STRONG-WILLED WARNING. The Department of Environment and Natural Resources has warned of the potential closure of establishments along the shores of Manila Bay—where the setting sun for years has been a perfect postcard frame—that do not comply with environmental regulations. Members of the Department of Public Service-Manila City Hall (inset) gather to the shoreline the garbage dumped by heavy rains in recent weeks. Authorities want the extent of Manila Bay pollution—115 million most probable number fecal coliform bacteria in 2016—reduced in 2019. Norman Cruz

Fuel subsidy held up, says Poe By Macon Ramos-Araneta ONLY a third or P345 million of this year’s P977 million in fuel subsidy to jeepney drivers and operators have been distributed by the government as part of the mitigating measures of the tax reform program, an official said Thursday. “The year is almost coming to its end but the assistance being given by the government to our drivers is still lacking,” said Senator Grace Poe, the head of the Senate’s public services

committee. She said the cost of petroleum had gone down but the drivers had incurred huge losses due to the continuing increase in the prices of goods. “Dapat naman sanang ibigay na ‘yan nang wala nang kondisyon dahil kasama ‘yan sa batas,” Poe said. Only 69,065 Pantawid Pasada cards containing P5,000 in subsidy each had been distributed to drivers and operators out of a total 171,836 recipients, Poe was told. Next page

House to subpoena Budget chief, contractor over questionable pork By Maricel V. Cruz and Macon Ramos-Araneta

T

HERE was no letup in the House campaign to press Budget Secretary Benjamin Diokno to resign Thursday over the insertion of P75 billion in the 2019 national spending plan, but some senators defended the embattled Cabinet member. House Majority Leader and Camarines Sur Rep. Rolando Andaya Jr. said the committee on rules would hold a hearing on the alleged budget anomalies and questionable allocations by Diokno on Jan. 3, 2019 in Naga City. He said his committee will subpoena, among others, the regional director of the Department of Public Works and Highways, two district engineers of Sorsogon City and the district engineer of Catanduanes.

Andaya said the House also extended invitations to heads of the DPWH bids and awards committee, active and recently retired, who handled the projects of alleged favored contractor C.T. Leoncio Construction and Trading, a proprietorship owned by Consolacion Leoncio. On a later date, the committee would also summon Diokno to shed light on questions related to the 2019 budget. Revilla gets tough on ‘false accusers’ N

OW that he’s again running for a Senate seat, former Senator Bong Revilla said that he would include in his legislative agenda a measure against “false accusers.”

maniwala kayo sa karma, babalik din yan sa inyo,” he said. While Revilla was exonerated, his former aide Richard Cambe and Napoles were found guilty and sentenced to reclusion perpetua. Revilla, along with his former colleagues at the Senate—Senators Juan Ponce Enrile and Jinggoy Estrada, were indicted by then Conchita Morales of the Office of the Ombudsman in the pork barrel scam, which was one of the biggest controversies during the Aquino administration in 2014. Then-Justice Secretary and now Senator Leila de Lima pursued the case against Revilla and company, but De

Lima was later indicted for her alleged involvement in drug trafficking inside the national penitentiary. Revilla’s lead counsel, Estelito Mendoza, said Morales was eager to file plunder charges because plunder was non-bailable nature. “The problem was that during that time when the Ombudsman was Justice Conchita Morales, para bang trigger happy na mag-file ng plunder. Bakit? Dahil plunder no bail, bilanggo kaagad,” Mendoza said. Revilla, meanwhile, said he also plans to return to his acting stint next year since acting has been his bread and butter even before he became a politician.

Revilla, who was acquitted by the Sandiganbayan on charges of plunder after the prosecution failed to prove that he received kickbacks worth P224.5 million by allegedly channeling his Priority Development Assistance Funds, or pork barrel, to fake foundations of alleged scheme mastermind Janet Lim Napoles, said he will push for the measure to get back against those who had worked to put him in jail. “Yung legislative agenda meron, para

dun sa mga false accusers,” said Revilla, who was detained at Camp Crame for the last four years. “Dapat may counter tayo diyan dahil hindi tama yung nangyari.” But while he refused to identify the persons who he said were moving against him, the former senator wished that bad karma will catch up with them. “Up to the very last minute they’re moving. Manuel Martinez; Gorgonio Necessario; Emily Laquingan; Myra Tan, and Dolores Domingo. Ex-Customs chief Isidro Lapeña was not included, even though he headed the bureau at the time of the smuggling. PDEA director general Aaron Aquino said there was no evidence that would link Lapeña to the shipment of shabu in August. He said they would provide the Presidential Anti-Crime Commission a copy of their complaint to determine whether Lapeña could be held administratively liable or not. He earlier said Fajardo has gone missing since October. In August, the PDEA agents found four empty magnetic lifters at General Mariano Alvarez town in Cavite similar to the two abandoned lifters at the Manila International Container Port, which contained an estimated 500 kilos of shabu. Aquino said their shabu-sniffing dogs sat down on the empty lifters as an indication that there were traces of shabu. He then estimated that the lifters contained P6.8 billion worth of shabu, but later revised this to P11 billion. The respondents were accused of importation of illegal drugs and conspiracy under the Comprehensive Dangerous Drugs Act, and violating the Anti-Graft and Corrupt Practices Act. They were also charged with obstruction of justice. Aquino said his agency’s investigation showed the five main respondents had criminal liabilities. “This is to inform the public that PDEA is serious to come up with airtight cases against all personalities behind illegal drug transactions,” Aquino said in an interview. The PDEA chief also cited findings in the inquiries by both House of Representatives and the Senate Blue Ribbon Committee as bases for the charges. Aquino said former BOC Commissioner Isidro Lapeña was not included in the charge sheet due to the lack of evidence linking him to the drug smuggling case.

of the state of martial law in Mindanao before the Supreme Court. The so-called Magnificent 7 opposition bloc and the progressive Makabayan bloc both said they will seek relief from the high tribunal. “We feel very strongly that there is no constitutional and factual basis for that extension,” Albay Rep. Edsel Lagman told reporters in a press conference. “We will definitely still maximize an arena where we can present our case. We will be filing definitely by January, like what we did last year,” Anakpawis party-list Rep. Ariel Casilao of the Makabayan bloc said. However, the Senate president feels differently. “I wish those against ML in Mindanao to go there and say there what they are saying here,” Sotto said in a text message after Congress overwhelmingly voted on Wednesday to approve the martial law extension until Dec. 31, 2019. “They don’t need to live there. Just go there and say that they are against it,” he added. Sotto was among the 12 of the 23 senators, who voted for the extension. Five senators were against it, while one abstained. Two did not participate while three failed to attend the session. Sotto said he was no longer surprised when Senate President Pro Tempore Ralph Recto abstained from voting and when Senator Francis Escudero voted against the extension. Recto and Escudero belong to the majority block in the Senate. “I knew what they were going to vote,” Sotto said.

Ex-SC chief slams ‘bogus federalism’ FORMER chief justice Reynato Puno on Thursday warned that the federal constitution drafted and approved by the House of Representatives would be a disaster for democracy and offered only a “bogus federalism.” Puno, who had been tasked by President Rodrigo Duterte to head a consultative committee that drafted a proposed federal charter, said the House version was haphazardly approved. “We agreed not to endorse this House resolution and to inform the public about its defects and deficiencies. This version is a disaster to our democracy,” he told the ANC News Channel Thursday. “They did not create a federal government. They did not create districts. It’s a bogus federalism... Congress will have a monopoly of power in creating these states,” he said. The House of Representatives on Tuesday passed on third and final reading its version of a draft federal charter that removes the ban on political dynasties and lifts term limits for lawmakers and local officials. The House draft also adds “lawless violence” as a ground for declaring martial law, apart from actual rebellion and public safety. “The process followed by the house in proposing the change in our constitution is defective. They were treating the constitution as if it is a piece of ordinary legislation,” Puno said. He also said the failure to mention the Bangsamoro and Cordillera regions was a “fatal omission.”

He made his statement even as the Philippine National Police-Highway Patrol Group said Thursday it had yet to receive proper guidance from the LTFRB on the apprehension of the bikers of the motorcycle ride-hailing firm Angkas, whose operations were ordered suspended by the Supreme Court. “There is no official request yet from the LTFRB. We first need to coordinate with LTFRB on what grounds, fines and other penalties [to impose] as LTFRB is the lead agency in [the] franchise of Angkas,” Chief Supt. Roberto Fajardo, HPG director, told reporters. In Board Resolution 095, the LTFRB ordered its law enforcement unit and other traffic enforcement agencies to impound the motorcycles of Angkas if they are found operating as public util-

ity vehicles. Under the law, a motorcycle registered as a private vehicle may not “at all times” be used for public use, Inton said. But he challenged the LTFRB for allowing private motorcycles being used by companies to deliver goods. “We hope that the government would open its mind that ride-hailing drivers are more professional than ordinary bikers,” he said. “Why can’t the LTFRB ban the habal-habal? They are used as PUV to service commuters, too.” The Supreme Court issued a temporary restraining order against a decision of the Mandaluyong City court that blocked authorities from apprehending drivers operating under the motorcyclehailing firm Angkas. huge projects in supposed connivance with some DBM officials. He accused Diokno of betraying President Rodrigo Duterte by manipulating the budget process and allowing the P75 billion in insertions. Andaya said that Diokno admitted that husband and wife, Casiguran Mayor Edwin Hamor and Sorsogon Vice Governor Ester Hamor, were his inlaws, but claimed he did not know they would be running in 2019. “Ester Hamor is running for mayor of Sorsogon City, while Edwin Hamor will run for reelection for mayor of Casiguran, Sorsogon. He claims his daughter did not tell him about this,” Andaya said. Diokno’s daughter Charlotte Justine is married to Romeo Sicat Jr., the son of Esther Hamor from her first marriage to a certain Gerardo Sicat. The Hamors, according to sources, are very close to the sole contractor C.T. Leoncio Construction and Trading. Opposition lawmakers led by Albay Rep. Edcel Lagman said the President may have known about the P75 billion in insertions. “If the facts and figures are admitted by no less than Secretary Diokno, then we should be able to rely on his admission that there is a P75-billion additional amount. But I don’t think that Secretary Diokno will do this on his own. I think he has the permission, the consent, and prior knowledge of the executive, more particularly the President,” Lagman told reporters at a news conference. Lagman also said he has a “strong possibility” that other government officials

are behind the allegations against Diokno. Senate President Vicente Sotto III, however, spoke out on Diokno’s behalf. “Ben Diokno has been doing a good job and has never been known to indulge in any illegal actions as far as the government budget is concerned,” Sotto said. He added that if there were a problem with the P75 billion, all they had to do was cut it from the budget. Senate President Pro Tempore Ralph Recto said he had no comment on the House resolution but said the Senate had no problems dealing with Diokno. “We are not fully aware of House allegations at this time. We are still studying the budget and its attendant issues,” Recto added. Senator Loren Legarda said Diokno was a man of integrity and his competence was unquestionable. Senator Panfilo Lacson described as “too harsh and unfair” the call of the House of Representatives for Diokno to resign. He said the accusations against Diokno were speculative and not supported by solid evidence. Instead of getting Diokno fired, he said, Congress should first conduct an investigation. “We may be barely scratching the surface of anomalies involved, not only in unwarranted realignments by both House and Senate members, but in the preparation of the NEP [National Expenditures Program],” he said. At the same time, Lacson urged Malacañang to reject an expected request by Diokno for a special session on the 2019 budget as Congress goes on Christmas break on Thursday.

Under Arroyo, the House has processed about 1,361 bills, approved 492 measures of which 95 have been passed into law. “Thirty-nine bills are ready for the President’s signature; 27 with ratified bicameral reports; 25 on bicameral conference committee; 22 approved on second reading plus 38 resolutions approved. We have processed an average of 33 measures a day,” she said. “It’s an honor to be House Speaker, and a position that I do not take lightly. And I thank you all for your support

The key words are hard work; selectively hands on, especially in shepherding the 2018 SONA bills of President Duterte to passage by the House; strict, but hopefully fair and open-minded,” she said. With the passage of all of President Duterte’s priority legislative measures, Arroyo said the House will now pivot to its oversight function in her remaining months as Speaker to help the administration implement the laws and “harvest the results during the final three and a half years of President Duterte’s term.”

A TRANSPORTATION advocate on Thursday questioned the Land Transportation Franchising and Regulatory Board for not considering regulating motorcycles as public utility vehicles. At the Usaping Balita media forum in Quezon City, Ariel Inton, president of Lawyers for Commuters’ Safety and Protection and a former LTFRB board member, said the drivers of the mobile-app based Angkas ride and the motorcycle taxi riders were welltrained and careful than private motorcycle drivers. “I don’t see any reason why the government continues to refuse to regulate the ride-hailing motorcycles,” Inton told the Manila Standard.

“I am particularly interested in knowing the total amount of payables that the DBM owe to contractors and suppliers this year. During the Question Hour, he [Diokno] disclosed that these payables run to billions of pesos. The government owes contractors and suppliers P100 billion, and this will not be paid this year. This was not disputed by Secretary Diokno during Question Hour,” Andaya said in a mix of Filipino and English. “The DPWH [Department of Public Works and Highways] undersecretary for planning, Ma. Catalina Cabral, has confirmed to Congress that for DPWH alone, the payables have reached P44 billion. And until now, this has not been paid,” Andaya added. Given this, he questioned the insertion of P75 billion, which Diokno defended as “part of the budget process.” “The billion-dollar question: Why then did Secretary Diokno insisted on inserting an additional P75 billion in the DPWH infrastructure projects for 2019 when the DBM has no money to pay for P100 billion [in debt to contractors and suppliers]?” Andaya said. “If the DBM cannot pay the P100 billion in debt, this is mismanagement,” he continued. “It is clear that there was neglect on the part of Secretary Diokno. It is clear he must answer for it. Unless he clears himself of this mess, there will be perpetual doubt that the people’s taxes are not safe under his stewardship.” Andaya earlier said C.T. In explaining the delay in the subsidy’s roll-out, Transport officials said the franchise holder could have been out of the country, the transfer of the franchise was not reflected in their database, or the franchise holder was dead or ill. Poe learned about this during the marathon debates on the proposed P74.39-billion budget of the Department of Transportation this week. “That should have been done a long time ago,” Poe said. The Tax Reform for Acceleration and Inclusion or TRAIN law, which overhauled the income tax regime and increased the ceiling for tax-exempt salaries, imposed a P3 tax for every liter of kerosene, P2.50 for every liter of diesel and bunker fuel, and P1 for every kilogram of liquefied petroleum gas. Next year, the excise taxes will increase to P4 for kerosene, P4.50 for diesel, P9 for gasoline and P2 for LPG. At the same time, around P40 billion in additional revenues will be generated by the second round of excise taxes under the TRAIN. For 2019, the fuel subsidy will increase to P20,514 or P1,709 per month for every beneficiary, compared with the P5,000 subsidy for this year. “Sana naman ibigay na nang mabilisan sa susunod na taon at wala nang dahilan pa para ma-delay ang paghatid ng nararapat na ayuda para sa mga tsuper at operator,” Poe said.

A new normal in Mindanao

THE House and the Senate in a joint session approved the extension of martial law in Mindanao. By granting President Rodrigo Duterte’s request, Congress has made martial law the new normal there. The third extension of martial law will start on January 1, 2019 and will last up to December 31, 2019 Citing Islamist separatists and communist New People’s Army threat in the area, government officials were able to

convince Congress to continue military rule in Mindanao. He added that the people in Southern Philippines felt safer with the presence of the military, particularly after the siege of Marawi by the terrorist group ISIS. The same “feel safe” sentiment was expressed by Mindanao businessmen, according to Executive Secretary Salvador Medialdea. Opposition lawmakers headed by Minority Leader Senator Franklin Drilon and Albay Rep. Edcel Lagman pointed out that the military itself claimed victory after dislodging the ISIS raiders from Marawi. Lagman also said that the extension of martial law in Mindanao only proved that the military and the police failed in installing order despite martial law being extended twice already. panel at the congressional hearing were Medialdea, National Security Adviser Hermogenes Esperon and Justice Secretary Menardo Guevarra. On the war on illegal drugs, there are people now voicing their desire for the return of the death penalty for criminals who commit heinous crimes, including largescale drug trafficking. These concerned citizens cited the execution of Chinese drug trafficker Lim Seng by firing squad in the first few days of the proclamation of martial law by President Ferdinand Marcos. The public execution shown live on national television put the fear of God among drug traffickers. Chinese drug traffickers are shot at the back of the head in China. So they do their nefarious crime here in the Philippines where capital punishment has been abolished. When apprehended here, these Chinese are merely deported by the Bureau of Immigration. Often they come back into the country and even manufacture shabu for local and foreign distribution. Before, the Philippines was merely a transshipment point for cocaine coming from Burma and as far away as Colombia and Mexico. Complicit BI officials and Filipinos in connivance with Chinese shabu manufacturers should be meted the same stiff punishment as the principal accused. This, more than the alleged extrajudicial killings of suspects, would be a better deterrence against drug trafficking. Malaysia, Singapore and Indonesia are among our ASEAN neighbors who still mete out the death penalty for drug trafficking and they have shown a lesser number of drug- related cases. A great majority of the populace supports President Duterte’s relentless war on drugs but there are also many who don’t approve the manner of carrying out the campaign. Three policemen were recently convicted for the senseless killing of teenage drug suspect Kian delos Santos, prompting the President to review the police operation in these cases. Makati subway

M

AKATI City is probably the most congested urban center in the Philippines, with millions of workers trooping to the city every day. The traffic is monstrous and Makati must upgrade itself to become a modern and efficient metropolis.

But relief may soon come to the city with a ceremonial drilling Wednesday and the unveiling of the scale model of the Makati Subway System to signal the start of the project’s preparatory works. Makati Mayor Abigail Binay is naturally elated over the start of the project set for completion by 2023. The Makati Subway, the first of its kind in the Philippines, is one ideal project that will decongest traffic and ease the plight of commuters within the city. The subway system, once completed, will serve up to 27,000 passengers per hour per direction. The system

features an interval of three to six minutes between trains on the first year, with 12 operational trains. The subway system will have two tracks, up to 10 underground stations, and air-conditioned coaches that can accommodate 200 people per car. The entire system will span 10 kilometers with a train yard, maintenance depot and central command center at the ground level. The stations will have at least 30 station entrances linked to destinations across Makati, which will hopefully spur the growth of small and medium businesses. It will be linked to ferry transport, interchanges to the existing MRT 3 line, as well as potential links to the future Japan International Cooperation Agency-funded Metro Manila subway, and to future parking structures and transport feeders outside the existing business districts. Similar railway projects within Makati City should be pursued. Alliance Global Group Inc. of tycoon Andrew Tan has proposed a two-

kilometer monorail project that will connect the Fort Bonifacio financial district to the Guadalupe station of Metro Rail Transit Line 3 in Makati City. The conglomerate’s offer to build Skytrain is expected to benefit around 60,000 to 100,000 passengers daily. Another monorail project aims to connect the Makati business district to Fort Bonifacio. Conglomerate Ayala Corp. earlier proposed a project to decongest Ayala Avenue and other major road arteries in the financial district, where traffic could come to a standstill during rush hours or after a downpour. These proposed monorails will serve as the direct link of commuters to the main railway system and reduce the demand for buses and taxicabs that crowd major thoroughfares in Makati and Fort Bonifacio. Makati’s subway and monorail projects will increase labor productivity and provide a cheaper and more convenient mode of transportation. They will also improve the city landscape and reduce carbon emissions.

PH growth remains rosy CROSSROADS JONATHAN DE LA CRUZ THOSE who have taken to criticizing the Duterte administration for our “underperforming” economy and have gone on a rampage over the past few months citing “soaring prices”and “runaway inflation” as tell-tale signs of an upcoming slowdown better take a breather and review their figures. There is reason to believe that prices of basic goods and services as well as inflation will abate soon and the economy will remain buoyant even as the global economic outlook leaves much to be desired. Indeed, as the Duterte administration enters its third year in office, the economy is not about to sink as the doomsayers and Duterte critics are half wishing. In fact, we may just be one of a select few countries which will sustain its growth path and “defy global economic headwinds” as the prestigious daily Business Mirror noted. This is not an empty boast from die hard Duterte supporters but from such prestigious institutions such as the Asian Development Band and international credit watcher Standard and Poor’s. In a supplement to its 2016 Asian Development Outlook, the regional multilateral funding institution has kept its gross domestic product growth forecast this year and 2019 at 6.4 percent and 6.7 percent, respectively—a pronouncement which cannot be taken lightly by even the most strident Duterte critic. As the ADB report noted, while the growth estimates are lower than the earlier government predictions of 6.5-6.9 percent for 2018 and 7.6-8.0 percent for 2019, “GDP growth will remain accelerating fueled by government and private sector spending under the Build, Build, Build program as the country plays catch up specially in infrastructure works with its ASEAN neighbors. Household consumption will also play a significant role in sustaining the growth momentum.” Said the multilateral lending institution: “While the GDP growth rate is running below target and the inflation rate rising to 6.3 percent in September, and 6.7 percent in October it has since eased to 6 percent in November for an 11-month average of 5.2 percent. Thus inflation pressures will moderate by next year to possibly an average of 4 percent, paving the way for a respectable growth rate of 6.7 percent by 2019.” Comparing the Philippine economy with its neighbors in Southeast Asia and even

China the ADB demurred that it continues to be ahead of the pack. “For Southeast Asia,” ADB noted, “the average growth outlook remains at 5.1 percent this year lower than the earlier prediction of 5.7 percent.” The good thing about the region is that inflation will ase up and, better still, it will not be significantly affected by the ongoing trade war between the US and China, the two biggest economies in the world. As for China, while everybody hope that with the “good conversation” between Presidents Trump and Xi Jinping at the G-20 summit in Buenos Aires will ease the trade war between these two countries, the ADB sees China’s growth outlook to remain moderate in 2019. “China’s growth is still expected to be at 6.6 percent in 2018 moderating to 6.3 percent in 2019, “the ADB Outlook Report said, “depending on the rebound of its export trade and higher industrial and agricultural output.” On the other hand, the Standard and Poor’s Global Ratings assessment report on the global economic situation noted

The economy is not about to sink as the critics would have us think.

that “global growth in 2019 is expected to be slower due to the anemic performance of the two economic powerhouses, United States and China.. but the Philippines is expected to buck this trend.” Noted the S &P report: “In broad terms we see the slowing of global growth as both necessary and healthy. We expect the process to be reasonably orderly with recent bouts of economic turbulence that slowdowns are not always smooth. It need not be the case that winter is coming but the global economic upturn in 2017 has clearly passed and we are entering the autumn of the long expansion that followed the global financial crisis, with global economic growth to average 3.9 percent next year.” In the midst of slowing global economic growth the S &P forecasts that the Philippines will see strong growth numbers compared with most countries. In particular, the credit watcher said Philippine growth will be at 6.4 percent (similar to ADB’s) and will continue to accelerate and may reach 6.6 percent in 2020 and Turn to A5

By Val Abelgas “Roll out the barrel, we’ll have a barrel of fun Roll out the barrel, we’ve got the blues on the run Zing boom tarrarel, ring out a song of good cheer Now’s the time to roll the barrel, for the gang’s all here.” A MAJORITY of the members of the House of Representatives must have been singing that song, “Beer Barrel Polka” also known as “Roll out the Barrel,” shortly after former President Gloria Macapagal Arroyo seized the speakership in a swift coup in July. After the Supreme Court declared the Priority Development Assistance Fund,

also known as the pork barrel, as unconstitutional in 2014, it became difficult for congressmen to avail of pork barrel funds for pet projects in their districts and, of course, the commissions that go with them from their favored contractors. The tribunal also nullified the laws that provided lawmakers lump-sum allocations to fund their chosen projects. Poll barrel

never really went away because in collusion with the Executive Branch, the budget preparers in Malacañang and the House committee on appropriations, administration allies in both the House of Representatives and the Senate were able to go around the SC ruling by inserting into the budget their projects before they are submitted to the House. That’s exactly what the present House leaders are trying to do under the whopping proposed national budget of P3.8 trillion for 2019. Senator Panfilo Lacson, who has been fighting against pork barrel and who has not availed of any pork barrel appropriations since he became senator, exposed questionable items in the proposed General Appropriations Act that he said were actually pork barrel items. Lacson revealed that the 292 members of

Opinion SM: Awesome at 60 TERESITA Sy-Coson is at the helm of the family and team that manage that three largest companies in the Philippines in market capitalization—SM Investments Corp., SM Prime Holdings, and BDO Unibank. When he came to the Philippines as a boy of 12, SM’s founder, Henry Sy Sr. was the poorest would-be Filipino. He had little in his pocket, little in his education, little in his future. Yet, he persevered. And succeeded. Today, though ailing, Tatang, 94, presides over enterprises that are the largest in the country and with the most dominant market positions. The family wealth is estimated by Forbes at $18 billion, by BizNewsAsia at $14 billion. Daily, more than four-million people visit his 71 SM malls (as of September 2018). It’s like the whole population of each of Calcutta or Los Angeles or Taipei going to his malls on the same day. SMIC is the leading Philippine conglomerate in retail, property and banking. It also invests in ventures that capture high growth opportunities in the emerging Philippine economy which boasts of the world’s 12th largest consumer market. SMIC is headed by long-time Sy trusted officer and friend, the veteran financial whiz Jose T. Sio. Two Sy children are vice chairmen—Tessie Sy and Henry Sy Jr. Majority of the SMIC board are non-relatives, professionals, each with splendid track record in their lines of expertise. Henry’s holding company, SMIC is the largest Philippine company with P1.2 trillion in assets, P1.13 trillion in market cap, more than P400 billion in annual revenues, and P35 billion in annual profits. His BDO is the largest in assets (P2.92 trillion), largest in deposits (P2.345 trillion), largest in loans (P1.959 trillion), and largest in equity. BDO and another Henry Sy bank, China Bank, have more than 1,800 combined banking branches. SM Prime is the leader in property development, with its portfolio of malls, residential, commercial, hotels, and convention

centers. It is, in fact, the largest property developer in Southeast Asia. It prides itself in being the developer of “lifestyle cities” anchored by world-class malls. The group has more than 7,100 hectares of land bank. Sy’s retailing network totals 2,212 (as of September 2018) with 2.74 million sqm of gross selling area. This 2018, SM marks its 60th year. Speaking at the launch of the 60th anniversary celebration, SMIC vice chairman Tessie Sy Coson recalled how SM began: “SM started out as the dream of a 12-year-old Henry Sy, who sought a better life for himself, for his family, and for his little community,” she said. “The history started in sari-sari stores, in buy-and-sell, and in partnerships with a few shoe stores. In 1958, he established the first Shoemart.

Sy had little in his pocket, little in his education, little in his future. Yet, he persevered.

It was meant to be a chain of shoe stores. In 1972, he opened his first department store because he wanted to sell more than just shoes.” In 1975, Henry changed Shoemart to “SM Department Store. In 1985, he opened North EDSA in the mid of a severe political and economic crisis. In between, he and his partners acquired a small bank with four branches and named it Banco de Oro (gold). It became BDO. “This little boy’s dream has now evolved into what SM is today: Its position in retail, malls, residences, and banking,” recalled eldest child Tessie. Tessie says: “My father trained us—his six children—to work like him, and at the same time, to work with professionals to establish the foundation for SM’s growth. Over the years, my father also gathered more friends, tenants, and suppliers. Com-

bined, everyone we have worked with over the years makes us who we are today.” “For six decades, SM has become part of the lives of every Filipino family—from a kid choosing his first pair of school shoes at The SM Store, spending your first paycheck on groceries at SM Markets to treat Mom and Dad, SMDC enabling a young couple to acquire a home of their own, to sharing a fun weekend with the whole family at SM Supermalls,” said Steven Tan, SM Supermalls chief operating officer. Preparing for the next 60 years, the SM Group did something few family-owned enterprises would dare to do—put nonfamily members in command. In April 2017, Sy’s long-time finance man, Jose T. Sio, became chairman of SMIC, replacing the old man himself. The SMIC presidency went to Frederic DyBuncio, replacing Sy’s youngest, Harley. Dy Buncio is also the CEO. Sy’s eldest children, TessieSy and Henry “Boy” Sy Jr. are vice chair persons. That Sio and DyBuncio are both finance men underscores SMIC’s focus on cash, cash flow, revenues and profits. “At the core of our scenarios is making sure our financial position is strong,” said DyBuncio in a 2017 global business forum. “We look for businesses that can offer stable cashflows and attractive financial returns. Like the proverbial suitor, SM is attracted to companies that can capture high-growth opportunities. We like market leaders or those with potential to become leaders in their chosen sectors,” DyBuncio explained. SMIC’s commitment to innovation, customer excellence, efficient operations and good corporate governance are the keys to creating long-term value for its shareholders, customers, investors and the communities it serves SM’s retail operations are the country’s largest and most diversified with its food, non-food and specialty retail stores. SM’s property arm, SM Prime Holdings, Inc., is the largest integrated property developer in the Philippines with interests in malls, residences, offices, hotels and convention centers as well as tourism-related property developments. biznewsasia@gmail.com

We are out of time: Rapid progress needed at UN climate talks By Imelda V. Abano KATOWICE, POLAND—The world’s nations have a lot to figure out to make swift progress in taking forward climate action. Several scientific reports provided snapshots of the likely future impact of increasingly severe climate change, as well as the world’s progress toward avoiding them. Since last week, governments from more than 195 countries have been meeting in Katowice, which lies at the heart of Poland’s coal-mining region of Silesia, for the 24th Conference of Partiesunder the United Nations Framework Conference on Climate Change. The UNFCCC aims to finalize the “rulebook”—rules and processes for turning the ambition into action—to implement the 2015 Paris Agreement. But actions needed to be significantly toughened at the two-week COP 24. Nations of the world have a narrow path to preventing global temperatures from overshooting. This was particularly the stark warning of the UN’s Intergovernmental Panel on Climate Change special report: Countries need to take “rapid and far-reaching” transition in energy, industry and transportation to keep temperature rise below 1.5 degrees Celsius. Already, climate change is significantly increasing the likelihood of extreme weather, severe, widespread and irreversible impact on billions of people and the environment. “Challenges brought about by the impacts of climate change, both rapid and slow onset, are getting worse every day we spend doing nothing. Inaction has its price. Countries should embrace the massive co-benefits of ambitious climate action,” said Secretary Emmanuel de Guzman, Climate Change Commission vice chairman and the head of the Philippine delegation to COP 24. As chairman of the Climate Vulnerable Forum in 2015, the Philippines, on behalf of 48 developing countries, led the advocacy for the ambitious global warming threshold of 1.5C, now enshrined in the Paris Agreement as its long-term temperature goal (stated as: “limiting global average temperature to well

EVERYMAN below 2 °C and to pursue efforts to limit the temperature increase to 1.5 °C”). De Guzman said the Philippine advocacy for a highly ambitious climate goal has upheld the fundamental principles of common but differentiated responsibilities and respective capabilities, as well as historical responsibilities, and climate justice. “Here in Katowice climate talks, the Philippines will be constant and persistent in our call for the provision of scaled-up, continuous, predictable, and adequate financial support of developed countries to developing countries. We continue to enjoin developed countries to improve their mitigation targets, mobilize climate finance, and accelerate its flow as well as the development and transfer of technology,” De Guzman said. Climate justice During the crucial second week of the climate conference, dozens of people protested and disrupted a side event inside the COP24 venue hosted by the Trump administration promoting innovation in coal and natural gas chanting “keep it on the ground” and unfurling a banner. During the weekend, hundreds of climate activists and environmentalists marched throughout Katowice, demanding that governments take tougher action to curb global warming. Yet, here at COP 24 in Katowice, some countries refused to “welcome” the IPCC report on 1.5C that a huge majority of countries wanted to put at the heart of the climate talks. Rodne Galicha, country manager of Climate Reality Philippines, said that climate justice, just and fair transition need to be highlighted in the climate talks. “Climate debt must be settled once and for all. It is our moral obligation to lead the country to a more sustainable path and achieve below 1.5C. To welcome and take action on the 1.5C in the climate negotiations process are both moral and inter-generational responsibility. If we allow US, Saudi Arabia, Russia and Kuwait to control climate action, this is a failed process,” Galicha said.

Galicha lamented that five years after Haiyan hit the Philippines, its impact continues to echo from within the communities of eastern Visayas to the halls of climate negotiations. Its survivors continue to struggle with recovering from loss and damage, he added, saying that the thousands of lives lost serve as a reminder of the consequences of allowing fossil fuels to continue dominating the energy sector globally. “Everyone has a role to play in stopping further global warming within their respective capacities. Divestment is but one of the many feasible ways to contribute to solving the climate crisis, a personal investment with far-reaching benefits for current and future generations,” Galicha said. Gerry Arances, Executive Director of the Center for Energy, Ecology, and Development expressed his disappointment over the lack of significant policy support from the part of the government to shift from carbon-intensive coal energy to more renewable energy sources such as wind and solar. “While there has been a global shift towards renewables this year, the Philippines and other ASEAN countries do not seem to be onboard, considering their energy policies and projections,” Arances said. “If we are to abide by the targets of the Paris Climate Agreement, global emissions must reach their highest peak in 2020, but the recent UN special report on 1.5C indicates that this may not be possible by 2030,” he noted. Arances cited the International Energy Agency report that in 2017, 70 percent of global energy demand was met by oil and gas which corresponds to the 1.2 percent increase in emissions in the same year. “It is alarming that two years after the Paris Accord is when we reached a record high in global emissions. This means that developing countries like the Philippines and the rest of Southeast Asia can no longer use development to opt out of doing their fair share in cutting emissions,” he said. support from her own Conservative ranks but managed to have enough numbers to stay as prime minister. She returned to London after holding dialogues with France’s Emmanuel Macron and Germany’s Angela Merkel. I hope Macron also weather protesters’ demands for him to resign. This is a time when Europe needs strong leaders like Macron, May and Merkel. The three Ms have proven their worth as leaders in times of great challenges. Macron, particularly, handled the French protesters with great aplomb. He did not submit to mob rule by rescinding

the excessive tax on fuel. Instead he offered the protesters an increase in daily wages and a better deal if they leave the streets and desist from violence that saw thousands of protesters taken into custody and damage to property running in the millions of euros. Merkel on the other hand has taken Germany to new economic heights since assuming the post of Chancellor. A native of East Germany, Merkel proved that German reunification was the right step for the economically prosperous nation with its signature BMW and Mercedes Benz cars.

the US Fed movements and that of global oil prices may impact on our performance in the new year. Even with these caveats, it is worth noting that despite all the negativism and fears induced no doubt by Duterte critics, the economy remains on the mend and into an upswing projection. This should give the

public reason to calm down and focused on the work to be done. With the elections coming up we should expect more bouyancy in people’s outlook which may translate for a solid vote for the Duterte candidates—a prospect no doubt which the critics wish will not materialize at all. Good luck to them.

The admirable entrepreneurs NOW no one disputes that all economic systems reflect the intrinsic self-concern of human beings. But only capitalism creates a group of people, known as entrepreneurs, who have no choice but to concern themselves with the needs and desires of others. These others are their customers. Few economists, however, actually study the behavior of these entrepreneurs, the creative leaders of capitalist businesses. If they did, they would discover that entrepreneurs by the very nature of what they do must shun greed. First and foremost, responding to others is the very opposite of greed. Second, greed, in the economic sphere, is normally expressed as the immediate consumption of goods and services. I grab what I can without regard for others. But entrepreneurs must begin by saving, which is defined as forgoing consumption to achieve long-term goals. Often it takes months, sometimes many years to bring a new product or service to market. Furthermore, entrepreneurs must collaborate with others, building teams to achieve their aims. In designing their goods and services, they must—once again—focus not on their own needs but on the needs of others. This, too, is the opposite of greed. So, what entrepreneurs do when they seek profit is far more than self-interest. Rather, profit is a measure of how well a company has served others. Under capitalism, a business prospers only if customers voluntarily trade for its output. And it’s only by improving its service to others that a business can thrive and grow. If the entrepreneur pursues his own interests first and his customers’ interests second, his business will fail. And sooner or later an altruistic entrepreneur will surpass him. Capitalism at its essence, then, is a competition of giving. Of course, self-interest is involved. But the genius of capitalism, and only capitalism, is that it channels self-interest into altruism. Entrepreneurs can only help themselves by helping others. All those who have started a business, and made great sacrifices to do so, know the drama of that first day: does the world want what I have to give? Take, for example an entrepreneur opening his first restaurant, success is far from guaranteed. In fact, it’s just the opposite. Those courageous souls, the entrepreneurs who are the beating heart of capitalism, who bring us the endless material benefits we enjoy—from smartphones to great restaurants should be held up for admiration, not torn down.

the House of Representatives were allotted at least P60 million worth of government projects each to be included in the national budget as “line item” appropriations. House Majority Leader Rolando Andaya, Arroyo’s former budget secretary and con-conspirator in the Speakership coup, later admitted that Arroyo had indeed directed the allotments. Andaya defended the allotments, saying the funds were not pork barrel as these were not lump sum appropriations, which the Supreme Court had declared unconstitutional. Rotten pork by any other name would stink just as bad. The fact remains that the allotments for select districts were inserted after the submission of the original budget by the Department of Budget and Management and are, therefore, illegal. For years, the Office of the President had used pork barrel funds (previously known as Community Development Fund) as carrot and stick to make Congress follow its dictates, which made the President very powerful and tilted the balance of power towards the Executive Branch. The lawmakers did not give a hoot because they benefited from them. It is a clear case of conspiracy between Malacañang and Congress. Not content with giving away P200 million annually to each senator and P70 million to each congressman, then President Benigno S. Aquino III even tapped a fund he had established without the benefit of a law passed by Congress called Disbursement Acceleration Program to ensure compliance of the members of both houses of Congress reportedly in his successful mission to impeach and convict Chief Justice Renato Corona and to pass the Reproductive Health Law. The Supreme Court ruling also came after revelations that P10 billion in pork barrel funds went to ghost projects and nonexisting NGOs, most of them formed by businesswoman Janet Lim Napoles, awakened the people to the reality that they were being deceived and robbed by the leaders they had elected into office, the same persons who were supposed to promote and protect their interests. Napoles was convicted last week of plunder and sentenced to life imprisonment, but one of the alleged beneficiaries of the fraud, former Senator Bong Revilla, was acquitted. The people got half-justice after many years of waiting and we should all be happy? Lacson also disclosed that Arroyo’s Pampanga district stood to get P2.4 billion worth of projects and P1.9 billion went to

Andrew and Sandee Masigan are fine examples of those courageous entrepreneurial souls. Together, they own and operate Advent Manila Hospitality Group, a professional organization involved in restaurant operations and restaurant consultancy. Andrew has had more than 25 years experience in the food industry. He is a self made man who built his food empire from the ground up. Sandee is a renowned food stylist. Advent Manila’s strength lies in its extensive experience in concept formulation, market analysis, product development, back and front of the house operations, and accounting controls. The group has amassed mastery in virtually every aspect of restaurant operations and even counts food styling and food photography as part of its competencies. Back in the 1980s, the group established the highly successful Dimsum ‘N Dumplings fast-food chain. At its peak, Dimsum ‘N Dumplings had 80 stores across the country. Simultaneously, the group conceptualized and operated several themed restaurants, among them was the highly acclaimed Struan & Tang’s Tea Salon. In early 2010, both the Dimsum ‘N Dumplings and Struan & Tang chains were sold to make way for the group’s current and successful concepts. The group’s flagship concept is XO46 Heritage Bistro, a fine dining restaurant that features Filipino heritage recipes, the majority of which are 40 years old and older. It is the only Filipino restaurant counted among Dine Asia’s top 100 restaurants, not to mention having been conferred awards of excellence by Trip Advisor, Esquire Magazine, and Philippine Tatler. Arroz Ecija is an elegant rendition of the hacienda. The casual restaurant features much loved dishes from their great grandmother’s treasure trove of Filipino-Spanish recipes from a bygone era. Arroz Ecija is an ode to the memory of the plantation—Albufera de Vèlez and a time when life was simpler and less frantic. A time when food was prepared slowly and with cariño, taking all the time for the flavors to develop. A time when dining was solely for pleasure and not a chore to be done quickly. At Arroz Ecija, they make each of their guests feel like an haciendero. Raku Hokkaido Ramen specializes in ramen soups prepared the traditional Hokkaido way. It also carries a whole range of bento boxes and sushi. Rajah Maynila offers a wide range of Filipino comfort dishes and desserts designed for the take-out market Entrepreneurs like Andrew and Sandee prove that altruism is the very reason for capitalism’s existence and why it remains the hope of civilization. eric.jurado@gmail.com Andaya’s Camarines Sur district. It was not the first time Arroyo gave members of Congress multi-million reasons to enjoy the Christmas season. In 2008, she released P2.6 billion in pork barrel funds for disbursement to the country’s congressmen and senators two months before Christmas Day. The amount came from the Agriculture Modernization Program of the Department of Agriculture, and was intended to build “farm-to-market” roads to boost agricultural production. The funds were distributed to congressmen and senators to finance “farm-to-market” roads in their respective constituencies. But because a big chunk of these funds obviously went to ghost projects or the sponsoring lawmaker in the form of commissions, the appropriations have come to be known as “farm-to-pocket” projects. That pork barrel fund release triggered bad memories during Arroyo’s term of the P728-million fertilizer scam and the P2billion swine scam, the funds for which were released just before the 2004 presidential elections, and the P3.1-billion irrigation scam prior to the May 2007 elections. Now, we know why the P60-million allotments for congressmen are being requested by Arroyo. The campaign for the May 2019 elections are just a few weeks away and the pork barrel funds would be a good way to silence opponents of Arroyo’s House leadership grab and ensure support for her and President Duterte’s desire for a federal-parliamentary shift. In an effort to distance Duterte from the pork barrel controversy, Presidential Spokesman Salvador Panelo said the President wants to hear the explanation of Speaker Gloria Macapagal Arroyo on the alleged pork barrel insertions in the proposed 2019 national budget. But on the same breath, Panelo said Arroyo has already reached out to him and explained that the items originated from different government agencies and not from lawmakers, and, therefore, not pork barrel. With nearly the entire Congress evidently in cahoots with the Executive Branch in circumventing the 2014 Supreme Court ruling, it will now be up to the Supreme Court to plug the loopholes to their ruling to make sure the pork barrel is completely removed from the face of Philippine politics forever. Otherwise, Arroyo and her cabals in Congress can conclude their celebration with this song: “Happy days are here again The skies above are clear again So let’s sing a song of cheer again Happy days are here again.” valabelgas@aol.com

PH likely to miss tourism target in 2018, says Puyat

T

OURISM Secretary Bernadette RomuloPuyat said Thursday the Philippines might miss the government’s target to attract at least 7.4-million foreign tourists this year as the six-month closure of Boracay capped visitor arrivals.

The Duterte administration targets breaching the 7.4-million foreign tourists mark this year, a goal that was threatened when the President ordered a sixmonth closure of the island resort

for environmental cleanup and rehabilitation. Boracay officially reopened for business on Oct. 26, with limits on the number of tourists visiting the island to 19,000 per day. “I’m not confident it will reach 7.4 million,” Puyat told reporters during a press conference in Makati City. The Department of Tourism is looking at 7 million to 7.2 million foreign tourists arriving as likely more achievable for 2018.

“I m confident it will surpass last year’s, but I’m not confident it will reach the target,” Puyat said. In 2017, around 6.6 million foreign tourists visited the Philippines. “Although [the number of tourist arrivals] is increasing, we have to admit that the closure of Boracay affected arrivals—It was a top tourist destination and it was closed for six months,” Puyat said.

‘Tax amnesty win-win for gov’t, taxpayers’ By Macon Ramos-Araneta THE tax amnesty bill sponsored by Senator Juan Edgardo Angara is now only one step away from becoming a law after the Senate ratified on Thursday the bicameral report on the measure generally viewed as a “win-win” for both taxpayers and the government. The tax amnesty bill grants those who have failed to pay for taxable year 2017 and prior years a one-time opportunity to settle tax obligations, including estate taxes, general taxes and delinquent accounts. Through the measure, the government is expected to raise up to P41 billion which will be used to finance crucial infrastructure projects and augment appropriations needed for the social mitigating measures under the Tax Reform for Acceleration and Inclusion or TRAIN Law. The P500 million will be used exclusively for establishing tax database. “This is but another step in the long quest toward an efficient and equitable tax system,” said Angara, chairman of the Senate ways and means committee. As the Lower House ratified the measure on Wednesday, it is now ready for President Rodrigo Duterte’s signature to become a law. Angara said the bicam panel had agreed to make the tax amnesty bill “pro-taxpayer” that would attract “ordinary citizens who have long wanted to come clean but feared prosecution to finally settle their arrears.” For general tax amnesty, the bicam panel agreed that taxpayers would be given the option to choose the rate between 2 percent of total assets or 5 percent of net worth or a minimum tax.

6,000 war vets to get P20k pension THE more than 6,000 Filipino World War II, Korean and Vietnamese war veterans will receive a total of P20,000 monthly old-age pension once the proposed measure the 300 percent increase in the monthly old-age pension of Filipino senior war veterans becomes a law. The measure for an increase of P15,000 in their previous P5,000 annuity has been transmitted to Malacañang last Nov. 26 and is now just awaiting President Rodrigo Duterte’s signature. Senator Gregorio Honasan, principal author and sponsor of Senate Bill No. 1766, known as An Act Increasing the Monthly Old-Age Pension of Senior Veterans, said the government would spend P887.94 million in granting the additional P15,000 increase to the current P5,000 monthly old-age pension as provided for under the existing RA 7696. Both Houses of Congress decided to do away with the bicameral conference after the House of Representatives moved to adopt the Senate version and concur with its amended provisions last Nov. 13. “The House [of Representatives], even if they first started this [piece of legislation], decided to adopt the amendments of the Senate, practically adopting the Senate version. It will lapse into law after 30 days (from Nov. 26) if the President fails to act on it,” the chairman of the Senate Committee on National Defense and Security said. “Recognizing the urgency of the said measure, we believe that the President will sign it into law. ...I’ll be riding off into the sunset next year,” Honasan, whose term of office is set to expire in June 2019, said. The measure will entitle each eligible living senior veteran of World War II, Korean War and Vietnam War and those who have not been receiving pension from the Armed Forces of the Philippines to the P20,000 monthly old-age pension. Senate ratifies bicam report on cancer control bill SENATORS on Thursday ratified the Bicameral Conference report on the cancer control bill that will establish a national framework to combat the dreaded disease. The report is the reconciled and consolidated version of Senate Bill No. 1850 titled “National Integrated Cancer Control Act,” co-authored and sponsored by reelectionist Senator JV Ejercito, and House Bill No. 8636. “If enacted into law, the National Integrated Cancer Control Act will give hope to every Filipino who suffered long enough battling cancer on their own that

they will have an equitable and affordable cancer treatment and care especially for the underprivileged and marginalized Filipinos,” Ejercito said. The measure seeks to establish the National Integrated Cancer Control Program aimed at lessening deaths from and incidence of preventable cancer in adults and children, preventing cancer recurrence and secondary cancer among survivors and people living with cancer, making cancer treatment and care affordable and accessible, and supporting the recovery and reintegration to society of cancer

survivors, among others. “It will address the various gaps in the cancer care continuum and integrated solutions for every single step, from prevention, detection, correct diagnosis, treatment and palliative care, pain management, and survivorship or end of life. Under the bill, a National Integrated Cancer Advisory Council shall be created tasked to develop the National Cancer Control roadmap for the effective institutionalization of integrated cancer control strategies, policies, programs and service in the national and local health care system. EcoWaste to Korean Embassy: Get your garbage back By Joel E. Zurbano MEMBERS of environmentalist group Ecowaste Coalition again trooped to the Korean Embassy in Taguig City Thursday, this time by holding a Christmas caroling, restating their demand to bring the smuggled tons of garbage now dumped in Mindanao back to South Korea. Dubbed as the “Keep Your Promise” caroling, the group together with

“running priest” Father Robert Reyes and Buklod Tao, gathered at the embassy gates to restate their demand to get the Korean garbage. Last month, Ecowaste gathered at the embassy and submitted a letter to Ambassador Han Dong-man urging his government to act decisively to ensure the speedy return of the garbage shipment which are sitting at the Mindanao International Container Terminal in Tagoloan, Misamis Orien-

tal, and at a warehouse in Cagayan de Oro City. The South Korean government had earlier confirmed through a press release issued on Nov. 21, 2018 by its Embassy “that it would take measures to have the wastes in question be brought back to Korea as soon as possible,” stressing that “relevant authorities of Korea will have the wastes repatriated and properly disposed [of] and work to prevent recurrence of the problem.”

IN BRIEF Federalists, allies elated by shift FEDERALISTS and their allies nationwide were elated due to the approval (on 3rd and final reading) of Resolution of Both Houses (RBH) 15 which seeks to shift the Philippines to a federal form of government. This was the reaction of Partido Federal ng Pilipinas Secretary General Thompson Lantion Thursday in an official statement of the newly Comelec-accredited national political party. “We are all elated because the crucial discussion on the issue of federalism in the Philippines is now on the move. It is imperative that real efforts are being made to define as to what kind, form, or version of federalism does our country urgently needs to adapt based on the current problems and miseries that our people are now facing,” Lantion said. “In the end, it is actually the entire Filipino nation that will decide on which type is best for all of us. What is important is that the critical discussions on federalism has now begun,” he added.

San Beda U tossers outlast Lady Bombers SAN Beda University outlasted Jose Rizal University, 17-25, 2513, 25-9, 21-25, 15-11, yesterday to stay undefeated at the top of the women’s section of the 94th NCAA volleyball tournament at the Filoil Flying V Centre in San Juan City. Maria Nieza Viray and Cesca Racraquin finished with 26 and 25 points, respectively, as the Lady Red Spikers booked their fifth straight victory in as many outings to keep last year’s losing finalists at the helm. The Lady Bombers drew strength from the troika of Karen Montojo, Rizza Rose and Dolly Grace Verzosa, who scattered 12 hits apiece, but lost steam in the deciding fifth set when the prolific Viray-Racraquin tandem took over. The Kalentong-based school suffered their third setback against two wins. JRU, however, made heads turn in the juniors’ class after it surprised league leader San Beda in a gripping 16-25, 25-15, 22-25, 2522, 15-9 win to zoom to fifth spot with a 3-2 card. San Beda came into the game as the favorite after steamrolling its first four opponents, but ended up with its first defeat. In the men’s section, JRU trounced San Beda, 20-25, 25-19, 25-22, 28-26, to improve to 2-3.

Lowry, Ibaka power Raptors past Warriors L

OS ANGELES—Kyle Lowry and Serge Ibaka combined for 43 points as the Toronto Raptors beat the two-time defending champion Golden State Warriors at home for the first time in 14 years with a 113-93 victory on Wednesday.

Lowry finished with 23 points and 12 assists and Ibaka tallied 20 points and 12 rebounds as Toronto won despite not having Kawhi Leonard in the lineup. “It is good for us to get out there and everyone is touching and moving the ball. Move it, swing it, play with some pace,” Lowry said. “It is our second game on this road trip so a good win for us. Something to build off.” Danny Green scored 15 points, Pascal Siakam had 13 and Fred VanVleet added 10 to help the Raptors improve to an league-best 23-7, matching the best start in franchise history. Toronto won despite not having Leonard for a second consecutive night

with a sore right hip. The Raptors also lost seven-foot centre Jonas Valanciunas to a dislocated left thumb in the first half. The Warriors lost their second straight game to the Raptors and were so hopelessly outclassed that they sat their starters and went with their reserves late in the fourth quarter. “We didn’t make shots early in the game and it affected our energy,” said Stephen Curry, who had 10 points. “They got into us early and played aggressive and that set the tone. “It was one of those tough nights. They are obviously a great team.” Elsewhere, Kyrie Irving drained a clutch three pointer with 16 seconds

left as the short-handed Boston Celtics used a variety of interchangeable parts to beat the Washington Wizards 130-125 in overtime. Irving delivered a game-high 38 points, including consecutive threepointers in the final 40 seconds of overtime, to propel Boston past the Wizards for their seventh-straight victory. Irving outduelled Wizard star guard John Wall and scored Boston’s last 12 points. “Those last two shots were amazing. He made it look easy,” coach Brad Stevens said of Irving, who has had six career overtimes with at least 10 points. Jayson Tatum scored 12 points and grabbed 12 boards for a double-double and Marcus Morris added 27 points for the Celtics, who had to shuff le the roster because they were missing three top players, Al Horford, Gordon Hayward and Jaylen Brown. Surigao eyes 2 titles; Southwoods virtual champs BAGUIO CITY—Surigao has two teams that are in a very good position to take top-flight honors even as Manila Southwoods’ teams start the second half of their title-retention bids in the Championship flights as the 69th FilAm Invitational Golf Tournament holds its penultimate round today. Team Surigao I went to the Camp John Hay golf course and produced 114 points for a three-day aggregate of 323 and still carries a 17-point lead on Che Lus I, which came out with the same output. Amazingly, both teams have identical outputs for those who counted – a pair of 29s and 28s. Surigao had 29 from Don Petil and Ramon Capistrano and 28s from former Tourism secretary Ace Barbers and Lito Camo. On the other hand, the Guamanians got 29s from John Quinata, Jesse Quenga, while Warren Pelletier and Mike Castro chipped in 28 each. Aidric Chan Mizuno – Power Systems is still at third spot with 296 after a 110. In Fil D, Surigao II came in with 94 points for 247 to catch up with Macquarie Links Sydney which made 88 for 244

at second spot, only one off three-day leader Waterlympics. Waterlympics had a third day output of 85 for 248. Meanwhile, Southwoods goes to the third round carrying a 31- and 36-point leads in the Fil and Am flights, respectively, leaving the rest to fight for the second and third spots. “That is a really big lead and knowing that their players can really play well,” said Jude Eustaquio as his Fil Championship squad of Forest Hills is lodged at third spot, four off secondrunning Royal Northwoods. The Forest Hills golf manager and team captain hopes to get big points from his “big gun,” the pint-sized Rupert Zaragosa, who could shoot well at the longer Camp John Hay course after two days at the challenging and shorter Baguio Country Club. With the Japanese duo around – Yuto Katsuragawa and Aguri Iwasaki -- and cousins Aidric Chan and Carl Corpus – it is expected that Southwoods will be coasting for the title, its sixth straight again. This will match the six straight the Carmona, Cavite-based parbusters had when they debuted in 1997 until 2002.

PSC’s Children’s Games reach 10,746 kids in 22 cities, municipalities A TOTAL of 10,746 participants were catered by the Philippine Sports Commission’s Children’s Games, a major component of the national sports agency’s Sports for Peace Program, in 22 cities, municipalities and provinces this year, exceeding the 10,000 turnout of kids last year. Philippine Sports Institute deputy director Marlon Malbog reported this yesterday during the PSI coordinators’ fourth quarterly meeting that was

opened by PSC Chairman William “Butch” Ramirez at the PhilSports Complex Dorm G Multi-Purpose Hall yesterday. Ramirez said it’s the duty of the state to create a healthy youth and start values and character formation early. “The numbers of the Children’s Games and Sports for Peace were an effective tool of children at an early age doing peace-making, physical fitness, inspiring them to study and break the

cycle of poverty,” the PSC chief said. “The mantra of President Rodrigo R. Duterte is to make sports accessible to the periphery especially to the poor communities and the marginalized.” Children’ Games and youth volunteers training were conducted in Bataan, Dumaguete City, Tagbilaran City, Bogo, Mandaue City, Iloilo City, Passi City in Iloilo, Ormoc City, Maasin City, Libagon City, Macrohon City, Liloan, Payatas, San Pedro City, Bi-

nan City, Casiguran, Padada in Davao del Sur, Digos City, Lupon and Mati City in Davao Oriental, Asuncion in Davao del Norte and in war-torn Marawi City. A total of 7,870 children were also tested via the Smart ID talent identification, while 3,344 participated in various PSI grassroots sports activities like coaches’ clinics, sports science seminars, consultative meetings and workshops.

venue where it can flourish, according to Ramirez. The agency is now into talks with the province of Tarlac on sharing responsibility in the development of the center that will rise in Rosales, Pangasinan. The facilities will be built in land located in the border of Pangasinan and Tarlac. Meanwhile, there will be no reduction in the events that will be played in the 2019 Southeast Asian Games, which the Philippines will be hosting. Cong. Abraham Tolentino, the sports director of the Philippine SEA Games Organizing Committee, said this following the first technical delegates’ meeting that was held yesterday at the Diamond Hotel in Manila. The number of sports disciplines will stand at 56, with 529 events on

tap. “This is the fifth meeting of the Phisgoc and the final events will still have 56 sports and 321 individual events,” said Tolentino. Five sports, namely kurash, e-sports, surfing, skateboarding and jujitsu have not yet sought formal inclusion. Tolentino added that there will also be three demonstration events, including one in esports and two in chess. The Games will be held in Clark Green City, Subic and Metro Manila. So far, Category 1 events such as athletics will have 42 gold medals at stake, while aquatics is offering 43. There will be 42 Category 2 events, which include archery, badminton, baseball/softball, basketball, billiards, 10-pin bowling, boxing and canoe/traditional boat race.

Philippine Sports Commission Chairman William Ramirez said this as the government sports agency prepares its plans and programs for 2019. “As a partner that could share responsibilities and share sacrifices, we would like the NSAs to transform, to comply with liquidation within 30 days and resolve disputes,” said Ramirez. Ramirez said they will cut off support if there is no unity from within an NSA and no liquidation of funds within 30 days.

The PSC chief said this as excitement continues to build up on construction of the Philippine Sports Training Center that will be built in Rosales, Pangasinan. The facilities inside a 20-hectare land is expected to begin by July next year. Because of this, the PSC will be able to improve on their talent identification program and inspire the agency to push through with its grassroots programs. Petron, F2 start finals’ duel Saturday

Kamao seek UNTV Cup semifinal berth

Games Tomorrow

(Mall of Asia Arena) 4 p.m. – Generika-Ayala vs Cignal 6 p.m. – F2 Logistics vs Petron

HUNGER and desire will be major factors when Petron and F2 Logistics clash in the Philippine Superliga All-Filipino Conference best-of-three finals duel starting tomorrow (Saturday) at the Mall of Asia Arena. Cargo Movers’ head coach Ramil de Jesus admitted that their chances of regaining the crown all depends on their willingness to win in this prestigious women’s club tourney bankrolled by Asics, Isuzu, Mikasa, Senoh, Mueller, UCPB Gen and Bizooku with Genius Sports as technical provider. F2 Logistics has all the reasons to go all-out in this series that also has ESPN5, Hyper HD and Aksyon TV as broadcast partners. The Cargo Movers used to be the All-Filipino champions until the Blaze Spikers dethroned them following the recruitment of star blocker Mika Reyes, Remy Palma, Sisi Rondina and Bernadeth Pons. That setback sparked what is billed as the fiercest and most bitter rivalry in Philippine volleyball with both teams clashing in the next four titular showdowns, including the dramatic encounter in the 2017 Grand Prix where Venezuelan import Maria Jose Perez competed in Game 2 despite the death of her brother. “Just like before, winning in the finals all depends on their willingness and desire,” said de Jesus, who is tipped to be seriously challenged by fellow Far Eastern University alum in Petron coach Shaq Delos Santos in their chess match at the sidelines. “Hopefully, they would want it more. They worked hard to get into the finals. They should do everything to finish the job.”

The match is set at 4:30 p.m., with both teams expected to pull all the stops to secure the win before the league takes a holiday break. A Malacañang-PSC victory would give the Kamao and the league-leading Armed Forces of the Philippines Cavaliers outright semis tickets no matter what happens to their showdown next month in the tournament organized by UNTV president and CEO Dr. Daniel Razon. The Cavaliers are slightly ahead with a 7-1 mark, while the Kamao and the Responders sport 6-1 and 6-2 marks, respectively. If PNP prevails this weekend and

Visnu Das Javier of the Malacañang-PSC Kamao must step up in the game against the PNP Responders to help the Kamao in their bid to advance to the semis.

the Cavaliers drop their game against the Kamao a three-way tie for lead ensues. The team with the superior quotient will take the No. 1 spot, while the winner over the rule will be applied to determine the second outright semifinalists. Provided they will not lose by more than 10 points to the Kamao, the Cavaliers look certain to advance outright

PH Jr Women’s Softball slated

DEFENDING champion Tanauan begins its quest for a back-to-back crown when the 2018 Philippine Junior Women’s (18-under) Softball Championship opens on Dec. 15 at the Sto. Niño Softball Field in Marikina City, where softball remains a very popular event. Blu Girls’ pitcher and arguably the best female pitcher in the sport today, Royevel Palma, is expected to lead the Tanauan team. A few months ago, Tanauan shocked a local team in the United States to win a girls’ 16-under championship, with Palma leading the team to

victory. The weeklong softball tournament, supported by Cebuana Lhuillier, drew a total of 20 teams from all over the Philippines and is part of the Amateur Softball Association of the Philippines’ program in women’s softball, where the Philippines has been dominating in this part of the world, winning numerous Southeast Asian Games titles. ASAPHIL will also use this event as basis in selecting the members of the Philippine junior women’s (19-under) softball team for the next edition of the world

to the semis. Though the Kamao are coming off an inspiring 69-64 win over the PITC Global Traders, the Responders of former University of the East star Olan Omiping are on a roll, having won their last four games. Meantime, Senate tries to secure the No. 4 spot when it battles also-ran Judiciary at 3 p.m.

women’s junior championship. “We have shown that in women’s softball, we can compete at the world level, but for us to maintain this, we should have a good grassroots’ program to ensure a base of future national players. This U-18 tournament for women serves the purpose as we discover new and promising talents every year from this event. Palma is a very good example,” said ASAPHIL President and sportsman-businessman Jean Henri Lhuillier. The finals will be held on Saturday at the same venue.

Nava, Pascua lead PH’s chess charge INTERNATIONAL Masters Roderick Nava and Haridas Pascua came through with strong results to lead the country’s charge after three rounds of the 7th Asian Continental Chess Championships (2nd Manny Pacquiao Cup) at the Tiara Hotel in Makati City Wednesday. Nava, 33, caught a big fish in IM Novendra Priasmoro of Indonesia, whose rating of 2483 is way higher than the former’s 2392, while Pascua, 25, picked up his third straight draw against 18th seed GM Abhimanyu Puranik of India. It was the second straight point for Nava, who climbed to an 11-chesser logjam at 13th place, that not only made him the highest scorer among the locals, but also pushed him half a point behind the 12-man lead pack headed by second seed GM Wei Yi of China. Nava, however, will have to deal with top seed GM Wang Hao of China in the fourth round for him to stay in the hunt in this nine-round tournament bankrolled by Sen. Manny Pacquiao and the Philippine Sports Commission and backed by National Chess Federation of the Philippine president Butch Pichay. Pascua, for his part, has remained unbeaten after he also split the point with fourth seed GM Santosh Gujrathi Vidit and Priasmoro. Pascua’s 1.5-point total is good for a share of 24th place with a big group that included GM Joey Antonio, IMs Jan Emmanuel Garcia and Ricky de Guzman, FM Mari Joseph Turqueza and Micahel Concio, Jr. He will collide with No. 16 Nodirbek Yakubboev of Uzbekistan in the fourth round at press time.

‘Central Luzon can host World Amateur Golf’ By Butch Gunio ORANI, Bataan —World-class amateur golfer Antonio “Tonito” Payumo, son of former SBMA chairman Tong Payumo, said Central Luzon is very capable of hosting the next World Amateur Golfers Championship. “We have here in Bataan the Anvaya Golf Course; in Lubao we have the Pradera Verde Golf Course; Mimosa Golf Course in Clark, Pampanga; and Luisita Golf Course in Tarlac. So, Central Luzon can host the next World Amateur Golfers Championship,” the young Payumo told media men, who covered recently the opening of the third swimming pool at the Sinagatala Resort and Adventure Park in Barangay Tala in this town. “Access is easy because we have Clark International Airport and good roads like SCTEx,” added Payumo, who placed 2nd runnerup in this year’s World Amateur Golfers Championship and Invitational 2018 held in Johor, Malaysia. “I think our golf courses here are even better than in Johor’s,” he added. “Many people from other countries will come here due to the prestigious golf event and that would be good for our tourism and economy.” “The National Golf Association of the Philippines and concerned government agencies like the Philippine Sports Commission and Department of Tourism can work this out to become a reality,” he said. Payumo also expressed delight on the plan of SBMA Chairman Amy Eisma to promote golf tourism inside the freeport zone and neighboring areas. SBMA will open a golf course this month.

The Bullpups won the best-ofthree series, 2-0, for their third title in the last four years. Mac Arvin Bandola was again the force in defending the net, accounting for nine of NU’s 13 blocks. Bandola finished with 19 points, while Jomar Ocampo had three blocks for a 13-point outing in his final game for the Bullpups. Jose Magdalino Javelona had 14

IN BRIEF BSP adopts buffer against systemic risks THE Monetary Board, the policy-making body of the Bangko Sentral ng Pilipinas, approved the adoption of the countercyclical capital buffer to protect the banking sector from losses that could stem from cyclical systemic risks. The BSP said the countercyclical capital buffer was intended for universal and commercial banks, along with their subsidiary banks and quasi-banks. BSP Governor Nestor Espenilla Jr. said “the CCyB expands our toolkit for systemic risk management and is specifically designed to provide a steadying hand to counter the common occurrence of boomand-bust periods within the financial cycle.” The CCyB will be complied with by the banks using their common equity tier 1 capital. During periods of stress, the Monetary Board can lower the CCyB requirement, effectively providing the affected banks with more risk capital to deploy. During periods of continuing expansion, the CCyB may be raised which has the effect of setting aside capital which can be used if difficult times ensue. The CCyB is set initially at a buffer of zero percent. Julito G. Rada

Cusi seeks China talks over oil, gas exploration T By Alena Mae S. Flores

HE Energy Department expressed keen interest to immediately meet with his Chinese counterpart to draw up the framework of the oil and gas cooperation in West Philippine Sea.

“I have already expressed my intention to meet, my Chinese counterpart. I have sent my message already that I want to meet immediately,” Energy Secretary Alfonso Cusi said. The Philippines and China signed an agreement to cooperate on oil and gas development, part of the deals forged during the visit of Chinese President Xi Jinping in November. “The MOU is to explore a solution. I

don’t want more delays, so I gave notice to meet already,” Cusi said. He said the notice was directed to China but coursed through the Department of Foreign Affairs. “I am ready, I want to meet immediately, anytime, anywhere. I am not passive, I’m saying let’s meet already,” Cusi said. Energy Assistant Secretary Gerardo Erquiza said the department advised DFA as a “matter of protocol.” “Anytime we can start and go through the process. We just have to go through some details,” Erquiza said. He said the framework would work within the service contract system of the Philippines and “sets forth the elements of the Philippine jurisdiction.” “It clearly stated also that it shall conform with international law, the UN charter, the UNCLOS [United Nations Convention on the Law of the Sea] and the South China Sea related agreements, so it’s within the framework,” Erquiza said.

He said framework “does not generally create obligation among the parties.” “It does not place the Philippines in the situation that the Philippines is giving up its rights, based on that framework. We have started the ball rolling. It’s a framework to work together towards being able to have a fruitful endeavor activity with china regarding these areas covered by service contracts,” he said. Cusi earlier said the department aimed to come out with the guidelines for the joint Philippines-China oil and gas exploration deal in the West Philippine Sea within one year after the signing of the MOU. “That MOU, we have to sit down immediately and come out with our position and we should do it, if I remember it right, within a period of no more than one year. That is for us to come out with ways to harness the resources, or do a joint development or joint exploration,” Cusi said.

Trade Department eyeing PH as Asean vehicle production hub THE Trade Department plans to make the Philippines a vehicle production hub and an exporter in Southeast Asia. Trade Secretary Ramon Lopez broached the topic in a recent meeting with Mitsubishi Motors Corp. chairman and chief executive Osamu Masuko with the hope of encouraging vehicle manufacturers to export vehicles made from the Philippines. The Trade Department asked Mitsubishi to start producing car models that could be exported. “The intention is to produce specific models that will be exported to our neighbors in Asean. The good thing here is, as Mitsubishi is already present in other Asean countries like Thai-

land and Indonesia, they are planning to make certain countries as production hub for certain models, which will serve their respective domestic and export markets,” Lopez said. The car company is preparing to tap a larger market for the country’s manufacturing base and help address the widening trade deficit. Mitsubishi manufactures the Mirage G4 under the government’s Comprehensive Automotive Resurgence Strategy program. The program aims to attract investments, stimulate demand, develop a vibrant local auto parts supplier base and implement industry regulations to revitalize the country’s automotive industry

and turn it into a regional automotive manufacturing hub. Masuko disclosed a company strategy to produce more units of Mirage G4 and L300 in the Philippines and to start exporting them to other Asean countries by 2019. He said the intention was to collaborate with the Philippine government to develop the electric vehicle industry. “We keep saying that building an export manufacturing base is the way to go. It is also a good import substitution strategy. Through this initiative, we will address the trade imbalance and provide more jobs to our countrymen,” Lopez said. Othel V. Campos

THE Mergers and Acquisitions Office of the Philippine Competition Commission opened the second phase of its review into the proposed acquisition by International Container Terminal Services Inc. of more shares in Manila North Harbour Port Inc. The transaction involves ICTSI’s proposed acquisition of shares in Harbour Centre Port Terminal Inc. which will bring its current shareholding to 50 percent. Post-transaction, ICTSI will own and control 50 percent of the shareholdings in Manila North Harbour, with the remaining shares held by San Miguel Holdings Corp. at 43.33 percent, IZ Investment Holdings Inc. at 6.5 percent and Petron Corp. at 0.17 percent. ICTSI is a port management company dealing with international shipments and operating in various countries, while MNHPI operates the Manila North Harbour which serves domestic cargoes in the Port of Manila. ICTSI operates in Laguna, Olongapo, Batangas, Davao, Cagayan de Oro, and South Cotabato. It also owns and operates the Manila International Container Terminal which serves international cargo from the Port of Manila. MNHPI is a subsidiary of SMHC, a company owned by San Miguel. The ultimate parent entity of San Miguel is Top Frontier Investment Holdings Inc. The initial market investigation conducted by MAO indicates that the transaction may affect the port industry, especially the markets for the provision of port operation and transshipment services in the Port of Manila. Bangko Sentral keeps overnight borrowing rate steady at 4.75% By Julito G. Rada THE Monetary Board, the policymaking body of the Bangko Sentral ng Pilipinas, kept the overnight borrowing rate unchanged at 4.75 percent in its last meeting for the year, after five successive hikes since May. The interest rates on the overnight lending and deposit facilities were also retained. “There is a quite deceleration in inflation pressures between the Nov. 15 and Dec. 13 meetings,” BSP assistant governor Francisco Dakila said in a news briefing following the board meeting. “The board noted that the latest inflation forecasts show a lower path over the policy horizon, with inflation settling within the target band of 2 to 4 percent for 2019 to 2020,” Dakila said. He said recent headline inflation readings indicated signs of receding price pressures as constraints on food supply continued to ease with the implementation of various non-monetary measures. The board reduced the inflation forecast to 5.2 percent from 5.3 percent for 2018, 3.18 percent from 3.5 percent for 2019 and 3.04 percent from 3.3 percent for 2020. Dakila said inflation expectations had steadied given the decline in international crude oil prices and the stabilization of the peso. Dakila said the risks to the inflation outlook became more evenly balanced for 2019 and leaned toward the downside for 2020 amid a more uncertain global economic environment, which could further mitigate upward pressures from commodity prices in the coming months. Dakila said despite the latest move of keeping the benchmark interest rates, the board remained vigilant against the latest developments and ready to take further action as appropriate to safeguard its price stability mandate.

Vehicle sales plunged 23% in November By Othel V. Campos VEHICLE sales plunged 23 percent in November to 31,258 units from 40,799 units a year ago, combined data from the Chamber of Automotive Manufacturers of the Philippines Inc. and the Truck Manufacturers Association show. Data also showed on a monthon-month basis, automotive sales dropped 5.7 percent from 33,150 units sold in October 2018. Campi and TMA said that almost all segments registered slower sales on a monthly basis, except for the light trucks segment that grew 4.4 percent to 753 units from 721 units. Campi president Rommel Gutierrez said the industry remained positive and hopeful that it would rebound by yearend and in 2019 as automotive players became familiar with the new taxation system under the Tax Reform for Acceleration and Inclusion law. “We remain confident that the industry will continue to recover as the year ends,” he said. By category, the passenger car segment sales went down 2.6 percent to 9,197 units in November from 9,444 units in October. The commercial vehicle segment declined 6.9 percent to 22,061 units from 23,706 units in the previous month. The Asian utility vehicle segment declined 7.8 percent to 3,142 units in November from 3,409 units a month earlier, while the light commercial vehicle segment dipped 6.9 percent to 17,594 units from 18,896 units. Trucks and buses recorded the highest decline of 22 percent among all the segments, with 425 units sold in November compared to 546 units delivered in October. Campi said total sales in the first 11 months declined 14.4 percent to 325,465 units from 380,179 units in the same period last year.

Market extends rally; Cemex rises T HE stock market extended its rally Thursday in step with the rest of Asia, as investors are cheered by the more conciliatory noises from China and the US on trade.

The Philippine Stock Exchange Index rose 34.68 points, or 0.5 percent, to 7,522.92 on a value turnover of P6.1 billion. Gainers beat losers, 109 to 80, with 46 issues unchanged. Cemex Holdings Philippines Inc. jumped 15.3 percent to P1.88. The company said Wednesday it would no longer push a plan to close down its cement plant in Davao and temporarily lay off workers. Cemex said unit Apo Cement Corp., its main operating subsidiary in Cebu, resumed operations

of the two kilns. Globe Telecom Inc., the secondbiggest telecommunications firm, advanced 3 percent to P2,030, while BDO Unibank Inc., the largest lender in terms of assets, also climbed 3 percent to P130.50. Alliance Global Group Inc. of tycoon Andrew Tan gained 2.5 percent to P12.20. The rest of Asian markets enjoyed more gains Thursday, while uncertainty over Brexit continued to pressure the pound. Tokyo ended one percent higher and Hong Kong was 1.1 percent up in the afternoon. Shanghai surged 1.2 percent on hopes China will unveil monetary easing measures to coincide with the 40th anniversary of its economic awakening next week. Sydney edged 0.1 percent higher and Seoul was up 0.6 percent, while Singapore and Taipei each rose 0.4

Trump’s initial tariffs. China’s technology concession “is far more relevant than China agreeing to restart purchases of American soybeans, or even reducing the tariff on US car imports,” said National Australia Bank strategist Ray Attrill. Canada’s release on bail of a top executive at Chinese telecoms giant Huawei, whose arrest had sparked fears of an adverse impact on the trade talks, also soothed worries. The upbeat mood provided another lift to higher-yielding, riskier currencies, with the South African rand 1.6 percent up, while the Chinese yuan bounced 0.3 percent. Sterling is stuck around 20-month lows but held up against the dollar after gaining more than one percent Wednesday in reaction to Prime Minister Theresa May winning a no-confidence vote by her ruling Conservative party. percent. Wellington and Jakarta were also well in positive territory. While the tariffs row between Beijing and Washington is far from being resolved, there is a lot more optimism on trading floors this week that the world’s top two economies can make headway in talks over the next three months. The latest buying queues came from a report that Beijing is considering replacing its “Made in China 2025” program that aims to boost its technology sector, a key point in anger for Washington. The Wall Street Journal said authorities were looking at putting back the scheme’s timetable by a decade to concentrate on improving standards. That followed news China had agreed to resume importing soybeans—a major boost for US farmers—as well as remove a levy on US autos imposed earlier this year in response to Donald

Anchor Land expects P11b in sales from Bay City area By Jenniffer B. Austria ANCHOR Land Holdings Inc. said it expects to generate P11 billion of sales from the recently-launched Copeton Baysuites, an upscale residential development in Bay City along Manila Bay. Anchor Land said in a statement Copetown Baysuites would emerge as a 16-story, tri-tower offering residential units, which included studio-type units of around 37 square meters, two-bedroom units of up to 91.60 sqm., three-bedroom units with a maximum size of 188.10 sqm., and four-bedroom units spanning 261.80 to 464.90 sqm. “Copeton Baysuites is the expansion of our luxury developments in Bay City. It is master-planned to showcase Anchor Land’s unparalleled commitment to providing handcrafted luxury experience, serving the best interests of our clientele,” Anchor Land president Elizabeth Ventura said. The North and South Towers will provide big cuts of studio-type units and two-bedroom residential units, fully furnished and equipped with future-ready features. The West Tower, meanwhile, promises to be low-density residential units, built with two to four high-ceiling and spacious rooms, strategically facing the landscape of Manila Bay. Copeton Baysuites is also equipped with cutting-edge building technologies that guarantee maximum safety and convenience of the residents. Other world-class facilities include 25-meter lap pools, function halls, mini-theater rooms and karaoke rooms, fitness gyms, outdoor children’s play areas, game rooms, deck seating areas, outdoor lounges and viewing decks. The penthouse unit of the West Tower will have a private lap pool, which offers an unobstructed overlooking view of the city skylines. “Due to the positive outlook for the real estate industry as well as the increasing demand for high-quality residences in the Philippines, we are dedicated toward creating more luxury masterpieces such as Copeton Baysuites, which aims to elevate the standard of urban living in the country,” Ventura said.

Philab Holdings to start booking profits next year PHILAB Holdings Corp., a listed healthcare and biotechnology firm, expects strong growth in 2019 as it continues to expand its businesses. “We expect revenues of subsidiary Philab Industries Inc. alone to quadruple next year,” said Philab Holdings chairman and chief executive Hector Thomas Navasero. He said the surge in revenues would come on the back of better distribution of its Dengue testing kits by LABit, as well as the medical laboratory business of Philab Industries. Philab expects the company to turn around next year and start booking profits, as it aims for double digit growth in net income for both LABit and the laboratory equipment business. “The company will also continue to pursue the new acquisitions as well as new products and technology that will have strategic importance to Philab’s existing businesses,” Navasero said. Philab recently announced investment in High Garden and the joint venture with BF Corp. over the National Institute of Health. LABit has signed a nationwide distribution deal with one of the leaders in the cold chain pharmaceutical distribution company, that will allow more efficient access to several sales channels (doctors’ clinics, pharmacies, hospitals and wholesale sub distributors). LABit signed a five-year licensing agreement to manufacture and distribute Dengue Testing Kits of Januarius Holdings Inc., which is owned by businessman Januario Jesus Atencio. “This has given the company muchneeded momentum to scale-up the production of these test kit products and provide ample marketing support,” Navasero said. JHI has provided Philab with P50 million worth of loans and credit lines to fund the planned expansion. Jenniffer B. Austria

IN BRIEF Five foreigners held in Bali drug sweep

DENPASAR―Five foreigners have been arrested in Bali for drug trafficking, authorities said Thursday, with a German and Peruvian possibly facing execution if convicted under Indonesia’s strict drug laws. The accused smugglers―also including a Chinese, a Malaysian and a Briton―were arrested separately over the past two weeks, Bali police said. The arrests come less than a month after the first member of the Bali Nine heroin-trafficking gang was released from a prison on the holiday island after serving 13 years. The Australian gang’s accused ringleaders―Myuran Sukumaran and Andrew Chan―were executed by firing squad in 2015, sparking a diplomatic row between Australia and Indonesia, which has some of the world’s stiffest drug laws. Bali police said Thursday they arrested 44-year-old Peruvian Jorge Rafael Albornoz Gammara after he arrived at Ngurah Rai international airport from Dubai last week. “Officers found 4.08 kilograms of cocaine that he was hiding inside the interior of his luggage,” head of local immigration office Untung Basuki told a press conference Thursday. German Frank Zeidler, 56, en route from Bangkok, was later arrested after officers said they found 2.1 kilos of hashish inside his luggage―an amount that could also make it a death penalty case. AFP

PM May survives confidence vote L ONDON―British Prime Minister Theresa May on Wednesday survived a confidence vote by her own MPs but lost the support of one third of her colleagues, signalling the battle she still faces to get her Brexit deal through parliament.

May won the backing of 200 Conservative lawmakers, but 117 voted to oust her—and only after she conceded she would step down before the 2022 election. “I’m pleased to have received the backing of my colleagues in tonight’s ballot,” she said outside her Downing Street office after the result was announced. “A significant number of colleagues did cast votes against

me and I’ve listened to what they’ve said.” She said she wanted to “get on with the job of delivering Brexit”, and to see “politicians on all sides coming together”. The result, announced after a secret ballot, was met with huge cheers from May’s supporters gathered in parliament, while the pound rose on the news. But leading Brexit rebel Jacob Rees-Mogg, one of at least 48 Tory MPs who triggered the vote by writing a letter of no confidence in May, said it was a “terrible result”. “She ought to go and see the queen and resign urgently,” he told the BBC. Brexit figurehead Nigel Farage tweeted that May “limps on to her next failure, the deal won’t pass and the real crisis is close”. Rees-Mogg and other eurosceptics hate the divorce deal May agreed with the EU last month, which they fear risks tying Britain to the bloc for years after Brexit on March 29.

Floods kill 13 in Central Vietnam HANOI―Floods caused by heavy downpours have killed 13 people in central Vietnam, officials said Thursday, as farmers scrambled to save crops and livestock ahead of more bad weather forecast for this week. Torrential rains have lashed six provinces in the centre of the country since Saturday, killing thousands of cows and chickens and flooding several cities―including the coastal resort town of Danang. More than 20 inches of rain hit some areas, with more downpours expected in the coming days, the disaster management office said Thursday. “Thirteen people were killed, while one remains missing in Quang Ngai province,” the office said. Around 12,000 hectares of crops were destroyed, and some 160,000 livestock killed, it added. One farmer in Quang Nam province said he lost all his chickens in the flooding, costing him tens of thousands of dollars. “The water receded but thousands of our chickens were dead. We had to collect them for burial as the smell was so bad,” Nguyen Thanh said, quoted by state-run Tuoi Tre newspaper. Several areas in Quang Nam and Quang Ngai provinces were still inundated on Thursday after hydropower plants discharged reservoir waters. AFP

Cohen apologizes for covering up for Donald Trump NEW YORK―Donald Trump’s former lawyer apologized Wednesday for covering up the “dirty deeds” of his ex-boss as he was sentenced to three years for multiple crimes including hush money payments implicating the US president. Pleading for leniency in a packed Manhattan courtroom before US District Court Judge William H. Pauley III, Michael Cohen said he had been led astray by misplaced admiration for Trump. An emotional Cohen, 52, Trump’s longtime “fixer,” told the court he accepted responsibility for his personal crimes and “those involving the President of the United States of America.” Cohen’s lawyers had argued for no jail time after he admitted charges brought by federal prosecutors in New York of tax evasion, providing false statements to a bank and illegal campaign contributions. Cohen also pleaded guilty to making false statements to Congress—a charge stemming from Special Counsel Robert Mueller’s probe into whether Trump’s 2016 presidential campaign colluded with Russia to get him elected. But Pauley said Cohen—as a lawyer—“should have known better” and sentenced him to three years in federal prison, ordering him to surrender to custody by March 6. He was also ordered to pay $2 million in fines and restitution. “Each of these crimes standing alone warrant considerable punishment,” Pauley said, adding that Cohen was “motivated by personal greed and ambition.” “A significant term of imprisonment is fully justified in this highly publicized case to send a message,” the judge said. Before Pauley passed sentence, Cohen addressed the court, saying it was his devotion to Trump that caused him to choose “a path of darkness over light.” AFP

The confidence vote followed her decision on Monday to postpone a planned vote in the House of Commons on the text, because she feared a crushing defeat. She has promised to hold that vote by January 21—when she may yet still lose, plunging the Brexit process into fresh crisis. May heads to Brussels on Thursday for a pre-planned EU summit, where she will press fellow leaders to give her something to help sell the Brexit deal to sceptical MPs. Many Conservatives, and the Northern Irish Democratic Unionists who prop up the government, fear an arrangement to keep open the Irish border could see Britain trapped in an endless customs union with the EU. After a whistlestop tour of European capitals on Tuesday, she said on Wednesday she would continue to seek “legal and political assurances” over the temporary nature of the so-called “backstop”. But while EU leaders expressed sympathy for her difficulties, they firmly rejected any attempt to renegotiate a Brexit deal that was only secured last month after 17 months of talks. German Chancellor Angela Merkel said on Wednesday she still “has hope for an orderly exit” but “no intention to change the exit agreement”. Irish Prime Minister Leo Varadkar had a similar message after a call late Wednesday with European Commission President JeanClaude Juncker. His office said the pair “agreed to work to provide reassurance to the UK [but] the agreement cannot be reopened or contradicted”. MPs and ministers had rallied round May ahead of the vote, and finance minister Philip Hammond said May’s victory would unite the party and “flush out the extremists”. But in a private meeting with MPs before they cast their ballots, she acknowledged the weakness of her position by setting a limit on her own leadership, lawmakers said. “It is not her intention to lead the party in the 2022 general election,” Solicitor General Robert Buckland told the BBC afterwards. May is now immune to further Conservative confidence votes for a year, but if defeated on her Brexit deal, her government could still face a confidence vote in parliament. Simon Hix, of the London School of Economics, said Wednesday’s result was “enough to cling on, but 117 against her means the Commons arithmetic on Brexit is now even tougher”. Former diplomat held in China called a ‘pawn’ BEIJING―The pattern is familiar: Canada arrests a Chinese national wanted in the US. Shortly after, a Canadian national is locked up in China. Friends and experts say former Canadian diplomat Michael Kovrig, who was detained in Beijing on Monday, may have become a “hostage” and “pawn” in a three-nation feud. Kovrig was detained just nine days after Chinese tech giant Huawei’s chief financial officer, Meng Wanzhou, was arrested in Vancouver at the behest of the United States on Iran sanctions-related charges. She was released on bail on Tuesday while awaiting a US extradition hearing. China has warned Canada of “grave consequences” over Meng’s arrest, though neither country has confirmed a link between the two cases. But experts and friends of Kovrig, who now works at the International Crisis Group think tank, say the two are intertwined. “In this case it is clear the Chinese government wants to put maximum pressure on the Canadian government,” Guy Saint-Jacques, the former Canadian ambassador to Beijing, told AFP. He pointed to a similar case in 2014, when Canadian Christian aid workers Kevin and Julia Garratt were detained shortly after Canadian authorities arrested a Chinese national in connection with a hacking case in the United States. Julia Garratt was released on bail and allowed to leave China in 2016. China charged Kevin Garratt with espionage but allowed him to leave the country in 2016, months after the Chinese citizen, Su Bin, agreed to go to the United States and pleaded guilty. Authorities have yet to confirm Kovrig’s legal status but the Beijing News, a local newspaper, reported that he is under investigation on suspicion of “engaging in activities that endanger China’s national security”—a phrase often used in espionage cases. In another twist, Canada said a second Canadian was being questioned by Chinese authorities, with The Globe and Mail reporting it is Michael Spavor, who is based in China and runs Paektu Cultural Exchange, a programme that facilitates educational and sport exchanges with North Korea.AFP

Coast Guard trains guns on fly-by-night motor boats THE Philippine Coast Guard on Thursday warned passengers to avoid patronizing “fly-by-night” or “colorum” (unregistered) motor bancas during the Christmas season. In a statement, PCG Commandant Elson Hermogino said riding on “colorum” motor bancas endangers passengers’ lives and security because they have not complied with maritime safety standards set by the Maritime Industry Authority (MARINA). “Sinasamantala ng may-ari at operator ng mga bangka ang pagdagsa ng pasahero sa iba’t-ibang port at terminal sa mga probinsya, lalo na sa mga major tourist spots kung saan hindi na natutugunan ng mga major shipping lines ang bilang ng mga dumadagsang pasahero sa mga pantalan sa buong bansa (Owners and operators of bancas are taking advantage of the influx of passengers in different ports and terminals at the provinces, especially in major tourist spots wherein major shipping lines are unable to address the number of passengers going to ports across the country),” Hermogino said. He also said the agency will apprehend illegally operating sea vessels because most of them do not provide passenger insurance, as well as life vests and lifesaving devices. Earlier, the PCG said all its operating units nationwide are on full alert in preparation for the expected passenger exodus during the holidays. The PCG will conduct pre-departure inspections in seaports to ensure that sea vessels will only board passengers in accordance with its capacity. It will also monitor ports in various areas that have significant increases in the number of passengers during the holiday season, such as Cebu, Batangas, Iloilo, Bicol, and Zamboanga. PNA

TESDA earmarks P3.5m for ARMM training court By Nash B. Maulana COTABATO CITY―The national government has earmarked an initial funding for the construction of a training court to accommodate former combatants of the Moro Islamic Liberation Front into acquiring technical skills through vocational education, officials said. Omarkhayyam Dalagan, executive director of the Technical Education and Skills Development Authority in the Autonomous Region in Muslim Mindanao (TESDA-ARMM), said the national government has initially set aside P3.5 million in capital outlay fund for the construction of a training court in Maguindanao for MILF combatants and their dependents. Dalagan said the fund, which was sub-allotted to his office, is now available and said that he is only waiting for a collective decision as to where to construct the building, after his courtesy coordination with the MILF leadership. He said the training court for former MILF combatants and their families would be Tesda’s contribution to convergent pooling of government resources to help transform as many former guerrillas as possible during the transition of the Normalization Process, under the Comprehensive Agreement on the Bangsamoro (CAB) and its Annexes. Dalagan said the training court also formed part of Tesda’s continuing massive enrollment campaign for technical vocational education and training (TVET) which took off on Feb. 27 to 28. Not included in the amount, Dalagan said, were cost of equipment needed in an array of choices from the training course-programs offered. Dalagan said choices from TESDA’s new course programs include food processing, dressmaking, carpentry, masonry, plumbing, computer system servicing, health care services, motorcycle or small engine servicing, electrical installation and maintenance. Last year, TESDA-ARMM trained 26,638 individuals, and of whom 7,297 or 87.5 percent were assessed and certified as competent skilled workers.

aNGaSiNaN’S Provincial Capitol, declared by the National Commission for Culture and the arts as among the eight architectural Treasures of the Philippines and the arts, marks the centennial anniversary of its completion this year.

With the theme “Stronger Heritage, Stronger Pangasinan,” commemorative rites are set on Dec. 15 with a Thanksgiving Mass, an anticipated Simbang Gabi, and a concert and variety show, followed by the Kidiyam 3D projection of the Capitol building History and a fireworks display. Other key events include a concert by the Kundirana all-male choir of De La Salle Greenhills on Dec. 16, and the launch of the centennial commemorative stamp by the Philippine Postal Corporation and opening of the photo exhibit on Dec. 17. Celebrations continue with the observance of the 74th Lingayen Gulf Landings on Jan. 9 and the centennial of its inauguration on Feb. 11, 2019. Gov. amado Espino iii said the observance is a source of pride for the province. The provincial Capitol’s overall design was influenced by the city masterplan of renowned 20th-century american architect and urban planner Daniel burnham, and implemented by arch. William Parson under the direct supervision of arch. Ralph Harrington Doane during the term of Daniel Maramba, seventh governor of Pangasinan. Located in Lingayen town, construction started with the cornerstone laying on april 21, 1917 and completed in December 1918 with a P300,000 budget, but with a final cost of P411,942. it was inaugurated on Feb. 11, 1919 marked by a nine-day provincial fair and exposition. its neoclassical architecture and materials of concrete with limestone on the exterior to display its warm color, made it the

Filipino artist pays tribute to UAE founder Dubai-based Filipino visual artist Ely Graf has been commissioned to design and create “From the Heart of Zayed,” in honor of the founding father of the united arab Emirates. “From the Heart of Zayed,” was commissioned by Emirates Group to pay homage and celebrate the legacy of the late uaE founder His Highness Sheikh Zayed bin Sultan al Nahyan, who continues to inspire present generation of Emiratis. Emirates Group chairman and chief executive officer HH Sheikh ahmed bin Saeed al Maktoum led the unveiling of the specially commissioned piece. it will be on permanent display in the atrium of Emirates Group Headquarters, and is part of a number of initiatives done this year to celebrate the “Year of Zayed.” “From the Heart of Zayed” is composed of three elements. The first element establishes the face of HH Sheikh Zayed, father of the Emirati nation, gazing firmly to the future. His golden bisht, a traditional Emirati garb, symbolizes honor and nobility, and follows the outline of the uaE map, which he united. Dubai is highlighted by Emirates’ aircraft and extensive network that connects the world, all flowing out of his bisht. The art piece features a variety of techniques and materials to portray HH Sheikh Zayed. Graf used acrylic paint on stretched canvas. it took him 20 days to complete the artwork. its color palette was inspired by a spectrum of the earthy tones found throughout the uaE, complemented by the use of gold leaf symbolizing the regal embroidery that accents the traditional Emirati bishts. Bong Go meets Miss Universe 2015 Pia Wurtzbach during the recent Eastwood Walk of Fame event.

TFC named Business of the Year by Daly City

Bong Go wants intensified crackdown vs. movie piracy L O N G - T I M E Philippine showbiz fan and former Special Assistant to the President (SAP) Christopher Lawrence “Bong” Go called for an intensified crackdown against movie piracy. Meeting with the movie press recently for a brief get together, he said that piracy has taken its toll on the local movie industry. He lamented the decline of the local movie industry “because of technology and foreign movies which have heavily influenced our moviegoers nowadays.” Even worse, Go said pirates and unscrupulous businesses have preyed on the “fruits of sweat, love, and labor,” of the local film industry. A candidate for senator in the 2019 polls, Go said that if elected, “I will push for strategies to crack down on these illegal businesses and strengthen the campaign against piracy.” Recalling the heyday of the Philippine cinema that inspired and entertained entire generations of Filipino fans, Go said there is no doubt the local film industry can create stories with depth and value and at par with foreign production given proper support and protection. Go attended as well the induction ceremony honoring the outstanding achievements of personalities in the fields of film, television, as well as news and broadcasting. Among those inducted in the Walk of Fame were Pia Wurtzbach, Vhong Navarro, Derek Ramsay, Julia Barretto, Ken Chan, Director Chito Roño, Sampaguita Pictures’ Dr. Jose Perez (Posthumous, Marichu Vera PerezMaceda, and broadcaster Rico Hizon. Over at the lunch with the movie press, he recalled how, during his younger years, his parents allowed him to watch the films of FPJ and Dolphy at the cinema in Davao. He also bared his association with actors like Epi Quizon, Dolphy’s son, and Jeffrey Santos, whom he used to drop off at Broadway Centrum for rehearsals for That’s Entertainment. Go hoped that in the future he could work with the film industry to keep it strong, underscoring that our movies depict our culture and the lives of each and every Filipino around the world. “We need to amplify the quality of Philippine cinema, especially to our youth. If we are to uniquely identify ourselves as Filipinos, we need more Filipino-made films,” Go said. *** Kamuning Bakery’s Christmas ensaymada GMA News TV Channel 11’s awardwinning I Juander on Dec. 12 featured t h e

Despite suffering a fire in February this year, the 79-yearold, iconic bakery is still baking, steadily recovering and its staff are I Juander, hosted by Susan Enriquez and Cesar Apolinario, interviewed Flores for the show. Kamuning Bakery Café hosts the non-partisan “Pandesal Forum” a forum with politicians, businessmen, showbiz celebrities and the members of the mass media. The bakery also hosts the yearly civic and cultural project “World Pandesal Day” on Oct. 16, and its earning are allocated to rural public schools. *** Biggest hotel franchise Budget hotel chain ZEN Rooms is now the biggest hotel franchise in the Philippines, overtaking international hotel chain Red Planet and local leader, Go Hotels. At present, ZEN Rooms has 3,000 fully serviced hotel rooms and apartments under its management. Benjamin Nicolas, country manager for ZEN Rooms Philippines, says that this is only the beginning for the company. “We can say with certainty that this is where the industry is heading: there is great demand for hotels that provide quality accommodations at a budget in a market where there is little in between five-star hotels and amateur AirBNBs.” Another component of ZEN Rooms is its ZEN Homes business, which provides business travelers, staycationers, and tourists with high-quality fully-serviced apartments for short-term stays. ZEN Homes are available in high-traffic business districts and provide hotellike amenities to the budget market like swimming pools, spas, and gyms. ZEN Rooms acquires rooms in partnership with other existing hotels and apartments. The company then modifies the rooms and guarantees comforts and amenities to the customers. These hotel rooms are then sold on the company’s website. Partner hotels have found that collaborating with ZEN Rooms significantly increases occupancy yearround and helps reduce costs due to the ZEN Rooms network providing efficiencies in scale. In addition to its proximity to Metro Manila, growing urbanization and steady growth of local companies help boost Cavite’s economy. Carmona is a first-class urban municipality located on the southeastern part of Cavite, about 36 kilometers south of Manila and 24 kilometers from Trece Martires, the capital of Cavite. It is bounded on the north, east and south by Biñan, Laguna, while GMA and Silang are on the northwest and southwest, respectively. The growing number of industrial complexes in Carmona, currently numbering eight with a total of 114 factories and about 1,000 commercial and business establishments, contributes substantially to Cavite’s total revenue. “The new Hino Carmona will support the growing economy of Cavite and the rest of CALABARZON and the entire country,” said HMP Chairman Vicente T. Mills, Jr. “We are looking forward to continue growing our dealership here in CALABARZON and will work with the businesses in order to meet their diverse transport needs. We will keep extending our reach in the country this 2019 in line with our Total Support mantra,” he added.

Indoor air 10X worse than outdoor air INDOOR air is ten times worse than outdoor air, according to Green Magazine, circulated in the United States and Canada, written by Helkie Ferrie. The report headlined Stop Cooking With Gas, cited a research by the U.S. based Environmental Protection Agency, which showed one cause of indoor toxicity is the profane and natural appliances which produce carbon monoxide as well as nitrogen dioxide, a reddish brown gas with acrid odor. In the 1950s, the report said, a remarkable doctor, Theron Randolph, noted women using gas ranges developed complex symptoms and illnesses. He also noted the prevalence of depression, circulatory problems, memory loss – all of which became normal when exposure to gas fuel stopped. The research said conclusively that nitrogen dioxide inhibits the respiration by attacking the mucous membrane of the lungs, decrease brain activity by interfering with the transport of oxygen, causes oxidation of unsaturated fatty acids to form highly activated free radicals and forms nitrosamine, a patent carcinogen. People at risk are children, old folks, and those with cardiovascular activity, asthma patients. Nitrogen also causes not only short-term distress but also structural damage to the brain.

OYOTA Motor Philippines starts the holiday season with a much-anticipated full model change of its flagship midsize sedan. By the time this sees print, Toyota’s flagship model Camry shall have arrived in all trusted dealerships nationwide. Masterfully crafted under the tenets of Toyota’s New Global Architecture, the all new Camry exudes extraordinary from all vantage points imaginable: an overhauled exterior geared towards “Sensual-Smart Confidence”, an ergonomic interior which prioritizes both driver and passenger comfort, and an unmatched array of performance and safety features. With over 19 million units sold worldwide across seven generations since its introduction in 1983, the Camry is dubbed the “King of Sedans,” whose enduring

success can only be matched by Toyota’s global vision of ever-better cars. The new Toyota approach in making ever-better cars manifests in the eighth generation model by enhancing its agility, stability, and visibility. ment panels and lowering the hood, cowl, and beltline, the Camry’s forward field of view is greatly increased to make driving an extrasensory pleasure. On the outside, Camry’s new styling reflects the design team’s philosophy of harmonizing a bold and distinctive look that separates the model from its competition in the midsize sedan segment. Chief Designer Akira Kubota calls this “Sensual-Smart Confidence”—an approach which seamlessly melds the athletic accents in the sheet metal with a sleek and modern body shape— creating an emotional design. At first glance, the two-piece front grille and the new character lines set the tone for the Camry’s exterior. Its low and wide stance conveys a more relaxed feel, accentuated further by a sweeping cabin and 18” alloy wheels. The LED headlamps and Daytime Running Lights are positioned perfectly on the prow, equally matched by LED tail lights, dual

exhaust pipes, and clearance sonar at the rear. These elements combine to form a tapered, three-dimensional exterior that represents the eighth generation model’s dynamic spirit. Both driver and passenger comfort are taken into consideration, as the model features a 3-zone automatic Climate Control, with Speed Sensing power door locks and 1-Touch power windows. The Illuminated Entry System also welcomes all occupants into the sumptuous interior with tasteful, high-grade but indirect illumination. Using upscale materials and rich textures, the All-New Camry is able to create a spaciously cozy environment that fuses form with function. Enjoy a swifter ingress as the premium sedan comes with Smart Entry and a Push Start System that has key-linked memory: automatically adjusting the driver’s seat and outside mirrors according to set preference. Inside the cockpit, the driver cruises with ease through an engaging

dashboard that has a 7” Multi-Information Display and the much-coveted Heads-Up Display technology. . Propelled by the robust and fuel-efficient 2.5 L Dual VVT-i engine, the Camry offers a smooth driving experience like no other. The 6-Speed Automatic Transmission gives freedom of choice through Drive Mode Select, letting you cruise between Sport and Eco modes. The Camry also assists the driver in higher speeds by adding the Highly Responsive Upshift Control and Blipping Downshift Control, both activated in S mode to allow for extremely fast shifting without reducing engine braking and lowering shock. Camry scored a 5-star ASEAN NCAP rating, making it one of the safest passenger cars in the market. Aside from its 7 strategically-placed airbags, the eighth generation model uses an Electronic Parking Brake. All variants are equipped with Hill Start Assist, Vehicle Stability Control, and Anti-Lock Brake System.
