Well, here it is – the very first issue of the official magazine of The Woodlands Township. This month, the transition of the Community Associations of The Woodlands into The Woodlands Township has reached completion, and I am proud to say that the conversion has gone very well. Yes, it has been a long and detailed process; it has involved hundreds of people pulling together to make the plan work, and it even hit a few snags along the way. But, the transition that our community has now accomplished sets the stage for the citizens of The Woodlands to determine our future governance.

The idea was for this changeover to have minimal effect on the daily lives we lead in The Woodlands. So, this month’s issue contains a listing of services that will go on as usual, even though most were previously provided by the Community Associations, and are all now provided by the Township. Also included is a listing of helpful telephone numbers, as well as contacts for some of the services that are provided by entities other than the Township. It is our hope that you will keep this magazine as a handy reference throughout the year for information you may need related to the Township or other municipal-type services.

You’ll also find information about some upcoming elections. There are two, each very different from the other. The first is a community election in February to choose leaders for the respective Village Associations in The Woodlands villages, and also for the Residential Design Review Committees which work on compliance with The Woodlands Covenants. The Township will conduct each of these elections.

Then, in May, The Woodlands Township Board of Directors election will be conducted by the Montgomery County Elections office. This major election marks yet another step in transition by paring the Township Board from 11 directors to a sevenmember board, which is elected at large by the residents of The Woodlands. Much more information about this election will be provided in upcoming months.

We are pleased to provide this magazine, which is supported by advertisers so that no tax dollars are expended for its printing or mailing. Welcome to The Woodlands Township!

The Woodlands Township provides services to Woodlands residents, funded by ad valorem property taxes and sales taxes in The Woodlands.

Many, but not all, municipal-type services are provided by The Woodlands Township to set the standard for quality of life in The Woodlands. Services include covenant enforcement, emergency medical services, fire protection, garbage, yard waste and recycling collection, parks and recreation programs and activities, swimming pools, neighborhood watch, enhanced law enforcement and many other services and programs.

In addition to The Woodlands Township, services are provided by a wide range of governmental organizations.

Almost all residential, commercial property owners and residents in The Woodlands now reside in The Woodlands Township. The Township comprises the villages of Grogan’s Mill, Panther Creek, Cochran’s Crossing and Indian Springs (formerly in The Woodlands Community Association), and the villages of Alden Bridge, Sterling Ridge, Carlton Woods, Indian Springs, Creekside Park, East Shore, and the neighborhoods of Harper’s Landing and Grogan’s Forest in the Village of College Park (formerly in The Woodlands Association). Properties in The Woodlands Township now include Windsor Hills, The Woodlands Trade Center, Cokeberry Forest and Grogan’s Park areas.

Parks and Recreation

The Woodlands Township operates and maintains more than 160 miles of hike and bike paths, 111 parks and 13 neighborhood pools, The Woodlands Recreation Center and a variety of amenities and programs.

Hike and bike pathways for nonmotorized use are located throughout the villages of The Woodlands for residents to enjoy a variety of activities, such as walking, jogging, bicycling and rollerblading. Pathways are

also conveniently linked throughout neighborhoods to parks, area shopping centers and other community resources.

Neighborhood parks offer residents opportunities for recreation and socializing, and many contain swimming pools, picnic pavilions with barbecue grills, basketball courts, playground equipment, sports fields and tennis courts. The Woodlands Recreation Center provides many opportunities for residents of all ages and abilities. The center has a fitness room, gym, classrooms, and offers a wide variety of entertaining and educational programming. neighborhood services

The Woodlands Township fosters a neighborhood-based network of volunteers, community and public safety partnerships to create opportunities for

educating and informing residents about available services. Programs offered, such as Good Neighbor Day, Neighborhood Involvement Day, Get Ready – The Woodlands and National Night Out, effectively build bridges between residents of all ages and public safety.

Through the Village Liaison and Woodlands Watch programs, residents may learn a great deal about the community and take a proactive stance for a safer community. Interested in volunteering? environmental services

The Woodlands Township monitors the waste collection contract with a private waste company to provide an integrated residential solid waste management system for The Woodlands. Residential service includes once-a-week curbside collection of garbage, recyclable materials and yard waste.

In addition, The Woodlands Township is active in promoting earthfriendly programs throughout the area, such as Woodlands Landscaping Solutions, Adopt-a-Path, and Earth Day, to name a few. The Township also provides educational information by arranging local seminars and lecture series, such as the popular Walk in the Woods series and composting classes held the first Saturday of each month from October through March.

Local Recycling Facilities

The Woodlands Recycling Center is on Research Forest Drive next to Bear Branch Park and is open on Saturdays from 9 a.m. to 2 p.m., and on Wednesdays from 4 to 7 p.m. Information on materials accepted is available by calling 281-210-3900, or online at www.thewoodlandstownship-tx.gov.

Montgomery County Precinct 3 Citizen Collection Station for Recycling and Household Chemical Waste Facility is located at 1122 Pruitt Road. Call 281-367-7283 for a list of materials accepted and the hours of operation.

Many of The Woodlands’ local schools have colorful bins that accept recycling materials, such as newspapers, catalogs, magazines, white paper, notebook paper, computer paper, ad inserts, colored paper, posters, folders, fax paper and envelopes. Proceeds benefit students.

Covenant administration

Covenants protect and perpetuate the quality of our community. Ongoing development in The Woodlands is guided by a group of legally binding covenants and design standards which protect the aesthetic integrity of the community for generations to come. Additions and modifications to residential property must be in compliance with these guidelines,

thus assuring continuation of good design, maintenance of property values and preservation of the natural environment.

Residential Design Review

Committees facilitate covenant protections. Each developed village in

The Woodlands has a Residential Design Review Committee (RDRC) made up of at least three people elected by the village residents and property owners to serve a one-year term. Committee members serve in a volunteer capacity and represent the resident viewpoint essential to the evaluation and approval process.

certain simple projects; other projects are eligible for One-Step Permits upon receipt of an application and staff verification that the improvement complies with all requirements. Major projects require an application and Residential Design Review Committee review for approval.

Application forms for various types of projects and copies of the most upto-date standards are available at The Woodlands Township Service Center, 2201 Lake Woodlands Drive, or online at www.thewoodlandstownship-tx.gov.

Each village Residential Design Review Committee meets regularly to review property owners’ applications for modifications or additions to their properties. The committees also evaluate violations of established standards and seek constructive resolution of these matters. Residential Design Review Committee approval of a project is required.

The Covenants require that all changes and improvements to a property be reviewed and approved. To minimize delays, The Woodlands Residential Development Standards pre-approve

The Residential Design Review Committee aims to assist property owners making improvements. The review process is designed to prevent additions and modifications to property that would be costly to correct if done wrong.

Property owners may appeal a decision of the Residential Design Review Committees through the Development Standards Committee or the Development Review Committee, both of which are supported by The Woodlands Township.

Community Relations

The Woodlands Township is committed to two-way communication with residents. There are numerous opportunities to communicate with the Township.

Public meetings are a great way for residents and the Township to communicate with each other. All board meetings, committee meetings and others are open to the public, with agendas posted on the Web site.

The Woodlands Township’s Web site further facilitates communication. In addition, the Web site has an online customer service section available for residents to submit requests for service, as well as check the status of a request.

The Woodlands Township’s official monthly publication, The Woodlands Community Magazine, is mailed to all homes and apartments in The Woodlands and is supported by advertising.

The Woodlands Fire department

The Woodlands Fire Department, Inc., is staffed with full-time, paid firefighters/emergency medical technicians. Fully trained to respond to a wide variety of emergencies, including medical emergencies, hazardous material spills, water rescue and high-angle rescue, the department operates from seven stations located throughout The Woodlands. The department also operates a state-of-the-art training facility.

The Woodlands Fire Department also provides post-fire assistance, CPR and first aid classes, fire extinguisher training, station tours, bike registrations, commercial building pre-plans and commercial fire alarm system testing. Law enforcement is the use of policing agencies such as the Montgomery County Sheriff’s Office and others to enforce the laws of the state and county within the Township.

The following is a list of agencies funded by the Township that are pieces of the public safety picture:

Additional agencies that work within the Township which are not funded but participate in law enforcement programs are:

• CISD Police Department

Each of the funded agencies provides coverage to the Township through Interlocal Agreements and contracts for police services.

The Montgomery County Sheriff’s Office (MCSO) has the largest funded presence in the Township. In 2009 the Township and Community

Associations both hired contract law enforcement personnel. The Township had approximately 24 full-time contract personnel, and the Associations had 31 full-time contract personnel. The Township focused on the Town CenterMall area with its law enforcement personnel while the Associations focused their efforts on community policing in five “beat” areas. The Law Enforcement Plan for 2010 expands the beats to seven and adds 51 officers to the Montgomery County contract. The plan uses Community Oriented Policing Services (COPS) and Tourism Oriented Policing Services (TOPS) to address the diverse aspects of the Township.

MCSO provides the following services to the Township:

• Administrative Services -

The Sheriff’s Office Captain for the Township will:

– Direct the daily operations of all the Sheriff’s Office personnel assigned to the Township.

– Serve as the liaison between the Township Board of Directors and the Sheriff of Montgomery County.

IN THE WOODLANDS

– Serve as on-site contact, which facilitates communications between the community and its Sheriff Deputies.

• Patrol Services – The primary responsibility of the deputies assigned to patrol services are preventing criminal conduct, detecting and apprehending criminal violators and responding to calls for service. They accomplish these duties by use of visible patrol in marked units, on bicycles and on foot.

• Traffic Enforcement Services – Traffic enforcement endeavors to provide a safe atmosphere for the motoring public through proactive education and direct law enforcement programs such as the Special Traffic Enforcement Program (STEP). Deputies working in marked cars and motorcycles enforce existing traffic laws as well as investigate traffic accidents.

• Crime Prevention Services – Deputies coordinate crime prevention programs and community outreach activities, make presentations to community groups and facilitate crime prevention efforts in each of the Villages including

the Town Center. They work with the Township in its Neighborhood and Business Watch programs providing information regarding crime trends and events.

• Detective Services – A Sheriff’s Detective provides criminal investigation followup on reported criminal activity, initiates investigations and coordinates with the Sheriff’s Office Criminal Investigation Division on all cases.

• Emergency Preparedness Services – The Sheriff’s Office coordinates with The Woodlands Fire Department and other agencies (such as the South County Emergency Operations Center and the Montgomery County Emergency Operations Center) on developing and maintaining an emergency plan for both natural and man-made emergencies.

In 2010, The Woodlands Division will be patrolled in zones. Each village is covered by its own zones as well as a zone for the Town Center. Each zone will have deputies assigned to it with a lead deputy. The lead deputy’s duties will include attending village meetings and ensuring the principles of community policing are accomplished by open communication with residents.

The Law Enforcement Plan for 2010 includes the following personnel from the Montgomery County Sheriff’s Office:

• One Captain

• One Lieutenant

• Four Sergeants

• One Detective

• Five Corporals

• 55 Patrol Deputies

• One Clerk

• Two Civilian Jailers

In addition, the MCSO provides five deputies funded by Montgomery County as well as support functions such as detectives, special weapons teams, crime scene investigations and jails. The total number of personnel for The Woodlands Division is 82, plus those provided by Harris County.

The Woodlands

With more than five million square feet of shopping, dining, entertainment and hotels, The Woodlands has become a destination point for conventions, corporate meetings, sports tournaments, weddings, leisure travel, general tourism and much more over the past several years. To effectively promote and accommodate this industry, The Woodlands Convention & Visitors Bureau (CVB) was created in 2006.

Tourism in Montgomery County is a $2.2 billion dollar industry, according to a study performed by The Perryman Group in 2008 with 80 percent generated in The Woodlands. A comprehensive Visitation and Spending Study conducted

in September 2007 by the Cunningham Research Group, Inc. showed that 78 percent of visitors in The Woodlands Town Center come from outside of The Woodlands. Research was conducted on four consecutive weekends in September. The Woodlands CVB Visitor Services program with the South Montgomery County Woodlands Chamber of Commerce has recorded more than 72,000 visitors from 498 different zIP codes, 67 countries and 50 states through October 2009.

While The Woodlands Township and The Woodlands CVB have conducted surveys and analyzed data regarding tourism, the Greater Houston Convention

& Visitors Bureau also has published important information concerning tourism. Here is a look at a few key stats:

• Statistics show that 10 million+ travelers come to the Greater Houston area each year.

• Houston is one of Texas’ top destinations for leisure and business travel. This is important to note because The Woodlands can benefit from the tourism effort with its partnership with the Greater Houston Convention & Visitors Bureau.

• In 2007, the State of Texas remained one of the most frequently visited states with an estimated volume of 197.5 million domestic travelers.

• Nearly 133 million, or approximately 67 percent, of domestic travelers were leisure travelers, split almost evenly between day leisure trips and overnight leisure trips.

The Woodlands Convention & Visitors Bureau was created in 2006 to:

• Provide leadership for the tourism industry in The Woodlands, coordinating activities, encouraging marketing programs and projecting an appealing image on behalf of The Woodlands.

• Drive the destination of The Woodlands to meeting professionals, business travelers, tour operators and individual visitors.

• Represent hotels, facilities, attractions, restaurants, retail centers and other providers who serve visitors.

• Market transportation in

The Woodlands including The Woodlands Waterway Trolleys and the Water Taxis.

• Provide an array of services to tour planners in developing tours into The Woodlands, including suggested itineraries and overnight accommodations.

• Develop, produce, and support key signature events that promote and highlight The Woodlands community.

• Help visitors save time and energy in looking for tourism opportunities in The Woodlands and Greater Houston area by providing visitor services.

• Work with regional partners in promoting The Woodlands as an ideal location to visit and spend the night.

• Develop and support training initiatives for hospitality employees in The Woodlands.

happy New Year from Alden Bridge! Thanks to everyone who participated in the holiday decorating contest.

This month’s residents’ meeting is scheduled for Tuesday, January 12, at 7 p.m. at the Township Service Center, 2201 Lake Woodlands Drive, and all residents are encouraged to attend. Our guest speaker will be County Commissioner Craig Doyal who will speak about highway projects for our area. Come, become better informed, and meet your village association’s board of directors. This will be another fun-filled year for Alden Bridge residents! We’re already planning the annual Spring Festival. We’ll be awarding scholarships to Alden Bridge students and prizes to Yard of the Month winners. We’ll participate in the 4th of July Parade, villages’ Flea Markets and various festivals occurring in The Woodlands during the year. TEACHERS TO GET $4000 in CCVA GRANTS

For the twelfth consecutive year area schools will be enriched by Cochran’s Crossing Village Association teacher grants. At its January meeting Cochran’s Crossing Village Association, on behalf of participating teachers, will present grants totaling some $4,000 to David, Galatas and Powell elementary schools and to Collins Intermediate. The grants will help teachers cover the cost of programs or supplies not otherwise funded by Conroe Independent School District. Come join us Tuesday, January 26, and help your favorite teacher celebrate a well-deserved award at 7:30 p.m. at the Community Associations Building, now known as the Township Service Center.

College Park

a new year has begun and with it we are starting a new step towards becoming a municipality with The Woodlands Township. We would like to welcome the neighborhood of Windsor Hills into the Village of College Park. We are excited to include all residents within the village boundaries to participate by attending village events, coming to our meetings and join in our College Park Village Association board of directors.

We will be electing nine area representatives for one-year terms and our treasurer and vice president for twoyear terms. If you would like to be a part of the planning process, please consider running for office. It is a rewarding volunteer opportunity and a chance to meet your neighbors. Serving on the board of directors is a great way to learn more about The Woodlands and is a lot of fun.

The College Park Village Association scholarship applications are available at the counseling office at College Park High School. We give out two $1,000 scholarships per year to outstanding high school seniors from our village. The applications are due March 15, so please pick up your application from the school or from any member of the village association board.

Our regularly scheduled meeting will be on Monday, January 18, at 7:30 p.m. at the Emergency Training Center. We welcome residents to attend and will be ready to address their questions and concerns.

Creekside Park

In the 2010 election, this will be the first election of board of directors for The Woodlands Creekside Park Village Association. The residents will elect a president, vice president, secretary, treasurer, events chair and five area representatives. The residents will also elect up to five Residential Design Review Committee (RDRC) members. Grogan’s Mill

The Woodlands Community Association voted in 2009 to allocate funds for a dog park in the Village of Grogan’s Mill. Former Woodlands Community Association Director (as well as Grogan’s Mill Village Association president) Deborah Sargeant was instrumental in promoting this project for our area, as was Sally Johnson, Grogan’s Mill Village Association treasurer, who initially started the petition drive to have this dog-lovers feature added as a new amenity to our village.

The Grogan’s Mill Village Association has donated $500 to the Interfaith of The Woodlands general fund for use during this past holiday season to assist the Adopt-A-Family program, Meals-on-Wheels, Food Pantry, or any project that Interfaith felt the funds would best impact residents in our community.

the Woodlands TRANSITION Understanding

In the fall of 2007, voters in The Woodlands overwhelmingly voted in favor of expanding Town Center Improvement District (TCID) to cover all of The Woodlands, to change the makeup of its Board of Directors to a fully-elected board and to authorize the governmental entity to collect an ad valorem property tax. TCID changed its name to The Woodlands Township, and the Community Associations entered into an agreement that would transfer services and operations to the Township; a seamless consolidation of the governmental services provided to residents of The Woodlands into a single, communitywide, governmental organization.

On January 1, 2010, services and operations of the Community Associations of The Woodlands fully transitioned to The Woodlands Township, including The Woodlands Fire Department, deed restrictions, parks and recreation, service requests, environmental services, WoodlandsAlert, neighborhood services, community relations and The Woodlands Community Magazine.

Residents will experience a continuation of quality services and amenities, consolidated operations and

one place to call for service, one board of directors, fully elected by mid-2010, more services funded through sales taxes, a tax-deductible property tax and the ability for The Woodlands to determine its future governance options.

The Community Associations of The Woodlands did not bill for the annual assessment fees that had been due on January 1 of each year. Instead, the services provided to the community are now funded through The Woodlands Township property tax, which was included on the county tax statement residents received from J.R. Moore, Jr., Montgomery County Tax AssessorCollector, in October 2009 (including residents in Creekside). Residents’ 2009 Montgomery County tax bills include the new Township ad valorem property tax that will be used to fund 2010 community services in The Woodlands Township.

This change does not affect condo association fees or neighborhoods with additional homeowner’s association fees separate from those that were billed by The Woodlands Community Association, Inc., The Woodlands Association, Inc. or The Woodlands Commercial Owners Association, Inc.

Frequently Asked Questions About The Woodlands Township

What is the Township?

The Woodlands Township began in 1993 as the Town Center Improvement District (TCID). It was originally created by the Texas legislature as a governmental agency charged with promoting economic development in The Woodlands Town Center, a 1,000-acre business and commerce district.

In 2007, the passage of three propositions by voters in The Woodlands expanded the area under TCID’s authority to include The Woodlands’ entire 28,000acre residential and commercial area. The governmental organization was then renamed The Woodlands Township.

That same year, the Township’s Board of Directors unanimously approved a Regional Participation Agreement with the cities of Houston and Conroe, preventing annexation of The Woodlands by the cities of Houston and Conroe, and allowing residents of The Woodlands to determine their own future governance structure. In order to further streamline the delivery of services to residents, services previously provided through the Community Associations of The Woodlands transitioned to The Woodlands Township beginning in January 2010. The services are supported by an ad valorem property tax, instead of the homeowner’s association assessment fees.

What is “Transition”?

Transition refers to the transition of services and operations of the Community Associations of The Woodlands to The Woodlands Township.

When will The Woodlands become a city? (Why are we not a city now?)

The Woodlands was built as an unincorporated master-planned community within Montgomery County and the extra-territorial jurisdiction of the City of Houston. This means that prior to 1999, the City of Houston had the ability to annex The Woodlands with a vote of the Houston City Council. Parts of The Woodlands were also built within the extra-territorial jurisdiction of the City of Conroe.

In 1999, an agreement was signed that in essence put a moratorium on the ability for Houston to annex The Woodlands and on the ability for The Woodlands to incorporate until the year 2011. Late last year, The Woodlands Township signed an agreement with the City of Houston, as well as the City of Conroe, that allows The Woodlands to

contribute to projects of regional and mutual benefit (such as better access to the Houston Medical Center or extending the Hardy Toll Road) in exchange for those cities releasing The Woodlands from potential annexation. This agreement gives The Woodlands freedom to determine its future governance once the moratorium agreement expires. Based on legal requirements related to these agreements, the earliest date that an election could be held to determine whether or not The Woodlands residents choose to become a city is May 2014.

When are the next Township elections?

The next election is scheduled for May 2010 when it is anticipated four seats will be open for two-year terms. After 2010, there will be an election every year in May for seats on the Board of Directors. There will also be separate elections held in February 2010 for the Village Associations and the Residential Design Review Committees.

Are the village associations going to continue as they are under the Township?

Yes. The village associations are non-profit civic organizations that serve the villages in The Woodlands. The village associations plan activities and serve as grassroots forums where issues are discussed. All adult residents are members of their village association. The village associations are separate from The Woodlands Township and will continue to serve in their current format. The Township will continue to provide liaisons to the village associations.

When the Township levied a property tax in 2009, what operating time period is covered by the tax?

The property tax levy in 2009 replaced the Community Association assessments for 2010. The property tax levied by the Township in 2009 will support operating costs for the period

January 1, 2010 to December 31, 2010.

The taxable values are determined and the tax rolls are prepared by the county Appraisal District between January 1 and July 31. Taxes are then levied between August 1 and September 1, based on the preceding January 1 taxable values. Taxes become due on October 1 and are overdue on the following January 31; so the tax collections are physically received in the late fall of the tax year for expenditure in the following calendar year. Taxing entities in Texas collect in arrears only in the sense that the taxable value is determined on the basis of market value on January 1 of each tax year.

What does the Township tax pay for? What services are we paying for? Will I still receive a homeowner’s association assessment bill?

Assessments from the Community Associations of The Woodlands are being replaced by The Woodlands Township’s ad valorem property tax. However, there

are a few property owner associations in The Woodlands that will continue with a separate fee. These neighborhoods provide services above what The Woodlands Township provides, like front yard service or an extra day of trash collection.

Your ad valorem property tax pays for the fire department, public safety services, parks, pathways, trash collection, economic development and a number of other items. 2010 budget information can be found on the Township’s Web site at www.thewoodlandstownship-tx.gov.

Mrs. Blair, a resident of The Woodlands for more than 20 years, has served on The Woodlands Township Board of Directors since 1999. She is in her third term as Chairman of the Board. She also serves as Chairman of the Board of Directors for The Woodlands Convention and Visitors Bureau and is a past Chairman of the Board for the South Montgomery County Woodlands Chamber of Commerce and the Montgomery County Road Bond Committee, as well as a past member of the Cynthia Woods Mitchell Pavilion Board of Trustees. Mrs. Blair was named to the University of Houston Board of Regents by Texas Governor Rick Perry in 2008. Mrs. Blair was also named one of The Woodlands’ Hometown Heroes in 2005.

Mr. Matthews, a resident of The Woodlands since 1998, has served on The Woodlands Association Board of Directors since 2000 and served as a member of the Board of Indian Springs Village Association since 1999. Mr. Matthews

Mr. Tough, a resident of The Woodlands since 1996, served as a director for The Woodlands Community Association and is a past president. He is President for The Woodlands Fire Department and current Chairman for the South Montgomery County Woodlands Chamber of Commerce. He was elected as a Trustee for Conroe ISD and served for five and a half years. Mr. Tough received the Hometown Hero award in 2004 and Citizen of the Year award from the South Montgomery County Woodlands Chamber of Commerce in 2006.

Mr. Sutton, a resident of The Woodlands since 1994, is the co-president of The Woodlands Development Company. He also serves as Vice Chairman of the North Houston Association, Vice Chairman of the Montgomery County Youth Services, President of The Woodlands Waterway Arts Council, and is a director of the Montgomery County Developer’s Association.

Mrs. Richmond, a resident of The Woodlands for over 30 years, was first elected to the Township Board in 1993. She is a past Director of The Woodlands Community Association and past Director of the South Montgomery County Woodlands Chamber of Commerce. Mrs. Richmond also serves as Treasurer/ Assistant Secretary and is Chairman of The Woodlands Township’s Audit Committee.

Community Associations initiated The Woodlands Decides Committee to provide educational information to residents on the upcoming election.

November 2007 Election: Three propositions passed, authorizing the expansion of the former Town Center Improvement District (TCID) to cover The Woodlands (86 percent in favor), the reorganization of TCID’s Board of Directors to a seven-member resident-elected board (86 percent in favor), and to allow the entity to assess an ad valorem property tax (78 percent in favor). TCID changed its name to The Woodlands Township.

2008 Community Associations and The Woodlands Township unanimously approved the Transition Agreement that outlined the transition of service delivery from the Associations to the Township.

May 10, 2008 Election: Voters elected the first five at-large representatives to The Woodlands Township. Six members of the existing Township board will continue in office until May 2010.

’08-’09 Associations and Township continued to carry out customary roles and responsibilities.

2009 Township considered budget and capital plan and created Vision 2034 for consolidated Township operations.

The community is invited to attend the Annual Arbor Day Celebration on Saturday, January 23, 2010, from 10 a.m. until 2 p.m. in the award-winning Rob Fleming Park in The Woodlands’ newest Village of Creekside Park, according to Susan Vreeland-Wendt, director of marketing for The Woodlands Development Company. Lovable mascot of The Woodlands, Puffy Pine Cone, will also celebrate his birthday at this event.

More than 28,000 varieties of tree seedlings will be distributed free, continuing a 33-year tradition that began in 1977. The selections of trees include Eastern Redbud, Sweetbay Magnolia, Yellow Poplar and many more. In addition to receiving free tree seedlings, guests may register at the event to win one of five, seven-gallon native trees. The drawings will take place hourly. You must be present to win.

“Over the years, the developer and sponsors have given away approximately 875,000 tree seedlings to help perpetuate the forested environment,” said VreelandWendt. “We encourage residents of the community to come out and enjoy the Arbor Day festivities and receive new tree seedlings.”

Each year, elections are held for more than 100 volunteer leadership positions within our community. Volunteers are critical to The Woodlands; thousands of volunteer hours are necessary to carry out the governance of our community.

This year, as The Woodlands transitions from Community Association governance to Township governance, the community will no longer elect directors to serve on The Woodlands Community Association and The Woodlands Association Boards of Directors. As in the past, elections will continue to be held in February for the Residential Design Review Committees (RDRCs) and the Village Associations. The Woodlands Township Board of Directors election, which follows a different process, will be held in May.

Arbor Day arrives early in Southeast

Texas. January is the time to plant trees and think about tree care. On Thursday, January 14, at 7:30 p.m., Walk in the Woods Nature Lecture Series presents John Ross, certified arborist and certified forester in an evening about trees, their care and health.

“The natives are restless!” said John Ross, natural resource consultant. Mr. Ross is referring to the loss of trees from hurricane, drought and insect pests, bringing changes to the forest and urban landscapes.

According to Mr. Ross, change is a part of the natural cycle in the forest. “The engraver beetles had a picnic this summer,” said Mr. Ross. The loss of pine trees to the insect allows young oaks and other deciduous trees to receive sun, to grow and to take a more dominate place in the forest.

When replacing trees in the home landscape, selecting the right tree for the right place is rule number one. “Proper selection and planning involves the mature tree, not the newly planted one,” he said.

In addition to mature size, soil and drainage should be considered. “Trees not suited to the soils develop weak root systems, are not healthy and are more likely to be damaged,” he explained.

Mr. Ross will feature his favorite trees for the urban environment at the upcoming program, The Natives Are Restless: Tree Care and Health, at 7:30 p.m., on January 14, in the L.G.I. Lecture Hall at McCullough Jr. High School, 3800 S. Panther Creek Drive. An engaging and entertaining speaker, Mr. Ross is passionate about the value of native trees in residential landscapes. “Trees are easy to talk about,” he said.
