HE administration's fact-finding body, the Independent Commission for Infrastructure (ICI), will step in and help investigate so-called "ghost" or non-operational super health centers (SHCs) across the country, Health Secretary Ted Herbosa on Friday said.

Herbosa said 365 are under various stages of construction while 196 are operational and 17 are partially operational.
The DOH said the figures are subject to further validation and investigation, in coordination with the ICI.

Mendoza narrated before congressmen how Garma allegedly facilitated the PCSO official’s roadside assassination on July 30, 2020 by providing the necessary information about his schedule, details about his vehicle and the funding necessary to carry it out.
The department will also activate its Citizens Participatory Audit to allow the public to report issues concerning the SHCs.
The whistleblower also implicated incumbent National Police Commissioner Edilberto Leonardo in the planning of the murder.

THE Department of Migrant Workers (DMW) has confirmed that two missing Filipina domestic helpers previously reported missing in Hong Kong—Imee Mahilum Pabuaya, 24 and Aleli Perez Tibay 33—have been found safe.
DMW Secretary Leo Hans Cacdac said the two were last seen on October 4 in the Tsuen Wan area and were reported missing after failing to return to their employers' homes in Happy Valley and Cheung Sha Wan.
Since the investigation was made public, the department has received several reports from citizens regarding facilities that remain idle or unfinished.

Without convictions, Gatchalian says enforcement actions and seizures will have little long-term impact.
Finance Secretary Ralph Recto echoed Gatchalian’s call for balance but warned that excessively high excise taxes could unintentionally push consumers toward illicit markets. Recto said tax policy should be carefully calibrated to maintain compliance while discouraging smuggling. He cited tobacco as a key example, noting that steep tax rates can widen the price gap between legal and illegal products, making smuggling more attractive.
For his part, Bureau of Customs Commissioner Ariel Nepomuceno reported that the agency confiscated ₱34.73 billion worth of smuggled goods from July to August 2025. The seized items included ₱4.6 billion in illegal drugs, ₱2.1 billion in illicit cigarettes, tobacco, and vape products, along with counterfeit items amounting to P1.4 billion Nepomuceno said the agency is pursuing full digitalization to reduce corruption and improve transparency.
Meanwhile, Bureau of Internal Revenue Commissioner Romeo Lumagui Jr. said tobacco excise tax collections rose 30.4 percent to ₱25.6 billion, with 1,105 seizures and ₱1.8 billion in tax assessments in 2024. He added that a digital track-andtrace system for tobacco and vape products will be rolled out next year to strengthen monitoring.

PCG saves16 in high sea rescue operation
THE Philippine Coast Guard (PCG) in Eastern Sulu has rescued 16 people, consisting of 11 crew members and five passengers of a motorized boat that suffered engine failure and drifted off Capual Island, Omar, Sulu.
The boat was headed to Kawit, Zamboanga City from Sulu when it struck floating debris, resulting in propeller damage and subsequent engine malfunction.
The PCH deployed Search and Rescue (SAR) teams to the area after receiving a report about the incident.

THE Land Transportation Office (LTO) towed a Korean national’s pricey Lamborghini car which although legitimately registered at the LTO did not have a license plate.
“It’s been two years — the license plate is still sealed and not attached,” LTO chief Markus Lacanilao said.

THE Philippine Coast Guard (PCG) and the United States (US) embassy on Friday launched a training program that aims to strengthen the PCG’s operational readiness and capability for maritime law enforcement.
The program was launched by PCG commandant Admiral Ronnie Gil Gavan and US ambassador to Manila MaryKay Carlson in a ceremony aboard the ship BRP Gabriela Silang at Pier 13, Port Area in Manila.
With a budget of P140 million, the three-year initiative will provide 110 courses and on-the-job training at US Coast Guard (USCG) facilities and operational units.
The project is funded by the US Department of State’s Bureau of International Narcotics and Law Enforcement Affairs through the USCG.
In addition to US-based training, the program will conduct nearly 60 formal courses and engagements with subject matter experts in the Philippines.
In particular, the program will provide technical courses for vessel operations and maintenance designed to develop instructors for PCG training centers and onthe-job training and orientation at USCG training centers, aboard USCG vessels, and at operational shore installations responsible for fleet support management.

THE National Irrigation Administration (NIA) extends full support to investigations in the killing of a former employee and offers reward for the solution of the case, according to NIA administrator Eduardo Guillen.
At the same time, Guillen urged the public and the media to verify information before making allegations online.
Guillen disclosed that NIA has offered a reward for information leading to the arrest of killers of Kyle Antatic, who was recently gunned down in Cagayan de Oro City.
“Our agency is cooperating with authorities to solve the case,” he said during a public briefing. We even offered reward money to encourage
witnesses to come forward,” Guillen added. He warned against the spread of unverified claims on social media, noting that the agency’s reputation can be quickly damaged by premature or false reports.

yesterday rolled out a set of traffic management measures designed to alleviate the expected increase in traffic congestion during the Christmas season.
These measures will take effect from November 17 to December 25.
Following a meeting with mall operators in Metro Manila, MMDA Chairman Romando Artes announced that starting November 17, the operating hours of malls will be from 11 a.m. to 11 p.m.
Mall-wide sales will only be allowed to be held on weekends. However, some stores or outlets within the mall may hold sales even on weekdays, as long as no announcements, advertisements, or tarpaulins are made in connection with them.
THE Bureau of Immigration has deported two Japanese nationals, Hoshino Takuya and Kunio Aihara, who were wanted fugitives in Japan.
Hoshino, a member of the “Luffy” gang, was arrested in Las Piñas City in April for allegedly stealing ATM cards and targeting elderly victims by impersonating law enforcement officers.
He and his cohorts allegedly staged fake police investigations to deceive victims into surrendering their bank cards.
On the other hand, Aihara is wanted for robbery resulting in injury, and was arrested in June for conspiring to rob and assault a victim three decades ago.

THE management of the Ninoy Aquino International Airport has organized a retraining for its rescue teams on Friday, Oct. 17, to further improve readiness during emergency situation.
The New NAIA Infra Corp. (NNIC), the airport’s private operator, conducted its first full-scale crash rescue exercise as part of ongoing efforts to modernize the country’s premier gateway and bolster its emergency response capabilities.
The drill, dubbed Crash Rescue Exercise (CREX) 2025, simulated an incident involving a departing aircraft—carrying 120 passengers and six crew members—that collides with debris on the runway.

Shopping mall operators were also asked to submit their respective traffic management plans to the MMDA for their mall sales and other promotional events two weeks before the scheduled dates of such events.
There are 131 malls in the National Capital Region, and 29 of them are located along Epifanio de los Santos Avenue. Deliveries of shopping mall operators will only be allowed during nighttime, from 11 p.m. to 5 a.m. the following day, except for perishable goods such as food and ice.
The MMDA said shopping malls and
commercial centers significantly contribute to heavy traffic on Metro Manila’s main roads, especially during thr “ber months” as the holidays approach.
The agency expects at least a 20 percent surge in traffic during this period due largely to increased activity at these establishments.
“The Christmas season brings with it a 10 to 25 percent increase in vehicular volume in Metro Manila roads. By implementing these effective measures, we aim to provide a more manageable traffic flow for the holidays,” Artes said.

Gatchalian said the directive of President Ferdinand Marcos Jr. for a concerted whole-of-government approach by national agencies for those affected by the September 30 magnitude 6.9 earthquake resulted in breakthroughs in the overall disaster operations, benefitting the affected Filipino families and individuals in Northern Cebu.
“It’s a whole-of-government approach. We know that one branch of government cannot do it and the order of our President is that we must all work together to ease the burdens of the victims of these earthquakes,” Gatchalian said in an interview with Cebu media on Friday during his third visit to Northern Cebu.
The DSWD chief pointed out that one of the instructions of the President was the establishment of tent cities to provide temporary safe shelters for internally displaced persons (IDPs) in the province.
Around 1,227 families are currently residing in the five tent cities which were set up for the quake-affected families through the efforts of the national government agencies.

SENATOR Francis Pangilinan on Friday
commended the Government Procurement Policy Board for issuing new guidelines that will strengthen the implementation of the Sagip Saka Act, a law designed to boost the livelihoods of Filipino farmers and fisherfolk.
The Government Procurement Policy Board recently released Circular No. 02-2025, which provides detailed guidelines for the procurement of agricultural and fishery products un-
der Republic Act No. 11321, or the Sagip Saka Act of 2019.
“This has been a long time coming. We passed the law in 2019 and it has yet to be fully implemented, which deprived our farmers and fisherfolk of the necessary support that should have been theirs since six years ago,” said Pangilinan, who also chairs the Senate Committee on Agriculture, Food, and Agrarian Reform.
He noted that the delayed implementation of the law had prevented small producers from accessing much-needed government support since its passage six years ago.
“By simplifying procurement processes and reducing barriers, we help ensure that every peso of government spending supports local food producers and strengthens our food security,” he said.
Pangilinan said the new rules bring the country a step closer to fully realizing the benefits of the landmark measure, which allows government agencies to directly purchase goods from accredited farmers and fisherfolk without going through public bidding.

THE Department of Science and Technology (DOST) is aiming to establish an artificial intelligence (AI)-powered Philippines by 2028 as part of its National AI Strategy (NAIS PH) project.
DOST Secretary Renato Solidum Jr. said the NAIS PH project aims to build a “robust infrastructure, develop a futureready workforce, uphold ethical governance, and strengthen research and innovation” using AI as a tool for inclusion.
“Through this, AI will become a true public good, improving lives, expanding opportunities, and enabling a sustainable tech-empowered future for every Filipino,” Solidum said.
To date, he said AI is already being used to enhance the country’s transport systems, modernize financial services, boost creative industries, improve energy and environmental monitoring, and strengthen national defense and public security.

CAN the civil status of a child be changed from legitimate to illegitimate as a result of a declaration of nullity of marriage on the grounds of psychological incapacity under Article 36 of the Family Code? The answer is in the negative.
“Case law states that ‘[u]pon the parties’ filing of a petition for the declaration of nullity of marriage, trial courts also acquire jurisdiction over matters incidental and consequential to the marriage.’… [T]he civil status of children is generally a legal consequence of the validity of marriage… [that] may be brought forth in a petition for declaration of nullity.”
“Notably, Section 22 of A.M. 02-11-10-
SC… directs courts to order the amendment of the child’s birth registry to reflect the new civil status of the child affected in cases of declaration of nullity or annulment of marriage, save in instances when the nullity of marriage is based on Article 36 or 53 of the Family Code.”
“Thus,… a judicial declaration of nullity of marriage of the parents may incidentally result in the declaration of the child’s illegitimate status.”
“The Supreme Court clarified that ‘the civil status of children is not a collateral issue that the courts may not resolve in petitions for the declaration of nullity of marriage.’”
In the case of Republic v. Tangarorang, Linney sought “the declaration of nullity of her marriage with Ramer before the trial court, invoking psychological incapacity under Article 36 of the Family Code.”
Linney and Ramer begot a child prior to their marriage who they named Sharemahlyne, and they were subsequently married after Sharemahlyne’s birth.
“In declaring the marriage of Ramer and Linney void, the [trial court] held that there was clear and convincing evidence that Ramer was psychologically incapacitated.”
“However, the [trial court] did not explain why Sharemahlyne was declared an illegitimate child by virtue of the nullity of the parties’ marriage.”
“[T]he Office of the Solicitor General filed a Motion for Partial Reconsideration to assail [the portion] of the ruling that declared Sharemahlyne to be illegitimate. In response, Linney filed a Comment… claiming that Sharemahlyne is an illegitimate child because she was born before the parties’ marriage…,” she also averred that she is entitled to the sole custody of Sharemahlyne.
“The [trial court] denied the foregoing Motion…, ruling that Sharemahlyne remains to be an illegitimate child since she was born prior to the parties’ marriage. There was likewise no annotation in her Certificate of Live Birth that she underwent the legitimation process.”
As a result, the OSG filed a Petition for Review on Certioraridirectly to the Supreme Court, raising pure questions of law.
The issue to be resolved was whether the trial court erred in declaring Sharemahlyne an illegitimate child of Linney and Ramer.
“Considering that ‘a void marriage is deemed never to have taken place at all[,]’ the nullity of the marriage, as a general rule, will make the child’s status illegitimate from conception. However,
Article 54 of the Family Code provides for exceptions:
“Art. 54. Children conceived or born before the judgment of annulment or absolute nullity of the marriage under Article 36 has become final and executory shall be considered legitimate. Children conceived or born of the subsequent marriage under Article 53 shall likewise be legitimate.”

“[F]or void marriages under Article 36, Article 54 of the Family Code did not distinguish between a child born prior to the marriage and a child born during the subsisting marriage. All the provision requires for legitimacy is that the child must be conceived or born prior to the judgment of absolute nullity under Article 36.”
“It would also not be amiss to point out that the Family Code does not provide for a scenario where a legitimated child may revert to illegitimacy. This is in keeping with the principle that a legitimate status is more favorable to the child [since]…’[i] n the eyes of the law, the legitimate child enjoys a preferred and superior status.’”
“Considering the foregoing reasons, there is no substantial distinction between legitimate and legitimated children for purposes of determining the legitimacy of children of marriages later declared void under Article 36 of the Family Code. A declaration of nullity of marriage based on the psychological incapacity of one or both spouses under Article 36 should not affect the status of the children…”
“Given that the legitimacy status of a child is conferred by the Family Code, a substantive law, the lack of annotation in the birth certificate as to the subsequent marriage of the parents of the child, shall not affect such status. [T]he formal requirement of annotating the legitimation is a mere administrative procedure which cannot impair substantive rights.”

IN AN era where we often measure leadership by its noise and visibility, I witnessed something profound in Philippine National Police Chief Lt. Gen. Jose Melencio Nartatez Jr.—a quiet strength rooted in humility.
I saw this not on a parade ground, but in a church. During the enthronement and first day of the Novena Mass for the Canonically Crowned Image of Nuestra Señora del Pilar de Manila in Sta. Cruz Parish, Manila, the image of our Chief PNP bowing before the altar struck me deeply. Here was a General, not giving a
command, but in prayer. The solemnity of the Mass, presided over by His Eminence Jose Cardinal Advincula, was a moment that spoke of reverence and a willing surrender to a higher purpose. To me, this gesture immediately revealed the very essence of moral leadership.
“When a man of power kneels before God, he elevates not just himself but the institution he represents. Nartatez reminds us that the highest form of authority is moral authority, one that draws strength from faith, not fear.” Faith at the Core of Command Nartatez’s presence was clearly not a mere ceremonial duty; it felt deeply

The ICI, created by President Ferdinand Marcos via an executive order, would operate independently and would not include politicians, as its investigation is primarily technical in nature.
It functions as the administration’s “investigative arm” tasked with reviewing tips and complaints related to flood control and infrastructure projects, discovered and made public after the President’s fourth State of the Nation Address on July 28, and soon after the President saw the existence of fully funded projects but turned out to be ghosts when Bulacan and other areas were whacked by severe typhoons and uncontrollable floodwaters.

JERUSALEM – Turkey has deployed dozens of disaster relief specialists to help search for bodies under the mountains of rubble in Gaza, as US President Donald Trump fired a warning at Hamas Thursday over a spate of recent killings in the territory.
Trump characterized the killings as a breach of the ceasefire deal he spearheaded, under which the Palestinian militant group returned its last 20 surviving hostages to Israel.
Hamas says it has also handed back all the bodies of deceased captives it can access but the bodies of 19 more are still unaccounted for and believed to be bur-
ied under the ruins alongside an untold number of Palestinians.
The Palestinian militants stressed their “commitment” to the ceasefire deal with Israel, and that they want to return all the remaining bodies of hostages left in Gaza.
But it said in a statement that the process “may require some time, as some of these corpses were buried in tunnels de-
stroyed by the occupation, while others remain under the rubble of buildings it bombed and demolished.”
Turkey has sent staff from its disaster relief agency to help in locating the bodies but the families of the dead have fumed at Hamas’s failure to deliver their loved ones’ remains.
The main campaign group advocating for the hostages’ families demanded Thursday that Israel “immediately halt the implementation of any further stages of the agreement as long as Hamas continues to blatantly violate its obligations regarding the return of all hostages and the remains of the victims”.
Prime Minister Benjamin Netanyahu
reaffirmed his determination to “secure the return of all hostages” after his defence minister warned on Wednesday that Israel “will resume fighting” if Hamas failed to do so.
Trump had appeared to call for patience when it came to the bodies’ return — insisting Hamas was “actually digging” for hostages’ remains — but later expressed frustration on Thursday with the group’s conduct since the fighting halted.

LIMA – Peru’s new government said Thursday that a state of emergency will be declared in the capital Lima, after weeks of anti-government protests over corruption and organized crime.
It comes after a man was shot dead by police on Wednesday and more than 100 people were injured after protests turned violent near the capital’s Congress building. The South American country has been rocked by protests for weeks, and lawmakers voted last week to impeach then-president Dina Boluarte, who critics blamed for a surge in crime and accused of corruption.
The youth-led demonstrations have brought thousands of Peruvians, frustrated by the authorities’ failure to address the worsening crime crisis, onto the streets in Lima and several other cities.
“We are going to announce the decision to declare a state of emergency at least in Metropolitan Lima,” head of the cabinet Ernesto Alvarez told press after a leadership meeting.
Peru’s police chief said Thursday that an officer from the criminal investigation directorate was believed to have fired the bullet that killed 32-year-old rapper Eduardo Ruiz on Wednesday.
The officer, who was attacked by the crowd, has been detained and will be dismissed from his job, General Oscar Arriola said. Ruiz was the first person to die in the protests led by the youth collective Generation Z. President Volodymyr Zelenskyy meets Donald Trump at the White House Friday (Saturday Manila time), seeking US-made Tomahawk missiles even as the US president reaches out to Russia’s Vladimir Putin for a fresh summit.
Zelenskyy will be making his third trip to Washington since Trump returned to office, following a disastrous televised shouting match in February and a make-up meeting in August, as the US leader’s stance on the war blows hot and cold.
Trump’s latest pivot came on the eve of Zelenskyy’s visit. He announced that he would be meeting Putin in Budapest, in a fresh bid to reach a peace deal and end Moscow’s invasion launched in 2022.
Ukraine had hoped Zelenskyy’s trip would be more about adding to the pressure on Putin, especially by getting American-made long-range Tomahawk cruise missiles that can strike deep into Russia.
But Trump, who once said he could end the war in Ukraine within 24 hours, appears set on pursuing a new diplomatic
breakthrough to follow the Gaza ceasefire deal that he brokered last week. Trump said Thursday he had a “very productive” call with Putin and that they would meet in the Hungarian capital within the next two weeks. Provincial police chief Colonel Giovanni Naranjo told reporters the Los Lobos gang -- designated a foreign terrorist organization by the United States -- was suspected of the attack.

The development -- the fruit of long negotiations -- puts the bloc on track to improve its defence readiness, and also aims to “support defense industrial cooperation with Ukraine,” the body, which represents member countries, said in a statement.
The 1.5-billion-euro budget for the European Defense Industry Program, provided as grants, covers the period 20252027, according to the agreement struck with the European Parliament. European Commission President Ursula von der Leyen welcomed the news as an important step towards the EU being “defense-ready by 2030”.

Homegrown bet Reymon Jaraula showed his familiarity of the Del Monte course and prevailed.
BUKIDNON—If Reymon Jaraula had considered settling the matter in the most decisive way, he made little effort to conceal it on Friday.
On a course he’s extremely familiar with, the homegrown ace delivered a stunning final-round masterpiece – a new course record nine-under 63 – to blow the field away and clinch a dominant nine-stroke victory in the ICTSI Del Monte Championship at Del Monte Golf Club here.
From the moment he birdied the first two holes, it was clear Jaraula wasn’t just out to win – he was out to make a statement. What followed was a relentless display of precision and confidence as he distanced himself from the field, particularly overnight rival Rupert Zaragosa, and cruised to the title with a tournament total of 23-under 265 – one of the lowest
in Philippine Golf Tour history.
The exclamation point came on the par-5 18th, where Jaraula capped his record-setting, bogey-free round with an eagle, cementing both the victory and his place in Del Monte lore. His 63 shattered the previous course record of 64, held by Clyde Mondilla since 2023 – the same year Mondilla edged Jaraula by one for the crown.
“Hindi ko in-expect na ganito kaconvincing,” said Jaraula, who was near-flawless from tee to green. “Everything clicked – driving, second shots and putting. And malaking tulong talaga na familiar ako sa course. Alam ko kung saan ilalagay ang bola.”
Indeed, Jaraula’s performance was a lesson in local knowledge and elite execution. He hit all 14 fairways, found 16 greens in regulation, and needed just 28 putts. With the home crowd cheering him on, he turned the final day into a coronation, birdieing Nos. 14, 15 and 17 before that dramatic eagle finish. Zaragosa, who had led midway through the tournament, simply couldn’t keep up. He finished with a second straight 71 for a distant runner-up at 274, while Japan’s Atsushi Ueda carded a 68 to place third at 275 – his best career finish on the Pilipinas Golf Tournaments, Inc.-organized circuit.

WILMAR Oftana stepped up as the emotional and oncourt leader, powering the Emilio Aguinaldo College (EAC) Generals to an 84–73 victory over the Arellano University Chiefs on Friday in the NCAA Season 101 men’s basketball tournament at the Filoil EcoOil Arena i n San Juan.
Oftana fired 19 points to anchor the Generals’ balanced attack, with three other teammates scoring in doubl e figures to help EAC snap a two-game skid and improve to 2–3 in the standings.
“This is what I told the boys: we’re at the bottom of the standings, and this was a must-win game,” said Generals head coach Jerson Cabiltes. “Fortunately, the boys responded. Arellano thrives on pressure, so we wanted to match and outmatch their energy.”
Brianne Angeles chipped in 15 points, while Jude Bagay and Cris Shanoda, who earned a starting nod this time, added 12 and 11 markers respectively.

PSC designates UPMin as hub for Mindanao athletes
THE University of the Philippines Mindanao (UPMin) has been designated as a regional training center for sports and is seeking support to improve its sports facilities.
Philippine Sports Commission (PSC) chairman Patrick Gregorio announced this following a recent visit to the UPMin campus in Tugbok, Davao City.
Gregorio visited the university after a strong earthquake struck the area on the morning of October 10, prompting schools to conduct structural inspections to ensure the safety of their facilities.
“I’m asking congressmen and senators for assistance in improving UP Mindanao’s facilities and in helping complete the beautiful sports complex within the campus,” Gregorio said. Once completed, the new sports complex will serve as the central hub for the initiative.
The Davao City–UP Sports Complex is a 30,000-seat facility featuring a FIFA-certified football field, a training gym, and an aquatics center.
The PSC and UP Mindanao have forged a partnership to complete and maintain the complex. UP Mindanao’s Department of Human Kinetics will provide technical expertise in sports science, human movement, and sports education to support regional programs.
The Davao region is known for pencak silat, and training programs at the complex are set to begin this November. The agency also aims to establish a localized national youth training pool in the region to encourage grassroots sports development, with UP Mindanao playing a key role.

The Filipina CEO Circle (FCC), Financial Executives Institute of the Philippines (FINEX), Institute of Corporate Directors (ICD), Justice Reform Initiative (JRI), Management Association of the Philippines (MAP, and Makati Business Club (MBC), in a joint statement, expressed strong support for proposed changes to Republic Act (RA) No. 1405, the Law on Secrecy of Bank Deposits, and RA 6426, the Foreign Currency Deposit Act.
The organizations said the “stringent and rigid nature” of the two laws has acted as “straitjackets on regulators,” preventing them from efficiently investigating and prosecuting individuals involved in illicit activities.
Such rigidity, they said, has been flagged by the International Monetary Fund as imposing severe restrictions on the nation’s financial and economic stability.

THE Philippines and Vietnam are emerging as frontrunners among Association of Southeast Asian Nations (ASEAN) states in readiness for a nuclear power program, with Manila aiming to have operational nuclear plants generating at least 1,200 megawatts (MW) by 2032, according to a commentary by BMI, a Fitch Solutions Company.
The report identifies the Philippines and Vietnam as leaders in regional nuclear development. The Philippine government’s commitment to nuclear power deployment is led by the need to meet rapidly growing energy demand and reduce reliance on fossil fuels, BMI noted.
The country’s historical capabilities and experience, evidenced by the presence of Southeast Asia’s only existing, though never operational, nuclear power plant in Bataan province, could accelerate deployment.
BMI cites the Philippines’ “regulatory maturity,” given its status as a signatory to all major safety, security, safeguards and liability instruments within the international nuclear governance framework. This, combined with “concrete policy support and established institutional capacity,” positions the Philippines as the leader in ASEAN’s nuclear race, BMI said. This followed an encouraging assessment from the International Atomic Energy Agency (IAEA) on its nuclear power program in December of last year.

MEGAWIDE Construction Corp. has acquired a 10-percent stake in Citicore Renewable Energy Corp. (CREC) for P4.7 billion through a block sale transaction with CREC’s parent company, Citicore Power Inc. (CPI).
The transaction involved 1.1 billion secondary shares sold at P4.2877 apiece. The sale was executed at CREC’s 30-day volume-weighted average price (VWAP) as of Sept. 30, meeting the Philippine Stock Exchange’s criteria for a regular block trade, the company said Friday.
The acquisition is part of a settlement agreement signed last month between the Megawide-Citicore group, through which Megawide is recovering P9.4 billion in advances it made to parent firm Citicore Holdings Investment Inc. (CHII) and sister company CPI.
Megawide is receiving the P9.4billion settlement through a combination of P3.5 billion in upfront cash and P5.9 billion in CREC shares. The balance of P1.5 billion is expected to be finalized before the end of the year.
The construction company said the acquisition of the CREC shares could potentially boost its market capitalization to P11.4 billion from P6.7 billion.
Megawide chairman and chief executive Edgar Saavedra said the transaction “signifies the strong intra-company cooperation within the bigger Megawide-Citicore Group to achieve a shared objective – that is to create and maximize shareholder value.”
He said for Megawide, the asset injection would “strengthen the company’s balance sheet and overall equity position.”
Megawide plans to use the proceeds from the deal to pare down its debts, which stood at the P36 billion level as end-June 2025. For CPI, the cash advances made by Megawide were vital to the early development of its renewable energy business.

POWER retailer Manila Electric Co. is set to construct a “twin” system control center that will allow the country’s biggest utility to respond to the evolving energy landscape and ensure resiliency of network operations.
Meralco first vice president and head of networks Froilan Savet said the complementary system, dubbed Grid Edge Operations and Control Center (GEOCC), is a state-of-the-art operations center aimed at controlling Meralco assets and interconnected facilities along the last-mile end-users or household level.
This includes smart metering, distributed energy resources, net metering, embedded generation and electric vehicle charging stations.
“This will allow Meralco to transition to a potential future role as a distribution system operator,” Savet said in a briefing Friday. He said the GEOCC will also allow Meralco to more efficiently serve the needs of its more than 8.2 million customers.
The GEOCC, to be located also within the Meralco compound in
Ortigas, is targeted to be completed by the year 2030 and will be applied by Meralco under the first regulatory period, hopefully by January.
Meralco’s existing System Control Center (SCC) inside the Meralco compound serves as the nerve center of its distribution operations.
It houses the Supervisory Control and Data Acquisition (SCADA) system and the Advanced Distribution Management System (ADMS), which provide realtime monitoring and control over the company’s entire distribution network, including its high-voltage facilities and substations.
Through these systems, Meralco can remotely detect and isolate faults, coordinate switching operations and manage network performance to ensure reliable and efficient power delivery.

Active members who are working or residing in the affected areas are eligible to apply, provided they have no due and demandable GSIS loan, have a monthly take-home pay of at
least P5,000 after deductions, have paid premiums in the last 6 months, are not on unpaid leave, and do not have any pending administrative or criminal case.
Old-age and disability pensioners affected by the earthquake also can apply for the loan, provided they retain at least 25 percent of their monthly pension after loan deduction. Members without any outstanding emergency loan may borrow up to P20,000. Those with current emergency loans may borrow up to P40,000 to settle previous loan balances, ensuring a maximum net amount of P20,000. Once their applications are approved, borrowers can pay for the loan in 36 equal monthly installments with a 6 percent interest rate annually. It also comes with a loan redemption insurance, which deems the loan fully paid in case of the borrower’s demise, provided that loan payment is up to date.
A NUEVA Vizcaya court has directed the Philippine National Police to enforce a 20-day temporary restraining order (TRO) against anti-mining protesters in Dupax del Norte and affirmed the legality of Woggle Corp.’s exploration permit, authorizing the company to proceed with its government-mandated mineral exploration activities.

until Oct. 30, 2025.
The order stops the defendants from installing or maintaining a barricade along Keon Barangay Road, Sitio Keon in Barangay Bitnong, specifically near the area adjoining Keon Road and the National Highway Aritao-Quirino Road.
The defendants were also ordered to stop preventing vehicles, personnel, employees, contractors, representatives and agents of Woggle from passing or entering Keon to access the exploration area.
The court said Woggle demonstrated that it would suffer irreparable damage if the TRO was not issued, as the barricade would cause significant disruption to its exploration, resulting
in substantial losses.
“The court finds that the plaintiff has shown a clear and unmistakable right that is being threatened or violated where they will suffer grave injustice and irreparable injury if the TRO is not issued immediately,” the court said.
The court also asked the Provincial Director of the Nueva Vizcaya Police Provincial Office to accompany the sheriff in serving the court order.
Woggle was issued Exploration Permit No. 00030-II by the Mines and Geosciences Bureau (MGB) on Aug. 4, 2025, covering 3,101.11 hectares in five barangays in the municipality of Dupax del Norte, Nueva Vizcaya.

PLDT, Makati police foil major copper cable theft; six suspects arrested

A JOINT operation conducted by PLDT Inc. and the Makati City Police led to the arrest of six individuals caught trying to steal nearly two tons of underground copper cables along Kalayaan Avenue in Barangay Olympia.
The group, posing as water utility workers, had set up fake signage, donned contractor uniforms and used professional tools. One of the suspects was found inside a manhole during the operation, as the group tried to pull out nearly two tons of PLDT copper cables. Cable theft accounts for a significant portion of connectivity issues for Philippine telcos. Recovered from the scene were bolt cutters, metal saws, warning devices and 96 meters of cut PLDT copper cables, weighing about 2,000 kilograms. The arrested individuals were immediately brought to the Makati Police Station for inquest proceedings, with support from PLDT’s GMM South Asset Protection Division.
“This incident underscores the importance of collaboration between the public and private sectors in protecting critical infrastructure,” said Willie Antalan, head of PLDT’s Asset Protection Division for Greater Metro Manila South.
“We remain steadfast in our mission to ensure uninterrupted service and community safety through sustained vigilance and partnership,” he said.

ONLY one in 20 Filipino consumers hold a credit card, indicating that many may still be credit invisible without access to traditional credit products, according to data from global information and insights company TransUnion.
TransUnion, the Philippines’ first comprehensive private credit reference agency, shared findings from a new study at its inaugural Philippines Financial Services Summit in Manila. The study assessed Filipino consumers who opened their first-ever credit card in 2023, reviewing their early credit journey in
terms of product uptake, repayment behavior and overall performance. With 80 million Filipinos using digital wallets in 2025 and 65 percent having access to formal financial services, the lack of traditional credit access makes it difficult for consumers to build and leverage credit for major purchases, investments, or emergencies.

THE Philippine Competition Commission (PCC) has approved the acquisition by Permafrost Investments GMF2 Pte. Ltd. of a majority stake in CAMP Resources Property Holdings Inc. (CAMP Resources), citing no substantial impact on market competition.
The transaction, finalized on May 27, allows Singapore-based Permafrost to gain control of CAMP Resources, a domestic holding company with cold chain operations in the provinces of Rizal, Bulacan, Laguna and Pangasinan.
Following a notification on
June 3, the PCC’s Mergers and Acquisitions Office reviewed the deal’s potential competitive impact in the national market for rooftop solar panel systems for commercial and industrial use.
The commission concluded that the deal is unlikely to substantially lessen competition, noting the market’s fragmented structure and the presence of numerous other providers.
The PCC confirmed that adequate competitive constraints remain, allowing the parties to move forward with their strategic initiatives in line with the Commission’s mandate to promote fair, efficient and competitive market outcomes.
The study noted that credit cards are often the first step toward financial mobility. In 2023, 88 percent of newto-card borrowers started their credit journey with a credit card as their first credit product, implying that cards are a gateway for credit inclusion.
In 2024, about 1.46 million Filipinos became new-to-card consumers, making up around 50 percent of overall new card originations in that year, TransUnion found.
Of those entering the card market, around 57 percent were younger than 35 years of age, reflecting the strong role of digitally-engaged youth in driving adoption. Fifty-six percent of
new-to-card consumers were women, slightly higher than the overall adult population distribution—an indicator of credit inclusion progress.
While new-to-card consumers, who typically receive lower credit limits than established cardholders, used their credit responsibly with utilization rates similar to their peers (28.8 percent versus 27.9 percent after twelve months), payment performance gaps emerged as a concern.

ABS-CBN raises the stakes in primetime drama with What Lies Beneath, a suspense thriller starring Janella Salvador, Sue Ramirez, Kaila Estrada, and Charlie Dizon.
The four actresses lead
a story that dives deep into loyalty, guilt, and the haunting weight of truth.

The series follows Alice (Salvador), Mel (Ramirez), Erica (Estrada), and Beth (Dizon), friends bound by one secret that threatens to destroy everything they hold dear. As lies begin to unravel, alliances crumble, and survival turns into a desperate struggle against both danger and conscience.
At the media launch, creative producer Arah Badayos and head writer Benson Logronio said the story examines the thin line between right and wrong.
“It’s clear in the trailer that there was an injustice done,” Badayos said. “Pero mapapakita rin na it was not simple, the people who caused the injustice are victims of injustice themselves.”
Ramirez said the show’s emotional core lies in its portrayal of womanhood and resilience.
“This is centered on friendship, love, family, and womanhood. It’s about different kinds of women and how they face their problems. The suspense and thriller elements make it even more powerful,” she said.
Dizon described the project as a tension-filled story with moments of humor and action.
“ May tinatago ang bawat character, so ‘ yon ang dapat niyong abangan ,” she said.
Estrada shared that the story’s strength comes from its honesty.
“This show is about seeking truth
and justice,” she said. “And because it’s led by four strong women from different walks of life, it also speaks deeply about womanhood.”
Joining the ensemble are Jake Cuenca and JM de Guzman , who take on darker, more complex roles alongside Jameson Blake, Yves Flores, and Race Matias . The series is directed by Dado Lumibao and Froy Allan Leonardo Meanwhile, ABS-CBN Corporate Communications head Kane Errol Choa explained why What Lies Beneath is airing ahead of another ABS-CBN show originally scheduled to premiere this month.
“The launch of Roja has been moved to November due to weather conditions affecting production,” he said. “ What Lies Beneath is ready, and we’re excited to bring it to viewers. Our priority is always to deliver high-quality entertainment.”

Rapidly evolving artificial intelligence tools can now create songs from simple text prompts, mimicking the voices of celebrity artists to produce tributes or entire performances on demand, often without their knowledge or consent.
The trend raises thorny copyright issues and highlights the erosion of shared reality as unwitting users increasingly consume content infused with disinformation enabled by artificial intelligence.
“Rest in peace, Charlie Kirk!” sings a voice over a video showing the right-wing activist, who was assassinated last month.

“The angels sing your name. Your story’s written in the stars, a fire that won’t wane,” the voice intones as visuals appear onscreen of Kirk, Donald Trump Similar AI tributes on YouTube attributed to and Justin Bieber complete with fabricated thumbnails of them in tears—collectively racked up millions of views and thousands of comments from unsuspecting viewers thanking them for songs they never made.
In many cases, the voices sound little like the original artists, yet many scrollers still believe fake AI content that is flooding the internet and engage with it.

Andrea Tetangco opened the fashion week at the Fashion Tent with a collection that redefined femininity through structure, texture, and timeless silhouettes. Her designs aimed to inspire confidence and grace, presenting a balance of sophistication and strength.
“Women have always been at the heart of my creative process. Every piece I design is a love letter to them,” Tetangco said in an interview after the show. She described her collection as dreamy and futuristic, yet timeless and grounded in reality, representing new beginnings for

IT’S a secret that Sorsogon could no longer keep. There is a sanctuary called La Luma, a cabin-boutique hotel in the capital city, that is set to capture the hearts of even the most avid travelers.
Ready to welcome you at the Suarez Compound in Barangay Bibincahan, La Luma has the bustling city scenery in close proximity. Rejuvenating hot springs are nearby, with Instagrammable views of the serene countryside.
“La Luma means ‘the old new,’ or ‘ang makabagong luma,’” explains Lambert L. Angeles, the brainchild behind the posh resort. “But La Luma is a portmanteau of my name (Lambert), my dad’s (Luis) and my mom’s (Marilyn).”
Initially planning a rest house or a retirement retreat for his parents, Angeles instead renovated what used to be a small house in the 7500-sqm property.
In 2023, he decided to reconfigure the design to a boutique hotel, which was quite a challenge to his architects because there was a tremendous change in the building plan.
“We had to troubleshoot some of the construction changes to fit the new requirements,” Angeles says. “Luckily, we did it! We made it happen. La Luma was built this year and is still continuously developing into something trailblazing in our town.”

With its rustic Filipino-Hispanic industrial-inspired look, the hotel blends harmony, romance and history in an idyllic setting. Its charming interiors feature solihiya cabinets, intricate woodworks, capiz lamps, cement-finished walls and wood-crafted artworks.
“I am the visionary of this project. Most of my inspiration comes from my childhood and the influence of my parents, especially my father, who has impeccable taste in Filipino ancestral houses and old furniture,” shares Angeles.
“It feels like a blast from the past. I am also fascinated with the architectural design of Intramuros and Vigan, those are some of my favorite tourist destinations in the Philippines.”
The Phase 1 Project, which includes the main banquet hall/events place, has around 500 sqm of floor area while the

six bedrooms occupy about 250 sqm of floor area.
The bedrooms are inspired by old houses in the Philippines, yet with a modern and minimalist aesthetic. A sumptuous Standard Room goes for P5,000 a night with breakfast for two people. The rooms are named Harana, Kundiman, Indak, and Paraluman. The tasteful Suite Rooms are called Ligaya, and Luwalhati, and go for P7,000 good for two people with free breakfast.
“Our furniture pieces are made by our own karpenteros. We just buy old capiz windows and old wood and then Architect Luwalhati Dioneda would design the tables to our own specifications. In this way, we can make our furniture more budget-friendly and in line with La Luma’s quiet-luxury concept,” Angeles shares.
