ORMER Bureau of Customs intelligence agent Jaime Guban has been admitted to the government’s Witness Protection Program, Justice Secretary Menardo Guevarra said Tuesday. He declined to give details, however, on the sworn statement that Guban submitted to the Justice Department as part of the requirement for his admission into the program. Guban is considered a “vital witness” in the investigation into the P11 billion worth of shabu that allegedly slipped past the Bureau of Customs in August. The Senate Blue Ribbon committee chaired by Senator Richard Gordon turned Guban over to the DOJ after he appeared at a Senate hearing on the smuggled shabu. Guban, who President Rodrigo Duterte earlier ordered arrested for his alleged involvement in illegal activities, was implicated in the release of the contraband, an incident that brought to light the prevalence of corruption at the BOC. The corruption was so serious that President Duterte on Monday ordered the military to take control of the bureau. But Presidential Spokesman Salvador Panelo said Tuesday Duterte only asked the Armed Forces of the Philippines for help to suppress the prevailing “state of lawlessness” in the “corruption-ridden” bureau. “Let us not also forget that earlier on, the President has declared a state of lawlessness. The provision of the Constitution says when there is lawless violence, then the President can call up the Armed Forces of the Philippines,” he said in a Palace press briefing. In his latest argument, Panelo used the terms “state of lawlessness” and “state of lawless violence” interchangeably, defending the constitutionality of the military takeover at Customs. Next page
Human rights campaigners flock to Paris PARIS—More than 150 rights campaigners from around the world gathered in Paris on Monday, warning of a spike in the number of activists from Brazil to the Philippines being murdered for their work. Groups behind the Human Rights World Summit, including Amnesty International and the International Federation for Human Rights, said at least 312 activists were murdered in 2017. This represents a doubling in the murder rate since 2015, they said in a statement on the first of three days of meetings in Paris, bringing together activists from 105 countries. Next page

Garin slapped with 10 more criminal cases By Rey E. Requejo TEN more criminal cases have been filed before the Department of Justice against former Health secretary Janette Garin and 38 others over the deaths of schoolchildren inoculated with the Dengvaxia vaccine. Families of 10 more victims, including a policeman who died after getting the dengue immunization vaccine, asked the DOJ to prosecute Garin, Health Secretary Francisco Duque III as well as executives of manufacturer Sanofi Pasteur and local distributor Zuellig Pharma for reckless imprudence resulting in homicide under the Revised Penal Code and violations of Anti-Torture Act and Consumer Act. Seven of the victims in this third set of Dengvaxia cases in the DOJ were schoolchildren from Cebu—Wiljen Alcontin, Eleazar Brigoli Jr., Trishanne Asona, EJ Christian Apa, Joaniña Cortes, Gladimeir Juevesano and Kianah Mae Racuya. Robredo's trust rating declines, says SWS VICE President Leni Robredo still enjoys a “good” net trust rating despite a two-point decline in it, the latest Social Weather Stations survey showed on Tuesday. The survey, conducted from Sept. 15 to 23, indicated that 59 percent of those polled had “much trust” for Robredo while 21 percent had “little trust” in her and the rest or 20 percent were still “undecided.” That gave her a net trust rating of +38, a two-point decline from +40 last June. SWS said the decline in Robredo’s overall net trust rating was due to the declines in the Visayas and Balance Luzon, offsetting the increases in Mindanao and Metro Manila. Robredo’s net trust increased from “moderate” to “good” in Mindanao while it stayed “moderate” in Metro Manila. On the other hand, it fell from “very good” to “good” in the Visayas while remaining “good” in Balance Luzon. SWS said among high school graduates, Robredo’s net trust rating was “good” at +37 (58 percent, much trust; 21 percent, little trust). Her rating also remained “good” among elementary graduates at +42 (62 percent, much trust; 20 percent, little trust), SWS said. Meanwhile, Robredo’s rating was still at “moderate” among college graduates at +23 (50 percent, much trust; 27 percent, little trust). On the other hand, it declined from “very good” to “good” among non-elementary students at +43 (62 percent, much trust; 19 percent, little trust).

saying witnesses saw the jet plunge into the water. The accident has resurrected concerns about the patchy safety record of Indonesia’s aviation industry. Search teams have filled 10 body bags with limbs and other human remains, Muhammad Syaugi, chief of the Indonesian national search and rescue agency told Metro TV. Dozens of divers are taking part in the recovery effort. The parts were taken for identification and DNA testing at a Jakarta police hospital, where distraught relatives gathered, including Hari Setiyono whose son-in-law was on the doomed plane. “My daughter has no husband, my grandchild no longer has a father,” Setiyono said. The remains of a baby were among those found, according to national deputy police chief Ari Dono Sukmanto. Another 14 bags filled with debris have also been collected, including shoes, items of clothing and a wallet. “Everything on the surface of the water has been collected,” Syaugi said. Indonesia’s National Transportation Safety Committee said there were 178 adult passengers, one child, two infants, two pilots and six cabin crew on board flight JT 610. Among them were the plane’s Indian captain, 20 Indonesian finance ministry employees and Andrea Manfredi, an Italian former professional cyclist. The search and rescue agency all but ruled out finding any survivors late Monday, citing the discovery of body parts that suggested a high-impact crash in water some 30-40 meters deep off the coast of Indonesia’s Java island. “We are prioritizing finding the main wreckage of the plane using five war ships equipped with sonar to detect metal underwater,” said Yusuf Latif, spokesman of the Indonesian search and rescue agency. HE Department of Foreign Affairs on Tuesday confirmed the arrest of 17 Filipinos who participated in a Halloween party in Riyadh, Saudi Arabia.
The department made the statement even as a lawmaker said the pre-departure orientation seminars for departing Filipino workers should be intensified in light of Labor Secretary Silvestre Bello III’s confirmation that the 17 were arrested for holding a forbidden Halloween party in Riyadh. Rep. Ron Salo said Filipino workers should be aware of what were allowed and not allowed in the countries where they would be deployed for employment. “The incident highlights the need to make the pre-departure orientation sem-
inars more intensive and should include all the do’s and don’ts in the country of destination,” Salo said. “The tool kit to be given our workers must include a list of these do’s and don’ts, and they should commit these in their minds and hearts.” Citing information from the Philippine Embassy in Riyadh, Foreign Affairs Assistant Secretary Elmer Cato said the Filipinos were being held at the Al Nisa Jail in the capital. Ambassador to Saudi Arabia Adnan Alonto said embassy officials
had been requesting access to the Filipinos since their arrest was reported on Friday. The 17 were among a number of people taken into custody by Saudi intelligence operatives who raided a compound in Riyadh after neighbors complained of a loud noise coming from the Halloween party. Alonto said it was not immediately clear what charges had been filed against the Filipinos, but initial information showed that the party’s organizers had been charged with holding the event without a permit and disturbing the neighborhood. The commission said the grant had “no legal basis” due to the absence of approval from the Office of the President. The agency also challenged the Land Bank of the Philippines’ payment of P196.25 million in collective negotiation agreement incentive, and ordered it to refund the money. Those on the list were the International Broadcasting Corp.’s P48.002 million, the Government Service Insurance System’s P22.685 million, Social Housing and Finance Corp.’s P22.174 million, National Electrification Administration’s P19.963 million, Philippine Center for Economic Development’s P10.798 million, People’s Television Network Inc.’s P10.486 million, APO Production Unit’s P3.7 million, Philippine National Construction Corp.’s P2.601 million, National Dairy Authority’s P2.527 million, Trade and Investment Development Corp. of the Philippines’ P2.056 million, Natural Resources Development Corp.’s P1.284 million, National Development Company’s P575,000, and Human Settlements Development Corp.’s P324,000.

“We see some branches on the roads and so on, but it is the flooding that is destroying houses here,” International Federation of the Red Cross spokeswoman Caroline Haga said from Nueva Vizcaya province. “People are needing to be rescued.” Nearly 10,000 people fled their homes ahead of Rosita’s arrival because they live in low-lying areas susceptible to flooding and rivers tend to overflow their banks. The high winds flattened flimsy homes, tore the roofs off others and downed power poles as well as trees. Disaster officials said the storm was less powerful than “Ompong,” which struck six weeks ago and left more than 100 dead. Most of the fatalities were due to a deadly landslide in the mining area of Itogon. A month of heavy monsoon rains had left mountainous areas in the northern Philippines primed for landslides, which were unleashed by the Ompong’s torrential downpours. Authorities near last month’s deadly landslide evacuated at least 1,000 people from the Itogon area as Rosita approached. The Cagayan Valley Regional Disaster Risk Reduction and Management Council reported that 17 municipalities in Cagayan and 23 towns in Isabela and the entire Quirino and Nueva Vizcaya were severely affected by the typhoon as it made landfall in the hinterlands of Dinapigue at about 4 am Tuesday. “Now, the lawless violence certainly would refer to what is happening in BoC. There is a state of lawlessness. If you can bring in hundreds of kilos of drugs, then there must be some grave wrong in that area,” he said. “And there is state of lawlessness there. It violates the law, it violates the Constitution,” Panelo added. “When you say lawless violence, it’s not just physical violence. You do violence to the Constitution, you do violence to the law,” he said. Also, Panelo clarified that active soldiers will not be given appointments or designations in the bureau following the critics’ argument that such a military takeover would violate the Constitution. “These people will be there first to make their presence felt and hopefully intimidate those corrupt people there,” he said. Panelo said that soldiers will be “guarding” the activities of BoC personnel. Though they will not formally assume the duties of BoC personnel, the soldiers will still have to learn the bureau’s processes. Asked if the military men will formally take over the functions of the BoC agents, Panelo said they do not see the need yet. “For now, no. But if it comes to a point that it is needed, the Constitution allows it,” he said. Duterte earlier authorized the military to “assist” the operations in the BoC, hoping the men in uniform can put an end to the bureau’s corruption and smuggling activities. In his previous speech, he reiterated that the alleged corruption in BoC are covered by the state of lawlessness. “Remember that I have issued during the first days of my term, this is the declaration of lawlessness. Part of the lawless elements are there inside the Bureau of Customs,” Duterte said in Davao City Sunday. Duterte’s critics, however, were quick to lambast his directive, arguing that military deployment in BoC is unconstitutional as it would violate a Constitutional provision prohibiting members of the armed forces from assuming civilian positions in the government. But Panelo argued that the provision should not take precedence over the constitutional provision that states the “prime duty of the government is to serve and protect the people.” “The President cannot be held hostage by a provision produced as a repercussion of the bygone days and ignore his main constitutional duty of leading the governmade by the President himself,” Panelo told a Palace press briefing Tuesday. “Let’s just wait for the President to announce [it]. It’s the President’s call,” he added. Justice Secretary Menardo Guevarra earlier floated the idea that Nograles would soon become the Cabinet secretary. Nograles, who originally planned to seek an elective post in the elections, dropped his Senate bid.
ment in serving and protecting the people,” he said. Senator Richard Gordon backed the order of President Duterte for the military to take control of the Bureau of Customs, saying the agency is “under seige” by large-scale drug smuggling. Speaking to reporters after the Blue Ribbon committee hearing of the shabu shipment that was smuggled through the Manila International Container Port, Gordon said it was clear that the smuggling operations are deep. “And we are under siege, so President Duterte declared as lawless violence the entry of [illegal] drugs [through] Customs that brings violence to the people,” Gordon said. He asked the President, however, to detail what the soldiers will do. Exasperated by the massive corruption and large-scale drug trafficking through the BOC, the President directed the Armed Forces of the Philippines to temporarily take over the bureau. Duterte also placed the entire BOC police led on floating status and required its members to report to the Office of the President and hold office at the Malacañang gymnasium. During the resumption of the hearing, Guban washed his hands of any involvement in the P11-billion shipment initially reported as P6.8 billion. He backtracked on his previous claim that he was involved in bringing the said shipment through the BOC. In an affidavit he read during the hearing, Guban pointed to former Senior Supt. Eduardo Acierto who alerted him of an incoming shipment that contained shabu. He said they even worked together to apprehend it—a complete turnaround of his previous claim that it was Acierto who asked him to pick a consignee for shipping two magnetic lifters in Cavite. While his revelations on Tuesday may contradict his previous statements, Guban said that this was only due to his detention in the Senate, fear for the safety of his family and stress brought about the inquiry. “I now open myself for more questions regarding this inquiry,” Guban added. In his new testimony, Guban said he tried to stop the shipment of drugs from being processed. It was unclear how his reversal would affect his status in the witness protection program. Former Customs chief Isidro Lapeña, who was transferred to the Technical Education and Skills Development Authority after the drug smuggling scandal broke, did not attend the Senate hearing Tuesday.

In the complaints, Garin and others are accused of negligence through “arbitrarily, maliciously, and deliberately failure to inform the Dengvaxia recipients and their parents/families of the dangers and risks related to Dengvaxia and to obtain their informed consent.” The new complainants, assisted by the Public Attorney’s Office, cited the failure of the DOH under Garin to conduct proper screening of Dengvaxia recipients and to implement active and aggressive monitoring and surveillance over the recipients considering the risks posed by the vaccine to seronegative recipients or those who had no history of dengue. The complainants said the respondents “displayed grave recklessness, utter bad faith, lack of foresight, lack of skill, want of care, gross neglect and deliberate, arbitrary and even malicious disregard of the safety and lives of thousands of Filipino children.” PAO chief Persida Rueda-Acosta said Duque was included in the charge sheet on Arugay’s case. “Secretary Duque is included in the policeman’s case because he did notprovide a master list of policemen injected with the vaccine that’s why they were not properly monitored,” Acosta added. “In nearly all cases those responsible have acted with total impunity,” the statement added. Andrew Anderson, head of Front Line Defenders, a Dublin-based group which seeks to protect activists, said the numbers for 2018 were set to be “higher still.” “In the countries where the largest number of human rights defenders are being killed—Mexico, Colombia, Brazil, the Philippines, Guatemala, Honduras—we can see that the numbers are already higher than they were last year,” he added. “The level of threat and risk that these courageous human rights defenders face is quite horrendous.” The conference is aimed at building ties between activists to develop strategies for fighting repression and discrimination over the next two decades. News House leader hits out at ‘shameless peddling’ By Maricel V. Cruz DEPUTY Speaker and Sulu Rep. Munir M. Arbison on Tuesday dismissed as “a shameless peddling of personal agenda and political propaganda” the challenge mounted by Sulu Gov. Abdusakur Tan II against the Bangsamoro Organic Law. Arbison expressed confidence the petition for certiorari and prohibition filed before the Supreme Court against the BOL would be dismissed for lack of merit. He defended the BOL that was approved in Congress, saying the measure could withstand the constitutionality test and any other inquiry with regard to its legality, even as he chided Tan’s move as “blatantly misguided, erroneous, and misleading.” “The local chief executives and the majority of the people comprising the municipalities of Parang, Omar, Luuk, Tapul, Talipao, Indanan, Tongkil, Panglima Estino, Pangutaran, and Jolo, Panamao, along with numerous constituents in other municipalities are in support of the peace efforts of the administration and do not share the sentiments and contention of Governor Tan,” Arbison said. He pointed out that during the public hearing for the proposed measure, all municipalities were represented and heard. Arbison said Tan should have filed the petition in his personal capacity and not as governor of Sulu since it was merely his own perspective on the BOL. Arbison likewise said most of the esteemed professionals and various individuals from the religious sector in the province supported the Duterte administration’s peace initiatives. “Although we respect his right to question the passage of the law, the combined legal minds of the Senate and the House of Representatives have already painstakingly scrutinized the constitutionality of the BOL. If at all, this latest challenge on the new law is to affirm its constitutionality with finality,” Arbison said. “Such facts are evidence that the governor is merely using his position for the furtherance of his personal interest. His purpose is purely political and for his family’s vested interest, that is the full control of the province of Sulu,” Arbison added. In his petition dated Oct. 11, 2018, Tan is asking the Supreme Court to review the legality and constitutionality of the BOL, saying Congress committed grave abuse of discretion amounting to lack or excess of jurisdiction in passing the BOL.
‘US-RP alliance vital to peace, stability in Indo-Pacific’
WITH the ongoing tension between United States and China over the South China Sea, a US Navy senior officer has emphasized the importance of US-Philippines alliance to peace and stability in the Indo-Pacific region. Admiral John M. Richardson, US Navy Chief of Naval Operations, who visited the Philippines on October 28 and 29, highlighted the continuing importance of the RP-US alliance in the region. “The work the US Navy does with the Philippines every year is critical to the peace and stability of the region and the development of both our militaries,” Richardson said, in a statement released by the US Embassy in Manila. “It’s important that we continue to collaborate with our partner and ally. We look forward to further strengthening our longstanding security cooperation,” he added. While in the Philippines, Adm. Richardson met with Chief of Staff of the Armed Forces of the Philippines Gen. Carlito Galvez and Flag Officer in Command of the Philippine Navy Vice Adm. Robert Empedrad. The US security official also traveled to Palawan, where he received an update on the security situation in the South China Sea from Lt. Gen. Rozzano Briguez, Commander of the AFP’s Western Command. The US Embassy said Adm. Richardson’s visit focused on US and Philippine maritime domain awareness and naval capabilities, and the importance of the US-Philippine alliance to peace and stability in the Indo-Pacific region. Richardson has held the post of CNO since September 2015. As the Navy’s senior military officer, Adm. Richardson is responsible for its command and operating efficiency. As a member of the Joint Chiefs of Staff, the CNO is the principal naval adviser to the President of the United States, Secretary of Defense, National Security Council, and Homeland Security Council. Padaca prosecution approved By Rey E. Requejo
HE Supreme Court has paved the way for the Sandiganbayan to proceed with the prosecution of former Isabela Gov. Grace Padaca and two others for graft and malversation of public funds.
T
The charges were over their alleged involvement in the anomalous award of a P25-million contract to a private firm for the implementation of the province’s rice program. In a 12-page decision, the SC’s Second Division through Associate Justice Andres Reyes Jr. denied the petitions filed by Padaca, municipal councilor Servando Soriano and Dionisio Pine, manager of the Economic Development for Western Isabela and Northern Luzon Foundation, Inc., seeking to reverse the resolutions of the Office of the Ombudsman in January 2011 and September 2012. The resolutions found probable cause to indict them
for committing the crime and denying their motion to recall the arrest warrants issued against them, respectively. “With the foregoing, the Court concurs with the Sandiganbayan that no grave abuse of discretion amounting to lack or excess in jurisdiction can be attributed to the Ombdusman, as the latter’s finding of probable cause rest on substantial basis,” the high court ruled. The SC stressed there was no grave abuse of discretion on the part of the Sandiganbayan in denying Soriano and Pine’s motion to recall the arrest warrants issued against them.
“The Sandiganbayan aptly limited its determination of probable cause to resolve whether arrest warrants should be issued against petitioners. There is no allegation, much less proof, how this judicial determination was exercised in a capricious, whimsical or arbitrary manner,” the tribunal said. The Court said: “In sum, there is no cogent reason to disturb the Ombudsman’s finding of probable cause and the Sandiganbayan’s denial of Soriano and Pine’s omnibus motion. “The Court cannot and will not nullify the Ombudsman’s factual findings on the sole ground that the complainant dies not agree with such findings.” Investigation by the Ombudsman showed that Padaca engaged the services of EDWINLFI to manage Isabela’s provincial rice program without due regard to the rules on government procurement. The anti-graft body also noted the fact that EDWINLFI’s officers included Soriano and Provincial Government’s Legal Officer Johnas Lamonera raised a suspicion as to the regularity of the transaction.

Correcting the mistakes of 2016
V
ICE President Leni Robredo last week appealed to voters to correct their “mistakes” during the 2016 elections, as she led the launch of the opposition Senate slate. But Mrs. Robredo dissembles when she limits the “mistakes” of 2016 to the votes cast for President Rodrigo Duterte, because in doing so, she tells only half the story. The half that neither she nor her Liberal Party companions have ever honestly addressed were the mistakes they committed when they were the party in power. In the two years out of power, the Liberals have failed to acknowledge that the votes for Mr. Duterte were, in large part, a reaction to their own failures under President Benigno Aquino III. Would Mr. Duterte have won by such a large margin had Mr. Aquino’s Transport secretary— who now faces multiple graft complaints—not created such chaos in his department that, until today, car owners are unable to get their license plates?
Speaking during the presentation of the eight candidates of the Liberal Party coalition, Robredo said voters should look into whether the officials elected in 2016 were able to fulfill their promises. “Let’s go back. What were the reasons why we voted those we voted for in 2016? And hopefully, this 2019, if we made mistakes in the 2016 elections, now is the time to correct our mistakes,” she said. “Let us not be carried away by sweet words and so many promises,” she said. “Instead, let’s look at who we will vote for and what their record is.” The vice president is right, of course. Elections give people the opportunity to punish those who failed to deliver on their promises, and by association, those who campaign under the same banner.
Would the Liberals have been removed from power had Mr. Aquino’s Agriculture secretary done his job properly, instead of finding ways to misuse government funds? And would the Liberals have been in the political doghouse had their leader not expended so much time, effort and money to jail his predecessor and persecute his allies, to the exclusion of more important tasks such as rebuilding the country’s deteriorating infrastructure? Would Filipinos have voted for Mr. Duterte in such large numbers had they been happy with Mr. Aquino’s idea of governance? Before Mrs. Robredo and her Liberal Party allies speak of correcting the mistakes of 2016, they ought to honestly address the errors they committed when they were in power—when they might have said or done something to make a difference, but kept their silence, or worse, encouraged the excesses that eventually led to their downfall.

Opinion INC moves on CROSSROADS
JONATHAN DE LA CRUZ THE news is that the Iglesia ni Cristo/ Church of Christ, in just over a century of existence, now has the third largest following among the country’s religions after the Roman Catholic Church with 80.55 percent and Islam with 5.54 percent. Indeed, with 2.45 percent of all Filipinos claiming adherence to INC’s ways and beliefs, the church founded by the charismatic and learned religious leader Ka Felix Manalo has proven its worth as a firm and steady propagator of the Word of God. Now, under the leadership of Ka Felix’s grandson, Ka Eduardo Manalo, the INC continues to move on, gaining even more adherents here and abroad. Aside from building up in every nook and cranny of the country, it is now present in 150 countries all over the world. Quite apart from living up to its disciplined religious teachings, the church has gained prominence resulting from its record-breaking antipoverty and social services and amelioration programs, a number of which have actually been Guinness World Records holders. Given the strides it has taken thus far, we are certain that the INC will move on under the able and guidance of Ka Eduardo—whose birthday falls on this day, Oct. 31. We wish him good health and continued blessings as he steers the INC to even greater heights. Mabuhay!!!
Social Weather Stations survey taken last September. Asked whether the country is moving in the right direction, fully 75 percent of all survey respondents said “yes.” That should put all doubters, here and abroad, on notice. Despite all the flak and criticism said about the state of our affairs, a solid majority of all our people believe otherwise. It appears our people have become more discerning and are learning their lessons well. Apparently, all the angry denunciations about inflation, soaring prices and unabated smuggling, among other “ills,” exposed by the critics have been factored in. But instead of being taken aback and paralyzed to inaction as a result, our people are simply following up on the promises of President Duterte for a safer, better and more livable country. And they are hopeful and do believe that he will deliver on his promises. They believe he will do good by our people and will work for their

and the country’s well being. Trust and confidence about our state of affairs have definitely affected President Duterte’s standing among our people. His fortune, if we may call it such, has become intertwined with that of the country’s state of affairs seen from the eyes of our people. Thus, fully 74 percent of our people have expressed much trust in *** Speaking of moving on, we are not at President Duterte, a four-percentage point all surprised at the results of the latest up from the June survey.
If we juxtapose that with the intensity, the breadth and the expanse of the criticisms against PRRD over that period, one can almost see the critics banging their heads against the wall. How can this happen? How can we believe the survey when in fact the prices of basic goods—especially rice—have been on the rise, inflation has been eating at the ordinary Pinoy’s purchasing power and crimes against persons and property have been on the rise? How can this be when Duterte’s foul language has been getting worse and his personal health has come under question? How could he have gotten that stratospheric trust rating when he has been issuing all kinds of warnings and all kinds of explanations about things, official or personal? How can his standing among our people stay up high when his party just split up, his people getting dismissed or demoted or otherwise shamed in public? How can this be? Well, figures don’t lie. That is what the survey said. Maybe our people are satisfied with the declared war on drugs as they are now more free to walk the streets at night. Maybe they are seeing a glimpse of political will as he weeds out the incompetent out of the bureaucracy. Maybe they are happier that we are determined to follow an independent foreign policy, friends to all, enemies to none. Maybe, just maybe, they believed when the President said he will have a better way of handling the rice situation and smuggling , among other recurring concerns of our friends. So there, ladies and gentlemen. With such stratospheric figures going the country’s and President Duterte’s way, is it any wonder that the criticisms has become louder and the actions against him even more desperate than ever? Abangan.

above $50 million now number 149,890 worldwide. The United States leads with 47 percent of UHNW adults. China is a distant second with only 11 percent of the total membership. North America is the world’s richest region with total wealth of $97 trillion; followed by Europe $73.66 trillion; the Asia Pacific (outside China and India) $52.9 trillion; China $46.49 trillion; Latin America $8.06 trillion; and India $5.25 trillion. Africa has $2.29 trillion. For mid-2018, CS estimates that 42.0million HNW adults have wealth between $1 million and $50 million, of whom the vast majority (37.1 million) fall within the $1million–5 million range. North America accounts for the greatest number of millionaires, significantly above Europe, which in turn hosts nearly double the number in AsiaPacific countries, excluding China and India. China now accounts for 8 percent of all HNW individuals, while Latin America, India and Africa together account for only 2 percent of the total. However, a person needs at least $93,170 to belong to the top 10 percent of global wealth holders and $871,320 to be a member of the top one percent. The bottom half of the global population own less than one percent of total wealth. The richest 10 percent hold 85 percent of the world’s wealth, and the top 1 percent alone accounts for 47 percent of global assets. CS visualizes the global wealth distribution in the form of a wealth pyramid which places adults in one of four wealth bands: under $10,000; between $10,000 and $100,000; between $100,000 and $1 million; and over $1 million. The base level of the pyramid contains 3.2-million adults, or 63 percent
of the global population, but accounts for only 1.9 percent of global wealth. In contrast, dollar millionaires comprise 0.8 percent of all adults, but collectively own 45 percent of all assets. Credit Suisse has provided estimates of the wealth holdings of households around the world for each year since 2000. While the base of the wealth pyramid is occupied by people from all countries at various stages of their life cycles, HNW and UHNW individuals are heavily concentrated in particular regions and countries, and tend to share more similar lifestyles, participating in the same global markets for luxury goods, even when they reside in different continents. The wealth portfolios of these individuals are also likely to be more similar, with more of a focus on financial assets and, in particular, equity holdings in public companies traded in international markets. More specifically, CS was interested in the distribution within and across nations of individual net worth, defined as the marketable value of financial assets plus non-financial assets (principally housing and land) less debts. The valuations of individual wealth holdings are dominated by financial assets, especially equity holdings in public companies traded in international markets. For practical reasons, less attention is given to non- financial assets apart from major real estate holdings and trophy assets, such as expensive yachts. Even less is known—and hence recorded—about personal debts. biznewsasia@gmail.com

What’s in it for the people?
PH... is one of the findings of the study conducted this year by the Credit Suisse Research Institute entitled “Global Wealth Databook 2018.” Credit Suisse is one of the world’s leading banks in wealth management, with a strong presence in its home market, Switzerland, the hiding place of much of the world’s wealth, legal and the mostly illegal. The bank’s study found the Philippines has only 32,354 US dollar millionaires. Of the 32,354 Filipino millionaires, 27,369 (84.59 percent) have wealth of between $1 million and $5 million; 2,757 (8.5 percent) have wealth of between $5 million and $10 million; 190 (.587 percent) have wealth of $50 million to $100 million; 130 (.4) have wealth of $100 million to $500 million; and 24 individuals (.074 percent) have wealth of $500 million or more. Credit Suisse’s “Global Wealth Databook 2018” indicates the world has 42 million dollar millionaires. Of that number, 17.349 million individuals are in the United States; 3.479 million in China; 2.8 million in Japan; 183,736 in Singapore; 88,845 in Indonesia; 39,814 in Thailand; and 4,943 in Vietnam. The 17.34-million American millionaires have combined wealth of $98,154 billion ($98.15 trillion) or 34.5 percent of the world’s wealth of $285.25 trillion; the 3.47-million Chinese millionaires have combined wealth of $46.49 trillion or 16.3 percent of global wealth; and the 2.8-million Japanese millionaires have combined wealth of $23.88 trillion or 8.4 percent of global wealth. Troopers kill 2 ASG bandits, injure 2 others in Sulu clash
Ghanaian national held by BI officials By Vito Barcelo
By Francisco Tuyay TWO more Abu Sayyaf bandits were killed and two others were wounded in the course of a massive hunt against some 40 bandits who figured in a bloody firefight with marine soldiers that resulted in the death of seven terrorists and three soldiers in Patikul, Sulu last week. Lt. Col. Gerry Besana, spokesperson of the Western Mindanao Command, said the two bandits were pinned to death after challenging troopers in a fierce encounter in Barangay Lihbog Kabaw, Panglima Estino, Sulu at about 5:08 Tuesday morning. Besana said operating elements of the 61st, 62nd and 64th marine companies were on focused military operation against the terrorist group when they chanced upon some 100 bandits, sparking intense clashes. The killing of the two still unidentified Abus came after the same marine companies encountered around 40 heavily armed terrorists under subleader Alnijar Ekit and Aldi Alun in Barangay Timpook, Patikul. At least seven bandits and three marine soldiers were killed in the day-long fighting which also killedd dozens of terrorist as the military launched a dragnet in the ridges of Patikul. Besana said government forces suffered no casualties. He said the two dead bodies and two wounded bandits were recovered by the troops after the renewed fighting as security forces strengthened its strategic offensive against the terrorist group. Besana said the two captured bandits were evacuated to the Kuta Heneral Teodulfo Bautista Station Hospital for treatment. He added that operating troops continue its push towards the potential lairs of the ASG. “I commend the troops of the Joint Task Force Sulu for the unrelenting efforts to eradicate this menace in our society,” said Lt. Gen. Arnel dela Vega, commander of Westcom.
Repeal provision of Clean Air Act—Sotto By Macon Ramos-Araneta SENATE President Vicente Sotto III wants to repeal a provision in Republic Act 8749, or the Clean Air Act of 1999, which prohibits incineration of municipal, bio-medical and hazardous wastes to allow treatment technologies for waste disposal or for the processing of any material for fuel. Sotto noted that one of the effective and sustainable waste treatment technologies that are being adopted in many countries is Waste-to-Energy incineration method. He said it is the process of generating energy in the form of electricity and/or heat from the incineration of waste. Europe, he said, is known to be the largest market for WTE technologies while Japan dominates 60 percent of Asia-Pacific WTE market for incineration. “The said method does not only reduce the mountains of waste in landfills but also generate energy as well in doing so,” he said. While WTE could be an ideal and beneficial system, Sotto said the Philippines could not adopt it because of the prohibition under Section 20 of RA 8749. Section 20 states that incineration of municipal, bio-medical and hazardous wastes, which process emits poisonous and toxic fumes, is prohibited. “Thus, Section 20 of the said law is being repealed to allow regulated thermal and other treatment technologies for the disposal of municipal and hazardous wastes, or for the processing of any material for fuel,” Sotto said. In proposing Senate Bill 2076, or “An Act Regulating the Use of Treatment Technology for Municipal and Hazardous Wastes,” Sotto said thermal and other treatment technologies for the disposal of municipal and hazardous wastes “shall be designed and operated to meet the standards established by this Act and its implementing rules and regulations.” Under the bill, the Department of Environment and Natural Resources will be the primary agency responsible for the implementation and enforcement of the measure while the local government units will be mandated to promote, encourage and implement a comprehensive solid waste management in their respective jurisdiction.

INC holds ‘simul’ outreach programs in 147 nations “W
HILE poverty afflicts all nations, we must be ready to extend aid wherever it is needed.” This, according to Iglesia Ni Cristo General Auditor Glicerio B. Santos Jr., is one of the philosophies of INC's Felix Y. Manalo Foundation, which conducted Lingap sa Mamamayan programs in all six continents during the month of October to mark the 63rd birthday of INC Executive Minister Eduardo V. Manalo. After conducting various outreach activities in the Americas, Europe, Africa, Asia, the Middle East and AustraliaNew Zealand, the homegrown church with members worldwide came home and conducted outreach activities in Tondo and Binondo in the heart of Manila and Culiat in Quezon City. “We believe that the poor need more than our pity––they need our help. And we are prepared and willing to give it, wherever and whenever necessary,” said Santos on Tuesday, who also revealed that the foundation distributed a total of 100,000 goodie bags for both locations in Manila while simultaneously conducting medical and dental missions.
According to Santos, the last Lingap activity for the month will be held today in Culiat and is focused on bringing assistance to the Muslim community in the area, which will have similar medical and dental assistance programs and an allocation of 5,000 goodie bags. Santos emphasized that the Church’s approach to its anti-poverty efforts mirrored the INC’s “global outlook.” “We have members and churches all over the world. Our presence worldwide therefore allows us to reach more people, regardless of their faith. If the need is there, our Church is there,” Santos said. In the past month, the Foundation conducted various Lingap or “Aid to Humanity” programs in New York and Connecticut in the United States, and Toronto and Winnipeg in Canada. In Winnipeg, Manitoba, Santos said that the assistance drive focused on the Turtle Mountain Community Center, with the INC extending assistance to immigrants and vulnerable sectors in the area. Santos said that residents and attendees at the various Canadian locations received cash donations and were handed approximately 4,000 “goodwill bags” containing fleece blankets, socks, hats, mittens, gloves, bath towels, soaps, hand sanitizers, toothbrushes, toothpaste, shampoo, combs, ponchos, granola bars, canned foods, noodles and ready-to-eat meals. The Foundation likewise donated 1,000 Canadian dollars to each of the centers and shelters. “We are fortunate that wherever we organize our outreach activities, local leaders and communities have welcomed our initiatives. They recognize, as we do, that poverty is a problem that can be more effectively addressed when different groups and sectors come together to pitch in,” said Santos. The INC likewise held outreach activities in Kibera and Kawangware in Nairobi, Kenya last June after holding similar activities in Blantyre and Samama Vil. Mangochi in Malawi. Over 33,000 Lingap attendees were provided assistance in the African locations.
MMDA chair praises LGUs ‘Munti’, ‘Manda’ By Joel E. Zurbano THE Metro Manila Development Authority on Tuesday praised the cities of Muntinlupa and Mandaluyong for their relentless efforts to strictly enforce antismoking regulations and protect their people from second-hand smoke that caused lung cancer and other ailments. The two cities won the Red Orchid Award conferred by the Department of Health on Monday at the Century Park Hotel in Manila. The award is given annually to smoke-free compliant government agencies, local government units, and government hospitals nationwide. Both Muntinlupa and Mandaluyong received a grant amounting to P100,000.00 . MMDA chairman Danilo Lim said he admires the local government of Muntinlupa and Mandaluyong for their unrelenting strategy against smokers in public places and conveyances, and protect non-smokers, particularly pregnant women and children. Lim said he is hopeful that 100 percent smoke-free environment could also be achieved in the whole Metro Manila as a way to safeguard public health. The nominees were judged based on the World Health Organization's “MPOWER” initiative. “MPOWER” stands for the six proven tobacco control policies, namely: M for monitor tobacco use and prevention policies; P for protect people from the effects of smoking; O for offer help to quit tobacco use; W for warn against the dangers of tobacco; E for enforce the bans on tobacco advertising, promotion, and sponsorship; and R to raise taxes on tobacco.

IMMIGRATION authorities held an African who tried to leave the Ninoy Aquino International Airport using a fake Canadian visa. The foreigner, identified as Abdul Wahab Issah of Ghana, attempted to board Philippine Airlines flight to Toronto, Canada when immigration officers noticed that his passport was fake. BI Port Operations Division Chief Grifton Medina said Issah admitted that he bought the passport for $6,000 USD from a visa fraud syndicate in his country. “Due to his apprehension, we were able to foil another attempt to use Manila as a jump-off point for smuggling illegal aliens to Canada,” Medina said. Issah is currently detained at the BI detention facility while undergoing deportation proceedings. Immigration Commissioner Jaime Morente has instructed immigration officers in all ports nationwide to increase their vigilance in monitoring foreign travelers to ensure that syndicates will be unable to take advantage of the coming holidays to smuggle illegal aliens in and out of the country. Meanwhile, Medina announced that as part of the bureau’s efforts to combat corruption, the BI recently reshuffled some 200 members of the Travel Control and Enforcement Unit at the NAIA and other international airports throughout the country. The TCEU is a special team of immigration officers whose task is to conduct secondary inspection of arriving and departing international passengers. This includes arriving foreigners who have doubtful purpose in entering the country and departing Filipino tourists who may be victimized by human traffickers and illegal recruiters. Medina said the reshuffle was one of the numerous changes he plans to implement to prevent fraternization, which has been pinpointed as a major source of corruption in government agencies.
LTFRB denies plea questioning fare increase By Rio N. Araja THE Land Transportation Franchising and Regulatory Board on Tuesday denied the plea filed by the United Filipino Consumers and Commuters to stop jeepney and bus fare increase in the National Capital Region. Chairman Martin Delgra III, along with board member Ronaldo Corpus, signed the order with the other board member, lawyer Aileen Lizada, issuing a dissenting opinion. “The motion failed to present new issues for the board to reconsider its earlier findings,” the Oct. 30 decision read. The fare increase will take effect on Nov. 3. Last Oct. 23, the UFCC filed a petition with the LTFRB, questioning the fare hike. The commuters group said the fare increase was “unfortunate for millions of people.” The agency approved the increase of minimum jeepney fare to P10 from P9, provincial bus fare to P13 from P12, and Metro Manila buses fare to P11 from P10.

Mark Go of Baguio City, House Bill 8240 proposes to revise and codify the old Charter of the City of Baguio, which was enacted into law and made effective on Sept. 1, 1909 by virtue of Sections 2540 to 2574 of the Revised Administrative Code of 1917, as amended. Although Baguio City shall retain its identity as a highly urbanized city and remain part of the Cordillera Admin-
istrative Region, Go seeks to develop genuine and meaningful political, social, and fiscal autonomy for the city government to continue to sustain and improve its development as a self-reliant community and a more effective partner in the attainment of national goals. Go, vice chairman of the House Committee on Basic Education and Culture, provides Baguio City with corporate powers, such as the powers to exercise continuous succession in its corporate name; to sue and be sued; and to acquire and convey real and personal property. It also provides for general powers such as to 1) levy taxes, fees, and charges; 2) close and open roads,
streets, alleys, parks, or squares; and 3) expropriate or condemn private property for public use, among others. In his bill, Go, member of the House Committee on North Luzon Quadrangle, proposes to settle the City's boundary dispute with the adjoining municipality of Tuba, in the province of Benguet by defining the territorial boundaries to comprise the City's present territorial jurisdiction. Summit Point Challenge begins
P
REMIUM will be on shotmaking as the Philippine Golf Tour Asia’s long hitters gear up for four days of power duel in the $100,000 Summit Point World 18 Challenge which gets going today, Wednesday in Lipa, Batangas. It could also be a test of mental toughness as the men of the tour battle in wet and windy conditions spawned by Typhoon Rosita, making the Robert Trent Jones Jr.-designed layout, which features some of the best holes one can find anywhere in the world, softer and longer Mondilla than its 7017 yardage. It could also boil down to putting in the final day with the course’s last line of defense tipped to challenge even the steadiest players in the stellar cast. Clyde Mondilla strung up a 17-under 271 card at Summit Point Club to dominate the closing event of last year’s PGT
that also served as his coronation as Order of Merit champion. But given the current playing conditions, the same kind of scoring is unlikely to be matched despite the field all coming into the event in top form following a series of tournaments—in the just concluded PGT and the ongoing PGT Asia. James Ryan Lam, for one, is brimming with confidence coming into the event, having snapped a neardecade long search for a breakthrough with a victory in last week’s PGTA CAT Open, where he outclassed the elite field at the tight, hazard-laden Luisita layout with superb short game and exceptional putting.
But at Summit Point, emphasis will be on power although its sloping fairways, big bunkers and deceptive greens are expected to challenge the best players in the fold. They include American Josh Salah, who rallied to finish second to Lam last week, along with the rest of the top 10 finishers, led by Jobim Carlos, Ira Alido, Jhonnel Ababa, Elmer Salvador, Seung Jae Maeng of the US, Charles Hong, Justin Quiban and Tarik Can, also of the US. Young Koreans Micah Shin and Kim Joo Hyung are also in the elite roster, ready to slug it out with the best and the brightest in pursuit of the top $17,500 purse in the seventh leg of the second season of the region’s newest circuit put up by ICTSI and organized by Pilipinas Golf Tournaments, Inc. Other foreign aces expected to step up are Americans Nicolas Paez, a recent PGT winner, Lexus Keoninh, and John Michael O’Toole, Thais Pasavee Lertvilai, V. Rattanaphiboonkij and Sutijet Kooratanapisan, Lee Sang of Canada, Issei Mori of Japan, Aussie Jack Sullivan and Peter Stojanovski of Macedonia.

Former Letran star Boyet Bautista added 16 points, four rebounds and three assists for the Cavaliers, who took a commanding 83-62 advantage going into the payoff period. Mam Candy fastest in Sampaguita Stakes Race
Mam Candy wins Sampaguita Stakes race, pulling off a three-length triumph that netted a whopping P1.2 million for owner Christian Daniel Velasco.
Smart volleybelles back in style SMART flirted with disaster before escaping Sta. Lucia, 25-20, 25-19, 25-23, to kick off its campaign in the Philippine Superliga All-Filipino Conference yesterday at the Filoil Flying V Centre. After a long hiatus, Gretchel Soltones announced her arrival in style as she provided the spark for the Giga Hitters in this prestigious club tourney bankrolled by Isuzu, Sogo, Senoh, Asics, Mikasa, Mueller, UCPB Gen and Bizooku. Soltones, the former San Sebastian College star, delivered a game-high 17 points to practically dominate the spike department in the opening salvo of this battle that also has ESPN5, Hyper HD and Aksyon TV as official broadcast partners. “I’m very happy to be back after one year,” said Soltones, who was part of the national team that saw action in the AVC Asian Women’s Cup early this month. “We’re very happy to play in a high-level tournament.” Smart broke loose from a, 19-all, contest in the third set as it scored five straight points to reach match point, 24-19. Sta. Lucia threatened within one, 23-24, but Soltones launched a powerful attack for the game-winner. Smart coach Roger Gorayeb, who’s also back in the league after five years, played down their rousing start. “I’m happy with the win, we’ve prepared for this and I want all of my players to gain confidence as early as today,” he said.
Dubs bury Bulls with avalanche of triples C
HICAGO—Klay Thompson scored a record-breaking 14 threepointers as the Golden State Warriors maintained their blistering start to the season with a 149-124 demolition of the Chicago Bulls on
Thompson broke teammate Stephen Curry’s NBA record for most three-point field goals in a single game of 13 when he nailed his 14th three of the night midway through the third quarter at the United Center. The 28-year-old Thompson—who has struggled to find his scoring touch in the opening weeks of the season—finished the game with 52 points as the Warriors improved to 6-1 in the Western Conference. Thompson later revealed Curry had urged him to go for his record as he continued to drain a series of three-pointers. “Before I went out for the second half, Steph just looked at the box score and said ‘Go get it,’” Thompson told reporters. “That shows the unselfishness that’s within him. Same with K.D (Kevin Durant), Draymond (Green) and everyone else that was out there on the floor with me, just trying to find me and give me good looks,” he added. “I forced a few bad shots, but I was so anxious. Anytime there’s an NBA record at stake you kind of get a little nervous. “I’m just so blessed to be able to play with the guys I do. It was an amazing night that I’ll never forget.” Thompson had set the tone for a superb display in the first quarter when he exploded for 22 points to help the reigning NBA champions surge into a 44-28 lead. The Dubs put up another 48 points in the second quarter, and reached the halftime buzzer leading by an incredible 42-point margin at 92-50. With the game as good as won, it became
simply a question of whether the red-hot Thompson would surpass Curry’s threepointer benchmark. Thompson tied Curry’s mark with his 13th three of the night with 7:12 remaining in the third quarter and then bagged his 14th with just under five minutes left after coolly draining a shot from the edge of the arc. Warriors coach Steve Kerr meanwhile said he was unaware that the team were doing their best to engineer Thompson’s record-breaking night. “I didn’t even realize what was happening record-wise until they called a time out in the third quarter,” Kerr said. “I heard Klay saying ‘two more, two more’ and I didn’t even know who had the record at that point...At that point the guys were just feeding Klay and felt for him because he’s had a rough start to the season. But he got it going tonight to say the least.” Unsurprisingly, Thompson’s 52-point haul led the scoring with Curry adding 23 points and laying on five assists. Durant had 14 points while Alfonzo McKinnie came off the bench to weigh in with 19 points. Quinn Cook also had 14 points off the bench. Perfect Bucks down Raptors Elsewhere on Monday, the eagerly anticipated match-up between the league’s last two unbeaten teams, the Eastern Conferenceleading Toronto and Milwaukee, saw the Bucks run out winners by 124-109. Chavit group buys into broadband firm THE LCS–TierOne Consortium of businessman and politician Luis Chavit Singson has signed an agreement to buy into an operator of next-generation high throughput broadband satellites. Singson and TierOne Consortium chair Jonathon Bentley-Stevens signed the agreement overseas. The consortium declined to name the operator due to the highly-sensitive nature of the on-going search for the new major telecommunications player. LCS –TierOne is now assured it will be able to provide the entire Philippine archipelago access to satellite-based broadband at much lower costs. The consortium said it now also had an earth station gateway—a facility which takes time to setup—already in place in the country, enabling it to quickly use the broadband satellite services. “We are committed to giving Filipinos the connectivity they need and demand, whether they are from Ilocos in the North, where I am from; or Davao in the South, where Jonathon has been living for decades now,” Singson said.

EHICLE sales will rebound 10 percent next year from a double-digit slump this year, two industry groups said Tuesday.
The Chamber of Automotive Manufacturers of the Philippines Inc. and the Truck Manufacturers Association said combined sales were expected to rise 10 percent in 2019, after a yearlong downtrend in 2018 when total sales were estimated to decline 14 percent year-on-year. “We are positive next year. We will project better figure next year and that will be 10-percent increase in sales industry-wide,” said Campi president Rommel Gutierrez. Gutierrez said the projected growth next year would be a result of the industry’s adjustment with higher automotive excise tax. He said that after a year of dealing with the higher tax, “the industry must have adjusted to it.” He said that aside from the higher tax that affected industry sales in 2018, the advanced purchases in December 2017 also made a dent in sales this year. The industry sold 45,494 vehicles in December 2017, up 33.4 percent from 34,104 units in the same month in 2016, as consumers bought vehicles earlier to avoid

Rio said as soon as all the sealed bids were opened and placed side-by-side on Nov. 7, the government could provisionally name the firm that submitted the highest committed level of service among all bidders. “We do not see any hitches,” Rio said on the possibility of encountering another delay in the bidding process, which the government put together for a year to consult all stakeholders to come up with reasonable terms of reference. “In fact, on Nov. 7 at 10 in the morning, we will open all the bidding documents and we will know who will be our provisional third telco provider,” Rio said. The DICT said the terms of reference would bind the winning bidder to the quality of service it committed in its pitch to become the third telco operator. He said with more competition in the market, the existing players would also step up their efforts to retain their subscrib-
ers. “We will be monitoring their commitment because it is through their service that the third telco can build their subscriber base. The only way for them to get subscribers is to give better service and lower subscription cost than the existing players,” Rio said. “Of course, market forces will be in play, resulting to better service and lower costs, which the public will benefit overall,” he said. The terms of reference also include a performance bond, which the government could forfeit if the winning bidder failed to maintain their committed level of service to its subscribers, according to Rio. He said the bond is “at least P14 billion.” The bond is among the issues assailed by Now Telecom when it sought a temporary restraining order on Oct. 8 against portions of the terms of reference. The court denied the petition of the firm, saying “there is practically nothing to enjoin that will warrant the grant of obtaining such injunctive relief from this court at this time.” Rio said the terms of reference had been put together that way to ensure that only serious bidders with sufficient capital could participate in the bidding process.
the higher tax rates under the Tax Reform Acceleration and Inclusion law which was implemented at the start of 2018. The group earlier predicted a flat growth in 2018 at the start of the year, but sales began dipping at a double-digit rate in the succeeding months. Gutierrez said the onset of the new tax regime was expected to pull sales down to flat growth, but actual figures showed more than 10-percent decline this year. Data showed that as of September 2018, automotive sales plunged 13.8 percent to 261,057 units from 302,869 units delivered in the same period last year. This followed an 18.4-percent growth in Campi and
TMA sales to a record 425,673 units in 2017. Another industry group, the Association Vehicle Importers and Distributors, also reported a 14-percent increase in sales last year. Total industry sales were estimated at 476,000 in 2017. “Despite an overall decline [this year], sales are showing positive signs starting the ‘ber’ months. We hope this will further improve as we close the year,” Gutierrez said. Automotive sales breached the 1000,000 unit sales mark in 2010, followed by continuous growth until 2017. “It took us so many years to hit growth. After that, we’ve been posting higher sales every single year,” said Gutierrez.

Market tumbles; BDO advances T HE stock market tumbled Monday on profit taking and the lack of positive surprises on third-quarter earnings.
The Philippine Stock Exchange Index slumped 92.97 points, or 1.3 percent, to 7,016.06 on a value turnover of P3.9 billion. Losers beat gainers, 94 to 59, with 62 issues unchanged. PLDT Inc., the biggest telecommunications firm, declined 3.2 percent, to P1,355, while Bank of the Philippine Islands, the third-largest lender in terms of assets, fell 3 percent to P79.50. Alliance Global Group Inc. of tycoon Andrew Tan lost 2.4 percent to P11.32, but BDO Unibank Inc., the biggest bank, advanced 4 percent to P123. BDO said
Monday net income climbed 18 percent in the third quarter to P8.4 billion from a year ago, on the solid expansion of core lending and deposit-taking, life insurance and fee-based businesses. Total profit in the first nine months hit P21.5 billion, up 6 percent from the same period last year. Most Asian markets, meanwhile, rose Tuesday as investors were cheered by Donald Trump’s belief the US and China could reach a “great” trade deal, which helped ease concerns over a report he is preparing to lump tariffs on all Chinese goods. Shanghai rebounded from early losses to end up one percent, with traders also welcoming a decision by authorities that will make it easier for firms to undertake share buybacks, giving them more scope to prevent sharp falls. The yuan continued to struggle and hit a 10-year low, with analysts sug-
gesting it could break the 7 to the dollar mark. “The yuan’s move is in line with the degree of trade tension,” said Ben Kwong, executive director at KGI Asia. “If there’s no more hope for any resolution, then the yuan weakness will continue to be a trend.” Tokyo closed 1.5 percent higher thanks to a weaker yen, while Sydney jumped 1.3 percent and Seoul rallied 0.9 percent. Wellington, Taipei, Jakarta and Bangkok also posted healthy gains. However, Hong Kong failed to maintain an afternoon rally and was 0.7 percent lower in the afternoon while Singapore shed 0.4 percent. Investors started the day on a nervous note after Bloomberg News said the White House is lining up fresh levies if talks between Trump and Chinese President Xi Jinping at a G20 meeting next month are unsuccessful.
It cited unnamed sources as saying a list is being drawn up for a December announcement to hit another $267 billion of goods with levies. With $250 billion already being targeted, the move would mean all China’s shipments to the United States are taxed. Beijing has said in the past that it will retaliate against any measures, putting the world’s top two economies on course for an all-out trade war. The story added to skittishness across trading floors, where investors are already fretting over a number of issues including geopolitical tensions, rising US interest rates, slowing growth, Brexit and Italy’s budget standoff with the EU. However, in an interview aired later on Fox News Trump said that he thinks he can “make a great deal with China,” though he tempered this by saying Beijing was not yet ready. With AFP

Meralco says Atimonan coal power plant to push through By Alena Mae S. Flores MERALCO PowerGen Corp., a unit of electricity retailer Manila Electric Co., may proceed with the construction of a 1,200-megawatt coal-fired power plant in Atimonan, Quezon as a merchant power facility, or without a supply agreement, as a last option to finally to move the project forward. “It’s been so long and we don’t want Atimonan to fall by the wayside like Redondo,” Meralco PowerGen chairman Manuel Pangilinan said, referring to the stalled power plant of Redondo Peninsula energy Inc. Meralco PowerGen unit Atimonan One Energy Corp., which is putting up the coal project, signed a power supply agreement with Meralco. Meralco PowerGen, however, has not proceeded with actual construction pending approval of the supply agreement by the Energy Regulatory Commission. “We have given green light to management to proceed with Atimonan. At first, the limited notice to proceed, but eventually when they start shoveling around, we will give them a notice to proceed,” Pangilinan said. “Yeah, why not,” he said when asked if the company is contemplating building the plant on a merchant basis. A mandate letter for up to P107.5 billion from eight banks has been signed for the loan component of the Atimonan project. The entire project is estimated to cost P150 billion. When asked about the high project cost for Atimonan without a PSA, Pangilinan said, “it’s only money.” Meralco PowerGen president Rogelio Singson clarified that building the plant as a merchant facility was the “last option.” “We will have difficulty in financing more than anything else because the banks want PSA,” Singson said. He said further delays in project construction would raise the interest cost of the financing for the project. At an interest rate of three percent, the company pays P3 billion annually for the Atimonan plant loan. Meralco president Oscar Reyes reiterated the Atimonan project went through the entire process needed by the ERC for the PSA. Meralco filed the PSA with the ERC in April 2016. “It went through the entire process, in all good faith we followed and complied fully with ERC,” Reyes said. He said the project cost was also affected by the peso devaluation.

Nurse to go on trial for killing over 100 patients
ON THE ROAD.
Asian migrants camp on the road in the vicinity of the Maljevac border crossing with neighboring Croatia, near the NorthernBosnian town of Velika Kladusa, on October 24, 2018. In their struggle with a large number of incoming migrants, Bosnian authorities have provided two additional capacities, in the abandoned army barracks in Hadzici and a former appliance factory in Bihac. Regardless of the authority’s efforts, groups of migrants chose to leave Bosnia and attempt an illegal crossing into neighboring Croatia, hoping to travel further into the EU countries. AFP
Troops sent to southern border W ASHINGTON― The Pentagon is deploying 5,200 active-duty troops to beef up security along the USMexico border, officials announced Monday, in a bid to prevent a caravan of Central American migrants from illegally crossing the frontier.
The move represents a massive military buildup along the border, where some 2,000 National Guardsmen are already working to provide assistance to overwhelmed authorities. Trump in recent weeks has repeatedly
IN BRIEF Fans lose fight for Beatles footage TOKYO―It’s been a hard day’s fight, but a group of Japanese Beatles fans have lost their bid to get police to hand over historic footage of the band’s 1966 Japan visit. The superfans took their battle for the film―recorded by police as a security measure―all the way to Japan’s supreme court, arguing the images were a “historical document.” Police had offered to release the footage, reportedly about 35 minutes long, but only after blurring the faces of everyone in the film except the Beatles, citing privacy reasons. Two lower courts backed the police against a group of citizens from Nagoya who wanted the entire film released uncensored, saying it would be almost impossible to identify people in the footage more than 50 years later. But the long and winding legal battle ended last week when the supreme court rejected their argument, the group announced. The Beatles toured Japan only once, playing five concerts, and were trailed across the country by legions of screaming fans. A lawyer for the group seeking the footage said it would have huge historical significance for Beatles enthusiasts. AFP
Woman charged with murdering husband LANGKAWI-A British woman was Tuesday charged with murdering her husband on the Malaysian holiday island of Langkawi, with her lawyer saying that the suspect felt “overwhelmed”. Samantha Jones, 51, appeared in court on the island accused of killing John William Jones, who was found with a stab wound to the chest in their house earlier this month. A court official read out the charge of murder, which is punishable with a mandatory sentence of death by hanging in Malaysia, and Jones indicated that she understood it but did not enter a plea. She is accused of committing the murder in the early hours of October 18. Jones’s lawyer Sangeet Kaur Deo said that the suspect felt “very, very overwhelmed”. “It is her husband at the end of the day. So she’s also grieving for him despite the circumstances of the case,” she told reporters outside the magistrates’ court. The British couple had lived for the past 11 years on the jungle-clad island in northwest Malaysia, which attracts millions of tourists to its beaches every year. Police say Jones is suspected of killing her 62-year-old husband after a row. A bloodstained knife was found on the floor of their bedroom following her arrest.AFP
said more troops are needed to tighten border security, and he has made political capital of the caravan ahead of crucial midterm congressional elections that could see the Democrats regain some degree of power. According to US Customs and Border Protection Commissioner Kevin McAleenan, US authorities are tracking a group of about 3,500 people traveling north through the Chiapas-Oaxaca area in southern Mexico. Additionally, officials were monitoring another group of about 3,000 people that had gathered at a border crossing between Guatemala and Mexico. Trump said Monday night that his administration plans to build tent cities for the migrants that do reach the border and ask for asylum. “If they apply for asylum, we’re going to hold them until such time as their trial takes place. We’re going to hold them,
we’re going to build tent cities, we’re gonna build tents all over the place,” Trump said in an interview with Fox News. “We’re not gonna build structures and spend all of these hundreds of millions of dollars. We’re gonna have tents, they’re gonna be very nice, and they’re going to wait, and if they don’t get asylum they get out,” he said. Even as US officials unveiled details of the military deployment, migrants were trying to cross the Suchiate River from Guatemala into Mexico on rafts made from truck tires, or by forming human chains to avoid being swept away. Others swam across after Mexican authorities refused to open a border bridge. McAleenan described the situation along the US-Mexico frontier as a “border security and humanitarian crisis,” and said border agents over the past
Cameras help conservationists count the big cats BARDIA NATIONAL PARK―Chayan Kumar Chaudhary flicked through the photographs captured on a hidden camera in the jungle, hoping his favorite big cat―dubbed “selfie tiger” for its love of the limelight―had made another appearance. Thousands of camera traps have helped conservationists track Nepal’s wild tiger population, which has nearly doubled in recent years as the big cats claw their way back from the verge of extinction. After a nine-year push to protect tigers, an exhaustive census across 2,700 kilometers of Nepal’s lowlands completed earlier this year revealed the population has grown from 121 in 2009 to an estimated 235 adult cats today. On the front line of the painstaking survey were trained locals like Chaudhary in western Nepal’s Bardia National Park where tiger numbers have grown nearly fivefold. The 25-year-old helped track and record wild tiger movements through the park by scanning images taken by cameras hidden in the jungle’s undergrowth. “It was very exciting when we checked the [memory] cards and found photos of tigers,” Chaudhary told AFP. “It felt like we are part of something big.” Nepal’s southern lowlands, home to five national parks, were mapped into grids, each fitted with a pair of camera traps to record any tiger activity. More than 3,200 of these special camera traps were installed, some by field workers on elephants to navigate the dense jungle. “It was not an easy process and risky as well,” said Man Bahadur Khadka, head of Nepal’s department of wildlife and national parks. These cameras were equipped with sensors that triggered a click whenever any movement or a change in temperature was detected. Soon the photos started to trickle in: lone tigers walking past, mothers with their playful cubs and the occasional tiger feasting on a fresh kill. And Chaudhary’s favorite: a big cat that seemed to enjoy preening in front of the lens. The census began in November 2017 and by the following March, more than 4,000 images of tigers had been collected. “We then began analyzing the photos,” Khadka said. “Just like our fingerprints, tigers have unique stripes. No two tigers are alike.” Conservationists say that behind Nepal’s success was a strategy to turn tiger-fearing villagers―who could earn thousands of dollars for poaching a big cat―into the animal’s protectors. A century ago, Nepal’s lush jungles were a playground for the country’s rulers and visiting British dignitaries who came to hunt the Royal Bengal tiger. AFP

three weeks had apprehended about 1,900 people per day illegally crossing. “Over half of these arrivals have been made up of family units and unaccompanied children who place themselves in the hands of violent human smugglers, paying 7,000 (dollars) per person to make the journey,” McAleenan said. The massive deployment marks a sharp increase from initial estimates last week, when US officials said about 800 active-duty troops would head south. It means that within days, the US military will have more than three times as many troops along the southern border as it does fighting the Islamic State group in Syria. Trump last week expressed frustration that the issue, which had been attracting growing cable news attention, had slipped from front pages as top figures in the Democratic Party were targeted by a series of mail bombs. OLDENBURG, Germany―Former nurse Niels Hoegel, accused of killing more than 100 patients in his care, will go on trial Tuesday in the biggest serial killing trial in Germany’s post-war history. Hoegel, 41, has already spent nearly a decade in prison for other patient deaths, and is accused of intentionally administering medical overdoses to victims so he could bring them back to life at the last moment. He is to face questioning before dozens of victims’ anguished loved ones who still hope to learn the full scope of his murder spree. The trial in Oldenburg, northern Germany, is set to last until at least May, with the first hearing to focus on prosecutors presenting their case. Hoegel, who is already serving a life term, has confessed to dozens of killings. Investigators say at least 36 patients were killed at a hospital in Oldenburg where he worked, and about 64 more at a clinic in nearby Delmenhorst, between 2000 and 2005. “I hope he will be found guilty on each count so that the loved ones can finally find some closure,” said Petra Klein, who runs the local chapter of the victims’ aid group Weisser Ring. Around 126 relatives will be coplaintiffs in the new trial and are expected to fill the specially designated courtroom in Oldenburg, along with about 80 journalists. More than 130 bodies of patients who died on Hoegel’s watch have been exhumed, in a case investigators have called “unprecedented in Germany to our knowledge”. Caught in 2005 while injecting an unprescribed medication into a patient in Delmenhorst, Hoegel was sentenced in 2008 to seven years in prison for attempted murder. AFP

Manila, QC suspend work By Vito Barcelo and Rio N. Araja

ANILA Mayor Joseph Estrada on Tuesday suspended work at the Manila City Hall for today, oct. 31, to give local government employees ample time to visit, pray for and honor their departed loved ones during the observance of All Saints’ Day on Nov. 1.

office work will resume on Nov. 5, Estrada said, as he instructed the Manila Police District to secure the city’s four cemeteries, with more than two million visitors expected to troop to them on Nov. 1 and 2. The four city-owned graveyards are the 54-hectare Manila North Cemetery in Sta. Cruz, the largest in Metro Manila; La Loma Catholic Cemetery; Manila Chinese Cemetery; and Manila South Cemetery, which is located in Makati City but still part of Manila’s territory. At least 4,000 members of the MPD will be deployed to the cemeteries during the “Undas” celebration from oct. 27 to Nov. 2. Meanwhile, the Quezon City government ordered a half-day work today, not because of the rains due to Typhoon “Rosita,” but to give city hall workers the leeway to visit their dearly departed. Mayor Herbert Bautista made it official in a one-page memorandum sent to all department heads, chief of offices, task forces, and city hall units.
Bautista said the order does not cover officers and staff of the City Civil Registry, Disaster Risk Reduction and Management office, City Health Department, Social Services and Development Department, Department of Public order and Safety, and Quezon City Police District. Those involved in security, safety, health, cleanliness and related activities must report for work, the mayor reasoned. Estrada said while office work at the city was suspended, the Manila Disaster Risk Reduction Management office, the Manila Health Department, Department of Public order and Safety, and the Manila Traffic and Parking Bureau will continue to report for work and assist the MPD. The mayor reminded the public that bag inspections will be stringent at the cemetery entrances. Alcoholic drinks, gambling paraphernalia, loud speakers, and deadly weapons such as knives, and pets are prohibited. Cooking and sleeping overnight inside the cemeteries are also not allowed.

Get polished on the go By Paola Navarette

HILE nail polish can instantly make one look stylish, the amount of time spent waiting for it to fully dry can be quite tedious. There’s a constant worry of smudging those newly painted nails whenever one uses their hands. Homegrown beauty brand Happy Skin aims to cater to those women who are always on the go and those who are going to the beach. Happy Skin, together with nail care salon Posh Nails, has launched Express Gel Polish, a vegan gel polish that boasts long-wearing and quickdrying formula. The Express Gel Polish eschews 10 top toxic ingredients—many of which make the nail polish harden and resist chipping but have known health risks—and instead uses vegan gel polish formula as a base for the intense pigments. According to the two brands, the advantage of using a vegan nail polish formula is that the color can be removed painlessly anytime, without damaging the nail beds. The pigments are not sheer and one coat is enough for a vibrant and intense coverage. It also contains almond oil to nourish the cuticless, and hydrolyzed keratin to help strengthen nails. “What’s special about the formula that we created is it still holds the same promises in all of our previous gel polishes. Aside from vegan, it’s Korean-made,” Rissa Mananquil-Trillo, cofounder of Happy Skin, told Manila Standard. She added, “Because of the expertise of Posh

2 Nails, which has been in the industry for so long, we really nailed the best colors for Filipinas in this collaboration.” To make the application easier, it has a rounded fan-type nail polish brush with thick bristles, enabling detail work and the occasional full-nail swipe. Since the nail polish cures in natural light, it does require the use of a UV lamp to dry. Express Gel Polish comes in four colors, whose names are inspired by the different kinds of happiness one can get from visiting a nail salon branch. Pampered, a versatile white, is a staple in the collection; TLC, categorized as a perfect blend of beige and crème, is an ideal shade for all skin tones; Posh, a true, soft light pink can make one feel modern and current; finally, Luxe is a pure and flamboyant red that echoes one of the year’s trendy colors. At a glance, the Happy Skin x Posh Nails Express Gel Polish looks like the regular Happy Skin nail polish, except for the embellished cap with illustrations of crowns, diamonds, and nail polishes. The signature design on the nail polish cap is intentional—a mirror of both brands’ philosophy of empowering women to bloom and look like their best selves. The Happy Skin x Posh Nails Express Gel Polishes are now available at Happy Skin stores, select counters, happyskincosmetics.com, and poshnails.com.ph.

Dream wedding bonds power couple MANILA City’s 5th District Councilor Irwin C. Tieng exchanged “I do’s” with Aklanon beauty, Ladylyn Riva on Sept. 30 in a lavish celebration at the Marriott Hotel Grand Ballroom.
Manila City 5th District Councilor Irwin Tieng and Aklanon beauty queen Ladylyn Riva tied the knot in a lavish celebration on Sept. 30.
Among the esteemed list of principal sponsors were President Rodrigo Roa Duterte and Cielito “Honeylet” S. Avancena, Manila Mayor Joseph Ejercito M. Estrada, and business mogul Teresita SyCoson. The president was represented in the event by Atty. Harry Roque. Although only in his 30s, Tieng has carved out a successful career in both business and politics. He worked for Solar Resources Inc. for almost a decade, before eventually entering politics. He was first elected into Congress as the Representative of Buhay Party List (3rd term Congressman), and is now serving
his first term as Manila City Councilor. Riva, a stunning beauty of Filipino-Italian heritage, was a presence in the local beauty pageant scene, having joined Bb. Pilipinas and Century Tuna Superbods. She eventually bagged the crown as Miss Casino Filipino in 2013. She is currently serving as the chief executive officer of Metro Faces Talent Management Agency. Dubbed #IRWINstheLADY, the wedding was reminiscent of how Tieng won over Riva with his persistence, generosity, and loyalty. Six years ago, a chance encounter in a Boracay event where Riva was one of the models led to romance a few months after. “I didn’t realize right away that he was interested in me,” shared Riva. “He would take me and my friends out. He really took the time to make me comfortable and was patient enough to prove that he was serious about having a lasting relationship,” she added with a smile. In the midst of the lavish setting, the couple was surrounded by their loving friends and family. The groom was dashing in his Randy Ortiz suit, while the bride was a sight to behold in a Mark Bumgarner gown. The celebration was capped with a fun night of dancing and partying, definitely lots of memories to cherish for everyone. The energetic couple shows no sign of slowing down. Tieng is running for reelection in 2019, while his now wife has big plans for her talent management business, Metro Faces. She is also dedicated to further growing her “Pabebe” program in Manila

was remarkable, in part because of the film’s predominantly female cast and its lack of a conventional romantic storyline. “It was the most nurturing, loving environment,” she says. “You go in thinking, ‘Okay, I’m going to film this psychotic story in an abandoned hotel with a cast of 40 women. Director Guadagnino calls the story “a fable of a very specific time and place, where the past was so dark that it goes hand in hand with digging into the darkness of the self.” He adds that the film reflects the feminism that swept Europe in the 1970s “in the way we describe the archetypical figure of the witch and the way the movie showcases a variety of female characters and empowers and devictimizes the women.” From OctoArts Films International, Suspiria opens in cinemas today.

Starring an all-women ensemble lead that includes Dakota Johnson, Tilda Swinton, Chloe Grace Moretz and Mia Goth, the introduces the audience to a coven of a world-renowned dance company engulfed in darkness where there are only two options: succumb in darkness or wake up from the trap of a nightmare they are in. In her very first rehearsal, Susie stuns the company’s famed choreographer, Madame Blanc (Swinton), with her talent, vaulting to the position of lead dancer. Olga (Goth), the previous lead, breaks down and accuses the “Mothers” who run the company of being witches. But before she can flee, she is captured and tortured by a mysterious force somehow connected to Susie’s dancing. Despite these early warning signs, Susie continues her rise to the top of the dance academy at all costs. As rehearsals continue for the final performance of the company’s signature piece, “Volk,” Susie and Madame Blanc grow strangely close, suggesting that Susie’s purpose in the dance company goes beyond dancing. Meanwhile, psychotherapist Dr. Klemperer discovers a disturbing diary from his patient, a former Markos dancer named Patricia (Moretz), outlining an ancient demonic religion practiced by the Mothers. After Patricia mysteriously disappears, the doctor tries to alert the police but gets nowhere. Taking matters into his own hands, he approaches a dancer named Sara for help. Following their meeting, Sara ventures into the depths of the dance studio’s hidden chambers, where strange and horrific discoveries await. Andi shared that when she decided to accept the offer from Yam Laranas, the top honcho of ImaginePerSecond, producer of All Souls Night along with Viva Entertainment, her current beau did not resist. “I’m really motivated to be the best version of myself. Like, it’s the first time I’m with someone who really supports me with that, and then without also forgetting the fact that I have a daughter. Philmar really caught my heart. Kasi, not that it was him who showed me how important my daughter is, but he showed me that I can live a life of being a 28-year-old and being young and free. But at the same time, incorporating my relationship with my daughter and time with my daughter more than ever.” Andi, though, has not turned her back completely on showbiz. She still in Viva TV’s YouTube channel called Taralets, a travel show that explores different destinations. MEDICAL dramas are a dime a dozen in American television. Few things are as compelling as a group of brilliant and capable (as well as good-looking) doctors save lives while navigating through their personal dramas. While The Resident has plenty of those medical drama staples, it offers something that few—if not none—of the other shows have: the bottom line of the American health institutions. As Bruce Greenwood, who plays Dr. Randolph Bell, says in an exclusive interview, “[There is] a vast disconnect between medicine and money, and how care is controlled by commerce to a large degree.” And this is what the show shines a light on. Greenwood’s character, Dr. Bell, is the CEO and Chief of Surgery of the fictional Chastain Park Memorial Hospital. His character was introduced in Season 1 as the image of the ideal surgeon, and the one person everyone would want to be in charge of their health care. But he has a secret medical condition that causes tremors on his hands and it couldn’t be denied that his mortality rates have steadily risen, thereby earning him the nickname HODAD, “Hands of Death and Destruction.” He is also not above bending the rules to get what he wants. Greenwood is a veteran actor who has played his share of complex characters, and he finds Dr. Bell’s profound sense of entitlement and narcissism intriguing. There are also times when he thought that Dr. Bell would be going to on a certain direction, only to be surprised by the twists in the next script. “Sometimes it becomes a roller coaster but that also is what makes it fun because it’s a challenge to justify some of the things that happened [in the story],” he said. “Sometimes people do very implausible things and you just have to roll with that and examine it later. It’s not unlike when you make a decision in your life and it turns out to be a bad decision, you don’t realize that it’s a bad decision until a little bit later. So sometimes you don’t have to justify behavior as much as look at it later and try to unravel how and why it occurred,” he adds. Continued on C3
