PRICES of some supermarket goods are set to rise by as much as 10 percent starting April 1 as fuel costs surge due to tensions in the Middle East, although the government said overall prices and supply of basic commodities remain stable. Steven Cua, president of the Philippine Amalgamated Supermarkets Association Inc., said Friday only a handful of manufacturers have so far announced price adjustments.

Among the products expected to increase are pasta, noodles, canned goods, candies, and bottled water, with some price hikes reaching up to 10%. Cua noted that adjustments may be implemented gradually depending on market conditions and consumer response.

Despite these developments, the Department of Trade and Industry (DTI) assured the public that prices and supply of basic necessities and prime commodities (BNPCs) remain stable nationwide.

The Guards' warning came after Trump again extended a deadline for Tehran to open the Strait of Hormuz or face the destruction of its energy assets, pushing it from Friday to April 6.

Trump said he did so at Tehran's request, insisting the Islamic republic wanted "to make a deal" to end the war engulfing the region since the United States and Israel first attacked Iran on February 28.

But the Iranian side, which made it clear it wants to end fighting on its own terms, indicated no let up in reprisal attacks against Israel and targets across the Gulf.

Accusing "cowardly AmericanZionist forces" of resorting to "human shields," the country's powerful Guards issued a stark warning to civilians.

"We recommend that you urgently leave locations where American forces are stationed so that no harm comes to you," they said—hours after Iran's military threatened to target hotels housing US soldiers across the region.

The warning came as Kuwait said its main commercial port was damaged in a drone attack at dawn.

The Guards also said the Strait of Hormuz was "closed" to vessels travelling to and from enemy ports, and that they had turned back three ships seeking to cross the transit point.

"This morning, following the lies of the corrupt US president claiming that the Strait of Hormuz was open, three container ships of different nationalities... were turned back after a warning from the IRGC Navy," the Guards said on their Sepah News website.

Last Saturday, Trump had initially given Iran 48 hours to open the crucial Strait of Hormuz to oil tankers, threatening to destroy its power plants, but he has now extended the deadline twice.

"As per Iranian Government request, please let this statement serve to represent that I am pausing the period of Energy Plant destruction by 10 Days to Monday, April 6, 2026, at 8 P.M., Eastern Time," he posted.

Trump's envoy Steve Witkoff told a cabinet meeting earlier of "strong signs" that Tehran was ready to negotiate, confirming publicly for the first time that Washington had passed a 15-point "action list" to Tehran through Pakistani officials.

"We will see where things lead, and if we can convince Iran that this is the inflection point with no good alternatives for them, other than more death and destruction," Witkoff said.

Meanwhile, the Iranian news agency Tasnim said: "Iran's response to the 15 points proposed by the US was officially sent last night through intermediaries, and Iran is awaiting the other side's response."

"The IDF is stretched to the limit and beyond. The government is leaving the army wounded out on the battlefield," Yair Lapid said, echoing a warning delivered a day earlier by military chief Lieutenant General Eyal Zamir.

"The government is sending the army into a multi-front war without a strategy, without the necessary means, and with far too few soldiers," Lapid said.

In a televised briefing, Israeli military spokesman Brigadier General Effie Defrin said: "On the Lebanese front, the forward defensive zone that we are creating requires additional IDF forces... For that, more combat soldiers are needed in the IDF." 'No turning back'

At the cabinet meeting, Trump said Iran had allowed 10 oil tankers passage through the Strait of Hormuz to show it was serious about talks.

Under near-daily bombardment since February 28, Iran was hit by a new wave of Israeli strikes Thursday, one of which Israel said had "eliminated" the Guards' naval commander, Alireza Tangsiri, and several senior officers.

Later, an AFP reporter in Tehran heard warplanes overhead and three loud explosions.

Iranian media reported US-Israeli attacks in the central cities of Isfahan and Shiraz, in Bandar Abbas in the south and Tabriz in the northwest, but also Mashhad and Birjand, towards the Afghan border in an area largely spared until now.

Off the coast from Bandar Abbas on Qeshm, the largest Iranian island in the Gulf, one resident told AFP via Telegram he hoped the site would not be taken over by the military.

"The suffering of people, the poverty, and the political oppression have been getting worse every year," said Sadeq, 42.

Madriaga has been subpoenaed as a witness in the impeachment hearings which continued on Friday.

“Let us recall that Madriaga, through his counsel, previously claimed that Vice President Sara Duterte visited him in jail to persuade him not to testify. That story was quickly debunked by DILG Secretary Jonvic Remulla, who confirmed that VP Sara visited Teves, not Madriaga,” Panelo said.

“Since his lie was exposed, Madriaga has conveniently shifted his narrative to insinuate that VP Sara, through Teves, is behind the alleged threat to his life,” he added.

She maintained that accountability should not depend on any single official, adding that even before assuming higher office, Duterte could have already acted on the issue.

“That’s why right now, even if she were not the Vice President, she should look at the flood control projects during the watch of her father,” Castro said.

She asserted that the government’s investigative mechanisms are active and functioning, urging caution against sweeping claims that could erode public trust in ongoing accountability efforts.

An industry source told Manila Standard diesel prices are rising more sharply due to tight distillate supply, while gasoline prices have slightly eased amid signs of de-escalation in the Middle East conflict.

Meanwhile, Ramon Ang, chairman, president and CEO of Petron Corporation, said the company would cooperate with government efforts to ease the burden of rising fuel prices and even expressed willingness to sell the firm to the state.

“I promise the public, we will not take advantage of this fuel crisis. Di kami kikita ng mahigit pa sa normal and I’m willing even to lower the income. Balewala ‘yun sakin —‘yung income,” Ang said.

In a separate statement, Ang said his offer to sell Petron back to the government—first made to Congress in 2021—“remains open,” as lawmakers revisit the idea of state control of the country’s sole oil refinery amid the energy crisis.

He said any potential sale could be structured in tranches at fair market value to avoid a lump-sum fiscal burden on the government.

Industry sources cited by the government said current crude supply— processed in local refineries—is sufficient through the end of the second quarter, although authorities are working to secure additional sources beyond June.

Mr. Marcos earlier said the country holds about 45 days’ worth of petroleum and is negotiating with alternative suppliers, including China and Russia, to ensure steady deliveries.

He also reiterated that the government will continue extending support to commuters to cushion the impact of rising fuel costs, as the Philippines remains vulnerable to global oil market fluctuations due to its heavy reliance on imports.

The country’s fuel supply was bolstered Thursday by the arrival of its first diesel shipment under the government’s Emergency Energy Security Program, amounting to about 22.6 million liters or 142,000 barrels.

The shipment from Japan was stored at a Seaoil depot in La Union and forms part of efforts under Executive Order No. 110 to secure up to two million barrels of additional supply.

The program is being implemented by the Department of Energy in coordination with the Philippine National Oil Company and its subsidiary, PNOC Exploration Corporation, to ensure continued operations of key sectors during global market volatility.

Data from financial analytics firm LSEG also showed the Philippines recently purchased two cargoes of Russia’s ESPO Blend crude, totaling about 1.5 million barrels, as part of efforts to diversify supply sources.

Through this initiative, the DSWD aims to generate local proof and best practices on the therapeutic value of human–animal interaction, with the goal of strengthening program models that support healing, recovery, and resilience among vulnerable populations.

‘Chinese fugitive has armed bodyguards’

THE Philippine National Police (PNP) is looking into reports that a Chinese fugitive arrested in Makati City for telecom fraud was being protected by armed bodyguards including an active policeman and a military reservist.

The suspect, 29, was nabbed by Bureau of Immigration operatives in coordination with the police and the military in Barangay Bel-Air, Makati.

According to the Immigration, the Chinese was linked to multi-million-peso telecom scams abroad, and he was tracked down in Makati on an intelligence tip off. Reports emerged however, that the suspect was being protected by some armed men including a police officer.

CA sets free women, child rights advocate

THE Court of Appeals (CA) has ordered the immediate release of women and child rights advocate Ma. Salome “Nanay Sally” Ujano after giving her a clean bill of health on rebellion charges for lack of evidence.

The CA overturned the Taguig Regional Trial Court (RTC) ruling which sentenced her two years ago to a maximum of 17 years jail time.

Ujano is well-known among human rights advocates circles for her more than four decades of work defending survivors of violence and advancing gender and child protection reforms. In 2023, she was recognized by the UN Women – Philippines for her efforts in human rights advocacy. She was also instrumental in lobbying for key legislation, including the Anti-Violence Against Women and Their Children Act of 2004.

ASEAN May Summit to proceed on barebones basis—PBBM

PRESIDENT Ferdinand “Bongbong” Marcos Jr. said the upcoming Association of Southeast Asian Nations (ASEAN) summit in May will proceed on schedule but in a scaled-down format, focusing on key regional concerns including oil supply, food security and migrant workers.

The President said the summit, set for May 7 and 8, would be a “very bare bones” gathering aimed at addressing urgent economic and social issues affecting the region.

Meanwhile, the Department of Foreign Affairs on Friday (DFA) said that South China Sea discussions, including the Code of Conduct (COC) talks, will proceed even as the Association of Southeast Asian Nations (ASEAN) Summit prioritizes energy, food, and migrant worker issues.

Mr. Marcos clarified that there are no changes yet to the planned leaders’ summit later this year, saying discussions about the November meeting have not been finalized.

PH, France forge visiting forces pact bolstering mutual defense

THE Philippines and France on Friday signed a Status of Visiting Forces Agreement (SOVFA) aimed at strengthening defense cooperation and expanding joint military operations.

In a joint statement, Defense Secretary Gilberto Teodoro Jr. and French Minister for the Armed Forces and Veterans Catherine Vautrin confirmed the agreement following a bilateral meeting in the French capital.

“Both ministers recalled the successful negotiations for the PhilippinesFrance Status of Visiting Forces Agreement (SOVFA), which culminated with the signing today (Thursday, March 26) in Paris,” the statement read.

“The Agreement will greatly bolster bilateral cooperation and offer an adequate level of legal protection to the joint activities between the Armed Forces of the Philippines and the French Armed Forces,” it added.

During the meeting, the two also tackled regional security concerns across the Indo-Pacific, the Middle East, and Europe, stressing the importance of multilateralism, a rules-based international order, and the peaceful resolution of disputes.

Both sides also reaffirmed their commitment to the United Nations Convention on the Law of the Sea and recog-

nized the significance of the South China Sea Arbitral Award.

Group calls out ‘lapses’ in CAB implementation

AN ALLIANCE of peace advocates on Friday warned that the Comprehensive Agreement on the Bangsamoro (CAB) is at risk of “drift and deterioration,” urging the government to take decisive action to restore direction to its implementation more than a decade after it was signed.

Meanwhile, the Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU) said it will “continue to support all aspects of the Bangsamoro peace process, most especially in carrying out interventions that will transform the lives of former combatants and their families, and turn their areas into peaceful, progressive, and resilient communities”.

The Advocates for Peace (AP), during the commemoration of the 12th anniversary of the CAB, said “leadership gaps, stalled programs, and weakening trust between parties” are threatening the gains of the landmark accord.

“The signs are clear. The Moro Islamic Liberation Front (MILF) has raised uncertainty on who it can engage as a credible government counterpart. The Government Implementing Panel (GIP) remains underpowered, and direction across agencies is unclear,” the AP said in a press statement.

Billionaire Wealth Tax bill filed in House

THE Makabayan bloc in the House of Representatives refiled its proposal to impose additional taxes on the “super rich” amid rising fuel and basic commodity prices due to the Middle East conflict.

“The administration’s so-called relief programs remain either delayed, inadequate, or narrowly targeted, while its real priority is keeping the present regressive tax structure intact and shielding big business from meaningful accountability,” the goup said as they filed House Bill 8123, or the proposed “Billionaire Wealth Tax Act.”

This is a reintroduction of House Bill 10253, or the proposed “Super-Rich Tax Act of 2021,” which was first filed in the 18th Congress, but was not ratified. House Bill 8123 imposes an annual tax on individuals with net taxable assets above P1 billion, with progressive rates of one percent on wealth above P1

billion, two percent above P2 billion, and three percent above P3 billion, alongside mandatory wealth self-assessment, anti-avoidance provisions, and stricter penalties for concealment and misdeclaration.

The group, composed of party-list Reps. Antonio Tinio of ACT Teachers, Sarah Elago of Gabriela, and Renee Co of Kabataan, said the bill can generate substantial resources for social needs without punishing the poor.

“Estimates cited by IBON Foundation show a billionaire wealth tax can raise at least P508 billion annually from the country’s billionaires and around P289 billion annually even from the 50 richest Filipinos alone, while leaving them with vast remaining wealth,” the proponents said. They added that these revenues are earmarked for public health, education, social protection and employment, and housing, with transparency requirements for collection and disbursement.

THE Bureau of Customs has seized P47.436 million worth of smuggled frozen and processed food products at the Port of Subic as part of the government’s intensified efforts to ensure safe and compliant goods reach local markets.

Customs Commissioner Ariel Nepomuceno said the agency continues to strengthen intelligence-driven enforcement operations to curb agricultural smuggling, which threatens public safety and undermines border security. Lawmakers push for passage of body camera bill

TWO lawmakers on Friday urged their colleagues in the House of Representatives to pass a measure requiring law enforcement officers to wear bodyworn cameras during operations.

The appeal came after the Senate approved on third and final reading Senate Bill 1908, which mandates the use of body cameras by personnel of the Philippine National Police (PNP), National Bureau of Investigation (NBI), Bureau of Jail Management and Penology (BJMP), and Philippine Drug Enforcement Agency (PDEA).

Solid North party-list Rep. Ching Bernos, author of House Bill (HB) 6530, said the measure would help curb abuses during law enforcement operations.

“House Bill No. 6530 or the Body Cam bill is important in helping curb abusive conduct during law enforcement operations,” Bernos said.

“This measure is a concrete step to prevent abuses such as illegal searches, unlawful arrests, and extrajudicial killings that undermine the principles of law and justice and erode public confidence in our institutions tasked with upholding peace and order,” she added.

Abra Rep. JB Bernos, co-author of the bill, said stronger safeguards are needed to ensure accountability.

“The potential for abuse underscores the need for modern mechanisms that ensure operational integrity and accountability while protecting the rights of citizens and law enforcement officers alike,” he said.

HB 6530 seeks to institutionalize and standardize the use of body cameras in anti-illegal drug and other law enforcement operations, ensuring that actions are properly documented and verifiable.

Japan inks loan for NCR subway, Mindanao road projects

JAPAN and the Philippines signed on Friday fresh loans for the Metro Manila Subway and Cagayan de Oro-Malaybalay Highway projects.

In a ceremony in Pasay City, Foreign Affairs Secretary Ma. Theresa Lazaro and Japanese Ambassador to the Philippines Endo Kazuya exchanged notes on the release of P85.45 billion for the two infrastructure projects.

The fourth tranche loan for Phase 1 of the Metro Manila Subway Project (MMSP 1) amounts to 220 billion Japanese yen or approximately P84.81 billion, while the Central Mindanao Highway program amounts to 1.672 billion Japanese yen or approximately P644 million.

“Supporting the Philippines’ development is not only vital for the country itself, but also for the stability and prosperity of the wider region,” Endo said.

“Japan remains firmly committed to continuing its cooperation. While our security cooperation is growing rapidly, development cooperation remains the cornerstone of JapanPhilippines relationship.”

Lazaro, for her part, thanked Japan for its continued support for infrastructure development in the country, saying the two projects – both key programs under the Build Better More of the Marcos administration – signal the government’s push to “make progress felt by our people.”

“Growth must be both efficient and inclusive. We must ease congestion and improve integration where economic activity is concentrated and strengthen connectivity in areas where potential is still being unlocked,” she said.

“These two financing support sharpens our focus on two critical fronts: improving urban mobility and unlocking the potential of region-

al economies,” added Finance Secretary Frederick Go said during the agreement signing.

The MMSP 1 covers the construction of a 27.5 km. subway line from Valenzuela to the

Ninoy Aquino International Airport Terminal 3, traversing Bicutan. The phase involves the installation of a 33.1-km. electromechanical system; physical integration with the North-South Commuter Railway (NCSR) System, particularly the Food Terminal Inc. (FTI) to the Bicutan segment; construction of a depot and 17 stations; and the procurement of 30 train sets.

Celebrating Ilokano literature and identity

ON APRIL 5, the Gregorian Easter, many Ilokanos from northern Philippines and Metro Manila, will flock to Vigan City for this year’s edition of GUMIL Dan-ay, aptly titled Aldaw ti Daniw Kailokuan (Day of Ilokano Poetry).

In a sense the two-hour event, hosted by the local government of the provincial capital city headed by Mayor Randy Singson, will memorialize the birth of Pedro Bucaneg (March 1592-c. 1630) and Leona Florentino (April 19, 1849-Oct. 4, 1884) and usher in April as The Ilokano Literature month.

Bucaneg, sometimes spelled out Bukaneg, was a blind Filipino poet widely regarded by Ilokano writers as the “Father of Ilokano Literature,” credited with authoring the epic Biag ni Lam-ang while Florentino was a pioneering Filipina poet and playwright from Vigan, known as the “Mother of Philippine Women’s Literature.”

April is recognized as Ilokano Literature Month primarily by virtue of Proclamation 26, s. 2001, signed by then President Gloria Macapagal-Arroyo, which declares the month of April 2001 and every year thereafter as “Iluko Literature Month.”

The proclamation recognized that the development of Iluko literature and the preservation of Ilokano culture are vital facets of Filipino cultural heritage.

The April 5 event thus signifies a homecoming, pride, and the centralization of Ilokano culture, acting for many Ilokanos as a metaphor for returning to their cultural roots, identity, and historical heartland in Vigan which highlights Vigan’s significance as the premier, well-preserved UNESCO World Heritage site in the region, with nearly five million population.

GUMIL Filipinas, the umbrella organization of Ilokano writers, clustered into more than a dozen chapters at home and abroad, was established in 1968 with founding president Arturo M. Padua of Sison, Pangasinan during its convention in october in Baguio City.

It has had 15 presidents since 1968: Padua (1968-1971); Leonardo Q. Belen, Ilocos Sur (1971-1976); Dr. Godofredo S. Reyes, Ilocos Sur (1976-1989); Jose A. Bragado, Ilocos Sur (1989-1991); Reynaldo A. GUMIL Filipinas writers will showcase Coronation poetry, referred to as dandaniw ti pannakabalangat), a formal, highly stylized poetic form delivered in the Ilokano language during the coronation ceremony of a fiesta queen or muse in the Ilocos region.

It is a, celebratory address, often recited as a spoken-word performance that praises the beauty, character, and grace of the queen while offering advice and honoring the community’s cultural traditions.

They will lso exhibit a Bukanegan, a traditional Ilokano literary verbal joust or poetic debate, named in honor of Bukaneg, the Ilokano equivalent of the Tagalog Balagtasan and the Kapampangan Crisotan.

Its performance by two or more poets is characterized by spontaneity, wit, humor, and a command of the Ilokano language, often performed during festivities or gatherings.

Other writers will display Tapat (accent second syllable), a traditional Ilokano courtship practice involving a formal, musical serenade, often described as a musical exchange of poems and songs between a suitor and his lady love, similar to the Tagalog harana.

Literally meaning “in front of” or “facing” the woman’s home, tapat serves as an intimate venue for a man to declare his affection and for both parties to engage in a poetic dialogue.

Then they will also present Dallot, a traditional form of improvised, versified, and impromptu long poem delivered in a chant, often featuring a musical exchange of wit between a man and a woman, particularly during courtship and wedding rituals.

Scholars and linguists call this a cornerstone of Ilokano oral tradition that blends poetry, song, and dance, originating from pre-Hispanic times.

The Dallot is considered a “golden treasure” inherited from ancestors, representing the deep-seated Ilocano values of family, community, and respect for elders.

REPORTS this week by a leading US climate observatory for the Artic, the geopolitically crucial region, have suggested Arctic sea ice reached its lowest level ever recorded, statistically tying last year’s record.

The sea ice, crucial for the global climate, is formed by seawater that freezes through the winter and partially melts through the summer although the amount of reformation each winter is in decline, as rising temperatures due to climate change disproportionately affect the Arctic.

This development, according to meteorologists, signifies accelerated global warming, acting as a warning signal for the Philippines, an archipelago of 7,641 islands, of accelerated sea-level rise and more extreme weather, including stronger typhoons.

This symbolizes a destabilized global climate where the Arctic “refrigerator” fails, enhancing warming that causes warmer ocean temperatures.

Unlike land-based ice – like glaciers or ice sheets -- melting sea ice does not directly raise sea levels. But it causes wide-ranging climate impacts that threaten ecosystems. Many species, including polar bears in the Arctic and emperor penguins in Antarctica, rely on sea ice to breed and feed.

With reduced ice, this means more water in the ocean, contributing to global sea-level rise, threatening lowlying coastal areas in the Philippines, which averages 20 typhoons annually

and causing billions of damage in agricultural produce and infrastructure networks, not the least human casualties. The warming Arctic, according to atmospheric scientists, alters environmental patterns, like jet stream, leading to stronger typhoons and increased disruption to the Philippine climate and agricultural seasons.

Life after Trump: Republicans eye Vance, Rubio for leadership

GRAPEVINE – For a decade, President Donald Trump has been the gravitational force of the American right, but at this year’s Conservative Political Action Conference a pressing question is animating conversations in the hallways: who comes next?

At what is billed as the world’s largest conservative meeting, there is no clear consensus -- but an early contest is taking shape.

For the first time in years, the 79-year-old second-term president is skipping the conference -- typically held in Washington, but this year staged in the Dallas suburbs -- allowing other Republican stars to step out of his shadow.

Across conversations with attendees, Vice President JD Vance and Secretary of State Marco Rubio stood out as the main contenders to lead a post-Trump Republican Party, with support split in a race that remains wide open.

Polling suggests Vance holds a comfortable national lead among Republican voters.

But on the ground in Texas, the divide appeared more even -- with roughly half backing Vance and a significant share favoring Rubio or considering him at least as capable.

“I have the utmost confidence in both JD Vance and Marco Rubio to lead the country,” said Suzy Phillips, 68, a retired nurse from Dallas.

“They would be my top two.”

Two-horse race

For many, the choice reflects a balance between continuity and experience.

Vance’s appeal lies in his alignment with Trump’s movement and personal story — growing up in poverty in an Appalachian community beset by opioid addiction.

Many Transportation Security Administration (TSA) staff at the nation’s airports have gone weeks without full pay.

“I am going to sign an Order instructing the Secretary of Homeland Security, Markwayne Mullin, to immediately pay our TSA Agents in order to address this Emergency Situation, and to quickly stop the Democrat Chaos at the Airports,” Trump said on his Truth Social platform.

“It is not an easy thing to do, but I am going to do it!” Trump added.

Finland’s top court fines ex-minister

HELSINKI – Finland’s Supreme Court on Thursday convicted former interior minister and MP Paivi Rasanen for hate speech and fined her over her comments on LGBTQ people.

The ruling, which overturns the decisions of two lower courts, drew a strong reaction from US President Donald Trump’s administration.

Rasanen, a member of the Christian Democrats, wrote a pamphlet in 2004 in which she said same-sex relationships “challenge the Christian idea of humanity”. In the text running to more than 20 pages, Rasanen called same-sex attraction a “psychosexual developmental disorder” and an “abnormality”.

She said: “if homosexuality is a developmental disorder, practicing it should not be encouraged.”

WASHINGTON, DC – US paper currency will soon bear Donald Trump’s signature, the Treasury Department announced Thursday, in a move that would be a first for a sitting American president and coincide with the country’s 250th anniversary.

Historically, the signatures on dollar bills belong to those of the Treasurer of the United States and the secretary of the Treasury. But the upcoming new bills will feature those of Trump and current Treasury Secretary Scott Bessent.

“Under President Trump’s leadership, we are on a path toward unprecedented economic growth, lasting dollar dominance, and fiscal strength and stability,” Bessent said in a statement announcing the decision.

“There is no more powerful way to recognize the historic achievements of our great country and President Donald J. Trump than US dollar bills bearing his name, and it is only appropriate that this historic currency be issued at the Semiquincentennial,” he added. AFP

Cyclone triggers outages at Australian LNG plants

SYDNEY – Some of the world’s largest LNG plants were forced shut on Friday by a cyclone off western Australia, squeezing fuel supplies already stretched thin by war in the Middle East.

Energy giant Chevron said it suffered outages at its Gorgon and Wheatstone gas plants, which collectively supply more than five percent of the world’s liquefied natural gas.

Fuel company Woodside said its Karratha plant, which processes fuel from one of the world’s biggest offshore gas operations, had also fallen offline.

BEIRUT– Lebanese media reported an Israeli strike hit Beirut’s southern suburbs early Friday, as AFP correspondents heard several explosions from the Hezbollah stronghold that Israel has repeatedly struck since war erupted this month.

Lebanon’s official National News Agency reported that “enemy aircraft” carried out a raid on Tahouitet al-Ghadir in the southern suburbs at dawn. Israel has previously issued sweeping evacuation warnings for the area, but provided no specific warning in advance of Friday’s strike.

The usually densely populated area has largely emptied of residents since the hostilities erupted, and it was unclear whether there were any casualties.

Ang renews offer to sell Petron back to gov’t

and chief executive Ramon Ang renewed an offer on Friday to sell Petron Corp. back to the Philippine government as lawmakers call for the state to reclaim the nation’s sole oil refinery amid a national energy emergency.

The offer, originally presented to Congress in 2021, remains on the table to help the government manage volatile fuel prices and supply stability, he said.

“I first made this offer to Congress in 2021, and it remains open. If the government believes that Petron under it ownership will better serve the Filipino people especially in times like these, we are ready to sit down and make it happen,” Ang said.

Ang suggested the acquisition could be structured in tranches based on fair market valuation. This approach would allow the government to avoid a lump-sum payment during a period of fiscal constraint, he said.

The San Miguel Corp. chief executive said the company has prioritized national energy security over immediate financial gains, noting that Petron Corp. recorded a loss of over P11 billion in 2020.

“We invested $2 billion to upgrade the Bataan refinery and kept it running even when it would have been easier to just import finished fuel, the way other oil companies chose to do. We did that because the country needs its own refining capacity. That has always been our reason,” Ang said.

The Petron Bataan refinery processes 180,000 barrels per day and provides about 33 percent of the national fuel demand.

The total export value in the first two months of the year reached $14.47 billion, up 8.3 percent from the same period in 2025. According to the Philippine Statistics Authority, this represents the highest year-todate export level since 1991. The country incurred a trade deficit of $3.68 billion in February, as imports surged 12.6 percent to $11.01 billion.

Electronics remained the primary driver of the country’s trade performance, accounting for 57.7 percent of total exports. The sector grew by $718.92 million to $4.23 billion in February. Gokongwei group moves to take retail unit private

THE Gokongwei group is moving to take its retail holding company, Robinsons Retail Holdings Inc. (RRHI), private through a tender offer that could lead to its voluntary delisting from the Philippine Stock Exchange.

RRHI said in a disclosure to the stock exchange Friday that its major shareholder, JE Holdings Inc., announced its intention to launch a tender offer for all outstanding shares not currently owned by the proponents at P48.30 per share.

The P48.30- offer price represents a 32.23 percent premium over the oneyear volume-weighted average price (VWAP) as of March 26, 2026, of P36.5285.

However, it is 16.7 percent lower than RRHI’s initial public offering price of P58 when it was listed on the local bourse in November 2013.

“The proposed tender offer and voluntary delisting provide RRHI shareholders with a meaningful exit opportunity,” RRHI president Stanley Co said.

“While management remains confident in RRHI’s long-term prospects, the company’s share price has not fully reflected its intrinsic value. Given current market conditions and macroeconomic uncertainties, it may take time before valuations realign with fundamentals,” he added.

The planned transaction aims to consolidate JE Holdings’ ownership and meet the minimum 95 percent ownership threshold required under amended exchange rules for voluntary delisting.

The tender offer remains subject to several key conditions, including regulatory clearance from the Philippine Competition Commission, as well as securing sufficient shareholder participation to reach the required ownership level.

The delisting proposal will also need corporate approvals, including a two-thirds vote from RRHI’s board and approval from shareholders representing at least two-thirds of outstanding shares.

RRHI said its board would evaluate the feasibility and potential advantages of the voluntary delisting during a special meeting scheduled for later that day.

Peso hits new record low of 60.55 against US dollar

THE Philippine peso slumped to a new record low against the US dollar on Friday as escalating tensions in the Middle East fueled concerns over rising oil prices and drove investors toward the greenback.

The local currency finished at 60.55 per dollar, weakening 32 centavos from its 60.23 finish on Thursday, according to data from the Bankers Association of the Philippines. The peso opened at 60.33 before hitting an intraday low of 60.57.

Reyes Tacandong & Co. senior adviser Jonathan Ravelas said the de-

preciation reflects markets pricing in energy-related risks.

“The peso weakened to P60.55 as markets begin to price in oil-related risks, reinforcing near-term dollar demand. Trading remains constraintdriven, with flows reflecting caution rather than panic,” Ravelas said.

The analyst said the currency is ex-

pected to trade between 60.25 and 60.75 against the greenback as long as uncertainty surrounding energy persists.

The volatility in the currency market spilled over into equities, with the benchmark Philippine Stock Exchange index slipping 11.37 points, or 0.19 percent, to close at 5,972.83. The broader all-shares index was nearly flat at 3,335.86.

Home price growth eased in Q4

Vivant’s 2025 income rose 15% to P2.7b

VIVANT Corp. on Friday reported a 2025 consolidated core net income of P2.7 billion, up 21 percent from the previous year on strong performance of its energy business.

Accounting for non-core items including a share purchase gain and losses from a subsidiary’s unplanned downtime, the net income attributable to equity holders of the parent company also reached P2.7 billion, representing a 15-percent improvement over 2024.

The company’s consolidated revenues rose 2 percent to P12.4 billion, fueled by power sales and finance income from new water concession assets. While overall energy volumes sold declined 11 percent, earnings were sustained by reserve market profits which more than doubled to P2.5 billion.

“Vivant Corp. recorded a doubledigit expansion in earnings in 2025 with our CCNI reaching P2.7 billion, 21 percent higher than the prior year. This was driven by the strong performance of Vivant Energy’s portfolio of generation assets, particularly our oil plants, and the steady contribution of our electricity distribution business,” Vivant chief executive Arlo Sarmiento said.

Vivant Energy contributed P3.4 billion to the total net income. Power generation accounted for 73 percent of energy profits at P2.5 billion, while the distribution utility business added P1.1 billion. However, the retail energy segment saw a P160-million loss because of higher power costs during the year.

The company expanded its renewable footprint in September 2025 by acquiring a 40-percent stake in SSREC, which operates a 49.2-MW solar facility in Bataan. The acquisition increased the total attributable capacity of Vivant to 471 MW.

“Meanwhile, Vivant Water is slowly pivoting from an investmentheavy phase to a revenue-generating one, as it starts to recognize the value of our concessions,” Sarmiento said.

RESIDENTIAL property prices in the Philippines grew 1.6 percent in the fourth quarter of 2025, easing from the 1.9-percent increase recorded in the previous quarter, data released Friday by the Bangko Sentral ng Pilipinas (BSP) showed.

The BSP said the latest figure marked the slowest pace of housing price growth since the first quarter of 2019.

It said the growth was supported by the steady price appreciation in the National Capital Region (NCR), where residential property prices con-

tinued to similarly increase by 2.3 percent in the last quarter of the year. Price increases, however, moderated from 1.6 percent in the previous quarter to 1.0 percent in areas outside NCR. The BSP said this was the weakest growth recorded for areas beyond NCR.

By property type, the BSP reported mixed trends across house prices and condominium prices.

House prices, which include single-attached or detached units, apartments, townhouses and duplexes, slightly increased by 0.1 percent in the fourth quarter. This marked a sharp slowdown from the 1.9-percent increase in the previous quarter and the smallest gain since early 2019.

Meanwhile, condominium prices largely appreciated by 3.5 percent compared to the 1.4-percent increase in the third quarter.

“In [the fourth quarter of 2025], the median price for all housing types in the Philippines stood at P3,440,423.

This was slightly lower than the median price of condominium units at P3,455,020, but higher than that of houses at P3,329,154,” the BSP said in its Residential Property Price Index (RPPI) report.

By location, NCR houses posted the highest median price among all housing types at P8,507,150, while those in other areas outside the capital recorded the lowest median price at P2,337,000.

The BSP uses the RPPI as one of the key indicators to assess the country’s real estate and credit market conditions by tracking changes in residential property prices based on actual housing loan data from banks.

OXFORD Economics expects the Bangko Sentral ng Pilipinas (BSP) to raise interest rates in April as price pressures broaden, despite the bank recently maintaining its benchmark rate to support a fragile economic recovery.

The BSP held its policy rate steady at 4.25 percent during an unscheduled meeting on March 26. The decision reflected concerns regarding weak economic growth even as inflation risks remain largely driven by supply-side issues.

Oxford Economics assistant economist Jun Hao Ng said in a report that while the risk of a more dovish stance has increased, the BSP’s policy calculus will likely shift in favor of a hike at the next meeting on April 23.

“While risks towards a more dovish stance have clearly increased, we think price pressures will broaden from hereon and shift the central bank’s policy calculus in the next meeting [April 23] in favor of a hike,” Ng said.

“Any shift in the policy stance would likely depend on the emergence of second-round effects. We think this will be more pronounced than the BSP currently expects and therefore maintain our expectation of a 25 bps rate hike in April,” Ng said.

Data center firms eye APECO as digital hub

LOCAL and foreign data center firms are eyeing investments in Aurora province, with at least two to three investors in talks with the Aurora Pacific Economic Zone and Freeport Authority (APECO).

APECO president and chief executive Gil Taway IV said the ecozone has drawn attention from companies including those based in the United States following early announcements of its digital infrastructure plans.

“We are currently in talks with some data centers. We’re not yet certain if these will be commercial operators or hyperscalers. When we first shared developments in Meta, the level of interest was overwhelming,” Taway said,

noting that inquiries surged after initial engagements with InfiniVAN Inc.

The heightened interest comes as APECO and InfiniVAN formalized a partnership to strengthen digital connectivity in Aurora and position the ecozone as a potential data center hub.

Farmers allowed to use portable fuel containers

AGRICULTURE Secretary Francisco Tiu Laurel Jr. assured farmers and fisherfolk they may continue purchasing petroleum products using portable containers following an update to distribution guidelines.

He said the Department of Energy allowed the use of fuel-grade containers such as jerry cans and drums, provided they comply with safeguards against hoarding and ensure fair fuel distribution during a national energy emergency.

“Our farmers and fisherfolk could rest assured that they will continue to have access to the fuel they need for their productive activities,” Tiu Laurel said.

Tiu Laurel said only farmers operating agricultural machinery like tractors and irrigation pumps, as well as fishing vessels and marine equipment, are allowed to purchase using the portable containers.

The Department of Energy said buyers should present proof of operational need, including business permits, certifications or purchase orders, to validate fuel requirements.

Monitoring teams composed of local government units and police have been deployed to gasoline stations to enforce anti-hoarding rules and fuel management policies.

DOMESTIC abuse continues daily in Philippine households, alongside wife battery, maltreatment, and rape, while children face online sexual abuse and exploitation, violent discipline, incest, bullying, neglect, psychological abuse, and economic exploitation.

Data from the Emergency 911 National Office from January 2025 to February 2026 shows domestic trouble as the most reported case, with 2,533 calls involving physical, sexual, psychological, or economic abuse. Wife battery, maltreatment, and rape cases followed at 214,209 and 106 incidents, while 173 calls involved child abuse.

Other cases included sexual harassment (80), acts of lasciviousness (60), prostitution (8), human trafficking (5), abandoned children (3), and abortion (1). Most VAWC calls came from Calabarzon, Metro Manila, Central Luzon, and Cebu Province, followed by Dumaguete and Bacolod.

SAN FRANCISCO —OpenAI said Tuesday that it would shut down its artificial intelligence video generation app Sora barely six months after its launch, as the company shifts toward business tools ahead of a potential stock market debut.

Citing a source close to the matter, the report said the ultimate goal had been access to Sora for the Disney+ streaming service.

“We respect OpenAI’s decision to exit the video generation business and to shift its priorities elsewhere,” a Disney spokesman told The Reporter.

Holy Week travel rush reminders for stress-free flights

WITH the Holy Week rush approaching, an airline has issued a set of reminders to help passengers manage heavier traffic and tighter airport schedules during one of the year’s busiest travel periods.

Cebu Pacific said travelers should first confirm their flight details, including terminal assignments and flight numbers, before heading to the airport. Flights beginning with 5J operate on jet aircraft and use Ninoy Aquino International Airport Terminal 3 for Manila routes, while DG and T6 flights use turboprop aircraft. Starting March 29, all DG and T6 flights from NAIA Terminal 2 will shift to Clark International Airport.

Passengers are urged to allow extra travel time to the airport due to expected road congestion. The airline recommends arriving at least three hours before domestic flights and four hours before international departures. Check-in counters close 45 minutes before domestic flights and one hour before international flights, while boarding begins 45 minutes before departure.

To avoid long queues, travelers are encouraged to check in online through the airline’s mobile app or website. Online check-in is available up to one hour before domestic flights and two hours before international departures. Those without check-in baggage may proceed directly to the boarding gate.

For international trips, passengers are advised to complete their eTravel forms within 72 hours before departure or arrival and keep the generated QR code ready for immigration and customs checks. A separate form is required for both departure and return flights.

The airline also reiterated its baggage policy, allowing one carry-on bag and one personal item with a combined weight of up to seven kilograms. Additional baggage can be purchased online ahead of time at lower rates compared with airport charges.

Passengers are reminded to keep personal electronic devices, including laptops and tablets, in their carry-on bags. Power banks up to 100Wh are allowed, while those between 100Wh and 160Wh require approval at check-in. Use and charging of power banks during the flight are not permitted.

For selected domestic routes, travelers must self-tag their luggage at airport kiosks before proceeding to bag drop counters. Self-service bag drop facilities are available at NAIA Terminal 3 and Clark International Airport.

Passengers are also advised to update their contact details through the airline’s booking portal to receive flight notifications and other updates during the holiday period.
