Eclipse mania in the West: Manila solon bats for heat advisories The day died and was reborn INGRAM, Texas—The day died and was reborn a few minutes later Monday in the southern United States. There were hugs, tears and gasping as people watched the Moon fully eclipse the Sun and briefly plunge the world into darkness. About 2,000 people flocked to Ingram in the southern US state of Texas, a small city in the "path of totality" where the solar eclipse could be observed in its entirety. Spread on mattresses on the
grass, sipping wine comfortably from folding chairs or peering into large telescopes, the viewers, their eyes covered by special protective glasses, celebrated each time the gray clouds parted, letting them enjoy the wonder. "Three, two, one!" a man shouted. And there was the Moon, a black orb completely covering the Sun, with only tiny slivers of light escaping from the edges. It was 1:32 pm local time. Next page
A CONGRESSMAN from Manila is urging local governments to issue guidelines to address extreme heat in their areas, adding a warning system similar to that used for typhoons could help define specific steps they can take depending on the temperature. In a statement, Manila 3rd District Rep. Joel Chua said local government units should check PAGASA's Heat Index as well as its weather forecasts to prepare for rising temperatures. "[T]he heat index does not show what steps LGUs should take. That is where the mayor, governors, barangay chairpersons, and their local legislative bodies can step in. It would be best if they approve ordinances and issue executive orders detailing the steps Next page

A CONGRESSIONAL leader has assured public transport drivers that they will receive P2.5 billion in fuel subsidies this year to cushion them from high fuel prices. “Congress earmarked the sum of P2.5 billion in the 2024 national budget specifically for the direct fuel subsidies to public utility vehicle drivers, including tricycle, ride-hailing, and delivery service drivers,” Makati City Rep. Luis Campos Jr., vice chairperson of the House Committee on Appropriations, said. “On top of the amount for the

transport sector, we also allocated another P510 million in financial assistance to provide relief to small farmers who use fuel to drive their agricultural machinery,” Campos said. “We are determined to sustain the annual funding for the subsidies to vulnerable sectors, so long as the Dubai crude oil price based on Mean of Platts Singapore (MOPS) has reached $80 per barrel,” Campos said. Last year, modern jeepney and UV Express drivers received P10,000 each and drivers of other modes of public transport received P6,500 each in subsidies.
THE Supreme Court has dismissed due to technicality a petition seeking to disqualify Senator Raffy Tulfo. The petition sought to reverse an earlier decision of the Commission on Elections which dismissed the disqualification case. The High Court affirmed the Comelec’s dismissal of the petition filed by Tulfo’s estranged wife, Julie Licup Pearson. Pearson cited two grounds in her petition—Tulfo’s conviction in a libel case, which she said was a crime
