Co: PBBM behind P100b insertions in 2025 budget

RESIGNED Ako Bicol party-list Rep. Zaldy Co pointed at President Ferdi nand Marcos Jr. as being behind the supposed P100 billion "insertions" in the 2025 national budget.

"This all started when (Budget Secretary) Amenah Pangan daman talked to me during the start of the bicameral process in 2024. She said she just came from a meeting with the Presi dent, and there were instructions to insert P100 billion worth of projects in the bicam," Co said in a video message released by his camp Friday—the first time he spoke about the issue.

"Secretary Menah even said, 'You can confirm with Under secretary Adrian Bersamin' because they were together in the meeting with President BBM," he added.

Co said he called then Speaker Martin Romualdez and re ported the alleged instructions of the President.

Co claimed Romualdez, who took no part in the bicameral process, replied: "What the President wants, he gets."

"The administration is using the entire resources of the country to keep me quiet. That he will shoot me if I talk. I will be used as a cover for a hole in their campaign against cor ruption," he said.

Malacañang, for its part, dismissed the claims of Co against the President as "pure hearsay" and a diversion from the former solon's alleged role in the multibillion-peso flood control scandal.

In separate statements, Presidential Communications Office Secretary Dave Gomez and Undersecretary Claire Castro said Co should return to the Philippines, swear to his claims before proper authorities, and face the cases being prepared against him.

AN OVERWHELMING majority of Filipino adults in Metro Manila, Bulacan, Cavite, Laguna, and Rizal perceive “a lot” of corruption is taking place in the government, according to a latest survey by the Social Weather Stations (SWS). Presented during the Kapihan sa SWS on Thursday, Nov. 13, the Mega Manila survey results titled “Kalakaran? The SWS Surveys on Corruption” showed that the 84 percent of the survey respondent marked the highest record of corruption perception since 2000, covering the administrations of Joseph Estrada at 63-77 percent; Gloria Macapagal Arroyo at 60-67 percent; Benigno Aquino III, 43-56 percent; Rodrigo Duterte,41-45 percent; and Ferdinand Marcos Jr notching the highest at 84 percent.

THE Independent Commission for Infrastructure (ICI) will assess the latest testimonies made at the Senate Blue Ribbon Committee and the disclosures made by former Ako Bicol party-list Rep. Zaldy Co and former DPWH Undersecretary Roberto Bernardo regarding the flood control scandal allegedly involving top government officials, as well as private contractors.

"The commission is still carefully reviewing and studying what was divulged during the Senate Blue Ribbon Committee, as well as in the alleged video of former Congressman Zaldy Co, before weighing in on any action or statement," said ICI Executive Director Brian Keith Hosaka in a statement.

Hosaka issued the statement after former Public Works Undersecretary Roberto Bernardo reappeared in the Senate and detailed the alleged involvement of several public officials and lawmakers in the kickback schemes.

Japinoys denied Japan citizenship

THREE Japanese-Filipinos left in the Philippines after the death or forced repatriation of their Japanese fathers after World War 2 have had their request for Japanese nationality rejected by the Naha Family Court.

The court, which handed down the three rulings in October, cited the lack of records certifying their parents' marriage or admission of paternity as the reason for the denial.

As for Escudero, Bernardo claimed he coordinated project lists and collections through businessman Maynard Ngu, including P160 million and P120 million deliveries in early 2025.

The Department of Justice said it is open to the possibility of placing Co under its Witness Protection Program (WPP).

“The law says that the only evidence that we can evaluate, that we can consider, is what was submitted… There is no motu proprio to admit evidence that is not submitted especially now with the new quantum of evidence,” he said.

He called on the rally organizers to ensure that no one slips into their groups.

“We call on the organizers to secure and police their ranks to make sure there are no infiltrators because there are reports that have reached us,” Brawner told reporters in a chance interview at Camp Aguinaldo in Quezon City.

“There are infiltrators who will explode grenades... that’s fearsome. Our peace-loving fellowmen might be hurt. So, we are asking the organizers to make sure their rally will be safe, peaceful, safe, peaceful. We assure them we will be there to assist them,” he added.

The Iglesia Ni Cristo (INC) will hold its so-called “Rally for Transparency and A Better Democracy” at the Rizal Park in Manila from Nov. 16 to 18. The United People’s Initiative (UPI) will also hold its own protest action at the EDSA People Power Monument in Quezon City on the same dates.

Despite the concerns, Brawner stressed that the AFP still views the rallies as peaceful gatherings and does not consider the situation alarming.

This will be the sixth consecutive weekly price hike for gasoline and the fourth consecutive week for diesel amid the ongoing volatility in the world oil market.

“Gasoline prices remain supported as well amid expectations of tighter supply as firm regional demand continue to draw down inventories, and as exports from major regional producers have been declining on the back of refinery outages and planned turnarounds,” Jetti Petroleum president Leo Bellas said.

He said further upside to prices are expected to be capped as supply tightness are seen to gradually ease with refineries returning from the seasonal turnaround.

Rodela Romero, director of the Department of Energy’s Oil Industry Management Bureau, said kerosene is projected to increase by P1 per liter but final estimates will be released after Friday’s trading.

“Early part of the week, prices of petroleum products in the international market see saw due to the latest US sanctions on Russian oil and the optimism over a potential end to the US government shutdown. But this was capped of a prediction that rising supply will outweigh demand,” Romero said.

On Nov. 11, the oil firms also increased the price of gasoline and diesel by P0.50 and P1 per liter, respectively.

According to SWS data, public perception of severe corruption has fluctuated across different administrations, but has never reached the levels seen in 2025.

The survey also revealed that a significant majority (77 percent) of the respondents in Mega Manila believe that corruption in the government is more widespread now than it was three years ago.

Examining beliefs about corruption in major areas, the perception was strongest in the National Capital Region where 80 percent of respondents agreed there was massive corruption. Cavite came in second with 76 percent, followed by Laguna and

Rizal with identical 74 percent, and Bulacan bringing up the rear with 71 percent.

The SWS survey also indicated that corruption was perceived to be most prevalent within the national government, with 83 percent of respondents identifying it as the primary area of concern. This aligns with trends observed in previous surveys conducted in 2000, 2009, 2016, and 2018. The face-to-face survey was conducted from Oct. 19 to 22, with 200 respondents each from Metro Manila, Bulacan, Cavite, Laguna, and Rizal. The sampling margin of error is ±4 percent for Mega Manila. Historical data (2000–2018) came from the SWS Survey of Enterprises on Corruption, while earlier rounds were based on national surveys of adults.

USMC bolsters PH maritime patrols with drones

THE U.S. Marine Corps (USMC) has temporarily deployed a drone unit to assist Philippine maritime security operations in the South China Sea, where tensions between Manila and Beijing remained persistent.

Reports from USNI News said Marine Unmanned Aerial Vehicle Squadron (VMU) 1—an Arizonabased unit equipped with MQ-9A Reapers—was sent to the Philippines to support “Philippine regional maritime security.”

T he deployment also strengthened further the U.S.–Philippine alliance by boosting mutual maritime domain awareness capabilities.

“The temporary stationing of unarmed MQ-9As to the Philippines demonstrates mutual commitment to improving the collective maritime security and supports our common goal for a free and open Indo-Pacific,” the Marine Corps Forces Pacific said.

The I Marine Expeditionary Force previously confirmed the presence of Reaper drones at Basa Air Base in June 2024, citing similar intelligence support efforts at the request of the Philippine government.

Basa Air Base is one of nine sites where American forces can rotationally deploy forces and construct facilities across the Southeast Asian archipelago under the 2014 Enhanced Defense Cooperation Agreement. In recent years, the air base has received several U.S.funded projects to improve its runway and aircraft facilities.

‘7 of 10 Pinoys to fight for country’

ABOUT 70 percent of Filipinos have said they are willing to fight for the country in the event of an armed conflict, reflecting a strong patriotic sentiment across socioeconomic, regional, cultural, and ethnic divides, according to a survey conducted by the OCTA Research group.

The latest Tugon ng Masa (TNM) poll showed that only 30 are still undecided if they will pick up arms in the event of an armed conflict with other nations.

Across major areas, support for national defense is more pronounced in

the National Capital Region with 79 percent, followed by Balance Luzon at 73 percent, while Mindanao and Visayas registered the lowest with 66 percent and 61 percent, respectively.

On a regional level, patriotic commit-

ment was strongest in Eastern Visayas which logged 89 percent; Bicol was next at 87 percent; Bangsamoro Autonomous Region in Muslim Mindanao with 84 percent; Central Luzon ,83 percent; Davao Region, 82 percent; and the Ilocos Region, 80 percent. Lower averages were noted in Cagayan Valley with 19 percent, Northern Mindanao with 35 percent, and Caraga, 43 percent.

The OCTA Research group explained that these findings suggest a “deep-rooted patriotic spirit” across the country.

The survey also highlighted that the percentage of Filipino adults willing to fight for the country in the event of a conflict with a foreign enemy has declined by eight percentage points, from 78 percent in June 2024 to 70 percent in September 2025. Despite this decline, OCTA emphasizes that overall willingness remains high, with seven in 10 Filipinos still prepared to put up a fight in the name of national defense. Willingness to defend the country has dropped by at least nine percentage points in most regions, except for the National Capital Region (NCR), where it increased by 14 points.

Risa grills DPWH execs on failed flood projects in Cebu

SENATOR Risa Hontiveros on Friday questioned

Department of Public Works and Highways (DPWH) officials regarding failures of flood control projects in Cebu that cost nearly P50 billion in government funds over the last 10 years.

Of this amount, Hontiveros said P26 billion was spent in the last three years alone, yet 150 people died, 451 were injured, and hundreds of thousands lost their homes following recent disasters.

“Given the scale of investment, with the sheer volume of flood control projects supposedly in place to keep people safe, why did it

come to this?” the senator inquired.

DPWH Undersecretary Arthur Bisnar told the senators that Secretary Vince Dizon will submit a formal report in the coming days detailing the reasons for the projects’ ineffectiveness, as well as recommendations for future action.

Hontiveros cited reports by the National Bureau of Investigation (NBI) and Cebu provincial officials tagging several projects as substandard or “ghost projects.”

THE Philippine Air Force (PAF) on Friday strengthened its air operations capabilities with the acquisition of five new S-70i Black Hawk helicopters

The five choppers represented the fourth batch in the 32-unit S-70i Black Hawk a procurement package from Poland’s PZL Mielec, secured under the Armed Forces of the Philippines (AFP) continuing modernization program. The latest batch arrived in Manila on Oct. 20, following earlier deliveries on June 10, 2024, Dec. 9, 2024, and July 15. Each aircraft underwent a thorough Technical Inspection and Acceptance (TIA) arrangement on Oct. 22 to 26, conducted jointly by the Department of National Defense (DND), the AFP, and the PAF to ensure operational readiness.

DAGUPAN City—A pharmaceutical company has donated medicines for leptospirosis which is expected to spread amid massive inundation of communities in the aftermath of super typhoon “Uwan” that battered southern Luzon regions last week.

Jacko Hernandez, director of Jackpharma Inc., turned over 25 boxes of doxycycline capsules to Mayor Belen Fernandez and city health officer Dr. Ma. Julita De Venecia in a ceremony at the city hall on Thursday, Nov. 13.

The medicines will be used as prophylaxis for leptospirosis, which poses a heightened threats in flooded areas following the typhoon.

“The moment we found out that Typhoon Uwan’s path was heading straight through North Luzon, we thought of Rep. (Brian) Poe since his province would be directly affected. I hope that our medicine would help the Filipino people affected by this terrible disaster, and we continue to pray for everyone’s safety,” Hernandez said.

A PETITION for habeas corpus was filed on Friday at the Supreme Court (SC) by relatives and supporters of Mary Jane Veloso who has been detained at the Correctional Institute for Women since her repatriation on Dec. 14 last year after spending 15 years in Indonesian prison on drug charges.

The plea lodged by Veloso’s family and legal counsel from the National Union of Peoples’ Lawyers (NUPL) asserted that she was not charged under Philippine laws.

“There is neither legal nor political basis for Mary Jane’s continued detention in the Philippines. She does not deserve to suffer behind bars not only because she is not a criminal under our legal system, but because Mary Jane is a victim of trafficking,” said Joanna Concepcion, chairperson of Migrante International.

USMC, PAF in joint humanitarian mission

THE Philippine Air Force (PAF) and the United States Marine Corps (USM) conducted a joint humanitarian mission on Thursday, Nov. 13, involving transport of relief goods to Virac, Catanduanes.

PAF personnel worked with US Marines to load 198 boxes of family food packs from the Department of Social Welfare and Development (DSWD) onto a USMC MV-22 Osprey, which flew the supplies to Virac for distribution to communities affected by super typhoon “Uwan.”

THE Las Piñas City government has enhanced internet access with the launch of a project aimed at providing free public Wi-Fi in waiting sheds across the city.

BI arrests 4 Chinese for violating PH laws

BUREAU of Immigration agents arrested four Chinese nationals in two separate operations in Burgos, Ilocos Norte for violating immigration laws.

The BI identified the first two arrested individuals as Jiang Zhengwei and Chen Zhengji, who were apprehended at a restaurant in Barangay Bayog, Burgos.

Both were found to be working for companies other than their registered petitioning employer and had failed to report their transfer of residence, which are violations of Philippine immigration laws.

What constitutes acts of lasciviousness

“[A]cts of embracing, kissing and touching a woman’s breasts are considered lascivious conduct…”

The presence of moral ascendancy is sufficient cause for intimidation that would require the victim to resist or report the incident to others. (Barona v. People, G.R. Dec. 6, 2021)

The crime of acts of lasciviousness makes lewdness an element of the crime.

“Lewd is defined as obscene, lustful, indecent or lecherous. It signifies that form of immorality which has relation to moral impurity or that which is carried on in a wanton manner.” (Op cit.)

“It includes acts of making physical contact with the body of another person for the purpose of obtaining sexual gratification… without intention of [having] sexual intercourse. What constitutes lewdness is determined [by] the circumstances surrounding each case.” (Op cit.)

An act that is lewd or obscene “is characterized by or intended to excite crude sexual desire. That a [person] is entertaining a lewd or unchaste design is necessarily a mental process… which can be inferred [from the] overt acts carrying out such intention…” (Op cit. citing Amployo v. People)

In the case of Barona v. People and AAA, “the alleged… lascivious conduct committed by Barona against AAA include sending inappropriate text messages… such as ‘you’re beautiful,’ ‘miss na kita,’ and ‘mahal kita,’ attempting to kiss her, asking her to go with him inside a prayer cell, asking her for a massage, coming into contact with her breasts by embracing her, and touching and pressing her thigh.” (Op cit.)

Consider “the manner, place, and time under which the acts complained of were done, lewd designs can be attributed to Barona. Most of these lascivious acts imputed against him were committed while Barona and AAA were alone… [which] exhibit[ed] the sexual desire of Barona.”

“The element of lewd design [was] duly established… when Barona intentionally sat beside AAA while she was working and slyly slipped his hands to her legs and pressed her thighs. [In fact], AAA positively testified the several instances that Barona committed lascivious conduct against her.” (Op cit.)

“He took advantage of the fact that they were alone when he committed these acts. All these acts are indecent and immoral… [and being] the spiritual head and leader, he [should have] maintain[ed] and exude[d] a chaste and impeccable conduct towards his ministry members.”

“In a number of cases, the [Supreme]

Court found the following acts to be… lascivious or lewd: embracing, kissing the lips and neck or other body parts, fondling or touching of breasts, touching of private parts such as vagina and other parts of the body, and laying on top of the victim.” (Op cit.)

It was further explained that the testimony of AAA was clear and straightforward.

“A victim of sexual abuse or molestation [the Supreme Court said] cannot easily concoct a story so detailed unless… actually committed against such person.” (Op cit.)

In finding that the element of intimidation was duly established, the Supreme Court explained “it is not necessary that the intimidation or physical force be irresistible, it being sufficient that some violence or moral compulsion, equivalent to intimidation, annuls or subdues the free exercise of the will of the offended party.” (Op cit.)

“Barona, as the leader and Pastor of their ministry, had moral ascendancy over AAA. This moral ascendancy was sufficient cause for AAA to feel intimidated by him” as narrated in her Judicial Affidavit. (Op cit.)

AAA “did not immediately report the untoward incidents for fear that she will be reprimanded by Barona and that she will be going against ‘God’s anointed one’. As she pointed out, the members of their ministry must ‘touch not the anointed of God’ as often preached by Barona.” (Op cit.)

With the existence of lewd designs and presence of intimidation employed by Barona on AAA, the crime of acts of lasciviousness was duly established beyond reasonable doubt.

ARDINAL Pablo Virgilio David of the Diocese of Kalookan is on the right track in calling on President Ferdinand Marcos Jr. to establish a National Truth and Reconciliation Commission to exact accountability from those responsible for the bloody war on drugs of his predecessor, Rodrigo Duterte, now awaiting trial for crimes against humanity by the International Criminal Court in The Hague.

It’s a timely and appropriate proposal. The Truth Commission, according to the Church leader, could provide a safe venue for victims and witnesses to speak, and encourage full disclosure by those involved under legal safeguards. It will review thousands of killings still under investigation, recommend reparations and psychosocial support for victims’ families and propose reforms to prevent a repeat of the abuses in the brutal anti-narcotics campaign.

The goal, Cardinal David pointed out, would not be vengeance, but to establish truth, promote accountability, extend compassion to victims and help our country move forward with honesty and moral clarity.

“Truth-telling is not an act of reopening wounds—it is the only path by which wounds can finally heal,” he emphasized.

With enough practice, arms like these can complete everyday tasks alone, says Tokyo company Enactic, which is developing humanoid robots to wash dishes and do laundry in short-staffed Japanese care homes.

– The United States has approved $330 million-worth of parts and equipment in its first military sale to Taiwan since US President Donald Trump’s return to the White House, the island’s foreign ministry said Friday.

Washington is Taipei’s biggest arms supplier and a key deterrent to a potential Chinese attack, but Trump’s remarks on Taiwan have raised doubts about his willingness to defend the democratic island.

Beijing claims Taiwan is part of its territory and has threatened to use force to bring it under its control.

“This marks the first time the new Trump administration has announced an arms sale to Taiwan,” the foreign ministry said, after the US State Department approved the package.

KYIV – A Russian attack overnight, mostly targeting the capital Kyiv, killed four people and damaged buildings across the city, Ukrainian authorities said Friday.

Russia, which launched a full-scale invasion of Ukraine in 2022, has in recent months intensified its attacks on infrastructure, particularly targeting Ukrainian energy facilities and rail systems, as well as residential areas.

“This was a deliberately calculated attack aimed at causing maximum harm to people and civilian infrastructure,” President Volodymyr Zelenskyy said.

The attack killed four, Zelenskyy said, and wounded dozens including a pregnant woman.

Zelenskyy added that Russia had launched around 430 drones and 18 missiles in the attack.

AISLINN Yap, a bronze medalist at the 2025 Chengdu World Games, emerged as the top achiever at the World Sambo Championships in Bishkek, Kyrgyzstan, securing fifth place in the combat sambo adult women’s 80 kg division.

Yap’s run was halted in the quarterfinals by home favorite Meerimai Nuradilova. The match ended 0-2 on technical points, with the Filipino athlete conceding the loss after accumulating four penalties against Nuradilova’s two decisive technical scores.

MPTC is also in the process of raising up to P20 billion worth of fixed-rate bonds—consisting of 3-year Series A, 5-year Series B and 10-year Series C bonds—to fund tollway projects and debt refinancing.

THE state-run National Food Authority (NFA) said Friday it is preparing to file a plunder case against a midlevel employee over P53 million in missing rice stock.

NFA administrator Larry Lacson said Thursday they would file the case before the Office of the Ombudsman “very soon” once the NFA completes its case build-up, which started after the agency strengthened its internal audit system last year following President Ferdinand Marcos Jr.’s directive to enforce good governance.

Lacson said that it was possible the employee acted alone, noting a previous case involving an individual who was detained over a separate P30-million shortage. He said that if evidence eventually reveals other people’s involvement, they would also be included in the case.

“We think we have a strong case. We will not delay this. We will send a strong signal that we do not condone these acts,” he said.

ACEN unit drops planned P60-b Batangas power plant project

AYALA-OWNED Enex Energy Corp. (Enexor) is terminating its joint venture with GenX Energy LP for the proposed P60 billion, 1,100-megawatt combined-cycle gas turbine in Batangas and is no longer pursuing the project’s development.

In a disclosure to the Philippine Stock Exchange on Friday, Enexor said the company’s executive committee, acting under the authority delegated by the board, approved the discontinuation of the proposed Batangas Clean Energy (BCE) project, which was in its predevelopment stage.

The committee also approved mutual termination of the joint venture with US-based Blackstone Inc. portfolio company GenX Energy for the project.

“This decision was driven primarily by the difficulty in securing an off-take contract to ensure the BCE project’s

viability, coupled with challenges in securing a third investor due to uncertainties surrounding the project’s off-take arrangements,” the company said.

“Furthermore, this decision aligns with ENEX’s parent company’s (ACEN Corporation) strategic shift toward renewable energy generation,” it said.

ACEN is the power arm of the Ayala Group. Enexor, formerly ACE Enexor Inc., acquired a 50 percent stake in BCE in 2021.

The proposed project was supposed to source natural gas from a nearby liquefied natural gas (LNG) import facility. The project is located on 24 hectares of onshore land and 15 hectares of foreshore area in Barangay Libjo and Barangay Malitam, Batangas City.

The power plant would have the flexibility to burn up to 50 percent (by volume) clean hydrogen as a supplemental fuel when hydrogen becomes commercially available and supply 5 percent to 10 percent of the Luzon grid’s power requirements.

It said green hydrogen, produced by electrolysis of water using cheap renewable power from wind, solar, geothermal or hydropower, or by steam reforming of biogases, will be either imported or produced domestically.

Tiu Laurel Jr. has ordered stricter monitoring of supermarkets and wet markets to ensure proper handling and labeling of frozen meat as the Department of Agriculture (DA) moves to protect consumers and level the playing field for local producers.

Tiu Laurel directed the Agribusiness and Marketing Assistance Service (AMAS), Bureau of Animal Industry (BAI) and National Meat Inspection Service (NMIS) to carry out nationwide inspections to ensure compliance with food safety and fair trade rules.

“Frozen meat must be properly labeled and stored. Retailers cannot pass off frozen products as fresh. Food safety and fair trade are nonnegotiable,” he said.

The DA continues to work with hog producers to stabilize pork prices and support raisers struggling with depressed farmgate rates. Industry and government have agreed on a minimum farmgate price of P210 per kilo for live hogs, up from the current P150 to P180 per kilo, which producers say is below production cost.

Tiu Laurel pointed out that despite farmer losses, retail pork prices remain elevated, with liempo (pork belly) still averaging around P400 per kilo.

“Farmgate prices have dropped sharply, yet consumers haven’t felt any relief. This imbalance needs to be corrected,” he said, adding that the DA is considering reinstating a maximum suggested retail price for pork. Othel V. Campos

ABOITIZ Renewables Inc., the renewable energy arm of Aboitiz Power Corp., has energized its 92.55-megawatt peak (MWp) San Manuel solar power plant in Pangasinan province, boosting its solar power portfolio across the Philippines.

The San Manuel facility is the sixth solar project completed by Aboitiz Renewables and the third in Pangasinan, adding to the existing CayangaBugallon and Laoag solar power projects in the province.

“This marks another important step in our renewable energy expansion,” said Aboitiz Renewables president Jimmy Villaroman.

“Pangasinan’s strong solar potential and available grid connections make it ideal for solar development,” he said.

Villaroman also thanked the National Grid Corporation of the Philippines (NGCP) for its assistance in bringing the project online and the company’s team for their dedication.

Aboitiz Renewables also secured approval from the NGCP for the technical and operational requirements for grid connection of the 173MWp Calatrava Solar Power Plant in Negros Occidental. This facility will be the largest operating solar and variable renewable energy facility in the Visayas region. Typhoon ‘Tino’ leaves P1.2b worth of losses in Visayas sugar sector

THE Sugar Regulatory Administration (SRA) has placed the sugar industry’s losses at more than P1.2 billion in the Visayas, based on a partial assessment of the damage caused by Typhoon Tino.

Tino ravaged over 53,000 hectares across the mill districts of Negros Island, Capiz, Iloilo, Leyte and Cebu, affecting more than 16,000 sugar farmers.

SRA Administrator Pablo Luis Azcona said the agency has begun a full evaluation of farms hit by Typhoon Tino and Uwan to have a complete picture of the damage these two major disasters caused in sugar-producing areas.

“We have seen entire fields decimated by Tino, especially in the fourth and fifth districts of Negros Occidental where harvestable canes were flattened and flooded. We can only hope these fields will recover,” Azcona said.

He reported expected delays in milling after four mills were forced to halt operations for nearly a week due to storm damage. Mills in La Carlota City and Binalbagan had to shut down before they were able to restart operations.

“Tino was among the strongest storms and the heaviest flooding we have experienced in two decades,” Azcona said, adding that the disaster struck an industry already grappling with RSSI. He said areas with no history of flooding were inundated, partly due to continuous ash fall from Mt. Kanlaon, which clogged rivers and drainage channels with ash and lahar.

The SRA has begun procuring fertilizers for distribution to affected mill districts and sugar associations.

The BISCOM mill district, covering Himamaylan City and the towns of Isabela, Binalbagan, Hinigaran and Moises Padilla, sustained the heaviest damage with more than 20,000 hectares affected.

This was followed by the La Carlota mill district with over 10,000 hectares, and the districts of San Carlos, Sagay-Danao and Ma-ao in Central Negros.

SECURITY Bank Corp. on Friday reported a 7-percent year-on-year increase in net profit to P9.1 billion in the first nine months of 2025, led by a 22-percent surge in total revenues to P48.8 billion.

“Revenues continued to grow faster than expenses, with revenues rising 6.7 percent quarter-on-quarter against just a 0.8 percent growth in expenses. This drove stronger efficiency and profitability, as reflected in our improved cost-to-income and ROE ratios. Backed by a healthy balance sheet, we remain focused on sustainable growth and delivering better experiences for our customers,” said Security Bank president and chief executive Sanjiv Vohra. The bank’s pre-provision operating profit (PPOP) for the nine-month period was P20.4 billion, up 24

Net interest income climbed 15 percent year-on-year to P37.2 billion, with the net interest margin improving to 4.70 percent. (PhilHealth) plans to partially adopt a diagnosis-related groups (DRG) payment model for selected diseases to test its efficiency in offering fairer case rates, an official said Friday. PhilHealth corporate affairs group vice president Walter Bacareza told reporters the agency would select specific diseases for DRG

“We will select some diseases for DRG,” Bacareza said, explaining the desire to avoid public missteps or system glitches.

This phased approach mirrors strategies used by other nations like Thailand and Japan, which began imposing the DRG system on a selected number of diseases rather than an immediate, total implementation.

Bacareza said the initial diseases could potentially be the country’s top 10 diseases, although the final strategic direction depends on an ongoing study by the agency and its partners.

DICT, Maya modernize e-government payments, digital access

SINGAPORE—At this year’s Singapore FinTech Festival (SFF), the Department of Information and Communications Technology (DICT) and Maya formalized an expanded collaboration to enhance e-government services and improve access to digital finance tools for millions of Filipinos. The partnership supports DICT’s mandate to optimize government ICT systems under the E-Government Masterplan and the Philippine Development Plan (PDP). It also advances the national goal of accelerating digital inclusion by bringing financial services — including payments, savings, credit and rewards — closer to citizens through trusted public–private cooperation.

A More Seamless eGovPH–Maya Experience

Under the cooperation agreement, DICT and Maya are working together to enable faster, more reliable digital payments within the eGovPH App and across Maya’s ecosystem. This includes developing embedded financial services that give users smoother transactions, access to digital tools such as savings and credit, and personalized incentives that encourage digital adoption.

Key areas of collaboration include:

• Seamless digital payments for government services across the eGovPH and Maya platforms;

• Digital financial solutions, including access to savings, credit and insurance tools, as well as rewards and incentives;

• Financial inclusion initiatives using open finance, AI and secure digital identity; and,

• Broader service enhancements aligned with DICT’s push for efficient, citizen-centered government transactions.

With enough practice, arms like these can complete everyday tasks alone, says Tokyo company Enactic, which is developing humanoid robots to wash dishes and do laundry in short-staffed Japanese care homes.

“The next wave of AI is physical AI,” Jensen Huang, head of US chip giant Nvidia, said last year.

IN MALLS and online marketplaces worldwide, luxury handbags, watches, shoes, and clothing are increasingly appearing in imitation. For shoppers, the appeal is simple: the items look expensive but cost a fraction of the genuine article.

But behind the seeming bargain lies a darker reality. Experts warn that the counterfeit industry is far from harmless. While buyers may assume that purchasing a fake handbag or watch is a victimless act, the global counterfeit market is estimated to be worth hundreds of billions of dollars annually— much of it linked to organized crime networks involved in human trafficking, forced labor, and other illegal activities.

At an exclusive luncheon at the Manila House Private Club in Bonifacio Global City, Entrupy met with media and industry players, including Purse Maison, Doctor Leather, and the Freya Collective. The conversation carried a sense of urgency: the company’s mission is to restore trust across the global supply chain using AI technology that guarantees 99.86 percent accuracy in authenticating luxury items.

“Counterfeit activity isn’t just about fake products. It exposes consumers

to toxic chemicals and fuels illegal networks,” Srinivasan said. “The real victims are those buying counterfeits. Most think they got a deal, but they don’t know the true cost.”

According to Entrupy’s State of the Fake 2025 report, Louis Vuitton and Chanel remain the most faked luxury bags worldwide and in the Philippines. Globally, Louis Vuitton topped the list in 2024, followed by Prada and Gucci.

In the Asia-Pacific region, Prada was the most faked, with Louis Vuitton and Chanel trailing. In the Philippines, Chanel led the pack, followed by Louis Vuitton,

The report, which relies on AI-powered tools to examine millions of items, also revealed which brands face the highest risk of being faked relative to submission volume. Globally, Goyard topped the risk list at 22.8 percent, followed by Prada (14.3 percent), Givenchy (11.6 percent), Loewe (10.5 percent), and Saint Laurent (10.3 percent).

In the Philippines, Loewe, Goyard, Celine, Chloé, and MCM were considered high-risk. Entrupy’s data shows that 91.6 percent of luxury items authenticated in 2024 were genuine, while 8.4 percent remained “unidentified”—a stark reminder of how difficult it remains to verify authenticity. In terms of submissions, the Philippines ranked eighth globally, trailing the United States, Japan, Taiwan, and Vietnam.

As Filipino shoppers prepare for the holiday season, a quiet battle is unfolding. Entrupy, expanding its footprint in Southeast Asia, is helping safeguard consumers and defend the integrity of luxury brands.

Experts warn that the stakes go far beyond deception. Many counterfeit items contain hazardous substances such as lead, arsenic, and cadmium, posing real risks to consumers and the environment. Globally, counterfeit activity has escalated into a $464 billion industry—rivaling the GDP of countries such as Austria or Belgium.
