New COVID cases up 30 percent That’s 240 average infections daily, alert level 2 in NCR a ‘possibility’ By Willie Casas
T
HE Philippines tallied about 30 percent more COVID-19 cases in the last seven days compared to the previous week, the Department of Health (DOH) said Monday.
From June 6 to 12, the country recorded 1,682 new COVID-19 cases or an average of 240 per day, the DOH said. This is 30.4 percent higher than cases from May 30 to June 5, it added. Of the additional infections, eight were severe and critical. The DOH on Saturday said Metro Manila posted a 1.6-percent rise in its positivity rate, but said the uptick was not alarming. Still, the DOH said raising Metro Manila to Alert Level 2 was a possibility if the uptick leads to a rise in hospital admissions. “The possibility would always be there, if the cases increase, but our countrymen must understand that we are learning to live with the virus.

China says WPS traditional fishing area of Chinese By Rey E. Requejo and Macon Ramos-Araneta THE Chinese Embassy in the Philippines on Monday said the West Philippine Sea is a “traditional fishing ground” for Chinese fishermen. The embassy made the statement in response to the diplomatic protest filed by the Department of Foreign Affairs over the presence of Chinese vessels in the Julian Felipe Reef in April. More than 100 Chinese vessels were found illegally operating in the maritime waters of Julian Felipe Reef, which is within the territorial sea of the Kalayaan Island Group on April 4, 2022, the DFA said. However, Chinese Ambassador to the Philippines Huang Xilian said the DFA and the Chinese government have contradicting claims over the maritime issue. Nonetheless, Huang said this is just a small part of the relationship between the two countries. Meanwhile, the Chinese Embassy has yet to comment on the latest diplomatic protest filed by the DFA, this time in connection with China’s maritime activities within Manila’s 200mile exclusive economic zone. The DFA has already lodged more than 300 complaints against Beijing’s “illegal” activities in the West Philippine Sea, a part of the vast South China Sea that Manila claims. Next page

‘COVID didn’t stop 18th Congress’ By Maricel V. Cruz
H
OUSE Majority Leader and Leyte Rep. Martin Romualdez on Monday said the COVID-19 pandemic failed to prevent the House of Representatives from having a productive 18th Congress.
During the three-year run of the 18th Congress from July 22, 2019 to June 3, 2022, Romualdez said House members filed a total of 13,526 measures. Of this number, Romualdez said 10,845 were bills while 2,681 were resolutions. “I am proud to have walked these halls with all of you as we have faithfully discharged our duties to our nation and our people,” Romualdez, LakasChristian Muslim Democrats (LakasCMD) president, said following the conclusion of the 18th Congress. In his remarks, Romualdez also cited the “tireless efforts” of his col-
leagues, House officials and staff in the performance of their “mandate to serve and protect the people and restore good governance.” A total of 1,618 measures were approved by the House of Representatives from July 2019 to June 2022 under the leaderships of former Speaker Alan Peter Cayetano and outgoing Speaker Lord Allan Velasco. As of June 1, President Duterte signed into law a total of 311 measures, 119 of which were national in scope, while 192 were of local application. The World Health Organization
(WHO) announced the onset of the COVID-19 pandemic in March 2020. As such, a number of laws enacted were specifically crafted to address the ill-effects of the pandemic. The most significant of these COVID-19 response laws were the Bayanihan 1 and 2, which allowed the release of billions of pesos to fight the effects of the pandemic and more importantly protect the citizenry from the disease. “While almost everybody were forced to stay in their homes for safety during the community quarantine, House Members, officials and employees went out of their way to report for work and perform their duties diligently,” Romualdez said. Another 759 measures -- 310 national bills, 448 local bills, and one Resolution of Both Houses (RBH)-were passed on third and final reading during the 18th Congress, according to Romualdez.
Thirteen bills--eight national and local--were approved on second reading, he said. Meanwhile, Romualdez said the filing of 1,497 committee reports showed how active the House committees were even during the pandemic when the lawmakers had to make do with virtual or digital processes instead of traditional face-to-face meetings. “Together with President-elect Ferdinand Marcos Jr., we, the incoming members of the 19th Congress look forward to working in a post-pandemic setting so we may put forward our 100 percent effort in helping the country rise from the effects of COVID-19. The Marcos administration is fully aware of this humongous challenge,” Romualdez said. “The answer, as ably demonstrated by the 18th Congress, is unity, perseverance, and compassion,” Romualdez said.
DOJ,... From A1 “As between an executive order issued by the President, as manifested in resolutions issued by the IATF composed of Cabinet secretaries who are the alter egos of the President, on one hand, and executive orders issued by local government units, on the other hand, the former shall prevail, as the president exercises general supervision over local governments pursuant to Section 4, Article X of the Philippine Constitution,” Guevarra said. Philippine National Police officerin-charge Lt. Gen. Vicente Danao Jr. also ordered all police officers to follow the national government’s rule enforcing mask mandates. This was after conflicting statements issued by the Police Regional Office 7 (Central Visayas) and the Cebu Police Provincial Office (CPPO). “Whatever the Secretary of Interior and Local Government says, we should follow. We have the national IATF (Inter-Agency Task Force),” Danao said. PRO-7 chief Brig. Gen. Roque Eduardo Vega upheld the IATF recommendation to keep the mask mandate, while CPPO chief Lt. Col. Engelbert Soriano sided with Garcia on the implementation of provincial EO 16. Garcia, however, insisted on Monday there is “no legal basis” for authorities to apprehend people who do not wear face masks outdoors in the province. “Let us temper our reaction and our way of addressing the challenge. Let’s not bring this to unimplementable levels,” Garcia said. The province of Cebu is the first local government to adopt the optional wearing of face masks in open areas. But Densing said the order of President Rodrigo Duterte to continue wearing masks indoors and outdoors remains in effect.

New COVID... From A1 The virus won’t go away, it will stay with us so these mild and asymptomatic cases, it should be acceptable to the population,” said Health Undersecretary Maria Rosario Vergeire. “What’s important is that we don’t see a significant spike in sever and critical cases, and we have no problems at the hospital,” Vergeire added. “If cases increase, and of course we see more severe and critical cases, therefore when that happens, we might shift and escalate to Alert Level 2,” she said. Metro Manila has been placed un-
der Alert Level 1 since March after a decrease in fresh COVID cases recorded daily. The DOH had earlier announced the detection of the highly transmissible omicron BA.4 subvariant from a Filipino who traveled from the Middle East earlier in May. A total of 498 or 11.3 percent of COVID-19 patients in hospitals were in severe and critical condition, as of June 12. The figure is lower than the previous week’s 599 severe and critical patients who comprised 12.3 percent of COVID19 hospital admissions at the time. A total of 345 or 16.6 percent of 2,078 intensive care unit (ICU) beds for COVID-19 patients were occupied
as of Sunday, according to the DOH’s latest bulletin. A total of 308 new cases of COVID-19 were reported on Sunday, the highest since April 20. The number of active COVID cases in the country stood at 2,918. Of the fresh infections, 153 are from Metro Manila. During the past week, the DOH said it verified five more COVIDrelated fatalities, citing late encoding of death information. Two of the deaths occurred this month while the remaining three “have no dates of death,” the DOH added. Some 69 million people have been fully vaccinated against the respiratory disease, of whom 14.5 million have received their booster shots.
call on Marcos, the country’s incoming 17th president. “We discussed this area of cooperation, and we found out that in this turbulent period of our life, the Russian Federation could extend its hand to help the Philippines in much needed oil, gas and other sources of energies,” he said. In his meeting with Denmark Ambassador to the Philippines Grete Sillasen, Marcos acknowledged the “need to look” at sustainable and renewable energy. “[President-elect Marcos expressed] dedication to seeing that sustainable and renewable energy is the way we need to look...Our meeting focused to a high degree on the green transition that
all countries have to go through these days and these years that are coming,” Sillasen said. “We had a focus on talking about sustainability, which is partly the sustainable use of energies, so we have green energies and fossil energies but also very importantly, be efficient with the energy we are using,” she said. About half of Denmark’s electricity needs are supplied by wind and solar power. Marcos was quoted by Sillasen as saying that the “greenest, cheapest and cleanest energy is one that we [Philippines] do not use.” The country relies on imported coal for more than half of its power generation. Marcos, in his talks with South Ko-
rean Ambassador Kim Inchul in May, said his administration would review proposals to revive the mothballed $2.2-billion Bataan nuclear plant built during his father’s term. Studies by South Korean and Russian experts showed it was possible to get the plant working again, Energy Secretary Alfonso Cusi told a Senate hearing in 2020. But upgrading a facility fitted with outdated analog technology could take at least four years and cost another $1 billion. “So, we revived the discussions on it, although they have come before. We will now study their recommendations and their findings, and we will see if we can still apply,” Marcos said.
daluyong City. Ibrahim said he and Marcos discussed their views on the “prospects of developing the bilateral relations between Egypt and the Philippines” through many areas of cooperation. Russian Ambassador to the Philippines Marat Pavlov said on Monday that Marcos will maintain his “independent policy” over the conflict between Russia and Ukraine. “As far as I understand, the President-elect would like to continue his independent policy and he will cooperate with the Russian Federation,” Pavlov told reporters after meeting with Marcos during his courtesy call. Russia’s unprovoked attack in
Ukraine had prompted sanctions from the international community, including Germany’s deferred approval of the Nord Stream 2 gas pipeline project, severely affecting the prices of oil globally. During the campaign period, Marcos said it is not necessary to take a stand on Russia’s invasion of Ukraine. However, he was worried for the Filipinos who are affected by the conflict. Nonetheless, later in the campaign, Marcos urged Russia to respect Ukraine’s freedom despite the war between the two countries. At a United Nations General Assembly, the Philippines voted to condemn Russia’s attack against Ukraine.

Bulusan volcano still acting up, says Phivolcs By Rio N. Araja THE Philippine Institute of Volcanology and Seismology (Phivolcs) has recorded 106 volcanic earthquakes over the `past 24 hours at Mt. Bulusan in Sorsogon. At least 48 were volcanic quakes lasting 20 minutes. The volcano emitted 4,627 tons of sulfur dioxide last Sunday, the state bureau added. Phivolcs also recorded voluminous emission of plumes reaching up to 500 meters high before drifting west northwest. The volcano’s edifice was still inflated, Phivolcs said. Sudden steam-driven or phreatic eruptions could occur. Phivolcs prohibited entry into the fourkilometer radius permanent danger zone and entry without vigilance into the extended danger zone as well as the flying of any aircraft close to the volcano. It also advised against flying aircraft close to Bulusan Volcano. On Sunday, Bulusan Volcano had another phreatic eruption before dawn, lasting for 18 minutes. It was the second phreatic eruption this month, following the one that occurred on June 5. On Sunday, June 12, the municipalities of Juban, Casiguran, Irosin and Sorsogon were affected by ashfall from Bulusan Volcano after the phreatic eruption. Some residents in Juban were evacuated, according to the National Disaster Risk Reduction and Management Council. Airport authorities announced the cancellation of some flights for Sunday, June 12, 2022, due to Bulusan Volcano’s unrest. A total of eight flights between Manila and Singapore and South Korea supposedly scheduled on Sunday have been rescheduled for Monday due to the volcanic activity in Mount Bulusan. The Manila International Airport Authority (MIAA) recorded the following affected international flights: * Jeju Air (7C) 2305 – IncheonManila * 7C 2306 – Manila-Incheon * Jetstar Asia (3K) – 1765 Singapore-Manila * 3K 1766 – Manila-Singapore * Asiana Airlines (OZ) – 703 Incheon-Manila * OZ 704 – Manila-Incheon * Korean Air (KE) – 623 IncheonManila * KE 624 – Manila-Incheon As of 10:53 a.m. Monday, the MIAA said no additional flights via Manila were affected.

The event on June 19 will start with a thanksgiving Mass at 3 p.m. at the San Pedro Cathedral to be attended by Archbishop Romulo Valles. For his part, President Duterte, who would step down on June 30, urged his daughter to continue his administration’s anti-illegal drugs programs in schools. “This time, when I am no longer here, I will just tell Inday [Sara], ‘Take over. Take over this job,’” he said in his speech after witnessing the lowering of the Tunnel Boring Machine (TBM) of Metro Manila Subway Project in Valenzuela City. “Imagine, in the Department of Education, there are many kids there. Do not ever allow contamination there. Use whatever you can. If you have to do it, do it. Me, I had to do it because nobody would do it for us,” the President added.
there is always a peaceful way to resolve such issues. “I’m a believer in diplomacy,” he said. Cayetano encouraged the incoming administration to defuse the situation by carrying out face-to-face diplomacy with President Xi Jinping right away. “My personal recommendation is as soon as possible to have a one-on-one meeting between President-elect Marcos and President Xi Jinping,” Cayetano said. Cayetano said diplomacy works better than “megaphone or microphone diplomacy” where public statements are issued instead of having actual conversations behind closed doors.

Cruz scores Leni for meddling in farmers’ case “T By Rio N. Araja
ALK first to the people involved before judging.” Department of Agrarian Reform (DAR) Secretary Bernie Cruz made this statement in reaction to outgoing Vice President Leni Robredo’s intervention on behalf of 13 farmers who were reportedly arrested last week while staging a protest against the Hacienda Tinang in Concepcion, Tarlac. Meanwhile, a lawyer of the protesters said they are mulling the filing of counter-charges against the police. “The Vice President is misinformed,” Cruz said during a press conference. Robredo earlier denounced the arrest of the protesters at the Ha-
cienda Tinang, saying the farmers were just seeking genuine land reform. In a statement, the Vice President said “some things are clear; the gathering was peaceful. The farmers had no other purpose but to provide a decent living for their families.”

45 BI personnel sacked on Ombudsman’s orders By Rey E. Requejo THE Department of Justice (DOJ) has revealed that the Bureau of Immigration (BI) has dismissed 45 personnel on orders of the Office of the Ombudsman for alleged administrative offenses and grave misconduct “prejudicial to the best interest of the service.” “We have also received confirmation from the BI that they have received the said (Ombudsman) decision and the said 45 BI employees are no longer reporting for work… It appears that the BI has implemented the Ombudsman decision upon its receipt,” DOJ Assistant Secretary Neal Vincent Bainto said in a text message to reporters. The DOJ official said the BI has been directed to explain to the DOJ how the Ombudsman’s decision was implemented. Bainto said it would most likely be just a memorandum from the personnel division or an order from
BI Commissioner Jaime Morente. “On the part of the DOJ, we will also send a Memorandum to the BI, through the Commissioner, directing them to ensure the proper implementation of both the DOJ Resolution and the Ombudsman Decision,” he stressed. It may be recalled that last June 10, the DOJ released a resolution finding 18 of the BI officers and personnel administratively liable for grave misconduct, gross neglect of duty, and conduct prejudicial to the best interest of the service, in connection with the so-called Pastillas scam. The 18 BI employees mentioned in the DOJ Resolution were also among the 45 employees ordered dismissed by the Ombudsman. Bainto pointed out that their dismissal carries the penalty of perpetual disqualification from holding public office, cancellation of eligibility, bar from taking Civil Service examinations, and forfeiture of retirement benefits.

COA gives PDEA highest audit rating for accuracy of ’21 report By Rio N. Araja THE Commission on Audit (COA) has given the Philippine Drug Enforcement Agency (PDEA) the highest audit rating for accuracy of the drug agency’s financial reports and records in 2021. PDEA director general Wilkins Villanueva said the COA commended the agency’s overall presentation, structure and content of financial statements, including the disclosures and transactions for 2021, on the fairness of its presentation and devoid of material misstatements that may arise due to fraud or error.
“It is the highest audit opinion that the COA can render to a government agency. It means that all our financial records are in order and in accordance with their auditing rules and procedures,” Villanueva said. In the May 16 independent report to Villanueva, supervising auditor Cherrie Lou Arguilla, affirmed that the auditor rendered an “unmodified opinion” because the accompanying financial statements of PDEA were presented fairly and in accordance with the International Public Sector Accounting Standards (IPSASs).
But Cruz claimed that out of the 97 people apprehended, only 13 of them belonged to the Makisama Tinang, a group of beneficiaries of the government’s Comprehensive Agrarian Reform Program (CARP). “We are just doing our job.
And we will continue to help and do our duty to help our country,” Cruz asserted. On the eve of the 34th anniversary of CARP, the Hacienda Tinang’s agrarian reform beneficiaries and their supporters, including five
foreigners, staged a protest action and engaged in a “bungkalan” (cooperative planting) activity. The Central Luzon police however, stepped in, arrested the protesters and filed charges of illegal assembly and malicious mischief for allegedly damaging crops
worth P120,000. Cruz appealed to 236 agrarian reform beneficiaries, including the 13 arrested, to “patiently wait for the validated report showing the official lists of those qualified to be installed at the 200-hectare Hacienda Tinang.

The selection committee of the PBBM administration is now in the process of finalizing the ‘shortlist’ for the possible incoming health secretary. Pultaje is one of the leading contender for the DOH secretary post. He is also a well-respected doctor in the field of medicine. During the campaign, Marcos vowed to reorganize the country’s health care system to ensure that the dysfunctions that the country experienced during the pandemic would not be repeated.
ADB president Masatsugu Asakawa made the assurance during his courtesy visit to Marcos at the BBM headquarters where they discussed the “Build, Build, Build” program, a project started by the Duterte administration. “The ADB is working closely with the government, development partners, and the private sector to support infra investment, including projects under the Build, Build, Build program, promote sustainable agri-development and food security, and invest in Filipinos’ welfare,” Asakawa said, in a statement. “As we prepare our next country partnership strategy for 2024-29, we will be exploring opportunities with the incoming admin’s priorities on climate change action to support a resilient and green economic recovery, climate-smart transportation, and continuing investments in education, vocational skills training, employment programs, health promotion, and social protection,” he added. Asakawa stressed that the Philippines is a key partner of ADB. Marcos has since promised to continue the “Build, Build, Build” infrastructure initiative of the outgoing administration. Out of the 119 infrastructure flagship projects (IFP) under the Build, Build, Build program, only 12 were completed to date and additional seven will be completed by June — the last month
IN BRIEF
Former mayor will hide anew for another 6 years—Duterte PRESIDENT Rodrigo R. Duterte thinks former Iloilo City mayor Jed Patrick Mabilog, whom he accused of protecting drug lords, will be in hiding for another six years. Duterte made this remark as he lamented anew about the true extent and nature of drug use in the country. “Kaya sabi ko ‘di ba (That’s why I said, right)? I’m fighting drugs, I never realized that I would be fighting my own government, pati sa Customs, lahat (even the Customs, everything),” he said in a speech after witnessing the lowering of the Tunnel Boring Machine (TBM) of Metro Manila Subway Project in Valenzuela City on Sunday. He cited Mabilog as an example of local officials who have benefitted from the drug war, noting again that his house is “like a palace.” “Pati si Mayor Mabilog. Iyong mayor ng Iloilo, tingnan mo ang p***** i***** bahay parang palasyo (Even Mayor Mabilog. The [former] mayor of iloilo. Look at his house, it’s like a palace)” he said. Duterte said Mabilog will probably stay in exile unless the government is led by opposition leaders. Meanwhile, Duterte noted that dealing with the country’s drug problem should not be done lightly. “How do you deal with the drug problem? Soft-spoken ka? Hijo, huwag ka nang mag… Hindi nadadala ‘yang mga drug lords? Mas mabuti pa diretso (You are soft-spoken? Son, drug lords never learn. It’s better to run after them directly),” he said.

State banks give cash aid under rice tariff law By Julito G. Rada LAND Bank of the Philippines and Development Bank of the Philippines facilitated the distribution of over P8.2 billion to farmers under the Rice Tariffication Law, the Department of Finance (DoF) said Monday. Citing data from the Department of Agriculture, DoF said this involved P5,000 in direct and unconditional cash aid each to over one million qualified small palay farmers from 2019 to 2021. The two state-run financial institutions distributed the cash aid as part of the Rice Farmers Financial Assistance Program of the DA under the Rice Tariffication Law or Republic Act 11203. Farmer-beneficiaries receiving the P5,000 cash aid should be registered in the Registry System for the Basic Sectors
in Agriculture. Under RA 11203, rice import tariffs in excess of the P10 billion earmarked annually for the Rice Competitiveness Enhancement Fund could be used to provide financial assistance to palay growers, among other possible options. The law also mandated that all rice tariffs in excess of P10 billion must be used solely for financial assistance until 2024 to farmers each tilling 2 hectares or below. “The Rice Tariffication Law has achieved its dual goal of bringing down retail rice prices while helping farmers improve productivity through the Rice Competitiveness Enhancement Fund,” Finance Secretary Carlos Dominguez III said. In 2019, the year when the RTL began implementation, the Bureau of Customs certified an excess in rice tariff collection of about P2.135 billion.
This amount rose to P5.5 billion in excess collections in 2020 and to P8.9 billion in 2021, when the BOC was able to collect P18.9 billion from rice shipments entering the country. From March 2019 to 2021, the BOC collected a total of P46.6 billion in rice import duties. DA data show that since the implementation of RCEF, more than one million rice farmers have received over 8.7 million bags of certified inbred rice seeds which are proven to be higher yielding than traditional home-saved seeds. Over 830,000 ha of palay farms nationwide are now yielding more grains than before, according to the DA. With RCEF, 950,000 farmers now enjoy access to 19,542 units of farm machinery equipment.
PNP dares SUV drive in hit-and-run of guard to surrender to authorities PHILIPPINE National Police (PNP) officer-in-charge Lt. Gen. Vicente Danao Jr. on Monday dared the driver of the sports utility vehicle (SUV) implicated in the hit-and-run of a security guard in Mandaluyong City to surrender to authorities. “I challenge you, Mr. San Vicente. You do not want to surrender, right? It only means one thing, perhaps you are an addict. Why don’t you want to surrender? Because no person in his right senses will do that. of the Duterte administration — while 12 more are set to be completed by December 2022. The incoming Marcos administration will inherit 88 projects that are expected to be completed in the next six years. Outgoing President Rodrigo Duterte meanwhile expressed the hope that the next administration will sustain bigticket infrastructure projects that his government initiated. Duterte witnessed the lowering of the Tunnel Boring Machine (TBM) of the country’s first-ever Metro Manila Subway Project (MMSP) in Valenzuela City recently. In his speech during the event, the President said he is hoping that the incoming Marcos administration will build on the foundations that his government has laid down in terms of infrastructure projects. “I am also grateful to have the Japan International Cooperation Agency as an ally in nation-building, particularly in initiatives that will benefit our citizens and accelerate our country’s economic development,” he said. Duterte said the subway project will benefit the commuters especially those coming from Quezon City going to the Ninoy Aquino International Airport (NAIA) as they experience the convenience and comfort of a fast, efficient, and modern transportation system. MALACANANG has implemented the suspension order handed down by the Office of the Ombudsman against five officials of the AntiRed Tape Authority (ARTA) for six months for the alleged anomalous grant of frequencies to a private telecommunications company. Executive Secretary Salvador Medialdea signed a memorandum placing ARTA Director General Jeremiah Belgica, Deputy Director General Eduardo Bringas, division chief Sheryl Pura-Sumagui, and directors Jedrek Ng and Melamy Salvadora-Asperin under six-month preventive suspension in connection with a graft complaint filed against them by DITO Telecommunications Corp. The memorandum also instructed Quita to submit a compliance report and certifications to the Office of the Ombudsman and Office of the President. The Ombudsman suspended Belgica and four other ARTA officials for allegedly giving favor and special treatment to NOW Telecom Company Inc. (NOWTel), the firm that was applying for a franchise to operate in the country. According to the Ombudsman’s directive, the suspension order is not a punishment but a way “to secure the documents and to prevent possible harassment of witnesses” as their continued duty may prejudice the case against them. MMDA gearing up for face-to-face classes
THE Metropolitan Manila Development Authority (MMDA) is gearing up for the resumption of face-to-face classes in August. Lawyer Victor Nuñez, head of MMDA Traffic Discipline Office Enforcement, said the agency is committed to protect children traveling to school in preparation for the academic year 2022-2023. “We will have a meeting with the school administrators, Parent-Teacher Associations, and local traffic bureaus in the National Capital Region to discuss road safety checks in school zones,” said Nuñez, during the celebration of the National Safe Kids Week held at the MMDA Traffic Academy in Sta. Mesa, Manila. “Let me emphasize that road safety is a shared responsibility. We will ensure that enforcement of traffic laws, in constant coordination with the Department of Transportation, Land Transportation Office, and Land Transportation Franchising and Regulatory Board, are in place to keep tabs on motorists to protect the safety of vulnerable road users,” he added. Laudiangco to remain as Comelec spokesperson
COMMISSION on Elections (Comelec) Law Department Director John Rex Laudiangco will remain as the poll body’s spokesperson, according to a memorandum released by the Comelec. In a memorandum signed by Acting Comelec chairperson Socorro Inting dated June 10 but was only released on Monday, June 13, Laudiangco will continue to serve as the poll body’s spokesperson. Laudiangco was appointed by former Comelec chief Saidamen Pangarungan to replace its longtime spokesman James Jimenez and his deputy Frances Arabe from their media coordination functions due to the poll body’s bungled partnership with Impact Hub Manila, whose chief executive officer issued repeated bounced checks to debate venue partner, Sofitel. However, the memorandum said that Jimenez will still remain as the director of the Comelec Education and Information Department (EID). Inting became the acting poll chairperson being the most senior among sitting Comelec commissioners, after Pangarungan’s appointment, and two other commissioners, George Garcia and Aimee Torrefranca-Neri were bypassed by the Commission on Appointments (CA).Vito Barcelo
Opinion Only BBM can issue policies ignorant of the relations of the Press Secretary and mass media, which has been a long standing relationship, which bloggers and vloggers do not have with mass media. They just say what they want to say, true or not, because they are not bound by the truth, in which case disinformation or misinformation is the result. I hate to say this. But Press Secretarydesignate Trixie Cruz Angeles is definitely unaware what her job entails, not only to further presidential communications with the media and to enhance the President’s activities and messages and especially to cement the PCOO’s relation with mass media. This is what happens when somebody like Angeles becomes Press Secretary -- clearly ignorant of what her job entails. Other Presidents before BBM used to nominate well-known and respected members of media as press secretaries. Press secretaries from mass media have the competence and background to further the relationship of the President with the press. With this as background, a Press Secretary gets the cooperation of all forms of mass media. But then with a President-designate like Angeles who is already ignorant of what the job of a Press Secretary entails, to enhance the President’s relationship with mass media, a President is exposed to danger and would in effect be insulting mass media. As I said, President-elect Bongbong, would do better to place Angeles or designate her in another position. All the other nominations of Bongbong have been received well by media except Angeles, a blogger herself, seeking accreditation of bloggers and vloggers, which could be a big problem to the President-elect.
SANTA Banana, newly designated National Security Adviser Clarita Carlos has been issuing statements affecting national security which I think are premature because I don’t believe they have the approval of Presidentelect Bongbong Marcos! For instance, Carlos has been quoted as saying, “We are done with peace talks with the communists.” The connotation of such a statement is that Bongbong Marcos has made up his mind not to talk to the communists. Clearly, my gulay, the implication is that so long as the Marcos Jr. administration is concerned, the door is closed to the communist movement. In the first place, Carlos forgets that as far as her nomination is concerned, she is just an adviser, meaning it will be the President who will make such a policy statement. While Carlos may think that further peace talks with the communist movement would be useless, fruitless and a big loss of time and effort considering the communists are using the peace talks only for propaganda purposes, it is not the national security adviser who should be issuing such statements but the incoming President himself. Carlos is simply just an adviser on security matters. Obviously, Carlos does not realize what her job description as National Security Adviser is and what it entails. Carlos added that “red-flagging” should be stopped by the government. Again, it is not for Carlos to make that statement because it involves other branches of government and must be reviewed by them. In the first place, that is a political statement which only the incoming President can and should make. At this point, presidential nominees should get into their thick heads that they are just alter egos of the President and should not make political statements without clearing first with Malacanang. It should be made clear to Carlos and other nominees what their job description entails. And it should be made clear by the incoming Executive Secretary that only the President can make policy and political decisions and political statements. Similarly, the issue of whether or not to accredit bloggers and vloggers to attend presidential press conferences and other activities is a matter of policy that only a president can make. The insistence of the newly-designated Press Secretary, Trixie Cruz Angeles, who also heads the Presidential Communications Operations Office, to accredit bloggers and vloggers may be an effort by the new Press Secretary to encourage the incoming President, but a close analysis of the plan of Press Secretary-designate is clearly dangerous and a clear insult to mass media -- print, radio and television – accreditation activities of the President. Accrediting bloggers and vloggers to presidential activities, press coverages and activities will open the floodgates to people without accountability contrary to all tenets of journalistic activities, Santa Banana! It is clearly dangerous because bloggers and vloggers can say anything online which journalists are limited to because they are bound by the truth and objectivity. Santa Banana, it’s like opening the floodgates to people to say anything they want to say regardless of the truth that journalists are bound to observe and live for, my gulay! I don’t know what President-elect Bongbong thinks about it, but to endorse the plan of the Press Secretary-designate would not only be very dangerous. As I said, it clearly is an insult to Philippine mass media. This is what happens when someone is
At this point, presidential nominees should get into their thick heads that they are just alter egos of the President and should not make political statements without clearing first with Malacanang *** There have been reactions to my earlier column suggesting a way to legalize the ownership of townhouses at Ecology Village, now sitting on the government-owned former Napocor Power Line alongside San Lorenzo and Dasmarinas Villages in Makati City. The unit owners of the townhouses technically became squatters when the Cory Aquino government cut off the lease of the townhouses with the government. Some proposed the country’s big conglomerates take over and buy out the government property with the buyout of the homeowners of the townhouses which have been appraised between P10 million and P15 million, depending on improvement. They point out that Manuel Villar, now the richest Filipino tycoon, or San Miguel, or Ricky Razon, or Megaworld’s Andrew Tan, can easily buy out the property and turn it into a big commercial establishment. Frankly, since the government needs funds, why not privatize the prime Napocor Power Line. That makes sense. I am sure there will be conglomerates that will bid for the privatization of the Napocor power line, including the townhouses and mine, at the right price. That will solve the Ecology anomaly. With this privatization the owners of those townhouses, now in their twilight years, will be able to sell their units.
By Melandrew T. Velasco NEWS that Prime Infra Holdings, Inc. will be acquiring a controlling stake in the Malampaya deep-water gas-to-power project is good news. We know there is a need to address energy requirements for the economy to grow and develop natural gas reserves to contribute to the stability of energy supply in the country. The entry of Prime Infra into the natural gas industry aligns with its purpose to create better lives and resilient economies through critical infrastructure coupled by its aspiration to help its customers transition to cleaner energy resources to fuel the economic growth of the Philippines. Natural gas is dubbed as the fuel of the future. According to the website https://malampaya. com/, natural gas is composed of hydrocarbons found deep underground, or extracted through driven wells. It is formed beneath the earth’s surface over millions of years by the decomposition of organic matter, in the same way oil and coal are formed. Natural gas is 85-90 percent methane, with varying amounts of ethane, propane, butane,
and other hydrocarbon compounds. Some condensate and oil will always be associated with the gas. In its natural state, the gas is colorless, odorless, and lighter than air. The Malampaya deep-water gas project ushered in the natural gas industry here. It supports up to 20 percent of the country’s electricity requirements using indigenous resources of natural gas, the cleanest-burning hydrocarbon, and reduces the need for imported oil. As a joint undertaking of the government and the private sector, it is under the Department of Energy, developed and operated by Shell Philippines Exploration B.V. (SPEX) on behalf of joint venture partners Udenna Corporation and the Philippine National Oil CompanyExploration Corporation. Udenna Corporation’s entry into the Malampaya project has been the subject of scrutiny. In 2001, Malampaya began its commercial operations. It has reduced the country’s dependence on oil imports and ensured a more stable supply of cleaner energy. Phases 2 and 3 of the Malampaya project commenced in 2013 with two additional

To stay calm but be vigilant
L
AST week, health authorities noted slight increases in coronavirus disease 2019 or COVID-19 cases and positivity rate in 14 of the 17 local government units in the country’s national capital region, where 13 million people live.
The Department of Health was chasing an OCTA Research citation of an increase in the positivity rate of the percentage of the number of people who tested positive for the disease which prompted them to project a “weak surge” in the next few days. While the slight increases in cases in Metro Manila rolled eyeballs, authorities have given assurances that the country on the whole remains under low risk. What really is the percentage of people who need to be immune against COVID-19 to achieve herd immunity? Some experts say we are still learning about immunity to COVID-19. Most people who are infected with COVID-19 develop an immune response within the first few weeks, but we don’t know how strong or lasting that immune response is, or how it differs for different people.
There have also been reports of people infected with COVID-19 for a second time. With the increases in cases and positivity rate in the metropolis, the national capital, under Alert Level 1 up to June 15, may return to Alert Level 2 – which would mean more restrictions against the spread of COVID-19 – if cases continue to increase.
While the slight increases in cases in Metro Manila rolled eyeballs, authorities have given assurances that the country on the whole remains under low risk. Health Undersecretary Maria Rosario Vergeire has noted that stricter quarantine protocols will be implemented if the rise in cases leads to a significant increase in hospital admissions. We understand the possibility is just round the corner. If cases continue to increase, hospital admissions may also rise. That scenario will force the shift to a higher alert
status: Alert Level 2. According to government guidelines, Alert Level 2 will be hoisted in areas where case transmission is low and decreasing, healthcare utilization is low, or cases are low but increasing, or cases are low and decreasing but bed utilization and ICU utilization is increasing. People not covered by these mobility restrictions are allowed to move in areas of the same or different community quarantine classification, subject to reasonable regulations of the LGU of destination. Except for casinos, horse racing, cockfighting and operation of cockpits, lottery and betting shops, and other gaming establishments, business activities will be allowed at 50 percent indoor venue capacity for fully-vaccinated individuals and at 70 percent outdoor venue capacity. Of course the DOH clarified that escalation would depend on the metrics of alert level system set by the government’s pandemic response task force. “As long as the admissions and severity of cases in the hospitals do not affect our healthcare utilization rate, Alert Level 1 is still in effect. But, we have to be mindful that continuing increases in the cases might lead to escalation of the alert level,” the department said. What seems appropriate at this point is for the public to be calm but remain vigilant and be obedient to maintaining health protocols as the virus continues to linger despite the low cases.
Badoy and Carlos, on red-tagging CELEBRITIES, members of the opposition, including Vice-President Leni Robredo and those from the Makabayan bloc in Congress, as well as ordinary individuals (they include me) have been tagged by the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) as communists or enemies of the state for speaking their minds or pursuing our advocacies. In a collective response, nearly a dozen complaints have been filed against Undersecretary Lorraine Badoy, NTFELCAC spokesperson in the Office of the Ombudsman (OMB) and Professional Regulation Commission (PRC), asking for her suspension and dismissal as a government official in the OMB and the revocation of her medical license in the PRC. The complainants include politicians, activists, human rights workers, parents of community pantry organizers, student leaders, religious, nurses, doctors, and other health workers. Spearheading this effort to make Badoy and the NTF-ELCAC accountable is the Movement Against Disinformation (MAD). We believe that red-tagging is the most dangerous form of disinformation as it has serious repercussions on life, liberty, reputation and privacy. It is like putting a bullseye target on the back of the victims and say they are legitimate game for political persecution, which often results in prosecution, detention, encroachment on their right to privacy and even outright assassination. Red-baiting has a chilling effect on those who may not agree, oppose, or do not subscribe to the ideological and political stance taken by those in power. It in effect tells them not to criticize the powers that be or engage in advocacies frowned upon by the present dispensation if they do not want to be branded enemies. Red-tagging as a practice is repulsive in a sense that it tramples upon every conceivable right protected by the constitution, rights which are so basic, without which the normal
functioning of society cannot be possible. Unsupported and baseless accusations as enemies of the state may be a staple in an authoritarian government but not in a democracy.
We believe that red-tagging is the most dangerous form of disinformation as it has serious repercussions on life, liberty, reputation and privacy It is no wonder there is a collective sigh of relief when, in an interview, incoming National Security Adviser, Dr. Clarita Carlos, expressed her disapproval of this vile practice of red-tagging, saying in effect that nothing can be gained from it, and the Marcos administration would instead focus on addressing the root causes of insurgency. In a statement, the Movement Against Disinformation fully supports this view of Dr. Carlos to stop “red-tagging,” and to instead use the resources of the government to “address inequalities and lack of opportunities.” We agree that red-tagging sows fear and terror in the citizenry, especially in those who have been baselessly tagged by government instrumentalities as enemies of the state, and stymies them into silence or submission, prohibits the exercise of rights and privileges afforded by our Constitution. It endangers not only the safety and lives of those who have been red-tagged but also their families and the communities. We concur with Dr. Carlos that redtagging is a “lazy way to identify people . . . It doesn’t produce anything, it doesn’t even explain you as a person…”

production wells installed. By 2015, Malampaya Phase 3 was completed. By 2024, Malampaya’s service contract is set to expire. Prime Infra’s entry is critical to be able to continue operating the project while applying for an extension so it can invest in its expansion, which will sustain the economic and social benefits that Malampaya is providing for the country. The transition of the operations of Malampaya is critically urgent. Prime Infra and Udenna, as the new operators taking over from Shell Philippines, will need to immediately plan for the expansion to ensure the continuity of the production as long as the reserves support it. “Natural gas is a critical transition fuel and the modern, state-of-the-art infrastructure built to harness this valuable transition fuel attracted us to pursue this deal – all aspects of the project ticks off our environmental, social, and governance check list that will allow us to contribute more to the country’s transition from expensive and volatile coal and imported fuel prices to affordable cleaner and domestic energy resources like natural gas,” said Prime Infra Chairman Enrique K. Razon, Jr. “Also, there is a sense of ownership to

For MAD, these brave statements by Carlos, who thankfully will be the ViceChair of the Anti-Terrorism Council, give us a glimpse of what the focus of this incoming leadership would be. Her practical advice to direct the government’s energies on producing, rather than destroying, signals a stop to the incessant red-tagging that has plagued the strategy of the outgoing administration to suppress legitimate dissent. Personally, Undersecretary Badoy, as she has done with others, has carelessly accused me of “probably” being a member of the Communist Party of the Philippines. In a two-hour interview aired in SMNI, she admitted that she had no evidence I was a communist but then pivoted to say my actions as a human rights lawyer and a longtime champion of indigenous peoples’ rights and climate and environmental justice made her conclude I was a communist. I am sure that Dr. Carlos, whom I have worked with for decades as a fellow UP professor, charter change advocate, and now co-faculty member at the San Beda University Graduate School of Law, would immediately dismiss Badoy’s accusations. Aside from having served four of our post-EDSA presidents in various capacities (including in the peace processes in Mindanao and with the National Democratic Front), I also teach at the National Defense College of the Philippines and have many military and police officials as students and mentees. They will come to my defense. As MAD observed in its statement issued on the eve of Independence Day, trust is important in nation building. By removing red-tagging as a political tool to gag the opposition, the government restores that modicum of trust needed to spur genuine dialogue across political divide. MAD believes that, more than ever, inclusion not alienation, collaboration not division, are needed to achieve a shared vision for this country. That shared vision includes an all-ofnation approach against red-tagging. Website: tonylavina.com Facebook page: deantonylavs Twitter: tonylav

Ukrainian, Russian forces fight for ‘every meter’ of eastern city KRAMATORSK, Ukraine—Ukrainian and Russian forces were fighting for “literally every meter” in Severodonetsk, President Volodymyr Zelensky said, as fighting intensified in an eastern region where the country’s top commander said the land “is covered in blood”. Severodonetsk and nearby Lysychansk have been targeted for weeks as the last areas in the Lugansk region still under Ukrainian control. Russia’s massed artillery in that region gave it a tenfold advantage, said Valeriy Zaluzhny, commander-in-chief of the Ukrainian military. But “despite everything, we continue to hold positions”, he said. “Every meter of Ukrainian land there is covered in blood -- but not only ours, but also the occupier’s.” In his nightly video address, Zelensky said the latest fighting in Severodonetsk was “very fierce”, adding that Russia was deploying undertrained troops and using its young men as “cannon fodder”. By attacking Severodonetsk’s last
remaining bridges, the Russians were aiming to cut the key industrial city off completely from the rest of the country, said regional governor Sergiy Gaiday. “Most likely (in the next two days), they will throw all the reserves to capture the city,” Gaiday said. He also accused Russia of shelling the Azot chemical plant in Severodonetsk, where hundreds of civilians have reportedly taken refuge. But Leonid Pasechnik, leader of Lugansk’s pro-Russian separatists, pointed the finger at the Ukrainian battalions, saying they were the ones shelling Severodonetsk from the plant. He told reporters that pro-Russian forces were not pressing aggressively “because it is a chemical industry facility”, warning of the risk of “an environmental catastrophe”. Amnesty International on Monday accused Russia of war crimes in Ukraine, saying that attacks on the northeastern city of Kharkiv—many using banned cluster bombs—had killed hundreds of civilians. AFP

ORDER On 20 May 2022, the Department of Trade and Industry (DTI) received the Tariff Commission’s (Commission) Formal Investigation Report on the general safeguard measure on the importation of Linear LowDensity Polyethylene (LLDPE) Pellets and Granules from various countries classified under AHTN 2017 Codes 3901.10.12; 3901.10.92; 3901.40.00; and 3901.90.90. The period covered by the investigation (POI) are the years 2015 to June 2021.
The nine nuclear powers -- Britain, China, France, India, Israel, North Korea, Pakistan, the United States and Russia -- had 12,705 nuclear warheads in early 2022, or 375 fewer than in early 2021, according to estimates by the Stockholm International Peace Research Institute (SIPRI). The number has come down from a high of more than 70,000 in 1986, as the US and Russia have gradually reduced their massive arsenals built up during the Cold War.

CIVIL CASE No. 2021-00 For: Declaration of Nullity of Marriage under Article 35 (2) of the Family Code
REPUBLIC OF THE PHILIPPINES, THE LOCAL CIVIL REGISTRAR OF MANILA, THE PHILIPPINE STATISTICS AUTHORITY/THE CIVIL REGISTRAR-GENERAL and RALPH SAMUEL HADDON, Respondent. x-----------------------------------------------x
ORDER A verified complaint for Declaration of Nullity of Marriage was filed by the petitioner, Jennifer P. Pante.
4. There was no increase in imports of LLDPE pellets and granules, both in absolute terms and relative to domestic production, during the POI.
The complaint alleges the following factual matters: the parties met online thru a common friend sometime in 2003. At that time, petitioner was in the Philippines while the respondent was in Australia. After three (3) weeks of courtship, they became boyfriend and girlfriend.
5. Since it has been established that LLDPE pellets and granules were not imported in increased quantities (whether absolute or relative to domestic production) during the POI, the determination of serious injury or threat thereof, causation, and unforeseen developments has become moot and academic.
In 2004, the respondent came to the Philippines and proposed marriage to the petitioner who accepted his proposal. Eager to be married to each other, they took up the advice of their friend to find a “fixer” at Manila City Hall to arrange their marriage The fixer led the parties to a certain “Atty. Rufino Bagsic” who asked some questions on them after which he declared that they can be married anytime. Despite entertaining some doubts about being married by a lawyer, they agreed to be married immediately. After they filled out application forms and answered about their personal circumstances including the matter about their religion, the parties were married by Atty. Rufino Bagsic in the presence of petitioner’s cousin and her spouse.
Considering that, LLDPE pellets and granules were not imported in increased quantities (whether absolute or relative to domestic production) during the POI, the Commission terminated its formal investigation and recommended that no definitive general safeguard measure be imposed on importations of the LLDPE pellets and granules subject of the investigation. The non-confidential version of the final report of the formal investigation by the Commission on the imposition of safeguard measure on importations of LLDPE pellets and granules from various countries can be accessed at https://tariffcommission.gov. ph/lldpe. IN VIEW THEREOF, the application for general safeguard measures on the importation of LLDPE pellets and granules from various countries falling under AHTN 2017 Codes 3901.10.12; 3901.10.92; 3901.40.00; and 3901.90.90, is hereby dismissed. The DTI Order can be accessed at the DTI website: https://bit.ly/DAO053022. This Order shall take effect upon publication in two (2) newspapers of general circulation. Let individual notices be sent to all interested parties including the country members concerned. SO ORDERED.
After the marriage, the parties lived together at Obiedo Subdivision, Cararayan, Naga City but their relationship was marred by respondent’s lazy attitude, frequent drinking sessions and womanizing. Two (2) months after they were wed, respondent abandoned the petitioner. No children were born out of their marriage, neither did the parties acquire property. officially modernising or ramping up their arsenals, the research institute said. “It’s going to be very difficult to make progress on disarmament over the coming years because of this war, and because of how Putin is talking about his nuclear weapons”, Korda said. These worrying statements are pushing “a lot of other nuclear armed states to think about their own nuclear strategies”, he added. ‘Nuclear war can’t be won’ Despite the entry into force in early 2021 of the UN nuclear weapon ban treaty and a five-year extension of the US-Russian “New START” treaty, the situation has been deteriorating for some time, according to SIPRI. Iran’s nuclear programme and the development of increasingly advanced hypersonic missiles have, among other things, raised concern. AFP

But this era of disarmament appears to be coming to an end and the risk of a nuclear escalation is now at its highest point in the post-Cold War period, SIPRI researchers said. “Soon, we’re going to get to the point where, for the first time since the end of the Cold War, the global number of nuclear weapons in the world could start increasing for the first time”, Matt Korda, one of the coauthors of the report, told AFP. “That is really kind of dangerous territory.” After a “marginal” decrease seen last year, “nuclear arsenals are expected to grow over the coming decade”, SIPRI said. During the war in Ukraine, Russian President Vladimir Putin has on several occasions made reference to the use of nuclear weapons. Meanwhile several countries, including China and Britain, are either officially or un-

Limited deal on US gun violence tack announced WASHINGTON—A bipartisan group of US senators on Sunday proposed steps to curb gun violence following devastating mass shootings in Texas and New York, but the limited measures fall far short of the president’s calls for change. The shootings in May—one at a Texas elementary school that killed 19 young children and two teachers, and another at a New York supermarket that left 10 Black people dead—have piled pressure on politicians to act. Republicans lawmakers, who have repeatedly blocked tougher measures, are still resisting major changes to gun regulations, instead pointing to mental health issues as the root of the problem. But the new framework notably has backing from at least 10 Republicans, meaning it has a strong chance of earning the supermajority of 60 votes needed to advance in the 100-seat US Senate. The reforms include tougher background checks for gun buyers under 21, increasing resources for states to keep weapons out of the hands of people deemed a risk, and adding domestic violence convictions and restraining orders to the national background check database. “Today, we are announcing a commonsense, bipartisan proposal to protect America’s children, keep our schools safe, and reduce the threat of violence across our country,” the group of 20 lawmakers said in a statement. IN BRIEF Macron’s majority in doubt after parliament vote Rd. 1
PARIS—French President Emmanuel Macron’s centrist alliance was in danger of falling short of a majority after the first round of parliamentary elections on Sunday saw a surge in support for a new left-wing coalition. Macron’s “Ensemble” (Together) alliance ran neckand-neck with the left-wing NUPES grouping in Sunday’s first round, with the former netting 25.75 percent of the popular vote compared to the latter’s 25.66 percent. Extrapolating from these figures, four polling firms projected that Ensemble would win 225-295 seats in the decisive second round of voting next Sunday, possibly short of a majority of 289 but comfortably the biggest group. “We have a week ahead of us to mobilize,” Prime Minister Elizabeth Borne told reporters. “One week to convince, one week to obtain a powerful and clear majority.” Ensemble was “the only political grouping capable of getting a majority”, she said. NUPES, a newly unified alliance of leftists, Socialists, Greens, and Communists, was projected to win 150-220 seats, a major breakthrough that would make them the biggest opposition force in the National Assembly. Belongings of missing British reporter, expert found in Brazil
ATALAIA DO NORTE, Brazil—Personal items belonging to a missing British journalist and an indigenous expert have been found in the Amazon region where the men disappeared one week ago, Brazilian Federal Police said Sunday. The latest advancement in the case came just hours after friends and relatives of the pair -- freelance journalist Dom Phillips and respected specialist Bruno Pereira -held a vigil on a beach in Rio de Janeiro, with one family member saying she had lost hope that they would emerge from the jungle alive. “Objects belonging to the two missing persons have been found: a health card, black pants, a black sandal and a pair of boots belonging to Bruno Pereira, and a pair of boots and a backpack belonging to Dom Phillips containing personal clothing,” the Federal Police in Amazonas state said in statement. Fears have been mounting over the fate of Phillips, 57, a veteran contributor to The Guardian newspaper, and 41-year-old Pereira, an expert with Brazil’s government agency for indigenous affairs (Funai), since they disappeared last Sunday after receiving threats during a research trip to Brazil’s Javari Valley. Diokno says major PH banks remain strong MAJOR Philippine banks remain strong and continue to support the country’s financing requirements despite the lingering COVID-19 pandemic, Bangko Sentral ng Pilipinas Governor Benjamin Diokno said on Monday. “Key universal/commercial banks’ performance indicators showed a steady rise in assets, loans, and deposits, and sustained profitability with ample credit loss reserves, sufficient liquidity and capital buffers,” said Diokno in an online briefing. He said assets of universal and commercial banks grew 8.2 percent year-on-year at end-April 2022 to P19.4 trillion, higher than the 4-percent expansion posted a year ago. Deposits rose 8.7 percent, mainly accounting for the asset expansion. Total loan portfolio, which largely comprised U/KBs’ assets, climbed 9.8 percent year on year to P10.7 trillion at end-April 2022. Banks extended the loans to productive sectors like real estate, wholesale and retail trade and manufacturing. Credit to micro, small and medium enterprises stood at P334.8 billion, while lending to households, including residential real estate, reached P1.7 trillion. Alongside improving economic conditions and credit activity, loan quality showed signs of recovery as their non-performing loan ratio eased to 3.6 percent at end-April 2022 from 3.9 percent a year earlier. The U/KB industry’s NPL coverage ratio, on the other hand, increased to 95.2 percent in April this year from 87.7 percent during the same month in 2021. “The full implementation of the Financial Institutions Strategic Transfer Act and the extension of effectivity of some of BSP’s credit-related relief measures are seen to provide support to the continued growth in U/KB lending,” Diokno said. The industry’s net profit rose 26.7 percent year on year to reach P61.4 billion at end-March this year, a reversal from the 4-percent contraction in the same period in 2021. U/KBs also continued to be wellcapitalized with risk-based capital adequacy ratios of 16.2 and 16.8 percent on solo and consolidated bases, respectively, as of end-March 2022. Julito G. Rada
Business Foreign direct investments climbed 2% to $2.44b in Q1 By Julito G. Rada
N
ET inflows of foreign direct investments rose 2 percent in the first quarter to $2.439 billion from $2.391 billion a year ago despite external challenges and the start of interest rate hikes in several countries, the Bangko Sentral ng Pilipinas said Monday. Data showed the first-quarter net FDI figure climbed despite the 9.8-percent decline in March to $727 million from $806 million in the same month last year, as external risks heightened investors’ concern on the global economic recovery. The BSP said the higher net inflows from inter-company borrowing/lending between foreign direct investors and their subsidiaries continued to make up for the lower net inflows from new equity and reinvested earnings. “While the country’s macroeconomic fundamentals remain sound, external risks, such as the impact of Russia’s invasion of Ukraine on commodities and financial market condition, the start of policy tightening in several major central banks and the resurgence of COV-
ID-19 cases in many Asian economies, may have contributed to investors’ concern about the outlook on the global economic recovery,” the BSP said. Non-residents’ net cumulative investments in debt instruments increased 33.5 percent in the first quarter to $1.9 billion from $1.4 billion in the same period in 2021. Non-residents’ net investments in equity capital and reinvestment of earnings fell 57.6 percent to $311 million and 2.7 percent to $229 million, respectively. Equity capital placements went down by 58.1 percent to $352 million from $840 million, which was slightly offset by the 61.1-percent decline in withdrawals to $42 million from $107 million. The bulk of the equity capital place-
ments in the first three months came from Japan, the United States, Kuwait and Singapore. The investments went to manufacturing, real estate and financial and insurance industries. The sustained FDI net inflows in March 2022 came largely from nonresidents’ net investments in debt instruments of local affiliates, which expanded by 45.1 percent to $543 million from $374 million in March 2021. Net FDI inflows hit a record $10.5 billion in 2021, breaching the previous high of $10.3 billion in 2017. The 2021 level represented a 54.2-percent increase from the $6.8 billion net inflow recorded in 2020. It also surpassed the $8-billion net inflow target set by the BSP. The BSP expects FDI net inflows to reach $11 billion in 2022. The BSP statistics on FDIs include investment by a non-resident direct investor in a resident enterprise, whose equity capital in the latter is at least 10 percent, and investment made by a nonresident subsidiary/associate in its resident direct investor. They come in the forms of equity capital, reinvestment of earnings and borrowings.

IN BRIEF
BCDA remittances rise 61% to P7.38b
THE Bases Conversion and Development Authority (BCDA) remitted P7.38 billion to the Bureau of the Treasury (BTr), up 60.8 percent from P4.59 billion in 2021. BCDA officer-in-charge president Aristotle Batuhan said the agency had worked hard to increase remittances to support government efforts to curb the pandemic while doing its share to raise funds for the Armed Forces of the Philippines (AFP). “Our aggressive collection efforts have paid off, generating funds while resolving long-standing disputes over properties or with business partners. Clearly, BCDA will not relent in its responsibility to build the nation and strengthen our Armed Forces,” he said. A big part of BCDA’s remittances to the National Treasury came in the form of disposition proceeds amounting to P6.38 billion. The remittance came from the income generated by BCDA in 2021 from the sale, lease, or joint venture development of former military camps in Metro Manila under the Bases Conversion and Development Act. Mariano Alvarez and Trece Martires in Cavite; and Cebu. “We are confident that this is achievable, given the Villar Group’s nationwide presence with ready captive market as initial customer base,” Villar said. The group plans to open eight new stores across the country this year. These new stores will feature a “newgeneration” blueprint, with an optimized net selling area of between 7,000 and 8,000 square meters, and require lower capital expenditure. Meanwhile AllHome president and chief executive Benjamin Therese Serrano is optimistic about the com-
pany’s strategies for 2022 given the easing of mobility restrictions across the country “Our government continues to keep a brisk pace in downgrading restrictions towards a more normal, open economic scenario. Increasing store transaction counts, especially as reflected in the later periods of our FY 2021 results are reflective of customers returning to our physical stores,” Serrano said. He said the company would continue to harness the synergies between CYAN and among the Villar Group of companies to unlock the broader revenue potentials of AllHome.

GCash disbursed over P2.5-b worth of short-term loans in 10 months By Darwin G. Amojelar GCASH, the mobile wallet of Globe Telecom, has disbursed over P2.5 billion in cash loans in 10 months since the launch of GLoan, reflecting the significant demand for affordable and fair lending rates among Filipinos. “We want to make lending more accessible to consumers to prevent them from becoming victims of informal lenders who usually charge predatory rates. We want Filipinos, especially the unbanked, to have access to funds whenever they need it,” said GCash president and chief executive Martha Sazon. GLoan, which offers low and easy payment schemes, allows pre-qualified users to take loans from P1,000 to P50,000. The amount is payable in five, nine or 12 months, with no other requirements needed. GLoan uses the in-house trust platform GScore to check a borrower’s ability to pay. Meanwhile, GCash’s “buy now, pay later” proposition GGives disbursed P345 million from December 2021 to May 2022, with 85,000 merchants since it introduced its accessible installment offer. A popular financing option among Filipinos, “buy now, pay later” allows consumers to make immediate purchases without cash or credit card.
GLoan and GGives are among the priority businesses of GCash. The mobile wallet partially deployed the $300-million funding it secured late last year to grow lending operations, improve the platform and further scale the business.
“We have not fully deployed the capital raised, and we plan to do so by further investing in our lending initiatives, our wealth management aspirations and the digital ecosystem in rural areas in the country,” Sazon said.

Azkals face Palestinians, gun for seat at Asian Cup

By Peter Atencio THE Philippine Azkals national men’s football team is facing a similar situation that they had against the Palestine Knights when they clash at 12 noon Tuesday in their last game of the third round of the 2023 Asian Football Confederation Asian Cup qualification in Ulaanbaatar. This will be the fourth meeting between the two sides. During their last encounter eight years ago, the Palestinians beat the Azkals, 1-0, in the final round of Asian Football Confederation Challenge Cup in Maldives. That time, Palestine made history by earning a ticket to the 2015 Asian Cup in Australia. Azkals’ coach Thomas Dooley said they will have to be careful with the Palestinians because their chances of qualification is again at stake. “They (team) are energetic and in a good mood and we want to play football. But we have to be careful on how we are to handle this team. There are different ways we can do this and hopefully it works out,” said Dooley of the Palestinians, who were also spirited the last time around. Statistically, Palestine has a good goalscoring record after it took the lead of Group B following its 5-0 rout of Yemen on Saturday for a second straight triumph. They are already assured of a seat in the Asian Cup whatever the result of their game with the Azkals. The Azkals are in a do-or-diesituation, with a draw or loss to Palestine giving Yemen a chance to to qualify. Yemen has game with Mongolia at 5 p.m. The Palestine and the Philippines both tried to make it to the Asian Cup main round in 2019 and did not advnce. This time, the Azkals are hardpressed to join the Palestians in the Asian Cup and can do so with a win.
Williams to receive 3 awards from PBA scribes MIKEY Williams will be the recipient of not just one but three accolades during the 2022 PBA Press Corps Awards Night at the Novotel Manila Araneta Center. The TNT Fil-Am guard leads the All-Rookie team to be feted by the men and women regularly covering the beat in its first face-to-face event in the last three years. Along with Williams, who was named Rookie of the Year for Season 46, other members of the team includes Jamie Malonzo (NorthPort), Calvin Oftana (NLEX), Leonard Santillan (Rain or Shine), and Joshua Munzon (Terrafirma). The awards night is set for June 21. The 30-year-old Williams had a brilliant rookie season for TNT, which saw him win a first ever PBA championship during the Philippine Cup, where he was also named Finals MVP. The no. 4 pick overall in the 2020 draft was likewise a major contender for the Season MVP plum and ended up as member of the Mythical First Team. Aside from the All-Rookie team, Williams will be recognized too, as the Scoring Champion of the season, ending the two-year reign of San Miguel wingman CJ Perez. Finally, the Los Angeles, California native joins Ian Sangalang (Magnolia), Matthew Wright (Phoenix), and Robert Bolick (NorthPort) as part of the group to be honored with the Order of Merit. The award is given to individuals who got the most number of Player of the Week honor also given out by the Press Corps. Still to be named is the Coach of the Year, Executive of the Year, Defensive Player of the Year, Mr. Quality Minutes, the Bogs Adornado Comeback Player of the Year, and Game of the Season. TNT’s Chot Reyes and Tim Cone of Barangay Ginebra are slugging it out for the highest honor given to the top performing coach of the season named after the late ‘Maestro’ Virgilio ‘Baby’ Dalupan.
PBA PLAYER OF THE WEEK. Jamie Malonzo, shown here scoring on a layup, has raised his game a notch higher in his sophomore year and is one of the main reasons for the Batang Pier’s fast start in the PBA Philippine Cup. Malonzo averaged an all-around game of 18.5 points, 15.5 rebounds, 2.0 assists, 2.5 steals, and 1.0 block shots in the two outings the team played so far that resulted in wins over Rain or Shine (91-84) and Terrafirma (100-86). The efficiency and big numbers Malonzo churned out to fill in the gap at the middle for the undersized Batang Pier earned him the season’s first Player of the Week honor from the PBA Press Corps.
Teen lifter Ramos captures 2 golds at world youth meet By Randy Caluag
F
ILIPINA weightlifters are becoming a force to reckon with on the world stage. Another lady teen lifter shone brightly for the Philippines as Rose Jean Ramos bagged two gold medals and silver on Monday in the World Youth Championships in Guanajuato, Mexico. The 16-year-old Zamboanguena sparkled in the women’s 54kg, topping the field in the clean and jerk with a lift of 85 kilograms and in the total weight with 155kg output. She bagged the silver in the snatch with 70kg in the women’s kg category. Kerlys Montilla of Venezuela and Soumya Sunil Dalvi of India place second and third, respectively, with totals of 153 and 148 kilograms.
Aside from Vannesa Sarno from Bohol, Ramos is also touted to follow in the footsteps of Tokyo Olympics gold medalist Hidilyn Diaz, who also hails from Zamboanga. Ramos also unleashed a strong performance in last year’s world tournament, where she pocketed the golds in the snatch and total and the silver in clean and jerk. Meanwhile, Sarno, 19, became an instant hit when she set a new SEA Games’ record in the snatch (104kg), clean and jerk (135kg) and total (239kg) in weightlifting women’s 71-kg category at the recent biennial meet in Hanoi, Vietnam. Ramos and Sarno are also getting ready for the Asian Youth Weightlifting Championship set in July in Uzbekistan, where they expect heavy opposition from Chinese lifters. The ultimate goal for Team Philippines is to get more athletes to qualify for the 2024 Olympics in Paris, France. The prospects are growing with Diaz leading the charge, along with Ramos, Sarno, and Cebuana Elreen Ando, who took the silver medal in women’s weightlifting 64kg silver in the recent Hanoi SEA Games.
Rose Jean Ramos follows in the footsteps of fellow Zamboanguena Hidilyn Diaz.
Eustaquio accepts Mangat’s ONE callout FORMER ONE Flyweight World Champion Geje “Gravity” Eustaquio has reached the highest of highs and the lowest of lows during his tenure in ONE Championship. And he isn’t afraid of anyone calling him out to a fight. Gurdarshan Mangat, who was victorious over Thai striker Yodkaikaew Fairtex at the recently concluded ONE 158, immediately focused his crosshairs at the Filipino former flyweight king. Mangat used his in-ring interview with commentator Mitch Chilson and his post-fight press conference to call out Eustaquio. Not one to back down from a fight, the Team Lakay star gladly accepted the challenge. “Yes! I can’t wait to share the Circle with him. Thanks for calling me out Gary. I will stand my ground and bring you a good fight, let us settle this
Geje Eustaquio
out,” Eustaquio said. “Gravity” is enjoying a strong run of form going 3-1 in his past four fights. His latest match saw him take a dominant unanimous decision win over South Korea’s Song Min Jong back at ONE: INSIDE THE MATRIX III in November 2020. The former World Champion, however, couldn’t fight in 2021 after contracting COVID-19, which forced him to sit on the sidelines the entire year. Nevertheless, Eustaquio is back to full health and has no problems taking on Mangat now. A versatile flyweight, Mangat is slowly creeping into the upper echelon of ONE Championship’s flyweight division. “Saint Lion” is 4-1 in his first five fights in the organization and another big win might just push him into the top five of his weight class. Eustaquio could be his ticket to
break into the flyweight elite. While he’s glad to receive the challenge, Eustaquio is also impressed with how Mangat has evolved inside the Circle. Mangat’s improvements, Eustaquio said, were on full display against the dangerous Yodkaikaew. Mangat was able to trade strikes with the natural Muay Thai fighter while using his wrestling to control the pace of the match in the first two rounds. These advancements in Mangat’s game were what made Eustaquio even more excited for their potential showdown. “He made a lot of movements, he strikes good and wrestles well. No doubt, his development was mirrored in his performance. I am about to know that when the fight happens. But I think I am in this business for a longer period of time,” Eustaquio said.
Amateurs out to steal spotlight at ICTSI Pradera FOUR young guns of varying strength and skills spice up the ICTSI Pradera Verde Ladies Championship cast, all seeking to steal the thunder from the fancied pros when the P750,000 event is fired off tomorrow (Wednesday) in Lubao, Pampanga. Arnie Taguines, the low amateur at Eagle Ridge-Norman last year, primes up for a series of tournaments in the US, including the Junior World and the FCG Callaway World next month, as she spearheads the crew of Eagle Ace Superal, Mariel Tee and Aily Kidwell against the likes of Chanelle Avaricio, Sunshine Baraquiel, Harmie Constantino and Chihiro Ikeda. They are all driven to match Mafy Singson’s stirring triumph at Splendido Taal last month where she upstaged the pros in a backside battle of wits and nerves to nail her first pro victory after
at least four failed bids. Rising star Rianne Malixi set in motion the amateurs’ romp in the Pilipinas Golf Tournaments, Inc.-backed circuit, humbling multi-titled Princess Superal in a final round shootout to rule the kickoff leg of this year’s Tour at Luisita last March. But Malixi resumed her campaign abroad and the pros reasserted their might at Hallow Ridge and Caliraya Springs, which Avaricio both ruled, and at Mt. Malarayat that saw Ikeda snap a long title spell before Singson stepped up to reign at Splendido before embarking on her own mission in the US. But Taguines and company will need more than talent and luck to make it two-in-row for the amateurs with Avaricio all geared up for a crack at a third championship in the ICTSI-sponsored circuit and Baraquiel out to atone for her late foldup at Splendido.
Arnie Taguines hard-pressed but upbeat of her chances
Constantino, who won two tournaments to mark her pro debut last year on her way to clinching the Order of Merit title, has also regained her form after a string of so-so finishes, placing third at Mt. Malarayat and tying for second at Splendido. Ikeda also brims with confidence despite a tied for fifth effort at Splendido after scoring a three-stroke victory at Mt. Malarayat, the two-week break giving her ample time to get back into fighting form. A number of pros are also all set for a stab at LPGT glory, including a vastly-improved Pamela Mariano and rookies Martina Miñoza, Lesley Icoy and Kristine Fleetwood while the likes of Marvi Monsalve, Florence Bisera and Gretchen Villacencio seek to put up three big rounds and contend in the 54-hole championship.

Verstappen cracks Baku as fault lines widen in Leclerc’s title bid B
AKU—World champion Max Verstappen led a Red Bull 1-2 in Sunday’s Azerbaijan Grand Prix in a potentially key moment of the title race after polesitter Charles Leclerc and Ferrari endured another dose of misery with a double retirement. Sergio Perez had jumped Leclerc to the first turn before Verstappen took control as the Ferraris of Carlos Sainz and then Leclerc retired with engine problems. George Russell took third ahead of teammate Lewis Hamilton who needed a helping elbow to climb out of his cockpit such was the state of his back after an afternoon being jolted around his bouncing car. Verstappen’s fifth win of the season, and the 25th of his career, tightened his grip on the drivers’ standings with Perez moving into second, 21 points behind, while the luckless Leclerc slipped to 34
points adrift. “Was that a good drive or was that a good drive?” a pleased Verstappen asked over the team radio, after ending his jinx in Baku, where he had never made the podium. It was a memorable day for Red Bull who are 80 points clear of Ferrari in the constructors’ championship ahead of round nine in Montreal next week. As for Ferrari their habit of snatching defeat from the jaws of victory through questionable strategy or unreliability is beginning to look potentially fatal for their title ambitions.
Leclerc, for the fourth time, was unable to convert pole into a win, and he had his head in his hands in frustration. “Better days will come” if the team just sticks together, Sainz suggested. That’s what Mercedes have been saying to themselves, and the world, all season as they struggle to unlock their cars’ potential. Yet despite their troubles Russell is fourth in the title race and Mercedes third in the constructors standings. The eighth round of the season saw track temperature pushing 50 degrees in the Land of Fire. Cars on the grid were treated to disco-style blasts of dry ice in the pre-race build up. Charged past Ahead of a stirring rendition of the Azerbaijani national anthem, Leclerc looked cool, leaning against a wall in shades with a kind soul holding a Ferrari red umbrella to protect him from the Sunday afternoon heat.
Also cooling down has been Leclerc’s red hot early-season form after failing to convert three poles into wins. An Italian inquisition after the botched strategy calls at Monaco last time out and the evidence from qualifying and practice here had left Leclerc optimistic that ‘Saturday’s man’ could become ‘Sunday’s king’. But Perez, sharing the front row, helped rip that plan to shreds when as he charged past on the short run to the first turn as Leclerc locked up. After eight laps, Sainz limped out, his engine spluttering to a standstill, leaving Leclerc in an unequal struggle against the two Red Bulls. Verstappen pounced on Perez to take the lead at the start of lap 15, as Leclerc posted the fastest lap, Perez then pitted, coming out behind Leclerc, who was struggling to keep up with Verstappen, the gap at eight seconds with a third of the race completed. Lady Chiefs seek early NCAA volley lead Games today
(Paco Arena) 12 noon – Letran vs JRU 2:30 p.m. – San Beda vs Arellano
FOUR-PEAT seeking Arellano University guns for the early lead against San Beda, while Letran and Jose Rizal University make their season debuts Tuesday in the NCAA women’s volleyball tournament at the Paco Arena. The Lady Chiefs and the Lady Red Spikers clash at 12:30 p.m., right after the 12 noon duel between the Lady Knights and the Lady Bombers. Arellano and San Beda are parading very different rosters this year from the coronavirus-aborted 2020 season. Even with the graduation of their main offensive options Regine Arocha, Necole Ebuen and Andrea Marzan, and setter Sarah Verutiao, the Lady Chiefs gave an early message that they will still contend for the championship. Nicole Sasuman, Carla Donato, Princess Bello and playmaker Donna Paralejas proved that they are ready to lead Arellano as proven in last Saturday’s 2514, 25-12, 25-21 romp of Mapua . The Lady Red Spikers hope to cope up from the loss of sisters Cesca and Daryl Racraquin, twins Iza and Ella Viray, Kim Manzano and Lynne Matias. San Beda dropped a 10-25, 13-25, 15-25 decision to College of Saint Benilde last Saturday. Coach Obet Javier knows the ingredients of the Lady Chiefs’ four titles in the last five seasons. “Hindi kami sumasandal sa isang tao lang. Team effort talaga so binibigyan namin ng oras yung bawat player pagdating sa ensayo. Hindi kami naka-concentrate sa iisang tao,” said Javier. Letran and JRU, which saw their Final Four bids fell short in 2020 before the season was canceled due to the pandemic, hope to fare well in the tournament. The Lady Knights will be bannered by high-scoring Cha Cuñada, while veteran Dolly Verzosa will power the Lady Bombers. Also posting season-opening wins over the weekend were San Sebastian and Lyceum of the Philippines University.

McIlroy revels in beating Norman mark with golf win TORONTO—Rory McIlroy admitted he had been motivated by pulling clear of Greg Norman’s PGA Tour title haul after surging to victory Sunday at the Canadian Open. McIlroy bagged the 21st PGA Tour win of his career in an enthralling final round in Toronto, carding an eight-under-par 62 for a two-shot win. It came at the end of a momentous week in the golfing world, which is in turmoil following the launch of the lucrative Saudi-backed LIV Golf series fronted by Australian veteran Norman. McIlroy, who was level with Norman on 20 PGA Tour victories prior to this week’s event in Canada, said going one better than the polarizing Norman’s total was especially satisfying. “I had extra motivation of what’s going on across the pond,” McIlroy said. “The guy that’s spearheading that tour has 20 wins on the PGA Tour and I was tied with him and I wanted to get one ahead of him. And I did. “So that was really cool for me, just a little sense of pride on that one,” added McIlroy, who did not mention Norman directly bv name. McIlroy fired 10 birdies on Sunday en route to successfully defending the title he won in 2019. The Northern Ireland star survived some tense moments on the back nine, closing with birdies at the 17th and 18th to seal the victory with a 19-under-par total of 261. American Tony Finau, who started the day tied for the lead, carded his sixth birdie of the day at 18 for a six-under 64 that put him alone in second on 263—one stroke in front of compatriot Justin Thomas. Thomas was tied for the lead with two to play, but closed with back-toback bogeys in a 64 for 265. “This is a day I’ll remember for a long, long time,” McIlroy said as fans—who poured onto the fairway to surround the final trio on the 18th green—cheerfully chanted his name. Kerr: Curry’s genius echoes Federer’s
Stephen Curry of the Golden State Warriors is shown during 2022 NBA Finals Practice and Media Availability at Chase Center in San Francisco, California. AFP
SAN FRANCISCO—Golden State Warriors coach Steve Kerr says Stephen Curry’s approach to basketball reminds him of tennis great Roger Federer. Curry wrote another gilded chapter to his glittering career on Friday, delivering a breathtaking 43-point display to haul the Warriors back into NBA Finals contention with a seriesleveling victory over the Boston Celtics. It was the sort of iconic performance that will go down in NBA history, a dazzling reminder of why Curry is regarded as one of the greatest players of all time. For Kerr, Curry’s latest masterpiece brought back memories of an encounter between the Warriors and 20-time grand slam champion Federer in Shanghai five years ago. “We actually met Federer a few years ago in China when we played in Shanghai. He came and spoke to our locker room, and Draymond (Green)
asked him, he said, ‘How have you been doing this for 20 years?’,” Kerr recalled on Sunday. “And his answer was just simple, yet profound. He said, ‘I love my daily ritual.’ He said, ‘I get up, make my kids breakfast, drop them off at school, go train and I’ve figured out the right training methods to keep me in the best position at my age. I love competing.’ He said, ‘But every single day, I put my head on the pillow at the end of the day and think, man, what a great day.’ “So I think of Steph a lot when I think of that story from Roger Federer. Very, very similar just sort of zest for life and just joy for the process.” Curry, 34, will be back on home court for game five on Monday, attempting to help Golden State grab a 3-2 advantage in the best-of-seven series. ‘Like a metronome’ Curry’s performances so far in the series have left him as Golden State’s frontrunner for the NBA Finals MVP award, an accolade which would fill one of the few holes on his CV. While Curry’s remarkable fitness has enabled him to peak during the finals, Kerr is not surprised that the veteran is in prime physical condition. “His routine, it’s like a metronome.
Tagaytay Mayor Tolentino welcomes road cycling championships TAGAYTAY City Mayor Agnes Tolentino expressed enthusiasm over the PhilCycling National Championships for Road 2022 which will kick off right on the city’s 84th foundation anniversary on Monday, June 21. “The City of Tagaytay rolls out the red carpet for the national championships for road as the major PhilCycling race coincides with the city’s biggest celebration,” Tolentino said. “And this major sports event marks a victory not only for Tagaytay City, but for the entire country as well, against the Covid-19 pandemic.” The national championships are a four-day event
starting Tuesday with the criterium races, Wednesday (June 22) with the individua time trial competitions, Thursday (June 23) with the women’s road race or massed start and Friday (June 24) with the men’s road race. Organized by the PhilCycling headed by Rep. Abraham “Bambol” Tolentino, also the president of the Philippine Olympic Committee, the national championships are officially on the International Cycling Union (UCI) calendar thus providing UCI points to the top finishers. Co-presented by Standard Insurance, MVP Sports Foundation and Smart, the championships feature
races in men and women elite, under 23, juniors and youth categories. Close to 400 cyclists have so far registered online but the PhilCycling will screen participants especially in the younger categories based on a rider’s skill set to conform to regulations on the maximum number of athletes that are allowed for a particular event and road condition. The top five finishers in road, ITT and criterium in the men and women elite categories will be named to the national team for the second half of the year.
Every day, it’s the exact same thing. He’s in the training room, he’s in the weight room, he’s on the court. It’s clockwork,” Kerr said. “But there’s also a sense of joy and energy within that work. “I think that’s one of the things that ties all great athletes together, like talking about the superstar athletes, the Roger Federers of the world, the Steph Currys of the world. There’s a routine that not only is super-disciplined but it’s really enjoyed each day. “There’s a passion that comes with it, and that’s what sustains it over time. When you love something like those guys do, you work at it, you get better and you just keep going. Curry meanwhile says simply that his form is down to his appetite for hard work. “I love to work,” he told reporters on Sunday. “You kind of get lost in the sessions you have on the court in practice, in the weight room, wherever it is, because you know it’s going to lead to you being as prepared as possible for those games. “Try to have as much fun as possible. Days that you want to get up and do the work, the days that you don’t, days you’re tired, all that type of stuff. AFP

Australian newspaper apologizes over Rebel Wilson ‘outing’ controversy
Rebel Wilson (right) with her partner, fashion designer Ramona Agruma
SYDNEY Morning Herald took down an article on Monday after it set off a storm of accusations on social media that the publication had pressured actress Rebel Wilson to reveal she was dating a woman. Gossip columnist Andrew Hornery admitted the paper had “mishandled steps in our approach” when trying to break the news that Wilson, who had previously only publicly dated men, was in a relationship with fashion designer Ramona Agruma. The Pitch Perfect actor first announced her relationship on Friday via Instagram, posting a selfie with Agruma and calling her a “Disney Princess.” Hornery’s column, published
the next day, revealed that the Herald had known about the relationship before Wilson’s Instagram post and had on Thursday given the actor two days to comment. “Big mistake. Wilson opted to gazump the story, posting about her new ‘Disney Princess’ on Instagram early Friday morning,” Hornery wrote in his Saturday column. The article sparked outrage on social media, with many LGBTQIA+ activists and others accusing the newspaper of forcing Wilson to out herself. The Herald initially denied pressuring Wilson, with its editor Bevan Shields arguing it had “simply asked questions.” “We would have asked the same questions had

It comes as no surprise that Sharon and Regine, also known as the Megastar and Asia’s Songbird, respectively, earned a loyal fanbase with members from different generations. For their Iconic concert on June 17 and 18, 8:00 p.m., at the Marriott Grand Ballroom, the duo is ready to treat fans to a night of splendor, surprises, and nostalgia. The Megastar teased their new songs, other changes, and a guest worthy of the “iconic” title. “A surprise that is so bagay for the title of our concerts because this is the fact that we are being joined by in a very special performance by one of the most original icons of all time. She’s a very special, very talented, and timeless performer. We’re very glad to let you know that our special guest will be Miss Pilita Corrales,” Sharon said during the press conference for Iconic at Marriott Manila on June 11, Saturday. Sharon added that including Pilita in their concert is their way of thanking her and giving her a chance to thank her devoted fans who supported her throughout the years. Yet, for the iconic duo, performing alongside Asia’s Queen of Songs has a deeper and more personal meaning to them. As a child, Sharon grew up to Pilita’s songs and knew the words by heart. Now that she has the opportunity to perform alongside her idol, Sharon feels emotional, wishing that

her father, the late Pasay mayor Pablo Cuneta, is alive to witness the moment when his daughter is sharing the stage with Pilita. Meanwhile, Regine’s career started after winning the Ang Bagong Kampeon competition in the ‘80s, which Pilita hosted. For her, Pilita is the true icon. Instead of getting nervous about sharing the stage with Pilita, Regine is excited about the opportunity and hopes to learn more from her. The Iconic concert is a repeat of Sharon and Regine’s 2019 concert of the

While Sharon and Regine feel excited about their upcoming concert, the Megastar feels somewhat anxious because her vocal cords aren’t frequently exercised compared to Asia’s songbird. Still, Sharon practices her singing voice whenever she can, even when in their Ilocos villa. Despite Sharon’s struggles preparing her voice for their upcoming concert,

Regine remains supportive as she aids the Megastar by providing tips on how she can recover and maintain her singing voice. “She teaches me how to become a better singer and better performer, but she doesn’t even know that she’s doing that,” Sharon said. Wilson´s new partner been a man,” Shields wrote. In her first comments on the controversy, Wilson responded on Sunday to a journalist on Twitter who criticized the Herald’s approach. “It was a very hard situation but trying to handle it with grace,” Wilson tweeted. On Monday, the Sydney Morning Herald removed the online article and issued an apology from Hornery, who said putting questions to Wilson “was never intended to be a threat” to reveal her sexuality. Hornery said he “genuinely regret(ted) that Rebel has found this hard. That was never my intention” and admitted that the paper had “mishandled steps in our approach.” AFP
Rabiya Mateo expands her horizons
Rabiya Mateo is furthering her career by co-hosting the upcoming variety game show ‘TictoClock’
AFTER appearing in the highly successful Agimat ng Agila 2 opposite Sen. Bong Revilla, Rabiya Mateo expressed her excitement over the next project she’ll be doing for GMA. Titled TictoClock, the show is expected to begin airing in July. The program, a variety game show, is rumored to take the time slot to be vacated by Mars Pa More, which, according to the grapevine, will have its curtain call in a few weeks’ time. In the new show, Rabiya is said to be sharing hosting credits with Pokwang and Kim Atienza. “Actually, we still have no formal briefing about it. But when I read GMA’s announcement through its official website, it’s a variety show in which we’ll highlight the exceptional talents of Filipinos like singing and dancing,” the beauty queen averred. On the possibility that she’s going to share the screen with Pokwang and Kuya Kim, the 25-year-old Rabiya had nothing but good words to share. “I’m very excited. We all have different personalities. Mama Pokwang is funny then, Kuya Kim is the intellectual one while I’m in the middle. I’m really looking forward to this program because it’s different. I know it will be a fun experience,” she said. “I will be able to exhibit another side of me far from being a beauty queen,” ended Rabiya. *** Eula Valdes is soon to stage a comeback in the Kapuso network. Yes, after five years, the award-winning actress is part of the cast of the upcoming project Return to Paradise, which will be headlined by Derrick Monasterio and Elle Villanueva, a Protégé finalist who is given the chance to be a female lead in a soap opera.
Other members of the cast include Teresa Loyzaga, Kiray Celis, Allen Dizon, Liezel Lopez, Paolo Paraiso, and Karel Marquez. For years, Eula has been freelancing. She can work with any network. Her last project with GMA was Encantadia (2017) where she appeared in a special role, that of Reyna Aria of Etheria. Then, she did a few soaps for ABS-CBN namely, The Good Son, The General’s Daughter, Love Thy Woman, and Huwag Kang Mangamba. It was in the Kapamilya station where Eula made a mark in a teleserye scene for her portrayal of Amor Powers (Pangako Sa ‘Yo, 2000-2002). *** Tonton Gutierrez had nothing but good words for his junior co-stars in the new GMA primetime offering Love You Stranger namely, Gabbi Garcia, Khalil Ramos, and Gil Cuerva. “I’ve worked with Gabbi before when she was younger and she was the teeny-bopper type then,” he said in an interview. “But here in Love You Stranger, I was really surprised. She has become a fine actress. She has evolved as a good performer.” As for Khalil, the veteran actor is hatsoff to his considerable acting chops. “I’m very much impressed with him! He’s a good actor. His voice, his facial expressions, body movements, and overall attack to the role are on the spot.” How about Gil who is relatively new in the ‘biz? “Well, he’s really trying to give his best in everything. We all know that he’s more of a host but here in ‘LYS’, he’s pushing himself to level up, especially when he’s doing scenes with Gabbi and Khalil. His improvement is remarkable!” stated Tonton.

Your ‘new normal’ homes
in Tagaytay Highlands A
S A result of the COVID-19 pandemic, many families have started to invest in homes away from the hustle and bustle of the city. The pandemic is likewise fueling a work and learning environment that no longer tethers families to offices and schools.
With this trend, Belle Corporation, a part of SM Investments Corporation’s portfolio companies, has seen the growth of investments by families looking for new normal homes at Tagaytay Highlands, its mixed-use mountain resort development at the heart of Cavite, Laguna, and Batangas. “Tagaytay Highlands is no longer a secondary home but a primary home with more families seeing our properties as more than just a perfect getaway. Even with a treasured history of more than two and a half decades, the estate continues to adapt and transform and promises to be a place of recreation, connectivity, and learning,” Tagaytay Highlands founder Willy Ocier said. Developed in 1989, Tagaytay High-
lands is poised for the future with its ongoing digital modernization. This entails increased wi-fi connectivity to facilitate a work-from-home lifestyle and remote schooling. To take advantage of the growing demand for unconfined areas in the new normal, 40 percent of Tagaytay Highlands residential communities’ total development area is dedicated to open spaces, thereby allowing its residents plenty of room for recreation, wellness, and communing with nature while having a majestic view of Taal Lake. Tagaytay Highlands, which has a sprawling land area of approximately 1,500 hectares, also has dedicated areas for biking and pedal gokarts and is known for its Tagaytay Highlands and Midlands golf courses.
The Midlands, a 594-hectare themed residential enclave also featuring wide spaces and is situated in Talisay, Batangas City with panoramic views of Taal and Mt. Makiling, has been touted as a bird sanctuary offering bird watchers and enthusiasts a welcome respite from work and an avenue for their passion. The pandemic has also cultivated ‘plant therapy’ enthusiasts (In the vernacular: “Plantitos and Plantitas”) who now happily tend to their flourishing home gardens to manage stress.
Newest project developments at Tagaytay Highlands Belle’s latest development, The Grove at Plantation Hills in the Greenlands, provides ample green space for nurturing plants. This 22-hectare leisure farm community is master-planned to be a residential and farming concept-in-one. The Grove’s Orchard Lots range from 750 to 1,300 square meters with 65% of each lot cut ideal for growing fruit trees, herbs, and vegetables in the comfort of one’s own backyard. Its Garden

Lots, with lot sizes ranging from 450 to 600 square meters, enable future residents to build their dream farmhouses and surround these with an abundance of greens. Here, they can grow all the fresh produce they want for a farmto-table lifestyle—plus bright-colored flowers and ornamental shrubs. Tagaytay Highlands brings green spaces close to its residents to allow exposure to nature and promote active lifestyles. This is in line with the World Health Organization’s (WHO) recommendation that people should be able to access these outdoor spaces that are within 300 meters’ linear distance of their homes, a mere five-minute walk. Meanwhile, Highlands Prime, Inc., co-developer of Tagaytay Highlands and a subsidiary of SM Prime Holdings, Inc., recently expanded the condominium developments at The Midlands with The Horizon Terraces. The Horizon Terraces, which offers the Garden Suites and Garden Villas, dedicates over 70 percent of its land area to recreational and garden space. Blending beautifully with the natural landscape, the Central Garden at Horizon Terraces inspires leisurely pursuits such as a stroll at the Garden Courtyard with Sundial; young children to romp and play at the Sensory Garden; seniors to spend quiet moments at the Pocket Gardens; and the entire family to take a dip in resort-inspired swimming pools. The Garden Suites, five-storey lowdensity residential condominiums sitting on a 3.2-hectare land, offer oneand two-bedroom units with floor areas from 43 to 68 square meters. Meanwhile, the Garden Villas is a three-level townhouse development offering three-bedroom units with generous floor space of 136 – 168 square me-
ters including balconies and terraces, where family and friends can connect and commune with private gardens and seamless access to the Central Garden. As Tagaytay Highlands accelerates its digital conversion, discerning homebuyers are now given online access to experiential journeys that allow them to ‘explore’ potential alternative primary homes without onsite visits through the 360° Virtual Walkthroughs and Virtual Tour Guides. These provide potential buyers with a warm, personalized service through a virtual yet experiential journey featuring the exclusive lifestyle one can enjoy in Tagaytay Highlands. This year, Tagaytay Highlands is poised to unveil exciting additions to its portfolio of luxurious residential concepts. A modern take on summerthemed living is set to break ground soon where sunny walks in the park will be enjoyed as an exclusive lifestyle 365 days a year. A new district is in the offing that will usher in a new beginning for the mountain resort complex with this district’s introduction of its first of a series of subdivisions centered on sustainability. Also in the pipeline is an embodiment of Tagaytay Highlands’ ideals that combines luxury living with outdoor adventures and turns them into everyday experiences. A leisure development of the SM Group of Companies, Tagaytay Highlands is a private resort of themed residential communities nestled in the highest elevations of Tagaytay. Form, function, and style in one store By Patricia Taculao LOOKING for the perfect outfit for every occasion is sometimes taxing. Although we want to look our best, we also want to wear something comfortable that gives us the freedom to do our daily activities. Often, people choose casual looks when running errands, going to work, or hanging out with friends because they can do more without worrying about their ensemble. And although brands already develop pieces of clothing that are both functional and stylish, shoppers still have to go from one place to another just to find the right piece that suits their lifestyle and aesthetic to a tee. Fortunately, shoppers don’t have to flit from store to store looking for the ideal piece of clothing as Skechers officially launched its biggest store in Power Plant Mall, Makati, where people can choose footwear, clothing, and accessories for daily activities. “Skechers is a global brand that Filipino consumers have grown up with and love. We are delighted to open [the] biggest branch in Metro Manila so far... We are excited to let our customers experience the comfort and style which Skechers has always been known for,” said Sue Pasustento, Skechers Philippines country manager. Shoe lovers can enjoy this wide array of options to fit their lifestyles. Skechers’ new store also offers Skechers GOwalk, one of its best-selling categories across the globe, designed for both walking and casual wear. And although it just opened its biggest store, Pasustento assures that Skechers will continue to open more stores in the capital and major cities around the country.
