DUTERTE TO INCREASE FILIPINO PEACEKEEPERS

George Clooney

CLOONEY BACKS HOTEL BOYCOTT

By Francisco Tuyay THE Duterte administration has committed to increase the country’s peacekeeping operations under the banner of the United Nations. Speaking at the UN Peacekeeping Ministerial Meeting on Uniformed Capabilities, Performance, and Protection in New York City, Defense Secretary Delfin Lorenzana has committed 90 military observers and staff, one force support unit, and one aero-medical evacuation team for the UN Peacekeeping Capability Readiness System for 2019. “The Philippines is ready to increase its engagement in peacekeeping operations,” he said. “The Philippine government has decided to allow the deployment of military and police area in any area, regardless of the security threat level,” the defense chief added. The Philippines is among the 120 countries that have contributed military, police and civilian personnel to several conflict-torn areas through UN peacekeeping missions. The government has sent Filipino peacekeepers in several Asian nations, in the Middle East and some European countries. One of the critical missions Filipino peacekeepers had encountered took place at the border of Syria and Israel in August 2013 when the troops were trapped for five days in the desert after being surrounded by Syrian rebels during the Golan Heights conflict. The 73-man Filipino contingent, despite facing extreme danger, successfully escape unscathed. Lorenzana stressed the success of peacekeeping operations must be measured by how well peacekeepers are able to protect civilians, especially children, and prevent sexual exploitation abuse. “The Philippines stands in solidarity with the community of nations in fostering shared responsibility for the success of peacekeeping operations,” Lorenzana said.

HE team of Makati City Mayor Abigail Binay and former Vice President Jejomar Binay kicked off their proclamation rally on Friday for the May 13 midterm polls.

The event, held at the stretch of Lawton Avenue from Kalayaan Avenue to J.P. Rizal Extension in Barangay Northside, was attended by 25,000 people, according to the Makati City police department. The mayor is going against her brother, former mayor Jejomar Erwin Binay Jr., while the elder Binay is seeking to represent the city’s first district in the House of Representatives. Reelectionists Vice Mayor Monique Lagdameo, second district congressman Luis Campos and all 16 candidates for city councilors in both districts attended the political rally. Speaking before thousands of supporters from the city’s 33 barangays, the elder Binay, chairman of the United

Nationalist Alliance, formally presented his daughter as UNA’s official mayoral candidate and exhorted her exemplary leadership which he said merits another term in office. Saying it was a great honor to introduce his daughter who will again be“the next mayor of Makati,” Binay described her election in 2016 as providential for the people of Makati. “Alam po ninyo, ang laking pagpapala, pinagpala po tayo ng Panginoon dahil siya po ang nahalal noong 2016. Kung hindi ay hindi matutuloy yung tamang pamamahala,” Binay said. The UNA chairman said he was proud of how his daughter had effectively led the turnaround of the dismal state of public service in Makati under her

predecessor, citing the deterioration of services at the Ospital ng Makati due to neglect and incompetence. In her proclamation speech, Mayor Binay said she has kept her promise to the people of Makati in 2016 when she assured them that she will not only continue but further enhance her father’s legacy of trusted public service with her own innovations. The city chief executive said her ticket was aptly named Team Performance because from day one, her administration has been firmly anchored on performance. “I value performance because it is the pillar of a good administration. I believe in performance because it is the key to a Makati we can all be proud of,” she said. She said her administration will prioritize the establishment of Urgent Care in the city’s barangay health centers, in addition to primary health care services they provide. She said the added service is aimed to provide immediate relief to patients in need of urgent medical attention.

SENATORS URGE GOV’T TO ADOPT CLIMATE RESILIENCY MEASURES By Macon Ramos-Araneta AMID the prevailing water crisis in some parts of the country, Senator Loren Legarda said authorities must take necessary measures to adapt to climate change impacts, such as increasing temperatures, sea level rise, and changes in rainfall pattern. She warned these could further intensify the effects of El Niño and jeopardize the long-term water supply in the country. On the other hand, Senator Grace Poe said it is critical at this point to provide immediate relief to the consumers.

By undertaking their commitment to adjust its charges, Manila Water has shown good faith to the public, Poe said, but stressed that state regulator Metropolitan Waterworks and Sewerage System must be vigilant in ensuring consumers are not shortchanged in the computation of the bill reduction. “Manila Water can absorb it—their income will not dry up. It is a drop in their bucket of profits. An apology is best expressed monetarily,” Poe said. “Manila Water should not be reaping profits even if the taps have run dry,” she added.

MALACAÑANG on Saturday criticized Rappler chief Maria Ressa for hiding behind the issue of press freedom and using it attack the Duterte administration. In a statement, Presidential Spokesman Salvador Panelo said Ressa cannot forever hide behind the freedom of the press “every time she commits what probably is a transgression of law as determined by the investigating prosecutor and the judge handling her case.” “She cannot be using her arrest as a violation of the freedom of the press and make it as an excuse to attack the government. She wants a special treatment owing to her being a journalist,” Panelo said. “She wants her profession to shield her from accountability of a wrongdoing that she could be guilty

of,” he added. Ressa was arrested upon her arrival at the Ninoy Aquino International Airport on Friday but was released after posting P90,000 bail at the Pasig City Regional Trial Court. Ressa, executive director of Rappler, described the arrest as “harassment” and “travesty of justice.” “The executive department respects the independence of the judiciary, including how it handles cases pending before its courts,” Panelo said. The arrest warrant was issued against Ressa in connection with the Philippine Depository Receipts Rappler issued to Omidyar Network Fund, LLC in 2015, a year before President Rodrigo Duterte assumed office, Panelo said. “Once again Ressa is peddling her repudiated accusation that the administration is behind her criminal prosecution and arrest,” he said.

WASHINGTON—American actor George Clooney has called for a boycott of nine Brunei-owned hotels over the sultanate’s imposition of the death penalty for gay sex and adultery. “Every single time we stay at or take meetings at or dine at any of these nine hotels we are putting money directly into the pockets of men who choose to stone and whip to death their own citizens for being gay or accused of adultery,”Clooney wrote on website Deadline Hollywood. “I’ve learned over years of dealing with murderous regimes that you can’t shame them. But you can shame the banks, the financiers and the institutions that do business with them and choose to look the other way,”he added. The nine hotels are located in the US, Britain, France and Italy. Brunei will implement the harsh new penal code—which also mandates amputation of a hand and foot for theft—starting next Wednesday. Homosexuality is already illegal in the tiny sultanate, but it will now become a capital offense. The law only applies to Muslims. AFP

NEW ROCK & ROLL FAME INDUCTEES NEW YORK—Genre-bending acts Radiohead and The Cure led a British invasion into Brooklyn Friday night to take their spots in the Rock & Roll Hall of Fame, while pop icon Janet Jackson entered the shrine in an induction many industry insiders consider long overdue. American folk rock legend Stevie Nicks became the first woman inducted twice—having already earned a spot in the rock pantheon as a member of band Fleetwood Mac—during a gala concert at New York’s Barclays Center in Brooklyn to celebrate the seven 2019 honorees. Heavy metal group Def Leppard, pop experimentalists Roxy Music and English psychedelic rock harmonists The Zombies rounded out the fivestrong class of British inductees. The inclusion of Jackson—whose socially-conscious, sexually provocative and eminently danceable tracks made her a household name in the 1980s— comes as the Hall of Fame increasingly expands its definition of rock to include the likes of R&B. ‘PRIORITIZE FILIPINO WORKERS’—VILLANUEVA By Joel E. Zurbano SENATOR Joel Villanueva on Saturday urged Filipino traders and employers to give fellow countrymen preferential treatment over foreign workers amid the reported influx of foreign nationals in the labor market. Villanueva, chairman of the Senate Committee on Labor, Employment and Human Resources Development, said the Labor Code of the Philippines should be amended to ensure that 80 percent of Filipino employers’ collective workforce are Filipinos. “Since 2016, incidents of illegal foreign workers entering our special eco-

nomic zones caused an uproar due to the grave disproportionality of foreign workers to Filipino workers,” Villanueva said in a statement. The senator has filed Senate Bill 1508, or an “Act Mandating the Requisite Proportion of Filipino Laborers to Foreign Workers.” “This mandatory protection will guarantee that Filipinos will always have a fighting chance despite the rapidly shrinking global economy. The State must always uphold and uplift the rights of the Filipino laborer,” Villanueva said. The Philippines, as a member-country of the International Labor Organization,

is mandated to maintain open borders in allowing foreign workers to partake in the country’s labor force. “However, in a world where unprecedented opportunities exist for global citizens to work in foreign countries, the need for substantive protection for Filipino citizens to meaningful opportunities remains,” Villanueva said. According to the Philippine Statistics Authority, the unemployment rate of the Philippine working population stood at 5.2 percent as of January 2019. For foreign employees to work in the country, they must secure an alien employment permit from the Department of Labor and Employment.

EARTH HOUR: LESSEN USE OF PLASTICS MALACAÑANG on Saturday called on Filipinos to cut down the use of plastics as the world celebrated Earth Hour, with this year’s theme focusing on the issue of single-use plastics. “A United Nations report shows the Philippines as one of the top five contributors of plastic waste in the world’s oceans. We therefore call on everyone to cut down the rampant use of plastics as we continue to aspire for a clean, safe and healthy environment,” Presidential Spokesperson Salvador Panelo said in a statement. “March 30 tonight, we will join the rest of the world in switching off our lights for Earth Hour,” he said. Earth Hour 2019, with its campaign “#Connect2Earth,” aims to build mass awareness on why nature is important and create an unstoppable movement for nature similar to when the world came together to tackle climate change. The Earth Hour, which started as a symbolic lights out event in Sydney in 2007, is now the world’s largest grassroots movement for the environment, inspiring millions of people to take action for our planet and nature. Since then, it has grown to engage more than 180 countries and territories worldwide. Turn to A2

PINOY FISHERS URGED: AVOID SCARBOROUGH ALLEGATIONS of harassment of Filipino fishermen by the Chinese Coast Guard at the Scarborough (Panatag) Shoal had returned to the limelight, prompting the Bureau of Fisheries and Aquatic Resources to advise the fishermen to avoid sailing to the area. In an interview on Super Radyo dzBB, beamed nationwide, BFAR National Director Eduardo Gongona said the fishermen should keep away from the area, both separately disputed by the Philippines and China. Gongona told the fishermen to concentrate on the country’s municipal waters to check what could be a rising tension between Manila and Beijing. This followed a purported campaign video of senatorial candidate Neri Colmenares which was circulated online, discussing the alleged harassment against Filipino fishermen by the Chinese Coast Guard. Presidential Spokesman Salvador Panelo earlier urged those behind the documentary to show proof of the harassment before the Philippine government could file a diplomatic protest. The Northern Luzon Command has since clarified that “there were no reports of Filipino fishermen being subjected to the said attack Turn to A2

Conservation group World Wide Fund for Nature (WWF) Philippines spearheaded in Makati City, near the Manila Standard office, the Philippines’ main 2019 Earth Hour celebration, which aims to further draw public support for legislation on plastic waste management to help address environmental degradation and biodiversity loss from plastics pollution. Meanwhile, local advocates for a zero waste and toxics-free society joined a growing chorus of voices seeking effective solutions to the global plastic pollution crisis. In a press statement coinciding with the observance of the Earth Hour, the EcoWaste Coalition enjoined the government, industries and citizens to switch off tonight in solidarity with the worldwide efforts to protect the environment from single-use plastics—the focus of the Earth Hour this year. “To halt the chemical and plastic contamination of our water bodies, particularly the oceans, the government has to adopt sweeping policy changes that will address the problem at source, incentivize single-use plastic reduction and disincentivize singleuse plastic production, ” said Aileen Lucero, national coordinator, EcoWaste Coalition. “The government has to get a ban on single-use plastics in place this year as our country’s contribution to the global drive to protect the oceans from further plasticization,” she said in a press statement. “A National Ban on Plastic and Plastic Products Act will be required to phase out single-use disposable plastics and usher in sustainable resource use. A National Action Plan will be needed to move our society away from our addiction to throw-away plastics,” she said. “As for the industries, especially for manufacturers of fast-moving consumer goods, we urge them to fast track the replacement of single-use plastic packaging with alternative product delivery systems, like refill and reuse, with a clear plan and timeline,” she said. “As for our citizens, we urge them to minimize, if not stop, the reckless use and disposal of single-use plastics, and to adopt consumption choices and habits that will lessen the generation of plastic garbage. We ask every waste generator to manage their discards responsibly to prevent plastics and other wastes from entering the marine environment,” she added. The EcoWaste Coalition also stressed the importance of effectively enforcing the country’s key environmental laws such as RA 9003 (Ecological Solid Waste Management Act), RA 9275 (Clean Water Act) and RA 6969 (Toxic Substances and Hazardous and Nuclear Wastes Control Act) to prevent chemicals and plastics from spilling into the oceans. These pollution prevention laws, the group stressed, were enacted to protect the environment, including marine waters, from dumping and other environmentally- damaging acts. According to the UN report “Marine Plastic Debris and Microplastics,” “80 percent of all pollution in the sea comes from land, including some eight million tons of plastic waste each year, that have cost the lives of one million seabirds and 100,000 marine mammals. Moreover, it causes $8 billion in damage annually to marine ecosystems.” With PNA

Allegations to be verified The EU has yet to verify the allegations as it noted that the NGO concerned was registered and continued to operate legally in the Philippines. “Should the allegations be established, the EU immediately would take full legal action,” it said. Meanwhile, the Belgium embassy in Manila said it was taking the claim seriously and had immediately started investigating the matter, together with European authorities. “The funding of non-governmental organizations is subject to strong legal requirements under Belgian law. Should these abuses be established, the Belgian government will not hesitate to stop its support and to seek to recover the amounts already disbursed,” Goffin said in a statement. CONSUMERS GET REPRIEVE FROM OIL PRICE UPSWING By Alena Mae S. Flores

C

ONSUMERS are expected to get a reprieve from high oil prices this week as oil companies are expected to roll back pump prices this week.

“Expect fuel prices to roll back next week. Diesel should decrease by P0.30 to P0.40 per liter and gasoline should decrease by P0.05 to P0.10 per liter,” Unioil Philippines said in its weekly price forecast. The anticipated rollback will put an end to the seventh successive round of weekly oil price increase felt by consumers.

Last week’s oil price increase brought the price adjustments since the start of the year to a net increase of P6.75 per liter for gasoline, P4.75 per liter for diesel and P3.55 per liter for kerosene. World oil prices reacted to reports of the American Petroleum Institute and US Energy Information Administration last week which revealed an

increase in stockpiles, which could have an impact on supply. Prices also fell amid a gloomy outlook from the US Central Bank which could affect demand. On March 26, the country’s oil firms implemented a price increase of P0.65 per liter for gasoline and P0.10 per liter for kerosene and diesel. The Depar tment of Energy called on consumers to exercise energy efficiency and the power of choice to enhance more competition in the retail level of petroleum products. “Everyone must be aware of their respective energy consumption habits and continue to observe an energy efficient lifestyle, whether we have

fuel price increases or not,” Energy Secretary Alfonso Cusi said. “The retail prices and services per retail station are different. Our consumers must compare the prices and services and choose the retail station that provides the best products and services that suit their needs,” Cusi said. The country’s oil firms have varying oil price discounts offered to consumers. They also have different promotions and price points depending on the brand, location of the station and market competition. “The DOE will continue its oil price and fuel quality monitoring activities,” Cusi said.

'INVESTOR CONFIDENCE' ELATES PALACE By Vito Barcelo MALACAÑANG on Saturday said the latest results of the first quarter 2019 Business Expectations Survey indicated strong business and investor confidence in the country’s economy. The Palace also welcomed the latest survey that showed business outlook rising to 35.2 percent in the first quarter of 2019 from 27.2 percent during the last quarter of 2018. “We consider this jump of business optimism as a good indicator of strong business and investor confidence to the decisive leadership of President Rodrigo Duterte and his competent economic team, which resulted in the easing of inflation and higher government infrastructure spending, two of the primary reasons mentioned by respondents for their upbeat outlook,” Presidential Spokesman Salvador Panelo said. He said that Duterte was prioritizing to improve the country’s economy that would have a positive effect on the lives of all Filipinos. “Foremost in the mind of the President is to strengthen the economy that will redound to the Filipino people—to provide a comfortable life for all,” Panelo said. “The Chief Executive is a man of action and his recent stern resolve to address the challenges that

asset could be held in EU by these organizations. In Manila, Malacañang said the EU should cease its funding to the groups alleged to be acting as legal fronts of the Communist Party of the Philippines and its armed wing, the New People’s Army. Presidential Spokesman Salvador Panelo agreed with the move of National Security Adviser Hermogenes Esperon Jr. formally asking the EU to stop financing alleged communists-linked groups. “The EU should [cease its funding]. The funding would [only] be used in destabilizing the government,” Panelo told reporters on Friday. “If these are legal [communist] fronts and their main purpose is to break down the government, then the EU should reconsider [funding them].” Meanwhile, the Armed Forces of the Philippines will continue gathering information on the alleged ‘front groups’ of the CPP-NPA. AFP public affairs office chief Noel Detoyato told PNA on Friday: “The AFP will continue gathering information to unearth hidden or embedded organizations in the identified fronts as mentioned in the documents submitted to EU.” He said: “The AFP will continue supporting this endeavor to cut off the

plagued the nation showed that his utmost priority is our people. His leadership style is reflected on his swift action, which is for effecting real and lasting change,” he added. Based on the report released by the BSP, investor and consumer sentiment was greatly boosted as the year opened, riding expectations of more business and job opportunities. Business confidence also recovered in the first three months of 2019, ending the four-consecutivequarter decline. According to the BSP, major contributor to the improvement of the said figure is the surge of business activities ahead of the 2019 midterm polls. The BSP said the latest figure was the highest level since the second quarter of 2018. More households also grew positive about their finances during the quarter, as reflected in the Consumer Expectations Survey, with consumer confidence index rising to 0.5 percent from -22.5 percent. The BES was conducted from Jan. 22 to March 19 among 1,496 firms, while the CES covered 5,396 households on Feb. 5 to 16. Bigger government infrastructure spending also contributed to the rosier outlook. Other factors were perceived enhancements in business strategies, as well as expansion plans and new product lines. foreign funds that is being squandered by the recipient front organizations by funneling it to fund the armed groups and other effort(s) to subvert the Philippine government.” Running out of cadres A military official, meanwhile, said the communist rebels’ defeat in Victoria, Northern Samar, on Thursday, where three insurgents were killed and another was captured, indicated that the revolutionary movement was running out of cadres capable of fighting a war. Presidential Peace Adviser Carlito Galvez Jr. said Thursday National Democratic Front consultant Francisco Fernandez and his wife, Cleofe Lagtapon, were being given full medical attention following their arrest on March 24 in Liliw, Laguna. In a letter to EU Counter-Terrorism Coordinator Gilles de Kerchove, Esperon warned the EU that funds were being used “to propagate terrorism” through international alliances and networks. He claimed that communist-linked groups were using the funds to finance the recruitment, trafficking and exploitation of children to become child warriors. He said EU funds were being used “to recruit and exploit vulnerable sectors such as indigenous people, the systematic destruction of the latter’s culture and value

of Chinese water cannons, and so far, there were no sightings of dredging ships in the waters of Bajo De Masinloc or in the West Philippine Sea.” The alleged harassment may be raised by President Rodrigo Duterte during his upcoming visit to Beijing next month, the Palace had said on Wednesday. In an interview on ANC, heard nationwide, Panelo said: “I think he (Duterte) will raise that as an issue during the visit [to China]. The President immediately raises issues like that, but not in a way that he’d seem to be running amok.” In November 2018, the President strengthened the country’s bilateral relations with Beijing. Upon the invitation of Chinese President Xi Jinping, the President will attend the 2nd Belt and Road Forum for International Cooperation in China in April. Panelo has previously maintained the Philippine government will “definitely” protest the supposed harassment of Filipino fishermen once proven true. “As far as I know, (Chinese) ambassador Zhao Jianhua told me that the fishermen there are not being harassed. Now if there is a violation, then we will have to go back to them and say, ‘Hey, they say there’s a violation, you better stop it’,” Panelo said in a Palace press briefing Monday. “The policy is always, ‘You cannot be harassing our fishermen’,” he added. Beijing and Manila have previously agreed to let fishermen freely navigate the disputed waters except for marine protected areas. However, this was not the first time that reports of alleged harassment of Filipino fishermen have been raised. In fact, it was reported a number of times in recent months, including an incident where the Chinese Coast Guard drove away a local television crew from Panatag Shoal. In November 2018, the President called on China, including Southeast Asian leaders who are claimant of the contested waters, to practice “self-restraint” in dealing with the resource-filled seas in order to “avoid actions that may further complicate situations.” Asean countries and China have also discussed the creation of a binding Code of Conduct to address tensions in the West Philippine Sea. The code, however, is set to be finalized in three years.

system and the murder of their leaders.” Esperon said three Belgian non-government organizations such as SOLIDAGRO, Viva Salud and KIYO had “indirectly and unwittingly partnered” with NGOs here that he claimed to be acting as legal fronts of the CPP-NPA. Esperon then tagged 10 groups that supposedly received the funds: the Alternative Learning Center for Agricultural and Livelihood Development, IBON Foundation, Karapatan, Mindanao Interfaith Services Foundation Inc., the Rural Missionaries of the Philippines, the Salugpungan Ta’tanu Igkanugon Community Learning Center Inc., the Alliance of Health Workers, the Kilusang Mayo Uno, Gabriela and ACT. Some of these groups, however, had previously rejected Esperon’s claim. Duterte-Carpio’s advice The Davao City executive encouraged the two former NPA leaders to reveal their motives and concerns for joining the armed group so the City Government could address and attend to them. The two NPA leaders handed their two M16 rifles, a cal. 45 pistol and one 9mm Glock pistol to military officials led by Lt. Gen. Felimon Santos Jr., commander of the Eastern Mindanao Command. Both NPA commanders surrendered

to the 3rd Infantry Battalion after their group figured in fierce encounter with troops last March 22. Shortly after yielding to the military, the two underwent debriefing where they revealed a supposed armory of their comrades leading to the discovery of an M14 rifles and six M16 rifles. Lt. Col. Ezra Balagtey, spokesman of the Eastern Mindanao Command, said the surrender of Bong and Igong came after troops under Lt. Col Oscar Partuza were validating reports on the presence of NPAs in Barangay Tambobong, Baguio District, Davao City. In the process, a five-minute gunfight ensued with a rebel band resulting to the deathof one NPA and the capture of one M16 rifle and a ca. 45 pistol. Lt. Gen. Santos reiterated his call to the NPAs to surrender and for other stakeholders to assist in facilitating them. “With the help of our different stakeholders who are always there to help, come down and avail (yourselves) of the social reform program of the government for you to rejoin the mainstream,” Lt. Gen. Santos said. “The surrender is proof that the NPAs are now losing not only regular members but also leaders,” he added. With PNA, Francisco Tuyay

30 WORKERS POSING AS TOURISTS HELD AT NAIA

By Macon Ramos-Araneta

By Vito Barcelo IMMIGRATION officers at the Ninoy Aquino International Airport intercepted 30 undocumented overseas Filipino workers disguised as tourists bound for the Middle East. Bureau of Immigration (BI) Port Operations Division Chief Grifton Medina said the passengers, 18 women and 12 men, were about to board an Emirates Airlines flight to Dubai when they were intercepted by personnel from the Bureau’s Travel Control and Enforcement Unit. “All of them initially claimed they were going to visit a friend or relative in Dubai for a vacation and presented as proof their tourist visas and return tickets,” Medina said. “But nconsistencies in their statements prompted the immigration officers to doubt their purpose, so they were referred to the TCEU for secondary inspection.” The passengers later admitted that they were going to work abroad and that their travel documents were only given to them that day by their handler who met them outside the airport. All 30 were turned over to the National Bureau of Investigation to facilitate the filing of human trafficking charges against their recruiters. BI-TCEU Chief Erwin Ortañez disclosed that except for one passenger who presented a fake visa, all of the passengers had valid tourist visas duly issued by the United Arab Emirates’ Interior Ministry. Ortañez said that 29 of the passengers said that they were hired to work as waiters and waitresses in various Dubai hotels while one of them said his final destination is Baghdad, Iraq where he was recruited as kitchen supervisor. BI Commissioner Jaime Morente hailed the apprehension of the 30 passengers as a big leap in the Bureau’s campaign against human trafficking. “As a result of this incident, we were able to rescue our kababayans from the risk of being abused and exploited abroad, which they are prone to suffer due to their status as undocumented workers,” Morente said. The BI chief exhorted the bureau’s frontline immigration officers to always remain vigilant amid repeated attempts by trafficking syndicates to spirit their victims out of the country.

MWSS BOARD ORDERS STUDY ON MANILA WATER PENALTY

T

HE Metropolitan Waterworks and Sewerage System Board of Trustees has unanimously adopted Resolution No. 2019-052 directing the MWSS Regulatory Office to study the imposition of penalties on Manila Water and suspension of increase in water rates following the water shortage that affected consumers in the east zone concession area. This was jointly announced by MWSS Chairman Franklin Demonteverde and Administrator Reynaldo Velasco as the MWSS Board, acting on the recommendation of the Concession Monitoring Committee, ordered MWSS RO to look into the appropriate penalties that may be imposed on Manila Water relative to its failure to comply with Article 10.4 of the concession agreement. Likewise, the Resolution directed the MWSS-RO to “assess the propriety of the suspension of the increase in rates” in the Manila Water concession areas because of service interruptions experienced in their coverage areas. The MWSS Board also tasked the Regulatory Office to submit its recommendations to the Board with “factual and legal basis for such proposals.” The Resolution was signed by Board Chairman Franklin Demonteverde, Vice Chairman and MWSS Administrator Reynaldo Velasco together with members Melchior I. Acosta Jr, Mariano C. Alegarbes, Merly M. Cruz, Jose R. Hernandez, Valeriano F. Pasquil, Melanie Sia-Lambino and Elpidio J. Vega. Meanwhile, Metropolitan Waterworks and Sewerage System Administrator Gen. Reynaldo V. Velasco has called for sobriety even as Manila Water announced early this week that customers affected by the water crisis will be getting relief through a voluntary one-time waiver scheme on minimum charges.

The decision of Manila Water management was announced by its president Ferdinand dela Cruz in a joint press conference with the MWSS chief last Tuesday. Velasco expressed his personal opinion last week that Manila Water should initiate some sort of relief and public contrition through a “self-imposed penalty” to compensate the people for the inconvenience the water interruption has caused them. “I would like to emphasize that this is just a voluntary act by Manila Water done in good faith,” Velasco stressed. “The MWSS board tasked me to work with them so we gave inputs to see what else could be done to assuage the affected consumers,” he added. The self-imposed penalty by Manila Water Company Inc. was closely followed by a statement of MWCI Chairman Fernando Zobel de Ayala and Vice Chairman Jaime Augusto Zobel de Ayala on Wednesday as they appealed for the patience of customers of the private concessionaire, apologized and took responsibility for the water service interruptions experienced earlier this month. “We continue to appeal for everyone’s patience as our teams at Manila Water are working hard and overtime to immediately and comprehensively remedy the situation,” the Zobel de Ayala brothers said in a joint statement posted on Jaime’s Facebook account. The MWSS Board had met with Manila Water during which Velasco expressed his opinion that Manila Water should make amends and compensate the people.” “At this time, let us respect the process and we have a mechanism on imposing other penalties. The fact that they volunteered, over and above, we should be happy,” he said adding the move has the support and blessing of the Board. Under the Concession Agreement, Manila Water violated its obligation to provide uninterrupted water services to its customers as contained in Article 10.4. As of 28 March 2019, water service availability has been restored to 98.1 percent in Manila Water concession areas at 7 psi. By end of March, it is targeted to reach 99 percent.

SOLON SEEKS MORE BENEFITS FOR WW II ‘COMFORT WOMEN’ By Maricel V. Cruz A PRO-ADMINISTRATION lawmaker on Saturday urged the National Commission on the Role of Filipino Women to create an updated roster of surviving Filipino comfort women during the second world war in preparation for the grant of pension and other benefits being proposed in Congress. At the same time, Camarines Sur Rep. Luis Raymund Villafuerte called on his fellow legislators to support the proposed measure that aims to grant pensions and health insurance coverage to these wartime victims,

given that the survivors are already in their twilight years. “We hope that we can get this proposal passed in the Congress at the soonest possible time so that these victims of World War II could at least live a little more comfortably in their remaining years. This is not about just giving them benefits, but giving them the recognition they deserve for the sufferings they have undergone during the war,” Villafuerte, vice chairman of the House committee on appropriations, said. Among the proposals were Villafuerte’s House Bill 9046 which seeks to grant a monthly pension of P3,000

per month for each victim to be sourced from the funds of the Philippine Veterans Affairs Office. The measure also provides free full Philippine Health Insurance Corp. (PhilHealth) coverage for Filipino comfort women. “The bill hopes to ease their life financially and for the State toprovide for them a better situation than what they went through,” Villafuerte said. Villafuerte’s proposal also tasks the Department of Social Welfare and Development to formulate a program for the proper counseling and guidance of comfort women, “taking into consideration not only their

ordeal in the hands of the Japanese Occupational Army but more so the pain and suffering of retelling them in public.” An initial fund of P10 million is allocated under Villafuerte’s bill for the processing of applications and payments of pensions and insurance of comfort women identified by the NCRFW, after which the costs of the pensions and insurance shall be included in the annual budgets of the PVAO and PhilHealth. Similar bills have been filed in the House of Representatives seeking to grant pensions and other benefits for Filipino comfort women.

SHELL SHAPES YOUNG LEADERS TOWARDS A SUSTAINED CAREER AS A Development Communication graduate of UP Los Baños in 2014, Kurt Pangilinan was bright-eyed, freshfaced, and eager to start his new job as Talent Operations Advisor at Shell. After four years of working with different individuals in Shell’s operations in Europe and overseeing the training and growth of many equally-excited young employees, Kurt’s demeanor and attitude has not changed. If anything, the excitement is something that he is eager to share after having a firsthand, in-depth feel of what it’s like to be a part of Shell. His own story is a testament to the cultivation and growth that happens in young people’s careers in Shell. Kurt shares that he is a writer at heart, and he may have gone a very different path if he had taken the other opportunities lined up after graduation. Yet his employment with Shell proved to be the best path for him.

A common practice within Shell is to expand employee experience by letting them take on leadership challenges that push them out of their comfort zones. For Kurt, this meant going to places literally and figuratively by being sent to work on global operations and encountering people of all levels within Shell’s enterprise. “Imagine being able to interact with VPs and senior leaders so you get to know the company’s direction,” he shares. “It also makes you appreciative of the fact that you get to have casual conversations with these leaders!” What Kurt finds admirable in Shell’s training environment is its continuing cultivation of talent in many different ways. As part of the human resources division, he is both exposed to different levels of management and tasked with ensuring a smooth workflow within departments.

BEIJING—The Chinese government is upbeat that it would corner 39 percent of the 1.1 billion global 5G (5th Generation) connections by 2025 as it sees Asia leapfrogging the United States and Europe in this technology. Professor Song Cui, chief executive officer of Meishe, reported that China has taken the No. 1 spot of online video users around the world. In a presentation during the Communications University of Chinasponsored seminar-workshop on new media, Song said that mobile videos will generate more than fourfifth of Mobile Data Traffic (4G and 5G) by 2022. Aside from 5G, which is the latest generation for cellular phones, Song said the future looks rosy for online video production and consumption as well as the shift of the whole media laandscape to mobile communication. He said that globally, mobile traffic is seen to grow to 77 exabytes per month by 2022, a sevenfold increase over 2017 with video growing to 75 percent of the mobile traffic data load by that time. Song added that online video consumption is presently one of the most popular Internet activities worldwide. According to industry data, online data penetration has become global, with Saudi Arabia leading with 95 percent online video usage as of January 2018 even as China has grabbed the top spot among online users around the world. China’s online video market is led by Tencent Video iQiyi and Youku which reached 76 penetration use in 2018. Over the past decade, Song said the number of Internet users in China has increased almost fivefold. He said that smart online has become the preferred platform for watching video content especially for the younger generation. Song said CNNIC reported that more than half of online users are in their teens and twenties. In 2019, the market size of the online video market in China is projected to reach 146 billion yuan. Song said that livestreaming is a big business in China with the top five streamers making more than US100 thousand per month, broadcasting regular shows through a multitude of apps. But unlike Twitch, these streaming applications were made for entertainment rather than gaming.

LA UNION HOLDS PRAYER RALLIES FOR PEACEFUL MAY POLLS AGOO, La Union—Residents, students, parishioners, barangay officials and delegates from private and government organizations took part in simultaneous prayer rallies for peaceful elections in the 19 towns of La Union and in San Fernando City Wednesday. Dong Magpili, an officer of Agoo disaster management office and host of the activity in Barangay Sta. Barbara here, said the event was held to seek spiritual guidance for peaceful, honest and orderly elections in May. Agnes Laron, who represents the town’s chapter for Philippine Pastoral Council for Responsible Voting, led prayers for justice for all victims of political oppression and for candidates to become good leaders. “May the injustice that they [victims of political killings] have to injure be the means to draw them into your serving hands of praise. Turn the hearts of leaders (candidates), who have set aside Godly principles and who in their pride have follow the path of selflessness, to go back to you,” Laron said. Cristina Corpuz, a faculty member of the St. Mary’s Academy here, also prayed for the residents and electorates to be politically organized for the elections. “Knowing that political loyalty does not mean disloyalty to you (Almighty). We thank you that this election puts us to exercise our solemn duty to vote and to influence others to vote correctly,” Corpuz said. An imam from the Muslim community here also offered prayers.

BINAYS VOW BETTER PUBLIC SERVICE

T

AFP

Janet Jackson

POP GOES THE WORLD

A CONTINUING COMMITMENT

HEN households nationwide switched off non-essential lights for one hour from 8:30 last night, this country of 108 million displayed —not in the dark but in the gleam of their united thoughts—their determination and commitment to be one with the world in protecting the Earth’s biological diversity.

This allegiance, which has been on a roll in this Southeast Asian archipelago for the past dozen years, had its eye focus Saturday at the Globe Circuit Event Grounds in Makati, not far from the

Manila Standard office, from 5 p.m. to 10 p.m., with the actual switch-off at 8.30. At least 3,000 boy scouts of the Philippines, who raised their formal underprop, were deployed to the historic and public event which featured booths, activities, and performances that honor the planet. The one-hour pitch darkness suggested strongly the solidarity Filipinos have with millions round the world who did the same in this grassroots movement for the environment. Earth Hour, a charitable organization based out of Singapore whose mission is to unite people to protect the planet and an open source movement organized by World Wide Fund, has been for 12 years an annual event, with millions of people and thousands of business worldwide turning off lights and shutting down most electrical appliances to celebrate sustainability.

JENNY ORTUOSTE

THE WORLD’S THIRD-BIGGEST SLOBS

By participating in the event, they show—as we did—their support for strategies that hopefully will help solve the problem of global warming. But it’s not enough that we had the switch off during the weekend. More importantly, beyond the D-hour on Saturday, there must be a continuing commitment and effort to harness, as the World Wide Fund for Nature Philippines has repeatedly underlined, the power of social media and help share their commitment to start changing the planet for the better by sharing stories and photos of their sustainable living actions. Along this line, we join WWF Philippines in its hope to create awareness on the dangers of single-use plastics, ignite conversations, change mindsets and habits of consumers, as well as urge business to operate more sustainably and influence policy. Now, back to switching on the lights.

THE Philippines was tagged as the world’s third-largest ocean polluter in a 2015 report on plastic pollution by the Ocean Conservancy charity and the McKinsey Centre for Business and Environment, behind China and Indonesia. Our country produces 2.7 million tons of plastic waste annually and 20 percent of that, or 500,000 tons, end up in the ocean. What most Filipinos don’t realize is that plastic harms the undersea environment and is deadly to marine creatures that ingest or get entangled in them. Last week, news broke of a dead Cuvier’s beaked whale washed up in Davao City. It had 40 kilograms of plastic in its stomach. This is said to be the biggest amount of plastic found in an animal to date. Clearly we as a people are slobs. We also use too much plastic. With environmental concerns at the forefront of our consciousness in this age of climate change, action is gradually being taken on an individual and societal level to reverse the trend of profligate waste through the adoption of zero-waste practices. In May 2014, then-President Benigno Aquino Jr. signed Presidential Proclamation No. 760, declaring January as ‘Zero-Waste Month’ in line with the principles of environmental awareness and action embodied in Republic Act No. 9003, the Ecological Solid Waste Management Act of 2000. The proclamation defines “zero waste” as “an advocacy that promotes designing and managing products and processes to systematically avoid and eliminate the volume and toxicity of waste and materials, and to conserve and recover all resources, and not indiscriminately dispose or burn them.” It states further that zero waste “is a goal that is ethical, economical, efficient and visionary to guide people in changing their lifestyles and practices to emulate sustainable natural cycles, where all discarded materials are designed to become resources for others to use.” While there still isn’t a nationwide law that imposes a total ban on the use of plastic, some LGUs and establishments around the country have begun to be more sustainable by forbidding the use of plastic bags by storekeepers. Shoppers are encouraged to bring reusable bags. Similarly, some coffee shops support diners who bring their own tumblers and bamboo or metal straws. Last week, eco-activists in Iligan City were able to bring to third and final public hearing their request for a comprehensive plastic ban ordinance. Cooki Echavez-Trinidad, who had been working on this since first quarter of 2018, said on Facebook, “I am an ordinary citizen and this only proves that all of us can lobby for a plastic ban ordinance in our cities and municipalities.” Likewise, individuals and collectives are springing up all over the country practicing zero-waste methods. Here are a few ways that illustrate the keywords reduce-reuse-recycle, methods by which individuals can significantly reduce their output of garbage and use of plastics. Reduce: · Bring a mess kit consisting of metal spoon, fork, and chopsticks and a reusable tumbler, and refuse plastic utensils from fast-food places. · Bring your own containers to the supermarket and palengke to hold your purchases. · Use cloth menstrual pads or menstrual cups. Reuse: · Compost food scraps to use for growing vegetables. · Use ice cream containers and jars for food storage, tin cans and boxes as planters or for storage of knick-knacks. · Refurbish old furniture with paint and fabric. Recycle: · Use a glass cutter to cut bottles into tumblers, lampshades, vases, or decorative elements. · Repurpose old building materials into décor or furniture. In a bid to reduce the use of plastic packaging, some brands are offering a refilling service, like Sabon Depot in Bacoor, Cavite, that refills your container with dishwashing liquid at P25 per liter. Another brand tried this but their implementation needs work. Last weekend, Unilever opened All Things Hair Refillery Stations at Trinoma and Glorietta. Some netizens said they weren’t allowed to use their own clean bottles unless they were the same as the Unilever variants at the station. The station supplied empty Refillery-labeled bottles at P10 each. Others reported being given the Refillery bottles for free in trade for their empty plastic bottles. However, the use of new plastic bottles is still not a zero-waste move. Why not refill the customers’ bottles, whatever they may be, as long as they’re clean and dry? If the company is worried about contamination, they can provide disinfectant at the Refillery Station. Still, it’s a good start, and something that other brands can emulate. In Europe and the US, there are zero-waste stores where you bring your own containers for your purchases, whether produce or cereal or coffee. There is also a growing trend there toward mending and fixing things rather than buying new. Through the nationwide adoption of these and other zero-waste practices, the country can reduce the amount of plastic and resources it uses and cut the amount of garbage sent to landfills and sewers. Let us get off the list of world slobs and on to the roster of nations that care for and preserve its environment.

END OF AN ‘ERA’: EMPEROR’S EXIT RESETS JAPAN CALENDAR THE abdication of Japan’s Emperor Akihito on April 30 will quite literally mark the end of an era, the Heisei era of his rule, and highly secretive talks have been going on for months on what to call the next one. This is anything but a procedural issue, as the name of the era has a tangible effect on the daily lives of the Japanese as well as a psychological impact on the nation. Japan is the only country in the world still using Chinese-style imperial calendars. It might be 2019 in much of the world, but in Japan it is Heisei 31, or the 31st year of Akihito’s reign. While the Gregorian calendar is also widely used in Japan, imperial dates feature on government documents, newspapers, and commercial calendars. “It is easier to imagine what the time was like if you have eras,” said Kunio Kowaguchi, president of major calendar maker Todan. “For instance, we remember it was early Heisei that the bubble burst,” he told AFP, referring to the collapse of Japan’s speculation-driven economy. The upcoming end of the Heisei period was even reportedly a factor in the government’s decision to implement death sentences last year against 13 members of the Aum cult behind a 1995 sarin attack. Government officials apparently wanted to draw a line under the cult’s attacks before the Heisei era ends. All 13 executions were carried out in July. Japan has had nearly 250 eras since adopting the system in the 7th century. In the past, emperors would switch era names midreign to mark a fresh start after natural disasters or crises. But more recently, an era has run the entire length of a monarch’s rule. Crown Prince Naruhito ascends the Chrysanthemum Throne on May 1. His era name will be an-

nounced at 11:30 a.m. on Monday—a month ahead of the ceremony. And speculation over what the name might be has been rife. There have been more than 10,000 entries in a public guessing competition run by a liquor company, hoping to win a vintage bottle of sake from year one of the Heisei era (1989). A new ‘Y2K’? A new era is a real challenge for companies like Kowaguchi’s, which produces 10 million calendars a year, many featuring both Western and imperial dates. Printing begins a year before release, so it was too late for his 2019 run to feature the new name. The new imperial era will be the first since the IT revolution, and the tech sector is girding for the transition. It has inspired comparisons to the “Y2K” bug ahead of the year 2000, when experts worried about a tech apocalypse fearing that computers would not understand the new date. “What is largely different from the time of the Y2K problem or the switch to the Heisei period is that IT is widely used and information is passed around among internet-capable devices,” said Kazunori Ishii, spokesman at Microsoft’s Japan arm. “We can’t predict exactly what will happen,” he said, though he noted that major disruption was “unlikely”. Software used in Japan that converts between Western and imperial dates will need to be updated with the new era, and code and fonts for the new name will also need to be created. The 85-year-old emperor’s decision to abdicate gave experts a rare head start in choosing the new era’s name.

The task falls to the government rather than the palace and, like many matters involving the royal household, is shrouded in secrecy. There are stringent guidelines requiring the name to have two characters, be easy to read and write, and not use common names. ‘New era, new mindset’ The new name is also unlikely to start with the first letter of any of the last four eras: Heisei, Showa, Taisho and Meiji. And because each era name is considered “sacred,” any name put forward but rejected in the past cannot be proposed again. One of the few people familiar with the challenge is Junzo Matoba, a former bureaucrat who helped look for new names during the last years of emperor Hirohito’s Showa era, in the late 1980s. “Some people thought it was irreverent to think about the next era” while the emperor was still alive, he told AFP. “I had to work secretly.” He consulted academics on Asian history and literature while trying to maintain a low profile. “I found myself caught up in such a difficult task—I was sitting under the Sword of Damocles,” the 83-year-old told AFP last year. Japan’s government is believed to have a shortlist of names, but has been mum on potential choices. The government does not even disclose the names of scholars asked to put up candidate names. A nine-member panel is to make a pick out of the candidates. Parliament leaders’ opinions will be heard on it and then cabinet ministers will meet to give the final go-ahead. “Japanese people love to ‘reset’ things,” said Matoba. “A new era, a new mindset.” AFP

MYANMAR SEIZES LARGEST METH HAUL THIS YEAR YANGON, Myanmar—Myanmar authorities seized more than 1,700 kilograms (3,750 pounds) of crystal meth worth nearly $29 million in a multi-state operation this week, the biggest haul of 2019 in a country widely believed to be the world’s largest methamphetamine producer. High-grade crystal meth—or “ice” —is smuggled out of Myanmar via sophisticated networks to lucrative developed markets as far away as Japan, South Korea, and Australia. Authorities have been nabbing larger hauls in recent months of ice and lower quality meth pills, known in the region as “yaba,” which experts say are produced in Myanmar’s conflictridden eastern Shan State. This week’s operation started on March 24 when the Myanmar Navy stopped a boat with seven people onboard off the coast of Kawthaung Township—the southernmost tip of the country—and found 1,737 kilograms of ice, state-run newspaper Myanmar Alinn reported Saturday. “It’s the biggest seizure this year,” an official from the National Drug Control Department told AFP on condition of anonymity because of the sensitivity of the case. Using information gleaned from a satellite phone, a GPS navigator, and three mobile phones found onboard, authorities raided the house of the owner of the drugs in Yangon the next day, arresting his wife and confiscating seven bank books. A truck driver in eastern Shan state believed to be transporting the drugs overland was arrested the same day, reported Myanmar Alinn, while authorities on Tuesday arrested the boat owner of the seized vessel in western Rakhine state. But “the drugs owner is on the run now. We are still trying to get him,” said the National Drug Control Department official. AFP

GEORGIA BILL PASSED BANNING ABORTION AT FIRST HEARTBEAT MIAMI—The governor of the southern United States state of Georgia was expected to sign a bill banning abortion as soon as a heartbeat is detected, after legislators on Friday approved the text which Hollywood celebrities vowed to fight. Abortion is one of the most politically divisive issues in the United States and numerous states have tried to limit access to abortions. Georgia’s lower house approved the “heartbeat bill” which prohibits abortions as soon as the first beats of the fetus are heard—from six weeks— something that happens when most mothers still don’t know they are pregnant. “Georgia values life. We stand up for the innocent and speak for those who cannot speak for themselves,” Governor Brian Kemp, a Republican, wrote in a statement congratulating legislators. The country’s major human rights group, the American Civil Liberties Union, vowed a legal challenge. “If Gov. Kemp signs this abortion ban bill into law, the ACLU has one message: we will see you in court,” said Andrea Young, ACLU’s executive director for Georgia. Thirteen US states have studied or approved versions of the “heartbeat bill” this year. AFP

AHEAD OF VOTE, COMEDIAN KEEPS UKRAINE GUESSING KIEV, Ukraine—When is a presidential campaign not a presidential campaign? When it’s being fronted by Volodymyr Zelensky, the Ukrainian comedian who has a serious chance of becoming the country’s leader going into a weekend vote. As other candidates in the unpredictable race made last-ditch appeals to the electorate on Friday, Zelensky -- who is comfortably ahead in polls for Sunday’s first-round of voting -- was performing with his sketch troupe at an arena in the Kiev suburbs. “We’re not doing any campaigning today,” he said to laughter and applause from the audience of more than two thousand people. Some were there as supporters of Zelensky’s candidacy, but many had simply come because they were fans of his television work and stand-up. As often in the extraordinary election, the line between popular performer and presidential hopeful was blurred. The show began with a large-screen advertisement for a new series of “Servant of the People”—a television comedy in which the 41-year-old actor plays the president. AFP

AUSSIES VOW LAWS VS TERROR IMAGES

YDNEY—Australia pledged Saturday to introduce new laws that could see social media executives jailed and tech giants fined billions for failing to remove extremist material from their platforms.

The tough new legislation will be brought to parliament next week as Canberra pushes for social media companies to prevent their platforms from being “weaponized” by terrorists in the wake of the Christchurch mosque attacks. Facebook said it “quickly” removed a staggering 1.5 million videos of the white supremacist massacre livestreamed on the social media platform. A 17-minute video of the March 15 rampage that claimed the lives of 50 people was widely available online and experts said it was easily retrievable several hours after the attack.

“Big social media companies have a responsibility to take every possible action to ensure their technology products are not exploited by murderous terrorists,” Prime Minister Scott Morrison said in a statement. Morrison, who met with a number of tech firms Tuesday—including Facebook, Twitter and Google—said Australia would encourage other G20 nations to hold social media firms to account. Attorney-General Christian Porter said the new laws would make it a criminal offence for platforms not to “expeditiously” take down “abhorrent violent material” like terror attacks, murder or rape. Executives could face up to three years in prison for failing to do so, he added, while social media platforms—whose annual revenues can stretch into the tens of billions—would face fines of up to ten percent of their annual turnover. “Mainstream media that broadcast such material would be putting their license at risk and there is no reason why social media platforms should be treated any differently,” Porter said. The government was so far “underwhelmed”

by the response from tech giants at their Tuesday meeting with Morrison, communications minister Mitch Fifield told reporters Saturday. Facebook said on Tuesday it was “committed to working with leaders and communities” around the world to “help counter hate speech and the threat of terrorism”. The company declined to comment further on Saturday. Cyber-security expert Nigel Phair cast doubt over the likelihood the proposed Australian laws could impose jail time. Extradition is complicated and reserved for “serious criminal matters”, the University of New South Wales academic and former federal police officer told AFP, while Australian-based executives were not company “decision makers”. “Jail is for violent offenders not a marketing representatives in Australia of an American social media company,” he added. But Phair said social media firms can also do more than they pledged at the Tuesday meeting. “They didn’t read the tea leaves then, it’ll be different how they read the tea leaves now,” he said. AFP

HK’S CHINA EXTRADITION PLAN SPARKS ALARM

HONG KONG—Hong Kong’s plans to approve extraditions to the mainland have sparked alarm within the city’s business and legal communities who fear it will hammer the financial hub’s international appeal and tangle people up in China’s opaque courts. The proposal, which will be debated in Hong Kong’s legislature on Wednesday, would allow the transfer of fugitives with Taiwan, Macau and mainland China on a “case-basis” for the first time. But it comes at a time of roiling distrust over how Beijing wields its authoritarian legal system -- and as two Canadian nationals languish in Chinese custody following the arrest of

a top Huawei executive in Vancouver. Critics fear any extradition agreement could leave both business figures and dissidents in Hong Kong vulnerable to China’s politicized courts, fatally undermining a business hub that has thrived off its reputation for a transparent and independent judiciary. “At that point Hong Kong is just really a part of China,” an American partner at an asset management company told AFP, commenting on how the business community would feel if the law is passed. “People might still be fine to come for three years, five years, but are you going to really put down roots here if you have real or

implied political risk? I think probably not,” she added. The sudden plan to overhaul Hong Kong’s extradition agreement began with good intentions. It was sparked by a high-profile murder in Taiwan where a Hong Kong man allegedly strangled his pregnant girlfriend during a holiday trip and then fled. That case generated significant sympathy and frustration that Hong Kong was unable to extradite the suspect to Taiwan. But the government’s surprise decision to include mainland China in the overhaul has led to a groundswell of opposition and suspicion pro-Beijing local author-

ities are taking advantage of the Taiwan murder. Historically Hong Kong has balked at extraditing to the mainland because of the opacity of China’s criminal justice system, and the death penalty -- which has been abolished in Hong Kong. Observers say the courts are controlled by the Communist Party and are frequently used to silence critics or wielded by powerful people to settle personal and business scores. Those who wind up in the courts have little chance of acquittal—according to China’s own national judicial statistics there was a 99.9 percent conviction rate for criminal charges. AFP

5 DEAD IN EXPLOSION IN EAST CHINA FACTORY BEIJING, China—Five workers were killed and three injured in a factory explosion caused by a gas leak in eastern China, local authorities said Saturday. The blast happened Friday night at a perlite workshop in Shandong province, city officials said in a statement. All five victims were night shift workers inside the Qingzhou city factory during the explosion. Three others outside the workshop suffered mild injuries and are still in hospital under observation. “The cause of the accident was initially found to be a liquefied natural gas leak, and the specific cause is under further investigation,” the statement said. A company official from the Yongli Perlite Plant has also been detained by

local authorities, it added. Perlite is a form of volcanic glass that is mined and processed, often used in horticulture, insulation and plastics production. The incident came barely a week after one of China’s worst recent industrial accidents, in which an explosion at a chemical plant killed 78 people and injured hundreds. The powerful explosion in the eastern city of Yancheng toppled several buildings in the industrial park, blew out windows of nearby homes and even dented metal garage doors. It prompted the State Council, China’s cabinet, to order a nationwide inspection of chemical firms. Deadly industrial accidents are common in China, where safety regulations are often poorly enforced. AFP

MIRANDA GEARS UP FOR TCR ASIA SERIES RACING SEASON

O

N TO a bigger racing adventure. Coming from a successful season in single seaters, Daniel Miranda is returning to race touring cars but this time on an international scale. The 22-year-old driver from Cebu has confirmed his entry in the TCR Asia Series with Eurasia Motorsport where he’ll be driving a Hyundai i30 N TCR this 2019. Miranda already has a long list of accomplishments in motorsports. He started his career in go karts and was awarded Karter of the year in 2013. This was followed by the Toyota Vios Cup title in 2017 with Team Obengers before making the switch to single seaters. Last year he achieved a podium finish on his Asian Formula Renault debut and was crowned vice-champion in Formula V1. Backed by Cebuana Lhuillier, Miranda is re-united with his AFR team to enter the asian touring car series. Together they’ll compete in the full five-round TCR Asia Series championship that will take them to circuits in China, Korea, and Thailand, with the season opener this coming April 5-7 at the Sepang International Circuit in Malaysia. “The year 2019 will be a very exciting season for me. After a year in formula cars and finishing top five overall, I’ll be encountering a new challenge the TCR Asia Series with Eurasia Motorsport. This will allow me to improve on my racecraft together with my motorsports career,” said Miranda. “Hoping we can do well this season with the team. Thank you Cebuana Lhuillier for the support and I will do my very best for my family, team, and for the Philippines as I am the only Filipino driver in this series.” Miranda recently completed a three-day

test at Sepang to familiarize himself with his new machine. He was able to consistently improve at every session, working on his driving style, adjusting to running on full racing slicks, as well as acclimatizing himself to the hot Malaysian weather. “The engine is fast and the car feels amazing. It has a lot of grip is a lot of un to drive. We’re now on pace and I’m excited for the first race of the season. Our target is to get on the podium and hopefully bag the title at the end of the year,” he added.

The Hyundai i30 N TCR is already a race-winning package out of the box and propelled Gabriele Tarquini to the World Touring Car Cup (WTCR) title in 2018. It’s powered by a 350 hp 2.0L turbocharged 4-cylinder engine with a six-speed sequential gearbox and fitted with adjustable dampers, and Brembo brakes.

2019 TCR Asia Series Race Calendar: Round 1/2 | April 5-7 (Sepang International Circuit); Round 3/4 | May 3-5 (Korea International Circuit); Round 5/6 | May 31-June 2 (Shanghai International Circuit); Round 7/8 | July 5-7 (Zhejiang International Circuit); Round 9/10 | August 30-September 1 (Bangsaen Grand Prix)

TABUENA PULLS OUT OF SOLAIRE PH OPEN

Miguel Tabuena

A BACK injury forced Miguel Tabuena to withdraw from the Solaire Philippine Open, leaving the country’s premier championship without one of its top draws when it holds its 101st staging on April 3-6 at The Country Club in Laguna. Tabuena hurt his back while playing in the pro-am of the Maybank Championship in Malaysia last week. He did play in the first round of the $3 million event but withdrew after shooting a 79. After several sessions with the European Tour physiotherapists in Kuala Lumpur, he still flew to India to compete in the Hero Indian Open this week, hoping it would heal after a week-long rest. But he decided to pull out in the $1.75 million tournament so as not to aggravate the injury. “It’s sad to have to withdraw from defending the Solaire Philippine Open crown. I hurt my back in KL right be-

fore the Maybank Championship. From there, I flew to India hoping I could play the Hero Indian Open but was advised against it by the tour’s physios,” said Tabuena, who, however, added that would still show up in the Phl Open but as a spectator and not a competitor. “I hope to be back and healthy soon. Best of luck to all the players in the SPO at the TCC next week,” he said. Tabuena nipped Thai veteran Prom Meesawat in sudden death at the TCC to clinch his second Phl Open crown in five years. He would’ve vied to become the first repeat winner of the fabled event in 60 years. “While we regret his withdrawal from the Solaire Phl Open, we are also after his health and we fully support his decision to take a rest to give his injury sufficient time to heal ,” said Colo Ventosa, general manager of the organizing Pilipinas Golf Tournaments Inc.

Despite his absence, the SPO cast remains as talent-laden as ever with Asia’s former No. 1 Juvic Pagunsan and fellow Japan PGA Tour campaigner Angelo Que headlining the local challenge against a slew of foreign aces in the $500,000 championship sponsored by Solaire Resort & Casino. They include Thais Wisut Artjanawat, Sutijet Kooratanapisan, Poosit Supupramai and Pasavee Lertvilai, who are all going all out to nail their first Phl Open title; Philippine Golf Tour Asia leg winners Damien Jordan and David Gleeson, spearheads of the Aussies’ drive for their 10th Open jewel; and Americans Sam Gillis, Lexus Keoninh, Brett Munson, Cory Oride and PGT leg titlist Nicholas Paez, who are shooting for their 27th Open crown in the event sanctioned by the National Golf Association of the Philippines headed by president Martin Lorenzo and backed by Pin High golf apparel.

PAGUNSAN CRUISES TO 7-SHOT WIN IN RIVIERA SILANG, Cavite—Juvic Pagunsan turned what was expected to be a fierce final round duel with fellow Japan PGA Tour campaigner Angelo Que into a victory walk, cutting loose with an early rash of birdies and cruising to a whopping seven-shot romp in the ICTSI Riviera Golf Challenge at the Langer course here. Not even a rare three-shot swing on No. 14 could rattle Pagunsan, who surged ahead by four after 54 holes behind a 66 Friday then hiked his lead to seven with a three-birdie binge in the first 10 holes yesterday. But Que birdied the par-4 14th, which Pagunsan double bogeyed on an errant drive, to cut the lead back to four, only to yield the same number of strokes on the par-5 16th on a reverse double bogey-birdie swing. That paved the way for Pagunsan’s unhampered march to a championship in his first Philippine Golf Tour Asia event as Asia’s former No. 1 closed out with an even par 70 for a 72-hole total of six-under 278. “I played solid at the front. Though I wavered at the finish, I kept my cool knowing I’ve got a huge lead,” said Pagunsan,” who received the top purse of $17,500 from organizing Pilipinas Golf Tournaments, Inc. executive director Narlene Soriano during awards rites of the penultimate leg of the 10-stage second season of the region’s newest circuit put up by ICTSI and organized by Pilipinas Golf Tournaments, Inc. The victory, whom he shared with wife Maria Elena, daughter LJ and son PJ, was his second since marking his return to the local circuit with a playoff victory over Jobim Carlos in PGT Bacolod last August. More importantly, it primed the smooth-swinging shotmaker up for next week’s Solaire Philippine Open at The Country Club. “It’s a big boost heading to the Phl Open,” added Pagunsan. Que failed to match Pagunsan’s hot start, falling by as many seven with a double bogey on No. 9. But his birdie, coupled with Pagunsan’s 6 on No. 14, sparked some hopes for a big comeback by the power-hitting former Phl Open champion.

Juvic Pagunsan hoists his trophy.

ZALORA CHANGES FASHION SHOPPING By Othel V. Campos

A

SIA’S top online fashion platform Zalora Group works out strategic investments and partnerships in its 7th year in the Philippines’ fashion and online retail scene. Zalora, in an event at Grand Hyatt Hotel in Fort Bonifacio, revealed a new line-up of initiatives to fortify its presence in Asia and in the Philippines and help the site keep its status as the top online fashion destination in relation to core components of its business: people, product, innovation and customer service. “Since the company’s arrival in 2012, we’ve seen that there really is an exciting opportunity for fashion to grow in the e-commerce space here in the Philippines. Zalora’s success in the local scene not only shows the readiness of Filipino customers to fully transition to e-commerce but also their loyalty to lifestyle brands that add value to their shopping experience, may it be through superior customer service or variety in selections,” said Zalora co-founder and chief executive Paulo Campos III. The site has revolutionized the way people shop for personal wear, apparel, footwear and fashion trimmings. From adult and teens wear, the platform is looking at maximizing the kids wear line amid the steadfast growth, globally. The global kidswear market is fast becoming one of the most profitable industries in the global with sales of 168 billion euros in 2018, according to Euromonitor International. This is another growth area for Zalora with its goal of making fashion more accessible to customers of all segments and ages, carrying global brands and local labels alike for newborns to pre-teens. Zalora Group is also is enhancing its portfolio of brands exclusively, bringing in Debenhams, Marks & Spencer, J.Crew, Jack Wills, Thai regional brand Pomelo and homegrown labels making waves in the international scene such as N. Natori and Josie. It launched a series of multi-brand concept stores in partnership with Beauty Bar, R.O.X., Bratpack, Grind, Res Toe Run, and The Travel Club to house over 100 prime brands in integrated lifestyle stores, making it easier for customers to browse, choose and procure their beauty, lifestyle, leisure and sports essentials. Zalora will also be introducing new partnerships and expanding its existing celebrity collaborations with Jason Wu, Jessica Jung, Georgina Wilson, Isabelle Daza, Solenn Heussaff, Liz Uy and Kris Aquino. It plans to release an exclusive designer collection with the local premier fashion designers, alongside new design collaborations with celebrities to represent different customer lifestyles and milestones. Investment-wise, the online fashion platform initiated the construction of the Fulfillment Center in partnership with Ayala Corp. Infrastructure to add more space for inventories and be quick enough to serve its huge customer base with even wider assortment of products. The first phase of the new facility will allow Zalora Philippines to store more than twice the capacity of its current Fulfillment Center, while its strategic location provides space for future

expansion as the business continues to grow. The center will be a semi-automated multilevel facility providing additional space and increased, scalable throughput capable of housing 7.2 million items. This is more than seven times the capacity of the existing Zalora warehouse in Carmona, Cavite, which has been serving the company since 2015. This is a significant milestone for Zalora Philippines’ warehouse operations, which has adequately fulfilled its customers’ orders despite a mostly manual process in the previous years. The facility will employ 1,200 employees over 24/7 operations, giving employment opportunities for the Muntinlupa-Cavite community. To reinforce a seamless shopping strategy, Zalora will expand click-and-mortar locations to meet the growing demand for convenience and adapt to the increasingly mobile lifestyle of consumers. These include pop up store, Click & Connect expansion and expansion of order collection points to all Ayala Malls in partnership with Entrego.

In-house logistics division Zalora Express Delivery has developed into a technologydriven end-to-end fulfillment solutions company now called Entrego. Through a partnership with Entrego, its lastmile delivery partner that was spun off from Zalora Express in late 2018 in partnership with Ayala Corp., the online fashion retail giant will also be expanding its order collection points to all Ayala Malls. Zalora also plans to continue its legacy of holding mega sales in 2019. “Mega sales are some of our most exciting events, largely because we get to offer the best deals from leading global and local brands while guaranteeing 100-percent authenticity, which sets our offers apart from other e-commerce sale events,” said Campos. He said the group posted year-on-year spikes in sales of two to over 10 times the average sales. “Fashion is an important medium of creativity and self-expression, and we want to make sure that Filipino customers continue to enjoy the product quality and customer experience that we have come to be known for,” Campos said.

MALAYAN INSURANCE ASKS HOMEOWNERS TO SECURE PROPERTY NON-LIFE insurer Malayan Insurance appealed to property owners to secure their estate against fire as accidents continue to rise every year. The Bureau of Fire Protection reported a total of 14,316 fires in 2018, up by 0.84 percent from 2017. The BFP identified the leading causes of fires in the nation as malfunctioning or faulty electrical connections, lit cigarette butts and open flames from unattended stoves. Lit cigarette butts and open flames from unattended stoves can cause either Class A fires, which involve ordinary combustible materials like wood, paper and plastic; or Class B fires, which involve flammable liquids and chemicals such as liquefied petroleum gas. Malfunctioning and faulty electrical connections can cause electrical fires classified as Class C. “Fires are disasters that put lives and homes in danger, and through planning and vigilance, these terrible losses can be prevented,” said Malayan Insurance first vice president for marketing and communications Martin Yuchioco. Yuchioco said securing a property does not only add value to the property but also serves as a safety net for the owners when disasters occur. “Our products, Home Protect + and Business Protect both offer coverage for losses caused by fires,” said Yuchioco. Malayan insurance said the cost of losses from fires continue to increase over the years for both residential and business properties.

TECHNOLUX OFFERS PROFITABLE BUSINESS AT FRANCHISE ASIA TECHNOLUX, the country’s biggest distributor of kitchen and laundr y equipment and smallwares for over 43 years, will launch new business concepts with a quick return on investment at the Franchise Asia 2019 on March 29 to 31 at SMX Convention Center in Pasay City. It will introduce Lechi, a food business model created by Technolux. It sells grilled/air-fried dishes such as roast chicken, lechon kawali and liempo using Convotherm Model Gas Easydial 6.10 Combi Oven. Lechi’s Chicken is roasted using Convotherm’s combination mode that combines convection and steam cooking methods to ensure that the chicken browns perfectly and maintains its moisture. The lechon kawali, on the other hand, is air-fried using the crispy and tasty mode of Convotherm Oven. CROSS-BORDER CREDIT DATA SHARING A BOON TO ECONOMY REMIT TANCES by overseas Filipino workers reached a record $32.21 billion in 2018, according to the Bangko Sentral ng Pilipinas. Remittances consistently account for 10 percent of the country’s gross domestic product, but information solutions provider TransUnion says OFWs can participate in the local economy more when cross-border data sharing, or the exchange of credit information between states, becomes institutionalized. “Cross-border data sharing will assist OFWs in participating in the credit economy of their resident country and even after they decide to come home for good. It will help open up more opportunities to access credit for purposes like entrepreneurship, obtaining mortgages and personal loans, or accessing the rental housing market, which can translate into more income for remittance, expenditure, or investment,” said TransUnion Philippines president and chief executive Pia Arellano. It is currently only done in the European Union via limited inter-country reporting between credit bureaus and registries due to regulatory uncertainty, legislation changes and non-agreement on risk assessment guidelines that are hampering credit reporting data harmonization between countries. The infrastructure to allow a credit bureau in one country to send a consumer report—at the consumer’s request—to a lender in another country is still in a nascent stage and potentially faces some of the same regulatory uncertainty as bureau-to-bureau sharing. “It’s a long way to go before we can fully benefit from cross-border credit data sharing. For one, we have yet to establish wider access to credit information among Filipino consumers right here in the Philippines. However, helping OFWs, which in turn translates into tangible economic benefits for the Philippines, is also a priority for us because it’s part of what we view as Information for Good,” Arellano said. TransUnion is also currently exploring opportunities to permit consumers to request online that their report be provided directly to a lender in another country. “Eventually, it will all spur further growth in our economy. When the OFWs raise their standard of living through credit, the Philippine economy benefits through remittances, local expenditures and further investments,” Arellano said.

DANISH investment advisor remains bullish on the Philippines which he says will be among the fastest growing economies over the next decade as the center of economic power shifts from Europe to Asia. Peter Lundgreen, the founder and chief executive of Copenhagen-based Lundgreen’s Capital, says the Philippines, along with Malaysia, Indonesia and China will continue to lead the global expansion in the next 10 years, as European countries continue to post sluggish growth. The uncertainty over the future of Europe hangs in the next European Parliament election in May, he says. Lundgreen warns against using monetary stimulus to support growth in the Philippines. He says while newly-appointed Bangko Sentral ng Pilipinas Governor Benjamin Diokno appears to be a highly qualified and very respectable official, his links to the government is a source of worry for some. “I am convinced that he is a very respectable person. But there is no doubt that given his prior position as budget secretary, he is very close to the government. He has said more things about growth than monetary policy. That is a big worry,” Lundgreen says in an interview in Makati City. “At the Bangko Sentral, they should focus on the monetary policy. He [Diokno] needs to prove that he has independent thinking. People get nervous in any country where the central bank sort of moves too close to the government,” he says. Lundgreen, who last year claimed that the BSP was behind the curve in monetary tightening, believes that it is not yet time to reduce interest rates despite the softening inflation rate. “In the Philippines, some are arguing that interest rates should be lower. I don’t see that at all. There is no reason to lower interest rates. The hikes last year were very, very late and the country was behind the curve,” he says. “Lowering interest rates in the Philippines would not necessarily improve GDP growth. I don’t believe it would,” says Lundgreen. Lundgreen says while he is generally hopeful about the global economy, there are several areas of concern including the events unfolding in Europe. “What will be fantastic and exciting is the coming election for the European Parliament by the end of May. Normally, it does not gain too much attention, but this time, the European Parliament is getting more influence. That makes the election a bit important,” he says. He says uncertainty on the direction of the European policies worries many investors. “It will be a signal to the rest of the world and investors from Asia and the US that Europe has no clear direction. That would hurt the euro and that would make investments in Europe less interesting,” he says. Lundgreen says the US and China will continue to lead economic growth despite their perceived trade and political dispute. “I think for the next 10 years, regardless of whether the US and China solve their current trade dispute, we will see this ongoing sort of testing the power between the US and China all the time. China is growing and is showing more muscles,” he says. “Due to Beijing’s growing trust in China’s own political importance internationally, in particular in the Asia Pacific region, the ongoing tension between Washington and Beijing is unavoidable in my view. Such a situation will surely spill-over on the trade relationship between the two superpowers in the future, leading to retuning

nervousness,” he says. Lundgreen says despite the lower-than-expected growth in China in the vicinity of 6 percent, it will soon surpass the US as the world’s largest economy. “It is not a question of if, but when. Then you have a one-party system dominating the economic power in the world,” he says. “China is more exciting than usual these days. The party congress has approved a range of new stimulus initiatives that should prevent the GDP growth from dropping too much,” says Lundgreen. Lundgreen also believes that the US economy will avoid a recession. “These are examples why I argue that US households have become more economically robust to forego a crisis and nothing currently points towards a recession,” he says. “My view is that a debt crisis is more likely to happen at some point, rather than an economic crisis. A [US] debt crisis will, of course, be a disaster for economic growth, but it does matter where the problems arise—a debt crisis or economic crisis,” he says. “Concerning the US government debt, a crisis develops when investors consider the sovereign debt has become too high – this may well happen one day, though it will take a long time,” says Lundgreen. SUCCESS IS ACHIEVABLE FOR FILIPINA ENTREPRENEUR FINANCIAL stability and freedom are desirable and achievable goals for the modern Filipina, both in the city and the countryside. In the recently concluded media roundtable #SHERules: Filipinas Who Change The Way We Do Business hosted by online financial marketplace eCompareMo.com, female experts in the fields of financial literacy, entrepreneurship and government programs expressed confidence that success isn’t just achievable for the Filipina entrepreneur but desirable for her, her loved ones and even the economy. Financial literacy advocate Dr. Daniela Laurel, Vista Land and Lifescapes managing director Camille Villar and Trade assistant secretary Blesila Lantayona joined the discussion. Laurel said women need to move from having financial freedom—having a source of active income and no debt— to financial stability, where they have active and passive income and are also able to invest in the future. This is a benefit that many women recognize that they can achieve by going into business. “Women are better money managers than men, especially in tough times,” said Laurel, who is also a news anchor and segment producer at One News Network Philippines. “We know how to sacrifice for the long haul, we know how to work hard and to reap the benefits and stability. In the long term, managing our finances empowers us, but it’s not just a money thing. The difference between us and men is that we also use money to nurture and mother,” she said. Villar, the daughter of tycoon Manny Villar, spoke on the benefit of having a supportive environment and role models and changing the mindset of Filipina from “can’t do” to “can do”. Villar said it was being immersed in the world of business at a young age, with both her parents working on building the family business that influenced her own thinking. She believes that businesses that nurture and support women can help change the workplace culture and allow women to have more confidence and excel. “I’ve had the experience of being in a table with male

CEOs and they look at me like I should be in the table of the wives. Or they ask me a question like, ‘What’s your favorite store?’ or ‘Where do you like to shop?’ [as if ] I don’t manage my company,” said Villar. “It’s something you have to overcome, and you just have to tell yourself that, ‘I’m going to prove them wrong. I belong here. I know just as much as all of them. I work hard and I know what I’m talking about’ and not to be intimidated and not allow preconceived notions or gender bias to hinder you from making your way to the top brass and managing your own company,” she said. Lantayona said getting more women owning and running successful small and medium enterprises is the key to the country’s economic growth. “Women play an important role in the Filipino economy. They make up 50 percent of the labor force,” she said. “Entrepreneurship is the key to empowering women and making women contribute to a more inclusive and stable growth. As such, the Philippine government has developed measures to support women entering into business,” she said.

She shared some of the government initiatives that women seeking to get into business can take advantage. These include the Great Women Project, where the DTI works with women run businesses to help them enter the global market; the Shared Services Facilities program, where small and medium enterprises in the countryside can get access to free equipment; and the Pondo sa Pagbabago at Pagasenso Microfinancing Program. She also emphasized two projects in which countryside entrepreneurs—many who are women— can get the help they need to scale up their businesses and move beyond their localities. The Go Local program with major retailers helps products from countryside SMEs to be displayed and sold in local stores. The products are thus exposed to a wider market, and the SMEs can benefit from the retailer’s feedback on how to make the products more marketable. There is also the Kapatid Mentoring Program, a 10-module course where countryside entrepreneurs can learn more about running a business—including marketing and financial literacy. The lecturers in this program are actually established entrepreneurs who mentor the participants and provide practical advice on growing one’s business. “As we have seen and heard today, the three big barriers to female entrepreneurship are the mindset, access to financial information, and access to financing,” said Ched Limson, chief operating officer of eCompareMo.com. Limson said while these barriers may be real, the stories and the lives lived by the guests at #SHERules prove they are not insurmountable. “eCompareMo.com believes in the power of women and we are determined to do everything in our power to help the Filipina entrepreneur get access to not just the financial services they need, but also help improve financial literacy through events like SHE Rules,” said Limson.

ABOITIZ HELPS LABORER PEDAL TOWARD EDUCATIONAL SUCCESS

A BLUE-COLLAR worker from the province is gearing up toward a brighter future for himself and his family, thanks to a recentlyinked technical-vocational partnership between the Aboitiz Foundation and Dualtech Training Center in Calamba City in Laguna. “I was a labor worker before I found out about Dualtech and its program. I would like to thank the Aboitiz Foundation because this [scholarship] will be a great help for me to finish my studies. With this assistance, I am about to change the course of my life,” said Zaldy Gavica, a Camarines Sur native and a Dualtech Electromechanics Technology major at Dualtech. In his second month as a Dualtech scholar, Zaldy dreams of finishing his studies to help achieve a better life for his family. Because his parents do not earn enough to support his schooling, Zaldy works as a laborer and moonlights as a pedicab driver. Zaldy sees his studies as a stepping stone to lift himself from poverty. He urges his fellow scholars to work hard to finish the

program with him. Like Zaldy, 19 other Dualtech tech-voc scholars werè guaranteed full support for their education through a partnership between the Aboitiz Foundation and Dualtech Training Center in Calamba City. Selected based on academic excellence, skills and attitude toward completing a six-month training, the Aboitiz Foundation recently turned over Electromechanics Technology scholarships to 20 Dualtech students from various provinces in the country such as Aklan, Bohol, Camarines Sur and Catanduanes. The grant covers the tuition fee and training costs of the scholars. Lolito Baldones Jr., an assistant welder and painter of Cebu, also aims to finish an education despite not being able to go to college. The third among seven siblings, Lolito was raised by relatives due to his family’s poverty. In his third month as a Dualtech scholar and working as a part-time ramen house cook, Lolito said the Aboitiz Foundation’s

scholarship will now make it easier for him to make ends meet and achieve his goal. According to Lolito, he wants to inspire his fellow scholars so that to finish the educational program. “A lot of people said that I would not be able to finish studying and that I would most likely become a drug addict. This is why I persevered. This is also for my sister who died; she hoped for us to graduate even if we didn’t have our parents with us,” said Lolito during the partnership turnover ceremony. Zaldy and Lolito are just two of the many inspiring scholars benefiting from this partnership. “ To d a y , t h r o u g h t h e A b o i t i z Foundation’s partnership with Dualtech, the scholars are given an opportunity to discover a new skill and hone their abilities, but with that opportunity is also a responsibility to take part in our advocacy and brand promise of advancing business and communities,” said Aboitiz Foundation first vice president and chief operating officer Maribeth Marasigan.

Zaldy Gavica, one of the beneficiaries, shares his experience, aspirations and inspirational message to his fellow scholars during the ceremonial turnover of the Aboitiz Foundation scholarship for Dualtech Training Center scholars.

HE year 2019 marks the 5th year of OPPO’s entry to the Philippine market.

F1 in the F Series was OPPO’s first model launching in Philippines back in 2016. As of today, OPPO’s F Series has accumulated over 2 million users. Based on dealers’ weekly reports, every F series model is the number one selling model within its price range in MX, Abenson, and other dealers. The F series is indeed one of the most popular smartphone models chosen by our Filipino users. This is particularly notable since 2018 saw continuous decline in global smartphone market sales. IDC data suggests that total global smartphone shipments dropped by 4.1% YoY. However, despite an overall slug-

gish market in 2018, OPPO bucked this trend and maintained steady growth, seeing fast-paced development in the international market. According to data from Canalys, OPPO's global shipments increased by nearly 38.6% YoY in Q4, 2018. Locally, according to a recent data released by Canalys this February 2019, OPPO has secured 24% market share as of Q4 2018. OPPO today is one of the top smartphone choices for Filipino consumers. To continuously grow the portfolio and the business, OPPO is starting 2019 strong as it launches the new OPPO F11 Pro. “We’re very positive that despite the ongoing struggle faced by the global smartphone market, we can surpass this. We always stay grounded with our market’s need when it comes to developing our sales and marketing strategies. As a brand, OPPO’s

mandate is to provide the highest quality of products at the best possible price,” shares Zen Han, Vice President of Channel Sales, OPPO Philippines. The F11 series is equipped with a 48 MP image sensor and F1.79 large aperture together with a 6P lens, the camera can sense more light when shooting in low light conditions, ensuring more details are captured. SHOP WITH HOME CREDIT’S ‘HULOG-GAAN’ IF YOU will be given a shopping basket to fill and a maximum of P25,000 budget, what will you grab off the shelf first? Will you stock up on new wardrobe pieces? Perhaps you’ll fill it to the brim with electronics? Home Credit Philippines, the leading consumer financing company in the country has just made this too-good-to-be-true scenario a reality with its launch of Hulog-gaan, their first ever bundle financing product that lets consumers buy a number of lower-priced items in bulk, and pay for them through affordable installments. The company’s newest installment package allows financing of commodities that Home Credit didn’t previously finance. Some of the commodities that can be covered by Hulog-gaan are clothing, bags and accessories, toys, and electronics. These items are on top of the commodities that Home Credit already finances like smartphones, tablets, home appliances, and sporting goods. Chief Marketing and Product Officer Franchette Cardona says that the Hulog-gaan installment allows Home Credit to cater to more customer needs than ever before. “Our installment plans before are primarily for big purchase items. We wanted to provide the same financing options for those who have a lot of different wants and needs, and be able to afford them all in one go.” Using the Hulog-gaan installment product, shoppers can now buy any of the covered items as long as they fit the P25,000 maximum price for the bundle. Customers can choose between P3,000 to P20,000 financed amount which they can pay for nine to 12 months. Home Credit’s Huloggaan can be applied to their Standard, Easy Plan, Flex10, and Gift Payment loans. Shoppers can include in their bundle a maximum of five product entries, with multiple items under one category counted as one bundle entry as long as it fits the P5,000 maximum amount per entry. Exceptions on categories covered by Hulog-gaan are jewelry and watches and smartphones and tablets. This isn’t actually the first time that Home Credit has offered bundling installment plans. The market leader also has a regular bundling plan for those who want to buy higher-priced items in a package. “We want to be there for the customer, whoever they are and wherever they are. That’s why we are developing innovative tools such as our mobile app, and developing new financing products like the Hulog-gaan product,” explains Cardona. “It’s all about enhancing the customer experience through our products and services.” Home Credit, which has recently shortened its approval time to a minute, is now focused on reshaping the shopping landscape for everyone by providing them with more financial products and a better, easier experience. The Huloggaan is offered on the following stores you can find on this link.

SMART STAGES 5G TECHNOFEST WITH NOKIA PLDT and its wireless arm Smart Communications, Inc. showcased the fifthgeneration (5G) wireless broadband technologies and services in a 5G Technofest held with Nokia in Makati City. This activity is part of the memorandum of understanding (MoU) recently signed by PLDT, Smart and Nokia to pilot 5G standalone (5G SA) in the country and collaborate in identifying real world solutions such as artificial intelligence, drones, and Internet of Things applications. “5G will jumpstart the next wave of unforeseen innovations. We look forward to the potential new revenue streams on top of mobile broadband data, and the creation of an ecosystem of industrial partners that will try out and adapt specific 5G use cases to address specific needs and requirements—new use cases that we can now do in 5G but were not previously possible using 4G technology,” said Czar Lopez, head of PLDT-Smart Technology Strategy and Transformation Office.

“This Technofest is for all of us PLDTSmart employees to be involved in and continue to be aware of what we are doing in 5G, and continue with our knowledge build-up,” Lopez added. Among the technologies displayed during the Technofest were augmented reality/virtual reality, 5G base stations and customer premises equipment, and drones. Andrew Cope, Nokia country head for the Philippines, also cited new business areas like robotics, automation and improved entertainment as among the opportunities that Nokia sees in 5G, a technology that has the potential to ramp-up productivity levels and change the future. “5G has been referred to as a universal technology, like the wheel or the combustion engine. It has that much potential to change the way we live and work in the future. Nokia Bell Labs research indicates that productivity could grow by as much as 30% in country GDP because

of 5G in the next 20 years,” Cope said. Cope cited the launch of GSM services in the country 20 years ago as a milestone between Smart and Nokia. “In April 1999, we launched the first dualband GSM network, transforming the way people communicate in the Philippines. Today marks the start of a new journey where we try to transform the industry and the way the Philippines connects and grows and lives, again.” “5G is a fundamental shift in technology. 5G is about going beyond consumer broadband—this is about connecting everything,” said Ravi Kailat, Nokia head of Solution Sales for Asia South. “Every technology before 5G has been addressed to consumers. That led to this mobile broadband revolution that we’re all experiencing. Now is the time to make the next jump into a technology that has been developed for industries,” Kailat said, adding that while 5G will enhance consumer experience, it is designed with extreme

capacity, extremely low latency, and high connectivity to be able to address completely new segments. Use cases Kailat cited include AR/VR for classrooms, possibilities for remote working, and drones for disaster response, mapping and security, among others.

“As we did back in GSM, where we provided technology for the Philippines, we came up with amazing uses. Philippines became the texting capital of the world after GSM was launched. So the question is: What will the Philippines come up with next?” Kailat said.

LAZADA TO HELP SEA BRANDS BECOME ‘SUPER E-BUSINESSES’ By Nat Mariano

S

INGAPORE—Aside from delivering quality products from brands and sellers to their customers, Southeast Asia eCommerce giant Lazada sure knows how to fulfill its years-long dream of becoming a "one-stop shop" across several countries in the region. For Lazada, which is majority-owned by Alibaba Group Holding Ltd, the platform has more to prove to its consumers than just mere clicks and "add to cart" moments. As its launch in 2012, the eCommerce leader has been aiming to build superior customer experiences at the top of their priorities, constantly challenging themselves to do more and be more. In a bid to involve its customers in celebrating the company's 7th year anniversary, Lazada eyes a lot of growth opportunities for the e-commerce platform, planning to transform brands and sellers, no matter how big or small they are, into the so-called "Super eBusinessses." Recently, Lazada announced an "all-encompassing series of products and services that will boost the growth of both brands and sellers." Dubbed as "Super-Solutions," Lazada offers to resolve three dilemmas that brands and sellers encounter in using the platform such as branding, marketing, and sales. These features, which have been rolled out in line with Lazada’s 7th-anniversary celebration, are aimed at brands and sellers alike to ensure they are well-positioned to ride the eCommerce boom in Southeast Asia. In his speech, Lazada Group Chief Executive Officer Pierre Poignant emphasized the need to create long-term sustainable businesses no matter how big or small the brands and sellers are. For the Lazada Group top executive, no seller is too small to aspire, and no brand is too big to become super ebusinesses. "Our belief is that it doesn't make any sense. You know, big sellers, small sellers, retailers, big brands, small brands, international, no. I think, what matters is: Are you passionate in growing your business on the e-commerce platform?" Poignant said during the LazMall Brands Future Forum. "Are you passionate to grow your ebusiness? That's what matters. We want to give a chance to all these entrepreneurs who want to grow their business on their platform," he added. According to Poignant, Lazada is the only e-commerce platform capable enough to deliver the so-called super solutions through its own tools. "We will be the only platform to deliver this from big to small, from international to local, from brands to sellers and traders. We will be the only one to do this because of the infrastructure, the technology, and the efficiency we provide," Poignant noted. "That is why we are thrilled to roll out super-solutions to help our brands and sellers become more nimble in digitizing their businesses and better reach customers,” he added, believing that, as a group, the continuous investment, innovation,

Lazada Group Chief Executive Officer Pierre Poignant

and development in infrastructure enable the growth of e-commerce. In order to accelerate the growth of Lazada brands and sellers, the so-called super-solutions will make it easier for them to open up stores on LazMall. Speaking in the same forum, Lazada Group President Jing Yi announced the new features that will help improve branding, marketing, and sales of the platform’s brands and sellers in LazMall. Started in September last year, LazMall, a virtual mall within the Lazada platform, provides premium shopping experience by offering 100 percent authentic products, 15-day hassle-free return, and next-day delivery, connecting consumers to local and international brands, even authorized distributors. “As brands and sellers, our day 1 thinking is we are building a solutionbased service to allow brands and sellers to run their branding, marketing, and sales all within one platform, and having, of course, the customer in the centerpiece,” Yin said. “We come forward with the best-in-class technologies and dully powered by data. We’re trying to share our super solutions to emLazada Group President Jing Yi

power the future of e-businesses,” he added. The “super-solutions” include a series of ‘super’ campaigns in which LazMall brands and sellers can take part to boost their brand image and better their engagement with customers. New and better marketing solutions and business advisor dashboard will also be presented to drive more store traffic and help them make faster and better decisions to sell more effectively. A store builder tool can also be used to customize their storefronts to differentiate themselves from other brands and sellers in the LazMall platform. New tech tools will also be incorporated in the platform such as in-app live streaming, news feed, and in-app consumer games fueling consumer engagement. “Since the launch of LazMall in 2018, we have seen tremendous growth among our key pioneer brand partners. We want to extend the benefits of LazMall to even more brands and sellers to elevate their eCommerce operations,” said Yin. “We want to incubate them so they can grow alongside us and become sustainable and successful e-businesses,” he added. For shopping and retail, Lazada also expressed its desire to evolve the way consumer experience and use the platform. “We need to evolve not only buying products, search, click, and buy. We need also to basically make the experience firmer and more entertaining,” said Poignant, introducing the concept of “shoppertainment.” “We can introduce the concept of shop-entertainment where you come on the Lazada platform and find not only great products at price, but you can also engage with the merchants with the brands and have a conversation. You can consume content, watch live stream shows to know more about the products, and play games,” he added, introducing the games in the Lazada app such as Popping Balloons, Birthday Blast, and Fruit Slash.

PH TOURISM CAMPAIGN DEBUTS IN ITB BERLIN FOLLOWING the successful launch of the refreshed “It’s More Fun In The Philippines” campaign in February, the Tourism department immediately hit the ground running as it presented the campaign in the world’s largest tourism trade fair, ITB Berlin. Led by Tourism Secretary Bernadette Romulo-Puyat, the Philippine contingent to the ITB Berlin brought together the biggest Filipino names in fields of art and design, crafts, food, and entertainment, as part of the DoT’s aggressive push to sell the Philippines and place it in the top slot on the global tourism map.

UE to its genteel way of life and kind nature of its citizens, Dumaguete City has been known as “The City of Gentle People.” In fact, the Negros Oriental capital is famous for being one of the best cities to retire. Last year, the Philippine Retirement Authority put Dumaguete City on top of its Retirement Area Deemed as Retirement-Friendly index, which measures a place’s compliance with global lifestyle standards set by the United Nations, the World Health Organization, and International Living. While in 2014, Forbes Magazine recognized it as the world’s fifth best place to retire. But Dumaguete urges its guests not to be misled by the tranquil, laid-back vibe of the city, because behind its age-old tag of “gentle people” is an active population engaged in a variety of sports.

Everyday, locals from all walks of life indulge their chosen physical activity—jogging or biking at the scenic Rizal Boulevard, zumba at the public plaza, or a set or two at the badminton courts. In the afternoon, the village of Daro becomes an attraction for the “binaryo,” a modified four-onfour street volleyball, which features tricycle drivers who spike hard in the game after a hard day’s work. While over at the baywalk, the area is abuzz with volleybelles at the beach volleyball courts the City Government purposely built for tournaments. On weekends, the tranquil water of the bay bursts into action as dragon boat paddlers furiously train for their next race to gain a

home-court edge. According to Dumaguete Mayor Felipe Antonio Remollo, they have been positioning the city as a sports hub in the central Philippines by organizing and hosting national events.

As part of its 70th charter anniversary and fiesta last year, the city played host to the Dumaguete Triathlon, Children’s Games, the Dumaguete Dragon Boat Challenge, and the Beach Turn to D2

The striking Philippine booth— with its business area for co-exhibitors, a VIP lounge, information counters, and a special events section—which Kenneth Cobonpue imbued with a contemporary Filipino design approach that showcases Filipino creativity and artistry, attracted a legion of delegates who flocked to the space to get a first-hand taste and a feel of why, indeed, it’s more fun in the Philippines. Alongside the presence of some of our country’s top hotels and resorts and tour operators as co-presenters, the staging of interactive Philippine experiences was no doubt the major crowd draw, which featured the following outstanding presentations: • A live demonstration of Philippine weavers from Luzon, Visayas, and Mindanao; • A mouthwatering traditional Filipino food feast prepared by Asia’s Top Turn to D2

I ALWAYS look forward to any event organized by our Department of Tourism because, not only does it keep me abreast with the latest in this industry that continues to fill my life with exciting moments, it is also bonding time with my colleagues who, just like me, are stakeholders. So when an invitation to another DoT event came my way not too long ago, I accepted it right away and looked forward to learn something new or, at the very least, have another fun get-together with friends. But this one turned out to be even more special than what I had anticipated. Awards

and make it easy to market all 10 countries as a quality single destination. An ASEAN Tourism Task Force was created with the concurrence of the National Tourism Organizations of each of the 10 countries. Standards with specific criteria, requirements, and guidelines were established for seven identified areas: Green Hotel, Community-based Tourism, Homestay, Clean Tourist City, Spa Services, MICE Venue, and Public Toilet. Since 2008, it has been ASEAN’s practice to give recognition to industry stakeholders who meet the minimum requirements of these ASEAN Tourism Standards.

For this purpose, a colorful and elegant awarding ceremony is held during the ASEAN Tourism Forum (ATF) each year. The first one was convened in Thailand to honor the Green Hotel awardees. Since that time, these prestigious awards have been handed out to other industry players who excel in the other categories. Early this year, the ASEAN Tourism Competitive Committee hosted by Vietnam picked out from every member country three winners for Community Based Tourism, five for Homestays, five for Spa Services, and five for Public Toilets. ASEAN...

SUMMER ADVENTURE:

From D1

all winners from the Philippines had the means to travel to Vietnam to attend that auspicious occasion, our DoT’s Office of Tourism Standards and Regulations organized another awarding ceremony for them here in Manila, thus the event.

MUST-VISIT BEACHES A

IN THAILAND

SIDE from its cultural and historical landmarks, rich cuisine, and sweeping landscapes, the coastline of Thailand is also home to some of the world’s most pristine and serene beaches, where one can enjoy moments of solitude or extended hours of play.

DoT USec. Art Boncato represented Tourism Secretary Romulo-Puyat in the wellattended event.

The morning’s awarding ceremonies gave recognition to enterprises and associations from the private sector and local government units. Aside from those from the National Capital Region, other winners came to Manila from the Cordillera Administrative Region, Cagayan Valley, CALABARZON, MIMAROPA, Central Visayas, and Davao Region. The number of awardees is a testimony that our tourism industry stakeholders are totally supportive of our country’s drive for sustainable tourism, the same goal other ASEAN member nations have.

Railay Beach

This isolated peninsula in Krabi Province is surrounded by tall limestone cliffs, hence tourists can only get here through a boat ride. One of the must-try activities here is the Four Islands Tour, where tourists can make snorkeling stops or simply frolic on the beaches. It is also considered a rock climber’s paradise where they can try deep-water soloing.

Phuket Island

The largest island in Thailand has more than 30 beaches. At Patong, beach-goers can frolic on the pristine white sand beach by day and enjoy the bustling nightlife come sundown. Those who prefer time away from crowds, the desert island feel of Freedom Beach, which only has one restaurant, could provide the escape they need.

YOUR WEEKEND CHUCKLE GETTING ANGRY WITH SOMEBODY? If the person is younger than you, count to 10, then talk. If the person is of the same age as you, count to 30, then talk. If the person is older than you, count to 50, then talk. If the person is your wife, keep counting...don’t talk!

The direction which these outstanding enterprises and associations are taking is certainly in sync with our tourism industry’s call to action for all its players to advocate responsible tourism, reduce resource consumption and waste generation, and adopt other sustainable tourism practices. These admirable practices of conservation, preservation, rehabilitation, and the maximum utilization of our country’s resources are the very essence of real sustainable tourism. Since we, definitely, are on the right path, I am looking forward to more enterprises on the awards list for next year. Surely, we will continue to rate high and even exceed the ASEAN’s Tourism Standards. For feedback, I’m at bobzozobrado@gmail.com.

Hua Hin

Situated on the western side of the Gulf of Thailand two hours away from Bangkok, Hua Hin is a hub for an immersive and authentic Thai experience. Tourists can have a taste of 100 percent authentic Thai cuisine in one of the over-water restaurants. It is also home to the top kite surfing beach in Thailand.

Cha-Am

A clutter-free destination just a few hours away from Bangkok, ChaAm provides a tranquil atmosphere for a sunrise stroll or a Thai massage under a parasol. Its long and serene coastline creates a picture-perfect backdrop for a wide range of activities such as pony rides, banana boat rides, waterskiing, windsurfing, and parasailing.

Moreover, the Philippine University Games has made the city its default venue because of its strategic location, splendid facilities, reasonable costs, conducive environment, and warm hometown crowd. These initiatives have translated into an exponential growth in tourism arrivals and earned the city the coveted Organizer of the Year (Government) in the Philippine Sports Tourism Award late last year. Remollo disclosed the city will be hosting the 20th Asean University Games in 2020, the biggest regional sporting event for students from the member countries of the Association of Southeast Asian Nations. To build on this momentum, he said the city will embark on the Dive Dumaguete program which aims to encourage the residents to engage in scuba diving, which can be later used for water safety and protection of the marine ecosystem. JANELLA TAKES IT EASY THIS women’s month, multi-talented Janella Salvador makes her muchawaited comeback to recording with an empowering single entitled “Take It Easy” under Star Music. With chill vibes and good pop beats, “Take It Easy” reminds listeners— especially women—to remain true to their selves, and to never let comparison get in the way of growth. “I fell in love with it (the song) instantly. It’s not your typical love song. I love love songs, but for something new, I want my first single to be inspirational; yet still modern, still something that you would listen to. I’m happy with the message of the song,” said Janella. The single, composed by Anton Juarez, signifies Janella’s highly anticipated return to the recording scene and is just first of the loads of music projects coming her way this 2019. The singer/actress first started her musical path as the Himig Handog 2014 interpreter for “Mahal Kita Pero” written by Bobbie Mabilog, which won 3rd Best Song. Her renditions of “Kapag Tumibok ang Puso” and “I Can” were also a hit; as was her self-titled debut album also under Star Music, which reached Platinum record award. After being another Himig Handog interpreter for Karlo Zabala’s “Wow Na Feelings,” which won 4th Best Song in 2017, Janella juggled international gigs. She was chosen to sing the Philippine version of Hong Kong Disneyland’s 10th Year Anniversary Celebration dubbed, Happily Ever After and Disney’s Moana theme song “How Far I’ll Go.” “Take It Easy” was first released on iTunes and Apple Music. It also landed on Apple Flowcase across Southeast Asia including Singapore, Vietnam, Indonesia, Malaysia, Thailand and the Philippines last March 15. Janella’s comeback single became available for streaming on Spotify, Apple Music, and other digital stores starting March 22, and the music video premiered on MYX Philippines and Star Music’s YouTube channel on March 29.

Aicelle got engaged to broadcast journalist Mark Zambrano before she flew to London and started her stint in the popular musical.

“A

LWAYS perform your best as if it’s your last. That’s my mantra in performing,” stage actress and singer Aicelle Santos said when asked by Manila Standard on her biggest takeaway performing in London for for the UK tour of Miss Saigon. “As a performer, doing eight shows a week, it requires a different kind of discipline. You have to be mentally prepared. There are days that you’re feeling sick. There are days that you’re missing home. But there are also days that you feel excited to sing and dance. You have to psyche up yourself and be consistent and make each performance fresh,” she continued. The GMA Network’s home-grown talent is back in the Philippines with high spirits. With her stunning performance amidst excellent reviews, she has truly brought pride to the country by successfully portraying the iconic role of Gigi Van Tranh in Cameron Mackintosh’s critically-acclaimed musical. “Playing Gigi was a personal, spiritual, and professional journey for me,” Aicelle shared. “It taught me a lot about myself as a person and as an actor. I became more disciplined because of our daily shows that required physical and mental focus.” The Kapuso star also talked about the struggles of being away from home and what she learned from them. “Being so far from home and living outside of my comfort zone made me realize the more important things in life. I valued my personal relationships more with my family and friends. I learned to appreciate the warmth of the sun after days of cloudy and gloomy skies. I enjoyed the quietness of a simple and independent life,” she said. Now that she’s home, Aicelle is back to performing for her ”kababayans.” She is part of Ballet Philippines’ 2019 restaging of the 1977 pop rock opera ballet, Tales of the Manuvu, which showcases the folk tales of the Manobo tribe in Mindanao. It runs until today at the Cultural Center of the Philippines (CCP), Pasay City. She is also set to make her TV comeback this April as a regular host of GMA’s musical-variety show, Studio 7. Apart from these, fans can once again catch her reprise her role as Elsa in the rerun of Himala: Isang Musikal. Asked what else she’s looking forward to, Aicelle said, “To creating new music and marrying the man I love.” Aicelle got engaged to her boyfriend Mark Zambrano before she left for London. The couple is going to tie the knot late this year in a garden or beach wedding, which she’s been dreaming of since marrying the a “man of his dream” crossed her mind. With overflowing love and blessings, Aicelle remains grounded and full of gratitude, “My new mantra is to live in the moment and to embrace the life that is unfolding right in front of you. I am more grateful than ever to everyone who continues to support me and to the Lord who guided me through this path.”

OTHER WAYS TO HELP

ANIMALS IN NEED (SIMPLE ACTS OF COMPASSION)

PET TALES

BY DESIREE CARLOS

I

(Part 2 of 3 parts)

T IS so sad that our society treats animals as nonliving, non-feeling objects. But they are not. They do feel pain. They do suffer. Just like humans. Can we not extend the same kindness and compassion towards animals as we do humans? There are ways to help animals without shelling out a single peso. 2. Drive carefully. For your safety and the safety of both humans and animals, please drive carefully. “So many dogs and cats have been posted in Facebook after being hit by vehicles. They were either accidentally hit or deliberately ran over, “ noted Sam Russell in 5 Simple Ways to Show Compassion to Animals and the Planet from the site Tiny Buddha (simple wisdom for complex lives). The accidents could have been avoided by being aware while driving. Before you start the engine, also look inside the hood if there is a kitten and under your car if there is a dog or a cat. • Do slow down when you see an animal near your vehicle. • Please look behind you or if a dog or cat is near the car and honk your horn to warn the animal. • Be careful when driving in an area with many animals. • When you see a cat or dog crossing the street, please stop.

Rida, then five to six months old only, was hit by a motorcycle in Manila. Her eye popped out due to the impact. The eye had to be removed. Rida has adapted to having only one eye because she is always made to feel loved. Now four years old, she enjoys running and playing at the foster home of animal welfare group Save Animals of Love and Light (Save ALL). Rida is lucky because she was rescued. Not all dogs who are hit by vehicles get to be saved. Sadly, a number of dogs just die on the street. (Inset) Rida, even with just one eye, is such a beautiful, sweet and loving furbaby. Her smile alone warms the heart.

“These are easy and simple ways to ensure you will not hurt an animal,” Russell stressed. Russell noted: “Our world is crisscrossed with roads cutting through areas of land that were once barely populated by people. Connectivity is important, but it’s also crucial to remember that many of the highways constitute what used to be animals’ homes and territory.” He added: “Keep your eyes open for warning signs about animals crossing. These signs indicate a very real possibility. It’s vital for your safety as much as, say, a deer’s to slow down. If you hit a large animal at speed or lose con-

trol of the vehicle, neither of you will fare very well.” In case of accidents, please do the following: a. Please stop in a safe place if you accidentally hit an animal. b. Call the barangay or the police to ask for help to bring the animal to the veterinarian or seek assistance from an animal welfare group. c. Ask someone in the area who knows how to handle dogs or cats to put the animal on the side of the road or a safer place so that he or she will not be hit by another car. d. Ask for help from an animal welfare group to request a rescuer to go the area. When you post in the page of an animal welfare

group in Facebook, please give the exact location of the dog. e. If you do not have funds for medical treatment, please ask help from animal welfare groups to raise funds. Animal welfare advocates will admire you for not leaving the animal and seeking help. They will help you to help the dog or cat. There is a law against animal neglect, abuse or cruelty. Leaving the dog or cat behind is not a good idea if your intention is to avoid being arrested. A CCTV camera might have caught the incident. It will be easy for authorities to get the plate number and check the name of the owner. Please do the right thing instead. By seeking help for the dog or cat, you are lessening the gravity of your action. The owner or officials might decide not to file charges against you anymore. f. Please look for the owner nearby and inform the owner immediately. g. If there is no owner near the location of the accident, and while the dog is being treated, please post in Facebook about the dog and look for the owner. Provide your contact details or ask the owner to send you a private message. Please ask for proof of ownership. h. If the dog has no owner or appears to be a stray, please look for an animal welfare group, a shelter or sanctuary to take the dog in or for an adopter if you can not adopt the dog. Please screen the adopter first. You can ask an animal welfare group on how to screen would-be adopters. Do not just give away the dog to anyone as there are persons who pose as dog or cat lovers but who use animals for experiments, for dog fights or baits in dog fight training, or who sell dog meat.

GOOSE was found in a dumpster with her two siblings by Migs Almendral last January 27. The kittens were inside a shoebox, and their eyes were still closed, MIgs recounts. “Their eyes opened on January 31 so I guess she was a month old by that time, “ Migs adds. Unfortunately, Goose’ two siblings did not make it. “But Goose, who I thought was the runt of the litter, survived, “ Migs says. Migs shares: “From the first week I rescued Goose, I would bring her to the office or anywhere I had to go because she had to be bottle fed every two hours. Or else, Goose would not eat be able to eat for more than eight hours. “ “I am most invested emotionally and all to Goose because she was still a baby when I found her. It was difficult to take care of a very young kitten. Goose was so fragile then, “ Migs says. Migs adds: “I used to wake up during the first few weeks every few hours to boil water to put in a water jar and then I’ll wrap the jar with a towel and use that to warm her.” “She is just so special for me. Oh, and Goose loves to sleep on my neck,“ Migs says.

WHAT TO DO WHEN A DOG BITES YOU OR ANOTHER PERSON

Rafa was only six weeks old when was seen on the streets of Noveleta, Cavite. He almost died due to the deadly disease parvo. Save Animals of Love and Light (Save ALL) took him in and had him treated. Every year, Save ALL raises funds for Rafa and other rescues so that they can be given the 5-in-1 vaccine to prevent diseases and the anti-rabies shot to keep him and humans he might encounter safe. He is such a jolly dog that he smiles even when being vaccinated while most of the dogs look wary or afraid.

A NUMBER of persons have messaged and asked what they must do after they have been bitten by a dog. Here is a checklist from the American Veterinary Medical Association (AVMA) when a dog has bitten you: 1. If the dog has an owner and is around, ask for proof of rabies vaccination. Get the owner's name and contact information also. 2. Clean wound immediately with soap and water. (Editor’s note: It is best to use anti-bacterial soap.) 3. Go to your doctor immediately or go to the emergency room. Do not wait. A dog bite is an emergency. The human doctor will know what to do and will advice you. 4. Contact the dog's veterinarian to verify the dog’s vaccination record.

Here is a checklist from AVMA on what to when your dog bites someone: 1. Restrain the dog immediately. 2. Remove the dog from the scene of the bite incident. 3. Try to put your dog in a safe place. 4. Check the condition of the bite victim. 5. Wash the wounds with soap and water. 6. Urge the bite victim to seek medical help to check on the seriousness of the wound and the risk of rabies or other infections. 7. Call for assistance if a paramedic is needed asap. 8. Bring the victim to the hospital. 9. Provide important information about your dog and show the dog’s rabies vaccination record.

10. Give the bite victim – or others who are with the person at the time of the incident – your name, address and phone number. 11. Please follow local rules and laws regarding reporting of dog bites. 12. Seek your veterinarian’s advice about dog behavior that will help prevent similar incidents in the future. “Dog bites are scary for everyone involved – the person who has been bitten, the dog owner and even the dog. If your dog happens to bite someone, remember that you are responsible to help the person who has been bitten and to remove your dog from the situation, “ AVMA said. To avoid more problems and worry, PLEASE HAVE YOUR DOG VACCINATED WITH THE ANTI-RABIES SHOT YEARLY. DC
