BAY CLEANUP KICKS OFF TODAY By Joel E. Zurbano

HE Department of Environment and Natural Resources and the Metropolitan Manila Development Authority kick off what is expected to be a five-year program to rehabilitate Manila Bay starting today, with thousands of government workers and volunteers leading a multi-sectoral effort. Around 1,000 MMDA employees are set to join Sunday’s activity to revive the highly polluted waterway, which the DENR said will also be carried out simultaneously in the Central Luzon and Calabarzon provinces bordering the bay. The MMDA will also close the southbound lane of Roxas Boulevard in Manila, from Kalaw Street to President Quirino Avenue, to vehicular traffic from 5 a.m. to 9 a.m., in connection with the launching of the Duterte administration’s latest environmental rescue. Environment Undersecretary Benny Antiporda had announced in a radio interview on Saturday that

cleanup efforts will happen simultaneously in Pampanga, Bulacan, Nueva Ecija, and Bataan in Region III, and in Cavite in Region IV-A. The Armed Forces of the Philippines has also expressed its support for the cleanup, Antiporda said. The work, he said, would be divided into sections along Manila’s waterways and tributaries of the bay, which would be addressed by the inter-agency task for to ensure their cleanliness and prevent others from adding to the bay’s pollution. MMDA Chairman Danilo Lim urged residents of Metro Manila and nearby areas to take part in the effort of

clearing garbage from the shores of Manila Bay along Baywalk and Roxas Boulevard, which will be the first phase of the rehabilitation. “This is a kick-off activity of our long term and massive rehabilitation to restore the beauty of the historic Manila Bay,” Lim said in a statement Saturday. The activity likewise aims to create awareness on proper waste disposal in order to avoid these reaching the waters of Manila Bay. MMDA personnel with various tools, garbage receptacles and equipment will join in the coastal cleanup from the Manila Yacht Club to the United States Embassy. Its Solid Waste Management Office personnel will distribute flyers and discuss with residents on waste segregation to minimize solid waste ending up at the Manila Bay. The MMDA’s Flood Control and Sewerage Management Office personnel will conduct dredging works, desilting of some drainage mains, and de-clogging of drainage laterals.

Antiporda said the task force will first address the “billionaire’s areas,” socalled due to its billions of bacteria or high number of coliform level. Condominiums, hotels, restaurants and shopping centers found to be discharging their wastewater into Manila Bay will be issued notices of violations, the Environment undersecretary added. Antiporda cited a study by the Laguna Lake Development Authority citing about four to five establishments found to be major contributors of pollution in Manila Bay. Participants will assemble at the Quirino Grandstand in Rizal Park at 6 a.m. for a solidarity walk to the Baywalk area at 7 a.m. Volunteers will be asked to write on a commitment wall to signify their willingness for volunteerism during the activity. First-aid teams will also be positioned along the baywalk area to administer medical assistance in case anyone gets injured. Four rubber boats, ambulance, fire truck, rescue van and support vehicle will also be dispatched. With PNA

OIL PRICES TO GO HIGHER FOR 4TH STRAIGHT WEEK By Alena Mae S. Flores OIL prices are expected to continue their upward trend by as much as P0.60 per liter next week, reflecting the movement of world oiI prices. “Expect fuel prices to go up next week. Diesel should go up by P0.50 to P0.60 and gasoline should go up by P0.20 per liter. Load up accordingly,” Unioil Philippines said in a statement. Local oil firms adjust pump prices every Tuesday. Year-to-date adjustments stand at a net increase of P1.00/liter for gasoline, P0.65/liter for kerosene, and P1.55/liter for diesel, according to the latest monitoring report of the Department of Energy. per liter, kerosene by P0.15 per liter and P0.10 per liter for gasoline last Tuesday. The increase this week would be the fourth consecutive oil price hike. Last Jan. 15, the oil firms raised pump prices by P2.30 per liter for diesel, P1.40 per liter for gasoline, and P2 per liter for kerosene. On Jan. 8, oil companies also raised prices by P0.80 per liter of gasoline, P0.70 per liter of diesel and P0.40 per liter of kerosene. World oil prices have been on the rise on hopes that Washington and Beijing can resolve a trade dispute that has triggered a global economic slowdown. Oil prices have also been receiving support from supply cuts started at the end of 2018 by Saudi Arabia and the Organization of Petroleum Exporting Countries.

OUTFOXED BY PELOSI, TRUMP ENDS SHUTDOWN WASHINGTON—President Donald Trump on Friday brought a temporary end to the longest government shutdown in US history, while dropping his previous insistence on immediate funding for wall construction along the Mexican border. The announcement in the White House Rose Garden on the bipartisan deal marked a retreat by Trump, suspending a political row that has paralyzed Washington, disrupted air travel and left more than 800,000 federal employees without pay for five weeks. The top Democratic senator, Chuck Schumer, said he hoped Trump had“learned his lesson.” The Senate and House of Representatives both passed the deal by unanimous

consent Friday. The White House later confirmed Trump had signed it into law. Trump’s reversal came as the full weight of the shutdown, including the financial cost on struggling employees and the national economy, became ever more apparent to the administration and power brokers in Washington, and as the president appeared outfoxed by his political nemesis Nancy Pelosi, the Democratic speaker of the House. But while the president climbed down in agreeing to reopen government without first getting $5.7 billion in border wall funds, he still threatened to renew hostilities with a new shutdown, or a state of emergency, if there is no breakthrough on his pet project in the next three weeks.

“In a short while, I will sign a bill to open our government,” he said. “Over the next 21 days, I expect that both Democrats and Republicans will operate in good faith.” “If we don’t get a fair deal from Congress, the government either shuts down on February 15th again, or I will use the powers afforded to me under the laws and Constitution of the United States to address this emergency,” he warned. “We really have no choice but to build a powerful wall or steel barrier.” Trump triggered the shutdown in December as a way of putting pressure on congressional Democrats after they refused his wall funding demand. LEGAZPI CITY—Vice Mayor Victor Perete is now acting mayor of Daraga town after Mayor Carlwyn Baldo’s arrest on charges of illegal possession of firearms, a ranking official of the Department of the Interior and Local Government in Bicol said late Friday. DILG Region 5 director Anthony Nuyda served the order to Perete during a meeting at the regional DILG office here at about 6 p.m., upon the order of the Commission on Elections 5 in Bicol to carry out the rule of succession in the town. “Considering the temporary incapacity of Mayor Baldo, Hon. Victor U. Perete, vice mayor of Daraga, shall then assume as acting mayor who will be performing executive functions,” Comelec-5 Director Maria Juana Valeza said in a letter to Nuyda. The Comelec also ordered the DILG to monitor and implement the directive and submit a report within 48 hours. Both Baldo—the prime suspect in the murder of Ako Bicol party-list Rep. Rodel Batocabe—and Perete are running for town mayor in the May elections. Baldo was apprehended Tuesday for illegal possession of firearms but was rushed to the hospital reportedly due to asthma shortly after his arrest. The suspended mayor is accused of being the brains behind the fatal shooting of Batocabe and his security aide, SPO2 Orlino Diaz, last Dec. 23 during a gift-giving activity. PNA

‘INSULTING’ TO PINOY WORKERS

By Maricel V. Cruz

A MILITANT lawmaker on Saturday cried foul over the government’s seeming preference of Chinese workers to Filipinos on the belief locals lack skills compared to their foreign counterparts. “The Palace claim that Filipino working class lacks skills that is why it prefers Chinese migrant workers for Duterte’s ‘Build Build Build’ projects is highly insulting to Filipino workers who, as OFWs, have proven their excellence in working in different fields of work in so many countries abroad, be it as a construction worker, IT technician or domestic helper,”Anakpawis Rep. Ariel Casilao said. “Name it and there is an overseas Filipino worker who excels in it. That is why our OFWs are preferred in the Middle East and other continents,” added Casilao, a member of the Makabayan Bloc. Casilao said this “misguided statement of preference” from the administration was nothing but another justification for a foreign and economic policy of cozying up to China that now includes allowing more Chinese workers to work in China-funded projects under the government’s BBB program. The Makabayan Bloc earlier filed House Resolution 2336, urging Congress to call on the Department of Foreign Affairs, the Department of Energy, and the National Economic and Development Authority to explain the provisions of 29 various agreements with China.

BUILDERS OF WALLS SOW FEAR—FRANCIS PANAMA CITY—Pope Francis told thousands of Catholics in Panama gathered for World Youth Day that “builders of walls sow fear” and “divide people.” Taking another shot at wall-building politicians, the Pope railed on Friday against the marginalization of convicts and others who society has deemed“sinners,”and staunchly defended migrants as he joined hundreds of thousands of young Catholics in Panama. “We know that the father of lies, the devil, prefers a community divided and bickering,” Francis told a crowd of tens of thousands of youth Thursday night at a seaside park in Panama City. “This is the criteria to divide people: The

builders of bridges and the builders of walls, those builders of walls sow fear and look to divide people. What do you want to be?” When the crowd replied, “builders of bridges,” Francis replied, “You learned well. I like that.” In a swipe at US President Donald Trump’s plans to build a border wall against Central American migrants, the pope told hundreds of thousands of young pilgrims that it was “senseless” to condemn every immigrant “as a threat to society.” On Wednesday, after Trump tweeted a new slogan, “Build a wall and crime will fall,” a journalist on the papal plane asked Pope Francis about Trump’s proposal. HE Commission on Elections on Saturday released the 76 names of senatorial bets for the May 2019 midterm elections, but this would still be reduced, pending the cases of 13 other senatorial aspirants.

Poll spokesperson James Jimenez said the 76 senatorial candidates included former Senator Sergio Osmeña III and reelectionist Senator Koko Pimentel against whom disqualification complaints appeared to have been dismissed by the election watchdog. The poll body has yet to categorically announce the dismissal of the cases but included Pimentel and Osmeña in a partial list of candidates. Their names were also absent from a separate roster of hopefuls who were allowed to appeal their cases before the Comelec.

“The fact that they are there [on the partial list] means the decisions were in favor of them,” Jimenez told ABS-CBN News, beamed nationwide. Two disqualification cases were lodged against Pimentel, with the argument he had maximized the limit of serving two consecutive terms. Pimentel assumed the post in 2011 to occupy the seat of Sen. Juan Miguel Zubiri, who lost to him in an election protest. Osmeña’s perpetual disqualification case was, meanwhile, filed by the Comelec’s campaign Turn to A2

HOUSE BENT ON PROBING BUDGET MESS By Maricel V. Cruz CAMARINES Sur Rep. Rolando Andaya Jr. on Saturday said the congressional investigation on the alleged budget irregularities involving Budget Secretary Benjamin Diokno would resume on Jan. 29. Andaya made the statement, citing “recent developments” that last Thursday, Public Works Secretary Mark Villar finally confirmed on record the congressman’s allegation that Diokno was the mastermind behind the P75-billion insertion in the DPWH allocations for the proposed 2019 national budget. Andaya is chairman of the House committee on appropriations and former chairman of the rules committee which investigated the alleged questionable allocations and anomalous budget practices by the Department of Budget and Management. The Andaya-led appropriations panel will continue the probe. He said the House appropriations committee would give Diokno the proper forum to explain his side on the issue. “Despite snubbing congressional hearings for three times already, we invited him once again to appear as resource person in the resumption of hearing on Tuesday, Jan. 29,” Andaya said in a statement Saturday. “Now that this issue has been taken cognizance [of] by the DPWH, the Senate and the COA, it has become too big an issue to just pretend it does not exist. The succeeding bicam meetings on 2019 budget will surely take up this issue,” he added. Aside from Diokno, Andaya said his committee also invited other officials of the DBM as well as representatives from Land Bank of the Philippines and the Commission on Audit for the next congressional hearing. “We are trying to find the last remaining pieces of this multi-billion-peso jigzaw puzzle created by Secretary Diokno,” he said. Andaya said Villar told a multimedia forum that Diokno did not notify the DPWH about the P75 billion that was added to its budget for 2019. Villar said he came to know about the extra funding when the DBM released the National Expenditure Program, which President Rodrigo Duterte submitted to the House of Representatives in July 2018, Andaya added. “Also last week, we got hold of a copy of Secretary Diokno’s letter to Secretary Villar dated June 14, 2018, informing him about the decision of DBM to cut the DPWH’s proposed budget for 2019 from P652 million to P480 million,”Andaya said. The P480 million, according to Diokno, is the “final budget level to be submitted for Congressional review,” the appropriations committee chief added. “With these twin developments, it is time for Secretary Diokno to explain fully his role in the conspiracy that stalled the congressional deliberations of the 2019 budget,” Andaya said.

DICT DEFERS TO SENATE DECISION ON MISLATEL

HE Department of Information and Communications Technology says it will respect the Senate’s decision on the validity of the franchise of the Mindanao Islamic Telephone Company (Mislatel), part of a consortium named as the Philippines’ third telecommunication player.

But the DICT said Saturday it “maintains its commitment to facilitate an objective, transparent, and legal process of entry of a new major player in the Philippines’ public telecommunications market.”

“With this, the DICT is trusting the wisdom of Congress to decide on the validity of Mislatel’s franchise,” which was at the center of the Senate inquiry on Friday. Minority Leader Franklin Drilon

during the hearing described the franchise “void” as the company had not operated within a year since it was granted franchise in April 1998. In its statement issued during the weekend, the DICT said it remained confident that lawmakers from both Houses would “keep the public interest in resolving the matter.” “Nevertheless, the Department is ready to accept the decision of the Congress on the issue of the NPB and act accordingly to make sure that the Filipinos get a third player that they deserve, may it be Mislatel or another,” DICT’s state-

ment said. It clarified that Mislatel would continue to complete its postqualification requirements to obtain its Certificate of Public Convenience and Necessity. Citing the report of the National Telecommunications Commission during the Friday hearing, the DICT said Mislatel had secured a Philippine Competition Commission approval of Bidding Agreement Implementation and the Securities and Exchange Commission’s clearance, finding terms of Bidding Agreement compliant with foreign equity ownership.

assailants overtook his vehicle and shot him in front of JR Torres High School in Barangay Singcang Airport at about 7:30 a.m. The gunmen left Exaltado, clad in his uniform and wearing a helmet, fallen beside his motorcycle in front of JR Torres Elementary School. Sr. Insp. Elmer Bonilla, Police Station 6 chief, said in a radio interview Exaltado was about to report for duty when he was shot. While he was leaving home, a “spotter” was apparently watching him, Bonilla said. He added when police stations were initially alerted about the shooting incident, they did not know that their own colleague was the victim. Bonilla, who described Exaltado as hardworking and who “arrives early at the station,” said he was shocked when he learned that it was his deputy who was gunned down. “Since I stayed up late for inspection last night, I had planned to call him to take over in the accounting of station personnel,” he added. Bulalacao reported that Exaltado sustained multiple gunshot wounds. After the shooting, another unidentified cohort of the gunmen, alighted and took the service firearm of Exaltado then fled from the crime scene. Bulalacao condemned the killing and ordered a thorough investigation including the immediate arrest of suspects. “We extend our sympathy to the family of SPO4 Exaltado and we will ensure that all possible assistance and benefit due him and his family be given,” Bulalacao said. In Quezon City, a rookie policeman was felled by bullets after he was ambushed by motorcycle assailants near Kalayaan Avenue, Barangay Pinyahan at about 5:15

p.m. Friday. Quezon City Police District director Chief Supt. Joselito Esquivel identified the slain policeman as P01 Crispin Cartagenas Jr., 41, assigned at QCPD Headquarters Support Unit and a resident of No. 22-A Valencia St., Barangay Valencia, New Manila. Based on the account of a certain Purisima Buenaventura, he was waiting for a ride in front of a fast food store at No.87 along Kamias Road near the corner of Kalayaan Avenue, when he saw the victim on board his motorcycle tailed by the suspects. The witness said the back rider suddenly pulled out his handgun and fired several shots at the victim hitting him on different parts of the body, then fled towards Edsa. Responding police under Supt. Louise Benjie Tremor rushed Cartagenas to the East Avenue Medical Center for treatment but was declared dead on arrival by an attending physician. Recovered from the crime scene were four spent cartridges of caliber .45, one fired bullet jacket fragment and one fired bullet lead core fragment of unknown caliber. Esquivel ordered an investigation on the shooting to determine the motive. In Batangas, P03 John Melver Leyco, assigned with the Sto. Tomas Municipal Station, was shot dead by riding-in-tandem gunmen at Barangay Poblacion 4, Tanauan City 5:20 p.m. Jan. 19 last week. Reports said P03 Leyco was driving a color Black Toyota Corollas bearing license plate TTS 759 when suspects on a motorcycle fired several shots on him. Mindanao, was deemed ratified, considering that majority of the votes casts in all of the provinces and cities of the present ARMM voting as one geographical areas was for the approval of the organic law. Based on the canvass of the NPBOC results in ARMM, 1,540, 017 of the 1.9 million voters in the region voted “Yes” for the ratification and 198,750 voted “No.” In Manila, Comelec spokesperson James Jimenez said the poll body was preparing a report that the BOL was “deemed ratified” and would submit it to President Rodrigo Duterte and to Congress. The BOL will replace the ARMM with a Bangsamoro Autonomous Region in Muslim Mindanao with an expanded land and water jurisdiction, fiscal autonomy, increased share in national government resources, among others. In related developments: • Vice President Leni Robredo lauded the BOL ratification and called on the Filipino people to rally behind the establishment of a strong Bangsamoro region. Calling this a “proud moment” for Filipinos, especially for those from Mindanao, Robredo urged the public to keep a close eye on the steps that would be taken to establish the new Bangsamoro Autonomous Region in Muslim Mindanao. • The European Union Delegation congratulated the Philippine Government, the Moro Islamic Liberation Front and the Commission on Elections for the generally peaceful conduct of the Bangsamoro Organic Law plebiscite before the second phase on Feb. 6, 2019. In a statement, the European Union said it had been a “staunch supporter of the Mindanao Peace Process throughout the years, expressing its political support, encouraging all sides to pursue a peaceful solution and providing substantial financial support for the process.” It added: “The EU is prepared to continue to support the implementation of the Bangsamoro Organic Law and to work closely with the relevant stakeholders towards long-

lasting peace, development and prosperity for the benefit of Mindanao and the Filipino people.” The Comelec said the City of Cotabato shall form part of the BARMM considering that majority of the votes cast in the city favored the city’s inclusion. However, the City of Isabela in Basilan shall not be part of BARMM for the majority of the votes cast did not favor inclusion. The composition of the new Bangsamoro Region is not yet final since the second part of the BOL plebiscite will still be conducted on Feb. 6. The Feb. 6 plebiscite will cover the six municipalities of Lanao del Norte namely Baloi, Munai, Nunungan, Pantar, Tagaloan and Tangkall and 39 barangays of North Cotabato namely Aleosan, Carmen, Cabacan, Midsayap, Pigkawayan, and Pikit. The same “yes” led against “no” in a very wide margin in Cotabato City, despite the strong opposition by Mayor Frances Cynthia Guiani-Sayadi.

DOMESTIC FLIGHTS DOWN BY 2.34%, MIAA SAYS

BOC AGENTS SEIZE P12-M SHABU IN CLARK

By Joel E. Zurbano

By Vito Barcelo THE Bureau of Customs seized 1,834 grams of methamphetamine hydrochloride or shabu with an estimated value of P12 million concealed inside four cans of “Pepperidge Farm Pirouette” at the Port of Clark in Pampanga. The joint Customs and Philippine Drug Enforcement Agency operatives arrested an alleged consignee of the shipments but his name was withheld pending investigation. Customs Commissioner Rey Leonardo Guerrero said the two shipments came from Nevada, USA and declared as candies and baby clothes. The shipments said to contain “candy” and “baby clothes” were placed under alert orders by Acting District Collector lawyer Lilibeth Sumbilla-Sandag and subsequently subjected to X-ray examination. “K9 inspection and physical examination yielded the findings of four plastic packs of white crystalline substances found inside four cans of Pepperidge Farm Pirouette,” Guerrero said. The discovery was confirmed by PDEA after it conducted examination on samples taken from the two shipments, he said. The seized prohibited drugs were turned over to PDEA. Guerrero said the BOC would file charges against the suspect for smuggling of illegal drugs. Guerrero said the seizure was part of the bureau’s extensive drive against importation of illegal drugs. Only recently, the BOCPort of Clark seized more than 20 kilograms of shabu, 200 pieces of ecstasy and 3.165 kilograms of kush (high grade marijuana) worth P153 million.

SOLONS REJECT ASSIGNING SOLDIERS TO CUSTOMS

By Maricel V. Cruz

S

OME lawmakers on Saturday expressed misgiving on assigning soldiers to the Bureau of Customs.

In separate interviews with the Manila Standard, Reps. Tom Villarin of Akbayan, Johnny Pimentel of Surigao del Sur and Gary Alejano of Magdalo said if the plan pushes through, the soldiers will be infected by the deeply-rooted corruption in the bureau. But Reps. Gus Tambunting of Parañaque and Robert Ace Barbers of Surigao del Norte said they see nothing wrong with the deployment of soldiers for Customsrelated work. Earlier, Customs Commissioner Rey Guerrero announced that 150 “standby” soldiers are ready for assignment to the bureau. “It should be legal if the purpose is to assist the BOC in the government’s campaign against corruption and illegal drugs which pose serious threats to the security of the State,” Tambunting, chairman of the House committee on games and amusements, said. Barbers, chairman of the House committee on dangerous drugs, said the idea is “okay as long as

[soldiers] undergo training to do such work.” “It is okay to hand pick your staff that you want to bring to the bureau as long as they enjoy your trust and confidence,” he added. Villarin, a member of House’s Makabayan Bloc, said the idea of Guerrero to use active soldiers to do customs work “is one of misplaced priorities, and a smokescreen to the inconvenient truth that corruption is deeply embedded in the institution.” “General Guerrero is no longer with the military and is [now] working in a civilian agency tasked in revenue generation. His deployment of soldiers is juvenile thinking and scrapes the surface of an institutional problem. It’s unconstitutionality is manifestly evident and the order legally infirm,” Villarin said. The Constitution prohibits the assignment of soldiers and policemen to civilian government offices but Malacañang lawyers said the troops will merely be “seconded” to the bureau. They did not explain the difference between assigment and “secondment.” Pimentel, a deputy majority leader, shared a similar view. “I don’t think that is a good idea because the work of a Customs employee is totally different from that of a soldier,” Pimentel said.

PALACE SAYS IBON’S DATA ON JOBS ‘ABSURD’ MALACAÑANG on Saturday described IBON Foundation’s own survey on the government’s low job creation as “absurd” after reporting that the Duterte administration only created 81,000 jobs from 2017 to 2018. “The figure is mathematically impossible. In 2018 alone, the government generated 836,000 jobs,“ Presidential Spokesperson

Salvador Panelo said, citing data from the Philippine Statistics Authority and the Department of Labor and Employment. “IBON Foundation’s claim that the average annual job creation said administration equates to only 81,000 is thus mathematically impossible,” he said. In its report, IBON also cited the PSA, which it claimed that the

number of employed Filipinos only increased by 162,000 from 41 million in 2016 to 41.2 million in 2018. However, the Palace said that the employment rate under the Duterte administration remains “very good registering as high as 95.3 percent in October 2016 to a low of 93.4 percent in January 2017, as per data from the PSA.”

“One must therefore ask the methodology undertaken by IBON Foundation on how it arrived at its figures regarding the employment situation in the first two years of the administration,” he said. One must also ask if the said foundation is inept or just maliciously reckless to degrade the achievements of the President,” Panelo added. Vito Barcelo

THE Manila International Airport Authority has recorded a decrease in the number of domestic flight movements at the country’s main gateway in 2018 due to the bigger planes now flown by airlines. MIAA 2018 records showed that the number of domestic flight movements at the Ninoy Aquino International Airport was at 145,881, down by 2.34 percent or 3,490 flights, compared to 149,371 in 2017. Despite this, according to MIAA general manager Eddie Monreal, passenger throughput increased by 5.11 percent or an additional 1,077,273 passengers for a total of 22,142,186 domestic passenger traffic. Monreal explained that the decline in domestic flight movements was attributed to the utilization of bigger aircraft to service the different domestic routes of airline companies in order to optimize the use of runway slotting. Domestic cargo movement also decreased by 8.20 percent, down to 283,306 metric tons. The decrease of 25,591, the MIAA said, is attributable to the inverse relationship between domestic flights and passenger movement because of the new wide body airplanes. The MIAA added that even the number of operation and passenger movement at the General Aviation sector saw an increase of 14.11 percent in its operation with 3,754 more flight movements for a total of 30,358 for 2018. At the same time, passenger movement also increased by 29.88 percent, or 51,478 for a total of 223,284 passengers at the General Aviation. Most of these General Aviation flights bring passengers to and from remote resort islands in Palawan, Quezon, Siargao, and Sulu. There was no recorded cargo movement in General Aviation due to the ban on fish run operations, the MIAA said. Meanwhile, international flight operations had improved by 4.42 percent, or 4,822 flights for a total of 113,817 flight movements. According to MIAA, with the increase, passenger throughput also went up by 9.62 percent, or 2,015,939 passengers for a total of 22,973,510.

SIMULTANEOUS MAKATI POLICE RAIDS NET 59 INDIVIDUALS AUTHORITIES arrested a total of 59 individuals during simultaneous police operations in the City of Makati over the weekend in line with the government’s crackdown against suspected drug dealers and other criminal elements. The latest operations conducted overnight by elements of the Makati Police-Station Drug Enforcement Unit led by Chief Insp. Gideon Ines Jr. on Friday and Saturday also resulted in the seizure of 57 plastic sachets of shabu and cannabis, two firearms (.380 cal. and .38 cal.) and paraphernalia used in sniffing prohibited substance. Ines said 35 of those arrested were allegedly involved in drug dealing and its use, while two other persons have standing warrant of arrest. He added police operatives also apprehended 22 individuals for illegal gambling and drinking in public places. Three other persons were also arrested during buy-bust operations conducted by SDEU operatives in coordination with members of the Philippine Drug Enforcement Agency that also led to the recovery of illegal drugs. Makati City police commander Senior Supt. Rogelio Simon had also ordered his men to fully enforce the Philippine National Police’s anti-crime campaign dubbed as SACLEO, or the simultaneous anti-criminality and law enforcement operations, aimed to ensure peace and order in the community. SACLEO is an all-out police operation simultaneously conducted in identified areas against illegal drug personalities, most wanted persons, bearers of loose firearms, illegal gamblers, and city ordinance violators. “Those apprehended with standing warrant of arrest will be turned over to the Court of origin while the rest will be subjected for inquest proceedings at the Makati City Prosecutors Office,” said Simon. Southern Police District director Chief Supt. Eliseo Cruz, for his part, said that seven police stations under his supervision have at least a weekly SACLEO and One-Time Big-Time focused in executing planned operations via search warrants, buy-bust operations, arrest and neutralization of most wanted persons, other wanted persons and criminal gangs, and implementation of local ordinances. BAY CLEANUP KICKS OFF TODAY By Joel E. Zurbano

T

With PNA

SOUNDS OF SCIENCE

A LASTING LEGACY

T

HE recommendation by Speaker Gloria Macapagal Arroyo to the Maritime Industry Authority that it must define as missionary route the unserved Roll-On, Roll-Off or RORO ports in the country deserves our hand. At a meeting of the House Committee on Transportation three days ago, Arroyo suggested a quick definition of these ports, especiall those connecting poor areas to flourishing ones. Arroyo, who conducted the Oversight Committee on Transportation hearing, had asked the Department of Transportation to

revise its proposed development of the RORO transport system after most of the new routes being pushed had been found to be existing or were being serviced by shipping lines in nearby ports. We note the RORO Terminal System or RORO project was developed pursuant to Executive Order 170 issued by Arroyo when she was the country’s chief executive (2001-2010) —the inter-island connections introduced and developed to connect Luzon, Visayas and Mindanao—to reduce the high cost of transporting people, goods and services through an integrated national highway system. The recommendation by the 71-year-old Speaker, the 14th President of the Republic, to exclude from the MARINA list the unserved ports—reasons range from another nearby

MY CHRISTMAS present to myself was one month overdue, but it finally arrived this week—a lime green, high-backed, cushy armchair I had ordered from an online store and for which I waited five weeks to be delivered. I had wanted such a piece of furniture long before I had the opportunity or the means to get it. In my mind those who sat on such chairs were learned and wise. I want to be learned and wise, too. On other days, I simply want to be comfortable. It’s a chair I can imagine sinking into while being oblivious to the passing of the hours. I have already planned what the chair would be best for. First, It will be for reading. At the start of this year I resolved to catch up with my reading, setting aside 45 minutes of quiet time. I have plenty of books waiting—no, begging—to be read. In fact a tall shelf stands on the chair’s left side, reminding me of the many pages waiting to be

port is operating to there is no vessel and is more convenient for motorists to go by land to environmental factors—deserves our endorsement. It is pointless, if impractical, to have an ambitious plan in already existing routes if other ports and areas do not have the link to move people, goods and services. Arroyo’s suggestion that unserved ports— operators are lacking in these areas—must be looked into immediately by the Department of Transportation which must give the missionary routes to shipping lines. As defined, a missionary route is an incentive given to a shipping line to service a new route exclusively for five years. In sum, the RORO system, properly implemented and adequately serviced, can verily be a lasting legacy by our leaders.

THE Moon was in the news a lot lately. Earlier this week, half of the world was treated to a total lunar eclipse. People on that side of the world, which did not include the Philippines, saw the Moon get darkened by the Earth’s shadow. Weeks ago, we also got news that China successfully landed a spacecraft on the far side of the Moon. The far side of the Moon is the side of the Moon we never see from Earth. Because of its familiarity, we often take the Moon for granted. Which is why it might be nice to go through some fascinating things about the Moon some of you might not know. One of the most common misconceptions about the Moon is that it is a nighttime object. The drawing of a crescent moon in the sky is often a shorthand indicating the scene being depicted is at night. (In this essay, I will be capitalizing ‘Moon’ when referring to the celestial object and not capitalizing when referring to a ‘moon’ phase.) The Moon is actually just as present during the daytime as during the nighttime. In cultures where the calendars are based on the phases Moon, this fact is more commonly known. The location of the Moon relative to the Sun depends on the phase of the Moon. During a full moon, the Moon is in the opposite side of the sky as the Sun. It rises at sunset and sets at sunrise. This means that the full moon is a completely nighttime object. However, during a first quarter moon (half-moon), the Moon is perpendicular to the Sun in the sky. This means that it rises during noontime and is visible in the sky throughout the afternoon. By sunset, the first quarter moon will be high above the sky. It will set at around midnight. During a last quarter moon (the other half-moon), the Moon rises at midnight. By sunrise, the Moon is high in the sky. It will set at around noon. Speaking of the phases of the Moon, many of the world’s calendars are based on them. The months, especially, are based on the Moon’s phases. One example of a lunar calendar is the ecclesiastical calendar on which Christian feast days and celebrations are determined. When Holy Week will fall, for instance, is computed using the phases of the Moon. According to church tradition, Easter is the Sunday after the ecclesiastical full moon that falls after March 21. (March 21 is the approximate date of the equinox.) The Chinese calendar is also based on the phases of the Moon. In most years, Chinese New Year falls on the new moon closest to the traditional start of spring. The phases of the Moon are a result of the relative positions of the Earth, Moon, and Sun. At any given time, half of the Moon is lit by the Sun. But because the Moon moves around the Earth, we see the light side from different angles. During full moon, we see the light side of the Moon full on, with the opposite side of the Moon completely dark. During a crescent moon, we see the light side of the Moon at an angle. During half moon, we see half of the light side of the Moon. Meanwhile, during a new moon, the light side of the Moon is on the other side. Speaking of sides of the Moon, there is no such thing as “the dark side of the Moon” (aside from the Pink Floyd album, of course). There is, instead, the half of the Moon that is dark and light changes throughout the month. Even through there is no permanent dark side of the Moon, the Moon has a permanent far side. The far side of the Moon is the side of the Moon we never get to see from Earth. Only a handful of astronauts during NASA’s Apollo missions got to see that side of the Moon that always points away from Earth. The Moon has a permanent far side and near side because it moves in a very peculiar way: it rotates (spins) as fast as it moves around the Earth (revolves). The result of this is that the Moon shows the same side to the Earth all of the time (although it wobbles a little bit). In the language of astronomy, we say that the Moon is “tidally locked” to the Earth. And this brings us back to the relationship between the Moon and Earth. Aside from raising the ocean tides, scientists think the Moon has a stabilizing effect on the Earth, so much so that life as we know it would probably be not possible if the Earth did not have a Moon. The next time you see the Moon, think about how our skies, and our lives, would be so different without it.

turned. On the shelf, too is a tablet containing electronic versions of yet more books. Enough excuses about being busy. I used to feel inadequate for not reading as much as I wanted or needed to. Now there is only anticipation. It will be for watching and listening. So many movies, shows and podcasts, so little time. Perhaps the chair would be an incentive to sit still and cast out all one’s present cares. Watching/listening is a lot like reading or sleeping—you get out of your world and into another. When you re-emerge, you have a freshness that allows you to think and feel differently. It will be for writing. Sure, I make a living out of writing. But I also live for it, and because of it. Some of the pieces I am most proud of are not work requirements. They are those I do because I feel such a compulsion to write them. That need from within that trumps any deadline. It will be for gazing out. My chair stands by my bedroom window, facing southeast. I can look six floors down to the busy street below. It’s great for people watching—an

exercise that reminds me that my own troubles are not as urgent or earth-shaking as I tend to feel. Each person who passes, whether on foot or inside a vehicle, has stories and dilemmas as colorful and compelling as (or even more so than) mine. This knowledge puts me back in my place and prevents me from taking myself too seriously. It will be for retrospection and planning. It’s always good to look back to what you’ve said and done at the end of the day—or week or month or year, for that matter. You extract lessons even from the saddest or silliest episodes. You get the sense that you’re growing. At the same time, imagining what the next few months or years might be like can keep a person on track. One might tremble to do this, because who really knows what the future will bring? Still, when you can anticipate opportunities or situations, you can plan better and keep the variables to a minimum. Finally, and this is probably the best part, the chair will be for nothing. It will be for those times I would not want to think or move

or speak. Simply by being there, the chair will welcome me into its fold, the arm rests acting like, well, arms, around me after a particularly harrowing day. This chair could almost say “I’ve got your back” and it won’t be an exaggeration – my back would really be fully covered, in fact beyond the top of my head. The first three days have proven promising. I have already spent many hours seated on the chair. I have seen a handful of movies and shows, written essays, read book chapters, and as a bonus, I have clocked in minutes of sleep, as well. I have discovered how easy it is to let the side of the chair cradle my head at just the perfect angle. And what dreams I have, too. The chair is 30 inches long, 28 inches wide, and 42 inches high. It is the smallest vast space I have carved out for myself. I am—as we all are—still a work in progress when it comes to being learned and wise. As to being comfortable, I think I am already there. adellechua@gmail.com

‘INVASION DAY’ PROTESTS MAR AUSSIE NAT’L DAY

MELBOURNE—Thousands of Australians attended “Invasion Day” rallies across the country on Saturday calling for a rethink of national day celebrations they say are disrespectful to indigenous people. The annual January 26 Australia Day holiday commemorates the arrival of the first British settlers in 1788, but for many Australians it marks the beginning of colonial oppression of Aboriginal people. Several thousand joined the annual march in Melbourne Saturday chanting “Always was, always will be Aboriginal land”, and holding placards stating, “Australia is a crime scene”. Thousands more joined similar demonstrations in major cities around the country, calling for a change of date, or for the day to be abolished altogether. “Why would you want to celebrate this concept called Australia? It is founded on lies, founded on genocide, founded on murder,” Melbourne protestor Dominic Guerrera told AFP. “There’s nothing to celebrate in that.” Divisions have deepened in recent years with increasing calls to change the date. SECURITY COUNCIL DIVIDED ON LINK TO CLIMATE WOES UNITED NATIONS—Russia and the US resisted on Friday efforts by the UN Security Council to take a tougher stand on climate change—a day after UN chief Antonio Guterres warned of a lack of political will to fight global warming. More than 80 people including about 15 ministers—a record according to some diplomats—were expected to air their views at the Council debate about the impact of climate-related disasters on peace and security. Such numbers “are very surprising,” an African ambassador said, while a French diplomat said it indicates “a large awareness” of the issue. The debate came after Guterres, at the Davos World Economic Forum, demanded bolder action from governments to arrest runaway warming, which he called “the most important global systemic threat in relation to the global economy.” Russian Ambassador Vassily Nebenzia, however, told the Council it is “superfluous and even counter-productive to examine the climate problem at the UN Security Council whose principal task is to react rapidly to menaces to international peace and security.” For Rosemary DiCarlo, an American serving as the UN’s Undersecretary General for Political Affairs, “addressing the security implications of climate change is a collective problem, which requires a collective response.” AFP

US DELAYS PLAN TO RETURN ASYLUM SEEKERS TO MEXICO TIJUANA, Mexico—The United States has delayed its plan to send asylum seekers back to Mexico while their claims are processed, as the Mexican government said Friday it “disagrees” with the policy. US and Mexican officials had said President Donald Trump’s controversial “Remain in Mexico” policy would be put into effect Friday at noon with the return of 20 Central Americans at the San Ysidro border crossing between San Diego, California and the Mexican city of Tijuana. However, no asylum seekers had been sent back by Friday evening, said an AFP correspondent at the border, and Mexican authorities said the program had been delayed. A Mexican immigration official in Tijuana, speaking on condition of anonymity, said the first returns had been pushed back, possibly to Monday or later. “It’s not that simple. It’s a very delicate migration situation,” the source told AFP. “These are migrants who have a court date with a judge (to seek asylum), which means US authorities have accepted that their lives could actually be in danger. If anything happens to them in Mexico, their families could sue the US government for failing to protect them.” Earlier, foreign ministry spokesman Roberto Velasco said the Mexican government was not happy with the new policy, but would accept the migrants for “humanitarian” reasons. “The Mexican government disagrees with the unilateral measure implemented by the United States government. However... we reiterate our commitment to migrants and human rights,” Velasco told a news conference. AFP

300 MISSING, 9 DEAD IN BRAZIL DAM MISHAP

B

RUMADINHO, Brazil —Rescuers worked overnight into Saturday searching for around 300 people missing after a dam collapse at a mine in southeast Brazil killed at least nine, but the local governor said “odds are minimal” that they would be found alive. Seven bodies were recovered Friday hours after the disaster, which saw a torrent of mud break through the disused dam at the iron-ore mine close to the city of Belo Horizonte, in the state of Minas Gerias, around 1:00 pm. By early Saturday the official death toll had risen to nine, with “nearly 300 people missing,” the local firefighters said, doubling the number of people presumed missing from the previous toll.

Up to 150 of those missing worked in the company’s administrative offices which were closest to the dam break, the firefighters said. The mine is owned by Vale, a Brazilian mining giant that was involved in a previous 2015 mine collapse in the same state that claimed 19 lives and is regarded as the country’s worst-ever environmental disaster. Vale shares plummeted on the new accident, losing eight percent in New York trading. Romeu Zema, the governor of Minas Gerais, told reporters that, while all was being done to find survivors, “from now, the odds are minimal, and it is most likely we will recover only bodies.” His regional administration said 427 people had been working at the Vale mine at the time of the dam collapse, and 279 were recovered alive. The others were listed as missing. The massive, muddy flow from the collapse barreled towards the nearby town of Brumadinho, population 39,000, but did not hit it directly. Instead, it carved its way across roads, vegetation and farmland, taking down a bridge,

and damaging or destroying homes. Television images showed people being pulled out of waist-high mud into rescue helicopters, dozens of which were in use by late Friday because of the cut-off land access. Brazil’s new government led by President Jair Bolsonaro reacted to its first big emergency since taking office early this month by launching disaster coordination between the defense, mining and environment ministries and authorities in the affected state of Minas Gerais. Bolsonaro and his defense minister were scheduled to fly over the zone on Saturday. His environment minister raced to the area late Friday. “Where are our relatives?” wailed Raquel Cristina, one of several people demanding information about their missing kin in the mudhit area. “My five-year-old nephew is asking me if his dad died. What do I tell him?” asked another, Olivia Rios. Officials said they were working through the night, conscious of the precious hours ticking away. AFP

WINNERS’ JOY. Supporters of newly elected President of the Democratic Republic of Congo Felix Tshisekedi cheer as they arrive to attend his Presidential Inauguration on Thursday in Kinshasa. Tshisekedi took the oath of office before receiving the national flag and a copy of the constitution from outgoing president Joseph Kabila, stepping aside after 18 years at the helm of sub-Saharan Africa’s biggest country, marking the country’s first-ever peaceful handover of power after chaotic and bitterly-disputed elections. HOLOCAUST MUSEUM DEBATE AMONG HUNGARY’S JEWS BUDAPEST, Hungary—As the world prepares to mark International Holocaust Remembrance Day on Sunday, Hungarian Jews find themselves divided in a bitter dispute over the long-delayed opening of a new Holocaust museum in Budapest. The “House of Fates” complex, located on the run-down fringe of the city centre, is fronted by two 15-metre (49-foot) high towers of stacked cattle wagons connected by a giant, floodlit metal bridge in the shape of the Jewish Star of David. The 24-million-euro ($27 million) revamp of the sprawling site, a

former railway station where Jews were deported to Nazi German death camps, was largely finished by 2015. But it has remained shuttered ever since, its exhibition space empty save for furniture in dusty bubble wrap, amid wrangles over its concept, suspicions from many Jews of official attempts to whitewash history, and political connections in its development. Some 600,000 Hungarian Jews perished during the Holocaust, most of them deported in the space of a few months in 1944 with the assistance of the Hungarian authorities.

Last September the government suddenly announced that it was handing ownership of the museum to EMIH (the United Hungarian Jewish Congregation). The group, affiliated with the international orthodox Chabad movement, was also tasked with finalizing the exhibition with a historian, Maria Schmidt, who is close to Hungary’s nationalistconservative Prime Minister Viktor Orban. “A Holocaust museum should grab attention and stir emotion, and provide moral direction, not just information,” Slomo Koves, chief rabbi of EMIH, told AFP last week.

Koves says the museum—not likely to open before next year— will focus on personal stories of young people and aims to draw more than 100,000 high school students annually. “Kids these days are ignorant about the Holocaust, even Jewish kids, they need to be shaken out of their apathy,” said Koves, 39, whose grandparents were Holocaust survivors. But the largest and longestestablished Jewish organization Mazsihisz worries that EMIH lacks the necessary expertise and that Schmidt has a reputation for glossing over the Holocaust. AFP

OPPOSITION LEADER CRANKS UP PRESSURE ON PRES. MADURO

COLD CLEANING. A man cleans a Zorb ball outside the Gorky Park at sunset in Moscow on Monday, with the air temperatures at minus-16 degrees Celsius. AFP

CARACAS, Venezuela—Venezuela’s opposition leader stepped up his campaign to oust President Nicolas Maduro on Friday, calling for a “major demonstration” and rejecting an offer of talks with the socialist leader. National Assembly head Juan Guaido, who proclaimed himself acting president during street rallies by tens of thousands on Wednesday, said he wouldn’t attend a “fake dialogue” on a crisis that has left 26 dead this week in clashes between anti-Maduro activists and security forces. After four years of economic pain that has left Venezuelans short of food and medicine and driven more than two million to flee the country—which sits on the world’s largest oil reserves —the opposition found its voice this month in Guaido after Maduro was

sworn in for a second presidential term following controversial elections. Mexico had offered to host talks between the rival leaders, and Maduro professed he was ready to go “wherever I have to.” But Guaido, who is backed by the US and several Latin American countries, told supporters in Caracas the public would remain in the streets “until we achieve an end to the usurpation, a transitional government and free elections.” He accused Maduro’s regime of only offering talks after “repression” failed to achieve its objectives. The European Union and US have ratcheted up the pressure on Maduro to agree to a new vote. An EU diplomat told AFP the bloc wanted “an immediate call for elections in the near future.” AFP

MARCIAL’S LIFE-CHANGING CALLING AS PBA COMMISH Dwayne Johnson

JOHNSON INSPIRES WITH TITAN GAMES PBA Commissioner Willia Marcial (8th from left) with PBA governors.

By Lito Cinco

C

URRENT PBA Commissioner Willie Marcial is on his second year in the position, the very first Commissioner to benefit from an overdue change made by the PBA Board of Governors on the term of office for the position last year.

But the truth is, he is already on his 35th year in the league which he joined in 1984 as a statistician, steadily moving up to occupy different positions as a panel scorer, floor director, and under then Commissioner Noli Eala, he was given the enviable task of heading the PBA Media Bureau concurrent as Assistant to the Commissioner. Given a choice, he is even looking beyond 2020 when his term expires and is more than willing to go back to his former position as media head. “PBA ako all the way at nagsabi na rin ako sa board na willing nga ako bumalik sa dating puwesto ko. PBA na kasi naging buhay ko,” said the 57-year-old Marcial. His life has changed since being the league’s commissioner. What hasn’t changed though is his being down to earth. He also stuck to Filipino as his means of communicating to the team owners, board members, players, fans and especially to the sportswriters on the beat whom he all claims as friends. “Mas naintindihan kasi ako kahit sino. ‘Yung mga fans nga sa stands ‘pag umaakyat ako ay hindi naiilang makipag-usap sa akin. Pero sa totoo lang, marami talaga nagbago sa buhay ko nu’ng naging PBA Commissioner ako last year, isang position na ni hindi ko pinangarap dati. Kaya nga na mi-miss ko talaga ‘yung old days na kasama ko mag-hang out at magkipagkwentuhan sa mga sportswriters,” said Marcial. He added that before, he was the one offering suggestions to past commissioners as he has served under four PBA chiefs before finally becoming one himself. But now, the tables are turned as he is now the one asking for ideas and making decisions. “Palaging may mga meetings, walang katapusan kaya dapat may time management sa araw araw, “ continued Marcial. Marcial at the time of the interview was at the very first and highly successful PBA Media Day with PBA players, coaches and officials at the Solaire Resort and Casino a few days before the league opened its 44th season. He cited the event as one of his contributions so far to the league, together with the regular home court visits by PBA players and teams to different barangays and schools, initially limited to Metro Manila. Since

Willie Marcial: PBA guy, all the way

then, it has grown in popularity that the PBA has been receiving a lot of invitations and requests for appearances by its players outside Manila. Marcial accepts, too, that even as he is enjoying the job, it comes with a lot of challenges, the biggest of which is how to recover from the 15%to 20% drop in gate attendance in 2018 due to a lot of factors, including uncontrollable ones like the daily traffic going to the venues and economics, plus having shortened conferences to give way to the national team, which he says the PBA will continue to support. “Ito ang pinakamalaking challenge sa akin ngayon, paano namin ma-convince ang PBA fans na manood ng live games at hindi lang sa TV. Kaya nga mayroon kaming bagong marketing group na maraming pakulo at promotion para sa mga fans na manonood sa venues. Target namin ay maibalik ang gate attendance doon sa 2017 figures,” said Marcial. What will happen to the PBA this season may be uncertain in terms of the results of the league’ s renewed marketing efforts, but one thing is definite. This PBA Commissioner will be with the PBA for a long long time, officially or unofficially, whether or like the PBA wants it or not. That is how much he loves the game and the PBA.

EX-XAVIER STARS READY FOR MIGHTY SPORTS RUN FORMER Xavier School stars hope to have a happy reunion in Dubai as they see action for Mighty Sports in the 30th Dubai International Basketball Championship on Feb. 1 to 9. Ex-Rain or Shine guard TY Tang comes out of retirement for the second time to play together with Joseph Yeo—his teammate in the 90s—for the sports apparel and accessories squad co-owned by brothers Alex and Czar Wongchuking. Acknowledged as one of the smartest guards to ever play in the pro league, Tang retired four years ago but is eager to prove that at 34 he can still play at the highest level. Like boxing icon and Sen. Manny Pacquiao, the 5’6” Tang believes age is just a number, claiming he’s feeling young after a recent US vacation.

Along with team captain Chris Tiu, they formed the deadly trio for the Golden Stallions that waged epic battles with rival Chiang Kai Shek College in the golden era of the Metro Tiong Lian League. “I’m hoping they can still deliver the punches. They were Xavier’s formidable trio during their time,” said Alex Wongchuking, who once played for the school in the 70s. Tang unretired last year to play for one game for Go For Gold in the PBA D-League. The team backed by SMDC, Go For Gold, Healthcube and Oriental Group leaves for Dubai on Jan. 31 looking confident of a better finish despite the limited time to prepare for one of toughest tournaments in the Middle East.

After playing for Xavier in the 1980s, Czar went on to become the team manager of Xavier starting in 2006 that also produced Charles Tiu, Woody Co, Gab Banal, Angelo Wongchuking and former Ginebra player Jett Manuel. Tiu, who dabbles as anchor of CNN, will call the shots for the team with veteran strategist Jong Uichico, Ateneo’s Dean Castano and Co as assistants while Banal, Wongchuking and Manuel also reunite for one last time in an international tournament. Beefing up the team are former LA Lakers star Lamar Odom, Ginebra resident import Justine Brownlee, Chinese league veteran Randolf Morris, UP’s Juan Gomez de Liano, CSB’s Justine Gutang,La Salle forward Santi Santillan, and Fil-Ams Jeremiah Gray and Roosevelt Adams.

DWAYNE “The Rock” Johnson is literally and figuratively a huge figure in the entertainment business right now. Having jumped off from his WWE fame as The Rock to a blockbuster movie star, he is now considered as one of the most powerful and influential celebrities in the world. What’s even better is Johnson has used his fame to inspire and motivate people be “the hardest worker in the room.” And he has channeled this belief into “the most insane athletic competition ever devised”: The Titan Games. “I think part of his motivation for doing the show is him thinking back on his life and how fortunate he’s been,” said Arthur Smith, an executive producer for Titan Games, in an interview with Men’s Health. “He wants to give back. So much of this show comes from his heart because of what he went through. It’s very consistent with what he does on social media—motivating people to be the hardest worker in the room. So many of these people are his followers he inspired.” The Titan Games which is now available on video-streaming service FOX+, takes incredibly strong and muscled everyday men and women through challenges like hammering cement, scaling walls, and dragging an assortment of heavy objects. Contestants—or “Titans” as they are called in the competition— face off against each other one on one—women against women, men against men. The one who finishes first in the activities advances to compete against another winner in an obstacle course of Mount Olympus (yes, they go heavy on Greek mythology references in this show). The obstacles involve climbing up a steep incline of revolving cylinders, cranking weights, punching holes through wall. These challenges not only test the strength of the Titans, but their mind and will as well. However, the competition is not the most interesting aspect to the Titan games, it’s the Titans themselves. One look at all of them will tell you that they all work hard. But upon closer inspection, these competitors come from all walks of life such as an owner of a barbershop, teachers and students, nurses, doctors and surgeons, police officers, an accountant, firefighters, and even a grandmother. Despite all the pageantry of The Titan Games (there are a lot of explosions involved), at the heart of it are the tenets that Johnson preaches and practices in his life: strength, respect, hard work, perseverance, deep dedication, and self-actualization. In a world where life’s challenges can get you down, let The Rock and The Titans show you the way to greatness.

IBM TEAMS UP WITH UNIVERSITY TO PREPARE FOR NEW COLLAR JOBS By Othel V. Campos

Manila Commercial Fit-Out Corp. managing director Donaldo Caringal

OFFICE FIT-OUT FIRM EXPANDS AMID RISING DEMAND IN PH T

HE sustained expansion of the Philippine economy drove demand for office space beyond the 1-millionsquare-meter mark last year and generated opportunities for various sectors such as office fitout service providers.

Donaldo Caringal, managing director of Manila Commercial Fit-Out Corp., says with another 1 million sqm of office space expected to be absorbed in 2019, opportunities abound for office fit-out works and design services. “We are looking forward to expansion. We are ready to service demand not only in Metro Manila but in other areas as well, including Cebu, Bacolod and Iloilo,” Caringal says in an interview in Makati City. MCFC is a Makati-based fit-out company that has completed more than 200 projects for both multinational and local offices over the past five years. It provides custom office fit-out, design and joineries at 20-percent faster rate than other solution providers, according to Caringal. “When you say interior fit-out, it does not only include the architectural portion. It also includes the furniture, work desk, chair, lounge, reception table, carpet, painting, etc. We also provide lighting, data cabling, IT networks, CCTV and door access control. In other words, it is turnkey,” he says. Caringal, who had built townhouses in Quezon City before joining MCFC, says the company is known for its faster delivery performance. MCFC has its own joinery factory in Taguig City that is in charge of woodworks. “Our office is in Chino Roces Ave., but we are planning to move to Salcedo. We are also getting bigger, so we need a bigger office,” he says. The company plans to expand to Cebu and other parts of the Visayas soon. “We are not yet in Cebu, but we are planning this year. We are planning to expand because of the demand that we get from clients for an out-of-town fit-out,” he says. TECHNOLOGY company IBM teamed up with the Taguig City University to introduce a new education platform and opportunity to address new collar skills shortage. The six-year partnership involves embedding the so-called P-Tech [Pathways in Technology Early College High School] school model in the university’s curriculum starting with senior high students. “It’s not another track but it is closely associated with the STEM [science, technology, engineering, mathematics] track. Interested stakeholders especially from the IT sector are encouraged to support this program. They have their required specific skills included in the P-Tech curriculum and they can adsorb the graduates as part of their labor pool. We’ ll make the industry select the skills needed and then well bridge that to finalize the curriculum,” said IBM country head Aileen Judan-Jiao.

IBM Philippines country head Aileen Judan Jiao

She said new collar jobs are not just about credentials or degrees but also about capabilities. IBM defined new collar jobs as the right mix of in-demand technical skills to perform roles such as integration specialists, systems data base administrators, infrastructure and enterprise architects. IBM has been a trusted partner of the Philippines for over 80 years. “So it’s really logical for us to do it in the Philippines, as we move into this digital transformation. New collar jobs not replacing jobs that were there before but we have an emerging young and literate that really needs to be embedded in this new era called digital economy,” Jaio said. Tthe Philippines will be the second Asean country after Singapore to replicate the P-Tech model and will be the tenth globally, after successful implementations in the United States, Morocco, Australia and Taiwan. Singapore, Korea, Ireland, Brazil and Colombia have announced that P-Tech will be implemented in their countries by 2019. Created by IBM in 2011, P-Tech creates a direct path between high school, college and career by uniting the expertise of the public and private sectors to strengthen education and reinvigorate local economies. To date, P-Tech has been replicated in more than 110 schools worldwide and is expected to be in more than 200 schools by the end of 2019. More than 550 businesses in technology, healthcare, and advanced manufacturing currently participate in the initiative as industry partners. “What is important is not the numbers but the commitment of stakeholders. When the industry and stakeholders such as the academe and the government are not committed, all efforts will go down the drain. We don’t want this to happen. P-Tech as part of the senior high curriculum gives us is a stable pool of talent. But not only IBM gets to benefit from the talents but also clients and the industry. It makes us competitive as a country,” Jaio said. In the Philippines, P-Tech will span grades 11 to 12, with students graduating with Associate Degree in Computer Technology. Beginning in senior high school, students will benefit from mentorships, worksite visits and project days—all of which will provide early exposure to careers in industries and disciplines that involve a background in STEM.

ETRON Corp., the country’s leading oil company, said it continues to uphold its commitment to ensuring the sustainability of the communities it serves as it celebrates its 85th anniversary. Residents from Petron’s fenceline communities, local government representatives and local Department of Environment and Natural Resources offices joined Petron employees in nationwide reforestation efforts through the company’s “Puno ng Buhay” program, which aims to build Petron forests of mangroves, bamboos or endemic tree species. The program came in full swing in 2018 as Petron adopted at least 85 hectares for reforestation in different areas around the country. The sites in Puerto Princesa, Palawan and Nasipit, Agusan del Norte were populated with mangrove propagules while the area in Tagbilaran, Bohol was planted with bamboo seedlings. Similar activities were also held in other areas including Tacloban, Roxas, and Limay. This brings the total hectarage of reforested sites to over 100 and the total number of mangrove and tree seedlings planted to over one million since the program was formally launched in 2016. Petron president and chief executive Ramon Ang said the company remained steadfast in its commitment to fuel the environment as it plans to adopt more areas for reforestation in Cebu, Iloilo, and Davao this year. ”As we mark our 85th year, we hope to leave a significant and lasting impact on the environment and in communities where we ae present. We see ourselves as an enabler of growth and progress, so ultimately we help shape the future where our country is stronger, more resilient, and able to meet the aspirations of our people,” said Ang. In the next three years, the nationwide reforestation program is expected to see at least 200,000 new trees and mangrove planted. These areas are expected to capture at least 63,000 tons of carbon annually. With the continuing decline in forest cover, Petron said it hopes to further contribute to government efforts to protect the environment, especially through DENR’s expanded National Greening Program. FUELED BY VOLUNTEERISM Achieving this massive undertaking means tapping into the volunteerism spirit of Petron

As with many of Petron’s CSR projects, volunteerism lies at the heart of Petron’s 85th anniversary mangrove planting initiative.

employees and the company’s stakeholders to take collective action. Thousands of Petron employees contributed to the success of Petron’s environmental efforts. In addition to the Puno ng Buhay activities, they have helped clean up shorelines, rivers, and creeks, and distributed empty drums to serve as waste bins for fenceline communities. Many of these activities are timed to commemorate global events such as Earth Day, Environment Month, and International Coastal Cleanup Day. 85 YEARS OF CHANGING LIVES More than the figures, the success of these programs can be measured by how much they have changed or improved the lives of their beneficiaries. As part of the Limay, Bataan community for nearly 60 years, Petron is more than just a business but more a reliable and helpful neighbor, especially in times of need. “Whatever our problem is, we know we can always count on them,” said Rose Santos,

president of the Kabaranggay Alangan Tu n g o s a I s a n g G a b a y, a L i m a y - b a s e d people’s organization composed mostly of fisherfolk. With Petron’s help, the group preserves the area by planting mangroves within its vicinity. Mangroves offer a host of benefits: serving as natural greenbelts to reduce disaster vulnerability, preserving critical watersheds and ecosystems, and providing a source of livelihood for the local community. “We experienced the strength of typhoon Glenda. From here, we saw how the pier almost disappeared while we remained safe from the effects of the typhoon,” said Santos. Petron is an integral part of the community, as with all other areas where it operates, enabling economic growth, generating employment, and making a difference in the lives of those who need help the most. The company said this a goal that it readily and fully embraces for the next 85 years and beyond.

FROM THE STREETS TO THE BOARDROOM FROM 1970, the moment he first entered the world of sales as a simple “takatak” boy in Luneta, until this very moment, New Marketlink Pharmaceutical Corp. chief operating officer Cesar Suarez Cayas has stood by and held steadfast to his life principle—that having the best life is all about how you perceive your blessings and make the most out of it. Cayas is much-loved wherever he is, whether inside the office or outside of it. His down-to-earth demeanor has endeared him to the people around him. Many of his employees say that he is one of their biggest inspirations. And who could blame them, Cayas’ life is undoubtedly a Filipino success story. At 16, Cayas ran away from home to pursue his dreams furthering his studies in Manila. For two years, he wandered the streets of Manila eventually finding his way to Luneta where he sold cigarettes and called Quirino Grandstand home. BUSINESS-MINDED He was determined to enter college in the big city despite struggling to have the means for it. Cayas thought of a way to further his earnings by going around buildings to find out where the heavy smokers worked, after which he would offer them free delivery to make sure sales. With this tactic, he met cigarette suppliers, whom he would ask for wholesale terms and discounts. Before he knew it, Cayas already gained the trust of both customers and businessmen. Cayas said: “My only capital was the trust I gained from the wholesalers, and also the efficient delivery of the orders to my customers who grew by the number.” After eventually earning enough to enroll in Manuel L. Quezon University, Cayas took Industrial and Management Engineering, where he finished as cum laude in five years. This opened doors

of opportunities for the promising and young businessman. His first job was at the military but he knew very well his passion for the trade. Using the connections he established in the past, Cayas approached an acquaintance from Mariwasa and got offered a storekeeper position. “I became a supervisor in no time and handled production planning and control,” he said. “These experiences equipped me with the right skills to qualify for my next job, which is in Astra Philippines, my firstever encounter in the pharmaceutical industry.” PHARMACEUTICAL STINT Starting out as a medical representative, he excelled and climbed his way up the corporate ladder eventually reaching the position of regional sales manager, which became the turning point of his career. He was recognized with the highest accolade ever given by the multinational company—the Astra

Gem Award, a recognition for those who gained a wealth of experience and wisdom through long years of service. Cayas was able to save up and give his wife and four kids a good life through his 21 years of service under Astra. However, that was not the end of his success. He worked with some of the biggest pharmaceutical companies, such as Elan Pharmaceutical, Altermed Corp. (Pascual Laboratories Inc.), then Multicare Pharmaceutical Philippines Inc. before landing a consultancy position at NMPC. It was the beginning of a celebrated career when Cayas accelerated from being sales and marketing consultant to now COO. He was the man behind the huge leap of NMPC from being a P350-million pharmaceutical company in 2011 to one with P1-billion sales revenue in 2014 and now with a goal to hit P1.6 billion this year. Having received almost a dozen awards for his work, Cayas sees his meteoric rise as a blessing. “There is absolutely nothing impossible in this world if you have discipline,” Cayas said. “Take the risk and at the end of the day, God will provide everything.” Though he has reached the pinnacle of success, Cayas does not see retirement any time soon. Though he envisions a more relaxed life in his property in Samar with his family, he decided that he is far from stopping. Cayas’ story and his drive for excellence and perseverance have made him an important figure in the country’s healthcare sector. And most importantly, it has served as inspiration for countless professionals to do more and be more whatever their background is.

WHEN SCHOLARS RISE ABOVE THE STORM WHEN a strong typhoon hit their village in Barangay Babuyan, Carrascal town, the family of 45-year old mom Marilyn Huerte lost it all—their house, the family ’s livelihood, even the vegetable patch where they mostly get their food. The family was forced to start all over again. Sacrifices had to be made and this included their son’s college plans. Mark Joe, their 18 year old son, was about to start college then, planning to take up Criminology at a private school in Surigao City. “Each one of us had to make a sacrifice, as the typhoon took nearly everything away from us,” Marilyn recalls. Luckily for Mark Joe, a scholarship opportunity came along, courtesy of Marcventures Mining and Development Corp. “My gratitude for MMDC is boundless because the scholarship provided to my

son saved him from skipping school,” Marilyn says. As one of MMDC’s neighboring barangays, families in the village of Babuyan in Carrascal enjoy guaranteed scholarship slots not only from the MMDC’s annual Social Development and Management Program but from its Corporate Social Responsibility funds as well. MMDC scholars John Justine Portillano and Neña Claire Huerte— Mark Joe’s cousin—shared Marilyn’s appreciation. Although John Justine and Neña Claire—both 20 years old—go to a public university where tuition is free, they said they would have stopped schooling when typhoon “Basyang” destroyed their houses and their parents’ farming livelihood. “MMDC’s scholarships mean we are still able to pay for transportation, food,

school projects, and other school fees not covered by the free tuition law,” says John Justine, who is now on his third year as a Bachelor of Secondary Education student at the Surigao del Sur State University.

For her part, Neña Claire says: “There have been many times that as we faced hardships in life, the scholarship provided by MMDC is the only thing that kept us going. For this we are very thankful.”

SEIKO Epson Corporation has been awarded The Director-General’s Prize, The Agency for Natural Resources and Energy, for Epson’s LX-10000F series and LX-7000F series of high-speed linehead inkjet multifunction printers sold in the Japanese market. In Southeast Asia, the printers are known as WorkForce Enterprise WFC20590 and WF-17590 printers. This award, which was part of the FY2018 Grand Prize for Excellence in Energy Efficiency and Conservation (Product Category & Business Model Category) awards program, was sponsored by the Energy Conservation Center, Japan, with support from the Japanese Ministry of Economy, Trade and Industry. Inkjet printers are notable for their ability to print at high speeds with minimal power consumption. The award-winning printers demonstrate superior energy efficiency, using only a fraction of the energy of typical A3 color office laser MFPs. They easily conform to the requirements of the International ENERGY STAR Pro gr a m * 1 and their maximum power consumption is constrained, allowing them to be used even in the event of a disaster when electricity supply is limited. In addition, high-capacity ink cartridges and infrequent replacement of limited lifetime parts mean reduced maintenance and greater resource conservation. The consumables and limited lifetime parts used in these printers have to be replaced only about half*2 as often as those in a typical laser printer, based on a calculation of one million prints. The volume of waste is also about 50% lower. “We have been working hard to increase office energy efficiency through inkjet innovation, said Koichi Kubota, Representative Director, Senior Managing Executive Officer and Chief Operating Officer, Printing Solutions Operations Division. “This prize is tremendously encouraging, and we intend to continue to provide innovative products and services to meet the needs of environmentally aware users. Epson’s stated goal is to be an indispensable company, one that is committed to openness, customer satisfaction and sustainability. We tackle customer needs, address societal challenges, and create unique environmental value through our business activities with the aim of achieving the Sustainable Development Goals (SDGs) of the United Nations and creating a better and more sustainable future.

10 TIPS... From C4 9. Inspect the ports and peripherals Try out all the ports, headphone plugs, HDMI, SD card slots, CD/DVD drive, and other inputs, which are essential for an easy file transfer or other recreational purposes. These are attached to the motherboard and may get costly to replace. 10. Verify wireless connectivity The value of a used laptop decreases if it can’t connect to WIFI. Before buying, make sure that it can connect to WIFI networks without hassle. Search for the best secondhand laptop for your needs only at https:// www.olx.ph/.

INTERNATIONAL DATA CORP. PREDICTS 30% PH DIGITAL GROWTH IN 2020 By Angelica Villanueva and Charles Dantes LAST year, the International Data Corporation highlighted the maturity and growth of the Philippines’ digital economy. This year, the global market intelligence firm focuses on how the Philippine ICT industry can become fully digital determined and digital transformed by the next coming years. In fact, IDC predicts that at least 30% of organizations in the Philippines will transform their respective markets and achieve “digital determination with the use of technologies, capabilities, and business models by the year 2020. This means that these digitally-determined organizations will become better in responding to the needs and concerns of future stakeholders with the use of digitally enable products and services. Sudev Bangah, Managing Director

for IDC ASEAN, explained what the organization should have to become digitally determined. “To be digitally determined, Philippine organizations require more than just resilience, they need a ‘blueprint’ that digital is inherently valuable to the business, and a single digital platform to scale technology innovations, said Bangah. He also added that the race to the future enterprises has already begun since new technologies are changing the paradigms for individuals, businesses, industries, economies, and governments. “And with digital disruption becoming the new normal, no one and no entity will be spared of the need to at least reset or reboot themselves, if not reinvent, suggested Bangah. Meanwhile, IDC also prepares the top key trends which will give opportunities and challenges to the IT industry in 2019 and beyond.

Predictions are classified into three sets—reshaping the organizations, redefining leadership roles, and innovating interactions. On reshaping the organizations, Sean Agapito, Market Analyst explained the need for businesses and entrepreneurs to transform their market to adapt and be digitally enabled to produce products and services for their consumers. Innovating interactions center around the use of Artificial Intelligence into the product and services of the businesses and organizations, thus improving the speed of customer engagement and giving an edge on cloud deployment. Agapito also added that it will take at least three to five years before the Philippines sees the predictions come into fruition as the country is in dire need for a better digital landscape to fully harness the ability of digital transformation.

VIVO UNVEILS FUTURISTIC APEX CONCEPT SMARTPHONE

B

EIJING—Vivo announced at a press conference in Beijing the launch of the new APEX 2019 concept smartphone. Vivo’s first 5G smartphone offers an ultra-simple and uniquely recognizable design with CurvedSurface Waterdrop Glass and no openings, seams or bezels for a simpler user experience. Packed with cutting-edge technologies and features, APEX 2019 showcases a brand-new minimalist concept that takes smartphone design to a whole new level. “With the goal of enhanced usability and simplicity at the core, APEX 2019 offers consumers a glimpse into the future of smartphone design and development. The Super Unibody design and Full-Display Fingerprint Scanning technology, among several other breakthrough features, make APEX 2019 a truly exceptional smartphone that demonstrates Vivo’s continuous exploration and pursuit of exceptional innovation for consumers,” said Spark Ni, Senior Vice President of Vivo.

Super Unibody Design

APEX 2019 introduces a sleek and truly FullViewTM design that renders the bezel extinct. The device successfully delivers an unconventional smartphone experience by completely removing physical buttons - instead adopting Touch Sense technology, which brings together capacitive touch and pressure-sensing. With carefully designed programming logic and software, the pressure sensors can tell if a user is pressing the frame and the capacitive touch can determine its position, providing extra-sensitive accuracy. USB ports are replaced by a MagPort, a magnetic power connector which enables both charging and data transfer. This allows for a more streamlined user experience, as well as making the body more compact. APEX 2019 also turns its display into a speaker by using Body SoundCasting technology, transforming the entire APEX 2019 display into a speaker via the screen vibration function, avoiding the need for a speaker grill.

Full-Display Fingerprint Scanning

APEX 2019 comes equipped with Full-Display Fingerprint Scanning technology, with a sensor covering almost the entire display. This enables users to touch almost anywhere on the screen to unlock the device seamlessly, supported by Vivo’s cutting-edge Fingerprint Light function - when the user’s finger is close to the display, the pixels around the touch point will automatically light up as an additional light source to help obtain a clear fingerprint image. A larger sensor also enables more features to bolster security for using apps. When users wake their device from an inactive screen and press on the corresponding app icon to scan their finger, they can unlock and gain direct access to the app so that the experience is faster and

APEX 2019’s breakthrough Super Unibody design and Full-Display Fingerprint Scanning technology are shaping the future of 5G smartphones

more efficient than before.

5G Smartphone for Variety of User Scenarios

Vivo’s first 5G smartphone runs on the Qualcomm Snapdragon 855 platform with a super-large memory of 12GB + 256GB, and is equipped with Jovi AI Assistant, along with many other smart functions. APEX 2019’s 5G mobile network capability enables an enhanced experience for video viewing, cloud gaming and a variety of other user scenarios. APEX 2019 has also solved the challenge of limited motherboard space by using a Duplex PCB Design which has increased the available space by 20% to minimize the overall stacking space. This is Vivo’s solution to free up space for the 5G modules, making the phone a true unibody 5G phone. Vivo is pioneering 5G technology standardization empowered by a fusion of technologies including artificial intelligence (AI), Internet of Things (IoT), augmented reality and virtual reality. In the future, the deep integration of 5G and AI will become key to the development of the 5G smartphone era. Vivo will continue to explore the future of the smartphone as part of its commitment to provide users with a futuristic mobile user experience. APEX 2019 will be showcased at the Mobile World

Congress (MWC) in Barcelona at the end of February and visitors to the event will have the opportunity to enjoy a first-hand viewing.

LG ELECTRONICS PH CELEBRATES LAUNCH OF NETFLIX SHOW BRAND new year means new and exciting ways to maximize technology and entertainment to bond with loved ones. Global electronics and home entertainment giant LG Electronics Philippines and international online streaming pioneer Netflix Philippines once again strengthened its partnership with an exclusive advance screening last Jan. 24, a day before the worldwide premiere of the newest original Korean series – ‘Kingdom’. Netflix has put together two things to make most binge-worthy stories from South Korea: the thrilling K-drama about ancient Korean monarchy and the threat of an impending zombie apocalypse. Set in Korea’s ancient Joseon Period, “Kingdom” follows the journey of a crown prince sent on a suicide mission to investigate a gruesome plague spreading inside the kingdom—only to find zombies threatening his reign and his people. On Jan. 25, Netflix premiered a contagious case of bingewatch fever ‘Kingdom’ and just recently, LG Philippines recently launched its 30th Anniversary TV—the OLED B8 4K TV—and it’s the best way to give justice to the thrill and excitement of “Kingdom” and its mind-blowing cinematic appeal. More than a hundred media attendees watched the the advance screening with the impressive LG OLED TVs at the Korean Cultural Center (KCC) in Bonifacio Global City. Guests had a blast as they got to dress up in a traditional Korean Hanbok and posed against the realistic “Kingdom” backdrop and roaming zombies. A traditional Korean feast

dinner was served after the Nara Team performed a traditional Korean Fan Dance before the actual viewing. LG Philippines is also delighted to share this exciting milestone with some of the country’s brightest personalities as brand ambassadors, the ‘Iron Man’ of the Philippine Basketball Association LA Tenorio, actor Gil Cuerva, Bb. Pilipinas 2016 Nicole Cordoves, and Lifestyle, Travel Vlogger Dani Barreto. The event was hosted by TV Host, car and road safety advocate and LG TV Ambassador James Deakin. This growing partnership between LG Philippines and Netflix Philippines further solidifies the bond between Filipinos and Koreans. 2019 marks the 70th anniversary of the friendship between Philippines and South Korea which started when the Philippines became the fifth country to recognize the Republic of Korea in 1949. Since then, the mutually beneficial relationship between the two countries has grown in every aspect: economically, technologically, culturally, and even in military and government support and this latest event is a reminder of the strength and reliability of the flourishing friendship between the two nations. To honor the two countries’ thriving relationship and strengthen KCC’s mission to “deepen the understanding and appreciation of Korean culture among Filipinos by providing diverse cultural programs and events”, LG Philippines, being a Korean company with principal headquarters in Seoul, South Korea has donated five 55-inch UHD 4K TVs (four 55UK6300 and one 55UK6500) to the Korean

Cultural Center (KCC) in the Philippines. “It is an important celebration of the strong relationship between Korea and the Philippines, which started in 1949. To honor this friendship, we at LG always go beyond the call of duty to provide excellent home entertainment products and appliances to millions of Filipinos who have supported us from the beginning. It is our pleasure to contribute in strengthening the bond between our two countries,” shared LG Philippines Managing Director Mr. Inkwun Heo.

10 TIPS TO GUIDE PROSPECTIVE SECOND-HAND LAPTOP BUYERS BUYING a used laptop is a smart and practical move, especially when you want to save a little cash but still get a good deal. With so many used laptops being sold online, however, knowing which one to choose can be quite daunting. “There is a huge market for secondhand gadgets, especially for laptops. Based on OLX’s Data Hub, the most searched gadget by our users is the laptop. About 40% of searches for computers are laptops,” says OLX Goods & Services head Rambo Joinani. “As long as one knows what to look for, buying a pre-owned laptop is a smart and economical option. We’d love to share some pointers to help our users find the best laptop that fits their needs.” So before you close that deal on that pre-loved laptop you’re eyeing, read these 10 useful tips from OLX, the country’s leading classifieds platform: 1. Know your needs Trim down your choices by identifying your specifications. Are you looking for a laptop that’s good for basic use like sending emails, web surfing, basic office functions, and picture sharing? Or will you be using it for intermediate applications like basic creative software and advanced office duties? Another possible use is for advanced functions like gaming, web hosting, or music/ photo/video editing. Knowing what you will be using it for will help lead you to the best used laptop suited for your needs. 2. Do your research Before making your purchase, make sure to read user reviews on different laptop brands and models. See what people are saying about brand performance over time. It also pays to do a background check on the sellers to make sure that they have a good history in the community. 3. Get to know the original price list for new laptops Before purchasing a used laptop, make sure to compare the secondhand price with the brand-new price. You can start off your price survey on OLX, which has an extensive amount of listings of both brand-new and pre-owned laptops. Knowing and comparing the prices will help you make an informed decision whether you’re better off buying a used laptop or a brand-new one. 4. Check the specifications Once you have made a shortlist of possible laptop units you want to buy, check the inclusions that the seller will be providing aside from just the unit. Make sure all the pertinent details of the laptop are made available to you. This includes the original software CD, recovery CD, drivers, backup media, and licenses of the software. Very important: Be sure to check if the preloading operating system is genuine. 5. Examine the‘inside’of the laptop Ask the seller if it is possible to check the motherboard to test how responsive and fast the laptop is. Observe if it heats up fast or makes loud noises when you start it up. 6. Look at the physical condition Many buyers wish to purchase used laptops that look brand-new and spotless. If the external appearance matter to you, you might want to check if there are any dents or cracks because these might lead to bigger problems for the used laptop in the long run. 7. Examine the laptop screen Check the condition of the screen. It’s not worth the purchase if the screen flickers or has uneven brightness because it could mean there are loose connections that cannot be repaired. 8.Performathoroughbatterycheck The great thing about laptops is that they can be used even when unplugged. Thus, its battery life is important. Most laptop batteries have a lifespan of three years, so if it’s a used laptop, it’s possible that its battery will have a limited standby time. Be sure to check this before making your purchase. Turn to C3

ROM 1959 to 1964, one would see this heading as the slogan on license plates of all cars registered in the state of Oregon, the 33rd state to join the United States. I don’t know why they later changed it to “Things Look Different Here” and, eventually, to the current “We Love Dreamers.” Nevertheless, all three give an indication of the beautiful attractions the state offers.

Just a few weeks ago, I had the chance to go around some of the tourist attractions of this alluring Pacific Northwest state, courtesy of my younger sister, Esper, who drove me around the destinations that tourists flock to. First stop was at the Observatory of the Oregon Health and Science University, a public university in Portland which also runs two hospitals. The well-constructed lookout on top of a hill, where one of the hospitals, my younger sister’s place of work, is located, may be reached through an aerial tram ride. It offers a breathtaking panoramic view of the city of Portland and, at night, it is exhilarating to see all those

city lights sparkling like diamonds. While we were en route to another attraction the following day, the majestic Mount Hood appeared before us on the freeway. Since it is usually covered with snow most of the year, it practically glistens in the horizon, making it even more attractive. It is also the highest mountain in Oregon and is called Wy’east by the Multnomah Tribe of Native Americans that used to populate the area. Our main destination that day was the Multnomah Falls, a picturesque waterfalls that drops 620 feet, and was featured in the 2017 movie, The Shack. It was a very cold, windy day

A recent smartphone shoot-off, organized by Argomall, an online tech retailer, highlighted the vibrant life and rich culture of this historic district in Manila. Four participants were handed various smartphones for the shoot-off, which were carefully chosen based on camera specs and features. Shaira Venzon, a project coordinator for a post-production company, was given the Asus Zenfone 5Z. Digital project manager Nina Yumul took the Samsung Galaxy Note 9, while college students Kyle Macorol and Jedo Dela Peña got their hands on the Vivo V11 and Nokia 7 Plus, respectively. Aside from having to take clear and creative pictures, the contestants had to make sure their

The contestants were impressed by how the smartphones performed, as well as intrigued by the rich culture of Binondo. The setting allowed them to observe the daily, unscripted lives of people from all walks of life. They also got to see first-hand the religious traditions Turn to D2

the younger ones do the climbing, and limited myself to marvel at such magnificent creation from the ground level. Nevertheless, I’m pleased to have been one of the 2 million visitors that are awestruck by this natural attraction every year. We then drove to Vista House, a museum 733 feet above the ground, on top of a rocky promontory, and offering a breathtaking view of the historic Columbia River, the largest in the Pacific Northwest. In the early days, this body of water was the main route of the pioneers, establishing trade and commerce in the settlements along it. The extremely windy conditions at the top, paired with the 2-degree Centigrade weather, discouraged us from staying longer. After we captured on camera the spectacular view of the river, we left.

DOT LAUNCHES SPECIALIZED TOURS

BY DEAF TOUR GUIDES

The Department of Tourism, in partnership with Benilde's School of Deaf Education and Applied Studies, has launched the first specialized tours headed by DoT-accredited deaf tour guides to help the deaf and hard of hearing better appreciate the beauty of Manila.

Portland’s 95-year-old The Grotto is very accessible to tourists as it is within the city.

Done with marvelling at nature, we went on to be amazed by something man-made. We drove to the Nike World Headquarters at Beaverton in the outskirts of Portland. I have always liked this very popular brand, which is named after the winged Greek goddess of Victory, and have often wondered what made Phil Knight, the owner, put up such profitable business venture. He was really into sports at a very young age. In fact, when his newspaperpublisher father refused to give him a summer job at his newspaper, Phil worked for the rival paper, at night, tabulating sports scores, then ran the sevenmile distance to his house in the morning. His college days saw him as a sports reporter for another newspaper, and as a middle-distance runner, with Bill Bowerman as his coach. Both of them eventually founded Nike together. But the most interesting trivia I learned during our visit was that of the Nike logo, the very strong, powerful, and highly popular swoosh design. Knight and Bowerman needed a logo for a new line of running shoes they were going to introduce in their Blue Ribbon Sports, the original name of the Nike enterprise.

HE deaf and hard of hearing can now appreciate what Manila has to offer through the first-ever specialized tour by the Department of Tourism’s newly accredited Deaf Tour Guides. The initiative in partnership with the De La Salle-College of Saint Benilde’s School of Deaf Education and Applied Studies, is in line with Republic Act 7277 (An Act Providing for the Rehabilitation, Self-Development and SelfReliance of Disabled Persons and their Integration) which stresses that “the state shall develop their (PWDs) skills and potentials to enable them to compete favorably for available opportunities.” The program was made possible in collaboration with DLS-CSB’s Center for Partnership and Development.

“Here in CPD, we focus on always finding the perfect match between an organization and the deaf. It could be in terms of employment, advocacy, entrepreneurship, or other services,” said deaf career coach Veronica Camba. In a statement, Tourism Secretary Bernadette Romulo-Puyat said the project seeks to give training for deaf individuals to become tour guides for deaf visitors. “Having tour guides skilled with the knowledge of sign language and an understanding of the services needed by persons with dis-

They approached a graphic design student, Carolyn Davidson, with specific instructions that the logo must look like speed! She submitted five sketches, one of which was the swoosh, which they chose, and which Davidson sold to them for only US$35. That was in 1971. For our Sunday spiritual nourishment, my sister brought me to The Grotto, formally known as the National Sanctuary of our Sorrowful Mother. Located within the city of Portland, it is a 25-hectare outdoor Catholic shrine constructed in 1924 by the Order of Friar Servants of Mary, popularly known as the Servite Friars. The main grotto itself features the image of the Pieta, and it has a large meditation hall, and a trail that features the Stations of the Cross through several botanical gardens. I would have wanted to check out the whole place but it was drizzling when we went, and we didn’t have any umbrella, so my soaked sweater was turning me into a frozen popsicle. We then decided to drive around in the comfortable heated interior of the car. My sister already warned me that one visit to Oregon is never enough to see everything tourists need to see. I know there are still the beautiful coast, the crystal-clear lakes and deserts that would thrill any firsttime visitor. So I’m convinced: “Things DO Look Different Here.” Another visit to Oregon? Of course! For feedback, I’m at bobzozobrado@gmail.com.

abilities is a must under the DoT’s thrust for barrier-free tourism. Not only will this provide quality service to tourists with special needs, but more importantly, this will create opportunities, which are the very essence of an inclusive tourism industry,” expounded Romulo-Puyat. DoT Office of Industry Manpower Development director Nelly Dillera shared their office is currently working with DLS-CSB to widen the range of community trainings and hopefully implement it in other regions. The pioneer members of the Deafinite Tour Guiding Service, a non-profit, professional organization consisting of DoT-accredited deaf tour guides are 13 Benilde SDEAS alumni. The group is composed of Catherine Ballen, Shiela May Tenorio, Mona Liza Arienza, Cecile Ruth Arreola, Marie Justine Castro, Brion King Lasutaz, John Melvin Orevillo, Emerson Tabu-

nan, Jeremiah Viernes, Christine Ella Castañeda-Nallos, John Alexis Abad, Jeanalyn Umali, and Jamilla Angela Angela Aquino. They aim to make tourism in Manila accessible to deaf guests, both foreign and local, by imparting everything Filipino through sign language. For their first fieldwork, they assisted 30 students from the Philippine School for the Deaf during an inclusive tour around the capital’s top destinations such as Rizal Park, National Museum, and Fort Santiago. Ballen, one of the deaf tour guides, recalled how her interest was piqued when SDEAS called for trainees through a Facebook post. “SDEAS gives career opportunities for the deaf and by letting us apply through email and social media, we were able to train under DoT and obtain the position as tour guides,” she beamed. “This initiative is a great introduction to the success of the Deaf community,” she added.

‘DOGNAPPING’ IS REAL PET TALES

BY DESIREE CARLOS

P

ET owners and animal lovers call it “dognapping,” referring to the act of stealing (kidnapping) dogs for ransom. “Dognapping” has been experienced by a number of dog owners in Metro Manila. Modus operandi 1: How your dog gets stolen for ransom: 1. The “dognapper” or a person who steals dogs for ransom lurks in areas where dog owners bring their pets, either walking the dog or carrying the pet. 2. The dognapper will walk beside you, then suddenly point a knife at your side. 3. He has someone nearby with him. 4. He will ask you to hand over your dog, then ask for your cell number. Or he will also get your cellphone. 5. He will then call you (if he asked for your cell number) or call “Mama, “ “Papa,” “Kuya” or “Bro,” or “Ate” or any relative in your phone book using your cell phone. The guy will never send a message and his number will always change so you can not trace him. 6. He will ask for money in exchange for your dog. A friend did pay ransom for her dog. A whopping P20,000.00! She did not report to the police for fear that the “dognapper” will do as he threatened—kill her dog. Another friend asked for time to raise P30,000.00. This made the “dognapper” suspicious and the calls suddenly stopped. To this day, she has not gotten back her dog.

'Dognappers' love to steal small dogs with breed because they are easier to "tame" and handle. They also fetch a big sum of money.

The target of these “dognappers” are usually small dogs with breed. Modus Operandi 2: The thief gets your dog right from your house or your garage. 1. “Dognappers” can be a newlyhired househelp or persons who walked along your street. 2. Both will take note of the time you leave and the time you return. 3. Some “dognapping” incidents are random. A person passes by your house and gets your dog from the garage. 4. They will never call you for ransom. They already have a buyer for the dogs they steal. 5. The dog is sold to 5.1 usually a backyard breeder who will never be informed the dog was stolen, or 5.2 to anyone who wants a dog

but can pay only around P500.00 to 2,500.00, or 5.3 a dog meat trader who most likely knows the dog was stolen, or 5.4 a person who is involved in dog fighting. The dog is either used as bait for training dogs to be aggressive, or is trained to fight other dogs. The target of these dognappers are ALL KINDS OF DOGS. Those with breed are sold to breeders. Those with no breed like asong pinoy or aspins are sold to dog meat traders or to dog fight syndicates. But big dogs with breed who can be trained to fight are also sold to syndicates.

How to keep your dog safe

You can prevent this unfortunate incident from happening. Here are tips to keep your dog safe, while making sure you are safe too:

Do not leave dogs unattended, specially small dogs with breed, in areas accessible to "dognappers."

1. Observe your dog around a new human in your house. Trust your dog’s instinct. Your dog will never be comfortable with a human who should not be trusted. The dog will do the following: never allow the person near him or her, will growl when the new person (househelp) goes near you, or will simply bark at the person always or continuously. A few dogs will shiver in fear. A few dogs will also bite the new person in the event the person gets near. But remember, anyone who is determined to get your dog will do anything to get your pet. It is easier for these thieves to get a small dog with breed. 2. Cameras do help but do watch the videos everyday. Not after the dog has been kidnapped. You will know your dog’s behavior towards the new househelp when you watch the videos, or be able to monitor movements just outside your gate. You will see if your househelp is allowing someone inside the house to handle your dog. You will see if someone or a group of persons are always passing in front of your house, seemingly “casing” or observing movements in your property, specifically in the garage. Ask the security guard if the suspicious persons are residents of the subdivision. In non-gated areas, do go outside your house at the time you saw the persons pass by to let them know that you have detected their presence. If you are with someone (which is best), start talking about having cameras already installed around your house and garage. This will deter them from getting your dog, hopefully. 3. Never leave your dog, specially a small dog, unattended in the garage. Most small dogs who were stolen were in the garage. The cctv footage will help recover the dog but not all dogs stolen in this manner were returned to the owner. 4. Always have your dog on a leash when outside the house. Avoid dark places or places where there are only a few people. 5. During pet events, do not leave your dog just anywhere. Allow him or her to roam but be around. Always keep your eyes on your dog. 6. Never leave your small dog in the house with no human if you can help it. 7. When you walk your dog around the subdivision or your place to poop, put him or her on a leash and walk him or her in the morning and late afternoon when there are people around who can help you. Do not just allow your dog out of the house, unsupervised. A lot of dogs have also been posted as missing. I will discuss tips on how to prevent this and how to get back your dog in another column. For now, please keep your dog safe. Be safe too, hooman.

IAN is a senior shih tzu, now at 14 years old, but he remains Daddy Emer’s fluffy baby, says Zeth CardonaAlcantara. His age makes him more adorable to his human family who wants to make him feel more loved and to take better care of him. “He had an eye problem that was never resolved even after a couple of consultations. It just shrunk but it never became a problem for he still gets to play and run around, “ says Zeth. Zeth adds: “They (Ian and Daddy Emer) eat dinner together and Ian stays beside his dad making sure he has his share.” “Ian loves following his hoomans wherever they go. He takes the driver seat and loves ‘windows down’ travels, “ Zeth shares. “When night time comes, Dad Emer would call out and he would follow to the bedrooom where he eats up the space between Dad Emer and Mom Zeth, “ she adds. “Like all furbabies, Ian loves being the kuya to his siblings Katrina, Honesto and Yolanda. A protective and lovable alpha dog, he is! By the way, burger is Ian's comfort food. We love him soooo dearly!!! “ Zeth says.

SHY makes owner Eric Bai AJ want to go home as soon as possible. “Home is where your fur baby runs and greet you. So true! Ever since our bunso arrived, we (hubby, my teenage son and I) are even more eager to be home,“ she says She adds, “With Shy around, it is like having a toddler again. Nakakatanggal pagod just to see our one-year old teacup Yorkshire Terrier bounce and wag her tail. She was named after her breed York-shyre. But, I guess it fits her personality too. She is very timid if with strangers.” “She is very adorable. Whenever she wants our attention, she will just kalabit her cute little paws with a soft growl. If she wants to play, she will get her fave toy 'mini-me' and drag it to us. The best part is when we converse with her, she looks at us with those button eyes, as if she understands every word we are saying, “ she adds. “We love her so much, against all odds, we will make sure that her needs will be well provided and that we will always be her family,” she says. Editor's note: These stories were compiled by admin Miks Lim of Save Animals of Love and Light (Save ALL), a SEC-registered animal welfare group that helps animals in need, and encourages and promotes responsible pet ownership, adoption of rescued dogs and cats from fosters, shelters and pounds, and spaying and neutering of pets to control animal population in the country, among others.
