THE Ombudsman announced yesterday it has filed an urgent motion requesting immediate warrants for arrest and hold-departure orders against former Senator Ramon “Bong” Revilla Jr. and six Department of Public Works and Highways (DPWH) Bulacan 1st District Engineering Office officials who are facing malversation and graft charges over their alleged involvement in a P92.8-million ghost flood control project in Pandi, Bulacan. In a briefing, Assistant Ombudsman Mico Clavano said that the respondents claimed the project was completed even though no actual construction occurred. “The information alleged that the respondents conspired to facilitate the release of approximately P76 million for the supposed construction of a flood control project in Puroc V, Barangay Bonsuran, Pandi, Bulacan, a project which, based on official inspection and witness accounts, was never implemented,” he said. HE Independent Commission for Infrastructure is nearing the completion of its mandate, President Ferdinand Marcos Jr. said Friday, noting that its future would depend on how much work remains to be done. “It depends on how much work they still have left. If they finish their work, we will see what they can do next. But they are really coming toward the end,” Mr. Marcos said in a media interview on the sidelines of an event in Mandaluyong City. He said the ICI has already investigated most of the alleged anomalous flood control projects, with only a few remaining issues yet to be resolved. “Everything that needed to be investigated has already been investigated. Maybe there are one or two loose ends that they still have to clear up,” the President said. Asked about the possible appointment of new commissioners following

THE Philippine National Police (PNP) has warned friends and business associates of Charlie “Atong” Ang against harbouring him as the manhunt was being expanded to cover backdoor exits to prevent him from fleeing the country. Meanwhile, Ang’s legal counsel said he advised his client not to surrender to authorities while legal remedies remain available, arguing that Ang should not be treated as a criminal without a trial or a finding of guilt Acting PNP chief Lt. Gen. Jose Melencio C. Nartatez, Jr. said the same warning was issued against any perso as authorities expect Ang to utilize all his connections and resources to evade arrest. “We expect him to use his huge reserve of resources to avoid being caught. But I advise him to use that instead to defend himself in court rather than play hide and seek with us because he will be arrested eventually,” said Nartatez. Aside from monitoring the backdoor exits, the PNP is initiating moves to expand the manhunt with the help of the International Criminal Police Organization (Interpol) in case he is able to escape. In an interview with DZMM Teleradyo, lawyer Gabriel Villareal said surrendering would be premature,
FORMER Public Works secretary Manuel Bonoan is still in the United States but promised to return to Manila on February 15 to face allegations of his involvement in the flood control project controversy, Philippine Ambassador to Washington Jose Manuel Romualdez said Friday. "We know where he is. He's not hiding. He's in California now and he asked for permission if he can stay for another month because his wife has eye problems," Romualdez told radio dzBB. "He's asking for until after February. He'll be back there on the 15th," he added. Amid heightened scrutiny over the alleged actors in the multibillion-peso flood control scandal, Bonoan left for the US via Taiwan on November 11. The ex-Public Works chief was
among the 12 personalities summoned by the Senate Blue Ribbon Committee, headed by Lacson, to testify in a hearing on January 19. The committee threatened to issue a warrant of arrest against Bonoan if he fails to appear. Citing information from sources, Lacson said Bonoan's actions were allegedly intended to mislead the President. But Lacson said Friday said that the subpoena issued against Bonoan will be taken back if his appeal to extend his stay in the United States for another month is validated. The Blue Ribbon chair said that he will coordinate with the Department of Justice (DOJ) on the matter. According to the Bureau of Immigration, Bonoan's declared return date was December 17. Next page

the resignation of Rossana Fajardo and former public works chief Rogelio Singson, Mr. Marcos said no decision has been made, adding this would again depend on the amount of work the ICI still needs to do. “That’s something we haven’t really decided on yet. Again, it all depends on the work that the ICI still has in front of them,” he said. Once the ICI completes its work and all relevant information has been turned over to the Department of Justice and the Office of the Ombudsman, the focus of the investigation will shift to the two agencies, the President said. “If they (ICI) are still needed, then we will continue. they determine what's the good legal recourse that we have,” Energy Secretary Sharon Garin said in an interview with Bilyonaryo News Channel’s "Agenda." Garin said the agency informed SPPPHI, led by Rep. Leandro Leviste, about the cancellations and the corresponding penalties but has not received a reply. She also questioned the continuing role of Leviste in SPPPHI and the listed SP New Energy Corp. while serving as a public official. She noted that while SPNEC— now majority-controlled by the MVP Group—has some “technicalities on the connection to the grid,” it remains a compliant company. “Now, that doesn't mean that the ownership structure is compliant with the law,” Garin said. “Because I think Solar Philippines still has shares in that company. And basically the beneficial owner of this company is one person. It's a public official that should have divested before.” The energy chief added that the DOE cannot intervene in the franchise of Solar Para Sa Bayan (SPSB) since it has not filed any application with the agency. “As far as we're concerned, there was nothing happening with that company,” Garin said. “What's the point of giving a franchise if you don't do anything about it? You might as well give it to others.” Leviste, in a separate interview with BNC, said he closed down SPSB about four years ago and divested his interest. He added that he is no longer involved in the day-to-day operations of SPPPHI. “I've also disclosed that I'm in the process of increasingly being dis-involved from all these matters even more,” Leviste said. the Ombudsman, then the investigation will move forward through the DOJ and the Ombudsman,” he said. Mr. Marcos created the ICI in September with the task of investigating alleged irregularities in flood control and related infrastructure projects over the past decade. The ICI, for its part, said it must reestablish a quorum to proceed with its official functions. “Executive Order No. 94, Section 1 provides that the Commission is composed of a chairperson and two members. As a collegial body, the ICI may take official action only with the approval of a majority of its members,” the ICI said in a statement. “Consequently, following the resignation of its two commissioners, the Commission is unable to resume its official operations until a quorum is restored.” ICI special adviser Rodolfo Azurin
Jr. earlier said the commission is currently unable to make any case referrals to the Office of the Ombudsman due to a lack of commissioners. "We will simply perform our duties so that when the new commissioners arrive, if any, the referrals will be prepared for submission," he said. To date, the fact-finding body has submitted eight referrals to the Office of the Ombudsman, not including joint referrals with the Department of Public Works and Highways (DPWH), which involve approximately 100 individuals. These referrals have since resulted in the Ombudsman filing three cases and the arrest of 16 individuals. For her part, House Deputy Minority Leader and Mamamayang Liberal party-list Rep. Leila De Lima said Mr. Marcos’ statement was already expected. “The only thing that is disappoint-
ing about this thought of the President is this – The work is still piled up but he thinks the ICI is 'really coming toward the end,’” she said. “The ICI is still in the flood control projects, they are not done there yet, and there are other anomalous infrastructure projects that should be investigated.” But Deputy Speaker Ronaldo Puno of Antipolo City said he believes the ICI has already fulfilled its mandate and that it is now best to allow the Office of the Ombudsman to do its job. Puno warned that allowing multiple bodies to investigate the same issue could muddy the waters and weaken public confidence in the outcome. “The problem with having two or three investigators – when you have parallel jurisdictions, or concurrent jurisdictions, the finding of one is not clear, or it is not the same as the other, and there will be more questions,” he said.
operating due to legal and financial issues, noting he lost money attempting to serve commercially unviable areas where local providers legally challenged his business. Garin countered that Leviste should have informed and sought approval from Congress before shutting down SPSB. “This franchise is supposed to energize our far-flung areas,” Garin said. “I would leave it to Congress to determine if there was any violation, whether it's the performance or the non-divestment.” Meanwhile, the House committee on legislative franchises will have to wait for a resolution to be filed before it can actually take up and review the franchise granted by Congress to Batangas Rep. Leandro Leviste's solar power business. Negros Occidental Rep. Jeffrey Ferrer, the panel's chair, said his panel is ready to tackle the matter but a resolution or a privilege speech has to be approved in plenary and refer to his committee first as part of legislative process. Ferrer said would like to look into the matter but "proper procedure has to be observed." He said he wants the matter to be investigated "so the people will know, the public will know what happened.... If there are violations, we will terminate the franchise," he said. House Deputy Minority Leader Antonio Tinio said the matter has to be investigated by Congress as part of its oversight function. Tinio said the issue is a "legitimate" concern as it involves the government's whole renewable energy program, including those who were granted franchises related to Leviste's solar power business. Leviste for his part welcomed the planned investigation and vowed to cooperate with his fellow legislators.

ment inspections. Ombudsman Jesus Crispin Remulla later confirmed that Bonoan gave the wrong project coordinates to President Ferdinand Marcos Jr., but Malacañang spokesperson Claire Castro said the Palace is still verifying these claims. Romualdez said he offered aid to Bonoan as a former government official. "We are prepared to help him if he needs assistance. Then he told me he's not hiding and will definitely return to the Philippines. He told me he was given an extension. That's my understanding," Romualdez said.
businessman Enrique Razon to secure support for former Speaker Martin Romualdez. Earlier, Puno strongly condemned the latest social media posts and public statements made by Barzaga, accusing Members of the NUP of having received bribes, describing the allegations as baseless, reckless, and malicious. Barzaga alleged, among others, that NUP Congressmen received bribes from businessman Razon, to support Romualdez during the 2025 elections. With Barzaga’s continued statements and actions, Puno said the NUP is now considering filing a new complaint that could ask for the congressman’s outright expulsion. “We might even file a new complaint because what happened here repeatedly seems to be ignoring the
decisions of the Ethics Committee, Congressman Barzaga is ignoring the decisions of Congress,” he said. Puno said the party intends to include Barzaga’s controversial demeaning post about the late Antipolo City Rep. Romeo Acop. “Oh yes, definitely [we will include]. Definitely,” Puno said. Puno said the party has yet to receive a response from the House Committee on Ethics on the fitness determination it earlier sought against Barzaga. “Nothing yet, because we don't have sessions yet. Maybe I expected maybe by the 26th [of January] that way, their answer might come out there,” Puno said. Puno accused Barzaga of acting in bad faith and repeatedly making accusations that, he said, have no basis. “And then he is in bad faith because

as motions challenging the case are still pending in court. Villareal stressed that under the Constitution, Ang is presumed innocent until proven guilty. He added that Ang is still in the Philippines even as he appealed for restraint from public officials, urging them to respect due process and the presumption of innocence while the case is pending in court. The statement came a day after the Department of the Interior and Local Government announced a P10-million reward for information leading to Ang’s arrest over his alleged involvement in the disappearance of dozens of cockfighting enthusiasts, or sabungeros. Interior Secretary Juanito Victor Remulla earlier said Ang was considered “armed and dangerous,” citing intelligence reports that he was allegedly traveling with at least 20 bodyguards, despite the cancellation of his firearm licenses by the PNP. Villareal also disputed the characterization, calling it baseless and reckless, and warned that such statements could prejudice the case and endanger lives. He said labeling Ang as “armed and dangerous” creates the impression that authorities are justifying the use of force. The lawyer said he has filed an omnibus motion before the Sta. Cruz Regional Trial Court seeking reconsideration of the warrants of arrest issued against Ang and 17 others, citing alleged procedural lapses in the preliminary investigation. Villareal claimed the warrants could be nullified because the Department of Justice records were allegedly incomplete, and did not include the counteraffidavits of Ang and the other accused, which he said showed a lack of evidence against his client. he follows and then he doesn't, then he comes up, inventing something. This is not the behavior of a true lawmaker. It's like it's just a game,” said Puno. Beyond possible sanctions within the House, Puno said the party is also preparing to take legal action outside Congress, particularly over statements he said constitute a personal affront to NUP members. “Hindi pareho ’yung gagawin doon. Kasi kahit i-file mo sa korte, hindi naman action ’yun ng Congress (It's not the same thing to do there. Because even if you file it in court, that is not an action of Congress),” he said. “So I think we will file both.” Puno stressed that suspension is no longer enough, noting that Barzaga’s actions have continued despite previous sanctions.

Revilla's co-accused include Assistant District Engineer Brice Hernandez, Engineer Jaypee Mendoza, Arjay Domasig, Engineer Emelita Juat, Juanito Mendoza, and Christina Pineda. In November, former public works undersecretary Roberto Bernardo alleged that he delivered P125 million to Revilla’s residence in 2024, along with another P250 million delivered by his staff prior to the 2025 elections, in exchange for facilitating or endorsing flood control projects. The criminal charges filed against Revilla are the second batch of flood control-related criminal cases filed by the Ombudsman prosecutors before the Sandiganbayan. on Audit Commissioner Mario Lipana to appear before its Blue Ribbon Committee on Monday as it moves forward with its inquiry into alleged flood control irregularities. Senate President Vicente Sotto III on Friday said also ordered to appear as resource persons in the investigation are former Public Works regional directors Gerald Opulencia and Gerald Pacanan, businessman Maynard Ngu, Co’s former associates Orly Guteza John Paul Estrada, Mark Teksay, Arjay Domasig, and Carleen Yap-Villa. Bonoan, however, is still in the United States but promised to return to Manila on February 15 to face the allegations, according to Philippine Ambassador to Washington Jose Manuel Romualdez on Friday. The Department of Justice meanwhile said it expects to recover up to P1.5 billion from individuals admitted into the Witness Protection Program (WPP) over the alleged flood control anomalies. Justice Secretary Fredderick Vida said four individuals have so far returned a combined P316 million to the government -- DPWH undersecretary Roberto Bernardo, former DPWH Bulacan First District engineer Henry Alcantara, Opulencia as former DPWH National Capital Region director, and government contractor Sally Santos. The Senate also directed the Department of Public Works and Highways (DPWH) to turn over official records through a subpoena duces tecum – a legislative order that requires a person or institution to produce specific documents, records, or other tangible evidence for an investigation – addressed to Secretary Vince Dizon. Senate President Pro Tempore Panfilo Lacson explained they issued the order to Dizon “with the end view of consolidating all the files, including but not limited to what the late (DPWH) undersecretary (Ma. Catalina) Cabral left before she died, and which are confirmed to be in the possession of the Department and which the Blue Ribbon Committee needs to further enhance our inquiry and investigation.” Lacson, who chairs the panel, said the investigation will prioritize primary and authenticated documentation obtained directly from the DPWH. The senator had said Bonoan provided incorrect grid coordinates for thousands of flood control projects submitted to Malacañang and later uploaded to the Sumbong sa Pangulo platform. Ombudsman Crispin Remulla later confirmed this. The DPWH is now attempting to resolve the discrepancies by comparing records from its multi-year planning system, project management applications, and other intact databases. Lawmakers also plan to seek clarification on reports involving the alleged purchase of a Makati City property and claims that several witnesses, including those referred to as the “BGC Boys” may have withdrawn or intend to withdraw earlier testimonies. The DPWH has acknowledged discrepancies and is now reconciling data from its multi-year planning system, project management applications, and other intact databases. Meanwhile, the DOJ said Alcantara returned the largest amount to the government at P181 million, while Bernardo made a partial refund sourced from the sale of his property, with further payments expected before the end of January. Vida clarified that admission into the WPP shields witnesses from criminal liability only for cases directly covered by their testimonies, and does not grant blanket immunity, particularly in alleged “ghost projects” where funds were released for projects that were never implemented.

Binaliw death toll climbs to 28, eight still missing By Rex Espiritu and Maricel Cruz THE death toll from the collapsed Binaliw landfill in Cebu City rose to 28 on Friday, with eight individuals still missing. Cebu City councilor Dave Tumulak said search and rescue operations continued despite rains in the city caused by Tropical Storm Ada. “Our responders want to rescue all, so it will be done and they can already go home,” Tumulak said in Cebuano. Meanwhile, Cebu Archbishop Albert Uy recently visited the grieving families of the victims at the landfill. “I came here today because I want to share your grief; not because I can remove your pain—only God can do that—but because I hope that my presence, even in a small way, can lessen the weight you are carrying in your hearts,” Uy said. The Department of Social Welfare and Development’s (DSWD) Field Office (FO) 7 - Central Visayas has provided assistance to affected families and individuals. Read-to-Eat Food (RTEF) boxes were immediately provided to the victims while temporary tents were set up near the landfill to accommodate families seeking updates on their missing loved ones. “The DSWD is working closely with the LGU, ensuring that the affected families are provided with the needed intervention, especially as retrieval operations are still on-going,” DSWD Assistant Secretary Irene Dumlao said.

NEW partnership between Globe Telecom Inc. and Starlink would accelerate efforts to bring reliable internet access to far-flung and disaster-prone areas across the country, President Ferdinand Marcos Jr. said on Friday.
Speaking at the ceremonial signing of a memorandum of agreement at the Globe Tower in Bonifacio Global City, Mr. Marcos said the collaboration marked “a huge step forward toward a more progressive, connected, and equitable Philippines,” un-
derscoring the administration’s push for inclusive digitalization. “With the ceremonial signing of the Memorandum of Agreement between Globe and Starlink, we take a huge step forward toward a more progressive, connected, and equita-
ble Philippines,” he said. Under the partnership, Globe and Starlink will roll out Direct-to-Cell (D2C) satellite-powered mobile connectivity in the Philippines, making it the first country in Southeast Asia and the second in Asia to introduce the service, according to officials. The D2C service allows compatible smartphones to connect directly to Starlink’s low-Earth orbit satellites without the need for additional hardware or special applications, providing basic internet services such as messaging and data when terrestrial networks are unavailable.

DPWH to ramp up infra spending in Q1 to boost growth By Vito Barcelo THE Department of Public Works and Highways will increase infrastructure spending early this year to help support economic growth, Public Works Secretary Vince Dizon said. Dizon said the agency aims to spend between P200 billion and P250 billion in the first quarter as the administration targets infrastructure outlays equivalent to 4.3 percent of gross domestic product (GDP) this year.
Data from the Department of Budget and Management showed government infrastructure and capital outlays dropped to P65.9 billion in October, down 40.1 percent from the same month in 2024, reflecting weak spending toward the end of last year. “For the infrastructure spend, which is critical, clearly we had a very rough third and fourth quarter,” Dizon said. He said the focus of the department is not only to increase spending but to ensure that funds are
used properly and for priority projects. Dizon said actual spending will depend on how much revenue the government is able to collect. The slowdown in infrastructure spending has weighed on the economy, with growth slipping to 4 percent in the third quarter. The Department of Economy, Planning, and Development earlier said lower government spending has made it unlikely for the country to meet its full-year growth target of 5.5 percent to 6.5 percent.

IN BRIEF No delays in minimum wage hikes in Bicol, Davao regions THE National Wages and Productivity Commission (NWPC) on Friday said minimum wage hikes in the Bicol and Davao regions will be provided on schedule, dismissing claims of delays in the wage determination process as misleading. In a statement, the NWPC said the Regional Tripartite Wages and Productivity Boards (RTWPBs) in Regions 5 (Bicol) and 11 (Davao) are operating within the timelines set under the Omnibus Rules on Minimum Wage Determination, or NWPC Guidelines No. 03, Series of 2020. Under the rules, RTWPBs are authorized to initiate wage determination proceedings either motu proprio or upon petition within 60 days before the anniversary date of the prevailing wage order. The NWPC said this provision ensures orderly, timely, and evidence-based wage reviews. For Davao Region, the anniversary date of the last wage order is March 7, 2026. The 60-day period to commence the wage determination process began on January 6, 2026, placing the current activities well within the allowable time frame. Vito Barcelo

By Ram Superable BIG political parties and entrenched dynasties will continue to dominate politics unless the proposed Anti-Political Dynasty Law is passed, Senator Francis Pangilinan warned. To address the issue, Pangilinan is pushing Senate Bill No. 285, otherwise known as the Anti-Political Dynasty Act of 2025, to prevent families from holding multiple or successive elected positions. “Securing public office increasingly requires substantial personal wealth, effectively limiting viable candidates to those from established political and elite families. This trend has significantly strengthened over the past two decades,” the senator explained in the bill. Pangilinan, chair of the Senate Committee on Constitutional Amendments and Revision of Codes, said the 1987 Constitution mandates the state to prohibit political dynasties.
President Marcos said the technology could be particularly critical during typhoons and disasters, when cell towers are damaged and communications are disrupted. “When cell towers can fail and networks can go silent, this service can mean the difference between isolation and connection, between uncertainty and reassurance,” he said. PCG hits China’s ‘gutter’ words By Rex Espiritu
P
HILIPPINE Coast Guard (PCG) West Philippine Sea spokesman Commodore Jay Tarriela on Thursday criticized his counterpart in the Chinese Embassy in Manila for using what he described as “crude, gutter-level” language in social media posts.
In a statement, Tarriela said embassy deputy spokesperson Guo Wei has shifted to what he called a “far more aggressive, confrontational, and vocal” stance. “Mr. Guo Wei, I am beginning to think you are enjoying using the social
media platforms here in the Philippines because you do not have such freedom in your country, Tarriela said. The change, he said, shows a tacit approval from Beijing and reveals China’s “growing annoyance and evident fear
that the transparency efforts that the PCG leads are proving increasingly effective.” “What is clear is that the Philippine government’s steadfast transparency initiatives in the WPS have finally worn down the patience and composure of the Chinese Embassy —particularly since the arrival of its new Ambassador,” he said. In particular, Tarriela said China Embassy’s explicit mention of his name in “abrasive and revisionist” social media posts is a telling sign of the transparency efforts of the PCG against China’s “illegal, coercive, aggressive, and deceptive (ICAD) actions.” “Under the administration of President Ferdinand R. Marcos Jr., we remain stead-
fast in our commitment: not one square inch of our territory will be surrendered, and neither will our voice. Surrendering that voice would be far worse,” he said. Guo earlier called out Tarriela on Facebook for “fallacious remarks on China and the South China Sea” and for having “one, ten, or a hundred” social media “helpers.” The envoy has also alleged that Tarriela spreads ”twisted, manipulative, and provocative narratives” that push the Philippines into conflict with China. “Why is he able to act so recklessly without being held accountable? We hope the Philippine side will provide clarification and an explanation.” The embassy said on Friday.

THE Supreme Court (SC) on Friday announced its decision reversing a resolution of the Commission on Election that cancelled the Certificate of Candidacy (COC) of a city councilor bet in Kalinga province for a seat in the Sangguniang Panlungsod of Tabuk City in the 2025 midterm elections for allegedly misrepresenting his residential address. The High Tribunal ruled that the omission of a comma in Comafay’s residential address does not constitute material misrepresentation. It cited Section 78 of the Omnibus Election Code which provides that a petition to deny due course or cancel COC may be granted only upon clear proof that a candidate made a false material representation regarding qualifications such as residency, age, or citizenship. Puno welcomes special poll for Antipolo
By Maricel V. Cruz
HOUSE Deputy Speaker and Antipolo City 1st District Rep. Ronaldo Puno on Friday welcomed the Commission on Elections’ (Comelec) move to hold a special election to fill the vacant seat left by his late colleague, Rep. Romeo Acop, stressing that the initiative is a legal mandate of the poll body. “I saw the communications there. The election seems to be set for March 14. Filing of certificates of candidacy will be Feb. 5 and 6,” Puno, also chairman of the National Unity Party (NUP), said in a press conference. The House leader also disclosed that his party was preparing a major organizational reset in Cavite, including the dissolution of the Dasmariñas chapter of the NUP following the departure of its
chapter head, suspended Rep. Barzaga. “I will have a proposal to the membership that we dissolve the Dasmarinas chapter of the NUP because the chapter head was the congressman. With us, the chapter head is usually the congressman.” he said Puno said the leadership intends to move swiftly in Dasmariñas, with the chapter dissolution serving as a transition step before a new local organization is formed. “The congressman has already left the party. So, in essence, the leader is not there; we have not received any reports, they have not recommended anyone to replace him. So, we will first dissolve the NUP chapter in Dasmariñas” he added. “Maybe we will build a new chapter with different people there. So, if that goes through, by Monday all NUP members in Dasmariñas will be removed from the party.” Puno said.

Who is a fugitive from justice? “A FUGITIVE from justice is a person who attempts to evade law enforcement by fleeing the jurisdiction… [T] he [Supreme] Court defined a fugitive from justice as one who not only flees after conviction to avoid punishment, but also includes those who, after being charged, flee to avoid prosecution.” (Vallacar Transit, Inc. v. Yanson, G.R. 259337, Nov. 25, 2025 citing Marquez, Jr. v. Commission on Elections). “A person who has not submitted himself to the jurisdiction of the· court has no right to ·invoke the processes of that court. “Jurisdiction of the courts is, therefore, required to ensure that the court’s judgment would be enforceable… [which] will not be met if an accused… is a fugitive or outside the territorial jurisdiction of the Philippine court…” (Op cit.) It is necessary to distinguish custody of the law with jurisdiction over the person of the accused. “[A] person applying for admission to bail must be in the custody of the law or otherwise deprived of his liberty… [while a] person who has not submitted himself to the jurisdiction of the court has no right to invoke the processes of that court.” (Op cit. citing Padua v. People) In applying the case of Miranda v. Tuliao, the Supreme Court explained that, “in adjudication of other reliefs sought by accused, it requires neither jurisdiction over the person of the accused, nor custody of law over the body of the person.” “Thus, except in applications for bail, it is not necessary for the court to first acquire jurisdiction over the person of the accused to dismiss the case or grant other relief.” (Op cit. cited in Vallacar Transit, Inc. v. Yanson) Simply said, “once an accused participates in the case and asks for affirmative relief, [they are] deemed to have submitted… to the jurisdiction of the court. Even if the accused is not physically under the custody of the court, the court may proceed to adjudicate and grant or deny the reliefs sought.” (Op cit. citing Miranda and Tuliao) In Vallacar Transit, Inc. v. Yanson (Vallacar), accused, Ricardo, was not physically present in court, even for his arraignment. The court never acquired custody over him because he had left the Philippines and was only represented by counsel during the proceedings. Following the Miranda ruling, “Ricardo is deemed to have submitted himself to the jurisdiction of the courts by filing his Motion to Suspend Proceedings… and is allowed to participate in the criminal proceedings.” However, in Vallacar, the Supreme Court “finds it imperative to carve out an exception to the pronouncements in Miranda when the criminal case in-
volves fugitives from justice.” “Custody over their persons [fugitives], either by their arrest or voluntary surrender, must first be secured before a case against them may proceed.” Jurisdiction over them would not be acquired “simply by the filing of any pleading or by participating in the case through [their] lawyers.” (Op cit.) “The [Supreme] Court… acknowledges that Miranda has allowed those who have not been under the custody of the courts, such as Ricardo to seek affirmative relief in criminal cases while they willfully evade arrest.”
—“—
[T]he [Supreme] Court defined a fugitive from justice as one who not only flees after conviction to avoid punishment, but also includes those who, after being charged, flee to avoid prosecution This being said, Ricardo should not be “allowed to continue seeking affirmative relief before the courts despite his apparent flight from the Philippines…” (Op cit.) The Supreme Court laid down the procedure to be observed, before an individual is declared as a fugitive from justice, by the court where the Information is filed. “After finding probable cause, the court shall issue a warrant of arrest [which]… shall be implemented within 10 calendar days from its receipt by the executing officer.” (Op cit.) “If there is a failure to execute the warrant of arrest by reason that the accused is outside the Philippine jurisdiction, as stated in the executing officer’s return, the court may, either by motion or motu proprio, and after assessment of the circumstances of the case, declare the accused a fugitive from justice.” (Op cit.) “From then, such person loses their standing in court, can no longer participate in the proceedings, and cannot seek any judicial relief. They can only restore [their] standing before the court through voluntary surrender.” (Op cit.) The Supreme Court found it to be “high time to also apply [the fugitive disentitlement doctrine] to those who have committed a crime or are suspected of committing a crime, and fled outside the Philippines’ jurisdiction. “Adopting such mandate strengthens the justice system and due process rights, which both the accused and the State are equally entitled to.” (Op cit.)
Future generations as innovators By Armenio Manuel WE AGREE with experts that preparing today’s children to become the innovators and inventors of tomorrow begins with STEM education programs. Experts say summer camps, after school programs and makerspaces provide opportunities to take traditional learning and pivot it to prioritize the hands-on experience and real-world application necessary for developing an innovative mind. You may ask what a makerspace is. A makerspace is a collaborative work space inside a school, library or separate public/private facility for making, learning, exploring and sharing that uses high tech to no tech tools. These spaces are open to kids, adults, and entrepreneurs and have several maker equipment including 3D printers, laser cutters, cnc machines, soldering irons and even sewing machines.
But a makerspace does not need to include all of these machines or even any of them to be considered a makerspace.

STEM education creates critical thinkers, increases science literacy and enables the next generation of innovators If you have cardboard, legos and art supplies you’re in business. If you are interested in finding out more about laser cutters though, you could always take a look at someone like Boss Laser. They can provide different types of laser from home use to industrial ones. It might be worthwhile having a look at

Gaming magnate Ang now on the run
T
HE government, through the Department of Interior and Local Government, is offering a P10 million reward for information leading to the arrest of businessman and gaming magnate Charlie “Atong” Ang it declared as a fugitive from justice. Ang, previously imprisoned for two years until his release in 2009, is a prominent and controversial Filipino tycoon known for his deep involvement in the cockfighting industry, particularly online cockfighting. The fugitive declaration followed an arrest warrant for non-bailable charges of kidnapping with homicide and kidnapping with serious illegal detention issued by the Regional Trial Court Branch 26 in Sta. Cruz, Laguna. This makes the 68-year-old Ang the “Number 1 Most Wanted Person” in the country in connection with the missing cockfighting enthusiasts case. The arrest order came less than a month after the Department of Justice indicted Ang and 21 others on Dec. 19 on 10 counts of kidnapping with homicide and 16 counts of kidnapping with serious illegal detention
for the deaths of 10 cockfighting enthusiasts and the disappearance of 16 others.
—“—
If Ang has been monitored to be still in the country, what’s causing the delay in his arrest? In 2025, Ang was accused by a former security aide of perpetrating the disappearance of more than 100 cockfighting enthusiasts from 2021 to 2022, allegations Ang denied. What boggles the mind is why intelligence agents had not been assigned to monitor his frame, even after he pleaded guilty to a charge of indirect bribery in 2007 and served two
years in prison before being released in May 2009. The Department of Justice has classified Ang as a fugitive from justice because he failed to surrender after the charges were filed and the warrant was issued. The Supreme Court has defined a fugitive from justice as one who not only flees after conviction to avoid punishment, but also includes those who, after being charged, flee to avoid prosecution. Police authorities have also mobilized tracker teams and tried to serve the warrant at several of Ang’s known addresses, where he was not found. The PNP’s Criminal Investigation and Detection Group has also requested that Interpol issue a red notice to help police in his arrest although recent monitoring by them suggests Ang is still in the country. Some ask, if Ang has been monitored to be still in the country, what’s causing the delay in his arrest? Many will be watching how this crime will be solved, given Ang’s wealth and how the government, through the law enforcement arm and the judiciary, will move the wheel of justice for the families of those who disappeared from the ring.
Experts growing new skin for Swiss fire victims ÉPALINGES, Switzerland – The Cell Production Centre at Lausanne University Hospital is working flat out trying to grow new skin for badly-burned survivors of Switzerland’s New Year bar fire tragedy. The center, with its skin production facility, is the only one of its size in Europe. “There is a lot of emotion,” said Laurent Carrez, the pharmacist technical manager at the center in Epalinges, on the outskirts of Lausanne in western Switzerland. But he added: “For now, we’re focused on action.” “The priority is to help these patients as much as possible,” whether they are in hospitals in Switzerland or abroad, he told AFP. The Jan. 1 disaster at Le Constellation bar in the Swiss ski resort of CransMontana killed 40 people, mostly teenagers, and injured 116 others. At the weekend, 80 were still in hospitals and specialist burns units in Switzerland and abroad. Carrez said they have been working “seven days a week” since the tragedy. The center -- which the hospital says is the only one capable of producing such large amounts of skin tissue while complying with Swiss and European regulations -- works with healthy pieces of skin taken from the burn victims themselves, to avoid the risk of skin being rejected. “From 10 square centimeters of healthy skin, we are able to produce between one and three batches of 2,600 sq cm,” which “roughly represents the surface area of a back”, said Carrez. He pointed out that this tissue, created
through cell reproduction, does not have hair or sweat glands. The center has “a very important role” to play because “when 50 to 60 percent of the body surface area is burned, “we have to grow skin in laboratories because we cannot do it simply by using the remaining healthy skin”, explained Olivier Pantet, a severe burns specialist at the hospital. Tissue multiplication In a so-called cleanroom, pharmacy and medical analysis technicians, dressed in laboratory outfits, concentrate on refreshing the nutrient preparation in which the skin cells are bathed to boost multiplication.
“So far, we’ve received biopsies from the patients. We’ve collected and stored their cells,” said Carrez. “We are about to begin the second phase, which is the most critical: the multiplication of keratinocyte tissue -skin.” This phase should last around three weeks, during which the cells, placed in dishes, multiply naturally until they touch each other and then form layers by stacking on top of each other. “Then, at a certain point, they stop growing, and that’s when we know they’re ready. You can also see it in how the cells look” under a microscope, said Carrez.
“They have achieved their desired function” as tissue and “are ready to form the equivalent of skin”. Next comes coordinating with hospitals to “graft these skins”, which, once “mature”, must be applied within two days. Success rate The success of these skin grafts is not always guaranteed. “If 80 percent of the grafts take” to the patient, “we are very happy: it’s an excellent result”, said Pantet. Lausanne University Hospital is currently treating seven people burned in the Crans-Montana blaze. While waiting for these grafts, doctors can apply airtight dressings, skin from deceased donors or fish skin to the burned areas. Prosecutors believe the Constellation inferno started when champagne bottles with sparklers attached were raised too close to sound insulation foam on the ceiling in the bar’s basement section. Pantet said many of the survivors have burns that cover a large surface area but also go deep into the skin. To treat these severely burned patients, the Lausanne hospital takes great care to ensure they are hydrated and their temperature is controlled, given their damaged skin. They are treated in high-humidity rooms kept at high temperatures of around 30C. Once the skin grafts have been carried out, doctors must also monitor the positioning of joints during the healing process, including using splints, before the long rehabilitation process begins, said Pantet. if you want to make your own makerspace at home as well. It is more of the maker mindset of creating something out of nothing and exploring your own interests that’s at the core of a makerspace. According to pundits and resource persons, these spaces are also helping to prepare those who need the critical 21st century skills in science, technology, engineering and math (STEM). They provide hands on learning, help with critical thinking skills and even boost self-confidence. Some of the skills that are learned in a makerspace pertain to electronics, 3d printing, 3D modeling, coding, robotics and even woodworking. Makerspaces are also fostering entrepreneurship and are being used as incubators and accelerators for business startups
Do we get any benefits from STEM education? But of course. STEM education creates critical thinkers, increases science literacy and enables the next generation of innovators. Innovation leads to new products and processes that sustain our economy. This innovation and science literacy depends on a solid knowledge base in the STEM areas. Research has shown that STEM education is effective in improving students’ learning outcomes, such as academic learning achievement, student motivation, attitude, problem-solving skills. Is it that important? STEM is important because it teaches critical thinking skills and instills a passion for innovation. Beyond the benefit of learning science, technology, engineering, and
math, STEM assists in the problemsolving and exploratory learning that fuel success across a variety of tasks and disciplines STEM-based education teaches children more than science and mathematics concepts. The focus on hands-on learning with real-world applications helps develop a variety of skill sets, including creativity and 21st-century skills. How is STEM used in everyday life? STEM can help teach important life skills, especially budgeting and handling money. You can integrate mathematical skills into everyday life in a useful way. If you have younger children, look at your shopping list together. Trump raises Insurrection Act threat M
INNEAPOLIS – US President Donald Trump on Thursday (Friday, Manila time) threatened to invoke an emergency law that allows domestic deployment of the military, as protests roiled Minnesota after two incidents of federal agents firing their weapons, injuring a man Wednesday and killing a woman last week.
VIOLENCE DENOUNCED. An upside down US flag is waved by a protester during a demonstration against ICE outside the Bishop Whipple Federal Building in Minneapolis, Minnesota, on Friday, Manila time. Hundreds more federal agents were heading to Minneapolis, the US homeland security chief said on Jan. 11, brushing aside demands by the Midwestern city’s Democratic leaders to leave after an immigration officer fatally shot a woman protester. In multiple TV interviews, US Homeland Secretary Kristi Noem defended the actions of the officer who shot and killed 37-year-old Renee Nicole Good, whose death has sparked renewed protests nationwide against President Donald Trump’s immigration crackdown. Australia warns of fires, floods after cars swept SYDNEY – Australia’s emergency services warned people Friday to stay prepared for sudden downpours and dangerous bushfires in the country’s east after a flash flood swept cars into the sea. Heavy rains on Thursday sent a deluge of water flowing through some parts of the eastern state of Victoria, which is still battling 10 major bushfires. Photo and video images in local media showed one car rolling around in muddy waters as it was carried along the Wye River southwest of Melbourne. Two cars were still partially submerged under the ocean waves on Friday, a few steps from the sandy coastline. A local record of 186 millimetres (more than seven inches) fell in the 24 hours to Friday morning in one spot, the state meteorology service said. Most of that water fell on Thursday. “We’ve seen severe-to-extreme heat wave, catastrophic bushfires and now extreme flash flooding in the southwest of the state,” Emergency Management Commissioner Tim Wiebusch told reporters. “It really is a timely reminder that communities need to be prepared for all types of emergencies.” The flash flood cut off the state’s Great Ocean Road and forced up to 300 people to flee, officials said. Many of them were reportedly holidaying at caravan camps. One child was injured and airlifted to hospital. “It was raining, we were all in the tent playing cards with the gang, then we heard shouting,” camper Matthew Stanhope told The Age newspaper, saying he and his friends ran to a nearby hill. “It was lightning fast and quiet too. There’s no noise, just all of a sudden the water is up.” Flood risks have since eased in the state. Victoria declared a state of disaster on January 10 after days of battling bushfires that have razed homes and killed one person north of Melbourne. Emergency services said the fires have so far destroyed 289 homes and damaged another 18, as well as hundreds of outbuildings. AFP
Protesters denounced the violence of Trump’s broad-reaching immigration raids in rallies in the frigid northern city, which is a Democratic stronghold. On his social media platform Trump repeated his threat to invoke the Insurrection Act, a 19th-century law for quelling insurrection that has not been used in more than 30 years. “If the corrupt politicians of Minnesota don’t obey the law and stop the professional agitators and insurrectionists from attacking the Patriots of ICE, who are only trying to do their job, I will institute the INSURRECTION ACT,” Trump posted on social media Thursday. Trump has reacted angrily to protests and court decisions blocking his drive to deploy the National Guard as he presses an anti-immigration agenda that has drawn accusations of authoritarian overreach and periodic mass rallies with the mantra “No Kings.” Democratic Minnesota Governor Tim
Walz accused federal agents of waging “a campaign of organized brutality against the people of Minnesota,” in a video posted to X Wednesday night, noting a broad array of violent incidents, including “breaking windows, dragging pregnant women down the street,” and the January 7 killing of 37-year-old Renee Good. “We must protest loudly, urgently, but also peacefully,” Walz said, calling on Trump and Homeland Security Secretary Kristi Noem to “end this occupation, you’ve done enough.” Walz called on Minnesotans to record every interaction with ICE for future prosecution. When Noem addressed reporters outside the White House Thursday, she declined to say if she thinks Trump should invoke the Insurrection Act, and didn’t know if he would. “It’s his constitutional right, and it’s up to him if he wants to utilize it to do it,” Noem said. South Korean ex-leader jailed for 5 years
IN BRIEF
SEOUL – A South Korean judge sentenced former President Yoon Suk Yeol on Friday to five years in prison for obstructing justice and other crimes linked to his disastrous martial law declaration and in its chaotic aftermath. It is the first in a series of verdicts for the disgraced ex-leader, whose brief suspension of civilian rule in South Korea on Dec. 3, 2024 prompted massive protests and a showdown in parliament. Now ousted from power, he faces multiple trials for actions taken during that debacle and in the turmoil that followed. On Friday Judge Baek Dae-hyun at Seoul’s Central District Court said he found Yoon guilty of obstruction of justice
US says reached deal with Taiwan on tariffs
by blocking investigators from detaining him. Yoon was also found guilty of excluding cabinet members from a martial law planning meeting. “Despite having a duty, above all others, to uphold the Constitution and observe the rule of law as president, the defendant instead displayed an attitude that disregarded the... Constitution,” Baek said. “The defendant’s culpability is extremely grave,” he said. But Yoon was not guilty of forging official documents due to lack of evidence, the judge said. Yoon has seven days to appeal, he added. It comes days after prosecutors in a sep-
arate case demanded Yoon be sentenced to death for his role as the “ringleader of an insurrection” in orchestrating the imposition of martial law. They argued Yoon deserved the severest possible punishment as he had shown “no remorse” for actions that threatened “constitutional order and democracy”. If he is found guilty it is highly unlikely the sentence will actually be carried out, as South Korea has had an unofficial moratorium on executions since 1997. Yoon was seen smiling in court as the prosecutors demanded the punishment. And the former leader and top prosecutor has remained defiant, saying his martial law declaration was a lawful exercise of his presidential authority. AFP
Bolsonaro sent to prison with bigger cell BRASILIA – Brazil’s former president Jair Bolsonaro was on Thursday (Friday, Manila time) transferred to prison, where he will serve his sentence for orchestrating a failed coup in “more favorable” conditions, according to a court order. The 70-year-old former leader was sentenced to 27 years in prison last year for his attempts to cling to power following his narrow 2022 re-election loss to Luiz Inacio Lula da Silva. Bolsonaro’s family has repeatedly complained on podcasts and social media about the conditions in which he was previously being held in a room at police headquarters, including excessive noise from an air conditioner, inadequate space and the food. Supreme Court judge Alexandre de Moraes criticized a bid to “delegitimize the regular and legal fulfillment of the prison sentence.” He elaborated for several pages in his ruling on the dire conditions facing inmates in Brazil’s overcrowded prisons, highlighting the already “exclusive conditions” under which Bolsonaro is serving his sentence. He criticized the complaints as apparent demands for Bolsonaro’s jail time to be converted to “a hotel stay or a holiday resort.” AFP

INSURGENTS’ MARCH. ‘People attend a march against imperialism and the intervention of the government of US President Donald Trumps in Venezuela, in Cali, Colombia on Friday, Manila time. WASHINGTON, DC – The United States said Thursday(Friday, Manila time) it has signed a deal with Taiwan to reduce tariffs on goods from the democratic island, while increasing Taiwanese semiconductor and tech companies’ investments in America. The agreement, the US Commerce Department said, “will drive a massive reshoring of America’s semiconductor sector.” Under the deal, Washington will lower tariffs on Taiwanese goods to 15 percent, down from a 20 percent “reciprocal” rate meant to address US trade deficits and practices it deems unfair. Sector-specific tariffs on Taiwanese auto parts, timber, lumber and wood products will also be capped at 15 percent, while generic pharmaceuticals and certain natural resources will face no “reciprocal” duties, the Commerce Department added. Meanwhile, Taiwanese chip and tech businesses are set to make “new, direct investments totaling at least $250 billion” in the United States to build and expand capacity in areas like advanced semiconductors and artificial intelligence. AFP
BOGOT – The commander of Colombia’s largest guerrilla group on Thursday (Friday, Manila time) backed calls for warring leftist militias to unite to repel any US military operations in the country. “If it’s to defend the homeland against foreign aggression, we’ll join the fight,” ELN leader Antonio Garcia told AFP, responding to calls for factions to unite. President Donald Trump, after ousting Nicolas Maduro as president in neighboring Venezuela, has suggested US forces may train their guns on targets in Colombia next. Trump has argued Colombia -- the world’s largest producer of cocaine -- is not doing enough to stop drug trafficking to the United States. Ostensibly a leftist insurgent force, the 6,000-person-strong ELN doubles as one of Latin America’s most powerful drugtrafficking organizations.
It controls a swath of the Colombia-Venezuela border region and, before the ouster of Maduro, had close ties to Caracas. Colombian intelligence sources allege that Garcia himself lived in Venezuela until recently. After Maduro was toppled by US forces, many guerrilla leaders are believed to have returned to Colombia. Other Colombian guerrilla groups have reacted angrily to Maduro’s removal from power, claiming a US colonialist plot. Ivan Mordisco, Colombia’s most wanted rebel, who leads his own dissident group, has called for a unity pact to repel the United States. “We know we have had our differences in the past... but today we are facing a common enemy” in the United States, said Mordisco, leader of the remnants of the dissolved FARC armed movement, also thought to have rear bases in Venezuela. AFP
UNITED NATIONS, New York – A senior UN official warned on Thursday (Friday, Manila time) threats of military action against Iran, like those made by US President Donald Trump, increased “volatility” in the protest-torn country. Iran was shaken over the last week by some of the biggest anti-government protests in the history of the Islamic republic, although the demonstrations appear to have diminished in the face of repression and a week-long internet blackout. Until Wednesday, the United States was threatening military action against Iran should it carry out the death penalty against people arrested over the protests -- and Washington’s envoy to the UN said Thursday all options were still “on the table.” “We note with alarm various public statements suggesting possible military strikes on Iran. This external dimension adds volatility to an already combustible situation,” UN Assistant Secretary-General Martha Pobee told the UN Security Council. “All efforts must be undertaken to prevent any further deterioration.” AFP
US court clears Norway’s Equinor to resume project NEW YORK – A US judge on Thursday(Friday, Manila time) authorized work to resume on a New York offshore wind project that had been suspended under an order by President Donald Trump’s administration. US District Judge Carl Nichols granted a preliminary injunction to the Norwegian company Equinor for its Empire Wind project, just three days after a different judge ordered the restart of a project by Denmark’s Orsted. Trump’s Interior Department in late December suspended all large offshore wind projects in the United States, affecting five projects. Empire Wind had requested the court’s intervention on an emergency basis, arguing in a January 6 filing that it needed to resume construction by January 16. Without restarting by that time, “the project faces likely termination due to disruption of a tightly choreographed construction schedule dependent on vessels with constrained availability, delay costs, and the existential threat to the project financing,” said the filing. Nervous Keys vows to enjoy ride in Melbourne title defense Magic rally M to top Grizzlies in Berlin game
BERLIN — German forward Franz Wagner hit his stride late to help the Orlando Magic rally for a 118-111 victory over the Memphis Grizzlies on Thursday in the first NBA regularseason game ever played in Germany. The Grizzlies did their best to spoil the return of Orlando’s Wagner brothers, Franz and Moritz, to their home country in the showcase game in Berlin. Memphis led by as many as 20 points in the first half before the Magic stepped it up on the defensive end to turn the tide. Orlando surrendered 39 points in the first quarter but allowed Memphis just 40 in the next two periods combined, Franz Wagner pointing to Orlando’s 26-12 third quarter dominance as the difference-maker. Wagner called it “super-special” to have a chance to show his Magic teammates around Berlin, the city where he grew up. He said it wasn’t just the emotion of the trip that accounted for his slow start but also some rustiness as he returned from a 16-game absence with a high ankle sprain. “Obviously working back from an injury isn’t ever easy, and then it being this game, a very emotional week. Also a taxing week because we did a lot of stuff because we want to maximize our time here,” he added. “I’m not making any excuses, though. Once you decide to play you’ve got to be ready.” “I was happy to make some plays at the end,” added Wagner, who scored 13 of his 18 points in the fourth quarter. AFP

unforced errors in losing to teenager Victoria Mboko at a warm-up event in Adelaide. “One of my big goals this year is to kind of force myself to be a little bit uncomfortable on court and try to actually implement some of the things we’re working on,” she said ahead of her opener against Ukraine’s Oleksandra Oliynykova. “As uncomfortable as those are in those big moments, I’m really trying to push myself to kind of evolve and add more things to my game. “That’s really just been my goal all off-season -- trying to learn new things. Then now the hard part of actually putting them in matches.” Keys admitted to nerves, especially as the defending champion, but said she was trying to enjoy the weight of expectation.
“I’m really trying to just kind of embrace that and take it in and soak it in because I feel like so often we look back and we regret that, even in the hard moments that were stressful and pressure and all that, we didn’t find all the fun parts of it,” she said. Keys is enjoying seeing her name up in lights around Melbourne Park. “There’s a really cool photo of me holding the trophy,” she said. “Getting to see those, it’s something you dream of in your career. Then being able to experience it is really fun.” She added: “I have not seen my name in the tunnel yet (where past champions are listed). “I hope I can go in there when there’s no one else so I can take a picture and send it to my mum.” AFP
DETROIT -- Four-time world champion Max Verstappen said he’s keen to get to grips with the new car Red Bull unveiled on Thursday for a 2026 Formula One season of massive change. The team unveiled the livery for their new cars before a few hundred guests at Detroit’s Michigan Central Station less than two months before the season opens in Melbourne on March 7. New rules for 2026 see aerodynamic changes to make cars lighter and smaller along with modifications to engine specifications to make for a greater contribution from electric power in the hybrid units. “There is a lot of unknown, there are big changes in the engine, in the car,” Verstappen said. “Initially I’ll take time to adjust during test days. The motivation is very high.” “It always takes a bit of time to get used to things,” he added. “You need to understand where the most performance is to be found, get comfortable in the car. “Also with the new engine now as well, that will take a bit of time.” Red Bull, which has previously relied on Honda engines, took the gamble in 2023 of developing its own engine for 2026 in partnership with automotive giant Ford, which will return to F1 22 years after its departure. Verstappen’s run of four straight world titles ended in 2025 as McLaren’s Lando Norris claimed the prize. But despite an inferior car the Dutch driver battled back from a massive deficit in the standings to challenge for the title, snatching eight wins -- more than either Norris or teammate Oscar Piastri. This year Verstappen will be joined by French driver Isack Hadjar, promoted to the team’s Number 2 seat after a successful rookie season with Racing Bulls. Hadjar was also on hand for Thursday’s splashy big reveal, as was Red Bull boss Laurent Mekies, who said the sweeping regulatory changes and a new engine would make for a steep learning curve. “I think it would simply be naive of us to think we could build our engine from scratch... and be more competitive right from the start than people who’ve been doing it for 95 years,” he told AFP. PH booters hope to make impact in ASEAN meet By Peter Atencio THE Philippine men’s national football team has proven itself in international competitions, hoping to make an impact again in the 2026 ASEAN ChampionshipHyundai Cup this July. National head coach Carles Cuadrat said this after witnessing the draw of lots held in Jakarta on Thursday evening. “This team has already shown in the past that we can achieve these challenges, and in the ASEAN Championship Hyundai Cup 2026 we will have together another opportunity to demonstrate our growth as a football nation,” said Cuadrat The Philippine side seeks to have a better showing, with their preparations going on for the last two years. The team is building on the momentum of a historic campaign in 2024, which saw them post a home-leg semis win against regional powerhouse Thailand, when the tournament was still known as the ASEAN Mitsubishi Electric Cup. “This team has already shown in the past that we can achieve these challenges, and in the ASEAN Championship Hyundai Cup 2026 we will have together another opportunity to demonstrate our growth as a football nation,” said Cuadrat. The Filipino booters are with with Thailand in Group B of this year’s edition, along with Malaysia, Myanmar, and Laos. The Philippines had a milestone campaign in the previous edition when the Filipino booters won over the seven-time ASEAN champion, Thailand, 2-1, in their home game during the two-round semifinals at the Rizal Memorial Stadium.
Yulo, Eala named co-Athletes of the Year by sports scribes T WO of the country’ hottest sports properties get to share center stage together in next month’s Philippine Sportswriters Association Annual Awards Night.
Progressing PH tennis star finding own identity By Peter Atencio ALEX Eala’s style of play is now finding its own identity. World No. 49 Alexandra Eala said this as she continues to prepare for the 2026 Australian Open, a few days before her main-draw debut against American Alycia Parks on Sunday in Melbourne. “I would describe my playing style as aggressive, for sure. But, it definitely progressed, being in the WTA Tour, and competing at this level consistently has helped me,” stated Eala.
The 20-year-old Eala discussed her improvements after she defeated Donna Vekic in straight sets, 6-3, 6-4, in an exhibition match at the Kooyong Classic on Wednesday. Eala said she is finding the kind of game that suits her, promising to show a much better form against Parks. “They (improvements) are helping me find my game, and growing into my personality as a player,” said Eala. Eala lost in the first round of qualifying for the Australian Open last year, to Jana Fett, 5-7, 2-6.
This time, Eala hopes to make it past the first round and experience another big leap in the WTA rankings. Training at the Rafa Nadal Academy in Mallorca, Spain continues to shape her game, according to Eala, who is coached by Joan Bosch. “I’m still with them since I was 13,” stated Eala. Eala said tennis great Nadal has been a big influence to her game since she was a kid. “He’s part of how I carry myself (on the court), and that goes with my family,” said Eala.
Santo Tomas starts football title defense Matches Saturday (UP Diliman Football Stadium) 2 p.m. – AdU vs FEU-D 4:30 p.m. – Claret vs DLSZ 7 p.m. – Ateneo vs Southridge BOASTING of an expanded field and a refreshed format, the UAAP Season 88 Boys’ High School Football Tournament is set to be the biggest edition yet in league history when it kicks off today (Saturday) at the UP Diliman Football Stadium. Defending champion University of Santo Tomas faces a daunting challenge in its title defense as the competition expands to a record seven teams. After pulling off a historic upset of 12-time defending champion Far Eastern University-Diliman in last season’s dramatic final, UST—powered by key holdovers Stephen Flores and James Sunog—must once again prove its mettle against six determined challengers in an unprecedented seven-team field. Perennial contenders De La Salle Zobel and Ateneo de Manila University re-
turn to the fray, joined by guest schools Claret School of Quezon City and PAREF Southridge School. Completing the record field is league newcomer Adamson University, while a motivated FEU-D aims to reclaim the crown it relinquished a year ago. Season 88 officially gets underway at 2 p.m. with a clash between two teams carrying contrasting narratives. Making their UAAP debut, the Baby Falcons of Adamson face a baptism of fire as they open their maiden campaign against FEU-D, which is eager to begin its redemption tour on a high note. “Sa juniors, masakit ‘yung nangyari sa amin,” said FEU-D coach Jake Morallo. “First round and second round, wala kami talo. Doon lang sa championship match against UST. Hindi pa rin nawawala, especially sa akin.” “Jerriemy Biton will be back din. Mas looking forward siya makabawi this season. We are hoping na maibalik namin yung korona. Alam namin na kaya, especially with the squad namin. Ngayon, tatrabaho kami almost every day so I think we’re ready.” Following the Baby Falcons–Baby
Tamaraws showdown, Claret School and De La Salle Zobel collide at 4:30 p.m. Claret is determined to make a stronger impression in its second UAAP stint after a difficult debut season that produced just one win in 10 matches—a dramatic 3–2 triumph over La Salle on the final day of the Season 87 elimination round. La Salle, meanwhile, is equally desperate for an opening-day victory to erase the bitter memory of its late-season collapse last year. The Junior Archers closed Season 87 on a five-game losing streak that spanned the second round and the Final Four, and they are keen to snap that skid on Saturday against one of the teams that handed them a defeat. The opening matchday concludes with a compelling rematch between Ateneo and Southridge. Their last meeting—a hard-fought 1–1 draw late in the Season 87 eliminations—proved pivotal for the Admirals, supplying the crucial point that secured the fourth seed and ignited their fairytale run to the Final Four.
For carrying the Philippine flag high and mighty with their sterling achievements in the world stage in the year 2025, gymnastics’ golden boy Carlos Yulo and tennis sweetheart Alex Eala are going to be recognized as the male and female Athletes of the Year in the traditional sports gala by the country’s oldest media organization held in major partnership with San Miguel Corporation. From chaotic Jakarta City, to Miami’s tropical beaches, all the way to the bright lights of New York, both Yulo and Eala left their respective imprints and proved Filipino athletes can truly excel. The young and dynamic pair is on top of a long list of achievers to be honored during the affair originally slated on Feb. 2, but has since been moved to Feb. 16 due to unavoidable circumstances. The venue remains at the Diamond Hotel Manila. This marks the first time in 22 years the PSA named a male and female coAthletes of the Year since legendary boxer Manny Pacquiao and golfer Jennifer Rosales shared the honor back in 2004. Yulo, 25, earned the same recognition in 2024, while Eala, 20, is receiving her first. “Their exemplary performances on the international stage, and more importantly, the way they have inspired countless young athletes to chase their own path for greatness, are enough reasons to crown both Alex and Carlos as the year’s top performers in sports,” said PSA President Francis Ochoa, sports editor of the Philippine Daily Inquirer. Following his unprecedented double-golden feat in the Paris Olympics, Yulo didn’t show signs of slowing down as he returned to the mat and won a fourth straight gold medal in the floor exercise of the Asian Artistic Gymnastics Championships in South Korea, where he also bagged a bronze each in parallel bars, vault, and individual all-around. The vibrant gymnast from Leveriza, Manila later stomped his way back to the FIG Artistic Gymnastics World Championships in Indonesia, where he copped the top honor in vault and snared a bronze in floor exercise during the 53rd edition of the meet. A proud product of the Rafa Nadal Academy in Manacor, Spain, Eala established several firsts in Philippine tennis history including breaking through the Top 50 barrier, in a year-round performance that captured the hearts of every Filipino around the world. It all began one magical spring in Florida when the lovely Filipina took the Miami Open by storm as a wild card entry in the WTA 1000 event. Ranked no. 140, Eala smashed her way up the standings by beating former French Open champion Jelena Ostapenko in the second round, reigning Australian Open title holder and no. 5 Madison Keys in the third round, and stunned five-time grand slam champion and world no. 2 Iga Swiatek in the quarterfinals. The Cinderella run came to an end in the semis when she lost against American Jesica Pegula, but it was all Eala needed to introduce herself as one of tennis’ rising stars.
Carlo Bumina-ang eyes fresh start vs. undefeated Aurelio at Fight Night 39
Carlo Bumina-ang and Marcos Aurelios
CARLO “The Bull” Bumina-ang vows to make a statement when he returns to action for his first fight in 2026. The Filipino powerhouse looks to bounce back this Saturday, January 24, as he welcomes undefeated Brazilian Marcos Aurelio in a bantamweight MMA bout at ONE Fight Night 39: Rambolek vs. Dayakaev at Lumpinee Stadium in Bangkok, Thailand. The sting of his most recent loss still lingers for Bumina-ang. Elbek Alyshov ended the 31-year-old’s momentum via submission at ONE Fight Night 37 this past November, cutting short what had been a promising surge through the division. Now, the Team Lakay representative stands at a pivotal juncture in his promotional journey. For Bumina-ang to climb the ranks of the ONE bantamweight MMA division, he must first dispatch a hungry Brazilian debutant ea-
ger to announce his arrival. Aurelio enters ONE Championship with a flawless 8-0 record. The 21-year-old has displayed a complete arsenal with stoppages via both strikes and submissions, posing dangers wherever the fight goes. While acknowledging his opponent’s credentials, Bumina-ang sees tactical advantages in this pairing. “His ground game is good, but he’s more of a Muay Thai specialist. He’s a good counterstriker and pressure fighter as well. It plays to my style, actually, because I prefer aggressive opponents,” he said. “He’ll probably be fired up because he’s making his debut, and he wants to keep his undefeated record. But I respect him. He’s a well-rounded opponent, and I’m excited to face him,” the Team Lakay representative added.
The Filipino fighter currently holds an 8-2 record, with both defeats arriving via submission. Bumina-ang’s first loss came to current ONE Bantamweight MMA World Champion Enkh-Orgil Baatarkhuu at ONE Fight Night 24 in August 2024, while Alyshov handed him his second setback after a twofight winning run. Eyeing a spot among the division’s elite five this year, the Baguio native recognizes the stakes of this contest. “I feel like my back is against the wall since I now have two losses in ONE. My mentality right now is simply kill or get killed,” he said. “He’s a striker, but I won’t underestimate him on the ground. I need to be wary because I believe he’ll try to test my grappling. My two losses were by submission, so he’ll probably think he can take me there. But I’ll prove him wrong if he tries,” he added.

Del Monte Foods selects 3 winning bidders for assets By Jenniffer B. Austria
Gov’t vows to ramp up infrastructure spending By Thony Rose Lesaca

EPARTMENT of Public Works and Highways (DPWH) Secretary Vince Dizon said Friday the agency targets to spend around P200 billion to P250 billion on public infrastructure projects in the first quarter of 2026 and vowed to ensure the amount is spent wisely on governance reforms.
This came after infrastructure spending fell by 40.1 percent in October 2025 amid a continuous decline in the agency’s disbursements following adverse weather conditions and the flood control corruption scandal. “For DPWH, I think our goal is not just to spend more… but to spend more wisely and spend for the right things. Our target spend for the first quarter is anywhere between P200 to P250 billion for the first quarter,” Dizon told reporters in a press briefing on Friday. Dizon said the actual amount
would still depend on how much the government would be able to collect and raise. “On our end, for DPWH, we will ensure that [such] money, whatever ceiling we will be given for the first quarter, will be spent on the right things. And that’s where the reforms come in,” he said. Dizon said these reforms include the timely upkeep and maintenance of roads and bridges, along with the completion of all unfinished projects within President Ferdinand
Marcos Jr.’s term. “We will be getting most of the funding for that from savings that, fortunately, we were able to generate last year. And hopefully, we will also be able to generate more savings this year,” he said. Meanwhile, Department of Transportation (DOTr) acting Secretary Giovanni Lopez said the agency is eyeing to disburse around P60 billion in the first quarter this year. “For DOTr, we’re looking right now for the first quarter and if we can disburse, as long as they give us the allotment, we can obligate it and we can disburse more as around P60 billion. Remember, the budget for DOTr for the entire year right now is around P103 billion,” he said. Lopez said 80 percent of the agency’s capital outlays are funded by foreign assistance programs, which include the funding for the North-South Commuter Railway and the Metro Manila Subway project.
DEL MONTE Foods Inc. has selected three winning bids for the sale of substantially all of its assets as part of an ongoing Chapter 11 restructuring, the company said Friday. The court-supervised auction resulted in agreements with three food industry players to acquire the company’s operations for about $509 million, according to a report from Bloomberg. The transactions aim to allow the company’s brands to continue under new ownership following its July filing for bankruptcy protection. Fresh Del Monte Produce Inc. reached an agreement to acquire the vegetable, tomato and refrigerated fruit businesses. The deal includes the Del Monte and S&W packaged vegetable brands, the Contadina and Take Root Organics tomato brands and the JOYBA beverage line. Fresh Del Monte will also obtain global ownership of the Del Monte brand and related intellectual property, subject to existing licensing arrangements. B&G Foods Inc. will purchase the broth and stock business, including the College Inn and Kitchen Basics brands. Meanwhile, Pacific Coast Producers will acquire the shelf-stable fruit business, excluding production assets. That agreement includes the rights to use the Del Monte and S&W brands for shelf-stable fruit and fruit sauces in the United States, Puerto Rico and Mexico. Del Monte Foods Inc. chief executive Greg Longstreet said the outcome represents a successful result in the sale process and demonstrates the enduring value of the company’s brands. Longstreet added that the transactions create an opportunity for the businesses to thrive under leading industry ownership and noted the company is committed to a smooth transition for team members and customers.

LOCAL stocks declined Friday, reflecting profit taking after gains during the previous session. The benchmark Philippine Stock Exchange index declined by 22.86 points, or 0.35 percent, to close at 6,464.67, while the broader all shares index slipped 8.37 points, or 0.23 percent, to 3,652.33. Luis Limlingan, head of sales at Regina Capital Development Corp., said market sentiment was weighed down by the peso’s continued depreciation against the dollar. The peso closed at 59.35 to the U.S. dollar on Friday, compared with 59.46 on Thursday. “This was further pressured by remittances falling to their lowest level in six months,” Limlingan added. On the other hand, services declined by 1.74 percent, while mining and oil dropped 1.69 percent.Trading remained strong with net value turnover at P6.81 billion, higher than the year-to-date average of P6.21 billion. DigiPlus Interactive Corp. was the main index laggard, falling 3.66 percent to P15.80. Asian markets were mixed Friday after Taiwanese chipmaking titan TSMC posted a big profit jump, bolstering confidence in the artificial intelligence sector as the United States struck a trade deal with the self-ruled island. It came after Wall Street rebounded following two down days, while oil steadied as President Donald Trump stepped back from military action in Iran. Taipei stocks surged two percent after the government agreed with Washington to boost Taiwanese chipmaking investments in the United States, which will cut tariffs. Marcos leads inauguration of Aglipay sewage treatment plant MANILA Water and the Metropolitan Waterworks and Sewerage System marked a milestone in sustainable wastewater services Friday with the inauguration of the Aglipay Sewage Treatment Plant (STP), a facility designed to improve water quality in Metro Manila’s waterways. President Ferdinand Marcos Jr. graced the event as the guest of honor. Joining him were Mandaluyong Mayor Carmelita Abalos, Mandaluyong Rep. Alexandria Pahati-Gonzales, MWSS chair-

Available for a limited time, the feature provides borrowers with free loan and health insurance for every GLoan disbursement of at least P500. Underwritten by Oona Insurance Corp., the coverage waives pending loan balances in the event of a customer’s death or accident-related permanent disability and provides resources for medical emergencies. “Oftentimes, Filipinos don’t think of insurance until it’s too late,” said Tony Isidro, president and chief executive of Fuse Financing Inc. “With the free insurance, we’re making sure that every time someone gets a GLoan, they also get a safety net. It’s our way of helping users feel more secure and protected without them having to spend extra.” By integrating protection into GLoan, GCash—through Fuse and its digital insurance platform GInsure—aims to offer borrowers a safety net against life’s uncertainties. Under GLoan Protect, the free health insurance includes a hospitalization allowance. Eligible users can claim a minimum of P500 or up to 10 percent of the total loan value if they are confined in a hospital for at least three days. ERC pegs initial WTE price at P8/kW By Alena Mae S. Flores THE Energy Regulatory Commission has set the preliminary Green Energy Auction Reserve price for waste-toenergy projects at P8.0167 per kilowatt-hour, subject to public consultations. The rate is lower than the indicative prices submitted by companies interested in participating in the WTE auction, ERC Chairperson Francis Saturnino Juan said. This comes as the Department of Energy recently issued the notice of auction and terms of reference for a special round of the Green Energy Auction Program. The round covers 230 megawatts of waste-to-energy projects for delivery between Jan. 1 and March 1, 2028. The DOE invited qualified suppliers to participate in the special round, which is exclusive to WTE facilities using thermal combustion technology to process municipal solid waste. The DOE expects the ERC to release the final price for WTE no later than 60 days from the issuance of the notice of auction, which was released Dec. 30, 2025. Under DOE rules, the ERC must consider the capital-intensive nature of WTE development and the longterm operational horizon of the projects. The commission will also account for secondary benefits such as waste management, the reduction of the need for new sanitary landfills and greenhouse gas emissions reduction. The DOE stated that any bid with a price offer higher than the reserve price or a capacity beyond the prescribed limit “shall be deemed non-responsive, shall be discarded automatically and shall not be included in the ranking.”

PH reviews options against Grok AI over deepfake concerns THE Department of Information and Communications Technology said Friday it is reviewing regulatory options against Grok AI following global concerns regarding deepfakes and the exploitation of minors. The department said several countries have already blocked or are investigating the platform for potential violations of online safety, child protection and human rights standards. It said that in line with its mandate to safeguard citizens in digital spaces, the agency is coordinating with the National Telecommunications Commission and the Cybercrime Investigation and Coordinating Center to assess measures under the Cybercrime Prevention Act of 2012. Authorities are looking at provisions on content-related offenses and the state’s power to suppress the use of information and communications technology for illegal acts. While the agency did not specify potential fines, violations of related digital safety laws in the region often carry penalties exceeding P1 million for non-compliance. X, the platform owner of Grok, has reached out to DICT Secretary Henry Aguda to propose corrective measures. The company is offering stronger safeguards specifically designed for the protection of women and children. The government expects concrete and enforceable actions rather than just assurances to ensure artificial intelligence technologies are never used to enable abuse, exploitation or harm, the agency said. The move comes as the Philippines seeks to tighten oversight on generative AI tools that can produce hyper-realistic 100 percent synthetic media. Officials noted that 1 or more international regulators have already flagged the platform for failing to adequately moderate harmful content. Darwin G. Amojelar
PH cargo volume grew 6.6% in 2025 to meet infra demand T By Darwin G. Amojelar
otal cargo throughput in the Philippines reached 308.5 million metric tons in 2025, up 6.6 percent from the previous year, the Philippine Ports Authority (PPA) said Friday. The growth was led by domestic cargo, which rose 8.84 percent to 114.09 million MT from 104.83 million MT in 2024. PPA officials attributed the surge to increased shipments of construction materials, petroleum products and industrial raw materials intended for
nationwide infrastructure projects and industrial activity. Foreign cargo also saw an upward trend, growing 5.33 percent to 194.41 million MT from 184.58 million MT in 2024. The agency said these figures highlight the country’s expanding role in global supply chains and
sustained investor confidence in local trade capacity. Container throughput surpassed 8 million twenty-foot equivalent units, or TEUs, during the period. This included 5.55 million TEUs of foreign container traffic and 2.99 million TEUs of domestic container traffic. Ship calls increased to 664,817 in 2025 from 621,374 in 2024, which the agency cited as a sign of improved port efficiency and stronger trade demand. Roll-on/roll-off traffic, essential for inter-island connectivity, grew 13.3

PCCI supports launch of blockchain-powered budget management system By Othel V. Campos
THE Philippine Chamber of Commerce and Industry (PCCI) expressed support on Friday for the Department of Information and Communications Technology (DICT) following the launch of a blockchain-powered budget management system. PCCI president Ferdinand “Perry” Ferrer congratulated DICT Secretary Henry Aguda for what he described as a landmark initiative to strengthen transparency and accountability
within the government. Ferrer noted that the launch fulfills a commitment made by Aguda at the 51st Philippine Business Conference last year to develop a transparency portal for public funds. The adoption of blockchain technology adds a layer of security to the management of public finances by reinforcing safeguards against misuse and inefficiencies. Ferrer said the platform, known internally as the Digital Bayanihan Chain, offers optimism that the country is moving toward stronger
governance and a more inclusive economy. Ferrer said the move signals that the Philippines is serious about restoring public trust and strengthening investor confidence. He said that by placing the national budget on a secure and decentralized ledger, the DICT is steering the country toward a trust-by-design model of governance that provides unprecedented transparency. The PCCI said the integration of blockchain into fiscal processes could change the country’s
IN BRIEF FTI told to buy chili pepper, mungbeans
THE Philippines is allocating funds to purchase chili peppers and mung beans directly from local farmers to stabilize market prices and reduce the country’s reliance on imports. Department of Agriculture Secretary Francisco Tiu Laurel Jr. directed the Food Terminal Inc. (FTI) to lead the procurement, identifying the two crops as high-value priorities due to their significance in the Filipino diet. For chili peppers, the focus remains on tempering sharp price swings, while the strategy for mung beans aims for long-term domestic self-sufficiency to conserve foreign exchange. Tiu Laurel said the country imports significant volumes of mung beans, primarily from Argentina, despite a local production of about 45,000 metric tons. He said the government goal is to be selfreliant by 2027. FTI may initially purchase up to 80 percent of domestic output, which translates to roughly 3,000 metric tons a month. This move is designed to encourage farmers by providing a guaranteed buyer and protecting them from volatile market conditions. Mung beans, a staple source of vegetable protein in the Philippines, are largely produced in Isabela, which accounts for about a third of the national output. The crop contains nearly twice the protein found in cereals like rice and corn. Othel V. Campos
Globe, Starlink to launch direct-to-cell satellite services
GLOBE Telecom Inc. teamed up with Elon Musk’s Starlink to launch direct-tocell satellite services in the Philippines, marking the first such rollout in Southeast Asia to provide mobile connectivity in remote areas. The telecommunications unit of the Ayala Group said the service would allow Filipinos with standard LTE mobile phones to access data, voice and messaging services wherever there is a clear view of the sky. The initiative, witnessed by President Ferdinand Marcos Jr., aims to bridge coverage gaps in the archipelagic nation of over 7,600 islands where traditional terrestrial

This sector is projected to grow an additional 6.15 percent in 2026 as demand for cost-effective transport solutions continues among farmers and small enterprises. “These 2025 results reflect our commitment to a more efficient, reliable and interconnected port system that supports economic growth across the archipelago,” PPA general-manager Jay Santiago said. Santiago said the agency remains focused on delivering more accessible port services and supporting national development through 2026.

The service leverages a constellation of more than 650 low-Earth orbit satellites to reach the 4 percent of the Filipino population living in geographically isolated and disadvantaged areas. By acting as a cell tower in space, the Starlink network integrates with local infrastructure similar to a standard roaming partner. Globe president and chief executive Carl Cruz said the partnership is a historic step toward building a digitally inclusive nation. Cruz noted that connectivity is a modernday utility that fuels economic progress and serves as a lifeline for those in the most remote barangays. Darwin G. Amojelar
Lionsgate sells Lionsgate Play
LIONSGATE said it sold its South Asia and Southeast Asia streaming platform, Lionsgate Play, to its regional president. The transaction transitions ownership of the platform to Rohit Jain, who has spent the last eight years building and scaling the service across Asia. Following the deal, Jain will exit his role at the studio to focus entirely on managing the streaming service under a founder-led model. While Lionsgate Play will now operate independently, the two companies have entered into a multiyear agreement. The deal allows the platform to continue using the Lionsgate Play brand name and grants it ongoing access to the studio’s library of films and television series. Lionsgate chief operating officer Brian Goldsmith credited Jain with establishing the brand’s resonance in the region and noted that the executive possesses the entrepreneurial expertise to lead the platform through its next phase of growth. The studio will retain all other film and television business interests in India and Southeast Asia. The move allows Lionsgate to maintain a presence in 1 of the world’s fastest-growing digital markets while shifting the operational responsibility of the streaming arm to regional leadership. Lionsgate Play president Rohit Jain expressed gratitude to Lionsgate chief executive Jon Feltheimer and Goldsmith for the opportunity to transform the business into a premium destination for Hollywood content.

Ferrer said providing a verifiable audit trail reduces perceived country risk and signals to the world that the Philippines is a modern and safe destination for business. The organization, which is the largest business group in the country, said it is ready to work with the government and other stakeholders to ensure the successful implementation of the digital initiative.

Pueblo de Oro launches campaign to capture Filipino-American market PUEBLO de Oro Development Corp. has launched a series of strategic initiatives in the United States to introduce its brand to the Filipino-American community and establish a foundation for international sales. Pueblo de Oro president and chief operating officer Prim Nolido led a mission to California aimed at building credibility in a market often cautious about the quality and delivery of Philippine real estate. The developer, a member of the ICCP Group, began its entry with a courtesy call to Philippine Consul General in Los Angeles Adelio Angelito Cruz to emphasize transparency and reliability for overseas investors. The company presented its portfolio during the launch of the Very Important Pinoy Tour 2026, an event for Filipino-American leaders and influencers. The presentation focused on progressive developments in Cebu and Batangas, with discussions held regarding hosting the tour contingent at these sites in 2027. “This foray into the U.S. is more than an introduction,” Nolido said. “It is the beginning of a long-term commitment to serve the Filipino-American community with projects that embody trust, quality and progressive development.” Through these engagements, the developer established a pioneer team of U.S.based partners and brokers to manage future sales. The company is preparing for a formal launch in Northern and Southern California in early 2026 to sustain momentum in the region. Celebrating its 30th anniversary, the company has residential communities and townships in Cagayan de Oro, Pampanga, Cebu and Batangas. The Chamber of Real Estate & Builders’ Associations Inc. named the firm one of the “Developers of the Decade – Mindanao” in 2023 for its 400-hectare township in Cagayan de Oro.
DIGITAL bank Maya said it is working with the Cybercrime Investigation and Coordinating Center (CICC) to bolster public awareness against online fraud through the agency’s Scam Safe initiative. The partnership focuses on sharing best practices across the finance, telecommunications and technology sectors to create a more resilient digital ecosystem. Maya corporate affairs head Toff Rada said partnerships across government and private industries are critical to educating the public and responding to evolving threats. He said the company treats cybersecurity as a core priority by embedding security-by-design into its app experience for payments, savings and credit services. To complement these technical safeguards, the company launched ScamPatrol to provide users with practical guidance on recognizing common fraud tactics. Maya said cybersecurity is a shared responsibility requiring sustained collaboration to protect Filipino consumers. The company said it continues to invest in infrastructure and real-time monitoring to mitigate risk. While Maya did not disclose specific spending for this initiative, the bank has previously allocated over P100 million for security upgrades to ensure its platform remains resistant to unauthorized access. By aligning with the Department of Information and Communications Technology (DICT), Maya aims to reinforce safe digital behavior as cyber threats become increasingly sophisticated. Darwin G. SHOWBIZ Director Easy Ferrer says moving on allows characters in the series to reclaim agency and growth

HY do mistresses need to move on? Director Easy Ferrer answers that question without judgment, framing it around healing and second chances, which are the themes of his latest project streaming on Viva Movie Box. Ferrer leads A Mistress’ Guide to Moving On, a new microdrama series starring Meg Imperial, Mayton Eugenio, Guji Lorenzana, Jean Kiley, and Zsara Laxamana. He describes the project as a step-by-step look at how women survive heartbreak and carry lessons into the next chapter. “There’s really a guide to moving on in the story. It’s a step-by-step guide,” Ferrer told Manila Standard Entertainment. “This may not be based on true events, but it’s something many women can relate to after being in a
relationship.” Moving on, Ferrer said, does not mean erasing the past. It means learning from it. “The best way to move on is not necessarily to forget, but to move forward and learn from the experience,” he said. “Our experiences, whether right or wrong, stay with us. That’s the message of the film. The story centers on a woman who triumphs during this journey.” The series argues that mistakes do not cancel a person’s chance to change. “Everybody deserves a second chance. If you committed a mistake, it doesn’t mean you can no longer correct it,” Ferrer said, adding that this is one of the takeaways viewers may get from the show. Imperial, who plays lead character Pia, shares the same belief. She urges audiences to look beyond labels and consider how people end up in complicated relationships. “I kind of agree that everybody deserves a second chance because we don’t know how people end up in that situation,” she said. “There’s always a reason. They may have pain they need to heal, and that could be

ACTOR Matthew McConaughey has filed recordings of his image and voice with US patent authorities to protect them from unauthorized usage by artificial intelligence platforms, a representative said Wednesday. Several video clips and audio recordings were registered by the commercial arm of the just keep livin Foundation, a non-profit created by the Oscarwinning actor and his wife, Camila, according to the United States Patent and Trademark Office database. Many artists are increasingly concerned about the uncontrolled use of their image via generative AI since the rollout of ChatGPT and other AI-powered tools. Several US states have adopted legislation that serves as consumer protection against certain AI systems and deepfakes, but much of this applies mainly to malicious use or commercial purposes.

their coping mechanism. It’s hard to judge a person when we only see things from our own perspective.” Jean Kiley, another cast member, pointed out a reality often ignored in conversations about infidelity. “Not all mistresses know that they’re one,” she said. “Sometimes they enter a relationship without knowing someone came before them, or that the person they’re dating is already in another relationship. It happens, and they also need healing.” Imperial echoed that complexity while speaking about her character. “My character made a mistake, but that doesn’t stop her from living a new chapter,” she said. “She tries to correct her mistakes.” A Mistress’ Guide to Moving On follows Pia, who once became an online talking point as the “other woman” in a high-profile cheating controversy. Refusing to be defined by her past, she rebuilds her life as a fashion and lifestyle mentor, helping women deal with heartbreak caused by breakups, divorce, or betrayal. Her carefully rebuilt world faces an unexpected test when she meets Anna, played by Eugenio, the wife of Pia’s former lover. What begins as a simple consultation turns into a tense personal reckoning, as both women confront rivalry, pain, and the emotional ties left behind by love and betrayal. All 60 bite-sized episodes, each running one to two minutes, are now streaming on Viva Movie Box, Viva’s vertical platform dedicated to microdramas. Viewers may watch the opening episodes free, then choose between a weekly subscription at P59, a yearly plan at P2,350, or unlocking episodes using in-app coins priced from P20 to P400, depending on the package.
Matthew McConaughey takes a proactive step in safeguarding his identity as debates over AI use and digital likeness continue to reshape the entertainment industry
Only a few, notably Tennessee’s ELVIS Act passed in 2024, offer more targeted protections for artists against AI-generated cloning or impersonation. A few actors have taken legal action to assert their rights. Among the most notable is Scarlett Johansson, who sued the image-generating app Lisa AI in 2023 for creating an AI-generated avatar in her likeness for an advertisement without her consent. McConaughey’s approach is novel in that he is taking the lead in protecting his image and voice. The star of Interstellar and Dallas Buyers Club is no opponent of generative artificial intelligence. He has acquired a stake in ElevenLabs, a startup specializing in AI voice modeling, and the company has created an AI audio version of McConaughey— with his permission. Attorney Kevin Yorn, who represents McConaughey, said the aim of filing with the patent office was “to make sure that our clients have the same kind of protections that their businesses have.” “The second part is to make sure that our clients are able to capture some of the value that is being created with this new technology using their voice and likeness,” he added. A closer look at the flavors behind Roots’ ‘fun dining’ experience, featuring the day’s seafood haul alongside thoughtfully paired elements that reflect the island’s biodiversity

HERE is no better way to understand the soul of Roots Siargao than a trip to Siargao’s public market. I had the pleasure of joining chefs Filippo Turrini and Inés Castañeda, and I witnessed the daily ritual where the island’s freshest catch dictates the evening’s menu—a practice where every fish has a story, and every story becomes part of the meal. This is the living, breathing heartbeat of a restaurant truly rooted in its community. We talked about and picked the seafood that would be served for dinner that night. A lot of stories were told, and this is just part of what makes Roots a treasure on the island. My culinary journey through Siargao’s most celebrated dining destination, Roots, and its sun-drenched counterpart, Branch by Roots, was an immersion into a philosophy where food is narrative. Every ingredient, from a foraged leaf to the day’s fresh catch, carries the story of its origin, and every dish translates that story into a profound taste of place. This ethos is brought to life by the founding team— The author (center) joins Roots Siargao founders Chef Filippo Turrini, and collaborators (from left) Filippo Turrini, Inés sustainability strategist Castañeda, Marina Castañeda Matos, and Jenny Ricardo Miranda de Macatiag, whose collective vision has shaped one Sousa, and creative of the island’s most rooted dining experiences sisters Inés and Marina Castañeda Matos—a collective who have woven their global dialogue with the community and land. expertise into the fabric of the island, Dinner at Roots is an experience creating not just meals but a meaningful they aptly term “fun dining,” a multi-
Fast-growing accounting firm aims to raise bar for public practice By Nickie Wang WHAT started as a three-person team with an outsized ambition has grown into one of the Philippines’ fastestrising professional services firms. Now in its fifth year, BDO CMC has expanded to more than 250 professionals, a rapid ascent since its founding in January 2021 and its integration into the BDO Network in October 2023. Behind that growth is a single idea its leaders say has guided every decision: public accounting practice in the Philippines can and should be better. Managing Partner David V. Cruz said the firm was built through deliberate choices centered on integrity, excellence, and people development. “When we started BDO CMC, the goal was to build a firm that strengthens the foundations of public practice,” Cruz said. “It only works when people are equipped, supported and aligned with a shared vision.” From the outset, the firm’s leadership saw what it believed was a long-standing gap in the profession, particularly among young accountants who often view public practice as something to endure rather than embrace. BDO CMC set out to change that mindset by putting people at the center of its growth strategy. Cruz said the firm’s progress is the result of collective effort rather than individual achievement. “Everything we’ve achieved is the product of collective effort,” he said. “The firm’s strength is the sum of its people, their discipline and their willingness to support one another.”
A core part of BDO CMC’s approach is giving young professionals broader and more meaningful exposure to public practice, moving away from the industry’s traditional tendency to confine early-career accountants to narrow, repetitive roles. The firm positions public practice as a longterm career, offering what it describes as a clear and progressive path where professionals grow alongside the organization. BDO CMC’s expansion has been reinforced by support from the global BDO network, which Cruz said provided guidance, frameworks, technology, and expertise that allowed the firm to scale while maintaining quality. “The support from the BDO network has been remarkable,” he added. The firm’s momentum has also been underscored by the recent addition of Mike Ronnel Diwa Castro, the topnotcher of the October 2025 Certified Public Accountant Licensure Examination, who chose to begin his professional career with BDO CMC. Today, the Makati-based firm continues to focus on its stated mission: elevating public accounting practice in the Philippines while developing accountants who are technically strong and prepared to lead the profession forward. “The work is not yet done; in fact, we are only getting started,” Cruz said. “That dent we’ve made is enough to give us traction to take bigger strides.” BDO CMC is the Philippine member firm of the BDO network and provides audit, assurance, advisory, tax, and other business services.
