The President also said he discussed with Xi how to further “enhance functional cooperation in key work areas, such as bilateral trade and two-way investments promotion.” Duterte said they tackled infrastructure development, particularly China’s participation in his administration’s Build, Build, Build program. “We discussed our cooperation on the reconstruction and rehabilitation of Marawi and the Philippines’ participation

Poll body trims number of Senate bets, party-lists By Vito Barcelo THE Commission on Elections has trimmed the list of accredited party-list and senatorial bets to 24 from 185 and to 148 from 152, respectively, for the 2019 May elections. The Comelec said the official number of senatorial candidates was expected to be reduced by more than half after it releases the final list on Dec. 15. House averts reenacted budget By Maricel V. Cruz

V

OTING 196 to 8, the House of Representatives on Tuesday approved on third and final reading the proposed P3.757-trillion national budget for 2019, putting to rest fears of a reenacted budget next year.

The voting on House Bill 8169, or the 2019 General Appropriations Bill, came as House Majority Leader Rolando Andaya Jr. assured everyone that next year’s national budget was “pork-free.”

in China’s Belt and Road Initiative,” said Duterte. “We also discussed mutual concerns on defense, security, maritime cooperation, law enforcement, transnational crime, as well as strengthening our partnership in combatting the trafficking of illegal drugs,” he added, emphasizing that they also touched matters of cooperation in enhancing two-way tourism, agriculture, education, science and technology, and cultural exchanges. Duterte then personally conveyed his appreciation to the Chinese official for his “valuable support” for the country’s initiatives in regional and international spheres. He also extended his gratitude for the “generous assistance” the Beijing has been giving during calamities, such as the recent Typhoon “Ompong.” “With mutual respect, sincerity, and adherence to sovereign equality, I will continue to work closely with President Xi to deepen the relationship between our great countries, so we may together secure a peaceful and prosperous future for both our peoples and for the entire region,” he added. Belt-Road Initiative Among the agreements signed was the memorandum of understanding on cooperation on the Belt and Road Initiative. Xi, in his press statement, personally invited Duterte to attend the 2nd Belt and Road Forum in China in April 2019. “Both sides have the view that as fellow developing countries in Asia, China and the Philippines face similar developmental challenges which make us natural partners with a common destiny. The two sides will seek greater complementarity between China’s Belt and Road initiative and the Philippines development strategy and make our cooperation more comprehensive and balanced,” he said. Also signed was the memorandum of understanding (MOU) on cooperation on oil and gas development between the Philippines and China. Energy Secretary Alfonso Cusi said the MOU was crafted to find ways for the country to benefit from the resource-filled waters in the South China Sea. Xi also said that they will continue to manage “contentious issues and promote maritime cooperation through friendly consultation” in the disputed waterways. The Chinese official added that they will contribute their own share to establish peace, stability and welfare in the resourcefilled waters. “Both sides believe that once in a century shifts are on the way around us, making the world more multi-polar and a global economy more integrated,” he said. Narcot ics , ter ror ism “Faced with the big issues of peace and developments, China and the Philippines must join hands to uphold the interests of the developing world, resist protectionism and unilateralism, and promote peace, stability, and prosperity in our region and beyond,” he added. China also offered to lend a hand in the Philippines’ counter-narcotics and counterterrorism programs. “[China] will [also] implement arrangements for Filipino teachers of the English language to work in China. Also, China will donate 10,000 tons of rice to help those communities devastated by typhoon Ompong,” Xi continued, stressing that both countries will remain committed to their

“We have been meeting since last week, we have agreed on a schedule and we are now stepping forward and even advancing the schedule that we have been talking about,” Andaya told reporters. The House approved the budget in a plenary session with Deputy Speaker and Surigao del Sur Rep. Prospero Pichay as presiding speaker. Andaya said the 2019 budget was transparent and itemized, and was P10 billion less than the 2018 budget. The House leadership led by Speaker Gloria Macapagal Arroyo earlier ordered the alignment of the alleged pork barrel following the discovery of P52 billion in insertions in the proposed 2019 budget. Arroyo ordered the realignment of the P51.792-billion insertions to other departrelationship and work hard to make it even stronger. Xi arrived in the Philippines Tuesday, aiming to boost blossoming ties with potentially billions in backing for mega-projects. Duterte has proven a willing recipient of Beijing’s attentions, declaring shortly after his election in 2016 his nation’s “separation” from former colonial master the US. Since then Beijing has promised billions of dollars in investment and loans for major infrastructure that the developing nation of 105 million deeply needs, but over two years later nearly none of it has arrived. Xi landed in Manila to a red-carpet welcome at the airport for the first visit from a Chinese president in 13 years, which Manila hopes will finally net those investment deals. China has dispersed tens of billions of dollars in loans since 2013 as it expands its political influence globally, countering the American hegemony that characterized the post-World War II order, especially in Asia. However, even before Xi’s expected arrival, hundreds of protestors descended on the Chinese embassy to voice opposition to closer ties with Beijing. Sea dispute “Philippines is not for sale,” the marchers chanted, as some brandished signs saying “China out of Philippine waters” in reference to a long-running dispute over the South China Sea. Duterte has enthusiastically embraced Xi, even setting aside a key 2016 ruling from an international tribunal that declared as without basis Beijing’s expansive claim over the waterway. The dispute over the resource-rich South China Sea, a key transit route for billions in trade, led to a freeze in Manila-Beijing relations, which thawed with Duterte’s pivot. China subsequently pledged $24 billion in loans and investments, but just a tiny portion has come through, prompting critics to say Duterte was tricked. Meanwhile, others have warned of a “debt trap” citing China’s lending record with the rest of the developing world. Filipino analyst Richard Heydarian said China’s pledges induced Manila to “soft-pedal” on the South China Sea issue, but Beijing failed to hold up its end of the bargain. “We know there was a geopolitical calculation,” he said. “What is the incentive to rush if Duterte has been giving them whatever they want?” Budget Secretary Benjamin Diokno conceded last week the delays were partly due to China’s unfamiliarity with the Philippine bidding process on big infrastructure projects, but didn’t hide his wish for things to accelerate. ‘The visit of the head of state of China will put pressure on the team [in Beijing],” Diokno added. Gregory Wyatt, director for business intelligence at PSA Philippines Consultancy, said big projects face many barriers in the Philippines, like right of way issues, regulatory approvals and political dissent. “The foreign investment has come, the infrastructure loans have not,” he added. Chinese investments in the Philippines surged more than fivefold in the first six months of the year after a 67-percent expansion last year, Foreign Minister Wang Yi said during a Manila visit last month. Two-way trade also topped 10 percent over both periods, he added. Chinese investors poured money into online gaming, real estate, service providers and stakes in existing Filipino firms, but not into large-scale infrastructure or manufacturing, Wyatt said. The Palace official, however, acknowledged that The Hague ruling “psychologically” benefited the country as it declares to the rest of the world that the Philippines has rights over some portions of the South China Sea. President Rodrigo Duterte, who earlier set aside The Hague ruling in a bid to build stronger ties with Beijing, still vowed to raise bring the issue about the dispute over the South China Sea on the negotiating table before the end of his term. But meanwhile, who will enforce it? There’s no power on earth that can enforce, the United States cannot, who will [not],” Panelo said in a press briefing Tuesday. Panelo’s description of the ruling as “useless” was in response to a question about the role the decision played in the ongoing dialogue between the Philippines and China.

Acting Presiding Judge Felix Reyes convicted Supian, trainer of Maute recruits in Sulu, of terrorism and sentenced him to suffer 40 years of imprisonment. Samindih and Harun, on the other hand, were found guilty of rebellion and were both sentenced to imprisonment of from eight years and one day to 14 years, eight months and one day. In the first case, the trial court ruled that the prosecution was able to prove that Supian was responsible for putting up Camp Javal Nur or Tiger Base in BarangayPang, Kalin-

ments and projects to ensure an equitable distribution among all regions. The allocations or alleged insertions that were being questioned were already realigned to the following items when the House convened into a committee of the whole: P5 billion as additional National Disaster Risk Reduction and Management Fund for the rehabilitation of the areas badly hit by Typhoon “Ompong,” especially Cagayan Valley; P3 billion for the Health Facilities Enhancement Program of the Department of Health, which was reduced to P50 million; P3 billion for the department’s Health Human Resources Development “to stave off the mass layoff of 6,000 nurses and doctors and dentists as well”; P1.2 billion for the Capital Outlay of State Universities and Colleges ; P3 billion for the Technical-

Vocational Laboratories under the Department of Education; P11 billion for roads to decongest traffic in the urban areas; P10 billion for roads for identified tourism areas; another P10 billion for roads to trade areas, economic zones, livelihood centers and markets; and P5 billion for the Department of Agriculture’s farm-to-market roads. For the fiscal year 2019, the education sector will get the lion’s share of the national budget. Of the proposed appropriations of P659.3 billion for the education sector, P528.8 billion will be allocated to the Health department; P65.2 billion will go to State Colleges and Universities; P50.5 billion to Commission on Higher Education; and P14.8 billion to the Technical Education and Skills Development Authority.

The latest result was up by three points from previous 81 percent recorded in June 2018. The SWS also found that a sizable majority of respondents at 86 percent said it is right to strengthen the country’s naval and maritime capabilities. This was up from 80 percent during the previous survey period. On the other hand, 71 percent also said it is right for the government to bring the issue to international organizations, like the United Nations or Association of Southeast Asian Nations, for a diplomatic and peaceful negotiation with China. This was only three points below the 74 percent in June. The SWS also found out that 87 percent of those polled stressed the importance of the Philippines regaining control of the islands occupied by China in the disputed waterways. “The proportion of those aware of the West Philippine Sea conflict rose from 81 percent in June 2018 to 89 percent in September 2018,” the SWS said. Among the 89 percent [who are] aware of the West Philippine Sea conflict before the interview, 15 percent had extensive knowledge, 32 percent had adequate knowledge, 41 percent had only a little knowledge, and 12 percent had very little knowledge about the matter, it said. Respondents were aware of a number of issues involving the West Philippine Sea. “The survey found 65 percent are already aware that the Chinese coast guard has forced Filipino fishermen in the West Philippine Sea to turn over their catch even before the survey, while the remaining 35 percent learned about the issue for the first time during the interview. This is the same as June 2018, when 65 percent were aware of the matter even before the survey,” the pollster said.

Jardeleza’s SALN showed that his net worth consistently rose from P249 million in 2015 to P252.16 million in 2016. Jardeleza’s real property remains at P58.9 million but his personal property increased from P193 million to P202.1 million with no liability. He jointly filed his SALN with his wife Concepcion. Associate Justice Marvic Leonen remains the poorest among the SC justices with a net worth of only P2,964,314.57, an increase from 2016’s P2.485 million. His real properties are still pegged at P3.4 million while personal property increased to P3.1 million from P2.6 million in 2016. His liabilities total P3.6 million. Del Castillo has a net worth of P141,540,867.20 from P138.9 million in 2016. The value of his real properties increased from P50.9 million to P57.3 million, while personal property decreased from P88.4 million in 2016 to P84.7 million in 2017 with liabilities worth P558,134.06. The third richest is Associate Justice Alfredo Benjamin S. Caguioa with a net worth of P123, 800,000.00, higher than the P 121.5 million in 2016. The value of his real properties increased from P40.8 million in 2016 to P60.8 million in 2017 while personal property decreased from P80.7 million in 2016 to P63 million in 2017 with no liabilities. “Prior to the September survey, 62 percent already knew that the Philippines is unable to prevent Chinese fishermen from fishing in the West Philippine Sea. This is close to the 64 percent in June,” the SWS added. “Prior to the September survey, 50 percent already knew that China created artificial islands that they use as military airbases. This is the same as the 50 percent in June,” it continued. Meanwhile, despite some government actions to improve the relations between Manila and Beijing, Filipinos continue to see China in a bad light. The SWS said that China was rated “poor” in the September survey with -16. Its net trust in June was rated “bad” with -35. Public trust in China has only been positive in only nine out of 47 surveys since the SWS first surveyed it in August 1994. The major polling firm also said the public distrust in China was higher among those who were aware that China created artificial islands for their military airbases. The country’s longtime ally, the United States, however, kept a “very good” rating, yielding a 58 percent, which is six points below from the last survey. On the other hand, countries such as Japan, Malaysia, and Israel have obtained a neutral net trust rating. As they rolled out the red carpet for Xi’s visit in the country, Malacañang said the survey results were “far from the truth,” viewing the latest results with skepticism as they questioned the SWS’ data reliability. “We find the timing of the release of the results of the survey suspect considering that such was made public on the day of Chinese President Xi Jinping’s first state visit to the Philippines. This adds credence to the commonly-held belief that polling firms could be wittingly or unwittingly used for partisan purposes,” Presidential Spokesman Salvador Panelo said in a statement Tuesday. With his real properties now valued at P25.4-million from P24.2 million in 2016 while personal property increased to P22.7 million from P19.3 million in 2016 with liabilities worth P50,000. Faeldon got appointment papers finally —DoJ chief By Rey E. Requejo

FORMER Customs chief Nicanor Faeldon may now assume his post as director general of the Bureau of Corrections, an attached agency of the Department of Justice. Justice Secretary Menardo Guevarra said Tuesday President Rodrigo Duterte had finally signed Faeldon’s appointment papers to replace Ronald dela Rosa, who resigned last month to run for senator in next year’s elections. “Nicanor Faeldon’s appointment papers as director general of the BuCor have been signed by the President and ready for release by the executive secretary,” Guevarra said in a text message to reporters. He said Faeldon’s appointment coincided with the 113th anniversary of the bureau, which is tasked to manage the New Bilibid Prison in Muntinlupa City, the Correctional Institute for Women in Mandaluyong City and other penal colonies in the provinces. Duterte announced Faeldon’s appointment to the bureau last month, but the former Marine captain was not able to assume his post because he had no appointment papers. Guevarra said his office had earlier requested the Civil Service Commission to evaluate and endorse Faeldon to the Office of the President as part of the requirements for his appointment. He said Assistant Secretary Melvin Ramon Buenafe, who is the Bureau of Corrections’ deputy director general for security and operations, was temporarily tapped as officer-in-charge of the bureau. Dela Rosa was the bureau’s chief post for six months. Faeldon was the former chief of Customs but he had since stepped down from the post over the P6.4-billion shabu shipment case that hounded Customs last year. Faeldon tendered his resignation thrice before Duterte accepted it. Duterte then reappointed Faeldon as deputy administrator of the Office of Civil Defense under the Department of National Defense in December last year, or four months after he quit as Customs chief.

Opposition denounces SC decision on ‘Panitikan’ AN OPPOSITION leader in the House of Representatives on Tuesday dismissed as “unconstitutional and antiyouth” the Supreme Court’s decision to downgrade Filipino and Philippine literature (panitikan) to an elective or optional subjects in college. “Language involves muscle memory. You lose it if you do not use it,” Albay Rep. Edcel Lagman said, citing Section 6 of Article XIV of the Constitution which, he said, categorically mandates that the “national language of the Philippines is Filipino.” “Contrary to the ruling of the Supreme Court, the aforesaid provision does not need an implementing statute for its enforcement,” Lagman said. “It is an aberration that the teaching of Filipino, which is the national language, is only elective while teaching of a foreign language like English is compulsory,” he added. “What the Constitution provides for voluntary and optional teaching is Spanish and Arabic, not Filipino,” he said. Lagman also said it is an unacceptable argument that the required teaching of Filipino and Philippine literature in the tertiary level is a duplication of what is being taught in elementary and high school as instruction of Filipino and Philippine literature in college is more advanced, intense, and incisive. “Demoting Filipino and Philippine literature in college as elective subjects is also anti-youth because it deprives young people from truly imbibing Philippine history and culture, and practicing nationalism and patriotism,” Lagman said. Solon hits PECO’s blackmail try on franchise bid A CONGRESSMAN on Tuesday criticized as uncalled for the attempt of the controversial utility firm Panay Electric Co. to blackmail Congress into granting it a franchise with a threat to plunge Iloilo City into a citywide power blackout. Parañaque Rep. Gus Tambunting said PECO legal counsel Inocencio Ferrer was wrong in threatening to cut off the operation of PECO and cause citywide blackout in Iloilo City as it is not the fault of Congress to grant the franchise for distribution utility in Iloilo City to another company because Congress has to choose the company that can best serve the consumers. “Congress has decided to give the franchise to another company. A franchise is a privilege granted by Congress. We have testimonies of how PECO has been inefficient through the years,” Tambunting said. He noted that Congress received all the complaints filed over the years by Iloilo City consumers against PECO’s penchant for overbilling its customers, the dilapidated transmission facilities like old leaning electricity poles that endanger residents, low quality of public service and the consistently high electricity rates already proven by industry experts as the highest not only in the Philippines but in the entire world. PECO employees also complained to Congress of the company’s failure to pay overtime salary while an employee, Guadioso Arnejo Sumandi, complained to President Rodrigo Duterte in his 8888 Citizens complaint number that PECO employees had to pay for repair materials because the company had not been buying repair materials for the past two years.

Bicam report on expanded maternity leave gets ratified By Maricel V. Cruz

T

HE House of Representatives on Monday ratified the bicameral conference report on the measure providing 105 days maternity leave.

The ratified committee report contained House Bill 4113 and Senate Bill 1305 or the “105-Day Expanded Maternity Leave Law,” which increases the maternity leave period to 105 days for working mothers with an option to extend for an additional 30 days without pay, and granting an additional 15 days for solo mothers. The bill stipulates that all covered female workers in the government and in the private sector, including those in the informal economy, regardless of civil status or the legitimacy of her child, shall be granted the 105-day maternity leave with full pay. Moreover, in pursuit of Republic Act 8972 or the “Solo Parents’ Wel-

fare Act,” the worker shall be granted a 15-day additional leave also with full pay. The maternity leave shall be enjoyed by employees in every instance of pregnancy, miscarriage, or emergency termination of pregnancy, regardless of frequency. However, a 60-day leave with full pay shall be granted to workers for cases of miscarriage or emergency termination of pregnancy. The leave benefits may be credited as combinations of prenatal and postnatal leaves; provided that they will not exceed 105 days and that the compulsory postnatal leave will not be less than 60 days. The measure also allows a female

worker, who is entitled to these benefits, to allocate up to seven days of leave credits to the father of the child, whether or not he is married to the mother. In cases of death, absence, or incapacity of the child’s father, these benefits may be granted to an alternate caregiver, who is either a relative within the fourth degree of consanguinity or the current partner of the female worker. In the event that the mother passes away or becomes permanently incapacitated, the balance of her maternity leaves shall be accrued to the father or the alternate caregiver. The bill also provides security of tenure for the female workers, whether in the government service or the private sector. Therefore, utilization of this benefit shall not be used as grounds for demotion or termination. The measure also intends to avoid discrimination of employers against beneficiaries of the measure, which may take place in order to avoid the granting of leave credits to the latter.

When we say overall, that is combined Lotto, Keno, Small Town Lottery, and Instant Sweepstakes,” said Balutan. Last year, PCSO initially targeted P55 billion, but it was adjusted to P60 billion due to the roll out of STL. It also strengthened Lotto products nationwide. “Like I always say, figures don’t lie. This is a proof that PCSO is and has always been on the right track in meeting its revenue target or more by the end of this year,” added Balutan. In a data from the office of Arnel Ca-

sas, officer-in-charge Assistant General Manager for Gaming, Product Development and Marketing Sector, it reported that Lotto was the highest earning product with P27,987,584,260 gross sales, which is 5.13 percent higher compared to the same period last year. It was followed by STL with P21.9 billion sales, Keno with P3,899,533,950 sales, and Instant Sweepstakes with P958,364,000. “We are confident that we will once again break our sales records and hit the P60-billion sales by the end of this year. And this is because of the phenomenal sales brought about by the record-breaking jackpot prize that reached P1 billion for the Ultra Lotto. Its promotion, popularity, and public acceptance also helped other online lotto games to increase sales for the months of September and October. STL sales is also unprecedented for this period,” explained Casas.

Balutan likewise credited the growing sales from the Expanded STL operations being operated by Authorized STL Agents nationwide. “Second highest earning product ang STL. That’s why very aggressive tayo sa ating campaign against illegal gambling, especially ’yung mga jueteng, swertres, at pares. Only PCSO is authorized by the government to operate. Tangkilin natin ang authorized numbers games sa ating mga probinsya para makatulong tayo sa paglago ng ating pondo,” said Balutan. PCSO Charter, or RA 1169, particularly on revenue allocation, provides that the revenue of the PCSO shall be allocated to 55 percent for prize fund (payment of prizes), 30 percent for charity fund (various charity programs and service) and 15 percent as operating fund (maintenance and operating expenses).

Cd0 top cop wounded in ambush CAGAYAN de Oro City—One of Northern Mindanao’s top cop in Police Supt Michael John Deloso is in critical condition after he was ambushed on Tuesday around 9:55 am just outside the National Bureau of Investigation region 10 headquarters. Scene of Crime Operatives Police Senior Insp. Derlyn Reuyan said that Deloso had just dropped off his wife, a medical doctor at the Northern Mindanao Medical Center when he was ambushed less than two blocks away from NMMC and just a stone throw away from the NBI headquarters. The crime occurred along Juan Luna Street corner Capitol Road at the Misamis Oriental Provincial Compound, this city. Reuyan said that they were able to recover nine pieces of .45 caliber, 12 pieces of 9mm, 3 pieces of deformed fired bullets and a piece of metal jacket from a fired bullet. “We are not sure yet which bullets were

fired from which direction,” Reuyan said. Deloso was rushed to the NMMC where he has undergone operation for his wounds. Reuyan said the suspects were riding in two motorcycles. Bullets holes are still visible in the van’s driver side. According to Cagayan de Oro City Police Office chief of DCDO PSupt Reynante Reyes, Deloso is assigned at the Regional Police Strategy Management Unit, Regional Police Headquarters in Camp Vicente Alagar. Deloso was implicated in an extortion attempt in 2014 in a complaint by drivers and jeepney operators in this city while he was chief of the COCPO traffic unit. An NBI entrapment nabbed Deloso and Police Officer 3 Ernesto Galleto but Deloso was later acquitted. Cagayan de Oro City Mayor Oscar Moreno has condemned all acts of violence including the attempt on the life of Deloso.

PAL, MIAA install pop art Xmas tree at airport THE Manila International Airport Authority has joined flag carrier Philippine Airlines in bringing Yuletide spirit at the Ninoy Aquino International Airport by installing a pop art Christmas tree showcasing symbols identifying Manila. “We want this Christmas tree to be a beacon of hope and goodwill that illuminates the dreams and wishes of everyone with their families this year,” said PAL president Jaime Bautista in a simple ceremony Monday night. “This Christmas tree is meant to project a uniquely Filipino spirit, honoring the fun-loving, creative and passionate people who make our capital city such a dynamic and unforgettable place. So when citizens of faraway nations came to visit our country, they will feel and see that there’s no Christmas like a Pinoy Christmas,” he added. MIAA general manager Eddie Monreal thanked PAL for coming up the kind of holiday decoration, which he said, every air traveler can have an opportunity for self portrait (selfie) and group photos as remembrance in NAIA before leaving Manila with a spirit of joy. PAL corporate communications head and spokesperson Ma. Cielo Villaluna said the legacy carrier commissioned Miguel Miñana and ThemeWorks (an event firm) to give the airport terminals a different decorative twist for the holiday season. She added that the goal of the designers is to transform the businesslike terminal spaces into the “streets of Manila,” evoking the sound and colors of the mega-city that sprawls beyond the confines of the airport.

House confirms validity of Mislatel franchise THE House of Representatives Committee on Legislative Franchises chairperson Franz “Chicoy” E. Alvarez sent a letter to the National Telecommunications Commission regarding the latter’s request for guidance on the validity and existence of Republic Act No. 8627, entitled “An Act Granting the Mindanao Islamic Telephone Company Inc., a Franchise to Construct, Establish, Install, Maintain and Operate Wire and/or Wireless Telecommunications Systems in the Philippines.” “To date, the Committee [on Legislative Franchises] has not received any notice of a judgment from any judicial or quasi-judicial body revoking or cancelling the franchise granted to MISLATEL through R.A. 8627.” In other words, MISLATEL’s franchise remains valid and subsisting,” Alvarez said. Based on a committee report submitted by the Committee Affairs Office on October 23, 1997, the House approved the application of MISLATEL through House Bill No. 10073, which eventually passed into law in the form of R.A. 8627. It was, however, pointed out that MISLATEL has failed to diligently submit within 60 days from the end of every year the required annual report to Congress. Nevertheless, non-compliance with said reportorial requirement did not affect the validity of MISLATEL’s franchise.

LMOST nine years to the day, 58 people in an election motorcade were slaughtered in the town of Ampatuan in Maguindanao province. Their killers tried to cover up their crime by burying their victims and their vehicles in mass graves that had been excavated days before.

The 58 people included at least 34 journalists who were covering the motorcade of Esmael Mangudadatu, who was challenging a member of the powerful Ampatuan clan for the position of governor in the 2010 elections. Mangudadatu sent his wife, two sisters and an aunt to file his certificate of candidacy in his stead, believing rather naively that his enemies would would not hurt women because this was not a part of Muslim culture. It was a deadly miscalculation. In one of the country’s bloodiest convulsions of political violence, about 100 armed men said to be working for the Ampatuans ambushed the convoy of six ve-

hicles on a lonely stretch of highway and drove them to the top of a hill that appeared to have been a prepared killing ground a few kilometers from the highway. TV footage showed bullet-ridden bodies sprawled around the vehicles; others had been thrown into a mass grave and covered with earth. There were signs that the killing was done at point-blank range, using high-powered firearms. Several women were raped before they were killed. Mangudadatu’s wife, two sisters—one of which was pregnant, and an aunt, also with child, were murdered, along with journalists, lawyers, aides, and motorists who were witnesses or were mistakenly identified as part of the convoy. In January 2010, least 198 suspects, including Andal Ampatuan Jr. and Andal Ampatuan Sr. and several other members of the Ampatuan clan, were charged with murder. Since the start of proceedings in January 2010, a total of 253 witness have been presented—190 from the prosecution and 63 from the defense. But nine years after the massacre, only 115 of the 200 accused have been arrested.

Of nearly 200 accused, only 115 had been arrested. At least three witnesses have been killed and two potential witnesses survived attacks then refused to testify. On July 17, 2015, Ampatuan Sr., the principal accused in the massacre, died at National Kidney and Transplant Institute. Throughout the trial there were allegations of bribery and deliberate attempts to delay the proceedings. But now, a decision is finally in sight, after the Department of Justice submitted the case for resolution by the Quezon City Trial Court Branch 22. Ating Prosecutor General Richard Anthony Fadullon said that Judge Jocelyn Solis-Reyes is now expected to set the promulgation of the case where she will decide whether to convict or acquit the accused. As we approach the ninth anniversary of the massacre on Nov. 23, all eyes will be on the Quezon City court and how the judge decides. It is our fervent hope that the 58 men and women who were murdered on that fateful day will finally get justice, albeit nine years late.

Devotees, police keep vigil as Vietnam mindfulness monk comes home By Jenny Vaughan WHEN meditation master Thich Nhat Hanh takes a wheelchair tour of the forested pagoda in Vietnam where he has come to die, the 92-year-old is greeted by crowds of devotees—and secret police assigned to watch him. The monk-turned-peace-activist credited with bringing mindfulness to the West, from the homes of Hollywood celebrities to Silicon Valley

boardrooms, spent nearly four decades in exile. In that time he set up retreats around the world and wrote over 100 books including on mindfulness and meditation —a cornerstone of a $4.2-trillion dollar global wellness industry espoused by Oprah Winfrey, Arianna Huffington and tech billionaire Marc Benioff. Initially, the slight monk with a serene smile was banished for calling for an end to the Vietnam War.

But the Zen master, whose reach within Buddhism is seen as second only to the Dalai Lama, was kept away as he advocated religious freedom around the world including in the communist country where all faiths are strictly controlled. He has been permitted to see out his final days at his Tu Hieu pagoda in the ancient city of Hue, Vietnam’s Buddhist heartland. Turn to A5

Opinion Gokongwei’s legacy VIRTUAL REALITY TONY LOPEZ AT 92, JOHN Gokongwei Jr. remains the quintessential icon of entrepreneurship and business resilience. His track record and wholesome family-oriented values are amazing. Big John is much admired and respected and feared. He started at age 13 when the family business in Cebu was burned to the ground. Today, after nearly 80 years of entrepreneurship, Big John can count on two things as his legacy. One, his disruption of three industries that were controlled by what he called Goliaths—airline, cellular telephony, and ready-to-drink tea. Two, he became big largely through acquisitions and not through internal growth of companies he founded. In 2011, he bought into PLDT for P69.2 billion, once the Philippines’ telco monopoly but which is now losing traction and focus. This was after selling his Digitel (Sun Cellular) to PLDT for P74.1 billion. In 2013, he bought for P71.9 billion 27 percent of Meralco, Luzon’s electricity distribution monopoly. Today, JG Summit’s expanded ownership of 29.6 percent in Meralco is worth P123 billion. JG Summit’s diluted ownership of 8 percent of PLDT today is worth P23.4 billion. Larger in value than his ownership in PLDT is JG Summit’s 37 percent in UIC, the Ayala of Singapore. That is worth P64.8 billion. In November 2014, John bought New Zealand’s Griffin’s Food Ltd. for P26.25 billion. “In recent years, URC has been looking for opportunities to explore potential acquisitions and partnerships in line with our vision to be a significant regional player in snack foods and beverages. While we have already built very strong brands, our strategy is to continue offering our existing consumers and markets in the Asean and Greater China regions with innovative, convenient, lifestyle-focused and on-the-go products,” JG Summit President Lance Gokongwei said.

But even in the twilight of his life, Thich Nhat Hanh—unable to fully speak or walk since a 2014 stroke—is closely monitored by plainclothes police who keep vigil outside his gated compound. “It’s not a completely free country, everything is subject to observation and the government always wants to have everything under their control,” said one of his longtime attendants, requesting anonymity. In 2016, JG Summit acquired 30 percent of Global Business Power for P11.8 billion. GBP is a major power producer for the Visayas and Mindoro with generating capacity of 854 megawatts. John’s Cebu Pacific, now 22 years old, became No. 1 in being a low-cost carrier. His C2 became No. 1 in RTD tea. His Digitel Sun Cellular became a major player in cellular phones by offering cut-throat rates but when the competition became too tough, he sold out to the biggest telco, PLDT, at a huge profit, while retaining significant presence to cash in on future growth of PLDT.

He disrupted industries, and became big through acquisitions.

His C2 became No. 1 and still is. Later, gin, brandy and wine proved to be also strong growth sectors. Some acquisitions did not pan out, like his purchase of Oriental Petroleum, for P1 billion. As it turns out, however, there were other bigger and better businesses to buy conquer or buy which are yielding more phenomenal returns and providing strong foundation for growth. John sold prematurely his stake in PCIBank to Equitable which later became the largest bank, as BDO, under Henry Sy Sr., a long-time business rival. As a result, John missed the awesome double-digit growth in bank profits and returns on equity that the ten largest banks continue to enjoy today despite tightening competition. Banking remains a robust business and has a spectacular potential. In the 1970s, the Philippine National Bank was the largest in Southeast Asia. Today, the entire Philippine banking system is not even enough to match the resources of the biggest bank of either Singapore or Thailand. John is going back into banking

with his increasingly aggressive Robinsons Bank. John was also late into power generation, a business that San Miguel easily dominated very early with generation capacity of 4,293 MW. It is not too late to enter the game as power demand now grows 5 percent per year with the explosive growth of the economy. JG is only now preparing to enter infrastructure, a business where San Miguel has become No. 1 and is ahead of latecomers, literally by hundreds of kms. JG is looking at the P108-billion rehab of NAIA. It lost out in the bid for Clark. Robinsons Land mulls entry into warehousing and logistics, dorm and shared office spaces, and digital space. For its part, Cebu Pacific will become conservative and flexible in its fleet expansion following a massive refleeting. Cebu is making 4.2x more money from ancillary revenue (like baggage fees and penalties) which contributes 75 percent of revenues, than passenger sales (18 percent). Cargo is 7 percent. In foods, San Miguel is undisputed No. 1. In retail, JG Summit is No. 3 in sales with $2.3 billion, behind SM Retail’s $5.7 billion and Puregold’s $2.493 billion, despite being No. 2 store count (1,718) after SM Retail (2,032) and ahead of Puregold (372). In property, in terms of market cap, Robinsons Land is No. 4 with $2 billion, behind SMPH, $18.2 billion; Ayala Land, $10.9 billion; and Megaworld $2.7 billion. In Forbes’ latest listing of Philippine billionaires, Gokongwei Jr. is ranked third, with estimated wealth of $4.4 billion, behind Henry Sy with $18.3 billion and up and coming Manuel Villar with $5 billion. In the BizNewsAsia ranking, John is No. 4, with $3.63 billion, behind Sy $13.55 billion, Iñigo Zobel $4.82 billion, and Villar $4.12 billion. Last October 2018, John was given the Lifetime Achievement Award by his Alma Mater, the University of San Carlos. His speech was short and sweet and substantial. biznewsasia@gmail.com

do when hundred of imported containers are unloaded at the Manila Port? Nothing will scare these corrupt Customs people. And nothing can stop smuggling even right under the noses of the most well-intentioned officials. This is why smugglers are so brazen. So long as there is human intervention and discretion at Customs, it will continue to be corrupt. The presence of the AFP will not deter the presence of fixers who can navigate their way around Customs. President Benigno Aquino III had six Customs Commissioners. Presi-

Philippines on Jan. 15 to 19, 2015. On another matter, the Philippine National Police in a statement said it is withdrawing its support for the ABS-CBN TV series “Ang Probinsyano.” PNP Director General Oscar Albayalde said the TV series had put the police organization in a bad light by depicting its officials and men as totally corrupt and criminals in uniform. The network’s producers cited its disclaimer at the start of each episode saying the plot and characters are fictional and not based on any actual persons and events, But because Ang Probinsyano resemble some real people and events, viewers relate to

the TV series which happens to be on its third year. As someone who follows the series, my take on the matter is simply this. It’s time to end it and ring down the curtain. Anything no matter it good it is can turn boring because the audience is waiting for a denouement. There are so many sub-plots and villains that come up to bring harm to the main character of Cardo portrayed by Coco Martin. It has become ho-hum even to those who had gotten addicted to the series. To the ABS-CBN top honchos, think of another series to replace Ang Probinsyano. Give it a rest, guys.

all activities. The government is particularly uneasy about leaders like Thich Nhat Hanh, who counts hundreds of thousands of followers at home and abroad —including Oprah who keeps one of his books by her bedside. Business titans like Salesforce CEO Benioff have embraced his mindfulness philosophy to boost innovation and improve bottom lines. Since his return to Vietnam last month, hundreds have flocked to his pagoda to join the monk on his outings around the temple’s lush gardens. Most are devoted to his spiritual messages, not his politics. “He taught us to love people, to love ourselves, to love nature,” said Tran Thi My Thanh, who made the pilgrimage

with friends from Ho Chi Minh City. “We were so moved that we burst into tears, I couldn’t control myself,” she said after walking with Thich Nhat Hanh, who was wrapped in brown robes and pushed in his wheelchair by attendants. Since Thich Nhat Hanh was allowed back into the country in 2005, the first of a handful of controlled visits, he has called for greater religious tolerance. His messages have not always been welcomed: In 2009 his followers were driven from their temple in southern Lam Dong province by hired mobs. “[The government] fears any organized group that has a mass following, just like how the Chinese government treated Falun Gong,” said Tuong Vu, Asian Studies director at the Univer-

sity of Oregon. No more fighting Religious leaders in Vietnam have proven their capacity to mobilize the masses. Catholic priests have led environmental protests, Hoa Hao Buddhists have waged anti-communist demonstrations, and Protestant Montagnards have clashed with authorities over land rights in the central highlands. But Thich Nhat Hanh’s disciples say they come in peace. “We know that Vietnam has difficulty, and we know the world also tries to help Vietnam open up, to have more freedom, more democracy... we try to help also, but we do it in a Buddhist way,” said Thich Chan Phap An, one of Thich Nhat Hanh’s closest disciples.

“It’s not wise to have confrontation, but it’s very good to have communication,” he told AFP. It’s a message that Thich Nhat Hanh harnessed in 1966 on a trip to the US where he met Martin Luther King Jr. who joined his calls to end the war and later nominated him for a Nobel Peace Prize. Thich Nhat Hanh was barred from returning home, his anti-war stance deemed traitorous by both north and south Vietnam, and spent the next 39 years in exile in France. His disciples say he is overjoyed to be back in his ancestral homeland, and after a lifetime of pushing for peace he can finally relax. “No more fighting, he is just enjoying his time,” said close aide, Sister Dinh Nghiem. DPWH uses drones for bridge check By Vito Barcelo THE Department of Public Works and Highways is utilizing unmanned aerial vehicles (UAVs) or drones to check structural integrity of the country’s longest and highest bridges—the San Juanico Bridge connecting Samar and Leyte and Agas-Agas Bridge in Southern Leyte, both in Eastern Visayas. Public Works Assistant Regional Director Eric Ayapana said the bridge inspection by drone technology was part of Japan International Cooperation Agency Project-Technical Cooperation Project on Improvement of Quality Management for Highway and Bridge Construction and Maintenance Project. He said that drone inspection results could be immediately used to identify necessary and urgent bridge maintenance works. “We are grateful for the support being provided by the Japanese government in our effort to incorporate technology in improving and preserving structural integrity of our public infrastructure,” he said. “This method will hopefully make our inspections faster, cost-efficient and less risky to our personnel,” Ayapana said. He said carrying out traditional inspections especially of long-span bridges normally took time and was riskier for inspectors who need to travel long distances and climb steep walls and posts. JICA Project Team Leader and Bridge Expert Hideo Nagao said the use of drones in inspections would be utilized more frequently and to produce more accurate data in just a short period of time. JICA’s final assessment and evaluation for San Juanico and Agas-Agas Bridges is expected to be available by February 2019.

Garcia loses anti-graft bid CEBU 3rd District Rep. Gwendolyn Garcia has lost her bid at the Sandiganbayan to dismiss two counts of graft and one count of technical malversation against her, after a special division created voted 3-2 to deny her appeal. The charges arose from the Balili property which has hounded Garcia since 2010 when she was still governor of Cebu. In the Sandiganbayan where each division consists of three justices, the vote must be unanimous to be effective. In case of a dissent, the division will invite two additional members chosen via the drawing of lots. The winning vote is determined by majority. Garcia filed a motion to dismiss before the Second Division, whewre she argued the long time prosecutors took to investigate and have the cases tried violated her constitutional right to speedy trial. The complaints were filed against Garcia in June 2010 shortly after she was reelected governor of Cebu. The complaints accused her of malversing public funds through the purchase of the Balili properties which turned out to be submerged under water. There are no clear mathematical standards to determine what constitutes inordinate delay, although the Supreme Court had recently declared that when computing the period, the fact-finding phase at the Ombudsman level should be excluded from the count.

Ecowaste Coalition wants children safe this Xmas By Joel Zurbano

“P

ROTECT children from unsafe toys this Christmas.”

Officials and members of environmentalist group Ecowaste Coalition made the appeal to consumers on Tuesday to ensure that children must only be given toys that would not expose them to harm. “The market is flooded with cheap and unregistered toys whose quality, safety and suitability cannot be guaranteed. Under this situation, consumers, particularly parents, will have a huge responsibility to play in terms of picking the right toy for children that will not pose harm to their young bodies and minds,” said Ecowaste chemical safety campaigner Thony Dizon. In an event held at San Vicente Elementary School in Quezon City, the group emphasized society’s responsibility to provide safe toys that could help a child to discover and enhance her or his potentials to the fullest. The event dubbed “Every child deserves a safe toy: Make it happen,” coincided with the celebration of the Universal Children’s Day on Nov. 20, the day when the UN General Assembly adopted the “Declaration of the Rights of the Child” in 1959 as well as the “Convention on the Rights of the Child” in 1989.

Ecowaste cited the findings of its recent study in collaboration with IPEN Chemicals in Products Program indicating the presence of lead and other toxic metals in 32 out of 100 sampled toys (32 percent). None of the samples, including a fidget spinner with 198,900 ppm of lead, provided a list of chemicals that make up a toy nor provided text or graphic warnings. The study further revealed that the country’s toy registration and labeling requirements are not effectively enforced as evidenced by 77 percent of the samples providing zero information about their manufacturers and/or distributors, 75 percent not indicating License to Operate number on the product label, and 75 percent failing to meet other required labeling information on the packaging. In addition to toxic chemicals lurking in toys, Dizon also pointed to other hazards that might be present in some toys. Toys with small parts may be ingested causing choking, or, in some instances, get pushed into the nostrils or ears. Toys with pointed or sharp edges may injure the eyes or cut the skin. Toys with cords longer than 12 inches may cause strangulation. There are also toys with the potential to cause blunt force injury or trauma. Consumer rights advocate lawyer Vic Dimagiba, president of Laban Konsyumer Inc., also stressed the importance of ensuring that toys are adequately and

‘Judges-at-large’ posts endorsed for plenary By Macon Ramos-Araneta SENATOR Juan Edgardo Angara has endorsed for plenary approval the bill creating “judges-at-large” positions in the lower courts to help unclog court dockets and speed up the resolution of cases. In sponsoring the proposed JudgesAt-Large Act of 2018, Angara said Filipinos could somehow expect the wheels of justice in the country to turn faster with the appointment of acting or assisting judges in regional and municipal trial courts across the country. According to Angara, these socalled “judges-at-large”—who shall have no permanent salas and can be detailed by the Supreme Court to any lower court—would help ensure that

truthfully labeled. “The provision of complete and honest labeling information will help consumers in making an informed choice on what toy to buy for a child. I cannot overstress the importance of product labeling information, which is an indispensable tool for making the right purchasing decision,” he said. Dimagiba also underlined the urgency of enforcing Republic Act 10620, or the Toy and Game Safety Labeling Act of 2013, emphasizing that the over-delay in the promulgation of the law’s Implementing Rules and Regulations “is not serving the best interests of the Filipino child and is only benefiting the toy industry.” Dr. Erle Castillo, a toxicologist at Medical Center Manila, cautioned parents against buying toys that have not passed through the quality and assessment verification of the Food and Drug Administration, the government health agency in charge of regulating toys. “Some toys may contain undisclosed chemical ingredients such as lead that can interfere with the growth and development of a child,” Castillo, a member of the Philippine Society on Clinical and Occupational Toxicoloy, said. He explained that chronic exposure to lead even at low doses can affect a child’s health over time, damage brain development and result to decreased intelligence as measured by IQ points, lower school performance, and behavioral problems.

“justice is not only served timely, but also swiftly.” “This measure is but another step in our long-standing quest to make sure that justice is never delayed and denied in the Philippines,” Angara said in his sponsorship speech delivered at the Senate plenary. “It also becomes part of our efforts to make justice real and alive to our people,” he said. Angara strongly believes the measure is a solution to court delays brought about by the shortage of judges to hear cases. Citing a study by the National Statistical Coordination Board from 2005 to 2010, Angara said that lower courts had an annual average load of 1,059,484 cases.

“This translates to over 4,000 cases per working day. Clearly such workload is impossible for the courts and its workers to handle, leading to a blatant affront on every person’s constitutional right to the speedy disposition of their cases,” he said. The primary factors for this congestion is the lack of judges, he said, and the deployment of regular judges as assisting or acting judges. According to Angara, appointing regular judges as assisting or acting judges has been proven to be unproductive and inefficient solution since those who are deployed often have to divide their attention between their own salas and the vacant or congested courts to which they have been assigned.

Miraflores couple acquitted of graft By Maricel V. Cruz AKLAN Gov. Florencio Miraflores and his wife, former Ibajay, Aklan Mayor Ma. Lourdes, were acquitted by the Sandiganbayan of graft charges over the alleged non-disclosure of wealth in their Statements of Assets, Liabilities and Net Worth. Voting 4-1, the Special Second Division, in a Nov. 14 resolution, granted the motion of the Miraflores couple dismissing their charges for violation of the Code of Conduct and Ethical Standards for Public Officials, citing “inordinate delay.” “A careful review of the records and the timeline of the disposition of these cases shows that these rules of procedure were not complied with by the Office of the Ombudsman,” the Sandiganbayan said. Florencio was accused of graft for failing to declare his family’s cash investments amounting to P6.16 million in Rural Bank of Ibajay Inc., an Isuzu Elf truck, a Nissan Safari Wagon, a Mazda pick-up, and a Kawasaki motorcycle in his SALN for 2006. The Ombudsman said same investments and properties were not declared in the 2007 SALNs of the Miraflores couple; even as they “willfully, unlawfully and criminally” fail to disclose the motor vehicles in their respective SALNs for 2008 and 2009. But the Miraflores couple underlined their rights to a speedy disposition of the case. They said Ombudsman investigators took more than three years to conduct their preliminary investigation. The Sandiganbayan agreed with the Mirafloreses: “The passage of time in the conduct of the investigations weakens the defense of the accused. In these cases, the attendant delay has already caused tactical disadvantage in the preparation of the accused’s defense.” Associate Justice Michael Frederick Musngi penned the resolution, with the concurrence of Associate Justices Alex Quiroz, Reynaldo Cruz, and Lorifel Pahimna. Associate Justice Oscar Herrera dissented.

Jericho Nograles has been designated as the legislative caretaker for the First District of Davao City after his brother Karlo Nograles was appointed by President Rodrigo Duterte as Cabinet secretary. Koko Nograles is also the legislative caretaker for the 1st District of Sulu. “In the interest of the people of the 1st District of Davao City, the Honorable Jericho Jonas B. Nograles is hereby designated as legislative caretaker of the 1st District of Davao City effective immediately,” read memorandum 17-192 issued by Speaker Gloria Macapagal Arroyo. Nograles thanked Arroyo for the trust and confidence given to him as the caretaker of the 1st District of Davao City as he noted that he had always been very active in constituency-

related work for the people of Davao City. Nograles said that although he would be running anew as a nominee of PBA party-list and would be going around the country to campaign for the 2019 midterm elections, he would make sure that all the commitments made by his brother would be fulfilled before the end of the 17th Congress. “Even before the appointment of my brother as Cabinet secretary, I have always served the First District of Davao City, so I am really happy that I was chosen by Speaker Arroyo and my colleagues as the legislative caretaker of my home district. “Even with only a few months left before the election season, there’s still a lot to be done for the District and I’m fully committed to fulfill this new mandate,” the younger Nograles said. Foton recovers in time to stun Cocolife in PSL FOTON slowed down in the second set, but recovered just in time to pull off a 25-23, 26-28, 25-21, 25-19 victory over Cocolife in the Philippine Superliga All-Filipino Conference yesterday at the Filoil Flying V Centre. Veteran Mina Aganon re-asserted her dominance as she towed the Tornadoes back to the winning track of this prestigious women’s club tourney bankrolled by Isuzu, Senoh, Sogo, Mikasa, Asics, Mueller, UCPB Gen and Bizooku with Genius Sports as technical provider. Aganon registered 18 kills, 22 digs and eight excellent receptions as Foton solidified its hold of the solo second spot with a 5-1 win-loss card. Petron, however, remains on top of the standings with a 5-0 slate and could further widen its gap pending the result of its match against struggling Sta. Lucia at press time. Foton coach Aaron Valdez said their previous loss to F2 Logistics fueled them to work harder to regain their bearings in this battle that also has ESPN5, Hyper HD and Aksyon TV as broadcast partners. “I think our loss to F2 Logistics made us better as a team,” said Velez, who took the helm from Rommel Abella in the off-season. “Despite the loss, the team still radiated positive energy and I did not look at it (loss) as a setback.”

Gepnits, Obra Maestra rule Colts/Fillies Races G

EPNITS and Obra Maestra showcased their wares in front of racing enthusiasts and the country’s top horse trainers as they ruled their separate 2018 Philippine Racing Commission (Philracom) Juvenile Stakes Races worth a whopping P2 million Sunday at San Lazaro Leisure Park, Carmona, Cavite. The Edgar Salvador-owned Gepnits outclassed his fellow young colts in the third leg of Philracom Juvenile Colts Stakes Race with a convincing victory and took home the hefty P1,200,000 purse from the guaranteed total prize of P2 million, including the P70,000 breeder’s take for Augusto de Jesus. Trailing for half the race, Gepnits cooked up a storm from behind before barging into the two-horse party of Iron Hook and Big Boss James midway the 1,400-meter race and pulling away by seven lengths to secure the jewel. “Hindi naman po naging problema ang slow start, kasi kalkulado ko nga po ‘yung kabayo. Tsaka alam ko naman po na handang-handa po siya sa karerang ‘to,” said jockey RG Fernandez. Cinderella King (owner Jacqueline Patricia Michelle Velasco, jockey CP Henson) finished second with P450,000, followed by Barayong (Cipriano Sison Jr, KB Abobo) and Turns Gold (Jo-

seph Dyhengco, JB Bacaycay) bagging P250,000 and P100,000, respectively, for the third and fourth places. Later in the afternoon, Obra Maestra continued to reign as one of the youngsters to watch out for after claiming another emphatic victory and adding the third leg of P2-million 2018 Philracom Juvenile Fillies Stakes crown under her belt. It was a highly-contested race with an ensemble cast of elite fillies before Obra Maestra and jockey JB Guce made their move in the last 100 meters for the win. Obra Maestra gave her owner Sandy Javier a whopping P1,200,000 for her successful run, including awards for her stable and the P70,000 breeder’s purse. Mood Swing (owner SC Stockfarm, jockey JA Guce) captured P450,000 for the runner-up finish, while Full of Grace (Alfredo Santos, CP Henson) clinched third place worth P250,000 and Mona’s Mark (Raymund Puyat, JB Hernandez)

Cavaliers claim scalp of Builders; Responders edge Agriculture five ARMED Forces of the Philippines continued its hot streak, claiming the scalp of National Housing Authority, 90-81, at the start of the second round of the 7th UNTV Cup held over the weekend at the Pasig City Sports Center. The AFP Cavaliers, who topped the Group A elims, expectedly got impressive numbers from Darwin Cordero and former PBA player Boyet Bautista to extend their winning streak to six games since the first round of the tournament designed only for the country’s public servants. AFP had a cold shooting in the first half that saw the Cavaliers fall behind by 12 points (46-34) but rallied midway in the third behind the efforts of Cordero and Bautista to help turn things around. In other games, Philippine National Police continued its surge from a 1-2 start by chalking up its third straight win with an 82-79 win over Department of Agri-

NOTWITHSTANDING the issues hounding the association, tennis chief Atty. Antonio Cablitas is keen on forming a competitive national team for next year’s 30th Southeast Asian Games. “We will have a competitive team for the SEA Games because I intend our players to undergo intensive training overseas beginning January to countries such as China and South Korea,” the Philippine Tennis Association president said yesterday during the Philippine Sportswriters Association Forum at the Tapa King branch in Cubao, Quezon City. “We want our players in Asian countries where they will be up against strong opponents for 11 months so they will be ready to face our regional rivals like Thailand,” Cablitas stressed. Accompanying Cablitas to the session supported by the Philippine Amusement and Gaming Corp. and San Miguel were PHILTA secretary general Romy Magat and training director Martin Misa, who said that former

age group sensation Alberto Lim Jr. had already begun training for the SEA Games. Also being eyed for the SEA Games buildup are Jeson Patromboon, Francis Casey Alcantara, Jurenz Mendoza for the men and Marian Jade Capadoccia and Clarice Patrimonio for the women, he said. Misa, however, said he was not ruling Filipino-Americans Richard Gonzales Huey in joining the national squad for the SEA Games “because the door is always open for them to compete for our country, especially since we are hosting the event.” Cablitas bared that he has tapped veteran non-playing Davis Cup team captain Chris Cuarto to be the competition manager for the SEAG tennis tournament. The PHILTA chief also took the occasion in announcing the country’s hosting of the Asian Tennis Federation general assembly meeting that will be held from Nov. 30 to Dec. 1 at the Manila Peninsula Hotel in Makati.

Hotshots’ duel with Aces a tossup By Jeric Lopez DEAD even. That’s how many people view the coming finals’ showdown of the 2018 Philippine Basketball Association Governors’ Cup pitting title-hungry squads Magnolia and Alaska. The best-of-seven finale between the Hotshots and the Aces is expected to be a toss-up as both teams present almost equal weapons, having prolific imports and supporting casts. Leading Best Import candidates Mike Harris of Alaska and Romeo Travis of Magnolia are expected to lead the charge for the squads in the battle for supremacy. Both sides see a tough and even battle ahead. “It’s always tough playing Magnolia. We’re expecting nothing but a grind-out series ahead against these guys,” said Alaska coach Alex Compton in the finals’ official press conference yesterday. “I have high a respect for them (Hotshots) but I love my team.” “It will be a battle of execution. Both teams are capable of winning,” said Magnolia coach Chito Victolero. “We are positive that we have the ability to get the championship.” The sub-story for their encounter ahead is the past between Travis and Alaska. Travis used to be the Aces’ import in the 2015 version of the tournament where he took Alaska to the finals before getting swept by San Miguel Beer. That was also the time when Travis won his first Best Import award. Now, he is on the other side as he tries to give Magnolia what he fell short off when he was with Alaska. “The history is there but the goal remains the same and that is to help our team win the championship against them. That’s the thing for me,” said Travis. The finals start on Dec. 5 at the Mall of Asia Arena in Pasay City. At the moment, the league is on a two-week break to support the National team’s bid in the next window of the FIBA World Cup Qualifiers.

Pacman teases rematch with Floyd Mayweather

N

EW YORK—Filipino veteran Manny Pacquiao revealed Monday he has spoken with Floyd Mayweather about a possible sequel to their 2015 superfight, but said no decision would be taken on a rematch until the New Year. Speaking in New York to confirm details of his January 19 fight against Adrien Broner, Pacquiao said he had discussed a rematch with Mayweather during a recent trip to Japan. “When I met up with Floyd in Japan, we talked and he said he wants to come out of retirement to challenge me,” Pacquiao said. “All I know is fighting in the ring and entertaining people. That’s my job. Floyd has come out of retirement and we’ll see after this fight.” Mayweather scored a unanimous victory over Pacquiao in 2015’s “Fight of the Century”, which was largely regarded as a let-down despite being the highest-grossing fight of all time. Since then, speculation about a possible rematch between the two welterweights has flickered, with Mayweather saying in September he

was ready to fight Pacquiao. “I’m coming back to fight Manny Pacquiao this year another 9 figure pay day on the way,” Mayweather wrote on Instagram. Meanwhile Pacquiao, who will be fighting in the United States for the first time in two years in January’s bout, said Monday he remained solely focused on Broner before any return with Mayweather. “We cannot underestimate Broner and this fight,” Pacquiao said. “We will discuss anything with Floyd Mayweather after that.” Pacquiao, 39, will face Broner at the MGM Grand Garden Arena in Las Vegas. Pacquiao holds the World Boxing Association’s regular welterweight crown, a step below US unbeaten WBA ‘super champion’ Keith Thurman, after stop-

ping Argentina’s Lucas Matthysse in July at Kuala Lumpur. “I have missed fighting in Las Vegas. It has been a second home to me,” Pacquiao said. “Returning to the MGM Grand Garden Arena to defend my world title against Adrien Broner is an exciting way to stage my homecoming.” Pacquiao, 60-7 with two drawn and 39 knockouts in a career that began in 1995, turns 40 in December while American Broner is 33-3 with one drawn and 24 knockouts. Pacquiao, the only fighter to win world titles in eight different weight divisions, has continued fighting after reversing a decision to retire in 2016. Early Manny retirement? Broner, however, said Monday he planned to send Pacquiao into permanent retirement. “I have paid my dues in this sport, and now it’s time for me to get mine,” Broner said. “I get more views than everybody when I fight. A lot of people are going to see me pack off Pacquiao into retirement, and without his belt.” AFP

IT will be a game of death as the La Salle Green Archers face the Far Eastern University Tamaraws at 3:30 p.m. today at the Araneta Coliseum. The Green Archers, who are struggling in the middle, need their big men to stop FEU slotman Prince Orizu when they clash in a playoff for the fourth seat in the Final Four of the 81st University Athletic Association of the Philippines men’s basketball tournament. Former New Zealand youth team player Taane Samuel could have been the answer to the Green Archers’ manpower woes in the middle, but he missed 11 games due to a foot injury, posing serious chemistry issues with his teammates. When the 6’9” Samuel returned, the Green Archers struggled with their rotation and took crucial losses to the defending champion Ateneo Blue Eagles and the University of the Philippines Fighting Maroons. This resulted in a three-way tie from third to fifth places with their 8-6 record with the Fighting Maroons and the FEU Tamaraws. The Fighting Maroons advanced to the Final Four on a better tiebreak record, leaving the Archers no choice but to get past the Tamaraws in order to earn a third semifinal stint in three years. On the other hand, the Tamaraws will seek their sixth straight semifinal campaign. Work is currently being done so that Taane will be able blend well with a rotation that involves Justine Baltazar, Santi Santillan and Brandon Bates. So far, Taane has normed 8.0 points and 2.5 rebounds in 16.5 minutes per game, while Orizu has an average of 7.8 points and nine rebounds, while Arvin Tolentino can make 5.3 boards per game. When Taane was absent, the Green Archers relied on the presence of Baltazar and Santillan inside. Baltazar was able to norm 9.6 rebounds, while Santillan had 8.6 per game. “I need na hatakin muna nang kaunti si Taane for us to get better, wala namang problema rin kay Taane ‘yun. He knows kung nasaan siya ngayon,” said Green Archers’ coach Louie Gonzalez, hoping that the slotman jells with his teammates quickly. The winner of the playoff will meet the second-seeded Adamson Falcons in the Final Four. Peter Atencio

Perpetual vs San Beda in volley opener

THE PERPETUAL Help Lady Altas of Head Coach Michael ‘Macky’ Cariño open their title bid in an explosive match against the San Beda University Lioness as the NCAA Season 94 women’s volleyball competition unfolds on Friday at the FilOil Flying V Centre in San Juan City. Gametime is 2 p.m. The team will parade its new lineup following the exit of middle blocker Lourdes Clemente, who transferred to La Salle-Taft. The Lady Altas, determined to regain their glory days, are bannered by team captain Yanca Tripoli and setter Necelle Gual, outside spikers Cindy Imbo, Jhona Rosal, middle blockers Shyra Umandal and rookie Jenny Gaviola from St. Francis of Assisi College and libero Allysa Sangalang. Carino will also parade his talented rookies Sandra Dayao, a transferee from Far Eastern University Manila, Janie Padua from Eastern Pangasinan Agriculture College, Hannah Suico

from Notre Dame of Dadiangas and Charina Scott from Naic, Cavite. Other members of the team are setter Angielou Castillo, middle blocker Hershey Llorente and libero Jowie Albert Verzosa. The Lady Altas finished with a 7-2 card last season and entered the Final Four, where they lost to the SBU Lioness in the crossover semis. The Las Piñas City-based volleybelles won the title in 2012, 2013 and 2014, during the era of Royce Tubino, April Sartin, Jane Diaz and Sandy Delos Santos. “Very impressive ang ipinakita ng mga bata nitong pre-season in the Premier Volleyball League and the University Games in Dumaguete City. We are aiming first for a Final Four berth, then ibang usapan na kapag nasa semis ka na,” said Cariño. In another game, the champion Arellano Lady Chiefs take on the JRU Lady Bombers at 12 noon.

MEMBERS of Team Philippines need to work on their composure when it comes to games that are heavy with physical matchups. National coach Yeng Guiao took note of this after Team Pilipinas dropped its first tune-up match to visiting Jordan, 92-99, Monday evening at the Meralco Gym in Ortigas, Pasig City. Guiao believes that his players need to be in control and composed when games are close and their opponents have the lead. “Nakita naman natin na halos nagkakapikunan na. And that’s very close to what will happen in the games themselves,” said Guiao. Gilas stayed close by three in the last 3:21 left in the fourth quarter. But the Jordanians, through Zaid Abbas, had a 7-0 run and took charge, 89-79. Abbas shot 10 of his team-high 24 points in the fourth quarter. “So, even mentally, you’re able to exercise controlling your emotions, you’re able to condition your mind to take that kind of physicality that you will face against Kazakhstan and Iran,” added Guiao. Gilas will play Jordan again in another tuneup this Wednesday. They are preparing for the fifth window of the FIBA World Cup Asian Qualifiers on Nov. 30 against Kazakhstan and Dec. 3 versus Iran. Gilas, which has a 5-3 record, will host Kazakhstan (3-5) at the SM Mall of Asia Arena.

Hyundai dealer notes recovery in October

HYUNDAI Asia Resources Inc., the official distributor of Hyundai vehicles in the country, said Tuesday sales in October improved to 3,578 units from 3,266 units year-on-year. “Last October’s performance only reflects that the performance of the automotive industry is beginning to normalize. Our growth outlook remains to be upbeat for the remainder of the year,” said Hari president and chief executive officer Ma. Fe Perez-Agudo. The October figure pushed the January-to-October 2018 sales to 29,018 units, down 5.5 percent from 30,717 units year-on-year. The sales performance of the brand remains consistent with the overall demand for automotive vehicles in the country, Hari noted. Agudo said the monthly trend showed that unit sales would eventually pick up in the last two months of the year. Sales of passenger cars remain Hari’s volume driver, accounting for over half of total unit sales for the year. Othel V. Campos

Ikea building world’s largest store in Pasay By Othel V. Campos

S

WEDISH furniture and home accessories retailer Ikea said it will open its world’s largest store at the SM Mall of Asia Complex in Pasay City by 2020.

The company said it would initially invest about P7 billion to construct and design the store which would cover 65,000 square meters, enough to fit 150 basketball courts and nearly double the size of a typical Ikea big blue-box. SM Prime Holdings Inc., the owner of the space, is building the store for Ikea beside MOA Arena. Ikea will hire about 500 Filipinos for the store’s operations.

The store will have two floors featuring a showroom, a restaurant, market hall, checkout area, and parking. The same building will also host a warehouse and a call center. Ikea Southeast Asia managing director Christian Rojkjaer said the company planned to source some products locally by creating tie-ups with local furniture makers. “The Ikea vision is to create a better everyday life for the many people, so we are excited to be bringing our offer to a country where millions of people share our passion for home,” Rojkjaer said. Ikea Southeast Asia is a franchisee, with rights to own and operate Ikea Stores in Malaysia, Singapore, Thailand and the Philippines. It is part of the Ikano group which operates seven stores on top of developing and owning shopping centers anchored by Ikea. Ikea carries around 9,000 welldesigned, functional home furnishing

Finance criticizes Peza for standing in the way of reforms By Julito G. Rada THE Finance Department asked the Philippine Economic Zone Authority to explain to Filipino taxpayers why it insists on subsidizing at their expense the multibillion-peso dividends and profits of large corporations that do not actually need such incentives. Finance Assistant Secretary Antonio Joselito Lambino II said Peza should justify its stance rather than make an 11th-hour appeal to President Rodrigo Duterte to reconsider his own directive supporting corporate income tax and fiscal incentives reform that would benefit more than 99 percent of businesses. Lambino said the Duterte administration’s proposal aimed to rationalize tax incentives now enjoyed by just a select group of mostly big businesses located

SM building SMX, expands Clark hotel

CLARK FREEPORT—The SM Group is expected to invest at least close to P1 billion in the construction of SMX Convention Center and the expansion of Park Inn by Radisson Hotel, both situated within the SM City-Clark shopping complex here, key officials said Tuesday. Top officials of the SMX, SM City shopping complex and Park Inn also held a ground breaking of the convention center project. “SMX Clark will be the second standalone convention center after SMX Manila,” said Peggy Angeles, executive vice president of SM Hotels and Convention Corp., in a press conference held at Park Inn Hotel here. The developments, Angeles said, would strengthen SM Hotel’s niche in the meetings, incentives, conferences and exhibitions industry and reinforce SMX as the country’s premier events venue. SMX Clark will stand on a 4,000-square meter lot with two levels for the event venues and a mezzanine floor for offices. The structure will be built adjacent to Park Inn Hotel. It has three trade halls and three function rooms complemented by 14 small meeting rooms. Jess Malabanan

in large cities and level the playing field for some 90,000 small and medium enterprises across the country that currently pay the CIT rate of 30 percent, which was the region’s highest. Lambino said the second package of the Comprehensive Tax Reform Program was not eliminating tax incentives altogether, as the proposed bill would actually continue to provide incentives to businesses, including SMEs, that would lead to increased investment inflows and create more jobs. “Peza [director-general Charito Plaza] is free to talk to the president. But the president already approved this comprehensive tax reform program as early as January 2018 in a Cabinet meeting and reiterated this in his State-of-the-Nation Address. We should not stand in the way of a presidential directive,” Lambino

said. Lambino was responding to reports quoting Plaza as saying she would talk to the president about her misgivings over the CIT reform bill now pending in Congress. Finance Undersecretary Karl Chua said contrary to Plaza’s claim that neither Peza nor its locators were consulted in the crafting of Package 2, several dialogues were in fact held with Peza and other stakeholders. “In fact, we took into consideration Peza’s comments, which was why several changes were made to the original Package 2 proposal,” Chua said. “During our consultations with director-general Plaza, she even agreed to the principles of Package 2―that it be performance-based, targeted, time bound and transparent,” Chua said.

products that can help people make everyday life at home a little better. Rojkjaer said Ikea was looking for local partners to support operations in areas such as food supply, transport, waste management and security. The shop floor will be similar to other Ikea stores but the building will also house a call center and a large warehouse to accommodate e-commerce operations. Ikea will employ about 500 people including those who will man the call center and online platform to get orders via the internet delivered direct to their doorsteps. It targets more than 5 million households within a 60-minute distance from the new store. Inter Ikea Systems B.V. owns the Ikea Concept and is the global Ikea franchisor. Ikea is the world’s largest home furnishing retailer with 11 different franchises operating 422 stores across 50 countries.

TRADE Secretary Ramon Lopez said Panhua Group Co. Ltd. of China will set up a 305-hectare integrated steel manufacturing plant at the Phividec Industrial Estate of the Misamis Oriental-Special Economic Zone in Tagoloan, Misamis Oriental. Lopez led the signing of the memorandum of understanding between Panhua chairman Xinghua Li, Phividec Industrial Authority chief executive and administrator Franklin Quijano and Philippine Economic Zone Authority deputy director-general Tereso Panga at the sidelines of Chinese President Xi Jinping’s visit to the Philippines. The $3.5-billion investment will consist of a port, an integrated steel mill with a capacity of 10 million tons, an industrial park and other downstream industries. The three-phase project is expected to be completed in six to seven years and will generate 50,000 jobs, according to the Trade Department. “The signing of this MOU is a testament to the strengthened relations between Philippines and China. A completely private undertaking, Panhua, is set to accomplish President Rodrigo Duterte’s vision of growing the integrated iron and steel industry so it can cater to the growing domestic and external market demand,” said Lopez. Panhua will proceed to obtain a Peza registration and an environmental compliance certificate from the Environment Department. It will then sign a memorandum of agreement to begin the construction of the project. Panhua chairman Xinghua Li said he was looking forward to the inception of the project and was optimistic about building more industrial parks to increase employment and attract businesses into the provinces. The Trade Department said it committed to assisting Panhua in accomplishing the succeeding steps to immediately set up the steel plant early next year.

Metro Pacific’s unit clinches contract to build P1-b biogas plant for Dole PH By Jenniffer B. Austria METRO Pacific Investments Corp. said a unit earmarked P1 billion to develop biogas facilities for fresh fruits producer Dole Philippines Inc. in Mindanao. Metro Pacific said in a disclosure to the stock exchange wholly-owned subsidiary Metpower Venture Partners Holdings Inc., through Surallah Biogas Ventures Corp., signed agreements to design, construct and operate biogas facilities specifically for Dole Philippines. The biogas facilities aim to complement Dole Philippines’ existing operation by processing organic fruit waste from its Surallah and Polomolok facili-

ties in South Cotabato, Mindanao, and harnessing renewable energy in the form of biogas. SBVC’s facilities will produce about 50,000 megawatt-hour of clean energy annually to be used by Dole Philippines for power generation and fossil fuel substitute. Both Metro Pacific and Dole Philippines said the long-term project would be an innovative, environment-friendly, and sustainable waste management solution that would further elevates the business tradition of Dole Philippines. The project is expected to positively impact climate change through carbon dioxide emission reduction of 100,000 tons per year.

China Telecom vows to speed up internet By Darwin G. China Telecom’s international submarine telecommunications cable will directly connect Hong Kong, the United States and the Philippines. The facility uses optical fiber technology to carry signal and digital data, including telephone and internet traffic, across oceans and seas. With the submarine broadband infrastructure, the DICT in cooperation with China Telecommunications expect to ease up traffic and speed up internet connectivity, making it more accessible, reliable and affordable for more Filipinos. “This is our first step in providing the

foundation for faster and cheaper internet services for Filipinos. With this partnership, we are setting up our International Gateway Facility that is critical for world-class telecommunications services,” Mislatel Consortium spokesperson Adel Tamano said. Together with Udenna Corp. and Chelsea Logistics Holdings Corp. of businessman Dennis Uy, China Telecom is part of the consortium which was named the new major player in the telecommunications market. The NTC on Monday issued a confirmation to Mislatel Group as the new major player that would challenge the duopoly PLDT Inc. and Globe Telecom Inc. Market climbs for 5th straight day T HE stock market rose for the fifth straight trading day after opening weak Tuesday, with sentiments lifted by the easing inflation outlook and falling crude oil prices.

The Philippine Stock Exchange Index gained 32.68 points, or 0.4 percent, to 7,302.94 on a value turnover of P6.9 billion. Losers, however, beat gainers, 109 to 84, with 47 issues unchanged. GT Capital Holdings Inc.of tycoon George Ty advanced 4.6 percent to P899.50, while Security Bank Corp., the the sixth-biggest lender in terms of assets, climbed 3.8 percent to P152. Megaworld Corp., the largest lessor of office spaces, rose 3 percent to P4.76,

while conglomerate San Miguel Corp. added 2.5 percent to P174.10. Technology firms, meanwhile, led a sell-off across Asian markets Tuesday on fresh concerns about demand for Apple’s iPhones, while Japanese car giants Nissan and Mitsubishi plunged on news chairman Carlos Ghosn had been arrested over alleged financial misconduct. This, he added, would provide some stability to the Chinese yuan and underpressure Asian currencies. Hong Kong fell two percent in the afternoon, Shanghai ended off 2.1 percent, while Sydney, Seoul and Singapore each fell 0.8 percent. Wellington dropped one percent and Taipei 0.6 percent. Tokyo was down 1.1 percent. After a brief couple of days of stability, panic returned to trading floors following a report that the US titan had slashed production of its popular handset. That comes just a week after a sup-

plier suggested the firm had cut orders, fanning speculation the latest incarnation of the gadget is not selling as much as hoped. Apple collapsed four percent in US trade with Facebook, Amazon, Google parent Alphabet and Microsoft each diving three percent or more. The losses filtered through to Asia, where Apple suppliers were also in trouble. In Tokyo, Japan Display collapsed more than 10 percent and has now lost around a third of its value over the past week, while Alps Electric fell 1.8 percent. Among other tech firms Sony shed 3.1 percent and Hong Kong-listed Sunny Optical Technology dived 3.1 percent. Taiwan Semiconductor Manufacturing Company shed 1.8 percent in Taipei and Delta Electronics was off 1.6 percent. Broader markets were also well down as investors fret over a number of is-

sues, with attention now turning to next week’s G20 summit in Argentina, where Donald Trump is expected to meet Chinese President Xi Jinping to talk trade. There had been some hope that the world’s top two economies could find a resolution to their painful tariffs row but a clash of words at the weekend between Xi and Trump’s Vice President Mike Pence has muddied the waters. “A comprehensive trade agreement at the G20 that rolls back the tariffs still looks unlikely,” warned Bank of Singapore currency strategist Sim Moh Siong. “But a constructive US-China statement, agreement to restart talks and a tariff pause appear to be emerging possibilities. “The most positive outcome at G20 would be the White House ‘stopping the clock’ on the now-scheduled ramp-up in tariffs from a 10 percent rate to a 25 percent rate, moving that date from 1 Jan 2019 to a later date.” With AFP

Investors swarm on BPI bonds worth P25b By Julito G. Rada BANK of the Philippine Islands, the third-largest lender in terms of assets, has priced its offering of P25 billion worth of fixed rate bonds, representing half of the bank’s planned P50-billion bond and commercial paper program. BPI said in a statement to the stock exchange Tuesday the 1.25-year fixed rate bonds due March 2020 would pay a coupon of 6.7970 percent yearly and was payable quarterly. “The coupon represents a spread of 20 basis points over the interpolated 1.25 year BVAL government benchmark rate, and is at the tight end of the spread range of 20 to 40 bps communicated to institutional investors during the institutional book building period,” the bank said. It said the offering supported the bank’s growth objectives and expansion plans while diversifying its funding sources. ”At the same time, the fixed rate bonds address clients’ need for new investments with shorter tenors compared to long-term negotiable certificates of deposits,” it said. The offering is BPI’s first following the recent approval of revisions by the Bangko Sentral ng Pilipinas to the rules and regulations relating to the issuances of bonds and commercial paper of banks. Due to the strong response from both retail and institutional investors, BPI closed the offering period one day ahead of schedule on Nov. 19, 2018. “This decision was based not only on the consolidated order book having reached over ₱38 billion but also on having achieved this at the tightest end of the pricing range. These have allowed BPI to implement a five-fold increase in the issue size of the fixed rate bonds from the initial guidance of ₱5 billion,” it said. BPI president Cezar Consing said the bank was pleased by the strong response to the peso bond offering, which followed the success of its debut US dollar bond sale earlier this year. “We are grateful that investors recognize our strong credit metrics and we are happy to meet their needs for innovative fixed income products,” Consing said. The bonds will be issued and listed on Philippine Dealing Exchange on Dec. 6, 2018. BPI’s board of directors in a meeting on Oct. 17, 2018 approved an initial peso bond issuance of up to P15 billion. But the board later on increased the amount to P25 billion, taking into account the strong demand from investors.

Three charged over alleged terror plot in Melbourne M

ELBOURNE―Three men who allegedly plotted “chilling” terror attacks in Melbourne were charged early Tuesday, less than two weeks after a stabbing rampage inspired by the Islamic State group left two dead in Australia’s second city, police said.

Parliament stormed over unpaid bonuses PORT MORESBY―Papua New Guinea police and soldiers stormed the country’s parliament Tuesday, assaulting staff, smashing windows and demanding unpaid APEC bonuses just days after the international summit wrapped up, police and witnesses said. The impoverished Pacific nation had rolled out the red carpet for visiting world leaders during the two-day conference and bought 40 Maseratis to ferry the dignitaries around. The officers headed to parliament in the capital Port Moresby to express their dissatisfaction following a meeting with the police commissioner and the police minister over the allowances, PNG MP Bryan Kramer said in a video posted on Facebook. Kramer said “numerous staff of parliament were assaulted during this confrontation” before the group left the building and gathered outside demanding an answer from the government. A Facebook video he posted of the scene showed smashed pot plants, photo frames knocked to the floor and broken glass and furniture. PNG police spokesman Dominic Kakas confirmed the incident and told AFP they were “dealing with it”. He did not yet know how many police and soldiers were involved. AFP

Trump stopped from denying asylum WASHINGTON―A federal judge on Monday put a temporary halt to a Trump administration order denying the possibility of asylum to people who enter the US illegally. President Donald Trump issued the proclamation earlier this month as a matter of what he called national security as a US-bound caravan of Central American migrants made its way through Mexico toward the US border. US District Judge Jon Tigar in San Francisco issued a temporary restraining order against the Trump proclamation, thus granting a request from human rights advocacy groups which had sued shortly after the order was announced. The American Civil Liberties Union says US law stipulates that the right to request asylum must be granted to anyone entering the country, regardless of whether they do so at an official port of entry or come in illegally. Trump’s administration has argued that he has the executive power to curb immigration in the name of national security -- a power he invoked right after taking office last year with a controversial ban on travelers from several mostly Muslim countries. Student loan debt a huge burden to many Americans WASHINGTON―Michael Bloomberg’s record $1.8 billion donation for financial aid to Johns Hopkins University highlights the problem of student debt in America, which can still be a burden even years after graduation. According to the Department of Education, 42.2 million Americans were repaying a federal student loan at the end of June 2018 for a total sum of nearly $1.5 trillion, the largest volume of debt after home loans. Bloomberg, the former mayor of New York, said he was making the gift to his alma mater to help qualified low- and middle-income students more easily afford access to university in a country where post-secondary education fees at elite schools routinely exceed $50,000 a year, a prohibitive barrier for most families. “I was lucky: My father was a bookkeeper who never made more than $6,000 a year. But I was able to afford Johns Hopkins University through a National Defense student loan and by holding down a job on campus,” Bloomberg, who also founded the financial news service of the same name, wrote in a New York Times op-ed. The donation, believed to be the biggest ever to a university, “will ensure that we are able to recruit more first-

generation and low-income students and provide them with full access to every dimension of the Johns Hopkins experience,” its head Ronald Daniels said. Currently, 44 percent of students at the institution in Baltimore, Maryland, complete their studies in debt, on average owing more than $24,000, university data shows. For Sandy Baum, a university professor at the Urban Institute, Bloomberg’s gift is “great” but “that’s just a drop in the ocean.” His move would have had a bigger impact if he gave money to improve the quality of education for more students, in less elite private or public institutions, she told AFP, adding that they sorely lack funding. Baum is not opposed to student loans because for most students, the choice becomes one between not going to university or borrowing to go. Most students’ loans, she says, amount to between $15,000 and $20,000 but getting $40,000 in debt is not unusual for a bachelor’s degree (four years of study). The College Board estimates the average cost of a four-year course in a private university at $34,740, not counting additional accommodation and living expenses. AFP

The trio, all Australian nationals of Turkish descent, were detained by counter-terror police in overnight raids as they escalated preparations to attack crowded areas of Melbourne, according to police. The three, two brothers aged 31 and 26 and 21-year-old, were later charged with planning a terrorist action, which carries a maximum penalty of life in prison, officials said. Victoria Police Chief Commissioner Graham Ashton said the men were “certainly inspired by ISIS”, the Islamic State group, but had no known links to a specific organization. They had been under investigation since March but had become “more energized” since the ISinspired stabbing attack in Melbourne on November 9, he said. The men had sought to purchase semi-automatic .22 caliber rifles and police were concerned they could target upcoming Christmas season events that will see huge crowds gathering in the city. “There was a view towards a crowded place, a place where maximum people would be attending, to be able to kill, we allege, as maximum an amount of people as possible,” Ashton told reporters. The group had not yet picked a specific target or time for the attack, and Ashton added that police were confident Tuesday’s arrests had “neutralized any threat to the... community from this group”. In the November 9 attack, a

Evacuation after volcano erupts GUATEMALA CITY―Guatemalan authorities declared a red alert and evacuated around 4,000 people Monday after the Fuego volcano erupted for the fifth time this year, sending bursts of ash and lava down the mountain before its activity decreased and then stopped. Memories are still painfully fresh of the volcano’s eruption in June, which swept away villages and left nearly 200 people dead and 235 missing. The Institute of Volcanology’s director Pablo Oliva said the volcano’s activity level had dropped significantly by late Monday. A spokesman for Guatemala’s disaster management agency CONRED had earlier said it decided to evacuate the municipality of Escuintla and two other districts. Some 4,000 people were taken to temporary shelters as a precaution. The spokesman, David de Leon, said the eruption became increasingly violent after it began Sunday morning, leading to fears for the safety of the thousands of people who live on the slopes of the 3,763 meter-high (12,246 feet) mountain. A column of ash rose about 1,000 meters above the crater and areas west of the volcano -- 35 kilometers from Guatemala City -- were under a barrage of gas ash and fiery rocks, CONRED said. AFP

New barricades put up at US-Mexico border TIJUANA―Huge metal or concrete barricades and walls of concertina wire went up Monday on both sides of a bustling US-Mexico border crossing as a caravan of US-bound Central American migrants pours into Tijuana, the last stop before California. US authorities went so far as to briefly close the San Ysidro Port of Entry altogether -- it is one of the busiest land border crossings in the world -- as the new barriers were set up, triggering total gridlock for vehicles and pedestrians going from Tijuana across into San Diego. “It was as if time stopped. Nothing is moving. Neither cars, nor people, nor my business,” said Armando Lopez, who sells newspapers, cigarettes and candy on the Mexican side. US Customs and Border Protection

“suspended operations to safely place impediments at the port of entry that would restrict access to a large group attempting to run through the border crossing,” the agency said in a statement, referring to the migrant caravan. President Donald Trump has characterized the caravan’s journey as an invasion, making it a central plank of his anti-immigrant platform. The thousands-strong group set out more than a month ago from Honduras, fleeing poverty and gang violence and sometimes forcing its way across borders as the migrants head toward the US. Some 3,500 migrants have arrived so far in Tijuana and another 3,000 are expected to start flowing in as of Tuesday. Most of those making the trek are Hondurans. The big question is whether, once

they are all together, they will try to cross over as they did from Guatemala into Mexico -- by force -- or opt instead for the long and tedious process of requesting asylum in the US. After putting the new barriers in place at the border crossing, the authorities reopened it partially to northbound traffic. On the Mexican side, too, metal barricades and concertina wire were put up. Federal police and soldiers patrolled the area. “I am OK with these defenses,” said Arturo Gonzalez, a 35-year-old American who was losing his patience as he sat in his black pickup truck waiting to get into California. He works as a janitor in a school in the US but lives in Mexico because the rent is cheaper here. AFP

Somali-born Australian, Hassan Khalif Shire Ali, stabbed and killed one man and wounded two others in a central shopping area before being shot dead by police. Coincidentally, the victim of that attack, Sisto Malaspina, 74, was honored by a state funeral in Melbourne on Tuesday. Hundreds of Melbournians and dignitaries attended a service at Melbourne’s St Patrick’s Cathedral to bid farewell to Malaspina, the beloved owner of a local Italian cafe and a well-known figure on the city’s vibrant restaurant scene. The three arrested men were identified by local media as Ertunc and Samed Eriklioglu, aged 30 and 26 respectively, and Hanifi Halis, 21. Court officials could not immediately confirm their identities. “If we had not acted early in preventing this attack, we’ll allege the consequences would have been chilling, with... a potential significant loss of human life,” said Ian Mccartney, a federal counter-terror police spokesman, in announcing the arrests. Australian police have charged 90 people in relation to 40 counter-terrorism investigations since 2014, when the country’s terror alert level was raised to “probable”. Melbourne has been the target for a number of attacks and plots. In addition to the November 9 knife rampage, a 28-year-old man was convicted on six counts of murder last week for mowing down dozens of people in the same street in January 2017, and Shire Ali’s brother is in jail awaiting trial for a plot to cause mass casualties last New Year’s in the city’s Federation Square. Shire Ali, like the three men arrested Tuesday, had his passport canceled to keep him from joining ISIS in the Mideast, and Ashton said this may have led to their actions at home. “Unfortunately, the ISIS propaganda machine and that of al-Qaeda promotes this type of activity so when people are prevented from traveling or it’s difficult to get to the conflict zone, often the view will be to change tack and commit an act in the country in which they live,” he said. Police said the probe which led to Tuesday’s arrests had been complicated by the suspects’ use of encrypted messaging applications, prompting the government to renew calls for urgent action on controversial legislation that would allow authorities to break the encryption. Home Affairs Minister Peter Dutton said nine out of 10 of the high priority intelligence investigations currently underway were being undermined by suspects’ use of encrypted messaging. “That’s an unacceptable risk in this environment,” he said. CEZA junks illegal online ‘sabong’ T

HE Cagayan Economic Zone Authority said it has not issued any license to any entity for the operation of online cockfighting inside or outside the special economic zone, and anyone engaged in such activity is violating the anti-illegal gambling law and subject to arrest and prosecution. Secretary Raul lambino said that since he took over CEZA in mid-2017 as administrator and CEO, he has totally disallowed all forms of “online sabong” or “e-sabong” and illegal gambling emanating from inside the economic zone. “We have put a stop to online sabong, and any company claiming to have a valid license from CEZA to operate must know that they face arrest, inves-

tigation and prosecution by the proper law-enforcement authorities,” he said. CEZA has two authorized master licensors in the economic zone, and both also categorically denied having anything to do in facilitating the operation of online cockfighting. He urged the National Bureau of Investigation and the Criminal Investigation and Detection Group of the Phil-

ippine National Police to arrest those claiming to have bogus CEZA licensees to operate online sabong activities. At the same time, lambino ordered a tighter watch on activities in its “Crypto in the Valley” program following reports that some unlicensed cryptocurrency firms have burrowed into CEZA’s emerging Fintech-Crypto hub where they have set up illegal operations. Since launching its program last May, CEZA has awarded licenses to 18 startup firms engaged in cryptocurrency mining and technological research and development. These are the Golden Millennial

Several financial technology (Fintech) summits, however, have been turned into a smokescreen for some unnamed unlicensed companies to carry out illegal activities, lambino said as he warned the public to exercise caution about getting into Fintech ventures and investments.

QC mobile app seeks to curb extortion By Rio N. Araja TO CURB extortion in ordinance violations in the locality, Quezon City Vice Mayor Joy Belmonte encouraged her constituents to use the “Batas QC,” a mobile application compiling the city’s local measures so apprehended persons could understand the penalties and fines associated with their violation. “I would tell all those who get apprehended for violations to ask the enforcers about the ordinance, their violation, and the right penalties. All our traffic enforcers, for instance, have the app installed on their phones so they can easily show the violation and how much needs to be paid,” Belmonte said. She noted that since the amounts of the fines are clearly shown in the app, this can help combat extortion among ordinance enforcers in the city. “All our residents in Quezon City can also download the app for free on their smartphones so they can check their violation. Kung tunay na may violation sila, huwag na po silang magpabiktima sa pangongotong,” Belmonte said. She gave assurances the local government is serious in its campaign to rid the city of extortion activities. “All our enforcers have IDs with names, so we welcome reports from citizens who are not given the right penalties. We have always been very strict with regards to that,” she added.

Maguindanao marks 58th anniversary BUlUAN, Maguindanao—All roads literally lead here for the peace convoy contingents from 36 municipalities on a holiday cheer Thursday, the 58th anniversary of Maguindanao as a province. Maguindanao Gov. Esmael Mangudadatu said celebrations will center on the opening and thanksgiving ceremonies for the New Provincial Capitol Building here. The architectural design of the building, slated for opening in early December, is inspired by the White House in the United States. Early morning bikers pedaled Tuesday to start the three-week celebration with the “36-km Bike for Peace.” The event was organized by lt Col Harold Cabunoc, commander of the Philippine Army’s 33rd Infantry Battalion. Maguindanao Province was created under Presidential Decree 341 on November 22, 1973—decades after the old traditional dominions of Maguindanao, Kabuntalan and Bwayan Sultanates evolved into Cotabato District in the regional configuration of the Moro Province. The other main event of the modest celebration will be showcase of peace initiatives jointly launched here by the governor and his siblings during President Rodrigo Duterte’s visit in April, transforming 220 former extremists into productive individuals. Car group donates rain boots to Sulpa high school students By Ronald O. Reyes VIllABA, leyte—Nissan Navara Philippines-Eastern Visayas (NNP-EV) donated a total of 254 rain boots to all students of Sulpa National High School in the interior village of Sulpa in Villaba, leyte. Engr. Adroel Octaviano, president of NNP-EV, said they chose Sulpa National High School after reading a news article detailing the struggles of the students in going to school due to the unpaved and muddy road.

School Principal Eleanor Cariño also thanked the seven members of NNP-EV who personally delivered the rain boots to the school. “The rain boots arrived just in time for the rainy season. This is a big help to our students who are having a hard time coming to school due to muddy road,” said Cariño. According to the principal, the rain boots also protect the students from water-borne diseases when the roads are flooded in their school.

“Christmas comes too early to the students at Sulpa National High School, thanks to NNP-EV,” said Villaba Mayor Juliet larrazabal as she lauded the group’s effort during the distribution of the rain boots. larrazabal said that she already found a budget to cement the roads going to the school. “This is just our little way of supporting our less fortunate students. We hope that they will be inspired to finish their studies despite the condition in their

school,” said Rhoel ladera, vice-president of NNP-EV. As the school is situated in the middle of a farm, animal urine mixed with fecal matter are carried by water into the middle of the road, bringing diseases to everyone. “We appreciate the donation and the encouragement of the NNP-EV to the students. We urge our students to give back the favor by doing good in school,” leyte Assistant Schools Division Superintendent Edgar Tenasas said.

Alexander Wang gives Heattech a style update By Bernadette Lunas WHEN you’ve got a product that effectively works and satisfies consumers’ needs there’s no reason to alter anything. If it ain’t broke, don’t fix it, right? Uniqlo’s Heattech line does its job as insulating basics quite well, but the Japanese fashion retailer has managed to give it a little aesthetic update with the help of a renowned American designer. Earlier this month, Uniqlo Philippines has launched the fashion giant’s latest on-brand designer collaboration with Alexander Wang, featuring a total of 16 Heattech and Heattech Extra Warm innerwear for men (six) and women (10). The collection features the original functionality of Heattech technology, which keeps wearers warm during cold weather, but with updated silhouettes that are sharp and slim, allowing pieces to be worn as inner layers or stylishly on their own. While the pieces retain their basic, understated look, ideal for mixing and matching with a wide range of clothing, they have an urban uniform appeal

HOLLYWOOD

New ‘Fantastic Beasts’ film casts a winning box-office spell Eddie Redmayne as Newt in box-office hit 'Fantastic Beasts: The Crimes of Grindelwald.' AGAIN confirming the magic touch of J.K. Rowling, Fantastic Beasts: The Crimes of Grindelwald took in an estimated $62.2 million this weekend to lead North American box offices, industry tracker Exhibitor Relations reported Sunday. This second Harry Potter prequel came in slightly behind the first Fantastic Beasts movie, which earned $74.4 million in its opening three-day weekend, but it has already scored an impressive $253.2 million overseas. Written by Rowling and directed by David Yates, Grindelwald stars Eddie Redmayne as Newt Scamander as he works with Albus Dumbledore (Jude Law) to take down the evil Gellert Grindelwald, played with typical panache by Johnny Depp. In a rare weekend when neither horror nor superhero movies dominated, second place went to family-friendly The Grinch from Universal, which tallied $38.2 million. In third spot, with $15.7 million in ticket sales, was Fox’s Bohemian Rhapsody, the foot-stomping biopic about Freddie Mercury and rock group Queen. Rami Malek has drawn strong reviews for his portrayal of the British singer/songwriter. Fourth went to new Paramount release Instant Family, starring Mark Wahlberg and Rose Byrne as a married couple who take in three foster kids over the holidays. It earned $14.7 million and has drawn an “A” rating from audiences polled by CinemaScore. In fifth was Fox’s Widows, at $12.3 million. Directed by Steve McQueen of 12 Years a Slave fame, it stars Viola Davis, Michelle Rodriguez and Elizabeth Debicki as a group of women who try to pull off a heist after their husbands are killed in a botched robbery. In a social media post, David said that proceeds of the concert will help provide operations for patients who are less fortunate. “I don’t know how many times I’ve been here, but it’s nice to be able to give back to a country that has given so much to me throughout my career,” David said

during a pressmen held prior to the benefit concert. “The massive support the Filipinos have always shown has meant a lot to me. I got to make friends here, I got to know the culture, and I got to live it. I just felt a special connection, a very special bond with the people. That’s what keeps me coming back,” he added. David has been a Filipino favorite since his American Idol days and in 2008 with his debut hit single “Crush.” He became closer to Filipino audiences in 2012 when he became part of the TV5 mini-series Nandito Ako with Jasmine Curtis-Smith. He also recorded an album of OPM covers such as “Forevermore,” and “I’ll Never Go.” Foundation Director, Melody Ledesma, says, “Mabuhay Deseret is different than most surgical charities in the Philippines because we partner with local Filipino doctors and hospitals. Yuletide tradition returns to Araneta Center

A CHRISTMAS tradition comes alive again this Yuletide season and returns to the place it has called home since the mid-60s. The Christmas On Display (COD), formerly known as Manila C.O.D., will once again wow children and adults alike with a story of Christmas and coming home all told through animatronics display at the Times Square Food Park, Araneta Center. The moving Christmas display has been attracting audiences of all ages since it became a fixture on the facade of the Manila C.O.D. Department Store in Araneta Center beginning 1966. This magical display of Christmas lights with life-sized moving mannequins would tell of heart-warming Christmas stories. The brainchild of Alex Rosario, Sr., the return of the animated Christmas display to its original home is welcomed by many for sentimental reasons. According to his son Rey Rosario, the CEO and president of Rosario Animated Display, his deceased father would be really happy to know that the COD has finally been able to return to its original home after closing in 2002. As such, this year’s COD theme of “Christmas Comes Home” is truly appropriate. The COD will be launched on Nov. 23 in its new area in Araneta Center

known as the Times Square Food Park at the corner of Times Square and Gen. Roxas Avenues, a stone’s throw away from its original location. The food park, since 2017, has been the site of the iconic 100-foot giant Christmas tree that is at the center of yet another tradition within the bustling commercial district – the annual Giant Christmas Tree Lighting. “Araneta Center is really a destination for people from all walks of life celebrating Christmas in this part of Metro Manila. We have lots of activities and surprises to thrill our customers, starting of course with our iconic giant Christmas tree,” Antonio

T. Mardo, Araneta Center’s Senior Vice President for Operations, said. The annual tree lighting this year was set on Nov. 16 and was graced by the country’s biggest celebrities. Free to the public, the COD can now be watched within the safe enclosure of the food park, where families can also stay and have a meal. Slated to start each night at around 6:00 p.m. from Nov. 23 until Jan. 6, each show runs for about 20 minutes with 15-minute intervals. This year, the story revolves around a family who returns to the country to visit their loved ones. The family comes to revisit the Araneta Center and realizes that there is

really no place like home. Another centerpiece in Araneta Center’s Christmas celebration is the spectacular show Magic on Ice. Combining the thrills of magic and acrobatic tricks with the finesse of ice skating, Magic on Ice will run from Dec. 25 until Jan. 1 at the Smart Araneta Coliseum. Tickets are now available at www.ticketnet.com.ph. For more updates on Araneta Center’s Christmas activities, visit www.aranetacenter.net and follow its social media pages: @ AranetaCenter on Facebook and Twitter and @TheAranetaCenter on Instagram. Christmas on Display at the Araneta Center will be unveiled on Nov. 23.

Pinoy movies give American films exacting fight at the box office

Rhian Ramos and JM de Guzman, stars of the film 'Kung Paano Siya Nawala' Except perhaps the much talked about Bohemian Rhapsody, a biopic of the late Freddie Mercury and his band Queen, Hollywood and the English speaking cinema have not much to crow about the past week and this week. And so Filipino film producers seem to be enjoying the merriment of not having unnecessary competition from English-language films. What are the films that Pinoy cinephiles and fans are talking about? First, there’s the travel romance Through Night and Day (Alessandra de Rossi and Paolo Contis) shot in Iceland where travelers go for the Northern Lights or aurora borealis. The general consensus for this film is, with the two leads’ competent performances, it is palatable enough to sit through for less than two hours in the darkened cinemas across the archipelago. Then there’s TBA Studios Kung Paano Siya Nawala with Rhian Ramos and JM de Guzman. The film by advertising commercial director Joel Ruiz is a test in patience for audiences as it is about a guy whose mental condition is one in a million – he can’t remember faces. Lio (De Guzman) on the surface is a normal cute guy that any young woman can fall far, except that when you meet him again most likely he will never remember you. Yet Lio has a constant company (Shana) whom, due to her recurring presence in his life, seems to have made an imprint on his mind despite his inability to recognize faces. In short, this is not the kind of film that when you go out of the cinema you will with a smile, because as the title suggests, Lio will also lose Shana, hence Kung Paano Siya Nawala. The film opened Wednesday last week and the producers are hoping it has enough strong legs to waddle through several weeks more in theaters. Today, two films from the indie front are debuting in theaters. Interestingly, the first film is about two geriatrics that meet each other in what the filmmaker calls, Hintayan ng Langit, sort of a holding room or halfway house before the keeper of heaven lets one in. It is based upon Juan Miguel Severo’s one-act play of the same title and stars iconic actors Eddie Garcia and Gina Pareño (Lisang) who has overstayed in her waiting room in purgatory, occasionally causing other souls trouble for her own entertainment. But today her waiting ends. Finally, she is set to cross over and her room is to be leased to a new tenant, Manolo (Garcia), who turns out to be her recently deceased ex-boyfriend. But life—or death—takes a heartbreaking turn as Lisang and Manolo get a second chance to get to know each other again and, in the process, begin to realize what it really means to be “alive” again. As Lisa and Manolo look back in retrospect and they examine the decisions they made in their lives, they can’t help but ask what if.... Hintayan ng Langit is a co-production between Globe Studios and Project 8 Corner San Joaquin Projects, a film production company owned by top filmmakers Dan Villegas and Antoinette Jadaone. The movie adaptation is directed by Villegas for QCinema and premiered in October. It won the Best Actor and Audience Choice awards. Also opening today is Jose Javier Reyes’s romcom called Recipe for Love from Regal Entertainment with Christian Bables who zoomed to popularity as a cross-dressing gay man in Die Beautiful playing the best friend of the character played by Paolo Ballesteros. Then aspiring actor Bables hurdled the curse of being typecast (as a gay man) and is now playing a romantic lead in Reyes’s film as the love interest of the character played by the ex Pinoy Big Brother Lucky 7 housemate Cora Waddell. Recipe For Love tells the story of Calix (Christian), the chef of an upscale Filipino restaurant, who meets Val (Cora), a food blogger and aspiring magazine editor. While Calix and Val start off on the wrong foot, they eventually hit it off and romance starts to brew. Eventually, just like the dishes that they cook and review, Calix and Val discover the different tastes of being in a relationship, such as its bitterness and sweetness. Being entirely opposites, will their relationship still have a happy ending? Cora, who recently tied the knot and expecting her first child, firmly believes that two opposite people can still make a relationship work, based on her own experience. Continued on C3
