ETRO Manila mayors and business leaders expressed dismay Wednesday over the government’s last-minute decision to extend tight quarantine restrictions in the National Capital Region (NCR).
Mayor Joy Belmonte of Quezon City, the biggest city in Metro Manila, said she was disappointed because the government had already announced a shift to a less stringent general community quarantine (GCQ), without complete details, before it abruptly decided on Tuesday to extend the modi-

Mayors... From A1 received the information last night that the MECQ will be extended, we simply just have to keep the status quo for the moment. As to what happened, I am not privy to that,” he added. Marikina City Mayor Marcy Teodoro said the sudden policy shift not only caused confusion among the public, it also showed the lack of coordination within the country’s pandemic response task force. Meanwhile, the Philippine Chambers of Commerce and Industry (PCCI), the country’s largest business organization, called on the government to be more careful in announcing quarantine policies. “Authorities must be prudent in prematurely announcing half-studied policies or policy shifts as they have tremendous impact on business operations and people’s daily lives,” said PCCI acting president Edgardo G. Lacson. He said that there is a huge financial cost on business enterprises when plans and preparations are dislocated by the last minute cancellation or postponement of the anticipated relaxation of the quarantine protocols. He said authorities must be careful not to “recklessly raise public expectations that will not be matched by the outcome.” “There is a risk that it might cause disappointment followed by frustra-
tions and could trigger depression and despair,” Lacson added. The group noted that the cancelation of the implementation of granular lockdown diminishes the credibility of official policy announcements. “It may be apropos to remember the learnings from Aesop’s fable about the boy who falsely cried wolf too often that nobody in the village of sheep farmers believed until all their sheep were lost to the pack of wolves,” Lacson said. Earlier, PCCI said the implementation of granular lockdowns—as opposed to city-wide or regional lockdowns-- would have a positive impact on business, since it would remove the discrimination between essential and non-essential businesses, as both would now be allowed to operate. The Management Association of the Philippines (MAP) said the government must immediately change the “health mostly” narrative and plan to combat the COVID-19 pandemic after 18 futile months of using a community quarantine lockdown approach. “We must strongly support a ‘Bakuna Bubble’ discussion, especially its mobility incentives for the fully vaccinated. To safely reopen the economy, we need to balance ‘vaccinate, vaccinate, vaccinate’ with ‘jobs, jobs, jobs’. Granular lockdowns should be complemented with the ability of fully vaccinated workers and consumers to partially enjoy the fruits of 18 months of community quarantine hardship,” said MAP president Aurelio Montinola.
He noted that the private sector, with the help of LGUs, has cooperated by vaccinating most of its A4 employees and observing stringent health protocols. “We appeal to the IATF to consider this new pilot proposal immediately. Otherwise, ECQ may become known as the ‘Economy Casualty Quotient’ with positivity rate of increased poverty and hunger in the 20 percent to 50 percent range. Sadly, we then doom ourselves to becoming the ‘Permanent Sick Man of Asia’,” he added. Also on Wednesday, the Akbayan party-list group said the IATF should reimburse small businesses that incurred heavy losses due to its last-minute decision to extend the MECQ in Metro Manila until Sept. 15. Perci Cendaña, Akbayan first nominee, slammed the government for the so-called “laban-bawi” quarantine protocols, saying that many small businesses, such as restaurants, and their workers lost valuable resources and savings preparing for an expected shift to a different quarantine system. “The IATF must reimburse small businesses that incurred losses due to its ‘laban-bawi’ quarantine protocols. This kind of negligence and thoughtlessness from the government hurts everyone, especially small enterprises and their workers who are trying their best to survive despite the pandemic,” he said. “We demand an ‘incompetence fee’ from this government,” he added. Meanwhile, the independent OCTA Research Group said granular lock-
downs might not be effective if the COVID-19 infection has spread widely in some communities. In a TV interview, the group’s Guido David said granular lockdowns might be effective if the virus affected only one village or a few villages. On the other hand, Department of Health Epidemiology Director Alethea De Guzman said cases can be mitigated if local government units enforce stricter contact tracing and active case finding. A spokesman for the National Task Force (NTF) Against COVID-19, Restituto Padilla Jr., said the MECQ was extended because the authorities were still awaiting the approved final guidelines for granular lockdowns. “We had a meeting yesterday attended by Metro Manila mayors and there are still many questions that were not part of set guidelines that have to be expanded,” Padilla said in Filipino at a briefing Wednesday. Padilla said there are still many clarifications that have been raised related to the implementation of the general community quarantine (GCQ) with Alert Levels System also known as localized or granular lockdowns. “So the rollout of the pilot quarantine will be slightly delayed until the guidelines, that we are referring to, have been prepared and disseminated. So let’s wait for that to be clearer,” he said. Some health care workers also sought to defer the push for granular lockdowns, he added.

Go, a former aide of Duterte, earlier declined the nomination, saying he wanted to devote his attention to helping fight the coronavirus pandemic. He repeated this in a statement, saying: “I am not interested in running for president in the coming election. Having said these, again, I leave my fate to God, to the Dutertes, and to the Filipino people — to whom I owe this privilege of being able to be of service to our country.” Meanwhile, Duterte said he was hopeful his nomination would “allow me to continue serving the Filipino people and help lead the entire nation towards greater progress.” “Do you know why I am vying for the vice presidency? Is it ambition? Maybe. But is it really a sense of love of country? Yes,” he said during the convention of party members who nominated him. “Is it really because I want to see the continuity of my efforts even though I may not be the one giving the direction? Maybe I can help,” he added. The rival PDP-Laban faction led by Senators Manny Pacquiao and Aquilino “Koko” Pimentel III have rejected the moves of the Cusi bloc, and unseated Duterte as party chairman in their own meeting last week. In a taped message for the national convention, Duterte thanked his party mates for their “continued trust and confidence” in his leadership and for picking him as the party’s vice-presidential candidate. “No words can express my gratitude for your continued trust and confidence in my leadership and for nominating me as the party’s official vice-presidential candidate in the 2022 elections,” Duterte said in his keynote speech delivered in San Fernando, Pampanga. Duterte also wiped away tears as he expressed his intent to continue serving the country after his presidency ends in June next year. He said he would be gunning for the vice presidency to make sure that his administration’s efforts to eradicate illegal drugs, terrorism, and corruption in government would continue to bear fruit beyond his six-year term. Duterte called on the newly proclaimed candidates to seek “genuine and lasting prosperity” for the country. “Let me congratulate the party’s official candidates for the 2022 national and local elections. I trust that you will duly prepare for your future responsibilities as elected public officials. Regardless of the election results and even beyond the election period, I expect you to uphold the party’s principles and aspirations,” he said.
HCUR refers to the occupancy of isolation, ward, and intensive care unit beds, and the use of mechanical ventilators. Although five laboratories failed to submit data on time, the country’s total recorded cases stood at 2,134,005, with 151,135 or 7.1 percent in active infections and a positivity rate of 28.1 percent – or nearly 3 in 10 people screened for the virus testing positive. There were also 174 COVID-related deaths, pushing the death toll to 34,672. Recoveries, meanwhile, increased by 20,151 to 1,948,198. Based on GMA News data, HCUR was at 100 percent for the Research Institute for Tropical Medicine and the Amai Pakpak Medical Center, 99 percent for the Region 1 Medical Center and the Southern Philippine Medical Center, and 96 percent for the National Kidney and Transplant Institute, the Lung Center of the Philippines, and the Baguio General Hospital and Medical Center. The usage rate was at 95 percent for the UP-Philippine General Hospital and the Quirino Memorial Medical Center, 92 percent for the Batangas Medical Center, and 91 percent for the Jose Lin-
gad Memorial Regional Hospital and the Dr. Paulino Garcia Memorial Research and Medical Center. The Cagayan Valley Medical Center in Region II reported an HCUR of 86 percent, the lowest of the 14 referral hospitals, while the Dr. Jose N. Rodriguez Memorial Hospital recorded 89 percent. According to the data, five referral hospitals are also considered high risk, which is when it is recorded between 70 to 85 percent. These are the Amang Rodriguez Memorial Medical Center at 70 percent, the San Lazaro Hospital at 71 percent, the Northern Mindanao Medical Center at 75 percent, the Cotabato Region and Medical Center at 76 percent, and the Western Visayas Medical Center at 77 percent. The DOH earlier said 5,435 of the 6,808 beds in all COVID-19 referral hospitals are occupied, while 1,440 of the 1,815 ICU beds are being utilized. Around a third or 608 of the 966 total mechanical ventilators are also in use. Meanwhile, Duterte appealed to healthcare workers to be patient with the delayed releases of allowances due them amid the pandemic, saying their benefits will be granted as soon as the government secures money for it. “I want to tell our health workers,
if we have the money, we will release those benefits to you because otherwise, why would we keep the money?” he said. “Give us time to adjust the finances because we had to collate whatever was left or available under Bayanihan 1 and 2 [laws]. We ask for a little understanding,” Duterte added. Health Secretary Francisco Duque III, who was present during Duterte’s speech, admitted that the government is still looking for funding for the meals, accommodation, and transportation (MAT) allowances for healthcare workers amid the COVID-19 pandemic. “The needed MAT allowance, the DBM (Department of Budget and Management) and DOH are currently looking for funds for these benefits so we can grant them to health workers in both public and private hospitals,” Duque said. The health chief had said that from September 2020 to June this year, the government released P14.3 billion worth of benefits for health workers. Since then, Duque said the government has also released P311 million and P888 million for the Special Risk Allowance of health workers. The SRA was released after health workers protested en masse and threatened to resign while the country is fighting the surge in COVID-19 cases.

But we are generally safe now,” said Ronan Napoto of Quinapondan, Eastern Samar. As of Wednesday morning, electricity had been restored in most of the affected areas. “Together with our neighbors, we are all trying to clean up the mess that Jolina left us. This will again consume so much of our time that could have been spent looking for a living,” Napoto added. The National Grid Corporation of the Philippines (NGCP) also mobilized its line crews and assessed the impact of the storm on its operations and facilities. According to the NGCP, simultaneous restoration activities were conducted on the areas that were already accessible. Transmission lines that were restored included Paranas-Bliss 69kV in Samar and Calbayog-Bliss 69kV affecting Samar consumers; and Paranas-Borongan-Quinapondan 69kV and Sta. Rita-Quinapondan 69kV affecting Eastern Samar. Rody... From A1 Health (DOH) led by Secretary Francisco Duque III. But Senator Richard Gordon said Duque may still face charges over the purchasing issues of the DOH and the Procurement Service of the Department of Budget and Management, saying he was liable for anti-graft charges. State auditors have flagged the DOH over several deficiencies in its use of P67.32 billion in COVID-19 funds, mainly caused by non-compliance with laws, rules, and regulations. Gordon also chairs the Senate Blue Ribbon Committee, which is looking into an P8.6-billion contract for the procurement of face masks, face shields, and PPEs awarded by the DBM-PS to Pharmally Pharmaceutical Corp. Amid issues of alleged overpriced face masks and other PPEs bought by the government in March and April 2020, Trade Secretary Ramon Lopez said the country had no local sources of face masks and PPE sets when COVID-19 struck in the first quarter of 2020. Lopez said when demand for face masks started to increase in early 2020 due to the Taal Volcano eruption and the COVID-19 outbreak, only Bataanbased Medtecs International Corp. Ltd. was manufacturing medical-grade face masks in the country. However, Medtecs’ output is for exports, said Lopez, a member of the IATF. He said due to the huge demand for PPEs at that time while supply was limited, prices of face masks and PPEs were high and unstable. During that time, the Department of Trade and Industry (DTI) called on local manufacturers to produce the much needed medical-grade face masks. The Confederation of Wearable Exporters of the Philippines (Conwep) and other manufacturing companies, including producers in the electronics industry, then shifted a portion of their operation into face mask making. “They heeded the call of the government to start local production (of face masks),” Lopez said.

By Joel E. Zurbano PASAY City Rep. Antonino Calixto tested positive for COVID-19 while his sister Mayor Imelda Rubiano went on self isolation after exposure to another infected individual. In a statement, Calixto said he has sought medical attention after experiencing dry cough on Monday. He added he is now working from home while on self quarantine. According to the lawmaker, his close contacts, particularly his immediate family, also underwent swab tests, and were found negative of the virus. “Still, they were required to stay at home for at least 14 days as prescribed by health experts,” he said. Those working in Calixto’s office, who had personally met him, also underwent medical examination, and they were advised to also stay at home for two weeks. Calixto’s younger sister Mayor Rubiano, meanwhile, went into self isolation beginning Tuesday after having in close contact with a COVID-19 positive person during a meeting. Rubiano said she and her brother were not in the same meeting. She added she will have a swab test in five days to determine whether or not she contracted the disease. “Right now, I’m in good condition and undergoing self isolation so I may not infect others, just in case,” said the city chief executive who, in February 2021, tested positive for the deadly virus. At the moment, Rubiano said she is working from home and continue performing her duties, and remains on top of the situation in managing the operations of the city government. On Wednesday, she ordered all Pasay City Hall departments and officials to assure continuous services for the people while she is under isolation.
Taguig hits million-jab milestone THE City of Taguig has breached the one million mark of vaccines administered in its inoculation campaign to protect residents and workers against the coronavirus disease. The local government administered a total of 1,015,029 jabs as of Sept. 7, joining three other cities in Metro Manila —Caloocan, Manila and Quezon City - to hit the one million mark in the vaccination rollout. Mayor Lino Edgardo Cayetano attributed “this milestone to the hard work of every healthcare and essential worker in thecity who has largely contributed to contact tracing, vaccination efforts, and continuous implementation of the P r e v e n t - D e t e c t - I s o l a t e - Tr e a t Reintegrate (PDITR) strategy versus COVID-19.” He also thanked his constituents for the trust and confidence they have given to his administration regarding the city’s vaccination program against the deadly disease. Alongside the local government’s aggressive efforts in all vaccination hubs, Cayetano said his administration will continue to focus on community-based vaccination through the Taguig Mobile Vaccination Bus, Mobile Vaccination Team, and Home Service Vaccination for bedridden citizens. During his regular weekly forum, Cayetano highlighted the importance of vaccination on lowering hospitalization and fatality rates in the city. He urged residents to encourage friends, families, and other people in the community who have yet to get vaccinated to get inoculated as well as to follow health and safety protocols. Joel E. Zurbano

to Metro Manila and spend so much,” Marquez said. “You can stay in your respective regions because we will have regional sites for the bar examinations,” he added. The Bar examinations will held as scheduled on four Sundays of November 7, 14, 21 and 28 after the High Court cancelled the 2020 Bar due to the public health dangers brought about by the COVID-19 pandemic. The judiciary launched the Bar Personalized Logging Unified System (Bar PLUS) website to facilitate application for the 2020/2021 Bar examinations. Applicants were asked to pay application fee via over-the-counter cash deposit in the Landbank of the Philippines branches nationwide.
THE Caloocan City Government opened the University of Caloocan City Edsa campus and Caloocan City North Medical Center yesterday for UCC students and faculty members who want to be vaccinated against COVID-19. About 500 slots are allocated at the UCC-Edsa campus for students and faculty members in South Caloocan while 300 slots at the CCNMC for the Camarin and Congress campuses in North Caloocan. Vaccination aims to ensure that all university staff, faculty and students aged 18 years and older are provided with protection against the virus. According to Mayor Oscar “Oca” Malapitan, this is also part of the preparation when the time comes to allow face-to-face classes in the college. According to the data from the City Health Department, as of Sept 6, 1,292,762 vaccines have been injected in Caloocan; 800,544 of them are for the first dose while 492,218 are for the second dose. THE Commission on Human Rights on Wednesday welcomed the approval of House Bill No. 9943 or the “Act Prohibiting the Practice of Child Marriage and Imposing Penalties for Violations Thereof” on its third and final reading at the House of Representatives. CHR Spokesperson Jacqueline Ann de Guia said the agency is hopeful with the government’s commitment to uphold the best interest of the child and to end the abusive practice of child marriage in the Philippines. She said CHR has been consistent in reiterating its previous stance that marriage before the age of 18 is a fundamental violation of the rights of a child that impacts every aspect of a child’s dignity and life. “It undermines girls’ health, including sexual and reproductive health rights, and increases the risk of sexual and gender-based violence. Furthermore, early marriage interrupts girls’ education and compromises their political and economic participation,” she added. “This welcome development recognizes the State’s obligation under the United Nations Convention on the Rights of Child, the Convention on the Elimination of Discrimination Against Women; and Republic Act No. 7610 or the Special Protection of Children Against Child Abuse, Exploitations, and Discrimination Act,” she cited. In November 2020, the counterpart bill in the Senate, Senate Bill No. 1373 or the proposed “Girls Not Brides Act” was also approved. “Together with the proponents of both versions of the anti-child marriage law, the Commission works toward giving children an opportunity to break free from coerced practices driven mostly by religious, cultural, and economic pressures. The CHR also expresses its commitment in working with various government agencies in addressing the problem of child marriage and recognizes the hard work of various children and women’s rights network in the country that pushed for this change,” De Guia said. “As part of its mandate, the Commission continues to look for other avenues in raising awareness on the impacts of child marriage and in strengthening its programs to ensure children’s protection, access to justice, and addressing other vulnerabilities,” she stressed.

Taliban forms hardline government
T
HE Taliban announced on Tuesday an interim government drawn exclusively from their own loyalist ranks, with established hardliners in all key posts and no women—despite previous promises to form an inclusive administration for all Afghans.
But as the Taliban transition from militant force to governing power, they face a growing number of protests against their rule, with two people attending a demonstration shot dead in the western city of Herat. The government announcement was the latest step in the Taliban’s bid to cement their total control over Afghani-
stan, following a stunning military victory that saw them oust the US-backed government on August 15, days ahead of the chaotic pullout of American troops. The Taliban, notorious for their brutal and oppressive rule from 1996 to 2001, had promised a more inclusive government this time.
However, all the top positions were handed to key leaders from the movement and the Haqqani network – the most violent faction of the Taliban known for devastating attacks. Mullah Mohammad Hassan Akhund —a senior minister during the Taliban’s reign in the 1990s—was appointed interim prime minister, the group’s chief spokesman said at a press conference in Kabul. Mullah Yaqoob, the son of the Taliban founder and late supreme leader Mullah Omar, was named defense minister, while the position of interior minister was given to Sirajuddin Haqqani, the leader of the feared Haqqani network.
Co-founder Abdul Ghani Baradar, who oversaw the signing of the US withdrawal agreement in 2020, was appointed deputy prime minister. “We will try to take people from other parts of the country,” spokesman Zabihullah Mujahid said, adding that it was an interim government. Same as the old Taliban Hibatullah Akhundzada, the secretive supreme leader of the Taliban, released a statement saying that the new government would “work hard towards upholding Islamic rules and sharia law.” The Taliban had made repeated pledges in recent days to rule with greater moderation than they had in their last
IN BRIEF
Fire kills 41 in overcrowded Indonesian jail A FIRE tore through an overcrowded Indonesian prison in the early hours of Wednesday when most inmates were asleep, killing 41 people and injuring dozens of others, an official said. Firefighters extinguished the blaze —which was mostly contained within one block that housed prisoners jailed on drug charges—at around 3:00 am and evacuated the victims. Television footage showed a massive fire raging through the prison block, with thick smoke billowing from the building as firefighters raced to put out the flames. “Forty-one inmates died, eight were badly injured and 72 others sustained minor injuries,” Jakarta police chief Fadil Imran told a press conference. Authorities were still investigating the cause of the incident at Tangerang Penitentiary, just outside the capital Jakarta, but suspected an electrical fault may have been to blame. “I have checked the scene. Based on early observation, it is suspected (the fire) happened because of a short circuit,” Imran said. The penitentiary department’s website showed that the jail had just over 2,000 inmates, more than three times as many prisoners as it was designed to hold. The block where the fire broke out had a maximum capacity of 40 inmates but housed 120, penitentiary directorate general spokesperson Rika Aprianti told Metro TV. Overcrowded, unsanitary conditions are common in Indonesian prisons, which contain about 270,000 inmates, and jailbreaks are frequent. In 2019, at least 100 prisoners escaped from a jail in Riau province, Sumatra after a riot and fire broke out. In April last year, Indonesia released some 29,000 inmates in a bid to stop COVID-19 from rampaging through a prison system known for its unsanitary conditions. AFP
stint in power. However, analysts said the new lineup indicated little had in fact changed. “The new Taliban, same as the old Taliban,” tweeted Bill Roggio, managing editor of the US-based Long War Journal. “It’s not at all inclusive, and that’s no surprise whatsoever,” said Michael Kugelman, a South Asia expert at the Woodrow Wilson International Center for Scholars. Blinken to consult partners US Secretary of State Antony Blinken will hold talks in Germany on Wednesday with nations shaken by the Afghanistan withdrawal. AFP

HK police arrest Tiananmen vigil organizers HONG KONG police on Wednesday arrested four members of the group behind the city’s Tiananmen Square vigils, a day after they refused to cooperate with a national security investigation. An AFP reporter saw prominent barrister Chow Hang-tung, vice-chairwoman of the Hong Kong Alliance, being led away by security police in handcuffs from her office building in the city’s central business district. Three other members of the group —Simon Leung, Sean Tang and Chan To-wai—were arrested on Wednesday morning. Police confirmed that they have arrested three men and one woman for
“not providing information” according to the national security law. The four have been detained for investigation. The alliance is one of several prodemocracy groups being investigated under the powerful national security law that China imposed on Hong Kong to stamp out dissent after huge and often violent protests broke out more than two years ago. Last month, police ordered the alliance to hand over financial and operational details, accusing it of working as a “foreign agent.” The request included the personal details of all members since its founding in 1989, all meeting minutes, financial
records and any exchanges with other NGOs advocating for democracy and human rights in China. On Tuesday, the deadline for the request, members of the alliance handed police a letter saying the request was illegal, arbitrary and that no evidence of their wrongdoing had been presented. The alliance also rejected the accusation that they are foreign agents, saying they are a domestic group that campaigns for Hong Kongers. Hong Kong’s national security police released a statement on Tuesday night warning that those who refuse to cooperate with their investigations face a fine and up to half a year in jail. AFP
Marie-Antoinette diamonds up for auction in Geneva in November
This picture taken in Geneva on September 6, 2021 shows two bracelets that belonged to French Queen Marie-Antoinette adorned with three rows of 112 old cut diamonds which will be offer for the first time for sale at an estimated price of $2 million to $4 million by Christie’s auction house on November 9 in Geneva. TWO splendid diamond bracelets that belonged to French queen Marie-Antoinette will go under the hammer in Geneva later this year, the auction house Christie’s said Wednesday. The bracelets, each coated in 112 diamonds, will be sold together and are estimated to fetch between $2 million to $4 million when they go under the hammer on November 9. That estimate “includes not only the intrinsic value of the diamonds, but also the possibility to wear jewellery that was once worn by the famous queen MarieAntoinette,” Christie’s jewellery specialist Marie-Cecile Cisamolo told AFP. The historic jewels could meanwhile easily go for far more than the asking price. “As seen in recent Geneva sales, the market for jewels of noble provenance continues to perform extremely well,”
Myanmar cell towers attacked after shadow government calls for ‘war’ of the country’s four main cell networks, in the town of Budalin in the central Sagaing region. “Our intention is to destroy the military business. Their businesses support (them) to maintain their power. Therefore, we have to destroy it,” a resident involved in the operation told AFP. Video footage from local media shows an explosion at the base of one tower followed by the structure falling down, to applause from onlookers. Two more masts were destroyed elsewhere in the Sagaing region, local sources told AFP. While attacks on military-owned infrastructure and businesses have been seen before, Tuesday’s spate of blasts comes after a call to arms from the so-called National Unity Government (NUG).
Slovak Roma pin hopes on Pope visit CRUNCHING on sunflower seeds, a group of Roma children watch excitedly as builders work on the final preparations for a visit by Pope Francis to one of Europe’s poorest regions in Slovakia. The workers are erecting a power line in Lunik IX, a dilapidated housing estate in the eastern city of Kosice where people from the Roma minority have lived in abject poverty and faced stigma for decades. “In Kosice, when an employer found out that I am Roma and live at Lunik IX, they refused to give me the job we agreed on over the phone,” Maria Horvathova, 45, a mother of 12, told AFP. “There is racism everywhere and people do not want to give us a chance,” she said. Poverty and overcrowding are chronic issues at Lunik IX, where 4,500 residents are squeezed into a space meant to accommodate half that number. Many blocks have no electricity, heat, gas or running water as utilities were cut due to unpaid bills. The Roma have big communities in Central and Eastern Europe and are considered the largest ethnic minority in Europe as a whole. They have faced discrimination for centuries—historians estimate that half a million Roma were killed by the Nazis, wiping out about a quarter of their population. Horvathova has since found work at the local Salesian church that is helping to organize the papal visit and is now one of the few local inhabitants to have a job. AFP
Francois Curiel, the chairman of Christie’s luxury division, said in a statement. In 2018, a natural pearl and diamond pendant that belonged to the ill-fated French queen was estimated by the Sotheby’s auction house at $1 million to $2 million but was snapped up for $36 million. PROTESTERS have destroyed around a dozen military-owned communications towers in Myanmar, witnesses and reports said Wednesday, after the country’s self-proclaimed shadow government issued a call for a “defensive war” against the junta. The country has been in chaos since the military seized power in February, sparking mass prodemocracy rallies followed by a deadly crackdown and renewed fighting with ethnic rebel militias in border areas. More than 1,000 civilians have been killed and nearly 8,000 arrested, according to local observers. Protesters said they targeted 11 mobile phone masts belonging to the military-owned Mytel, one
A SHIPMENT of nuclear fuel containing highly radioactive plutonium headed to the French port of Cherbourg overnight Tuesday en route to Japan, according to environmental watchdog Greenpeace, which protested the transport. Before dawn, an AFP photographer spotted the controversial cargo in transit under heavy security, including a convoy of police vehicles and officers on foot, in the northern town of Cherbourg-en-Cotentin. Anti-nuclear activists, including from Greenpeace, demonstrated against the convoy at a traffic circle as the convoy passed. Calling mixed oxide (MOX) nuclear fuel a “very dangerous material,” Greenpeace said it should be considered “highlevel waste” and not be permitted to leave the country. Uranium reactors produce a mixture of depleted uranium and plutonium as a by-product of fission. These can be re-processed into MOX fuel, which can then be used in other reactors to generate more power. This is set to be the seventh shipment of MOX from France to Japan since 1999. Greenpeace said two English boats will pick up the shipment from Cherbourg. “The loading will happen on Wednesday ahead of departure to Takahama in Japan,” Greenpeace said, adding that the cargo will power two nuclear reactors in the Japanese city. The NUG, which claims to be the country’s legitimate government, is made up of dissident lawmakers in hiding or exile, many of them from ousted leader Aung San Suu Kyi’s party. NUG acting president Duwa Lashi La on Tuesday urged citizens to target military assets in their areas. “We launch a people’s defensive war against the junta,” he said in a recorded video. “All citizens within... Myanmar revolt against the military terrorists led by Min Aung Hlaing.” As early as May the NUG announced the formation of “people’s defense forces” to take on the junta’s heavily-armed, battle-hardened troops, but they have yet to have a major impact. House leaders vow to unmask OCTA funders
CONFIRMATION.
Forty senior officers of the Armed Forces of the Philippines led by Southern Luzon Command (Solcom) chief Maj. Gen. Bartolome Bacarro face members of the Committee on National Defense of the Commission on Appointments deliberating on their nominations and ad interim appointments on September 8, 2021. The CA deferred Bacarro’s confirmation as Solcom chief due to the fatal hazing incident at the Philippine Military Academy in 2019 when he was still the school superintendent.
By Maricel V. Cruz LEADERS of the House of Representatives on Wednesday vowed to unmask the “financiers and real people” behind independent research group OCTA, which came into prominence only during this COVID-19 pandemic. During the virtual Ugnayan sa Batasan news forum, Deputy Speaker Jose Atienza Jr. slammed what he called a “continuing effort” to hide the real people behind OCTA which has been issuing COVID-19 pronouncements and projections even as they function as a “political polling firm.” “There is a continuing effort to hide their faces behind a mask. We really want to find out who is behind OCTA and what is their objective,” Atienza said as he dismissed criticisms against the probe initiated by the House into the research group’s credentials and operations. He said the secret financiers of OCTA “should properly be unmasked” in order to determine the group’s real motives. “Definitely that will be funded. If you ask somebody to do a survey for you, it will cost you at least P500,000 or P1 million. I don’t think anyone is doing any survey for free,” the veteran lawmaker said. In the same news forum, DIWA Rep. Michael Aglipay—who chairs the House Committee on Good Government and Public Accountability—said OCTA’s projections are at times exaggerated, and that its representatives acted as if they were “radio commentators” in announcing surges. OCTA came under intense grilling at the House of Representatives earlier this week, as lawmakers dug deeper into its credentials and methodologies for analyzing data and predicting trends in the country’s COVID-19 cases. Aglipay’s panel launched an investigation into OCTA’s “qualifications, research methodologies, partnerships and composition” based on a resolution filed by five lawmakers: Deputy Speakers Bernadette Herrera (Bagong Henerasyon Party-list) and Kristine Singson-Meehan (Ilocos Sur, 2nd District); Deputy Minority Leader Stella Luz Quimbo (Marikina, 2nd District); and Reps. Sharon Garin (AAMBISOWA Party-list) and Jesus “Bong” Suntay (Quezon City, 4th District). Aglipay clarified that lawmakers had no intention to censor OCTA, although they strongly believe it should refrain from declaring its projections and reports as official since it is not given any authority by the government. “We will never abridge their right to speak. They can speak anytime, they can speak nonsense and they can speak against the government,” Aglipay said. “We do not buy their claim that they are speaking officially, which they are not. They are not even part of the sub-technical working group on statistics of DOH and IATF. They have no official role.” Aglipay instead urged the research group to be a fiscalizer—”a private group that fiscalizes and sees to it that the government does its job with their statistics.”
House fetes silver medalist Onyok Velasco By Maricel V. Cruz THE House of Representatives, led by Speaker Lord Allan Velasco, has paid tribute to 1996 Atlanta Olympics boxing silver medalist Mansueto “Onyok” Velasco Jr. for his valuable contributions to the Philippine boxing community. Onyok was awarded with a Congressional Certificate of Recognition – 25 years after he copped the silver medal – during a luncheon hosted by Speaker Velasco in honor of 2020 Tokyo Olympic medalists Hidilyn Diaz, Nesthy Petecio, Carlo Paalam and Eumir Marcial. Velasco, in his speech Tuesday, recognized Onyok’s inspirational win that paved the way for future Filipino athletes in bringing pride and glory to the country. The House chief said: “Facing worldclass competition, he gave us a silver medal in boxing during the 1996 Summer Olympics. Sir Onyok, many thanks for honoring our invitation to be here. Long live Sir Onyok.” Onyok fought in a controversial bout against Bulgaria’s Daniel Petrov Bojilov for the light-flyweight gold medal in the 1996 Atlanta Olympics. Many experts believe that Velasco was robbed of what would have been the country’s first gold medal, as Bulgaria won the judges’ favor in that fight. Aside from a Congressional Certificate of Recognition, Onyok also received cash incentives from the contributions of House members in the “pass the hat” drive initiated by Speaker Velasco.
Duterte: Slain Chinese part of big-time drug ring By Joel E. Zurbano
P
RESIDENT Rodrigo Duterte said Wednesday Youhua Xu, one of the four Chinese nationals killed in a police anti-drug operation in the provinces of Zambales and Bataan last Tuesday, was a member of a drug ring and a bigtime shabu smuggler in the Philippines. Duterte made the revelation as he praised the law enforcers in the latest drug busts that yielded P3.9 billion worth of shabu. “This time to the credit of our security forces and this was their accomplishment. So this early, I would like to extend my highest commendation and my heartfelt gratitude for protecting the country with the destruction of drugs,” the President said during his Talk to The People on COVID-19 aired Wednesday morning. “I give you my snappy salute and con-
gratulations. If these were distributed, it could have destroyed our country. Reason I hate illegal drugs.” Members of the Philippine National Police, Armed Forces of the Philippines, Philippine Drug Enforcement Agency, and Bureau of Customs conducted the drug operation in Candelaria, Zambales. The encounter resulted in the killing of drug traffickers Gao Manshu, Hong Jiashe, and Eddie Tan, all from Fujian, China, and Youhua Xu from Quezon City. Meanwhile, PDEA director general
Wilkins Villanueva commended the Bureau of Customs for assisting them in going after the Central Luzon-based syndicate engaged in a drug smuggling operation called “shipside.” Villanueva said the success of the operations was borne out of the good coordination with the PNP and Customs Intelligence and Investigation Service. Duterte said Youhua Xu, a member of a transnational drug trafficking organization, is one of the biggest shabu importers in the Philippines. He added aside from the Philippines, the drug syndicate also operated in Southeast Asia and probably has ties with Mexico’s Sinaloa drug cartel. Second dose for Sputnik V may take six more months By Willie Casas and Joel E. Zurbano PEOPLE inoculated with the Sputnik V vaccine may wait up to six months before getting their second dose, the Department of Health said. This is longer than the recommended interval period under the vaccine’s emergency use authorization of 21 days to 42 days after the first dose as well as the extended 90-day interval period the Gamaleya Research Institute sought. “First, we want to reassure those who have already received the first dose of Sputnik that we can wait six months after the first dose,” DOH Epidemiology Bureau director Dr. Alethea De Guzman said in a press briefing. De Guzman said the first dose of the vaccine already has a high efficacy rate. “Second, the first dozen of Sputnik can actually confer a high efficacy rate. I think they are reporting it at an 80 percent efficacy rate,” she said. “And third, the vaccine czar is actually working for our second dose of Sputnik,” she added. In August, the country received 15,000 doses of the vaccine intended to be used as second dose.

Sports Age-defying Brady eyes NFL encore as season starts NEW YORK—Tom Brady embarks on the latest chapter of his agedefying career on Thursday as the Tampa Bay Buccaneers launch their quest for back-to-back Super Bowls in a season-opening clash with the Dallas Cowboys. It is almost 20 years since Brady’s NFL odyssey began in earnest, when the quarterback replaced the injured Drew Bledsoe for the New England Patriots in a game against the New York Jets on September 23, 2001. No-one knew it at the time, but it effectively marked the start of the Patriots dynasty, with Brady retaining the starter’s jersey for the remainder of a season which culminated in the first of his seven Super Bowl titles. Two decades later, and the 44-yearold Brady remains, incredibly, at the sharp end of one of the most unforgiving crucibles in professional sport, where the average span of a playing career is just 3.3 years. Last season, Brady flouted conventional wisdom once more, leading Tampa Bay to an upset 31-9 Super Bowl victory over the defending champion Kansas City Chiefs in his first season with the club since leaving the Patriots. Many critics wondered whether last season’s Super Bowl represents the greatest achievement of a career already studded with milestones and records that may never be surpassed. Despite the COVID-19 pandemic decimating pre-season training in 2020, making it harder for the new quarterback to settle in, Brady turned the Bucs into a championship-calibre team over the course of a single season. “He brought a winning mentality to a really talented team that didn’t know how to win,” was the verdict of Bucs coach Bruce Arians. Room to improve Moreover, Brady revealed during the close season that he had done it effectively on one leg, having played the entire 2020 season with a torn knee ligament. Never one to dwell on his past achievements, Brady has already left last season in the rear view mirror. His eyes are firmly fixed on the challenges that lie ahead in what will be the 22nd season of his career. AFP

Youngsters chase US Open nirvana N EW YORK—Canadian left-hander Leylah Fernandez has led a youthful US Open charge by a group of teenagers whose time for Grand Slam glory might just have arrived. Fernandez, who turned 19 on Monday, defeated Ukraine’s fifth-seeded Elina Svitolina 6-3, 3-6, 7-6 (7/5) to reach the US Open semi-finals after earlier shockers over defending champion Naomi Osaka and 16th seed Angelique Kerber. Combined with last-eight runs by 18-year-old British qualifier Emma Raducanu and 55th-ranked Spaniard Carlos Alcaraz, the US Open is a coming out party for what could be the next generation of stars. “I think we’re all just super hungry to make a difference in the tennis world,” Fernandez said. “I’ve known a few of them from the junior tours. “We’ve always talked about and joked around that we’re going to be on the big stage together. I’m just glad we’re doing such great jobs and doing just that.” Alcaraz dispatched Greek third seed Stefanos Tsitsipas and Raducanu hasn’t dropped a set after making her Slam debut with a fourth-round run at Wimbledon. “We want to make a difference. We want to make an impact in tennis. This tournament just proves how well we’re adapting to everything,” Fernandez said.
“It’s so fun to see all of us being so happy and having fun on the court. I think it just motivates us to do even more. We want to make something special out of this tournament.” Fernandez has done that already, seizing a global spotlight by ousting fourtime Slam winner Osaka and holding it with two more upsets to put herself two wins from a shock title on the New York hardcourts. “Well, the first few days it was definitely a little bit hard,” Fernandez said. “I was very lucky to have doubles the next day to keep me grounded. Now I feel like I’m a little bit more used to it. “I have a great team around me who helps me keeping my head a little bit level and just think about my next match, not think about all the good things that are happening to me.” The world number 73 had a chat and photo with Juan Martin del Potro, the 2009 US Open champion, and met tennis legend Billie Jean King. “She told me to go out on court, have fun, and keep going for my shots. I just did that today. So that obviously worked,”

WHEN the the National Basketball Training Center returns next year, it will put up a series of tournaments involving young ballers of Filipino heritage abroad, culminating in the National Finals to be held in the Philippines in 2023. “It has always been NBTC’s aim to identify, develop, and hone the best Filipino talents both here and abroad,” said program director Eric Altamirano in the initiative’s launch via Zoom recently. The ongoing coronavirus pandemic has kept organizers from finalizing their calendar this year and because of uncertainties, they have decided to reschedule competitions in 2022. This time, young Filipino cagers won’t have to fly to Manila to compete, as the NBTC will oversee seven qualifiers in six countries. One tournament apiece will be held for the East and West Coasts in the US, while Canada, New Zealand, Australia, Italy-Europe and Dubai will each host one of their own. “We’re hoping that the NBTC Global Games will open the door to hundreds of players overseas to showcase their talents and widen the pool for our national youth team,” Altamirano said. In the past years, the NBTC prides itself with having talented players like Kai Sott and Jalen Green show up and play. Sotto was around two years ago, before he signed with the Adelaide 36ers in the Australian National Basketball League. And so was Green, who is now with the Houston Rockets in the NBA, after he played twice in 2018 and 19.

Former Phoenix ace Ceballos battling virus: ‘Pray for me’
NLEX’s Kevin Alas is stopped on his way to the basket by Magnolia’s Jackson Corpuz and Calvin Abueva in a PBA Philippine Cup game won by the Hotshots, 112-105.
Hotshots stun Warriors for 3rd straight triumph By Peter Atencio
A
STINGING loss to the Meralco Bolts last week has become a rallying point and wakeup call of sorts for Magnolia these days.
The Hotshots have since posted their third straight win, including a hardearned 112-105 stopping of the NLEX Road Warriors in double overtime on Wednesday in the Philippine Basketball Association Philippine Cup at the Don Honorio Ventura State University Gym in Bacolor, Pampanga. Scoring on three big turnovers they forced in the final five minutes of their long and gritty encounter, the Hotshots went on to notch their fifth win in seven outings. Their 5-2 slate
put the Hotshots in a share of second spot with the Bolts. Calvin Abueva, who struck with a game-high 23 points and 12 rebounds, gave way to Ian Sangalang in the last overtime period as the Hotshots finally took control of the game. Sangalang, who unloaded 21 points and eight rebounds, knocked in two big baskets, off the rebound plays from Andy Barroca and Abueva in the last 3:41. And the big assists that Sangalang
got from his teammates allowed the Hotshots to shatter a 104-all first overtime tie and gain the upperhand for good, 108-104. “It’s all about grit and determination. We were down by 17 points in the third quarter. We just tried to be composed and limit our turnovers,” said Hotshots’ coach Chito Victolero. The game, which happened on the day Typhoon Jolina wreaked havoc on the countryside, will be remembered was one of Abueva’s best performances, after he posted a fourth straight doubledouble for the conference. The Hotshots, who were down by 13 points at the close of the third period, fought their way to within a point in the final minute and equalized on a split free throw from Paul Lee, 94-all.
They stayed close with the Road Warriors until the final second of the first overtime when Hotshots cager Aris Dionisio connected with a stepback triple for the tie at 104-all and a got a foul from Philip Paniamogan in the process. Dionisio was unable to sink his charity shot, putting the match into a second extension period. Jericho Cruz showed the way for the Road Warriors with 21 points. Victolero said the team has been on its toes after their heartbreaking 9495 setback to the Bolts, providing the Hotshots an unforgettable experience last week. The Hotshots coach added that squad has never been the same since then.
NBL, WNBL suspend resumption of games THE National Basketball League and Women’s National Basketball League have decided to suspend the resumption of the games again after the extension of MECQ in Metro Manila until September 15. The two leagues were already scheduled to restart the 2021 season on September 11 at the Bren Z. Guiao Convention Center in San Fernando, Pampanga with one game in the WNBL and three games in the NBL. League officials, however, postponed the games once again after the latest declaration by the InterAgency Task Force that National Capital Region will remain under MECQ up to September 15. While Pampanga, the venue of the games, is an MGCQ area, some NBL and WNBL professional basketball teams are under MECQ areas which prevents them from conducting practices and trainings under the supervision of the Games and Amusements Board. NBL/WNBL had previously postponed the season last July 30 in conjunction to the IATF placing Metro Manila under ECQ. “As much as the teams and players are very excited to return to the court, the NBL and the WNBL will remain compliant with the government mandate during this pandemic,” said NBL/ WNBL executive vice president Rhose Montreal. scheduled to play on September 12, are currently the leader with a 2-0 win-loss record. Glutagence Glow Boosters, on the other hand, are in first place in the Pia Cayetano WNBL Season 2021 having won two of their games so far.

Eala marches to 2nd round of US Open jrs ALEX Eala, playing her first junior competition in three months, sizzled in the second round of the 2021 US Open junior girls’ singles. The world no. 2 seed Eala breezed past hometown entry Charlotte Owensby, 6-3, 6-3, Wednesday at the USTA Billie Jean King Tennis Center in Flushing Meadows, New York. The 16-year-old Eala was in control all throughout their 66-minute encounter. Eala kept Owensby scoreless in the 10th and final serve, after she forced the American to a backhand miscue. Her win came after Eala fought her way out of a 0-2 deficit in the opening set. After Owensby led, 3-2, Eala turned the tables and took the next four games to claim the first set.
Owensby once again took the lead, 2-0, but Eala fought back afterwards, and stayed on top with her composure. World no. 21 Michaela Laki of Greece will be Eala’s foe in the next round. Laki advanced to a showdown with Eala after winning over Elizabeth Coleman, 6-0, 6-4. Eala is coming a successful junior girls’ double championship in Italy last July. Russell is Hamilton’s new teammate at Mercedes LONDON—George Russell was confirmed as Lewis Hamilton’s new teammate at Formula One team Mercedes for next season on Tuesday after Valtteri Bottas sealed a switch to Alfa Romeo. The 23-year-old British driver earned his muchanticipated move to the Silver Arrows, with whom he has signed a long-term deal, after catching the eye during three years with Williams. He also impressed in a one-off appearance for Mercedes at last year’s Sakhir Grand Prix as a stand-in for seven-time world champion Hamilton, who had tested positive for coronavirus. Russell, who will form an all-British line-up with Hamilton, said it was a “special day”. “I’d be lying if I said I wasn’t absolutely buzzing,” he said in a Mercedes statement. “It’s a huge opportunity and one I want to grab with both hands. “But I’m under no illusions as to the scale of the challenge. It’s going to be a steep learning curve.” He added: “I’ve looked up to Lewis since I was in go-karts and the opportunity to learn from someone who has become a role model both on and off track can only benefit me as a driver, a professional, and a human being.” Hamilton, who is currently second in this year’s driver standings, three points behind Red Bull’s Max Verstappen, welcomed his future teammate. “Through hard work he has rightly earned his spot,” tweeted the 37-year-old reigning world champion, who on Monday paid a warm tribute to the departing Bottas. “I look forward to seeing him grow as a driver with this great team and working with him to raise @MercedesAMGF1 higher. See you next year.” Mercedes boss Toto Wolff said it had not been a straightforward decision, praising Bottas for his contribution to the team’s success over the past five seasons. “Looking forward to 2022, we are very happy to confirm that George will have the opportunity to take the next step in his career and join Mercedes,” he added. “He has been a winner in every racing category—and the past three seasons with Williams have given us a taste of what the future could hold for him in F1. “Now, it is our challenge together to help him continue learning within our environment and alongside Lewis, the greatest F1 driver of all time.” AFP

Reforms to keep banks’ bad loans manageable
BANGKO Sentral ng Pilipinas Governor Benjamin Diokno said Wednesday the implementation of prudent reforms will enable banks to have a manageable level of non-performing loans in the coming months. Diokno said in a presentation during the Development Budget Coordination Committee hearing at the Senate that banks continued to rein in the NPL ratio within manageable level amid the pandemic, reflecting gains from prudent reforms and improvements in banks’ credit risk management systems. He said the non-performing loans ratio of the banking system increased to 4.5 percent, while the NPL coverage ratio of the banking system declined to 82.4 percent in June. “Moving forward, the BSP anticipates that the non- performing loans of the banking system will remain within manageable levels. The existing regulatory relief measures serve as an interim measure pending the full operationalization of the FIST Act in 2021,” he said. Julito G. Rada

Based on NLEX’s annual report, the amount of compensation for TRB’s inaction on lawful toll rate adjustments, covering the toll rate petitions of North Luzon Expressway in 2012, 2014, 2016 and 2018 and Subic-Clark-Tarlac Expressway, was about P15.1 billion as of 2020. Consumer group urges BIR to tax Bloomberg’s donation THE Bureau of Internal Revenue should trace at least P300 million donated by Bloomberg Philanthropies to several anti-vaping non-government organizations between 2007 and 2013 to see if proper taxes were paid and prevent further tax evasion in the future, according to consumer groups. Anton Israel, president of Nicotine Consumers Union of the Philippines, said the figures were based on an expose by Rep. Estrellita Suansing who claimed total grants by Bloomberg Philanthropies to government agencies and NGOs in the Philippines reached $6.29 million between 2007 and 2013. Israel made the declaration in a hearing conducted by the House Committee on Good Government and Public Accountability on June 9, 2021, “That’s a big amount, equivalent to more than P300 million in the sevenyear period or over P40 million a year, disbursed by Bloomberg Philanthropies to local agencies and organizations,

without full disclosure and transparency,” said Israel. The donation by Bloomberg to promote the ban on vaping in the Philippines continued over the years, with an explosive research published by Coalition of Asia Pacific Tobacco Harm Reduction Advocates showing at least seven local NGOs received grants from American billionaires Michael Bloomberg and Bill Gates to lobby for a ban of vaping in the country. Vape consumers said the BIR should do a lifestyle check on the people behind these NGOs to see if they are paying the right taxes. “You only see a few personalities with no actual physical offices, yet they receive millions of dollars from abroad. Where does the money go to?” said Israel. “These people are lobbying to ban the only scientifically proven less harmful alternative to cigarettes. Makes you really think. Are they really promoting public health or simply in it for the funds?” he said.
CONVERGE ICT Solutions Inc., a leading fixed broadband operator, said Wednesday it will be included in the Financial Times Stock Exchange’s Global Equity Index starting this month. Converge ICT said in a disclosure to the stock exchange the company would be added to the Small Cap Index of the FTSE Global Equity Index Series following the global financial benchmark provider’s semi-annual review . The index inclusion will take effect after the close of business on Sept. 17, 2021. “We’re pleased to be included in this roster of valuable and viable securities in the region. This will lead to more exposure to passive and active investors, and for them, a more diversified portfolio in a promising industry in this region” said Dennis Anthony Uy, chief executive and cofounder of Converge ICT. Converge ICT president and cofounder Grace Uy said the company’s inclusion was “testament of our growth and standing in the Philippines telecommunications industry.” Securities are included in the Global Equity Index Series after passing the criteria on minimum voting rights, investability weight, liquidity and trading history set by the FTSE. Converge ICT earlier joined two other FTSE Index Series—the Renaissance IPO Index and the ASEAN All-Share Index, increasing its exposure to passive and active investors. The company was also included last month in the benchmark 30-company Philippine Stock Exchange Index which groups the largest, most valuable and most liquid companies in the local exchange. Converge ICT aggressively expanded its pure fiber broadband network to reach the underserved and unserved areas in the Philippines, with a goal to cover 55 percent of total households by 2025.

Stock market up slightly; ICTSI, Ayala Land advance S TOCKS rose again Wednesday on optimism the economy recovery will not be dented by the extended lockdown period.
The Philippine Stock Exchange Index added 36.68 points, or 0.5 percent, to 6,949.39 on a value turnover of P5.9 billion. Gainers edged losers, 90 to 84, with 61 issues unchanged. Major property developer Ayala Land Inc. of the Ayala Group gained 1 percent at P33.80, while International Container Terminal Services Inc. of tycoon Enrique Razon Jr., the biggest port operator, advanced 3.6 percent to P186.50. JG Summit Holdings Inc. of the Gokongwei Group climbed 1.3 percent to P64.95, but noodles maker M o n d e
Nissin Corp. fell 2.7 percent to P17.20. Meanwhile, Asian markets mostly fell Wednesday as a tepid lead from Wall Street and worries about the impact of the Delta coronavirus variant on the global recovery tempered investor appetite, though hopes for more stimulus helped Tokyo extend its recent rally. Profit-taking added to the caution with some of the wind appearing to have come out of buyers’ sails, having pushed valuations up for more than a week. Tokyo’s Nikkei 225 ended above 30,000 for the first time since April as it continued the rally that started when Japan’s Prime Minister Yoshihide Suga said Friday he will stand down, raising hopes his successor will introduce fresh economic stimulus. On Wednesday, one of the front-runners, Fumio Kishida, pledged to push for trillions of yen in investment if he takes the post. Data showing growth in the second quarter was better than first thought
added to the positive vibes in Japan. The Nikkei has risen around five percent since the news broke, putting it on course for a three-decade high. Hong Kong reversed early gains, while there were also losses in Sydney, Seoul, Singapore, Taipei, Wellington, Mumbai, Bangkok and Jakarta. Shanghai ended marginally down. While the Nasdaq clocked up yet another record with a small gain, the S&P 500 and Dow ended with a whimper as they reopened after a long weekend, with analysts suggesting concerns about COVID and the end of government handouts were key reasons. Traders are keeping a close eye on the fast-spreading Delta strain, which is sending infection rates spiking around the world and forcing some governments to reimpose containment measures or lockdowns, raising concerns about the economic recovery. BROKEN PROMISE. Pedestrians walk in the sunshine along the south bank of the River Thames, opposite the Houses of Parliament in London on September 7, 2021. Lobby group: Brexit-battered London City risks losing financial hub status LONDON, United Kingdom—Britain must cut taxes on banks and make it easier to hire foreign finance staff to prevent London’s Brexit-battered City financial district from losing its global hub status, the sector’s lobby group pleaded Tuesday. “The UK’s status as a world leading financial center is at risk unless industry, government and regulators work together to boost long term competitiveness, deepen key trade links, and focus on new key areas of future global growth,”
TheCityUK said in a statement. Britain finalized its divorce from the European Union late last year, but a Brexit trade deal omitted the powerhouse financial services sector and has hampered its access to the continent. TheCityUK on Tuesday unveiled a five-year strategy to regain top finance hub status for London, which faces fierce competition from Amsterdam, Frankfurt, New York and Singapore. The organization wants lower taxation on banks in order to boost foreign
investment in Britain, and calls for a liberalization of trade with developing and emerging markets. It also wants the government to make it easier to hire foreign workers in the key finance sector, which lost thousands of jobs to Europe in the wake of Brexit. The industry grouping meanwhile urges the City to develop new global markets like digital trade. “The last decade has been one of growth for our industry, yet global competitors have grown faster,” added The-
CityUK head Miles Celic. “However, with the right strategy in place and a clear focus on delivery, the UK can pull away once again from its competitors. “It is an ambition that needs industry, government, and regulators to work together. It will take sustained focus, cooperation and determination.” London’s so-called Square Mile was also slammed by COVID lockdowns which turned the hub into a near ghost town, but the once-bustling finance district is slowly grinding back to life. Merkel says automotive industry can be part of climate ‘solution’ By Yann Schreiber MUNICH, Germany—Outgoing Chancellor Angela Merkel on Tuesday said Germany’s car industry could be “part of the solution” to the climate emergency, as she opened a major motor show for the last time. Germany’s leader of the last 16 years said she was convinced the transition to a climate-neutral economy by 2045 would be “a success” and touted her government’s steps to support it by subsidizing electric vehicles and the development of charging infrastructure. The German car industry was previously seen as “reluctant” to embrace the switch to environmentally-friendly electric cars, Merkel said at the IAA motor show, before praising the progress that has been made. The move to electric was accelerated by the “dieselgate” scandal in 2015, when German car giant Volkswagen admitted to fitting millions of vehicles with emissions-cheating devices. Merkel, who has been a regular at the IAA over the years, earned the sobriquet the “car chancellor” for her efforts in the past to shield German carmakers from tougher EU pollution rules. “The auto industry is not just part of the climate problem, but above everything else a central part of the solution,” she told the conference hall in Munich. Merkel cautioned, however, that European coordination would be needed in future to ensure “security for jobs” in the face of competition from countries where climate rules are less stringent.
Greenpace activists stand in a pond and hold placards calling ‘to stop driving in order to prevent climate change’ at the entrance of the International Motor Show held in Munich, southern Germany, on September 7, 2021. AFP
Her opening speech at the IAA was her last as chancellor, before she steps down after the German elections on September 26. The biennial IAA is mired in controversy this year as Germany struggles to adapt its flagship industry to the electric and digital revolution. Environmental activists blocked motorways around Munich on Tuesday, while others brandished slogans like “Stop driving climate change.” ‘Depressing and incomprehensible’ Merkel was among those to express their anger when the “dieselgate” scandal broke.
But in Brussels, her government had sought to slow the shift to e-mobility by watering down toughened emissions regulations that German carmakers would struggle to comply with, the Sueddeutsche newspaper said. On the eve of Merkel’s visit, the boss of Volkswagen even blamed her government for slowing down the electric revolution by incentivizing diesel fuel for years. “A car company cannot do this transition (alone) because you need the right environment,” Volkswagen CEO Herbert Diess told AFP. “If you keep diesel cheap... nobody will buy an electric car, it’s impossible.”
Ferdinand Dudenhoeffer, director of the Center for Automotive Research at the University of Duisburg-Essen, called the government’s diesel strategy “depressing and incomprehensible.” “The state fueled a diesel boom through tax breaks, and now diesel passenger cars are practically unsellable,” he told AFP. Merkel’s government has always treaded gingerly because of the 800,000 jobs at stake in the industry. But the Sueddeutsche daily lamented in August that “with her overly generous attitude towards the car industry, the chancellor has helped neither the companies nor the country in the medium term.” Dudenhoeffer agreed. “Scrappage schemes, incentives to buy electric cars, subsidies for battery production, aid for recycling, short-time working allowances—this has been the strategy for 16 years. This alleviates shortterm economic problems, but does not build a new structure,” he said. Existential crisis With the momentum for greener mobility growing, and tougher antipollution guidelines now in place, Germany’s carmakers are no longer able to put off the inevitable and this week’s IAA will see a slew of new electric models being unveiled. The decline of the combustion engine is proving to be an existential crisis for the auto industry, which accounts for more than 12 percent of jobs in the industrial sector in Germany. AFP
Biggest meat, dairy companies top greenhouse gas emissions PARIS, France—The world’s 20 biggest meat and dairy firms are responsible for more greenhouse gas emissions than produced by the economies of Germany or Britain, a report said Tuesday. The ‘Meat Atlas’ is an annual digest of scientific and official data on meat production and consumption, compiled by research NGO Heinrich-BollStiftung foundation and Friends of the Earth Europe. It calculates a hefty 932 million tons of CO2-equivalent emissions from major milk and meat companies, with Brazilian multinational JBS responsible for over a quarter of that. Using the same metric, Germany’s total emissions were just over 900 million tons, while France and Britain each emit closer to half that amount. A UN report attributes 14.5 percent of global greenhouse gas emissions to livestock farming, and Tuesday’s report finds demand for meat is on the rise. It estimates 75 billion animals are slaughtered every year to produce 325 million tons of meat—with the OECD predicting an increase of 40 million tons by 2029. “This is, by far, too much to respect the boundaries of our planet,” study co-author Christine Chemnitz said in a news conference. In addition to livestock emissions, the report highlights the growing environmental impact of related resources such as soybeans used for feed. Chemnitz said some 1.2 million square kilometers—an area three times the size of Germany—are already dedicated to farming soy, over 90 percent of which is used to feed livestock. This growing demand is driving deforestation and threatening biodiversity as land is cleared to make room for crops, the report said. It is also driving up demand for pesticides. Top soy exporters Brazil and the US are the biggest importers of pesticides deemed “highly hazardous” by the watchdog Pesticide Action Network, according to the repot. The “Meat Atlas” estimates that if production continues under current conditions and increases at the predicted rate, it will be impossible to meet the UN’s sustainable development goals set for 2030. PayPal of US buying Japan’s Paidy for $2.7b NEW YORK—US online payment giant PayPal is set to buy the online Japanese credit specialist Paidy for $2.7 billion, the US company said in a statement Tuesday, a new sign of the development of the “buy now pay later” sector. Created in 2008 in Tokyo, Paidy allows online merchants to offer payment on credit and in installments to their customers. The company, which now boasts six million clients, had already raised around $400 million from investors, including Goldman Sachs and PayPal Ventures, the private equity arm of PayPal. For the buyout, the latter put 300 billion yen ($2.7 billion) on the table, “mainly in cash,” according to a statement released Tuesday. The two groups expect the transaction to be finalized in the fourth quarter of 2021, subject to the necessary regulatory approvals. Following the takeover, Paidy will retain its brand and continue to operate under its name. In April, the two companies had already entered into a partnership that allowed Paidy users in Japan to make purchases on credit from all e-merchants that used PayPal as a payment service around the world. The deal announced on Tuesday confirms the growing development of “buy now pay later” companies. At the end of August, Amazon announced a partnership with the company Affirm Holdings, which allows clients to spread out payments on purchases greater than $50. PayPal says it has more than 4.3 million active accounts in Japan, where it has been operating since 2010. AFP

Britney’s dad asks court to end conservatorship BRITNEY Spears' father has filed a petition to end his daughter's courtordered conservatorship, US media reported Tuesday. The filing comes weeks after Jamie Spears said he was prepared to step back from his role as conservator and after repeated requests from the pop star to remove him from what she and her supporters say is a cruel and exploitative arrangement. "Recent events related to this conservatorship have called into question whether circumstances have changed to such an extent that grounds for establishment of a conservatorship may no longer exist," the filing states, according to CNN. "Ms. Spears has told this Court that she wants control of her life back without the safety rails of a conservatorship. She wants to be able to make decisions regarding her own medical care, deciding when, where and how often to get therapy. "She wants to control the money she has made from her career and spend it without supervision or oversight. She wants to be able to get married and have a baby, if she so chooses. "In short, she wants to live her life as she chooses without the constraints of a conservator or court proceeding," the petition says.
The filing adds that Jamie Spears wants "what is best for his daughter" and that she "believes that she can handle her own life." Mathew Rosengart, Britney's lawyer, said the petition was a "vindication" for his client, NBC News reported. AFP has contacted representatives from both sides but has received no immediate reply to inquiries. AFP

OU really can’t blame showbiz stars who put out records after gaining traction as an actor or TV personality. Besides, some of them really have the skill and flair to excel in music.
CJ Navato is by far an example of one truly deserving of a spot because he has the voice and the ability to write songs. He just happened to have the looks, too. Judging from how he performed live during a virtual media conference for his latest digital single “In My Imagination,” you could tell he really has it. With him relaxingly singing and backed by his playing of an acoustic guitar that’s even slightly off-tune, he vocally soared as high as he did on the classy and bluesy master recording. He made it look easy, and so I further appreciated the raw beauty of the
song that he wrote. The track released last month and distributed by Ivory Music & Video is a follow-up to his other penned song released earlier this year, “Anumang Dulo.” This one, described by his camp as a “more mature take on love and relationships” is evidently a reflection of growth in his songwriting craft. “First love ko talaga ang music and I feel so free when I’m doing it. At heart I am really a musician,” CJ answered when it was my turn to ask questions during the presser. CJ has long been around, having gotten his first mainstream exposure in Star Circle Quest Kids edition in 2004. Fans should recall him appearing on TV shows Goin’ Bulilit, and Wansapanataym, as well as in movies Pagpag: Siyam Na Buhay, and Class of 2018. But it’s in music that he made bigger impressions, with his celebrity performer stints in “Tawag Ng Tanghalan” and Your Voice Sounds Familiar. Thus, this year marked his re-entry in the recording scene, this time as a full-pledged singersongwriter.

While he is not quitting on his acting or dancing which made his passage to the music scene less challenging, CJ found himself even more attuned to the life of being a musical artist. The way he expresses his experiences gives you a glimpse of a person who found his true calling. Dubbed as the “Viral Crooner,” CJ is working on more songs to record. He shared, “Suddenly may madi-discover akong chord na ngayon ko lang naplay. Whenever I sing my unrecorded compositions, parang narinig ko na sila kahit hindi pa talaga sila na-compose.” I told him that even Sir Paul McCartney thought that “Yesterday” was somebody else’s tune. It’s a mark of a songwriter with deep pop sensibility. “In My Imagination” is “about fighting for love, choosing to stay together, learning from mistakes, and making things work.” I am not aware of whatever mistakes or crucial decisions he must have made in the past, whether in matters of the heart or career moves. But as far as his music is concerned, he is for sure making things work.

HEN babies begin to get away from the confines of the crib and learn to crawl, walk, and run, parents are advised to look after their young children’s skin. At this stage, pediatric dermatologist Dr. Marivi Dizon said, during a virtual talk hosted by Johnson & Johnson, the baby’s skin was not yet “fully developed” and hadn’t reached complete “maturity” yet. “It’s in the working process of getting matured to pass one year of age,” Dr. Dizon said. “We have to be very careful of what they are exposed to and what we are putting on their skin.” To paint a clearer picture, she continued, “The moment they get out of the crib, they start crawling around on that dirty floor. And when they start to run around, it’s not only sweeping the dirty floor, they are already holding a lot of things on that floor.” According to Dr. Dizon, a newborn’s skin may take a year or more to mature and

gain strength. Before that, they are prone to microdamage that can cause rashes. Robert Kwon, head of Johnson Baby’s scientific management, said that microdamage was a common threat to babies. Microdamage is due to dry skin that causes redness, irritation, and “microflaking” that is not visible to the eyes.

A study conducted by J&J revealed more than half of babies have dry skin, but only 10 percent of mothers are aware of it. “The combination of having skin that’s dry and all that exposure, that can be a challenge to your baby’s skin. That can be a cause of microdamage,” Kwon stressed. Adult soaps with high pH, he added, must not be used on babies’ skin because they “tend to be a little bit harsh. We want parents to use cleansers that are really designed for babies because babies are delicate, different, and require special care.” What do parents need to do? Dr. Dizon offered four helpful pieces of advice for parents. First, moms and dads must make sure their babies’ skin is always using babyfriendly and pH-friendly cleansers. Keep the baby’s environment clean as well to reduce risk of exposure to danger. Tip three, it is important that children are hydrated and fed with healthy food. Lastly, parents should always keep their babies’ skin moisturized. To aid in keeping the baby’s delicate skin moisturized, Johnson & Johnson launched the reformulated Milk +Rice Bath and Lotion along with new ‘mombassador’ Anne Curtis. In addition to removing all the unnecessary ingredients from the old formulation, “the new Johnson’s Milk+Rice contains 100 percent more milk proteins than the previous product that can help nourish skin, plus real rice extracts that can help protect,” Kwon said.
