N

EGROS Occidental Gov. Eugenio Jose Lacson has made the wearing of face masks optional in outdoor spaces, following in the footsteps of Cebu province, which defied a national mask mandate to guard against the spread of COVID-19, Cebu City, and neighboring Iloilo province. “The wearing of face masks in outdoor and open spaces shall be optional for all persons within the territory of Negros Occidental,” Executive Order 2245, signed by Lacson, said. The EO said the wearing of face

masks in indoor spaces as well as in hospitals and other medical facilities remains mandatory. As of Sept. 10, Negros Occidental still had 168 active COVID-19 cases.

THE Professional Regulation Commission has suspended its policy which tags teachers and professionals with pending administrative cases–including those stemming from complaints from loan firms – and prevents them from renewing their PRC licenses. Labor Secretary Bienvenido Laguesma announced on Sunday the suspension after he learned of the policy during a budget hearing at the House of Representatives last week. ACT Teachers Party-List Rep. France

Castro raised the issue of the so-called “utang-tagging” where a teacher can get tagged if a summons is issued owing to a complaint for non-payment of loans. “This is illegal. You are tying the teacher to a complaint that has yet to be decided on. A teacher’s license doesn’t have anything to do with the case or the loan,” Castro said. Laguesma told lawmakers he was unaware of the PRC policy but agreed that it “does not sound right” and immediately ordered its review. Next page

Congress sets budget OK for signing into law by Dec. By Macon Ramos-Araneta LAWMAKERS expect President Ferdinand Marcos Jr. will be able to sign the 2023 budget into law by mid-December, Senator Juan Edgardo Angara said over the weekend. Angara, head of the Senate commit-

tee on finance, said the budget bill is set to be passed by late November, following plenary debates in November. Angara said they hope to strengthen the health sector and the health system, particularly the Philippine General Hospital (PGH), which has been affected by the budget cuts to the Uni-

versity of the Philippines system to which it belongs. He also said lawmakers would focus on marginalized sectors that suffered most from the COVID-19 pandemic and would also push to support entrepreneurs through credit programs. Next page
