Gov’t shuts off 26 websites Tags them as communist network amid howls of media crackdown
By Vito Barcelo, Willie Casas and Maricel V. Cruz
T
HE National Telecommunications Commission (NTC) has ordered internet service providers (ISP) to block 26 websites that it said had ties to communist terrorist groups, a move that human rights groups and leftist lawmakers immediately condemned as a prelude to a media crackdown.
PH can now detect cases of monkeypox THE Department of Health (DOH) has developed a real-time polymerase chain reaction (PCR) assay to detect possible monkeypox virus cases in the country. In an advisory Wednesday, the DOH said its Research Institute for Tropical Medicine (RITM) “successfully optimized” the PCR assay for monkeypox cases “as part of the national preparedness and response to the threats of [the] disease.” The RITM technical team is also working on a second PCR assay for differentiating the monkeypox virus clades or groupings is also being worked on, the department added. New BIR chief to ask BBM: Be model taxpayer INCOMING Bureau of Internal Revenue (BIR) chief Lilia Guillermo will request President-elect Ferdinand Marcos Jr. “to be a role model” for Filipinos and pay taxes in connection with the Marcos family’s over P203 billion in tax liabilities. In a television interview Wednesday, Guillermo said she has to check first the documents about the tax liabilities of the incoming first family—and if there is a need to collect tax, the new appointee said she would tell Marcos to be a "role model" in paying taxes. "As I've said, I need to know details, I would just tell him that if ever BIR has to collect the taxes, it's not him who will pay for the amount but the estate,” she said on ANC. Next page
In a memorandum dated June 8 and released to the media on Wednesday, NTC Commissioner Gamaliel Cordoba required all local ISPs to submit an action report within five days of their receipt of the order. “You are hereby directed to effect the immediate blocking of the reported websites found to be affiliated to and are supporting terrorist and terrorist organiza-
tions,” the memorandum read. The memorandum came after National Security Adviser Hermogenes Esperon Jr. requested the NTC to block 26 websites, several of which are related to the Communist Party of the Philippines (CPP) and its leader, Jose Maria Sison. In a letter sent addressed to Cordoba on June 6, Esperon said the Anti-Terror-
ism Council (ATC) has designated the CPP, New People’s Army (NPA), and the National Democratic Front of the Philippines (NDFP) as terrorist organizations— and Central Committee members of the CPP-NPA as terrorists. “The activities, in terms of recruitment, funding, and propaganda, of these communist terrorist organizations, should be stopped,” he said. NCR, Luzon, Visayas record rising infections
By Willie Casas
METRO Manila recorded a sharp rise in new COVID-19 cases, which are also on the rise in the rest of Luzon and the Visayas, the Department of Health said Wednesday. The National Capital Region reg-
istered 456 daily new cases in the last seven days and its positivity rate has increased to 4.4 percent, said Health Undersecretary Maria Rosario Vergeire. Nearby provinces, the rest of Luzon, and the Visayas showed an increase in cases that was less than 80 per day, Vergeire said, while Mindanao remains “on
a low plateau.” The national COVID positivity rate, she said, increased to 3.1 percent. Health Secretary Francisco Duque III on Wednesday said there is a possibility that COVID-19 infections in the NCR may peak as high as 2,000 cases a day by the middle or end of July.
Duque, in an interview with radio dzBB, said an Australian monitoring group said that the cases in NCR may reach 800 to 1,200 a day by the end of June or the first week of July. That could peak at 1,500 to 2,000 by midJuly or end of July, he said.

NCR ‘kasambahay’ to get P1,000 wage hike T “The Secretary (Silvestre Bello III) Capital Region-National Tripartite Wagwould like to announce that the National es and Productivity Board has just ap-
proved this afternoon a wage increase for our kasambahays of additional P1,000 a month, bringing the monthly take home of our kasambahays in the National Capital Region to P6,000 a month,” DOLE spokesperson Rolly Francia said in a virtual forum. The wage hike will benefit an estimated 200,000 domestic workers in Metro Manila.
“About 60 percent of which are live-in kasambahays in NCR,” Francia added. Francia said the decision was not unanimous, as one member of the board signed the order with reservation. “But just the same the decision is being transmitted and is to be submitted as we speak to the National Wages and Productivity Commission (NWPC) for
review and eventual affirmation,” he said. Meanwhile, Francia said only two regional wage boards—Calabarzon and Soccsksargen—have yet to grant a wage increase to household workers. Francia said these regional wage boards are expected to submit recommendations from their deliberations either this week or before the end of June.
that exposes the ills of the ruling system,” he said. Valbuena said the ban was “just the opening scene for a general crackdown against Philippine media” by the government led by President-elect Ferdinand Marcos Jr. Malacañang said that groups affected by the NTC order have legal remedies available to them. “Groups and independent media organizations who are affiliated to and are supporting terrorist and terrorist organizations have legal remedies available to them,” acting presidential spokesman Martin Andanar said in a statement. He said the NTC’s order was based on a request from the National Security Council, which is only performing its mandate. Several groups and alternative media organizations have condemned the order, saying the move “sets a dangerous precedent for independent journalism in the Philippines.” "Bulatlat, the longest-running and award-winning online media outfit and the authority in human rights reporting in the Philippines, condemns this brazen violation of our right to publish, and of the public’s right to free press and free expression," it said. Bulatlat said it already asked NTC and the Department of Information and Communications Technology to investigate the matter on June 20 but it has yet to receive a response. Human Rights Watch (HRW) said the blocking of media and civil society websites was yet “another dimension to the government's outrageous, rights abusing efforts to red-tag and harass civil society actors, including journalists and activists.” “This is nothing less than a brazen attempt to undermine them and censor
these media outlets and groups. What’s astonishing is how easily the government escalates its defamatory rhetoric, moving from red-tagging them to classifying them as terrorists, in effect terrorist-tagging them,” said Phil Robertson, deputy Asia director at HRW. “But the bottom line is the government has offered no solid evidence whatsoever to back up its claims that these groups work with the communists, let alone are preparing to bear arms against the government. The NSC instead falls back on vague, catch-all weasel words, using descriptions like affiliates of the insurgents, to throw a blanket over these civil society groups,” Robertson added. “The National Telecommunications Commission should refuse this attempt by the NSC to use it for political ends. The NTC should make sure that press freedom and freedom of expression online is upheld and respected,” he said. “The oversight committees of both houses of the Philippine Congress should take another look at the the Anti-Terrorism Law, which allows the NSC to do this, is being misused. Civil society and the international community, including UN agencies and donor governments like the EU and others, should publicly condemn this latest attempt to suppress freedom of expression in the Philippines,” he added. PinoyMedia Center, Inc. (PMC), publisher of alternative newsmagazine Pinoy Weekly, said it was outraged by the NTC memorandum. “We demand the NTC to retract the memorandum and allow the alternative media to fulfill its duty to the public,” the publisher said in a statement. “NTC and NSC’s action is an outright violation of our freedom of the press and of expression and an affront to the people’s right to information, especially with the prolif-
eration of disinformation, misinformation and malinformation on social media.” The Makabayan bloc in the House of Representatives on Wednesday condemned the NTC memo. "The order of the NTC from the request of the National Security Council to internet service providers to block websites of progressive organizations and independent media is red-tagging in the context of the implementation of the Anti-Terrorism Act," Assistant Minority Leader and ACT Teachers Rep. France Castro said. Castro labelled the NTC order as "redtagging at the cost of stifling free speech and free press." "We vehemently condemn this order to censor progressive organizations and independent media. This is another attack against press freedom and the right of the people to free speech," Castro said. She added: "Even the website of Save Our Schools Network, a network of organizations that support Lumad schools and advocates access to quality education for all is not spared from the brazen red-tagging attacks of the NSC and its censorship attempts." Deputy Minority leader and Bayan Muna Rep. Carlos Isagani Zarate denounced the NTC order as baseless, calling it "a blatant violation of the constitutionally guaranteed rights to freedom of expression and of the press." "We have been warning this all along that this administration will arbitrarily and despotically weaponize the Anti-Terror law against its critics," said Zarate. "This heavy-handed move will hopefully give the Court another look at the broad anti-democratic provisions of the terror law and eventually strike them down," he added, referring to the Supreme Court, which had ruled the law to be constitutional.

man of the committee on energy, underscored the need to plan for the worst in terms of increased domestic prices of diesel and gasoline as the RussiaUkraine war continues to rage. At present, Gatchalian said three proposed solutions are being floated to cushion the impact of high petroleum prices. They are fuel subsidies for public transport, a suspension of excise taxes on fuel and increasing the biofuel blend. He said if the situation is protracted, the government needs to make sure there are sufficient funds to sustain the public transport fuel subsidies under the “Pantawid Pasada” program. He also cited the need to dispense the subsidies more efficiently so that drivers will be protected from the rising oil prices.
Senator Imee Marcos, meanwhile, asked the Department of Energy for its proposal to help sectors badly affected by the increasing fuel prices. Marcos said the proposal for nuclear energy is “seductive” but would take a long time. “Maybe we are looking for quick wins in the next few months because we will be faced with this problem and the sectors that will be impacted are so large--transport and agriculture-- and neither of which will benefit from the nuclear proposal just yet,” Marcos said. Energy Undersecretary Gerardo Erguiza Jr. admitted that it is a challenge to respond accordingly but they are looking at the subsidies system. Erguiza also urged Filipinos to conserve energy.
Senator Aquilino Pimentel III said transport groups lamented their declining income due to the surging fuel prices and the lack of subsidies from the government. Earlier, Pimentel and Senator Grace Poe called for the suspension of excise taxes on fuel, saying they would file bills to provide consumers relief from soaring gas prices. But President-elect Ferdinand Marcos Jr. has said he prefers to provide aid to the sectors affected by the continuing increase in fuel prices instead of suspending the excise tax on oil. Marcos said decreasing the excise tax on oil products does not help those affected by the soaring prices. He said those who are directly affected, especially the transport sector, should be given priority.

Malaya made the statement after former rebels on Monday said communist groups have started organizing farmers in Tarlac to disrupt the inauguration next week. The former rebels revealed this during a media briefing organized by the National Task Force to End Local Communist Armed Conflict (NTF ELCAC)—for which Malaya is also the spokesman. “We respect the people’s rights to free expression, peaceably assemble, and the exercise of their democratic rights but this has to be done within the bounds of the law,” he said.

the decision on the petition of jeepney and TNVS operators will be finalized after their final hearings on June 28 and 29, respectively. “We are bothered because (taxi drivers) have been saying that they filed a petition as early as March but we are tracing in our Legal department—we have yet to receive anything,” she said. "There was news that they will file a petition but they said they were only appealing. Until now, we have yet to receive any official appeal from our taxi operators," Cassion added. Amid rising oil prices, taxi groups last week appealed for a P20 provisional fare increase in their flagdown rate, but Cassion said the LTFRB cannot take any action "without any petitions for fare hike" from them. "We are a quasi-judicial body, so they need to file a petition first before our board can act,” she said. Rio N. Araja
40 countries – and the first in East Asia – to have identified the disease. A South Korean national in their 30s who arrived from Germany on Tuesday was confirmed to have contracted the viral disease, according to the Korea Disease Control and Prevention Agency. The patient, whose identity has been withheld, developed a fever lastweekend and symptoms worsened to include fatigue and skin rash when they arrived in the country, Peck Kyong-ran, the disease control agency chief, told reporters. The patient reported to the authorities at the airport before they came into close contact with others and is now receiving treatment, Peck added. Further details of the person's condition have not been made public. Based on DOH’s Department Memorandum 2022-0220 or the “Interim Guidelines for the Implementation of Monkeypox Surveillance, Screening, Management, and Infection Control,” samples will only be collected from all individuals fitting case definitions for suspect or probable case of monkeypox. Their samples will then be coordinated with the DOH Epidemiology Bureau for referral to the appropriate laboratory facility for confirmatory testing. In DOH’s case classification, an individual is considered a “suspected case” if he or she shows an unexplained acute rash and one or more of the following symptoms: Headache; Acute onset of fever (>38.5°C); Myalgia (muscle aches); Back pain; Asthenia (physical weakness); and Lymphadenopathy (swollen lymph nodes). Meanwhile, a person is considered a “probable case” if he or she meets the definition for a suspected case and one or more of the following: - Has an epidemiological link (faceto-face exposure, including health care workers without respiratory protection; direct physical contact with skin or skin lesions, including sexual contact; or contact with contaminated materials such as clothing, bedding, or utensils) to a probable or confirmed case of monkeypox in the 21 days before symptom onset; - Reported travel history to a monkeypox endemic country in the 21 days before symptom onset; - Has had multiple sexual partners in the 21 days before symptom onset; and - Is hospitalized due to the illness. DOH emphasized that suspected or probable monkeypox cases have to undergo home isolation for at least 21 days or until all symptoms, including any rash, crusting, or scabs are gone. Travelers from countries with reported or ongoing cases of monkeypox, who are manifesting the monkeypox signs and symptoms, also have to coordinate with several government agencies for proper coordination and management. They include the Philippine Embassy or the Department of Foreign Affairs (DFA), the DOH Bureau of Quarantine (BOQ), the Department of Labor and Employment (DOLE), Overseas Workers Welfare Administration(OWWA), and Philippine Overseas Employment Administration (POEA). DOH will also establish a Monkeypox Operation Center, while an InterAgency Task Force for the Management of Emerging Infectious Diseases (IATFEID) will be activated once there is an observed increasing risk of monkeypox cases in the country. The department said it is organizing training or orientation on the clinical approach to skin lesions, including the collection, handling, and transport of samples from skin lesions, to guide all of its Disease Reporting Units and Epidemiology and Surveillance Units. this issue] because I met the President himself. He has not said anything about it," she said. Guillermo said she is hoping that she will be able to see the documents on Monday next week, as the BIR leadership is expected to turn over their duties to her then. If ever the Marcos estate pays, Guillermo said the amount would really help in the BIR's collections. "We have to convert those properties to cash and add it to the agency's tax collections. Give me the time to go over the documents, how much are we talking about? I don't know if it's really P200 billion and maybe if that's really the amount, it will really help in the collections of BIR,” she explained. tax liabilities of the Marcos family. A Supreme Court document showed that the ruling to affirm the Court of Appeals decision on the Marcos estate tax in 1994 was final and executory and that the deficiency income was unappealable. The BIR sent a demand letter to the Marcoses last year regarding their tax deficiencies. The Department of Finance under the Duterte administration said the BIR continues to demand the settlement of the estate tax debt of the Marcos family. Incoming Executive Secretary Vic Rodriguez, Marcos’ longtime spokesman, had maintained that the properties, which were the subject of the tax case, were still under litigation. Rodriguez also assured the public that Marcos, as the incoming president, would implement and follow Philippine laws related to the issue.

Esperon noted that both Facebook and Twitter have started a crackdown against accounts and pages belonging to communist terror groups. However, he said these groups have established a “pervasive online presence,” with their websites containing “propaganda and misinformation campaigns in order to malign the Philippine government, recruit new members, and solicit funds from local and international sources.” “In this regard, may we request the NTC to issue legal instruments to order Philippine ISPs to block access to the following websites affiliated to and are supporting these terrorist and terrorist organizations,” he said. The list includes the websites of the NDFP, CPP, Hiyaw, Bagong Alyansang Makabayan, Rural Missionaries of the Philippines, and Save Our Schools Network. It also included independent news organizations Bulatlat and Pinoy Weekly. But the CCP said only seven of the more than 20 websites were affiliated with it and the National Democratic Front of the Philippines. COA: OCD slow user of COVID funds I
T COULD have been a case of overfunding, but just the same, the Commission on Audit (COA) flagged the Office of Civil Defense (OCD) for ostensibly slow utilization of funds intended for the government’s COVID-19 pandemic response.
In its 202 audit report, COA said the OCD’s slow construction of quarantine and isolation facilities in various local government units (LGUs) “deprived the intended beneficiaries of the needed facilities” to curb the spread of the virus. But the OCD argued that use of the COVID funds were “mostly demand-driven.” “If these requirements are already met, so there’s no need for additional expenses. And if these quarantine facil-
ities will have reduction in occupancy, therefore there will also reduction in expenses,” OCD administrator Ricardo Jalad said. State auditors said the ICD has received P4.5 billion under Republic Act (RA) No. 1194 or the Bayanihan to Recover as One Act for the construction and maintenance of isolation facilities. In compliance with the law, the OCD transferred over P713.529 mil-
lion to 24 LGUs in six regions, of which P335.293M was allocated for the operational requirements of two LGUs, while the remaining P378.235 million was intended for the construction of isolation facilities in 22 LGUs. The COA noted however, that only four of the 22 LGUs completed the construction of the isolation facilities. “The non-completion of these isolation facilities within the target completion date deprived the intended beneficiaries of the needed facilities to curtail the spread of the virus during the pandemic,” COA said. “Moreover, failure of the LGUs to complete the construction within the
deadline will result in the termination as provided under Section 4 of RA 1159 or the ‘Extending the Availability of the Appropriations under RA 11494’,” it added. The audit agency pointed out that the OCD has “deliberately made consistent efforts to ensure the timely implementation of the program and projects through the issuance of various memoranda which clearly set clear guidelines and conditions including the validity of funds for all recipient LGUs to be guided properly.” Further, the COA noted the OCD’s low utilization rate of funds for its humanitarian and disaster relief (HADR) operations transferred to its regional offices (ROs).
Fish canners hit DTI plan to impose SRP By Othel V. Campos SARDINES canners have scored the Department of Trade and Industry (DTI) for crafting a proposed department administrative order (DAO) on products under price monitor, citing the lack of legal foundation and enabling law that will support the Suggested Retail Price (SRP) monitoring function of the agency. The Canned Sardines Association of the Philippines (CSAP) said however, that it would be wiser for members to defer any action to the draft DAO “until an effort to establish an enabling law will support the DAO.” “We believe that the Price Act must be amended or updated. DTI cannot issue a DAO without an enabling law to support it. Penalizing retailers and manufacturers for non-observance of the SRP thru monitoring letters, rebates, and pull-out of products will constitute a prohibited act of price control that is neither price freeze nor price ceiling,” said CSAP executive director Francisco Buencamino.

DAYS before President Rodrigo Duterte steps down from power, the Department of Environment and Natural Resources (DENR)-led task force has completed the rehabilitation and management of the world-renowned Boracay Island in Aklan province. Please take good care of it just like what we did,” DENR Secretary Jim Sampulna said. “The challenge here is how you can maintain Boracay’s cleanliness and sanitation, including the discipline of the people,” he added. On May 8, 2018, the President issued Executive Order 53, directing the establishment of the BIATF to end in 2020. The President extended the task force’s tenure until May 8, 2021 through EO 115. On Sept. 14, 2021, the BIATF’s term was extended again until June 30, 2022 through EO 148, to give it more time to complete all its projects. Sampulna assured the local officials that although the BIATF would no longer be at the frontline, the task force would continue to assist them to sustain the gains of the Boracay rehabilitation. MMDA launches no-fee e-bike charging station
THE Metropolitan Manila Development Authority (MMDA) on Wednesday launched a new project offering charging of batteries for electronic bikes and scooters using solar energy. MMDA chair Romando Artes said the project aims to encourage the public to use alternative modes of transportation and promote green and renewable energy.
The solar charging station, located at the new MMDA head office building in Barangay Ugong, Pasig City, offers services free of charge, and will be open to the public on Monday, June 27, from 6am to 7pm. Artes said the project would help ease the burden of the people amid high cost of petroleum products by providing them

NBI undergoes reshuffle as IAD probe still on hold THE internal affairs investigation in the Cybercrime Division of the National Bureau of Investigation (NBI-CCD) remains pending even as new personnel have been designated. NBI deputy director and spokesman Ferdinand Lavin said the NBI “is still waiting for the outcome of the IAD (Internal Affairs Division) investigation”
on the alleged anomalies in an operation last May. Lavin said that, in the meantime, lawyer Michelle Valdez took over as chief of the NBI’s Digital Forensic Laboratory (FDL) switching posts with Special Agent Christopher Paz who was appointed chief of the Cybercrime Division (CCD).
The reshuffle was in the “exercise of executive and management prerogative of the (NBI) director,” Lavin said. Valdez had been acting NBI-CCD chief following Victor Lorenzo’s promotion in March as assistant regional director and head of the Cybercrime Investigation and Assessment Center (CIAC).

Court orders Dr. Naty re-arrest By Rey E. Requejo
A
REGIONAL trial court judge in Agusan del Sur has ordered the re-arrest of Dr. Natividad “Naty” Castro, months after the charges of kidnapping and serious illegal detention were dismissed, the Department of Justice (DOJ) said on Wednesday. In an order dated June 16, Executive Judge Ferdinand Villanueva of the Bayugan City RTC Branch 7 granted the appeal of the prosecution to reverse the decision of Acting Presiding Judge Fernando Fudalan Jr. of the RTC Branch 7 to dismiss the case. Villanueva’s order stressed that there
was no denial of due process since a preliminary investigation was conducted and that the court had acquired jurisdiction over Castro as she was arrested by virtue of a warrant of arrest. “Per court order dated 16 June 2022, an e-warrant of arrest will be issued against accused Dr. Maria Natividad
Castro,” the DOJ said, in a statement on Wednesday. Villanueva reversed the March 25 order of the RTC Branch 7 issued by Fudalan that dismissed the case against Castro on the grounds that there was a denial of her right to due process and a lack of jurisdiction over her. The case against Castro was filed by Rachelle, the wife of victim Bernabe Salahay, Manuel Anob Masayod and several others against Castro, an alleged active member, recruiter, trainer and fundraiser of the Communist Party of the Philippines-New People’s ArmyNational Democratic Front. The court earlier found that Cas-
tro’s constitutional right to due process was violated after she was not furnished a copy of the complaint affidavit and its attachments during the preliminary investigation. Fudalan said the issuance of a subpoena directing the respondent to submit evidence was the most important aspect of the preliminary investigation that safeguards the right to due process. However, the executive judge pointed out that a subpoena was issued to Castro. “As stated in the contested resolution there was no subpoena being issued, this finding of fact is erroneous because, on record attached to the information, a subpoena was issued,” the order read.
PH will donate COVID vaccines to Myanmar in July, says DOH By Willie Casas THE government will donate two million doses of the Sputnik V COVID-19 vaccine to Myanmar by the end of June or the first week of July, the Department of Health (DOH) said Wednesday. National Vaccination Operations Center (NVOC) chairperson Dr. Myrna Cabotaje, during the Laging Handa briefing, said that arrangements are currently being undertaken to facilitate the contribution to the Myanmar Red Cross. “We are negotiating with Myanmar… ang hirap ng proseso (the process is difficult). We are awaiting the concurrence of the government of Myanmar kasi ang pagbibigyan natin ay Red Cross ng Myanmar (because we
PAO: Justice is ‘slow’ for victims of sank vessel By Rio N. Araja THE Public Attorney’s Office (PAO) has expressed disappointment over the snail-paced dispensation of justice for the kin of those who perished when the m/v Princess of the Stars capsized and sank off the coast of San Fernando, Romblon at the height of typhoon “Frank” on June 21, 2008. At a Zoom commemoration of the 14th year of the sea tragedy, PAO chief Persida Rueda-Acosta said “that is really how slow our justice is. Maybe tomorrow, there will be light.” She said the criminal and civil culpability of Sulpicio Lines Inc., the vessel owner, has remained very elusive. In 2018, the Court of Appeals affirmed the Maritime Industry Authority’s administrative decision to cancel 11 of Sulpicio Lines’ ships to ferry passengers. “They (vessels) are now cargo ships,” Acosta said. The shipping company was renamed as the Philippine Span Asia Carrier Inc. The sea mishap claimed over 200 lives, while about 500 others were missing. In 2015, in an 87-page decision, Branch 49 of the Manila City Regional Trial Court ordered SLI to pay P241.7 million in damages to the families of the victims. “But up to now, SLI has not yet indemnified (the heirs of those who died and the survivors) because of a petition filed with the appellate court,” the PAO chief said.
DEPARTMENT of Health (DOH) spokesperson and Health Undersecretary Maria Rosario Vergeire will be the new head of the National Vaccination Operations Center (NVOC) as part of transitions under the administration of President-elect Ferdinand Marcos Jr. Vergeire confirmed that she would replace NVOC chairperson, Health Undersecretary Myrna Cabotaje. Cabotaje told ABS-CBN News said she would be “retiring again.” “But of course, once the new administration comes in, that can still change. We would like to thank Usec. Myrna, under of course the leadership of Secretary Duque, for her efforts and excellent way of leading NVOC,” Vergeire said in a media forum. The NVOC develops guidelines for the COVID-19 inoculation drive, manages the storage and inventory of vaccines, ensures the timely delivery of jabs and syringes, and coordinates with local governments, among other mandates. “Ang magte-take over sa [NVOC] ay si Usec. Vergeire kasi siya po ang maiiwan dito sa DOH. The vaccination program will be in good hands (Vergeire will take over the NVOC because she will be left here in DOH.),” Cabotaje said. Marcos Jr. has not yet to name his pick for health secretary. Vergeire served as spokesperson of the health department during the COVID-19 pandemic. She was a deputy director general of the Food and Drug Administration under the Aquino administration. Health Secretary Francisco Duque designated Vergeire “as the Incident Manager/Chair” of the NVOC. She will replace NVOC chairperson Myrna Cabotaje, “who will be finishing her term on June 30, 2022,” the DOH said in a statement.

Cabotaje stressed that there will be an adequate vaccine supply for the Philippines to last until the end of the year. However, the government will stop the purchase of vaccines until the COVID-19 immunization is made available for children under the age of 5, she added.
Lawmaker urges release of benefits for 120K health care workers
By Maricel V. Cruz
CAMARINES Sur Rep. Luis Raymund Villafuerte on Wednesday appealed for the release of sickness and death benefits due to more than 126,000 health care workers (HCWs) as provided for in the two-month-old law signed by President Duterte.
Villafuerte said the law was enacted in recognition of the indispensable role of these medical frontliners in the country’s battle against the global Covid-19 pandemic. “What has made this inapt hold-up more appalling is that the DBM (Department of Budget and Management) already announced way back in February that it has released P7.9 billion for the OCA
(One Covid Allowance),” he said. “So what is holding it up?” Villafuerte said, who was one of the principal authors of Republic Act (RA) No. 11712 or the Public Health Emergency Benefits and Allowances for Healthcare Workers Act that mandated the grant of sickness and death benefits to both HCWs and non-HCWs in the health sector.

Tulfo pushes for more online court hearings By Macon Ramos-Araneta SENATOR-elect Raffy Tulfo on Wednesday said he would push for modern courts and more online hearings of cases at jails and courts. “I am open to working with the Supreme Court and the Court Administrator on how to increase the efficiency of its work pro-
cesses through digitization, computerization, and faster communication, while still maintaining proper administration of justice,” said Tulfo. He said this is necessary and urgent so that the innocent and the reformable detainees can be released sooner rather than later by the tens of thousands.”
He noted that “this slow up in the release of benefits has turned on its head RA 11712, which President Duterte enacted into law last April to institutionalize the sickness and death benefits of health frontliners who, in the performance of their crucial duties amid the global health crisis, had contracted or may contract Covid-19.”
Salceda backs BSP stance on inflation, peso-dollar By Maricel V. Cruz ALBAY Rep. Joey Sarte Salceda, chair of the House of Representatives Committee on Ways and Means backed the position of incoming Bangko Sentral ng Pilipinas (BSP) governor Felipe Medalla that inflation is the priority of the central bank and not supporting the value of the Philippine peso against the US Dollar or any other foreign currency. “I am not alarmed by the depreciation of the peso versus the US dollar. It’s even debatable whether that’s a problem. For OFWs, for exporters, and practically any Filipino who earns foreign currency, that’s good news,” Salceda said. “And besides, we have robust foreign currency reserves, a massive base of foreign workers, a growing BPO sector, and increasing numbers of freelancers who earn foreign currency.” “Instead, what we should do is coordinate non-monetary measures that would help us earn more foreign currency,” Salceda added. Salceda also cited that the country’s liquidity has not grown dramatically. “Our M3 has grown only at a steady pace, bucking the trend among other countries that have dramatically increased their money supply. So, the problem isn’t really the Bangko Sentral’s monetary stance. The problem with inflation isn’t money supply. It’s in the supply side of the real economy – transport, food, and energy.”
Opinion A most challenging role
A FRIEND intimated to me Thursday last week over lunch that president-elect FM Jr. was bent on taking up the agriculture portfolio, unable as he was to find the right fit for the position among many contenders with opposing views – those who insist on free trade, RTL, and continued importation of food versus those who prefer more subsidies to the farm sector. True enough, the announcement came on Monday, in a press conference where he was flanked by his economic managers. The incoming president has taken up a most challenging role, and it is definitely the right decision for the parlous times our food security confronts. The Manila Standard has been in the forefront of traditional media’s alarm bells about the food crisis and has had a series of jeremiads in articles warning about the inevitable. Even during the early years of Mao Zedong’s PROC, when China was pariah to most of the world, every effort was made to ensure the availability and affordability of basic food items, given the country’s huge population. And his rival Chiang Kai-shek instituted a land reform program to ensure that his support base brought from the mainland had wherewithal to produce food, and prioritized agricultural research to optimize food production in a land with more mountains than plains. In an earlier article last May, we wrote about this food insecurity staring at our face, and it has come about. Rice has inched up. Pork is back to past 400 pesos per kilo. Chickens have breached the 200 peso level. Vegetables, and not only because of the rains, have doubled, even tripled their prices. So has fish, unlikely in a country surrounded and interspersed with water. As we wrote then, after the electoral tsunami comes a perfect storm, and it is already in the Philippine area of responsibility, gathering ferocity as it approaches land. And because we are a food and oil importing country, the dollar exchange rate at 54 plus, and likely to go up further, compounds the problem. Which is why the president-elect’s taking up the mantle at DA is most welcome. And he chose the right pronouncements about the long-festering problems that
hound the DA: the need to reorganize a humongous and top-heavy bureaucracy often with redundant and conflicting mandates and to revive oft-neglected agencies so vital to ensuring food security. “We’re going back to basics…and rebuild the value chain of agriculture,” he stated. That is a recognition that it is not only a question of subsidizing production using the billions earned by government from tariffs extracted from importation, but strengthening the value chain that brings produce from farm to table.
The incoming president has taken up a most challenging role, and it is definitely the right decision for the parlous times our food security confronts High logistics costs, post-harvest facilities, the cold chain, all of these need to be addressed, and “moving very quickly… we have to be agile,” he pronounced. Previous DA secretaries have kept asking Congress for bigger budgets, and failed to get what they wanted, whether it was Alcala in PNoy’s term, or Pinol and Dar in PRRD’s term. But it is not just a matter of throwing more and more money into the problem. It is, as the president-elect correctly put it, “retooling” the bureaucracy and the policies and programs to make sure scarce government resources are spent where they can optimize food production and thereby tame food prices. A little known agency whose world-class food quality testing was funded through a Japanese yen facility, the Food Development Center in the Taguig compound of the Food Terminal, has been grossly underutilized, passed over for the Bureau of Plant Industry in the vital role of phyto-sanitary requirements for food imports in the hastily-passed Rice Tarrification Law, which likewise gave the BPI the authority to issue import permits, removed from the castrated National Food Authority. This is not to demean the many highly qualified career bureaucrats of the BPI, which has been headed in the past six years by a barangay chairman from Davao City. But FDC has both the trained personnel and the equipment to perform the role. Full version on www.manilastandard.net
A Chinese invasion of Taiwan: Too costly to countenance? By Sean Chang ON TAIWAN’S tiny Penghu islands, the missile bases that sit next to white-sand beaches and bustling fish markets are a visceral reminder of the constant threat of attack from China. Despite the huge military discrepancy between the two sides, many analysts believe Taiwan’s location, inhospitable terrain and US support mean China would find a full-scale invasion extremely hard – and possibly too costly to countenance. Communist China and Taiwan split at the end of a civil war in 1949 with the losing Kuomintang forces retreating to the island. But Beijing insists now-democratically run Taiwan is part of its territory, and that it will one day re-take it, by force if necessary. Recent record Chinese fighter jet incursions into Taiwan’s air defense identification zone and increasingly aggressive rhetoric under President Xi Jinping have raised fears China might contemplate acting on that pledge sooner rather than later. The Chinese defense ministry last week said it would “not hesitate to start a war” to stop Taiwan becoming independent. One US admiral has said an attack could come by 2027, the centenary of China’s People’s Liberation Army. “If we were to go head to head militarily, we don’t stand a single chance,” retired admiral Lee Hsi-min, who was head of Taiwan’s armed forces until 2019, told AFP bluntly. But Russia’s failure to quickly overrun Ukraine stands as a cautionary tale to Beijing, while simultaneously providing Taipei with both tactical blueprints and inspiration on how to hold off a much larger enemy. “Our soldiers here are all Taiwanese and
will be fighting to defend their homeland,” said Chen Ing-jin, a Penghu historian and architect. “That makes a difference. Just look at Ukraine.” ‘A defender’s dream’ Taiwan’s biggest advantage is its geography. Amphibious assaults are exceedingly difficult and if China was to invade Taiwan — and crucially hold it — Beijing would need to move hundreds of thousands of troops as well as equipment across the Taiwan Strait. Even at its narrowest point the strait is 130 kilometers and weather conditions are notoriously unforgiving with two monsoon seasons. That leaves just two brief “windows of attack” — May to July and October — for such a large-scale operation, according to a US Naval War College report. In addition, studded into the waters are outlying islands like the Penghu chain — bristling with radar and missiles pointing straight out into the strait. With the likely early warning, and the weaponry Taipei has at its disposal, the PLA would probably incur high losses even in that first stage of transit, said James Char, an Associate Research Fellow at Singapore’s S. Rajaratnam School of International Studies. And while the small, flat outlying islands might in the end prove easy for Beijing to subdue, on Taiwan’s main island, the opposite applies. The coastal terrain there “is a defender’s dream come true,” according to Ian Easton, author of “The Chinese Invasion Threat.” He and his colleagues estimate that Taiwan only has 14 small beaches suitable for landing, and even they are bordered by mountains, cliffs or dense urban infrastructure.

Red-tagging
W
ganizations is not within the mandate of the adhoc body.
E COMMEND Justice Secretary Menardo Guevarra for defending the Bill of Rights in the 1987 Constitution.
The position of Guevarra and Carlos may be congruent, but we’re not sure if incoming Justice Secretary Crispin Remulla, or the AFP and the PNP , for that matter, share their view on this controversial (Redtagging) issue
We’re talking about his recent statement that Red-tagging puts labeled people or groups in danger, so, instead of publicly tagging them as connected to armed groups, he believes the government should file charges against them if they have solid evidence. “What is the point of labeling people? If there is evidence against them, (take) the necessary legal action,” Guevarra said. Guevarra said if the person or group is Red-tagged solely because of their political leanings but no concrete evidence is offered, “it is better not to talk about it because you are putting in danger certain people who are just vocal about their own political views.” The Justice Secretary has conveyed the DOJ position to the National Task Force on Ending Local Communist Armed Conflict (NTF-ELCAC) as he believes that labeling persons and or-
“The main ideal of NTF-ELCAC is what we call the whole-of- nation approach. In order to eliminate or reduce insurgency, we should help them [communist members] rehabilitate themselves. It is a way of attracting them to go back to the folds of the law. We should not engage them in combat until they are completely decimated,” Guevarra said. We agree completely. Guevarra’s position coincides with
that of incoming National Security Adviser Clarita Carlos, who had earlier expressed disapproval of Red-tagging: “Perhaps let’s not use labels. We gain nothing if we keep on labeling people.” The position of Guevarra and Carlos may be congruent, but we’re not sure if incoming Justice Secretary Crispin Remulla, or the Armed Forces of the Philippines and the Philippine National Police, for that matter, share their view on this controversial issue. During the campaign for the May 9 election where a Cavite rally by the Robredo team managed to attract thousands, news reports said Remulla noted that members of the Anakpawis party-list group had been spotted among the rally organizers and participants, and warned that other rallies by the opposition may well be infiltrated by the Left as well. If this is a portent of things to come, with no less than President-elect Ferdinand Marcos Jr. having expressed support for the continuation of the work of the NTF-ELCAC, we seriously doubt that Red-tagging will be a thing of the past, but could even intensify as critics of the new administration – already wary of Marcos Jr.’s stand on various issues – are not expected to keep quiet for long.
Preparing for monkeypox Monkeypox, we are told, is much harder to transmit than COVID-19 because prolonged contact with an infected person is necessary. But many of the recent transmissions were due to sexual contact between two males which seems to add a new dimension to how the disease is spreading.
THE World Health Organization said, as of last week, there were already 1,880 cases and 1,500 suspected cases of monkeypox reported in 39 countries. The WHO also convened an emergency committee meeting because, it said, there is clearly an unusual situation and it intends to find out whether it warrants being declared a global medical emergency. Although the disease is endemic only in Africa, the disease has been popping out in the most unlikely countries in Europe and North America and on people who had no travel history to Africa. The US has 65 confirmed cases while the United Kingdom has 570, the biggest outside Africa. Clearly, WHO is now taking the disease seriously. The question now is whether our own preparation is sufficient. Should we not be doing a little more than simply monitoring? Last week, the United States started ordering hundreds of thousands of the two-dose monkeypox vaccine Jynneos from Bavarian Nordic, the vaccine manufacturer. Countries in Europe are doing the same. Although the Department of Health said it is monitoring the situation, should we not be following suit and order some vaccines just so we will not again be caught flat footed?
Beijing insists nowdemocratically run Taiwan is part of its territory, and that it will one day re-take it, by force if necessary “Landing on Taiwan is only part of the problem,” Bonny Lin, director of the China Power Project at the Center for Strategic and International Studies, told AFP. Progress through Taiwan’s wetlands, mountains and densely populated urban areas will require a huge range of different combat skills and weapons. “How is it going to sustain those forces once they’re in position and advancing — how is it going to do the logistics?” Lin asked. But many of the recent transmissions were due to sexual contact between two males which seems to add a new dimension to how the disease is spreading Medical experts in the US are now urging more vigilance, testing and not to underestimate the risks involved. This is because it is now appearing that the disease has been circulating in the country much longer than May 15 when the first infection was detected in Massachusetts. Proof of this is that there are now two variants of the disease. The danger here as pointed to by their infectious disease exover the past decade, and its statistical dominance over Taiwan is enormous. The PLA has over one million ground force personnel to Taiwan’s 88,000, 6,300 tanks compared with 800, and 1,600 fighter jets to 400, according to the US Department of Defense. Washington also estimates Beijing has the world’s largest Navy by ship number. A recent US Naval War College paper described those ships as “increasingly sophisticated, capable vessels.” But many experts, including both Char and Lin, question whether they are yet capable enough. Atlantic Council senior advisor Harlan Ullman put it more forcefully in a February paper: “China simply lacks the military capability and capacity to launch a full-scale amphibious invasion of Taiwan for the foreseeable future”. In the meantime, Taiwan has plans to counter China’s might in numbers, with retired admiral Lee highlighting asymmetric warfare – an emphasis on mobility and precision attacks — an approach US officials are reportedly encouraging.

perts is if the disease transfers to rodents, hamsters and other animals. This will make containment difficult and the pox will become endemic in the country. There are millions of Filipinos scattered worldwide working even in Africa where the disease was first detected and identified in Congo in 1970. It appears that, as was the case of COVID-19, the monkeypox originated from animals like monkeys or rodents before transferring to humans. So, there is the danger of returning Filipino nationals bringing the disease here which can remain undetected due to misdiagnoses. Misdiagnosis was suspected as the reason why the US cases were detected much later. If doctors in the US can misdiagnose the disease, so can doctors here. We should therefore not be too complacent especially that the disease has now appeared in Singapore. The good news so far is that no one has been reported to have died because of the disease in this most recent outbreak. But it can still kill and be debilitating to those who get infected. The whole idea is for DOH and the IATF to look at this situation with a little more sense of urgency before it is too late. Full version on www.manilastandard.net Lee pointed to the success of the Ukrainian mobile missile launcher that sank Russia’s Black Sea flagship, the Moskva. Taiwan has built up stockpiles of mobile missile batteries and shoulder-launched weapons but he said they needed lots more. US support The factor that preoccupies Beijing most is who else might get involved in the conflict, Chinese military expert Song Zhongping told AFP. “The difficulty of liberating Taiwan lies in the potential intervention of the United States. It’s the biggest obstacle for the PLA to clear,” he said. The United States officially maintains a “strategic ambiguity” on whether it would intervene militarily in the event of an invasion. But it supplies Taiwan with military hardware and President Joe Biden has said multiple times that Washington would intervene. The “extent, depth and breadth” of US and other allies’ involvement would greatly determine how any conflict would play out, said Song. At least 920 killed in Afghanistan quake Indonesian president A to visit Kyiv, Moscow POWERFUL earthquake struck a remote border region of Afghanistan, overnight killing at least 920 people and injuring hundreds more, officials said Wednesday, with the toll expected to rise as rescuers dig through collapsed dwellings.
INDONESIAN President and G20 chair Joko Widodo will visit the leaders of Ukraine and Russia this month to discuss the economic and humanitarian fallout of Moscow’s invasion, his foreign minister said on Wednesday. The summit of the Group of 20 major economies—which will be held on the Indonesian island of Bali in November—has been shrouded in controversy thanks to Jakarta’s decision to invite Russia despite alleged war crimes in Ukraine. Indonesia holds the rotating presidency of the G20 this year, and has come under pressure from some Western countries, led by the United States, to exclude Russia from the meeting. Foreign Minister Retno Marsudi said Widodo would visit Kyiv and Moscow after representing Indonesia as a guest country at the G7 summit in Germany on June 26 and 27, becoming the first Asian leader to travel to both countries since fighting began. “In the visit to Kyiv and Moscow, the president will meet with President (Volodymyr) Zelensky andManila President (Vladimir) Putin,” Standard MarsudiTODAY said in an online briefing on Wednesday.
Marsudi did not provide dates for Widodo’s meetings but his security minister, Mahfud MD, was quoted by state media on Monday as saying the Indonesian leader would meet Putin on June 30. A report by Russian state news agency Tass earlier this month, citing a government source, announced the same date. The foreign minister said Jokowi would seek to tackle the global food crisis exacerbated by the war in Ukraine, which choked global markets and caused domestic shortages of cooking oil and surging prices for Indonesians. “The president’s visit highlights (Indonesia’s) concerns on humanitarian issues, trying to contribute to resolving the food crisis caused by the war, as well as its impacts,” she said. The knock-on effects for Indonesia—the world’s biggest producer of palm oil—pushed the government to impose a now-lifted export ban on the commodity in April. Indonesia, like most major emerging economies, has tried to maintain a neutral position on the war and has called for a peaceful resolution to the months-long conflict. AFP
The 5.9 magnitude quake struck hardest in the rugged terrain of the east, where people already live hardscrabble lives in a country in the grip of a humanitarian disaster made worse by the Taliban takeover in August. The death toll has climbed steadily all day as news of casualties filtered in from hard-toreach areas in the mountains, and the country’s supreme leader, Hibatullah Akhundzada, warned it would likely rise further. “So far the information we have is that at least 920 people have been martyred and 600 injured,” Sharafuddin Muslim, the deputy minister for disaster management, told a press conference in the capital, Kabul. Earlier, a tribal leader from Paktika province— one of the hardest hit areas—said survivors and rescuers were scrambling to help those affected. “The local markets are closed and all the people have rushed to the affected areas,” Yaqub
Manzor told AFP by telephone. Photographs and video clips posted on social media showed scores of badly damaged mud houses in remote rural areas. Some footage showed local residents loading victims into a military helicopter. Even before the Taliban takeover Afghanistan’s emergency response teams were stretched to deal with the natural disasters that frequently struck the country. But with only a handful of airworthy planes and helicopters, an immediate response is often limited. “The government is working within its capabilities,” tweeted Anas Haqqani, a senior Taliban official. “We hope that the International Community & aid agencies will also help our people in this dire situation.” The United Nations and European Union
were quick to offer help. “Inter-agency assessment teams have already been deployed to a number of affected areas,” the UN Office for the Coordination of Humanitarian Affairs (UNOCHA) in Afghanistan tweeted. Tomas Niklasson, EU special envoy for Afghanistan, tweeted: “The EU is monitoring the situation and stands ready to coordinate and provide EU emergency assistance to people and communities affected.” Afghanistan is frequently hit by earthquakes – especially in the Hindu Kush mountain range, which lies near the junction of the Eurasian and Indian tectonic plates. Scores of people were killed and injured in January when two quakes struck rural areas in the western province of Badghis, damaging hundreds of buildings. In 2015, more than 380 people were killed in Pakistan and Afghanistan when a 7.5-magnitude earthquake ripped across the two countries, with the bulk of the deaths in Pakistan. From the Vatican City, Pope Francis offered prayers for the victims of the latest quake. “I express my closeness with the injured and those who were affected,” the 85-year-old pontiff said at the end of his weekly audience. US seeks to slash nicotine content in cigarettes PRESIDENT Joe Biden’s administration announced it would develop a new policy requiring cigarette producers to reduce nicotine to non-addictive levels—a move that would deal a powerful blow to the tobacco industry. If successful in its aims, the new US standard could save millions of lives by the end of the century, and shape a future where cigarettes are no longer responsible for addiction and debilitating disease. The initiative requires the Food and Drug Administration to develop
and then publish a rule, which will likely be contested by industry. “Nicotine is powerfully addictive,” said FDA Commissioner Robert Califf in a statement. “Making cigarettes and other combusted tobacco products minimally addictive or non-addictive would help save lives.” The process is expected to take several years and could be delayed or derailed by litigation, or reversed by a future administration sympathetic to the tobacco lobby. Nicotine is the “feel good” chemi-
cal that hooks people to cigarettes, chewing tobacco, vaping devices and other tobacco products. “Addiction to nicotine in combusted products is the main driver of sustained use of these products,” the FDA added in its statement. Thousands of other chemicals contained in tobacco and its smoke are responsible for diseases such as cancer, heart disease, stroke, lung diseases, diabetes and more. Though smoking is less prevalent in the United States than in Europe, and has been declining for years, it is
still responsible for 480,000 deaths a year in the country, according to the Centers for Disease Control and Prevention. Some 12.5 percent of all US adults are current cigarette smokers, according to the FDA. The announcement was welcomed by tobacco control groups. “The American Lung Association is pleased to hear that a proposal is coming to reduce the levels of addictive nicotine in cigarettes,” said the group’s CEO Harold Wimmer. US jury: Bill Cosby sexually assaulted teen in 1970s A JURY in California found Tuesday that entertainer Bill Cosby sexually assaulted a teenager at the Playboy Mansion almost five decades ago. Judy Huth, now aged 64, was awarded $500,000 in damages after the jury in Santa Monica determined that Cosby had molested her in 1975 when she was just 16 years old. The case is one of the few remaining legal actions against Cosby, 84, who has been accused of assault by dozens of women. He was jailed in Pennsylvania in a separate criminal case in 2018, but was freed last year when his conviction was overturned on a technicality. Over a two-week civil hearing, which Cosby did not attend, lawyers said the man once known as “America’s Dad” escorted Huth and her then-17-year-old friend, Donna Samuelson, to the mansion after meeting them on a movie set. Cosby denied any wrongdoing, and his lawyers made much of apparent discrepancies in Hutch’s story, including that both teens spent up to 12 hours at the mansion after the alleged assault. They also argued that Huth origiEXTRAJUDICIAL SETTLEMENT OF ESTATE NOTICE is hereby given that the estate of the late ADONIS MENDIOLA DECANGCHON who died intestate on October 3, 2021 in Manila, consisting of his conjugal share to the extent of one-half (1/2) portion of a parcel of land with improvement erected thereon situated in Brgy. The case was never prosecuted criminally as the statute of limitations had passed by the time Huth spoke to police. Stocks fall sharply; ICTSI and SM Prime lead losers
S
TOCKS slumped Wednesday along with the rest of Asia, with recession fears continuing to build as central banks hike interest rates to combat decades-high inflation.
The Philippine Stock Exchange Index sank 117.19 points, or 1.9 percent, to 6,168 on a value turnover of P4.3 billion. Losers overwhelmed gainers, 115 to 68, with 48 issues unchanged. International Container Terminal Services Inc. of tycoon Enrique Razon Jr., the biggest port operator, dropped 4.3 percent to P186.70, while major property developer Ayala Land Inc. of the Ayala Group, fell 4.2 percent to P26.50. SM Prime Holdings Inc. of the Sy
Group, the largest shopping mall operator, declined 3.7 percent to P35.10, while gaming company Philweb Corp. tumbled 7.6 percent to P5.50. The rest of Asian equities and oil prices slumped Wednesday after a brief respite from last week’s painful rout across world markets. While Asia, Wall Street and Europe all enjoyed healthy gains on Tuesday, analysts warned the downbeat mood on trading floors means the selling is unlikely to end any time soon. Federal Reserve boss Jerome Powell’s two-day testimony to Congress this week will be pored over for an idea about officials’ plans for fighting runaway prices, which are being fanned by supply chain snarls, China’s lockdowns and the war in Ukraine. Most observers expect them to hike
rates by three-quarters of a point several more times this year, having announced such a move this month—the sharpest lift in almost 30 years. However, while many believe the Fed’s front-loaded tightening drive is needed—allowing it to begin cutting sooner as price rises settle back—there is a building consensus that the world’s top economy is heading for a contraction next year. “The Fed has entered into a policy cocktail that we would describe as hammer time,” Gene Tannuzzo, at Columbia Threadneedle Investments, told Bloomberg Television. “You have to be planning defensively at this point. There are a lot of questions on all risk assets.” In Asian trade, Hong Kong, Tokyo, Shanghai, Sydney, Singapore, Seoul, Taipei, Jakarta and Bangkok were all
deep in the red. Stephen Innes at SPI Asset Management said that while the selling from last week had abated, traders continued to fret over a recession and the prospect of more rate hikes, adding that the Fed could be more compelled to respond if oil prices surge again and push up inflation further. “One cause of the market malaise could be the thought of business confidence catching down to consumer confidence; hence the risk in equities is for an earnings downgrade,” he wrote in a note. “We could see that play out in the context of weaker University of Michigan sentiment on Friday, which could lead investors to conclude US consumers will start tightening their purse strings. “Indeed, an extremely powerful equity market sell signal.” With AFP

No petrol, no cars: Cubans switch to electric vehicles By Leticia Pineda SANTA CLARA, Cuba—There is a new sight on the streets of Havana: increasing numbers of electric vehicles whizzing among the old American cars so emblematic of the Cuban capital. As fuel shortages and US sanctions take their toll, and even though electricity generation can be spotty, Cubans are turning to smaller, cheaper, plug-in alternatives. “Gasoline? Imagine. After 50 years battling to get hold of it, I don’t even want to smell it anymore!” taxi driver Sixto Gonzalez, 58, told AFP atop the shining, electric-blue quadricycle with which he moves through the streets at a top speed of about 40 kilometers (25 miles) per hour. Gonzalez has abandoned his old, combustion-engine car—one of about 600,000 registered on the island of 11.2 million people, according to official data. The last time he tried to fill it up, he stood in a queue for eight hours. By far the majority of cars in circulation in Cuba are American models from the 1950s—before sanctions started—and compact Ladas from the Soviet era. Newer models are practically impossible to lay one’s hands on and come with a hefty price tag of between about $20,000 and $100,000. The quadricycle Gonzalez bought, by comparison, can be obtained for between $4,000 and $8,000 and though slower, can get four or five people from Point A to Point B. Also increasingly popular are electric motorbikes—of which there are an estimated 40,000 to 50,000 in Cuba—and three-wheelers all the more frequently seen dragging a carriage full of passengers or goods. Museum on wheels’ In a once-abandoned Soviet-era truck factory in the central city of Santa Clara, about 100 workers of the company Minerva assemble electric vehicles with parts imported from China or Vietnam. The objective for 2022 is to produce 10,000 electric motorbikes, Minerva boss Elier Perez told AFP—double the factory’s previous record—as well as 2,000 three-wheelers. “I had to buy one because the fuel ran out and the queues are endless,” said Raul Suarez, a 52-year-old security guard who got himself an electric motorbike. “I have to be able to get around.” Not only are cars prohibitively expensive and scarce, but public transport in the capital is a daily ordeal for many. Half of buses are out of service for a lack of tires and batteries that cannot be imported due to US sanctions, said transport ministry official Guillermo Gonzalez. Havanans sometimes wait for hours for a bus to get to work or back home. At the same time, fuel shortages have worsened since the US reinforced its six-decade-old economic blockade of the communist island in 2019, preventing the arrival of fuel tankers from Venezuela, a Cuban ally. Petrol supply plummeted from 100,000 barrels a day to about 56,000 barrels per day on average in 2021, said Jorge Pinon, a Cuban energy policy expert at the University of Texas. AFP An electric powered tricycle rides along a street of Havana on May 25, 2022. Cubans are opting for motorcycles, tricycles and electric cars in the face of the public transportation and fuel shortage crisis. AFP

Peso slumped to a 16-year low of 54.47 a dollar THE peso fell to its weakest level in more than sixteen-and-a-half years 16.5 years against the US dollar Wednesday, amid the possibility of more aggressive interest rate hikes by the US Federal Reserve that boosted the greenback against global currencies. The peso closed at 54.47, down from 54.265 a dollar Tuesday. It was the unit’s lowest level since it settled at 54.74 against the greenback on Nov. 21, 2005. Total volume turnover reached $1.348 billion. BDO Unibank Inc. chief market strategist said the dollar bull momentum remains high, and the peso may further breach the 55-a-dollar mark. “With yesterday’s test of the 54.40, a swift break above the 54.50 levels will put the 55.00/55.75 levels to the test,” he said. Michael Ricafort, chief economist of Rizal Commercial Banking Corp., attributed the peso’s decline to concerns “over risk of possible US recession amid more aggressive Fed rate hikes, a day before the widely expected hike in local policy rate by at least 25 basis points [by the Bangko Sentral ng Pilipinas]”. “The peso [is] also weaker after the widest balance of payments deficit since February 2021 and some pickup in new COVID local cases recently,” Ricafort said. ING Bank Manila senior economist Nicholas Mapa said the peso was weaker “on general strong US dollar theme.” “[The] peso [was] also retreating given relatively dovish stance by BSP [Bangko Sentral ng Pilipinas] compared to other central banks, who have adopted a more aggressive tightening stance,” Mapa said. PH withdraws from EITI, cites ‘biased’ allegations By Julito G. Rada
T
HE Philippines said Wednesday it withdrew its membership from the Extractive Industries Transparency Initiative on the international organization’s alleged questionable metrics and procedures for assessing the compliance of implementingcountries with transparency requirements. EITI is a global organization of 55 countries that adopt common standards for the good governance of oil, gas and mineral resources. Finance Secretary Carlos Dominguez III, in a June 20 letter to EITI chairman and former New Zealand prime minister Helen Clark, called EITI’s validation–-a quality assurance assessment process—“subjective, biased and unfair.” “We find that the manner by which the EITI board undertakes its validation is unduly subjective, biased and unfair. The Philippines has no confidence in the ability of the EITI to undertake an
impartial, transparent and evidencebased validation process,” said Dominguez. The Department of Finance chairs the Philippine Extractive Industries Transparency Initiative—a multi-stakeholder body that governs the implementation of the EITI in the Philippines. Extractive companies in implementing-countries are engaged to publicly disclose data on taxes, royalties and other payments they make to the government and their host-communities. Dominguez said the Philippines was treated unfairly by the EITI board by using irrelevant metrics and relying on
TIDAL POWER PROJECT.
Antonio Ver, co-chairman and chief executive of Energies PH Inc., says the company is launching a series of firsts in the Philippines with its ‘Tidal Instream Energy Conversion Power technology Project’ bundled with the ‘Nationwide Microgrid Program’ and ‘Recharging Hydrogen Fuels’ in Capul island in San Bernardino strait and adjoining islands in Northern Samar. The bundling of solar and tidal power with recharging hydrogen fuels will provide steady microgrid electricity to poor residents of select islands and remote areas in the Philippines. Ver says during the Asia Clean Energy Forum 2022 the newly-launched company is going in this direction after it analyzed that the best way to use limited private funds is to bring power where it is most needed in the country—the poor in the hinterlands.
TKC Metals selling steel manufacturing unit in China for P1.74b By Jenniffer B. Austria TKC Metals Corp. said Wednesday it will sell its losing steel manufacturing business in China to Divine Token Ltd. for P1.74 billion. The steel manufacturing firm said its China business was incurring operating losses through the past years on adverse business and economic environment, which caused low production and sales volume. It said the depressed prices of steel

By Othel V. Campos THE Anti-Red Tape Authority revoked a declaration granting News and Entertainment Network Corp. and Now Telecom Company Inc. (NOW) automatic approval of their 16-year petition for radio frequencies from the National Telecommunications Commission. The Ombudsman earlier put key ARTA officials led by director-general Jeremiah Belgica on preventive suspension for six months over the Now Telecom case filed by DITO Telecommunity Corp. The Velarde family controls Newsnet and Now Telecom. Documents obtained from ARTA showed the agency did not follow up and filed an appeal before the Court of Appeals after the Department of Justice upheld NTC’s mandate to evaluate and decide on matters involving frequency assignment. The DOJ resolution stated that NTC’s function of assigning and use of frequency is not covered by the 3-7-20 day timeline and “Deemed Automatic Approval” cause under the Ease of Doing Business Act, which was used by ARTA to press NTC to allocate frequencies to Newsnet and Now Telecom. The two ARTA resolutions which followed the ruling laid down by the Department of Justice decision dated July 9, 2021 restored NTC’s supreme authority over the assignment of frequencies particularly on the request of Newsnet and Now Telecom. ARTA issued the resolutions after the DOJ resolution became final and executory. Documents showed that Newsnet and Now Telecom filed before ARTA two separate complaints, in 2019 and 2020, respectively, seeking automatic approval and assignment of various frequencies. ARTA granted the request of both complainants.

unvalidated reports in assessing the status of civic space in the extractives sector. The EITI, according to its statement on Feb. 17, 2022, identified alleged instances of intimidation of civil society activists and journalists. It allegedly identified “the apparent use of the 2020 Anti-Terrorism Act to justify attempts at police intervention, judicial action or intimidation which may have limited civil society freedoms.” The DOF repeatedly sought the details of alleged issues on civic space to enable the government to address the same. The EITI, however, has not supplied the requested details. Dominguez called out EITI for its lack of due process and imposing actions on the Philippines that violate the country’s sovereignty. “We refuse to be taken hostage by unverified allegations from foreigners and people who have no mandate from the electorate,” Dominguez said. The Philippines has been implementing the EITI since 2013.

Department of Agriculture celebrates its 124th Anniversary Special Issue
Stronger PH agriculture w/ excellence, innovation By Patricia Taculao
T
HE agriculture industry covers an extensive scope that transcends food as it is also involved in other sectors, including textiles, medicine, and liquor. Without the development and contribution of agriculture, civilization won’t be as advanced and comfortable as it is today.
As an agricultural country, the Philippines possesses the resources to provide for the public. Despite challenges in the previous years, such as African Swine Fever (ASF), the COVID-19 pandemic, and food shortages, it always finds a way to bounce back. Some part of the success and continuous progress of Philippine agriculture comes from the initiatives of the Department of Agriculture. Since 2019, DA Secretary William Dar has spearheaded several programs and called upon the public to support their efforts for better results.
One ideal example of how the DA fostered the importance of farming, while involving the community is through the urban gardening program, “Plant, Plant, Plant.” Until today, the DA continues to encourage Filipinos to grow their food because it’s practical, productive and prevents food shortages in the city. They’ve started various programs on social media and in local communities to inspire people about the benefits of farming. This year, the DA launched the second part of the “Plant, Plant, Plant” program to combat the global food crisis due to the ongoing RussiaUkraine war and the COVID-19 pandemic. Preserving the agriculture sector requires more than the government’s intervention. Dar always encourages Filipinos to buy local and support farmers. One example is the Kadiwa Ni Ani At Kita outlets that bring farmers’ produce to consumers in the metro. The DA also emphasizes the various local produce consumers can purchase throughout the country. When addressing pressing issues like ASF, Dar doesn’t hesitate to partner with local government units and private sectors to find solutions, while resolving active cases. The DA also inspires farmers to report cases of ASF to their local DA. The Bantay ASF Sa Barangay (BABay ASF), along with hog repopulation schemes by the DA, revitalized the hog industry significantly. “The incidence of ASF is waning, as blood samples of suspected hogs that tested positive are down to 147, as of August 2021,” said Dar, adding that “ASF incidence is down to only 24 barangays, in 16 cities and municipalities.” Aside from the hog industry, Dar also focused on improving the fisheries and aquaculture industries. In the previous year, and sometime before that, the DA allocated funds and donated pieces of equipment to help fisherfolk increase their production. The DA also constantly researches new approaches to increase supply and improve quality. Even though many people worry that farming doesn’t appeal to the younger generations and could risk the future of food production in the country, the DA spearheaded several programs that train the youth about the basics of agriculture so they can serve the public in the future. DA’s MAYA (Mentoring and Attracting Youth in Agribusiness) program saw 808 young applicants qualify as interns for a six-month internship program that aims to transform them into “agripreneurs” or technocrats. Philippine Olympic Committee and PhilCycling president Rep. Abraham “Bambol” Tolentino flagged off the national championships.
As its evaluation initiative, the DA-PRDP conducted the Rapid Appraisal of Emerging Benefits (RAEB) of the PhP71.9 million improved R.A. Padilla to Bunga farm-to-market road (FMR) in Carranglan, Nueva Ecija on June 6-10, 2022. According to the RAEB team, the initial findings on the 7-kilometer FMR prompted a number of emerging benefits including reduced travel time by 50%, decreased hauling cost and increased traffic count. Furthermore, other benefits were observed along the FMR such as new established businesses and increased market value of farm lots by 300-500%. “When I came in as the servant-leader at DA in August 2019, I have given special attention to entice the younger generation to engage in agriculture through agribusiness — as it is the way forward to unlock the potential of Philippine agriculture,” Secretary Dar said. Since Dar has a background in agricultural research and is deeply interested in using various technology to further the agriculture industry, he applies these advancements to numerous sectors in agriculture whenever given a chance. Farmers, livestock raisers, and fisher-farmers frequently receive new equipment and infrastructures to bolster their production. The DA also provides numerous seminars on basic and advanced topics related to agriculture to help stakeholders expand their knowledge about the industry. Another focus of the DA is disaster resiliency. Since an average of 20 typhoons visit the Philippines each year, the agriculture industry has to develop numerous approaches and technology to mitigate the impact of extreme weather. Without climate-smart agri-technology, the country will experience a significant amount of losses in agriculture every time a calamity hits. EARNING A WELL-DESERVED RECOGNITION Because of his dedication to preserving and developing Philippine agriculture, Dar received several awards throughout his term as Agriculture Secretary. One of them he received from Benguet State University (BSU) the previous year. He was the first recipient of the “Kalsa Centennial Alumni Lifetime Achievement Award” from the BSU during its alumni centennial celebration. through their exceptional achievements in their respective fields of expertise. “As a servant-leader, whose humble beginning was notably influenced by this learning institution, I always strive hard in everything that I do, carrying the values of excellence, leadership, and service wherever life leads me,” Dar said during the awarding ceremony. In 2020, Dar was also chosen as a Lifetime Contributor Awardee by the Board of Judges of Asia CEO. Asia CEO Awards is the largest business awards event in the Philippines. Its purpose is to promote the Philippines as the premier business destination for the world. Dar proves that his background as a son of farmer-parents and educational prowess in the field of agriculture is what helps him steer the DA towards meeting its goals of transforming Philippine agriculture into a high-functioning and sustainable industry. Last November 2021, under Dar’s leadership, the DA was recognized as one of the Top Requested and Performing Agencies by the Freedom of Information – Project Management Office (FOI-PMO) of the Presidential Communications Operation Office (PCOO). The DA was among the agencies, which successfully processed and responded to 250 to 499 requests and with at least 90 percent closed transactions in the eFOI portal. Agriculture continues to be a core sector in the Philippines. With the DA at the helm, along with significant partnerships throughout its years of service, the government agency promises to uphold its standards of Philippine agriculture with various programs and implementations to help it adapt as the world continues to progress in the modern age.

THE Farm at San Benito is a resort that has established itself as a center for health and wellness within the Southern Tagalog region, and one whose reputation has made it known in other parts of the globe. In the aftermath of COVID-19, the resort has experienced an uptick in the number of guests seeking more than just rest and relaxation, but also holistic ways by which their bodies can recover from prolonged illness, ennui from being cooped up at home, and the myriad stresses brought about by prolonged confinement and the way the workplace has shifted to the home. Unlike traditional saunas or massage machines, the Vital Dome’s FIRs penetrate deep into the skin, accelerating regeneration on a cellular level as it safely raises the body’s core temperature. This enables the body to sweat out toxins and other impurities as a way to stay healthy and keep infections at bay. Likewise, the regenerative action of the FIRs reduces internal inflammation which, in turn, helps in long-term pain management. It is also instrumental
in healthy weight management and body shaping. The fact that the Vital Dome is also a hands-free experience will also help boost consumer confidence in hotels and resorts, enable them to comply with relevant health protocols and ordinances, and encourage their recovery on reopening. THE use of face masks as a form of protection against the COVID-19 virus has exposed many Filipinos to a new problem: maskne. Maskne, short for mask acne, has become a widely experienced skin issue during this pandemic as a result of bacterial imbalances and friction from wearing face coverings frequently. As the summer season begins in the country, temperature and humidity levels rise, causing the skin’s sebaceous glands to produce even more excess oil, which can aggravate maskne even more. This is where Kamedis’ complete anti-maskne game plan comes into play. Two drinks to boost the immune system this rainy season THE rainy season has officially started, which means it is of utmost importance to boost the immune system to combat timely monsoonrelated infections such as cold and sore throat, fever and flu, especially amid the continuous battle against the coronavirus (COVID-19) pandemic. Bar executive Kentt Earl Yap, backed up by over ten years of experience in the F&B scene, suggested drinks rich in vitamin C, which is essential for immune health and the growth and development of the body. It likewise reduces the risk of chronic disease and iron deficiency, helps manage high blood pressure, and prevents blood uric acid levels and gout attacks. It also protects memory and brain function. To make vitamin C consumption more exciting, Yap whipped up two original mouthwatering mocktails that promise a generous serving of health benefits. Its ingredients are readily available at nearby local stores or even online shopping platforms. Sweetened by the famous Korean Yuzu tea, Rain is a delectable drink. “This tea is served if you are having a sore throat, especially during the changing weather,” Yap shared. “Its sweetness will work well with the palate of Filipinos.” Shine, on the other hand, is rejuvenating and nutritious for cooling down. “It combines the high vitamin C from dalandan and the hibiscus flower,” Yap explained. “The soda water also makes it a refreshing and sweet and sour carbonated beverage that is cost-effective.” Yap worked in Singapore for over a decade with experience that encompassed diverse bar concepts. He served as the group head bartender of EPH518 Cocktail Bar Singapore and the bar executive and supervisor of Park Hotel Group-Grand Park Orchard. He also rendered his knowledge and skills in Marina Bay Sands Singapore, Bazin Bistro & Bar, Mogambo Bars Singapore as well as TGIFriday’s Heeren & Katong Singapore. He is currently sharing his expertise as he trains the culinary aspirants of his alma mater, the School of Hotel, Restaurant, and Institution Management (SHRIM) of the De La SalleCollege of Saint Benilde. Building a better future for the Philippines By Patricia Taculao

T’S unlikely for anyone to ignore the numerous infrastructures built throughout the Philippines. In recent years, the Department of Public Works and Highways (DPWH) has been busy with several building projects under the “Build, Build, Build” program. Outgoing President Rodrigo Duterte spearheaded the campaign committed to its development on July 24, 2017, during his State of the Nation Address. Since then, significant infrastructure projects have become synonymous with the government. Meanwhile, the DPWH pledged to “make the next few years the golden age of infrastructure in the Philippines to enhance our mobility and connectivity.” They believed that economic activities become more efficient with the appropriate infrastructure. Additionally, these projects opened new opportunities for Filipinos as they generated an estimated six million jobs for Filipinos. While the COVID-19 pandemic posed a challenge to the growth of the Philippines, the DPWH persisted in its goal of completing several projects. However, it refocused its goals to help the country recover from the virus. DPWH built hundreds of quarantine isolation facilities, several modular hospitals, and nearly a hundred off-site dormitories for health workers. As a relevant government agency in the development of
the country, the DPWH frequently adapts to present situations and the demand for modernization. BOOSTING CONNECTIVITY THROUGHOUT THE COUNTRY Other notable achievements of the DPWH under the “Build, Build, Build” program include bridges, expressways, terminals, and flood control projects. Although DPWH initially embarked on the program alone, it eventually found allies from the private sector who share the same vision of uplifting the Philippine economy through relevant infrastructures around the country. Traffic in Metro Manila is a notorious problem that the government wants to solve. Many vehicles pass by particular areas to get from point to point, thus causing traffic along major roads. In response to the issue, DPWH focused extensively on constructing highways and expressways to usher in regional development and decongest highly urbanized areas. Completed projects in NCR and nearby regions include the final section of the Tarlac-Pangasinan-La Union Expressway (TPLEX), Plaridel By-Pass Road Phase II, North Luzon Expressway (NLEX) Harbor Link Segment 10 and C3 to 10 Section,
Skyway Stage 3, and Alabang-Sucat Skyway Extension. As for the road sector, notable achievements are the completion of the Central Luzon Link Expressway, Cavite Laguna Expressway, and Manila Cavite Toll Expressway. Presently, DPWH is fast-tracking and closely monitoring the highly-anticipated Luzon Spine Expressway Network Program that connects northern regions in the Philippines with their southern counterparts. According to the DPWH, upon the project’s completion, “travel time from Ilocos to Bicol will be reduced from 20 hours to nine hours.” Within Metro Manila, the “Build, Build, Build” program connected several locations to ease densely populated areas in the city. Some completed projects include the Estrella-Pantaleon Bridge, Bonifacio Global City-Ortigas Center Link Road Project, and the recently completed Binondo-Intramuros Bridge. Under the Duterte administration, the “Build, Build, Build” program constructed, widened, upgraded, rehabilitated, and strengthened 6,854 bridges throughout the country. The DPWH also turned its atten-
tion to developing new and existing roads for the benefit of the Filipinos. These new developments not only decongested areas in the city, but also helped Filipinos gain access to necessary services like healthcare, transportation, and government agencies. Around 40,080 kilometers of roads were constructed, maintained, widened, upgraded, and rehabilitated. These include 3,101 kms of tourism roads, 999 kms of roads leading to industries and trade corridors, 573 kms of access roads linking seaports, airports, and railway stations to enhance logistics, transport, and economic activities, and 2,712 kms of completed farm-to-market roads. Meanwhile, the DPWH also emphasized Filipinos’ need for a fast and stable internet connection, especially since many of them transferred to a work-from-home setup due to the COVID-19 pandemic. Filipinos in the city already struggled with slow connection from the network traffic, and those living in far-flung areas faced the lack of connectivity altogether. The DPWH’s National Broadband Program was its response to this. It aims to provide faster, efficient, and equitable broadband connectivity nationwide, particularly to those in geographically isolated and disadvantaged areas. The agency also supported the government mandate, Republic Act 10929 or the Free Internet Access in Public Places Act, by establishing 7,977 operational Wi-Fi sites in public areas nationwide. FOCUSING ON CLIMATE-SMART INFRASTRUCTURES Being an archipelago has its perks for the Philippines. However, it also opens it up to natural risks like floods, cyclones, and tsunamis. While people don’t have the power to stop these forces of nature from occurring, they can instead focus on solu-
tions to mitigate its effects and keep the Filipinos safe. The DPWH also prioritized climatesmart infrastructure to address common calamities, particularly flooding. Due to improper waste segregation or heavy rains, several areas in the country are prone to extreme flooding that causes heavy traffic or significant damage to existing properties. They allotted time and effort to produce standard plans for flood control programs, urban drainages, and coastal structures. Completed projects reached a total of 13,917 early in 2022. ENHANCING LOCAL TOURISM AND ECONOMIC ACTIVITY One way that the DPWH can help boost local economic activity is by focusing on tourism. Airports and ports receive the most foot traffic from local and foreign tourists. These also serve as entry and exit points for trade and commerce, hence the urgency for its improvement. The government agency increased the capacity of existing airports and built new ones to improve the country’s air connectivity. On the other hand, ports were upgraded and modernized, along with nearby access roads to ensure reliable inter-island shipping and connectivity within their respective areas. Around 579 commercial and tourism ports and 248 airport projects were completed early in the year. In the following years, the DPWH pledges to continue its initiative of building relevant infrastructures throughout the country to bridge the development gap between the Philippines and its neighboring countries. As another year passes for the DPWH, it remains persistent in achieving “the golden age of Philippine infrastructures,” serving as a testament to its dedication to serving the Filipinos and putting their welfare first.
