RAVELERS from Indonesia are banned from entering the Philippines from July 16 to the end of the month to prevent the spread and community transmission of more infectious COVID-19 variants. The Philippines will also be exporting excess oxygen supply to Indonesia as fresh COVID-19 cases reached 54,000 in 24 hours yesterday, a surge attributed to the highly contagious Delta variant. “Oxygen supply is acutely lacking and very expensive in Indonesia,” said Philippine Ambassador to Indonesia Leehiong Wee after meeting with Trade Secretary Ramon Lopez for the plan to export life-saving oxygen.

Octa Group: Focus on NCR Plus 8 to hit ‘protection’ by Sept.
FDA: Medics liable for jabs with unregistered vaccines
By Willie Casas and Joel E. Zurbano Ranjit Rye said only 10 percent of NCR resiPOPULATION protection in the National Capital Region (NCR) can be achieved by September if the government continues giving priority to the NCR Plus 8 areas in its COVID-19 vaccination program, the OCTA Research Group said Wednesday. The country seeks to vaccinate 70 percent of the population in highly urbanized areas for population protection, but OCTA’s
dents are fully vaccinated against COVID-19. OCTA has urged the government to continue giving priority to NCR Plus 8, which is composed of Metro Manila, Bulacan, Batangas, Rizal, Cavite, Laguna, Pampanga, Metro Cebu, and Metro Davao. “If we will be able to manage the pandemic in these areas, our economy will recover, [and] we could give more jobs to the public, so we’re really looking forward to opening the economy in the NCR Plus 8,” Rye said in Filipino.
By Willie Casas DOCTORS who prescribe unregistered medicines, including vaccines, are as criminally liable as importers and sellers of these products, Food and Drug Administration (FDA) chief Eric Domingo warned on Wednesday.

‘PDP-Laban of yore owes Rody a lot’ By Vito Barcelo MALACAÑANG reproached critics from the ruling political party PDPLaban who are opposed to a vice presidential bid by President Rodrigo Duterte in next year’s polls, saying he party will not be as formidable as it is now without the help of the chief executive. “PDP-Laban was a small party until the President joined them. Their party members could
only fill a jeepney before the President came along,” presidential spokesman Harry Roque said in an online press briefing. The PDP-Laban became a political powerpower house in 2016 when Duterte, then Davao mayor, was fielded as its standard bearer. League of Cities sets Friday meeting T
HE League of Cities of the Philippines will hold a general assembly on Friday (July 16, 2021) to discuss strategies to implement the Devolution Transition Plans of national government agencies.
Interior and Local Government who will relay relevant updates on EO No. 138 and the Joint Memorandum Circular on the Preparation of Local Devolution Transition Plans (DTPs). Meanwhile, representatives from the Department of Health and the Department of Social Welfare and Development will present in detail their respective functions and services that will be devolved to cities. Pangasinan Rep. Christopher de Venecia, who is the lead convener of the Arts and Culture and Creative Industries Bloc of the 18th Congress, will also grace the event to introduce the
Philippine Creative Cities Network, an organization that aims to support cities with prominent creative industries. Earlier, Interior Secretary Eduardo Año said EO No. 138 will ensure that the policy of decentralization as enshrined in the Constitution and the Local Government Code, as well as the increase in just share in national taxes for LGUs as provided for in the Mandanas-Garcia ruling of the Supreme Court, will be carried out systematically and smoothly. “Under full devolution, many good things are coming our LGUs’ way and the public in general starting next year,” Año said.
found to be 60 percent more infectious than the Alpha variant, which was first detected in the United Kingdom, and apparently behind the surge in cases in other countries. Duterte earlier expressed concern over the emergence of new COVID-19 strains like the Delta and Lambda variants and said the government is closely monitoring the country’s borders to prevent their entry. The government is set to announce new quarantine classifications for different parts of the country that will be in effect from July 16 to July 31. The Department of Health has ruled out having the classifications for longer periods because of the dynamic nature of the COVID-19 pandemic. The Philippines logged 3,806 new COVID-19 cases on Wednesday, bringing the total number of infections to 1,485,457. There were 140 new fatalities, bringing the COVID-19 death toll to 26,232. The DOH also said 6,296 persons recently recovered, bringing the total recoveries to 1,414,817. There were 44,408 active cases, of which 90 percent were mild, 3.5 percent were asymptomatic, 1.7 percent were critical, 2.8 percent were severe, and 1.95 percent were moderate. Nationwide, 57 percent of ICU beds, 46 percent of isolation beds, 42 percent of ward beds, and 37 percent of ventilators, were in use. In Metro Manila, 43 percent of ICU beds, 38 percent of isolation beds, 33 percent of ward beds, and 36 percent of
ventilators, were in use. Also on Wednesday, the Commission on Human Rights backed the IATF decision to allow children five years old and above to visit outdoor areas. “Children have the right to leisure, play, and recreational activities. This is crucial to their development and well-being while also enabling their participation in the community’s cultural, social, and artistic life,” commission spokesperson Jacqueline Ann de Guia said. “During the course of the pandemic, there have been widespread reports on the mental toll and behavioral changes in children due to quarantine restrictions, economic loss for many families, and disruption of services. Limited social interaction, remote learning, and the closing of recreational facilities have also limited the ability of children to spend time outdoors and maintain healthy well-being,” she said in a statement. She said it is better to allow the young people to safely go outdoors so they could engage in social interaction, instead of just being glued to their digital devices. “Outdoor activities will also revive their physical and mental vitality by being more engaged in the cultural and social life. More importantly, the outdoor ambiance, opportunity to access diverse recreational and leisure activities, and quality social engagement, can help maintain their well-being and mental health. Considering that face-to-face classes are still not allowed, outdoor activities can also help provide balance to the children’s confined remote learning routine,” she added.
assembly, saying it was an “unauthorized” gathering. The Pacquiao-led group will hold a separate assembly in September. “July 17, that is the national assembly. The national assembly will be presided by the president, the chairman of the party, President Rodrigo Duterte. There are personalities who will attend,” PDP-Laban deputy sec-
retary general Melvin Matibag said in a virtual press conference. Matibag said the event would be subjected to security protocols implemented by the Presidential Security Group. Members of PDP-Laban who were present during the Palace meeting were those who are pushing for Duterte to run for vice president under PDP-Laban.
We expect her numbers to climb even higher when the next survey covers the period after she indicated her openness to run for President,” Romualdez said in a statement. But the secretary general of Sara’s Hugpong ng Pagbabago political party, Anthony del Rosario, said the mayor would not join the presidential race if
her father would run for vice president. “She is not interested and she does not see a Duterte-Duterte tandem,” said Del Rosario. But according to Romualdez, the voters’ preference for President Duterte was no longer surprising. “He has the vice presidential post in the bag if ever he decides to seek it in 2022. He is the most qualified, most experienced and most trusted candidate for the job,” Romualdez said. “For the Filipino people, a Duterte-
Duterte tandem is the dream team in 2022,” he added. Del Rosario said they welcomed the survey result as it showed the “continued support of the Filipino people.” “Of course having a high rating is definitely a boost for any candidate including Mayor Sara. At the end of the day, she needs to make a decision based on other factors, not only the survey. There are other factors that come into play when thinking of running for president,” he said.
Locsin stressed the decision “contributes to the rules-based order in Asean and benefits all the countries that use the vital artery that is the South China Sea” and that the rest is “bluster.” He also thanked the US for its “reaffirmation with greater clarity” of its commitment to the Mutual Defense Treaty. “In the Southeast Asian context, that translates to keeping the peace and maintaining stability without pointless distractions. Thank you,” he said. Palace spokesman Harry Roque immediately responded and quoted President Rodrigo Duterte’s remark in September last year before the United Nations General Assembly, where he said the Philippines “firmly reject[s] attempts to undermine” the ruling. “The President in the UN said it (the
award) forms part of international law, and no one can diminish that,” Roque said in a press briefing. On July 12, 2016, the Permanent Court of Arbitration in The Hague ruled that Beijing had no historic title over the South China Sea, as it claims. It also said China had interfered with traditional Philippine fishing rights at Scarborough Shoal and breached the Philippines’ sovereign rights by exploring for oil and gas near the Reed Bank, which is within the Philippines’ exclusive economic zone. On the fifth anniversary of the arbitral tribunal ruling on July 12, State Secretary Antony Blinken repeated Washington’s commitment to protect the country during an armed attack against its public vessels or aircraft in the South China Sea.
He also cited the Hague-based court’s ruling that China has “no lawful claim” to the areas that fall within the Philippines’ exclusive economic zone and continental shelf. “The PRC (People’s Republic of China) and the Philippines, pursuant to their treaty obligations under the Law of the Sea Convention, are legally bound to comply with this decision,” Blinken said in his July 12 statement. “The United States reaffirms its July 13, 2020 policy regarding maritime claims in the South China Sea. We also reaffirm that an armed attack on Philippine armed forces, public vessels, or aircraft in the South China Sea would invoke US mutual defense commitments under Article IV of the 1951 US-Philippines Mutual Defense Treaty,” he added.
Domingo issued the warning two days after San Juan Rep. Ronaldo Zamora said he got two doses of “bootleg” Sinopharm COVID-19 vaccine in December last year, even though the country only began its vaccination program in March. He added that he was immunodeficient and that doctors told him he should get two booster shots from Pfizer-BioNTech. “Cases can be filed against the doctors and importers and distributors because it is illegal to allow the use of unregistered products,” Domingo said in Filipino. The FDA approved the compassionate use of the Sinopharm’s COVID-19 vaccine in February for the benefit of the Presidential Security Group (PSG) members. In June, the FDA granted the vaccine an emergency use authorization (EUA). Domingo said that recipients of unregistered vaccines are not liable under the law. The Department of Health (DOH), meanwhile, said it is investigating reports that some people received COVID-19 booster shots even though it has not recommended those. “We want to find out where the vaccines came from. We also want to find out... why they received the booster,” Health Undersecretary Maria Rosario Vergeire said in an interview with Teleradyo. Vergeire said medical workers would face sanctions if the anti-virus jabs came from the government vaccination sites. Vergeire reminded the public that the DOH was not yet recommending the use of booster shots. “We don’t have sufficient evidence to give an appropriate recommendation for booster shots, because studies conducted internationally and here locally are not yet complete,” she said in Filipino. As of July 11, the Philippines has administered more than 13 million doses of COVID-19 vaccines, of which more than 9.6 million were given as first dose.
“There are people who keep on denying that they will run, but their faces and names are all over the billboards and tarpaulins. VP Leni is focused on her work,” he said. Robredo tied at third place with two other possible presidential candidates in the Pulse Asia poll, which was topped by President Rodrigo Duterte’s daughter Davao City Mayor Sara Duterte-Carpio. “We remain confident, when, and if, she decides to run for President, the numbers will be there. The fight has not yet started,” Gutierrez said. Robredo also took a swipe against
popular politicians who as early as now were already eyeing the 2022 elections. Although Robredo did not name politicians, she said it would be better if they would instead focus on responding to COVID-19 cases. The vice president added that amid the increase of COVID-19 cases in many areas, it would be more prudent if politicians would seriously pay attention to the health crisis instead of focusing on national elections. “I hope that politicians will focus on what matters most—to lessen the blow of the virus and help Filipinos survive the pandemic,” Robredo said.
Bacolod City Mayor Bing Leonardia will preside over the meeting that was called following the issuance of Executive Order No. 138 by President Rodrigo Duterte which supports the full devolution of certain national government services to local government units beginning next year. “We thank President Duterte for mapping out the implementation guidelines for the devolution of services to local
governments,” Leonardia said. “Now is the time for both levels of government to collaborate and ensure that plans are aligned and important government functions are properly turned over to LGUs so we can better serve our constituencies,” he added. The event will invite key officials from the Department of Budget and Management and the Department of the

Though the vaccination priority is the NCR Plus 8, if the economy opens up, the whole country will benefit, he said. The Philippines administered over 375,000 doses of COVID-19 vaccines on Tuesday, its highest daily output so far. Earlier this week, vaccine czar Carlito Galvez said achieving herd immunity by the end of the year remains a huge challenge as only 4.5 percent of the target population have been fully vaccinated against COVID-19. “We have administered so far 13,196,282 vaccines. Of that number, we have given the first dose to 9,669,940 or 12.44 percent of our target population. For the second dose, we have only full-vaccinated 3,526,342 or about 4.54 percent of our target. So, achieving herd immunity by the end of the year remains a huge challenge,” Galvez said during President Rodrigo Duterte’s public address late Monday evening. The government initially targeted vaccinating 60 percent to 70 percent of the population or about 70 million people to achieve herd immunity. However, the tight global vaccine supply has forced health experts to shift the target toward population protection, which entails vaccinating 58 million people in highly urbanized areas. Health Secretary Francisco Duque III said achieving herd immunity is the ultimate goal, but it will depend on the arrival of vaccines. With Tuesday’s vaccination record, the country is getting closer to its goal of 500,000 jabs a day, Duque said. The country has so far administered a total of 14 million doses, Duque also said. The health chief said about 10 million people have received at least one dose of a COVID-19 vaccine while some 4 million have completed both shots. The Philippines received an additional 1 million doses of the COVID-19 vaccine developed by Chinese firm Sinovac on Wednesday morning. Other vaccine brands expected to arrive this month include Sputnik V, AstraZeneca, Pfizer, Moderna, and Johnson & Johnson. Less than 1 percent of almost 12 million recipients of COVID-19 vaccines in the Philippines reported experiencing a side effect, a member of the DOH technical advisory group said on Wednesday.
Sri Lanka, Nepal, United Arab Emirates and Oman. Restrictions that were to expire July 15 have been extended to July 31. The ban includes people traveling from Indonesia or those who have been in that country within the last 14 days preceding their arrival in the Philippines. Passengers already in transit from Indonesia within 14 days immediately preceding arrival to the Philippines, who arrive before July 16 may still be allowed to enter the country. However, these passengers will be required to undergo a full 14-day facility quarantine even after getting a negative reverse transcription-polymerase chain reaction (RT-PCR) result. Health Secretary Francisco Duque III earlier said the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) recommended a travel ban from Indonesia, which is battling a worsening surge in COVID-19 infections. Reports said Indonesia has recorded 47,899 new infections as of Tuesday, bringing its total number of infections to 2.6 million. It also reported 864 new deaths, pushing its COVID-19 death toll to over 68,000. The Philippines has so far reported a total of 19 cases of the Delta variant, which was first detected in India. The Delta coronavirus variant is

VIRUS-WRACKED Indonesia posted record daily infections topping 54,000 on Wednesday as the highly infectious Delta variant rips across the archipelago, catapulting it ahead of India as Asia’s COVID-19 epicenter. The Southeast Asian nation has been battered by a virus explosion that overwhelmed hospitals, leaving scores to die at home, while desperate relatives hunt for oxygen tanks to treat the sick. On Wednesday, Indonesia’s health ministry posted its highest-ever 54,517 new cases and 991 deaths in 24 hours – recent daily mortality rates are as high as 10 times the numbers in early June. But the official data is widely believed to be a severe undercount due to low testing rates and poor contact tracing. “Indonesia could become the epicenter of the pandemic, but it’s already the epicenter of Asia,” said Dicky Budiman, an Indonesian epidemiologist at Australia’s Griffith University. “If you look at the population difference between India and Indonesia... then the pandemic is far more serious than in India.” Indonesia’s real number of daily cases could be topping 100,000 a day and threaten to double by the end of the month with as many as 2,000 daily virus deaths, Budiman warned. India, which was battered by an eyewatering COVID wave earlier this year, was now reporting an average of about 44,000 daily cases and 1,028 deaths. But its population is almost five times that of the nearly 270 million people in Indonesia, which has about 141 cases per million people compared with around 29 cases per million in India, according to the website ourworldindata.org. Taguig starts Bakuna Nights for A4 workers By Joel E. Zurbano THE City of Taguig on Wednesday launched its Bakuna Nights, a special project initiated by Mayor Lino Edgardo Cayetano, aiming to accommodate workers who are unable to visit vaccination sites during the regular office hours. Cayetano said the city’s High Street Mega Vaccination Hub in Barangay Fort Bonifacio will be open for an evening schedule until midnight and they are planing to even expand this to a 24hour operating hub for those belonging to the A4 category, or persons working outside their residences. The event focused on several industries such as creative industries including artists and musicians working in cafes, restaurants and hotels, and self-employed artists. The local government invited workers in the events and entertainment industry and restobar owners and workers, which according to Cayetano, are “all economic drivers in the city.” “It also features live performances from local artists and performers in support of the informal entertainment sector whose livelihood was greatly affected by the pandemic,” said Cayetano. The city government can administer 8,000 jabs of vaccines throughout the city’s vaccination hubs daily. “With the addition of Bakuna Nights, more and more city residents and workers will be accommodated especially those unable to visit out vaccination sites during office hours,” the city chief executive said. The local government recently vaccinated around 100 employees of Shopee Philippines at the SM Aura Mega Vaccination Hub. Employees including human resources personnel, senior analysts, and administrative officers received their first jabs.

HE Social Security System was able to disburse P90.52 billion worth of Social Security and Employees Compensation benefits during the first five months of 2021 with 3.46 million members, pensioners and their beneficiaries.
“Along with the rapidly increasing membership base is the constant rise of benefit releases to our qualified members, pensioners, and beneficiaries. This only shows that SSS remains true to its mandate of providing meaningful social security benefits to all working Filipinos, especially during times of contingencies,” president and chief executive officer Aurora Ignacio said in a statement. Benefit disbursements from January to May 2021 were higher by 13.3 percent from P79.93 billion during the same
period a year ago, the agency said. Out of the total benefit releases, 99 percent or P89.92 billion went to the social security benefits. The balance of P608 million went to EC benefit disbursements. Under the EC program, the SSS also distributed P426 million death benefits to 16,492 beneficiaries, P78 million disability benefits to 2,044 members, P98 million sickness benefits to 11,663 members, P2 million for medical services to 393 members, and P3 million in funeral

Palace welcomes Senate probe into PCOO contract workers By Vito Barcelo MALACAÑANG on Wednesday welcomed the Senate call to look into the government hiring of 375 contractual personnel under the Presidential Communications Operations Office, which some lawmakers described as troll farms to discredit its critics. Presidential spokesman Harry Roque
made the gesture after 12 senators called for an investigation into the mass hiring of contractual of service under the PCOO headed by Secretary Martin Andanar, citing public funds are being used to finance troll farms. Senator Panfilo Lacson earlier revealed that an undersecretary has allegedly set up at least two troll farms throughout the country to discredit
critics of the administration and potential opponents in 2022. “We welcome the investigation that will be conducted by the Senate. The Senate is an independent branch of government that we cannot dictate on. So they can investigate all they want,” Roque added. The Senate call for probe came after the Commission on Audit flagged
the PCOO hiring of 375 contractual workers last year. Communications Undersecretary Kris Ablan confirmed COA’s report but insisted that the agency has no trolls, adding there are only 305 COS. He also defended the hiring of workers whose job is to accomplish “highly technical tasks.”
PH keeps Tier 1 rank in US anti-trafficking list THE Philippine retained its Tier 1 classification in the US government’s trafficking in persons (TIP) index as the Bureau of Immigration vowed to actively pursue its campaign to stop human trafficking in the country’s international ports. BI Commissioner Jaime Morente hailed the 2021 Trafficking in Persons report of the US State Department which affirmed that the Philippines fully meets the minimum standards for the elimination of trafficking. “For the sixth year in a row, the Philippines managed to retain its Tier 1 ranking in the annual TIP report. We in the Bureau of Immigration will not waver in our resolve to combat this menace to our society and the world,” Morente said in a statement.
A Tier 1 is the highest ranking, which indicates that a government has made efforts to address the problem of human trafficking, and meets the US Trafficking Victims Protection Act of 2000’s minimum standards for the elimination of trafficking. To maintain a Tier 1 ranking, governments need to demonstrate appreciable progress each year in combatting trafficking. The Philippines shares the same ranking as 27 other countries such as Australia, Canada, France, South Korea, Singapore, Taiwan, United Kingdom, and the United States. Morente underscored the important role that the BI performs in the fight against trafficking as immigration officers constitute the last line of defense in preventing the departure of trafficking victims at the ports of exit. THE Supreme Court has affirmed the implementation of the dismissal order issued by the Office of the Ombudsman against former Commission on Human Rights Commissioner Cecilia Rachel Quisumbing after it found her administratively liable for direct bribery, graft and grave misconduct. In a decision, the SC dismissed the petition of Quisumbing seeking to nullify her dismissal from government service. “Contrary to Quisumbing’s assertion, the Ombudsman need not issue a separate order for the implementation of its August 28, 2014 Joint Resolution, precisely because the Ombudsman Rules of Procedure already ordain the immediate implementation thereof,” the high court ruled. “Since the joint resolution is immediately executory, respondents did not commit grave abuse of discretion when they issued the assailed memoranda. In fact, they were simply following the law and giving due respect to the orders of the Ombudsman,” it said. Quisumbing had asked the high tribunal to set aside the September 24, 2014 memorandum issued by former Executive Secretary Paquito Ochoa and the October 1, 2014 memorandum issued by former CHR chairman Loreta Ann Rosales. These issuances implemented the Ombudsman’s August 28, 2014 joint resolution which imposed on Quisumbing the penalty of dismissal. Quisumbing argued that the issuances trample upon the constitutional powers and independence of the CHR and the Ombudsman. She argued that the assailed memoranda constituted an “undue executive control or interference” upon the constitutional independence of the CHR. The petitioner also claimed that the memoranda usurped the “sole prerogative” of the Ombudsman to order the immediate implementation of its decisions. She noted that under the Office of the Ombudsman Administrative Order No. 17, the immediate executory effect of the Ombudsman’s decisions applies only to appeals, and not to motions for reconsideration.

Mayor Joy Belmonte credited the success of the city’s vaccination program to its fleet of health-care workers, volunteers and auxiliary personnel. “From our police officers who ensure that the vaccine supply is secure from the warehouse to the sites, the doctors, nurses and other medical workers who screen patients and administer the vaccine doses, up to the volunteers who marshal our sites, distribute forms, and clean up after, and the encoders who record our patients’ data individually — the continuous success of our program is due to your unwavering efforts. We are truly grateful for your service to our QCitizens,” she said. As of July 13, at least 1,013,988 jabs have been rolled out. Of this number, 686,311 or 40.37 percent of the 1.7 million target population have received their first doses while 327,677 or 19.28 percent of the same target are fully protected after receiving their second doses. The QCProtektodo Vaccination Program has been constantly improving with the help and support of many stakeholders, including malls, homeowners’ associations, religious groups, medical organizations, schools and universities, government agencies, private sector groups and business establishments. Over the past weeks, the vaccination program has consistently reached recordhigh numbers, Belmonte said. Last June 23, the city government posted a new record by administering over 45,000 vaccines in one day. “The key has always been a whole of city approach where all stakeholders, public and private, join hands to collaborate on this program. Through this, we are confident we will reach our goal of population protection in the coming months for as long as soon as vaccine supply stabilizes,” she said. Different vaccine brands, such as Sinovac, Pfizer, AstraZeneca, Gamaleya and Moderna, have been administered to members of the A1-A5 priority groups. Belmonte said whenever there is enough supply of vaccines, the city government could operate around 50 vaccination sites simultaneously. Rio Araja

COA: P6.8B IN WORKS INCOMPLETE
AFP flagged for stalled projects By Rio N. Araja
T
HE Commission on Audit called the attention of the Armed Forces of the Philippines for 41 modernization projects worth a total of P6.8 billion that have not been completed within the contract period. In a 2020 audit, state auditors cited that nine other AFP projects worth P940 million were suspended, and that a P12-million project was terminated. COA also noted in its audit report that 22 AFP modernization projects remain unfinished as of June 30 this year. Apart from the COVID-19 pandemic, COA credited the projects’ delay to the failure to secure permits that “could
have been anticipated or resolved during the early stages of project planning and implementation.” The AFP acknowledged the delays in the projects but said it has completed P114.6 billion worth of projects since the start of the AFP modernization program, while projects worth P381 billion are ongoing. “This was the result of unforeseeable circumstances, issues with licenses, clearances and site possessions, and
some due to constraints by the manufacturers or contractors themselves,” Navy Capt. Jonathan Zata, AFP public affairs office chief, said in a statement on Wednesday. The AFP assured the public that liquidated damages were imposed, performance bonds were confiscated, and contracts were terminated due to the delays. COA also flagged the AFP for the procurement of projects, equipment, supplies and services through the Philippine International Trading Corp. (PITC) amounting to P582 million that had also been unimplemented or undelivered as of the end of 2020. “This defeats the purpose of availing the services of PITC in a timely manner to hasten project implementation,” state
auditors said. They recommended that the AFP urge the PITC to fast-track the procurement, delivery, and completion of the remaining items, or otherwise demand for a refund to be remitted to the Bureau of Treasury. “We are further (making improvements) to expedite the implementation of these delayed projects. We have already noted important lessons so that it won’t happen in future projects,” Zata said. He added that these reported delays only represent about 1.37 percent of the total worth of projects. “Generally, the AFP is meeting its targets in its AFP modernization procurement projects, but we are still working to do better,” Zata said.
DOLE pause on deployment to Israel lifted THE Department of Labor and Employment (DOLE) on Wednesday has lifted the suspension on the deployment of Filipino workers to Israel. In a memorandum, DOLE Secretary Silvestre Bello III directed Labor Attaché Rodolfo Gabasan of the Philippine Overseas Labor Office (POLO) in Israel to implement the lifting of the order effective immediately. The lifting of the temporary suspension of deployment was based on the recommendation of the Department of Foreign Affairs (DFA). “In the interest of service and based on the recommendation of the Department of Foreign Affairs to withdraw the temporary suspension of departure of OFWs to Israel as there have been low level incidents between the Israel Defense Force and Palestinian militant groups since the Hamas ceasefire took effect on May 21, 2021, you are hereby instructed to effect the lifting of the suspension of the temporary departure of Overseas Filipino Workers (OFWs) to Israel effective immediately,” it added.
DAR set to parcel CCLOAs via order THE Department of Agrarian Reform on Wednesday said it has issued guidelines to fast track the parcelization of collective certificate of land ownership award (CCLOAs) and its eventual generation, registration, and issuance of individual computerized titles (c-Titles) to farmer-beneficiaries through Administrative Order No. 1 of 2021. “This move is in line with President Rodrigo Duterte’s marching orders for the department to finish the land acquisition and distribution balance by 2024, distribute all government-owned lands and parcel the collective CLOAs to the farmer-beneficiaries,” Secretary John Castriciones said. Pursuant to Section 25 of the Republic Act No. 6657 as amended by Section 10 of RA No. 9700, DAR is mandated to immediately undertake the parcelization of CCLOAs over lands that are not collectively farmed or operated in an integrated manner. Bill filed to honor soldiers who died in C-130 crash A RESOLUTION has been filed at the House of Representatives urging the lower chamber to honor soldiers who died or were injured in the July 4 Air Force C-130 plane crash in Sulu as “fallen heroes.” Deputy Speaker and Cagayan de Oro Rep. Rufus Rodriguez filed House Resolution 1957, as he noted that the soldiers should be honored as heroes because they were “on their way to Sulu to
join the fight against terrorism.” They were to be deployed with the 11th Army Division in the province to be in the frontline in fighting the Abu Sayyaf kidnap-for-ransom group, he said. He said the soldiers’ superiors attest to their “heroism and bravery.” Four crash victims are Rodriguez’s constituents in Cagayan de Oro. The lawmaker has promised assistance for them.
Forty nine soldiers died while an additional 46 suffered varying degrees of injuries in what is considered the deadliest aviation accident in Philippine military history. Three civilians on the ground also died. In another resolution, Rodriguez asked the House to thank residents of Patikul, Sulu, who are mostly Tausugs, who helped rescue and recover the dead and injured in the C-130 crash. Maricel V. Cruz
Romualdezes help turn over DOH mobile dental vehicles TINGOG party-list Rep. Yedda Marie K. Romualdez, House Majority Leader and Leyte Rep. Martin G. Romualdez, and officials of the Department of Health (DoH) turned over on Wednesday three Mobile Dental Vehicles (MDVs) to Leyte local officials to bring quality dental care closer to the remotest barangays and help boost people’s confidence and self-esteem. The Romualdez couple expressed gratitude to Health Secretary Francisco Duque III for his “malasakit” in responding to the dental needs of their constituents through the mobile dental buses that were donated to Babatngon Leyte Rural Health Unit, Tolosa Leyte Rural Health Unit, and Tacloban City Hospital. “We thank Secretary Duque and his officials for their steadfast support to our relentless efforts to bring smile to our constituents,” Rep. Yedda Romualdez, chairperson of the House committee on welfare of children, said after attending the event at the DoHNonpariel Warehouse in Bagumbayan, Taguig City. “This project is not just about having a good set of teeth, but also to help them boost their confidence and selfesteem,” she added. Romualdez said the Mobile Dental Vehicles are expected to reach the remotest barangays to serve the poorest of the poor. “We are happy now that dental procedures may be conducted through these mobile facilities. These vehicles with dentists on board will visit the remotest barangays in Leyte where people may have no access to this very essential healthcare,” she said. The female legislator added that she and her husband wanted to bring dental services accessible and closer to the people like their other programs and projects. Maricel V. Cruz
SONA 2021 microsite launched By Maricel V. Cruz THE House of Representatives on Wednesday launched a dedicated website that provides verified information about President Rodrigo Roa Duterte’s upcoming State of the Nation Address (SONA). Speaker Lord Allan Velasco said the new website contains not only the latest news and updates about the President’s sixth and final SONA, but also the legislative accomplishments of the Duterte administration. “President Duterte has actually accomplished a lot in the past five years he was in office, and this website will bear all those achievements,” Velasco pointed out. A microsite of the official webpage of the House of Representatives, congress.gov.ph/sona2021, serves as a repository of relevant data pertaining to President Duterte’s public address slated for July 26. In the coming days, the website will also contain the Legislative Performance Report of the House and select speeches delivered by members of the 18th Congress as compiled in the book titled, “In the Name of the People.” The online platform also carries the one and a half-minute videos prepared by each of the more than 200 district and party-list representatives who have joined the campaign called “Sa Lahat ng Pagbabago, Salamat Pangulo!” (A Pre-SONA Tribute by the 18th Congress). The campaign—spearheaded by the Speaker and launched last July 5 on the official Facebook page of the House—features the priority programs, projects and policies implemented in the different legislative districts and development sectors across the country since President Duterte assumed office in 2016.
375 Navotas PWD students get cash allowance By Jun David THE City Government of Navotas has started the distribution of cash allowance to special education (SPED) students. Some 375 beneficiaries of the Persons with Disabilities (PWD) Students Educational Assistance/Scholarship received their January to May cash allowance worth P2,500. Of this number, 341 are elementary students, 12 are in high school, and 22 are currently enrolled in Navotas Polytechnic College. Under the scholarship, Navotas provides PWD students with P500 monthly educational assistance or P5,000 per academic year.
The scholars, on the other hand, are expected to attend at least 90% of the allotted school days per school year and actively participate in their respective classes. “This school year has been difficult for our learners, especially those who are differently-abled. We hope that through the educational assistance, we were able to lessen their worries and help them cope with the challenges brought about by the pandemic,” Mayor Toby Tiangco said. Applicants to the program need to be Navoteños or at least one of their parents/guardians are bonafide residents and registered voters in Navotas. They should be enrolled in a public school or any SPED school within the city.

Hold Myanmar accountable for coup, US tells ASEAN
T
HE US has “deep concerns” about the situation in Myanmar following February’s coup, urging the Association of Southeast Asian Nations to take action, the State Department said. Myanmar has been in chaos and its economy paralyzed since the military ousted Aung San Suu Kyi’s government earlier this year, accusing it of fraud during the 2020 elections. US Secretary of State Antony Blinken “called on ASEAN to take joint action to urge the end of violence, the restoration of Burma’s democratic transition,
and the release of all those unjustly detained,” State Department spokesman Ned Price said in a statement, using the country’s former name. As well as expressing his “deep concern” about ASEAN member Myanmar, Blinken also pushed the bloc to put into place its five-point plan for Myanmar drafted in April, calling on ASEAN “to
take immediate action to hold the Burmese regime accountable to the consensus and to appoint a special envoy,” said Price. Earlier this month Washington imposed fresh sanctions on 22 people related to the military coup and subsequent attacks on the country’s pro-democracy movement. Former leader Suu Kyi is currently under house arrest while on trial for a raft of charges that could see her jailed for more than a decade. Mass demonstrations against the takeover were met with violent repression around the country, which is also dealing
Sydney extends virus lockdown by two weeks SYDNEY’S five million residents will be in virus lockdown for at least another two weeks, state premier Gladys Berejiklian announced on Wednesday, rejecting calls to tighten restrictions further. Australia’s largest city is already in its third week of a partial lockdown and struggling to bring a fast-spreading outbreak of the Delta variant under control. In the past 24 hours, 97 new cases were recorded, more than the 89 reported the previous day. Australia had been widely lauded for its early handling of the pandemic. But a painfully slow vaccine rollout has left less than 10 percent of the population protected as much of the world gingerly reopens. “It always hurts to say this, but we need to extend the lockdown, at least a further two weeks,” said Berejiklian, premier of New South Wales state, of which Sydney is the capital. Under Australia’s “COVID zero” strategy, authorities are trying to stamp out community transmission completely. Sydney’s lockdown was due to end on July 16, but that date has now been pushed back until July 30. “I appreciate people who are stressed and upset about what is going on, myself included,” Berejiklian said. “None of us want to be in this situation. But it is our job to keep the community safe.” Most Sydney residents are allowed to leave home for exercise, essential shopping, work or health reasons, but schools are closed and people are encouraged to remain at home. with surging coronavirus infections. More than 900 civilians have been killed by the junta’s forces, according to a local monitoring group. The military has justified its actions as a means to protect democracy, alleging electoral fraud in November elections which Suu Kyi’s party won in a landslide. Myanmar has been ruled almost continually by the army since 1962, just over a decade since independence from Britain. COVID case cuts short Singapore ‘cruise to nowhere’ AN OCEAN liner on a “cruise to nowhere” was forced to make an earlierthan-scheduled return to Singapore Wednesday after a coronavirus case was detected on board, reports said. The cruises – starting and ending in Singapore, with no stops – were launched last year as part of the travel industry’s attempt to bounce back from a pandemic-induced crunch. They have proved popular among those seeking an escape from the tiny city-state, which has only had a mild outbreak but largely kept its borders closed. The Dream Cruises ship returned to Singapore early Wednesday, several
hours earlier than planned, after the case was found. Passengers on board were informed in the early hours that a guest had tested positive and told to return to their rooms, broadcaster CNA said, quoting a passenger. The individual, who returned a positive PCR test, was believed to have been in close contact with another case before boarding, the report added. Local newspaper the Straits Times said the passenger was fully vaccinated and had tested negative before boarding. The ship, owned and operated by Malaysian conglomerate Genting Group, left Singapore on Sunday
evening for the four-day cruise. Genting did not immediately respond to AFP’s request for a comment. The company has introduced a raft of safety measures on board, including regularly disinfecting public areas. A “cruise to nowhere” was also cut short in December after an elderly man tested positive. However, that case proved to be a false alarm, with subsequent results coming back negative. The cruise industry worldwide is struggling to get back on its feet after voyages were halted at the start of the pandemic, and several vessels were hit by outbreaks. AFP
Taliban capture key Afghan border crossing with Pakistan: spokesman
PROTESTING TO HIGH HEAVEN.
THE Taliban said Wednesday they had captured the strategic border crossing of Spin Boldak along the frontier with Pakistan, continuing sweeping gains made since foreign forces stepped up their withdrawal. “The (Taliban) Mujahideen have captured an important border town called Wesh in Kandahar,” Taliban spokesman, Zabihullah Mujahid, said in a statement. “With this, the important road between (Spin) Boldak and Chaman and Kandahar customs have come under Mujahideen control.” A Pakistan security source confirmed the insurgents had taken control of the crossing. fence ministry said it was checking developments. “The Taliban has taken control of the Afghan side of the Chaman-Spin Boldak border crossing,” the Pakistani security source told AFP on condition of anonymity. “They have raised their flag and removed the Afghan flag.” The Taliban have launched a widespread offensive across the countryside since early May when US-led foreign forces began their final withdrawal of troops. Since then, the insurgents have captured at least three other crossings along the borders with Tajikistan, Turkmenistan and Iran. AFP
Pakistan bus blast kills 13, including nine Chinese staff NINE Chinese workers were among 13 people killed on Wednesday when a blast on a bus sent it careering down a ravine in north-western Pakistan, officials said. The bus was carrying Chinese engineers, surveyors and mechanical staff to the Dasu dam site in Khyber Pakhtunkhwa province, which is under construction. “The blast sparked a fire in the engine plunging the vehicle into a ravine, a local government official told AFP, requesting not be named. He said a further 28 Chinese nationals were injured. A senior local police official, who also asked not to be named, confirmed the incident and said “it was a heavy blast but its nature is not known yet.” The Chinese embassy in Pakistan posted a statement on Wednesday, saying that “a certain project of a Chinese firm in Pakistan suffered an attack, which caused the deaths of Chinese nationals.” It urged Chinese firms to strengthen their security procedures. Security of Chinese workers has long been an issue of concern in Pakistan, where Beijing has poured in tens of billions of dollars in recent years, and large numbers of Chinese nationals are now based in the country to supervise and build infrastructure projects. Final death toll in China hotel collapse put at 17 NINE more people have been confirmed dead in the collapse of a budget hotel in eastern China, bringing the final toll to 17, as state media on Wednesday announced the end of search and recovery efforts. Six others were earlier rescued from the rubble of the Siji Kaiyuan hotel, which crumbled in a heap of shattered concrete and bent metal beams two days earlier in the picturesque city of Suzhou. All of those rescued were in stable condition, state-run television said. It added that an unspecified number of people linked to the hotel had been detained and an investigation into the cause of the disaster was under way. The hotel opened in 2018 and had 54 guest rooms, according to its listing on the travel site Ctrip. Suzhou, a city of more than 12 million people roughly 100 kilometers west of Shanghai, is a popular destination for tourists drawn to its canals and centuries-old gardens. Building collapses or accidents are not uncommon in China and are often blamed on lax construction standards or corruption. The collapse of a quarantine hotel in southern China’s Quanzhou city last March killed 29 people, with authorities later finding that three floors had been added illegally to the building’s original four-storey structure. And authorities in May evacuated one of China’s tallest skyscrapers, the SEG Plaza in the southern city of Shenzhen after it shook multiple times over several days. AFP

TOCKS bounced back Wednesday on bargain hunting after investors were spooked by the move of Fitch Ratings the other day to revise its credit rating outlook on the Philippines to negative from stable after keeping the investment grade score of “BBB.”
The Philippine Stock Exchange Index rose 40.28 points, or 0.6 percent, to 6,835.41 on a value turnover of P4.4 billion. Losers, however, beat gainers, 117 to 70, with 58 issues unchanged.
SM Investments Corp. of the Sy Group climbed 2 percent to P1,010, while Metropolitan Bank & Trust Co., the second-biggest lender in terms of assets, added 1.9 percent to P49. GMA Network Inc., the biggest broadcasting firm, however, slumped 4.6 percent to P12.88, while LT Group Inc. of airline and tobacco tycoon Lucio Tan fell 3.9 percent to P11. The rest of Asian markets fell on Wednesday as a surprise surge in US inflation raised investor concerns over the direction of Federal Reserve policy. They took their cue from Wall Street, where stocks retreated from records after data showed the biggest jump in US inflation in more than a decade. The consumer price index spiked a
higher-than-expected 5.4 percent in the 12 months ended in June, not seasonally adjusted, the highest rate since August 2008. The US central bank has said repeatedly that stiff increases in consumer prices will be transitory but investors will be keenly waiting to hear from Fed Chair Jerome Powell, who will testify to Congress on Wednesday and Thursday. Powell likely will find himself defending the Fed’s pledge to continue providing stimulus to the US economy until there has been substantial progress on lowering unemployment and getting inflation to hold above two percent. “The key question for the Fed and markets in general is whether the sustained lift in inflation seen over the past couple

Fossil fuel power demand hits peak globally—analysis PARIS—Electricity generation from fossil fuel has peaked worldwide as emerging markets opt for cheaper renewable technology as part of a global shift to cleaner energy, analysis showed Wednesday. Renewable options such as solar and wind are already the cheapest source of new power generation in 90 percent of the world’s markets, meaning developing nations can avoid oil and gas as they seek to meet growing electricity demand. New research from India’s Council on Energy, Environment and Water (CEEW) and the financial think tank Carbon Tracker showed how emerging markets are already “leapfrogging” fossil fuel infrastructure and heading straight for green power generation. These same markets account for nearly 90 percent of future electricity demand, the analysis found. It also showed that fossil fuel demand has already peaked in nearly all emerging markets, barring China. But with solar and wind capacity growing rapidly in the world’s mostpolluting nation, fossil fuel demand there is predicted to peak within five years. And, as demand plateaus, the study found that continuing to build fossil fuel-powered infrastructure could cost governments billions in stranded assets. China stands to lose up to $16 billion by 2030 if it pushes ahead with its new planned coal plants, for example. “Emerging markets are about to generate all the growth in their electricity supply from renewables,” said Kingsmill Bond, Carbon Tracker energy strategist and report co-author. “The move will cut the costs of their fossil fuel imports, create jobs in domestic clean power industries, and save millions of lives lost to fossil fuel pollutants.” The analysis used the example of India—a major polluter and also a main driver of electricity demand growth-- to show how power systems might be rapidly decarbonized with the right economic conditions. AFP
of months is still likely to be transitory, or will it be more persistent, warranting an earlier normalization in Fed policy,” senior economist Tapas Strickland of National Australia Bank said in a note. All three main US indexes closed lower following the inflation data, with the Dow slipping 0.3 percent. Asian markets followed Wall Street’s lead, with Tokyo closing 0.4 percent lower while Shanghai retreated 1.1 percent and Hong Kong fell 0.6 percent. Among other Asian markets, Singapore, Bangkok, Jakarta and Seoul also saw losses while Taipei was flat. “Nowhere is probably going to be more nervous that the Fed finally blinks than Asia,” said OANDA’s Jeffrey Halley. Better economy, merger boom boost US bank earnings NEW YORK—Profits at Goldman Sachs leaped on a merger boom, while JPMorgan Chase’s results were boosted by the halo effect on loan quality from an improving macroeconomy, according to results released Tuesday. The two financial heavyweights both reported soaring second-quarter profits compared with the year-ago period when large banks set aside massive provisions in case clients defaulted amid the coronavirus downturn. But vaccines for COVID-19 and the gradual reopening of the economy have made those days seem long ago. “Consumer and wholesale balance sheets remain exceptionally strong as the economic outlook continues to improve,” said Chief Executive Jamie Dimon. The biggest US bank by assets, JPMorgan kicked off the earnings season for the sector, reporting that profits more than doubled to $11.9 billion, including
a boost from $3 billion that had been set aside as reserves. JPMorgan had budgeted $8.9 billion for bad loans in the year-ago period, but it reported just $734 million in chargeoffs for bad loans in the second quarter. But revenues for the period fell eight percent to $30.5 billion, as the bank’s trading business saw much less activity compared with the year-ago level. At Goldman, profits came in at $5.3 billion in the second quarter, up from just $197 million in the year-ago period. Revenues were $15.4 billion, up 16 percent from the year-ago period and the second highest quarterly revenues in the firm’s history after the first quarter of 2021. “Our second quarter performance and record revenues for the first half of the year demonstrate the strength of our client franchise and our continued progress on our strategic priorities,” said Chief Executive David Solomon,
who said the firm would work to support clients who “still face challenges in overcoming the pandemic.” Goldman’s results reflected a jump in financial advisory revenues due to a rise in completed mergers and acquisition transactions. The firm’s backlog of additional deals also “increased significantly compared with the end of 2020,” Goldman said. However, Goldman also saw a steep drop in markets revenue on lower volatility compared with the 2020 period. But as with JPMorgan, Goldman’s results were lifted by reserve releases and a favorable comparison from the year-ago period when Goldman also established hefty provisions for bad loans. Last year’s results were also dented by legal and regulatory costs that were more than 10 times the sum in 2021 period. AFP
LONDON—Britain’s annual inflation rate has soared close to a three-year peak as consumer prices accelerated on easing virus curbs, official data showed Wednesday. The Consumer Prices Index hit 2.5 percent in June, which was the highest rate since August 2018 and compared with a 2.1 percent gain in May 2021, the Office for National Statistics said in a statement. Inflationary pressures were partly stoked by the temporary impact of rising motor fuel costs, which soared in line with the global oil market. “Inflation rose for the fourth consecutive month to its highest rate for almost three years,” said ONS statistician Jonathan Athow. “The rise was widespread, for example coming from price increases for food and for second-hand cars where there are reports of increased demand. “Some of the increase is from temporary effects, for example rising fuel prices which continue to increase inflation, but much of this is due to prices recovering from lows earlier in the pandemic.” Increasing clothing and footwear prices had also added upward pressure, he added. Inflation has accelerated sharply since March, when the UK government began a phased lifting of coronavirus restrictions. The national inflation rate topped 2.0 percent in May, breaching the Bank of England’s target level for the first time since 2019. The economy is meanwhile set to fully reopen next Monday, with the lifting of most pandemic curbs in England. Investors are on red alert over global inflation as galloping prices could force policymakers to raise interest rates, hindering economic recovery. A key driver of the inflation that countries have experienced in recent months has been surging commodity prices—particularly crude oil. AFP
Tobacco companies sustain push into healthcare but gov’t keeps bias
CIGARETTE companies have seen the writing on the wall. The younger population comprising mainly of the Gen Z and millennial generations prefer a healthy lifestyle. The cigarette makers, thus, began to understand the preference of the two new generations and the only plausible way to keep the younger market is to fittingly evolve into a broader healthcare and wellness firms. Major tobacco firms are proceeding with this paradigm shift consistent with a thrust to change their image. The switch to less health harmful products and the intentions of the tobacco companies, unfortunately, are being ignored by the Department of Heath. Cigarette firms, for one, have tried to lend a helping hand to the government in the beginning of the COVID-19 pandemic. The Philippines has been grappling with the pandemic for over a year now, with communities facing rising infections. The economy sank into a steep recession last year, with the government still caught between further reopening the economy and reverting to stricter lockdown rules. Tobacco firms offered their own help
to alleviate the situation. But certain people in the government shunned the assistance. The Committee on Good Governance and Public Accountability of the House of Representatives recently called out the the DOH and the Food and Drug Administration for the perfidy of the two agencies when they aggressively pushed for legislation to pass the Civil Service Commission Joint Memorandum Circular No. 2010-01, prohibiting government offices from interacting with the tobacco industry. House members immediately found the JMC discriminatory. It is alienating legitimate industries from helping in the war against COVID-19. The House hearings have also discovered the hypocrisy of DOH and FDA—both are soliciting and using funds from foreign advocates to back the JMC, thus clearly influencing the government’s policy determination. The JMC was supposedly based on Article 5.3 of the World Health Organization’s Framework Convention for Tobacco Control (FCTC) which the Philippines is a party to. But Article 5.3 merely seeks to preserve the integrity of the legislative process to avoid “subversive” tactics. It was not meant to exclude the tobacco industry from interacting with government agencies. The FDA and DOH abused the intent of the JMC by excluding the tobacco industry in discussions with the government in policy determination,
and is preventing the industry from contributing in the communities where it operates. Both agencies last year pushed hard to exclude the tobacco industry from the campaign to procure and donate vaccines in the country, despite its legitimacy and being regulated under RA 9211 (Tobacco Regulation Act). Both agencies rejected, among others, the outright the donation of 370 respirators by the Lucio Tan group, which is identified with the tobacco industry sector. The donated respirators remain in the DOH warehouse unused, despite the national health emergency, and greenlight from the Civil Service Commission. During a House committee hearing, members of Congress were livid to find out that the procurement of ventilators, much needed life saving devices amid the COVID-19 pandemic, were blocked. Rep. Jericho Nograles described the FDA and DOH actions as “disappointing” as the government’s top priority should be “to save lives, not push for an advocacy that rejects any help to save lives.” Rep. Sharon Garin called the priorities of the FDA and DOH “distorted,” for refusing donations of machines, vaccines, and PPEs, while advocating for NGOs “who have never given us anything other than funds for your issuances or public consultations.” The House committee hearings also opened a can worms. They discovered a questionable receipt of private funding to the FDA and DOH in exchange for the
issuance of policies directed against a legitimate industry. The DOH and FDA admitted in the hearings that they are receiving financial grants from known tobacco control advocates such as the International Union Against Tuberculosis and Lung Disease (the “Union”) and Bloomberg Philanthropies (“Bloomberg”) (“Foreign Funders” collectively). The Union and Bloomberg are known tobacco control advocates the give out funding and grants to entities, whether government or non-government, for purposes of getting governments to enact strict tobacco policies. The FDA received US$150,430.00 from the Union in 2016 for a project titled “Strengthening the regulatory systems on tobacco control” to be implemented from 2017 to 2020. Rep. Dante Marcoleta lambasted the impropriety of accepting and soliciting funds for purposes of regulation of a legitimate industry “because the money being solicited is coming from the advocate that bans and prohibits the use, manufacture and the sale of a product in this country.” The committee has noted that there is no current legislation that supports the approach of the JMC to prohibit the tobacco industry from interacting with government agencies and officials. Hence, the JMC has no legal basis to exclude, or alienate the tobacco industry. E-mail: rayenano@yahoo.com or extrastory2000@gmail.com

Aboitiz building 7-tower complex in its Batangas industrial park By Alena Mae S. Flores LIMA Land Inc., a property development unit of the Aboitiz Group, said Wednesday it will build a seven-tower office complex at the LIMA Estate in Batangas, with the first building set to break ground later this year. LIMA Land said it would capitalize on the anticipated boom of business process outsourcing companies outside the National Capital region as it continues to transform a 30-hectare commercial area in LIMA Estate as a central business district. It cited a recent market study by real estate consulting firm PRIME Philippines, which revealed that the BPO sector would likely take up office spaces with expansion investments outside of the congested Metro Manila. PRIME noted that with the pipeline of infrastructure projects boosting interconnectivity between Metro Manila and neighboring areas, developers were expected to increase their land banks in key provinces, including Batangas. “We are excited to get started on our seven-tower office complex, which will further spur much-needed economic activity and employment opportunities in the countryside post-pandemic. We believe that this is a fitting next step in our expansion, as we seek to drive the growth of Batangas through this world-class development,” said Rafael Fernandez de Mesa, first vice president for Aboitiz Integrated Economic Centers. The LIMA CBD is LIMA Estate’s 30-hectare commercial area and the first CBD to rise in Batangas. It houses various commercial components such as The Outlets at Lipa, LIMA Exchange, LIMA Park Hotel and LIMA Transport Hub. LIMA Land put four hectares of commercial lot inventory up for grabs. Lot sizes range from 1,800 up to 5,000 square meters, ideal for BPO companies, offices, dormitories, condominiums, schools, hospitals, hotels, civic centers and other commercial uses.

PNR Calamba construction to employ 10,000 next year By Darwin G. Amojelar
T
HE Department of Transportation expects to start the construction of the 56-kilometer, P344.6-billion PNR Calamba line next year that will generate more than 10,000 direct jobs.
Transportation Secretary Arthur Tugade said the project would provide employment opportunities not only for residents of Calamba but also from nearby municipalities. He said employees and students would benefit from the operation of the PNR Calamba project which would significantly cut travel time between Metro Manila and Laguna, enabling them to spend more time with their families.
Tugade said the completion of the project would also boost local and regional economic development. “If we are going to complete this, this would lift the economy of Calamba. Remember, this is a historical site. Imagine the benefits it would generate for tourism,” Tugade said. One of the flagship projects of the “Build, Build, Build” program of the Duterte administration, PNR Calamba is the third leg of the massive North-South Commuter Railway project. It will connect Metro Manila (Solis St., Tondo) and Calamba, Laguna and reduce travel time from four hours to just one hour. The 56-kilometer railway project is expected to serve at least 340,000 passengers a day during its partial operations. Ridership is expected to increase up to 550,000 passengers once the railway is on full operation by 2028. Funded by the Japan International Cooperation Agency and the Asian De-
Udenna unit set to complete purchase of Shell’s 45% holdings in Malampaya MALAMPAYA Energy XP Pte. Ltd., a unit of Udenna Corp., expects to complete the acquisition of the 45-percent interest of Shell Philippines Exploration B.V. in the Malampaya gas-to-power project in northwest Palawan late this year, a top executive said Wednesday. Malampaya Energy chief executive Raouf Kizilbash said during a Senate energy committee hearing the company was hoping to get the consent of joint venture partner PNOC Exploration Corp. on the transaction and the Department of Energy. “We are looking at DOE and... getting PNOC’s consent when DOE starts its financial evaluation,” Kizilbash said. “The target date when the new shareholder would start making decisions for that business...would be end November or December 1st. That’s the target,” he said when asked by Senator Sherwin Gatchalian. Gatchalian wanted the Udenna Group to show its financial and technical competence in taking over as operator of the
Malampaya project. Shell Petroleum N.V. signed an agreement with Malampaya Energy in May to sell its 100-percent shareholding in Spex, which holds a 45-percent operating interest in SC 38 for up to $460 million. Kizilbash said the Udenna Group was prepared to support the expansion of the Malampaya project. He said the group retained $100 million as investment after it acquired the 45-percent stake of Chevron Malampaya LLC and another $100 million would be invested in the Spex transaction. “What we have provided is about US$100 million. We’ve retained in the Chevron companies between UC 38 and Singapore companies, UC Malampaya. In addition, when we take over the Shell business, there will be cash in that company as well as about US$100 million. There will be about $200 million that can be used for exploration and growth,” Kilibash said. Alena Mae S. Flores

Industry body eyes 1m electric vehicles on the road by 2030 By Othel V. Campos THE Electric Vehicle Association of the Philippines on Wednesday disclosed its target of 1 million evehicles plying Philippine roads by 2030, thrice more than the previous forecast of 300,000 units. EVAP president Edmund Araga said in a pre-event briefing the industry was hoping to achieve the forecast with the enactment of the Electric Vehicles and Charging Stations Act, which is waiting for bicameral approval. “Our target was to be... noisier than ever on approving the law. We never stopped. We move forward on having it approved. We are hoping that this year, it will happen. We want to really keep on pushing it forward and we expect that all will come into place if the regulations are established,” Araga said. He said the e-vehicle units could be two-wheeled, three-wheeled and four-wheeled as long as they could be utilized for public transportation. Araga said more people were inclined to buy and use e-vehicles, while the proposed law would help bring down the purchase cost. The group together with Manila Electric Company and the Department of Energy will host the 9th Philippine Electric Vehicle Summit on Aug. 26 and 27. The two-day summit, with the themed “Accelerating the Switch to Electro-Mobility in the Philippines”, will focus on fast-tracking electric vehicle adoption in the local transport sector in line with the government’s medium-term goal of attaining a low-carbon economy. “We need to step up our efforts to achieve our goals for rapid EV deployment, and to do this, government and private sectors need to collectively reaffirm their commitment to do so,” Araga said.
FMIC and UA&P economists cut ‘21 growth goals on weak Q1 data By Julito G. Rada ECONOMISTS from First Metro Investment Corp., the investment banking arm of the Metrobank Group, and University of Asia & the Pacific on Wednesday reduced the 2021 gross domestic product growth forecast to a range of 5 percent to 6 percent from their previous estimate of 5.5 percent to 6.5 percent, taking into account the lockdowns imposed in the first quarter in NCR Plus. UA&P Prof. Victor Abola said during the FMIC and UA&P mid-year economic briefing they considered the 4.2-percent GDP contraction in the first quarter and the lockdown in March and April in their latest fullyear growth forecast. “Part of that was the renewed lockdowns... and the negative growth in the first quarter. But this is a minor revision and it is aligned with the government’s projection [of 6 percent to 7 percent growth]. We are aligned with how government policymakers see the situation,” Abola said. First Metro president Jose Patricio Dumlao said the domestic economy would switch to the growth phase towards the end of the year, rebounding from a 9.6-percent contraction last year, the worst since World War 2. “Although early signs of recovery at the onset of 2021 were halted due to the surge of COVID-19 cases and subsequent lockdown of NCR Plus in March, our economy remained resilient,” Dumlao said. “The country has maintained its credit ratings and we continue to have a strong and healthy banking system, ample foreign reserves and adequate fiscal stamina. And now, we are seeing our economy switching from resilience to growth,” Dumlao said.
IN BRIEF
Food inflation seen to reach peak in July THE Department of Finance expects food inflation to peak this month before easing in the coming months. It said in an economic bulletin “bolstering food productivity is necessary for long-term food price stability.” “Meanwhile, crude oil prices trend up as global recovery boosts oil demand. A quick pass-through of international crude oil prices on domestic prices is desirable since the country is an oil importer. The use of more energy efficient technologies has allowed the country to trim down the impact of oil price adjustments on domestic inflation,” the agency said. Inflation slowed down to 4.1 percent in June, after recording an inflation of 4.5 percent for three consecutive months. The figure brought the average inflation in the first semester to 4.4 percent, over the target range of 2 percent to 4 percent for the year. Food price inflation maintained its pace in June at 4.88 percent, unchanged from May’s 4.87 percent. Julito G. Rada
Skyway Stage 3 moves to ease traffic SKYWAY O&M, operator of the Skyway system and a unit of San Miguel Corp.’s SMC Infrastructure, expects more seamless movement along the new Skyway Stage 3 with the implementation of measures to avoid congestion on access and exit points following the first day of toll collection on the elevated expressway. These measures resulted in faster throughput of vehicles even at high-volume toll plazas just a day later. “It’s unfortunate that many motorists were caught in traffic last Monday. We apologize for the inconvenience. While this was not totally unexpected on the first day of toll collection, for our part, we know we have to do better. Hopefully, with the measures we put in place, traffic conditions will continue to improve and normalize,” said SMC president Ramon Ang. “Our Skyway teams are always on the ground, and we monitor our expressways via cameras 24/7. If there’s any issue, we can respond and make corrective measures very quickly,” he said.

Obiena vows to perform with pride By Randy Caluag
PH Sports Hall of Fame enshrines 10 sports heroes THE Philippine Sports Hall of Fame will formally enshrine 10 of the country’s sports heroes on Sunday in an elegant digital ceremony worthy of their unparalleled achievements. Football great Paulino Alcantara, famed swimmer Eric Buhain, track and field celebrity Elma Muros-Posadas, basketball’s Robert Jaworski, and 1988 Olympic gold medalist Arianne Cerdena of bowling will be elevated into the pantheon of Filipino sports idols in ceremonies to be aired this Sunday on PTV4 starting 7 p.m. Joining the fourth batch of inductees since the Philippine Sports Commission established the PSHOF more than a decade ago are Dionisio Calvo (basketball and football coach), Gertrudes Lozada (swimming), Rogelio Onofre (athletics), and Olympic bronze medalist boxers Leopoldo Serantes and Roel Velasco. “Congratulations to all the fourth batch of enshrinees! These heroes and their achievements have become a source of pride and inspiration for us and the future generation of Filipinos,’’ said PSC chairman William Ramirez, also the Chairman of the PSHOF. By virtue of Republic Act 8757 or the Philippine Sports Hall of Fame Act, the PSHOF Selection Committee is chaired by Ramirez as PSC chairman with Philippine Olympic Committee President Abraham Tolentino as vice-chairperson. “I definitely appreciate the work of the committee for this recognition of our sports heroes, which serves as an inspiration to all,’’ said Tolentino. “It was a journey of discovery. I would like to thank everyone for all their work. It is very enriching for me to be part of this. I am pleased with the choices of both the review and selection committees,” said Ramirez. The 10 enshrinees will receive P200,000 each, plus a well-crafted PSHOF trophy during the digital awarding ceremony.

ILIPINO pole vaulter Ernest “EJ” Obiena expressed his disappointment after losing the rare opportunity of being one of two flagbearers for Team Philippines during the opening of the Tokyo Olympics. “I am greatly disheartened to say the least that I was withdrawn to be the flag bearer for the 2021 Tokyo Olympics,” said Obiena, one of the top bets expected to deliver medals for the Philippines.
LITO CINCO I GUESS this is the best way for me to describe how I feel towards the Tokyo Olympics as far as our competing athletes are concerned --optimistic but realistic. Looking at the list of Filipino athletes, who realized their dreams of being an Olympian, weightlifter Hidilyn Diaz, golfer Yuka Saso, boxers Eumir Marcial, Irish Magno and Nesthy Petecio, gymnast Carlos Yulo and polevaulter EJ Obiena, probably have a better chance than the rest to bring home a medal.
with pride. Thank you for all your support through this tough time, it’s what keeps me going,” Obiena. Philippine Olympic Committee president Abraham Tolentino said they still tried to make way for Obiena and asked the Philippine Athletics Track and Field Association if his flight could be rebooked for an earlier date. But it was not possible. Being eyed for replacements are boxers Eumir Felix Marcial and Carlo Paalam, rower Cris Nievarez, taekwondo jin Kurt Barbosa, shooter Jayson Gonzales and golfer Juvic Pagunsan.

Optimistic, but realistic THE BOTTOM LINE
Obiena, along with Fil-Japanese judoka Kiyomi Watanabe, were initially chosen to do flagbearing chores during the Parade of Nationals on July 23. But strict health protocols at the airport could delay Obiena, who is
arriving at noontime on the day of opening ceremonies. Tokyo organizers said that flagbearers are now required to be in Tokyo, Japan at least 48 hours before the opening rites. “I proudly accepted the position to raise the flag of the country I was born and raised in, but there are things that are out of my control,” Obiena added in his post on his official social media page. Nevertheless, Obiena said he will still perform his best and take pride in carrying the Philippine flag. “We will still be holding our head high and reppin’ the red, blue and white
If any of them wins an Olympic gold, I can only imagine the euphoria and jubilation of the entire country, maybe see a renaissance in Philippine sports. We came close thrice, twice in boxing and once in weightlifting. Anthony Villanueva lost in a controversial final bout against Russian Stanislav Stepashkin in the men’s featherweight in the 1964 Tokyo Olympiad. Then, Onyok Velasco duplicated the feat in the 1996 Atlanta Olympics, losing to Daniel Petrov in the light flyweight division. The latest silver medal came at the 2016 Rio de Janeiro Olympiad, where Diaz settled for a silver medal in the women’s 53-kg division. Other Filipino athletes, who gave us bronze medals were swimmer Teofilo Yldefonso, tracksters Simeon Toribio and Miguel White, and boxer Jose Villanueva,
all of which happened before World War II that regular sports fans barely remember. After the war, those who went home with a bronze were boxers Leopoldo Serrantes at the 1988 Seoul Olympiad and Roel Velasco in the 1992 Barcelona Olympics. And that was it. This time, the prospective medalists are definitely better prepared, with both the private and government sectors pitching in to provide what is normally the missing link -- international training and exposure of the athletes, with most of them practically spending a lot of time in foreign countries with their respective foreign coaches. In terms of preparation then, I would say that this is the best prepared Philippine Olympic team, at least for some of the athletes. The other Filipino hopefuls are Carlo Paalam in boxing, taekwondo jin Kurt Barbosa, skateboarder Margielyn Didal, golfer Juvic Pagunsan, rower Cris Nievarez, weightlifter Elreen Ando, shooter Jayson Valdez, judoka Kiyomi Watanabe,
trackster Kristina Knott, golfer Bianca Pagdanganan, and a pair of swimmers FilAmerican Remedy Rule and Fil-Australian Luke Gebbie. A lot of hopes, with a dash of prayers, I can only wish them all the best of luck. *** A little update on our “Ayuda Sa Atleta” campaign. Distribution of gift packs is presently going on to the first recipients, the para athletes and their coaches. Among the first groups to pick up are athletics, chess, para sailing, badminton and yesterday, from my house in Taguig, dance sport and wheelchair basketball. Main distribution point is Annette Nelmida’s place in Muntinlupa and other para NSAs are requested to get in touch with her at tel. no. 09176263255, or me at tel. no. 09209241981, to coordinate pick ups. Next will be the national athletes, and how I wish we could give to all. Donations are accepted until the end of July. Advance thanks to all who helped and will help. God bless you all.
POLIO survivor Achele Guion will once again join the Philippine delegation after becoming the sixth Filipino para-athlete to qualify for the Tokyo Paralympic Games next month. Philippine delegation chef de mission Kiko Diaz said he got confirmation on Guion’s status Tuesday evening. “Just wanted to share the great news that para powerlifter Achele Guion is our 6th para-athlete to qualify for the Tokyo Paralympic Games,” said Diaz. Diaz said Guion was given an allocation via the Bipartite Commission Invitation Allocation Method. The allocation, according to the rules, is not based on ranking or performance in competition, given to athletes who have not had a chance to qualify through the regular route. The 49-year-old Guion joins swimmer Gary Bejino, an amputee who lost his right arm and leg at age seven after he sustained an electric shock. With them are right arm amputee Allain Ganapin (taekwondo), Jerold Magliwan and Janette Acevedo (athletics) and Ernie Gawilan (swimming). Guion last joined an international meet three years ago. Back then, Guion bagged a silver in the 2018 Asian Para Games in Jakarta in the women’s -45kg event behind China’s Guo Lingling.

TV5 registers ‘remarkable’nationwide viewership growth
US actress Scarlett Johansson in a scene from the blockbuster ‘Black Widow.’
Marvel’s ‘Black Widow’sets new pandemic box office record NEW Disney superhero film Black Widow took just over $80 million in North American theaters this weekend —a pandemic-era record that highlights the continuing lure of the Marvel Cinematic Universe—industry watcher Exhibitor Relations reported Monday. The movie, starring Scarlett Johansson as the Russian former superspy, took $80.4 million at the domestic box office between Friday and Sunday. With an additional $60 millionplus from streaming on Disney Plus (at $29.99 for subscribers), and $78 million in international theaters, the long-awaited Marvel spin-off has landed an impressive global total of more than $218 million so far. According to Disney, the actionpacked spy thriller is the only film to surpass $100 million in domestic consumer spend on its first weekend since the start of the COVID-19 pandemic. Black Widow is also the largest domestic box office weekend opening since Star Wars Episode IX: The Rise of Skywalker in December 2019. Like other movies, the female superhero stand-alone film was originally slated to premiere in May 2020 but was delayed three times due to the COVID-19 pandemic. However, the film’s box office record proves the influence of the only female avenger and the enthusiasm of movie watchers despite the restraints of COVID-19. “It’s incredible to see audiences enjoying Black Widow after two years without a new Marvel Studios film, and this spectacular opening weekend shows just how eager fans have been to see this beloved Avenger in her own story,” said Alan Bergman, the Chairman of Disney Studios Content. The film has not yet been granted a release date in China, where Beijing is seeking to boost domestic summer blockbusters. Meanwhile, far behind Black Widow in second place was Universal's action thriller F9: The Fast Saga, at $11.4 million, down by roughly half from last weekend's take. In third was its animated sequel The Boss Baby: Family Business, at $8.9 million. Horror film The Forever Purge placed fourth, at $7.1 million. And in fifth was Paramount's A Quiet Place: Part II, at $3.2 million, pushing its domestic total near $150 million in its seventh week. AFP, Mheryll L. Alforte
BASED on the latest Nielsen ratings, TV5’s performance has been on a consistent uptrend, showing a remarkable viewership growth nationwide. With its weekday primetime block growing from a 5.3 audience share in January to 12.9 as of end June, and its weekend primetime improving from a 4.2 audience share to 6.9, the network has registered an 89 percent growth in total viewership, and is now the country’s second most highly rated channel. TV5 attributes this success to the Filipino families who welcome the network into their homes by patronizing the quality programs that continue to bring happiness to a wide range of audiences. TV5’s viewership growth in the southern
region has also contributed to the significant rise in its primetime audience share—an increase of 150 percent in Visayas and 134 percent in Mindanao. This growth is most evident in TV5’s pillar primetime programs—Frontline Pilipinas, Sing Galing, Niña Niño, John En Ellen, Rolling In It, The Wall Philippines, and Puto — whose continuously climbing ratings saw considerable gains in the region. These ratings affirm the network’s new programming thrust of providing different kinds of shows for different kinds of audiences. As Dino M. Laurena, Chief Operating Officer of Media5 explained, “Our collaborations with great artists and creative minds in the industry allow us to offer something fresh, new, and unexpected.” The positive response to the campaign and the growth in viewership are highly
KATRINA VELARDE reacts to ‘video reactors’
D
OING reaction videos— which shows emotional reactions of people viewing television series episodes, film trailers, and music videos and performances—is quite a fad online especially on YouTube
For music videos and performances, vocal powerhouse Katrina Velarde is one of the favorite subjects of these “video reactors,” who sometimes overreact just to get more views and attract more engagement on their channels. For Katrina, she does watch video reactions unless they were done by respectable vocal coaches, which is why she limits the content she watches online. “I don’t usually read comments about me on social media. Social media can hurt you if you’re so into it. Sometimes I watch reaction videos of other vloggers commenting on my performances on YouTube especially if it’s done by a vocal coach,” she told Manila Standard Entertainment in a virtual interview. “Kapag foreigners talaga they really praise you. Whenever I get praises from them, I feel flattered and happy, but at the same time, I don’t take them seriously because I'm not really used to receiving compliments from people. I feel like I still have so much to learn as a singer that’s why I try to reinvent myself and explore other avenues,” she added. As a way to reinvent herself, Katrina gets a sound makeover on her latest Viva Records single titled “Sa Panaginip.” Katrina trades her usual “biritan” singing style for R&Binflected grooves and soulful vocal stylings on “Sa Panaginip,” which is a collaboration project with songwriters Thyro Alfaro and Ivan Lee Espinoza. Ditto, Marvin Querido, and American pop-jazz musician and drummer Mike Shapiro also worked together on the music production and came up with a slicksounding R&B pop song that fits Katrina perfectly. “I wanted to give my audience a different sound, so different na maninibago talaga sila kasi hindi ito yung usual style na naririnig nila sa akin,” she said. Katrina Velarde was one of the hottest live acts in the biz before the pandemic hit. Her residency at the Music Hall was always a sold-out affair and was essentially her direct line to her supportive fans and listeners. But when the lockdowns struck, Katrina found herself with fewer and fewer gigs. Shows and performing engagements that usually took the bulk of her time. It was during this time that Katrina concentrated on her music. Katrina busied herself in recording and released a few singles prior to the new one. One was a cover of “Hindi Tayo Pwede.” The other, an original titled “Mahal Pa Rin Kita.” “It’s a conscious decision for Katrina and her team and Viva

The newly christened Katrina Velarde-Shapiro is married to American pop-jazz luminary Michael Shapiro, who has played with the likes of Bobby Caldwell, Sergio Mendes, Will.i.am, Macy Gray, Justin Timberlake, Nicole Scherzinger, Fergie (Black Eyed Peas), Kevyn Lettau, and Christopher Cross, to name some. “Katrina is an inspiring singer,” said Shapiro, “She doesn’t realize it, but her success is an inspiration not only for singers and performers, but for those who set out to have a better life. She’s not a one-time success story as the ‘SuklayDiva.’ She’s still making it with every career move she takes.” Right now, what Katrina wants is to have that connection again with her fans. “May social media, pero iba pa rinyung kaharap ko sila sa mga shows,” said Katrina. “Sana nga matapos na itong pandemic, para magkantahan na ulittayong lahat,” she added hopefully. In the meantime, Katrina Velarde and her fans can dream about that moment whilst sharing “Sa Panaginip.”

Kapuso adopts one hectare of Maynilad’s tree planting site GMA Network, as part of its environmental advocacy project Kapuso ng Kalikasan, recently partnered with Maynilad to adopt one hectare of tree planting site in the Ipo Watershed. Under Maynilad’s ‘Plant for Life’ program, its partner communities planted 400 Narra saplings at GMA’s site in Mt. Balagbag, which is part of the Ipo Watershed. This initiative aims to rehabilitate and reforest Metro Manila’s main sources of water supply to help prevent land erosion, flooding, and drought. “Beyond the Network’s thrust of providing quality news and entertainment to the public via our various platforms, we remain committed to helping protect

Galang said, “We are thrilled that more and more viewers are tuning in to our shows. We will continue to challenge ourselves to do even better, and we promise to keep creating shows that delight all kinds of audiences. We will further expand our DTT network in North and Central Luzon, Visayas, and Mindanao by the end of July, ensuring truly nationwide coverage, so that Filipinos all over the country can enjoy watching TV5.” By offering more varied content to cater to different audiences and opening their doors to more talents, TV5 welcomes more viewers from diverse backgrounds and locations —giving more Filipinos a new home that’s a happy haven from the challenging world outside.

‘I DO’ AT HOME
Weddings in the new normal By Tet Defensor
W
E FILIPINOS love to gather as a family; not even the pandemic or the IATF restrictions can stop us from celebrating special occasions with our loved ones. Amid the strict rules on mass gatherings and social distancing, fun-loving Pinoys are redefining happy times like birthdays, debuts, and even weddings in the comforts of their home. For event stylist Maya Padiernos of PartyConcepts, the challenge of turning a small garage into a wedding venue is a welcome development. During the first quarter of 2020, events were non-existent. Gatherings were prohibited and event stylists like Maya had to contend with organizing Zoom events for clients. But as the government restrictions began to ease up, her company started receiving inquiries for party supply rentals. Clients were interested in her backdrops, ceiling drapes, and other party decorations that could make an event “Instagrammable”. “I started in the business with a party supply and rental shop. We rented out party tables, chairs, and party decors,” Padiernos recalled. An interior design graduate, from party supplies she branched out into full event styling for debuts and weddings. She has been running PartyConcepts in Dasmariñas Cavite for four years. When GCQ was declared, clients expressed interest in her styling services for birthdays, baptism, and weddings. When she asked about the venue, the usual reply was, “pwede ba sa house? (can we do it at home?)” “Bawal pa ang big events, bawal din lumabas ang kids and seniors. Best option talaga ang house parties,” Padiernos said. Maya and her team have created every possible event theme for her clients. “Parang lahat nagawa na namin – Bohemian, rustic, Greek mythology, Hollywood, may template na kami for all themes,” she said.
Intimate wedding setup in the backyard.
An intimate wedding styled by Maya Padiernos of PartyConcepts.
But while her past events were in public venues that could be easily dressed up, house parties require more creativity and technical know-how because of space constraints. For instance, a couple inquired about a backdrop for a house wedding. The groom was scheduled to leave the country immediately and so the wedding needed to happen at once. During the discussion, Padiernos found out that the wedding had been rescheduled four times because of the pandemic. They lost a lot money because initial payments to the venue and suppliers were forfeited. “Parang nag-give up na sila, and their attitude was ‘sige na, sa bahay na lang, para matapos na,’ she related. Padiernos also found out that the bride had a beautiful wedding gown made. “Sayang naman kung hindi nila itutuloy.” The team created the couple’s “dream wedding” in their home. The kitchen

was transformed into a wedding chapel. “The walls were red, ang sakit sa mata, we had to cover everything with white drapes.” Padiernos even created a small foyer so that the bride could have a dramatic reveal. After the ceremony, the guests were led to the open area outside the house which was styled like an enchanted forest. The couple was very happy with the outcome. Before the pandemic, Padiernos and her team were often overwhelmed by big events. “Padamihan ng guests, palakihan ng venue,” she said. Now, most of the projects involve transforming a townhouse garage into a rusticthemed wedding venue, or assembling a Coachella backdrop inside a condominium unit. With the current limitations, house weddings are definitely a practical option. With the right styling, the bride can still have her dream wedding and

the debutant can have her Instagrammable party. A more elaborate design would cost more. But venue cost is almost zero and with just a few guests, food cost is lower. Those who are un-
able to attend can always join online. PartyConcepts has found a way of holding memorable events in the new normal. Check out their house party themes and intimate event packages on their Facebook page. The company is based in Cavite, but they can style any kind of event at any location. “There is no direct contact with client and guests, during ingress and egress, it’s very safe,” Padiernos assured. GrabMart customers can now order their health and beauty essentials from Watsons via the app.
SM Markets, Watsons now on Grab
GRAB inked a deal with SM Markets and A.S. Watson Group, enabling GrabMart shoppers in Metro Manila and Cebu to order from the brands. Customers can now place orders from SM Supermarket, Hypermarket, Savemore, and Watsons via the app and receive them at home in just an hour. “SM’s vast network of stores and wide range of products will make shopping more convenient to Filipinos, especially people short on time or unable to easily visit stores,” said Anton Bautista, head of deliveries at Grab Philippines.
