinished cinder block.

Decks and Other Outdoor Structures

Decks, patios, arbors, trellises, sunshades, storage sheds, gazebos, patio covers and similar structures may be permitted, as long as they do not extend into any easements or building setback lines. The standards define permitted materials and height requirements. Please contact the Covenants Department for more detailed information before commencing with construction of these types of projects.

Colors and Materials

Colors that harmonize with the natural landscape are strongly encouraged. Muted shades are considered to be most appropriate. Colors and materials must be compatible with each other so as to develop a cohesive appearance for the dwelling appropriate to its architectural character and to the neighborhood.

Construction materials must be compatible with the original architectural character of the existing dwelling and neighborhood. When enlarging, extending or remodeling an existing improvement, the materials must be compatible with those of the existing structure. Materials must harmonize with the natural landscape.

Roofing colors must harmonize with the natural landscape, and meet the neighborhood criteria.

Acceptable roofing materials include tile, slate, composition shingles, stone coated or standing seam metal and cement-fiberboard products. All metal roofing must be free of any types of glossy finish. The Woodlands Township maintains a current chart of acceptable composition shingle roofing materials for reference and comparison.

Exterior Lighting

Due to their industrial nature, some lamp types and fixture designs are not allowed on residential lots. In general, pole lights, pedestal lights and tree lights intended to shine downward must be located at least 20 feet inward from the street pavement edge and respect all easements. Mercury-vapor

lamps are acceptable only in shielded fixtures mounted high in trees to provide low level ambient property illumination (moonlight).

The level of illumination of any light should not be offensive or create a glare when viewed from outside the lot. Directional lights must be aimed into the lot on which they are installed. The light source must be shielded.

Lights mounted on buildings, poles or trees to provide general lot illumination must be mounted in fixtures that shield visibility of the lamp from the street or adjacent properties and direct the illumination upward or downward.

Play Structures

Criteria for the color, materials and placement of play equipment and structures are designed to minimize visual impact of the equipment. Permanent basketball goals must be mounted to the residence or on a pole at least 20 feet from a street edge and five feet from the side lot line. Freestanding basketball goals, including portable goals, must be located at least 20 feet from the street pavement edge or no less than half way up the drive or adjacent to the dwelling or garage. All basketball goals may not be placed on any easements.

Forts, swing sets, etc., are restricted in height, tarp color and size and must be located in the rear or side yard and not in any easement. Wood construction is preferred. Larger play structures may require approval prior to installation.

Room Additions, Garages, Detached Buildings and Structures

In addition to many other requirements set forth in the Covenants, Standards and Neighborhood Criteria, all improvements must be architecturally compatible. Architectural compatibility is a continuity or agreeable relationship of architectural style, mass, proportion, scale, materials, color and design detail with existing and planned improvements on adjacent properties and in the neighborhood. Special restrictions as to the percentage of a lot that may be covered by hard surface material as well as the restrictions related to the

amount of square feet of living area in a given home are attached to each lot.

Detailed construction drawings, exterior elevation drawings and specifications for color and materials must accompany the completed application. The drawings must indicate how the proposed improvement will relate architecturally to the existing residence, and the plans must be sealed by an A.I.B.D./T.I.B.D. or N.C.B.D.C. designer, licensed architect or structural engineer. Inspections and a refundable compliance deposit are also required. Conversion of a garage or carport to some use other than for automobile storage is generally prohibited. Exceptions may be granted for an architecturally compatible, approved replacement structure.

Pools and Spas

The pool and/or spa, as well as its associated decking, berms and waterfalls must not encroach upon any easement. Concrete, paving, and interlocking pavers are also limited by standards regulating lot coverage. Additionally, the water surface and hard surface areas are restricted by the criteria for all lots. Pools and spas must be enclosed by an approved fence with self-closing and self-latching gates. Pool barrier fencing must comply with the Residential Code. Inspections and a refundable compliance deposit are required. continued on page 8

SUMMARY OF STANDARDS –

Satellite Dishes

Small satellite dishes and high definition television antennae (antenna diameter 39 inches or less) must be located in the rear yard, or no less than half the distance back from the front facade on the side of the home or garage, home or garage roof, if satisfactory reception can be achieved. Satellite dishes may not be attached to a fence if the fence is located on the property line. Location in an easement is acceptable, subject to the rights of the easement owner. Satellite dishes and HD television antennae, which are 39inches or less in diameter, may also be located in the side yard or the side surface of the home or garage or roof of the home or garage.

COVENANT PROVISIONS

Landscaping and Tree Removal

Residential lots in The Woodlands have been developed to preserve as much of the natural forest as possible. Native vegetation is the single most important landscape element in The Woodlands. It provides the unity and constant “sense of green” that is of immeasurable value to the visual pleasure and enjoyment of the outdoor experience. The preservation of native vegetation, such as tree canopy, understory and forest floor, is strongly encouraged. In an effort to preserve the forested environment and ecological balance of The Woodlands,

no living tree greater than six inches in diameter (as measured at a point two feet above natural grade) may be removed without prior written approval.

Pets

Residents of The Woodlands are limited in the number of animals to be kept outside the home. No more than two customary household pets may be placed or kept outside of the home. Animals must not be allowed to run at large, but must be confined to the owner’s lot or controlled by a restraint device.

Fireworks, Firearms and Hunting

The sale and use of fireworks and the use or discharge of firearms of any kind whatsoever is strictly prohibited on any property within The Woodlands. Hunting of any kind and by any method is also prohibited.

Residential Lot Use Restrictions

Without prior approval by the Residential Design Review Committee, no structure may be used for any purpose other than that for which it was originally approved. No profession or home industry may be conducted from any residential property without committee approval.

Garage, Yard, and Estates Sales Are Expressly Prohibited

The Woodlands Village Associations conduct a flea market twice a year in which residents may participate.

Boat, Trailer and Automobile Parking and Storage

Boats, trailers, trailer houses, recreational vehicles, truck campers, semi-truck tractors, or mobile homes, may not be parked 48 consecutive hours or more on any street or any lot, where visible at ground level from a street or adjacent property. Parking on lawns, ditches, open space areas or other dirt, gravel or grassy areas is not allowed. Motor vehicles that are disabled or mechanically inoperable on a public street may not be parked on any street or at a location where visible at ground level from any street or adjacent property.

Disposition of Trash and Other Debris

All trash, refuse or recycling containers may be placed near the street edge no earlier than one day prior to waste collection. Emptied containers must be removed from the street, front yard or driveway by the end of the collection day. Containers must be stored on the owner’s property at all times. All trash and refuse containers must be stored out of public view at ground level from the street or alley or adjacent and surrounding properties at all times except during waste collection.

No lumber, metals, bulk materials, refuse or trash may be kept, stored or allowed to accumulate on any lot or adjacent area such as greenbelts or open space areas, drainage easements, vacant lots, etc. Building materials may be stored temporarily on the premises during a construction project for a period not to exceed 120 days.

Use of Easements and Rights-of-Way

Easements provide a buffer zone between properties to minimize the impact of one lot upon another. They are set aside for providing utility service and drainage to each lot, and to provide natural vegetative screening and privacy separations between lots. Being certain that your project respects all easements is perhaps the most compelling reason to contact The Woodlands Township before you complete your project plans.

Runners of all ages can participate in one of the four trail races, all taking place on the beautiful winding trails of the George Mitchell Nature Preserve. The running events will kick off with the Little Muddy Kids One-Mile Fun Run at 3:30 p.m., followed by the chip-timed, USATF-sanctioned 5K and 10K, starting at 4 p.m. and 4:15 p.m. respectively. Closing out the evening’s running events at 5 p.m., the 2K-9 Fun Run is a run/walk for you and your favorite four-legged friend. February Residential Design Review Committee and Village Association Elections

For the February election of Residential Design Review Committees and Village Associations offices, all of which are non-governmental elections, the owner of a lot may display one political sign promoting a candidate for each office or issue on the ballot on his or her Residential or Commercial Lot. The sign(s) may be displayed beginning the 90th day preceding the regular election day and must be removed within 10 days following the day of the election. A two-sided sign is considered one sign.

In addition, the non-governmental election signs must be in good repair and aesthetically pleasing in keeping with the character of the community. The signs must not be lighted, accompanied by music, sound, balloons or streamers, or be distracting to motorists. The yard signs are not to exceed six square feet in area, and not exceed five feet in total installed height (including the mounting post). Signs are not permitted in public road rights-of-way.

During early voting, two election signs promoting each candidate or issue

on the ballot may be placed at least 25 feet from the building entrance at the early voting polling site during the 24-hour period preceding the day early voting begins and must be removed within 24 hours following the day early voting ends. In addition, a marker noting 25 feet from the polling site entrance will be made to limit electioneering in the entry area.

On Election Day, signs may be placed at the polling place 24 hours before the day of the election and must be removed within 24 hours following the day of the election. Signs are not permitted in the public road rights-of-way.

Generic voting signs displayed during the convenience voting period and on Election Day are signs installed by The Woodlands Township. These signs do not advocate or support a particular candidate or issue.

Governmental Elections

For governmental elections conducted by the county, state, or federal government (including primary elections) or by any political sub-division of the state (including the November election of Township Directors), the owner of a lot may display one political sign

promoting a candidate for each office or issue on the ballot on his or her Residential or Commercial Lot. The sign(s) may be displayed beginning the 90th day preceding the regular election day and must be removed within 10 days following the day of the election or runoff election. A two-sided sign is considered one sign.

In addition, the political signs must be ground-mounted, and not attached in any way to plant material, traffic control devices, light standards, trailers, vehicles or other existing structures or objects. Signs must not contain any offensive language or graphics, or display anything deemed offensive, must not be lighted, accompanied by music, sound, balloons or streamers. SAVE MONEY AND WATER

Get the W.I.S.E. Guys to Check Your Irrigation System

Saving money on water bills and conserving water resources are real issues now that water rates have been rising for several years. Infrastructures need repairing and resources are dwindling. Broken and clogged nozzles, unaligned heads, nozzles with too high or too low pressure settings, leaking valves, obstructions, overspraying and runoff are all problems of an inefficient and wasteful irrigation system.

Discovering these problems can be time-consuming and expensive. The free Woodlands Irrigation System Evaluation program does an inspection of a residential system and provides a detailed report of problems.

Broken and Clogged Nozzles

A broken nozzle alters the spray pattern of a sprinkler. A clogged nozzle doesn’t allow the spray pattern to complete its full spray pattern. Both of these problems can cause brown spots and take-all patches around the sprinkler.

Unaligned Heads

Sprinkler systems are designed to water vegetation. If they are watering patios, driveways, sidewalks, streets and perhaps the side of a house, they have become unaligned.

Too much or too little pressure

All irrigation systems operate under low pressure conditions. Water pressure that is too high can pop off sprinkler heads, blow out drip emitters, and can cause overspray or misting. If the pressure in the system is too low, maybe a faulty pressure regulator, an irrigation valve that is partially closed, a bad solenoid or a broken pipe could be the cause. Reduced pressure results in dry spots in the yard

because the irrigation system doesn’t have enough power to emit the correct stream of water.

Leaking Valves

Sometimes it’s hardly noticeable, but sprinkler heads do leak even after the system is off. Likely, the problem is a leaky control valve. Continued leaking causes moss and algae growth on non-pervious areas like driveways, patios and sidewalks. Leaky valves also create puddles which contribute to mosquito growth.

Obstructions

What may have been a tiny plant when set in the ground has now become a large one that is now interfering with the sprinkler pattern of the original design of the system. The result: too much water in some areas, too little in others.

Overspraying

Sprinklers overspray when they go outside the area intended. This results in runoff and water waste and ultimately higher water costs to the resident.

Solution

In a few days, a licensed and vetted irrigator will contact you and set up an appointment. The evaluation is free, paid for by The Woodlands Joint Powers Agency and the 11 MUDs it serves. To date about 3,000 residents of The Woodlands have taken advantage of this program.

The big item for February is our village association election on February 21, 2015 – and YOUR voice definitely counts! Alden Bridge will elect 10 at-large area representatives for two-year terms, plus five RDRC members for one-year terms. Cochran’s Crossing

Examples of the work of the Cochran’s Crossing Village Association can be found all over our village. In addition to community events such as the Holiday

Lighting Contest, there are other matters that require our input and representation. Examples of our involvement are the newly renovated Shadowbend Park, input for the flashing left turn signal lights at appropriate intersections, environmental concerns maintaining the quality and livability of The Woodlands, mobility, support of schools, students, and teachers in the village of Cochran’s Crossing, and connection/communication with the elected representatives at the Township, county and state levels.

Each month we also encourage residents of Cochran’s Crossing requesting our support to attend our board meetings which are held at 7 p.m on the last Tuesday of each month (except December) at the Township meeting rooms. Board meetings are usually one to two hours long, and we put all resident comments early on the agenda.

Please consider coming to a village meeting, and remember to vote this month on February 21!

Hello there, residents! We hope all is well with all of you and your families and you enjoyed the holidays and are sticking to your New Year’s resolutions! All the goodies and great food that we are exposed to this time of year makes it challenging. Good luck on whatever you set your mind on changing!

Well, here it is February! Time for our expressions to come out in full force with the ones we love on Valentine’s Day. Let your loved ones know you love them in fun, unique ways that make the moment memorable. The Woodlands has many amenities to enjoy. The restaurants, waterways, shops, etc. have something to entertain everyone’s interests.

February is also a good month to do some spring cleaning around your house and property. The winter months seem to make us collect things that we really don’t need! Take the time to sort through

clothes and shoes and household items that are just cluttering your space, and think about the charities right here in The Woodlands that could benefit from your treasures. Please refer to The Woodlands Township website to find where you can donate your unwanted items. There is also our semi-annual Spring Flea Market that allows you to sell your items the way you would in a garage sale. Since garage sales are not allowed on your property, it is a great way to be part of the community and have the residents purchase your treasures!

Please remember that our College Park monthly board meeting is on the third Monday of each month. We recently voted on changing our meeting time to 7 p.m. The meeting is held at the Township building, 2801 Technology Forest Blvd.

Election for all villages is February 21, 2015. Early voting is from February 16 thru 20, 2015. College Park will be electing President, Secretary and nine area representative positions. It is a great time to get involved; you can run to get elected on the village board by simply submitting your name. In closing, please be considerate when driving around our great community. Have patience with the traffic lights, construction, and school bus and school zones. It is very challenging to pace ourselves every day, allowing time for the unexpected. Keep each other safe by giving yourself more time.

Elections for the Indian Springs Village Association and Residential Design Review Committee will be on February 21, 2015. Make your voice heard by either voting on this day or during early voting from February 16 to 20, 2015. Residents are always welcome to attend our village association meetings, typically held on the second Tuesday of each month. We hear comments from Indian Springs residents at the start of the meeting. The Indian Springs Village Association is proud to once again offer community service scholarships. We are a voluntary, elected board and one of our functions is to recognize and promote good citizenship and community service. We choose to award tuition scholarships in the amount of $1,000 each. To be eligible for the ISVA Community Service Scholarship, the applicant must:

• Currently reside in the Village of Indian Springs

• Be a graduating Senior (or home schooled) or recent high school graduate

• Plan to attend an institution of higher learning (two-year, four-year or vocational) in the fall of 2015.

TOWNSHIP GETS GOOD GRADES ON RESIDENT SURVEY

Of those surveyed, 91 percent read some, most or all of The Woodlands Community Magazine.

Every two years, the Township retains the services of a research company to conduct a survey of residents. This research is important in order to gauge what works well in the community and what may need improvement. The 2014 survey was conducted by Public Research Group of Naperville, Illinois, and the overall results were again very positive.

The survey was conducted through various means, including mail, email

and phone calls to both home phones and cell phones. A sampling of each of the villages and Town Center were used to gather information for an overall satisfaction rating of 85 percent, which, according to the research company, is an “outstanding” service rating. The rating is considered one of the highest that the research company has ever noticed for any community.

Survey results for The Woodlands Community Magazine state that the

number of people who read all or most of the magazine is higher than in previous surveys. The magazine has an overall readership of 91 percent.

LOCAL SNAKES 101: A CASE OF MISTAKEN IDENTITY

OnThursday, February 12, 2015, at 7 p.m., Walk in the Woods Nature Lecture presents Mike Howlett in Local Snakes 101 in the Nancy Bock Auditorium at the McCullough Junior High School at 3800 S. Panther Creek Drive.

When encountering a coiled snake, “the best protection is education,”

according to Mike Howlett, herpetologist and project manager with Harris County Precinct 4 Parks Department. “Unfortunately, folks tend to identify every snake as dangerous,” he says. Harmless species are all too often destroyed due to mistaken identity.

The number of venomous snakes is far less than most people believe, according to Mr. Howlett. “The Southern Copperhead is the most common venomous snake in this area, but not the most commonly seen snake by any means. Most brown snakes end up being something else,” he notes.

An expert in snake behavior, Mr. Howlett is a master at teaching adults and children quick and easy ways to distinguish venomous snakes

from harmless species. He emphasizes recognizable traits that are easily recalled during a surprise meeting. Appealing to all ages from elementary students to adults, the informative and entertaining lecture also covers safety issues and features live contained specimen.

Being able to recognize venomous species calms human nerves and protects beneficial snakes from becoming casualties. “A world with less snakes is a world with more rats,” Mr. Howlett cautions. Like all reptiles, snakes play an important role in maintaining the balance of nature. Rats, mice, frogs, toads, scorpions, spiders, centipedes and smaller reptiles are mainstays of the snake’s diet.

The free program is the first offering in the spring lineup for A Walk in Woods Nature Lecture Series, organized by The Woodlands Township and sponsored by Nature’s Way Resources, Waste Management, The Woodlands G.R.E.E.N., and Hilton Garden Inn. WATER

This month, make sure that you have enough water on hand for your family to last at least three days (72 hours). This should be about three gallons per person.

Whether you live in the country or the city, your water supply relies on electricity to run the system. During a power outage, you may find yourself without a way to get water. Your water supply can also become unsafe to drink. Both private wells and city water systems can be contaminated in a disaster. Choose one of the following things to do this month to become better prepared:

• Purchase and store a 72-hour supply of commercially bottled water (or more – up to two weeks). During an emergency, you should drink at least two quarts (one half gallon)

of water a day. Drink three to four quarts a day if you are in a hot climate, pregnant, sick or a child. Some of the water in your emergency water supply will be used for cooking or washing. If you buy commercially bottled water, it should be replaced once a year. Store your water in a cool, dark place to keep it tasting fresher longer.

• Bottle a 72-hour supply of water at home. Replace your water supply every six months if you bottle your own water. Always sanitize bottles before refilling them. Store your water in a cool, dark place.

Joining Keep Texas Beautiful and communities across the nation in the Great American Cleanup, The Woodlands will target litter on pathways, along waterways and in greenbelts.

“The fun, team-building event provides an opportunity for residents to enjoy the outdoors, meet their neighbors and take ownership of their space,” notes Kathie Herrick, Adopt-a-Path coordinator for The Woodlands Township.

The Great American Cleanup highlights the value of volunteerism in maintaining a healthy, vibrant community. “Even the smallest litter—like cigarette butts and candy wrappers—impacts community aesthetics, affects property values and harms wildlife,” she says. “GreenUp volunteers make a difference!”

Volunteers are already signing up to take part in the cleanup and celebration

that will follow. Pre-registration is encouraged, especially for groups. Participants will receive gloves, bags, instructions and an assigned pick-up area. A limited number of trash grabbers will be available for loan to groups that pre-register.

The entire community is invited to the post pick-up party and celebration with food, music and booths from 11 a.m. to 1:30 p.m. at Northshore Park. Pick-up volunteers will be honored guests, receiving free pizza and drinks along with the 2015 event T-shirt. The general public may purchase pizza and drinks.
