Public transport demand off 40% By YOURI KEMP Tribune Business Reporter ykemp@tribunemedia.net THE number of passengers using public transportation was yesterday said to have decreased by 40 percent due to the coronavirus-imposed 30-day cruise industry shutdown and school closures. Harrison Moxey, the United Public Transportation Company’s (UPTC) president, told Tribune Business: “Things have been slowed down, and there have been some cut backs. Particularly from the western areas there has been less transportation, less movement for the tourists, and the closure of schools has reduced movement by 40 percent at least.” Mr Moxey added that the main bus routes affected are Number 10; Number 10a and the Number 12b. “Those western routes would feel a direct impact, but all routes are feeling the effects of it. School closure within itself impacts our movement. Those are some of the challenges right there,” he said. “So you have about a 30 or 40 percent less movement, and I imagine it would affect the taxi drivers as well - less cruise ship passengers moving up and down, and only just a handful for us to contend for.” Asked whether some bus drivers may temporarily stop operating, Mr Moxey replied: “Because most bus drivers operate independently of franchises with different responsibilities, it’s really the first two days since things have happened. “I imagine we are going to see what happens by the end of the week; what the impact would be running on the road versus the burning of fuel and that type of thing. So probably by the end of the week we would be able to better assess, but the fear may calm or it may increase, so it can go from bad to worse but, at least for the next two weeks, we can prepare for a decrease in movement.”

HE Bahamas could suffer a catastrophic 26 percent gross domestic product (GDP) cut if the worst-case coronavirus scenario comes true, an Inter-American Development Bank report revealed yesterday. Two IDB economists, unveiling several potential outcomes depending on the length of the pandemic and the extent of its impact on tourism, warned that The Bahamas is potentially exposed to the most severe economic contraction out of all Caribbean nations. Should the worst-case scenario they mapped out become reality, The Bahamas would suffer the loss of a staggering $3.337bn in economic output (GDP) based on the $12.739bn current GDP estimates given in the revised mid-year budget forecasts.

• IDB economists: Country could lose $3bn • Projections branded ‘scary’ and a ‘killer’ • Minister: Capital works can fill the gap Using the last figure for GDP in constant prices, which was $10.763bn for 2018 and is a measure that strips out inflation, gives $2.819bn as the scale of the economic contraction that The Bahamas would face due to a virtual shutdown of the tourism industry that it relies on to drive growth, employment and foreign exchange earnings. The economists, Henry Mooney and Maria Zegarra, said The Bahamas is so exposed because it is the most tourism-dependent nation in the region. They added that it relies on the industry for 48.3 percent of its annual GDP (economic output) and 56.2 percent of total employment. The duo’s paper, which analysed the impact on six Caribbean nations under

various coronavirus-related scenarios, added that tourism receipts accounted for 77.2 percent of this nation’s export earnings. This, they added, placed it well ahead of Jamaica, Barbados, Trinidad & Tobago, Guyana and Suriname in terms of its tourism dependency. The two IDB economists examined the different impacts that a 25 percent reduction in tourism activity, 50 percent reduction and 75 percent reduction would have on each of the six Caribbean nations studied. This was applied to both tourism’s direct and total GDP contribution to these countries economies, and analysed in three different scenarios relating to how long the coronavirus pandemic will last. One took the “shock duration” end as June

30, 2020; another focused on September 30, 2020, and the final one assumed that the pandemic might last for the rest of the year. Under a scenario where The Bahamas lost 75 percent of its normal tourism activity during a coronavirus outbreak that lasted until the end of the year, the IDB duo estimated that this nation could suffer a 10.5 percent GDP loss just from the impact on its major industry alone. And the wider effects would more than twice as great, with GDP or economic output slashed by more than one-quarter or 26.2 percent as the ripple effects from the tourism impact are felt throughout the Bahamian economy.

A BAHAMIAN bottled water supplier yesterday said the coronavirus pandemic has sparked “pandemonium” among consumers with online delivery orders soaring four times’ higher than normal levels. Christian Knowles, Aquapure’s senior manager, told Tribune Business that the situation was one “for the record books” as current demand for the company’s products - at food stores, water depots and its premises, as well as online - had more than doubled beyond typical levels for this time of year. Arguing that “fear is king” when it comes to Bahamian consumer behaviour, Mr Knowles said Aquapure had been “fortunate” in deciding to maintain high inventory levels during the slower winter season as this had enabled it to meet the

Asked by this newspaper to compare present demand to what Aquapure normally encounters at this time of year, Mr Knowles said sales had “a little bit more than doubled” when set against the norm. “We have an online marketplace where people can go and order for deliveries on the website, and we’ve seen that go up above four times’ what it usually is. Union leader: ‘All hands on deck’ for virus A TRADE union leader yesterday called for an “all hands on deck” approach to minimise the threat that the coronavirus crisis poses to the livelihoods of thousands of Bahamian workers. Bernard Evans, the National Congress of Trade Unions of The Bahamas (NCTUB) president, told Tribune Business that this nation needed to adopt a “tripartite partnership” requiring sacrifices from workers as well as the employers and the government. Calling on employees to take paid vacation if it was available, and access sick pay if it was available, Mr Evans said several recommendations for mitigating the fall-out had been made to the government through the recently-established National Advisory Committee for COVID-19. These, he disclosed, included the government paying companies incentives to ensure they did not send workers home without pay, and also the waiver of loan repayments - and interest on those loans - that were due to the banks and other lenders. Mr Evans, who said the government’s response was awaited, argued that such measures were “very, very much needed” to support “the most vulnerable in our society”, who he identified as those persons on minimum wage or living pay cheque to pay cheque. Wholesalers: Panic ‘No headroom’ over COVID-19 fiscal stimulus buying ‘through roof’

By YOURI KEMP Tribune Business Reporter ykemp@tribunemedia.net WHOLESALERS yesterday urged Bahamians to get a grip on coronavirusrelated panic buying that has gone “through the roof” and increased demand by up to 25 percent. Philip G Smith, the d’Albenas Agency’s sales and marketing manager, told Tribune Business: “We have had no supply chain disruptions, but the problem is the demand has gone through the roof. They will be out of stock in the stores because we don’t have a million trucks to get orders to the stores every other minute. We have not had any disruptions in our supplies as yet. “Have you seen the panic in the stores recently? That is the main reason we are having the problems that we have. Demand has gone through the roof, we have a

line outside of our cash-sales door almost to the gate, and every wholesaler is going through the same thing. The demand for products, especially sanitising products and cleaning products, and then food products as well, everybody is trying to stock up, stock up, stock up.” Asked to quantify the increase in demand, Mr Smith replied: “It’s hard to say because I haven’t had a chance to run any numbers, but it has increased tremendously. This pales in comparison to a hurricane threat, or the imminent hit by a hurricane, because that is a limited timeframe. You know the hurricane is going to be here on Friday, so you started shopping maybe at the end of last week, but this has been going on for probably over two weeks, maybe three weeks. “We have enough trucks to be able to handle the load. One of the main problems is getting the orders filled fast

enough to get them on the trucks and get them out. We have a large complement of order fillers and they do a very, very good job, but probably the orders have increased at least by 20 to 25 percent and then the size of the orders as well.” Mr Smith added: “Ever since the coronavirus became prominent in the news in the US, and there were cases in the US - and cases especially in Florida - Bahamians became hyper-aware of coronavirus. “Last week there was a huge glut in the food stores, and when the news hit on Sunday that the coronavirus is actually in The Bahamas, the food stores were crazy. I mean, Super Value number ten on Cable Beach and also the Quality Markets on Cable Beach, and then you have the Golden Gates Super Value. All of the food

THE government “doesn’t have the headroom” to rescue the Bahamian economy from the coronavirus crisis through a package of tax cuts and waivers, a governance reformer argued yesterday. Robert Myers, pictured, the Organisation for Responsible Governance’s (ORG) principal, told Tribune Business that The Bahamas would simply have to rely on the existing tools provided by the National Insurance Board’s (NIB) unemployment benefit and sick pay to protect its citizens from the sharp recession it likely faces due to the pandemic. He said the government, through the Public Treasury, simply had nothing more to give in the form of tax breaks and other relief given the post-Dorian fiscal crisis that emerged several months before anyone heard of COVID-19.

Mr Myers added that The Bahamas needed “to get back from the fiscal cliff rather than lean further over it” given the projected near five-fold increase in the 2019-2020 fiscal deficit to $677.5m, and $1.5bn rise in the national debt over the next five years. Arguing that the coronavirus pandemic “will pass”, he said the government already had enough to grapple with given the increased medical costs it will incur to test, contain and treat the coronavirus. “I don’t think the government can provide any. They

just don’t have the funding for it,” Mr Myers replied, when asked by Tribune Business whether the government had little choice but to offer a fiscal stimulus package to prevent numerous Bahamian businesses from failing and the resultant loss of thousands of jobs, which would threaten to tank the whole economy. “They just don’t have the headroom,” he reiterated. “Any dollars you don’t pay the government now means you put it at greater risk. It’s just that simple. The government is broke. They don’t have any funds to give you. Anything they do in that capacity puts the government further into debt, and moves us closer to the fiscal cliff or pushes us over the fiscal cliff. “Who are we trying to kid here? We’re already in bad shape. We’re leaning over the fiscal cliff, and we have to try and get ourselves back

SECURITY CHIEF WARNS ON VIRUS-RELATED CRIME SPIKE THE founder of a private security firm yesterday urged Bahamians to exercise extreme caution in the coming weeks amid forecasts of a spike in crime due to coronavirus-related unemployment. Elston Bain, pictured, a 16-year veteran of the Royal Bahamas Police Force, and now chief executive of Tactical Private Investigators, sounded the alarm over expectations of massive job losses, reduced work hours, the closure of shops and attractions, event cancellations and even a temporary halt to outdoor dining at venues such as the Fish Fry at Arawak Cay.

ELSTON BAIN, chief executive of Tactical Private Investigators, called for extra vigilance by Bahamians and residents amid predictions of a surge in personal and property crime stemming from lay-offs and reduced incomes as a result of the coronavirus pandemic.

“We have all been dwelling on messages of caution relative to staying healthy,” said Mr Bain. “While we are focusing on avoiding becoming infected by the fast-spreading coronavirus, we need to spread the message to exercise caution against what will inevitably be an increase in personal and property crime as a result of a sudden spike in unemployment.” With governments across the world warning against non-essential travel, cruise ships that last year delivered 5.4m passengers to The Bahamas are now parked. Hotel booking cancellations are

rapidly increasing, with Bahamian businesses now assessing whether to lay-off staff, reduce work hours or asking those with accrued vacation time to take it during this period. The sudden impact on was evident throughout Nassau on Tuesday. A normally bustling Bay Street was empty. Rolled-down shutters signalled business closures. Parking lots that are usually full of vehicles and sidewalks with crowds were bare. “Many who will feel the impact first already struggle to make ends meet,” said Mr Bain. “They live pay cheque to pay cheque, and in hard times like these – which

hit especially hard because there was no warning, and they still have families to feed - they may act in desperation. That can lead to a wide range of criminal activity.” Urging extra vigilance, he added: “Even if you own expensive jewellery do not wear it at this time; store it safely away. Do not wear anything flashy. If you have a safe at home, make sure it is well concealed and bolted to a wall or floor.” Noting that most security stores sell small home safes, he said: “If you arrive home and anything feels out of place, trust your instinct. Absolutely do not proceed inside and risk confronting

someone. Go to the nearest police station and ask an officer to escort you home. Same thing if you think you are being followed. “If you walk or jog for exercise, you have more hours of daylight in the early evening to do so. Please do not jog in the dark; you are only making yourself more of a target. And whenever possible, run or jog or cycle in a group. Be as vigilant and careful with your attention to your surroundings as you now are with washing your hands. This, too, shall pass and we just want to get you through it as safely as possible.”

GB Power unveils ELBOW CAY VALUATIONS DROP 50% POST-DORIAN coronavirus plans GRAND Bahama Power Company yesterday said it has initiated measures to both prevent the spread of the coronavirus and provide customers with some relief from the economic fall-out. To help safeguard the health and well-being of employees, contractors and customer, the utilty said its corporate office and drive-through payment window will be closed to customers. Bill paymentscan be made online via the company’s website, while automatic payments will continue as normal. GB Power added that it has also temporarily suspended service disconnections for non-payment effective immediately. It said these operational changes will constantly be reviewed, and that the utility will keep customers informed of further changes via social media and other channels. “As with significant weather events such as hurricanes, we have a fully detailed Pandemic Response Plan guiding our decision-making in the best interests of employees and customers,” said

David McGregor, GB Power’s president and chief operating officer. “We have directed all employees not identified with a role in the plan to stay at home. They are encouraged to practice social distancing, which is proving to be effective against the spread of COVID-19 in other regions, and we urge all Grand Bahamians to do the same.” GB Power employees who are identified as having a role in the Pandemic Response Plan have been directed to work from home to the extent possible, using online apps such as Skype and WebEx as tools for communication. “Effective immediately,” Mr McGregor added, “we will focus solely on the requirements for core operations. Our energy team is currently working to develop a shift system for core operations to allow the plant and temporary generation units to continue to provide reliable service to Grand Bahama. “Line crews will be called in as needed for power outages, and our customer service team will be available to respond to queries as normal.”

AN ELBOW Cay-based realtor has voiced optimism that the island’s property prices will rebound despite having fallen by about 50 percent compared to preDorian levels. Paul Thompson, an advisor to Engel & Volkers, argued that the tax breaks offered by the government’s post-Dorian Special Economic Recovery Zones meant it was a good time to purchase real estate on the island before values appreciated once again. “Power alone is going to boost the values on the island,” he said. “The Hope Town Harbour Lodge and Sea Spray Inn, which are two of the landmark properties, were virtually destroyed and both will be rebuilt at a higher standard than they were before. The Harbour Lodge is currently on the market and may be the most well-known commercial property on the island. The interest is quite high.” As a measure of where Elbow Cay’s real estate market currently stands, one of Mr Thompson’s current listings, KJ’s Landing, had originally been priced at $850,000 and is

Owners are confident that the island will rebound quickly so many have not reduced their prices. There are definitely bargain hunters looking right now for specific deals.” Mr Thompson said the island’s vacation rental market should show signs of a major rebound come November 2020. “Debris throughout the Cay is mostly cleared up, 90 percent of the roads and verges are cleared,” he added. “The island is green again from the rain, which makes it all look much more inviting. I am very positive that things are looking better. “The overhead electrical lines have been restored, and next they will install transformers then go from home to home connecting to the grid with the hope that full power will be back on in a month or two. “Even though the resident population is

ST James Church and Sunday School. significantly reduced we have contractors from the Abaco mainland, Nassau and Spanish Wells coming to build so there should be no lack of quality in the rebuild efforts,” Mr Thompson continued. “We do have visitors on the island staying at Abaco Inn and a handful of small rental cottages. Golf cart companies are open and one boat rental company. Most of the folks want to come and help with our rebuilding efforts.” The Elbow Cay hardware store is open from 8am to 12pm, six days per week. The Abaco Inn and On da Beach are open, while Firefly is scheduled to open later this month.

Three grocery stores have reopened as well, and about half the island’s population has returned. “Many people have been concerned about the restoration of the settlement and the potential loss of the authenticity of the historic town, but I am very happy to share that all historic buildings in the settlement will be restored in the original style including the post office building, which is 160 years old,” Mr Thompson said of Hope Town. “Many of the buildings were a bit dilapidated due to their age, so they will be newer, stronger and still have historic style that Hope Town is so famous for.”

ARDASTRA GARDENS TAKES CORONAVIRUS PRECAUTIONS ARDASTRA Gardens yesterday said it will remain open despite the drop-off in tourist traffic as it implements precautionary measures to counter the coronavirus. “In an effort to keep our staff and the animals healthy and safe, we’ve temporarily suspended all guided tours and animal interactions, including the lorry bird feeding,” said Katherine Solomon, Ardastra Gardens and Wildlife Conservation Centre’s director. “We’re also following global protocols as it relates to personal protective measures – thorough and frequent handwashing

with soap and water, or 60 per cent alcohol-based hand sanitisers. The staff has increased the cleaning of surfaces in high traffic areas, and management is executing a further screening of any guest exhibiting signs of respiratory illness prior to their admission into the gardens.” Gatherings of more than 50 persons that were scheduled to take place at Ardastra have been postponed until further notice. However, guests can still participate in the flamingo show that is held three times a day at 10.30am, 2.15 pm and 4pm. “As we take measures to ensure our long-term

sustainability, we remain committed to delivering an outstanding experience,” said Mrs Solomon. “This is a balancing act, requiring us to prioritise and decide how to allocate our limited resources since the economic implications are staggering. We are keeping calm and assessing the situation on a daily basis to ascertain the best way forward for Ardastra.” More than 200 creatures, representing 50 species, live in the gardens. They are cared for by a 27-strong team. Ardastra Gardens is known for its close encounters with the parading pink flamingos, rainbow lorikeets, peafowl and parrots.

Commission suspends its on-site examinations THE Securities Commission yesterday said it has suspended all “routine” on-site examinations of its capital markets and investment funds licensees in response to the coronavirus epidemic. The financial services regulator, confirming that the suspension was “immediate” and will remain in effect until

April 14, 2020, added that its off-site supervisory activities will continue as it prepares to initiate the “2020 schedule thematic reviews in the coming weeks”. “Details regarding offsite thematic reviews will be advised to registrants and licensees, and they are reminded that the commission’s 2020 examination

priorities have been circulated and are available on [the] website,” the Securities Commission added. While the regulator will continue to operate during normal business hours, the Securities Commission said it will also cease hosting in-person meetings with third parties, including registrants and licensees.

PROMINENT realtor yesterday described Bay Street’s virtual shut-down as a “lifetime first” as his firm moved to join others in working from home amid the coronavirus pandemic. Mario Carey, principal of Better Homes and Gardens Real Estate MCR Group Bahamas, told Tribune Business that the decision to close the company’s office was designed to give staff “a mental destress button” as he marvelled at the site of an empty Bay Street outside of hurricanes and Christmas Day. “Have you ever seen Bay Street shut down other than for a hurricane or Christmas Day? It’s the first time in my lifetime,” he told this newspaper, as the 30-day cruise industry shutdown made an immediate impact on downtown Nassau. “Think about all the heat the cruise ships were getting, and now they’re not coming in it all goes away. It was quite an eye opener.” Royal Caribbean has faced significant criticism in recent weeks over its efforts to lease Crown Land on Paradise Island for its Royal Beach Club destination - a move many observers believe will negatively impact Bay Street and others reliant on the cruise industry for their livelihoods. Mr Carey, meanwhile, said the realtor’s business will not be disrupted by the decision to close its office with effect from yesterday. “We decided to close the office and sort of give people a mental de-stress button,” he explained. “We’re still dealing with clients but staying distant and not standing in front of them, avoiding

POTTER’S Cay vendors yesterday disclosed that the coronavirus has had a mixed impact on business to-date, with some saying it was “down bad” and others seeing minimal effects. Sandra Ferguson, the Midnight Spot’s general manager, told Tribune Business: “We have staff and we had to put them on three days a week. We had to cut their hours down also, but we haven’t decided to close yet because we have some locals coming around, but no tourists at all. Basically we have locals right now, no tourists at all. “There is nothing you can do. I heard that they are going to get ready to

close down. I heard somebody come around saying that they have already shut down Arawak Cay, and they are getting ready to shut us down.” That, though, has not been confirmed yet. Potter’s Cay vendors met with dock management on Monday, Ms Ferguson confirmed, where they were told “to sanitise everything and take precautions, and that’s about it”. Meanwhile, Kenneth McKenzie, owner of McKenzie’s, said: “We have seen a fall of business starting from Monday and yesterday. It is down bad, but it is early. But compared to what it used to be by about 12pm in the afternoon, we would have about nine orders and by the time of full lunch we would have been busy.” Mr McKenie said he has

Lasonya Missick, in an e-mailed response to Tribune Business’ question, said: “Right now it is too early to tell what might happen with non-performing loans. The important thing to remember is that if customers are experiencing financial hardship, resulting from impacts related to COVID-19 or otherwise, they are encouraged to reach out to their bank and speak with a representative to discuss which options might be available to them.” Her comments came as the Association, which represents Royal Bank of Canada, CIBC FirstCaribbean (Bahamas), Scotiabank (Bahamas), Commonwealth Bank, Bank of The Bahamas, Fidelity Bank (Bahamas)

and Citibank released its customer guidelines in a bid to combat the coronavirus spread. The advisory called on Bahamians to reduce their in-branch transactions and instead use digital channels such as online banking and mobile apps, plus debit and credit cards and automated teller machines (ATMs). Telephone banking and call centres represent other points of contact. “In keeping with the public advisories of local health authorities, the standard practices and steps for personal protection are to be observed when accessing banking services, especially if visiting bank branches,” the advisory said. The association also urged customers that if they have to visit a branch to make sure to avoid physical contact with others, and to limit contact with surfaces within the public spaces. The banks are actively working with employees to promote proper hygiene, along with the regular cleaning and disinfecting of commonly-used surfaces and areas in branches.

Pablo Casal, the downtown Nassau resort’s general manager, told Tribune Business that staff were not being forced into this choice and had to consult with their respective line managers first before taking it. “It is for whoever wants to take a leave. They can ask and talk to their managers

The timing and content of Atlantis’ message to its roughly 8,000 staff shows just how drastic, and sudden, the fall-off in booking pace and business levels has been following the various travel bans and other shutdowns coming out of the US in a bid to contain the COVID-19 pandemic. Karen Carey, senior vice-president of human resources for The Bahamas’ largest private sector employer, presented staff with two options - to either take earned vacation days or “volunteer” to take two weeks’ unpaid leave with immediate effect - as the

resort bids to align costs with the unprecedented drop in revenues. “While our efforts continue and we work on this together, it is now essential and important for us to make changes and take further steps to help us all manage through this as situations evolve,” Ms Carey wrote in her letter. “To this end, we are asking team members to take earned vacation days or volunteer to take two weeks’ unpaid leave of absence effective immediately. We encourage you to speak with your manager today and confirm your dates.” Seeking to rally morale, Ms Carey added: “Over the years we have continually

demonstrated our enduring values regarding the safety, satisfaction and well-being of our guests and team members. In the current climate, where COVID-19 is impacting everyone globally, it is no different for us.... “We want you to feel absolutely confident that we are doing our best to shoulder the burden of our operations to secure our future and to lessen the burden that this situation imposes on you. We are all in this together, so let’s continue to be resolute and strong. We remain optimistic that we can count on your support and co-operation at this critical time. We will get through this.”

“At the extreme, a high-impact scenario of a 75 percent reduction in tourism arrivals over the last three quarters of the year could reduce GDP relative to the pre-crisis baseline expectation by between 11 percent and 26 percent in the case of The Bahamas,” the IDB economists warned. An economic collapse of such magnitude would likely cause mass unemployment, business failures, social dislocation and misery for countless Bahamian families. The extent of the economic damage, though, is somewhat outside this nation’s control given that it largely depends on how quickly major tourist source markets - the US, Canada and Europe - recover and travel resumes. The IDB economists said a shorter pandemic would inevitably reduce the fall-out for The Bahamas. Still, their calculations suggested that The Bahamas could still lose between 3.5 percent to 8.7 percent of its GDP - in a year when it was already projected to be flat or contract due to Hurricane Dorian - in the best case scenario, where tourism was only reduced by 25 percent in a pandemic that lasts three months. These estimates will add to the pressure on the government to unveil an economic stimulus package to prevent the Bahamian economy’s collapse when the House of Assembly meets this morning. With the Central Bank having ruled out an interest rate cut, fiscal measures - in the form of tax cuts and waivers, and/or increased spending - appear the only tools available.

While this would further blow-out a fiscal deficit that has almost increased fivefold to the current $677.5m as a result of Hurricane Dorian, and add to the additional $1.5bn worth of debt projected to be incurred over the next five years, the Minnis administration may have little choice but to follow the US and UK leads and embark on major relief to save the Bahamian economy. The UK government yesterday unveiled a $330bn package of government guaranteed loans to propup struggling businesses impacted by the crisis, while the Trump administration is moving to enact an $850bn stimulus package of its own and put money directly in consumers’ hands. Hotels, as well as restaurants, retailers, tour operators, taxi drivers, straw vendors and their employees, who directly rely on the tourism industry for the livelihoods will be among those in greatest need of any assistance the government can provide, although this will not be on the scale of the US and UK, Micro, small and medium-sized enterprises (MSMEs) are another area that requires focus. Private sector executives were stunned yesterday by the IDB’s projections for Bahamian GDP, describing them as a “killer” and “scary”. Rick Lowe, an executive with the Nassau Institute think-tank, told Tribune Business: “That’s not stuff I want to hear. We see the dramatic effects of what it is already, and what it can be also.” Robert Myers, the Organisation for Responsible Governance’s principal, said: “Scary thought. We hope it doesn’t get that bad. With

a 75 percent tourism reduction you’re going to have at least $2bn off, so you’re down to $10bn GDP.” Bernard Evans, the National Congress of Trade Unions of The Bahamas (NCTUB) president, added: “Wow. That would be dreadful. I’m hoping those numbers don’t come through to fruition.” Desmond Bannister, minister of works, said increased capital spending by the government on essential public infrastructure projects was “critical” to pick up the slack, and fill the hole, left by the fall-off in tourism as a result of the coronavirus. While emphasising that he could not speak for the Ministry of Finance, Mr Bannister argued that the increased capital works previously announced by the UK government were “a sensible thing to do” when it came to keeping an economy afloat. “I don’t make those calls,” he added. “We make the representations and then see if it fits in the framework. We will wait and see, but we certainly believe increased capital expenditure is critical at a time like this when tourism will inevitably be down. Every country is closing its borders. We believe increased capital expenditure is the answer, and we will see how far we get with that.” Mr Bannister said the coronavirus crisis will not impact post-Dorian reconstruction on Abaco and Grand Bahama, as the necessary multi-million dollar funding had already been approved by Parliament. “We got the funding we were asking for, the funding was provided and we’ll be able to proceed,” he added. “I don’t see any challenges.”

Usually our busy time is summer. We always start to see an upturn in sales and

the end of March/beginning of April, and May through August our our busiest months. “What we did, fortunately, through our slow time which is usually October through mid-March - I said to the production staff let’s maintain a glut in the warehouse to keep efficiency and so we can keep things running. We don’t want to cut shifts; let’s maintain a high level of output. “We manufactured quite a lot, and we were bursting at the seams in the warehouse. Fortunately, that meant we were able to keep up with demand.” Mr Knowles, though, said he was now “trying to work around other supply avenues” to ensure Aquapure has everything necessary to ride out the coronavirus pandemic after its raw materials “took quite a hit” from the recent panic buying. “I’m not at a critical point now but I like to be proactive,” he added, “as we’re getting twice as much demand as normal.” The Aquapure chief

added that many overseas suppliers appeared to be holding back stock to meet needs in their domestic markets as opposed to exporting product and components overseas, which could impact some Bahamas-based businesses. “This is for the record books,” Mr Knowles told Tribune Business of the current situation. “I’d be lying if I didn’t say that. I don’t think anyone has seen this in recent memory. The only thing this can compare to - there’s a lot of talk about Spanish flu and the plagues of old. “While a lot of people will recover [from the coronavirus], the fear that permeates everything is king right now. We’ll get through it. I’m very hopeful the country, Aquapure as a company, and the Bahamian people will get through this. We’re very resilient when it comes to that. “It’s pretty hectic at Aquapure right now but we’re used to this, which is good. We’ve had a lot of practice, put it that way.”

The Bahamas’ fiscal priority should be escaping its “very dangerous debt crisis” once the coronavirus pandemic had passed, especially given that interest payments will hit $400m by the 2020-2022 fiscal year. “We just need to keep things as tight as possible and hopefully not have to go into massive borrowing for this as we just don’t have it,” he added. “There’s no more can to kick. We’ve done kicked the can into a deadend cul de sac. Now we’re going to have to turn around and kick our way out of it.” Mr Myers echoed Sir Franklyn Wilson, the Arawak Homes and Sunshine Holdings chairman, in arguing that the government needed to re-purpose expenditure from its existing budget to combat the economic fall-out from the coronavirus crisis as opposed to undertaking more borrowing when it simply did not have the capacity to absorb it. “The writing is on the wall,” Mr Myers told

Tribune Business. “We have to pay for it from existing expenditures. Find cut backs and get it from elsewhere. This is about taking from Peter to pay Paul. The goal is not to get into more deficit spending. “The government has to rob Peter to pay Paul, and find that money elsewhere in its budget and live within its means. Otherwise we’re going to go down in flames. We just can’t keep doing what we’re doing. The rating agencies have put a shot across our bow. We cannot have reduced GDP and more deficit spending, and not think we have to change. We have to smarten up. “We have to look internally, fund funding and be more efficient. The only way this turns is if the government takes efficiency and productivity seriously. It’s very clear to any clear thinking person that the government has to start taking responsibility for its situation. They are the 5,000 pound gorilla in the room.”

Trump pushes for massive aid from Congress, checks to public WASHINGTON Associated Press IN A massive federal effort yesterday, President Donald Trump asked Congress to speed emergency checks to Americans, enlisted the military for MASH-like hospitals and implored ordinary people — particularly socially active millennials — to do their part by staying home to stop the spread of the coronavirus. His proposed economic package alone could approach $1tn, a rescue initiative not seen since the Great Recession. Trump wants checks sent to the public within two weeks and is urging Congress to pass the eye-popping stimulus package in a matter of days. As analysts warn the country is surely entering a recession, the government is grappling with an enormous political undertaking with echoes of the 2008 financial crisis. At the Capitol, Senate Majority Leader Mitch McConnell vowed the Senate would not adjourn until the work was done. “Obviously, we need to act,” McConnell said. “We’re not leaving town until we have constructed and passed another bill.” But first, McConnell said, the Senate will vote on the House’s $100bn package of sick pay, emergency food and free testing, putting it

VACANCY FOR EDUCATION OFFICER (SOCIAL STUDIES, GRAND BAHAMA), SCALE SED6 DEPARTMENT OF EDUCATION, MINISTRY OF EDUCATION Letters of Interest are invited from suitably qualified Bahamians presently serving in the Public School System to fill the post of Education Officer (Social Studies, Grand Bahama), Scale SED6, in the Department of Education, Ministry of Education, for the beginning of the 2020/2021 academic year.

A Bachelor’s Degree in Education, with specialisation in Primary Education; 2. Professional Teaching Qualification in the area of specialisation from an approved institute; and

Assist with the planning, development and implementation of programmes of study to deliver quality education;

•

Ensuring that the curricula and instructional programmes in Grand Bahama schools are the same as those in schools in New Providence and the Family Islands;

•

Have a high level of administrative competence, interpersonal, organizational , writing and oral skills and be a strong team motivator; and

•

Ensuring implementation of all Ministry/Department of Education approved curricula, including mandated programmes and assessment procedures;

•

•

Collaborating with Officers in the Department of Education, responsible for the delivery of other levels and forms of education;
